    Today, Congressman Morgan McGarvey (KY-03) and Congressman Gus Bilirakis (FL-12) introduced the Cutting Copays Act, which would cut the cost of generic prescription drugs to $0 for over 270,000 Kentucky seniors and people with disabilities.

    “The cost of prescription drugs is out of control and far too often, Americans have to choose between paying for the medication they need and putting food on the table,” said Congressman Morgan McGarvey. “My bipartisan bill cuts the cost of these life-saving drugs for 14 million Americans, including over 270,000 Kentucky seniors and people with disabilities.”

    “Record inflation has driven up the cost of everyday essentials, hitting those on fixed incomes the hardest,” said Congressman Gus Bilirakis. “Research shows that we can improve health outcomes for our most vulnerable seniors by eliminating barriers to disease management and medication adherence. Removing cost-sharing for generic medications in Medicare Part D’s Low Income Subsidy Program is a commonsense step. It encourages the use of lower-cost, equally effective alternatives to expensive brand-name drugs—ultimately lowering overall healthcare costs. No senior should ever have to choose between buying groceries and affording their prescriptions. Eliminating these copayments will help ease that burden and ensure better access to essential care.”

    The bipartisan Cutting Copays Act would eliminate all copays on generic drugs for seniors and people with disabilities on the Medicare Part D’s Low Income Subsidy (LIS) program, also known as Extra Help. Over 14 million Americans rely on the LIS program, including over 270,000 Kentuckians.

    In addition to reducing costs for seniors, the bill incentivizes generic use instead of more expensive brand-name drugs.

  • MIL-OSI USA: LaLota Votes to Prohibit D.C. Sanctuary City Policies

    Washington, D.C. — Congressman Nick LaLota (Suffolk County, NY) released the following statement after voting to pass H.R. 2056 the District of Columbia Federal Immigration Compliance Act of 2025, which prohibits the District of Columbia from enacting or maintaining any law or policy that prevents Law Enforcement from sharing information about an individual’s citizenship or immigration status with federal, state, or local authorities, or from complying with an ICE detainer request.

    “I proudly voted for the District of Columbia Federal Immigration Compliance Act because our nation’s capital—the seat of our laws—should never be a sanctuary for lawlessness,” said Rep. LaLota. “This bill ensures that Washington, D.C. cannot obstruct cooperation with DHS, ICE, or any federal immigration authority.     Background: 

    H.R. 2056, the District of Columbia Federal Immigration Compliance Act, passed the House on June 12, 2025, by a vote of 224–194 and is now under Senate review. Sponsored by Rep. Clay Higgins, the bill prohibits the District of Columbia from limiting its cooperation with federal immigration enforcement. It requires D.C. authorities to share immigration status information and comply with DHS detainer requests, with narrow exceptions for victims and witnesses of crimes. The bill now awaits action in the Senate Homeland Security and Governmental Affairs Committee.

  • MIL-OSI USA: Rep. Jackson Reintroduces Bipartisan Bill, The Marshall “Major” Taylor Congressional Gold Medal Act

This legislation would posthumously award a Congressional Gold Medal to Marshall Walter “Major” Taylor — America’s first Black sports star, recognizing his significance to the nation as a trailblazing athlete. 

    Taylor managed to become the first African American world champion in any sport and earned the title of “world’s fastest man” despite the extraordinary challenges of the Jim Crow era. He endured attempts by white promoters in both the North and South to exclude him from races. White riders, too, subjected Taylor to curses, insults, and even physical harm during competitions. Despite these adversities, Taylor’s exceptional talent and tenacity turned him into a sensation, drawing tens of thousands at races across the United States, Europe, and Australia.

    “It is without question that Marshall ‘Major’ Taylor was a man before his time, a stellar athlete, a leader in the field of cycling, and a trailblazer,” said Rep. Jackson. “I believe it is fitting that Congress award the ‘world’s fastest man’ one of our nation’s most prestigious honors.”

    About Major Taylor

    Taylor, the son of a veteran who fought in the Civil War, was born in 1878. Despite racial tension, Taylor was educated and viewed as an adopted son by an affluent white family from Indianapolis, Indiana, who also employed his father, Gilbert Taylor. Due to his relationship with the family, Taylor received gifts, including his first bicycle. Upon receiving the bicycle, Taylor displayed natural talent. 

    Taylor received the nickname “Major” as a child while performing bicycle tricks outside of his workplace at Hay & Willits Manufacturing, Indiana Bicycle Co., in Indianapolis. His employer was so impressed with his abilities that the company enrolled him in his first race, which he won at the age of eleven. Taylor moved to Worcester, Massachusetts, with his employer, mentor, and racing manager, Louis D. “Birdie” Munger, in 1895, because Munger was forced out of his Indianapolis-based firm due to his mentorship of Taylor. 

    In 1896, at the age of eighteen, Taylor received a professional racing license from the League of American Wheelmen, despite the league’s 1894 “white only” rule for amateur membership. This membership led to his eventual professional debut.  

    Later that year, Taylor gained notoriety in his first professional contest by competing in the “Six Day Race” at Madison Square Garden in New York City. This race was considered a test of endurance, where cyclists would test both their mental and physical ability in front of a packed house at the Garden. At the conclusion of day six, Taylor finished eighth out of twenty-six and cycled roughly 1,732 miles. 

    In 1899, Taylor would win the world one-mile sprint championship in Montréal, becoming the first Black American and the second Black athlete to win a world title. Taylor would go on to set seven cycling records and become the first Black world champion, which led to his being considered the first international superstar. Taylor would even revolutionize the sport by creating an innovative adjustable handlebar stem, which to date is called the “Major Taylor Stem.”

    While experiencing racial prejudice throughout his career, Taylor became one of the first Black athletes to secure corporate sponsorships. He represented bicycle brands such as Iver Johnson, Sager, Stearns, and Orient, eventually becoming one of the wealthiest Black men in America. Due to his devout commitment to his faith, Taylor refused to race on Sundays, which led to him turning down a significant number of lucrative offers to race in Europe. However, once he achieved international superstardom, Taylor was able to negotiate “no Sundays” provisions in his European racing contracts. 

    Taylor retired from racing in 1910 and started many business ventures. In 1928, he published his autobiography “The Fastest Bicycle Rider in the World” with the intent of impacting justice, equal rights, and the ‘square deal’ for African Americans in sports. 

    About the Congressional Gold Medal

    Since the late 1700s, Congress has expressed public gratitude to individuals and groups by awarding medals and other similar decorations. The Continental Congress awarded the first Congressional Gold Medals. Since that time, Congress has awarded gold medals to express public gratitude for distinguished contributions, dramatize the virtues of patriotism, and perpetuate the remembrance of great events. Two-thirds of both the House and Senate must cosponsor the legislation to advance it.

    WASHINGTON, D.C. – Today, U.S. Representative Val Hoyle (OR-04) released the following statement after her vote on today’s motion to table impeachment: 

    “My position on the strikes in Iran has been clear. My constituents, regardless of party, do not want to send their children or their tax dollars to another forever war in the Middle East. That said, I voted to table the motion to impeach because there is no viable path to impeachment at this time. Impeachment is one of the most serious actions Congress can take, and it shouldn’t be used as a symbolic gesture or partisan spectacle.”

    Background

    Since coming to Congress in 2022, Rep. Hoyle has been an outspoken critic of presidential abuses of Congressional War Powers by both Democratic and Republican administrations.

    In 2023, Rep. Hoyle voted against the House’s version of the National Defense Authorization Act (NDAA) in part due to concerns about War Powers authorities. She offered amendments to:

      • Prohibit U.S. involvement in the war in Yemen unless authorized by Congress;

      • End unauthorized U.S. military involvement in Syria;

      • And to repeal the 1991, 2001, and 2002 Authorizations for the Use of Military Force (AUMFs), citing their misuse by presidents of both parties who use them to unilaterally engage in foreign wars.

    • In 2023, Rep. Hoyle spoke out against President Biden’s use of unauthorized military strikes.

    • In January 2024, Rep. Hoyle was among the first Democratic Congresspeople to speak out against President Biden’s unilateral decision to launch strikes in Yemen.

    • In April 2025, Rep. Hoyle joined Rep. Jayapal (D-WA) and Rep. Khanna (D-CA) to lead 30 of her colleagues in calling out President Trumps unilateral decision to launch strikes in Yemen.

    • In June 2025, Rep. Hoyle was one of 14 original cosponsors of Rep. Khanna’s (D-CA) and Rep. Massie’s (R-KY) Resolution to require President Trump to seek Congressional authorization before engaging in strikes on Yemen.

    Today, U.S. Representative Brittany Pettersen (CO-07) joined two War Powers resolutions reaffirming that only Congress – as outlined in the Constitution – has the authority to declare war, while ensuring the U.S. retains the ability to defend itself from an imminent threat. 

    “These resolutions reaffirm what our Constitution makes very clear: only Congress has the power to authorize war – not a single person. 

    “Preventing Iran from developing nuclear weapons is in the best interest of America, Israel, and the world. Unfortunately, it was Donald Trump who withdrew us from the Iran nuclear deal. Because of his diplomatic failure, Iran now has 60% enriched uranium, which is very near weapons grade, and does pose an existential threat. 

    “While I recognize the urgency, I am deeply concerned that Trump completely circumvented Congress, endangered American servicemembers and diplomats in the region, and put our national security at risk. 

    “Donald Trump, Congress, and the administration must work together to keep the American people safe, de-escalate tensions, and seek peace wherever possible while supporting our ally, Israel.”

    CHICAGO, IL – Congressmen Jonathan L. Jackson and Raja Krishnamoorthi are demanding immediate transparency and accountability from Immigration and Customs Enforcement (ICE) following their denied attempt to conduct an oversight visit at the South Loop ICE facility in Chicago.

    In a joint letter to Homeland Security Secretary Kristi Noem, the two lawmakers insist on gaining access to the facility and obtaining clear information about recent detentions.

    “We were denied the ability to perform congressional oversight – as is our duty as members of the United States House of Representatives,” the letter states. “During the visit to this facility, the ICE officer who refused to identify himself called the Chicago Police Department to evict us for ‘trespassing.’”

    Their visit follows alarming reports from June 4 indicating that at least ten individuals were detained under the pretense of routine appointments at the facility.

    “It is unclear exactly how many people were taken, where they were taken to, and if they were given access to counsel,” the lawmakers wrote. “We were denied those answers.”

    These concerns arise amidst credible reports that President Donald Trump has directed ICE to initiate the largest mass deportation operation in U.S. history, targeting cities such as Chicago.

    “The President’s politically motivated actions are deeply troubling, particularly for communities like ours in Illinois that have already seen intensified enforcement activity in recent weeks,” Reps. Jackson and Krishnamoorthi wrote.

    In their letter to Secretary Noem, the representatives have requested a formal response by Friday, June 27, and reiterated their demand for access to the South Loop facility to fulfill their oversight responsibilities.

  • MIL-OSI USA: Rep. Young Kim Urges Governor Newsom to Ease Pain at Pump for Californians

Gavin Newsom in opposition to the State’s Low Carbon Fuel Standard and the gasoline excise tax, which would increase to 61.2 cents per gallon, taking effect on July 1, 2025.   

    “California is already home to the highest gas prices of any state in the nation – the Low Carbon Fuel Standard and gas tax only add more pain at the pump for hardworking families,” said Congresswoman Kim. “I will continue to urge Governor Newsom to suspend the burdensome gas tax and provide relief for Californians.”

    We strongly oppose two impending increases in gasoline costs proposed by your administration that are set to take effect on July 1, 2025—measures that could impose an additional $0.68 per gallon on California drivers. 

    In November 2024, the unelected bureaucrats at the California Air Resources Board (CARB) approved updates to the State’s Low Carbon Fuel Standard (LCFS), despite widespread concerns 

    about affordability. Beginning July 1, 2025, this regulatory change is expected to increase gas prices by 65 cents per gallon. In addition, your administration has announced an increase to the state’s gasoline excise tax, raising it to 61.2 cents per gallon—further compounding the financial strain on working families. 

    These developments come amid the closure of several in-state refineries, placing further pressure on California’s already limited transportation fuel supply. Rather than addressing these supply challenges, the state’s actions threaten to deepen the hardship faced by millions of Californians who are already struggling to meet their families’ basic needs. 

    We have repeatedly urged your administration to suspend the gas tax and halt new regulatory measures that raise fuel prices. Yet, our calls have gone unanswered. As of this letter’s date, AAA reports that the average price of gasoline in California stands at $4.66 per gallon, $1.44 above the national average and the highest in the country. If your administration proceeds with these increases, projections show gas prices could soar to $8.43 per gallon by 2026. This is simply unsustainable for the constituents we represent. 

    We urge you to immediately suspend any further increases to California’s gasoline excise tax and pause the implementation of CARB’s LCFS updates. Californians need relief—not additional burdens.

  • MIL-OSI USA: Ciscomani Urges the Senate to Protect Medicaid

    WASHINGTON, D.C. — U.S. Congressman Juan Ciscomani and 15 colleagues are urging Senate and House leaders to protect Medicaid, firmly opposing legislation that limits access to Medicaid coverage for vulnerable individuals or jeopardizes the ability for hospitals to provide care.

    “Throughout the budget process, we have consistently affirmed our commitment to ensuring that reductions in federal spending do not come at the expense of our most vulnerable constituents,” the lawmakers wrote in a letter to Senate Majority Leader John Thune and House Speaker Mike Johnson. We write to reiterate that commitment to those we represent here in Washington… The proposal released by the Senate Finance Committee on June 16 includes provisions that go beyond H.R. 1. The House’s approach reflects a more pragmatic and compassionate standard, and we urge that it be retained in the final bill.”

    The lawmakers continued: “Protecting Medicaid is essential for the vulnerable constituents we were elected to represent. Therefore, we cannot support a final bill that threatens access to coverage or jeopardizes the stability of our hospitals and providers.”

    In April, Ciscomani joined a letter to House Republican leadership making it clear that they would not support a reconciliation package that reduces Medicaid coverage for those who need it and who have limited options for health coverage, such as single mothers, those with disabilities, the working poor, and the elderly.

    Following this letter, Ciscomani met with the White House, Republican leadership, and the Energy and Commerce Committee to prevent changes to the Federal Medical Assistance Percentage (FMAP), a decrease in Arizona’s provider tax, and per capita caps from being included in the final House reconciliation package. Those provisions were not included in the bill that Ciscomani voted for. 

    In February, Congressman Ciscomani was among members of the Congressional Hispanic Conference who sent a letter to Speaker Mike Johnson, saying that cutting Medicaid “would have serious consequences, particularly in rural and predominantly Hispanic communities where hospitals and nursing homes are already struggling to keep their doors open.”

    As Members of Congress who helped secure a Republican majority, we believe it is essential that the final reconciliation bill reflects the priorities of our constituents—most importantly, the critical need to protect Medicaid and the hospitals that serve our communities.     The Senate proposal also undermines the balanced approach taken to craft the Medicaid provisions in H.R. 1—particularly regarding provider taxes and state directed payments. The Senate version treats expansion and non-expansion states unfairly, fails to preserve existing state programs, and imposes stricter limits that do not give hospitals sufficient time to adjust to new budgetary constraints or to identify alternative funding sources.

    We are also concerned about rushed implementation timelines, penalties for expansion states, changes to the community engagement requirements for adults with dependents, and cuts to emergency Medicaid funding. These changes would place additional burdens on hospitals already stretched thin by legal and moral obligations to provide care.

    Protecting Medicaid is essential for the vulnerable constituents we were elected to represent. Therefore, we cannot support a final bill that threatens access to coverage or jeopardizes the stability of our hospitals and providers.

    WASHINGTON, D.C. — Today, Congressman Maxwell Alejandro Frost (FL-10) issued a statement condemning President Donald Trump’s Homeland Security Secretary, Kristi Noem, for announcing plans to redirect FEMA funds — meant for disaster response and recovery — toward building a tent-based immigrant detention center in the middle of an abandoned airfield in the Everglades. The site, dubbed “Alligator Alcatraz,” would reportedly rely on surrounding alligators as a “cost-saving” security measure.

    Florida Attorney General James Uthmeier, a Trump sycophant, proposed the idea, suggesting that the surrounding wildlife could help deter escape and reduce operational costs.

    In a statement, Rep. Frost says:

    “Donald Trump, his Administration, and his enablers have made one thing brutally clear: they intend to use the power of government to kidnap, brutalize, starve, and harm every single immigrant they can —because they have a deep disdain for immigrants and are using them to scapegoat the serious issues facing working people. 

    “They would rather us point fingers at immigrants for the housing crisis, violence, lack of healthcare, and high costs that plague our nation rather than blame the inaction of politicians and greedy corporations.

    “This was never about public safety. It was never about putting America first.

Specifically, it prohibits proxy advisory firms from issuing voting recommendations when any conflict could reasonably be expected to affect the objectivity or reliability of proxy advice, including being a member of a group that supports proposals similar to the shareholder-sponsored proposal. A violation of this prohibition would result in civil penalties.

    WASHINGTON, D.C. – Today, U.S. Representatives Tracey Mann (KS-01) and Derek Schmidt (KS-02), alongside U.S. Senators Jerry Moran (R-KS), Roger Marshall, M.D. (R-KS) and Markwayne Mullin (R-OK), introduced legislation that would federally charter Haskell Indian Nations University, transferring governance from the Bureau of Indian Education (BIE) to the Haskell Board of Regents, while maintaining federal funding and assistance for the university.

    In December, Rep. Mann and Sen. Moran released an initial draft of the legislation. Throughout the last five months, the Members solicited and reviewed feedback from the Native American, Lawrence, and higher education communities to make certain the legislation would effectively address issues at Haskell and best serve Native students and staff.

    “As a one-of-a-kind, historic institution established to meet the educational needs of students of federally recognized tribes, Haskell Indian Nations University should be a crown jewel for both Native Americans and Kansas,” said Rep.     Haskell University is the only four-year, postsecondary institution under the governance of the BIE and the Bureau of Indian Affairs. Over the last several years, the agencies have failed to respond to congressional inquiries and address concerns raised by the Tribal community—including delays and redactions in a report on a sexual harassment investigation. Additionally, Haskell University’s infrastructure is outdated, non-ADA compliant, and contains obsolete technology. Haskell University faces high dropout rates and a lack of resources for essential programs.

    Legislation would transfer governance from Bureau of Indian Education to Haskell Board of Regents

    WASHINGTON, D.C. – Today, U.S. Representatives Tracey Mann (KS-01) and Derek Schmidt (KS-02), alongside U.S. Senators Jerry Moran (R-KS), Roger Marshall, M.D. (R-KS) and Markwayne Mullin (R-OK), introduced legislation that would federally charter Haskell Indian Nations University, transferring governance from the Bureau of Indian Education (BIE) to the Haskell Board of Regents, while maintaining federal funding and assistance for the university.

    In December, Rep. Mann and Sen. Moran released an initial draft of the legislation. Throughout the last five months, the Members solicited and reviewed feedback from the Native American, Lawrence, and higher education communities to make certain the legislation would effectively address issues at Haskell and best serve Native students and staff.

    “As a one-of-a-kind, historic institution established to meet the educational needs of students of federally recognized tribes, Haskell Indian Nations University should be a crown jewel for both Native Americans and Kansas,” said Rep. Mann. “For far too long, the U.S. Department of Interior and the Bureau of Indian Education have mismanaged the university, turned a blind eye to misconduct to the detriment of its students, and failed to comply with federal oversight. Our legislation offers a once-in-a-lifetime opportunity to protect Haskell’s rich heritage and culture by transferring its governance to a Board of Regents nominated by Tribal communities and removing BIE from its governing structure. I am grateful for the tribal members, Haskell students, staff, and alumni, and the Haskell Board of Regents who weighed in to help us get this bill right. Today begins a new chapter that empowers Haskell to thrive and serve tribal communities in the way it was always meant to serve.”

It is clear that the best path forward is for the university to be led by an independent Board of Regents nominated by the Tribal community and no longer obstructed by the BIE. I am grateful for the input I have received from the Haskell Board of Regents, tribal members and Haskell University students and staff to make certain Haskell, as the sole Tribal Nations University in the country, receives the reforms necessary to best serve the Native American community in Kansas and across the country.”

    Haskell University is the only four-year, postsecondary institution under the governance of the BIE and the Bureau of Indian Affairs. Over the last several years, the agencies have failed to respond to congressional inquiries and address concerns raised by the Tribal community—including delays and redactions in a report on a sexual harassment investigation. Additionally, Haskell University’s infrastructure is outdated, non-ADA compliant, and contains obsolete technology. Haskell University faces high dropout rates and a lack of resources for essential programs.

The facility was last upgraded over 20 years ago and will undergo a refurbishment over the next 1-3 years. This funding will be used to replace existing conventional, fossil-fuel powered systems with efficient heat pump units which can reduce the system’s carbon footprint by 25%. In addition, modern heat pumps can reduce electricity used for heating by approximately 50% compared to electric resistance heating. An energy efficient system will help keep wastewater rates low for rate payers, reduce the plant’s carbon footprint, and support a clean energy future.

    WASHINGTON, D.C. – Today, Congressman Nick Langworthy (NY-23) announced that Pro Action of Steuben and Yates, Inc. has been awarded $2,530,907 by the U.S. Department of Health and Human Services (HHS) for Head Start Projects. 

    “I was proud to support and deliver over $2.5 million for Head Start projects in Bath,” said Congressman Langworthy. “Head Start programming is essential to families in our community and this funding will ensure children have the best opportunity to learn and be nurtured. I am excited to see this program flourish with federal assistance.”

    Head Start is based on the premise that all children share certain needs and that children of income eligible families can benefit from a comprehensive developmental program to meet those needs. The program maximizes the strengths and unique experiences of each child. The family, which is the principal influence on the child’s development, is a direct participant in the program.

  • MIL-OSI USA: Kamlager-Dove Delivers Fiery Remarks in Opposition to Trump’s Reckless Rescissions Package with Cuts to USAID, PBS

    WASHINGTON, DC — Today, Rep. Sydney Kamlager-Dove (CA-37) spoke on the House Floor in strong opposition to Trump’s rescissions package codifying DOGE’s cuts to USAID, PBS, and other Congressionally-appropriated funding. The package passed the House on a party-line vote of 214-212.

    The clawback of $9.4 billion in funding that House Republicans themselves voted for last Congress would cut programs that prevent deadly diseases and pandemics, support democracy abroad, create markets for American businesses, and provide trusted public news, emergency alerts, and educational programming.

    “Mr. Speaker, I rise in strong opposition to this package. It is embarrassing, it is trifling. This is a funding package that Republicans actually agreed to and voted on last Congress when they were in the majority.     Now Republicans are going back on their own agreement and giving up their own power with this package. The real question is, why show up here if you have an orange daddy doing your work for you? 

    This vote actually puts every Republican on record as supporting Elon’s attack on democracy when even Steve Bannon said that Elon and DOGE found no waste. 

    With this package Republicans are one step closer to a country that looks more like the adversaries we profess to oppose. Americans will be left to clean up this mess. We will have zero standing in the international community and we will have zero claim to global leadership–while you all have killed off Elmo.

  • MIL-OSI USA: LaLota Votes to Prohibit Noncitizen Voting in D.C. Elections

    “Voting is a sacred right reserved for U.S. citizens, and allowing noncitizens to cast ballots in our nation’s capital undermines that principle,” said Rep. LaLota. “As a former Commissioner of the Suffolk County Board of Elections, I know firsthand how essential it is to strengthen public trust in our elections. I’m stunned that 148 Democrats opposed this commonsense bill—leaders of both parties should agree that only American citizens should vote in D.C. elections.     Background:

    H.R. 884, introduced by Rep. August Pfluger, seeks to repeal the 2022 D.C. Local Resident Voting Rights Amendment Act, effectively rescinding the ability for non-citizens—including green card holders—to vote in D.C.’s local elections (congress.gov). On June 10, 2025, the U.S. House passed the bill by a vote of 266–148, reflecting notable bipartisan support, including 56 Democrats joining Republicans (washingtonpost.com). The legislation now heads to the Senate and awaits action in the Homeland Security and Governmental Affairs Committee (congress.gov).

    Supporters argue the bill protects the franchise of American citizens by ensuring only citizens vote in D.C. elections, while opponents—led by D.C.’s mayor and Delegate Eleanor Holmes Norton—warn it undermines local self-governance and the District’s home rule authority (fox5dc.com). The Senate’s decision will determine whether non-citizen voting rights in D.C. are permanently eliminated or restored.

    “Standards in federal rules and regulations matter to us all, and never more so than when they are at a point of either streamlining public access or blocking it from the people’s reach,” said Rep. Issa. “The Pro Codes Act will achieve a long-term goal that will make a lasting difference: Ensure our standards remain transparent, accessible, and available.”

    As more codes get incorporated by reference into legal standards by courts, the Pro Codes Act will protect a code or standard’s incorporation by ensuring the copyright doesn’t extinguish. The bill ensures that the public retains free access to the information. Just as some online services have a free version of their product with limited functionality and a paid premium version with greater functionality, under this bill, those that invest in code development will still be able to sell the materials in certain formats so long as they are simultaneously providing access to the information for free.

    “I believe that codes that have been incorporated into law should always be available to the public at no cost. I also believe that we must protect incentives to create, update and correct codes,” said Rep. Ross. “The Pro Codes Act strikes a critical balance between enabling public access to codes and ensuring copyrights are protected and organizations are properly compensated and incentivized to create and update the standards we need to keep the American people safe and healthy. I thank Congressman Issa for his partnership on this issue.”

  • MIL-OSI USA: House Passes Congressman Jonathan L. Jackson’s Sanctioning Sea Pirates Act to Protect Global Commerce and U.S. Security

    WASHINGTON, D.C. – Today, Congressman Jonathan L. Jackson (IL-01) announced the passage of H.R. 1998, the Sanctioning Sea Pirates Act, landmark legislation to combat the rising threat of piracy in critical global shipping lanes and safeguard the economic and national security interests of the United States.

    “Over the last few years, we have seen how fragile global supply chains can be and how disruptions in key maritime routes can lead to shortages and inflation here at home,” said Congressman Jackson. “More than 30% of global container trade passes through the Red Sea. When pirates and terrorists threaten these waters, American consumers and businesses feel the impact in the form of higher prices and delayed goods.”

    The Sanctioning Sea Pirates Act imposes targeted sanctions on individuals and entities engaged in piracy worldwide, including asset freezes and denial of entry into the United States. The legislation comes in response to a surge in attacks by both Houthi militants and Somali pirates in the Red Sea and Gulf of Aden, which have reached levels unseen in a decade.

    “As an international leader in trade and security, the United States must act decisively to stop piracy and secure global waterways for the safety of ships, crew members, and the critical supply chains that support our economy,” Jackson continued. “This bill is also a necessary step to support the development and stability of African economies, particularly Somalia, which has been plagued by piracy and its devastating effects.”

    Piracy is often linked to terrorism and organized crime, posing a broader threat to international security and the global maritime order. The Sanctioning Sea Pirates Act reaffirms the United States’ commitment to global economic stability, the rule of law, and the safety of seafarers worldwide.

    “Attacks on maritime shipping endanger innocent lives, destabilize local communities in Yemen and the Horn of Africa, and raise the cost of everyday goods for hardworking American families,” said Jackson. “By imposing stiff sanctions, this bill will help suppress the destabilizing threat posed by pirates and take a step toward greater stability and safety for both the United States and East Africa.”

  • MIL-OSI USA: Rep. Young Kim Bill to Support Taiwan in IMF Passes House

    Washington, DC – Today, the House of Representatives passed the Taiwan Non-Discrimination Act (H.R. 910), a bipartisan bill led by U.S. Representatives Young Kim (CA-40) and Al Green (TX-09) to support Taiwan’s participation in the International Monetary Fund (IMF).

    “Taiwan – the 21st largest economy in the world and producer of 90 percent of the world’s advanced semiconductor chip supply – doesn’t just deserve a seat at the table at the IMF. The free world needs Taiwan at the IMF,” said Congresswoman Young Kim. “We cannot be complicit as international organizations cede leverage to Beijing and silence Taiwan’s voice. I thank my colleagues for joining me to support Taiwan’s participation in the IMF, and I will keep fighting to get this to President Trump’s desk.”

    The Taiwan Non-Discrimination Act (H.R. 910) would ensure the U.S. governor of the IMF advocates for:    

    • Taiwan’s admission into the IMF as a member;   
    • Taiwan’s participation in the IMF’s regular surveillance activities relating to Taiwan’s economic and financial policies;    
    • Employment opportunities at the IMF for Taiwan nationals; and,   
    • Taiwan’s ability to receive IMF technical assistance and training.    

    Senate companion legislation has been introduced by Senators Dave McCormick (R-PA), Jacky Rosen (D-NV), Dan Sullivan (R-AK), and Elissa Slotkin (D-MI). 

    Reps. Kim and Green introduced similar legislation in the 118th Congress that passed the House in January 2024.  

    In the 117th Congress, Rep. Kim led a bipartisan bill, which became law in May 2022, to restore Taiwan’s observer status in the World Health Organization and World Health Assembly.
