  • MIL-OSI USA: House Passes Garbarino Bill to Support D.C. Police and Restore Public Safety

    WASHINGTON, D.C. – The U.S. House of Representatives today passed H.R. 2096, the Protecting Our Nation’s Capital Emergency Act, by a bipartisan vote of 235–178–1. The bill, sponsored by Congressman Andrew Garbarino (R-NY-02), restores due process rights for Metropolitan Police Department (MPD) officers and addresses crime in Washington, D.C.

    Officer recruitment and retention remain at historic lows. MPD currently employs just over 3,100 sworn officers, down from 3,650 in 2020 and nearly 900 short of Mayor Bowser’s stated goal of expanding the force to 4,000 officers. Hundreds of fewer officers on the streets have emboldened criminals, eroding public safety as well as officer morale. The District of Columbia was rated the fifth deadliest city in America in recent years. Last month alone, 20 people were shot and killed in D.C. 

    “The House’s passage of my bill, the Protecting Our Nation’s Capital Emergency Act, is a critical step toward restoring law and order in Washington, D.C. The Metropolitan Police Department is facing a public safety crisis brought on by reckless policies that have stripped officers of basic protections and left the force dangerously understaffed,” said Rep. Garbarino. “This legislation helps right that wrong by giving MPD the tools and support they need to recruit, retain, and protect. Congress has a duty to ensure our nation’s capital is safe, and today’s vote sends a clear message: we back the badge, and we refuse to let violent crime take over D.C.”

    Washington, DC – Today, ahead of the House Foreign Affairs East Asia & Pacific Subcommittee hearing titled, “Building Bridges, Countering Rivals: Strengthening U.S.-ASEAN Ties to Combat Chinese Influence,” Subcommittee Chairwoman Young Kim (CA-40) joined Rep. Joaquin Castro (TX-20) to reintroduce the Providing Appropriate Recognition and Treatment Needed to Enhance Relations (PARTNER) with Association of Southeast Asian Nations (ASEAN) Act.  

    The PARTNER with ASEAN Act of 2025 would amend the International Organizations Immunities Act to include a formal extension of said privileges to ASEAN, solidifying U.S.-ASEAN Relations.

    The United States has worked closely with ASEAN for more than four decades and became the first non-member to name an ambassador to ASEAN in 2008, as well as the first non-member to establish a dedicated Mission to ASEAN in 2010.   

    The International Organization Immunities Act, enacted in 1945, governs how the United States extends the rights and treaties generally accorded to embassies of countries that have diplomatic relations with the United States to international organizations like ASEAN. The U.S. typically extends automatic privileges and immunities to international organizations to which it belongs (e.g., the UN, NATO), but a special act of Congress is needed to extend recognition to international organizations with which the United States is not a member (e.g., ASEAN).  

    This legislation was first introduced in 2022 and passed the United States House of Representatives in March 2023. Bipartisan companion legislation was introduced in the Senate by Sen. Duckworth in 2024, and the provisions of this bill was included in S. 1579, introduced by Senate Foreign Relations Committee (SFRC) Ranking Member Jim Risch (R-ID) and reported out of SFRC on a bipartisan basis on June 5, 2025.

  • MIL-OSI USA: Ciscomani Leads Bipartisan, Bicameral Effort to Address the Syphilis Epidemic

    WASHINGTON, D.C. — U.S. Congressman Juan Ciscomani reintroduced a bipartisan, bicameral effort to address the syphilis epidemic and ensure that mothers, pregnant women, and infants are as healthy as possible.  

    The Maternal and Infant Syphilis Prevention Act would require the Department of Health and Human Services (HHS) to issue guidance to states on the best practices for screening and treatment of congenital syphilis under Medicaid, the Children’s Health Insurance Program (CHIP), and the Indian Health Service (IHS).  

    Syphilis is a highly treatable and preventable disease that was nearly eradicated in the 1990s. However, in recent years, we have seen an increase in syphilis cases, with the Center for Disease Control and Prevention (CDC) reporting that infections are at the highest levels since the 1950s. The Arizona Department of Health Services reported that cases of congenital syphilis rose by 244% from 2018 to 2022. 

    “As rates of congenital syphilis continue to rise in Arizona’s newborns, we must ensure that our mothers, families, and healthcare professionals have access to information, treatment, and solutions they need to address this highly preventable disease,” said Ciscomani. “Information saves lives and I am proud to co-lead the Maternal and Infant Syphilis Prevention Act to promote and expand access to screenings and treatment for syphilis to ensure that mothers, pregnant women, and babies are as healthy as possible.” 

    Ciscomani is joined by Rep. Melanie Stansbury (D-NM). Senators Roger Wicker (R-MS) and Martin Heinrich (D-NM) introduced companion legislation. 

    “We must do everything we can to protect mothers and their infants,” said Stansbury. “Congenital Syphilis is treatable, and it is critical HHS provides treatment, support, and education. I am proud to sign on to the Maternal and Infant Syphilis Prevention Act so women and babies in New Mexico get the care and treatment they deserve.”   

    “The syphilis epidemic has impacted many Mississippians, and I am working to protect mothers and children from this disease,” said Wicker. “The Maternal and Infant Syphilis Prevention Act will expand access to life-saving screening and treatment for congenital syphilis.” 

    “We must do more to help stop the increase of babies born in New Mexico with congenital syphilis,” said Heinrich. “My Maternal and Infant Syphilis Prevention Act will help us improve screening and treatment to protect pregnant mothers and babies in New Mexico from this fully treatable condition.” 

    This legislation is supported by March of Dimes, the National Coalition of STD Directors (NCSD), and Affirm Sexual and Reproductive Health.

    Washington, D.C. – Congressman Russell Fry (SC-07) sent a letter to the U.S. Secretary of the Interior Doug Burgum urging the Department of the Interior to maintain the moratorium on offshore oil and gas leasing off the South Carolina coast.

    During President Trump’s first term, he issued a memorandum on offshore drilling off the coast of South Carolina exempting it from offshore oil and gas projects, a move that protected the state’s coastline and the industries that depend on it.

    In his letter, Congressman Fry expressed his support for American energy dominance and President Trump’s energy agenda while also emphasizing the need for energy policies that reflect the unique economic and environmental character of individual regions. South Carolina’s coastline is a vital part of the state’s economy, and tourism and maritime industries serve as major economic drivers—especially in Horry and Georgetown Counties.

    “There is no question that America must unleash its domestic energy potential and cut red tape, and President Trump has my full support for his energy dominance agenda,” said Congressman Fry. “At the same time, energy development must also be smart, balanced, and regionally appropriate. In many of our coastal communities in South Carolina, there is broad bipartisan opposition to offshore drilling.     CLOUD Aviation Act

    Washington, D.C. – U.S. Representative Cory Mills along with a group of bi-partisan legislators just introduced the COLLISION-LIMITING OPERATIONAL UPGRADE FOR DOD (CLOUD) AIRCRAFT ACT.

    This bill directs the Secretary of Defense, in coordination with the Federal Aviation Administration, to conduct a feasibility study on equipping all Department of Defense (DoD) fixed and rotary wing aircraft that operate in highly trafficked domestic airspaces with air-to-air and air-to-ground collision detection systems. These systems must be compatible with civilian commercial aircraft.

    This initiative comes in response to the tragic accident on January 29, 2025, between American Airlines Flight 5342 and a U.S. Army Black Hawk PAT-25, which resulted in the deaths of 67 passengers. Currently, not all DoD aircraft are required to have the same type of collision detection or avoidance systems that are compatible with civilian commercial aircraft.

    Moreover, these systems are not always activated while flying in congested city airspace or the airspace of large commercial airports. This discrepancy has contributed to unsafe flying conditions, putting service members, civilians, and emergency responders at unnecessary risk. The proposed bill aims to address this issue by mandating a comprehensive study to determine the feasibility, costs, associated operational risks, and implementation timelines of equipping military aircraft with the appropriate collision detection and/or avoidance systems. By doing so, the study will help increase safety for all aircraft operating in the same congested airspace as civilian commercial aircraft.

    The American Cargo for American Ships Act would increase cargo preference for all U.S. Department of Transportation cargoes to 100 percent. The Cargo Preference Act of 1954 requires that 50 percent of Civilian Agencies cargo and Agricultural Cargo be carried on U.S.-flagged vessels – it is the maritime industry’s “Buy America” law. MARAD is the lead federal agency that manages Cargo Preference activities and compliance.

    In 2022, the Maritime Administration (MARAD) testified before the House Transportation and Infrastructure Committee and highlighted the decline of U.S. flagged ships. Per MARAD, there were 106 ships in the foreign trade flying the U.S. flag in 2012. Four years later, there were just 77 vessels. Today, from that low point, we have grown back to 87 foreign trading ships under the U.S. flag.

    Waxahachie, TX – On Monday evening, 16 cars from a Union Pacific freight train derailed near the downtown area. Fourteen cars overturned—many carrying ethanol. Local officials confirmed there were no leaks or immediate threats to public safety. Cleanup operations are ongoing, with surrounding roads closed from Peters Street to Gibson Street as crews work to remove the railcars and repair any damage.

    “I’m grateful to the first responders, local law enforcement, and city officials who acted quickly and professionally following last night’s derailment,” said Congressman Ellzey. “Thanks to their efforts, no injuries have been reported, and hazardous materials have been contained.”

You weren’t here, Mr. Evans, last term, but there were about ten antisemitism resolutions that effectively said the same thing solely to score political points. 

    We Jews are sick and tired of being used as pawns. Antisemitism is rising to such a degree that people are now being murdered because they’re Jewish. We’re not just talking about protests on campus anymore.

    Just so Republicans and President Trump can meet their quota of mass deportations. You promised us you were going to go after convicted criminals. These people are not convicted criminals. 

    This resolution says that there’s cooperation between state, local and federal law enforcement. Really? Because as far as I know, the President of the United States ordered the National Guard to go into California over the objection of the governor of California– something that has not happened since 1965. And in 1965, it happened because the governor of the state was not following federal law. 

    Is that the kind of cooperation that we’re looking for here?  

    This resolution should be pulled immediately. Mr. Van Drew, Mr. Neguse, have offered resolutions that properly honor the victims, condemn antisemitism, give the American people the sense that Congress, as a unified body, will not tolerate antisemitic violence. But instead, we’re voting on an immigration ‘gotcha resolution’ that uses antisemitism as a political pawn.  

    Mr. Speaker, I urge you and I urge my colleagues on the other side to come to your senses. Stop using antisemitism as a partisan weapon. Pull this resolution. Allow Mr. Neguse’s resolution to be introduced and voted on, as is the tradition of this body, in parallel  along with Mr. Van Drew’s, which accurately reflects the threat not just in Boulder, Colorado, but in Washington, D.C. in Harrisburg, Pennsylvania, and all around the country.

    Washington, D.C. – Congressman Dan Goldman (NY-10) and Congresswoman Suzanne Bonamici (OR-01) introduced the Mitigating Electronic Access Losses for Students (MEALS Act), which would ensure working families who rely on Summer Electronic Benefit Transfer (EBT) benefits to make ends meet can be reimbursed if their benefits are stolen via EBT card skimming and fraud.  

    “It is unconscionable that any child should go hungry in the wealthiest nation on earth,” Congressman Dan Goldman said. ”As lawmakers, we have a moral and legislative duty to ensure that every child has access to nutritious food year-round, especially during the summer months, when free or reduced-price school meals are unavailable. The Summer EBT program is a proven tool for combating food insecurity, yet far too often, these essential benefits are stolen through no fault of the families who rely on them. This is unacceptable. We must create a clear and efficient process to replace skimmed Summer EBT benefits quickly and in their entirety so that no child suffers due to theft or bureaucratic failure.” 

    Congresswoman Suzanne Bonamici said, “Students should not have to go hungry if their families fall prey to scammers who install illegal skimming devices at the places where they buy groceries. The MEALS Act is commonsense legislation that will prevent the theft of S-EBT benefits and restore those that are stolen. This legislation will help keep hungry kids fed when school is out during the summer.” 

    The Summer EBT program provides eligible families with funds to purchase groceries when school is out of session. For many children, summer can be a particularly challenging time because they lose access to school meals, which are often a critical source of daily nutrition. Through Summer EBT, eligible families can receive $120 per child, which can be used at participating grocery stores to buy nutritious food, helping bridge the gap during these months. Over 2 million children are eligible for Summer EBT benefits in New York State. These benefits are often stolen via skimming, cloning, or similar fraud.  

    Congressman Goldman previously urged USDA to investigate the Summer EBT theft in NY-10, highlighting seventeen instances of Summer EBT theft in Brooklyn’s Sunset Park community alone, totaling over $1600 worth of stolen benefits. He also requested the federal reimbursement for victims of Summer EBT fraud, however, USDA ultimately issued guidance prohibiting states from replacing stolen Summer EBT benefits using federal funds. 

    Last summer, Rep. Goldman joined Governor Hochul in announcing the rollout of the Summer EBT program in New York and continues to champion food assistance relief for New Yorkers. As Congressman Goldman pushes to reauthorize federal reimbursement of SNAP refunds, this bill would provide critical relief for families during the hungry summer months. 

    Specifically, the MEALS Act would: 

    1. Require the Secretary of Agriculture to 

      1. Issue guidance to State agencies and covered Indian Tribal organizations (ITOs) in detecting and preventing theft of summer EBT benefits, and issue a rule for participating State agencies and ITOs to take appropriate security measures and implement procedures for the replacement of summer EBT benefits; 

      2. Coordinate with the Office of Family Assistance at the U.S. Department of Health and Human Services and the Attorney General to determine how summer EBT benefits are being stolen and establish measures to prevent summer EBT benefits from being stolen and establish standard reporting methods; 

      3. Submit a report to Congress that includes the prevalence of summer EBT theft and measures establishes by the Secretary and AG; 

      4. Replace stolen summer EBT benefits, and State agencies and covered ITOs to submit claims for replacement benefits that include a signed statement by the affected household, data reports on benefit theft, and planned use of benefit theft prevention measures; 

    2. Require GAO to submit a report to Congress that examines the risks related to summer EBT benefit payment system security and policy recommendations to improving the summer EBT payment system. 

    Protecting food assistance benefits, including SNAP, from skimming and theft has been a focal point of Congressman Goldman’s time in office. 

    In March, Congressman Goldman hosted a press conference to demand a comprehensive change to state and federal law to address the urgent issue of stolen EBT benefits.
    In the Fall of 2024, Congressman Goldman led an effort to extend critical protections to victims of food stamp theft that are set to expire at the end of September without further action. The lawmakers sent a letter to Congressional leadership urging them to include a provision in a forthcoming stop-gap funding bill that would allow victims to continue to be reimbursed from federal funds. 
    In Summer of 2023, Congressman Goldman introduced the ‘SNAP Theft Protection Act,’ which aimed to update SNAP to allow states to use existing SNAP funding to refund stolen benefits to victims of SNAP-related scams.

Sanctuary cities are actively undermining federal immigration enforcement by refusing to cooperate with ICE detainer requests and releasing dangerous criminals back onto our streets.     Washington, DC – Congresswoman Claudia Tenney (NY-24), along with Congresswoman Gwen Moore (WI-4), today reintroduced the Financing Lead Out of Water (FLOW) Act to reduce red tape and enable more municipalities to finance water projects focused on replacing lead service lines. The legislation will help shore up Upstate New York’s aging water infrastructure and ensure communities can provide safe, clean drinking water.

    Additional cosponsors of the legislation include Representatives Mike Kelly (PA-3) and Haley Stevens (MI-11). 

    Lead service lines, which are often jointly owned by local governments and private homeowners, are expensive to replace—but they can be financed using tax-exempt bonds. Unfortunately, current law requires water utilities to prove these bonds do not primarily benefit private entities if used on private property—a burdensome and costly process that delays critical infrastructure upgrades.

    The FLOW Act would eliminate this barrier by allowing public water utilities to use tax-exempt bonds to replace privately owned lead service lines without triggering the IRS’s “private business use” restrictions.

    “Replacing hazardous lead pipes in our communities is a costly, time-consuming process burdened by unnecessary federal hurdles,” said Congresswoman Tenney. “The FLOW Act cuts red tape and eliminates excessive documentation requirements, making it easier for communities to access affordable financing for critical water infrastructure projects. Reducing ineffective bureaucracy will allow more New Yorkers in NY-24, and Americans nationwide, to replace dangerous lead pipes and gain access to safe, clean water.”

    Washington, D.C. – 6/10/25… Yesterday, Congressman Mike Lawler (NY-17) and  Josh Gottheimer (NJ-05) introduced new bipartisan legislation to protect the Low-Income Home Energy Assistance Program (LIHEAP), which helps millions of families across the country afford their energy bills and stay safe during extreme weather. 

    The bipartisan legislation would establish a minimum staffing threshold to administer the program, following the Trump Administration’s moves to lay off the entire federal LIHEAP staff earlier this year. This decision, in addition to the Administration eliminating the program entirely in the President’s FY2026 budget request, has put the program’s future in jeopardy, threatening heating and cooling assistance for millions of families, just as summer begins.

    “I’m proud to co-lead this bipartisan bill to fix LIHEAP’s staffing crisis, ensuring Hudson Valley families get the energy assistance they need to stay warm this winter.     LIHEAP, established in 1981 with bipartisan support, is a federally funded program that helps low-income households cover heating and cooling costs. In 2025, New Jersey received $120 million in LIHEAP funding.

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

    Kerry Yeung’s winning piece, entitled “669,” is inspired by the true story of Sir Nicholas Winton, who saved 669 innocent children during WWII. She used colored pencils to sketch his face and body and then overlaid this with acrylic paints. Additionally, she printed articles about his story and glued them onto the canvas to highlight his significance as an unsung hero.

    As the First District’s winner, Kerry’s artwork will be displayed in the U.S. Capitol for one year, alongside winners from across the country. The winning artwork is featured on House.gov‘s Congressional Art Competition webpage, https://www.house.gov/educators-and-students/congressional-art-competition.  Kerry was also recently honored in a national reception in Washington, D.C. 

    The Congressional Art Competition is an annual nationwide initiative that gives high school students the opportunity to showcase their creativity and express their perspectives through visual art. Since 1982, the competition has celebrated the artistic achievements of young artists across the country. Each spring, Members of the U.S. House of Representatives host district-wide contests to recognize and encourage local talent. The winning artwork from each district is displayed in the U.S. Capitol for one year, where it is viewed by thousands of visitors, lawmakers, and staff. The 2025 competition continues this tradition of highlighting student talent and fostering creativity in the next generation of American artists.

  • MIL-OSI USA: Hinson, Cherfilus-McCormick Introduce Bipartisan Bill to Expand PACT Act Benefits for Vietnam Veterans with Glioblastoma

    Washington, D.C. – Congresswoman Ashley Hinson (R-IA-02) and Congresswoman Sheila Cherfilus-McCormick (D-FL-20) introduced the Specialist Fourth Class Keith Smith Glioblastoma Parity Act, which amends the PACT Act to ensure Vietnam War veterans who were exposed to Agent Orange can access critical benefits for glioblastoma, a rare and aggressive form of brain cancer.

    The bill, named in honor of Specialist Fourth Class (SP4) Keith Smith, was inspired by a letter Congresswomen Hinson and Cherfilus-McCormick received from his widow, Linda Smith, an Iowa resident. SP4 Smith, a Vietnam veteran exposed to Agent Orange, died from glioblastoma—a condition not currently recognized under the PACT Act for Agent Orange exposure. As a result, he was denied critical benefits. Linda Smith now advocates to ensure no other veteran or family faces the same injustice.

    WASHINGTON, D.C. — Today, retired Navy SEAL Congressman Derrick Van Orden (WI-03), along with Rep. Tim Moore (NC-14), introduced H.R. 3780 – the Border Operations Service Medal Act – to honor U.S. servicemembers and federal personnel who have defended the southern border under President Trump’s 2025 National Emergency declaration.

    The bill directs the Secretary of Defense to create and issue a Border Operations Service Medal to recognize military and National Guard personnel who served in designated border operations beginning January 1, 2025. The medal will be authorized for wear in accordance with uniform regulations and recorded in the recipient’s official service record.

    “President Biden manufactured the worst border crisis in our nation’s history,” said Rep. Van Orden. “Thankfully, our brave servicemembers have been doing incredible work at the southern border to protect our country from violent gang members and the flow of illicit, deadly drugs like fentanyl.     (NEW YORK, NY) – Congresswoman Nicole Malliotakis (NY-11) announced $5,750,000 million in federal funding she helped secure through the Federal Transit Administration’s Passenger Ferry Grant Program to support critical upgrades at Staten Island’s St. George Ferry Terminal.

     

    The Staten Island Ferry at the St. George Terminal is a vital component of New York City’s transit system, carrying approximately 70,000 passengers daily and millions annually between Staten Island and Manhattan. As ridership continues to grow, it serves as a critical transportation lifeline, connecting residents to essential services, economic opportunities, and commerce.

     

    Specifically, the funding will support two key infrastructure projects led by the New York City Department of Transportation:

     

    The first project will replace the deteriorating bus ramp passageways, which have suffered from years of water intrusion, heavy use, and an outdated design that no longer meets current operational standards. The new structures will offer enhanced weather protection, improved safety, and greater accessibility for ferry passengers. These upgrades will ensure a safer, more comfortable, and seamless intermodal transit experience for those transferring between the ferry, buses, and Staten Island Railway.

     

    The second project involves replacing the terminal’s existing chillers with more energy-efficient models. These chillers remove heat from water, which is then circulated through a heat exchanger to cool the building. The upgraded systems will improve environmental control by maintaining optimal temperatures in maintenance areas, enhancing working conditions, increasing the safety and quality of maintenance activities, and extending the lifespan of temperature-sensitive materials.

    “Securing this critical investment is a major win for our community and will help improve the daily lives of my constituents,” said Congresswoman Malliotakis. “The Staten Island Ferry is an essential transportation link, connecting nearly half a million Staten Islanders to jobs, services, and opportunities across the city. This funding will support long-overdue upgrades that enhance safety and improve the overall passenger experience.”
