  • MIL-OSI USA: LaLota and Stefanik Renew Charge Against Hochul’s Commuter Tax

    WASHINGTON, D.C. — Congressman Nick LaLota (R-NY), Chairwoman Elise Stefanik (R-NY), and Members of the New York and New Jersey Congressional Delegations sent a letter to President Donald J. Trump and U.S. Secretary of Transportation Sean Duffy, thanking them for their leadership in fighting to block New York Governor Kathy Hochul’s controversial congestion pricing plan, calling it an unfair commuter tax on hardworking families and small businesses. They further urged the Administration to continue their work in stopping this proposal from moving forward, emphasizing that congestion pricing would disproportionately burden middle- and working-class commuters from Long Island, the Hudson Valley, and New Jersey.

    “Hochul’s commuter tax was never about improving transit—it’s about squeezing hardworking suburban families to paper over the MTA’s bloated, mismanaged budget,” said Rep. LaLota. “She’s forcing law-abiding, taxpaying commuters into a system riddled with crime, delays, and dysfunction—without demanding a shred of accountability. I’m proud to stand with President Trump and Secretary Duffy in the fight to stop Hochul’s commuter tax and protect our constituents from this reckless and unfair scheme.”

    In the letter, the Members highlighted the public safety crisis plaguing New York’s transit system, the MTA’s mismanagement and ongoing financial irresponsibility, and the devastating impact that congestion pricing would have on suburban communities across New York and New Jersey. They further emphasized that while the fight against this ill-conceived tax is not yet over, the Administration’s leadership offers hope to the thousands of commuters across the region who deserve better.

    Background

    The Central Business District Tolling Program is part of New York City’s broader congestion pricing plan, which charges vehicles for entering Manhattan’s Central Business District below 60th Street. New York Governor Hocul’s plan for congestion pricing began on January 5, 2025.

    In November 2024, LaLota, former Rep. Anthony D’Esposito, and Reps. Garbarino, Lawler, and Malliotakis sent a letter to President Trump requesting an end to the planned implementation of the congestion pricing.

  • MIL-OSI USA: Congressman Amo Leads Introduction of Bipartisan, Bicameral Resolution to Help Veteran Mental Health by Establishing “Vets Get Outside Day

    WASHINGTON, DC – Congressman Gabe Amo (D-RI) and Congressman Seth Moulton (D-MA) introduced a resolution to establish “Vets Get Outside Day” to support veterans struggling with mental health challenges. Nearly 460,000 veterans were diagnosed with traumatic brain injuries between 2020 and 2022, and there were 6,146 veteran suicide deaths in 2020.

    U.S. Senators Bill Cassidy, M.D. (R-LA) and Angus King (I-ME) introduced a companion resolution in the Senate.

    “Veterans were willing to lay it all on the line for our country, but service often comes with sacrifice,” said Congressman Amo. “Many veterans struggle with their mental health. Getting outside in a meaningful way can help ease the transition back to civilian life, which is why I am proud to work alongside colleagues in both the Senate and the House to introduce a bipartisan resolution designating June 14th, 2025, as Veterans Get Outside Day, and encouraging veterans to experience all the natural beauty Rhode Island has to offer.”

  • MIL-OSI USA: Congressmen Amo and Lynch Call for Oversight of Air Traffic Safety After Recent Fatal Air Crash and Near Misses

    Since the start of 2025, the U.S. has experienced the deadliest domestic plane crash in a generation and several near misses.

    WASHINGTON, DC – Congressman Gabe Amo (D-RI) and Congressman Stephen Lynch (D-MA) are calling on the U.S. Government Accountability Office (GAO) to study relocating the Air Traffic Safety Oversight Service (AOV). To improve the safety of our national airspace system, this review would explore if AOV realignment could strengthen the independence and effectiveness of safety oversight of the air traffic control system.

    Excerpts from Congressmen Amo and Lynch’s letter to GAO:

    “​​The AOV plays a vital role in ensuring the safety of our national airspace system. Specifically, the AOV establishes safety standards and provides independent oversight of the Air Traffic Organization (ATO). The AOV’s core functions include validating ATO safety processes, approving new and modified separation standards and waivers, evaluating hazard mitigation controls, and overseeing the ATO’s Safety Management System. AOV also participates in operational reviews, develops regulatory guidance, and contributes to international standards. The AOV conducts oversight through audits, inspections, investigations, surveillance, and coordination with other FAA safety divisions. Its work is fundamental to maintaining public trust and upholding the FAA’s core mission of safety.”

    “Ensuring AOV’s independence is critical as modernization initiatives, such as NextGen and the integration of unmanned aerial systems, add new complexities to air traffic operations. Recent events, such as the January 2025 fatal midair collision near Washington National Airport (DCA), underscore the importance of strong, independent oversight. That incident, involving American Airlines Flight 5342 and a U.S. Army Black Hawk helicopter, tragically claimed 67 lives and brought to light potential safety oversight gaps. In its aftermath, the National Transportation Safety Board issued a recommendation urging the FAA to permanently restrict certain helicopter operations near DCA when specific runways are active, citing an “intolerable risk to aviation safety.” Further concern has been raised by the FAA’s recent decision to halt an independent air traffic oversight panel, highlighting the need to reevaluate the FAA’s internal oversight structures.

    “Amid ongoing modernization, the increasing complexity of air traffic operations, and the recent fatal midair collision near DCA, it is timely to reassess whether moving AOV outside the FAA but within the federal government could enhance the independence, accountability, and effectiveness of aviation safety oversight.”

    BACKGROUND

    On January 29, 2025, American Airlines Flight 5342 collided with a U.S. Army UH-60 Black Hawk Helicopter as the passenger jet approached DCA.

    Additionally, there have been several additional near misses of commercial aircraft at airports around the U.S. and notable air traffic control outages at several major airports. 

    In the January 29, crash 3 servicemembers operating the helicopter, and all 64 passengers and crew on the American Airlines flight were killed in the collision, including Rhode Island residents Christine and Spencer Lane. The mother and son were traveling with the Boston Skating Club returning from the 2025 U.S. Figure Skating Championships where Spencer had competed. 

    On June 12, 2025, Congressman Amo and Congressman Ron Estes sent a letter to the Department of Transportation Inspector General calling for an audit of airspace around DCA.

    On May 23, 2025, Congressman Amo, Congressman Suhas Subramanyam, and Congressman Don Beyer led 16 of their colleagues inrequesting that the Department of Transportation facilitate an independent review of Washington, DC airspace as part of the Appropriations Committee’s Fiscal Year 2026 transportation funding bill.

    On March 3, 2025, Congressman Amo supported the House passage of a resolution to commemorate the victims of the DCA crash.

    With increased storms due to climate change, more and more communities are hit by storms causing more than $1 billion in damage.

    WASHINGTON, DC – Today, Ranking Members Gabe Amo (D-RI) and Emilia Sykes (D-OH) led 64 Democratic colleagues in calling on the Acting National Oceanic and Atmospheric Administration (NOAA) Administrator Laura Grimm to reinstate the Billion Dollar Weather and Climate Disasters Report to ensure America has a record of the increasing number of storms that cause catastrophic financial damage to communities.

    “It is clear this cancellation is just another attack in the Trump administration’s crusade against climate science and NOAA. From proposing massive budget cuts to firing climate scientists to retiring multiple critical datasets and products, the Trump administration is trying to hide the true cost and impact of climate change from the American people. Preventing scientists from studying climate change and educating the public will not lessen the damage caused by more frequent extreme weather events. It will simply make us less prepared to respond to them, increasing climate change’s human and economic cost.”

    “We cannot respond to a problem if we do not understand it. Without the Billion Dollar Weather and Climate Disasters report, it will be significantly more difficult for scientists and policymakers to understand and respond to the economic effects of climate change. Since its inception, hundreds of peer-reviewed studies have cited or used data from the report for analysis on climate impacts, economic losses, and policy recommendations. In addition to painting a picture of climate change’s economic impact, the report details disaster frequency and duration trends and maps risk and vulnerability levels by county and census tract. Americans rely on this data to understand climate risks and potential insurance rates before purchasing a home.”

    The Members urge Acting Administrator Grimm to reinstate the Billion Dollar Weather and Climate Disasters product.

    Background

    Climate change has caused an increase in the frequency and severity of natural disasters, with more and more communities facing fatalities and billions of dollars in damages caused by extreme weather. 

    Since 1980, 403 weather and climate disasters have caused more than $1 billion in damage each for a cumulative total of $2.195 trillion in damage. Thanks to the Billion Dollar Weather and Climate Disasters report, we know that the extreme flooding that rocked Rhode Island in December 2023 was part of a forceful East Coast storm that caused $1.3 billion in damage from Florida to Maine and took 5 lives.

Supporting people to become citizens is LEGAL. Helping refugees integrate into our communities is LEGAL. And, even if they don’t like it, making sure our neighbors know their constitutional rights is LEGAL. 

    The actions of Republicans on CHS unlawfully target organizations standing against their authoritarian power grab. An attack on civil society is an attack on us all. We must dissent.”

    BACKGROUND

    On January 29, 2025, American Airlines Flight 5342 collided with a U.S. Army UH-60 Black Hawk Helicopter as the passenger jet approached DCA.

    3 servicemembers operating the helicopter, and all 64 passengers and crew on the American Airlines flight were killed in the collision, including Rhode Island residents Christine and Spencer Lane. The mother and son were traveling with the Boston Skating Club group returning from the 2025 U.S. Figure Skating Championships where Spencer had competed.

    On May 23, 2025, Congressmen Amo, Subramanyam, and Beyer led 16 of their colleagues in requesting that the Department of Transportation facilitate an independent review of Washington, DC airspace as part of the Appropriations Committee’s Fiscal Year 2026 transportation funding bill.

    Subcommittee on Delivering on Government Efficiency (DOGE) Chairwoman Marjorie Taylor Greene (R-Ga.) today launched an investigation into Planned Parenthood’s misuse of federal funds for abortion and so-called “gender affirming care” procedures for minors. In a letter to Planned Parenthood President and CEO Alexis McGill Johnson, Subcommittee Chairwoman Greene requests information about Planned Parenthood’s financial statements, federal funding, and documents pertaining to its abortion and “gender affirming” medical and surgical interventions on children.

    “Planned Parenthood is an abortion giant that harvests organs from babies and uses nearly all of its resources to kill babies, not provide real healthcare. Despite receiving billions in taxpayer dollars, they offer almost no prenatal care, push late-term abortions, and even supply aborted babies for grotesque experiments. As a Christian, I believe every life is a gift from God, and I believe it’s time Congress holds them accountable and stops the flow of federal funds to this evil and barbaric organization,” said Subcommittee Chairwoman Greene.

    Despite receiving 39 percent of its annual revenue from federal funds intended for essential health services, such as cancer screenings and wellness exams, Planned Parenthood is increasingly using its resources to offer abortions to its patients. In FY 2023, Planned Parenthood provided fewer health care services and performed more abortions than years prior. The latest Planned Parenthood annual report shows that it performed more than 400,000 abortions, an increase of 23 percent over the last 10 years. Compared to a decade ago, Planned Parenthood provided 63 percent fewer prenatal services and 38 percent fewer contraceptive services.

    Additionally, Planned Parenthood provides “gender affirming care,” including cross-sex hormones, puberty blockers, and surgical referrals, with allegedly little to no medical or psychological evaluation. In FY 2022, Planned Parenthood reported 45 affiliate health centers provided “gender-affirming” hormones. The exact number of these services is not disclosed in public reports. Planned Parenthood’s official policy varies by state, but some Planned Parenthood health centers will provide cross-sex hormones to minors as young as 16 years old with parental consent.

    “The Subcommittee on Delivering on Government Efficiency is investigating Planned Parenthood Federation of America, Inc. and its affiliates’ provision of abortion services and ‘gender affirming care’ for minors. Recently released audio recordings expose multiple Planned Parenthood facilities offering a minor same-day access to cross-sex hormones with little medical supervision and questionable adherence to parental consent laws.

    “As a recipient of nearly $800 million in federal funds in fiscal year (FY) 2023 and the second largest provider of gender hormone therapies in the United States, the Subcommittee is concerned that Planned Parenthood may be commingling federal funds and using them for unpermitted purposes. It is imperative that federal funds provided to Planned Parenthood via Title X of the Public Health Service Act (Title X), Medicaid, and the Children’s Health Insurance Program (CHIP) are administered in compliance with applicable laws and regulations. Therefore, the Subcommittee seeks documents and information from Planned Parenthood about its delivery of these services and stewardship of taxpayer funds.

    Washington, D.C.— Congressman Darrell Issa (CA-48) was joined by Congresswoman Deborah Ross (NC-02) in reintroducing H.R.4009, the Protecting and Enhancing Public Access to Codes Act (Pro Codes Act), which would protect public access to important federal rules and regulations.

    “Standards in federal rules and regulations matter, and never more so than when they are at the crossroads of streamlining public access or blocking it,” said Rep. Issa. “The Pro Codes Act will ensure our standards remain transparent, accessible, and available.”

    As more codes get incorporated by reference into legal standards by courts, the Pro Codes Act will protect a code or standard’s incorporation by ensuring the copyright doesn’t extinguish. The bipartisan bill ensures that the public retains free access to the information. Just as some online services have a free version of their product with limited functionality and a paid premium version with greater functionality, under this bill, those that invest in code development will still be able to sell the materials in certain formats so long as they are simultaneously providing access to the information for free.

    Washington, D.C. — Congressman Eric Burlison (MO-07) reintroduced the Propane Accessibility and Regulatory Relief Act to exempt propane tanks with a capacity of up to 126,000 pounds from burdensome federal regulations.

    In 2006, Congress authorized the Department of Homeland Security (DHS) to establish the Chemical Facilities Anti-Terrorism Standards (CFATS) to identify and regulate high-risk chemical facilities. However, when setting the threshold for regulation, DHS arbitrarily chose a limit of 60,000 pounds for propane—creating an unnecessary and costly burden for propane retailers and users across the country.

    Congressman Burlison stated: 
    This is a classic case of Washington overreach. Small propane businesses in Southwest Missouri and across the country are forced to pass those costs on to American families. These regulations are wasteful, time consuming, and costly. My bill puts policy back in line with reality.

    Background:

    Following the October 7thterrorist attacks in Israel, pro-Hamas demonstrations have continued to sweep across the U.S., including by foreign nationals. Under federal law, individuals who endorse or espouse terrorist activity are inadmissible. Current law explicitly states that members of certain groups, including the Palestine Liberation Organization (PLO), are not permitted in the U.S. However, the PLO is not the only group that should be banned in our nation.

    This law expands that list to Hamas, Hezbollah, Al-Qaeda, ISIS, and Palestine Islamic Jihad, ensuring that all affiliates of these groups are categorically banned from entry or residency in the U.S. The bill also clarifies and expands the scope to include not only direct members but also those who publicly endorse or espouse terrorist activities, banning these individuals from receiving a visa or admission to the U.S.

    This bill would close potential loopholes by making the ban statutory and explicit rather than relying solely on regulatory or administrative designations.

    Specifically, the Expanding Access for Online Veteran Students Act (H.R. 3753) would increase the Department of Veterans Affairs’ (VA) monthly housing allowance for student-veterans who attend classes online during the summer semester. Under current law, student-veterans enrolled in online classes only receive half the monthly housing allowance compared to their in-person counterparts.  

    “As our service members transition to civilian life and pursue educational opportunities, they deserve to have access to all the benefits their service earned, regardless of whether the classes are in-person or virtual,” said Ciscomani. “As education and pathways to career success continue to evolve and online classes become more prevalent, I am proud lead this bipartisan effort to eliminate the disparity between online and in-person classes to ensure our veterans have flexibility as they pursue further education.”

    Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) joined New Democrat Coalition Leadership to issue a statement on the House passage of President Trump’s rescissions request, which would cancel $9.4 billion in congressionally appropriated funding for foreign assistance, including the President’s Emergency Plan for AIDS Relief, and the Corporation for Public Broadcasting. 
     
    “Instead of taking much-needed action to lower the cost of living, today House Republicans inexplicably took aim at global AIDS prevention and Sesame Street.
     
    “This effort to defund programs that help keep our country safe, healthy, and informed is yet another example of Congressional Republicans putting their extremist agenda first and hardworking Americans last.
