  • MIL-OSI USA: Burlison and Grothman Announce Hearing on the Inflation Reduction Act’s Harm to American Energy and Medicine

    WASHINGTON—Subcommittee on Economic Growth, Energy Policy, and Regulatory Affairs Chairman Eric Burlison (R-Mo.) and Subcommittee on Health Care and Financial Services Chairman Glenn Grothman (R-Wis.) announced a joint hearing on “Mandates, Meddling, and Mismanagement: The IRA’s Threat to Energy and Medicine.” This hearing will highlight how the Biden Administration used the Inflation Reduction Act (IRA) as a tool to raise taxes on businesses, increase environmental spending, and imperil Medicare premiums. The IRA politicized spending to fund the partisan “Green New Deal” and subsidized the “green” energy purchases of wealthy households while the Biden Administration overlooked waste, fraud, and abuse in funding streams to left-wing groups. 

    “The IRA has wasted billions of taxpayer funds to advance the Democrats’ radical climate agenda and restrict Medicare plan choices for Americans who need it most. The IRA’s energy subsidies and Medicare premium hikes could now cost American taxpayers trillions over the next 10 years unless Congress takes action to stop it. This hearing will expose wasteful spending under the IRA and investigate the ways Congress can protect taxpayer dollars from being spent on misguided, partisan priorities,” said the lawmakers.

  • MIL-OSI USA: Rep. Becca Balint Announces 2025 Congressional Art Competition Winner

    Randolph, VT – On Friday, Rep. Becca Balint (VT-AL) announced the winners of the 2025 Congressional Art Competition. This year, 100 high school students from 12 counties and 28 schools across Vermont sent in artwork for submission to the annual competition. This year’s art show marks the 44th anniversary of the competition that Vermont’s then-Congressman James Jeffords began in 1982.  

    This year’s winner from Vermont is Xinyi Cassy Pan, a sophomore at Lyndon Institute in Lyndon Center, Vermont. Xinyi’s teacher is Elly Barksdale. Her art will be on display with other 2025 Congressional Art Competition winners in the US Capitol.  

    “The Congressional Art Competition provides a unique opportunity to bring together young artists to share their work and showcase the talent across our state’s high schools,” said Rep. Balint. “I’m so thankful to represent a state that values and celebrates contributions to the arts and arts education. As a former teacher, as a mom, as a writer, I know how important it is to foster creativity, a love of the arts in our students, and to make it a continued priority in schools.” 

    “I want to congratulate Xinyi for receiving the Grand Prize for her piece ‘Awakening Through New Eyes’ in this year’s Congressional Art Competition. I’m so impressed by her work, and I look forward to seeing a piece of Vermont every day in the US Capitol,” continued Rep. Balint.

  • MIL-OSI USA: Hageman’s Expedited Appeals Review Act Passes the House of Representatives

    Washington, D.C. – Today, Congresswoman Hageman’s Expedited Appeals Review Act (EARA) passed the House of Representatives. The bill will provide those individuals and businesses appealing before the Department of the Interior’s Board of Land Appeals (IBLA) the opportunity to file for an expedited review so they can quickly go to court in front of a neutral arbiter. 

    Under current law, challengers of an agency decision within the Department of Interior (DOI), must appeal to the IBLA, an administrative court that is also housed within the DOI itself. The use of administrative courts poses a variety of constitutional issues, including in relation to the separation of powers, as the agencies who adopt the regulations then pursue enforcement of them through their own in-house court system, such as the IBLA. This system tips the scale in favor of the agency who enjoy outsized success before their own courts, with the DOI winning 98% of the challenges that are filed before the IBLA and decided on the merits.    

    “After spending three decades practicing law and witnessing cases argued before agency-appointed judges on numerous occasions, and then being forced to wait as the IBLA delayed issuing a decision, it is fulfilling to see this bill to move forward,” Hageman stated. “The government works for the people, not the other way around. The EARA creates an alternative path for expedited review, allowing stakeholders to request an accelerated decision of their appeals within six months of the request. It gives parties the opportunity to expedite the process and pursue an impartial route in circumstances where the IBLA is failing to timely address matters under its review.” 

    House Natural Resource Committee Chairman Bruce Westerman (AR-04) said in support of the bill, “As of today, there are more than 650 backlogged appeals before the Interior Board of Land Appeals, some a decade old. Ms. Hageman’s bill will revive the process and ensure appellants get their day in court by requiring the board to issue final decisions in a timely manner. I thank her for her work on this bill.”  

    The Expedited Appeals Review Act ensures that if IBLA fails to make a decision within 18 months of the appeal being filed, the applicant can demand an expedited review. The IBLA then has six months to resolve the case. Failure to do so allows for the non-agency party to proceed to an Article III district court where they will be granted the opportunity to conduct discovery and develop the administrative record. 

      

    Background:   

    • The IBLA is a regulatorily constructed, pseudo-judicial, administrative court within the Department of the Interior. It oversees appeals of agency actions, including those from the Bureau of Land Management, Bureau of Ocean Energy Management, Bureau of Safety and Environmental Enforcement, Office of Natural Resources Revenue, and Office of Surface Mining Reclamation and Enforcement.
    • The IBLA currently has a backlog of over 650 pending appeals dating back to 2014. The IBLA receives, on average, 290 appeals per fiscal year. Of those cases that are not resolved on jurisdictional or procedural grounds, only 2 percent are decided in favor of the appellant.
    • During an appeal, the agency establishes the administrative record. Frequently, the record is heavily redacted and purposefully excludes documents that favor the appellant. In fact, IBLA judges have explicitly found that the Department compiled administrative records in bad faith and in a biased manner.
    • As a member of the House Judiciary Committee, last year Rep. Hageman spearheaded an oversight hearing titled “Reining in the Administrative State: Agency Adjudication and Other Agency Action” which exposed the unconstitutionality of administrative courts. She has also introduced the Seventh Amendment Restoration Act to enact broader reforms for all administrative courts.
    • Prior to taking office as Wyoming’s lone congressional member, Harriet Hageman was an attorney defending individuals and entities against government agencies, winning cases against several of the agencies that are within the Department of Interior.

  • MIL-OSI USA: Hageman’s Bill to Protect the Upper Colorado River Basin Fund Passes House of Representatives

    Washington, DC – Congresswoman Harriet Hageman’s bill requiring the Bureau of Reclamation and Western Area Power Administration (WAPA) to analyze the economic consequences that bypass flows at Glen Canyon Dam have had on the Upper Colorado River Basin Fund, passed the House of Representatives earlier today.

    Representative Hageman stated, “Our water and energy-producing infrastructure must be protected. America needs more hydropower, not less of it. Reducing hydropower generation is counterintuitive and my bill addresses that by keeping the Basin Fund intact as a short-term means ensuring operating, maintenance and other expenses are paid so that this dispatchable and reliable energy source remains viable for everyone dependent on this supply.”  

    Background: 

    The Biden-Harris Administration’s Colorado River Long Term Experimental Management Plan SEIS Record of Decision (ROD) was signed on July 5, 2024, with Reclamation implementation beginning just three days later, on July 8. The ROD calls for bypass flows at Glen Canyon Dam, meaning higher flows to combat the presence of predatory smallmouth bass that threaten the federally protected humpback chub. These higher flows bypass hydropower generators in order to cool the river temperature below the dam to attempt to disrupt smallmouth bass downstream. 

    The lost hydropower generation must be replaced with power purchased on the open market at more expensive prices during the middle of summer peak electricity demand. The WAPA makes these purchases from the Upper Colorado River Basin Fund, which is financed by power revenues; or, in other words, it is customer funded.

  • MIL-OSI USA: Deluzio Statement on Reinstatement of Some Allegheny County NIOSH Workers

    CARNEGIE, PA — Today, Congressman Chris Deluzio (PA-17) released the following statement in response to news that dozens of National Institute of Occupational Safety and Health workers in Allegheny County that were fired by the Trump Administration would be reinstated. 

    His statement reads:

    “In early April, my team and I learned that the Trump Administration was firing around 200 workers at the National Occupational Safety and Health (NIOSH) facility in Allegheny County. 

    “We jumped into action, working with Congressional colleagues and calling on the White House to reverse these firings that would have hurt workplace safety.

    “Today, we received some good news: some of these firings are reversed. Soon, dozens of respirator certification workers at our local NIOSH facility get their jobs back and return to their important safety work.

    “We still need to get the folks on the NIOSH mining research team saved from planned firings, but this is an important public safety win. I will keep up the fight.”

    Congressman Deluzio previously sent a letter pushing the Trump Admin HHS to reverse the firings.

  • MIL-OSI USA: Ezell, Nehls, Rutherford Introduce Bipartisan Resolution Supporting America’s Law Enforcement Professionals

    Congressmen Mike Ezell (MS-04), Troy Nehls (TX-22), and John Rutherford (FL-05) have introduced a bipartisan concurrent resolution in the House expressing strong support for America’s law enforcement professionals.

    Original co-sponsors of the resolution are representatives Barry Moore (AL-01), Ken Calvert (CA-41), Nicole Malliotakis (NY-11), Bill Huizenga (MI-04), Mike Rogers (AL-03), Dusty Johnson (SD-At Large), Amata Radewagen (AS-At Large), Mike Collins (GA-10), and Josh Riley (NY-19).

    The resolution recognizes the dedication, sacrifice, and service of over 800,000 law enforcement officers across the country who risk their lives every day to protect and serve their communities. It also highlights the rising dangers faced by officers, including increased assaults, traumatic stress, and staffing shortages, and calls on all levels of government to ensure officers receive the tools, resources, and respect they need.

    “As a former sheriff with four decades in law enforcement, I know firsthand what it means to put on the badge and serve your community,” Ezell said. “This resolution is about showing our law enforcement professionals that Congress stands with them, not just in words, but through meaningful support.   • MIL-OSI USA: Luke Letlow Post Office Established in Rayville, Louisiana

    RAYVILLE, LA – Today in Richland Parish, the Rayville Post Office was officially renamed the “Luke Letlow Post Office Building” in honor of the late Congressman-elect Luke Letlow.

    Congresswoman Letlow lost her husband Luke to COVID-19 on December 29, 2020, following his election to Congress and after years of service in both the federal and state governments.

    The recognition in Letlow’s home parish was made possible by legislation carried by House Majority Leader Steve Scalise and signed into law late last year.

    Congresswoman Julia Letlow, former Congressman Ralph Abraham, and a large crowd of family and friends gathered at the post office today to celebrate the recognition.

    “The Luke Letlow Post Office will stand as a monument to Luke’s servant’s heart and his dedication to the rural communities in north Louisiana,” said Congresswoman Julia Letlow. “Luke was passionate about bringing people together – especially in places like Richland Parish. He never met a stranger, and he considered helping others through public service to be his highest calling. With this recognition, his legacy will live on in the place he called home.”

  • MIL-OSI USA: Strickland, Salazar Reintroduce Bipartisan Effort to Eliminate 90-Day State Residency Requirement for Military Spouses Applying for Citizenship

    Washington, D.C. – Today, following Military Spouse Appreciation Day, U.S. Representatives Marilyn Strickland (WA-10) and Maria Salazar (FL-27) reintroduced the Ensuring Security for Military Spouses Act, a bipartisan effort to eliminate the 90-day state residency requirement for spouses of servicemembers on active duty who apply for naturalization.

    “Military spouses are the backbone of our nation’s military, serving the nation right alongside our servicemembers,” said Strickland. “To ensure national security, address recruitment and retention issues, and maintain readiness, we must support green card-holding military spouses who want to become citizens.”

    “Our active duty servicemembers and their families make an enormous sacrifice to keep us safe,” said Salazar. “This bill ensures fairness for the spouses of servicemen seeking U.S. citizenship by updating state residency requirements for green-card holders. In doing so, these aspiring Americans are not penalized due to the orders they receive while serving our nation.”

    The Immigration and Nationality Act (INA) requires lawful permanent residents – i.e. green card holders – to reside for at least 90 days within the state in which they file their naturalization application. This can adversely impact military spouses, who are sometimes required to move on short notice when their servicemember spouse receives orders.

    Currently, lawful permanent resident spouses of servicemembers stationed abroad are not subject to a single state residency requirement. The Ensuring Security for Military Spouses Act would create parity for spouses of active-duty servicemembers stationed at home and abroad, and provide flexibility in meeting the demands of military service and the requirements of U.S. Citizenship and Immigration policy.

    The Ensuring Security for Military Spouses Act has the support of the National Immigration Forum.

    (May 13, 2025) LEBANON BOROUGH, NJ – Today, Congressman Tom Kean, Jr. (NJ-07) launched his second annual Law Enforcement Hometown Heroes initiative in conjunction with the start of National Police Week (May 11–17, 2025). This initiative recognizes exceptional law enforcement officers serving communities across New Jersey’s 7th Congressional District.

    National Police Week, observed each May, is a time to honor the service and sacrifice of America’s law enforcement officers. In the U.S. House of Representatives, Congressman Kean has cosponsored multiple pieces of legislation to support the law enforcement community. Most recently, Congressman Kean joined as an original cosponsor on the Establishing Accreditation Grants for Law Enforcement (EAGLE) Act of 2025. This bipartisan bill would provide critical funding for small and mid-sized police departments to improve training, raise standards, and implement best practices through the accreditation process.   • MIL-OSI USA: Rep. Young Kim Leads Bipartisan Bill to Support Small Businesses

    Washington, DC – Today, U.S. Representatives Young Kim (CA-40) and Josh Gottheimer (NJ-05) introduced the Improving Access to Small Business Information Act, a bipartisan bill to reduce red tape and streamline the process to gather timely information at the Securities and Exchanges Commission (SEC) Office of the Advocate for Small Business Capital Formation. 

    The Improving Access to Small Business Information Act would amend the Securities Exchange Act of 1934 to specify that actions—like conducting field surveys—of the Advocate for Small Business Capital Formation are not a collection of information under the Paper Reduction Act (PRA).

    • Vasquez, Zinke to launch caucus to oppose public lands sales E&E News – Reps. Gabe Vasquez and Ryan Zinke are teaming up to launch a bipartisan public lands caucus as Republicans eye selling off federal land as a possible revenue raiser in their mega budget reconciliation bill. The duo hopes the bipartisan show of force helps squash any potential GOP effort to sell any public lands — located mostly in the West — to help build more affordable housing to address a nationwide shortage. They are launching the caucus of more than 10 members, most of whom represent Western states and districts.

     

    • Vasquez and Zinke launch bipartisan Public Lands Caucus Albuquerque Journal – …the new Public Lands Caucus is meant to create space for bipartisan discussion on issues like improving public land access and how to better regulate multi-use for public lands. “Amidst the partisan fights that are happening in Washington, public lands is a place where we can still work across the aisle, and where we saw an opportunity to bring some of our colleagues on board for the protection and conservation of our federal lands, and in particular, to stop the sale and transfer of federal lands,” Vasquez said.

     

    • New, bipartisan ‘Public Lands Caucus’ challenges GOP and Trump – Washington Examiner – In advance of creating their caucus, Vasquez and Zinke proposed the “Public Lands in Public Hands Act” to stop the sale or transfer of public lands. Their efforts have been endorsed by several bipartisan groups eager to block the sale or misuse of federal lands, including Trout Unlimited, National Wild Turkey Federation, and the Sierra Club.

     

    • ORR Applauds Formation of Bipartisan House Public Lands Caucus RVPRO – The Outdoor Recreation Roundtable (ORR), a coalition of outdoor recreation trade associations representing the $1.2 trillion outdoor recreation economy, said it applauds the formation of the newly established bipartisan Public Lands Caucus in the U.S. House of Representatives. U.S. Reps. Gabe Vasquez (New Mexico) and Ryan Zinke (Montana) and a bipartisan group of lawmakers announced the launch of the caucus Wednesday, May 7 at a press conference in front of the U.S. Capitol with a mission to protect public lands, expand access and promote economic and recreational opportunities.

    The two-term Congressman toured and delivered remarks at an Arizona Head Start program in Eloy, AZ

    Eloy, AZ — U.S. Congressman Juan Ciscomani, a longtime advocate for Head Start, visited the Pinal Gila Community Child Services Inc. (PGCCS) in Eloy to reiterate his support of this critical program and opposition to funding reductions that would jeopardize access to early childhood education for families in need.  

    Ciscomani delivered remarks at the Arizona Head Start Association Seminar, toured the Eloy facility, and discussed his efforts in Congress to strengthen the childcare workforce and expand access to Head Start.  

    “Education is a pillar of the American Dream. With 22 Head Start programs across 500 locations in Arizona, these programs are critical to the well-being of our families and students,” Ciscomani told workers and educators in attendance. As a dad of six, I see firsthand the critical role early learning and development programs, like Head Start, play for children. I want to ensure that more children have the opportunity to attend these programs to build a strong foundation for their lives. Rather than reducing funding, I support investing more and expanding access to Head Start. As the only appropriator for the state of Arizona I plan to continue supporting full funding for these vital programs.” 

    As Arizona’s sole appropriator, Ciscomani secured a $25 million increase in funding for Head Start in the FY25 Labor, Health and Human Services, and Education Appropriations Bill and will continue to champion that effort as the Committee crafts its FY26 budget. 

    In January 2025, Ciscomani reintroduced the Head Start Education and Development Workforce Advancement and Yield (HEADWAY) Act (H.R. 336) to address the childcare workforce shortage by allowing teachers in Early Head Start to teach while simultaneously earning their Child Development Associate (CDA) credentials. This would offer greater hiring flexibility for Head Start while at the same time supporting educators and expanding access to these much-needed programs. 
    This is the third Head Start facility Ciscomani has visited in his time in Congress. In December 2023, Ciscomani visited the Head Start program in Tucson and in August 2024, Ciscomani visited the Head Start program in Casa Grande. In September 2024, Ciscomani attended the Head Start on the Hill Rally to hear from educators and senior Head Start officials about the importance of early childhood development programs.

    • In March 2025, Ciscomani co-led the Child Care Availability and Affordability Act (H.R. 1827) and the Child Care Workforce Act (H.R. 1826), a bicameral, bipartisan effort to make childcare more affordable and accessible by strengthening existing child tax credits and increasing the supply of childcare providers.

    On October 9th, 2024, the Biden-Harris Department of Energy finalized certification, labeling, and enforcement provisions for various consumer products and commercial equipment. The rule, entitled “Energy Conservation Program for Appliance Standards: Certification Requirements, Labeling Requirements, and Enforcement Provisions for Certain Consumer Products and Commercial Equipment,” amended or created new requirements for 20 different products, including dishwashers, central AC and heat pumps, clothes washers, and more.

     

    On March 3rd, 2025, the Office of Management and Budget issued a Statement of Administration Policy in support of H.J.Res. 42.

     

    On May 9th, 2025, President Trump signed H.J. Res. 20, H.J. Res. 24, H.J. Res. 42, and H.J. Res.75 into law, rolling back harmful regulations that the Biden-Harris Administration placed on small businesses, manufacturers, and American families.

     

    H.J.Res. 42 marks Rep. Clyde’s first bill signed into law in the 119th Congress and his second piece of legislation to become law during his time in Congress.

    KILEEN, TX — Congressman August Pfluger (TX-11) hosted 8th-grade students from Killeen ISD at Texas A&M University-Central Texas for the 2025 Pfluger Student Leadership Conference in Killeen last week. The conference featured personnel from NASA and Fort Cavazos. It also included a static display tour, a NASA space suit presentation, a leadership dialogue between Rep. Pfluger and Lt. General Kevin Admiral, comments from Glenn Hegar, the incoming Chancellor of the Texas A&M University System, and more.

    “It was wonderful spending the day with so many young and inspiring leaders who want to make a difference in our communities. Our students are the future of this nation, and it is incredibly important to facilitate experiences like this for them.     Hundreds of eighth graders from across Killeen middle schools attended a student leadership conference Friday hosted by U.S. Rep. August Pfluger at Texas A&M University-Central Texas.

    Pfluger, who represents a House district stretching from Killeen to Midland, sat down with III Corps commander Lt. Gen. Kevin Admiral for a dialogue about leadership and to answer questions from students.

    WASHINGTON – This week, Congressman Darrell Issa (CA-48) joined House colleagues Rep. Scott Peters (CA-50), Rep. David Valadao (CA-22), and Rep. Josh Harder (CA-09) to reintroduce the Providing Child Care for Police Officers Act. This bipartisan bill aims to address the nationwide police staffing shortages by making it easier for parents to enter and maintain work in law enforcement that often requires night, weekend, and holiday work. 

    “We have a responsibility to provide our police officers with the tools, training, and equipment they need to safeguard our streets and protect our communities,” said Rep. Issa. “This bill represents a creative and innovative approach to not only advance law and order everywhere it is needed, but allowing these brave men and women on the front lines to be both parents and police.” 

    The Providing Child Care for Police Officers Act would:

    • Establish a pilot program to supply grants to law enforcement agencies to provide childcare benefits.
    • Authorize funding for five fiscal years. Law enforcement agencies will be able to use this funding to construct or operate new center for police departments’ exclusive use, offer scholarships to subsidize the cost of care, or provide assistance for care for children with disabilities.  
    • Allow law enforcement agencies, local governments, and child care providers to determine each of their responsibilities while requiring local entities to contribute a scaled matching requirement over a three-year grant period.
    • Set aside 20% of the total grant funding for police departments employing fewer than 200 officers. 

    In 2023, San Diego opened the nation’s first childcare center for local police. In April 2025, Boone County, Missouri, broke ground on a new public safety childcare center.

    Supporting organizations include: 30×30 Initiative, International Union of Police Associations (IUPA), National Association of Police Organizations, Fraternal Order of Police, and Peace Officers Research Association of California (PORAC).

    Representatives Mike Ezell (MS-04), Julia Letlow (LA-05), and Troy Carter (LA-02) today introduced the Safer Shrimp Imports Act, a bipartisan bill aimed at tightening federal inspection standards for imported shrimp and protecting American consumers and domestic seafood producers.

    Imported shrimp accounts for roughly 90% of the shrimp consumed in the United States, much of which comes from countries with weak food safety standards and inadequate oversight of harmful contaminants such as antibiotics, pesticides, and bacteria. The Safer Shrimp Imports Act would require the Food and Drug Administration (FDA) to significantly increase testing of imported shrimp and publicly report inspection results, giving consumers more confidence in the safety of what’s on their plates.

    “Growing up on Mississippi’s Gulf Coast, I know how important the shrimp industry is—not just to our economy, but to our way of life,” Ezell said. “Our local gulf coast shrimpers are playing by the rules while foreign producers are flooding the market with unsafe, low-quality products. This bill is about leveling the playing field and protecting our American producers, and keeping America healthy.”

    “As we work to restore an economy built on American sweat and labor, it’s vital that Congress stands up for our Gulf Coast shrimpers,” Letlow said. “Our Safer Shrimp Imports Act would hold foreign governments accountable for dumping inferior, subsidized shrimp into American markets, contaminating our food supply and undercutting our Louisiana shrimpers.”

    “This bill is a crucial step toward protecting Louisiana families and supporting Louisiana’s fishing industry. By holding foreign shrimp imports to the same safety standards as our domestic producers, this legislation will safeguard public health, promote fair trade, and guarantee consumers can trust what’s on their plates. I want to thank my colleagues Rep. Ezell and Rep. Letlow for standing with me and fighting for American shrimpers and the safety of our food supply,” Carter said.

    “The Safer Shrimp Imports Act is common sense legislation to ensure the safety of our nation’s most consumed imported seafood commodity, shrimp. For far too long, importing countries have dumped products into the American marketplace that are manufactured and processed without the same strict regulations that American producers must face,” Ryan Bradley, Executive Director of Mississippi Commercial Fisheries United said.

    “We are very grateful to Congressman Ezell for introducing this important legislation to ensure the safety of foreign shrimp imported into this country,” Armond Gollott III, the President of C.F. Gollott & Son Seafood, Inc. said. “As a fourth-generation shrimp processor, we are committed to producing the safest, best tasting gulf shrimp for our customers. It is only fair that foreign producers be required to meet the same health and safety standards as the domestic industry.”

    “The American Shrimp Processors Association strongly supports the Safer Shrimp Imports Act,” Trey Pearson, the president of the American Shrimp Processors Association (ASPA) said. “Imports account for over 90 percent of the shrimp that Americans eat, and for far too long domestic shrimp producers have been forced to compete with imports that do not have to comply with our health and safety rules. If foreign countries cannot show that they meet our food safety standards, their shrimp should not be in this country, period.”

    “We need the Safer Shrimp Imports Act to guarantee that foreign shrimp imports meet the same rules as domestic, gulf-caught shrimp,” Dean Blanchard, the owner of Dean Blanchard Seafood said. “The U.S. government inspects less than one percent of the 1.5 billion pounds of shrimp imported into our country each year, while our U.S. shrimp fishermen, docks, and processors must comply with strict health and safety rules. This bill will help ensure that imports meet the same standards as our Gulf shrimp industry.”

    “Under the USDA’s equivalency requirements, if you want to import catfish or pangasius into this country, there are just 42 companies in three countries approved to ship that fish to the United States. Under the FDA’s current system, if you want to import shrimp, you can do so from anyone, anywhere, at any time. That’s why the FDA refused shrimp from ‘Rudong Zhengxiong Trade Co., Ltd.’ shipped to our East Coast in March and then, a month later, refused shrimp from ‘Zhengxiong (Rudong) Trade Co., Ltd.’ shipped to our West Coast,” John Williams, executive director of the Southern Shrimp Alliance said. “The Safer Shrimp Imports Act sets a common-sense minimum standard for exporting shrimp to this country by requiring that our trading partners administer a food safety system that is equivalent to our own.”

    “FWC is pleased to support the Safer Shrimp Imports Act. For years, Florida shrimpers have been hurt by foreign companies that have been dumping their products into US markets while skirting safety standards. This bill brings more accountability to foreign companies and is an important step to helping US shrimpers and US customers,” Jessica McCawley, director, Division of Marine Fisheries Management at Florida Fish and Wildlife Conservation Commission said. 

    The legislation works to execute on President Trump’s and HHS Secretary Kennedy’s vision to keep America health and eradicate its public health crisis. This bill is supported by a coalition of Gulf Coast seafood industry groups and food safety advocates. This is the House companion to S. 667 introduced by Senator Hyde-Smith in the Senate.

    Washington, D.C. – Today, Congresswoman Laurel Lee (FL-15) introduced the Lieutenant Osvaldo Albarati Stopping Prison Contraband Act to combat the growing threat posed by illegal cell phones in federal prisons. The bill would make it a felony to smuggle a cell phone into a correctional facility, strengthen deterrence against future smuggling, and require a comprehensive review of the Department of Justice’s current contraband enforcement policies.

    The current penalty for smuggling a phone into a prison is up to a year. 

    “Cell phones smuggled into prisons are being used to orchestrate criminal operations that endanger correctional officers, inmates, and the public. This legislation strengthens the consequences for those who bring these devices behind bars and ensures the Department of Justice has the tools and direction needed to review and improve prison policies that address contraband,” said Rep. Laurel Lee. “I am proud to introduce this legislation to protect the safety of our correctional officers, inmates, and communities by cracking down on the illegal use of cell phones in prisons.”

We must send a clear message – if you commit insurance fraud, you will be caught, and you will be prosecuted.”

    There has been a rise of con-artists defrauding the insurance industry by intentionally colliding with commercial vehicles in order to win damages from lawsuits. This form of insurance fraud poses a threat to public safety, drives up consumer costs, and strains the insurance system. States such as Louisiana, Florida, New York, and Georgia have uncovered elaborate conspiracies to defraud insurance companies that involve plaintiff attorneys, medical providers, and recruiters, many of whom are tied to organized crime and human trafficking.

    With decades of experience in the Georgia trucking industry, Rep. Mike Collins brings firsthand knowledge of this rising problem to Congress.

    Washington, DC – Congressman Dan Goldman (NY-10) introduced the Helping Emergency Responders Overcome Student Debt (HEROES) Act of 2025, which would expand eligibility for loan forgiveness under the Public Service Loan Forgiveness (PSLF) Program to include volunteer firefighters and volunteer EMTs.  

    “Volunteer firefighters and EMTs risk their lives every day to keep us safe, yet they’re too often denied the recognition and support granted to other public servants,” Congressman Dan Goldman said. “As the number of volunteer firefighters and EMTs continues to decline, we must prioritize the first responders who keep communities across our city, state, and country safe. Those who put their lives on the line deserve nothing less than the full support and resources afforded to all public servants.”

    The Firefighters Association of the State of New York (FASNY) said, “One of the biggest challenges facing volunteer response agencies is the critical need to attract new members. Including volunteer firefighters and EMS personnel in the Public Service Loan Forgiveness Program would be an effective addition to their recruitment toolbox. It would also assist them in retaining existing volunteers, who often work several jobs in addition to volunteering. We commend Congressman Goldman for recognizing the value of volunteer first responders and for his efforts to support them.”  

    Volunteer firefighters are estimated to save localities across the country nearly 47 billion dollars annually. The HEROES Act would not only provide crucial support to our dedicated first responders but also help address staffing shortages by incentivizing more individuals to volunteer their time.  

    Established to bolster recruitment and retention efforts in the public sector, the PSLF Program forgives borrowers’ student loans after they work for ten years in a qualifying public service and make 120 qualifying payments. Despite working in qualifying public services, however, volunteer EMTs and firefighters are currently excluded from the program. Nationwide, volunteer firefighters make up 65% of the firefighting force, with 19,000 fire stations relying on them exclusively.  

    In addition to expanding coverage to volunteer firefighters and EMTs, the HEROES Act would require the Department of Education, which oversees the PSLF program, to outline minimum volunteer time requirements for eligibility and develop regulations for tracking and verifying volunteer time.  

    Congressman Dan Goldman is committed to supporting first responders who dedicate their lives to the betterment of their communities.   

    This past February, Congressman Goldman introduced the ‘9/11 Responder and Survivor Health Funding Correction Act’ which would provide permanent and mandatory funding for the World Trade Center Health Program (WTCHP) and update an outdated funding formula to prevent a future funding shortfall, ensuring survivors and first responders don’t lose access to care.  
    In February, Congressman Goldman introduced the ‘Chief Herbert D. Proffitt Act,’ which would ensure the families of law enforcement officers who are killed as a result of their work on behalf of their communities are not unjustly denied benefits due to arbitrary retirement status restrictions. The legislation would amend the Public Safety Officers’ Benefits (PSOB) program to ensure the families of fallen officers receive the benefits they deserve.

    New York, NY – Congressman Dan Goldman (NY-10) was joined by Council Members Erik Bottcher,  Health Committee Chair Lynn Schulman, and mental health advocates in reintroducing the ‘Strengthening Medicaid for Serious Mental Illness Act’ today, which would support individuals living with serious mental illnesses (SMI) such as schizophrenia, bipolar illness, and major depressive disorder. Council Member Erik Bottcher will introduce a Council Resolution in support of the federal bill putting on record the New York City Council’s support for its passage.

The clubhouse model is not only highly effective, but also a responsible way to ensure a return on investment while promoting recovery and thriving — Medicaid costs for Fountain House members were 21% lower compared to the highest risk population, research shows. Our nation must support and recognize the more than 14 million people living with serious mental illness, especially at this critical time, by prioritizing dignity, agency, and community as fundamental building blocks. This bill is a significant step toward a more person-centered, holistic, and proven approach to mental healthcare in the U.S. by focusing on and investing in targeted supports that help people with serious mental illness thrive.” 

    Over 15 million adults in the United States are currently living with a serious mental illness, while over one-third of these individuals receive zero mental health treatment. This legislation creates a new package of services under Medicaid that specifically aims to provide care to individuals living with SMI, sets a national standard for SMI care, and incentivizes states to provide intensive community-based services to treat SMI. 

    The bill is endorsed by the Bazelon Center for Mental Health Law and the National Health Law Program.

    To better support those living with SMI, the Strengthening Medicaid for Serious Mental Illness Act would:  

    Create a new waiver program granting Medicaid authority to provide states with an option to offer a package of services targeted specifically to individuals with SMI. The package would include: 

    1. Assertive community treatment, an evidence-based, highly individualized team-based service designed to support adults with the most intensive mental health needs; 

    2. Supported employment to help individuals get and keep a job; 

    3. Peer support services from individuals who have lived or living experiences with mental health conditions; 

    4. Mobile crisis intervention teams that can help de-escalate situations and link individuals to other community-based services; 

    5. Intensive case management; and 

    6. Housing-related activities and services to support individuals with transitioning to and maintaining housing. 

    Require states to adhere to certain standards, like tracking disparities in treatment, to ensure services are delivered with care to all in need. 

    Create a tiered Federal Medical Assistance Percentage (FMAP) increase to incentivize states to provide intensive community-based services to individuals with SMI. This means that states could receive an increase up to 25 percent in funds allocated by the federal government for their Medicaid programs. 

    Congressman Dan Goldman has worked tirelessly to expand mental health care for people across the country. 

    Last year, Congressman Goldman introduced the ‘Michelle Alyssa Go Act’ to increase the number of federal Medicaid-eligible in-patient psychiatric beds for individuals who are seeking treatment for both mental health and substance use disorders. 
    Last Congress, Congressman Goldman joined colleagues in introducing the ‘Expanding Access to Mental Health Services in Schools Act’ to address the urgent need for mental health professionals in schools. The bill would increase the number of mental health service providers in schools, particularly in high-need areas, by providing competitive grants to local educational agencies for recruitment, hiring, retention, and diversification of mental health service providers. 
    In 2023, Congressman Goldman joined Congresswoman Grace Meng (NY-06) in introducing the ‘Mental Health Workforce and Language Access Act’ to establish a grant program administered by the Department of Health and Human Services to provide federal funds to community health centers to help them hire qualified mental health professionals who are fluent in a language other than English.

  • MIL-OSI USA: Congressman Issa Reintroduces Legislation to Support Child Care Options for Law Enforcement

    WASHINGTON – This week, Congressman Darrell Issa (CA-48) joined House colleagues Rep. Scott Peters (CA-50), Rep. David Valadao (CA-22), and Rep. Josh Harder (CA-09) to reintroduce the Providing Child Care for Police Officers Act. This bipartisan bill aims to address the nationwide police staffing shortages by making it easier for parents to enter and maintain work in law enforcement that often requires night, weekend, and holiday work. 

    “We have a responsibility to provide our police officers with the tools, training, and equipment they need to safeguard our streets and protect our communities,” said Rep. Issa. “This bill represents a creative and innovative approach to not only advance law and order everywhere it is needed, but allowing these brave men and women on the front lines to be both parents and police.” 

    The Providing Child Care for Police Officers Act would:

    • Establish a pilot program to supply grants to law enforcement agencies to provide childcare benefits.
    • Authorize funding for five fiscal years. Law enforcement agencies will be able to use this funding to construct or operate new center for police departments’ exclusive use, offer scholarships to subsidize the cost of care, or provide assistance for care for children with disabilities.  
    • Allow law enforcement agencies, local governments, and child care providers to determine each of their responsibilities while requiring local entities to contribute a scaled matching requirement over a three-year grant period.
    • Set aside 20% of the total grant funding for police departments employing fewer than 200 officers. 

    In 2023, San Diego opened the nation’s first childcare center for local police. In April 2025, Boone County, Missouri, broke ground on a new public safety childcare center.

    Supporting organizations include: 30×30 Initiative, International Union of Police Associations (IUPA), National Association of Police Organizations, Fraternal Order of Police, and Peace Officers Research Association of California (PORAC).

    Lawmakers Blast the Trump Administration for Threatening to Arrest Members Doing Their Jobs

    WASHINGTON D.C. — Following the alarming arrest of Newark Mayor Ras Baraka and threats to Members of Congress due to a recent oversight visit to an Immigration and Customs Enforcement (ICE) detention center, Reps. Maxwell Alejandro Frost (FL-10), Veronica Escobar (TX-16), and Jason Crow (CO-06) are demanding the Department of Homeland Security (DHS) and ICE issue direction to all agents reminding them that Members of Congress have a legal right to show up unannounced and conduct oversight visits to federal detention facilities– and that any threats of arrest against Members who do so are unlawful.

    In a letter sent today to DHS Secretary Kristi Noem and Acting ICE Director Patrick J. Lyons, the lawmakers condemned the May 9 incident at Delaney Hall Detention Facility in Newark, New Jersey, during which ICE agents arrested Mayor Baraka, despite the Mayor’s compliance with a request to leave a fenced-in parking area. 

    A DHS spokesperson later claimed that Reps. Bonnie Watson Coleman (NJ-12), Rob Menendez (NJ-08), and LaMonica McIver (NJ-10), who were conducting a site visit of the detention center, could also be arrested citing an alleged “body slam” of an officer—a charge that has not been substantiated by any witness or video evidence.

    In their letter, the Members cite the explicit statutory authority, which was most recently included in the Department of Homeland Security Appropriations Act 2024, which prohibits DHS from interfering with congressional oversight, even when conducted without prior notice.

    The Members are demanding that DHS issue immediate direction to personnel nationwide reaffirming these rights and protections. They request confirmation by May 17, 2025 that this direction has been given.
