  • MIL-OSI USA: Rep. Gabe Vasquez Demands Immediate Release of Withheld Education Funds, Including $12 Million for Albuquerque Public Schools

    WASHINGTON, D.C. – Today, U.S. Representative Gabe Vasquez (NM-02) sent a letter to the Department of Education and the Office of Management and Budget (OMB) urging the administration to release $6.9 billion in congressionally approved federal education funds currently being unlawfully withheld from states and local school districts. 

    The freeze, announced by the Department of Education on June 30, 2025, will hit low-income students, English learners, and rural communities hardest. New Mexico’s public schools are projected to lose more than $44 million in total withheld funding, with New Mexico’s second Congressional district expected to lose over $21.6 million alone. Albuquerque Public Schools, the largest school district in the state, could lose up to $12 million in critical federal funding.

    “This funding was already approved by Congress, period. There’s no excuse for it to be sitting on the sidelines,” said Vasquez. “Every day of delay means fewer teachers, fewer resources, and more stress on students, particularly those who need the most support: our rural kids, English language learners, and children from low-income families. As someone who got a lot of help learning English at public school as a kid, I know firsthand that New Mexican students and schools will suffer from this kind of funding uncertainty.” 

    The letter calls on the Administration to comply with the law and disburse the funding allocated for:

    • Supporting Effective Instruction: These funds help schools recruit, train, and retain strong teachers and principals, especially in low-income and underserved areas. It also supports smaller class sizes and teacher mentorship — tools proven to boost student achievement.
    • English Language Acquisition: These funds help schools teach English to students who are still learning the language, while supporting their success in all subjects. It also helps schools expand evidence-based language instruction.
    • Student Support and Academic Enrichment Program: These funds provide programs that give students access to a well-rounded education, safe and healthy learning environments, and technology that boosts academic achievement and digital skills.
    • Nita M. Lowey 21st Century Community Learning Centers: These funds support after-school and summer programs that help students in high-poverty, low-performing schools catch up in reading and math, explore hands-on learning activities, and access support outside the classroom.
    • Migrant Education: These funds support migratory children in reaching challenging academic standards and graduating from high school.
    • Adult Basic and Literacy Education State Grants: This funding helps adults earn a diploma, improve workplace skills, and prepare for high-demand careers.

    “This affects Albuquerque Public Schools and the services we can provide to our students who need it most. APS receives close to $11.8 million in Title II, Title III and Title IV funding and uses that money for everything from providing services to English language learners and newcomer students to paying for a number of positions, including resource teachers and some counselors and nurses. The decision to withhold that funding is forcing us to put a hold on all expenditures and notify employees while we look for reserves to help us as we plan for the upcoming school year,” said Daniel Manzano, Executive Director of Board Services and Government Affairs for Albuquerque Public Schools.

    “We also use these funds to provide high-quality, standards-aligned training that strengthens instructional practices in literacy, mathematics, and other core content areas,” he added, “… all of which is vital as we work to improve academic outcomes for all our students.”

    Vasquez is committed to holding the administration accountable and ensuring New Mexico schools receive the investments they are owed. He recently cosponsored the Secure Rural Schools Reauthorization Act, which would restore over $9 million in funding for schools near federal forests that do not have access to the same amount of property tax revenue to support education that urban schools do. He also previously joined a letter opposing efforts to dismantle the Department of Education — all moves that would disproportionately harm students in rural, Tribal and underserved areas.

    Secretary McMahon and Director Vought,

    We write to request more information about your decision to illegally withhold nearly $7 billion dollars of funding for K-12 schools and adult education from states and local school districts around the country and to insist that this funding be immediately released. Without these funds, schools are facing difficult and unnecessary decisions on programs for students and teachers.

    On June 30, 2025, just one day before these funds become available for obligation, the Department notified states that they would not receive these funds by July 1 and that “[g]iventhe change in Administrations, the Department is reviewing the FY 2025 funding … and decisions have not yet been made concerning submissions and awards for this upcoming academic year.” This late-breaking decision, which provided no timeline for which states can expect a final decision, is leaving states financially vulnerable and forcing many to make last minute decisions about how to proceed with K12 education in this upcoming school year. The education funding withheld by the Administration reflects resources provided by Congress that are designed to help schools with a variety of issues, including student learning and achievement, after-school programs, and teacher training. Additionally, education funding provided by Congress to help with adult education and literacy is also being withheld.  

    This unnecessary delay of education funding, which accounts for at least 10 percent of federal K-12 funding in every state, is alarming parents, local elected officials, and education agencies. It is disrupting school and district planning, jeopardizing the education of millions of students, and is already resulting in layoffs as well as program delays and cancellations. Further, it is causing concern to adult education programs that are faced with similar decisions without immediate access to expected funding.

    Accordingly, please provide responses to the following questions no later than July 15, 2025.

    1. When will the Administration finish its review and release the funding provided by Congress to states to use for the school year beginning next month? 
    2. Has the Administration done any outreach or offered any sort of support for state and local education agencies to assist them and their partners in navigating this period of uncertainty?
    3. If the Administration knew it wanted to review these funds, why didn’t this review start earlier in the year? Was the review or the timely release of funds affected by the lack of staff at the Department, which is a direct result of the reductions in force (RIFs) executed by the Administration?

    There is no legitimate reason why any review of these programs should prevent the Administration from fulfilling its responsibility to the American people on time. No more excuses – follow the law and release the funding meant for our schools, teachers, and families.

    Washington, D.C. – 7/11/25… Congressman Mike Lawler (NY-17) is urging President Trump to release federal funding for 21st Century Community Learning Centers, which provide vital before- and after-school programs across the Hudson Valley.

    These programs are particularly impactful for low-income students in low-performing schools. Local recipients of this funding include the New Square Community Improvement Council, Peekskill City School District, United Way of Westchester and Putnam, Westchester Jewish Community Services and so many great organizations in our community.

  • MIL-OSI USA: Representatives Sorensen, Moran Introduce Bipartisan Bill to Strengthen Weather Forecasting in Rural America

    Congressmen Eric Sorensen (IL-17) and Nathaniel Moran (TX-01) introduced their bipartisan Rural Weather Monitoring Systems Act, which would help strengthen weather forecasting systems in rural America.

    The legislation will require a new study of the nation’s weather monitoring systems to give lawmakers a better picture of the state of our current weather forecasting abilities across the country. This bill is urgently needed amid warnings that weather forecasting at the National Oceanic and Atmospheric Administration (NOAA) and National Weather Service (NWS) have been degraded by understaffing, layoffs, and cuts at the agencies.

    “Having access to accurate and reliable weather forecasting is critically important for everyone, whether you’re a farmer trying to plant your harvest or a family determining if you need to shelter in place for a tornado,” said Congressman Sorensen. “During severe weather season, it is critical that we get an accurate picture of the state of our weather monitoring systems across the country. This bipartisan bill will help us ensure that we’re meeting the needs of my neighbors in rural communities who rely on NOAA and the NWS to get their weather forecasts.”

  • MIL-OSI USA: Congressman Sorensen Announces Over $7 Million in Federal Funding to Support Head Start Programs

    Congressman Eric Sorensen (IL-17) announced more than $7 million in federal funding is being awarded to support early childhood education programs in Western Illinois. The grants, provided by the U.S. Department of Health and Human Services, will help children and families get the strong start they deserve through high-quality Head Start and Early Head Start services. 

    Grant recipients include:

    • Rock Island-Milan School District – $3,277,131 

    • SAL Family and Community Services – $2,157,606 

    • Project NOW, Inc. – $1,845,264

  • MIL-OSI USA: Congressman Sorensen Tours Rock Island Arsenal with Army Secretary Daniel Driscoll to Highlight its Importance to America’s National Security

    Congressman Eric Sorensen (IL-17) joined Secretary of the Army, Daniel Driscoll, and other senior military and elected leaders to tour the Rock Island Arsenal amid concerns that hundreds of jobs may be cut. During the visit, Congressman Sorensen highlighted the work of the men and women at the Arsenal who do critical jobs to safeguard our national security.

    “It was an honor to have the Army Secretary come visit the Rock Island Arsenal so early into his tenure to come see with his own eyes the amazing work the men and women at the Arsenal do to protect our national security,” said Congressman Sorensen. “The visit was another opportunity for me to share the serious concerns I have with job cuts at the Arsenal directly with Secretary. I will always fight for the people who work at the Arsenal who help power our regional economy, ensure our military’s readiness, and keep Americans safe at home and abroad.”

    During the visit, the Congressman had a chance to meet with leadership from First Army, the Joint Manufacturing and Technology Center, in addition to Army Sustainment Command and Joint Munitions Command, which is being merged by Army leadership. Also participating in the visit were Congresswoman Mariannette Miller-Meeks (IA-01) and Lieutenant General Christopher Mohan, the acting Commander of Army Materiel Command.

    Since joining the House Armed Services Committee this Congress, Congressman Sorensen has been pushing the Army to pause it’s plans to cut hundreds of jobs at the Arsenal. In April, he joined regional leaders in sending a letter to Army leaders demanding answers and transparency around proposed jobs cuts the Arsenal. Earlier this month, he confronted Army Secretary Driscoll about jobs cuts at the Arsenal during a House Armed Services Committee hearing.

    IL-17 Constituents Shared Their Struggles with Rising Health Care Costs and Impact of Proposed Medicaid and Medicare Cuts

    Congressman Eric Sorensen (IL-17) hosted a virtual town hall focused on protecting access to health care, including the importance of preserving Medicaid and Medicare. More than 13,000 constituents from across Central and Northwestern Illinois joined the call to hear updates and ask questions directly.

    Throughout the event, Congressman Sorensen discussed his work in Congress to defend the Affordable Care Act, oppose cuts to Medicaid and Medicare, and lower health care costs for working families and seniors.

    One of the most powerful moments of the evening came from a caller named Donna in Canton. Donna shared that she works a seasonal job and is actively trying to secure full-time employment, while her husband is on disability. She unfortunately lost her Medicaid coverage and now she’s left with no affordable health care options.

    “Donna’s story is heartbreaking, and unfortunately, far too common,” said Congressman Sorensen. “No family should have to struggle finding affordable health care options. I’m going to work as hard as I can—not just on legislation, but one-on-one with constituents like Donna—to make sure people in our communities don’t fall through the cracks. Health care is not a privilege—it’s a right.”

    Congressman Sorensen expressed his gratitude to everyone who participated in the event and reaffirmed his commitment to keeping health care affordable and accessible for all.

    “No politician – including the President – has the right to limit our constitutional rights or dictate who is and who is not an American. If you are born here, you are a citizen. Period. Trump’s attempts to limit birthright citizenship are illegal and unconstitutional.

    SAN ANGELO, TX — Today, Congressman August Pfluger (TX-11) announced that Tom Green and San Saba counties have officially been added to President Trump’s Major Disaster Declaration for individual assistance support from FEMA. The list now includes Burnet, San Saba, Tom Green, Travis, and Williamson Counties for Individual Assistance. In addition, Kendall, Kimble, Menard, and San Saba Counties were added for Public Assistance, including direct Federal assistance.

  • MIL-OSI USA: Congresswoman Laurel Lee Reintroduces Bipartisan CBP SPACE Act to Strengthen Security at U.S. Seaports

    Currently, CBP officers at many seaports face challenges operating in temporary or makeshift facilities due to outdated legal constraints that prevent the agency from securing long-term leases. The CBP SPACE Act resolves this issue by granting CBP the authority to directly lease necessary space from port authorities or private entities. This will allow officers to be properly stationed at vital locations and ensure consistent enforcement of customs and immigration laws.

    The legislation clarifies CBP’s ability to enter into leases for operational space at seaports and other facilities, helps eliminate enforcement gaps caused by the lack of available or suitable infrastructure, and improves coordination with port authorities to strengthen U.S. supply chain security.

  • MIL-OSI USA: Reps. Cherfilus-McCormick and Frankel Urge Protection of Medicare and Medicaid Access to Anti-Obesity Medications

    WASHINGTON, D.C. ─ Today, Representatives Sheila Cherfilus-McCormick (D-FL), Lois Frankel (D-FL), and 10 House Democrats sent a letter to CMS Administrator Mehmet Oz urging him to preserve access to affordable anti-obesity medications (AOMs) for Medicare and Medicaid beneficiaries.  
     
    In November 2024, the Biden-Harris Administration proposed a rule that would have expanded coverage for AOMs for Medicare and Medicaid beneficiaries living with obesity. Under current law, Medicare and Medicaid do not cover AOMs for weight loss management. This rule would have lowered the cost of AOMs by as much as 95% for 3.4 million Medicare beneficiaries and 4 million Medicaid beneficiaries. In April 2025, CMS rescinded the proposed rule, jeopardizing access to these critical medications. 
     
    Without intervention, the U.S. is currently projected to spend upwards of $4.1 trillion on obesity-related healthcare costs, thereby placing enormous strain on the Medicare and Medicaid programs. Fortunately, it is clinically proven that AOMs both lead to significant long-term weight loss for individuals living with obesity and reduce the prevalence of costly chronic conditions associated with obesity, such as diabetes, hypertension, and sleep apnea. 
     
    “As you may know, obesity impacts 95 million Americans and is the second-leading cause of preventable death in the U.S, contributing to 300,000 deaths annually,” thelawmakers wrote. “Given this administration’s firm commitment to reduce the rate of chronic disease and ‘Make America Healthy Again,’ we urge you to immediately finalize the “Part D Coverage of Anti-Obesity Medications and Application to the Medicaid Program” proposed rule.”

    WASHINGTON, D.C. – On July 10, 2025, President Trump granted a Direct Federal Assistance emergency declaration for Ruidoso, providing critical federal resources to help the community recover and rebuild after major flooding on Tuesday. This federal emergency declaration comes after U.S. Representative Gabe Vasquez (NM-02) and all members of New Mexico’s Congressional delegation joined Governor Michelle Lujan Grisham in urging the President to declare the Ruidoso flooding a federal emergency. 

    “The impacts of this historic flood require federal resources for adequate recovery and ongoing mitigation efforts, there’s no other way around it,” said Vasquez. “Working with local, state and federal officials, we successfully unlocked crucial disaster funding to address the immediate needs of recovery operations.     WASHINGTON, D.C. – Today Congresswoman Julia Letlow announced that the U.S. Department of Transportation (DOT) has designated the Ouachita River as a U.S. Marine Highway, further unlocking the 605-mile river’s potential to spur economic development in North Louisiana.

    Letlow called for the designation in a March letter to DOT Secretary Sean Duffy, touting the river’s capability to facilitate commerce, reduce highway congestion, and move freight. The designation enables local agencies, industries, and shippers to become eligible for federal infrastructure grants.

    “The Ouachita River is a wonderful natural resource with vast economic potential, especially in a region built by commodities which rely on reliable modes of transportation. This designation will spur rural economic development and increase opportunities for infrastructure improvements and job creation,” said Congresswoman Julia Letlow. “I want to thank the Trump Administration and Secretary Duffy for looking out for North Louisiana and working with me to unlock our region’s potential.”

    The designation comes as part of the United States Marine Highway Program, which was created by the Energy Independence and Security Act of 2007 and aims to create more public benefits from the use of America’s navigable waterways. The program is administered by the U.S. Maritime Administration and allocates grants on a competitive basis to projects on designated U.S. Marine Highway Routes. 

    Officials with the Ouachita River Valley Association praised the designation, highlighting the opportunities the river can provide for Louisiana.

    “The designation of the Ouachita River as U.S. Marine Highway M-167 provides opportunities for public and private entities along the Ouachita River eligible to apply for federal grants. This is a great opportunity for our area,” said Randy Denmon, President, Ouachita River Valley Association.

    WASHINGTON – U.S. Representative Dale Strong, a member of the House Appropriations Committee, voted today in support of H.R. 3944, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026. The vital legislation championing veterans, supporting military families, and prioritizing infrastructure upgrades, passed the House of Representatives on a 218-206 vote.

    Advancing U.S. Space Command Headquarters Plans  

    One provision advances the U.S. Space Command (USSPACECOM) Headquarters process and requires a detailed funding plan and report for the necessary facilities investments.  

    “During the entire USSPACECOM basing process, Redstone Arsenal ranked as the #1 location for the headquarters. Four subsequent DoD Inspector General and GAO reports confirmed that the Air Force made the right choice — Redstone is what is best for national security, the taxpayer, the personnel, and their families,” said Strong.

    Ensuring Fair Veteran Cemetery Placement  

    Strong was also successful advancing a provision directing the National Cemetery Administration (NCA) to conduct a report evaluating its veteran population data collection methodology. A 2019 U.S. Government Accountability Office report indicated that if U.S. Census Bureau data were used rather than NCA’s current methodology, North Alabama would rank 2nd in need for a VA cemetery.

    “Nearly 60,000 veterans call Alabama’s Fifth Congressional District home. Those veterans and their families deserve the opportunity to choose a final resting place closer to home. Currently, the closest VA cemeteries are in Corinth, MS, Montevallo, AL, and Chattanooga, TN. I firmly believe that a more accurate data evaluation would make North Alabama a top candidate for a National or VA-grant funded state cemetery,” said Strong.  

    Other wins that will benefit North Alabama include a provision that expresses Congressional support for DoD range operations and supporting facilities, such as Redstone Test Center at Redstone Arsenal, and language directing the Veterans Health Administration to submit a report and recommended legislative changes to improve reimbursement rates, locality adjustments, prescription drug prices for veterans living in VA State Veteran Homes, like the Floyd E “Tut” Fann Home in Huntsville, AL.

This bill establishes a path to eliminate greenhouse gas emissions from large ships that come to U.S. ports, protecting the health of port communities and addressing the environmental and climate impacts of shipping pollution. Specifically, the bill would mandate that by 2050, ships must cut all greenhouse gas pollution, and by 2035, they must emit zero emissions while parked at ports.     Frost and Gomez First Introduced the Bill to Increase Affordability and Transparency for Renters in 2023

    WASHINGTON, D.C. — Today, Congressman Maxwell Alejandro Frost (D-FL) and Senator Jeff Merkley (D-OR) announced the introduction of bicameral legislation aimed at addressing the housing crisis and standing firmly with working-class renters – the End Junk Fees for Renters Act.

    Frost’s bill, which is being co-led by Congressman Jimmy Gomez (CA-34) in the House, chair of the Congressional Renters Caucus, comes as Florida and the U.S. face a housing affordability crisis that continues to squeeze working people and renters, too often forcing people to slip into homelessness at a time when cities are criminalizing folks who cannot afford to keep a roof over their heads.

    Congressmen Frost and Gomez first introduced the bill in July of 2023 to put an end to the growing number of excessive and dishonest junk fees renters face when looking for and securing housing.

    The End Junk Fees for Renters Act cracks down on junk fee profiteering by landlords and empowers tenants. Specifically, the legislation:

    • Cracks down on junk fees by banning application and screening fees;

    • Puts an end to late fee profiteering by capping late fees at 3% of monthly rent and requiring a 15-day grace period; 

    • Requires that landlords disclose in the rental contract:

      • Past and present litigation with tenants;

      • Ongoing pest and maintenance issues;

      • Rent increase percentages year after year over the last ten years and;

      • The total amount due each month to effectively eliminate surprise fees.

    • Would help consumers comparison shop and make more informed choices when it comes to renting, inevitably driving down overall costs in the rental market and improving living conditions.

    Misophonia is a condition characterized by intense emotional and physical reactions to specific sounds and is associated with abnormal connectivity between brain regions involved in sensory processing and emotion regulation.

  • MIL-OSI USA: Cammack, Gonzales Lead Letter Urging HHS to Fast-Track Livestock Treatment Approvals

    Washington, D.C. — Today, Congresswoman Kat Cammack (FL-03) and Congressman Tony Gonzales (TX-23) led a group of Republican lawmakers in sending a letter to Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. urging coordination between HHS, the U.S. Department of Agriculture (USDA), the Environmental Protection Agency (EPA), and pharmaceutical manufacturers to fast-track approvals and labeling of anti-parasitic treatments for livestock in response to the outbreak and growing threat of a New World Screwworm (NWS) infestation in Mexico.

    The letter highlights the serious health and economic risks posed by NWS, which is moving north through Mexico and approaching the U.S. border. Lawmakers are urging HHS to expedite approvals for antiparasitic treatments—such as ivermectin, doramectin, permethrin, and coumaphos—that are proven effective abroad but lack proper U.S. labeling. They cite the successful 2016 emergency approval of doramectin as a model and call for coordinated action with USDA and EPA to match USDA’s new five-prong strategy, including the sterile fly facility planned in South Texas.

    “Time is of the essence, as there are safe, effective treatments already in use around the world that U.S. producers cannot legally deploy because of outdated or incomplete labeling. By working hand-in-hand with USDA and EPA, HHS can cut through bureaucratic red tape to ensure that veterinarians, ranchers, and wildlife managers have the tools they need before an outbreak hits,” said Congresswoman Cammack. “For months, Congressman Gonzales and I have been actively engaged in combatting this threat. Over a month ago, we hosted a roundtable with fellow members of Congress, major stakeholders, and partners to determine the best path forward. The Miles City RMPA effectively ends future coal leasing within the Miles City Field Office planning area, which will have an adverse impact on Montana’s jobs, economy, and energy security.

    “The only way we can achieve true American Energy Dominance is when we utilize all-of-the-above forms of energy to include Montana’s clean coal. Coal provides reliable, abundant and affordable baseload power.     Today, Congresswoman Marjorie Taylor Greene (GA-14) introduced the No Tax on Home Sales Act—a bold proposal to eliminate the federal capital gains tax on the sale of primary residences. This commonsense reform delivers critical tax relief to homeowners and helps increase housing supply nationwide.

    “Families who work hard, build equity, and sell their homes should not be punished with massive tax bills,” said Congresswoman Greene. “The capital gains tax on home sales is an outdated, unfair burden—especially in today’s housing market, where values have skyrocketed. My bill fixes that.”

    Currently, the IRS allows an exclusion of up to $250,000 ($500,000 for joint filers) in capital gains from home sales, but those limits haven’t been updated since 1997. As home prices have risen, more middle-class homeowners are being hit with capital gains taxes that were originally intended for wealthy investors.

    Congresswoman Greene’s bill would:

    • Eliminate the federal capital gains tax on home sales
    • Encourage mobility by removing a key disincentive to selling, helping to increase housing supply

    WASHINGTON, DC – Today, U.S. Congresswoman Hillary Scholten (MI-03), alongside U.S. Senator Adam Schiff (D-CA) and U.S. Representatives Rosa DeLauro (CT.-03) and Eugene Vindman (VA.-07), introduced the Bringing Executive Accountability, Clarity, and Oversight Now (BEACON) Act, legislation to establish an Office of the Inspector General (OIG) in the Executive Office of the President (EOP). 

    “The American people deserve transparency and accountability from every corner of our government, especially the White House. The BEACON Act is a necessary step to ensure that no Administration is above the law or immune from scrutiny,” said Rep. Scholten. “By creating a truly independent Inspector General for the Executive Office of the President, this bill strengthens the oversight necessary to protect taxpayer dollars, prevent abuse of power, and promote trust in our public institutions.     The bill would require the same presidential appointment process as other inspectors general, with additional protections to ensure independence from the President. It would also direct the Council of Inspectors General on Integrity and Efficiency (CIGIE) to annually audit the EOP OIG to ensure political pressure does not weaken the inspector general’s ability to effectively conduct oversight of the President and the Executive Office of the President.

    U.S. Senator Adam Schiff introduced the Senate version while U.S. Representatives Hillary Scholten, Rosa DeLauro, and Eugene Vindman introduced companion legislation in the U.S. House of Representatives. The bill is co-sponsored by U.S. Senators Mark Kelly (D-AZ) and Mazie Hirono (D-HI).

    Following Republicans’ passage of a budget that slashes the social safety net for children and families to pay for a bigger tax cut for the wealthiest Americans and biggest corporations, Rep. Sara Jacobs (CA-51) introduced legislation to do the opposite: raise more funds from the estate tax to pay for affordable child care. The LEGACY Act, or the Leveraging Estate Gains for America’s Children and Youth Act, would cut the newly passed federal estate tax exemption by more than half to $7 million and dedicate 15 percent of the generated revenue to address the nation’s ongoing child care crisis. The LEGACY Act, if passed, would decrease the inheritance of Rep. Sara Jacobs – one of the wealthiest Members of Congress – and of her future children.

    • Amend the Internal Revenue Code of 1986 to create an Early Childhood Education Trust Fund through the transfer of 15% of revenue generated from the estate tax 
    • Require funds to be used as a third revenue source to supplement the Child Care Development Fund 
    • Require 25% of the trust be used for “stabilization” grants to address the supply-side of the child care crisis 
    • Adjust and lower the current estate tax threshold to inflation, almost half of what was passed in the Republicans’ budget bill

  • MIL-OSI USA: Strickland, Bacon Lead Bipartisan FMLA Change to Support Military Spouses

    Washington, D.C.— Today, Congresswoman Marilyn Strickland (WA-10) and Congressman Don Bacon (NE-02) introduced the bipartisan, Ensuring Access to FMLA Leave for Military Spouses Act. The bill reduces the qualifying time for which a military spouse must be employed prior to taking Family and Medical Leave Act (FMLA) leave from 12 months to 90 days.

    “Military spouses deserve our support, especially with something as critical as FMLA,” said Strickland. “This bill will assist servicemembers and their families as they relocate, plan their families, and find employment.”

    “Our military spouses face many hurdles when their active-duty spouse is transferred to another location, including job-protected family leave,” said Bacon. “Federally employed military spouses are often forced to re-set their leave eligibility date every time their spouse is reassigned. This legislation supports military families by shortening the leave eligibility requirement, helping them to start and grow their families while they serve their country.”

    Currently, qualified employees can take up to 12 weeks of unpaid, job-protected family and medical leave – but only if they have worked for their employer for one year.

    This is a challenge for military spouses and their families who often relocate due to a Permanent Change of Station (PCS). The clock resets on their tenure, assuming the spouse is leaving a job for a new one at their new duty station. This gap in job-protected leave for these spouses adds undue stress during an already demanding time, on top of the other structural barriers military spouses face with employment.

    “Every worker should be able to care for themselves and their families without fear of losing their job,” said Sharita Gruberg, vice president for economic justice at the National Partnership for Women & Families. “Although we estimate the Family and Medical Leave Act has allowed people to take time off to care for themselves and their loved ones more than 500 million times, many are left out of its protections and those left out are more likely to be workers of color. The FMLA’s requirement that you must work for the same employer for one year before being eligible for job protected leave prevents many military spouses, who must relocate quickly and often, from being able to take needed time off. We commend Congresswoman Strickland and Congressman Bacon for introducing a commonsense solution that recognizes the sacrifices that military spouses make for our country.”

This legislation also reaffirms the United States’ commitment to investing in Africa’s youth, promoting initiatives to enhance leadership skills, support entrepreneurship, and strengthen U.S.-Africa people-to-people ties.

  • MIL-OSI USA: Rep. Andrea Salinas Introduces Bill to Improve Workforce Training for SNAP Recipients

    Today, U.S. Congresswoman Andrea Salinas (OR-06) reintroduced the SNAP E&T Data and Technical Assistance (DATA) Act, legislation to improve workforce training programs for Supplemental Nutrition Assistance Program (SNAP) beneficiaries and help put them on the path to self-sufficiency. 

    “SNAP is critical to ensuring that children, veterans, and seniors across Oregon don’t go hungry. This bill would improve employment and training opportunities for SNAP recipients to put them on the pathway to self-sufficiency,” said Rep. Salinas. “Given that Congressional Republicans just slashed SNAP benefits and imposed harsh work requirements, this bill is more important than ever to provide people with the tools they need to build a better life for themselves and their families.”

    State SNAP agencies are required to administer Employment and Training (E&T) programs for beneficiaries. These programs help participants gain skills, education, training, and experience that lead to good stable jobs. Through SNAP E&T, states are able to provide additional support services – such as transportation and child care – to help participants overcome barriers to joining or moving up in the workforce. However, many states do not have a user-friendly way to collect data on SNAP E&T programs or conduct robust analyses to improve program performance.

    The SNAP E&T DATA Act would codify and expand Food and Nutrition Service (FNS) Data and Technical Assistance Grants to improve performance of Employment and Training programs. Specifically, the bill would: 

    • Support state and local agencies in the development of E&T data collection systems and processes that enhance states’ ability to review and analyze program services and outcomes for continuous program improvement.
    • Provide additional funds for technical assistance, so that states can become more effective, data driven E&T providers.
    • Encourage participation among states that have not yet received such grants.
    • Encourage data improvements that 1) facilitate co-enrollment and coordination with other federally supported workforce development programs and 2) support interoperability between SNAP E&T data systems and other state longitudinal data infrastructure, such as that for K-12 education, postsecondary education, and existing workforce development programs.

    In 2023, the Oregon Department of Human Services was awarded $1.5 million to assess and improve E&T participation and more accurately track program outcomes. Rep. Salinas’ legislation would significantly expand federal support for data collection on the effectiveness of SNAP E&T programs in Oregon.

    The SNAP E&T DATA Act is endorsed by the Data Quality Campaign and America Forward.

  • MIL-OSI USA: Feenstra Introduces Legislation to Improve Livestock Indemnity Program and Support Iowa Cattle Producers

    HULL, IOWA – Today, U.S. Rep. Randy Feenstra (R-Hull) introduced legislation – the Livestock Indemnity Program Improvement Act – to make needed updates to the Livestock Indemnity Program (LIP) so that Iowa cattle and livestock producers receive a fair market price for their livestock.

    Under current law, the U.S. Department of Agriculture’s Farm Service Agency only makes annual updates to LIP payment rates. Feenstra’s legislation would make these price updates quarterly to accurately account for turbulent and unpredictable market conditions.

    “When severe storms strike or animal disease spreads, Iowa cattle producers deserve a fair price for deceased livestock. However, under current law, payment rates from the Livestock Indemnity Program are only updated once a year – a lengthy period that does not accurately reflect unpredictable market conditions or support family farms,” said Rep. Feenstra. “My bill – the Livestock Indemnity Program Improvement Act – will cut that timeframe down to every three months so that our producers receive a fair and more accurate price for their livestock. Allowing the free market to work as intended will ensure that cattle producers are fairly compensated for losses out of their control.” 

    “Livestock producers work tirelessly to prevent disease, mitigate risk, and remain resilient in the face of disaster. Yet, even with every precaution, losses still occur. That’s why regular updates to payment rates in the Livestock Indemnity Program (LIP) are essential to help producers recover. The Iowa Cattlemen’s Association appreciates Congressman Feenstra’s commitment to cattlemen and ensuring LIP payments reflect the current market value of livestock,” said Rob Medberry, President of the Iowa Cattlemen’s Association.
