  • MIL-OSI USA: Jacobs, Deluzio Introduces Bill to Limit Presidential Power to Deploy Troops on American Soil under the Insurrection Act

    Rep. Chris Deluzio (PA-17) and Rep. Sara Jacobs (CA-51) introduced a new bill to check presidential authority under the centuries-old Insurrection Act. The new Insurrection Act of 2025 would reform legislation from 1807 that provides the President broad and vague authority to deploy troops—with or without the request of a state—to suppress “any insurrection, domestic violence, unlawful combination, or conspiracy.” Presidents have rarely used the current law, recognizing the long American tradition of keeping the military out of domestic law enforcement.

    Rep. Sara Jacobs (CA-51) said, “The troubling scenes unfolding in Los Angeles give us a glimpse of what could happen nationwide if President Trump tries to invoke the Insurrection Act and turn U.S. troops on civilians. We’ve already seen him twist the law for political gain, so Congress must leave zero ambiguity about when—and for how long—any president can deploy the military for domestic law-enforcement purposes. That’s why I was relieved that last month, the Chairman of the Joint Chiefs of Staff, General Dan Caine agreed with me that there’s currently no military invasion on our southern border that would justify invoking this law. Now we must go a step further by passing the Insurrection Act of 2025—modernizing the 1807 statute for the 21st century to narrow this authority and mandate transparency, accountability, and consultation with Congress.” 

    “No President should have such wide-ranging power to deploy American troops against the American people,” said Congressman Deluzio. “This President has threatened to use the United States military to crush dissent among the American people, and Congress should act to reform and update the law that governs deployment of our troops for law enforcement in the United States. We need these urgent reforms to the centuries-old Insurrection Act so that no President has such expansive power to use military force against Americans.”

     

    The new Insurrection Act of 2025 would:  

    • Clarify that the law cannot be used to suspend habeas corpus, impose martial law, or deputize private militias to act as soldiers. 

    • Require a report to Congress providing an explicit justification for the use of the Insurrection Act’s authority, as enumerated in this legislation, and a full description of the scope and duration of its use. 

    • Provide for judicial review to ensure that individuals, or a state or local government, may bring a civil action if the President’s authority under the Insurrection Act is misused or abused.

These resources are critical in helping small businesses implement safety protocols and comply with federal regulations without incurring excessive costs.

    Timothy Barber, a 35-year-old New Yorker, tragically passed away from hyperthermia on July 7, 2020, while working on the Route 63 Bridge over the Genesee River in Geneseo, NY. It was his second day on the job, and the heat index had reached 95 degrees. Following a nine-month investigation, OSHA found that Tim’s employer failed to provide proper training or implement necessary safeguards against extreme heat.

    “Heat-related illnesses like hyperthermia are preventable tragedies in our country. The Timothy Barber Act ensures that OSHA’s technical assistance helps employers implement life-saving practices without adding extra burdens on small businesses. While we cannot bring Tim back, this legislation works to honor his memory and prevent such tragedies from happening again,” said Congresswoman Tenney.

    “It has been five years since Tim’s passing, and we want to thank Congresswoman Tenney for reintroducing the Tim Barber Act to raise awareness of the dangers of heat illness.     Pearl River, N.Y. – 6/28/25… Today, Congressman Mike Lawler issued a statement regarding key Senate provisions of H.R. 1, the One Big Beautiful Bill Act, confirming that the House-negotiated $40,000 cap on State and Local Tax (SALT) deductions will remain in the final bill text. The House passed H.R. 1 on May 22.

    On this latest update, Congressman Lawler said:

     “After months of working closely with my SALT Caucus colleagues, we’ve secured an agreement to raise the SALT cap to $40,000 for five years with a $500,000 income cap and 1% growth, maintaining the House-passed language. This is meaningful relief for middle-class families in the Hudson Valley who have been hit hard by the current $10,000 cap.

    In addition to securing SALT relief, we were able to ensure pass-through entities are able to deduct their state and local taxes as well, a big win for small businesses across the country.

    Washington, D.C. – 7/7/25… Today, Representatives Mike Lawler (NY-17), joined by Josh Riley (NY-19) and Kristen McDonald Rivet (MI-08) introduced the Conservation and Regenerative Optimization Practices for Farming Act, or the CROP for Farming Act, a targeted, bipartisan proposal to strengthen conservation efforts and equip farmers with new tools to improve soil health, enhance productivity, and reduce harmful emissions through voluntary practices.

    The bill updates the Food Security Act of 1985 to recognize and support farming efforts to reduce nitrous oxide and methane emissions, while promoting carbon storage in soil and vegetation, all through existing conservation incentive contracts under the U.S. Department of Agriculture.

    Through commonsense updates to the Environmental Quality Incentives Program (EQIP), the bill encourages practices such as no-till farming, cover cropping, and improved grazing management —strategies that enhance soil fertility, improve water retention, and support long-term farm resilience.

  • MIL-OSI USA: MENA Chairman Lawler Targets Spy Threats with New Bill to Protect U.S. Diplomats Abroad

    Washington, D.C. – 7/7/25… Today, Chairman Mike Lawler (NY-17) of the House Foreign Affairs Subcommittee on the Middle East and North Africa (MENA), today introduced the Protecting American Diplomats Act, legislation requiring the State Department to evaluate and report on the adequacy of counterintelligence (CI) training for personnel assigned to high-risk diplomatic posts.

    The legislation directs the Secretary of State to submit a report to Congress assessing the content, frequency, and regional specificity of CI training, identifying any gaps in preparedness, and offering recommendations to improve the Department’s CI posture. The report must also review inter agency coordination and the eligibility of various categories of State personnel to receive such training.

    “Whether serving in conflict zones or confronting complex foreign adversaries, our diplomats deserve the highest level of training and protection,” said Chairman Lawler. “This bill ensures we’re doing everything we can to safeguard them against espionage and other hostile threats.”

    The Protecting American Diplomats Act is part of a broader legislative package spearheaded by Chairman Lawler to modernize and strengthen the operations of the State Department. The package includes proposals to streamline outdated processes, update legacy authorities, enhance counterterrorism capabilities, and ensure accountability within the Department.

    As Chairman of the MENA Subcommittee, which holds jurisdiction over both the State Department’s Bureau of Management and Bureau of Counterterrorism, Lawler is leveraging his role to advance reforms that support a more agile and effective foreign policy.

    The delays affect funding for the High School Equivalency Program (HEP) and the College Assistance Migrant Program (CAMP), which are administered by colleges, universities, and nonprofit organizations across the country, including the University of New Mexico (UNM), New Mexico State University (NMSU), and Northern New Mexico College (NNMC). These programs provide life-changing educational opportunities to students from migrant and seasonal farmworker families, helping them complete their high school education and pursue college degrees.  

    “If the executive branch continues to withhold this funding, hardworking New Mexican students will lose opportunities to build better lives through education, and teachers will lose their jobs,” said Vasquez. “These students are our state’s future, and we can’t afford to let them down.”

    HEP helps students who have dropped out of high school earn their High School Equivalency Credential and serves more than 6,000 students annually across the country. CAMP supports approximately 2,400 students nationwide each year in their first year of college with academic, financial, and personal assistance. Nearly three-quarters of CAMP participants go on to graduate with a bachelor’s degree, making it one of the most effective support programs of its kind.

    In the letter, Vasquez called on Secretary McMahon and Director Vought to provide information on the following:

    • When the Department expects to issue GANs for HEP and CAMP grantees
    • The cause of the delay in issuing GANs and the steps the Department is taking to resolve it
    • Whether the Department will commit to allowing no-cost extensions for programs currently operating without funding certainty

    Rep. Vasquez continues to press for transparency and timely action to ensure New Mexican students are not left behind.

    Dear Secretary McMahon and Director Vought:

    We write to express our deep concern about the delay in issuing Grant Award Notifications (GANs) for the High School Equivalency Program (HEP) and the College Assistance Migrant Program (CAMP). As of today, the Department of Education has not released GANs for Fiscal Year 2025, despite Congress having already authorized and appropriated funding for these critical programs. We urge that you remedy this situation as quickly as possible, not only to support these students but also the teachers and universities that support them. 

    Each of our offices has met with current and former students about the importance and impact of the HEP and CAMP. Hearing their stories highlighted how these programs provide life-changing educational opportunities to students from migrant and seasonal farmworker families, helping them complete their high school education and pursue college degrees. These programs were designed to support some of the hardest-working and most underserved students in our communities, and they have a proven track record of success. Nearly three-quarters of CAMP participants go on to earn a bachelor’s degree.

    In New Mexico, the University of New Mexico (UNM), New Mexico State University (NMSU), and Northern New Mexico College (NNMC) utilize HEP and CAMP funding to support students who are first-generation college students, many of whom are the children of farmworkers. At UNM, these programs have been operating for over two decades – CAMP since 2001 and HEP since 2002. They support over 100 students annually and provide employment to 8 full-time staff and 10-12 student workers. At NMSU, HEP and CAMP programs also serve a vital student population and support approximately 124 students, 5 full-time staff, and 20 student workers each year. NNMC has 5 full-time staff who serve 30 first-year college students, along with 11 student workers who keep the program running. 

    Without immediate action from the Department, all three institutions will face serious disruptions in service and potential staffing cuts. These programs cannot operate without knowledge of their FY25 funding. Timely notice of continued funding is critical – not just for budgeting and staffing, but for student outreach and program continuity. Delays will harm the very students these programs are meant to empower.

    We respectfully request answers to the following questions no later than June 27, 2025:

    1. When does the Department expect to issue GANs for HEP and CAMP grantees?
    2. What is causing the delay in GAN issuance, and how is the Department addressing it?
    3. Will the Department commit to allowing no-cost extensions for programs that are currently operating without funding certainty?

    We urge you to prioritize the timely release of GANs for HEP and CAMP. These programs serve students who have overcome enormous barriers, and they deserve better than silence and uncertainty from the very agency that is supposed to support them.

    The OBBB protects Americans for the largest tax hike in generations, delivers historic tax relief to middle and working class families, strengthens Medicaid, lowers energy costs, and delivers record funding for securing our border.

    Washington, D.C. — 7/3/25…
    Today, Congressman Mike Lawler (NY-17) issued the following statement after the House voted to approve the final version of H.R. 1, the One Big Beautiful Bill Act, preventing the largest tax hike in American history and delivering long-overdue relief to middle- and working-class taxpayers.

    Following last week’s confirmation that the final bill preserved Lawler’s SALT compromise, raising the cap to $40,000 with a $500,000 income ceiling and 1% growth for five years, the bill returned to the House and was passed with these core tax provisions intact, including:

    • Extension of key provisions of the Tax Cuts and Jobs Act (TJCA) of 2017, like the more than doubling of the standard deduction that most filers take
    • No federal tax on tips or overtime pay
    • Expanded child tax credit
    • Expanded tax credits for seniors
    • Preserved small business deductions
    • Expanded pass-through SALT deductibility

    According to the House Committee on Ways and Means, only two years after being signed into law, real median household income increased by $5,000 and real wages rose by 4.9% under the TJCA, allowing families to pocket more of their hard-earned money. Had these vital tax provisions expired, New Yorkers would have faced the single largest tax increases on small businesses and working-class families, with the average taxpayer in the Lower Hudson Valley facing an 18% tax hike. 

    However, passing an extension will result in a yearly take-home pay increase of up to $14,700 for a typical family in New York, according to the Council of Economic Advisers. Beyond tax relief, H.R. 1 delivers major wins for families, small businesses, and national security, including:

    • Secures the border by hiring tens of thousands of new ICE and Border Patrol agents, restarting construction of the border wall, and restoring enforcement capacity.
    • Lowers energy costs by expanding domestic production, ending burdensome regulations, refilling the Strategic Petroleum Reserve, and strengthening America’s energy independence.
    • Protects Medicaid for future generations as well as for the seniors, children, individuals with disabilities, and others who rely on the program within the IDD community.
    • Establishes common sense work requirements in Medicaid for certain able-bodied adults without dependents.
    • Creates an environment through spending rescissions, economic growth, and anti-fraud enforcement measures that will foster an economic boom. 
    • Supports small businesses and job creators by preserving pass-through deductions, expanding expensing rules, and eliminating the threat of higher estate taxes.
    • Modernizes U.S. national defense with $150 billion in investments to strengthen military readiness and deter global threats.
    • Strengthens the farm safety net with the first major update since 2002, expanding ag research, livestock biosecurity, and rural investment.
    • Reforms federal permitting and resource development to streamline infrastructure, energy, and forestry projects while ensuring state revenue-sharing.

    “Today, we delivered on our promise — to stop the single largest tax hike in American history and put more money back in the pockets of Americans,” said Congressman Lawler. “We secured meaningful SALT relief, locked in tax cuts for families and small businesses, and restored fairness for hardworking taxpayers across New York.”

    “This bill is a blueprint for how we can govern responsibly: provide real relief, restore security, and rein in out-of-control spending. The alternative was higher taxes, fewer jobs, and more economic pain. I voted to protect my constituents from that, and today, we got it done,” concluded Congressman Lawler.

    H.R. 1 now heads to President Trump’s desk for consideration of being signed into law.

Mike Lawler (NY-17) and Salud Carbajal (CA-24), a senior member of the House Transportation and Infrastructure Committee, reintroduced their bipartisan Railroad Yardmaster Protection Act. The legislation would strengthen workplace protections for railroad yardmasters by giving them the same protections as other railroad yard workers. Yardmasters are the traffic controllers of our country’s rail yards and terminals. 

    “I’m proud to join Rep. Carbajal in reintroducing the Railroad Yardmaster Protection Act, a commonsense, bipartisan bill that closes a long-overdue gap in rail safety policy. Yardmasters are essential to the safe and smooth operation of our freight rail system, and it’s only right that they receive the same duty hour protections as other rail employees. This legislation is about protecting workers, improving safety, and ensuring our rail network continues to serve communities and commerce across the country effectively,” said Congressman Lawler.

    The bipartisan Railroad Yardmaster Protection Act would include railroad yardmasters under federal hours of service requirements which currently cover safety-sensitive rail workers such as locomotive engineers, conductors, switchmen, dispatchers, and signal employees.

    The bill ensures that a yardmaster may not be required or allowed to remain on duty for more than a total of 12 hours, and then must receive a minimum of 10 hours off duty. First introduced in 2019, the Railroad Yardmaster Protection Act passed the House in 2020 as part of the INVEST in America Act. The bill has also been endorsed by SMART, the International Association of Sheet Metal, Air, Rail and Transportation Workers.

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties.     Today, U.S. Representative Brittany Pettersen (CO-07) announced she has requested millions of dollars in federal funding for 15 community projects across Colorado’s 7th Congressional District. Pettersen’s projects include efforts to expand access to affordable child care, bolster wildfire prevention efforts, upgrade critical water infrastructure, and more. 

    “At a time when the Trump administration continues to make life more expensive for hardworking families and rip funding away from essential services, I’m working on projects that will address our community’s needs – like expanding access to affordable child care and ensuring every family has a safe place to live,” said Pettersen. “These projects will make a positive difference in the lives of people throughout Colorado’s 7th Congressional District from Lakewood to Salida and everywhere in between. I’ll keep fighting throughout the appropriations process to secure the funds to support these community-driven initiatives.”

    The Community Project Funding allows members of Congress to submit funding requests for initiatives based in their districts. Though each member can submit up to 15 requests, no request is guaranteed. The projects championed by the Office of Representative Pettersen are as follows, in no particular order: 

    • Bright Start Early Learning: $1,985,096 to help build a new childcare facility in Lake County. 
    • Colorado Department of Corrections: $1,500,000 to help rehabilitate a closed childcare facility in Cañon City.
    • Boys & Girls Club of Chaffee County: $1,285,200 to help fund the construction of a new Boys Girls Club facility to provide after-school and summer programs for kids in Buena Vista.
    • Town of Cripple Creek: $1,300,000 to fund the construction of a new childcare facility in Cripple Creek. 
    • Teller County Government: $4,000,000 to expand wastewater capacity and move treatment infrastructure so that it is no longer located in a designated floodplain to help protect the facility from flood damage. 
    • Colorado Division of Fire Prevention and Control: $5,000,000 to fund a program researching satellite data to help detect wildfires sooner and respond quicker. 
    • Town of Alma: $3,000,000 to replace the town’s ineffective wastewater treatment lagoons with a new mechanical treatment facility to enhance local water quality, protect ecosystems, and mitigate contaminating drinking water. 
    • City of Arvada: $14,809,239 to improve a sanitary sewer interceptor to ensure drinking water is not contaminated and protect public health. 
    • Jefferson County Parks and Conservation: $1,000,000 to create a fuel break buffer on either side of roadways to decrease risk of wildfires and increase safety on emergency and evacuation routes. 
    • Chaffee County Sheriff: $1,000,000 to support the costs of construction to fully retrofit a newly purchased property into a Sheriff headquarters and command center, which will house the core of their law enforcement operations, interrogation, armory, evidence storage, records, and response vehicles.
    • Porchlight, A Family Justice Center: $848,749 to expand Porchlight’s ability to serve survivors of domestic violence by covering rental expenses for a large facility and the salaries of a Bilingual Navigator and an Operations Coordinator for one year. 
    • City of Lakewood: $1,000,000 to facilitate the creation of a community hub providing government resources and services to low-income households at risk of homelessness.
    • City and County of Broomfield: $1,800,000 to construct safety improvements around Birch Elementary School to add ADA ramps and curb extensions.
    • City of Lakewood: $2,202,416 for the Colfax Safety Project to enhance safety along the corridor, including: sidewalks, improved pedestrian crossings, amenities, medians, traffic signals, enhanced bus facilities, access control, lighting, and landscaping.
    • Foothills Regional Funding: $2,000,000 to help create affordable housing for seniors and families in the Wheat Ridge and Arvada communities.

  • MIL-OSI USA: Tiffany, Finstad Lead Letter Urging Canada to Mitigate Wildfire Risk

    WASHINGTON, DC – Today, Reps. Tom Tiffany (WI-07), Brad Finstad (MN-01), Tom Emmer (MN-06), Michelle Fischbach (MN-07), Glenn Grothman (WI-06), and Pete Stauber (MN-08) sent a letter to Canada’s Ambassador urging stronger forest management practices to mitigate wildfire risk. The call for action comes after yet another wave of Canadian wildfire smoke affecting the Upper Midwest. 

    The lawmakers wrote, “As I’m sure you know, this is not the first year Canadian wildfire smoke has been an issue. In 2023, Canada had its worst year for wildfires on record, last year’s fire season was considered one of the worst, and this year seems to be a continuation of these previous years. While we know a key driver of this issue has been a lack of active forest management, we’ve also seen things like arson as another way multiple large wildfires have ignited in Canada. With all the technology that we have at our disposal, both in preventing and fighting wildfires, this worrisome trend can be reversed if proper action is taken.”  

    They added that hazardous air quality has disrupted daily life, “Our constituents have been limited in their ability to go outside and safely breathe due to the dangerous air quality the wildfire smoke has created. In our neck of the woods, summer months are the best time of the year to spend time outdoors recreating, enjoying time with family, and creating new memories, but this wildfire smoke makes it difficult to do all those things.”  

    The Members closed by urging the Ambassador to raise the issue with key Canadian agencies, including Natural Resources Canada and the Canadian Forest Service.

    In the op-ed, Rep. Pfluger wrote in part, “The One Big Beautiful Bill is a commonsense, pro-growth solution that locks in President Trump’s 2017 tax cuts, protecting hardworking Texans from devastating tax hikes. What Democrats won’t tell you about the bill is that if Congress fails to pass this legislation, families, farmers, and small businesses inTX-11will be hit with the largest tax increase in history. To put this into perspective, over 475,000 taxpayers inTX-11are at risk, with the average taxpayer facing a 26% tax increase if this bill is not passed. In practical terms, an average family of four inTX-11, making the median income of $67,226, would see their taxes rise by $1,293—roughly the cost of seven weeks’ worth of groceries.”

    This week was one for the history books. The House officially passed the One Big Beautiful Bill, a major step forward in delivering on President Trump’s agenda and keeping our promises to the American people. The bill now heads to President Trump’s desk and is set to be signed into law on July 4th — a fitting way to begin the celebrations of the 250th year of the greatest nation on earth.

    As we mark six months of the 119th Congress today, I’ve included a special mid-year report below highlighting our accomplishments so far. You’ll also find information on how my office can assist you with any federal issues you may be facing. As always, please don’t hesitate to contact my office if we can ever be of assistance.

    On the eve of Independence Day, I want to take a moment to wish everyone in Texas-11 a very Happy 4th of July!

    As we prepare to gather with family and friends tomorrow to celebrate, I am reminded of the incredible privilege it is to be an American and to live in the greatest country on earth. This day marks the birth of our great nation, and it is a time to reflect on our history, honor the sacrifices made by countless individuals, and reaffirm our commitment to safeguarding the values that make the United States a beacon of hope and liberty.

    I had the honor of serving nearly two decades as a fighter pilot in the United States Air Force, flying combat missions against ISIS over Syria and Iraq, and defending our country against foreign and domestic threats. Those years shaped my deep appreciation for America and the immense responsibility we all share to protect it. Every mission reminded me of what’s at stake—and of the courage it takes to defend freedom.

    I am a proud Texan and a staunch conservative. I believe in the founding principles that have guided our nation since its inception. Our Constitution, our freedoms, and our way of life are worth defending with every ounce of our strength. That is what drives me each day in Congress.

    This Independence Day, let us celebrate the freedoms we enjoy while remembering the duty we each have to protect them. This year also marks the beginning of America’s 250th year—a historic time to be alive. The United States of America is the greatest country the world has ever known, and it is our responsibility to keep it that way.

    Happy Independence Day, and may God continue to bless the United States of America.

    My Statement on the Passage of the One Big Beautiful Bill

    The passage of the One Big Beautiful Bill today is a big, beautiful win for Texas families, workers, seniors, and small businesses. This legislation locks in President Trump’s historic tax cuts — protecting taxpayers in my district from a devastating 26% tax increase, which would have been the largest in American history. It also delivers $13.5 billion in border reimbursements for states like Texas, and makes the most significant investments in border security ever seen.

    This bill reclaims America’s energy independence — lowering energy costs for families, creating high-paying jobs in the Permian Basin, and reversing President Biden’s disastrous energy policies. I fought to make sure Texas values were reflected in this package: from much-needed support through strategic investments for farmers and ranchers, to ending forced taxpayer funding of abortion, to nearly $150 billion in military investments that will directly support the incredible men and women serving at Goodfellow Air Force Base and Fort Hood.

    The American people are tired of business as usual in Washington. They demanded that we secure the border, eliminate wasteful spending, and make life genuinely affordable for hardworking American families – and this bill does exactly that.

    Washington, D.C. – Today, U.S. Representatives Gabe Vasquez (D-NM-02) and Juan Ciscomani (R-AZ-06), Co-Chairs of the Bipartisan Southwest Caucus, announced the reintroduction of the Economic Opportunity for Border Communities Act—a bipartisan bill that would direct the Department of Commerce to develop a national strategy for strengthening economies along the U.S.-Mexico border.

    The legislation recognizes the critical role border communities play in facilitating international trade, agriculture, and tourism, and aims to ensure they receive the federal investment they need to thrive.

    The Economic Opportunity for Border Communities Act requires the Department of Commerce to work with federal partners—including USDA, HUD, and DOT—to build a national strategy focused on:

    • Growing jobs in logistics, international trade, manufacturing, transportation, and agriculture
    • Improving vocational and workforce training
    • Lowering the cost of exports and imports
    • Coordinating infrastructure investments and economic development programs across federal agencies

    Under the bill, the Department of Commerce must deliver its strategy to Congress within one year of enactment. The strategy will include assessments of tax and investment incentives, regulatory recommendations, and a roadmap for better coordination between federal agencies and local stakeholders.

    span>Washington, D.C. — Last week, Representatives Maria Salazar (FL-27) Dave Min (CA-47), Grace Meng (NY-06) Brian Fitzpatrick (PA-01), Henry Cuellar (TX-28), and Don Bacon (NE-02) introduced bipartisan legislation to support families of children with Autism Spectrum Disorder (ASD) and other developmental disabilities. 

    The bill authorizes the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to establish a pilot program that would award grants to nonprofits, community health centers, and hospitals for evidence-based caregiver skills training for family members of children with autism spectrum disorder or other developmental disabilities.

    The Coast Guard Authorization Act of 2025 authorizes appropriations for the Service through fiscal year 2029. These authorizations will support Coast Guard operations and the continued recapitalization of its historically underfunded cutter fleet, aviation assets, shoreside facilities, and IT capabilities. The bill modernizes the Coast Guard’s acquisition process, increases transparency and accountability in the Service’s recapitalization efforts, and opens a pathway to the adoption of next-generation autonomous technologies. 

    The bill, with a provision led by Ezell, also creates greater parity with the other armed services, including the establishment of a Secretary of the Coast Guard and stronger protections for members of the Coast Guard from sexual assault and harassment, based on legislation the T&I Committee introduced last Congress following the Service’s Operation Fouled Anchor. 

    Furthermore, the legislation strengthens U.S.-Build requirements and improves accountability to better ensure a healthy, robust U.S. shipbuilding industry, while also making changes to maritime safety laws, amending requirements for merchant mariner credentials to facilitate an increase in the pool of qualified U.S. merchant mariners, increasing vessel safety, and improving regulatory processes.

  • MIL-OSI USA: President Trump Signs the One Big Beautiful Bill into Law, Featuring Landmark Medicaid Reform

    WASHINGTON—On Independence Day, U.S. Congressman Aaron Bean (FL-04) applauded President Trump’s signing of the One Big Beautiful Bill Act into law, a transformational piece of legislation that puts American families, seniors, and businesses first.

    In addition to the bill’s broad economic reforms, Congressman Bean successfully fought for the inclusion of a key social reform to strengthen work requirements for able-bodied adults receiving Medicaid. This provision ensures that physically capable individuals, not in school, and without dependents, participate in meaningful work or workforce training.

    “There’s no better time to restore accountability and opportunity than the Fourth of July,” said Congressman Bean. “President Trump’s signature on the One Big Beautiful Bill is a win for the American worker, and I’m proud that my Medicaid work requirements provision is helping fuel that momentum.”

    BACKGROUND

    • As the number of people on Medicaid has increased to more than 93 million, the labor force participation rate has decreased to 62.5%.
    • Specifically, this legislation would require able-bodied adults aged 19-64 with no dependents to work, volunteer, or enroll in a school, a job training program, or a combination of all 3 for 80 hours a month to be eligible for Medicaid benefits.
    • Exemptions include pregnant women, foster youth, Tribal members, caregivers, and people with disabilities.
    • The Congressional Budget Office (CBO) estimated that similar able-bodied work requirements for Medicaid benefits would save taxpayers $109 billion over the next decade.
    • A 2023 Axios-Ipsos survey revealed that 63% of Americans supported work requirements for Medicaid and the Supplemental Nutrition Assistance Program (SNAP) benefits.
