  • MIL-OSI United Nations: WFP delivers life-saving nutrition supplies to remote communities in Madagascar via unmanned aircraft

    ANTANANARIVO /JOHANNESBURG– The United Nations World Food Programme (WFP) has for the first time in three months, delivered life-saving nutrition supplies for malnourished children in the remote region of Farafangana, southeastern Madagascar. The consignment of Plumpy’Sup – a lifesaving supplement for children suffering from malnutrition, was delivered via an Unmanned Aircraft System (UAS) marking a milestone in the use of UAS technology to reach remote and isolated communities.

    “In regions like southern Madagascar, where humanitarian needs are pressing, droughts are relentless and cyclones destroy roads and bridges, such innovations are vital,” said Franklyn Frimpong, WFP’s Chief of Aviation. “This milestone shows how innovation can help us reach those in need faster and more efficiently in challenging operational contexts.” 

    Communities in Farafangana often wait for weeks or even months for assistance, with food supplies sometimes dropped in distant locations. Communities then embark on a gruelling half-day trek, wading through unpredictable rivers and climbing steep and slippery paths to bring food home. 

    With UAS, WFP can now deliver up to 160 kilogrammes of relief items per drop with several deliveries planned to remote landlocked villages in southern Madagascar over the next three months. WFP is working with communities to build awareness and understanding of this delivery system, ensuring they can safely access the relief items.

    “Technology must be an integral part of our supply chain toolkit,” said Rania Dagash-Kamara, WFP Assistant Executive Director for Partnerships and Innovation. “This groundbreaking aerial operation is revolutionizing the way we deliver aid, elevating response efforts, not only for WFP, but for the entire humanitarian community. We are witnessing significant interest from partners and are eager to expand this initiative globally.”

    The innovative approach exemplifies WFP’s commitment to leveraging technology to enhance the efficiency and effectiveness of humanitarian aid delivery, ensuring assistance reaches all those who need it, especially those in insecure and hard-to-reach locations. It is a result of WFP’s collaboration with private sector partners and donors.

  • MIL-OSI United Nations: 19 February 2025 Departmental update Global leaders make new road safety commitments, endorse new declaration to reduce road deaths

    Leaders from around 50 countries made new national commitments to advance road safety at the Fourth Global Ministerial Conference on Road Safety that was hosted that by the Kingdom of Morocco and the World Health Organization [WHO] in Marrakech, Morocco today.

    Road crashes kill nearly 1.2 million people each year – more than two deaths per minute – and are the leading cause of death among children and young people aged 5-29 years.

    Ministers from 100 countries endorsed the Marrakech Declaration for Global Road Safety. that calls on governments to make road safety a political priority, ensure sustained funding and advance actions to achieve the goal of halving road deaths by 2030 as set out in the United Nations Decade of Action for Road Safety 2021-2030 and the Sustainable Development Goals. 

    “We are proud to have hosted this 4th Global Ministerial Conference in Marrakech, mobilizing UN member states and our international partners around an issue that concerns us all. As Africans in particular and as active members of the international community, we must celebrate this milestone. Every decision made here must translate into lives saved,” said Mr. Abdessamad Kayouh, Minister of Transport and Logistics of the Kingdom of Morocco.

    Key commitments made at the conference include:

    • Thailand’s pledge to bring road deaths down to 12 per 100,000 people by 2027.
    • Bangladesh will enact the country’s first national road safety law.
    • Saudi Arabia will update the country’s national road safety strategy.
    • Colombia will ensure more cities will have speed limits of 50kmh and 30kmh.
    • Guinea will ratify the African Charter on Road Safety and align regulations with international standards.
    • Cote d’ivoire aims to increase helmet wearing among motorcyclists to 90% by 2027.
    • The United Kingdom will produce its first national road safety strategy in over a decade. 

    “Concrete commitments to move further and faster to save lives and boost road safety are just what we need to meet the goal of halving road deaths by 2030, and we’ve achieved that here. We commend the countries that made these commitments and we thank the Kingdom of Morocco for their leadership in hosting this crucial event. WHO is here to assist all countries in preventing deaths on the roads,” said Dr Etienne Krug, WHO Director for the Department of the Social Determinants of Health.

    The Marrakech Declaration calls for safety to be a primary concern in all road infrastructure planning and related policies, laws and regulations. It calls for greater coordination across government ministries, including health, transport and the environment. 

    The declaration urges governments to adopt policies and infrastructure that advance safe, green and equitable mobility, such as walking, cycling and public transport. It recognizes that safe and accessible mobility drives equitable economic growth across society. 

    The declaration also calls for more cross-border knowledge-sharing, technical support and technology transfer, and to advance research into emerging technologies such as artificial intelligence (AI). It highlights the need to work with civil society and academia.

    Thousands reached with Nutrition assistance

    KINSHASA- The United Nations World Food Programme (WFP) has partially resumed food assistance in parts of Goma, eastern Democratic Republic of the Congo (DRC) delivering vital nutrition supplies for the treatment of moderate acute malnutrition in children aged 6 to 59 months as three weeks of fighting continues to worsen access to food for the most vulnerable.

    A recent WFP market assessment found the price of staple foods in eastern DRC has sky-rocketed – making it more difficult for families to put food on the table. The price of maize flour has risen by nearly 67 percent, while salt has shot up by about 43 percent, and oil increased by up to 45 percent. 

    With major access routes blocked, and Goma International airport a critical humanitarian hub closed, WFP’s priority is to resume operations fully as soon as it is safe to do so. 

    ‘’The longer we are unable to give food and emergency assistance to families affected by the conflict, the greater and more dire their needs are,” said Peter Musoko, WFP’s Country Director and Representative in DRC. “I do not want to see children and mothers sink deeper into hunger and severe malnutrition. We need the violence to stop so we can resume our humanitarian activities. The most vulnerable people in DRC cannot afford to be overlooked during this crisis.’ 

    The WFP-run UN Humanitarian Air Service (UNHAS) operations – which provides humanitarians with critical access and support for life-saving work across the country -. urgently requires USD 33.1 million to sustain operations in the country this year. Without additional contributions, air operations could be suspended by the end of March 2025.

    Here are the latest updates on WFP operations in the DRC:

    • Nutrition assistance: WFP delivered 57 metric tons of nutritional commodities to health centres within Goma to support malnutrition treatment reaching 11,000 malnourished children under five, pregnant and breastfeeding mothers.
    • In North Kivu, WFP has reached 9,000 out of a target of 83,000 people with emergency food assistance. Security must improve for WFP to reach tens of thousands more of the most vulnerable populations at risk.
    • WFP has resumed its support to the ongoing Mpox vaccination campaign in the health zones of Goma, Karisimbi, and Nyiragongo, providing hot meals to more than 100 Mpox patients.
    • WFP warehouses have been looted in Goma and Bukavu – 70 percent of food stocks were stolen in Goma, and all humanitarian supplies could not be recovered in Bukavu. A new warehouse has been set up in Goma to continue life-saving operations.
    • WFP’s UNHAS operations continue to provide humanitarian access to the eastern provinces. In recent weeks, the fleet was relocated to Kalemie in Tanganyika, establishing a new operational hub for eastern DRC.
    • In 2025, UNHAS has transported 2,464 passengers, including humanitarian workers relocated from Goma and Bukavu, and has delivered 23 metric tons of essential light cargo across the country. UNHAS operations are critical to facilitate and enable humanitarians to do vital work.
    • WFP urgently needs US $397 million to maintain country-wide operations in the country for the next six months until July 2025. 

    WFP’ plans to reach 7 million of the most vulnerable women, men, and children in DRC with lifesaving food and nutrition assistance in 2025, and is working with UN agencies, NGOs, and government partners to address immediate needs and prepare for a potential large-scale response once conditions allow.

  • MIL-OSI United Nations: 20 February 2025 Departmental update Message by the Director of the Department of Immunization, Vaccines and Biologicals at WHO – January/February 2025

    Safeguarding children and adolescents from deadly, yet preventable diseases, such as polio, measles, diphtheria, pertussis, human papillomavirus and tetanus, among others, is the foundation of the Expanded Programme on Immunization (EPI) – saving an estimated 154 million lives and adding over 10 billion years of healthy life. Through strong partnerships and countries’ commitments vaccines have reached every corner of the world and became the single greatest contribution of any health intervention to ensuring babies not only see their first birthdays but continue leading healthy lives into adulthood.

    2025 marks a significant turning point for immunization efforts worldwide.

    Last year, we celebrated the remarkable progress made by the global immunization community since 1974. Each year, new and under-utilized vaccines continue to be introduced in countries. In 2024, four new countries introduced HPV vaccines and 25 adopted the single-dose schedule. Additionally, Niger and Nigeria became the first countries to implement the Men5CV vaccine, a new and affordable meningococcal pentavalent conjugate vaccine, and more than 12 million doses of malaria vaccine reached 17 countries in Africa in 2024 – a pivotal moment in the fight to end malaria.

    The Big Catch-up Initiative, a major vaccine co-financing initiative in collaboration with Gavi and UNICEF, began reaching children left unvaccinated as a result the pandemic. By the end of 2024, an estimated 143 million vaccine doses had been delivered to 36 countries and 10.5 million catch-up doses had already been administered. This year, an additional 104 million doses will be delivered as part of the Big Catch-up, and a new WHO global monitoring dashboard is enabling real-time data tracking to continually strengthen countries strategies and our support to them. The midway point of the Immunization Agenda 2030 is upon us. As we look towards the next five years there are challenges ahead, but the goal is more relevant than ever.

    Five immunization priorities for 2025

    Equity: Reaching Zero-Dose Children

    Vaccine equity remains one of the most urgent global health challenges of our time. While immunization programs have made tremendous progress, millions of children worldwide remain unreached—many of whom are classified as zero-dose children, meaning they have not received a single vaccine. In 2023, 14.5 million children had received no vaccines at all, a sharp increase from 12.9 million in 2019. These children are disproportionately from marginalized communities, including those in conflict zones, remote areas, and urban slums. The gap in coverage not only fuels preventable disease outbreaks but also deepens existing inequalities in health outcomes. Closing this gap requires targeted strategies: improving supply chains, strengthening healthcare infrastructure, and addressing socioeconomic barriers that prevent families from accessing vaccination services. Achieving true equity means ensuring that no child is left behind.

    Outbreaks: The Resurgence of Measles and System Strengthening

    Vaccine-Preventable Disease surveillance is another pillar of global health security. From yellow fever to measles to pneumonia, early detection ensures vaccines reach those who need them most. The alarming rise in measles cases is a stark reminder of result when immunization networks are weakened. Once considered on the path to elimination in many regions, measles is resurging due to gaps in vaccine coverage. This increase is a warning signal that vaccination systems are at risk—delayed campaigns, supply chain disruptions, and weakened trust in health services have created the basis for outbreaks. Strengthening immunization programmes is not just about responding to crises but about intense work to build resilient health systems so those crises are averted in the first place. This means enhancing surveillance, ensuring robust stockpiles of vaccines, training health workers, assuring data systems are in place to drive impact and intensifying essential immunization services. A failure to act decisively now could see other vaccine-preventable diseases following the same dangerous trend.

    Vaccine Confidence: Strengthening Trust Among Communities and Health Workers

    Confidence in vaccines is the backbone of successful immunization efforts. The past few years have exposed both the strengths and vulnerabilities of public trust in vaccines. Misinformation, historical mistrust, and political instability threaten to erode hard-won gains. At the same time, frontline health workers—the trusted faces of vaccination—must be supported with training and resources to confidently engage with communities. Trust must be built through transparency, education, and engagement. Governments, civil society, and the private sector must work together to counter misinformation and misrepresentation, amplify accurate information, and ensure that communities feel empowered, not coerced, in vaccine decision-making.

    New Vaccines: Innovation, Hope, and the Need for Strong Support

    Innovation in vaccines brings immense opportunity for tackling some of the world’s deadliest diseases. The introduction of new vaccines—whether for malaria, RSV, or the next pandemic threat—represents a turning point in public health.  New vaccines are only as impactful as the systems that deliver them. The success of these vaccines hinges not just on their development but on their effective introduction and sustained delivery. This is where our role supporting countries is critical: ensuring that regulatory approvals, financing mechanisms, health system readiness, and community acceptance are in place. Investing in the introduction of these vaccines with the same urgency as their research and development will be key to translating scientific breakthroughs into real-world protection.

    Funding and political challengers

    In January, President Donald Trump signed an Executive Order indicating the United States’ intent to withdraw from WHO. We remain hopeful that the US will reconsider. For decades, the partnership between the US and WHO has been instrumental in achieving historic public health milestones—from the eradication of smallpox to advancing global immunization efforts that have saved millions of lives in the US and around the world. This collaboration has protected Americans at home and abroad through disease surveillance, accelerating scientific progress, and ensuring that life-saving health interventions reach those who need them most, and shutting down outbreaks when they emerge, to limit their impact.

    Global health security is a shared responsibility. Infectious diseases do not respect borders, and the challenges we face—whether responding to outbreaks, developing new vaccines, or ensuring equitable access to healthcare—require international cooperation.

    WHO remains committed to its mission and will continue working with partners to strengthen global health systems. Strong leadership and sustained funding are critical to ensuring immunization programmes remain resilient. However, the political landscape for vaccines is increasingly unpredictable, putting decades of progress at risk.

    Moving Forward Together: A Moment for Global Health Cooperation

    Two upcoming meetings will be pivotal in providing critical guidance for future immunization policies and strategies.

    The Strategic Advisory Group of Experts on Immunization (SAGE) will meet 10-13 March 2025, to advance global immunization policies and priorities. Key discussions will focus on IA2030 progress, pneumococcus vaccine schedules, varicella-zoster vaccination, new vaccine introductions, NITAG strengthening, and global polio eradication policy decisions and mpox updates. The Global Vaccine and Immunization Research Forum (March 25-27, Rio de Janeiro, Brazil) will convene experts from around the world to advance vaccine innovations, sustainable R&D investments, Artificial Intelligence applications to vaccine development, climate-related challenges to immunization, and equitable access to vaccines. Key discussions will highlight Latin American advancements, maternal and new TB vaccines, vaccine role to reduce antimicrobial resistance, and clinical trial innovations for immunization.

    In closing, I want to thank Member States, partners, and all those in the global health community for the resilient commitment and focus on immunization, driven always by high quality evidence, science and impact. Now is the time to remain committed and sharpen our focus so that immunization for all is a reality.

    The world has the tools, knowledge, and capacity to protect future generations through vaccines. Political will and global solidarity are more valuable than ever to make that happen.

    In the words of Dr. Albert Sabin, “A scientist who is also a human being cannot rest while knowledge which might be used to reduce suffering rests on the shelf.” Let’s ensure that decades of progress are not left behind, but are built upon. It is in our hands. It is Humanly Possible.

    This year marks ten years from the adoption of the Sendai Framework for Disaster Risk Reduction on March 2015. While a certain amount of progress has been made, we chase an elusive and moving high bar that is a disaster resilient society, through pandemics, extreme weather, and a changing climate. With less than five years remaining until 2030, the target year, what more can be done to resolve difficult challenges?

    In this symposium, we will re-focus on “collaboration” as emphasized in “V.     Excellencies,

    Dear Parliamentarians,

    I am pleased to convey my warm greetings as you gather for this 19th Plenary Session of the Parliamentary Assembly of the Mediterranean.

    Your region is an extraordinary bridge between continents, cultures and traditions.  And your collective voice resonates far beyond Mediterranean shores.

    As a former Parliamentarian myself, I greatly value that voice in addressing shared challenges. I know you are focusing on a number of those challenges at your Plenary Session. 

    As I look around the world, four tests stand out because they represent, at best, threats that could disrupt every aspect of our agenda and, at worst, upend our very existence:

    Rampant inequalities. 

    The raging climate crisis. 

    Out-of-control technology, including Artificial Intelligence without guardrails.

    And, of course, runaway conflicts.   

    As you know so well, the Middle East is in a period of profound transformation – rife with uncertainty, but also possibility.

    It is clear the region is being re-shaped.  But it is not clear what will emerge.  

    We have a responsibility to help make sure the people of the Middle East come out with peace, dignity and a horizon of hope grounded in action. 

    In Gaza – that means – as we have long been calling for – the release of all hostages, a permanent ceasefire and irreversible progress towards a two-State solution.

    In Lebanon – we are working to consolidate the cessation of hostilities, support a government where all Lebanese will feel represented, and a State that will be able to guarantee security to all its citizens.

    And in Syria – we are stand behind an inclusive process in which the rights of all are fully respected, and that paves the way towards a united and sovereign Syria with its territorial integrity fully reestablished.

    Finally, I want to thank you for your support for the implementing the UN Pact for the Future. 

    You understand that this ties directly to advancing trust – which you have rightly defined as a strategic issue – and to shaping global governance institutions fit for the 21st century.

    Once again, thank you for your vital voice and leadership.

    Let’s keep working for peace, sustainable development and human rights for the people of the Mediterranean region and our world.

  • MIL-OSI United Nations: IOM-FMM Capacity Building with SMEs on Fair and Ethical Recruitment and Employment of Migrant Workers in Malaysia

    Selangor, Malaysia– IOM Malaysia in collaboration with the Federation of Malaysian Manufacturers (FMM) has kicked off the capacity building sessions on Fair and Ethical Recruitment and Employment of Migrant Workers with Small and Media Enterprises (SMEs) representatives in Malaysia on 13th February 2025 in Kuala Lumpur.  

    SME Representatives deepened their understanding in the implementation of fair and ethical recruitment and employment of migrant workers including human rights due diligence. Throughout the interactive discussion, SME representatives shared their experiences and challenges, identified areas for support in implementing practices. 

    “IOM is pleased to continue our partnership with the Federation of Malaysian Manufacturers (FMM). This is an effort to provide adequate support, especially to SMEs involved in the manufacturing supply chain that employs migrant workers, who constitute 31% of the workforce in this sector in Malaysia. Most importantly, this series of workshops aims to capacitate SMEs to adhere to human rights and labour standards in their operations and throughout their supply chains” Amanda Ng Seang Wei, National Programme Officer.

    SMEs are invited to attend the upcoming free capacity-building sessions this year. The sessions equip participants with the knowledge and tools necessary to: 

    • Identify and mitigate risks associated with migrant labour and human rights violations, thereby safeguarding their operations and reputation.  
    • Understand the international standards and best practices in business ethics, migration policies and human rights protection of migrant workers. 
    • Understand the importance of promoting fair and ethical recruitment and employment of migrant workers to reduce exploitative recruitment and labour practices in their operations and supply chain.  
    • IOM together with FMM will continue to conduct these sessions throughout Malaysia in Melaka, Sarawak, Sabah, Pahang, Kedah, Perak, Penang, and Johor. Any SMEs who are interested in participating in this free training are encouraged to contact FMM through:

    The Secretary-General expressed his appreciation for Barbados’ active role as Chair of CARICOM and underscored the strong CARICOM-UN partnership. He commended Barbados for spearheading efforts to advance reforms to the international financial architecture through the Bridgetown Initiative 3.0.

    The Secretary-General and the Prime Minister exchanged views on regional and global issues, particularly the situation in Haiti, climate change and the global agenda for antimicrobial resistance.

    Peace and Security

    In an address on Wednesday to Caribbean leaders meeting in Barbados, UN Secretary-General António Guterres announced a potential plan to support an “effective force” in Haiti as armed gangs continue to terrorize the population. 

    Mr. Guterres was speaking during the opening of the Caribbean Community (CARICOM) Heads of Government Meeting in the capital Bridgetown, where he called for unity to achieve progress in peace and security, climate and sustainable development.

    “A unified Caribbean is an unstoppable force,” he said. “I urge you to keep using that power to push the world to deliver on its promises.”

    ‘Trouble in paradise’

    The Secretary-General noted that the region’s “exquisite beauty is famed the world over, but there is trouble in paradise.”

    He told leaders that “wave after wave of crisis is pounding your people and your islands – with no time to catch your breath before the next disaster strikes.”

    Caribbean countries are experiencing uncertainty fuelled by geopolitical tensions, the socio-economic impact of the COVID-19 pandemic, soaring debt and interest rates, and a surge in the cost of living. 

    Global solutions exist

    These are all happening “amidst a deadly swell of climate disasters – ripping development gains to shreds, and blowing holes through your national budgets,” and as countries “remain locked-out of many international institutions – one of the many legacies of colonialism today.”

    The UN chief insisted that “the cure for these ills is global,” and the world needs to deliver on hard-won global commitments to address the immense challenges the international community is facing.

    He listed three key areas “where, together, we must drive progress.” 

    Peace in Haiti

    Mr. Guterres called for unity for peace and security, “particularly to address the appalling situation in Haiti – where gangs are inflicting intolerable suffering on a desperate and frightened people.”

    He said CARICOM and its Eminent Persons Group have provided invaluable support in this regard. 

    “We must keep working for a political process – owned and led by the Haitians – that restores democratic institutions through elections,” he said.

    Security and stability

    A UN-backed Multinational Security Support Mission is currently on the ground to back up the Haitian National Police.

    The Secretary-General said he will soon report to the Security Council on the situation in the country, including proposals on the role the UN can play to both support stability and security, and address the root causes of the crisis.

    He intends to present a proposal similar to the one for Somalia, in which the UN assumes responsibility for the structural and logistical expenditures necessary to put the force in place. Salaries are paid through a trust fund that already exists.

    “If the Security Council will accept this proposal, we will have the conditions to finally have an effective force to defeat the gangs in Haiti and create the conditions for democracy to thrive,” he said, drawing applause.

    Climate crisis opportunity

    His second point – unity on the climate crisis – underlined “a deplorable injustice” as Caribbean countries “have done next to nothing” to create it. Moreover, they have “fought tooth and nail for the global commitment to limit global temperature rise to 1.5 degrees.”

    Mr. Guterres said countries must deliver new national climate plans ahead of the COP30 UN climate conference later this year.  The plans must align with the 1.5 goal, with the G20 group of industrial nations leading the way.

    “This is a chance for the world to get a grip on emissions,” he said. “And it’s a chance for the Caribbean to seize the benefits of clean power, to tap your vast renewables potential, and to turn your back on costly fossil fuel imports.”

    As finance is required, he underscored the need for confidence that the $1.3 trillion agreed at the previous COP will be mobilized. Developed countries also must honour their promises on adaptation finance and make meaningful contributions to the new Loss and Damage Fund.

    “When the Fund was created, the pledges made were equivalent to the new contract for just one baseball player in New York City,” he remarked.

    Finance for sustainable development

    Meanwhile, the Sustainable Development Goals (SDGs) “are starved of adequate finance, as debt servicing soaks-up funds, and international financial institutions remain underpowered.”

    The Secretary-General said Caribbean countries have been at the forefront of the fight for change, pioneering bold and creative solutions.  He said the Pact for the Future, together with the Bridgetown Initiative, marks significant progress.

    Mr. Guterres thanked Caribbean leaders for supporting the Pact, which UN Member States adopted last year. 

    Key deliverables include support for an SDG Stimulus of $500 billion annually and commitment to reform international financial institutions to allow greater participation by developing countries.

    I am delighted to meet Prime Minister Mottley again so soon after the African Union Summit in Ethiopia, where you delivered such a powerful message on the legacies of slavery and colonialism, and reparatory justice. 
     
    Excellencies, 
     
    The exquisite beauty of the Caribbean is famed the world over. 
     
    But there is trouble in paradise.

    Geopolitical tensions fuelling uncertainty…
     
    The scarring effects of COVID-19 leaving a trail of socio-economic crisis…

    Excellencies, Dear Friends,
     
    The cure for these ills is global. 
     
    International solutions are essential to create a better today and a brighter tomorrow for this wonderful region, and for the world. 
     
    We have progress on which to build – hard-won global commitments to address the immense challenges we face. 
     
    But we need the world to deliver. 
     
    The irrepressible strength of a unified Caribbean, and commitment to multilateralism – which have done so much to advance global progress – is vital to achieving that aim. 
     
    And your theme for this year – Strength in Unity – is truly a theme for our times. 
     
    I see three key areas where, together, we must drive progress. 
     
    First, unity for peace and security…
     
    Particularly to address the appalling situation in Haiti – where gangs are inflicting intolerable suffering on a desperate and frightened people. 
     
    CARICOM, and the Eminent Persons Group, have provided invaluable support.  
     
    We must keep working for a political process – owned and led by the Haitians – that restores democratic institutions through elections.
     
    And I will soon report to the United Nations Security Council on the situation in Haiti, including proposals on the role the UN can play to support stability and security and address the root causes of the crisis.
     
    It is my intention to present to the Security Council a proposal that is very similar to the one that we have presented for Somalia, in which the UN assumes the responsibility of the structural and logistical expenditures that are necessary to put the force in place. And the salaries of the force are paid through the trust fund that already exists.
     
    And if the Security Council will accept this proposal, we will have the conditions to finally have an effective force to defeat the gangs in Haiti and create the conditions for democracy to thrive.
     
    And I urge you to continue your work and advocacy to tackle the weapons and drug trafficking that is fuelling violence across the region, including through prevention.
     
    But let’s be clear: to fight drug trafficking or to fight weapons trafficking, we also need to address the countries of origin and the countries of destination.  Without their cooperation, we will never be able to win this battle, and the people of the Caribbean are paying a heavy price for the lack of cooperation that unfortunately, we still face.
     
    Second, unity on the climate crisis. 
     
    You face a deplorable injustice: 
     
    A crisis you have done next to nothing to create is wrecking economies, ruining lives, and threatening your very existence.  
     
    Together, you have fought tooth and nail for the global commitment to limit global temperature rise to 1.5 degrees. 
     
    This year, countries must deliver new national climate action plans, ahead of COP30, that align with that goal, with the G20 – the big polluters – leading the way. 
     
    This is a chance for the world to get a grip on emissions. 
     
    And it is also a chance for the Caribbean to seize the benefits of clean power… 
     
    To tap your vast renewables potential… 
     
    And to turn your back on costly fossil fuel imports.  
     
    But this requires finance. 
     
    We need confidence that the $1.3 trillion agreed at COP29 will be mobilized.  
     
    And we need the world to get serious in responding to the disasters that we know will keep coming.  
     
    Adaptation is critical for this region. To save lives. And to make economies resilient. 
     
    And we need developed countries to honour their promises on adaptation finance – and more. 
     
    And we need meaningful contributions to the new Loss and Damage Fund. 
     
    When the fund was created, the pledges made are equivalent to the new contract for just one baseball player in New York City. Let’s be clear: the Loss and Damage Fund must be a serious thing.  
     
    And we must be able to find new, innovative sources of financing and namely, to finally put seriously a price on carbon – and there are different ways to achieve this goal.
     
    Excellencies, 
     
    This must be part of broader efforts:
     
    Because, third, we need unity for sustainable development. 
     
    Globally, the Sustainable Development Goals are starved of adequate finance, as debt servicing soaks-up funds, and international financial institutions remain underpowered.  
     
    Caribbean countries have been at the forefront of the fight for change – pioneering bold and creative solutions. 
     
    And the Pact for the Future agreed last year, together with the Bridgetown Initiative, now 3.0, marks significant progress – and I thank you all for your support. 
     
    The Pact commits to advancing an SDG Stimulus of $500 billion a year;
     
    And it asks Multilateral Development Banks to consider structural vulnerabilities in access to concessional funds, including through using the Multidimensional Vulnerability Index. 
     
    With this, or any other instrument, it is absolutely essential that middle-income countries that have dramatic vulnerabilities, especially because of climate change, have access to concessional funding.  Without it, it is impossible to recover and to build the resilience that is so much highlighted in this congress.
     
    It also calls for representation in international financial institutions to correct for the world’s vast inequalities and injustices…
     
    And for effective action on debt… 
     
    Without debt relief, and without new debt strategies, it will be impossible to fully recover your economies.
     
    At the same time, we need bigger and bolder Multilateral Development Banks, with more capital, more lending capacity and more capacity to also leverage private funding for the kind of investments that are essential to build resilience and to promote sustainable development in countries like the countries of the Caribbean.
     
    We must push the world to deliver on those commitments. 
     
    And we must ensure all countries can reap the benefits of technologies for sustainable development – by delivering on the Global Digital Compact. 
     
    Excellencies, Dear Friends,
     
    A unified Caribbean is an unstoppable force. 
     
    I urge you to keep using that power to push the world to deliver on its promise.
     
    And I can guarantee that the United Nations and myself are with you, and will remain with you, every step of the way.

  • MIL-OSI United Nations: Young Palestinians in East Jerusalem shut out of UNRWA training centre

    Agency chief Philippe Lazzarini said that Israeli forces and personnel from the Jerusalem local authority “forcefully entered” the Kalandia Training Centre and ordered its immediate evacuation.

    “At least 350 students and 30 staff were present and impacted. Tear gas and sound bombs were fired,” Mr. Lazzarini explained.

    The development comes after a ban on UNRWA activities in Israel came into effect, in line with laws passed in October by the Israeli Knesset.

    At least 350 students and 30 staff were present in the centre at the time.

    Israeli police accompanied by municipal staff, also visited several other UNRWA schools in East Jerusalem, demanding their closure.

    The incidents have disrupted learning for approximately 250 students attending three schools, alongside the trainees now locked out of the training centre.

    In an interview with UN News’s Abdelmonem Makki on Wednesday Roland Friedrich, Director of UNRWA affairs in the West Bank, spoke at length about the actions and explained that the agency is committed to continuing its services, including education for 50,000 children, healthcare for half a million patients in the occupied West Bank, and emergency education programmes for 200,000 children in Gaza.

    This interview has been edited for clarity and length.

    UN News: Israeli forces and personnel from the Jerusalem municipality entered several UNRWA’s educational facilities in East Jerusalem on Tuesday. Could you share with us what happened exactly?

    Roland Friedrich: Israeli security forces, accompanied by municipality personnel, forcefully entered our education training center in Kalandia and ordered it to be closed. That vocational training center provides training to more than 350 vulnerable Palestinian youth from all over the West Bank, and it is located in what Israel considers the sovereign territory of the state of Israel. According to international law, it’s occupied territory.

    After about three hours of discussions, Israeli security forces and the municipal representatives left, and we were able to resume education, but this was the first time that an educational installation in East Jerusalem was forcefully entered by Israeli security forces.

    And at the same time, in the morning, employees of the Israeli government paid visits to three schools in the occupied East Jerusalem and threatened to close them, asking for additional information, which was another breach of privileges and immunities of UNRWA.

    UN News: What was the stated reason for these school closures by Israel?

    Roland Friedrich: On the 30th of January the [Knesset legislation banning UNRWA] entered fully into effect. There are six schools, three inside the barrier, three in Shu’fat Camp refugee camp on the Palestinian side of the barrier.

    There are two health centers, one in the old city of Jerusalem and the other one in Shu’fat Camp refugee camp, the rest of vocational training center in Kalandia. And finally, we have our headquarters in Sheikh Jarrah. When the bills came into effect, we continued to deliver our services to the patients and to the children. We also do the garbage collection in the Shu’fat refugee camp, and these basic services continue for the time being.

    Regarding our headquarters in East Jerusalem, we are asking staff not to work from there. Over the past 12 months, we’ve seen repeated aggressions, attacks, intimidation, vandalization, and after these bills were formally adopted, we saw another uptick in incidents.

    UN News: What does this mean for Israel’s international obligations?

    Roland Friedrich: These laws are in contravention of Israel’s obligations as a Member State. The charter has a very clear provision on what is expected. Israel is party to the general Convention on Privileges and Immunities of the United Nations, which foresees, of course, the obligation to protect UN facilities and to ensure that privileges and immunities are respected.

    This is extremely problematic both in terms of what international law has to say but also concerning our work on the ground. Another impact of those laws has been on the impediment of coordinating directly with Israeli duty bearers and particularly the Israeli military. That means at the moment, we can’t speak to them, we can’t deconflict, we can’t raise issues concerning our installations and we can’t address access issues directly anymore.

    It’s even more problematic because now we have an unprecedented situation of forcible displacement in the northern West Bank, with more than 40,000 people displaced because of heavily militarized Israeli security forces operations since the 21st of January. And that has never happened in the history of the West Bank since Israel’s occupation that started in 1967.

    UN News: What’s the next step for the agency in response to these measures, given the fact that the agency has a clear mandate from the UN General Assembly?

    Roland Friedrich: We have a very clear mandate, and we are committed to continue delivering our services as effectively as possible, as long as possible and wherever possible, because we have an obligation here.

    To give you an example, in the West Bank, we run 96 schools with more than 50,000 students. Effectively this year, the number of students registering to go to UNRWA schools in the West Bank has increased because of the socioeconomic deterioration of the situation on the ground.

    We provide primary health care to half a million patients. We run 43 health centers and a hospital on the ground. We provide cash assistance and relief services to more than 200,000 vulnerable Palestinians, some of that in close coordination with other UN agencies.

    We have a mandate to continue doing this, and we’re committed to doing that as long as we can.

    UN News: UNRWA emphasizes the need to preserve children’s access to education and protect UN facilities. Does the agency have any alternative plans to enable those children to continue their education if this such incident happens again?

    Roland Friedrich: I think we have to differentiate between East Jerusalem and the rest of the West Bank because the situation there is slightly different in issues concerning the schools that we run and the places where we run these schools.

    There are very, very little alternatives, if any. And there’s certainly no alternative to the Kalandia Training Centre where we provide this vocational training to the 350 trainees who come from the West Bank. That’s the training facility that UNRWA has been running since the 1950s, and there is no alternative.

    When we look at the situation in the West Bank because of the ongoing Israeli operation, it has a very direct impact on children’s ability to access education because of the displacement in the northern West Bank and because of the ongoing operations.

    There are 13 schools in four refugee camps that have not operated since 21 January, which means roughly 5,000 children who do not have access to education now. We try to provide alternative means of learning, but clearly this is an unprecedented situation of displacement.

    It’s not easy to reach all the children and their families. They are, of course, dislocated and traumatized, and we’re very concerned that there is no clear end to this operation that would allow us to reopen the schools and get the children where they belong. And this would be in a safe space, in our school.

    UN News: Beyond the immediate impact on the children and staff involved in such incidents, what are the broader implications on the education and long-term prospects for children in the West Bank, including East Jerusalem.

    Roland Friedrich: In the OPT [Occupied Palestinian Territory] generally, UNRWA has long been the second biggest provider of education, and we do that in line with UN values, in line with UNESCO‘s standards. We have a very robust human rights tolerance-oriented curriculum, probably unique in the region.

    In the Gaza Strip, for instance, we used to provide education for more than 300,000 kids. Now, there are 600,000 children that have been out of education for more than a year and a half, deeply traumatized, living in misery.

    And everybody should have an interest to make sure that these children have access to education, quality education as quickly as possible. We’re committed to doing this to the extent possible. We have started the emergency education program in Gaza, and we’re rolling it out now, with more than 200,000 kids signed up for these emergency education programs in Gaza going forward.

    When it comes to the West Bank, we have 50,000 children in our schools, mostly from poor backgrounds, living in areas of conflict, in areas where there’s a lot of poverty, particularly the refugee camps. And we are continuing to provide those services, and we’ll do that as long as possible.

  • MIL-OSI United Nations: As Regional Tensions Escalate, M23 Rebel Group Advances Further in Eastern Democratic Republic of the Congo, Top UN Officials Urge Warring Parties to Restart Negotiations

    Amid rising regional tensions and the continuous advance of the 23 March Movement, or M23, in the Democratic Republic of the Congo, senior UN officials told the Security Council today that the warring parties must return to the negotiating table and seriously work towards peace, while also welcoming regional efforts to resolve the conflict.

    Bintou Keita, Special Representative of the Secretary-General and Head of the UN Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), noted that this session is taking place in a context marked by the election of a new President of the African Union.  Reporting that M23’s advance has continued to make progress in North and South Kivu, she said that, in two weeks, the Congo River Alliance has established a parallel administration in Goma.  On 16 February, M23 took control of Kavumu airport and Bukavu, also seizing the town of Kamanyola two days later.

    Since the taking of Goma, the Movement has prevented MONUSCO’s resupply of the troops of the Southern African Development Community (SADC) Mission, and it has taken control of all roads entering and leaving the area.  Noting that MONUSCOS’s facilities — which shelter civilians seeking refuge — are under pressure and pointing to deteriorating health and hygiene conditions, she added:  “This is being used to amplify anti-MONUSCO sentiments”.  Highlighting recorded searches by M23 of hospitals and homes for soldiers and civilians that oppose the group, she also noted the increased vulnerability of girls and women to conflict-related sexual violence. 

    Further welcoming the conclusion of the joint summit of the East African Community and SADC on 8 February in the United Republic of Tanzania — which insisted on the resumption of direct negotiations and dialogue in the context of the Luanda and Nairobi processes — she added:  “It is crucial that what has been achieved won’t be lost.”

    “At the end of January, we witnessed history repeating itself worryingly,” said Huang Xia, Special Envoy of the Secretary-General for the Great Lakes Region, pointing to M23’s continuous advancement to strategic areas.  Stressing that the risk of regional conflagration is more real today than ever before, he called on States to prevent the undoing of efforts over the past decade.  He said that the joint summit of southern and East African leaders marks “a key step in emergence of a regional approach” for a consensus-based crisis resolution and called for merging of the Luanda and Nairobi processes.

    Highlighting the 14 February meeting of Heads of State of the African Union Peace and Security Council, he stressed that women and girls must be included in peace mechanisms.  “As catastrophic as a situation may appear today, it may grow worse,” he warned, calling for resumed dialogue and revitalization of the Addis Ababa Framework Agreement on Peace, Security and Cooperation.  Underscoring the need for a regional oversight mechanism, he added:  “It is today time to gather around the negotiation table and to candidly discuss the root causes of the conflict.”

  • MIL-OSI United Nations: What is social justice and how is the UN helping to make it a reality worldwide?

    Human Rights

    In recent years, the term “social justice” has become a significant part of public discourse, often invoked in discussions about equality, human rights, and societal reforms. But what exactly does social justice mean, and why is it so important?

    The United Nations supports the principle in multiple ways, from addressing economic inequality to access to education, healthcare, and the protection of human rights, with the aim of creating a world where everyone has the opportunity to thrive.

    Social justice is for everyone, which is why the UN pays attention to the needs of particularly marginalized and vulnerable communities, such as refugees, indigenous peoples and those living with disabilities.

    Social justice encompasses a wide range of issues which are highlighted as part of World Day of Social Justice marked annually on 20 February.

    Equity, solidarity, human rights

    The UN definition of social justice is “an underlying principle for peaceful and prosperous coexistence within and among nations.” This can be interpreted as a world in which societies are based on the principles of equality and solidarity, understand and value human rights, and recognize the dignity of every human being.

    The five key principles of social justice are often defined as:

    • the recognition that different people have different needs and circumstances (equity),
    • ensuring that everyone has access to the resources and opportunities they need to succeed (access),
    • enabling all individuals to play in role in the political, economic and social life of the communities (participation),
    • protecting the human rights of all individuals (rights) and
    • valuing and respecting differences between people, such as race, gender, and sexual orientation (diversity).

    Social justice is a cornerstone of the United Nations’ mission to promote peace, security, and human rights worldwide and is enshrined in the 2030 Agenda for Sustainable Development, an international blueprint for peace and prosperity.

    The Agenda is broken down into 17 ambitious Goals, which are due to be achieved in the next five years. Some progress has been made, particularly on the reduction of extreme poverty, and improved access to essential health services, but overall they are not on track.

    However, the Goals have been useful in providing UN Member States with clear, objective targets designed to improve the lives of their citizens.

    Promoting decent work

    One of the primary ways the UN supports social justice is through the promotion of decent work and economic opportunities.

    The International Labour Organization (ILO), a specialized UN agency, plays a crucial role in this area. The ILO‘s Decent Work Agenda focuses on creating jobs, guaranteeing rights at work, extending social protection, and promoting social dialogue.

    By advocating for fair wages, safe working conditions, and the elimination of forced labour and child labour, the ILO helps ensure that workers worldwide are treated with dignity and respect.

    The promotion of decent work is one of the Sustainable Development Goals of the 2030 Agenda: Goal 8 (SDG 8) calls for the promotion of inclusive and sustainable economic growth, employment and decent work for all.

    Advancing gender equality

    Gender equality is another critical aspect of social justice that the UN actively promotes. It is a fundamental human right and is critical to a healthy society.

    UN Women, the United Nations entity dedicated to gender equality and the empowerment of women, works to eliminate discrimination against women and girls, empower women, and achieve gender equality, through initiatives such as the HeForShe campaign and the Spotlight Initiative.

    SDG 5 calls for the achievement of gender equality and the empowerment of all women and girls: UN-backed commitments have seen declines in some problem areas, such as child marriage and female genital mutilation (FGM), but many women and girls continue to face barriers to their economic and social empowerment.

    Ensuring access to education

    Despite some recent progress in the percentage of students attaining a basic education, an estimated 300 million children and young people will still lack basic numeracy and literacy skills by 2030.

    Education is a powerful tool for reducing inequalities, reaching gender equality and achieving social justice, and the UN is committed to reaching SDG 4, which focuses on ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.

    The UN also supports educational and training programmes aim to build tolerance, understanding, and resilience among young people, helping them become advocates for social justice.

    Protecting human rights

    The protection of human rights is at the heart of the UN’s mission, and one of its greatest accomplishments is the drafting and adoption of the groundbreaking Universal Declaration of Human Rights, which paved the way for a comprehensive body of human rights law.

    The Committee on Economic, Social and Cultural Rights today concluded its review of the seventh periodic report of the Philippines, with Committee Experts welcoming the State’s human rights plans and commitments, and asking about attacks on human rights defenders, indigenous land rights and drug use policies.

    Asraf Ally Caunhye, Committee Expert and Leader of the Taskforce for the Philippines, in opening remarks, welcomed the State party’s human rights plans and commitments.

    Hesaid, however, that there had been 305 killings of human rights defenders in the Philippines since the last review. The Philippines ranked third globally for killings of human rights defenders. What measures were in place to ensure that those responsible for these crimes were prosecuted and sanctioned?

    Mr. Caunhye said indigenous peoples continued to face violations of their economic, social and cultural rights through the destruction of ancestral lands by extractive industries approved by the State. How would the State party protect the rights of indigenous peoples?

    Ludovic Hennebel, Committee Vice-Chair and Member of the Taskforce for the Philippines, asked about plans to decriminalise drugs for personal use and implement alternatives to imprisonment for drug users. What measures were in place to put an end to the “war on drugs” and to provide reparations to victims?

    Rosemarie G. Edillon, Undersecretary, Policy and Planning Group, National Economic and Development Authority of the Philippines and head of the delegation, introducing the report, said economic development, resilience building, and poverty reduction were central to the Government’s human rights agenda. From 2015 to 2023, the poverty rate dropped from 23.5 to 15.5 per cent of the population. The State was providing social protection to the most vulnerable and disadvantaged.

    There was no State policy to attack human rights defenders, the delegation said. There were remedies to address violations of the right to life, and freedom of association and assembly.

    On indigenous land rights, the delegation said the Indigenous Peoples’ Rights Act protected designated ancestral grounds and cultural heritage as “no-go zones” for development projects and emphasised free, prior and informed consent for all such projects. The Government was mapping and registering indigenous cultural assets to protect them.

    Regarding drug policies, the delegation said the Government was adopting a humanitarian approach to drug use and rehabilitation. Many drug users were treated in communities rather than in rehabilitation centres. Persons who participated in rehabilitation programmes were removed from criminal offender lists.

    In concluding remarks, Mr. Caunhye said discussions had brought to light issues that needed to be addressed to strengthen the implementation of economic, social and cultural rights in the Philippines. This information would inform the Committee’s concluding observations.

    Ms. Edillon, in her concluding remarks, said the State party was united in its goal of advancing economic, social and cultural rights. It would continue with actions that would create change and realise the economic, social and cultural rights of all citizens.

    In her concluding remarks, Laura-Maria Craciunean-Tatu, Committee Chair, thanked the delegation for participating in the dialogue and for providing comprehensive answers.

    Presentation of Report

    ROSEMARIE G. EDILLON, Undersecretary, Policy and Planning Group, National Economic and Development Authority of the Philippines and head of the delegation, said that through the Philippine Development Plan, which she led, the Government aimed to enable and empower every Philippine citizen to achieve a comfortable lifestyle and a secure future. The 1987 Constitution served as a firm foundation for the protection and promotion of economic, social and cultural rights. This foundation was reinforced by laws, policies and programmes that supported workers, promoted equitable economic participation, and provided social protection.

    The Government had put in place a plan for economic and social transformation that accelerated economic and social recovery from the COVID-19 pandemic toward a prosperous, inclusive and resilient society and achievement of the Sustainable Development Goals. Economic development, resilience building, and poverty reduction were central to the Government’s human rights agenda. From 2015 to 2023, the poverty rate dropped from 23.5 per cent to 15.5 per cent of the population. The State had been employing a multi-dimensional strategy to reduce poverty, expanding the economic pie, facilitating access by the poor to the drivers of economic growth, and providing social protection to the most vulnerable and disadvantaged. It had broad-based programmes like the conditional cash transfer programme, which benefitted over 4.4 million households. Beneficiaries were also covered by other social development programmes.

    The labour market had made a strong recovery after the pandemic. Employment figures were favourable, but there was much volatility and uncertainty in domestic and external fronts. For this reason, Congress had passed legislation that mandated a 10-year labour market development plan, which promoted a dynamic, efficient and inclusive labour market environment.

    Legislative measures had been enacted to institutionalise and expand social protection. In healthcare, the universal health care law ensured automatic PhilHealth coverage for all citizens. Family planning initiatives had prevented an estimated 774,000 unsafe abortions and 1,400 maternal deaths annually. The Mental Health Act expanded services to ensure informed consent in treatment, prohibit shackling, and provide culturally sensitive care. Ongoing efforts focused on breaking barriers such as attitudinal biases, inadequate modifications in public spaces, and employment challenges faced by persons with disabilities.

    Following disruptions caused by the pandemic, the Department of Education launched the basic education development plan 2030 and the learning recovery continuity plan to reverse learning loss. Enrolment had rebounded to 28.5 million learners in the 2022–2023 school year, surpassing pre-pandemic levels. The Government was also strengthening access to special education through policies like Department of Education order no. 44, which provided clear guidance for implementing programmes tailored for learners with disabilities.

    Free, prior and informed consent was a cornerstone of the State’s indigenous peoples’ rights. Although challenges persisted in its effective enforcement, the Philippines continued to collaborate with key stakeholders and communities to ensure that indigenous rights and sustainable development initiatives were effectively upheld. It continued to promote and safeguard the cultural integrity of indigenous peoples by conducting initiatives that highlighted traditional knowledge, practices and crafts.

    Building on these initiatives, the Government, in collaboration with civil society, had launched the fourth Philippine human rights plan, a comprehensive roadmap for protecting and promoting human rights. Its second thematic chapter focused on the country’s commitment to the Covenant, integrating human rights into national development efforts and prioritising marginalised communities. The plan was aligned with the Philippine Development Plan 2023-2028 and the Sustainable Development Goals.

    The Philippines reaffirmed its unwavering commitment to the Covenant and its principles. The dialogue with the Committee was an opportunity for introspection and growth. The Committee’s feedback and recommendations would serve as a valuable guide as the State strived to build a society where every citizen could progressively realise their economic, social and cultural rights; and no one was left behind.

    Questions by Committee Experts

    ASRAF ALLY CAUNHYE, Committee Expert and Country Rapporteur, asked about measures taken to incorporate the Covenant into the domestic legal system and to ensure the primacy of Covenant rights. In which court cases had Covenant rights been invoked? The Committee welcomed the State party’s human rights plans and commitments. What steps had been taken to ratify the Optional Protocol? 

    What system was in place to ensure that the judiciary was free from political influence? There had been 305 killings of human rights defenders since the last review. The Philippines ranked third globally for killings of human rights defenders. The existing legal institution was reportedly unable to prevent the red-tagging and killing of human rights defenders, including persons from indigenous communities and minority groups. What measures were in place to ensure that those responsible for these crimes were prosecuted and sanctioned?

    How did the Government prevent the abusive use of the Anti-Terrorism Act to restrict the activities of human rights defenders? What had barred the enactment of the bills on human rights defenders and the Human Rights Charter? How would the national human rights institution be enabled to function independently in accordance with the Paris Principles?

    Indigenous peoples continued to face violations of their economic, social and cultural rights through the destruction of ancestral lands. They were being deprived of their land management and food systems by extractive industries approved by the State. How would the State party protect the rights of indigenous peoples? What measures were in place to ensure that the National Commission on Indigenous Peoples expedited the issuance of land titles?

    What steps had been taken to ensure that free, prior and informed consent was obtained for extractive projects? What progress had been made in developing a national action plan on business and human rights? How did the State ensure that enterprises exercised due diligence when carrying out extractive activities and provided reparations for indigenous peoples affected by such activities?

    What measures were in place to implement the State’s commitments under the Paris Agreement? What resources had been allocated to addressing climate change? How was the State party addressing environmental pollution caused by extractive and logging activities?

    Despite a decline in poverty levels, 18 per cent of the population lived below the poverty line. Prevailing inequality in wealth remained high. The top 10 per cent of the population earned 45 per cent of gross national income, while the bottom 50 per cent earned only around four per cent. What measures would the State party take to eradicate poverty and support households living in poverty, rationalise fiscal policy, and introduce a progressive tax base that increased taxes for the wealthiest?

    Corruption was reportedly rampant in the police, the judiciary and other State institutions. What measures were in place to combat corruption? Were there cases in which politicians had been sentenced for corruption offences? Were there measures to allow citizens to access information held by Government bodies? Would the State party set up an anti-corruption commission or court?

    There was no anti-discrimination law in the Philippines. What steps had been taken to adopt an anti-discrimination bill? How would the State party protect vulnerable persons from discrimination? What measures had the State party taken to increase the representation of women in politics and decision-making positions, and in high income sectors of the economy? How was the State party providing childcare services to empower women to take part in the workforce?

    Responses by the Delegation 

    The delegation said the judiciary was independent and the Judicial Bar Council nominated judges independently. Justice programmes had been included in Government fiscal programmes to ensure that they were appropriately funded.

    The conditional cash transfer programme benefitted the poorest households with family members who were still in school. The poverty rate was at 15.5 per cent as of 2023. This rate had decreased thanks to State support programmes. The State party was investing in physical and digital connectivity for island provinces, which facilitated poor households’ access to growth centres.

    The Philippines was vulnerable to natural disasters. The Government was investing in disaster risk reduction and mitigation. Concerning the Paris Agreement, the State’s goals were to reduce emissions by 75 per cent, reduce dependence on fossil fuels, and increase the use of renewable energy. The Electric Vehicle Industry Development Act reduced tariffs on electric vehicles to encourage their import and use.

    The State party had specific laws on anti-discrimination in different fields. It did not have a bill on sexual orientation and gender identity, but had issued an executive order that concerned discrimination on the basis of gender preferences.

    The State party’s justice system, including the Supreme Court, and its national human rights institution, the Commission on Human Rights, effectively addressed complaints of human rights violations. There was thus no need to ratify the Optional Protocol.

    There were many non-governmental organizations in the Philippines that had expressed opposition to the current bill on human rights defenders. The State party had engaged with civil society organizations on the revision of the bill. The bill called for human rights defenders to not advocate for the violent overthrow of the Government.

    The State party was supporting the participation of women in the labour force. It had advocated for policies and legislation that allowed for nighttime work for women, safe spaces in workplaces, lengthened maternity and paternity leave and telework, and was conducting studies on inclusive work arrangements for women, youth and persons with disabilities.

    The Philippines’ Anti-Terrorism Act supported the country’s response to terrorism and safeguarded the rights of those accused of the crime. The State had issued guidelines on detentions and surveillance that ensured that persons’ rights were not violated. The Philippines’ rank in the Global Terrorism Indexhad fallen thanks to implementation of the Act. Investigations had been launched into all claims of misuse, and arrest warrants had been issued for officers who had misused the law. Enforcement of the Act was carried out with the highest level of responsibility. The State party ensured that its actions adhered to due process and the rule of law.

    The Philippines was a State party to the United Nations Convention against Corruption and had implement a national corruption prevention programme. Recently, it had hosted a regional conference on open governance and enacted a revision to the Government Procurement Act, which closed loopholes. An electronic procurement service had been launched to increase transparency. Many Government processes had been digitised, lessening opportunities for corruption.

    The Indigenous Peoples’ Rights Act protected designated ancestral grounds and cultural heritage as “no-go zones” for development projects and emphasised free, prior and informed consent for all such projects. The Government was mapping and registering indigenous cultural assets to protect them.

    The State had an indirect taxation system, as many families relied on overseas remittances for their income, which were not being taxed. The tax system punished undesirable behaviours such as the consumption of alcohol and cigarettes. Revenues from these taxes were being allocated to the health sector.

    Follow-Up Questions by Committee Experts 

    Committee Experts asked follow-up questions on measures to ensure that internally displaced persons had access to adequate food, basic housing, healthcare, education and social protection services; the status of the bill on the protection of internally displaced persons; measures other than the tax system to reduce disparities in wealth and income; steps to ensure gender parity in Government bodies; whether the State party had an implementation mechanism for recommendations issued to it by international bodies; how the State party linked climate adaptation policies with the land registration system to compensate people affected by natural disasters; how the State party could receive income from major emitters to fund climate adaptation plans; the ramifications of tax policies on economic, social and cultural rights; projects to strengthen anti-corruption bodies; and whether the State party trained judges and prosecutors on the Covenant.

    Responses by the Delegation

    The delegation said the National Commission on Indigenous Peoples was revising guidelines on the Indigenous Peoples’ Rights Act. The Commission had issued 272 approved ancestral domain titles to indigenous peoples.

    The national disaster risk reduction management framework addressed preparedness, rescue, response, recovery and rehabilitation. The State party conducted post-disaster needs assessments and tried to compensate for economic loss. A “digital locker” was being developed to allow citizens to store land titles, which would support reparation claims in cases of disasters.

    Discussions on the national action plan on business and human rights were in advanced stages. The State party sought to develop business and human rights policies that addressed specific issues related to children, indigenous peoples and environmental protection.

    The Government was interested in generating revenues from major emitters. It had developed a law that allocated resources to measuring loss and damage from climate change, which would help in this regard. The State party hosted the Loss and Damage Fund, and there were many international investments in environmental, social and governance projects in the Philippines.

    The Philippines had been recognised by the United Nations for its national recommendations tracking database. Judges were provided with training on the Covenant.

    Women parliamentary members had pushed for policies promoting women’s rights and inclusive governance. Community consultations and education programmes were in place to promote women’s participation in politics.

    The State party had proposed bills to amend taxes on passive income. It provided tax incentives to businesses that chose to operate outside of Manila.

    Questions by a Committee Expert

    SEREE NONTHASOOT, Committee Expert and Member of the Taskforce for the Philippines , expressed concerns about high levels of unemployment and informal employment in the Philippines. The informal sector provided livelihoods for about 60 per cent of the population, the majority of whom were female. What measures were in place to regularise the informal sector? The Committee was concerned about the quality of employment provided to persons with disabilities.

    What measures were in place to inspect sweatshops and to issue sanctions to employers who violated workers’ rights? What measures were in place to address workplace harassment and gender-based violence. Who was excluded from the social security system? It reportedly did not cover persons in street situations.

    There was significant variation between minimum wages in the capital and other regions. How did the State party support adequate living and working standards outside the capital? Did workers who were not paid minimum wages have access to a complaints mechanism? There had been a significant increase in child labour in the State party. How was this being addressed?

    The Committee was concerned by reports of red-tagging and killing of trade union workers. How was the Government promoting freedom of association? What was the role of relevant agencies in protecting trade union rights and the right to strike?

    Responses by the Delegation

    The delegation said the unemployment rate for 2023-2024 was 4.3 per cent. The rate quickly recovered after the pandemic. The State party had determined that less than 40 per cent of workers were in the informal sector. It was developing policy recommendations related to protecting the rights of informal sector workers and revising occupational safety and health standards to protect against accidents. The State was expanding opportunities for skills training and upskilling to help citizens increase their employability. There was a policy and regulatory framework in place to protect the rights of workers in the “gig economy”.

    The Government was encouraging investment outside of the capital. It conducted consultations and examined trends in real wages before setting regional minimum wages. Setting a standard minimum wage for the entire State would discourage businesses from investing in remote provinces.

    There was no State policy to attack human rights defenders. There were remedies to address violations of the right to life, and freedom of association and assembly. The Government rejected the word red-tagging due to the absence of such a policy.

    The “Reach Out” programme aimed to reach out to families in street situations, welcoming them in temporary shelters. Abandoned children were placed in foster families. Over 2,000 individuals had benefitted from the programme in 2023.

    The National Commission against Child Labour had inspected over 10,000 establishments in 2020, identifying violations of child labour laws. Many children identified as labourers were provided with educational materials and support. Family cash transfer programmes included seminars for parents which discouraged child labour. Parents who engaged their children in child labour could be taken off the programme.

    The Government was providing training for persons with disabilities to help them pass eligibility requirements for public sector jobs. It also conducted skills matching to help persons with disabilities access work in the private sector.

    Follow-Up Questions by Committee Experts

    Committee Experts asked follow-up questions on whether regional minimum wages were indexed and reviewed regularly; the role of the Government in protecting Filipino national migrant workers overseas; the number of labour inspections conducted annually; whether the Commission on Human Rights received complaints from workers; whether the State party would adopt policies mandating businesses to adopt diversity and inclusion regulations; plans to revise the Labour Code to remove barriers to forming and joining trade unions; and disaggregated data collected on persons not in employment, education or training.

    Responses by the Delegation

    The delegation said the Government considered regional poverty lines when setting provincial minimum wages. This was a starting wage, and the Government was supporting workers to receive higher wages.

    The State party had created a Department of Migrant Workers, which protected the rights of national migrant workers overseas. The Department was forming bilateral agreements with other countries to protect migrant workers from abuse. Several thousands of workers had been repatriated during the pandemic, many of whom had received assistance. Their children were provided with scholarships.

    Collecting data on persons not in employment, education or training was a goal of the Philippine Development Plan. There were special employment programmes for students and alternative learning systems in place to reduce the number of such persons.

    The State party had intensified efforts to identify and prevent child labour. More than 50,000 child labourers had been provided with necessary services and more than 30,000 child labourers had been removed from labour.

    The Philippines had several thousands of trade unions and workers’ associations with over four million members in total. The State engaged in dialogue with the International Labour Organization regarding incidents in which workers were killed or disappeared, and had adopted measures to prevent such incidents in the future. A committee had been formed to investigate these cases, and investigations into several cases had been concluded.

    In 2023, the State party had inspected more than 400,000 establishments to ensure they complied with health and safety standards.

    Questions by a Committee Expert

    LUDOVIC HENNEBEL, Committee Vice-Chair and Member of the Taskforce for the Philippines , asked about progress made in implementing recommendations from other treaty bodies on polygamy. What measures were in place to reform divorce procedures? 

    Had the State party received complaints regarding the violation of children’s rights during conflict or on the recruitment and use of children in armed conflict? What sanctions were imposed for persons who forced children to work? How was the State party preventing sexual and online exploitation of children, and supporting birth registration for children from indigenous and Muslim communities? What measures were in place to protect victims of rape and to repeal laws allowing perpetrators to avoid punishment by marrying victims?

    How did the State party promote equal access to civil unions for members of the lesbian, gay, bisexual, transgender and intersex community and protect the bodily integrity of intersex persons?

    How were people in the informal sector supported to access housing? What measures were in place to prevent evictions? How did the State party promote access to health for vulnerable groups, to mental health care in rural areas, and to emergency contraception and post-abortion care? How did it promote education on sexual and reproductive health for rural and young people?

    Was the State party planning to decriminalise drugs for personal use and implement alternatives to imprisonment for drug users? What protection was in place to prevent stigmatisation and criminalisation of persons receiving treatment for drug addiction? What measures were in place to put an end to the “war on drugs” and to provide reparations to victims of the war?

    Responses by the Delegation

    The delegation said the Philippines recognised several types of contractual employment, including for work performed outside the employer’s facilities and independent contractors. These workers were able to file complaints with the Government in cases of violations of labour rights.

    A law on agrarian emancipation had freed 6,000 farmers from debt. The State was also implementing agricultural support programmes. The area under the Verde Island Passage would be declared as a protected area, and the State would allocate resources to protecting the area. The State’s Blue Economy Bill would mandate policies for managing marine and coastal resources. The State party had also enacted a law on seafarers’ rights.

    The natural disaster risk reduction and management act regulated support for persons displaced by natural disasters. Such persons could access State-funded shelters. The Government continued to provide support to persons displaced by the 2017 Marawi siege. The Marawi Compensation Board ensured tax-free compensation for housing and property lost during the siege. The State also provided livelihoods, healthcare and educational support for victims.

    The Executive Branch had been advocating for a law on freedom of information, which would be passed soon. A freedom of information programme had been established to grant public access to official, non-confidential documents of public concern. A witness protection programme was also in place. The Anti-Red Tape Authority promoted transparency in Government operations, while the Ombudsman acted on confidential complaints of corruption. Punitive actions for corruption offences were severe.

    In State law, polygamy was illegal, and bigamy was a criminal offence. However, Muslim men with financial ability and their wives’ permission could marry multiple wives under traditional law, which also mandated divorces.

    The Philippines advocated for the protection of children in armed conflict. It had ratified the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict. Members of the Armed Forces under the age of 18 did not take part in combat. When violations occurred, investigations were carried out. However, the New People’s Army continued to recruit children. There were over 500 documented cases of this terrorist group’s use of children. The Government continued to exert efforts to ensure that schools were not used to exploit children.

    The State was strengthening efforts to address adolescent pregnancy through the implementation of comprehensive sexuality education and referral networks to reproductive health facilities. Over 100 schools were implementing the education programme, and over 1.1 million leaners had participated. Behavioural change materials had also been developed for schools and health facilities.

    The Philippines remained a prime target for online sexual abuse of children. Legislation had been implemented in 2022 to penalise all forms of online abuse of children. State agencies were cooperating to identify perpetrators.

    The Government was collecting data on malnutrition and stunting. Stunting in children under five had decreased from 33 per cent in 2018 to 23 per cent in 2024.

    Housing had been declared as a national concern by the current Government. The national housing programme had provided an average of 35,000 social housing units per year in recent years. Around 75,000 housing units had been provided to persons living in areas vulnerable to natural disasters and to indigenous peoples.

    The Government was adopting a humanitarian approach to drug use and rehabilitation. The drug clearing project sought to take away drugs from the people and discourage people from using drugs. Rehabilitation support was provided to drug users. Over 60 per cent of regions had been declared “drug cleared”, and over 40 per cent “drug-free”.

    Follow-Up Questions by Committee Experts

    Committee Experts asked follow-up questions on the passage of the extrajudicial killing bill and its relationship with the State drug policy; whether police were prohibited from reporting drug-related deaths to the media; whether detentions of drug users were voluntary; how the State supported people with drug-use records, who were criminalised, to access the work market; issues with the coverage of social security and nutrition programmes; measures to expedite agrarian reform to address high levels of poverty among farmers; measures to protect small-scale fishers from large-scale fishing businesses; indicators to assess multi-dimensional poverty and inform policies to tackle poverty; measures to support and protect the children of overseas workers from domestic abuse; how the energy market was regulated to make access to energy affordable; the impact of the prohibition of abortion on maternal mortality rates and measures implemented to respond to treaty bodies’ recommendations on increasing access to pre- and post-natal care services; and measures to legalise abortion in cases where there was risk to the health of the mother.

    Responses by the Delegation

    The delegation said there were several programmes supporting children in their first 1,000 days of life, including conditional cash transfers. Health workers were provided with training on caring for newborns and there were pre- and post-natal care programmes in place.

    The Philippines was an early adopter of a multidimensional poverty index, which helped to identify areas in which increased support was needed. A community-based monitoring system had been set up to collect data on multidimensional poverty.

    The State party had observed that for families with mothers who migrated overseas, grandparents typically cared for children and family circles also provided support. The Government had instructed teachers on identifying evidence of domestic abuse. Migrant workers were required to develop financial plans before leaving the country. The reintegration programme was being strengthened to help returning migrant workers.

    The State had reached 100 per cent electrification of rural regions, and was now working to address pockets of households that did not have electricity, supporting their access to renewable energy.

    Maternal deaths had been steadily decreasing in recent years. The Government was continuing to strengthen maternal and newborn care programmes, including by upskilling birthing nurses and reducing unsafe abortions.

    The State party prevented commercial fishers from fishing in waters reserved for municipal fishers and spawning grounds. The Clean and Healthy Oceans Programme aimed to reduce illegal and unregulated fishing by improving compliance with regulations. Programmes were in place to develop aquatic parks to support small-scale fishers, who could also access support for livelihoods and fishing tools.

    Questions by a Committee Expert

    LAURA-MARIA CRACIUNEAN-TATU, Committee Chair and Member of the Taskforce for the Philippines , commended the State party on the constant increase in the budget allocated to education, which had reached 3.2 per cent of gross domestic product. However, this was well below the United Nations’ recommendation of at least four per cent of gross domestic product. Were there further plans to increase the education budget? The Philippines’ global ranking in terms of quality of education was in the bottom 25 of 172 nations, the lowest score in Asia. What measures were envisioned to increase access to quality education for all?

    The State party had put in place a five-year development plan for children with disabilities, which ended in 2019. What results were achieved by the plan and what measures were in place to address limited access to education for children with disabilities and indigenous children? In one region, 56 per cent of children were not attending school. What measures were in place to address this issue? What measures were in place to address the impact of COVID-19 lockdowns on access to education? How was the national policy framework on schools as zones for peace implemented? Legislation had been implemented that discontinued mother tongue education for minority groups. What was the rationale behind the adoption of this law?

    There was increasing disparity in access to the internet across different regions. What measures were in place to improve access to the internet for poor households and regions?

    Responses by the Delegation 

    The delegation said that the Constitution mandated that education needed to be given priority in the budget. Overall spending on education amounted for around 5.5 per cent of gross domestic product. The State party had made kindergarten education compulsory and extended compulsory education by two years, and the curriculum had been revised recently to improve education quality. The Government was working to address the inadequate supply of textbooks and computers in schools through decentralisation. The Philippines had over 100 languages and it was difficult to develop learning materials in each of these languages. The State thus decided to discontinue mother tongue language instruction and standardise English as a medium of instruction from grade five.

    The State party was also working to address the impact of the COVID-19 pandemic on learning outcomes. Recently, legislation had been passed on remedial education. During the pandemic, the Government adopted learning continuity plans to support access to education through online and broadcast education.

    The Government had implemented many measures to manage culturally sensitive education in Muslim and indigenous communities. Education on peace and conflict resolution was being promoted, and the State party was working to repair schools damaged by conflicts. The Government promoted the concept of schools as zones of peace in conflict-affected areas such as Mindanao. Local governments and security forces contributed to protecting schools in peace zones from being used in military activities through measures such as school escorts. The Government continued to provide psychosocial support for children affected by armed conflict.

    The indigenous education programme promoted quality, culturally relevant education for indigenous peoples. It had been implemented in over 3,000 schools. Over 75 indigenous languages were used in instruction, and an additional 4,000 teachers, 95 per cent of whom were indigenous, had recently been hired to provide education to indigenous children.

    The Government was working to improve access to education and healthcare for children with disabilities. Legislation mandating inclusive education for children with disabilities had been adopted and disability support officers had been established in educational institutions.

    The State party had improved the policy and regulatory framework on internet access. The national fibre-optic cable network was being expanded to southern regions. The State party was collaborating with Starlink to allow southern provinces to access the internet via satellites. Telecommunications companies were provided with incentives to operate in the Philippines, and wi-fi access points were being set up in schools and public places.

    The State’s campaign against illegal drugs was now geared towards rehabilitation and reintegration of drug users. The House of Representatives had investigated extrajudicial killings occurring in the context of the war on drugs and the Government had decided to amend the Penal Code to increase penalties for extrajudicial killings.

    Follow-Up Questions by Committee Experts

    Committee Experts asked follow-up questions on how the State party promoted education in Spanish and Arabic; the results of the education programme on Islamic values; how the State party protected the expression of indigenous culture and indigenous cultural sites; whether indigenous leaders participated in creating policies impacting their communities; legal and administrative provisions to protect indigenous languages; the number of legal cases invoking economic, social and cultural rights in which reparations had been granted for violations; the role of the Commission of Human Rights in investigating complaints from workers and places of detention; how the State party would protect fishing zones for small-scale fishers; measures for reducing threats and attacks against human rights defenders; plans to decriminalise abortion; and measures to protect the lesbian, gay, bisexual, transgender and intersex community.

    Responses by the Delegation

    The delegation said there were schools in Mindanao that provided Arabic and Islamic education. Education in Spanish and Arabic was an option in mainstream schools. Four-year courses on Arabic teaching were provided in local universities.

    There was no legal framework on cultural misappropriation, but the Government was working to protect intellectual property rights by registering the cultural assets and expressions of indigenous peoples. Indigenous communities needed to be consulted regarding all projects and policies affecting them. Indigenous leaders were included in local development councils.

    Courts had cited the Covenant in decisions upholding standards of living and access to economic, social and cultural rights, including in cases in which remedies were granted for environmental harm caused by mining operations. There needed to be a new Charter governing the mandate of the Commission on Human Rights, which had traditionally focused on civil and political rights but was recently working to promote economic, social and cultural rights.

    Court cases were underway into violations of regulations on fishing zones by commercial fishers. The Government protected the rights of legitimate environmental defenders. Protection of the environment was included as a pillar of the national security policy.

    The State party had pivoted to a community-based approach to illegal drugs. Many drug users were treated in communities rather than in rehabilitation centres. Persons who participated in rehabilitation programmes were removed from criminal offender lists, but not drug user lists.

    The State party had not yet developed a comprehensive bill on the rights of internally displaced persons. Persons affected by the Marawi siege had been provided with access to water and electricity, and reconstruction efforts were ongoing in affected areas.

    The State had created a committee on lesbian, gay, bisexual, transgender and intersex affairs, which was developing policies and programmes to promote equality and inclusion of the community. The Constitution and various State legislation prohibited discrimination based on sexual orientation and gender identity. The police had formulated a gender sensitivity programme to ensure protection of this community.

    Pre-natal checkups were provided free of charge in primary health facilities, and mobile clinics provided maternal health services in isolated areas. The Government, while maintaining the prohibition of abortion, had taken measures to ensure quality post-abortion care was provided without stigmatisation.

    Closing Remarks

    ASRAF ALLY CAUNHYE, Committee Expert and Country Rapporteur for the Philippines , said the dialogue had been fruitful and constructive, addressing a range of issues confronting the Philippines. Discussions had brought to light issues that needed to be addressed to strengthen the implementation of economic, social and cultural rights, and would inform the Committee’s concluding observations. Mr. Caunhye expressed thanks to all persons who had contributed to the dialogue.

    ROSEMARIE G. EDILLON, Undersecretary, Policy and Planning Group, National Economic and Development Authority of the Philippines and head of the delegation, thanked the Committee for the dialogue. The State party was united in its goal of advancing economic, social and cultural rights. The President had a clear vision for national development that focused on improving access to all economic, social and cultural rights. The State party would continue with actions that would create change and realise the economic, social and cultural rights of all citizens.

    LAURA-MARIA CRACIUNEAN-TATU, Committee Chair , thanked the delegation for participating in the dialogue and for providing comprehensive answers. In some instances, additional data would have been appreciated. Human rights mechanisms were not mutually exclusive; they all served to enhance protections of rights holders.     UN Political Chief Says Libyans’ Dream Unfulfilled after February Revolution 14 Years Ago

    Libya’s leaders and security actors are prioritizing political and personal gain over national interests, the United Nations’ top political official told the Security Council today, as the country’s delegate blamed proxy wars for its instability.

    Fourteen years on since the 17 February 2011 Revolution in Libya, “the dream of a civil, democratic and prosperous Libya remains unfulfilled” due to “entrenched divisions, economic mismanagement, continued human rights violations and competing domestic and external interests”, said Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs.  Highlighting efforts by the United Nations Support Mission in Libya (UNSMIL) to revive the political process, she noted the establishment of an Advisory Committee comprising legal and constitutional experts to provide proposals supporting efforts towards holding national elections.

    Pointing to the lack of progress on a unified budget or an agreed spending framework, as well as disagreement over the leadership of the Libyan Audit Bureau, she said it is critical to support the Central Bank’s efforts to stabilize the financial situation.  The dispute over the position of President of the High Council of State remains unresolved.  “Politicization and political divisions are also hindering progress on national reconciliation,” she said, noting that amendments to a draft law on that topic have raised concerns over the independence of a future National Reconciliation Commission.

    Following successful local elections in 56 municipalities in November 2024, the High National Elections Commission is preparing for the next 63 elections.  “Funding from the Government is crucial to enable the High National Elections Commission to implement this next phase of municipal council elections,” she stressed.  On the security front, the activities of non-State and quasi-State armed actors continue to pose a threat to Libya’s fragile stability, she said, noting that the 2020 Ceasefire Agreement has only been partially implemented.

    She also expressed concern about the continuing trend of arbitrary arrests and enforced disappearances across Libya.  Drawing attention to “the alarming and tragic discovery of mass graves” earlier this month in north-east and south-east Libya, she said:  “This is yet another reminder of the urgent need to protect migrants and combat human trafficking.”  Calling for support to the 2025 Libyan chapter of the Sudan Refugee Regional Response Plan, which requires $106 million, she urged Council members to support the newly appointed Special Representative Hanna Tetteh, who will be taking up her functions in Tripoli on 20 February.

    In December 2024, a senior UN official announced a new UN-mediated process aimed at breaking the political deadlock — marked by the presence of rival Governments — and facilitating elections.  (See Press Release SC/15938.)

    Libya Battleground for Proxy Wars

    Libya’s delegate, who spoke at the end of today’s meeting, pointed out that Ms. Tetteh will be the tenth Special Representative of the Secretary-General assigned to his country in 14 years, calling this “a record”.  The Council must reflect on whether this indicates a “problem” with the imposition of solutions, UN mechanisms or the officials themselves.  He added:  “We hope that she will harness the lessons from the past and will not repeat the same misgivings by trying the same things and expecting different results.”  He also raised several concerns about the Advisory Committee established by UNSMIL, including whether it was expected to put forward a single proposal or numerous proposals, and how exactly political stakeholders would contribute to this process.

    “My country has become a ground for the settlement of disputes” in proxy wars, he said, adding that it is influenced by instability in the region, including “political and security-based changes”.  However, he pointed out, the recent holding of municipal elections around the country is a good example of Libya’s ability to ensure electoral processes where there is support and political will.  Any reconciliation must be based “on transitional justice, on accountability, on truth and on redress and compensation”, he stressed, while reiterating a request for the removal of individuals on the Sanctions List for humanitarian reasons or if their “listing was erroneous, or because their file was used to further political friction”.

    Many Council members welcomed the establishment of the Advisory Committee and the appointment of the new Special Representative as positive steps towards relaunching the political process.

    The representative of the United States said Ms. Tetteh’s prior experience in Sudan and South Sudan can inform her approach in Libya.  A political solution is the path to long-term stability, and time is of the essence, she said, noting “destabilizing activities from external actors” and the need for “east-west security integration”. Recalling the visit of a delegation from her country to Libya, she urged all parties to reach agreement on a unified budget to end persistent conflicts over revenue-sharing.

    The Russian Federation’s delegate expressed hope that the new Special Representative will adopt an impartial approach, informed by a sober assessment of the political climate.  Ms. Tetteh will have the difficult task of redressing imbalance and revitalizing UN mediation efforts, he said.  This month marks the fourteenth anniversary since the “egregious Western intervention and the virtual destruction of Libyan Statehood”, he observed, adding:  “The collapse of the country took place and is ongoing to this date.”

    Updating Sanctions Regime

    The United Kingdom’s delegate welcomed the recent adoption of new designation criteria for the UN sanctions regime to hold those exploiting Libyan crude oil and petroleum accountable and help to safeguard its resources.  “Until a unifying political agreement is achieved in Libya, it will be impossible to unlock its great potential,” she added.  (See Press Release SC/15967.)  Along similar lines, France’s delegate said:  “Libyan money needs to benefit the Libyan people”, adding that a unified budget and a unified Government go hand in hand.  Such a Government, capable of organizing presidential and legislative elections as soon as possible, is crucial.

    “Good-faith engagement and demonstrating compromise” will be essential in overcoming all outstanding, contentious issues, Slovenia’s speaker advised, adding that the political process must include Libyans from all walks of life, with women and young people.  Denmark’s delegate added:  “No woman should fear reprisals as a consequence of political engagement — neither online, nor offline.”  Further, organizations promoting women’s rights should be able to operate freely.

    The representative of Panama acknowledged the enormous political challenges in Libya, where “the crisis has fragmented the social fabric and institutions in the country”, as he expressed support for efforts to hold elections representing different factions of Libyan society.  Greece’s delegate pointed out that stability in Libya remains key for the region, and even more so for immediate neighbours like his own country which are impacted by the significant increase of irregular migration flows.

    Communications between East-West Security Institutions

    On security, the representative of Pakistan highlighted the reported agreement between Eastern and Western security institutions to establish a joint centre for communication and information exchange.  Noting that these are preliminary steps, he added:  “This will need a well-defined comprehensive peacebuilding and reconciliation strategy”.  Also welcoming the establishment of the joint centre for border security, the representative of the Republic of Korea noted that efforts to unify military institutions will be essential for strengthening Libya’s security.  Calling on “foreign Powers” to refrain from providing arms to Tripoli “for their narrow geopolitical interests”, he said that those weapons destabilize the broader region and bolster terrorism.

    Several speakers echoed the need to avoid external interference and respect the leadership of the Libyan people.  The representative of Guyana, also speaking for Algeria, Sierra Leone and Somalia, said the Advisory Committee’s proposals are meant to foster further consultations between UNSMIL and the relevant Libyan decision makers and stakeholders.  She called for “careful attention to how this work is undertaken, so that it “avoids creating any additional challenges”.  She also expressed concern about the lack of progress in convening national elections.

    The representative of China, Council President for February, speaking in his national capacity, stressed the need to avoid undue external interference, while Libya is on the path to elections and national reconciliation.  UNSMIL must strengthen its communication with Libyan parties and put forward practical proposals, he said, hoping that the Special Representative will advance the political process.  The Mission should monitor the ceasefire, he said, noting that improving the security situation and fighting the crime trajectory are imperative.

    Three years of war in Ukraine have reversed decades of progress for women and girls, leaving millions in urgent need of support, according to UN Women.

    Russia’s full-scale invasion has forced more than 1.8 million women to flee their homes within Ukraine, while nearly 6.7 million require humanitarian assistance.

    More than 3,799 women and 289 girls have been killed, though the real toll is believed to be significantly higher.

    “The full-scale war has pushed an entire generation of Ukrainian women backwards,” said Sabine Freizer Gunes, UN Women Representative in the country.

    “They are facing heightened exposure to gender-based violence; rising unemployment; decreased decision-making power; greater domestic burdens; and a severe mental health crisis,” she explained.

    Stressed out

    Gender-based violence has surged by 36 per cent since 2022, driven in part by conflict-related stress, UN Women reported. In parallel, depression rates among women and girls have worsened.

    On the economic front, opportunities have shrunk. By 2024, less than half of displaced women had jobs whilst the gender pay gap doubled since the beginning of the war.

    Meanwhile, the burden of unpaid care, from cooking to caring for children, has intensified as childcare services centres have closed and services dwindled. Women spent an average of 56 hours a week on childcare in 2024, up from 49 hours before the war.

    Leaders of humanitarian recovery

    Despite these hardships, Ukrainian women are leading humanitarian responses and driving economic resilience.

    Women have assumed key roles as aid workers, community leaders and entrepreneurs. Today, one in every two businesses in Ukraine is founded by a woman.

    Women are also entering traditionally male-dominated sectors such as security, transportation and demining.

    “Donors’ support to Ukrainian women-led organizations and programmes is crucial so they can continue promoting gender equality, women’s rights and leadership,” said Ms. Gunes.

    “Women’s full engagement will be essential to rebuild Ukraine as a gender-equal and gender-responsive society,” she added.

    Support and call for action

    In 2024 alone, UN Women supported more than 180,000 women and girls affected by the war through initiatives under the Women Peace and Humanitarian Fund.

    The agency provides life-saving humanitarian aid, psychosocial and legal support, protection services and programmes to strengthen women’s economic independence.

    Four years on since the beginning of the war, UN Women is working to ensure that women are included in decision-making and recovery efforts, advocating for legal reforms to secure equal rights and representation.

    Overnight attack on Odesa

    The UN aid coordination office in Ukraine, OCHA, reported that an attack on Odesa City in the small hours of Wednesday morning had injured a number of civilians, including a child.

    Local authorities say the attack left a large residential area without electricity and heating, affecting at least 160,000 people – in the midst of winter.

    “Multiple apartment buildings were damaged, as well as a children’s hospital, and a kindergarten. For our part, we are providing emergency shelter materials, hot meals, psychosocial support, legal aid, and child protection services,” said UN Spokesperson Stéphane Dujarric.,            

    Medical teams are conducting quick health checks and distributing medicines, while schools will remain closed until power and heating are restored.  

    In the southern city of Kherson aid workers are continuing to respond to an attack that took place on 17 February, and damaged a critical energy facility. 2,500 residents were left without electricity, heating, and water.

    The dream of a civil, democratic and prosperous Libya remains unfulfilled 14 years after the revolution that led to the overthrow of the Gaddafi regime, the head of UN Political and Peacebuilding Affairs told the Security Council on Wednesday. 

    Rosemary DiCarlo said entrenched divisions, economic mismanagement, continued human rights violations, and competing domestic and external interests, continue to erode unity and stability in the country.

    “The fragile stability in Libya is increasingly at risk,” she warned. “The country’s leaders and security actors are failing to put the national interest ahead of their competition for political and personal gain.”

    Support new UN envoy

    She urged Council members to support the newly appointed UN Special Representative for Libya Hanna Tetteh “in her work to help break the political impasse, resolve Libya’s protracted crisis and support the Libyan people towards unifying Libya’s institutions and holding inclusive national elections.”

    The North African country has been split between two rival administrations for over a decade, with the internationally recognized Government of National Unity (GNU) based in the northwest while the Government of National Stability (GNS) is in the east.

    Landmark elections scheduled for December 2021 were cancelled, including due to disputes over the eligibility of candidates.

    Advisory Committee established

    Ms. DiCarlo stressed the urgent need for progress in Libya. She said the UN Mission there, UNSMIL, is taking steps to revive a political process anchored in the principles of inclusivity and national ownership.

    UNSMIL recently established an Advisory Committee that will provide recommendations for resolving outstanding contentious issues that have prevented national elections from taking place.

    The Committee is composed of 20 members who include legal and constitutional experts. More than a third are women. She emphasized that it is not a decision-making body, but its proposals will support efforts to remove obstacles to holding national elections.

    Many Libyan stakeholders, including political parties, social movements, and women and youth groups, have publicly welcomed its establishment as an opportunity to move the political process forward,” she said.

    Supporting inclusive dialogue

    UNSMIL convened the Committee’s inaugural meeting in the capital, Tripoli, last week. Members are meeting again over three days this week to examine the contentious issues in detail and begin considering ways to overcome them.

    “In parallel, UNSMIL is also taking steps to convene a structured dialogue among Libyans on ways to address longstanding drivers of conflict and develop an inclusive, bottom-up vision for their country’s future,” she said.

    The Mission is also facilitating consultations among Libyan economic experts to identify priorities, barriers and solutions to achieve sound economic governance.  

    Divisions and competition

    Ms. DiCarlo said divisions and competition over the control of State institutions continue to dominate the political and economic landscape. No progress has been made on a unified budget or agreed spending framework despite UNSMIL engagement with all relevant stakeholders.

    “It is critical to address the issue to support the efforts of the Central Bank of Libya to stabilize the financial situation of the country and enable transparent and equitable public spending,” she explained.

    A dispute over the position of president of the High Council of State, a top governing body, also remains unresolved even after six months of litigation and contradictory rulings. The Council now stands “deeply divided and unable to fulfil its institutional role.”

    National reconciliation at risk

    Politicization and political divisions are also hindering progress on national reconciliation, she added. 

    Last December, UNSMIL facilitated an agreement among three key institutions – the Presidential Council, the House of Representatives, and the High Council of State – on a draft law on the issue. 

    However, subsequent amendments to the draft law by parliamentarians have raised concerns over the independence of a National Reconciliation Commission.

    A charter for reconciliation was agreed earlier this month through a process led by the African Union.  It was adopted on 14 February in the margins of the bloc’s summit in Addis Ababa, Ethiopia.

    “While some Libyan stakeholders have supported the charter, others did not,” she said, noting that UNSMIL continues to engage with all relevant parties.

    Security threats persist

    Meanwhile, the activities of non-State and quasi-State armed groups continue to pose a threat to Libya’s fragile stability. 

    Ms. DiCarlo called for a full and transparent investigation into an armed attack on a Government of National Unity (GNU) Minister in Tripoli on 12 February.

    She said the Libyan National Army took control of a military base in the south previously held by a GNU-affiliated military officer. Furthermore, the 2020 Ceasefire Agreement has only been partially implemented. 

    “Renewed efforts by Libyan authorities to implement its remaining provisions are crucial to improve the fragile security situation and to create conditions for the reunification and reform of security institutions,” she said. 

    Migrants and mass graves

    Turning to other challenges, she said the continuing trend of arbitrary arrests and enforced disappearances is deeply concerning and the increasing number of deaths in custody is troubling, with 15 cases recorded since March 2024. 

    Migrants and asylum-seekers, including children, also continue to face serious human rights violations including torture and cruel and inhumane treatment. 

    The alarming and tragic discovery of mass graves following raids on human trafficking sites highlights the severe danger faced by migrants in Libya,” she said.

    On 7 February a mass grave was discovered on a farm in Jikharra in the northeast; another was found a day later in Al-Kufra in the southeast. To date, 93 bodies have been exhumed.

    “A full and independent investigation is critical to bring the perpetrators to justice. “This is yet another reminder of the urgent need to protect migrants and combat human trafficking,” she said.

    Last December, a joint UNSMIL and UN mission to Al-Kufra engaged with local authorities, partners, refugees and host communities to strengthen humanitarian response for Sudanese refugees, who continue to flee to Libya.

    Ms. DiCarlo said the chapter of the 2025 Sudan Refugee Regional Response Plan relating to Libya targets 446,000 people and requires $106 million – double the support from 2024. 

    She appealed to donors for their continued support to address the growing needs of Sudanese refugees in Libya and across the region.

    As you all know transforming our food systems is essential to driving progress across the Sustainable Development Goals (SDGs) and delivering for everyone, everywhere — sufficient, nutritious food — now and in the future, particularly as we go towards the five years to deliver on the 2030 Agenda for Sustainable Development.

    That is why, in 2021, the UN Secretary-General convened the UN Food Systems Summit.  This established the foundation for a new, integrated approach to food systems — placing food at the heart of our efforts to address poverty, zero hunger, inequality, climate change and biodiversity loss.  It has reshaped the global narrative, building an engine of transformation that recognizes food systems as a key lever to accelerate and reinforce SDG progress.

    Building on this momentum, the first Summit Stocktake, hosted by the Government of Italy in 2023, reaffirmed strong political will among nations.  Countries pledged to increase the pace of their efforts towards sustainable, inclusive and resilient food systems transformation.

    But, it also highlighted persistent gaps and challenges.  Among them, an urgent need to enhance public-private-community partnerships, and strengthen private sector engagement.

    These crucial issues identified at the first stocktake, resulted in the UN Secretary-General’s Call to Action.  The Call identified six critical areas for concerted action, including: securing concessional finance, investments, budget support and debt restructuring.  It also emphasized addressing food security in crisis situations.

    The proposed SDG Stimulus — of $500 billion a year — was recognized as a game-changer, offering fiscal space and resources, including through Special Drawing Rights rechannelling.  Finance was emphasized as a critical component of food systems transformation, along with support of our multilateral development banks in unlocking investments in this field.

    Given the global context riddled with challenges of rising living costs, social inequalities, climate change and geopolitical tensions, we will need all hands on deck to reach food systems transformations with the impact to advance on the 2030 Agenda.

    Now, in just over five months, Addis Ababa will host the second United Nations Food Systems Summit Stocktake.

    We are grateful to the Government of Ethiopia for hosting this important event and for making our commitment to take the second stocktake to a developing country, a reality.  Worth noting also is its leadership and extensive work on its policy environment, infrastructure development and the production of food that engages small holder farmers across the country.  We are grateful to Italy, which has agreed to co-host, for its legacy and continued leadership and support to food systems transformation.  It is important that we see leadership and sustainability of that support at the country level.

    The Stocktake will be different — it has to be — in response to many of the requests for us to have more focus and impact.

    First, we will be reflecting on progress since 2023, with a report from the system, but also a shadow report from our stakeholders.  Second, we will be partnering to track commitments and outcomes through national food systems pathways to accelerate SDG implementation.  And third, unlocking investments to sustain and scale transformative initiatives aligned with the SDGs.

    In preparations for the Stocktake, we are committed to an inclusive, cross-sectoral efforts and consultations.  We will hold a second briefing in Nairobi next week engaging UN headquarters in Nairobi, Rome and Geneva.  In addition, we will hold five regional briefings, on the margins of the United Nations Regional Forums on Sustainable Development, from March to May.

    We will also be engaging all our resident coordinators in UN country teams, at the country level so that they are fully engaged with our Member States in bringing to Addis Ababa the progress, and of course, the challenges and opportunities.

    At the same time, we will push progress towards food systems transformation, including through important gatherings this year — the fourth Financing for Development Conference in Spain, thirtieth Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) in Brazil, the second World Summit on Social Development in Qatar and the third United Nations Ocean Conference in France.

    These are all critical platforms to drive progress, harness collective action and create new investment opportunities.

    As Member States, you are at the forefront of this transformation.  Your leadership and coordination will be instrumental in ensuring that the Stocktake inspires real action at the national level.  The United Nations is with you — committed to creating sustainable, inclusive, healthy and resilient food systems everywhere, across all our regions, reaching everyone.

  • MIL-OSI United Nations: UN to continue Gaza vaccination campaign against polio

    The UN World Health Organization (WHO) announced on Wednesday that the mass polio vaccination campaign in Gaza which began successfully last year, will continue in the coming days.

    WHO said in a news release that more than 591,000 children under 10 years old will receive the vaccine to protect them from the highly infectious disease, beginning this weekend for an anticipated period of five days.

    The campaign follows the recent detection of poliovirus in wastewater samples in the shattered enclave which signal that the infection is still circulating in the enclave and putting children at risk.

    Individuals with low or no immunity provide the virus an opportunity to continue spreading and potentially cause disease,” WHO said.

    The UN health agency added that dreadful sanitary conditions in Gaza which include overcrowding in shelters and severely damaged water and sewer networks had created “ideal conditions for further spread of poliovirus”.

    The mass return of people to north and south Gaza during the ongoing ceasefire is also likely to increase the spread of polio, WHO warned.

    The campaign will be led by the Palestinian Ministry of Health with support from WHO, UN children’s agency UNICEF, the Palestine refugee relief agency (UNRWA) and other partners.

    The agency stressed that polio vaccines are safe and there is no maximum number of times a child should be vaccinated, with each dose providing extra protection. An additional round of shots is planned for April.

    As the Security Council prepared to gather on Wednesday to debate the international community’s response to the growing emergency in eastern Democratic Republic of the Congo (DRC), the UN’s top aid official there urged all warring parties to allow lifesaving relief supplies to reach the most vulnerable.

    “The rapid and uninterrupted expansion of the conflict, particularly in South Kivu province, continues to inflict a heavy toll on the civilian population,” said UN humanitarian coordinator for DRC, Bruno Lemarquis. “The population can no longer continue to pay such a heavy price for a conflict that continues to spread and now threatens the stability of the entire region.”

    The veteran aid official’s appeal came as yet more vulnerable people reportedly fled combat zones amid advancing and heavily armed Rwanda-backed M23 rebels. On Sunday the opposition fighters took control of Bukavu – the second major eastern DRC city to fall, in a matter of weeks.

    “It is imperative to put an end to the confrontations” and resume dialogue, Mr. Lemarquis insisted, as he echoed concerns stressed by the UN Secretary-General that the continuing M23 offensive threatens regional stability.

    For aid teams who remain committed to helping vulnerable and hard-to-reach communities impacted by the fighting, Mr. Lemarquis signalled that the most urgent priorities include reopening airports for humanitarian flights in Goma – capital of North Kivu and Kavumu in South Kivu, both now controlled by M23.

    ‘Tense’ situation in Bukavu

    The security situation in Bukavu remains tense, according to the UN aid coordination office, OCHA, which also reported that commercial boats have resumed services on Lake Kivu between Bukavu and Goma.

    Humanitarian partners have also reported widespread looting in various part of Bukavu over the weekend, including a UN World Food Programme warehouse containing 7,000 tonnes of supplies.

    “Several churches and collective centres in Bukavu are reportedly hosting displaced people,” OCHA noted in an update, adding that humanitarian assessment activities resumed on Tuesday “and will continue tomorrow as conditions permit”.

    In addition to the urgent need for humanitarian supply flights, the UN aid coordinator urged respect for international law regarding the rights of internally displaced people (IDPs). Just last week, relief agencies expressed concern at a 72-hour ultimatum issued by M23 representatives to IDPs in Goma who were told to go back to their villages.

    Any return can only take place on a voluntary basis, under safe, dignified and sustainable conditions, in accordance with international principles,” Mr. Lemarquis explained.

    Neutrality at core of mission

    The UN aid coordinator also insisted that relief teams’ “sole mission” was to provide vital assistance and protection to the most vulnerable, “wherever they may be…This action is guided by the humanitarian principles of neutrality, impartiality, humanity, and independence, without taking sides or engaging in political considerations.”

    The DRC emergency is one of the most complex humanitarian crises in the world; it follows decades of clashes between the Congolese armed forces and various non-State armed groups, widespread human rights violations and sexual violence.

    Humanitarian needs are staggering and not just in eastern DRC, according to the UN refugee agency, UNHCR, which noted that seven million people within the country are displaced and more than one million have sought asylum beyond the country’s borders.

    Most of these refugees are hosted by Angola, Burundi, the Republic of the Congo, Malawi, Rwanda, South Africa, Uganda, Tanzania and Zambia. At the same time, the DRC – a country seven times the size of Germany – also hosts more than half a million refugees and asylum-seekers.

    This latest crisis in DRC’s east has already uprooted hundreds of thousands of vulnerable people in a matter of weeks. Between 10 and 15,000 people have now crossed into neighbouring Burundi in a matter of days.

    “UNHCR urgently calls for increased support to assist refugees and prevent further suffering,” it said in an online appeal. “We also urge an immediate end to hostilities in eastern DRC to prevent more displacement and civilian harm.”

  • MIL-OSI United Nations: New Permanent Representative of Lao People’s Democratic Republic Presents Credentials to the Director-General of the United Nations Office at Geneva

    Daovy Vongxay, the new Permanent Representative of Lao People’s Democratic Republic to the United Nations Office at Geneva, today presented his credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Prior to his appointment to Geneva, Mr. Vongxay had been serving as Director-General of the Department of International Organizations at the Ministry of Foreign Affairs of Lao People’s Democratic Republic since 2021.  He also served as Deputy Director-General of the Department from December 2016 to June 2018. He served as Deputy Permanent Representative and Minister Counselor at the Permanent Mission of the Lao People’s Democratic Republic to the United Nations in New York from July 2018 to August 2021.  He also served at the Mission as Second and First Secretary from January 2011 to February 2014.

    Other posts Mr. Vongxay has held include Director of the United Nations Economic and Social Affairs Division at the Department of International Organizations at the Ministry of Foreign Affairs from March 2014 to November 2016; and Deputy Director of the Dialogue Partners Relations Division at the Department of the Association of Southeast Asian Nations at the Ministry from 2009 to 2010.  He was a desk official in various divisions of the Department starting October 1997.

    Mr. Vongxay has a Master of Science in International Cooperation Policy from Ritsumeikan Asia Pacific University, Oita, Japan (2006-2008); a post graduate diploma in translation and interpretation from Macquarie University in Sydney, Australia (January-December 1999); and a bachelor of arts from the National University of Laos (1992-1997).  He was born on 2 September 1975 in Houaphan Province, Lao People’s Democratic Republic, and is married with a daughter and a son.

  • MIL-OSI United Nations: Human Rights Council to Hold its Fifty-Eighth Regular Session from 24 February to 4 April 2025

    The United Nations Human Rights Council will hold its fifty-eighth regular session from 24 February to 4 April 2025 at the Palais des Nations in Geneva, starting with its high-level segment from 24 to 26 February, when dignitaries representing more than 100 Member States will address the Council.

    The session will open at 9 a.m. on Monday, 24 February under the Presidency of Ambassador Jürg Lauber of Switzerland. Delivering statements at the opening will be the Secretary-General of the United Nations, António Guterres; the President of the United Nations General Assembly , Philemon Yang; the United Nations High Commissioner for Human Rights, Volker Türk; as well as the Chief of the Federal Department of Foreign Affairs of Switzerland, Ignazio Cassis. The Council will be meeting in room XX of the Palais des Nations.

    On Monday, 3 March, the Council is scheduled to hear a global update by the High Commissioner for Human Rights on the situation of human rights around the world. The general debate on his global update will start following his presentation of a number of country-specific reports and updates.

    During the session, the Council will hold 30 interactive dialogues with the High Commissioner, his Office and designated experts, with Special Procedure mandate holders and investigative mechanisms, and with Special Representatives of the Secretary-General. The Council will also hold five enhanced interactive dialogues and one high-level dialogue, as well as nine general debates.

    The Council will also hold the annual high-level panel discussion on human rights mainstreaming with a focus on the thirtieth anniversary of the Beijing Declaration and Platform for Action; the biennial high-level panel on the death penalty ; panel discussions on early warning and genocide, HIV response and leaving no one behind, and on rights to work and to social security ; the annual interactive debate on the rights of persons with disabilities; the annual discussion on the rights of the child; and a commemoration of the International Day for the Elimination of Racial Discrimination.

    The Council will examine the situation of human rights in a number of countries under its various agenda items, including the situation in the occupied Palestinian territory, Eritrea, Sudan, South Sudan, Nicaragua, Afghanistan and Myanmar under agenda item two; in Iran, Syria, Venezuela, Ukraine, Belarus, the Democratic People’s Republic of Korea, and Myanmar under agenda item four; and in Mali, Haiti, Ukraine, the Democratic Republic of the Congo, South Sudan and Central African Republic under agenda item 10.

    The final outcomes of the Universal Periodic Review of 14 States will also be considered, namely those of Norway, Albania, Democratic Republic of the Congo, Côte d’Ivoire, Portugal, Bhutan, Dominica, Democratic People’s Republic of Korea, Brunei Darussalam, Costa Rica, Equatorial Guinea, Ethiopia, Qatar and Nicaragua. 

    Towards the end of the session, the Council will appoint three new members of the Expert Mechanism on the Rights of Indigenous Peoples.

    First Week of the Session 

    The fifty-eighth regular session will open at 9 a.m. on Monday, 24 February with a short opening meeting, followed by the start of the high-level segment, which will continue until 26 February, and during which the Council will hear addresses by more than 100 dignitaries. Intervening during the high-level segment will be the annual high-level panel discussion on human rights mainstreaming in the afternoon of 24 February and the biennial high-level panel on the death penalty in the morning of Tuesday, 25 February. The general segment will follow the conclusion of the high-level segment in the afternoon of Wednesday, 26 February.

    On Thursday, 27 February, the Council will hold an interactive dialogue on the High Commissioner’s report on the occupied Palestinian territory, including East Jerusalem, and the obligation to ensure accountability and justice, followed by enhanced interactive dialogues on the situation of human rights in Eritrea and on the High Commissioner’s report on Sudan, with the assistance of the designated Expert. Friday, 28 February, will see the conclusion of the discussion on Sudan, followed by an enhanced interactive dialogue on the report of the Commission on Human Rights in South Sudan. This will be followed by three interactive dialogues, the first on the report of the Group of Human Rights Experts on Nicaragua, the second with the Special Rapporteur on the situation of human rights in Afghanistan, and the third on the High Commissioner’s oral update on Myanmar.

    Second Week of the Session 

    At the beginning of the second week, on the morning of Monday, 3 March, the Council will hear the High Commissioner’s global update, then conclude the interactive dialogue on the High Commissioner’s oral update on Myanmar. This will be followed by the presentation of reports on the activities of the Office of the High Commissioner in Colombia, Guatemala and Honduras, and of another report on Cyprus, and oral updates on Sri Lanka and Nicaragua. The Council will then begin the general debate under agenda item two, namely the annual report of the High Commissioner for Human Rights and reports of the Office of the High Commissioner and the Secretary-General, which will conclude on Tuesday, 4 March. The Council will subsequently begin its considerations under agenda item three on the promotion and protection of all human rights, holding interactive dialogues with the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment and with the Special Rapporteur on freedom of religion or belief.

    On the morning of Wednesday, 5 March, the Council will hold a panel on early warning and genocide prevention, then conclude its interactive dialogue with the Special Rapporteur on freedom of religion or belief. This will be followed by an enhanced interactive dialogue on the report of the Office of the High Commissioner on transitional justice. Another panel will be held on Thursday, 6 March on HIV response and leaving no one behind, in addition to two interactive dialogues with the Special Rapporteur on the situation of human rights defenders and the Special Rapporteur in the field of cultural rights. A third panel will be held in the morning of Friday, 7 March on rights to work and to social security, followed by two interactive dialogues with the Special Rapporteur on the right to adequate housing and the Independent Expert on the rights of persons with albinism.

    Third Week of the Session 

    The Council will start its third week on Monday, 10 March with a focus on disability, beginning with an interactive dialogue with the Special Rapporteur on the rights of persons with disabilities, to be followed by the annual debate on the rights of persons with disabilities. The day will conclude with an interactive dialogue with the Independent Expert on foreign debt, which will continue in the morning of Tuesday, 11 March. Two more interactive dialogues will also be held on Tuesday with the Special Rapporteur on the right to food and the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism.

    Wednesday, 12 March will see a further three interactive dialogues with the Special Rapporteur on the right to privacy, and the Special Representatives of the Secretary-General on violence against children and on children and armed conflict, the latter of which will conclude on Thursday, 13 March. The focus on children will continue on Thursday, with the Council also holding its annual discussion on the rights of the child, the theme of which will be early childhood development, and starting an interactive dialogue with the Special Rapporteur on the sale of children, which will conclude on Friday, 14 March.

    On Friday, an interactive dialogue with the Special Rapporteur on the human right to a healthy environment will precede the presentation of reports by the open-ended intergovernmental working group on transnational corporations and other business enterprises with respect to human rights, the Secretary-General, the High Commissioner and his Office, followed by the start of the general debate on agenda item three.

    Fourth Week of the Session

    The first day of the Council’s fourth week, Monday 17 March, will be devoted to concluding the general debate on agenda item three. From Tuesday, 18 March, consideration of agenda item four, human rights situations that require the Council’s attention, will begin. First on the schedule is a joint interactive dialogue with the Special Rapporteur and the independent international fact-finding mission on the situation of human rights in Iran, followed by interactive dialogues with the independent international commission of inquiry on Syria, the fact-finding mission on Venezuela and the independent international commission of inquiry on Ukraine.

    On Wednesday, 19 March, after the conclusion of the dialogue with the commission of inquiry on Ukraine, three more separate interactive dialogues will be held with the group of independent experts on the situation of human rights in Belarus and with the Special Rapporteurs on the situation of human rights in the Democratic People’s Republic of Korea and in Myanmar.

    Thursday, 20 March, will see the Council hear the presentation of the High Commissioner’s report on the Democratic People’s Republic of Korea and his oral update of the situation of human rights in Venezuela. This will be followed by the general debate on agenda item four, which will conclude on the morning of Friday, 21 March. On Friday, the Council will also hold an interactive dialogue with the Special Rapporteur on minority issues, before beginning considerations under agenda item five on human rights bodies and mechanisms. After hearing the presentation of reports by the Forum on Minority Issues, the Social Forum, and the Special Procedures of the Council, it will commence the general debate on agenda item five.

    Fifth Week of the Session 

    The Council will start its fifth week on Monday, 24 March with its consideration under agenda item six of the final outcomes of the Universal Periodic Reviews of 14 States: Norway, Albania, Democratic Republic of the Congo, Côte d’Ivoire, Portugal, Bhutan, Dominica, Democratic People’s Republic of Korea, Brunei Darussalam, Costa Rica, Equatorial Guinea, Ethiopia, Qatar and Nicaragua. This consideration will continue through to the morning of Wednesday, 26 March, after which the Council will hold a general debate on agenda item six. This will be followed by the presentation of the reports of the High Commissioner and the Secretary-General under agenda item seven, namely the human rights situation in Palestine and other occupied Arab territories, and the general debate on this agenda item. The general debate under agenda item eight – follow-up and implementation of the Vienna Declaration and Programme of Action – is also scheduled to commence on Wednesday afternoon.

    Ending racism will be the Council’s theme for Thursday, 27 March. After concluding the debate under agenda item eight, it will hear the presentation of the report of the intergovernmental working group on the effective implementation of the Durban Declaration and Programme of Action, then hold its general debate on agenda item nine, namely racism, racial discrimination, xenophobia and related forms of intolerance, follow-up to and implementation of the Durban Declaration and Programme of Action. From 2:30 to 4:30 p.m., the Council will also hold a meeting in commemoration of the International Day for the Elimination of Racial Discrimination.

    Friday, 28 March will begin with the conclusion of the debate under agenda item nine, followed by three interactive dialogues conducted under agenda item 10 on technical assistance and capacity-building. The first dialogue will be with the Independent Expert on the situation of human rights in Mali; the second on the High Commissioner’s report on the situation of human rights in Haiti, with the participation of the Independent Expert on the subject; and the third on the High Commissioner’s oral update on the situation of human rights in Ukraine.

    Sixth Week of the Session 

    Monday, 31 March is a United Nations holiday. On Tuesday, 1 April, the Council will hold an enhanced interactive dialogue on oral updates by the High Commissioner and by the team of international experts on the Democratic Republic of the Congo, followed by an interactive dialogue on the report of the Office of the High Commissioner on technical assistance and capacity building for South Sudan and a high-level dialogue on the Central African Republic. At the end of the day, the Council will hear the annual presentation of the High Commissioner on technical cooperation and his oral update on Georgia, and the presentation of the report of the Board of Trustees of the Voluntary Fund for Technical Cooperation, followed by the general debate on agenda item 10.

    The general debate will conclude on Wednesday, 2 April, and the Council will then start to act on draft decisions and resolutions, appoint three new members of the Expert Mechanism on the Rights of Indigenous Peoples, and adopt the report of the fifty-eighth regular session, before closing the session on Friday, 4 April.

    The Human Rights Council 

    The Human Rights Council is an inter-governmental body within the United Nations system, made up of 47 States, which is responsible for strengthening the promotion and protection of human rights around the globe. The Council was created by the United Nations General Assembly on 15 March 2006 with the main purpose of addressing situations of human rights violations and making recommendations on them.

Mr. Efambe will also serve as Rapporteur of the Geneva-based body.

  • MIL-OSI United Nations: WFP and Republic of Korea boost food security and resilience for vulnerable families in Kenya

    NAIROBI – The United Nations World Food Programme (WFP) has welcomed a contribution of US$5 million from the Republic of Korea’s Ministry of Foreign Affairs (MoFA) to improve food security and build resilience for vulnerable communities in Kenya’s arid and semi-arid regions.

    With below-normal rainfall forecasted for the upcoming March-May rainy season, strengthening early warning systems is critical to help communities and government anticipate and prepare for extreme weather events.  

    “The Republic of Korea’s commitment to supporting vulnerable families in Kenya is commendable,” said Lauren Landis, WFP’s Country Director in Kenya. “This contribution comes at a time when people in the arid and semi-arid regions face the risk of both droughts and floods, exacerbating food insecurity and increasing humanitarian needs. This project will equip communities with the tools and resources they need to prepare and build sustainable livelihoods.”

    The contribution will enable WFP to support more than 158,000 people like smallholder farmers, pastoralists, women, and youth, to restore degraded ecosystems, create economic opportunities, and strengthen early warning systems to provide accurate and timely forecasts in Baringo, Mandera, Samburu, Tana River and Turkana Counties. 

    “The Republic of Korea recognizes the urgent need to build resilience and food security in Kenya,” said Nam Sangkyoo, the Republic of Korea’s Deputy Ambassador to Kenya. “By partnering with WFP, we are empowering communities to break the cycle of crises and build a future where they can thrive.”

    The Republic of Korea is a longstanding supporter of WFP’s work in Kenya and this contribution is in addition to past investments like resilience projects supported by the Korea International Cooperation Agency (KOICA) and rice contributions for refugees from the Ministry of Agriculture, Food and Rural Affairs (MAFRA).

  • MIL-OSI United Nations: 19 February 2025 Joint News Release Mass polio vaccination campaign to continue in the Gaza Strip

    The emergency polio outbreak response in the Gaza Strip is continuing, with a mass vaccination campaign scheduled from 22 to 26 February 2025. The novel oral polio vaccine type 2 (nOPV2) will be administered to over 591 000 children under 10 years of age to protect them from polio. This campaign follows the recent detection of poliovirus in wastewater samples in Gaza, signaling ongoing circulation in the environment, putting children at risk.  

    Pockets of individuals with low or no immunity provide the virus an opportunity to continue spreading and potentially cause disease. The current environment in Gaza, including overcrowding in shelters and severely damaged water, sanitation, and hygiene infrastructure, which facilitates fecal-oral transmission, create ideal conditions for further spread of poliovirus. Extensive population movement consequent to the current ceasefire is likely to exacerbate the spread of poliovirus infection. 

    Two previous vaccination rounds in the Gaza Strip were successfully conducted in September and October 2024, reaching over 95% of the target. As poliovirus is found to remain in the environment, additional vaccination efforts are needed to reach every child and strengthen population immunity. The presence of the virus still poses a risk to children with low or no immunity, in Gaza and throughout the region.   

    In 2024, health workers faced significant challenges accessing certain areas of central, north and south Gaza, which required special coordination to enter during the conflict. In inaccessible areas such as Jabalia, Beit Lahiya, and Beit Hanoun, where humanitarian pauses for the vaccination campaign were not assured, approximately 7 000 children missed vaccination during the second round. The recent ceasefire means health workers have considerably better access now.   

    No additional polio cases have been reported since a ten-month-old child was paralyzed in August 2024, but the new environmental samples from Deir al Balah and Khan Younis, collected in December 2024 and January 2025, confirm poliovirus transmission. The strain detected is genetically linked to the poliovirus detected in the Gaza Strip in July 2024. 

    The upcoming vaccination campaign aims to reach all children under 10 years of age, including those previously missed, to close immunity gaps and end the outbreak. The use of the oral polio vaccine will help end this outbreak by preventing the spread of the virus. An additional polio vaccination round is planned to be implemented in April.

    The campaign will be led by the Palestinian Ministry of Health and implemented with support from the World Health Organization (WHO), United Nations Children’s Fund (UNICEF), United Nations Relief and Works Agency for Palestine Refugees (UNRWA) and other partners. 

    Polio vaccines are safe and there is no maximum number of times a child should be vaccinated. Each dose gives additional protection which is needed during an active polio outbreak.   

    WHO, UNICEF, and partners welcome the recent ceasefire and urge for a lasting ceasefire that leads to long-term peace.

  • MIL-OSI United Nations: Launch of the Initiative to Raise 10 Million Euros to Create 350,000 Businesses for Young People in Cameroon

    Douala, February 20, 2025 –  The United Nations Migration Agency – International Organization for Migration (IOM), in partnership with the Ministry of Youth and Civic Education (MINJEC), is officially launching the fundraising initiative for the implementation of the Youth and Migration, Football Cameroon (YMM Football Cameroon) project. This initiative aims to mobilize resources and foster partnerships to tackle the urgent issue of irregular migration, while creating economic opportunities for young people on Cameroonian soil.

    An integrated analysis of data on migration patterns, reasons for travelling and demographic characteristics in Cameroon and the Central African Republic (CAR) revealed that economic factors (58%), family reunification (18%) and access to services (10%) are the main drivers of human mobility in Cameroon and the region:

    Through the YWAM Football Cameroon project, IOM and MINJEC aim to promote opportunities for young people to grow and develop at local level, to prepare them for a better future. The aim is to mobilize the sum of 10 million euros for the creation of 350,000 businesses to be run by young Cameroonians. The resources mobilized will specifically enable :

    • Promote alternatives to irregular migration through the development of local economic opportunities.
    • Raise awareness among young people of the risks and dangers of irregular migration;
    • Offer training and capacity-building opportunities to young Cameroonians;
    • Strengthen organizational and institutional frameworks related to migration;
    • Promote regular migration;
    • Support young people in setting up their own businesses.

    Today’s event in Douala will bring together representatives from the private sector, diplomatic missions, the diaspora and United Nations agencies.

    This project is in line with the three objectives of the IOM General Management Strategy 2024 – 2028, to invest in Cameroon’s future and build a better future for young Cameroonians.

  • MIL-OSI United Nations: Deputy Secretary-General’s remarks at the Member States’ Briefing on the Second Food Systems Summit Stocktake (UNFSS+4) [as delivered]

    Excellencies, distinguished delegates,
    Ladies and Gentlemen,

    It is a real pleasure to join our Permanent Representatives and welcome you all today. 

    As you all know transforming our food systems is essential to driving progress across the Sustainable Development Goals and delivering for everyone, everywhere – sufficient, nutritious food – now and in the future, particularly as we go towards the five years to deliver on the 2030 Agenda.

    That is why, in 2021, the UN Secretary-General convened the UN Food Systems Summit.  This established the foundation for a new, integrated approach to food systems—placing food at the heart of our efforts to address poverty, zero hunger, inequality, climate change, and biodiversity loss. 

    It has reshaped the global narrative, building an engine of transformation that recognizes food systems as a key lever to accelerate and reinforce SDG progress.

    Building on this momentum, the first Summit Stocktake, hosted by the Government of Italy in 2023, reaffirmed strong political will among nations. Countries pledged to increase the pace of their efforts towards sustainable, inclusive, and resilient food systems transformation.

    But it also highlighted persistent gaps and challenges. Among them, an urgent need to enhance public-private-community partnerships, and strengthen private sector engagement. 

    These crucial issues identified at the first stocktake, resulted in the UN Secretary-General’s Call to Action. 

     The Call identified six critical areas for concerted action, including: securing concessional finance, investments, budget support, and debt restructuring. It also emphasized addressing food security in crisis situations. 

    The proposed SDG stimulus – of $500 billion a year – was recognized as a game-changer, offering fiscal space and resources, including through SDR rechannelling. 

    Finance was emphasized as a critical component of food systems transformation, along with support of our Multilateral Development Banks in unlocking investments in this field. 

    Given the global context riddled with challenges of rising living costs, social inequalities, climate change, and geopolitical tensions, we will need all hands on deck to reach food systems transformations with the impact to advance on the 2030 Agenda. 

    Now, in just over five months, Addis Ababa will host the Second United Nations Food Systems Summit Stocktake. 

    We are grateful to the Government of Ethiopia for hosting this important event and for making our commitment to take the second stocktake to a developing country, a reality. Worth noting also is its leadership and extensive work on its policy environment, infrastructure development and the production of food that engages small holder farmers across the country. We are grateful to Italy, which has agreed to co-host, for its legacy and continued leadership and support to food systems transformation. It is important that we see leadership and sustainability of that support at country level.
     
    The Stocktake will be different, it has to be, in response to many of the requests for us to have more focus and impact.

    First, we will be reflecting on progress since 2023, with a Report from the system, but also a shadow report from our stakeholders.

    Second, we will be partnering to track commitments and outcomes through national food systems pathways to accelerate SDG implementation. 

    And third, unlocking investments to sustain and scale transformative initiatives aligned with the SDGs.

    In preparations for the Stocktake, we are committed to an inclusive, cross-sectoral efforts and consultations. 

     We will hold a second briefing in Nairobi next week engaging UN Headquarters in Nairobi, Rome and Geneva. 

    In addition, we will hold five regional briefings, on the margins of the United Nations Regional Forums on Sustainable Development, from March to May. 

    We will also be engaging all our Resident Coordinators in UN Country Teams, at the country level so that they are fully engaged with our member states in bringing to Addis Ababa, the progress and of course, the challenges and opportunities.

    At the same time, we will push progress towards food systems transformation, including through important gatherings this year – the Fourth Financing for Development Conference in Spain, UNFCCC COP 30 in Brazil, the Second World Summit on Social Development in Qatar, and the Third United Nations Ocean Conference in France. 

    These are all critical platforms to drive progress, harness collective action and create new investment opportunities.

    As Member States, you are at the forefront of this transformation. Your leadership and coordination will be instrumental in ensuring that the Stocktake inspires real action at the national level.

    The United Nations is with you –committed to creating sustainable, inclusive, healthy and resilient food systems everywhere, across all our regions, reaching everyone.

    We thank you for this important opportunity that will help us to shape the Stocktake in Addis Ababa in July.
