    Today, the Wastewater Infrastructure Pollution Prevention and Environmental Safety (WIPPES) Act passed in the U.S. House of Representatives.

    The bipartisan, bicameral legislation requires wipe manufacturers to label their products as non-flushable to protect wastewater infrastructure from damage. Blockages from non-flushable wipes cost Michigan water utilities an additional $18 million annually.

    Rep. Kevin Mullin (D-Calif.), Chairwoman Lisa McClain (R-Mich.), Sen. Jeff Merkley (D-Ore.), and Sen. Susan Collins (R-Maine) reintroduced the bill for the 119th Congress.

    “Improper disposal of wet wipes damages wastewater infrastructure, costing California utilities and consumers tens of millions of dollars a year. That’s why water professionals nationwide strongly support the WIPPES Act, which mandates clear ‘Do Not Flush’ labeling,” Mullin said. “This commonsense legislation is a critical step in protecting our infrastructure and the environment. By providing consumers with clearer guidance, the WIPPES Act will help reduce strain on our wastewater systems and safeguard taxpayer resources. I am pleased to see this bipartisan, bicameral legislation move forward.”

    “This common-sense, practical legislation will prevent rate hikes and protect water infrastructure. I am proud to lead this legislation and call on the Senate to quickly pass it,”  McClain said.

    “When non-flushable wipes back up our wastewater system, it hurts our infrastructure, our environment, and our wallets,” Merkley said. “Accurately labelling wipes and other products as ‘non-flushable’ is a necessary step to help consumers appropriately dispose of their waste. The House passage of our bipartisan WIPPES Act brings it one step closer to becoming law and protecting our water supply and wastewater infrastructure.”

     “Many consumers who use wet wipes are unaware that flushing these products creates significant problems for plumbing, wastewater treatment equipment, and septic systems,” Collins said. “This bipartisan legislation would require manufacturers to label non-flushable wet wipes, providing consumers with the information they need to safely dispose of them, and helping prevent homeowners and taxpayers from having to pay for expensive repairs.”

    The bill is supported by many outside groups and local governments:

    “It’s important that the packaging on all disposable sanitary and cleaning wipes be required to have labelling that prominently displays the words ‘do not flush’ or ‘non-flushable’. Wipes should be thrown in the trash,” Macomb County Public Works Commissioner Candice S. Miller said. “Not only can wipes damage sewage systems at homes and businesses, but they can cause very costly damage to municipal wastewater infrastructure systems. They form huge clumps that can severely impact the flow of wastewater even in large interceptor pipes. Wipes that get through can clog bar screens, requiring time-consuming removal and harm the pumps at pump stations.”

Personal care wipes, while convenient for the consumer, cause serious harm to municipal sewer systems across the nation when they are improperly flushed. The water sector worked hand-in-hand with industry on this commonsense legislation that will provide clarity for the consumer, protect sewer workers, and avoid millions in infrastructure damage nationwide,” Adam Krantz, CEO of the National Association of Clean Water Agencies said. “We applaud the House for passing this legislation and will work toward similar swift action in the Senate.”

    “The American Public Works Association strongly supports the WIPPES Act as a commonsense solution to a burdensome problem. Flushing non-flushable wipes accounts for $441 million a year in additional cost to wastewater systems.     Trump’s March Attempt to Terminate Federally Funded Legal Aid for Unaccompanied Migrant Children Has Thrown System into Disarray 

     

    Juvenile Dockets Safeguard Unaccompanied Children from Trafficking, Exploitation, and Abuse

    Washington D.C. – Congressman Dan Goldman (NY-10) led 77 of his colleagues in sending a bipartisan letter to the House Appropriations Subcommittee to direct the Department of Justice’s Executive Office for Immigration Review (EOIR) to submit a report to Congress detailing the status of unaccompanied children’s immigration proceedings. The letter also asks the Committee to include language in its FY2026 report encouraging EOIR to continue using specialized juvenile dockets to improve fairness, efficiency, and child protection in immigration court proceedings. 

    “The immigration courts have a critical role to play in administering justice efficiently while maintaining standards that ensure due process, which can be especially difficult in proceedings where children are the sole or principal respondent.  Utilization of specialized juvenile dockets with robust anti-trafficking safeguards and child-appropriate accommodations can both help protect children from dangers and achieve much needed efficiency benefits for the backlogged immigration courts, all while improving due process in children’s cases,” the Members wrote. 

    Children as young as two are often left to navigate America’s complex and unforgiving immigration system entirely on their own, exposing them to serious risks of abuse, human trafficking, and long-term harm. Earlier this year, Donald Trump terminated the federal contract that provided critical legal assistance to these unaccompanied migrant children, stripping away one of their few remaining protections for over 26,000 unaccompanied migrants. The Members asked for the following language to be included in the FY26 federal budget: 

    “The Committee encourages EOIR to continue using specialized juvenile dockets across the immigration courts to improve the fairness and efficiency of immigration adjudications involving unaccompanied children, better protect those children against trafficking and exploitation, and connect children with legal assistance. The Committee directs EOIR to submit a report to the Committee, within 180 days of enactment of this act, detailing the status of unaccompanied children’s immigration proceedings.”  

    Congressman Dan Goldman has consistently fought to ensure unaccompanied minors receive support and proper legal representation when navigating the U.S. immigration system.  

    Congressman Goldman was instrumental in prompting the Biden Administration’s Executive Office for Immigration Review (EOIR) to release new guidance for children’s immigration proceedings. This guidance established specialized children’s dockets in every immigration court, overseen by dedicated judges. 
    The Biden Administration’s Executive Order followed the introduction of Congressman Goldman’s Children’s Court Act, which intended to reduce the immigration court backlog and strengthen due process rights for children. 

    In March 2025, President Trump terminated federal funding for legal services that protected and provided legal aid to over 26,000 unaccompanied migrant children.

    Dear Chairman Rogers and Ranking Member Meng:  

    As your committee considers appropriations for Commerce, Justice, Science and Related Agencies for Fiscal Year (FY) 2026, we urge you to direct the Department of Justice’s Executive Office for Immigration Review (EOIR) to submit a report to Congress detailing the status of unaccompanied children’s immigration proceedings.  

    The immigration courts have a critical role to play in administering justice efficiently while maintaining standards that ensure due process, which can be especially difficult in proceedings where children are the sole or principal respondent. The immigration courts are also an important element of creating a system that ensures unaccompanied children are protected from dangers like human trafficking, exploitation, and abuse. Utilization of specialized juvenile dockets with robust anti-trafficking safeguards and child-appropriate accommodations can both help protect children from dangers and achieve much needed efficiency benefits for the backlogged immigration courts, all while improving due process in children’s cases.   

    In December 2023, EOIR clarified in the Director’s Memorandum on Children’s Cases in Immigration Court that each immigration court would have a specialized juvenile docket for cases where the sole or principal respondent was under 21 years old. These dockets would be held separately from adult cases and would be overseen by judges who receive specialized training. The Memorandum also outlined certain procedures and practices that immigration judges should follow to create a system where children could better comprehend their proceedings; where indicators of trafficking would be identified; and through which the courts could work towards streamlining benefits.   

    Unfortunately, EOIR rescinded the Director’s Memorandum this year and reinstated 2017 guidance that offers fewer trafficking safeguards, efficiency benefits, and pragmatic processes. This change threatens to create unnecessary delays which further exacerbate the severe immigration court backlog. It also diminishes critical safeguards designed to ensure that children can seek relief for which they may be eligible and that they comply with their immigration responsibilities, including updating their address with government agencies.   

    Given the important role of Congress in overseeing the immigration courts’ handling of juvenile proceedings, we ask the Committee to include the following language in its report:  

    The Committee encourages EOIR to continue using specialized juvenile dockets across the immigration courts to improve the fairness and efficiency of immigration adjudications involving unaccompanied children, better protect those children against trafficking and exploitation, and connect children with legal assistance. The Committee directs EOIR to submit a report to the Committee, within 180 days of enactment of this act, detailing the status of unaccompanied children’s immigration proceedings. This report shall address: the name and number of immigration courts implementing juvenile dockets; training that has been provided to juvenile docket judges; any restrictions imposed on judges’ ability to use docket management tools for children’s proceedings; methods that courts are using to facilitate legal representation for children; and other relevant matters, as appropriate.

  • MIL-OSI USA: Letlow Files Bill Directing Tariff Revenue to Farmers

    WASHINGTON, D.C. –  Congresswoman Julia Letlow has filed legislation to support American agricultural producers impacted by disruptions to the global trade market.

    The bill would create a dedicated fund, administered by the Secretary of Agriculture, to provide a timely and targeted safety net for American farmers and producers. The Tariff Responses and Damages to Exports (TRADE) fund would equip the Trump Administration to respond swiftly to trade-related agricultural losses, allowing the President to deposit revenue from tariffs on foreign agricultural products directly into an account used to offset related losses suffered by American producers.

    “As President Trump works to fix unfair trade practices, I’m moving to make sure our farmers receive the support they need,” said Congresswoman Julia Letlow. “This bill would dedicate money collected from tariffs on foreign ag products to American farmers. Our farmers are the lifeblood of Louisiana and our nation, and I’ll have their back every step of the way as President Trump works to create a level playing field with our trading partners.”

    The fund could compensate agricultural producers affected by market changes as measured by a decrease in exports, increasing input costs, and tariffs and other trade barriers imposed by foreign countries.

    WASHINGTON, D.C.– On June 22nd, using B2 bombers, 30 tomahawk missiles, and six 30,000 pound “Bunker Busting” bombs, the United States attacked three nuclear sites in Iran. The reason for the attack was to prevent Iran, a country hostile to the United States, Israel, and peace in the Middle East, from using the enriched uranium it had produced at those sites to construct an atomic bomb.

    Said Congressman Cliff Bentz (OR-02): “I support President Trump’s decision to use our military to damage and hopefully destroy Iran’s immediate capability to produce nuclear weapons.     “The Islamic Republic Guard (IRG) of Iran must be stopped in its quest for nuclear weapons. For the 40+ years the IRG has ruled Iran, they have abused and terrorized their own people, and stated that they seek to destroy Israel and the United States.

    Rocky Point, NY – On Wednesday, June 18, 2025, Representative Nick LaLota (R-Suffolk County), Navy Veteran and member of the Military Construction & Veterans Affairs Appropriations Subcommittee, was joined by Brookhaven Councilwoman Jane Bonner, Vietnam Veteran Gerald Wiggins, members of Vietnam Veterans of America Chapter 11, and members of Rocky Point VFW Post 6249 to call for urgent action to expand VA care and support for Vietnam Veterans suffering from bile duct cancer (cholangiocarcinoma) linked to their military service.

    The event followed the April 7, 2025 House passage of LaLota’s bipartisan Vietnam Veterans Liver Fluke Cancer Study Act, which directs the Department of Veterans Affairs to conduct a comprehensive study on the connection between liver fluke exposure during the Vietnam War and bile duct cancer in Vietnam Veterans compared to Veterans in other theaters. The bill passed the House unanimously, with a vote of 411–0.

    “The facts are clear: Vietnam War veterans who served in-theater are 30% more likely to develop bile duct cancer than those who served elsewhere. Yet the VA still refuses to acknowledge the connection. That must change.

    We’ve passed a corrective bill out of the House twice, but only after Gerald Wiggins walked into my office two years ago and said, ‘Nick, you’ve got to step up for the rest of us.’ And we did. Now it’s time for the Senate—and the VA—to do the same.

    The VA could fix this with the stroke of a pen. They don’t need another study. But if that’s what it takes, we’ll keep pushing until this bill becomes law and the VA finally does right by our Vietnam Veterans,” said LaLota.

    Gerald Wiggins, a Vietnam Veteran and Suffolk County resident in attendance, who has been instrumental in sparking legislative attention to this important issue, shared his personal story of delayed diagnosis, limited treatment options, and the emotional toll of navigating a system that has not formally recognized his illness as service-related.

    “The disease lasts for 30, 40, 50 years. They don’t know how or why in your bile duct. It releases, goes to your liver. By the time you know about it, you’re dead. They say, ‘Well, the Vietnam Veterans are alcoholics and drug addicts, so that’s why their liver went bad.’ There are 800,000 Veterans in New York State. There are 134,000 Veterans on Long Island. If you push this bill through, you’re a hero,” said Wiggins. “Can someone explain to me in the Senate now why you can’t pass this bill? If 800,000 Veterans come together in Washington, D.C., like they did in the ’60s and ’70s—maybe something will go through. I’m positive. I’m still positive. I have a disease in me that, once it hits another organ, I could die. Right now it’s in my body, but I’m still alive.”

    Background:

    LaLota initially introduced the Vietnam Veterans Liver Fluke Cancer Study Act during the 118th Congress, and it passed the House in September 2024. The Senate failed to act. 

    The Liver Fluke Cancer Study Act seeks to address this gap by requiring the VA, in collaboration with the Centers for Disease Control and Prevention (CDC), to conduct a comprehensive study on the prevalence of liver fluke infections among Vietnam Veterans. This legislation aims to ensure that Vietnam Veterans receive the care and recognition they deserve for this debilitating condition.

    In 2018, the Northport Veterans Affairs Medical Center in New York conducted a groundbreaking study on liver fluke infection among Vietnam Veterans, using a 50-Veteran sample size. Although the study was smaller than most, its findings highlighted an urgent need for a larger-scale investigation, the development of standardized treatment protocols, and expanded access to care for affected Veterans at VA facilities nationwide.

    Following this, the Department of Veterans Affairs (VA) initiated the Vietnam Era Veterans Mortality Study, comparing mortality rates from cholangiocarcinoma (bile duct cancer) between Veterans deployed to the Vietnam War theater and those who served elsewhere. The study suggests a potential link between exposure to parasitic infections, contracted through contaminated freshwater fish, and a heightened risk of cholangiocarcinoma among Vietnam Veterans.

    Despite this evidence, during a Legislative Hearing before the House Veterans Affairs Subcommittee on Health, the Veterans Health Administration (VHA) indicated that the VA does not support further research on the topic. Additionally, the VA has yet to designate cholangiocarcinoma as a service-connected condition, despite the findings of the Vietnam Era Veterans Mortality Study.

    LaLota recently sent a letter to the Secretary of Veterans Affairs, Doug Collins, urging him to designate cholangiocarcinoma as a presumptive, service-connected condition for Vietnam-era Veterans. Additionally, LaLota was successful in including language in the House Report attached to the Military Construction and Veterans Affairs Subcommittee, directing the Department of Veterans Affairs to report to the House and Senate Committees on Appropriations within 180 days of enactment of the bill on steps taken to review existing evidence, update claims adjudication guidance if necessary, and enhance outreach to potentially impacted Vietnam-era Veterans.

  • MIL-OSI USA: Stansbury Fights for Expanded Access to Healthcare, More Providers

     WASHINGTON, D.C. – Congresswoman Melanie Stansbury (NM-01) fought for expanded access to healthcare in rural and Indigenous communities during an Indian and Insular Affairs Subcommittee hearing.  

    Her bill, the IHS Provider Expansion Act, was reintroduced earlier in the month, and testimony about the legislation was heard during the subcommittee hearing.

    The legislation would establish an Office of Graduate Medical Education Programs within the Indian Health Service (IHS). This legislation would expand the existing IHS Residency Program, building from the Shiprock-University of New Mexico (SUNM) Family Medicine Residency which is the first in the nation.  

    “Access to healthcare should not be determined by history or geography,” said Rep. Melanie Stansbury (NM-01). “The IHS Provider Expansion Act is a vital step towards ensuring that Native and Indigenous communities can access healthcare and grow the number of medical professionals serving Native communities. By investing in medical education within the Indian Health Service, we can help expand healthcare and bridge the gap in healthcare disparities that have persisted for far too long.” 

    Testifying about the importance of the legislation was Dr. Adriann Begay from the Navajo Nation HEAL Initiative. Dr. Begay is Tábaahi (Edge of the Water clan) and born for Bít’ahnii (Folded Arms People clan). Her maternal grandparents are Ta’néészahnii (Badlands People clan) and paternal grandparents are Tl’aashchí’í (Red Cheek People clan).  

    She completed her undergraduate studies at the University of Arizona; and received a medical degree from the University of North Dakota School of Medicine through the Indians into Medicine program. She completed her residency in Family Medicine at the University of Arizona and is a Diplomate of the American Board of Family Practice. Adriann worked for the Indian Health Service for 21 years initially at Salt River Clinic under Phoenix Indian Medical Center for 4 years as a primary care provider. Then at Gallup Indian Medical Center as an urgent care physician and administrator for 17 years.

    More about the bill and its impact:  

    In New Mexico, which is home to 23 Tribal Nations and a population that is nearly 12% Native, access to healthcare services is a pressing issue. Currently, IHS provides services in 37 states to about 2.2 million out of 3.7 million Indigenous people in the country.  

    This bill is projected to directly impact millions of people across the country served by the IHS to improve access to healthcare and medical professionals who understand the unique health challenges faced by Tribal communities.  

    By expanding access through IHS, this bill will also help to address the significant deficit of rural primary healthcare providers across the country. Recent data from the U.S. Department of Health and Human Services shows rural areas across the country face a significant deficit in primary care providers, with more than 80 million Americans living in Health Professional Shortage Areas (HPSAs).   

    By expanding graduate medical education opportunities through IHS, we can expect an increase in the number of physicians willing to practice in these underserved regions.  

    Key Provisions of the Legislation:  

    • Establishment of the Office: The Secretary of Health makes permanent the Office of Graduate Medical Education Programs to oversee residency and fellowship initiatives within the IHS. 
    • Creating a Pipeline: The Office will facilitate opportunities for future healthcare professionals, paraprofessionals, and other health-related workers to engage in residency and fellowship programs. 
    • Oversight of Residency Programs: The Office will oversee existing residency and fellowship programs at IHS facilities and support the creation of additional programs aimed at recruiting and retaining healthcare professionals. 
    • Coordination with Academic Institutions: The Office will work in collaboration with academic institutions to strengthen educational ties and enhance training opportunities. 
    • Interagency Working Group: An interagency working group, involving various federal agencies, will assist in the implementation and sustainability of the Office, ensuring ongoing support and resources.

    Secretary Pete Hegseth has directed cuts aimed at what’s being labeled “wasteful” spending:

    • Over $580 million in contracts and programs have been canceled.
    • Major cuts include $1.8 billion from consulting contracts at the Defense Health Agency, $1.4 billion from cloud IT services, and $500 million from Navy business consulting.
    • Eleven contracts related to DEI, climate change, and COVID-19 were also terminated.
    • A $500 million DARPA help desk contract was cut due to duplication.
    • The Department of Defense is working with DOGE (Department of Government Efficiency), which has identified $800 million in additional spending to eliminate.
    • There are plans to in-source IT roles, shifting those duties to civilian staff. 

    The VA started aggressive contract reviews and program cuts: 

    • Effective May 1, the VA ended the Veterans Affairs Servicing Purchase (VASP) program, which had been the only available mortgage assistance tool for many at-risk veterans. This has increased the risk of foreclosure for thousands of veteran families.
    • VA has canceled 585 contracts worth $1.8 billion, redirecting about $900 million to healthcare and benefits. Most of the canceled contracts were described as non-mission critical, but some provided administrative or support services that may now fall back on already strained internal resources.

This legislation would increase the observations, understanding, and forecasting of coastal flooding and storm surge events, to address weather observation gaps in highly vulnerable areas.

    The goal of the program is to increase the development and extension of accurate, effective, and actionable forecasts and warnings for the loss of life and economic losses from coastal flooding and surge events.

    This legislation is included in H.R. 3816, the Weather Act Reauthorization Act, a broader legislative package aimed at strengthening how we communicate and respond to severe weather, which Congressman Kean recently cosponsored.

    “The ‘President of peace’ just bombed Iran without Congressional authorization, without clear evidence that Iran is imminently close to having a nuclear weapon, without properly notifying both parties in Congress, and with no clear plan for what comes next. 

    “I support the longstanding U.S. policy that Iran, an adversary and state-sponsor of terror, must never acquire a nuclear weapon. However, I have not received any classified briefing on the intelligence that shows Iran could imminently develop a nuclear weapon, which directly contradicts DNI Tulsi Gabbard’s testimony to Congress in March. Equally concerning, President Trump and his incompetent national security team have not shown to the American people what their day after plan is and how they will manage the possibility of another forever war in the Middle East.

    “The U.S. must not be dragged into a wider war in the Middle East, and I pray for the U.S. servicemembers Trump has now placed in harm’s way. The Trump Administration must come before Congress to seek approval for further actions and my colleagues on both sides of the aisle must reassert Congress’s constitutional authority to ensure we do not repeat the mistakes of past conflicts.”

    “President Trump’s decision to launch air strikes on Iran without Congressional consultation or approval absent an imminent threat to the United States risks triggering a broader regional war that drags us deeper into an avoidable conflict with no clear strategy.

    “Escalating tensions through force without a coordinated diplomatic effort dangerously undermines our national security and the safety of our allies, and puts our over 40,000 servicemembers stationed throughout the Middle East within reach of Iranian missiles and drones at risk. The American people deserve transparency and accountability when it comes to decisions that could cost American lives. I urge the Administration to brief all members in Congress on the intelligence that compelled these strikes, the effectiveness of the strikes, the plans for what comes next, and the actions that the Administration is taking to protect American servicemembers and potential domestic targets from Iranian reprisals.

    “While we remain firm in our commitment to preventing a nuclear armed Iran, using force that at best merely delays nuclear weapons development by a few years will not bring long-term success. Only robust and aggressive diplomatic action has ever successfully contained Iran’s nuclear ambitions in a meaningful way. Unfortunately, the President abandoned the Joint Comprehensive Plan of Action agreement successfully negotiated by the Obama-Biden Administration, without any clear alternatives in mind to avoid the current crisis that we find ourselves in at this moment.

    “I urge the Administration to  pursue every available diplomatic channel to deescalate this crisis, prevent further bloodshed and achieve a lasting and durable solution to Iran’s nuclear ambitions.”

    “I do not believe that the Administration’s decision has met that standard in this instance.

    Our priority now must be to re-engage with our allies and Israel to de-escalate tensions in the Middle East, and prevent our nation from being drawn into another prolonged military conflict in the region.

    “The Administration must also fulfill their Constitutional responsibilities to communicate with Congress on this situation and to do so without delay.”

    WASHINGTON, D.C. – Congressman Jonathan L. Jackson issued the following statement regarding the escalating tensions between Israel, Iran, and the United States: 

    “The current situation in the Middle East is deeply troubling. I have long maintained that Iran must never be allowed to possess nuclear weapons—nor should any nation in the region. Diplomacy, not unilateral military action, must guide our approach to preventing nuclear proliferation. 

    I supported the Joint Comprehensive Plan of Action (JCPOA), negotiated through U.S. leadership and in partnership with our allies. While imperfect, it was the most effective means of restraining Iran’s nuclear ambitions at the time. President Trump’s decision to unilaterally withdraw from the deal—against the counsel of our allies—undermined global security and allowed Iran to resume uranium enrichment at alarming levels. 

    Prime Minister Benjamin Netanyahu’s recent preemptive strike on Iran, on the eve of potential U.S.-Iran negotiations, was unnecessary and provocative. U.S. intelligence agencies and Rafael Grossi, Director General of the International Atomic Energy Agency (IAEA), have confirmed there is no evidence Iran is actively building a nuclear weapon. 

    Today’s U.S. military strikes on Iranian facilities were equally unjustified, as there was no imminent threat to American security. Moreover, the President failed to consult Congress—the sole branch of government with the constitutional authority to authorize such actions.

    I demand that President Trump immediately brief Congress before taking any further military action. The American people deserve transparency. We cannot repeat the mistakes of the Iraq War, launched on false intelligence, which cost thousands of lives and billions of dollars. 

    It is time for restraint, accountability, and a return to diplomacy.”
