  • MIL-OSI Submissions: Consolation, community, national identity: what is lost when pubs close – and how they can be saved

    Recent figures from the British Beer and Pub Association show that pubs will close at the rate of one a day in the UK during 2025. This is just the latest chapter in a familiar story – more than a quarter of British pubs have closed since 2000.

    The cost of running a pub has risen dramatically. The ingredients used to brew beer all cost more, as do the business rates, rents, duties, utilities and wages required to operate a welcoming venue in which to serve it. Some publicans have reported utility bills doubling in a matter of months.

    Many pubs occupy prime locations and high-value buildings, which, coupled with larger floor space, mean business rates can be high relative to turnover and profit.

    Meanwhile, food offerings which had provided many pubs with a profitable alternative to a drinks-only model have also been hit by rapid increases in costs. Supermarkets and delivery platforms now provide food and drink directly to consumers at prices few licenced venues can compete with. Even pubs that are economically viable are often more profitable converted into residential or retail space.

    These economic challenges accompany wider cultural trends, such as the continued prevalence of home working, changes in drinking habits and competition from alternative forms of in person and online leisure.

    We’ve researched pub closures in England and Wales to learn what the loss of pubs means for the communities who drink and gather in them.

    When pubs closed temporarily during COVID-19 lockdowns, many people realised that what they missed about pubs was not alcohol but the social contact pubs provided. Pubs have a clear social value. They offer a space for people to meet and interact and have been shown to help tackling loneliness and social isolation.

    Our research participants relayed stories of pub closure in relation to their own lives and communities:

    I’ve been consoled in there, I’ve consoled friends in there. We’ve chopped up family issues, work issues. We’ve drunk for the sake of drinking in there.

    Pubs help people feel connected to a local place. When they close, they can become sites of mourning, a painful reminder of change and decline. One resident of a former colliery village in Nottinghamshire said of the pub she had once worked in – now derelict, fire damaged and vandalised as it awaits redevelopment – that despite her wish that it had remained open it was now better to “knock it down” to “put us out of our misery”.

    For many, pubs are a sort of bellwether for wider anxiety about social and generational change. The loss of pubs speaks to where “we” might be heading as a nation or as a community. Our recent analysis of how the British press has reported on pub closures since 2000 shows that a sense of national identity under threat is a recurring theme.

    Both local and national newspapers have made repeated use of the word “our” in this context, warning readers of the grave threat to “our pubs” and “our heritage”, often invoking an idyllic image of rural life. However, much of this coverage has also praised the pub as a great leveller, as a place where people come together as a community to socialise despite their differences.

    Can pubs be saved?

    The Campaign for Real Ale, the leading consumer group for beer drinkers and pub goers, suggests changing planning and licensing laws to protect pubs at local and national levels, and more support and publicity for pubs to cater to changing markets.

    Others have more directly lobbied for duty cuts that give pubs a fighting chance against supermarkets benefiting from economies of scale, VAT exemptions and convenience.

    A hot meal served in a pub incurs a standard 20% rate of VAT, while a supermarket ready meal to be heated at home does not. The rationale for a tax cut to support pubs would rest on the social benefits they offer to communities, in contrast to supermarket-bought alcohol typically consumed at home.

    The Localism Act 2011 gave communities the right to bid to take pubs into community ownership, designating them as assets of community value. Yet while there are some terrific examples of community-owned pubs becoming both thriving businesses and a revived focal point for communities, residents in poorer areas lack the resources to sustain viable campaigns.

    In one village in our study, a pub listed as a going concern at £500,000 in fact sold as a development plot for over £660,000. A viability study suggested that an investment of £225,000, plus working capital of at least £20,000, would be needed to reopen the pub. The residents we spoke to all conceded that a purchase was far beyond the modest resources of the local community.

    While the loss of so many pubs is shocking, it obscures the fact that when other licensed venues, such as bars, restaurants and licensed cafes are factored in, the downward trend is flattened – and even reversed in some areas. This suggests a long-term diversification of the sector – the pub is no longer the only option when going out for a drink.

    This may also reflect a feeling that other hospitality venues better cater to different people and groups who may feel less at home in traditional pubs. Some interviewees told us that they felt craft brewery taprooms were more welcoming and family friendly. Others found cafe-bars to have a more appealing mix of coffee, food and both alcoholic and non-alcoholic drinks.

    There’s a long history of pubs adapting to serve new needs and markets. Pub is the Hub, for example, has supported rural pubs to incorporate everything from village shops and libraries to pizza ovens and IT skills hubs. There have been promising experiments with fitting pubs for co-working and meeting space. And micropubs can continue to offer the benefits of a convivial social space, in a back-to-basics approach that reduces the costs of running bigger venues. Pubs can and must evolve.

    Happy Mount Park, Regent Park, and Torrisholme Cemetery in Morecambe, along with Williamson Park and Ryelands Park in Lancaster, have all once again received the prestigious Green Flag Award status for 2025.

    The Green Flag, managed by environmental charity Keep Britain Tidy, is a mark of excellence, awarded to parks and green spaces that are well-managed, beautifully maintained, and provide top-quality facilities for visitors.

    Williamson Park also once again picked up the Green Heritage Site Accreditation, a special accolade which acknowledges the park’s historical and cultural significance, as well as its exceptional upkeep.

  • MIL-OSI Submissions: Why the Nazis stole a fragment of the Bayeux tapestry

    There was great excitement at the news this month that the Bayeux tapestry – the 11th-century embroidered epic depicting the conquest of England by William the Conqueror in 1066 – will go on display at the British Museum in 2026. However, the tapestry had already been in the news earlier this year, admittedly to much less fanfare.

    In March, it was reported that a fragment of the Bayeux tapestry had been discovered in Germany in the Schleswig-Holstein state archives. To understand how it ended up there, we must turn to a troubling and little-known episode in the tapestry’s history: Sonderauftrag Bayeux (Special Operation Bayeux), a project operated by the Nazi Ahnenerbe, the SS regime’s heritage research group.

    It has often been observed that art seems to have been of disproportionate concern to the Nazis. However, their manipulation of visual and material culture should be understood as central to – not separate from – Hitler’s genocidal regime and its efforts towards global domination.

    The Ahnenerbe, under the ultimate authority of Heinrich Himmler, was established to develop and disseminate histories in support of that mythology central to the Nazi regime: the supremacy of the Aryan race. To this end, the Ahnenerbe oversaw research that claimed to use unassailable scientific methods.

    However, it has long been acknowledged that their projects consciously manipulated historical evidence to construct fabricated histories that would support racist ideologies. To achieve this, numerous research projects were conducted. These projects saw scholars travel across the globe in the pursuit of objects that could act as monuments to the mythologies of Aryan supremacy. Sonderauftrag Bayeux was one such project.

    Nazi interest in the Bayeux tapestry may seem surprising to British people, where the tapestry is considered a symbol of a singularly significant moment in Britain’s history. However, just as politicians in modern Britain have found it tempting to reference the tapestry in the advancement of their political agendas, so too did the Ahnenerbe.

    Sonderauftrag Bayeux aimed to produce a multi-volume study of the tapestry that would assert its inherently Scandinavian character. The objective was to present the tapestry as proof of the supremacy of the early medieval Norman people, whom the Ahnenerbe claimed as the ancestors of modern German Aryans and descendants of “Viking” northern Europeans.

    By June 1941, work on Sonderauftrag Bayeux had begun in earnest. Among the team sent to Normandy to study the tapestry first hand was Karl Schlabow, a textile expert and head of the Germanic Costume Institute at Neumünster in Germany. Schlabow spent a fortnight in Bayeux, and it was he who removed a fragment of the tapestry’s backing fabric and brought it back to Germany when his research visit was complete.

    Though initial reports suggested that Schlabow removed this fragment when the embroidery was later transferred by the Nazis to Paris, it is more likely that he did so during June 1941, when he and his fellow members of Sonderauftrag Bayeux were stationed in Bayeux.

    In a sketch by Herbert Jeschke – the artist commissioned to create a painted reproduction of the tapestry – during this visit, Jeschke depicted himself with Schlabow and Herbert Jankuhn (the director of the project) hunched over the tapestry. The sketch is accompanied by the emphatic title, “Die Tappiserie!”, an expression of delight at their privileged viewing of this medieval masterpiece.

    To join the Ahnenerbe, Schlabow, like others involved in the Sonderauftrag Bayeux, was inducted into the SS. He held the rank of SS-Unterscharführer (roughly the equivalent of a sergeant in today’s British army). After the second world war many members of the Ahnenerbe denied having sympathy for Nazi policies.

    However, documents seized by US intelligence officers at the end of the second world war reveal that some were denied entry to the Ahnenerbe if they, for instance, had had Jewish friends or expressed sympathy towards communist ideas. They therefore had to (at least outwardly) appear sympathetic to Nazism to be inducted into its ranks.

    Details of what exactly the Ahnenerbe project uncovered, or even hoped to uncover, from this study of the tapestry are opaque. It appears that, to a large extent, the act of producing an illustrated study and dispatching researchers to the original textile was enough to claim the object as a monument to Germanic Aryan supremacy. It is clear that perceived Scandinavian influence within the tapestry’s designs was to be central to the study’s conclusions, but the project was not completed before Germany’s defeat at the end of the war.

    Like many other members of the Ahnenerbe, Schlabow returned to research after the war, working at the Schleswig-Holstein State Museum in Gottorf Castle.

    The discovery of even the tiniest fragment of this remarkable medieval object is cause for much excitement. However, its recovery should be framed firmly in the context in which it was removed. It should come as no surprise that Schlabow felt empowered to steal this piece of the tapestry; the regime for which he worked claimed the object as a piece of his heritage, his birthright as an Aryan German.

    This find is a timely reminder that the past is closer than we realise and that there is still much work to be done to explore the long shadows cast by previous practices in the histories we inherit. The recovered fragment is currently on display in Schleswig-Holstein, but will return to the Musée la Tapisserie de Bayeux in Normandy in time for the museum’s re-opening in 2027 when the two elements will be reunited for the first time since 1941.

  • MIL-OSI Submissions: England’s redesigned banknotes will reveal how the country sees itself

    The Bank of England has announced a redesign of its banknotes and invited the public to suggest new themes that might feature on them. Victoria Cleland, the Bank of England’s chief cashier, said this was as “a symbolic representation of our collective national identity and an opportunity to celebrate the UK”.

    Even though they can appear like the unifying symbols Cleland suggests, my research shows that there are contradictions that surround many national symbols. They are not as unifying as they might seem. In fact, in many cases they also work to exclude people.

    For a long time, there has been a persuasive argument about belonging and the nation. As one of the grand theorists of the nation, Benedict Anderson, once put it, the nation is an “imagined political community”.

    The idea here is that the nation is simply a collection of people who form a community together, something larger than themselves. And national symbols are supposed to represent this community. As such, national symbols are often taken as markers of belonging.

    But what is often overlooked is the exclusionary element of the nation. In my book, Straight Nation, I show how for some people to belong to a nation, others must be portrayed as not belonging. It can be difficult to pinpoint exactly how one belongs to the nation; it is far easier to point at someone else and declare that they do not.

    The invitation to contribute to the redesign will therefore show two things. It will tell us how the country sees itself. It will also demonstrate the contradictions around national symbols and the exclusions they can produce. The former perhaps more straightforward than the latter.

    How does England see itself?

    In theory, the banknote is a perfectly neat national symbol. It is an object that is only valid within the borders of the state it is issued in, so the images printed on it can be treated as representations of the nation. Current notes feature images of historically significant characters: former prime minister Sir Winston Churchill, author Jane Austen, painter J.M.W. Turner and scientist Alan Turing.

    Indeed, the Bank of England has suggested that images should not be “divisive”. In other words, they need to be as inclusive as possible. But in the current political environment, far-right politics and division have become extremely commonplace both globally and closer to home.

    In the US, the current administration has squarely taken aim at diversity, equity and inclusion programmes and launched a massive wave of deportations. Across much of western Europe, far-right parties are going from strength to strength.

    In the UK, rightwing Reform has emerged as the party that would win the most seats if a general election were held this year. The current prime minister, Keir Starmer, recently gave a speech where he warned the UK risked becoming an “island of strangers” without tougher immigration policies.

    Amid these political currents, it will be interesting to see which themes and images are eventually chosen to adorn the new banknotes from the consultation which closes at the end of July. The designs will be instructive not least because they will show how how the current climate translates onto these notes as well as how the country sees itself.

    For instance, there has never been a person of colour and only three women have previously featured on a banknote. It would be a a long time coming if this were to change.

    The exclusions at the heart of national symbols

    Perhaps more importantly, however, is the ironic contradiction around asking for the public’s views on banknotes when banknotes are disappearing from public view.

    At the start of this year, Lloyds Banking Group announced it would be closing 136 of its high street banks. This follows a broader trend. Since 2015, banks have closed more than 6,000 branches, and the number of cash machines has fallen by more than 7,000 between June 2021 and June 2024.

    Banking is becoming increasingly digital and carried out through a smartphone app. A growing number of establishments have gone entirely cashless.

    Many people are affected by this, including those with disabilities, older people, those living in rural areas and small businesses. Not only is cash no longer king, it is barely in the building.

    When it is redesigned, the new banknote will be released into an environment where it is less used and, in a growing number of establishments that have gone entirely cashless, will be almost entirely unwelcome.

    National belonging is often romanticised. There is a sense that nationalism and unity go hand in hand, and that the nation is simply a basin of belonging. National symbols are portrayed as a matter of pride.

    We do not know yet what designs they will bear when the crisp new banknotes are issued. But we do know that they will be issued in decreasing quantities and many people will find it harder to get their hands on them. That captures the contradictions of national symbols, and the exclusions they produce.

    Perhaps more importantly, however, is the ironic contradiction around asking for the public’s views on banknotes when banknotes are disappearing from public view.

    At the start of this year, Lloyds Banking Group announced it would be closing 136 of its high street banks. This follows a broader trend. Since 2015, banks have closed more than 6,000 branches, and the number of cash machines has fallen by more than 7,000 between June 2021 and June 2024.

    Banking is becoming increasingly digital and carried out through a smartphone app. A growing number of establishments have gone entirely cashless.

    Many people are affected by this, including those with disabilities, older people, those living in rural areas and small businesses. Not only is cash no longer king, it is barely in the building.

    When it is redesigned, the new banknote will be released into an environment where it is less used and, in a growing number of establishments that have gone entirely cashless, will be almost entirely unwelcome.

    National belonging is often romanticised. There is a sense that nationalism and unity go hand in hand, and that the nation is simply a basin of belonging. National symbols are portrayed as a matter of pride.

    We do not know yet what designs they will bear when the crisp new banknotes are issued. But we do know that they will be issued in decreasing quantities and many people will find it harder to get their hands on them. That captures the contradictions of national symbols, and the exclusions they produce.

    London is home to over 3,000 publicly accessible parks and green spaces – which together cover 18 per cent of London.1

    In 2019, the Mayor established the London Green Spaces Commission “to help support London boroughs transform how their parks services are managed and funded so that they can maintain or increase investment in parks and green spaces, in the context of substantial and ongoing constraints imposed on public sector funding”.2

    The London Assembly Environment Committee will meet tomorrow to understand the current state of London’s parks and the challenges they face, five years on from the Mayor’s Green Spaces Commission report.

    At the start of the meeting, the Committee will also speak with Thames Water to understand its consultation plans for the Teddington Direct River Abstraction.

    The first part of a £50million redevelopment of Aberdeen beach was officially opened today with the unveiling of the new-look Broadhill.

    Aberdeen’s Lord Provost, Councillor David Cameron, toasted the occasion with a cup of tea from a tartan flask and a traditional rowie at a striking new viewpoint on top of the well-known landmark.

    The five-hectare Broadhill has been transformed with new access steps, footpaths, viewpoints, drystone walls, timber and concrete seating and landscaping. The work has been completed in time for the public to enjoy the site as a vantage point for the forthcoming Tall Ships Race (19-22 July).

    As he surveyed the completed works, the Lord Provost said: “This is an exciting occasion to toast with the first part of the beachfront works finished.

    “As thousands of people come into the city for the Tall Ships Races, the revamped Broadhill with additional seating and a viewpoint will be a prime place to watch the vessels sail into the harbour as well as the spectacular Red Arrows display.”

    Broadhill is part of the biggest redevelopment of Aberdeen beach for 35 years with work well under way in creating a beach park and a large events field.

    The Broadhill works have seen more than 10,000 new trees, shrubs, and underlying vegetation planted across the site to help enhance the natural environment by further diversifying the habitat and ecological value of the area.

    The Lord Provost was joined for today’s opening ceremony by members of the city’s Young Ambassadors, a group of young people who contributed ideas for the beach plans.

    Aberdeen City Council’s Co-Leaders welcomed today’s opening as the first project to be completed in the ambitious Aberdeen City Centre and Beach Master Plan.

    Co-leader Councillor Ian Yuill said: “It is good to see the first of the beach works finished as the first of the City Centre and Beach Master Plan projects.  We hope many generations to come will make good use of the changes at Broadhill. The beachfront is one of the jewels in the city’s crown and the work taking place in the area will further transform the beach area for the enjoyment of everyone.

    “The works are the biggest redevelopment the beach has had for 35 years and is the next step to make Aberdeen an even better place for residents and visitors to enjoy.”

    Co-leader Councillor Christian Allard said: “We welcome the works finishing at Broadhill. As work continues at the beach, I am looking forward to more of the works finishing and people of all ages being able to make use of the great new facilities.

    “We welcome the input of the Young Ambassadors who helped to shape the new facilities here at the city’s beach.  The Council is committed to working with Aberdeen’s residents, beach users, partner organisations, and businesses at the beach to make Aberdeen beach and the Links the envy of other cities and a place where local people and visitors alike will want to visit to again and again.”

    The other beach works have seen five new buildings and shelters currently being constructed for the play and events sites along with a new skate landscape while the foundations have been laid for a large bespoke play structure called the Rope Factory which is set to become an iconic attraction.

    The play area will have four zones – sport, adventure, woodland, and coastal – all with different free activities.

    The 2.5-hectare events field will have an amphitheatre and will be able to host festivals, larger concerts and gatherings. The play park and events field are due for completion in Autumn 2026.

    Hub North Scotland is the council’s development and delivery partner for the master plan projects and the main contractor for the beach works is the Robertson Construction Group.

    Richard Park, chief executive of hub North Scotland, said: “This is a landmark moment for the beach redevelopment with the transformation of Broadhill and the progress on the other works. Robertson has done a fantastic job in completing the Broadhill and every day now you can see the progress on the rest of the area. This will be a ‘must-visit’ destination when completed.”

    Elliot Robertson, Chief Executive Officer, Robertson Construction Group, said: “The opening of Broadhill is the first completed project as part of the overall transformation of Aberdeen’s beach. Being the trusted delivery partner, we understand the importance of bringing the vision of Aberdeen City Council and the local community to life.

    “Working closely with hub North Scotland and the Council, significant progress is being made in the creation of well-designed, connected spaces which will be home to high-quality facilities. The vision to redevelop the beach will benefit the community through the provision of public realm spaces that will inspire wellbeing and activity and contribute to the local and regional economy.”

    Work is progressing on stripping out the former Beach Leisure Centre in preparation for demolition of the building, which is due to begin next month. The Linx Ice Arena is open for business as normal during the works.

    The beach improvements are part of a £150million commitment by Aberdeen City Council towards the City Centre and Beach Master Plan. Works are well under way on a new streetscape for the Union Street Central area while construction on the new market building is progressing as planned. Work is also due to begin on new streetscape improvements to the Castlegate next month. These areas will create vibrant and accessible areas to help make the city a destination of choice for the benefit of residents, visitors, and businesses.

    The Mayor has finally confirmed his support for Zane’s Law following sustained pressure from Green Party London Assembly Member Zack Polanski. This marks a significant step forward in addressing the urgent and long-overlooked issue of contaminated land.

    Zane Gbangbola, aged seven, tragically died during the catastrophic 2014 floods in Chertsey, Surrey. Since then his parents, Kye Gbangbola and Nicole Lawler, have led a tireless campaign for justice to better protect the public from contaminated land.

    In November 2024, Zack Polanski AM proposed a motion in calling for the London Assembly to support Zane’s Law which was unanimously approved and agreed upon, it’s encouraging to now see the mayor share the same position as the Assembly.

    The Mayor’s support signals growing momentum for legislative change, and increasing recognition of the Zane’s family’s decade-long campaign.

    Zane’s Law would ensure that all potentially contaminated land is identified, made public, regularly inspected and properly cleaned up. It would mean local authorities would be given the funding, resources and powers to act, with the Government upholding the ‘polluter pays’ principle, where those responsible for the pollution can be identified.

    Zack Polanski AM, who has championed the cause within City Hall said:

    “Contaminated Land is a huge public health issue that needs urgent action but is too often ignored. We’re talking about lives at risk, families unknowingly living alongside toxic and dangerous contamination.

    “The Mayor has made an important step in backing Zane’s Law, but there’s still so much more that can be done. The Mayor should use his influence to urge the Government to bring in this Law and ensure its full support and implementation.”

    “I am deeply disturbed by the tragic death of Sayfollah Musallet, an American citizen who was killed while visiting relatives in the West Bank. My heart goes out to Mr. Musallet’s family and friends during this devastating time.  

    “This concerning incident calls for prompt and thorough attention. Israeli authorities must conduct a full and transparent investigation into Mr. Musallet’s death and ensure that those responsible face justice. The violence against Palestinian civilians in the West Bank, which has increased, is deeply troubling and must be addressed.  

    “Americans cannot ignore this tragedy or the broader crisis of settler violence in the region. For meaningful and sustainable peace to take place between Israelis and Palestinians, we must acknowledge and hold space for everyone caught in the violence in the region – Israelis, Palestinians, civilians, men, women, children and elders.

    The Mayor of London, Sadiq Khan, is starting London Climate Action Week with the launch of a new Green Roots Fund, which will invest more than £12 million to make neighbourhoods across the capital greener, healthier and more climate resilient.

    The new fund, which sees Sadiq deliver on his 2024 Election Manifesto pledge, will support the creation and improvement of London’s green and blue spaces, such as parks, community gardens, wetlands and rivers. This includes projects that will restore habitats for nature to thrive and could reintroduce lost species.

    Research shows that those from Black, Asian or minority ethnic communities are more than twice as likely to live in an area deprived of green space [1], while more than one in five households in London have no access to a garden. [2] The new fund will tackle this social injustice, empowering communities with the opportunity to increase their access to green and blue spaces.

    The new £12 million fund will award grants ranging from £10,000 to £500,000 over the next three years to community groups, boroughs and stakeholders to pay for trees, wildflower meadows, parklets and waterway improvements.

    The launch comes at the start of London Climate Action Week, which is taking place this week (21-29 June) and is the largest city-wide climate event in Europe.

    Now in its seventh year, London Climate Action Week hosts more than 700 in-person and virtual events (double the number of events from last year) and attracts more than 45,000 people to the capital. It mobilises London’s unparalleled array of organisations committed to accelerating global climate action, showcasing how London is a global climate leader.

    Sadiq has led the way and after he launched the world’s first 24-hour Ultra Low Emission Zone (ULEZ) and expanded it to cover the whole capital in 2023, ULEZ is now the largest clean air zone in the world. It covers every borough of London, helping the capital’s almost ten million residents breathe cleaner air. It has been crucial to protect the health of Londoners, support children’s lung growth, and reduce the risk of people developing asthma, lung cancer and a host of other health issues related to air pollution.     City Hall is involved in a number of events for London Climate Action Week. This includes: 

    1. A seeds giveaway, today (23 June) to encourage Londoners to create habitats and food sources to benefit nature. A total of 12,000 seed packets will be handed out by volunteers at 12 stations in areas that have less access to green space.*
    2. A week of discussions at Goals House which will feature the Mayor and explore topics including sustainable cities, design and creativity and the impact of businesses on biodiversity and the loss of nature.
    3. A Climate Innovation Forum in Central London that will see the Mayor discuss pioneering green initiatives with international leaders across government and business.
    4. The inaugural London Climate Action Week Youth Summit at ZSL, which will bring together over 150 young changemakers to explore how young Londoners can take climate and nature action in the city

    Since he took office in 2016, the Mayor has transformed London’s natural spaces, improving and creating over 900 hectares of green space – equivalent to more than 2,000 football pitches. He has restored 3.7km of river, creating habitat for wildlife to flourish.

    Through his Grow Back Greener Fund, the Mayor has already awarded over £4 million to 135 community-led projects, supporting Londoners to create and improve over 30 hectares of green space (1,140 tennis courts) and plant over 25,000 trees. [4]

    Since taking office in 2016, Sadiq’s initiatives have led to the planting of over 600,000 trees across London (including two new woodlands), totalling 85 hectares of tree-filled green spaces for everyone to enjoy. [5]

    In addition, the Mayor has invested over £2.5 million since 2021 through his Rewild London Fund, into projects that have supported the restoration and rewilding of London’s most valuable places for nature. [6]

    City Hall has triggered a ‘high’ air pollution alert in London tomorrow (Saturday 21 June) as sunny and hot weather with temperatures above 30C are forecast, which is expected to create ‘High’ ozone levels as the strong and prolonged heat and sunshine reacts with any present pollution.

    Imperial College London forecasters advised City Hall to issue the alert, with air flow from mainland Europe expected to bring in additional pollutants from urban and industrial sources.

    City Hall issues alerts to Londoners, schools and local boroughs when moderate, high or very high air pollution is forecast. High air pollution alerts are also displayed at public locations across London, including all bus stop countdown signs, as well as on the Underground.

    The Deputy Mayor for Environment and Energy, Mete Coban said: “London’s toxic air is responsible for around 4,000 premature deaths in the capital each year, which is why the Mayor has done everything in his power to tackle it, including launching the world’s largest clean air zone.

    “We are urging Londoners to look after themselves in this pollution alert during the hot weather, stop their engines idling, and refrain from burning wood or garden waste – all of which contribute to high levels of pollution. This is particularly important in order to protect those who are most vulnerable as we continue working to build a safer and greener London for all.”

    The Mayor of London, Sadiq Khan, is today celebrating the impact of London and Lagos’s multi-billion creative economies and the cultural ties between the two capitals.

    The Mayor is highlighting the huge impact of the creative economies and encouraging even greater collaboration as part of his trade mission to Africa, banging the drum for London as a place to invest and strengthening ties with countries across the continent.

    Today, the Mayor will join with leading figures from the city’s art and entertainment businesses to celebrate creative links and forge new partnerships. The Lagos Canvas event has been organised with media powerhouse Mo Abudu and brings together people from across Nigeria’s film industry Nollywood, Afrobeat music scene, fashion and entertainment.

    Lagos Canvas will include a live music performance by Rising Afro-soul talent Konstance, fashion curated by House of Zeta and featuring designers Hertunba and Wannifuga, art curated by Soto Gallery and featuring visual artist Johnson Uwadinma and multimedia artist Obi Nwaegbe, and films curated by EbonyLife Films, including clips by leading film directors Jade Osiberu and Kayode Kasum.

    Later this year a London edition of Lagos Canvas is also being planned with the support of the Lagos State Government to bring together outstanding talent across music, fashion, film and art to celebrate the spirit of Lagos on an international stage.

    Culture is the beating heart of London, defining how the capital is seen around the world and generating more than £63bn for the economy, having significantly surpassed pre-pandemic levels. It also supports one in five jobs in the capital.

    The African continent has had a significant influence on London’s creative industries, including art, fashion and music. Afrobeat is currently one of London’s most popular music genres, and in 2023 Burna Boy became the first artist from the African continent to headline a stadium show in the UK, returning to play there again last year.

    Lagos’s creative industries are also thriving with the capital rated as Africa’s top city for creative economy performance thanks to its incredible music, film, fashion and design scenes. Nigeria’s film industry is renowned with Nollywood the second largest global film industry in terms of production.

    Across Nigeria the creative industry contributes approximately $5.6 billion to the nation’s GDP, with the creative sector the country’s second-largest employer. Nigeria’s Government aims for the country’s creative economy to generate $100 billion by 2030 and Sadiq wants London to create even closer ties and long-term partnerships to help drive our economies, unite communities and inspire young people.

    London and Lagos have globally influential creative sectors and there has been a growing collaboration and cultural exchange between the capitals. This includes the Guest Artists Space (G.A.S.) Foundation and Yinka Shonibare Foundation which were established by artist Yinka Shonibare to provide artistic residences in Lagos and opportunities for collaboration with those in the UK, the South London Gallery which has hosted exhibitions including one celebrating the links between Lagos and Peckham, and the Tiwani Contemporary which has galleries in both cities. In March London hosted the launch of a new Creative Industries Technical Working Group that aims to deepen creative ties between the UK and Nigeria and boost innovation.

    Sadiq Khan will this week become the first Mayor of London to lead a trade mission to Africa, banging the drum for the capital as a place to invest and strengthening ties with countries across the continent.

    Sadiq will visit Lagos in Nigeria, Accra in Ghana, and Johannesburg and Cape Town in South Africa – four cities in five days – to boost trade links with London and build on extensive connections between the region and the capital’s growing African diaspora.

    Alongside the visit, the Mayor’s growth agency London & Partners will host a trade delegation of 27 London-based companies that are looking to grow their business and access opportunities in this dynamic and important region of the world.  

    The bilateral trade relationship between Africa and London has shown consistent growth over recent years, despite global challenges. More businesses from London expand into Africa than from any other city globally and the UK stands as one of Africa’s significant trading partners. With trade between the UK and Africa worth £50bn in 2024* and UK exports up six per cent year on year, the Mayor is hoping that his visit will contribute to future economic growth both in London and the cities he visits.

    The visit also helps to celebrate London’s cultural links and history with the African continent. Londoners of African heritage have played, and continue to play, a huge part of life in the capital, from food and music, to art and culture and sport. Nigeria is the eighth most common country of birth for Londoners, with the country among the top 10 fastest growing populations in London, and Ghana in the top 30 fastest growing between 2001 and 2021. Last month London hosted the football Unity Cup, which saw Ghana and Nigeria go head-to-head in a semi-final at Brentford’s stadium. 

    New analysis from Dealroom has ranked Lagos as the world’s top emerging tech hub.** In Lagos, the Mayor will attend a flagship tech event hosted by London and Partners, the growth agency for London, where he will encourage Nigerian tech businesses to invest in London.

     Just last week, Guaranty Trust Holding Company Plc (GTCO) became the first Nigerian banking entity to list all of its shares directly on the London Stock Exchange, highlighting the close economic ties that already exist between London and the African continent.

    Africa’s Creative Vibrancy Index ranks Lagos as the top city for creative economy performance and the Mayor will also host a major culture and creative industries reception to celebrate the status of Lagos and London as cultural and creative industry powerhouses. This will also look to encourage even greater ties between the creative industry ecosystems in both cities – from the arts to music and film.

    Trade between the UK and Ghana stood at around £1.4 billion in 2024. In Accra, the Mayor will deliver a speech on innovation and entrepreneurship to students at the University of Ghana, hosted by Imperial College London. Imperial is the first UK university to have a permanent base solely focused on science and technology in Africa, building on the rapid increase in the number of scientific advancements and breakthroughs by researchers from Imperial working with scientists in Ghana in recent years. He will also launch the British High Commission’s new business campaign that will promote trade between the two cities.

    In Johannesburg, the Mayor will commemorate Mandela Day – an annual international day in honour of Nelson Mandela, celebrated each year on 18 July, Mandela’s birthday. Nelson Mandela made a number of visits to London during his lifetime, including a state visit in 1996 by invitation of Queen Elizabeth II, and speaking in Trafalgar Square in 2005 in support of the Make Poverty History Campaign. His impact on South Africa, the UK and the wider world is celebrated by a statue in Parliament Square, and last year the Mayor provided funding to support the first cultural centre and museum dedicated to the history of the Anti-Apartheid Movement in Britain.

    Finally, the Mayor will visit Cape Town where he will join London businesses from his trade delegation who are seeking new opportunities in Africa. He will attend London & Partners’ London x Cape Town Tech Summit, which will bring together London and South Africa’s dynamic tech sectors, developing opportunities for collaboration between the two cities in driving innovation, attracting investment and scaling transformative technologies. He will also take part in events marking the huge role sport can play in supporting communities, both in London and in Africa.

    • A dozen high streets across London will each receive £50,000 from City Hall to help boost local economies
    • New funding part of Sadiq’s manifesto commitment to protect, restore and improve London’s high streets
    • Investment will support London Growth Plan ambitions to turbocharge productivity and add more than £100bn to capital’s economy

    The Mayor of London, Sadiq Khan, has today (Friday 11 July) announced a new £600,000 investment to revitalise 12 local high streets as part of his work to drive inclusive economic growth across the capital.

    Twelve London boroughs will receive £50,000 from the Mayor’s High Street Place Labs (HSPL) programme over the next year to help them attract investment, improve public spaces and boost the local economy. [1]

    The HSPL programme will drive progress on the bold economic ambitions outlined in the London Growth Plan, which the Mayor published with London Councils earlier this year. Supporting local high streets is a key action in the plan to ultimately turbocharge productivity across the capital and add more than £100bn to London’s economy. [2]

    High streets play a huge role in the everyday lives of people across the capital, with 90 per cent of Londoners living within 10 minutes of a high street. However, London’s high streets have faced significant challenges in recent years including the cost-of-living crisis, recovery from the pandemic, a long-term shift in working practices, changes to shopping habits and the climate crisis.

    This new investment will support councils to develop plans to transform high streets to thrive and remain vital community hubs, including:

    • Creating more affordable workspaces where they are most needed, and for key sectors, such as the creative and green industries.  
    • Bringing empty shops and buildings back into use for local businesses and community organisations, to breathe new life into high streets. 
    • Designing and maintaining high quality, accessible and inclusive high streets that are safe, child-friendly and consider the mobility needs of a range of people. This includes increasing step free access.
    • Growing evening and night-time economy to ensure high streets are open and accessible to the community for longer periods. 

    Boroughs are planning a range of projects to rejuvenate local areas.

    Newham proposed making East Ham High Street more attractive and walkable, creating opportunities for young people and delivering green improvements that will help mitigate flooding and overheating in the area.

    Islington aims to boost its nighttime economy by creating a more inclusive offer and improving access to pubs, nightclubs, restaurants, theatres and music venues.

    Barking and Dagenham want to bring residents and businesses together to create a safer and more attractive public realm, building on a recent project celebrating the town centre’s cultural and heritage assets.

    • Launched during London Data Week, a 50+ festival delivered by the Greater London Authority,  London Councils and the Alan Turing Institute, this delivers a manifesto commitment to bring forward new data services that support city priorities and ensure the digital and AI revolution serves Londoners and their needs

    The Mayor of London, Sadiq Khan, has launched the Data for London Library, a cutting-edge new platform that will transform how London collects, shares and uses data to improve public services, unlock growth and create a more inclusive, sustainable city.

    Launched during the biggest ever London Data Week, the Library is part of the Mayor’s ambitious Data for London programme and marks a major milestone in the evolution of London’s data infrastructure. It will replace the London Datastore, which was first launched in 2010 and at the time was one of the world’s earliest and most innovative open data platforms.

    The Library aims to be the definitive catalogue of place data for London – including environment, buildings, and demographics – creating a single, vital resource for researchers and data users seeking rich contextual insight for data services and projects. It takes an innovative approach by connecting, not collecting, datasets held by key London partners starting with Transport for London, the Department of Health and Social Care as well as Barnet, Brent, Camden, and Redbridge councils, and the Office for National Statistics. This collaborative working helps build London’s data infrastructure while acknowledging London’s breadth and large number of organisations that keep the city running.   

    Over its 15-year history, the previous London Datastore, which the Library will replace, pioneered new ways of making public data accessible and useful to communities, policymakers and innovators. The Data for London Library builds on that legacy, offering more than 5,100 datasets, faster search tools, and improved discoverability to make it easier for everyone – from citizens to researchers to startups – to find and use trusted data that benefits Londoners.

    Data from the London Datastore has been used to: 

    • Improve air quality by collating data from air quality sensors across London to help map and predict air pollution episodes. This enables us to issue pollution alerts for Londoners, helping people with health conditions sensitive to pollution live healthier lives as part of the Breath London project.
    • Support Net Zero by providing energy efficiency data for all London homes in a transparent, shareable way through the London Building Stock Model. This helps councils to identify and prioritise homes that need retrofitting and is a key tool to support the delivery of the Mayor’s Warmer Homes London programme with London Councils.
    • Tackle rough sleeping by publishing quarterly and annual CHAIN reports based on data collected by outreach teams and services across London. These reports provide strategic insights into rough sleeping trends, supporting public understanding and helping the Mayor, councils, and charities work toward the goal of ending rough sleeping in London by 2030.

    By making it easier to find and use data held across the city, in one place, the Library becomes core infrastructure for the current AI revolution by addressing a key challenge facing innovators – discovering where datasets are. Better access to datasets enables better insights to enable preventative services, new digital or data tools to support public service productivity and opportunities for innovators across public, private, research and civil society. London’s approach to building the new data platform will be made available for other UK cities and regions to adopt.  

    London is Europe’s largest technology hub – the second largest in the world – and now firmly established as a leading player on the global stage due to the way it uses data to improve services, education, research and innovation to benefit communities across the capital. London is also at the forefront of AI research and top three globally for venture capital investment into this technology. 

    The recently published London Growth Plan identifies huge opportunities to turbocharge the capital’s economy by harnessing the potential of rapidly growing tech sectors such as AI. The Data for London programme will help to support this by improving city data sharing, increasing collaboration, developing public trust, boosting Londoners’ digital skills and leading modern connectivity.

The Data for London Library shows how the public sector can take steps to make datasets more discoverable and usable. By opening up access to data from across the capital, it offers a pragmatic model that others can learn from. As the National Data Library develops, examples like this can help demonstrate what works in practice, particularly when it comes to improving interoperability, making data AI-ready, and building on existing foundations rather than starting from scratch.”

    • Town centres across London will see an enhanced police presence this summer, building on reductions in thefts, burglary, knife crime and robbery achieved so far this year* and more shoplifting cases solved.
    • Intensified multi-agency action will tackle anti-social behaviour and theft is part of ongoing work by the Met and Mayor of London to put visible neighbourhood policing at the heart of fighting crime and rebuilding community confidence.
    • London’s Safer Neighbourhood teams now have an additional 500 Met officers and staff ranging from Superintendent to PCSOs, working closer than ever with communities to understand and deal with local priorities.
    • Deputy Mayor for Policing and Crime Kaya Comer-Schwartz joins Deputy Commissioner Matt Jukes and Enfield Council Leader Cllr Elgin Erbil to see ‘Safer Streets Summer’ in action.

    London’s town centres, high streets and communities will see an enhanced police and local authority presence this summer as part of partnership work to build on reductions in theft, burglary, robbery, ASB and retail crime achieved in the capital so far this year. 

    The Met Police have identified the top 32 town centres and high street locations3 across London that have the biggest challenge with anti-social behaviour, theft and street crime and they will be the focus for enhanced partnership action with local authorities, businesses and communities to tackle crime.

    Every single borough will see increased police and partner activity in the hotspot areas including Stratford, Woolwich Town Centre, Finsbury Park, Croydon Town Centre, Shepherds Bush Green, Elephant and Castle, Seven Sisters and London’s West End.

    London is a global destination, particularly over the summer months with five million additional visitors expected over the peak tourism season and with school summer holidays beginning soon, our town centres will be very busy. At a time of high demand for policing, the Mayor of London, Met police, local authorities and partners are strengthening their joint work to tackle crime and anti-social behaviour impacting our town centres and high streets.

    The top twenty town centre and high streets being focused on by police, MOPAC, local authorities and community partners as part of Safer Summer Streets make up only a small percentage of London overall, but account for almost 10 per of knife crime, 24 per cent of theft person offences and 6 per cent of all ASB calls.*

    There will be increased police patrols, intelligence-led plain-clothed operations in hotspot areas, and officers will relentlessly target wanted and prolific offenders who commit multiple offences, particularly shoplifting and ASB, seeking long sentences and Criminal Behaviour Orders​.

    These summer plans are based on strong partnership working, with the Mayor’s Office for Policing and Crime (MOPAC), the Met, local authorities, businesses, community organisations sharing information using a new approach so issues can be identified and acted upon quickly. Local solutions will include the designing out of offences through local authority powers related to licensing, parking, CCTV, waste management and trading standards.

    Thanks to the hard work of the police, London’s Violence Reduction Unit, Mayor’s Office for Policing and Crime (MOPAC), local authorities and partners, the first six weeks of this financial year have seen promising reductions in a number of crime types compared to the same period last year.

    • Knife crime – down by 18.1 per cent
    • Residential burglary – down by 17.7 per cent
    • Theft from the person – down by 15.6 per cent
    • Personal robbery – down by 12.8 per cent.
    • Shoplifting – the Met have solved 163 per cent more cases this year than in the same period as last year.

    These reductions are in addition to the latest Office for National Statistics Crime stats which show that overall, the violent crime with injury rate is lower in London than in the rest of England and Wales1. Gun crime with lethal barrel discharges, knife crime with injury for those aged under 25 and homicides in the capital have all fallen since 2016.2 

    Through more precise targeting of the most dangerous offenders and greater focus on the issues that matter most to Londoners, the Met are arresting more than 1,000 more criminals each month.

    Whilst there have been significant reductions in some crime types since the start of the financial year and since 2016, it’s clear that more needs to be done to ensure everyone in the capital is safe and feels safe.

    The intensified action to tackle anti-social behaviour and theft is part of ongoing work by the Met and Mayor of London to boost local neighbourhood teams and put high visibility policing at the heart of fighting crime and rebuild community confidence. It is backed with record funding from City Hall which has helped to London’s Safer Neighbourhood teams. Over the last two years the Met has put an additional 500 Met officers and staff ranging from Superintendent to PCSOs into neighbourhood teams and continue to increase officers in these teams, working closer than ever with communities to understand and deal with local priorities.

    It also forms part of the Home Office’s national Safer Streets Summer Initiative running from 30 June until the end of September 2025, which will see officers in London focusing on reducing town centre criminality including shop theft, street crime and anti-social behaviour.

    On Wednesday morning, London’s Deputy Mayor for Policing and Crime Kaya Comer-Schwartz will join Deputy Commissioner Matt Jukes, Enfield Council Leader Cllr Elgin Erbil and neighbourhood officers in Enfield to see the ‘Safer Streets Summer’ in action. 

    Deputy Mayor for Policing and Crime, Kaya Comer-Schwartz, said: “The safety of our town centres is more than just policing – it’s about building stronger, more connected communities where everyone feels secure.

    “That’s why I was really pleased to meet with local partners and community groups today – along with the police – to strengthen our collaborative work to tackle shoplifting, theft and anti-social behaviour in all its forms.

    West and East Midlands move into drought

    Following the driest spring in 132 years, Environment Agency steps up operational response.

    EA officers rescuing fish from a dried up River Redlake in Shropshire

    The Environment Agency has declared drought status for the West Midlands and East Midlands following the driest spring in 132 years. 

    The Environment Agency announced the change in status today, 15th July 2025. Following declining river flows and groundwater levels with some river flows in the regions at their lowest for June since 1976. 

    The decision sees the regulator stepping up its operational response in the West Midlands and the East Midlands. While making sure water companies deliver the actions agreed in their drought plans. 

    The announcement comes as the National Drought Group meets to discuss next steps, with people being asked to play their part and use water wisely.

    West Midlands and East Midlands follow other regions that have moved into drought recently, including the north-west of England and Yorkshire. 

    Matt Gable, Regional Incident Lead at the Environment Agency, said: 

    Against a backdrop of a changing climate, this change of status recognises the impact prolonged dry weather is having on water resources and the environment. 

    In the Midlands, we are taking action to reduce that impact and to oversee the actions water companies need to take to secure public water supplies. 

    We are also encouraging people to play their part through the rest of the summer period by noting the small steps we can all take to save water.

    In the Midlands, river levels are already low with some river flows in the region at their lowest for June since 1976. The River Severn catchment received only two-thirds of the rainfall it normally does in June, while the Trent catchment fared worse, with only 37% of its long-term average for June. 

    Teams are out on the ground actively monitoring river levels, with staff working with the water sector to ensure there is enough water for the people and the environment.  Staff are also supporting farmers and abstractors with advice on how to manage abstraction during prolonged dry weather and low flows.  Fisheries teams are responding where necessary to protect fish which are struggling due to reduced oxygen or moving them if the river has dried up.

    The Environment Agency expects and will ensure that water companies follow their drought management plans. Water companies need to step up their work to fix leaks and adjust their operations to conserve water.  

    The public is being asked to think about how they use water at home and in the garden, and to comply with any local restrictions. The less water you use at the home, the more water there is in your local environment.  Recreational water users are being asked to remain vigilant and report any environmental issues they see, such as fish in distress, acting as important eyes and ears on the ground.

    Misogynistic myths kicked out of classrooms to protect children

    Government publishes final statutory relationships, sex and health education guidance for schools.

    Children and young people will be better protected from the scourge of misogynism, deepfake porn and unhealthy attitudes to consent, power and control through new Relationships, Sex and Health Education guidance for schools being published today (Tuesday 15 July). 

    The statutory guidance has a new focus on helping boys identify positive role models, and challenge myths about women and relationships that are spread online in the ‘manosphere’ – without stigmatising boys for being boys. 

    Secondary schools will also now include lessons on incel culture, including how a piece of content online can impact a person’s understanding of sexual ethics and behaviour, as well as increasing awareness of AI, deepfakes and how pornography links to misogyny.  

    It comes as new data published today shows misogynistic attitudes have reached epidemic scale by the end of secondary school. When asked to think about just the past week, over a third (37%) of pupils aged 11-19 had heard comments that made them concerned about the safety of girls, and over half (54%) said they had witnessed comments they would describe as misogynistic.  

    Other additions to the curriculum include spiking and methanol poisoning, increased focus on resilience and coping, a strengthened health syllabus so children are equipped with necessary knowledge on women’s health such as endometriosis and fertility.

    The guidance builds on the government’s commitment to give every school child access to a mental health professional, delivering on the Prime Minister’s Plan for Change, and comes ahead of the Violence Against Women and Girls strategy due to be published in the autumn.

    Education Secretary, Bridget Phillipson, said: 

    Before I was elected to Parliament, I managed a refuge for women and children fleeing domestic violence, so I have seen first-hand the devastating impact when we don’t foster healthy attitudes from the youngest age. 

    I want our children to be equipped to defy the malign forces that exist online. Schools and parents alike have a vital role to play, helping children identify positive role models and resist the manipulation too often used online to groom impressionable young minds.

    Whether it’s helping deliver on our Plan for Change mission to halve violence against women and girls or growing a more just and equal society, there can be no more basic mission for a government then making sure our children grow up to become decent, respectful adults, prepared for the modern world.

    Children will start to build positive attitudes to relationships between friends and family in primary school, followed by new dedicated content in secondary school that helps boys identify positive male role models, and all children to expect consent and kindness when they get ready for more intimate relationships. 

    Additional new content for secondary schools includes: 

    • Sexual ethics beyond consent, for example teaching young people that yes doesn’t always mean yes as factors like peer pressure should be taken into account 
    • Staying safe in public spaces, to match staying safe online, so young people know how to increase their personal safety in public spaces, build confidence in trusting their instincts and learn ways to seek help 
    • Financial exploitation 
    • Positive conceptions of femininity and masculinity  

    A strong new emphasis on age-appropriate and sequenced teaching, differentiated between primary and secondary school, will mean children don’t get taught things they are too young for, without proscribing specific ages to each individual topic.

    The clear dividing line between what can be taught in primary and secondary school remains unchanged.

    This will allow teachers to sensitively respond to topics that children might have seen online or heard from their friends – making sure children are kept safe and parents are informed. 

    Research shows over one in five (22%) of girls aged 7 to 10 had seen ‘rude images online’, and the average age for exposure to pornography is 13. This is also an issue the sector has regularly raised concerns about, with 3 out of 4 teachers surveyed worrying about the influence of online misogyny over their pupils. 

    That’s why, starting in early 2026, schools will be able to apply for an RSHE training grant, empowering the workforce to take on these challenges.  

    Oak National Academy, the publicly-funded provider of curriculum and teaching resources for schools, has released a set of online safety lessons reflecting this part of the guidance that will warn teenagers of the dangers of incel ideology and other forms of misogyny they encounter on the internet. 

    Jason Elsom, Chief Executive of Parentkind, the UK’s largest parent charity, said:

    Transparency is critical for parents and there should be an unambiguous right for parents to see what their children are being taught before they are taught it. This guidance makes it clear that is what should happen.

    Where parents have been able to view RSHE materials, they are four times as likely to say they are happy with the content of RSHE lessons. Transparency is the word that should be written through every school’s approach to RSHE.

    Parents rightly have high expectations of schools around the teaching of sensitive subjects and doing this in a way that works with parents rather than keeping parents in the dark.

    To further support children to feel able to take on challenges and risks, they will be taught the importance of grit and resilience and to recognise that anxiety and low mood can be a normal of managing every day mental health. 

    With suicide being the biggest killer of under 35s, the guidance has made clear that secondary schools should work closely with mental health professionals on how to discuss suicide prevention in an age-appropriate way.

    The government has served up its new “Good Food Cycle” today (15 July) – a recipe aimed at driving a generational change in the nation’s relationship with food.   

    The Good Food Cycle identifies ten priority outcomes needed to build a thriving food sector while tackling challenges from rising obesity rates to climate change impacts on production, representing a pivotal milestone in the government’s work to develop a comprehensive food strategy      

    Key outcomes to create a good food cycle include:   

    • An improved food environment that supports healthier and more environmentally sustainable food sales    

    • Access for all to safe, affordable, healthy, convenient and appealing food options     

    • Conditions for the food sector to thrive and grow sustainably, including investment in innovation and productivity, and fairer more transparent supply chains     

    This fresh approach sets out the government’s vision for a modern food system, that sits at the heart of the government’s Plan for Change, tackling multiple critical challenges at once and helping to put more money back in people’s pockets.

    We want to make sure all families have the option of healthy, high-quality food – not least because it helps tackle the epidemic of obesity, which costs our NHS over £11 billion a year.  

    The Good Food Cycle will be good for the health of our communities and help us curb the rising tide of cost and demand on the NHS.  

    This builds on measures in our new 10 Year Health Plan to make the healthy choice the easy choice, including launching a world-first partnership with food manufacturers and retailers.

    Evidence shows that children living in poverty are far less likely to have enough nutritious food to eat, with almost 1 in 5 living in food insecurity, affecting their health and attainment at school. The Good Food Cycle will improve access to healthy, affordable food for families and give them the skills and support to cook and eat healthily.  

    This is a key part of the Government’s wider action to tackle child poverty and support families with the cost of essential goods. It builds on the expansion of Free School Meals to an additional 500,000 children and the rollout of free breakfast clubs for primary school pupils and will form part of the Government’s Child Poverty Strategy published in the Autumn.  

    Minister for Employment, Alison McGovern, who sits on the Ministerial Food Strategy Group and the Child Poverty Taskforce, said:   

    It’s unacceptable that children in Britain are growing up without access to healthy and affordable food – holding back their learning and development.  

    Along with making over half a million more children eligible for free school meals and rolling out breakfast clubs to all primary schools, the Good Food Cycle will ensure the next generation are well fed and ready to reach their full potential.  

    This framework marks an important step in our mission to tackle child poverty, to support families and give all children the very best start in life.  

    Food Security Minister Daniel Zeichner announced the strategy at Darley Street Market in Bradford as part of their 2025 City of Culture celebrations.    

    Cities like Bradford are already pioneering the kind of community-focused food initiatives that the Good Food Cycle strategy aims to scale up nationwide.    

    Bradford’s plans include ensuring primary school pupils get hands-on experience with growing, cooking and eating fresh food – directly supporting the strategy’s goal of giving children the best start in life through better nutrition and food education. The city is also backing venues where citizens of all ages can cook and eat together, creating the kind of inclusive food spaces that help build stronger communities while celebrating local food culture.

    Electric Car Grant launched

    Car manufacturers can apply for vehicle eligibility for the grant from 16 July 2025.

    The government is making it easier and cheaper to own an electric vehicle. Today (15 July 2025), the government has launched an Electric Car Grant to support the transition to zero emission vehicles and incentivise sustainable automotive manufacturing. This intervention gives clarity about the government’s commitment to the zero emission vehicle transition, at a time of unprecedented uncertainty for the automotive sector.

    £650 million of grant funding will be available to purchase new zero emission cars priced at or under £37,000. Grants of £1,500 or £3,750 will make these cars more affordable and enable even more people to access the savings associated with driving electric. The grant will help unlock potential further savings of up to £1,500 a year in running costs for drivers, it will back UK and other manufacturers, with eligibility dependent on the highest manufacturing sustainability standards, driving growth in our automotive and charging sectors.

    Grants are available from tomorrow (16 July 2025), subject to confirmation of vehicle eligibility by the Department for Transport. A list of eligible vehicles will be updated on the department website as vehicles are approved. The scheme has funding available until financial year 2028 to 2029. The closure date will remain under review and the scheme will be subject to amendment or early closure, with no notice, should funds become exhausted.

    The Electric Car Grant has 2 bands. £3,750 for the most sustainably produced cars and £1,500 for cars that meet some environmental criteria. This is in recognition of the need to address embedded carbon emissions across a vehicle’s lifetime, as well as tailpipe emissions. Vehicles that do not meet minimum sustainability standards will not be eligible for a grant.

    The minimum environmental criterion is for manufacturers to hold a verified science based target. Science based targets are commitments corporate entities make to reduce their environmental impact, in line with the UK’s international climate commitments, which are verified by the independent Science Based Targets Initiative. The amount of grant available per vehicle will depend on the level of emissions associated with production of the vehicle. Emissions from vehicle production are assessed against the carbon intensity of the electricity grid in the country where vehicle assembly and battery production are located.

    The government has also announced a wider package of measures to support the continued deployment of charging infrastructure. These include £25 million of funding to deliver cross-pavement charging channels, £30 million grant funding to install chargepoints at depots for vans, coaches and HGVs, supporting the transition of the road freight and coach sectors, £8 million of funding to install chargers at NHS sites and changes to allow EV hubs to be signed from major roads. All of these measures will support the more than £6 billion of private funding already in the pipeline to further boost the UK’s chargepoint roll-out by 2030.

    The Intellectual Property Office (IPO) has today launched a consultation on potential measures to address challenges in the UK’s Standard Essential Patents (SEPs) ecosystem.

    A patent that protects technology which is essential to implementing a technical standard (such as 5G) is known as a Standard Essential Patent (SEP). SEPs help our devices to communicate seamlessly – from smartphones to electric vehicles, smart manufacturing to innovations in healthcare. They are the building blocks of our connected future and help deliver real technological change.

    However, available evidence points to inefficiencies in the UK’s SEP ecosystem that may create barriers to innovation – particularly for smaller businesses when seeking to implement standardised technologies.

    These challenges include knowledge and information gaps between SEP holders and implementers, a lack of transparency in the SEPs licensing process, and a costly and often complex dispute resolution environment. Resolving disputes can be costly and time-consuming – one recently reported case cost £31.5 million.

    The Government is consulting on policy options to ensure the UK’s SEP framework operates more efficiently, supporting both patent holders and technology implementers. The proposals aim to reduce frictions in licensing, achieve greater efficiency in dispute resolution, and more effectively deal with knowledge and information gaps between parties.

    The proposed measures aim to enable businesses of all sizes, including start-ups and scale-ups, to navigate the SEP framework more confidently.

    Proposed measures include

    Specialist rate determination track: Introducing a specialist track to provide licence rates for SEP portfolios on a case-by-case basis. This could increase consistency and transparency in SEP pricing. It could give businesses of all sizes a more efficient and cost–effective route to obtain a SEP licence rate.

    Mandatory provision of searchable information: Requiring patent holders to disclose standard-related patent information to the IPO. This would help address the current lack of transparency around SEPs and licensing obligations.

    We are gathering further evidence on

    The use of pre-action protocols: We are seeking further evidence on pre-action protocols to establish if they work well in SEPs negotiations, by encouraging early disclosure of relevant information.  This will help establish if a specialist SEP pre-action protocol may be needed in cases where negotiations are less likely to reach agreement and may move towards litigation.

    Essentiality checking solutions: Conducting a landscape review of essentiality checking solutions, to establish whether they are accessible for all parties, and establish if there is a case for government to introduce an essentiality determination opinion service.

    SEP remedies:  We are seeking to better understand whether the patent framework provides adequate remedies for SEP disputes.

    Alternative Dispute Resolution (ADR) measures: We are also looking to understand the current provision of ADR services that can resolve SEP disputes, and the extent to which they are used and accessible for all businesses, especially smaller businesses.

    Intellectual property is central to the Government’s growth mission and underpins the technologies that power our connected future, from 5G and electric vehicles to smart manufacturing and healthcare.

    This consultation will help make the licensing of these technologies more straight forward and accessible – driving innovation, reducing costly litigation, and helping UK firms lead in developing the technologies of tomorrow.

    The Government is encouraging responses from interested parties across the SEP ecosystem.  These include patent holders and innovators who develop standard-essential technologies, technology implementers who incorporate SEPs into their products, legal services and academia. We are also encouraging views from start-ups and scale-ups who may face particular challenges with the current licensing system.

    Industry bodies and standards organisations, intellectual property experts and research institutions involved in standardized technologies, and consumer groups representing end-users of SEP-enabled technologies are also encouraged to share their views.

    The evidence and insights gathered will help ensure our proposed measures address a broad set of needs across the innovation ecosystem and support balanced growth across the UK economy.

    2. A technical standard is an agreed or established technical description of an idea, product, service, or way of doing things, which enables the sharing of knowledge. Standards can encourage innovation, enable jobs and growth, and ensure the interoperability, safety and quality of products.

    3. The number of patents declared as essential (SEPs) worldwide has been estimated to have more than tripled over the last decade, growing from 82,000 in 2010 to around 305,000 in 2021.

    As part of ongoing improvements to the town centre, a key outcome of the recent public realm project is the creation of a continuous pedestrian-priority route across the King Street and New Street junction. 

    The Minister for Infrastructure has signed a Ministerial Decision to change the previous traffic arrangements on New Street and New Cut for an initial 12-month trial period. The main changes from the previous arrangements is the removal of access across King Street for buses and taxis, along with a minor alteration to permitted access times for commercial unloading. 

    A recent traffic survey showed that during core retail hours, 10am-4pm, around 50% of vehicles using this route were taxis, with buses accounting for 8%. Removing taxi access southbound from New Street into Library Place and rerouting buses will support pedestrian safety and reduce congestion. 

    Only pedal cycles and essential commercial deliveries between 8pm and 10am will be permitted to cross King Street via New Cut. 

    Engagement with Liberty Bus and the taxi industry is ongoing, while work is also underway to identify new taxi rank locations in town to support better and more convenient access – for the avoidance of any confusion it should be noted that the rank at Library Place will remain. 

    Officers are working with disabled minibus services and the Parish of St Helier to ensure continued access for those who need it. The number of Blue Badge car parking spaces will not be affected. The number of spaces in the area has been increased and there is an ongoing piece of work to review how the Blue Badge facilities parking can be further improved. We will shortly be launching a new map of Blue Badge spaces across the Island to help improve accessibility. 

    This change supports the Public Realm Movement Strategy and the Sustainable Transport Policy, both of which aim to prioritise pedestrian access in the town centre.
