  • MIL-OSI USA: Kean Announces Winners of the 2025 Congressional Art Competition

    (May 6, 2025) FLEMINGTON, NJ – Congressman Tom Kean, Jr. (NJ-07) has announced the winner of the 2025 Congressional Art Competition for New Jersey’s Seventh Congressional District. First place has been awarded to Parinita Chandrashekar of Bridgewater-Raritan High School for her drawing, “Cutting Through Reality.” Her artwork will be displayed for one year in the U.S. Capitol and she will be invited to Washington, D.C. for a national recognition ceremony in June.

    Two runners-up were also recognized: Laurie Wu of Ridge High School for “Birth,” and Deeksha Chaganur of Somerset County Vocational and Technical High School for “Pines and Petals.” Their pieces will be exhibited in Congressman Kean’s offices in New Jersey and Washington, D.C. on a rotating basis throughout the year. All winners were selected by a panel of professional judges based on artistic skill, design, visual appeal, and originality.

    Congressman Kean announced the winners during a Congressional Art Competition Recognition Event held in Flemington, New Jersey on Sunday, May 4, 2025.All participating student artists and their families were invited to attend. Each student was recognized for their creativity and dedication.

    “Our district is home to many exceptionally talented young artists, and the incredible submissions we received this year were truly impressive,” said Congressman Tom Kean, Jr. “Congratulations to Parinita, whose remarkable artwork will be displayed in the U.S. Capitol, representing the creativity and spirit of our district. I also want to thank all 51 students who participated, along with their art teachers, judges, and families. Their dedication and support are what made this year’s competition such a success.”

    In addition, seven students received Honorable Mentions at the event. Honorable Mention recipients included Annalena Bohach of Somerville High School, Amelia Ing of Kent Place School, Serena Lin of the Pingry School, Iris Su of Ridge High School, Jianing Xu of Ridge High School, Angela Zhou of Bridgewater-Raritan High School, and Allan Zhu of Watchung Hills Regional.

    Among the judges who participated in this year’s competition was Catherine Bethon, who is a high school art educator specializing in Art History and Mixed Media. She serves as the Warren County Chair for the Art Educators of New Jersey (AENJ) and organizes the annual Warren County Youth Art Month (YAM) exhibition at Centenary University, highlighting student creativity from grades K-12 across the region. A practicing artist, Catherine creates portraits for children facing adversity around the world through projects like the Memory Project. She also partners with national tour groups to provide students with immersive cultural and artistic experiences beyond the classroom.

    “It is an incredible honor to judge talented student artists of Congressman Tom Kean, Jr.’s district,” said Catherine Bethon. “Their creativity continues to raise the bar in our field. I wish all the students the very best in their artistic journeys and encourage them to keep creating and sharing their work with the world.”

  • MIL-OSI USA: Deluzio, Dozens of Veterans Stand Strong Against Trump Effort to Privatize VA and Cut Veterans Care

    WASHINGTON, D.C. — Today, Navy and Iraq War veteran Congressman Chris Deluzio (D-PA-17) joined dozens of veterans united in opposition to the Trump Administration’s efforts to gut the VA and disrupt its work delivering earned care and benefits to America’s veterans. Along with veteran leaders from the group Common Defense, Congressman Deluzio was joined at the event by fellow veterans and veteran supporters in Congress, Senate Veterans’ Affairs Committee Ranking Member Richard Blumenthal (D-CT), House Veterans’ Affairs Ranking Member Rep. Mark Takano (D-CA-39), Senator Mike Kelly (D-AZ), Senator Bernie Sanders (I-VT), and Rep. Pat Ryan (D-NY-18).

    “It’s not complicated what Trump and DOGE are doing: they are trying to dismantle and weaken the VA so much that they have an excuse to sell it off to the highest bidder,” said Congressman Deluzio. “My fellow veterans who wore the uniform were willing to lay it on the line for our country. VA care and benefits are hard-earned, and we will not sit quietly by as Trump and Musk try to rip away our earned care and benefits. This is a fight we intend to win—and the American people are with us.” 

    The Trump Administration is planning to fire around 83,000 employees from the VA—about one out of every five staff who work for the Department of Veterans Affairs across the country. The Trump VA is also pausing VA medical research and some clinical trials—although the specific ones remain unannounced. 

    Congressman Deluzio is a leading voice in the fight against privatization of the VA. He has published several op-eds, gone on national television, and given speeches on the subject. Since the start of 2025, the Congressman has been communicating regularly with the Pittsburgh VA about the impacts that the Trump Administration’s cuts are having on veterans’ care and services in Western Pennsylvania. He sent multiple letters to VA Pittsburgh Director Koenig and met with him in March. He is also soliciting comments from VA employees and patients through an online form where people can share their experiences.

  • MIL-OSI USA: Sen. Banks, Rep. Mrvan Urge Treasury to Preserve U.S. Owned and Operated Steel Industry

    Washington, DC – Senator Jim Banks (R-Ind.) and Representative Frank Mrvan (IN-01) sent a bipartisan letter to Treasury Secretary Scott Bessent urging the Department to consider national security when reviewing foreign takeovers of U.S. steel companies. They warned that foreign control puts our defense and supply chains at risk and stressed the need to keep American steel strong. They also backed President Trump’s push to rebuild the U.S. steel industry and stop unfair trade practices.

    In part, the letter reads:  “We share President Trump’s goal to revitalize the American steel industry so it can compete head-to-head with any country in the world by cracking down on illegal dumping and negotiating fair treatment for U.S. exports. We have confidence that you will conduct all foreign direct investment reviews with integrity, fairness, and in accordance with the law while protecting this critical supply chain, national security, and our workers’ interests.”

    We write to express our belief that a strong, domestically owned and operated American steel industry is vital to our national security.  If American steel production does not remain robust in peacetime, we risk unreliable supplies of critical steel products to the military in wartime. We urge you to consider this as the Department of Treasury (Treasury) assesses the national security risks in any review of foreign direct investment. 

    We also encourage you to consider the interrelationship between defense supply chains and domestic industrial supply chains in any such review.  A strong American defense industrial base is impossible without a strong U.S. manufacturing base, and considering the sectors in isolation is outmoded and myopic.  We disagree with those who have suggested that the strength of the U.S. steel industry is unimportant to supplying the military’s needs, because the Defense Department only consumes a small fraction of national steel output and steel can be procured from abroad in a crisis.

    Permitting foreign ownership or control of our steel industry risks ceding critical supply chains to foreign companies whose commercial interests may not always align with our national security interests.  We should not entrust companies that have repeatedly circumvented our trade laws and have dumped large volumes of steel onto our shores with sustaining U.S. steel production capacity and rigorously defending U.S. trade remedy law.

    Recent supply disruptions in other industries including electronics, automotive, medical, and semiconductors demonstrate how brittle elements of the U.S. industrial base have become.  While the Treasury and the Department of Defense have extensive legal authorities to prioritize production for national defense, the experiences during the Tohoku earthquake and tsunami and the COVID-19 pandemic demonstrate the difficulties of requisitioning products that are unavailable and the protracted delays involved in starting up new production lines amid a crisis. In other words, once manufacturing capacity is gone, it is very hard to get back. 

    Temporary restrictions or mandates to place U.S. citizens on boards of directors on a term-limited basis are insufficient. Guarantees to maintain plants and production that contain exceptions do not assure the long-term sustainability of a critical domestic steel industry.

    We share President Trump’s goal to revitalize the American steel industry so it can compete head-to-head with any country in the world by cracking down on illegal dumping and negotiating fair treatment for U.S. exports.  We have confidence that you will conduct all foreign direct investment reviews with integrity, fairness, and in accordance with the law while protecting this critical supply chain, national security, and our workers’ interests.

  • MIL-OSI USA: Rep. Young Kim Bill to Improve VA Training for MST Claims Passes Committee

    Washington, DC – Today, the House Committee on Veterans Affairs passed out of markup the Improving VA Training for Military Sexual Trauma (MST) Claims Act (H.R. 2201), a bipartisan bill led by U.S. Representatives Young Kim (CA-40), Nikki Budzinski (IL-13), Don Bacon (NE-02), and Chrissy Houlahan (PA-06).

    According to VA officials, the department received 57,400 MST claims in fiscal year 2024, up 18% from the previous year, and approved more than 63% of them, up from roughly 40% more than a decade ago. 

    The Improving VA Training for Military Sexual Trauma Claims Act: 

    • Requires the VA Secretary to create a plan to improve training for Contracted Disability Compensation Examiners (CDCEs) who assist veterans dealing with MST; 
    • Ensures annual training for all employees of the Veterans Benefits Administration; 
    • Improves quality assurance of CDCEs so MST veterans are not retraumatized during the medical disability examination process; and, 
    • Requires the VA to automatically obtain all service and personnel medical records for PTSD-based claims filed for in-service personal assault. 

    “As the VA receives more MST claims, staff must be prepared to process claims in a timely and caring manner,” said Congresswoman Kim. “The bipartisan Improving VA Training for Military Sexual Trauma Claims Act aims to provide much-needed updates to training for CDCEs conducting examinations and certainty for veterans filing MST claims that they are valued and will receive the care they deserve. I will always have the backs of our veterans who have had ours.”

    “Veterans who come forward with Military Sexual Trauma claims have already endured profound pain — the process of seeking help should never add to that suffering. That’s why I’ve been proud to partner with Congresswoman Kim on this bipartisan legislation to ensure the VA’s claims process supports, rather than re-traumatizes, MST survivors. With the bill now passing out of the Veterans’ Affairs Committee, we’re one step closer to delivering the respect and justice these veterans deserve,” said Congresswoman Budzinski.

    “Sexual assault can leave behind a wake of trauma, anxiety and depression and we need to ensure our service members are safe. I established the best sexual assault prevention program in the Air Force while I was Wing Commander at Ramstein, because I recognized the importance of protecting our service members from such violence,” said Bacon. “The Improving VA Training for Military Sexual Trauma (MST) Claims Act supports service members who are sexually assaulted by easing the burden of navigating the complex processes involved in accessing essential care.”

This bill strengthens training for VA staff, making the claims process more effective. No survivor should face unnecessary barriers or re-traumatization when seeking the benefits they need and have earned,” said Rep. Chrissy Houlahan.

Survivors of military sexual trauma shouldn’t have to deal with their trauma again when going through the VA disability claims process due to ignorance from VA employees and contracted compensation and pension examiners,” said Chairman Bost. “I thank my friend, Rep.   • MIL-OSI USA: Congresswoman Ramirez Reintroduces Bill to Strengthen Immigrants’ Right to Legal Representation

    Washington, DC —  Today, Congresswoman Delia C. Ramirez announced the reintroduction of the Securing Help for Immigrants Through Education and Legal Development (SHIELD) Act to ensure that immigrants have access to high-quality legal representation during immigration court proceedings. Ramirez is co-leading the legislation with Congressman Robert Garcia (CA-42) and Congresswoman Norma Torres (CA-35).

    The SHIELD Act would create a grant program to support the recruitment, training, retention, and development of staff and resources for immigrant legal defenders.  The bill comes in response to the ongoing illegal deportations and harmful immigration policies that began under the Trump Administration, and aims to restore fairness and due process to our nation’s immigration system. 

    “The Trump Administration’s attempts to undermine immigrants’ right to representation, coupled with outdated policies and years of under-funding, have created historic court backlogs, strained legal resources, and stripped immigrants of due process. To combat the criminal actions of the Administration and ensure a fair, fully functioning system, we must invest and support immigration legal professionals,” said Congresswoman Delia C.     The SHIELD Act would allocate $100 million for a federal grant program to enhance the legal services workforce tailored to meet the needs of those facing deportation. The bill prioritizes support for pre-existing state and local programs that need additional funding and are in underserved areas while also offering four-year renewable competitive grants through the Department of Justice’s Office of Access to Justice for state and local governments, nonprofits, and educational institutions. 

     “Legal service providers and their clients—including children and babies—have borne the brunt of the Trump administration’s cruel attacks on due process. The termination of federal funding for immigration legal services programs like the Unaccompanied Children Program, the National Qualified Representative Program serving people with mental health needs, and the Legal Orientation Program for people in detention have depleted the immigration legal infrastructure. The SHIELD Act would help rebuild and expand that infrastructure, promoting fairness and due process for people facing detention and removal. We urge Congress to support this commonsense solution to safeguard due process and keep families together,” said Shayna Kessler, director of the Advancing Universal Representation initiative at the Vera Institute of Justice.

  • MIL-OSI USA: Rep. Maria Salazar Leads Bill to Boost U.S. Blue Economy and Support Coastal Communities

    span>WASHINGTON, D.C.—Last week, U.S. Representatives Maria Elvira Salazar (R-FL), Chellie Pingree (D-ME) and U.S. Senators Murkowski (R-AK) and Cantwell (D-WA) introduced H.R. 3048to strengthen coastal communities and the blue economy across the U.S.— through advanced research and development, job creation, and private-sector partnerships. The bipartisan, bicameral Ocean Regional Opportunity and Innovation (Ocean ROI) Act, would direct the Secretary of Commerce to establish “Ocean Innovation Clusters” and assist with their operation.

    Specifically, the Ocean ROI Act requires the Secretary of Commerce—acting through the administrator of the U.S. Economic Development Administration, and in consultation with the administrator of the National Oceanic and Atmospheric Administration (NOAA)—to designate at least one ocean innovation cluster in each of the five NOAA Fisheries regions, Gulf of America region, and the Great Lakes region. The bill would also authorize competitive grants for cluster operation and administration to support ocean innovation clusters at the federal level.

  • MIL-OSI USA: Rep. Gabe Vasquez Leads Push for Smart Border Security Investments in FY26 Funding Requests

    WASHINGTON, DCU.S. Representative Gabe Vasquez (NM-02) is leading a coordinated effort in Congress to secure smart, targeted investments in border security that protect communities, strengthen trade, and enhance national safety without compromising human dignity. Through a series of letters submitted to House appropriators, Vasquez and a group of lawmakers are calling for robust funding to improve staffing, upgrade inspection technology, and expand autonomous surveillance capabilities at the U.S. border.

    “We need to make smart, targeted investments that stop fentanyl before it reaches our neighborhoods and ensure that our ports of entry have the staffing and technology to keep people safe,” said Vasquez. “This funding supports the officers working on the frontlines and helps move goods and people efficiently through places like Santa Teresa. It’s about saving lives, strengthening public safety, and building the infrastructure our border communities rely on every day.” 

    In a letter to the House Appropriations Committee, Vasquez and colleagues urged robust FY26 funding for immigration judges and cutting-edge surveillance tools to relieve staffing shortages and reduce case backlogs. They emphasized the need to modernize the border with investments that directly support on-the-ground operations​.

    Vasquez also led efforts in support of: 

    • $849 million for Non-Intrusive Inspection (NII) technology, such as X-ray and gamma-ray scanners to detect illicit cargo, especially fentanyl, at ports of entry, including Santa Teresa in New Mexico; and
       
    • $239 million to hire at least 1,000 additional CBP officers to ensure adequate staffing to operate new technologies and process increased trade volume efficiently​. 

    Additionally, Vasquez joined a request for $60 million to expand Autonomous Surveillance Tower (AST) deployment, providing 24/7 monitoring between ports of entry across remote stretches of the border.   • MIL-OSI USA: Congresswoman Tenney Introduces the No Subsidies for Gender Transition Procedures Act

    Washington, DC – Congresswoman Claudia Tenney (NY-24), U.S. Senator Roger Marshall, M.D. (R-Kansas), and Congressman Dan Crenshaw (TX-2) introduced the No Subsidies for Gender Transition Procedures Act to prohibit taxpayer funding for gender transition procedures covered by Medicaid, Medicare, the Children’s Health Insurance Program, and the Affordable Care Act. 

    The bill would also deny the medical expense tax deduction for gender transition procedures. Eliminating federal spending on these procedures could save American taxpayers $200 million. Currently, 25 states and Washington, D.C. have Medicaid policies that explicitly cover transgender-related health care. Additionally, over 276,000 of the 1.3 million transgender adults in the U.S. are enrolled in Medicaid, highlighting the potential fiscal impact of these coverage policies.

    “Taxpayers should never be forced to fund dangerous and irreversible gender transition surgeries. The No Subsidies for Gender Transition Procedures Act sets a sweeping precedent by applying to both adults and minors and applying to as many federal funding streams as possible,” said Congresswoman Tenney. “This will ensure that regardless of the age of the individual looking to mutilate themself, the American taxpayer will not be forced to subsidize it. We are working to ensure that not a dime of federal funds can be used to pay for gender transition procedures.”

    Background:

    In recent years, healthcare workers—especially those in hospitals—have reported increased incidents of violence and harassment that disrupt patient care and worsen stress and burnout in an already strained profession. Despite these trends, there is currently no federal law that protects hospital employees from targeted assault or intimidation.

    The bill includes protections for patients who may be mentally incapacitated due to illness or substance use and does not penalize individuals acting without intent.

    The Save Healthcare Workers Act is endorsed by major healthcare and hospital organizations, including the American Hospital Association, American College of Emergency Physicians, Emergency Nurses Association, and America’s Essential Hospitals.

    The bill responds to growing concerns from financial analysts and national security leaders who warn that the U.S. has no economic contingency plan to address the ripple effects of CCP aggression in the Taiwan Strait. Taiwan produces nearly 90% of the world’s most advanced semiconductors, components critical to the global supply chain and U.S. national security. 

    If the CCP were to invade, economists estimate a short-term market drop of up to 34%. Bloomberg estimates a global GDP loss of $10 trillion, more than double the contraction caused by the 2008 financial crisis or the COVID-19 pandemic. 

    While military contingency plans exist, the U.S. currently lacks an economic response strategy to such an invasion. This bipartisan effort would build a framework for interagency and private sector coordination, ensuring Main Street and U.S. markets are better protected if geopolitical tensions escalate by: 

    • Establishing a 12-member FSOC Advisory Committee that would include market makers, asset managers, exchanges, and experts on China-related geopolitical risk. 
    • Tasking the committee with developing detailed reports and recommendations to identify market vulnerabilities and safeguard U.S. financial stability. 
    • Requiring FSOC to issue annual public reports on economic risks from a Taiwan conflict, including threats to U.S. banking and retaliatory actions from China. 
    • Providing recommendations to regulators to ensure U.S. capital markets are prepared for potential market volatility or trade disruptions.

This letter was led by Senator Angela Alsobrooks (D-Md.) with the Maryland Democratic Delegation – U.S. Senator Chris Van Hollen and Representatives Steny Hoyer, Jamie Raskin, Glenn Ivey, Sarah Elfreth, April McClain Delaney, and Johnny Olszewski (all D-Md.) also signing on in support. 

    “Earlier this year, [Secretary McMahon testified that the President] wants to ‘return education to the states where it belongs.’ We believe that approving Maryland’s application for late liquidation of relief funds would do just that. We appreciate your offer to conduct a thorough review of the ESSER funds rescinded from Maryland and look forward to reaching a resolution in the best interest of the more than 860,000 students in our state who are depending on these Congressionally appropriated funds,” said the lawmakers.

    Dear Secretary McMahon:

    We write with deep concern regarding the Department of Education’s (the Department) recent letter to State Chiefs of Education, which modified the time period for states to liquidate obligations under the Education Stabilization Fund. The loss of these dollars would be catastrophic for the state of Maryland and its students. We appreciate the fact that the Department did leave an opportunity open for collaboration with states, affording them the chance to appeal for an extension to the liquidation period on a project-specific basis. As such, the Maryland State Department of Education (MSDE) has applied for an extension. We strongly support MSDE’s application and urge the Department to approve MSDE’s requests for full reimbursement.

    As you know, on January 22, 2025 – after President Trump was sworn into office – the Department approved MDSE’s late liquidation plan for American Rescue Plan (ARP) funds through March 28, 2026. Similarly, on March 17, 2025, the Department approved a late liquidation plan for the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) from MSDE through March 31, 2025. Yet on March 28, 2025, the MSDE received notice from the Department that the liquidation period for all pandemic recovery resources authorized in the Elementary and Secondary School Emergency Relief (ESSER) fund was rescinded. This sudden reversal has caused a great deal of confusion and would hinder Maryland’s efforts to address pandemic learning loss.

    The impact of this reversal by the Department will indeed be devastating for Maryland schools. Pandemic relief funds were set to go towards capital projects including school heating, ventilation, and air-conditioning repair and replacement that have been delayed because of supply chain and construction issues, as well as new curricula and instructional materials that Maryland Local Education Agencies (LEAs) are still awaiting.

    As such, Maryland has submitted a late liquidation request to the Department for $98,706,860, which includes $42 million spent by LEAs that have not been submitted to the State for reimbursement, as well as $56.7 million remaining to liquidate. The remaining funding is obligated toward projects to provide temporary housing and mental health support for students experiencing homelessness; community school mental health services; tutoring and technology for students; professional development for staff; Grow Your Own projects, including tuition reimbursement programs for staff to attain teacher certifications; the replacement of older and non-working windows and doors; restroom repairs; and security camera updates to keep students safe. 

    MSDE and the state’s LEAs have utilized ESSER funds to recover reading scores, sustainably address the teacher shortages exacerbated by the pandemic, support student mental and emotional health, and fortify other key ingredients in learning. The state’s reapplication in compliance with the Department’s guidance issued on March 28, 2025, also includes key details of our educational systems’ efforts to modernize classroom infrastructure to mitigate the threat of infectious diseases. 

    We proudly represent a state that places tremendous emphasis on high-quality education and MSDE’s implementation of federal funds is fundamental to that mission. We urge the Department to approve MSDE’s latest reapplication for late liquidation of this vital funding. Like students across the country, the COVID-19 pandemic set young Marylanders back substantially on key metrics of student achievement. As your office has noted, recent National Assessment of Educational Progress (NAEP) results have revealed that “gaps are growing between higher-performing and lower-performing students.” Further, chronic absenteeism still is too high with the latest data indicating “a majority of students still attended schools with 20% or higher levels of chronic absence… in stark contrast to 2019, when slightly over a quarter of schools experienced such high levels of chronic absence.” Years after the COVID-19 pandemic, our schools and communities still have much work to do to help students recover.

    Again, we want to continue to be collaborative and work together to improve Maryland schools. As you noted in your testimony to the Senate Health, Education, Labor and Pensions Committee earlier this year, President Trump wants to “return education to the states where it belongs.” We believe that approving Maryland’s application for late liquidation of relief funds would do just that. We appreciate your offer to conduct a thorough review of the ESSER funds rescinded from Maryland and look forward to reaching a resolution in the best interest of the more than 860,000 students in our state who are depending on these Congressionally appropriated funds.

    Specifically, Congressman Moran’s No Tax on Overtime Act would allow a deduction for up to 300 hours of qualified overtime compensation earned in a given taxable year. The legislation is tailored toward individual earners making up to $100,000 and couples with a combined income of $200,000. Further, this bill will eliminate 100% of income taxes on the 50% overtime pay premium for the more than 90 million hourly workers.

    In September 2024, Trump stated: “[No Tax on Overtime] gives people more of an incentive to work… The people who work overtime are among the hardest-working citizens in our country. And for too long, no one in Washington has looked out for them… Those are the people, they really work. They’re police officers, nurses, factory workers, construction workers, truck drivers and machine operators.”

    WASHINGTON, DC — Today, Congressman August Pfluger’s (TX-11) bipartisan, bicameral legislation seeking to lower military aviation cancer rates passed through the U.S. House of Representatives by a vote of 376-5. The Aviator Cancer Examination Study (ACES) Act directs the Secretary of the VA to study cancer incidences and mortality rates among aviators and aircrews who served in the Navy, Air Force, and Marine Corps.

    The ACES Act was co-led in the House by Congressman and U.S. Navy veteran Jimmy Panetta (CA-19) and in the Senate by Senator Mark Kelly (D-AZ) and Senator Tom Cotton (R-AK), both veterans and members of the Senate Armed Services Committee.

    To celebrate its passage on the House floor today, Rep. Pfluger, Rep. Panetta, Senator Kelly, and Senator Cotton released the following statements:

    “As a former fighter pilot, I know firsthand the risks that airmen and women take every day when they step into the cockpit, and I’ve fought alongside the best this nation has to offer. But I have also stood in hospital rooms watching far too many of my brothers and sisters fight their toughest battles not in the air, but in the hospital room against cancer,” said Rep.     Background

    Pilots and aircrews have been found to have a higher risk of developing prostate cancer and melanoma, with possible links to non-Hodgkin lymphoma and testicular cancer.

    This legislation is critical as it would improve our understanding of the link between military service and cancer risks among Veteran aviators. By better understanding the correlation between aviator service and cancer, we can better assist our military and provide more adequate care for our veterans.

    In March, Rep. Pfluger participated in the House Committee on Veterans’ Affairs Subcommittee on Disability Assistance and Memorial Affairs legislative hearing on several bills, including Rep. Pfluger’s Aviators Cancer Examination Study (ACES) Act. Additionally, Rep. Pfluger’s good friend and fellow fighter pilot, who is actively battling cancer as a result of his service, Colonel Andy “Pablo” Shurtleff, appeared as a witness to the committee to share his story and explain the need and urgency for the ACES Act. 

    The ACES Act will help advance research on any correlation between aviator service and cancer rates to better assist veterans and active service members. The ACES Act was introduced in the 117th and 118th Congresses.

    Washington, DC – Today, the House passed the Taiwan International Solidarity Act (H.R. 2416), a bipartisan bill led by Reps. Young Kim (CA-40) and Gerry Connolly (VA-11) to counter Beijing’s attempts to exclude Taiwan from participating in international organizations.

    The Taiwan International Solidarity Act builds on the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act, which was signed into law in March 2020, to further counter the People Republic of China’s attempts to weaponize international organizations to claim that Taiwan is part of China by distorting the language, policies, and procedures of international organizations by: 

    • Clarifying that U.N. General Assembly Resolution 2758 does not preclude the United States from using its vote, voice, and influence to resist the reckless campaign against Taiwan’s place on the world stage. 
    • Encouraging the U.S. to work with allies and partners to oppose the People’s Republic of China’s efforts to undermine Taiwan’s diplomatic relationships and partnerships globally.  
    • Expanding reporting requirements to include information relating to any prior or ongoing attempts by the People’s Republic of China to undermine Taiwan’s participation in international organizations as well as its ties and relationships with other countries.

    Washington, D.C – Senator Jim Banks (R-Ind.) and Representative Frank Mrvan (IN-01) sent a bipartisan letter to Energy Secretary Chris Wright urging the Trump administration to prioritize Northwest Indiana as a regional Hydrogen Hub.  They highlighted the region’s unmatched manufacturing strength, existing energy infrastructure, and readiness to lead in blue hydrogen production using natural gas and carbon capture.  The lawmakers argued that investing in Indiana’s hydrogen project would support President Trump’s push for American energy dominance, create jobs, lower costs, and strengthen the U.S. industrial base for decades to come.

    In part, the letter reads:  “Prioritizing a Hydrogen Hub in Northwest Indiana is a bold, pro-America decision that plays to our state’s strengths.  Indiana offers the Hoosier workforce, infrastructure and industrial knowledge to deliver results fast.  This project is a key step in strengthening America’s energy dominance, ensuring we remain the world leader in energy production while creating jobs and boosting economic growth.  We respectfully ask that the Administration make the Hydrogen Hub project in Indiana a top priority.”

    We write today to express our strong support for the ongoing development of blue hydrogen energy in Northwest Indiana’s industrial corridor. 

    This region is home to a dense manufacturing hub, containing the largest inland oil refinery and two of the largest integrated steel production facilities in our nation.  For over a century, major industry titans have made decisions to invest and locate along Northwest Indiana’s Lake Michigan shoreline.  As a result, Hoosiers in the Northwest region and across the state have been world leaders in manufacturing.

    Keeping in line with President Trump’s efforts to bolster American energy, this Hydrogen Hub presents a significant opportunity to expand energy production.  In particular, the Whiting “Refinery in Northwest Indiana is an ideal location for blue hydrogen production, which is produced from clean and reliable natural gas using carbon capture technology.  Blue hydrogen offers a quick, cost-effective solution by utilizing existing infrastructure, and will provide a scalable energy source capable of meeting immediate energy demands.  Investing in blue hydrogen production at this facility will bolster existing supply chains and will best position the United States for energy dominance. 

    Further, we believe the success of the hydrogen energy project will support the Administration’s stated goal to reshore our critical industries and strengthen our manufacturing base.  With our region’s established downstream infrastructure, midstream pipeline capacity and manufacturing prowess, the continued support for this project will ensure that our energy and steel industries remain well positioned for success into the next century. 

    Notably, the Whiting Refinery in Northwest Indiana can process up to 440,000 barrels of crude oil daily and would be an ideal site to locate a regional Hydrogen Hub.  Continuing this project means investing in Hoosiers and a state that delivers.  Indiana is ready to lead the way in blue hydrogen innovation, strengthening American manufacturing, boosting our domestic energy supply and lowering costs by maximizing the potential of our abundant and reliable fossil fuel resources.

    Today, Congressmen John Moolenaar, Jay Obernolte (R-CA), and Craig Goldman (R-TX) introduced the LOCOMOTIVES Act to limit the State of California’s ability to place unsustainable regulations on trains crossing into the state. The legislation revises Section 209 of the Clean Air Act to close a loophole which allows the California Air Resources Board to request waivers from the Environmental Protection Agency which would require interstate trains to abide by environmental standards stricter than the federal government’s.  

    “Nearly every industry relies on railway to ship their goods and access markets across the world. Unfortunately, bureaucrats in California maintain the ability to supersede federal standards and institute policies that would keep vital parts of Michigan’s economy, including the agriculture and auto industries, from accessing global markets. The LOCOMOTIVES Act is a commonsense proposal that stops California’s policies from impacting our state, and the rest of the country,” said Moolenaar. 

    “California should not be hijacking national freight policy with unreasonable emissions mandates,” said Obernolte. “CARB’s proposed locomotive standards would have wreaked havoc on interstate commerce, driven up costs for American families, and crippled rail operations across the country. I’m thankful that, after sustained pressure, CARB recognized the consequences of its overreach and withdrew its request. I’m proud to support the LOCOMOTIVES Act to prevent these illogical actions in the future and protect the infrastructure that keeps our economy moving.” 

    “As railways continue to serve as a cost-effective and reliable means of transporting goods, California’s extreme green energy regulations will prevent most locomotives from operating within the state. I’m proud to co-sponsor Representative Moolenaar’s LOCOMOTIVES Act, which prevents states like California from imposing unnecessary restrictions that would disrupt Texas’ interstate commerce and drive-up costs for consumers. This bill is an important measure to standardize locomotive regulations across states and ensure that Texas remains a key hub for interstate trade,” said Goldman.  

    The LOCOMOTIVES Act is endorsed by the U.S. Chamber of Commerce, the Association of American Railroads, the American Short Line and Regional Railroad Association, the North American Millers Association, the Supply Chain Federation, and the National Grain and Feed Association.  

    “We applaud Congressman Moolenaar’s leadership in introducing legislation that would prevent the possibility of unworkable and infeasible state regulation of locomotives involved in interstate commerce. This bill would close a Clean Air Act loophole that could be used by a state to circumvent federal regulation of locomotives and create a de facto national rule that would risk the viability of small business freight railroads,” said Chuck Baker, President of the American Short Line and Regional Railroad Association. 

    “Railroads remain the most fuel-efficient way to move goods over land and continue to deliver reliably for the nation’s businesses and communities,” said AAR President and CEO Ian Jefferies. “Currently, there are no commercially viable zero-emissions locomotives available—despite claims made by the California Air Resources Board in its now-abandoned in-use locomotive rule. As the industry pursues scalable, alternative solutions, Rep. Moolenaar’s legislation would provide much-needed regulatory certainty and prevent an impractical and infeasible state mandate from disrupting the entire nation’s supply chain.”

Subjecting them to a patchwork of state-level emissions standards  would not only disrupt the flow of goods, but also discourage investment in cleaner technologies by creating uncertainty,” said Sarah Wiltfong, Chief Policy and Advocacy Officer, the Supply Chain Federation.  “By reinforcing the federal government’s longstanding authority over mobile emissions on existing locomotives and their engines, the LOCOMOTIVES Act helps preserve regulatory consistency for a freight rail system that is critical to our supply chain and national economy.” 

    In 2023, the California Air Resources Board requested a waiver from the EPA, which would prohibit trains older than 23 years old operating from operating in the state unless it operates on a zero emissions configuration. The waiver was withdrawn last year, however, California is able to resubmit a similar request at any time. If California’s waiver request was granted, effectively two-thirds of all currently operating trains could not cross into the state, leaving them unable to access two of the largest ports in the country.

    (STATEN ISLAND, NY) – Congresswoman Nicole Malliotakis was joined by Beth Finkel, State Director of AARP New York, Marie Santangelo, leader of all Staten Island AARP Chapters, and local senior citizens at the New Dorp Beach Friendship Club to rally support for her effort to reduce taxes on Social Security income for seniors. As a member of the House Ways & Means Committee, Malliotakis has played a key role in negotiations and is working to build momentum in Washington to pass this big, beautiful bill as part of the upcoming budget reconciliation tax package.

     

    As tax package negotiations continue, Malliotakis is working to include key provisions of her legislation in the upcoming reconciliation bill including:

     

    • H.R. 1130, The Bonus Tax Relief for America’s Seniors Act, and would amend the Internal Revenue Code of 1986 to increase the additional bonus deduction for seniors age 65 and over from $1,950 to $5,000 for single filers, and from $3,100 to $10,000 for married couples. On average, this bipartisan legislation would reduce federal taxes by $2,100 for married couples filing jointly earning $85,000 per year.

    • Increasing the SALT Cap, the current $10,000 cap on State and Local Tax (SALT) deductions has disproportionately impacted seniors and middle-class families in high-tax states like New York. Malliotakis is fighting to increase the deduction to provide meaningful relief to hardworking taxpayers burdened by high city & state taxes, and to ensure the Alternative Minimum Tax does not return.

     

    “As we work to finalize the details of our tax relief package, I remain hopeful that key provisions of my legislation will be included in our one big, beautiful bill to reduce the tax burden on our seniors and muddle-class families in our community,” said Rep. Nicole Malliotakis. “Too many seniors are being forced to stretch their retirement savings further than ever before. After a lifetime of hard work and paying taxes, they deserve to keep more of their Social Security and retirement income without Uncle Sam reaching into their pockets again.”

     

    “This bill is a clear recognition of both the financial pressures facing older Americans and the additional cost of the taxation of Social Security benefits, the largest source of income for most seniors. It also reflects a bipartisan understanding that our tax code should better support those who have worked hard, earned benefits, and contributed to our economy throughout their lives. By allowing more older taxpayers to keep more of their income, this legislation would improve retirement security and support independence and dignity in aging,” said Nancy A. LeaMond, AARP Executive Vice President and Chief Advocacy and Engagement Officer.

     

    Malliotakis is also sponsoring other measures to ease the burden on seniors, including:

     

    • H.R. 1129, The Tax Relief Unleashed for Seniors by Trump (TRUST) Act, would increase the amount of income that is tax exempt and index the threshold to inflation, allowing seniors to keep more of their benefits. Malliotakis’ legislation would double current exempt income from $25,000 to $50,000 for single filers and from $32,000 to $64,000 for married couples age 65 and older.

    • H.R. 2266, The Reducing Excessive Taxation and Inefficiencies by Reforming Elder Exemptions to Support Fairness, Inflation Relief, and Simpler Taxes Act (RETIREES FIRST Act) aimed at modernizing outdated Social Security tax thresholds to deliver tax relief to middle-class retirees.

     

    Today, nearly 56% of retirees pay taxes on their Social Security benefits, compared to less than 10% in 1984 when the Social Security exemptions were first established. As this figure is projected to rise further, Malliotakis is taking action having introduced legislation to raise the provisional income thresholds to $34,000 for single filers and $68,000 for married filers—up from the current levels of $25,000 and $32,000, respectively. The legislation would exempt most middle-class retirees from paying taxes on their Social Security benefits by reducing their tax burden.

    The income thresholds for taxation of benefits have remained unchanged since first established by Congress in 1984. At the time, less than 10 percent of beneficiaries paid federal income tax on their benefits, but because wages have increased, the proportion of beneficiaries who must pay federal income tax on benefits has risen over time.

    (NEW YORK, NY) – Congresswoman Nicole Malliotakis released the following statement regarding the City of New York’s response to her Freedom of Information Law (FOIL) request.

     

    “After 1.5 years and multiple broken promises and delays, I finally received a response to my Freedom of Information Law (FOIL) request with the City of New York for migrant crime data and the results are deeply disturbing. It turns out NYC taxpayers paid to house 3,219 arrestees between January 2023 and October 2024 in shelters and luxury hotel rooms at billions of dollars in taxpayer expense.

     

    It is obvious why the city stonewalled and delayed response not once, not twice but three times after my initial request by letter in October 2023 and by FOIL in January 2024. Of the more than 16,000 crimes that occurred in or near migrant shelters, more than 11,000 of them were for one of the seven major felony offenses including murder, rape, robbery, felony assault, burglary, grand larceny, or grand larceny of an automobile. Simply put, Democrats from Joe Biden to Governor Hochul to Mayor Adams made New Yorkers less safe and forced taxpayers to foot the bill for increased crime and deteriorated quality of life after repeatedly telling us these criminal migrants were innocent asylum seekers who were all vetted.”

    Today, Congressmen Mike Ezell (D-MS-04) and Salud Carbajal (D-CA-24) introduced H.R. 3177, the Keep It In The State (KITS) Act to ensure that projects under the Robert T. Stafford Disaster Relief and Emergency Assistance Act are handled by professionals who are licensed in the states where disaster recovery projects take place. The bill seeks to improve the accuracy, safety, and efficiency of federally funded disaster recovery efforts by requiring that cost estimates, material acquisition, and other project-related activities be carried out by state-licensed professionals.

    “When disaster strikes, our communities rely on FEMA to help rebuild stronger and safer,” Ezell said. “But that only happens when the work is done right. By ensuring FEMA projects are overseen by professionals licensed in our home state, we’re making sure local standards, materials, and practices are respected throughout the process. The KITS Act will help prevent government bureaucrats from states away from overruling local experts. We want to rebuild smarter, not just faster—and that starts with using qualified professionals who understand our terrain, our codes, and our people.”

    Under the KITS Act, FEMA will be required to:

    • Use professionals who are licensed in the relevant state for cost estimating, procurement, and other major project tasks.
    • Prioritize the use of local expertise to improve accountability and ensure compliance with state and local codes.
    • Work more closely with state agencies and stakeholders during disaster response and recovery.

  • MIL-OSI USA: Van Orden Calls for Adjustment to SNAP Funding Proposal, Protections to Medicaid

    WASHINGTON, D.C. – Last week, Congressman Derrick Van Orden (WI-03) urged House Agriculture Committee Chairman G.T. Thompson to reconsider an adjustment proposal to the Supplemental Nutrition Assistance Program (SNAP). To adhere to the reconciliation budget instructions agreed to by the House and Senate, the House Agriculture Committee proposed shifting a blanket 25% of SNAP costs on state governments.

    Congressman Van Orden proposed an alternative that would tie each state’s cost-sharing responsibility to its SNAP error rate. For instance, Wisconsin had a 4.74% overpayment error rate in 2023, so the state would be responsible for 4.74% of the cost.

    In addition to the letter, Rep. Van Orden signed on to a resolution that would prevent budget reconciliation from cutting Medicaid and SNAP benefits for the most vulnerable populations.

    As you know, SNAP is currently funded entirely by the federal government, while state agencies are responsible for administering the program, including determining eligibility and distributing benefits. I fully support holding states accountable and agree that we must aggressively address the overpayments, fraud, waste, and abuse that undermine the program’s integrity.

    However, any solution must avoid placing disproportionate burdens on rural states, where food insecurity is often more widespread. These communities are already underserved—we cannot place the financial responsibility on the backs of some of our most vulnerable populations, including hungry children. Period.

    Rather than threatening the benefits of those who rightfully receive SNAP, we should focus efforts on correcting inefficiencies. In FY2023, the national SNAP overpayment error rate was 10.03%, resulting in an estimated $13 billion in improperly issued benefits. This is where our attention should be.

    Washington, D.C. – Congresswoman Hageman’s office has been selected for the Green and Gold Congressional Aide Program. The program offers eligible veterans, Gold Star Families, and active-duty spouses a two-year paid fellowship within the U.S. House of Representatives with a goal to provide hands-on experience and professional exposure, expanding career prospects for participants.  
     

    Through the program, Congresswoman Hageman is seeking eligible candidates for a position in her Cheyenne office. The individual selected for the role will work with military and veteran constituents, assisting them with casework issues involving federal agencies.
