  • MIL-OSI United Nations: Mr. Jens Wandel of Denmark – Special Adviser to the Secretary-General on Reforms

    nited Nations Secretary-General António Guterres announced today the appointment of Jens Wandel of Denmark as Special Adviser to the Secretary-General on Reforms.  He was previously appointed to this function from 2018 to 2020 during the implementation phase of the reforms. 

    The Secretary-General has tasked Special Adviser Wandel with delivering an internal review of the progress made and remaining gaps implementing the reforms.  Working within and across all three reform streams (Sustainable Development, Peace & Security and Management), the Special Adviser will work to deepen the impact of the three reforms, including by recommendations to the Secretary-General for the key departments, the United Nations Sustainable Development Group, and the United Nations High-level Committee on Management.

    Mr. Wandel has had a distinguished service within the United Nations.  He served as the United Nations Office for Project Services (UNOPS) Executive Director (ad interim), the Secretary-General’s Designate for the COVID-19 Response and Recovery Fund, and the United Nations Development Programme (UNDP) Assistant Administrator, Director of the Bureau of Management.  He also held various positions at the country level, including as Resident Coordinator and UNDP Resident Representative in Turkmenistan and other UNDP positions in Kyrgyzstan and Viet Nam.  He brings a wide range of experience across operational, programmatic and policy matters, which is critical for implementing the key outstanding elements of the reforms.

    Mr. Wandel holds a Master of Arts equivalent in political science (development and public management) from the University of Aarhus, Denmark.  He is fluent in English and Danish.

  • MIL-OSI United Nations: Time for Reparatory Justice, Permanent Security Council Seats for Africa, Secretary-General Tells Continental Summit

    President Mohamed Ould Ghazouani — thank you for your leadership in the outstanding exercise of your mandate.  Presidente João Lourenço — parabéns e aguardo com expetativa a oportunidade de trabalhar consigo como novo Presidente da União Africana.

    I also want to give a very special expression of gratitude to the Chairperson of the African Union Commission, Moussa Faki, for his eight years of strong and permanent commitment to multilateralism and impeccable cooperation with the United Nations.  Dear Moussa, working with you is a privilege, a pleasure and an honour.

    The partnership between the African Union and the United Nations has never been stronger.  Together, we see an Africa brimming with hope and possibility.  You have a booming, enterprising population, including the largest number of young people in the world.  The African Continental Free Trade Area is poised to turbocharge the region’s economy.

    And calls to address the legacies of colonialism and slavery are growing louder, as reflected in your theme this year — and as reflected in the leadership of so many passionate voices for the liberation of Africa such as the great Dr. Sam Nujoma of Namibia whose life we celebrate and whose loss we mourn.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.  First, the profound impact of colonialism and the trans-Atlantic slave trade.  The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea.  Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.  It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.  Look no further than the United Nations Security Council. There is no excuse that Africa still lacks permanent representation in the twenty-first century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve — including with two permanent members of the Security Council. And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair.

    Correcting age-old injustices is essential to address here-and-now challenges.  And the good news is that we have many of the solutions we need.  Last year, you helped drive that effort at the United Nations, with the Pact for the Future.  I thank Africa for its support that was vital to approve the Pact.  Our task now is to make those commitments a reality.  South Africa’s Group of 20 (G20) Chairmanship could not come at a better time.

    Let me point to four areas for action.

    First, we must push for peace, security and alleviating appalling levels of human suffering.  Sudan is being torn apart before our eyes — and is now home to the world’s largest displacement crisis and famine.

    As we near the holy month of Ramadan, it is time for an immediate cessation of hostilities.  The international community must come together to stop the flow of weapons and the bankrolling of bloodshed.

    In the Democratic Republic of the Congo, the Congolese people have been suffering — yet again — from a brutal cycle of violence.  And the fighting that is raging in South Kivu — as a result of the continuation of the M23 [23 March Movement] offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs. There is no military solution.  The deadlock must end — the dialogue must begin. And the sovereignty and territorial integrity of the DRC must be respected.

    The conclusions of the recent joint EAC-SADC [East African Community-Southern African Development Community] Summit offer a way forward — with a renewed call for an immediate ceasefire and new momentum for regional efforts based on the Luanda and Nairobi processes.

    Now is the time for swift implementation.  And you can count on the continued support of the United Nations, including the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development.  And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission, and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza.  A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.  I welcome efforts by the parties to abide by the ceasefire agreement — and urge action for a permanent ceasefire and release of all hostages.

    Peace is possible in the Middle East — and that starts with tangible, irreversible and permanent progress toward the two-State solution — Israel and Palestine — living side-by-side in peace and security.

    On all fronts, we stand shoulder-to-shoulder with the African Union to advance security, stability, human rights and the rule of law.

    Second, we must keep working together to deliver the AU 2063 Agenda and the 2030 Agenda for Sustainable Development — and drive action on finance.  African countries pay up to eight times more to borrow than developed countries.  Twenty are in or at risk of debt distress.

    The Pact for the Future supports international a financial architecture reform to reflect today’s economy, ensuring fair representation, and urging effective action on debt relief.  And I will stand with Africa as a matter of justice and to right the historic wrongs.

    Third, the climate crisis.  Climate disasters are tearing across Africa:  Destroying lives, upending livelihoods, devastating economies, and inflaming conflict.  At the same time, the renewables revolution is unstoppable — and Africa is poised to become a global clean energy powerhouse.

    Yet today Africa receives just 2 per cent of global renewables investment.  Realizing Africa’s potential requires access to affordable finance — including by implementing the twenty-ninth Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) finance decision fully and on time  and supporting development of a road map to realize $1.3 trillion a year.

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat.  Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility.

    Developed countries must double adaptation finance.  And countries must significantly boost the Loss and Damage Fund.  Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States.  It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.  Too often, your countries are plundered — bound to the bottom of value chains — as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.  Africa’s minerals must benefit Africa’s people.

    Finally, we need action on new technologies, including artificial intelligence (AI).  Almost two thirds of all Africans have no reliable internet access.  We have a historic responsibility to ensure AI benefits humanity, not just a privileged few, States and businesses.

    The Global Digital Compact shares the ambitions of the African Digital Compact — universal connectivity, capacity- building, and responsible AI governance.  I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help the global South harness AI for the greater good.  Together, let’s ensure these commitments are honoured.

    The United Nations and the African Union stand united in our determination to deliver justice for your continent, leaving no one behind.  We have much to build upon.  So, together, let’s make commitments reality.  And say with one voice:  Viva Africa!

    Distinguished Members of the Committee, 

    Delegates, experts, friends,

    Greetings of peace! 

    We enter CEDAW deliberations on General Recommendation 41 on Gender Stereotypes at a moment of grave import for the human rights of women and girls and, indeed, their very bodily autonomy. 

    There is powerful pushback against the rights of women, in all their diversities, and particularly their reproductive rights. Across the globe, we discern fierce opposition that threatens decades of progress. 

    And what progress! 

    • Maternal mortality down by one third since the year 2000. 
    • Adolescent births have also dropped by a third over the same period.
    • More than 160 countries have passed laws to address domestic violence. 

    Yet within the halls of the United Nations, previously agreed longstanding language on gender equality, diversity and sexual and reproductive health and reproductive rights comes under attack with increasing frequency. In this game of diplomatic chess, women and girls are the disposable pawns.

    That’s not hyperbole. Gender stereotypes are not merely societal nuisances; they are deep-rooted causes of discrimination that affect women and girls in profound ways.

    The effects show in stories we at UNFPA constantly hear from girls our programmes support, like Amina. 

    Amina was a bright girl who excelled in her studies. She dreamed of becoming a doctor. Yet when she was 13, her parents told her she was to be married. In her village, girls were expected to marry young and raise children. 

    It’s a familiar story – one that plays out day after day, year in, year out, in communities around the world. Not all will have happy endings. Indeed, failure to act upon harmful gender stereotypes can mean a death sentence for a girl coerced into marriage or forced to bear children before her mind and her body are ready.

    Fortunately, Amina’s story took a good turn when UNFPA helped her find her voice, stand up for her rights and return to school. Now, she is inspiring other girls in her village to imagine a different future and pursue their dreams.

    In this context, thank goodness for the Convention on the Elimination of Discrimination against Women. CEDAW is a fundamental safeguard in our shared commitment to advancing gender equality. 

    Gender stereotypes remain an impediment to human progress. Stereotyping constrains women’s and girls’ access to sexual and reproductive health and rights by controlling their bodies, denying them autonomy in healthcare decisions, and perpetuating stigma and shame around their sexuality.

    Harmful stereotypes pose significant risks to economic, social and political stability. 

    They limit the participation of women in the workforce, contribute to the gender wage gap, restrict leadership opportunities and decrease productivity.  

    Women still earn just 77 cents for every $1 dollar paid to men, not to mention their unpaid labor in the home. Is it any wonder that poverty so often wears a woman’s face?

    Stereotypes increase all forms of gender-based violence. Now, with the rise of unregulated technology, they are being amplified and weaponized. Biased algorithms and toxic online interactions add yet another layer of disadvantage, discrimination and often violence, severely limiting the opportunities, potential and participation of women and girls. This must change.

    The ripple effects of these pernicious stereotypes touch every aspect of our lives and our societies.

    They drive political polarization, fracture communities and undermine the very foundations of democracy. By reinforcing harmful divisions, fueling bitter conflicts and exacerbating inequality, stereotypes contribute to a more fractured and unstable world, where progress and peace become ever more elusive.

    Gender equality is a fundamental human right. Yet gender discrimination persists, and factors such as age, race, class, disability and sexual orientation intersect to compound challenges for women and girls. 

    What more must be done to end the stereotyping of women of African descent and other ethnic minorities, which remains so pervasive in popular culture?

    This flattening of identities and experiences can have deadly consequences. A Black woman is told by her doctor that he is uncomfortable treating her with adequate pain medicine. Even though the woman is herself a doctor, and familiar with all the protocols, she is denied life-saving care.

    What happens when systems fail to truly ‘see’ a woman with disabilities in all her complexity? When we fail to see that she, too, has needs and desires?

    I am reminded of Mary, a young woman in Uganda with a physical disability. She has dreams for her life but tells us that she always feels invisible. Healthcare providers often overlook her sexual and reproductive health needs, assuming that she’s not sexually active.

    A local organization, supported by UNFPA, provided Mary with accessible information about her body, reproductive health and healthy relationships. We also trained healthcare workers to provide the inclusive, non-judgmental care all women, regardless of their abilities, deserve.

    Empowered with knowledge and confident in her rights, Mary has become an advocate for other women with disabilities, challenging the stigma and stereotypes that so often limit their right to make informed choices about their bodies and lives.

    The gender stereotypes that CEDAW aims to dislodge are deeply woven into the fabric of our societies, perpetuated by everyone from governments and the media to schools and healthcare systems.

    And let us remember, stereotypes don’t just harm women and girls. They affect everyone. That’s why I expect men to step up. 

    Men need to be willing to step away from roles that privilege their power and choices over women’s. Gender stereotypes affect them, too – how they express or suppress their emotions, the interests and jobs they pursue, their financial responsibilities and their recourse to violence and aggression. This in turn shapes laws, policies and many aspects of life, ranging from healthcare to employment.

    At UNFPA, we are tackling harmful gender stereotypes head on.

    We fight for laws that protect women and girls. We work with communities to shift harmful social and gender norms, and we support comprehensive sexuality education to help young people develop healthy attitudes and behaviours and to empower girls to become leaders. Education is transformative.

    Technology, too, can transform lives. Together with partners, UNFPA is working to create a digital world that is safe and accessible to all. We are taking the lead in demanding that big tech respect women and girls and make the digital space gender bias–free.

    We also work with boys and men, so that they become allies in the fight for gender equality and are not themselves trapped by harmful gender norms.

    Fathers’ Schools in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine, funded by the European Union and implemented by UNFPA and UN Women, are encouraging men to embrace their roles as engaged fathers while also creating pathways for women to thrive in the workforce.

    By shining a light on gender stereotypes as a grave human rights issue, setting clear international standards and holding States accountable, CEDAW, through this General Recommendation, can help drive societal change.

    Drawing on this General Recommendation, and in response to national demands, UNFPA will continue to support legislation, policies, and programmes that aim to eliminate discriminatory practices and social norms.

    Quoting Dr. bell hooks:

    “Stereotypes abound when there is distance. They are an invention, a pretense that one knows when the steps that would make real knowing possible cannot be taken or are not allowed.”

    Quoting Audre Lorde:

    “For the master’s tools will never dismantle the master’s house.”

    People of CEDAW,

    Continue to formulate processes that give a woman her own money – that’s power, beyond empowerment. Wallet autonomy.

    Continue to deliver self-agency, self-determination and bodily autonomy. That’s part of human dignity.

    Fashion changes to match the female face of healthcare and caregiving, and also adapt to the female face of logistics, of shipping and other industries that are newly big employers of women.

    From menarche through menopause and across a woman’s life course, hopefully, to healthy longevity – break stereotypes and allow people to speak to what matters.

    Distinguished Delegates,

    In this uncertain moment, don’t fail to stand with women – all women – unapologetically, without reservation.

    The nature of your noble mandate calls you to be selfless, but allow me to add that you also need to look after your own self, with kindness.

    Sisters, I encourage you to renew your personal commitment to Article 24 of the Universal Declaration of Human Rights: Women absolutely have the right to rest and leisure. 

    In closing, I urge each of you, whatever your role—whether in government, civil society, academia, United Nations agencies or other stakeholders—to engage actively in the development of this General Recommendation.

    This is not the time to roll back the clock on women’s rights and choices. Yes, compromise will be necessary. Yet set the essential boundaries. Hold fast to long-standing international norms. Stand up for women and stay inspired. 

    The pendulum swings. So, again, seek what inspires you. Because the march continues. And your work saves and transforms lives.

    Let us keep moving forward – together.

  • MIL-OSI United Nations: Sovereignty and territorial integrity of Ukraine paramount, Security Council hears

    A senior UN political affairs official on Monday reaffirmed that any peace deal in Ukraine must respect the country’s sovereignty, independence, and territorial integrity, in accordance with the UN Charter and international law.

    Briefing ambassadors in the Security Council ahead of the third anniversary of Russia’s full-scale invasion of Ukraine, Miroslav Jenča, Assistant Secretary-General for Europe in the political and peacebuilding department (DPPA), stressed diplomatic efforts must focus on securing a just and lasting peace.

    “The United Nations encourages dialogue among all stakeholders and welcomes all genuine efforts and initiatives, with the full participation of Ukraine and the Russian Federation, that would alleviate the impact of the war on civilians and de-escalate the conflict,” he said.

    He also reiterated Secretary-General António Guterres’ position that “any peaceful settlement must respect the sovereignty, independence and territorial integrity of Ukraine, in line with the UN Charter, international law and resolutions of the General Assembly.”

    The Security Council session coincided with the 10th anniversary of resolution 2202, which endorsed the now-defunct Minsk agreements of 2015 signed by the representatives of European security pact, the OSCE, Russia, Ukraine and leaders of the pro-Russian separatists in the occupied east of Ukraine following Russia’s annexation of Crimea.

    The unanimously adopted resolution included a “package of measures” as its annex, including an immediate and comprehensive ceasefire in the Donetsk and Luhansk regions of Ukraine, as well as the withdrawal of all heavy weapons by both sides by equal distances to create a security zone.

    A stark reminder

    Mr. Jenča noted that the anniversary serves as a stark reminder of past diplomatic efforts to de-escalate tensions and as an opportunity to reflect on the consequences of failing to forge a peace through international diplomacy.

    He commended the OSCE Special Monitoring Mission for its eight years of work in tracking ceasefire violations and facilitating dialogue, noting that the experience offers key lessons for future diplomatic efforts.

    The Minsk agreements have taught us that agreeing on a ceasefire or the signing of an agreement alone do not ensure a durable end to the violence,” Mr. Jenča said.

    “Ensuring that the conflict does not reoccur and does not escalate will require genuine political will and understanding of its multi-dimensional complexity, for Ukraine and for the region.”

  • MIL-OSI United Nations: UN launches $6 billion Sudan appeal, as famine takes hold

    More than one in two people in war-torn Sudan have too little to eat, famine “is taking hold” and sexual violence is rife, the UN’s top aid official said on Monday, as the global body launched an appeal for $6 billion to avert a humanitarian catastrophe in the devastated country and beyond.

    “Civilians [are] paying the highest price, shelling, airstrikes [are] continuing unabated, killing and injuring civilians, damaging and destroying critical infrastructure, including hospitals,” said Emergency Relief Coordinator Tom Fletcher.

    “An epidemic of sexual violence rages,” he warned, adding that children are being killed and injured, amid reports of intensifying fighting in South Kordofan in recent weeks – “another state in which famine conditions have recently been confirmed”.

    Speaking in Geneva, Mr. Fletcher explained that the UN 2025 humanitarian and refugee response plans for Sudan aim to assist nearly 26 million people inside the country and across the region who face a desperate situation.

    After nearly two years of conflict, a staggering 12 million people in Sudan and across borders have been displaced.

    The UN aid chief said that he welcomed a conversation just days ago with General Abdel Fattah al-Burhan – leader of the Sudanese Armed Forces – “about the importance of keeping Adre crossing open [from Chad]. But this is a fraction of what is needed and each movement only happens after complex engagement and bureaucratic processes,” he stressed.

    Famine conditions

    According to the UN World Food Programme (WFP), famine has been confirmed in more than 10 locations in Sudan; another 17 are on the brink of famine. 

    The situation is a “collective failure that shames the global community”, WFP Executive Director Cindy McCain told the Geneva meeting via video link. 

    “This is a full-scale hunger crisis and I’m going to call it a catastrophe”, Ms. McCain continued. “The civil war has killed thousands, uprooted millions and set the country ablaze, and yet it’s forgotten,” despite being “the epicentre of the world’s largest and most severe hunger crisis ever”.

    Highlighting the fact that Sudan is also the world’s biggest displacement emergency, UN refugee agency chief (UNHCR), Filippo Grandi, condemned the continuing “military logic” of the rival armies that have waged war against each other since April 2023.

    “The logic is, let’s achieve victory, let’s make advances, let’s progress militarily,” he said, referring to the Sudanese Armed Forces – led by General Abdel Fattah al-Burhan – and the paramilitary Rapid Support Forces, under Mohamed Hamdan Dagalo.

    Suffering and neglect

    “The logic continues to neglect the situation of ordinary Sudanese that are killed, displaced and suffer all sorts of hardship.”

    Echoing Mr. Fletcher’s observation that it might be difficult to understand why the UN and its partners were issuing such a large appeal for funding at a time of deep cuts to overseas aid by UN Member States, the UN refugee agency chief explained that needs were immense, with one in three Sudanese uprooted by the violence.

    “Social systems, health systems, education – kids haven’t gone to school, almost 13 million people are displaced,” he said.

    The country is being destroyed; at its foundations, everything is collapsing,” Mr. Grandi insisted, in an appeal to the international community to “step up and help”, not just to ensure that emergency aid and life-saving protection can continue without disruption, but also to end the violence and restore peace to Sudan.”

    Age-old conflict dangers

    Across Sudan, women and girls continue to suffer through appalling patterns of conflict-related sexual violence,” and young men have been forcibly recruited to fight, Mr. Fletcher noted. “The collapse of the education system has compounded the risks faced by Sudanese girls: child marriage, gender-based violence.”

    Although access “remains heavily constrained, particularly where the fighting is most acute”, the UN relief chief insisted that the appeal offered “a lifeline to millions” once the fighting stops, as he appealed for better access “by land, sea and air to those who need help”.

    WFP chief Ms. McCain explained that millions of civilians had lost their livelihoods while humanitarians struggled to reach those in need because of access restrictions.

    Agricultural production has also been decimated, driving up prices by 500 per cent in some areas, resulting in millions of displaced who have no access basic food staples.

    Nearly 16 million reached in 2024

    With $1.8 billion in support last year, humanitarian organizations reached more than 15.6 million people across Sudan. Assistance included food and livelihoods support for more than 13 million people as well as water, sanitation and hygiene support, health and nutrition, and shelter assistance.   

    Humanitarian organizations working in neighbouring countries provided lifesaving assistance delivering food to over a million people, medical support to half a million and protection services to over 800,000.

    For its part, WFP reached more than eight million people with lifesaving aid in 2024 but continues to face widespread access constraints caused by the fighting.

    Famine conditions have been reported in at least five locations in Sudan including displacement camps in Darfur and in the western Nuba Mountains, according to a joint press release from the UN aid coordination office, OCHA, and UNHCR.

    “Catastrophic hunger is expected to worsen by May when the lean season begins. With continued fighting and basic services having collapsed across most of the country, the crisis is set to get worse,” it noted.

    Rape as weapon of war

    Shaza Ahmed, Executive Director of Nada El Azhar – who is a gender based violence (GBV) coordinator in Sudan – said that “women and girls paid a hefty price, as GBV is used as a weapon of war”, compounding a lack of access to health services, education and employment.

    In 2024, more than 50,000 of the most vulnerable women and girls received dignity kids and over 225,000 people received GBV-services such as mental health or psychological support.

    Among the biggest challenges now are protection of female staff and access to communities as well as the overall funding crisis.

  • MIL-OSI United Nations: 17 February 2025 Departmental update WHO launches new technical brief on encephalitis

    WHO has published a new technical brief on encephalitis , a serious, life-threatening neurological condition characterized by inflammation of the brain.

    Encephalitis affects people across all age groups, has high mortality and often leads to significant long-term complications (sequelae) including hearing loss, seizures, limb weakness, and difficulties with vision, speech, language, memory and communication. Globally in 2021, encephalitis was the fourth leading cause of neurological health loss (i.e. disability-adjusted life years, DALYs) in children aged under 5 years and the 13th across all age groups.

    Many different pathogens can cause encephalitis. Herpes simplex (HSV) is the most common cause of encephalitis globally. Autoimmune encephalitis, an inflammatory brain disorder driven by the immune system, is also increasingly recognized as a cause.

    Some pathogens are spread by mosquitoes and ticks (vector-transmitted). Others can be prevented by vaccines, including influenza, varicella-zoster virus (VZV), rabies, poliomyelitis and encephalitis linked to measles, mumps and rubella (MMR). Some pathogens, like Japanese encephalitis virus (JEV), are both transmitted by vectors and can be prevented through vaccination.

    Encephalitis is a growing global concern due to population density, intensive farming, climate change, vaccine hesitancy, and human-animal proximity, especially in under-resourced communities.

    The technical brief, which forms part of the implementation of the broader Intersectoral global action plan on epilepsy and other neurological disorders (IGAP), draws attention to the lack of access to essential care, especially in low-and middle-income countries. 

    Worldwide, people living with encephalitis and associated disabilities continue to have difficulties accessing treatment and rehabilitation, and many also experience discrimination and human rights violations, further underscoring the need for urgent action.

    The brief covers the diagnosis, treatment and care of encephalitis (i.e. care pathways; diagnosis; treatment; care, including social protection and welfare; rehabilitation; and an interdisciplinary workforce). It also addresses surveillance and prevention (i.e. vaccines and vector control), and research, advocacy and awareness.

    “Encephalitis is a growing public health challenge, and by prioritizing it within global and national health agendas and strengthening collaboration, we can reduce its impact and save lives,” said Dr Tarun Dua, Head of the Brain Health Unit, WHO. “These efforts will not only improve health outcomes and quality of life for those affected and their families but also result in stronger more resilient health systems.”

    This technical brief is based on evidence from a WHO-commissioned scoping review  and discussions held at a WHO-convened meeting, Why encephalitis matters? with people with lived experience and carers, academics, researchers and service providers.

    The following statement was issued today by the Spokesman for UN Secretary-General António Guterres:

    The Secretary-General strongly condemns the attack on a United Nations Interim Force in Lebanon (UNIFIL) convoy near Rafik Hariri International Airport, Beirut on 14 February, in which several peacekeepers were injured by a group of protestors on the main road to the airport.  A UNIFIL vehicle was also set ablaze.

    Such attacks are absolutely unacceptable.  The perpetrators must be held accountable.  The safety and security of UN personnel and property must be respected at all times.  Attacks against peacekeepers are in breach of international law, including international humanitarian law as applicable, and may constitute war crimes.

    Our blue helmets are continuing to work in Lebanon to support the parties to uphold their obligations under Security Council resolution 1701 (2006).

    Pursuant to resolution 1701 (2006), UNIFIL must be allowed unrestricted freedom of movement throughout Lebanon in the implementation of its mandated activities.

    The Secretary-General again urges the parties to uphold their obligations and work towards the full implementation of  resolution 1701 (2006) and its ultimate goal, a permanent ceasefire between Lebanon and Israel.

    The UN World Food Programme (WFP) has condemned the looting of thousands of tonnes of relief supplies in the city of Bukavu in the eastern Democratic Republic of the Congo (DRC), after Rwanda-backed M23 rebels swept in at the weekend, reportedly meeting little resistance.

    In an online message on Monday, the WFP said that it “condemns the pillage of its warehouses in Bukavu in South Kivu…the food supplies kept there were meant to provide vital support to the most vulnerable families who now face a growing humanitarian crisis”.

    Looters made off with 7,000 tonnes of humanitarian food supplies, the UN agency said, adding that as violence spreads and access to food becomes increasingly difficult, “WFP stands ready to resume essential food aid to the most vulnerable as soon as it is safe to do so”.

    The UN agency also urged all parties to the conflict “to respect their obligations vis-à-vis international humanitarian law”, which includes the protection of civilians and humanitarian workers.

    The development came as M23 fighters made continuing gains in eastern DRC, after taking control of Goma – capital of North Kivu province – at the end of January. Hostilities have continued in this mineral-rich region for decades amid a proliferation of armed groups, forcing hundreds of thousands to flee their homes.

    Aid routes blocked

    In an alert, the top UN aid official in the country, Bruno Lemarquis, warned last Thursday that a shortage of humanitarian routes was threatening the aid operation in the mineral-rich region.

    Before the M23’s latest offensive at the beginning of the year, Mr. Lemarquis recalled that the humanitarian situation in South Kivu was already dire.

    Roughly 1.65 million people, or just over 20 per cent of the province’s population, had been displaced for a wide range of reasons.

    On Saturday, the UN Secretary-General warned of the potential for the conflict to spark a regional war, before calling for “African diplomacy to solve the problem”.

    Speaking on the sidelines of the African Union Summit, António Guterres told journalists that it was “time to silence the guns, it’s time for diplomacy and dialogue. The sovereignty and territorial integrity of the DRC must be respected.”

    MONUSCO, the international UN peacekeeping force in DRC, will continue to provide support, the UN chief continued, although he cautioned that “a peacekeeping force can’t solve the problem because there is no peace to keep”.

    He insisted, on the other hand that the conflict “will be solved if there is an effective African unit and African diplomacy to solve the problem”.

    Mr. Guterres pointed to the crucial importance of efforts such as the recently held joint summit by the South African Development Community in Tanzania, which resulted in a clear pathway for an immediate ceasefire.

  • MIL-OSI United Nations: WP.6: Group of Experts on Risk Management in Regulatory Systems 15th Annual Meeting

    During the annual session of this group, members will be asked to appoint the chair and vice chair(s) for the coming period. These nominations are done on an annual basis, with no limit on the number of times an officer can be re-nominated. Each group shall have a chair and a vice chair (there can be a maximum of two vice chairs).

    The procedures applied are described in document ECE/CTCS/WP.6/2023/12.

    Candidature:

    The nominated individual must be a member of the subgroup and the nominations must be received from another member from this or another subgroup of WP.6 (self-nominations are not accepted). A member can only submit one nomination. The nominations will be scrutinised by the WP.6 chair who may refer it through the secretariat to the member State Mission in Geneva to the United Nations. Following such examination, the nomination may be excluded from further consideration at the discretion of the WP.6 chair and/or the member State Mission in Geneva to the United Nations (based on the individual’s expertise, potential reputational risks to WP.6 or other considerations). The candidates’ profiles are then circulated by the secretariat at least one week prior to the meeting (either published on the website or sent by email to the subgroup’s members). If voting is necessary to appoint an officer of the subgroup, the secretariat will publish the procedure to be applied at least one week prior to the meeting.

    Responsibilities:

    Subgroup chairs are responsible for the meetings of the subgroup and presenting subgroup reports to the WP.6 annual session. This can be delegated by the chair to a vice chair or another member of the respective subgroup. The subgroup chair ensures the meetings are held in a professional, open and inclusive manner promoting transparency both internally and externally. The subgroup chair, with the assistance of the secretariat, ensures that all topics discussed within the subgroup are in line with the Programme of work and that deliberations are properly recorded.

    One of the subgroup vice chairs may act as chair in case of absence of the latter. Subgroup vice chairs attend subgroup annual meetings, bureau meetings and relevant meetings. They carry out tasks assigned to them by the chair.

    Subgroup bureau members should make every effort to attend their respective subgroup’s meetings, as well as the WP.6 annual session, preferably in person. All officers should give advance notice to the WP.6 chair and/or secretariat if they are unable to attend meetings. All officers are expected to participate in the work of WP.6 in a spirit of cooperation to effectively promote the work of the Working Party according to its mandate. The subgroup chair or the WP.6 chair should take up the matter of attendance at meetings or constructive participation if the need arises.

    Nomination procedures:

    If there is more than one candidate for any given position, or there is a request from a member State, the secretariat will prepare and publish a nomination procedure at least one week prior to the event.

    Kuwait, 9 February 2025 – The Early Warnings for All Multistakeholder Forum for the Arab States, held ahead of the Sixth Arab Regional Platform for Disaster Risk Reduction, underscored the urgent need to strengthen early warning systems across the region. Co-led by the United Nations Office for Disaster Risk Reduction (UNDRR) and the World Meteorological Organization (WMO), the forum brought together governments, scientific experts, private sector actors, and civil society organizations to discuss advancements in early warning technologies and strategies for risk communication.

    As climate-related disasters increase in both frequency and intensity, the forum emphasized that Multi-Hazard Early Warning Systems (MHEWS) are critical in saving lives and reducing economic losses. Experts highlighted innovative approaches, including artificial intelligence (AI), machine learning, and IoT-based forecasting, to improve accuracy and ensure that warning messages reach communities at risk.

    In his remarks, Dr. Abdulla Al Mandous, President of the World Meteorological Organization, reaffirmed that Early Warning for All (EW4All) is a top priority, stressing that “strengthening early warning systems, improving climate services, and enhancing regional and international partnerships are essential pillars for effective disaster risk reduction.”

    Key outcomes and commitments 

    Discussions at the forum emphasized the urgent need for governments and stakeholders to accelerate investments in early warning systems, ensuring that every country in the region reaches full operational capacity. Expanding and modernizing forecasting infrastructure, strengthening risk assessments, and investing in capacity-building emerged as critical priorities to enhance disaster preparedness.

    Recognizing that disasters do not respect borders, participants also called for stronger regional and cross-border cooperation. Enhanced data sharing, joint risk assessments, and the establishment of regional climate outlook forums were highlighted as essential measures to address transboundary hazards. Strengthening collaboration between national meteorological agencies, disaster risk management institutions, and local communities will be key to improving forecasting accuracy and ensuring timely, coordinated responses to climate-related threats.

    At the heart of the discussions was a strong call for people-centered early warning systems that leave no one behind. The forum underscored the need to ensure that alerts and preparedness measures reach all communities, particularly women, youth, displaced populations, and persons with disabilities. Community-based approaches, improved risk communication, and greater accessibility to warning information were identified as crucial components in ensuring that early warnings translate into early action.

    Kamal Kishore, Special Representative of the UN Secretary-General for Disaster Risk Reduction, emphasized the need for multi-stakeholder collaboration, stating: “No single entity can build and maintain an effective early warning system alone. Governments, the private sector, academia, and civil society must work together to make sure no one is left behind.”

    By fostering regional cooperation, technological innovation, and inclusive approaches, the Early Warnings for All Forum laid the groundwork for scaling up early warning systems across the Arab region. These discussions informed the deliberations at the Sixth Arab Regional Platform for Disaster Risk Reduction, ensuring that early warning remains a central pillar of resilience-building efforts.

    Ann-Kathryne Lassegue, the new Permanent Representative of Haiti to the United Nations Office at Geneva, today presented her credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Prior to her appointment, Ms. Lassegue had been serving as Head of Mission a.i. at the Permanent Mission of Haiti to the United Nations Office in Geneva since June 2024, and prior to that, as Minister Counsellor at the Mission since 2021.  She served as Head of Mission a.i. at the Embassy of Haiti in Canada from 2020 to 2021, and as Minister Counsellor from 2014 to 2021.  She served as Minister Counsellor at the Embassy of Haiti in Benin from 2012 to 2014.

    Ms. Lassegue holds a master’s degree in international development and globalization from the University of Ottowa (2021) and a master’s degree in international relations from the University of New York (2010), as well as a bachelor’s degree in political science from Queens College of New York (2008) and a bachelor’s degree in sociology from the University of Bordeaux (2005).  She is married with two children.

    UN Secretary-General António Guterres has welcomed the latest round of hostage releases in Gaza and the continued implementation of the ceasefire between Israel and Hamas.

    A note to media correspondents was released by the UN on Sunday, a day after the release of three Israeli hostages from Gaza, in exchange for 369 Palestinians held in Israel’s jails. The exchange forms part of the first phase of a ceasefire deal between the two sides which came into effect on 19 January.

    The deal is split into three phases, and phase one also includes the removal of Israeli forces from populated areas of Gaza, permission for Palestinians to return to their neighbourhoods and a significant increase in the numbers of aid deliveries allowed into the occupied territory.

    Despite tensions, phase one, which is due to be completed on 1 March, has proceeded largely according to plan. After that date, negotiations should begin on the next stage, which involves a permanent ceasefire between the two sides.

    The document states that the UN remains fully engaged in supporting the implementation of the deal, including helping to facilitate the delivery of critical humanitarian aid to Palestinians in Gaza.  Mr. Guterres reiterates his call for all parties to uphold international humanitarian law and international human rights law.

    Leaders, ministers and officials from over 100 countries are set to advance commitments and actions to strengthen road safety worldwide at the Fourth Global Ministerial Conference on Road safety that will be hosted by the Kingdom Morocco and the World Health Organization (WHO] in Marrakech this week.

    Leaders are set to endorse the ‘Marrakech Declaration on Global Road Safety’ which urges countries to make road safety a political priority and boost actions to achieve the goal of halving global road deaths by 2030 as set out in the Decade of Action for Road Safety 2021-2030 and the United Nations Sustainable Development Goals. 

    Road crashes kill nearly 1.2 million people each year, which is more than two deaths every minute. Road crashes cost most countries around 3 to 5 per cent of their gross domestic product (GDP) and transport accounts for around a quarter of the world’s harmful greenhouse gas emissions.

    “Road safety is a priority for people, planet and prosperity. It underpins individual opportunity and sustainable development globally. The Marrakech Declaration calls for a step-change in efforts to reduce road deaths and ensure safe and sustainable mobility for everyone. No road deaths are ever acceptable, or necessary, and we must double-down on our efforts to apply proven solutions,” said Mr Abdessamad Kayouh, Minister of Transport and Logistics for the Kingdom of Morocco. 

    The Marrakech Declaration calls on governments to implement all recommendations set out in the Global Plan for the Decade of Action for Road Safety 2021-2030, including strengthening laws, safety regulations and coordination across government. The Global Plan calls for more cross-border knowledge-sharing, technical support, technology transfer and research into emerging technologies, as well as efforts to make walking, cycling and public transport more accessible for everyone.

    “Road deaths are preventable and making roads safe for everyone is within our reach. We know what to do, and this conference marks a clear call to urgent action. Leaders are making new commitments and advancing actions to save more lives but much more still needs to be done,” said Dr Etienne Krug, WHO Director of the Department for the Social Determinants of Health.

    The latest WHO Global Status Report on Road Safety (2023) shows that road deaths fell slightly to 1.19 million per year in 2021, which was a 5% reduction in fatalities since 2010. More than half of all UN Member States reported a decline in deaths over this period and 10 of these countries managed to halve deaths in the last 10 years, showing that a 50% reduction in a decade is possible. 35 of these countries reduced the number of deaths by between 30 and 50% between 2010 and 2021.

    The Fourth Global Ministerial Conference on Road Safety takes place in Marrakech, Morocco on 18-20 February, with the theme of “Commit to Life”. Around 2500 delegates, including ministers, heads of national road safety agencies, government representatives, parliamentarians and experts from the United Nations, civil society, business and academia are attending.

    Focus areas for the conference include road safety governance, emerging trends in mobility, financing, working with the private sector, road traffic injury data, connections with other health, transport, environment and development agendas, and as the first-ever Global Ministerial Conference on Road Safety to be held on the African continent, a focus on Africa.

    WHO is hosting and participating in a series of events at the conference, including a meeting of the Global Network of Heads of National Road Safety Agencies in partnership with the World Bank, and sessions on road safety governance, data, legislation and enforcement and strategic communications.

    The UN Secretary-General, António Guterres, emphasized the potential of Africa and its young population and called for global reforms to right the injustices of the past, in remarks delivered to the high-level African Union (AU) summit on Saturday.

    “The partnership between the United Nations and the African Union has never been stronger,” said the UN chief, striking a positive tone from the outset. “Together, we see an Africa brimming with hope and possibility.”

    The Secretary-General noted the “booming, enterprising” young population of the continent and the wealth of renewable resources it offers, and expressed high hopes for the future of the African Continental Free Trade Area, which aims to reduce trade barriers between African countries.

    Mr. Guterres was speaking on the first day of the annual meeting of the regional organization, held at African Union Headquarters in Addis Ababa, Ethiopia, amid conflict and tensions in several AU member states, notably Sudan and the Democratic Republic of the Congo.

    Time for reparations and reform

    In a reference to the theme of this year’s summit – Justice for Africans and People of African Descent Through Reparations – Mr. Guterres acknowledged that decolonization and independence, a major preoccupation of the UN’s work during its early years, had not solved the underlying challenges faced by Africans, many of which are a legacy of colonialism and the trans-Atlantic slave trade, two “colossal and compounded injustices.”

    Many of the UN’s member states were still colonies when multilateral systems were created in the mid-Twentieth Century, and the Secretary-General pointed the finger at the need for reform of his own organization, describing the lack of permanent African representation on today’s Security Council as inexcusable. “I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council,” he promised.

    Mr. Guterres went on to reiterate calls he has made on several occasions for reform of the international financial architecture, which is hampering the development of many African economies, beset by expensive debt repayments and high borrowing costs, which limits their capacity to invest in education, health and other essential needs.

    ‘Sudan is being torn apart before our eyes’

    The UN chief outlined peace and security as a priority area for multilateral action, drawing particular attention to Sudan, the largest displacement and famine crisis in the world, and a country “being torn apart before our eyes.” Here, the strong links between the African Union and the UN can provide an “anchor” for a coalition to end the war, he proposed.

    As he spoke, international broadcasters carried news of the latest military gains made by the M23 rebels in the Democratic Republic of the Congo (DRC). The group has reportedly entered Bukavu, DRC’s second city, facing little resistance from the Congolese army.

    The offensive threatens to “push the entire region over the precipice,” warned Mr. Guterres, adding that there is no military solution to the country’s conflict, and that it can only be solved by dialogue. Meanwhile, he declared, MONUSCO, the UN peacekeeping force in DRC, will continue to provide support.

    Drive progress towards development and a ‘renewables revolution’

    Mr. Guterres then turned to development, proposing that progress can be driven by gender equality, clean energy, food systems transformation, and digitalization. The Pact for the Future, a landmark international agreement adopted by the nations of the world in 2024, outlines support for reforming the international financial architecture, which currently sees African countries pay up to eight times more to borrow than developed countries, and commits wealthier nations to advancing a development stimulus package of $500 billion a year.

    The climate crisis was characterized as both the cause of numerous disasters and an opportunity for the continent to play a leading role in the transition to a clean, low carbon global economy.

    Africa currently receives just two per cent of global renewables investment, but financial reforms could help the continent to become a “global clean energy powerhouse,” and help to redress an unjust situation, in which Africa suffers disproportionately from man-made changes to the environment caused by the actions of the developed world.

    Bridging the “Digital Divide” by supporting Africa’s capacity to benefit from new technology, notably artificial intelligence, was also flagged by the Secretary-General as a key area of concern. Almost two-thirds of all Africans have no reliable internet access, and by 2035 more young Africans will enter the job market annually than the rest of the world combined.  “They need the skills to thrive,” he declared.

    Forthcoming UN actions to help boost access to the digital economy include a report on initiatives to help the Global South harness AI for the benefit of all, a proposal for an International Scientific Panel on AI, and a Global Dialogue on AI Governance.

    Good afternoon. 

    Over these past three days in Addis Ababa, I have met many leaders from across the continent to discuss challenges across the spectrum.

    I want to emphasize that despite the many tests facing Africa, we start from a position of strength. 

    As I said in my remarks to leaders this morning, the partnership between the African Union and the United Nations has never been stronger. 

    And this is an especially vital time to build – not least with South Africa’s historic chairing of the G20 this year. 

    Africa is a continent of possibility and hope, but we also cannot sidestep or sugarcoat essential truths. 

    Africa has unique needs – and, as the theme of this Summit highlights – Africa faces unique obstacles. 

    Namely, the profound and deeply rooted legacies of colonialism and the trans-Atlantic slave trade.

    Century upon century of exploitation. 

    Decade upon decade of economic, social and institutional underinvestment.  

    Year upon year of neglect.  

    The result – sometimes by accident, but often by design – is a playing field that is stacked against Africa. 

    A United Nations Security Council where Africa still inexplicably lacks permanent representation.

    And an international financial architecture where the power and place of Africa is not fairly at the table. 

    Correcting age-old injustices is essential to addressing immediate challenges.

    My discussions here, broadly speaking, focused on four areas. 

    First, boosting sustainable development, investment and affordable finance, which are so crucial with just five years left to the deadline of the Sustainable Development Goals.  It is in the centre of these concerns that we are pushing for our reforms of international financial architecture to give developing countries more voice, more power, more representation and more access to the resources they need.

    Second, securing climate action and justice to tackle an existential threat that the African people did virtually nothing to create.  The truth is that some of the worst storms, some of the worst droughts, some of the worst negative impacts of the economies and societies are in Africa, but Africa is not contributing to climate change.

    Third, making sure that Africa is not left behind in the technology race. 

    When it comes to opportunity and capacity building in Artificial Intelligence, AI must stand for Africa Included

    And fourth and fundamentally, achieving and sustaining peace throughout the African continent. 

    Yesterday, I was honoured to take part in a special session of the African Union Peace and Security Council.

    We focused on the crises of Sudan and the Democratic Republic of the Congo. 

    My messages were clear:

    Despite nearly two years of fighting in Sudan, every day brings horrific new reports of civilian killings, human rights abuses and sexual violence.

    Hate-speech and ethnically-motivated attacks are on the rise. 

    And the economy is in freefall.

    More weapons flow and more war means more suffering and instability for the region and far beyond.

    There is no military solution.

    In the spirit of Ramadan which is about to begin, it is time for an immediate cessation of hostilities.

    The Sudanese people need a clear path out of this nightmare.

    And the world needs a stable, peaceful Sudan.

    In the DRC, as more cities fall, the risk of a regional war rises. 

    It’s time to silence the guns. 

    It’s time for diplomacy and dialogue. 

    The recent joint Summit in Tanzania offered a way with a renewed call for an immediate ceasefire.

    The sovereignty and territorial integrity of the DRC must be respected.

    There is too much at stake.  The Congolese people – and the people of the region – deserve peace.

    Across the continent, we will continue to work for peace – from Sahel to Somalia and beyond. 

    And we will keep strengthening our many joint efforts with the African Union for security, stability, human rights and the rule of law. 

    The challenges are great.

    But the opportunities are greater.

    The United Nations will be with the people of Africa every step of the way.

    I also want to give a very special expression of gratitude to the Chairperson of the African Union Commission, Moussa Faki, for his eight years of strong and permanent commitment to multilateralism and impeccable cooperation with the United Nations.

    Excellencies,

    The partnership between the African Union and the United Nations has never been stronger. 

    Together, we see an Africa brimming with hope and possibility.

    You have a booming, enterprising population, including the largest number of young people in the world.  

    The African Continental Free Trade Area is poised to turbocharge the region’s economy.
    And calls to address the legacies of colonialism and slavery are growing louder, as reflected in your theme this year – and as reflected in the leadership of so many passionate voices for the liberation of Africa such as the great Dr. Sam Nujoma of Namibia whose life we celebrate and whose loss we mourn.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.

    First, the profound impact of colonialism and the trans-Atlantic slave trade.
    The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea. 

    Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.

    It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.

    Look no further than the United Nations Security Council. 

    There is no excuse that Africa still lacks permanent representation in the 21st century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council.

    And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair. 

    Correcting age-old injustices is essential to address here-and-now challenges.

    And the good news is that we have many of the solutions we need.

    Last year, you helped drive that effort at the United Nations, with the Pact for the Future.

    I thank Africa for its support that was vital to approve the Pact.

    Our task now is to make those commitments a reality.

    South Africa’s G20 Chairmanship could not come at a better time.

    Let me point to four areas for action. 

    Excellencies,

    First, we must push for peace, security and alleviating appalling levels of human suffering.   

    Sudan is being torn apart before our eyes — and is now home to the world’s largest displacement crisis and famine. 

    As we near the holy month of Ramadan, it is time for an immediate cessation of hostilities. 

    The international community must come together to stop the flow of weapons and the bankrolling of bloodshed. 

    In the Democratic Republic of the Congo, the Congolese people have been suffering – yet again – from a  brutal cycle of violence.

    And the fighting that is raging in South Kivu – as a result of the continuation of the M23 offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs.

    There is no military solution. 

    The deadlock must end – the dialogue must begin. 

    And the sovereignty and territorial integrity of the DRC must be respected. 

    The conclusions of the recent joint EAC-SADC Summit offer a way forward – with a renewed call for an immediate ceasefire, and new momentum for regional efforts based on the Luanda and Nairobi processes. 

    Now is the time for swift implementation.

    And you can count on the continued support of the United Nations, including MONUSCO.

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development. 

    And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza. 

    A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.

    I welcome efforts by the parties to abide by the ceasefire agreement – and urge action for a permanent ceasefire and release of all hostages. 

    Peace is possible in the Middle East – and that starts with tangible, irreversible and permanent progress toward the two-State solution – Israel and Palestine — living side-by-side in peace and security.

    Excellencies,

    On all fronts, we stand shoulder-to-shoulder with the African Union to advance security, stability, human rights and the rule of law.

    Excellencies,

    Second, we must keep working together to deliver the AU 2063 Agenda and the 2030 Agenda for Sustainable Development – and drive action on finance.

    African countries pay up to eight times more to borrow than developed countries. Twenty are in or at risk of debt distress.

    The Pact for the Future supports international a financial architecture reform to reflect today’s economy, ensuring fair representation, and urging effective action on debt relief. And I will stand with Africa as a matter of justice and to right the historic wrongs. 

    Excellencies,

    Third, the climate crisis. 

    Climate disasters are tearing across Africa:

    Destroying lives, upending livelihoods, devastating economies, and inflaming conflict.

    At the same time, the renewables revolution is unstoppable — and Africa is poised to become a global clean energy powerhouse.

    Yet today Africa receives just two per cent of global renewables investment.

    Realizing Africa’s potential requires access to affordable finance – including by implementing the COP29 finance decision fully and on time – and supporting development of a roadmap to realize $1.3 trillion a year. 

    Excellencies,

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat. 

    Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility. 

    Developed countries must double adaptation finance. And countries must significantly boost the Loss and Damage Fund. 

    Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States. It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.

    Too often, your countries are plundered – bound to the bottom of value chains – as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.

    Africa’s minerals must benefit Africa’s people.

    Excellences,

    Enfin, nous devons agir dans le domaine des nouvelles technologies, notamment l’intelligence artificielle.

    Près des deux tiers de la population africaine sont privés d’un accès fiable à l’internet.

    Nous avons une responsabilité historique : faire en sorte que l’intelligence artificielle profite à l’humanité tout entière, et pas seulement à quelques privilégiés, états et compagnies.

    Le Pacte numérique mondial partage les ambitions du Pacte numérique africain : connectivité universelle, renforcement des capacités, et une gouvernance responsable de l’intelligence artificielle.

    Je présenterai bientôt un rapport sur les modèles innovants de financement volontaire et les initiatives de renforcement des capacités afin d’aider les pays du sud global à exploiter l’intelligence artificielle pour le bien commun.

    Finally, we need action on new technologies, including Artificial Intelligence.

    Almost two-thirds of all Africans have no reliable internet access.

    We have a historic responsibility to ensure AI benefits humanity, not just a privileged few, States and businesses.

    The Global Digital Compact shares the ambitions of the African Digital Compact — universal connectivity, capacity building, and responsible AI governance.

    I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help the Global South harness AI for the greater good.

    Together, let’s ensure these commitments are honoured.

    The United Nations and the African Union stand united in our determination to deliver justice for your continent, leaving no one behind. 

    We have much to build upon.

    So, together, let’s make commitments reality.

    And say with one voice: Viva Africa!

    Les liens de partenariat qui unissent l’Union africaine et l’ONU sont plus forts que jamais.

    La Zone de libre-échange continentale africaine est en passe de dynamiser l’économie de la région.

    Et les appels à remédier aux séquelles du colonialisme et de l’esclavage se font de plus en plus pressants, comme en témoigne votre thème de cette année – et comme en témoigne le leadership de tant de voix engagées pour la libération de l’Afrique, à l’image du grand Dr Sam Nujoma de Namibie, dont nous célébrons la vie et pleurons la perte.

    Le monde ne doit jamais oublier que l’Afrique est victime des effets conjugués de deux injustices colossales.

    Tout d’abord, les profonds ravages du colonialisme et de la traite transatlantique des esclaves.

    C’est un mal dont les racines remontent à plusieurs siècles et dont les Africains et les personnes d’ascendance africaine continuent de pâtir aujourd’hui encore.

    Je continuerai d’œuvrer main dans la main avec l’Union africaine et tous les États Membres pour faire en sorte que l’Afrique obtienne la représentation dont elle a besoin et la justice qu’elle mérite – notamment en étant représentée par deux membres permanents au Conseil de sécurité.

    Et nous continuerons de réclamer la mise en place d’une architecture financière internationale qui ne soit plus obsolète, dysfonctionnelle et injuste.

    Il est essentiel de corriger des injustices séculaires pour pouvoir relever les défis actuels.

    La bonne nouvelle, c’est que nombre des solutions dont nous avons besoin sont déjà là.

    L’année dernière, dans le cadre de l’ONU, vous y avez contribué, avec le Pacte pour l’avenir.

    Je remercie l’Afrique de son soutien qui a été vital pour approuver le Pacte.

    Il nous faut maintenant concrétiser ces engagements.

    La présidence sud-africaine du G20 ne pouvait pas mieux tomber.

    Permettez-moi de souligner quatre domaines d’action.

    Excellences,

    Premièrement, nous devons œuvrer pour la paix et la sécurité et pour alléger les terribles souffrances humaines qui atteignent des niveaux effroyables.

    Le Soudan est en train de se déchirer sous nos yeux – et connaît aujourd’hui la plus grande crise de déplacement et de famine au monde. 

    À l’approche du mois sacré du Ramadan, il est temps de cesser immédiatement les hostilités. 

    La communauté internationale doit s’unir pour mettre fin à l’afflux d’armes et au financement de cette effusion de sang.

    L’impasse doit cesser – le dialogue doit commencer.

    Les conclusions du récent Sommet conjoint CAE-SADC offrent une voie à suivre – avec un appel renouvelé pour un cessez-le-feu, et un nouvel élan pour les efforts régionaux fondés sur les processus de Luanda et de Nairobi.

    À présent, il faut rapidement passer à la mise en œuvre de ces objectifs.

    Et vous pouvez compter sur le soutien continu des Nations Unies, y compris de la MONUSCO.

    Au Sahel, le terrorisme représente une menace claire et réelle pesant sur la paix, la sécurité et le développement durable.

    En Somalie, nous plaidons pour un financement prévisible de la Mission d’appui et de stabilisation de l’Union africaine, et j’espère que notre voix sera entendue par le Conseil de sécurité.

    Je salue les efforts déployés par les parties pour respecter l’accord de cessez-le-feu et j’appelle à agir en faveur d’un cessez-le-feu permanent et de la libération de tous les otages. 

    La paix est possible au Moyen-Orient – et cela commence par des progrès tangibles, irréversibles et permanents vers la solution des deux États –  un État palestinien, vivant côte à côte avec Israël dans la paix et la sécurité.

    Sur tous les fronts, nous sommes aux côtés de l’Union africaine pour faire progresser la sécurité, la stabilité, les droits de l’homme et l’État de droit.

    Deuxièmement, nous devons continuer de travailler ensemble pour mettre en œuvre l’Agenda 2063 et le Programme 2030 pour le développement durable, et donner une impulsion à l’action en matière de financement.

    Les pays d’Afrique paient jusqu’à huit fois plus que les pays développés pour emprunter. Vingt d’entre eux sont en situation de surendettement ou risquent de l’être.

    Le Pacte pour l’avenir préconise de réformer l’architecture financière internationale afin qu’elle soit à l’image de l’économie d’aujourd’hui et garantisse une représentation équitable et recommande de prendre des mesures efficaces pour agir sur la dette.

    Je soutiendrai l’Afrique afin qu’elle obtienne justice et réparation pour les erreurs du passé.

    Troisièmement, la crise climatique.

    Les catastrophes climatiques frappent l’ensemble de l’Afrique :

    Elles détruisent des vies, bouleversent les moyens de subsistance, dévastent les économies et attisent les conflits.

    Dans le même temps, la révolution des énergies renouvelables est inarrêtable et
    l’Afrique est amenée à devenir une puissance mondiale dans le domaine des énergies propres.

    Pourtant, aujourd’hui, l’Afrique ne reçoit que 2 % des investissements mondiaux affectés aux énergies renouvelables.

    La réalisation du potentiel de l’Afrique passe par un accès aux financements abordables – ce qui suppose, entre autres, une mise en œuvre intégrale et dans les délais de la décision prise à la COP29 à ce sujet – et un appui à l’établissement d’un plan d’action visant à mobiliser 1 300 milliards de dollars par an.

    L’Afrique a peu contribué à la crise climatique, mais elle en paie le prix avec des records de sécheresse, d’inondation et de chaleur. 

    La justice climatique exige un investissement massif dans l’adaptation, et il en va de la responsabilité de la communauté internationale. 

    Les pays développés doivent doubler le financement de l’adaptation. Et les pays doivent considérablement accroître le Fonds pour les pertes et préjudices.

    Permettez-moi une remarque : lorsque le Fonds pour les pertes et préjudices a été créé, la conférence des donateurs qui a eu lieu a permis de dégager un montant équivalent au contrat le plus élevé d’un joueur [de baseball] aux États-Unis. Il est absolument nécessaire de faire du Fonds pour les pertes et préjudices un instrument efficace pour aider les pays en développement à s’adapter.

    Justice doit également être faite en ce qui concerne les minéraux critiques présents en abondance sur votre continent.

    Trop souvent, vos pays sont pillés – relégués en bout de chaîne de valeur, pendant que d’autres bâtissent leur richesse sur vos ressources.

    Les activités menées dans le cadre du Groupe de l’ONU chargé de la question des minéraux essentiels à la transition énergétique visent à faire une place à la justice, à la durabilité et aux droits humains tout au long de la chaîne de valeur.

    Les minéraux de l’Afrique doivent profiter aux peuples d’Afrique.

    Enfin, nous devons agir dans le domaine des nouvelles technologies, notamment l’intelligence artificielle.

    Près des deux tiers de la population africaine sont privés d’un accès fiable à l’internet.

    Nous avons une responsabilité historique : faire en sorte que l’intelligence artificielle profite à l’humanité tout entière, et pas seulement à quelques privilégiés, états et compagnies.

    Le Pacte numérique mondial partage les ambitions du Pacte numérique africain : connectivité universelle, renforcement des capacités, et une gouvernance responsable de l’intelligence artificielle.

    Je présenterai bientôt un rapport sur les modèles innovants de financement volontaire et les initiatives de renforcement des capacités afin d’aider les pays du sud global à exploiter l’intelligence artificielle pour le bien commun.

    Ensemble, assurons-nous que les promesses seront tenues.

  • MIL-OSI United Nations: UNESCO promotes sustainable tourism and community conservation in Cameroon

    UNESCO is working with Cameroon’s Ministry of Forestry and Wildlife (MINFOF) to promote community-based sustainable tourism and conservation activities around UNESCO World Heritage sites in Cameroon.

    Cameroon has two natural sites on the World Heritage List: the Dja Faunal Reserve, inscribed on the World Heritage List in 1987, and the Lobeke National Park which is part of the Sangha Transnational, a transboundary site shared with the Central African Republic and Congo, inscribed in 2012. Both protected areas are renowned for their exceptional biodiversity and contain some of the most important tropical rainforests in the Congo Basin. Since 2023, UNESCO has been providing micro-grants in these protected areas to strengthen local capacity and provide direct funding for locally designed projects that benefit both people and biodiversity.

    In 2023–2024, UNESCO awarded nine micro-grants totalling $40,000, which helped build the capacity of 160 people including local authorities and community members, the majority of whom were women. This initiative provided hands-on training and experiential learning in project and business management, arts and crafts, local production of medicinal soap, mapping tourism potential, and the transfer of knowledge from elders to the younger generations on the cultures, traditions and interaction of Indigenous Peoples and local communities with the environment, among others. This exchange is essential, as traditions, Indigenous and local knowledge play a key role in promoting practices that enhance environmental stewardship.

    Building on this success, a second phase of the micro-grants programme was launched in December 2024 with a workshop to train participants in project management, and a total of 12 new local initiatives were selected for funding. These projects will support snail farming as an alternative source of protein, sustainable wild yam and honey harvesting by the Indigenous Baka people, and the organisation of traditional dances and ritual groups to promote community-based tourism, among others.

    The micro-grant initiative is a valuable step towards ensuring that local communities benefit from the conservation of World Heritage sites. Community conservation, an approach to protecting biodiversity with Indigenous People and local communities, is a key priority for UNESCO. It helps adapt conservation to people’s needs, and often leads to better outcomes for wildlife. Community-based conservation can also help align the World Heritage Convention with the Global Biodiversity Framework, the global agenda endorsed by the United Nations to sustain a healthy planet for people and nature. 

    The Government of Cameroon is actively promoting the inclusion of local communities in the management of the country’s protected areas. In addition, the Yaoundé Call for Action, adopted on 19 October 2022 during the regional celebration of the 50th anniversary of the World Heritage Convention in Central Africa emphasized the need to capitalize on the contribution of World Heritage to conservation, socio-economic development, and the well-being of communities.

    The micro-grants programme in Cameroon’s UNESCO World Heritage sites is made possible thanks to the financial support of the Government of Norway to the World Heritage Fund. With this support, UNESCO is implementing several programmes aimed at improving the conservation of African sites on the World Heritage List.

    I also want to give a very special expression of gratitude to the Chairperson of the African Union Commission, Moussa Faki, for his eight years of strong and permanent commitment to multilateralism and impeccable cooperation with the United Nations.

    Excellencies,

    The partnership between the African Union and the United Nations has never been stronger. 

    Together, we see an Africa booming with hope and possibility.

    You have a booming, enterprising population, including the largest number of young people in the world.  

    The African Continental Free Trade Area is poised to turbocharge the region’s economy.
    And calls to address the legacies of colonialism and slavery are growing louder, as reflected in your theme this year – and as reflected in the leadership of so many passionate voices for the liberation of Africa such as the great Dr. Sam Nujoma of Namibia whose life we celebrate and whose loss we mourn.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.

    First, the profound impact of colonialism and the trans-Atlantic slave trade.
    The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea. 

    Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.

    It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.

    Look no further than the United Nations Security Council. 

    There is no excuse that Africa still lacks permanent representation in the 21st century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council.

    And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair. 

    Correcting age-old injustices is essential to address here-and-now challenges.

    And the good news is that we have many of the solutions we need.

    Last year, you helped drive that effort at the United Nations, with the Pact for the Future.

    I thank Africa for its support that was vital to approve the Pact.

    Our task now is to make those commitments a reality.

    South Africa’s G20 Chairmanship could not come at a better time.

    Let me point to four areas for action. 

    Excellencies,

    First, we must push for peace, security and alleviating appalling levels of human suffering.   

    Sudan is being torn apart before our eyes — and is now home to the world’s largest displacement crisis and famine. 

    As we near the holy month of Ramadan, it is time for an immediate cessation of hostilities. 

    The international community must come together to stop the flow of weapons and the bankrolling of bloodshed. 

    In the Democratic Republic of the Congo, the Congolese people have been suffering – yet again – from a  brutal cycle of violence.

    And the fighting that is raging in South Kivu – as a result of the continuation of the M23 offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs.

    There is no military solution. 

    The deadlock must end – the dialogue must begin. 

    And the sovereignty and territorial integrity of the DRC must be respected. 

    The conclusions of the recent joint EAC-SADC Summit offer a way forward – with a renewed call for an immediate ceasefire, and new momentum for regional efforts based on the Luanda and Nairobi processes. 

    Now is the time for swift implementation.

    And you can count on the continued support of the United Nations, including MONUSCO.

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development. 

    And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza. 

    A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.

    I welcome efforts by the parties to abide by the ceasefire agreement – and urge action for a permanent ceasefire and release of all hostages. 

    Peace is possible in the Middle East – and that starts with tangible, irreversible and permanent progress toward the two-State solution – Israel and Palestine — living side-by-side in peace and security.

    On all fronts, we stand shoulder-to-shoulder with the African Union to advance security, stability, human rights and the rule of law.

    Excellencies,

    Second, we must keep working together to deliver the AU 2063 Agenda and the 2030 Agenda for Sustainable Development – and drive action on finance.

    African countries pay up to eight times more to borrow than developed countries. Twenty are in or at risk of debt distress.

    The Pact for the Future supports international a financial architecture reform to reflect today’s economy, ensuring fair representation, and urging effective action on debt relief. And I will stand with Africa as a matter of justice and to right the historic wrongs. 

    Excellencies,

    Third, the climate crisis. 

    Climate disasters are tearing across Africa:

    Destroying lives, upending livelihoods, devastating economies, and inflaming conflict.

    At the same time, the renewables revolution is unstoppable — and Africa is poised to become a global clean energy powerhouse.

    Yet today Africa receives just two per cent of global renewables investment.

    Realizing Africa’s potential requires access to affordable finance – including by implementing the COP29 finance decision fully and on time – and supporting development of a roadmap to realize $1.3 trillion a year. 

    Excellencies,

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat. 

    Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility. 

    Developed countries must double adaptation finance. And countries must significantly boost the Loss and Damage Fund. 

    Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States. It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.

    Too often, your countries are plundered – bound to the bottom of value chains – as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.

    Africa’s minerals must benefit Africa’s people.

  • MIL-OSI United Nations: Sudan, ‘the most devastating humanitarian and displacement crises in the world’

    Humanitarian Aid

    Sudan’s ruinous civil war is approaching its third year, leaving a legacy of malnutrition, massive population displacement and chronic insecurity. As the UN system prepares to launch a call for record funding of $4.2 billion to support aid operations in the country, here are some of the main things to know about what have been described as “the largest and most devasting displacement, humanitarian and protection crises in the world today”.

    1) The war: 2023 Khartoum clashes herald end of peace process

    By the end of 2022, there were hopes that a UN- backed peace process would finally lead to a civilian administration in Sudan, after a tumultuous period which saw the fall of long-term dictator Omar al-Bashir in a military coup, followed by the harsh suppression of protests in favour of civilian rule.

    “A final political agreement should pave the way towards building a democratic State”, saidformer UN Special Representative for Sudan, Volker Perthes, in December 2022. Ominously, however, he warned that “critical contentious issues” remained, not least a merger of the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), separate military groups which had teamed up to depose al-Bashir.

    Tensions between the two sides grew in early 2023, marked by intermittent clashes, but the start of the current civil war came with the RSF attack on the capital Khartoum on 15 April. The fighting, which then spread to other parts of the country, forced the UN to evacuate Khartoum, and base operations in the relatively stable city of Port Sudan, on the Red Sea.

    On Friday, the Secretary-General, described the situation in Sudan as a catastrophe of “staggering scale and brutality” at the AU’s high stakes annual meeting in Addis Ababa, the capital of Ethiopia, and warned that it is increasingly spilling into the wider region. The UN has strongly condemned the fighting, and the Secretary-General’s Personal Envoy to Sudan, Ramtane Lamamra, continues to support peace efforts, in close collaboration with regional organizations, including the African Union (AU). 

    2) Humanitarian crisis: More than 30 million need aid

    The war has been catastrophic for Sudan’s civilians and the numbers are staggering. Some 30.4 million people – over two thirds of the total population – are in need of assistance, from health to food and other forms of humanitarian support. The fighting has led to an economic collapse, sending the prices of food, fuel and other basic goods soaring, putting them beyond the reach of many households.

    Acute hunger is a growing problem. Over half the population faces high levels of acute food insecurity, and famine conditions have been confirmed in five locations in North Darfur and the eastern Nuba mountains. Famine is expected to spread to five more areas by May of this year.

    “This is a critical moment, as the consequences of food insecurity are already being felt in parts of South Kordofan, where families are surviving on dangerously limited food supplies, and malnutrition rates are rising sharply,” warned Clementine Nkweta-Salami, the UN Humanitarian Coordinator in Sudan.

    Humanitarian efforts are severely hampered by the lack of security, which is putting severe constraints on humanitarian access, complicating the movement of supplies and endangering aid workers.

    Despite the dangers, the UN and its humanitarian partners continue to reach vulnerable populations. The World Food Programme – the UN’s emergency food aid agency – is saving thousands of lives every day and the Food and Agriculture Organisation (FAO) successfully distributed seeds to over half a million households during the planting season. In all, some 15.6 million people received at least one form of aid from the UN in 2024.

    The country’s health system is on its knees, with health facilities attacked and many health workers forced to flee. The World Health Organization and UN Children’s Fund (UNICEF) are still operational, supporting immunization for cholera and malaria, and deploying mobile medical teams.

    3) Massive displacement: Equivalent to the entire Swiss population

    Huge numbers of people have been forced to flee their homes for areas of relative safety, both within Sudan and in neighbouring countries, adding to regional instability. Over three million people are classified as refugees, and almost nine million are internally displaced. The total displaced population is greater than the entire population of Switzerland.

    Because of the shifting frontlines, there have been successive waves of displacement, making the task of reaching those in need increasingly complicated. The UN refugee agency, UNHCR, has described the situation in Sudan as “the largest as well as the fastest growing displacement crisis globally.”

    The displaced population, whether they remain in Sudan or have moved abroad, face reduced access to food, scarce natural resources and limited access to essential services. In addition, outbreaks of diseases such as cholera and measles are rampant in camps for refugees and internally displaced people.

    Many of the surrounding nations have their own economic and security problems, and some are among the poorest in the world, with limited and overstretched services. Where possible, the UN migration agency (IOM) and UNHCR are protecting lives, supporting states hosting refugees, and ensuring that the needs of those fleeing are met with dignity.

    4) Insecurity: Women and girls highly vulnerable

    Over 18,800 civilians have been reported killed since the beginning of the conflict, and the levels of violence in Sudan are getting worse. At the beginning of February, at least 275 people were killed in just one week, a threefold increase on the previous week’s death toll.

    Civilians are being hit by artillery shelling, airstrikes and aerial drone attacks: the worst affected regions are South Kordofan and Blue Nile states. As well as the general population, aid workers have been targets of intimidation and violence, with reports that some have been falsely accused of collaborating with the RSF.

    A UN fact-finding mission has documented a range of harrowing human rights violations committed by both the SAF and RSF, and called for investigations into the violations, and for the perpetrators to be brought to justice.

    In an interview with UN News, Edmore Tondhlana, the deputy head of the UN humanitarian office (OCHA), explained that women and girls are the most severely impacted by the conflict, with reports of rape, forced marriage and abductions. “If you look at the recent attack in South Kordofan, in which about 79 people were killed, the majority of victims were women and girls.”

    However, teenage boys are also at high risk. “They cannot easily travel between frontlines. They will be suspected of spying,” added Mr. Tondhlana. Large numbers of children have been recruited into armed groups, forced to fight or spy against the other side.

    5) Funding: Billions needed

    A lack of sufficient funds is severely limiting the UN’s ability to help Sudan’s population. UNHCR and partners have been able to provide less than the bare minimum of support for refugees, and food rations have been drastically cut, adding to food insecurity.

    On Monday, OCHA and UNHCR will launch an appeal for funding, based on their respective response plans to the crisis. Humanitarian needs have been estimated at a record (for Sudan) $4.2 billion, with an additional $1.8 billion needed to support those hosting refugees in neighbouring countries.

    Whilst the amount needed might seem large, Mr. Tondhlana emphasizes that, given the numbers in dire need, it barely scratches the surface. “We’re trying to reach 21 million people, so this essentially $200 per person over the whole year. If we break it down even further, this is around $.0.50 per day.

  • MIL-OSI United Nations: Commission for Social Development Concludes Annual Session, Recommending Adoption of 4 Resolutions by Economic and Social Council

    The Commission for Social Development concluded its 2025 annual session today, recommending four resolutions, including a text on the New Partnership for Africa’s Development, to the Economic and Social Council for their adoption.

    “The call to address systemic challenges, including poverty, hunger and social exclusion, resonates more powerfully than ever before,” said Krzysztof Maria Szczerski (Poland), Chair of the Commission, as he delivered closing remarks for the session.  Discussions during this session highlighted the centrality of gender equality, human rights and the promotion of social cohesion, he noted, adding that ensuring equitable access to health, education, decent work and housing is fundamental to creating just and inclusive societies. 

    The second World Summit for Social Development to be held in November in Doha represents a vital opportunity to reset global priorities and renew our collective resolve.  “As we prepare for this landmark event, it is essential that we remain steadfast in our pursuit of structural reforms,” he went on to say, emphasizing the need to promote quality employment, eliminate barriers to technology and create resilient social protection systems.

    The Commission approved the draft resolution “Future organization and methods of work of the Commission for Social Development” (document E/CN.5/2025/L.7) without a vote, forwarding it to the Council.

    By the text, the Council would decide that the priority theme for the sixty-fourth session of the Commission, which shall allow it to contribute to the work of the Council, will be “Advancing social development and social justice through coordinated, equitable and inclusive policies”.

    The Commission also approved, without a vote, the draft resolution “Social dimensions of the New Partnership for Africa’s Development” (document E/CN.5/2025/L.5), recommending its adoption by the Economic and Social Council.

    By the text, the Council would, recognizing that New Partnership for Africa’s Development programmes have become the cornerstone of development in the continent, urge African Governments to fast-track the implementation of the revised Africa Health Strategy for the period 2016–2030 and stress the importance of improving maternal and child health.  It would encourage Member States to continue to provide capacity-building support to African countries in water- and sanitation-related activities and programmes. Further, it would encourage African countries to accelerate actions for eradicating extreme poverty, provide decent jobs and tackle the climate emergency by investing in a sustainable, inclusive and just transition.

    Acting without a vote, the Commission approved the draft resolution “Strengthening solidarity, social inclusion and social cohesion to accelerate the delivery of the commitments of the Copenhagen Declaration on Social Development and Programme of Action of the World Summit for Social Development as well as the implementation of the 2030 Agenda for Sustainable Development” (document E/CN.5/2025/L.4) and recommended its adoption by Council.

    By the text, the Council would recognize the need for strengthening international cooperation to provide necessary financial assistance, technical support and capacity-building to developing countries for attaining the Sustainable Development Goals (SDGs).  Reaffirming that eradicating poverty in all its forms is the greatest global challenge, it would encourage States to invest in programmes for poverty eradication and the promotion of equitable and universal access to basic services and resilient infrastructure, including healthcare services, education, safe drinking water and sanitation and affordable housing.

    The Commission approved the draft resolution “Modalities for the fifth review and appraisal of the Madrid International Plan of Action on Ageing, 2002” (document E/CN.5/2025/L.6), sending it to the Council.

    The text would have the Council decide that the procedure for the fifth review and appraisal of the Madrid Plan of Action will follow the set procedure of the fourth review and appraisal exercise, and the global review and appraisal will be held by the Commission on the third day of its sixty-sixth session, in 2028.  It would also request the Secretary-General to submit to the Commission at its sixty-fifth session, in 2027, a report, including an analysis of the preliminary findings of the fifth review and appraisal exercise, and at its sixty-sixth session, in 2028, a report, including the conclusions of the fifth review and appraisal exercise.

    The Commission also adopted the draft resolution Policies and programmes involving youth” (document E/CN.5/2025/L.3) without a vote.

    The text would have the Commission urge States to ensure that youth issues are adequately addressed in the implementation of the 2030 Agenda for Sustainable Development and promote the full and effective participation of young people and youth-led and youth-focused organizations in decision-making processes. Relatedly, it would call on donors to actively contribute to the United Nations Youth Fund to facilitate the participation of youth representatives from developing countries in UN activities, considering the need for greater geographical and gender balance of youth representation, as well as to accelerate the implementation of the World Programme of Action for Youth.  In this regard, it would request the Secretary-General to take appropriate action to encourage contributions to the Fund.

    In other business, the Commission nominated Olivier de Schutter (Belgium) and Graziella Moraes Silva (Brazil) to serve as members of the Board of the United Nations Research Institute for Social Development for the additional term from the date of confirmation by the Economic and Social Council to 30 June 2027, and Jenina Joy Chavez (Philippines) for a four-year term from the date of confirmation by the Council to 30 June 2029.

    The Commission also adopted the provisional agenda and documentation for its sixty-fourth session (document E/CN.5/2025/L.1) and the draft report of its sixth-third session (document E/CN.5/2025/L.2).

    Following the closure of the sixty-third session, the Commission opened its sixty-fourth session, electing Khrystyna Hayovyshyn (Ukraine) as Chair, and Céline Pierre Fabre (Haiti) and Stefano Guerra (Portugal) as Vice-Chairs.

    The UN human rights office, OHCHR, on Friday condemned the intensifying Israeli military operation in the northern West Bank, warning that nearly 40,000 Palestinians have been displaced already amid an “alarming wave” of violence and destruction.

    Since the start of the offensive on 21 January, Israeli forces have killed at least 44 Palestinians, including five children and two women, in Jenin, Tulkarem and Tubas governorates, and four refugee camps in those areas, according to OHCHR.

    Many of those killed were unarmed and posed no imminent threat, said the UN rights office, calling the killings “part of an expanding pattern of Israel’s unlawful use of force in the West Bank where there are no active hostilities.”

    ‘Unprecedented’ displacement

    OHCHR also highlighted an unprecedented scale of mass displacement not seen in decades in the occupied West Bank.

    It cited reports from displaced residents of a pattern where they were led out of their homes by Israeli security forces and drones under the threat of violence.

    They are then forced out of their towns with snipers positioned on rooftops around them and houses in their neighbourhoods used as posts by Israeli security forces,” the office said.

    Testimonies collected by OHCHR describe Israeli forces threatening residents who were told they would never be allowed to return. One woman, who fled barefoot carrying her two young children, said she was denied permission to retrieve heart medication for her baby.

    In Jenin refugee camp, bulldozed roads were photographed with new street signs reportedly now written in Hebrew.

    “In this regard, we reiterate that any forcible transfer in or deportation of people from occupied territory is strictly prohibited and amounts to a crime under international law,” OHCHR stated.

    Legal obligations

    The office stressed that displaced Palestinians must be allowed to return to their homes and called for immediate, transparent investigations into the killings.

    “Military commanders and other superiors may be held responsible for the crimes committed by their subordinates if they fail to take all necessary and reasonable measures to prevent or punish unlawful killings,” it stated.

    OHCHR also reiterated Israel’s obligations under international law, including ending its unlawful presence in the Occupied Palestinian Territory as rapidly as possible and evacuating all West Bank settlements immediately.

    “In the meantime, as the occupying power, Israel must ensure the protection of Palestinians, the provision of basic services and needs, and the respect of Palestinians’ full range of human rights,” the office said.

    Humanitarian update

    Meanwhile in Gaza, the UN World Food Programme (WFP) reported on Friday it had reached more than 860,000 men, women and children with food parcels, hot meals, bread and cash assistance since the start of the fragile ceasefire.

    UN Spokesperson Stéphane Dujarric told journalists at a regular news briefing in New York that over 19,000 metric tonnes of WFP food have entered Gaza.

    The agency has also distributed nutrition packs to some 85,000 people, including children under five, and pregnant and breastfeeding women, and provided more than 90,000 people with cash assistance in the past two weeks.

    Efforts are also underway to establish more food distribution points, especially in North Gaza, to reduce travel distances, transport costs and protection risks for families,” Mr. Dujarric said.

    Fuel deliveries, schools reopening

    In addition, the World Health Organization (WHO) distributed 100,000 litres of fuel to hospitals in Gaza City on Friday, having delivered about 5,000 litres of fuel to Al Awda Hospital, in North Gaza governorate the day before.

    In southern Gaza, education partners in Rafah are preparing for the reopening of at least a dozen schools as displaced families return to their home areas, Mr. Dujarric said.

    “As you know, schools across the Strip had been used as shelters for Palestinians displaced during 15 months of hostilities. In Khan Younis and Deir al Balah, partners are providing cleaning materials to restart learning activities,” he added.

  • MIL-OSI United Nations: Activities of Secretary-General in France, 10-12 February

    On Monday, 10 February, the United Nations Secretary-General, António Guterres, arrived in Paris where, on Tuesday, he would attend the Artificial Intelligence (AI) Summit, co-hosted by French President Emmanuel Macron and Prime Minister Narendra Modi of India.

    On Monday evening, the Secretary-General attending a working dinner hosted by President Macron.

    On Tuesday morning, the Secretary-General delivered remarks at the AI Summit.

    He told the leaders gathered there about the growing concentration of AI capabilities in the hands of a few companies.  “While some companies and countries are racing ahead with record investments, most developing nations find themselves left out in the cold,” he said.  “This growing concentration of AI capabilities risks deepening geopolitical divides.”

    He underscored that the United Nations offers an inclusive, transparent and effective platform for AI solidarity.  Through the Global Dialogue that Member States agreed to establish last year, the Secretary-General said that we can align governance efforts around the world and reinforce their interoperability, uphold human rights in AI applications and prevent misuse.

    The UN, Mr. Guterres said, provides an inclusive forum for cooperation, complementing existing mechanisms such as the Organisation for Economic Cooperation and Development (OECD) AI Principles, the Group of 7 (G7) and the Global Partnership on AI — as well as regional efforts by the African Union, European Union, the Association of Southeast Asian Nations (ASEAN) and the Council of Europe.  (See Press Release SG/SM/22548.)

    Prior to attending the Summit, the Secretary-General attended a working breakfast hosted by French Foreign Minister Jean-Noël Barrot.  They discussed a wide-ranging set of issues, including the Israeli-Palestinian conflict, the work of the UN peacekeeping forces in southern Lebanon, the situation in the eastern Democratic Republic of the Congo, the war in Ukraine and, of course, the Artificial Intelligence Summit.

    The Secretary-General also had a bilateral meeting with Alain Berset, the Secretary-General of the Council of Europe.  They discussed the cooperation between their two organizations.

    On Wednesday, prior to leaving Paris for Addis Ababa to attend the African Union summit, the Secretary-General visited the headquarters of Reporters Sans Frontières (Reporters without Borders) where he met with the Director General of the press freedom organization, Thibaut Bruttin.

    In addressing the staff, the Secretary-General said that organizations like RSF are on the front line in the common fight for truth against fiction, for science against conspiracy, and to fight against impunity when journalists face violence and even death.

    The Secretary-General said the struggle to defend freedom of the press and the journalists themselves is essential to preserve our democracies.

    He departed then for Addis Ababa, Ethiopia.
