  • MIL-OSI USA: Congresswoman Tenney Names Winner of 2025 Congressional Art Competition

    Washington, DC – Congresswoman Claudia Tenney (NY-24) today named Kelli Elyse Dingle’s “Fried Eggs” as the winner of the 2025 Congressional Art Competition. As the winner of the Congressional Art Competition, Kelli Elyse Dingle, a 12th-grade student from Orleans/ Niagara BOCES, will be flown to Washington, DC to see her artwork displayed in the halls of the United States Capitol. 

    This year, Tenney’s office received 30 submissions from 12 different schools for the Congressional Art Contest. Additional awardees include Graciana Allen, Ayden Kaufman, Phung Cao, and Kaitlyn Dougherty.

    “Congratulations to Kelli Elyse Dingle for being named NY-24’s Congressional Art Competition winner! With so many incredible submissions, this is a truly impressive accomplishment.   • MIL-OSI USA: Redstone Rising: FBI Director Patel Touts Redstone Arsenal as “Premier” Law Enforcement Capability Center; Recommits to 500 new agents

    WASHINGTON— Today, U.S. Representative Dale Strong, Vice Chairman of Commerce, Justice, Science Appropriations Subcommittee, spoke with Federal Bureau of Investigation Director, Kash Patel, regarding the Bureau’s Fiscal Year 2026 budget request. 

    The hearing focused on the agency’s budget requests to fight crime and protect the homeland. During the hearing, Representative Strong questioned Director Patel on Huntsville’s role in keeping Americans safe.

    STRONG: Let me start by shining a light on my district, Alabama’s Fifth Congressional District, which includes Huntsville, Alabama, and Redstone Arsenal. The FBI’s presence at Redstone Arsenal dates back over 50 years to 1971. Currently, FBI Redstone seats over 2,000 personnel and includes personnel from 20 of the FBI’s 30 sections.  

    Time and again North Alabama has answered the call to support the FBI with a second to work for state-of-the-art facility and plenty of room for cost-effective and responsible growth. Director Patel, a few weeks ago you visited Redstone Arsenal in my hometown. Could you share with us what you saw while you were there and the impression to visit left with you? 

    PATEL:  What I saw while I was there was the best example of what I see when appropriators work with the bureau to defend the nation and I wish everybody would go down to Huntsville, Alabama. It is our premier, premier experienced law-enforcement capability center and training facility that the interagency only wishes they had.  

    What we have down there in cyber, in long-range missile defense capabilities, nested there with NASA and the Department of Defense and further programs, including our terrorism explosive device center, which the world relies on to stop bombs from going off and so much more is down in Huntsville, Alabama.  

    And the reason it’s there is because appropriators were brilliant enough to provide a space outside of Washington, D.C. to take a geographic footprint and save money instead of rebuilding here in Washington to do it for half the cost in Alabama and that’s why we’re moving 500 FBI employees this year to Huntsville because the technical expertise they possess and we do not want to remove from the FBI is nested in Huntsville and not Washington DC and in order to train the future men and women the FBI, the DHS, the DOD and every other intelligence agency we have they’re already asking us “When do we get to go to Redstone?” So, I encourage everyone to go down there. 

    STRONG: Director Patel, I applaud your efforts to making America safe again and returning the FBI to its core mission. We must continue to get our dedicated FBI agents into the field and out of the beltway to protect America. There’s no better place to achieve this than Redstone in Huntsville, Alabama. Huntsville provides the most cost-effective location, distinct partnership opportunities, a high quality of life for personnel and remarkable talent. 

    Director Patel, could you expand on the plans for moving personnel and programs to Huntsville as it’s often called FBIHQ2? What are the timelines for executing this and do you have the necessary resources to execute this move? 

    PATEL: Taking those in reverse order, the short answer is no. So, we’ve got the North Campus in the South Campus down there. The North Campus is largely constructed and filled. The South Campus land has been leveled, and the plots have been mapped out. In order to fill it, and in order to build buildings three and four and five as we call them and the new training facilities—that we and the appropriators have already looked into and approved—we’re going to need another $160 million to accomplish that. And once those buildings are built in the next three years, we will move another 1,300 Maybe it’s 1,400 employees down Huntsville.  

    Because again, we are not removing them out of Washington D.C. to remove them. We need a place that allows their skills to be met and it’s not in Washington D.C. and tragically, it’s not Quantico either. I wish it worked, and we wouldn’t move, but that’s what we’re looking to build this for, the future— and it also gives us a landing platform in a more centrally located area of the country for the specialized teams to deploy out into the rest of America when something goes ‘boom’ or when there’s a tragic accident. So, I am asking the appropriators not only for the $145 million to finish the build but for the $60 million for the Operation and Maintenance (O&M) to keep the facilities up. 

    STRONG: With the great work occurring in Huntsville, I want to highlight the agency collaboration between the FBI, ATF, and DHS to address bombing instances and the use of explosives. The FBI’s hazardous device school Terrorist Explosive Device Analytic Center or TEDAC is located at Redstone. The ATF’s National Center for Explosive Training and Research and the US bomb data center are also located in Huntsville likewise DHS routinely collaborates with these partners specifically for bombing prevention.  

    Director Patel, could you talk a little bit about the interagency efforts to address bombing instances in the use of explosives? 

    PATEL: Yes, I’ll try to be brief. Just like with drone technology, our adversaries when it comes to explosive devices, their technical capabilities have exponentially increased. And in order to keep up and stay ahead and not behind the boom— what we have to do is train. 

    And this is another point of training for Redstone Arsenal. Everyone that’s qualified as a bomb technician the FBI and the rest of the country gets that training in Huntsville, Alabama. And that’s the reason we need these schools to exist to stay ahead of the fight and these explosive devices that are being engineered in people‘s basements and places across the world and being shipped here we need to know how to shut those off before they explode and that’s what Redstone does.

  • MIL-OSI USA: Strong Leads Bipartisan Effort to Support Veterans, Law Enforcement

    WASHINGTON— Today, U.S. Representatives Dale W. Strong (R-AL), Lou Correa (D-CA), Maria Elvira Salazar (R-FL), and Glenn Ivey (D-MD) introduced the Supporting Every at-Risk Veteran In Critical Emergencies (SERVICE) Act.  Nine additional Members joined as original cosponsors of the bill.

    The SERVICE Act would establish a pilot program to allow local law enforcement agencies to use the Department of Justice’s (DOJ) Office of Community Oriented Policing Services (COPS) grants to establish dedicated “Veterans Response Teams” within departments to respond to emergency calls involving veterans in crisis.  

    A Veterans Response Team is a team of law enforcement officers who also have a background in military service. Members of the team would be available 24/7 to respond to instances of a veteran in crisis, including mental health or substance abuse situations. Following the initial response, members of the team would assist in connecting the individual with community and U.S. Department of Veterans Affairs (VA) resources.  

    “The SERVICE Act is a crucial step toward ensuring our veterans get the care and understanding they deserve in times of crisis,” said Rep. Dale Strong. “We owe our servicemembers a debt that cannot be repaid, and it is my honor to introduce this legislation and work toward providing our veterans with the compassionate and effective resources they need. This legislation honors their service by meeting them with support, not stigma.”

    “When our nation’s veterans return home, we owe it to them to make sure they’re met with the support they deserve and have earned—and we must keep our moral commitment to them,” said Rep. Lou Correa. “Many of our veterans return home with invisible wounds and respond better to their fellow veterans in times of need. This common-sense, bipartisan legislation is key to fulfilling our promise to those who’ve offered their lives for our freedom—and will save countless lives along the way.”

    “Research shows that when a veteran is in crisis, they are most receptive to help and support provided by fellow veterans. Nearly 20% of our U.S. law enforcement has served in the military, and they are undoubtedly the most well-equipped to respond to other veterans in need,” said Rep. Maria Salazar. “Our veterans have sacrificed so much for our freedoms, and we owe them the best care possible when they return from their service. I am proud to co-lead the SERVICE Act to provide support to our brave men and women in uniform.”     

    “Veterans have served us in our nation’s time of need. Now we must keep this sacred covenant to serve our veterans in their darkest hour. The SERVICE Act will help them get mental health services and prevent suicides. Service men and women who now face PTSD, psycho-social trauma, and physical symptoms of being in war zones across our world must get treatment for what ails them,” said Rep. Glenn Ivey. “My father and father-in-law both served in the military, so I know what it means to be a part of a military family. They deserve the respect and dignity of getting the care they rightly earned. I co-lead this bill because this is about doing what’s best for veterans in crisis and helping our law enforcement personnel assist in this effort.”  

    This program was first implemented in Cincinnati, Ohio, and now serves as the blueprint for the state. Sergeant Dave Corlett (Ret.), a veteran himself, established the program and maintains that having a fellow veteran respond to these calls is more effective in de-escalating and ensuring that veterans are aware of the resources available to them.  

    “I couldn’t be more thrilled than to hear about the reintroduction of the SERVICE Act. As a military veteran and 30-year first responder, I have seen the effects of trauma on our warfighters. We all want to reduce the stigma of seeking help for mental health issues and reduce the number of military and first responder suicides. This program has proven itself in the real world to be a great step in that direction,” said Dave Corlett.

    The SERVICE Act has been endorsed by the American Legion, Hope for the Warriors, Vietnam Veterans of America, Military Order of the Purple Heart, National Policing Institute, Small and Rural Law Enforcement Executives Association, and the CJ3 Foundation.

    Vietnam Veterans of America (VVA) strongly supports this legislation, saying, in part: “The SERVICE Act will provide veterans in law enforcement with tools and training to help our fellow veterans and the law enforcement community to better deal with veterans in crisis,” said Jack McManus, National Vietnam Veterans of America President. “The SERVICE Act presents an opportunity to improve community relations while saving the lives of our nation’s veterans.”

    BACKGROUND:  

    There were 6,407 veteran suicides in 2022, according to the most recent VA data. Most veterans who committed suicide were not receiving any form of care at the VA.

    VA studies suggest that strides can be made toward prevention with greater community-based intervention and coalition-building and by increasing awareness of and access to mental health services, among other things.  

    It is estimated that 20-25% of law enforcement officers have a background in military service. Establishing Veterans Response Teams affords an opportunity for positive engagement for veterans both within their departments and within their broader communities – which could assist in the transition between military and civilian life and improve recruitment and retention efforts within law enforcement.  

    To that end, the SERVICE Act aims to take steps toward assisting veterans in crisis by allowing DOJ COPS grants to be used to:  

    • Train and educate law enforcement officers on mental health issues related to military service.  
    • Outfit law enforcement officers with insignia that indicate their branch of service.  
    • Provide overtime pay for law enforcement officers who participate in a Veterans Response Team.  
    • Grow awareness of the program within their communities and promote VA resources.

  • MIL-OSI USA: McClellan, Whip Clark, and House Democrats Offer Solutions to Improve Child Care Access and Workforce Amid Republican Assault on Early Education

    Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) joined Democratic Whip Katherine Clark (MA-05) to reintroduce the Child Care Infrastructure Act and the Child Care Workforce Development Act, two bills that address America’s child care crisis with robust investment in early learning facilities and early educators. The bills would build more classrooms, hire more teachers, and in turn, decrease costs for providers and parents. The legislation is co-led by Representatives Suzanne Bonamici (OR-01), Jimmy Gomez (CA-34), Brittany Pettersen (CO-07), and Jill Tokuda (HI-02).

    Since taking office, Donald Trump and Republicans have attacked programs that help families access child care and help lower costs for parents. Within days of being inaugurated, Trump cut off funding to Head Start providers, which was quickly reversed after Democrats and the American people spoke out. Since then, the Administration has closed five of the ten Department of Health and Human Services regional offices that help local grantees administer Head Start programs and has plans to defund early childhood education research that promotes quality care. Last week, Trump introduced his budget request for Fiscal Year 2026, which defunds the Child Care Access Means Parents in School (CCAMPIS) program that provides child care to parenting students, and eliminates the Preschool Development Grants Birth through Five (PDG B-5) program that helps states improve and expand early childhood care for young children. 

    “As one of the few Members of Congress with young children, I understand that early childhood lays the foundation for a child’s development, and I know just how tough it is to find high-quality, affordable child care,” said Congresswoman McClellan. “That’s why House Democrats push for real solutions to ease this financial burden on American families. I appreciate Whip Clark’s commitment to tackling this crisis in introducing the Child Care Infrastructure Act and the Child Care Workforce Development Act — two critical bills that will strengthen federal support for the child care system and encourage more providers to stay in this vital field.”

    The Child Care Infrastructure Act would:

    • Establish a grant program at HHS to award grants to states for the purpose of constructing new or renovating existing child care facilities to help build child care capacity and ensure safe early learning facilities for children. The bill also requires a needs assessment of the condition of child care facilities throughout the U.S. financial institutions or other organizations that have demonstrated experience in developing or financing early care and learning facilities.

    The Child Care Workforce Development Act would

    • Create a student loan repayment program for early childhood educators and establish a program to provide grants to individuals pursuing a childhood development credential.

    Congresswoman McClellan is a champion for child care in Congress. Last Congress, she convened a child care roundtable with Senator Tim Kaine(D-VA) and joined Whip Clark and more than 70 House Democrats and 30 Senate Democrats to introduce landmark legislation to invest in the child care industry and stave off the child care cliff.

  • MIL-OSI USA: Ciscomani Named Co-Chair of the Congressional Wild Horse Caucus

    WASHINGTON, D.C. — U.S. Congressman Juan Ciscomani, a fierce advocate for wild horses and burros, today launched the Congressional Wild Horse Caucus, a bipartisan coalition of members dedicated to promoting humane policies to care for and manage these animals.  

    “Wild horses and burros embody the spirit and heritage of the West and deserve to be protected and treated humanely,” said Ciscomani. “For too long, these animals have been subject to cruel and costly roundups that, at best, remove them from their natural habitat to be housed in warehouses, and at worst, result in the death of the animal. Caring for wild horses and burros is not a partisan issue, which is why I am proud to be named as Co-Chair of the bipartisan Congressional Wild Horse Caucus to promote humane policies, such as PZP fertility control and habitat preservation, to manage and care for these iconic animals.” 

    Joining Ciscomani as Co-Chairs are Reps. David Schweikert (AZ-01), Dina Titus (NV-03), and Steve Cohen (TN-09).  

    “Growing up, I had the blessing of spending much time on several ranches and farms in Arizona,” said Schweikert. “These experiences have led me to serve as an advocate for humane treatment and protection of these majestic species.     “Nevada is home to more than 30,000 wild horses and burros – more than half of all the wild horses and burros in the United States,” said Titus. “These icons of the American West deserve to be treated humanely, and the bipartisan Wild Horse Caucus can lay the groundwork for better management of these herds by the Bureau of Land Management. I am hopeful that the Wild Horse Caucus will raise awareness in Congress that there are better ways to manage wild horses and burros.     Background: 

    The launch of the caucus comes amid growing public concern over the Bureau of Land Management’s mass helicopter roundups, which are frightening and often deadly to the animals, and the record number of wild horses and burros–more than 65,000–confined in government holding facilities. Last fiscal year alone, this roundup and removal program cost taxpayers over $109 million.

  • MIL-OSI USA: Congresswoman Harshbarger Announces 2025 Congressional App Challenge

    WASHINGTON — The Congressional App Challenge is the most prestigious prize in student computer science. Participation in the challenge has grown exponentially and has reached underserved, diverse, and rural student populations.

    This challenge is transforming how Congress views computer science and STEM. Since the challenge was first announced, Congressional mentions of computer science and coding have increased by 2,000% — thanks to the talented STEM students across the nation, including those in East Tennessee!

    Congresswoman Diana Harshbarger issued the following statement:

    “The STEM field is one of the fastest-growing industries around the world. The future of just about every industry — from manufacturing to farming — is centered around STEM.

    “The Congressional App Challenge provides an incredible opportunity for students across Tennessee’s First District to highlight their technical skills in innovation and coding by creating an app for smartphones, tablets, desktops, and other devices.

    “Last year, we had incredible submissions, including our first-place winner, Graham Mefford from University School. His app, Stridease, helps users monitor and maintain their foot health. With the amount of walking I do around Congress — I really appreciated this one! Our second-place winner, Ryan Zheng of Science Hill High School, developed EcoQuest, an app designed to empower individuals to protect the environment through fun challenges that encourage recycling.

    “I can’t wait to see what our incredible students will create this year!”

    To be eligible to participate in the Congressional App Challenge, students must be enrolled in middle or high school at the time of app submission. Students may register individually or in teams of up to four. No more than four students are allowed per team.

    Students may compete in the district where they reside or where they attend school. If competing as a team, at least half of the team members must be eligible to compete in the district in which they are participating. All competing students must be U.S. residents at the time of submission.

    Students can use any programming language (C, C++, JavaScript, Python, Ruby, “block code,” etc.) and any platform (PC, web, tablet, robot, mobile, etc.). There are no limits on application theme or topic.

    Registration for the contest is open now and will close on October 30, 2025. Students are encouraged to register online before submitting their completed app by the deadline.

    Washington, D.C – Congressman Dan Goldman (NY-10), Congressman Rob Menendez (NJ-08) and Senator Ben Ray Luján (D-NM) today led 10 of their colleagues in urging the Trump administration to use its recent designation of Latin American cartels as Foreign Terrorist Organizations (FTOs) to take aggressive action to stop the illegal trafficking of American firearms south across the Southern Border. In a letter addressed to Secretary of Homeland Security Kristi Noem, Secretary of State Marco Rubio, and Attorney General Pam Bondi, the lawmakers called for a coordinated federal response to stem the flow of hundreds of thousands of American firearms that arm violent drug cartels, fuel lawlessness along the Southern Border, and bring drugs into communities across the United States. 

    “We were pleased that President Trump agreed to address the outflow of hundreds of thousands of American-made firearms across the southern border when he initially postponed the implementation of tariffs on our ally Mexico. Accordingly, we urge you to utilize the FTO designation to take aggressive action to stem the flow of American guns to the cartels,” the Members wrote. 

    Anywhere between 200,000 and 500,000 American firearms are smuggled across U.S. borders into Mexico every year, arming Latin American criminal organizations that have used them to undermine domestic law enforcement and assert control over fentanyl and human trafficking operations back into the United States. 

    “The new FTO designation for these cartels provides additional legal tools to bolster interagency coordination, disrupt their financial networks, and impose stricter penalties on those who provide material support to these criminal enterprises. Specifically, under current statute, it is unlawful to knowingly provide material support or resources to a Foreign Terrorist Organization and those who do so can be fined or imprisoned for up to 20 years,” the Members continued. 

    The members urged the administration to effectively and strategically employ the full suite of legal options this new designation enables and offered their assistance to empower it to specifically address the “Iron River” of American firearms that are fueling violence and destruction in communities across the United States and Mexico. 

    “We hope that you move swiftly and use these new legal authorities to combat southbound arms trafficking. We stand ready to assist in this effort in any way we can, including through legislation that expands your programmatic authorities to address this critical issue,” the Members concluded.

    Dear Secretary Noem, Secretary Rubio, and Attorney General Bondi: 

    We write to you today regarding the Trump Administration’s recent designation of eight Latin American cartels and gangs as Foreign Terrorist Organizations (FTOs), a move aimed at addressing the growing harms these organizations are causing in the United States. As you know, the primary source of strength and control that these criminal organizations exert over the U.S./Mexico border stems from one source: American firearms. We were pleased that President Trump agreed to address the outflow of hundreds of thousands of American-made firearms across the southern border when he initially postponed the implementation of tariffs on our ally Mexico. Accordingly, we urge you to utilize the FTO designation to take aggressive action to stem the flow of American guns to the cartels.  

    It is a well-established fact that the overwhelming majority of the weapons used by Latin American cartels are manufactured in the United States. In fact, anywhere from 200,000 to 500,000 are smuggled into Mexico every single year and a whopping 70 percent of firearms recovered at crime scenes in Mexico are traced to the U.S. Alarmingly, although Mexico has just a single gun store in the entire country, it still endures approximately 30,000 firearm related deaths every year. This steady supply of weapons coming in from the north has allowed these criminal organizations to gain control over fentanyl and human trafficking across the border and undermine Mexican law enforcement. 

    Put simply, if we do not stop the flow of American-made guns across the southern border to Mexico, we cannot stop the flow of fentanyl into our country over that same border.  

    The new FTO designation for these cartels provides additional legal tools to bolster interagency coordination, disrupt their financial networks, and impose stricter penalties on those who provide material support to these criminal enterprises. Specifically, under current statute, it is unlawful to knowingly provide material support or resources to a Foreign Terrorist Organization and those who do so can be fined or imprisoned for up to 20 years. Individuals and entities that provide weapons, funds, equipment, or other tangible support to designated terrorist organizations can face serious federal prosecution if found liable.   

    To leverage this designation most effectively, the Department of Homeland Security (DHS), Department of Justice (DOJ) and Department of State (DOS) must take immediate steps to crack down on the “Iron River” of illegal arms flowing into Mexico by taking the following actions: 

    Increasing interagency cooperation to track, target, and dismantle smuggling rings that facilitate weapons trafficking across the Mexican border.  

    Expanding inspections at border crossings to intercept vehicles carrying firearms, related munitions, and other contraband into Mexico.  

    Increasing law enforcement efforts against straw purchasers and firearm dealers that knowingly provide material support to smugglers.  

    Strengthening our intelligence-sharing with Mexican authorities and trusted partners to target and disrupt arms traffickers and their networks. 

    Given that this issue has been a key topic of discussion between President Trump and President Sheinbaum of Mexico – which has resulted in the U.S. government agreeing to work together to stop the flow of firearms into Mexico – we hope that you move swiftly and use these new legal authorities to combat southbound arms trafficking. We stand ready to assist in this effort in any way we can, including through legislation that expands your programmatic authorities to address this critical issue.

    The FAA currently employs 2,300 fewer Certified Professional Controllers (CPCs) than needed and continues to fall below its hiring and certification targets. The shortage has forced many controllers to work mandatory overtime, leading to fatigue and increasing the risk of errors. This bipartisan bill will help reverse that trend by expanding workforce pipelines, improving equipment, and placing high-fidelity simulators across the country to accelerate instruction timelines.

    Unlike traditional computers which store and analyze data as either zeros or ones, quantum computers operate with quantum bits, known as qubits, which are complex dual systems of both zero and one simultaneously, a concept derived from quantum physics. Although fully developed commercial quantum computing remains years away, finding new ways to tackle critical challenges is a key objective of a quantum sandbox program. Once use cases are identified, the sandbox program can provide an expedited pathway to develop targeted applications through public-private partnerships. 

    The quantum sandbox program will drive U.S. innovation toward solving critical real-world challenges impacting American society and will augment the long-term basic research currently being conducted through the National Quantum Initiative.

The package provides $69 billion in funding for the Department of Homeland Security’s border security mission.  

    “The American people are safer today because Donald Trump is president. He wasted no time restarting construction of the border wall and reinstating effective immigration enforcement policies. His decisive action is protecting North Alabama by curbing illegal immigration, stopping drug trafficking, and dismantling dangerous criminal networks.” 

    “Now, Congress must provide the necessary resources to fund President Trump’s agenda. This is a once-in-a-generation border security overhaul that includes funding for a state-of-the-art border barrier system, investments in border personnel and fleet vehicles, and border surveillance technology,” said Representative Dale Strong. 

    Specifically, the budget includes funding for: 

    • Additional frontline personnel to accomplish their vital homeland security missions in the field, including additional Border Patrol agents, CBP officers, and Air and Marine operations personnel and equipment

    WASHINGTON, D.C. — Today, U.S. Representative Eric Burlison (MO-07) joined fellow House Republicans in calling for the full repeal of the Inflation Reduction Act’s (IRA) costly green energy subsidies. In a letter sent to Ways and Means Committee Chairman Jason Smith, the lawmakers warned that keeping even a single subsidy undermines conservative energy principles and jeopardizes America’s return to energy dominance.

    Republicans were elected on a promise to dismantle Biden’s Green New Scam,” said Rep. Burlison. “These subsidies are distorting the energy market, driving up costs, and threatening our grid. We must follow through—no half-measures, repeal it all.

    The letter emphasizes that the IRA’s nearly $1 trillion in subsidies for solar, wind, EVs, hydrogen, and more are not only fiscally irresponsible but also weaken national security, destabilize the energy grid, and betray Republican commitments to free-market energy policy.

    Dear Chairman Smith:
    As fellow Members of the House Republican Conference, we write to underscore the urgent need to fully repeal the Inflation Reduction Act (IRA) and its green energy subsidies, which will cost taxpayers approximately $1 trillion over the next decade. We are deeply concerned that President Trump’s commitment to restoring American energy dominance and ending what he calls the “green new scam” is being undermined by parochial interests and short-sighted political calculations. 
     

    The IRA contains eight major energy subsidies, each of which burdens taxpayers, inflates energy costs, and threatens the reliability of our power grid. Each of these subsidies props up unreliable energy sources while displacing dependable, proven energy like coal and natural gas.

    Republicans ran—and won—on a promise to completely dismantle the IRA and end the left’s green welfare agenda. The first chapter of our 2024 platform reaffirms our commitment to “terminating the Socialist Green New Deal.” Despite our previously unified stance, some Members of our conference now feel compelled to defend wind and biofuel credits, advocate for carbon capture and hydrogen subsidies, or protect solar and electric vehicle giveaways. Keeping even one of these subsidies opens the door to retaining all eight. How do we retain some of these credits and not operate in hypocrisy? The longstanding Republican position has been to allow the market to determine energy production. If every faction continues to defend their favored subsidies, we risk preserving the entire IRA because no clearly defined principle will dictate what is kept and what is culled. 

    Leaving IRA subsidies intact will actively undermine America’s return to energy dominance and national security. In 2024 alone, solar represented 61% of all new electricity generation in our nation, with more expected this year. By the end of this year, wind generation in the U.S. is expected to increase 11% from 2023 because of these subsidies.These numbers do not reflect a natural market shift. They are the result of government subsidies that distort the U.S. energy sector, displace reliable coal and natural gas and the domestic jobs they produce, and put the stability and independence of our electric grid in jeopardy.

    To see the consequences of this path, we need only to look at Europe’s overreliance on renewables, which has left them vulnerable and reliant on Russian oil and gas. Meanwhile, China gladly sells us solar panels and electric vehicle components while expanding its own coal capacity to maintain grid stability and economic advantage. If we do not course correct, we will trade American energy
    dominance for dependence on hostile regimes.

    Our path forward is clear. We must fully repeal the IRA’s green subsidies. Doing so will:
     

    • Save Taxpayers $1 trillion. Estimates project the Inflation Reduction Act will cost
      between $825 billion—according to the Congressional Budget Office as of January 2025—
      and over $1 trillion, per analysts at Goldman Sachs, over the next decade.4 Eliminating
      these subsidies will allow us to rein in the debt and reallocate funds to genuine national
      priorities.
    • Ease inflation and spur economic growth. IRA subsidies exacerbate inflation and push
      up interest rates, making it harder for Americans to buy homes and cars and start
      businesses. Repealing them will provide immediate financial relief and create a stronger
      economic environment.
    • Restore energy affordability and security. IRA subsidies force utilities to overbuild
      solar and wind capacity, weakening grid reliability and increasing energy costs. Ending
      these subsidies will restore affordability and stability to our energy supply.

    This is our only opportunity for an IRA repeal. Without effectively fully repealing all IRA subsidies, as envisioned under the House reconciliation framework, we would jeopardize America’s return to energy dominance and passage of an extension of the expiring Tax Cuts and Jobs Act (TCJA) provisions, as well as the President’s other tax priorities. Failure to act undermines the mandate given to us by the American people.

    We urge our colleagues to stand firm in the upcoming reconciliation process. We must reject half-measures and deliver a full repeal of the IRA’s energy subsidies for the sake of American taxpayers and for the future of American energy.

  • MIL-OSI USA: Science Committee Members Demand Answers from NSF on Award Terminations and Reckless Policy Actions

    Washington, DC – Today, Members of the House Committee on Science, Space, and Technology sent a letter to Brian Stone, Acting Director of the National Science Foundation (NSF). In the letter, the Members detail the turmoil that has taken place at NSF since the Trump administration began, including the termination of awards that total over one billion dollars. The Members demand answers on how decisions are being made at NSF and call into question the legality of the actions the Trump administration has taken at the agency. 

    “Within 24 hours, from May 1 to May 2, 2025, NSF crossed the billion-dollar mark of terminated awards, froze all funding actions with no indication of duration, and announced the implementation of a 15% cap on indirect costs for new awards,” theMembers wrote in the letter. “Mere months ago, each of these individual decisions would have been an unprecedented shock. Today, President Trump has made this chaos and destruction commonplace. However, we refuse to accept this as our new reality, and we demand answers on how these decisions are being made at NSF.”

    The Members continued, “The accusation that these terminated awards lack merit is a lie, as most, if not all these awards, carry a statement from the agency declaring that ‘This award reflects NSF’s statutory mission and has been deemed worthy of support through evaluation using the Foundation’s intellectual merit and broader impacts review criteria.’ The cancelation of these awards suggests instead that NSF is willing to apply political censorship of awards under direction from President Trump and the DOGE teenagers, which is a clear violation of the statutory mission of the agency. Taking inspiration from Senator Ted Cruz’s approach to merit-review is nothing to crow about.”

    As the Members closed the letter, they wrote, “So, who is in charge here? How far does DOGE’s influence reach? How much is OMB dictating based on hard-right political ideology and not scientific or research expertise? The Science Committee has repeatedly requested transparency and accountability from NSF. This has rarely been provided. Yet again, we seek answers about actions NSF has taken that potentially break the law and certainly break the trust of the research community. Yet again, we implore NSF to stand up for its mission as it is under siege by anti-science politicians and uninformed DOGE hackers.”

    On tariffs 

    Rep. Kim: Southern California, where I’m from in and the district that I represent, serves as the primary gateway to Pacific Rim, and Asian goods into the United States come through the Ports of LA and Long Beach. We are already starting to see a drop in volume as the Ports of LA and Long Beach are expected to see 35% to 30% drop when compared to a year ago. Cargo volume is one of the largest economic drivers in the region, and a long-term drop will not just impact families at the grocery stores and small businesses’ bottom line but also result in truckers and dock workers losing their jobs. So, Secretary Bessent, I would like to ask, how can you ensure that our tariff policy will not unintentionally harm American small businesses and workers in the long term? 

    Secretary Bessent: Congresswoman, we believe they are, over the long term that it will drive growth in the economy. And as I’ve said many times, it is a mistake to look at trade in isolation. The Trump economic policy is a three-legged stool. Trade, taxes, and deregulation, and we believe that the sum of the parts, that the whole is greater than the parts. As we complete each one of those that the US will serve the substantial economic growth.  

    Rep. Kim: I know that a lot of my constituents, share these concerns that we raised. I’d like to continue this discussion on this specific topic with you moving forward, because I’m concerned that these long scale tariffs, if they continue in the long term, then American working families and small businesses will suffer under price hikes and a lack of certainty. 

    On the Financial Stability Oversight Council (FSOC) 

    Rep. Kim: Under the previous administration, Secretary Yellen rescinded the non-bank systematically important financial institution and replaced it with a new framework for assessing the financial risk. This new framework overlooks the importance of prioritizing an activity based standard and a cost benefit analysis. So, Secretary Bessent, does FSOC intend to reassess the 2023 guidance so that it is more closely aligned with the thoughtful process that was created in 2019? 

    Secretary Bessent: Congresswoman, that is on our agenda.  

    Rep. Kim: Thank you. You know, as you finalize that decision, I want to emphasize that my support for a return to an activity based approach that more appropriately addresses the risk of non-banks.  

    Secretary Bessent: Treasury would be happy to work with your team on that.  

    On CDFI Fund 

    Rep. Kim: I’d like to urge you to continue your support for CDFI. CDFI Fund programs are statutory, as you know, and this has been critical in promoting the local economy in Orange County. Do you still agree that the CDFI plan has a critical role to play in fostering economic opportunity? I think I know the answer because you stated very clearly, in public statements. 

    Secretary Bessent: We believe that if CDFI officials follow their statutory obligations and do not digress into more ideological boundaries, they can be important institutions. 

    On Financial Literacy 

    Rep. Kim: As you know, last week I attended the Financial Literacy Roundtable that your team put together. I want to thank you so much because, as a co-chair of the Financial Literacy and Wealth Creation Caucus, events like that, bringing the stakeholders together and having a meaningful dialogue and conversation, I think is critically important. We need to continue that. Can you talk about how you can continue to advance financial literacy initiatives now that we are past the Financial Literacy Month?  

    Secretary Bessent: As you should know, it is a strong core belief of mine that financial literacy is the only path to economic independence and well-being. The more Americans that who can be educated, and I think we should probably go state to state and encourage each state to put in financial literacy standards for their students.

  • MIL-OSI USA: Congressman Keith Self Introduces Bill to Support and Protect Our Military Chaplains

    Congressman Keith Self introduced the Military Chaplains Act of 2025 alongside Congressman Morgan Luttrell in an effort to support and protect military chaplains across all branches of the armed forces.

    Various bad actors within the Department of Defense have undermined statutory protections and retaliated against military chaplains in an effort to secularize the military chaplaincy program. This included, but was not limited to, chaplains who were punished for: providing solicited Biblical teaching on human sexuality; seeking a religious exemption from the COVID19 vaccine; delivering sermons or performing rites, rituals, or counseling consistent with tenets of their faith. These punishments often included downgraded performance reports, resulting in missed promotions and involuntary separation from the armed forces. Others included degraded fitness reports, removal from their operational unit, travel permission denials, mandatory training denials, and many other forms of retribution that directly harmed—and for those who were not separated, continue to harm—their careers.

    While basic protections exist for the chaplain’s religious freedom and rights of conscience— including the Religious Freedom Restoration Act, Section 533 of the Fiscal Year 2013 NDAA, and the First Amendment—explicit statutory protections for chaplains within the Department of Defense are still needed. Currently, the above statutes are fully captured in DoDI 1300.17 as well as the individual regulations for each military branch. However, these protections are not codified in Title 10 of the United States Code.

    Additionally, Title 10 does not lay out the full scope of chaplains’ duties. In some of the branches, Title 10 allows chaplains to perform rites, rituals, and ceremonies. There are many other things chaplains can and should be doing, such as advising command on moral decision making. There are many areas where they are permitted to do these things, but because it is not explicitly stated in statute, it is not consistently implemented across branches.

    “The military chaplain’s ability to freely exercise their religious duties is not only a Constitutional right, but it is essential to forming the conscience and character of our warfighters,” said Congressman Self. “As someone who benefited from the counsel of chaplains during my 25 years in the Army, I believe we must ensure they can serve without sacrificing their God-given freedoms. Though we currently have an administration that values the chaplain corps, that may not always be the case. That’s why this legislation to safeguard religious liberty in our armed forces is urgently needed.”

    If enacted, the Military Chaplains Act would:

    1. Establish statutory protections for chaplains, ensuring they can live and serve in 
    alignment with their sincerely held religious beliefs and the tenets of their religious 
    endorsing organization.  

    2. Clarify the broad scope of a chaplain’s purpose, role, and duties. These duties extend 
    beyond facilitating the free exercise of religion to include advising on spiritual matters, 
    including policy and command decisions. 

    3. Provide explicit statutory protections, subject to prosecution under the Uniform Code of 
    Military Justice, that all responsibilities are free from “censorship, undue restriction, or 
    fear of retribution.” 

    4. Institute a clear standardization of the chaplain across branches of the armed forces. 

    This bill is currently supported by First Liberty Institute and Chaplains Alliance for Religious Liberty (CALL).

    “Chaplains are leaders in our fighting force, responsible for maintaining spiritual readiness. It is imperative that we provide them with the tools and protections necessary to fulfill their duties in accordance with their sincerely held religious beliefs and the tenets of their religious endorsing body. The Military Chaplains Act of 2025 not only provides these tools but also ensures that chaplains can serve without censorship, undue restrictions, or fear of retribution.”

    WASHINGTON, D.C. — U.S. Congressman Juan Ciscomani, who serves as Vice Chair of the House Appropriations Subcommittee on Homeland Security, questioned Department of Homeland Security (DHS) Secretary Kristi Noem during an oversight hearing about the Department’s budget.  

    Ciscomani questioned Secretary Noem about morale and recruitment numbers within the DHS and the need to facilitate pathways for legal immigration. For full clips and excerpts of the hearing, please see below. Excerpts have been edited for length and clarity. 

    Ciscomani: Do you mind just speaking of the morale of the agents and your efforts on recruiting and retention? I think that goes hand in hand with the technology piece as well.  

    Secretary Noem: The morale of the Department of Homeland Security agencies and departments and the employees that work there is fantastic. We have incredible numbers in recruitment. People who want to be a part of the agency are signing up and submitting applications. I referenced earlier that CBP has over 50%. I believe it’s 54% increase in recruitment ICE as well. Maintaining and excelling at its recruitment efforts and getting officers and people who want to be a part of the team or are coming out of retirement. We have the Coast Guard at 108% increase in its recruitment… And then you look at the Secret Service because of the recruitment efforts that we’ve had in putting those agents back on focusing on hiring expertise, hiring experience instead of DEI programs, the Secret Service recruitment is up almost 200%. The applications we’ve gotten have been fantastic by telling our story and that they can be a part of an agency that protects the most powerful [people] in the world. It truly has been inspirational. So I believe that some of the narrative that the Democrats have used to attack the Department of Homeland Security just simply isn’t true. The people that are wanting to come and work for us are inspirational and they’re true Americans. 

    Ciscomani: As an immigrant myself, I know how complex the immigration system is. I became a citizen in 2006, and then 16 years later, I became a member of Congress. No other country in the world would give you that opportunity. I believe in the American dream and fighting for that American dream that so many people still seek. There’s been much media attention again, on the increase in deportations and removal of aliens, which I remain fully supportive of. That being said, I think we should also be highlighting and incentivizing those who are going through the process legally…and make that process less burdensome in order to disincentivize the use of cartels and bad actors. In my family’s experience, it took us 13 years from the moment we came into the US to the moment we became US citizens. There have to be some improvements around these guidelines. So can you speak on how your budget request will facilitate easier legal pathways for potential immigrants? 

    Secretary Noem: Yeah, absolutely. And you’ve correctly identified it. Part of the problem that we’ve had in this country for many years is that it takes far too long for a person to legally come through our immigration process and to become a U.S. citizen. And that needs to be fixed… We need to make sure that we’re getting more immigration judges. I’ve been having conversations with our Attorney General, Pam Bondi, and with the Department of Justice on what we can do to get more judges to the table so that we can process not just backlogged claims, but illegal [sic] applications to come to this country as well, and then more immigration courts. So when you look at not just the Fiscal Year 26 request, but also reconciliation dollars, it is to address the needs that we have to address the invasion, secure the border, to make sure that our ICE officers have enough backup, help, equipment and tools going forward to make sure that we’re addressing what has happened here criminally and illegally, but also addressing within our other agencies what we can do to make sure that we’re processing those legal applications. President Trump is determined to do that, and we have that addressed in the budget request from the different Cabinet secretaries and agencies to make sure we have the resources to start getting after that backlog.

    The Big Picture

    America’s fiscal path is unsustainable and worsening. The national debt has exceeded $36 trillion and is growing by nearly $2 trillion each year. Annual interest costs are on track to surpass $1 trillion, overtaking what we spend on Medicare or national defense. Federal outlays remain at record highs, and the recent strain in Treasury markets makes it clear that we can no longer count on historically low interest rates. We must move decisively to restore market confidence and put the budget on a sustainable path.
     

    Minimum Criteria for Our Support

    Under the House’s framework, the reconciliation bill must not add to the deficit. The House budget resolution assumes that enacting President Trump’s agenda, including extending the 2017 tax cuts, will generate $2.5 trillion in additional revenue through economic growth. This means that all additional tax cuts or increases in spending above this level must be offset. To fully extend and build upon the 2017 tax cuts, this means that the reconciliation bill must include at least $2 trillion in verifiable savings either through spending reductions or scaling back the size of the tax package. If savings fall short, the Ways and Means Committee’s instruction must be lowered dollar-for-dollar to keep the reconciliation bill within the agreed limits.

    In practice, the Ways and Means Committee’s instruction may not exceed $2.5 trillion more than the debt reduction achieved by all other committees.

    Critically, the deficit reduction target must be met with real, enforceable spending cuts – not budget gimmicks. The final bill must deliver structural reforms that strengthen long-term growth and produce long-term savings.

    Bottom Line

    A $2 trillion reduction in spending may sound substantial. However, it equals only 2.3 percent of projected federal outlays over the next decade and only reduces the rate of growth in spending. Even with those savings, annual spending is expected to grow from $7 trillion to $10 trillion over the next 10 years, and debt will exceed $50 trillion by 2035.

    The House reconciliation instructions are binding. They set a floor for savings, not a ceiling. We must hold that line on fiscal discipline to put the country back on a sustainable path.

These investments will improve safety, extend the lifespan of critical infrastructure, and support local economies in rural communities.

    The funding includes:

    • $105,000 for Grant County Airport (Silver City)

      This award supports airport infrastructure improvements at one of southern New Mexico’s key aviation hubs.
    • $90,000 for Dona Ana County International Jetport (Santa Teresa)
      A second grant funds the design phase to reconstruct 600 square yards of West Apron pavement that has reached the end of its useful life.
    • $300,000 for Grants-Milan Municipal Airport (Grants)
      This project reseals 7,172 feet of Taxiway A pavement, improving safety and extending operational capacity at the non-primary airport.

    Representative Vasquez also recently introduced his bipartisan Expanding Regional Airports Act to increase funding for regional airports and support upgrades of security systems, runway and hangar infrastructure, and passenger facilities in communities like southern New Mexico.

    Washington, D.C. – Rep. Kevin Mullin (CA-15) joined a bipartisan coalition of lawmakers in introducing the Affordable Housing Credit Improvement Act of 2025 (AHCIA), which would help millions of Americans by financing nearly 1.6 million affordable homes nationwide over 10 years. 

    Rep. Mullin is an original cosponsor of this critical legislation that would strengthen and expand the Low-Income Housing Tax Credit (LIHTC), the nation’s primary tool to finance the development and preservation of affordable rental housing over the last 40 years.  

    “As housing and construction costs continue to rise, more federal support is urgently needed to build homes for low-income families across the nation,” said Rep. Mullin. “One of the toughest challenges for nonprofit housing builders is piecing together a mix of federal, state and local funding sources.     Specifically, this bill would:

    • Support over 2.4 million jobs, almost $94 billion in additional tax revenue, and over $271 billion in wages and business income. 

    Established in 1986, the Housing Credit has financed more than 4 million affordable homes and served over 9.28 million low-income households, including veterans, seniors, people with disabilities, and working families with children.  

    The AHCIA of 2025 builds on prior versions of the AHCIA that have earned widespread bipartisan support since first introduced in 2016. Since then, key provisions from the bill have been included in tax legislation, including the Tax Relief for American Families and Workers Act of 2024, which passed the House of Representatives with overwhelming support. Congress will also be considering tax legislation as part of its budget reconciliation efforts.  

    Besides receiving bipartisan support, the AHCIA has been lauded by affordable housing advocates for modernizing the support of rental housing for low-income families.

    WASHINGTON, DC – Yesterday, U.S. Rep. Seth Magaziner (RI-02) led in Democrats’ defense of the National Oceanic and Atmospheric Administration (NOAA) during the Natural Resources Committee markup of the House Republicans’ sweeping reconciliation tax bill, which proposes deep cuts to programs that Rhode Island’s fishermen and coastal communities depend on, in order to pay for tax cuts for the rich.

    The proposal includes deep cuts to NOAA, which plays a critical role in protecting national security by supplying data for military decision making, collects information on fish stocks that the livelihoods of Rhode Island fishermen depend on, and provides weather data used by meteorologists, farmers, and countless other Americans.

    House Republicans are attempting to pass a package of tax cuts expected to predominantly benefit the wealthy and big corporations, through a process called reconciliation that requires offsetting cuts to federal programs. Democratic members of the Natural Resources Committee submitted amendments to the legislation, with Magaziner proposing amendments to reverse all proposed cuts to NOAA in the bill, and to ensure that all NOAA services and operations that support military readiness are preserved – both of which were blocked by the Republican majority.

    “The House Natural Resources Committee should work together on a bipartisan basis to create good-paying clean energy jobs, support Rhode Island’s fishermen and growing coastal economy, and invest in national parks – a source of pride for our nation,” said Magaziner. “Instead, Republicans in the majority are pushing a partisan bill that guts critical programs like NOAA—not to help working people, but to hand out more tax breaks to billionaires and provide giveaways to Big Oil.     BACKGROUND 

    In Rhode Island, NOAA supports a fishing and aquaculture industry that supports thousands of jobs, provides lifesaving weather forecasting, and funds research that strengthens the state’s coastal economy and conservation of ocean resources.

    Despite its critical mission, NOAA has become a primary target of the Trump administration and Elon Musk’s DOGE. Since January, NOAA has faced an unprecedented wave of political interference: censorship of climate research, purging of expert staff, the shutdown of oversight committees, and forced layoffs. Just last week, the Trump Administration sent an agency-wide email announcing that it has eliminated 1,000 NOAA employees with over 27,000 years of collective experience. 

    Last month, Magaziner led House Natural Resources Committee Democrats in a congressional forum on the devastating impact of cuts to NOAA, highlighting how mass layoffs and facility closures at the agency hurt Rhode Island’s coastal economy and national security interests.

    The forum brought together voices from the fishing industry, environmental advocacy, and public service at the nation’s capital—including Sarah Schumann, a Rhode Island commercial fisher and Director of the Fishery Friendly Climate Action Campaign—to testify on the impact of Trump Administration cuts to NOAA.

  • MIL-OSI USA: Rep. Barry Moore applauds Trump Administration for finalizing $550 million grant for I-10 Mobile River and Bayway Bridge

    Washington D.C. – Today, U.S. Representative Barry Moore (AL-01) applauded President Trump’s Transportation Secretary Sean P. Duffy for helping deliver on a 2019 promise made by President Trump to complete the I-10 Mobile River Bridge and Bayway Project.

    The Department of Transportation has finalized a $550 million grant that paves the way for the Alabama Department of Transportation (ALDOT) to break ground on the new bridge. This project will include a new six-lane, cable-stayed bridge over the Mobile River that will bypass two aging tunnels. It will also include new bridges to replace the existing Bayway Bridges crossing Mobile Bay.

    “President Trump promised he would build a new I-10 bridge, and with the finalization of this $550 million grant from the Department of Transportation, he is delivering on his promise,” said U.S. Representative Barry Moore. “The Mobile River and Bayway Bridge Project is a critical infrastructure need that has far reaching effects, not just in Alabama’s First Congressional District, but across the state of Alabama, the Southeastern region, and the nation. I look forward to working with President Trump and the Alabama delegation to get this project across the finish line.”

  • MIL-OSI USA: Congressman Barry Moore supports Gulf of America Act

    Washington, D.C. — Today, U.S. Representative Barry Moore (AL-01) voted in support of The Gulf of America Act. Rep. Moore was also a co-sponsor of this legislation, led by Rep. Marjorie Taylor Green (R-GA).

    This legislation seeks to codify President Trump’s executive order renaming the Gulf of Mexico to assert American sovereignty and pride over one of the nation’s most strategically and economically significant bodies of water. The bill calls on federal agencies to begin the process of updating official maps, educational materials, and navigational charts to reflect the new name.

    “I proudly represent a district on the Gulf of America, which plays a vital role in our economy, energy independence, and national security,” said Moore. “I support President Trump’s mission to reclaim this beautiful body of water and give it a name that honors our nation.”
