    The Prime Minister spoke to Prime Minister of Israel Benjamin Netanyahu this afternoon.

    The Prime Minister said he was alarmed to hear about the drone launched towards Prime Minister Netanyahu’s home this morning.

    They discussed the situation in the Middle East following the death of Hamas leader Yahya Sinwar, who the Prime Minister said was a brutal terrorist and that the world is a better place without him. 

    He also discussed with Prime Minister Netanyahu the opportunity presented by Sinwar’s death to halt the fighting and get the hostages out. The Prime Minister also stressed the importance of getting much more aid into Gaza.

    Finally, the leaders also discussed Lebanon and the importance of making progress on a political solution.

    Defence Secretary John Healey attended the G7 Defence Ministers summit in Naples where he discussed progress on the Global Combat Air Programme (GCAP).

    Defence Secretary John Healey today attended the G7 Defence Ministers summit in Naples, where he met with Italy’s Defence Minister Guido Crosetto and Japan’s Defence Minister Gen Nakatani to discuss the latest progress on the Global Combat Air Programme (GCAP).  

    Mr Healey congratulated Gen Nakatani on his recent appointment, and all three ministers spoke of the importance of protecting regional peace and stability in an increasingly more dangerous world.  

    They welcomed the excellent progress being made by the GCAP industry partners and discussed the latest on preparations for the GCAP International Government Organisation (GIGO), now that the UK has successfully ratified the international treaty.  

    Once ratified in all three Parliaments, the treaty will enter into force and the GIGO can be established. This will be the next major milestone for the programme, and is due to take place before the end of this year.  

    UK Defence Secretary, John Healey said:  

    This meeting of G7 allies takes place amid huge global uncertainty and growing Russian aggression. In these serious times, serious international partnerships are vital.

    It was a pleasure to meet my Japanese and Italian counterparts to discuss progress on our GCAP programme, including treaty ratification and other upcoming milestones.

  • MIL-Evening Report: Labor retains office at ACT election; US presidential election remains on a knife’s edge

    The Labor Party has won a seventh consecutive ACT election.

    The ACT uses the Hare Clark proportional representation method with five five-member electorates, for a total of 25 seats. A quota is one-sixth of the vote or 16.7%.

    For Saturday’s election, the ABC is calling
    ten Labor seats, eight Liberals, two Greens, one Independent for Canberra (IfC) and one other independent, with three still undecided.

    Labor has won a seventh consecutive term, having governed in the ACT since 2001, often in coalition with the Greens. At the 2022 federal election, the ACT gave Labor a 67–33 two-party win, easily the most pro-Labor jurisdiction. This strong left lean makes it difficult for the Liberals to win ACT elections.

    Vote shares were 34.5% Labor (down 3.3% since the 2020 election), 33.0% Liberals (down 0.9%), 12.5% Greens (down 1.0%), 8.5% Independents for Canberra (new) and 11.5% for all Others (down 3.3%). Postal votes have not yet been counted, and these should help the Liberals.

    Nearly all pre-poll votes and some election day votes were cast electronically. Provisional preference distributions for these votes were published on election night, with paper ballots to be added to these electronic votes in the coming days.

    Analysis of each of the five electorates follows. The final seat result will probably be ten Labor (steady since 2020), ten Liberals (up one), three Greens (down three), one IfC (new) and one other independent (up one). If this occurs, Labor and the Greens will retain their combined majority with 13 of the 25 seats.

    In Brindabella, the Liberals won 2.57 quotas, Labor 2.05, the Greens 0.55 and IfC 0.45. Analyst Kevin Bonham says the Liberals are likely to win the last seat after postals are counted.

    In Ginninderra, Labor has 2.26 quotas, the Liberals 1.52, the Greens 0.89 and IfC 0.45. Bonham says the Greens and Liberals easily win the final two seats on the provisional distribution.

    In Kurrajong, Labor has 2.20 quotas, the Liberals 1.41, the Greens 1.07 and IfC 0.83. IfC easily wins the last seat on the provisional distribution.

    In Murrumbidgee, the Liberals have 2.06 quotas, Labor 2.02, independent Fiona Carrick 0.78 and the Greens 0.57. Carrick easily wins the last seat.

    In Yerrabi, the Liberals have 2.19 quotas, Labor 1.86, the Greens 0.71 and IfC 0.58. The Greens easily defeat IfC on the provisional distribution.

    Harris dips in polls, but US presidential contest remains tight

    The United States presidential election will be held on November 5. In analyst Nate Silver’s aggregate of national polls, Democrat Kamala Harris leads Republican Donald Trump by 49.1–46.8, a gain for Trump since last Monday, when Harris led by 49.3–46.5. Harris’ national lead peaked on October 2, when she led by 49.4–45.9.

    Joe Biden’s final position before his withdrawal as Democratic candidate on July 21 was a national poll deficit against Trump of 45.2–41.2.

    The US president isn’t elected by the national popular vote, but by the Electoral College, in which each state receives electoral votes equal to its federal House seats (population based) and senators (always two). Almost all states award their electoral votes as winner-takes-all, and it takes 270 electoral votes to win (out of 538 total).

    Relative to the national popular vote, the Electoral College is biased to Trump, with Harris needing at least a two-point popular vote win to be the narrow Electoral College favourite in Silver’s model.

    In Silver’s state poll aggregates, Harris leads by just 0.4 points in Pennsylvania (19 electoral votes) and Wisconsin (ten). She leads by about one point in Michigan (15 electoral votes) and Nevada (six). Trump leads by 0.8 points in North Carolina (16 electoral votes), 1.4 points in Georgia (16) and 1.8 points in Arizona (11).

    If Harris holds her current leads in Pennsylvania, Wisconsin, Michigan and Nevada, she likely wins the Electoral College by at least 276–262. But Harris’ margins in these states are now very narrow.

    While Silver’s model is still effectively a 50–50 toss-up, Trump is now the slight favourite with a 51% chance to win the Electoral College, up from 48% last Monday. Harris’ Electoral College win probability had peaked at 58% on September 27. There’s a 26% chance that Harris wins the popular vote but loses the Electoral College.

    While Trump was the favourite in Silver’s model between late August and mid-September, this is his first lead in FiveThirtyEight since early August.

    Silver said on Friday that current economic conditions imply Harris should win the national popular vote by about one point, so the contest is trending towards this outcome. But Trump would be likely to win the Electoral College with just a one-point Harris advantage in the popular vote.

    Liberals lose Pittwater to teal at NSW state byelections

    Byelections occurred Saturday in the New South Wales state Liberal-held seats of Epping, Hornsby and Pittwater. Labor did not contest any of these byelections. In Pittwater, The Poll Bludger’s projections give teal independent Jacqui Scruby a 54.1–45.9 lead over the Liberals, a 4.8% swing to Scruby since the 2023 state election.

    Current primary votes are 53.7% Scruby (up 17.3%), 42.4% Liberals (down 2.6%) and 3.9% for a Libertarian. The Greens had won 6.8% in 2023, but did not contest, presumably to stop left-wing votes exhausting under NSW’s optional preferential system.

    The other two byelections were easy Liberal holds, with the Liberals beating the Greens by 61.6–38.4 in Hornsby (58.0–42.0 against Labor in 2023). The Liberals won Epping by 65.8–34.2 against the Greens (54.8–45.2 against Labor in 2023).

    Federal Morgan poll and NT redistribution

    A national Morgan poll, conducted October 7–13 from a sample of 1,697, had a 50–50 tie, unchanged from the September 30 to October 6 Morgan poll.

    Primary votes were 37.5% Coalition (steady), 30% Labor (down 1.5), 14% Greens (up 1.5), 6% One Nation (up 0.5), 9% independents (steady) and 3.5% others (down 0.5).

    The headline figure uses respondent preferences. By 2022 election preference flows, Labor led by 51–49, a one-point gain for the Coalition.

    The Northern Territory has two federal electorates: Lingiari and Solomon. It had been seven years since the last NT redistribution, so a new redistribution was required, and this was released Friday.

    ABC election analyst Antony Green said Labor’s margin in Lingiari was increased from 0.9% to 1.7%, but decreased in Solomon from 9.4% to 8.4%. This is a draft redistribution, but there are not expected to be any changes before finalisation.

    Minister for Building Anoulack Chanthivong has welcomed the appointment of the new NSW Building Commissioner.

    Department of Customer Service Secretary Graeme Head has appointed James Sherrard to the role.

    Mr Sherrard has more than 30 years’ experience spanning global construction projects with specialist expertise in strategy, commercial and infrastructure areas.

    His previous role was Head of Commercial, Performance and Strategy at Transport NSW, where he led a team responsible for contract frameworks, the acquisition of property for major infrastructure projects, procurement including several multi-billion dollar projects and an analytics team.

    He has been a project manager on civic, residential and sporting infrastructure projects across metropolitan and regional NSW and globally including the Sydney and London Olympics and has formal qualifications in building, business and law. He has worked at senior levels in professional services consulting, focused on infrastructure and urban renewal.

    His experience in international construction projects between 2004 and 2015 spanned time working in the UK, Algeria, Afghanistan and Hong Kong.

    Minister for Building Anoulack Chanthivong said:

    “I would like to congratulate Mr Sherrard on his appointment, which follows former Building Commissioner David Chandler retiring in August after being an outspoken force creating positive change for the building industry in NSW.

    “As part of this change, we last year launched Building Commission NSW transforming a ten person Office of the Building Commissioner into a more than 400 strong standalone regulator.

    “With his depth and breadth of experience across the public and private sectors and globally, Mr Sherrard is well placed to take the Building Commission to the next level in its development.

    “It is exciting to embark on a new era with James at the helm, working with stakeholders, industry, consumers and government to continue the Minns Labor Government’s work to rebuild trust in the construction industry and ensure a supply of well built homes across the state.

    “I would also like to thank Matt Press for acting in the role while the recruitment process was completed. Matt will continue as Acting Building Commissioner until James joins Building Commission NSW on 2 December.”

  • MIL-OSI Australia: Young male motorcyclists over-represented in road deaths

    Young male motorcycle riders are dying at almost twice the rate of other groups, with the NSW Government today issuing a call for caution from riders and other drivers on the road this Motorcycle Awareness Month.

    The proportion of motorcycles involved in road crashes has hit a ten-year high in 2024, with 50 of the 258 deaths on NSW roads as of 8 October 2024 being motorcycle riders or their passengers.

    Motorcycles make up just 3.8 per cent of registered vehicles in NSW but have accounted for 19.4 per cent of deaths so far this year. Over the decade 2014-2023, a total of 590 fatalities involved motorcycle riders or their passengers, with young people over-represented.

    There were 142 riders aged between 20 and 29 who died in motorcycle crashes – 63 more fatalities than the next age bracket of those aged 30-39.

    The skew is heavily towards young males.  Of the 142 rider fatalities aged 20-29 years-old, 138 were males and four were females.

    A third of the deaths in the 20-29 bracket were riders on a Learner or Provisional licence.

    As with other vehicle categories, speeding was the biggest killer.

    October is Motorcycle Awareness Month, an initiative of the Motorcycle Council of NSW, aimed at helping to protect some of our most vulnerable road users.

    The NSW Government supports the initiative each year and has several programs in place to ensure the safety of motorcyclists, including testing clothing and helmets, and running the Ride to Live campaign to educate road users on how to share the road safely.

    The Minns Labor Government has introduced a range of road safety measures to combat the road toll, including:

    • Seatbelt enforcement by the existing mobile phone camera detection network
    • Removing a loophole to force all motorists driving on a foreign licence to convert to a NSW licence within six months
    • The demerit return trial that rewarded more than 1.2 million drivers for maintaining a demerit-offence-free driving record during the initial 12-month period up to 16 January 2024
    • Doubling roadside enforcement sites used for mobile speed cameras, with the addition of 2,700 new locations where a camera can be deployed. Enforcement hours will remain the same
    • Hosting the state’s first Road Safety Forum of international and local experts
    • Signing a National Road Safety Data Agreement with the Commonwealth

    Minister for Roads John Graham said:

    “The numbers tell a story and that is that young males on motorcycles are dying in numbers that are too high and should not be accepted as the status quo.

    “No family wants to be affected by road trauma, but in too many cases it is a young male loved one that is being hurt or killed.

    “In Motorcycle Awareness Month we must recognise that motorcyclists are at risk of dying when the vehicle drivers around them make one bad decision. I appeal to drivers to be aware, be mindful and help keep those on motorcycles safe.

    “If you’re a driver always check twice for motorcyclists and follow the road rules – the choices you make can save a life.”

    Minister for Regional Transport and Roads Jenny Aitchison said:

    “Our regions are home to some of the best routes for motorcyclists in the country.

    “As picturesque and fun as the roads in our beautiful regional areas may be, it’s always important to be vigilant on the roads. Nearly two thirds of all fatalities involving motorcycle crashes across the state in the last 10 years occurred on regional roads.

    “Any death on our roads is a tragedy but when it’s a young person with their whole life ahead of them it feels even more tragic.  Motorcyclists are more vulnerable in a crash and vigilance and awareness of the road terrain is incredibly important.

    “Of the 142 young riders who lost their lives over the past decade we know that many of those crashes have been the result of running off the road at a curve (40) or crashing into a tree/bush (16).

    “When you’re riding, always stay within the speed limit, watch out for oncoming traffic, curves, steep hills and make sure you’re wearing safe helmets and gear. For other road users, please check your blind spots when merging or crossing – we all have a responsibility to help each other get to our destinations safely.”

    Motorcycle Council of NSW Chairman, Vinnie Bee said:

    “Safety starts with you, keep your eyes on the road and your mind in the moment.

    “Take a few extra seconds to check for bikes when pulling out onto a road or making a turn on a street. A few extra seconds can save a life.

    “While driving your car you see a ‘biker’, someone else sees a dad, a mum or a child. Please watch out for motorbikes. Look twice and save a life.”

  • MIL-OSI Australia: Securing a more vibrant future for Sydney’s Entertainment Quarter

    The Minns Labor Government will hold an open tender process for the long-term lease at the Entertainment Quarter (EQ), Moore Park, with the aim to unlock the potential of the site through a world-class redevelopment.

    Proposals are being sought that will deliver more visitors, more live performances, and more events at Entertainment Quarter, the former Sydney Showgrounds site.

    The NSW Government is also seeking proposals that would deliver additional creative spaces such as a new indoor space that could host substantial audiences of up to 15,000 – 20,000 people, for live performances and public events.

    The EQ is one of Sydney’s key entertainment and sports precincts, and a hub for creative industries, but it is currently underutilised considering its prime location between Centennial Park, the SCG and Allianz Stadium and its proximity to the CBD via light rail.

    The NSW Government is determined to ensure EQ’s history as the venue for some of Sydney’s biggest events, including the start of World Series cricket and the old Royal Easter Show, is honoured in transformation to a world-class entertainment precinct that Sydney can be proud of.

    The current lease over the site has a maximum lease term expiring in 2046 and while no decision has been made in relation to the existing lease, this open tender process will allow all parties to put forward proposals to redevelop the precinct.

    The open tender process will commence in the near-term and will look beyond the next decade to a proposal that supports long-term investment, with the tender process to run through next year.

    The tender process will seek bids that deliver on key precinct and infrastructure upgrades and support increased use of the precinct while supporting better integration with the broader sports and entertainment precinct and parklands while retaining the site as a public space.

    Through a long-term lease we have an opportunity to secure the Entertainment Quarter’s future and deliver the revitalisation the site needs.

    This builds on work already undertaken by the NSW Government with the announcement of Vibrancy Reforms set to be debated in Parliament this week, that are aimed tackling red tape that has destroyed nightlife and entertainment by bringing vibrancy back to New South Wales.

    Premier of New South Wales Chris Minns said:

    “The Entertainment Quarter is in one of Australia’s best entertainment precincts, however it is falling far short of meeting its full potential.

    “We want to turn the EQ into a thriving world-class precinct, full of dining and entertainment options, complete with a brand new venue that can host between 15,000 – 20,000 for live music and public events.

    “The new EQ entertainment precinct would provide another world-class venue for great home grown artists and international acts to perform at, like Cold Chisel and Dua Lipa who Sydney will be hosting over the next 6 months.

    “From cutting through red tape that has decimated Sydney’s nightlife to getting visitors and entertainment back into the city with projects this like this, we’re focussed on turning Sydney into the best entertainment destination in the world.”

    Minister for Music and the Night-Time Economy John Graham said:

    “The Entertainment Quarter’s potential currently outweighs its offerings. In short, we want more entertainment in this precinct, more people visiting and much more activation of what has always been a special place in Sydney right back to the days of the Showgrounds and the heyday of the Hordern Pavilion.

    “The creation of a live performance area that can host 15,000 – 20,000 people is central to this vision, particularly as the Minns Labor Government pursues its agenda to grow live music back from the brink.

    “A revitalised Entertainment Quarter fits the objective of the Vibrancy Reforms we are enacting, the 24-Hour Economy Strategy and the NSW Visitor Economy Strategy Review. This place should be an experience that keeps visitors coming back again and again.

    “I look forward to seeing the vision of the private sector to deliver on a much more ambitious use of this exciting site.”

  • MIL-OSI Australia: GambleAware Week focuses on safer gambling options

    Safer gambling behaviour is the focus of this year’s GambleAware Week campaign, an annual NSW Government initiative run by the Office of Responsible Gambling to raise awareness about the risks of gambling which starts today.

    GambleAware’s new peer support service connects people seeking help with those who have experience of gambling harm and have been trained to offer relatable perspectives and advice.

    The service will see seven peer support workers operating across the state, with another four expected to come on board by early 2025.

    The service is just one of the support options available through GambleAware, which supports and educates not only individuals, but their families, friends and the wider community on how to identify gambling harm and gamble safely.

    GambleAware Week 2024’s theme of ‘Safer gambling. Are you on board?’ aims to raise awareness of how people who choose to gamble can do so more safely.

    Activities are being held across the state during GambleAware Week, which runs until Sunday 27 October.

    Today is the start of Aboriginal Languages Week with communities, schools, and organisations around NSW celebrating languages and recognising their importance to Aboriginal culture and identity.

    The theme this year ‘Languages Alive, Culture Thrives’ recognises that revitalising and sustaining languages will ensure they are maintained for future generations. 

    NSW is the only jurisdiction in Australia to enact legislation that recognises the importance of Aboriginal languages and establishes mechanisms and investment to help strengthen them.

    This second annual Aboriginal Languages Week runs from 20 to 27 October, commemorating the anniversary of that legislation being enacted in 2017.

    The growth and strengthening of Aboriginal languages and culture is a key outcome for Closing the Gap, a national commitment to improve outcomes for Aboriginal people.  

    The week will feature community events and schools activities in metropolitan and regional centres across NSW, including workshops at the Australian National Maritime Museum in Sydney and a speaker event at Museums of History NSW.

    The NSW Government, via the Aboriginal Languages Trust, has provided $80,000 in grants to support organisations and groups hosting events during Aboriginal Languages Week.

    Schools and organisations seeking to celebrate Aboriginal Languages Week can download resources, posters and games and general information via the Aboriginal Languages Trust website.

    Minister for Aboriginal Affairs and Treaty David Harris said:

    “I am proud that NSW is the only State or Territory in Australia to enact legislation to recognise the importance of Aboriginal languages and we continue to lead the way with the establishment of a dedicated week to shine the spotlight on this crucial element of Aboriginal culture.

    “The Minns Labor Government is strongly committed to supporting Aboriginal Communities to reawaken and reclaim languages.

    “Language means everything to Aboriginal Communities who have kept their languages alive despite significant barriers to ensure they are celebrated and preserved for the future.”

    Ruth Davis has been appointed the first UK’s Special Representative for Nature.

    The UK government has appointed Ruth Davis OBE as the first Special Representative for Nature. This landmark announcement is being is made as the UN Convention on Biological Diversity COP16 meeting in Colombia marks its first formal day.    

    Ruth Davis is one of the country’s leading environmental policy experts, with over twenty-five years’ experience working on issues of nature recovery and climate change.   

    Ms Davis previously advised the government when it hosted COP26, including helping secure an international pledge to end deforestation, which was signed by 145 countries. She played a leading role supporting negotiators and ministers and has previously worked with some of the UK’s leading nature organisations including RSPB and Plantlife. She holds an MSc from Reading University in Plant Sciences and a diploma in Botanical Horticulture from Kew.  

    Her appointment comes as environment ministers gather in Colombia to discuss conservation and sustainable use of the world’s biological diversity. The Global Biodiversity Framework was agreed at COP15 in Montreal, where over 150 countries signed up to and committed themselves to halting and reversing the international decline of nature.   

    Miss Davis will begin her role as Special Representative for Nature at the end of this month and will attend COP16 in her current role as an advocate for nature, working alongside the UK delegation led by Environment Secretary, Steve Reed. 

    This is a joint role between the FCDO and Defra and Ms Davis will report to both the Environment Secretary and the Foreign Secretary.         

    Environment Secretary Steve Reed said:   

    We cannot address the nature and climate crises without coordinated global action. That is why we have appointed Ruth as our special representative for nature – a landmark first – who will champion our ambition to put climate and nature at the heart of our foreign policy.

    We depend on nature in every aspect of our lives – it underpins our economy, health and society – and yet progress to restore our wildlife and habitats has been too slow.     Foreign Secretary David Lammy said: 

    One million species are facing extinction, including one third of both marine mammals and coral reefs. And wildlife populations fallen by 73 per cent since 1970, mostly due to a staggering 83 per cent collapse in freshwater species.

    The climate and nature emergency is the most profound and universal source of global disorder. I am delighted Ruth Davis is joining to be our first ever UK Special Representative for Nature to help us achieve our goal of a liveable planet for all, now and in the future.

    The government has recognised that the nature crisis is of equal gravity to the climate crisis; and that we cannot tackle one without addressing the other. Ecosystems and the species they support are essential to maintain food security, reduce health risks and manage the impacts of rising global temperatures.    

    I am delighted to be working with colleagues across government, and with partners around the world, to take on this urgent challenge; in particular, ensuring that the rules and incentives that govern the global economy work to protect and restore nature; and that we invest in the commitment, knowledge and passion of local people, who are critical to safeguarding the places where they live.

    The announcement of the Special Representative for Nature follows confirmation that Rachel Kyte will take up the role of the UK’s Special Representative for Climate, announced last month.  

    The Special Representatives will support ministers to raise global ambition on nature recovery and climate change. They will drive engagement with international leaders and build influence on the global stage to meet the UK’s strategic objectives.

    The biggest national conversation about the future of the NHS since its birth is set to be launched today (Monday 21 October), as the entire country is called upon to share their experiences of our health service and help shape the government’s 10 Year Health Plan. 

    Members of the public, as well as NHS staff and experts will be invited to share their experiences views and ideas for fixing the NHS via the online platform, change.nhs.uk, which will be live until the start of next year, and available via the NHS App.  

    The public engagement exercise will help shape the government’s 10 Year Health Plan which will be published in spring 2025 and will be underlined by three big shifts in healthcare – hospital to community, analogue to digital, and sickness to prevention. 

    As part of the first shift “from hospital to community”, the government wants to deliver plans for new neighbourhood health centres, which will be closer to homes and communities. Patients will be able to see family doctors, district nurses, care workers, physiotherapists, health visitors, or mental health specialists, all under the same roof. 

    In transforming the NHS from analogue to digital, the government will create a more modern NHS by bringing together a single patient record, summarising patient health information, test results, and letters in one place, through the NHS App. It will put patients in control of their own medical history, meaning they don’t have to repeat it at every appointment, and that staff have the full picture of patients’ health. New laws are set to be introduced to make NHS patient health records available across all NHS trusts, GP surgeries and ambulance services in England – speeding up patient care, reducing repeat medical tests, and minimising medication errors. 

    Systems will be able to share data more easily, saving NHS staff an estimated 140,000 hours of NHS staffs’ time every year, because staff will have quicker access to patient data, saving time that can then be spent face-to-face with patients who need it most and potentially saving lives.

    By moving from sickness to prevention, government wants to shorten the amount of time people spend in-ill health and prevent illnesses before they happen. As an example, the 10 Year Health Plan will explore the opportunities smart watches and other wearable tech may offer patients with diabetes or high blood pressure, so they can monitor their own health from the comfort of their own home. 

    The launch of the new online platform will take place at a health centre in East London, where the Secretary of State will meet with the Chief Executive of the London Ambulance Service before the first engagement event involving NHS staff from across the healthcare system as a start to the national conversation.

    Prime Minister Keir Starmer said:

    My mum worked for the NHS, my sister worked for the NHS and my wife still works for the NHS – so I know first-hand how difficult it has been for staff, and for patients battling against a broken system for over a decade. But it’s time to roll up our sleeves and fix it.

    We have a clear plan to fix the health service, but it’s only right that we hear from the people who rely on the NHS every day to have their say and shape our plan as we deliver it. Together we can build a healthcare system that puts patients first and delivers the care that everyone deserves.

    We have a huge opportunity to put the NHS back on its feet. So, let’s be the generation that took the NHS from the worst crisis in its history and made it fit for the future.

    Investment alone won’t be enough to tackle the problems facing the NHS, why is why it must go hand in hand with fundamental reform.

    The three big shifts will be our key principles for reform and will revolutionise the way people manage their health and access care. Our reforms will also shift the NHS away from late diagnosis and treatment to a model where more services are delivered in local communities and illnesses are prevented in the first place.

    It is vital the government hears from patients, experts and the NHS workforce to make sure we get this right and preserve the things people value about the health service.

Whether that’s agreeing a deal with resident doctors within weeks, securing a funding increase for GP practices to manage rising pressures or hiring an extra 1,000 GPs into the NHS by the end of this year, there are both short- and long-term reforms working hand in hand.

    Scotland’s first Trade Envoy to Japan has been appointed to secure international investment.  

    Stephen Baker will identify new opportunities in Japan’s thriving energy transition, pharmaceuticals, med-tech and food sectors.

    Making this announcement ahead of a trade mission to Singapore and Malaysia, Business Minister Richard Lochhead said:

    “Increasing trade and attracting inward investment are vital components of a thriving, growing economy and the Scottish Government’s clear message is that Scotland is open for business.

    “Scottish businesses already have a strong track record when it comes to exports to the Asian market and attracting inward investment, given Scotland’s position as the UK’s most attractive place for inward investment outside London.

    “This appointment will help Scotland to increase business opportunities with similar Japanese companies and organisations, like Sumitomo’s £350 million investment in a manufacturing plant in Nigg.”

    The Scottish Government’s Trade and Investment Envoy for Japan Stephen Baker said:

Stephen also served as the Asia Pacific Regional Director for Inward Investment into Scotland.

    The NSW Government has opened applications for $10 million in community grants to help maintain and improve Crown land reserves, building better communities across the state.

    This year’s CRIF general grants are targeting well-patronised reserves with projects that have high community impact. The program will offer minimum grants of $100,000 for projects and maximum grants of $1 million.

    Crown reserves provide land for recreational areas and infrastructure like sports-fields, local parks, walking tracks and campgrounds.  They also provide land for community organisations and facilities such as public halls, showgrounds, racecourses, scout halls, and surf lifesaving clubs.

    Eligible applicants include Crown land managers including local councils, community organisations, and user groups that are licensed to use Crown reserves across NSW, including showgrounds on Crown land.

    Grants will be made available to maintain and upgrade reserves and the facilities on them. Funding will also be available to manage feral pests and noxious weeds on reserves to keep them in good shape for community use and to protect native plants and animals.

    Project applications will be assessed on criteria including social, economic, cultural or environmental benefits, including supporting public access, amenity and use of reserves, social cohesion, participation in community life, conserving heritage or natural values, creating employment or business opportunities, and enabling Aboriginal people to manage and care for land.

    The Minns Labor Government’s major planning reform focused on creating more affordable homes to the market is already delivering with 135 affordable homes approved for Landcom’s Lachlan’s Line development at Macquarie Park.

    This is the first development to be approved through the new State Significant Development (SSD) pathway for in-fill affordable housing projects, that the NSW Government introduced in December 2023 to make it faster and easier to build more affordable housing.

    These reforms are a key pillar of the NSW Government’s plans to tackle the State’s housing crisis and deliver affordable homes in well-located areas close to transport, jobs and amenities.

    In February 2024, Landcom, in partnership with Link Wentworth, lodged an SSD application with the Department of Planning, Housing and Infrastructure to build 100 per cent affordable housing dwellings, which has now been approved.

    There are currently another 10 projects which have been lodged with the Department of Planning, Housing and Infrastructure through this SSD pathway that are under assessment which if approved, could deliver over 800 more affordable homes.

    With approvals secured, Link Wentworth will look to begin work in 2025 on the 135 affordable homes, with residents expected to be able to move in from 2027.

    This project also utilises another new planning pathway that the NSW Government has introduced to enable Landcom, or delivery partners on their behalf such as a Community Housing Provider, to access an SSD pathway for projects of more than 75 dwellings which have at least 50 per cent affordable housing.

    Lachlan’s Line forms the northern end of the North Ryde Station Precinct which was rezoned for high-density residential development, mixed-use development and public open space in 2013.

    The former industrial area will supply approximately 2,700 homes near two metro stations, a bus interchange and the M2 Motorway.

    Landcom selected Link Wentworth to partner with and provide the affordable housing dwellings.

  • MIL-Evening Report: Expanding coal mines – and reaching net zero? Tanya Plibersek seems to believe both are possible

    Federal Environment Minister Tanya Plibersek’s recent decision to approve expansion plans for three New South Wales coal mines disappointed many people concerned with stabilising the global climate.

    Two of these mines, Narrabri and Mount Pleasant in New South Wales, featured in the high-profile but ultimately unsuccessful Living Wonders court case, intended to force the federal government to take account of climate damage done by coal mine approvals. A lawyer involved in the case said Plibersek’s decision showed a refusal to “recognise their climate harms”.

    Why did Plibersek sign off on this? She has argued the mines will abide by domestic industrial emissions rules. As her spokesperson told the ABC:

    The emissions from these projects will be considered by the minister for climate change and energy under the government’s strong climate laws.

    But these laws apply only to emissions produced in Australia, which in this case will be from extracting and transporting coal and the relatively small amount of coal burned here. Most of the coal will be exported and burned overseas. Australian laws do not count those much larger emissions.

    The government is effectively washing its hands of the far larger emissions created when the coal is burned overseas. Since taking office, the Albanese government has approved seven applications to open or expand coal mines. Just this week, NSW Treasurer Daniel Mookhey said his state would keep exporting coal into the 2040s.

    This reasoning doesn’t stack up. If we stopped expanding coal mines, coal would get more expensive – and we would accelerate the global shift to clean energy.

    How can more coal be compatible with net zero?

    Under the 2015 Paris Agreement on climate action, nations must publicly commit to domestic emissions reductions goals and are expected to steadily ramp up ambition.

    But these emissions cuts are domestic only – we don’t measure the emissions we enable by exporting coal and gas.

    The Albanese government has increased domestic ambition by committing to a 43% reduction on 2005 figures by 2030. This seems to be a substantial advance on the 26-28% commitment made by the previous government. In reality, internal tensions in the Morrison Coalition government handed Labor an unintentional gift.

    In 2021, estimates suggested Australia was already on track for a 35% reduction. But internal opposition among Coalition backbenchers stopped Morrison announcing this as a target. As a result, Labor’s change looks about twice as impressive as it should.

    Still, progress is happening. Domestically, Australia is now burning less and less coal.



    But in terms of exports, the government’s position – clear in Plibersek’s decision as well as the government’s plan to keep gas flowing for decades – is as long as there is a demand for coal and gas from other countries, Australia will be ready and willing to meet it.

    Most of the coal unlocked by Plibersek’s decision will go overseas, given NSW exports 85% of its coal to partners such as Japan, China, South Korea and Taiwan.

    How does the government defend this?

    Expanding coal mines while maintaining a public commitment to net zero is a consistent theme between this government and its predecessor, which also committed to net zero. It meets a minimal interpretation of our legal obligations under the Paris Agreement, but maintains the planet’s path towards dangerous warming.

    In her statement of reasons given in 2023 as to why the Mount Pleasant mine expansion should be permitted, Plibersek and the Labor government offer several defences.

    The first is she is simply acting in accordance with Australian law, as the project would comply with “applicable Commonwealth emissions reduction legislation”. This is a weak reed, to put it mildly. The Albanese government, with the support of Greens and independents, can change the law whenever it chooses.

    In reality, the government has steadfastly resisted pressure to include a “climate trigger” in Australia’s environmental approval processes. Their resistance is relatively new – as recently as 2016, Labor policy included a climate trigger for land clearing.

    Labor’s second defence has often been dubbed the “drug dealer’s defence”. That is, if Australia didn’t export coal, other producers would take our place. As Prime Minister Anthony Albanese has put it:

    policies that would just result in a replacement of Australian resources with resources that are less clean from other countries would lead to an increase in global emissions, not a decrease.

    As I’ve argued previously, this defence doesn’t work. Coal is subject to a rising cost curve – if we stopped exporting it, new or expanded production from other sources would cost more to extract and hence be priced higher. More expensive coal would, in turn, accelerate the global energy transition. We do have agency – we could choose not to unlock more coal.

    Finally, Plibersek claims emissions from burning Mount Pleasant coal – estimated at over 500 million tonnes of carbon dioxide equivalent over the mine’s extended lifetime – would not be “substantial” relative to total global emissions. For context, Australia’s total emissions are now less than 500 million tonnes a year.

    This “litterbug’s defence” suggest Australia’s emissions – whether produced domestically or exported – are not big enough to make a difference. This is not true – we are now the second largest exporter of emissions globally, after Russia. That is due largely to coal.



    Are fossil fuel exports untouchable?

    There’s a huge gap between global pledges to cut emissions and the reductions needed to actually achieve the Paris targets. Most countries we export coal and gas to are not yet on a path to achieve the reductions in emissions necessary to stabilise the global climate – though China’s emissions may, remarkably, be about to decline.

    That’s why we need to press for decarbonisation at every stage of the energy system, from extraction of coal, oil and gas to the financing of new carbon-based projects as well as at the point where the fuel is burned and emissions produced generated.

    The problem for Australia is we sell a lot of coal and gas – more than ever before. So even as solar and wind energy begins to displace coal and gas in domestic power generation, our coal and gas exports seem all but untouchable.

    We should be saddened but not surprised at this pattern. The Albanese government seems guided by the principle of doing nothing to generate substantial opposition – and to count on the fact a Dutton Coalition government would do even less.

    Previously, average speed cameras have only been used in NSW to monitor the speed of heavy vehicles. Road safety benefits will be evaluated when a trial of average speed cameras for light vehicles is conducted from next year.

    Legislation that passed NSW Parliament has enabled their use for all vehicles, bringing the state into line with all other Australian mainland states and the ACT where the technology is an integral part of their speed enforcement programs.

    The NSW Government will now trial the lifesaving benefits of average speed cameras as part of efforts to combat the rising road toll which today stands at 271 – two more than at the same date in 2023.

    The average speed camera trial will build on road safety initiatives introduced by the Minns Labor Government, including:

    • Seatbelt enforcement by the existing mobile phone camera detection network
    • Removing a loophole to force all motorists driving on a foreign licence to convert to a NSW licence within six months
    • The demerit return trial that rewarded more than 1.2 million drivers for maintaining a demerit-offence-free driving record during the initial 12-month period up to 16 January 2024
    • Doubling roadside enforcement sites used for mobile speed cameras, with the addition of 2,700 new locations where a camera can be deployed. Enforcement hours will remain the same
    • Hosting the state’s first Road Safety Forum of international and local experts
    • Signed National Road Safety Data Agreement with the Commonwealth

    Speeding is the biggest killer on NSW roads, contributing to 41 per cent of all fatalities over the past decade.

    Regional NSW is home to a third of the population but is where two-thirds of all road deaths happen.

    Two trials will be conducted on limited stretches of highway in regional NSW to assess whether these measures reduce speeding at these locations, improving safety and preventing injuries and fatalities. The trial areas are:

    • Pacific Highway between Kew and Lake Innes (Port Macquarie) – 15kms between cameras
    • Hume Highway between Coolac and Gundagai – 16kms between cameras

    There were a combined total of six fatalities and 33 serious injuries between 2018 and 2022 at these locations.

    Road safety experts have backed the use of average speed cameras and the NRMA will be part of the assessment process to ensure drivers have a voice in the review of the trial. 

    Transport for NSW will now work on the technical elements and deliver a communications campaign to inform motorists about the trial to begin mid-2025.

    Trials are proposed to begin with a 60-day period in which speeding drivers will receive a warning letter rather than a fine before normal enforcement, including fines and demerit points, begin.

    Minister for Roads John Graham said:

    “This is the right time to investigate whether lives can be saved by the use of average speed cameras for all vehicles, not only trucks.

    “This technology has been found to be effective in other states and in the UK, Norway, Italy and the Netherlands.

    “It is our responsibility to properly evaluate whether they are effective in preventing another family and another friendship circle from being devastated – which is the sad result every time someone dies on NSW roads.

    “Before trials begin next year, the NSW Government will conduct a comprehensive awareness campaign so the public is aware of average speed cameras and a 60-day warning letter period will give motorists time to adjust to their use in these limited locations.”

    Minister for Regional Transport and Roads Jenny Aitchison said:

    “In 2023, over two thirds of the deaths on our roads were in regional NSW. Our goal is to assess how effective the cameras can be in changing speeding habits and reducing needless deaths.

    “The NSW Government will continue to inform all drivers but particularly the regional communities around these trial sites about how it will work.

    “Unfortunately, on Tuesday night we saw Nationals in the Legislative Council cynically voting against the average speed camera trial, putting politics above the safety of the people they purport to represent.

    “There have been a few times in this Parliament that the Leader of the Nationals has torched the Coalition agreement allegedly on a matter of principle – but saving lives on our roads in the bush? The Nationals are clearly confused about what is important.”

  • MIL-OSI Submissions: United Kingdom – Hundreds Gather to Celebrate 100 Years Since Construction of London’s First Ever Mosque

    The capital’s oldest mosque, the Fazl Mosque in Southfields, London, welcomed hundreds of guests on Saturday evening to mark a century since its foundation stone was first laid. 

    Guests including MPs, academics and religious leaders came together to view a special exhibition and hear a keynote address from the worldwide Head and Fifth Caliph of the Ahmadiyya Muslim Community, His Holiness, Hazrat Mirza Masroor Ahmad.
    The evening, themed “Islamic Light in the West: A Century of Spiritual Revival,” honoured the legacy of the journey of the Second Caliph of the Ahmadiyya Muslim Community from India to the UK – a journey that marked the dawn of a new era for Islam in Britain. 
    Speaking about the history of the mosque, His Holiness said:
    “From 1920 onwards, Ahmadi Muslims diligently raised funds through personal sacrifices and contributions.  Their collective efforts culminated in the purchase of the plot of land in Southfields, where you have gathered, for the sum of £2,230. It would serve as the location for the first Mosque in London.”
    “Exactly a century ago, the Second Caliph graced the land in Southfields where you are sitting and laid the foundation stone for the Fazl Mosque, which proved to be a landmark moment in the history of Islam in the UK.”
    The Fazl Mosque was granted heritage status by Historic England in 2018 and has served as the global headquarters of the Ahmadiyya Muslim Community. It remains a focal point for the community’s religious and humanitarian activities.
    His Holiness, Mirza Masroor Ahmad, also highlighted the urgent need to end conflicts taking place around the world.
    “Across the globe, wars are raging, lives are being tragically lost in unimaginable numbers, and we are witnessing a blatant disregard for the rights of Allah the Almighty and the rights of humanity.”
    “It is my heartfelt prayer that may the love of God Almighty and His Creation enter the hearts of all mankind. Certainly, it was to achieve this objective that the Fazl Mosque was constructed, and it is for the sake of reiterating this message and recognising the immense blessings of God Almighty that we have held this event.”

  • MIL-OSI United Kingdom: ‘Helpful insight’ into issues of static fishing gear and safety tips

    Hazards relating to poorly marked equipment, and consideration of how these can be avoided, feature in a new report and safety leaflet for fishers.

    The Static Fishing Gear Safety Working Group Report 2024 dives into the problems relating to the marking and rigging of static fishing gear (fishing equipment that is set in place and does not move), UK regulations, and what can be improved.

    The report was produced by the Static Fishing Gear Safety Working Group, a sub-group of the MCA’s United Kingdom Safety of Navigation Committee, which is made up of industry representatives, government representatives and subject matter experts.

    The report identifies two main hazards associated with this equipment. The first is the use of floating rope on or near the water’s surface, instead of leaded or weighted, posing a risk to nearby vessels with propellers. The second is the failure to use a buoy, or similar, to visually alert other vessels that static fishing gear is in use in the area.

    UK and Scottish legislation is considered in the report, and a number of recommendations are made, to improve awareness and visibility of static fishing gear.

    A safety leaflet attached to the report provides guidance on best practice for the marking of static fishing gear, and ways to improve its visibility to reduce the risk of entanglement. The simple guidelines are visually presented for ease of use.

    MCA Assistant Director for UK Technical Services Navigation Richard Bell said:

    This report gives a helpful insight into the issues around static fishing gear and what can be done to mitigate safety risks. There is no overnight solution to the issues raised, but we hope this report raises awareness with a view to improving safety.

    Our priority, both here at the MCA and UKSON, will always be the safety of mariners users, and we hope the safety leaflet encourages fishers to follow or maintain best practice when it comes to static fishing gear.

  • MIL-OSI United Kingdom: City to celebrate young care leavers with week of activities

    The council works with young people in care to help them make the move into independent living, and to take advantage of the education, employment and training opportunities that are available to them.

    And young people who have either recently moved out of care, or will shortly be doing so, will be taking part in a wide range of activities during Care Leavers Week to highlight their progress and celebrate their successes.

    Events will include a night at the movies with the council’s Reach Leaving Care team and 2 ‘Changing Rooms’ style challenge events with Wolverhampton Homes supporting young people and the Supported Accommodation Team to makeover two flats.

    There will be baby swim and stay and play sessions, a swap shop and a special event at Wildside Activity Centre giving care leavers who are not currently in employment, education or training the chance to take part in team building exercises, confidence building activities and volunteering opportunities.

    Members of the Care Leavers Independent Collective will host a Total Respect training session, encouraging staff and professionals to understand what it means to be a child in care or care leaver, while Food Around The World will give young people the chance to sample some amazing dishes from different parts of the world.

    Ahead of Care Leavers Week, care leavers enjoyed a silent Halloween disco on Saturday, the Care Leavers football team will shortly be hosting a friendly match with Walsall Care Leavers FC ahead of the Care Leavers Championship Cup next summer, and the atrium at the Civic Centre will be lit blue to mark the start of the week, with the colour chosen by care leavers themselves.

    Alison Hinds, the City of Wolverhampton Council’s Director of Children’s Services, said: “Care Leavers Week is an important and enjoyable week for all the young people who either have, or are, making the transition from care to independent living, ensuring they are fully supported and celebrated at this important and exciting time so that their first step into adulthood is the best it can be.”

    Wolverhampton’s Local Offer for care leavers aged between 16 and 25 provides information about a wide range of services which could help young care leavers prepare for adult life. It includes details of support which they are entitled to by law, as well as additional services that the council has been able to secure with the help of partner organisations.     The Secretary of State for Justice has appointed Sir Robin Spencer as Independent Assessor of Compensation for Miscarriages of Justice for a term of 5 years from May 2024, in succession to Dame Linda Dobbs DBE.

    Appointed by the Secretary of State for Justice, under section 133 of the Criminal Justice Act (the Act) 1988, the Assessor’s role is to gauge the amount of compensation to be paid once the Secretary of State has decided that the eligibility criteria are met.

    Neither ministers nor officials play any role in the assessment of compensation and the Secretary of State for Justice is required by section 133 (4) to accept the award made by the Assessor.

    The Assessor plays no role in deciding whether an applicant is eligible for compensation, which falls solely to the Secretary of State under Section 133(3).

    Biography

    After 45 years in the Law, Sir Robin Spencer DL retired as a High Court Judge in March 2023, having been appointed to the (then) Queen’s Bench Division in 2010. He continues to sit in retirement in the Court of Appeal (Criminal Division).

    He was called to the Bar in 1978 and practised as a Junior in the North West of England and North Wales from Chester chambers before becoming a QC in 1999 when he also joined London chambers. He was the Leader of the Wales and Chester Circuit from 2004 to 2006, and a member of the Bar Council.

    Before his appointment as a High Court Judge he sat for many years as a Recorder and a Deputy High Court Judge, trying criminal, civil and family cases,

    From 2013 to 2017 he was a Presiding Judge of the South Eastern Circuit.

    In 2023 he was appointed a Deputy Lieutenant of the county of Cheshire, a role which includes presiding at Citizenship Ceremonies.

    He has not declared any political activity.

    New Chair has a strong track record of leading organisational transformation while embracing innovation and collaboration.

    Today (21 October 2024) the Department for Transport has confirmed that Richard Judge has been appointed as the new Chair of the Vehicle Certification Agency (VCA).

    Richard has extensive experience as a non-executive director, chair and former CEO of government agencies including the Health and Safety Executive and at the Insolvency Service. He has also worked with UK regulators and private sector businesses, delivering high value commercial and public services.

    Operating at senior levels in government, Richard brings a strong track record of leading organisational transformation while embracing innovation and collaboration to improve how the Civil Service works.

    Richard will be replacing Clive Scrivener, who has been Non-Executive Chair of the VCA since August 2018.

    As a former CEO of several government agencies, Richard brings a wealth of experience to ensure the VCA continues to improve vehicle safety and sustainability across our roads. I would like to congratulate him on his appointment and I’m looking forward to working with him.

    Pension Age Disability Payment launches in pilot locations

    A new disability benefit for people of State Pension age opens today for new applications from people living in five local authority areas.  

    Pension Age Disability Payment is the 15th benefit administered by Social Security Scotland. It is for people of State Pension age and over who are disabled or have a long-term health condition that means they need help looking after themselves or supervision to stay safe; or are terminally ill 

    People who live in Argyll & Bute, Highland, Aberdeen City, Orkney and Shetland can now apply. The payment will be available across Scotland by 22 April next year. 

    It is not means-tested and is worth between £290 and £434 a month depending on the needs of the person who gets it.  

    Pension Age Disability Payment is replacing Attendance Allowance in Scotland, which is delivered by the Department for Work and Pensions (DWP). People do not need to apply separately as their award will automatically be moved to Social Security Scotland, starting early 2025. 

    There is a separate fast-track application process for people who are terminally ill and eligible people will be entitled to the higher rate of payment regardless of how long they have had a terminal illness. 

    Social Justice Secretary Shirley-Anne Somerville said: 

    “As people continue to face a cost of living crisis it is more important than ever that older disabled people across Scotland get all the financial support they are entitled to. 

    “Today we are launching Pension Age Disability Payment, our 15th benefit, in five locations before it is rolled out across Scotland later next year.  

    “This new benefit has been developed by listening to older disabled people and we have made many changes, including making it easier for them to nominate someone to support them in their engagement with Social Security Scotland, something they told us was important to them. 

    “I would encourage anyone who thinks they are eligible for Pension Age Disability Payment to apply. It’s important they get the money they need to help them look after themselves, stay safe and get support to live with the dignity and respect that we all deserve as we get older.”  

    Debbie Horne, Scotland Policy and Public Affairs Manager at Independent Age, said:  

    “We welcome today’s launch of Pension Age Disability Payment in the first five local authority areas. Support for the costs related to disability while in later life are an essential part of our social security system and a vital part of enabling dignity and independence as we age. 

    “Putting dignity and respect at the heart of how the payment is delivered is essential. We hope changes made to the payment, such as making it simpler for people at the end of their life to get support, result in an improved experience for older people applying for the payment in Scotland. 

    “We encourage all older people living in the pilot areas who may be eligible for Pension Age Disability Payment to apply, or get in touch with an independent advice service, such as Independent Age, who can help to ensure older people in Scotland receive all of the support they are entitled to.” 

    Tommy Campbell, Executive Committee member at The Scottish Pensioners’ Forum and poverty campaigner said: 

    “The Scottish Pensioners’ Forum, and other organisations, worked extensively with the Scottish Government and Social Security Scotland to help develop a fairer and more just application system for pensioners with disabilities and more complex needs in Scotland. 

    “We support many people of Stage Pension age and over with long-term health conditions such as dementia, Alzheimer’s and arthritis who would really benefit from this financial support. 

    “We hope that the roll out of this pilot programme over the coming months will demonstrate and deliver on this.”

    Now in its 50th year of delivering Real Estate degree programmes, the University has seen all eight courses reconfirmed as meeting a globally-recognised standard of surveying education by the Royal Institution of Chartered Surveyors (RICS).
    They are the MSc Real Estate, MSc Finance and Real Estate, MA (Hons) Real Estate, MA (Hons) Finance and Real Estate, MA (Hons) Business Management and Real Estate, MA (Hons) Economics and Real Estate, MA (Hons) Accountancy and Real Estate; and MA (Hons) International Business with Real Estate specialism.
    The panel consider a number of areas during the review process, including student experience, the quality of the programme content and teaching staff, access to resources and the relevance of the curriculum to industry.
    Fiona Stoddard, lecturer in real estate and director of student experience at the Business School, said: “We are delighted to have received our  reaccreditation from RICS, adding further confidence that our real estate programmes continue to meet the highest international standards and support students who wish to pursue a rewarding career in the sector.

    New Gate Arts to bring Back to the Future story to The Fountain for Derry Halloween

    Fans of the iconic Back to the Future movie trilogy are in for a treat this Halloween as New Gate Arts and Culture Centre and North West Cultural Partnership are set to bring the films’ story to life with a dynamic street performance.
    The time travelling adventures of Marty McFly and Doc Brown will be celebrated in and around the group’s premises in The Fountain with a performance of acting, dance and special effects.
    The dynamic street performance will also feature a replica of the film’s famous DeLorean sports car which, famously combined with the Flux Capacitor, made time travel possible.
    The show is part of Derry Halloween’s Awakening the Walled City Trail in and around Derry-Londonderry’s historic city centre each evening from Monday October 28th to Wednesday October 30th.
    Darren Milligan, Creative Programming Executive at New Gate Arts and Culture Centre, gave the public an idea of what’s in store.
    “You can expect a thrilling, immersive experience,” he said. “It’s a blend of dance, music, light effects, and video projections, all working together to create a memorable street production.
    “It will feature live performances from eerie Halloween-themed dancers, energetic jiving and futuristic choreography.
    “There’ll also be rooftop musicians, a dramatic build-up of smoke and lights, and, of course, the star of the show—the DeLorean, which will make a grand entrance through the large doors of New Gate Arts & Culture Centre.”
    The New Gate Arts Centre is a thriving arts and cultural venue in the centre of the city and has hosted a wide range performances, classes, workshops, festivals and events since it opened last year.
    Their Conquer the Dragon performance as part of last year’s trail featured the Sollus Highland Dancers taming a huge dragon at the side of their premises that had invaded the city.
    “The idea for this year’s show came following the success of Conquer The Dragon,” Darren explained. “We needed something spectacular that could come out of the side of our building again, and we have a few staff members who have a love for the Back to the Future movies, so we said why not try to get our hands on a replica DeLoreon car, and the idea grew from there.
    “We wanted to create something that merges local heritage with the futuristic, adventurous spirit of Back to the Future.
    “The DeLorean itself is such a recognisable symbol and we saw an opportunity to incorporate it into a performance that could entertain and engage the local community.
    “The idea developed into a full-on spectacle with dance, music, and theatrics.
    “For our young people, this opportunity is something that they want to keep doing and asking about year on year.
    “Being able to perform at one of the world’s largest Halloween festivals in a show of this scale is an incredible experience for them.
    “It’s a chance to showcase their talents on a big stage, gain confidence, and be part of something that celebrates both local culture and their own creativity.
    “It’s not just a performance—it’s a celebration of their hard work and passion for the arts and it means the world to them to contribute to such a renowned event.”
    The team at New Gate are currently putting the finishing touches to preparations for the show that will feature both characters and music from the original film.
    “Preparations are going fantastically,” Darren added. “The team has been working tirelessly to ensure that every element comes together seamlessly, from the video projections and music to the choreography and technical effects.
    “The young people have been rehearsing for weeks, and their energy and excitement is infectious.
    “With each rehearsal, the performance is becoming more polished, and we can’t wait to bring it all to life for the audience.
    “We’re also delighted to get a number of community groups involved, we have Clooney Mens Shed making props for the trial, Cathedral Youth Club who are letting us turn their allotment garden into a science lab, and Sollus Highland Dancers who yet again are providing their high quality choreography.  
    “The experience will feature appearances by Doc Brown and Marty McFly and the DeLorean will be the central prop, making a dramatic live appearance.
    “The rooftop musicians will bring Marty’s famous “Johnny B. Goode” performance to life, encouraging the crowd to get involved and the dancers will wear costumes that reflect the different themes—spooky Halloween, futuristic sci-fi, and 1950s jive—to complement the storyline.
    “We’re incredibly proud of how this performance has come together, thanks to the hard work and creativity of everyone involved.
    “It’s a celebration of Halloween, local culture, and the joy of performance.
    “We hope everyone who comes to see the show will enjoy this unique blend of Back to the Future and local creativity.
    “It’s going to be a night full of surprises, excitement, and unforgettable moments.”

    High-tech 3D scans have revealed the intricate inner workings of the world’s oldest model locomotive for the first time in more than 200 years.

    Leeds Industrial Museum’s incredible miniature recreation of a pioneering early steam locomotive recently underwent a detailed CT X-Ray survey using sophisticated equipment at the University of Leeds.

    The resulting images show how the precious model, made for the famed engineer Matthew Murray in 1811, replicated the revolutionary mechanics of its full-sized counterparts and in turn helped power a worldwide boom in the railway industry.

    It is hoped the images can now illustrate to museum visitors how the model worked and exactly why it was so important to the evolution of early railways across the globe.

    John McGoldrick, Leeds Museums and Galleries’ curator of industrial history, said: “This tiny model played a huge part in the development of the early rail industry, allowing Murray to showcase his brilliance to investors and giving him the opportunity to bring his trailblazing designs to life.

    “Thanks to these remarkable scans, we can now explore for the first time since 1811 how the model worked, and the extraordinary ingenuity and intricacy which went into its creation.

    “Short of cutting open the model, which we wouldn’t ever do, we’d never have got to see its inner workings in quite this way. Now, not only are we examining a piece of engineering history, we’re also getting a unique and unprecedented insight into the mind of one of the world’s great inventors.”

    Full-sized Murray designs, such as the famous Salamanca, became the very first commercially viable steam locomotives, and were built around the same time as the model.

    At least two other models of the same type were made, with one being gifted by Murray to Grand Duke Nicholas of Russia when he visited Leeds in 1816.

    Murray would have used the fully working miniature replicas to woo potential investors and colliery owners, as well as impressing his fellow designers and contemporaries.

    His efforts proved successful, with each engine selling for £350, galvanising Murray to create further locomotives which later inspired the great George Stephenson’s designs.

    Those locomotives also revolutionised the transportation of coal in Leeds, enabling a small and relatively lightweight engine to haul more than 20 times its own weight, powered by steam from a cast iron boiler with a single flue.

    Leeds Museums and Galleries teamed up with Dr Michael Bailey, an early railway historian and archaeologist of early locomotive technology, Dr Alice Macente from the University of Leeds School of Civil Engineering and Dr Sam Allshorn from the School of Earth and  Environment.

    The scans were carried out at Wolfson Multiphase Flow Laboratory in the School of Earth and Environment at the University of Leeds.

    Dr Bailey will now be producing a detailed historical account of the model together with an assessment of its design and components.

    Funding for the project came through the Leeds Cultural Institute’s Collections Research Fund, a collaboration between academics at the University of Leeds and Leeds Museums and Galleries.

    The full findings of the scanning and research will be featured in a future exhibit about the model.

    Once the world’s largest woollen mill, Leeds Industrial Museum is home to models and machinery paying tribute to the city’s industrial heritage as well as its many inventors and engineers.

    Working together to tackle some of the issues affecting Morecambe was the focus of a meeting between councillors and officers representing town and district councils.

    The summit meeting took place at Morecambe Town Hall on Friday (October 18) between representatives of Morecambe Town Council and Lancaster City Council.

    The aim of the event was to foster collaboration, promote understanding of responsibilities, and explore ways of working together to unlock the town’s potential and capitalise on Eden Project Morecambe.

    The day began with a warm welcome and introductions, setting a collaborative tone for the day.

    Lancaster City Council provided a comprehensive presentation detailing its operations, Council Plan, successes and priorities.

    Morecambe Town Council followed suit, sharing insights into its role, priorities, achievements, and future actions aimed at enhancing community well-being.

    A series of roundtable discussions also took place on the issues affecting Morecambe and how the two councils can work together to develop joint solutions.

    Councillor Phillip Black, leader of Lancaster City Council, said: “The city council highly values the work of the district’s parish and town councils and the work they do to support the communities that we all serve.

    “Meetings such as this provide the opportunity to discuss issues of mutual benefit in a constructive and collaborative manner. We’re all agreed that our local infrastructure is under huge pressure and it is in everyone’s interest for us to work together more closely to find solutions.

    “By coming together to share our experiences and insights, we have laid the groundwork for future cooperation that will significantly benefit our communities.”

  • MIL-OSI Global: Philosophy at school gives young people the tools to discuss difficult topics such as the Israel-Gaza war

    The first anniversary of the October 7 Hamas attack on Israel and the beginning of conflict in Gaza left UK schools with a dilemma: how to mark the event. It has affected many around the world, including school children and their families in the UK.

    Earlier in 2024, government adviser on social cohesion, Sara Khan, suggested that schools were not supporting reasonable debate about the Israel-Gaza conflict because teachers are nervous about handling such a sensitive topic in the classroom.

    But if schools shut down the topic they risk encouraging mistrust, anger, hate and polarisation. Not least because students will instead seek out information online – and are quite likely to stumble upon fake news and conspiracy theories.

    The leader of the UK’s biggest education union, Daniel Kebede, recently noted that there simply isn’t enough space in the curriculum for students to discuss such difficult issues. He claims the solution is to embed philosophy as a subject across England’s school curriculum.

    The subject of philosophy is specifically set up to promote critical thinking skills and teach people how to have difficult conversations about controversial issues.

    Teaching controversial topics

    Controversial and sensitive topics are unavoidable. We encounter them discussed in the media, on the news, in the street and in our homes. Yet we are not always sure what to think, especially when the issue is complex, or how to talk to people we disagree with. And the skills of reasonable dialogue can be even harder when emotions are running high.

    Young people need to learn how to discuss controversial issues like the Israel-Gaza war. The best way to do this is by including philosophy on the curriculum. Philosophy has an excellent toolkit designed to explore various points of view in a critically engaged way and, when taught dialogically – through discussion between students and teachers – students become seekers of shared knowledge and wisdom.

    A key aspect of a democracy involves welcoming different ideas. Such diversity is a strength because it allows for many claims to be scrutinised, with only the best arguments gaining traction. Yet this process of sharing ideas requires our citizens to be able to hold reasoned discussions and to think critically.

    To avoid aggression or chaos, people need to engage charitably with one another, being respectful of various experiences and perspectives while also being critical of the ideas presented.

    The dialogical skills of philosophy

    Philosophy, more than any other subject, encourages students to think about the reasons why they think something, and entertain the possibility that there are other points of view.

    Philosophy is inherently dialogical. The most common teaching approach is to think about the steps in an argument, and then to consider the weaknesses in each of these.

    Philosophy does this by teaching students to check: What assumptions am I making? Are the premises of my position sound? Does the conclusion logically follow from my starting point? What is a counterargument or counterexample to which I need to reply? Could I be wrong about this? What additional information do I need to draw a conclusion?

    These kinds of questions encourage intellectual humility: the idea that I, like anyone else, could be wrong. Intellectual humility goes hand in hand with open-mindedness, ensuring we remain open to relevant new information.

    Such skills of critical thinking and respectful disagreement are vital in a time of disinformation and fake news. Not only do we need young people to learn how to fact check and be critical of what they see and hear, but we also need them to learn that it is OK to disagree.

    Being open-minded

    The influential American philosopher Daniel Dennett, who died earlier this year, wrote about the importance of criticising with kindness and seeking the most charitable version of your opponent’s position. This is so important when discussing controversial topics, because reasonable people will disagree.

    Criticising with kindness means staying humble and open to different points of view when having difficult conversations. And it means creating space for the airing of diverse arguments and examples. In this way, teachers who are trained in philosophy are able to remain politically neutral while helping students converse with one another about important issues that affect them and those they care about.

    Philosophy is about learning to be respectful of others whose views differ from one’s own and to accept reasonable disagreement. It also teaches us to be comfortable with unsettled questions and complex answers. Teaching philosophy in the classroom leads to students engaging with ideas charitably and critically, encouraging open-mindedness and intellectual humility.

    It is the skills of dialogue that we need as our society faces increasing polarisation and violent disagreement. These skills are some of the defining characteristics of a democracy. Happily, teachers are uniquely positioned to embrace the subject of philosophy and the skills it has to offer.

  • MIL-OSI Global: Why do people do extreme sports? Some of the reasons aren’t always that obvious

    Participation in extreme sports has surged since COVID-19, with 490 million people estimated to be taking part globally. This may have been fuelled by a desire to break free from lockdown-induced monotony and an explosion of media coverage showcasing the allure of high-adrenaline activities.

    Extreme sports, like Base jumping, free solo climbing, big wave surfing and downhill mountain biking, once reserved for a small percentage of people, are now becoming more mainstream.

    But why are people willing to take such risks? As a climber myself, I was keen to find out. While the popular image of extreme sports participants often revolves around thrill seeking and adrenaline addiction, research from my colleagues and I shows there are far more complex reasons for why people participate.

    An extreme sport is defined as one in which a mismanaged mistake or accident would result in serious injury or death.

    Research has started to explore the reasons behind extreme sports participation, but there’s still a lot to uncover. Several studies have identified factors like personality, motivation, and even neurobiology as playing a role. But it remains unclear which of these consistently drives people to take part in high-risk sports.

    We started our work by conducting a systematic review to consolidate existing research on what drives people to participate in extreme sports. The studies we looked at provided important insights into the various psychological and emotional factors that motivate people to engage in high-risk activities. This helped us build a more complete understanding of the extreme sports mindset. We uncovered five motivational factors.

    1. Connection

    Participants often describe feeling at one with nature and free from the constraints of everyday life. Many also find a deep sense of belonging in the extreme sports community and are driven by the desire to push their personal boundaries.

    2. Personality

    While some people are indeed drawn to thrill seeking, many use extreme sports as a tool to regulate difficult emotions. This is particularly true for those with alexithymia, which is when people struggle to identify and express their feelings.

    3. Goals

    The drive to succeed plays a big role in why people take part in extreme sports. Of course, many athletes are motivated by setting clear goals, whether it’s winning competitions or improving their performance. In this sense, participation in extreme sport is no different from that of more traditional sport.

    For many of the respondents in the studies we analysed, goal setting boosts confidence and helps them persist through challenges. Participants also often feel a strong sense of control over their activities and find a sense of community with like-minded people.

    4. Managing risk

    Far from being reckless, participants are often highly calculated about the risks they take. They thrive on managing risk, finding excitement in navigating dangerous situations rather than avoiding them.

    5. Addiction-like urges

    Some participants exhibit behaviour resembling addiction, experiencing mood disturbances when not engaging in their chosen extreme sport. This can create a powerful urge to return, a bit like withdrawal symptoms.

    Our findings have broader implications. They challenge the traditional view of extreme sports enthusiasts as mere “adrenaline junkies”. The research suggests that extreme sports could potentially offer therapeutic benefits, particularly for people struggling with emotional regulation.

    Far from just being about thrill seeking, these types of activities could provide an outlet for experiencing emotions that might otherwise be hard for some people to access. It opens new avenues for exploring how high-risk activities may be used to support mental health and wellbeing.

    My own work in this field is ongoing. Recently, I’ve conducted interviews with elite extreme sport participants to explore their motivations in greater depth. This new research will examine how these motivations shift over time – before, during and after participation. I’m also expanding my studies to compare the motivations driving extreme sport enthusiasts with those of non-extreme sport participants, aiming to uncover what, if anything, truly sets them apart.

  • MIL-OSI Global: Horrifying black sows and ghostly apparitions: how the magic and mystery of Wales come alive in winter

    For centuries, midway between the autumn equinox and winter solstice, the Welsh people have celebrated Calan Gaeaf on November 1. Nos Galan Gaeaf or “the evening before the first day of winter”, falls a day before, which the western world now recognises as Halloween.

    A time of year filled with monsters and ghouls, here are five spooky winter customs and beliefs unique to Wales and its people.

    1. Hwch Ddu Gwta

    On Nos Galan Gaeaf, the horrifying hwch ddu gwta, or “tailess black sow”, would make its annual appearance. Usually a man draped in cloth or animal hide rising from dwindling fire embers, the hwch ddu would chase the village children home.

    As the fire died and the children anticipated the materialisation of the black sow, they would often chant a spooky verse, like: “Adref, adref am y cynta’, Hwch Ddu Gwta a gipio’r ola,” (“Home, home, at once, the tailess black sow shall snatch the last one.”)

    Juliette Wood, scholar of Celtic folklore, says the macabre ritual has its roots in beliefs about the souls of the dead, people and animals. But on a practical level, it was probably just an effective way of getting children to bed and teaching them about the dangers of straying from the group.

    2. Fortune telling

    Fortune telling would have been rife at this time of year. Questions over who was next to be married, and who may meet an untimely death, were particularly popular. Women looking for love may have wandered around the bounds of a church, chanting “here is the sheath, where is the knife”, hoping to hear the name of the person they would marry as a response.

    In some parts of the country, stwmp naw rhyw, a mash made of nine different root vegetables with milk, butter, salt and pepper, would have a wedding ring placed at the centre. Whoever found the ring in their serving would be the next to be married.

    Though these particular practices were performed at Calan Gaeaf, the widespread belief in fortune telling certainly wasn’t unique to this time of year, nor Wales, of course.

    But Wales does have a long history of reliance on wise-women and soothsayers. Many Welsh people even regularly turned to the church for charms and curses.

    3. Y Ladi Wen and other apparitions

    Regarded as a seasonal boundary, Nos Galan Gaeaf was considered the most ominous of the three spirit nights. The others were Nos Galan Mai, which heralds the beginning of summer, and Noswyl Ifan, known also as the summer solstice.

    As Nos Galan Gaeaf was a time to say goodbye to the recently deceased, the spirits were said to roam freely. Ghosts of the dead were believed to be seen at midnight on every stile, for example. And it makes sense that ghosts were to be found atop stiles. The fact that unbaptised children used to be buried at boundary fences suggests that these lines were liminal places and therefore the favourite perches of ghosts and apparitions.

    Perhaps the most well known of these ghosts was Y Ladi Wen (the White Lady). Y Ladi Wen was an apparition who could be found haunting locations where violent deaths had occurred. She was also said to warn children about their bad behaviour.

    4. Mari Lwyd

    The Mari Lwyd is traditionally a Christmas and New Year wassailing folk custom popular in south Wales. It dates back to the 18th century and involves a horse’s skull placed on a pole, draped in ribbons.

    A person hiding beneath a white sheet would carry the pole and snap the horse’s jaw open and shut. A procession led by Mari would go from house to house, where the group would sing verses asking to be let inside, prompting the hosts to improvise a rebuttal in verse.

    The Mari Lwyd’s weird and somewhat terrifying appearance has led to her appearing earlier in the season, and adopted in different parts of Wales and as far afield as the US and Australia.

    5. Gwrachod Powys

    Perhaps the most sinister and spooky custom is one that could be found in Powys, mid-Wales.

    Men would wander around in gangs wearing sheep skin, old ragged clothes and masks, drinking heavily and demanding gifts. They were called “gwrachod” (meaning hags or witches), probably in allusion to the Celtic belief that fiends, witches and faeries carried out their harmful and destructive tasks at night.

    In the north, the name “gwrachod” was also used to describe men and women who went about their neighbours’ houses dressed in each other’s clothes and wearing masks.

    During this Christmas tradition, which could be seen as a combination of the Mari Lwyd and the gwrachod, members of the party would dance, cheer and perform “antic diversions” in exchange for good cheer, ale, apples and nuts.

    As October draws to a close and we creep towards the darkest days of midwinter, keep your wits about you. You might just end up face to face with a horrifying sow covered in fire ash, or confronted by a ghostly lady draped in white.

    Defence Secretary John Healey, provided an update to the House of Commons on the war in Ukraine.

    Mr Speaker, I have just returned from three days of intense defence diplomacy.

    First, at the NATO Defence Ministers meeting in Brussels where we welcomed President Zelenskyy and then, at the G7 Defence Ministers meeting in Naples where we had important updates from the battlefield, agreed this is a critical point in the conflict and stressed the need to step up and speed up support for Ukraine.

    The G7 joint declaration strongly condemned Putin’s illegal invasion and reinforced our unwavering support for Ukraine. It also rightly stated:

    “Russia’s aggression against Ukraine is posing a threat to international security, the purposes and principles of the United Nations, and the rules-based international order.”

    This is what’s at stake for us all. And if President Putin prevails in Ukraine, he will not stop at Ukraine. And if big nations redraw international boundaries by force, the sovereignty and security of all nations is undermined.

    That’s why the UK support, alongside allies, is so important. Military, economic, industrial, diplomatic.

    But I can tell the House, Mr Speaker, I have returned to the UK knowing that NATO is united for Ukraine. The G7 is united for Ukraine. Just as the UK is united for Ukraine.

    And our job now is to turn these talks into action, which is exactly what we are doing as a government. So, the Chancellor and I are today are announcing that the UK will provide an additional £2.26bn to Ukraine

    This is new money, new money which will be delivered under the Extraordinary Revenue Acceleration Loans to Ukraine scheme. That’s part of the $50 billion loan package from G7 countries to support Ukraine’s military, budget, and reconstruction needs.

    Loans, Mr Speaker, which will be repaid using the profits generated from immobilised Russian sovereign assets. Profits on frozen Russian money, supporting Ukraine’s fight against Putin. Turning the proceeds of Putin’s corrupt regime against that regime and putting it in the hands of Ukrainians.

    And Mr Speaker, I want to be clear: Today’s new money is additional to the £3bn a year of military support this Government has committed to Ukraine each year for as long as it takes.

    In addition to the £3.5bn Defence Industrial Support Treaty which I signed with Defence Minister Umerov in July, money that will be used by Ukraine to procure military equipment from British companies, boosting our British jobs and our British industry. And extra to the additional artillery, air defences, ammunition, and missiles we have announced in the first four months of this new Government.

    Ukraine is a first order priority for me as Defence Secretary, it’s a first order priority for this Government. We will continue to step up support.  We will continue to lead. We will stand with Ukraine as long as it takes.

    Mr Speaker, today is now day 973 since Putin launched his full scale, illegal invasion of Ukraine. 973 days during which Ukrainians have been fighting with great courage – civilians and military alike. And there have been important battlefield developments in recent weeks. When I last updated the House, Ukrainian forces were one month into their remarkable offensive in Kursk.

    Three months on, they continue to hold Russian territory and Ukraine’s strategic surprise has put Putin under pressure, forcing the diversion of some Russian troops and equipment.

    And despite the increase in brutal Russian counter attacks and aerial bombardments, they have so far failed to dislodge that Ukrainian incursion. And it’s not just in Kursk where Ukraine is fighting back.

    Ukrainian forces have launched long range attacks into Russian territory on military targets which are directly supporting Putin’s illegal invasion.

    In September, Ukraine used long range drones to attack four ammunition storage facilities. These strikes successfully destroyed thousands of tonnes of ammunition. 

    Both the defensive thrust into Kursk, and the strategic defensive strikes into Russia, have had an impact on the battlefield.

    Russia’s advance towards Pokrovsk in the East – Putin’s main line of effort – has been slowed. Russian losses continue to rise. Since the start of the conflict, Russia has likely suffered 675,000 casualties.

    In September, the average casualty rate each date of Russians on the battlefield of Ukraine was 1271 – a record high and two and a half times the level this time last year.

    And on equipment, Mr Speaker, they have now lost 3,400 tanks, 8,500 armoured vehicles and 26 Russian vessels in the Black Sea fleet have been destroyed or damaged.

    But despite the incredible resilience Ukrainian forces have shown, they remain under great pressure from Russian forces across multiple fronts, and Russian troops continue to advance and continue to attack Ukraine infrastructure. Targeting the important port of Odessa and striking energy infrastructure.

    So as we head into winter, Mr Speaker, Ukraine’s energy generation capacity has been reduced by up to two thirds of that of pre-war levels. Russian industry remains on a war footing. Russian artillery is outfiring Ukraine by at least 3 to 1, and Russia is also conscripting this year an additional 400,000 troops.

    Defence will now account for 32%, one third of the total government budget in Russia next year.

    And, Mr Speaker, in a concerning new development, it is now highly likely that the transfer and deployment of hundreds of combat troops from North Korea to Russia has begun. North Korean soldiers supporting Russia’s war of aggression on European soil – it is as shocking as it is desperate.

    North Korea already sends significant munitions and arms to Russia in direct violation of multiple UN resolutions. And this developing military cooperation between Russia and DPRK has serious security implications for Europe and the Indo-Pacific.

    It represents a wider growing alliance of aggression which NATO and the G7 nations must confront.

    Mr Speaker, despite this dangerous development, Ukraine remains determined to fight on their frontline in the East and holding the territory in Kursk. President Zelensky will also continue to seek support for his Victory Plan, and we want to see this Plan succeed. We stand ready to work closely with the Ukrainians and with allies to make it succeed.

    Mr Speaker, as we approach 1000 days of this war, this conflict is now at a really critical moment. And that’s why the UK continues to step up support for Ukraine.

    Ukrainians are fighting to regain their sovereign territory, but they are also fighting to protect the peace, the democracy and the security for the rest of us in Europe.

  • MIL-OSI Security: Former CEO of Abercrombie & Fitch and Two Other Individuals Charged with Sex Trafficking and Interstate Prostitution

    Defendants Allegedly Arranged for Dozens of Men to Travel to New York and Hotels Around the World for Sex Events

    A 16-count indictment was unsealed today in federal court in Central Islip charging former Abercrombie & Fitch Co. (Abercrombie) Chief Executive Officer Michael Jeffries, along with Matthew Smith and James Jacobson, with sex trafficking and engaging in interstate prostitution.  The indictment alleges that between December 2008 and March 2015, Jeffries, Smith and Jacobson used a combination of force, fraud and coercion to traffic men while operating a prostitution enterprise.  All three defendants were arrested this morning. Jeffries and Smith are scheduled to make their initial appearances this afternoon in federal court in the Southern District of Florida, and Jacobson is scheduled to make his initial appearance this afternoon in federal court in St. Paul, Minnesota. They will be arraigned in the Eastern District of New York at a later date.

    Breon Peace, United States Attorney for the Eastern District of New York, James E. Dennehy, Assistant Director in Charge, New York Field Office (FBI) and Thomas G. Donlon, Interim Commissioner, New York City Police Department (NYPD), announced the arrests and charges.

    “As alleged in the indictment, former CEO of Abercrombie Michael Jeffries, his partner Matthew Smith and their recruiter James Jacobson used their money and influence to prey on vulnerable men for their own sexual gratification,” stated United States Attorney Peace.  “Today’s arrests show that my Office and our law enforcement partners will not rest until anyone who engages in sex trafficking or interstate prostitution, regardless of their wealth or power, is brought to justice.”

    Mr. Peace expressed his thanks to the FBI Miami Field Office, West Palm Beach Resident Agency; the FBI Milwaukee Field Office, Eau Clair Resident Agency; the Barron County, Wisconsin, Sheriff’s Office; and the United States Attorney’s Offices for the Southern District of Florida and the District of Minnesota, for their assistance with the case.

    “Today’s indictment highlights the alleged abhorrent behavior of Michael Jeffries, Matthew Smith, and James Jacobson.  The defendants allegedly preyed on the hopes and dreams of their victims by exploiting, abusing, and silencing them to fulfill their own desires, with insidious secret intentions.  This case is yet another example of individuals using their wealth, power, or reputation to manipulate and control others for their personal gratification.   The FBI and our partners won’t allow these criminal acts to go unchecked, we remain committed to investigating and bringing these cases forward to prosecution,” stated FBI Assistant Director in Charge Dennehy.

    “Sex trafficking remains a pressing issue nationwide and New York City is no exception,” stated NYPD Interim Commissioner Donlon. “Through our continued partnership with the FBI and the U.S. Attorney for the Eastern District of New York, the NYPD is able to enhance our investigations and secure convictions. Importantly, our close collaboration also allows us to connect survivors of this abhorrent crime with the necessary support and services they deserve.”

    From approximately 1992 to 2014, Jeffries was the CEO of Abercrombie, a fashion clothing retailer that owned and operated retail stores around the world.  Smith was Jeffries’ life partner.  The indictment alleges that Jacobson was employed by Jeffries and Smith to recruit, interview and hire men to perform commercial sex acts for Jeffries and Smith.

    As set forth in the indictment, from approximately 2008 to 2015, Jeffries, Smith and Jacobson, together with others, operated an international sex trafficking and prostitution enterprise.  Jeffries and Smith not only relied on their financial resources and Jeffries’ power as the CEO of Abercrombie, but also on numerous others, including Jacobson and a network of employees, contractors and security professionals, to operate this venture, which was dedicated to fulfilling their sexual desires.

    As further alleged in the indictment, Jeffries and Smith paid for dozens of men to travel within the United States and internationally to various locations, including the Hamptons on Long Island, New York City and hotels in England, France, Italy, Morocco and Saint Barthélémy, for the purpose of engaging in commercial sex acts with Jeffries, Smith and others (the “Sex Events”). Jacobson allegedly traveled throughout the United States and internationally to recruit and interview men for the Sex Events.  During “tryouts” of potential candidates, Jacobson typically required that the candidates first engage in commercial sex acts with him.

    The indictment alleges that Jeffries, Smith and Jacobson used coercive, fraudulent and deceptive tactics in connection with their sex trafficking and prostitution venture. For example, among other things, Jeffries, Smith, Jacobson and others acting at their direction:

    • Employed a referral system and interview process that did not inform men of the details of the Sex Events before they attended, including the full extent and nature of the sexual activity that would be required of the men at the Sex Events;
    • Caused men to believe that attending the Sex Events could yield modeling opportunities with Abercrombie or otherwise benefit their careers;
    • Caused men to believe that not complying with requests for certain acts during the Sex Events could harm their careers;
    • Required men to relinquish their personal items, including clothing, wallets and cellular phones, and store them in an inaccessible location during the Sex Events;
    • Required men to sign non-disclosure agreements;
    • On more than one occasion when men did not or could not consent, Jeffries and Smith violated the bodily integrity of the men by subjecting them, or continuing to subject them, to invasive sexual and violent contact by body parts and other objects;
    • On more than one occasion, Jeffries and Smith directed others to inject, or personally injected, men with an erection-inducing substance for the purpose of causing the men to engage in sex acts the men were incapable or unwilling to engage in.

    Many of the victims, at least one of whom was as young as 19 years old, were financially vulnerable and aspired to become models in the fashion industry.  Some victims recruited by the defendants had previously worked at Abercrombie stores or had modeled for Abercrombie.

    If convicted of the sex trafficking charge, the defendants each face a maximum sentence of life imprisonment and a mandatory minimum sentence of 15 years’ imprisonment.  If convicted of the interstate prostitution charges, the defendants face a maximum sentence of 20 years’ imprisonment.

    The charges in the indictment are allegations, and the defendants are presumed innocent unless and until proven guilty.
