  • MIL-OSI USA: Rep. Pettersen Requests Meeting with HHS Sec. Kennedy & Extends Invite to CO following Reports of Planned Cuts to Overdose Prevention Programs

    WASHINGTON – Today, U.S. Representative Brittany Pettersen (CO-07) requested a personal meeting with U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. following reports of the Trump administration’s proposal to eliminate the Overdose Prevention and First Responder Training programs under the Substance Abuse and Mental Health Services Administration (SAMHSA). In a letter to Secretary Kennedy, Pettersen pressed for continued funding of the program and extended an invitation for Kennedy to visit Colorado’s Seventh Congressional District and meet with local law enforcement and service groups who rely on naloxone every day to save lives.

    These programs are critical to expanding access to naloxone, a medication that reverses opioid overdoses and has saved countless lives — including the life of Pettersen’s own mother, who battled addiction for more than 30 years. The letter follows the Trump administration’s proposed FY26 budget proposal that would cut federal grants for naloxone distribution. 

    In the letter, Representative Pettersen shared, “I have seen first-hand the impact of the opioid crisis in my fight to save my mom’s life from a 30-year long struggle with addiction… In one year alone, my mom overdosed more than 20 times and even overdosed 3 times in a single day. But she is one of the lucky ones. Time and time again, she was administered naloxone, and eventually, she was finally able to receive the treatment she needed.”

    Representative Pettersen continued, “But the truth is, my mom wouldn’t be here if there hadn’t been naloxone on site each time she overdosed. Naloxone saves lives and it saved hers…That is why it is imperative that the Overdose Prevention and the First Responder programs continue under SAMHSA. Both of these programs expand access to naloxone and have helped curb the opioid epidemic.”

    Rep. Pettersen has been a leading voice in Congress on addressing the opioid crisis and expanding access to mental health and substance use disorder treatment. Inspired by her own mother’s struggle, Pettersen has fought for legislation to prevent overdose deaths by ensuring airplanes, law enforcement, and hospitals are able to distribute naloxone when necessary.

    Dear Secretary Kennedy, 

    Thank you for renewing the public health emergency declaration to address our nation’s opioid crisis. As you know, overdose deaths continue to be the leading cause of death for Americans aged 18-44, so I hope we can work together to address this crisis head on. I have serious concern regarding the recent reports of your intent to eliminate the Overdose Prevention program and the First Responder Training program under the Substance Abuse and Mental Health Services Administration (SAMHSA) in your FY26 budget request.  As you know, both of these programs expand access to the life-saving drug, naloxone.

    I have seen first-hand the impact of the opioid crisis in my fight to save my mom’s life from a 30-year long struggle with addiction. When I was just six years old, my mom sustained a back injury and was over-prescribed opioids to manage her pain. Like so many Americans, this fueled a decades long addiction that eventually led to her using heroin and fentanyl. In one year alone, my mom overdosed more than 20 times and even overdosed 3 times in a single day. But she is one of the lucky ones. Time and time again, she was administered naloxone, and eventually, she was finally able to receive the treatment she needed. 

    This past August, my mom celebrated her seventh year in recovery, and I couldn’t be prouder of her. She serves as a powerful example of what is possible when people gain access to the treatment and services they need.  But the truth is, my mom wouldn’t be here if there hadn’t been naloxone on site each time she overdosed. Naloxone saves lives and it saved hers. There are many different paths to recovery, and I appreciate your openness in sharing your own struggle with addiction. I hope together we can work to reduce the stigma around addiction and encourage more people to find their own path to recovery. 

    That is why it is imperative that the Overdose Prevention and the First Responder programs continue under SAMHSA. Both of these programs expand access to naloxone and have helped curb the opioid epidemic. For the first time since 2018, the number of Americans dying of a drug overdose declined over a one-year period. From October 2023 to September 2024, overdose deaths were reduced by 24%, from 114,000 deaths to 87,000 deaths. However, the substance use disorder crisis is far from over, and American lives are at stake. We cannot afford to turn back the clock on the progress that SAMHSA has made. 

    As an individual in recovery yourself, I trust that you are as committed as I am to addressing the opioid crisis head on. I respectfully request a meeting or call with you so we can discuss how to best help people survive this epidemic and get into recovery. 

    Additionally, I would also like to invite you to Colorado’s Seventh Congressional District to meet with local law enforcement, who administer naloxone every day to save lives. We must continue to support first-responders who are the front lines of the addiction crisis and this would be an opportunity for us both to listen and learn from law enforcement. 

    Together, we have the power to build on the progress we’ve made to curb the opioid epidemic and save American lives, and I look forward to working with you,

    Washington, D.C. – Last week, Representatives Stephanie Bice (R-OK-05) and Chrissy Houlahan (D-PA-06), Co-Chairs of the Bipartisan House Paid Family Leave Working Group, held a press conference at the House Triangle to unveil the More Paid Leave for More Americans Act. This legislation consists of two parts: the Paid Family Leave Public Partnerships Act and the Interstate Paid Leave Action Network Act (I-PLAN-Act). This bipartisan legislative package is designed to expand access to paid family leave across the country through state-driven, innovative, and sustainable solutions. The United States remains one of the few developed nations without a national paid family leave policy. While some states have made strides to fill this gap, many American workers still lack access to basic paid leave benefits. This legislation recognizes the innovative work happening in states and provides scalable support, while offering coordination tools to reduce inconsistencies across state lines. 

    This legislation is the culmination of two years of collaboration between an evenly split group of Republican and Democratic lawmakers. Alongside Reps. Bice and Houlahan, the working group includes Reps. Mariannette Miller-Meeks (R-IA), Haley Stevens (D-MI), Julia Letlow (R-LA), Don Beyer (D-VA), Randy Feenstra (R-IA), and Jimmy Gomez (D-CA).

    Bill Information:  

    1. Title I: The Paid Family Leave Public Partnerships Act: 
    This three-year pilot program administered by the Department of Labor provides competitive grants to states that establish paid family leave programs through partnerships with private entities. To qualify, states must offer: 

    • At least 6 weeks of paid leave for birth or adoption.
    • Wage replacement of between 50% and 67% based on income with a maximum benefit amount equal to 150% of the state’s average weekly wage.
    • A public-private partnership model, such as those used in New Hampshire and Colorado.
    • Participation in the Interstate Paid Leave Action Network (I-PLAN) for harmonization across states. 

    2. Title II: The Interstate Paid Leave Action Network Act (I-PLAN Act): 

    This initiative creates a national framework to help states coordinate benefits, share data, and reduce confusion for workers who live and work in different states. The I-PLAN will: 

    • Develop best practices from existing state programs.
    • Help states harmonize policies and resolve conflicts.
    • Support the creation of an electronic communication system to promote integrity, efficiency, and accessibility.

  • MIL-OSI USA: Vasquez Introduces Bipartisan Bill to Expand High-Speed Internet Across Rural New Mexico

    WASHINGTON, D.C. — Today, Representative Gabe Vasquez (NM-02) introduced the ReConnecting Rural America Act of 2025, bipartisan legislation that would permanently authorize and improve the United States Department of Agriculture’s (USDA) ReConnect Program, which delivers broadband internet to underserved rural communities. The legislation is co-led by Representatives Zach Nunn (R-IA) and Eric Sorensen (D-IL).

    “In places like southern New Mexico, lack of broadband means a student falls behind in school, a rancher misses out on modern ag tools, or a senior can’t connect to telehealth services,” said Vasquez. “Every family and small business deserves access to high-speed internet, no matter their zip code. My bipartisan bill invests in the infrastructure rural communities need to stay connected, competitive, and healthy.”

    Almost one in four rural New Mexicans still lacks access to reliable broadband, cutting them off from critical services and opportunities that are increasingly dependent on digital access—including education, healthcare, agriculture, and small business development.

    “In our interconnected world, it is essential that American families and small businesses across the country have access to reliable high-speed internet no matter where they live,” said Congressman Eric Sorensen. “The ReConnect Program helps do that by delivering affordable internet to rural communities that too often find themselves left behind. I’m proud to support bipartisan legislation that will improve this program to help our small business compete globally and ensure families can connect with loved ones, school, and health care providers.”

    The ReConnecting Rural America Act of 2025 would codify and enhance the ReConnect Program within the Rural Electrification Act, establishing stronger minimum broadband speeds and ensuring federal support reaches the communities most in need of internet service upgrades. It addresses the disparities in internet connection by:

    • Authorizing $650 million annually through 2030 for broadband deployment in unserved and underserved rural areas,
    • Requiring a minimum broadband speed of 100 Mbps upload and 100 Mbps download,
    • Focusing funding on areas where at least 75% of households lack access to 100/20 Mbps service,
    • Allowing USDA to offer a mix of loans, grants, and loan/grant combinations,
    • Prioritizing small, remote, and underserved rural communities, and
    • Providing up to 100% grant funding for tribal areas, colonias, and other socially vulnerable or persistently poor communities.

     

    The bill also supports the deployment of broadband for precision agriculture on cropland and ranchland, and ensures that participating providers join affordability programs such as Lifeline or the Affordable Connectivity Program. It is endorsed by the National Rural Electric Cooperatives Association and NTCA – The Rural Broadband Association.

  • MIL-OSI USA: Rep. Gabe Vasquez Introduces Expanding Regional Airports Act to Support Rural Communities

    WASHINGTON, DC – On Tuesday, April 29, U.S. Representative Gabe Vasquez (NM-02) introduced the bipartisan Expanding Regional Airports Act alongside Rep. Tracey Mann (R-KS-01). The bill aims to increase funding for regional airports, such as Las Cruces International Airport, to conduct critical upgrades of security systems, runway and hangar infrastructure, and passenger facilities.

    “In a state as large as New Mexico, regional airports are a way to ensure our state is fully connected,” said Vasquez. “However, without dedicated funding, these airports can’t expand to serve the needs of our growing communities.     The Expanding Regional Airports Act builds on Rep. Vasquez’s commitment to expanding local economies through funding for air travel. Last Congress, he fought to preserve the Essential Air Service program, through which Cavern City Air Terminal receives $3,425,385 and Grant County Airport gets $4,830,725. He also successfully passed an amendment to begin the process of restoring commercial air service to Alamogordo-White Sands Regional Airport.

  • MIL-OSI USA: After More Than a Year of Closure, Feenstra Helps Reopen Post Office in Charter Oak

    HULL, IOWA – Today, U.S. Rep. Randy Feenstra (R-Hull) announced that, following repeated requests by his office, the Charter Oak Post Office reopened last week after more than a year of closure. 

    After being contacted by a constituent, Feenstra’s office reached out to the Consumer Affairs Manager for the Iowa-Nebraska-South Dakota USPS District on multiple occasions throughout the winter and spring inquiring about when the Post Office would reopen. Despite assurances on multiple occasions that the reopening would occur expeditiously, the persistence finally paid off.

    “Following repeated requests by our office, I’m glad that the Charter Oak Post Office has finally reopened after more than a year of closure. Iowans fund the USPS through their taxes and deserve to be able to visit the Post Office in person at their convenience. These delays are unacceptable, and it’s why I remained persistent in getting the Charter Oak Post Office reopened,” said Rep. Feenstra. “In rural Iowa, we depend on the postal service to receive mail, get medications, and pay bills – and a prolonged closure like the one in Charter Oak denies Iowans of these critical services. Delivering for Iowans remains my top priority, and I will continue to advocate for our rural communities in Congress.”

    In January, after repeated requests and a trip in December to see the post office himself, Feenstra helped reopen the Rock Valley Post Office.

    Last October, another inquiry led by Feenstra resulted in the reopening of the Storm Lake Post Office after it was closed for roughly three months due to damage sustained from a car accident in July.

    “I am deeply disturbed about reports out of Western New York today that federal immigration agents stopped a bus carrying farm workers to target and detain union organizers.  

    “According to the reports, the agents carried a list of names of United Farm Workers union organizers who were then removed and detained while the bus and its remaining passengers were allowed to proceed to the worksite. 

    “The prospect that the federal government is using its immigration authority to target, silence and intimidate labor leaders is a chilling abuse of power, reminiscent of a dark time decades ago when the FBI used fear, surveillance, and xenophobia in an attempt to crush the labor movement and smear Cesar Chavez. 

    “I call on the Trump administration to immediately inform Congress and the American people of the lawful basis for detaining these workers. If there is none, they must be released immediately.”

  • MIL-OSI USA: Committee Leaders Demand Answers After NOAA Complaints Reveal Firings Decisions Came from Outside of NOAA Leadership

    (Washington, DC) – Yesterday, Committee on Science, Space, and Technology Ranking Members Lofgren (CA-18), Sykes (OH-13), and Amo (RI-1) sent a letter to NOAA Acting Administrator Grimm demanding answers on who exactly is in charge at NOAA after a document reviewed by the Committee has raised questions on where authority lies at the agency.

    According to a document obtained by the Committee, Vice Admiral Nancy Hann submitted responses to a series of questions posed to her by the NOAA OCR as a part of the process related to the firing of a probationary employee. At the time of the probationary firings, Vice Admiral Hann was the NOAA Acting Administrator. In the NOAA OCR questionnaires, Hann admitted that she was “directed” to fire probationary employees from “a list provided to me” by unnamed individuals.

    “This is an extremely troubling situation with disturbing implications for NOAA,” the Members wrote in the letter. “If the agency’s own leaders are not in charge – if they lack discretion, lack authority, and merely serve as figureheads to implement decisions based on lists provided to them by others – the agency itself is made vulnerable to poorly conceived, ill-informed decisions by outsiders who lack technical expertise related to NOAA’s work and who may know nothing about NOAA’s mission, organization, and workforce. The disastrous consequences of the probationary firings demonstrate precisely why this is so harmful to the agency. And if the agency’s leaders are simply following orders from undisclosed outsiders, the agency lacks accountability to Congress and to the American people. How do we know where true authority lies? It may very well be the case that the so-called Department of Government Efficiency (DOGE) prepared the list of NOAA probationary employees to be fired as a part of its destructive rampage through the federal government and then forced NOAA leadership to submit to its commands. DOGE’s ignorance knows no bounds, and we can think of few things more alarming for NOAA’s future than to give DOGE the power to dictate its fate.”

    The Members continued, “The stakes could not be higher. As the Trump Administration weighs drastic budget cuts at NOAA and a sweeping Reduction in Force (RIF) plan for the agency, the country has a right to know who will be making these decisions and whether the leaders who know the agency best – and who have been charged with leading it – will possess the authority to advocate for its best interests.”

    U.S. Chamber, Chamber of Southern Arizona Join Congressman in Roundtable Discussion

    TUCSON, AZ — Congressman Juan Ciscomani doubled-down today on his commitment to extending federal tax cuts, calling them critical to creating jobs and building a strong, vibrant economy. 

    At a roundtable discussion with business leaders and advocates, the Congressman said pro-growth policies are driving the economy forward and creating opportunities for Arizona and the country.

    “Conversations with local business owners and employers are essential and make me a better, more informed member of Congress,” Ciscomani told business leaders attending this morning’s discussion. “Your voices are critical.” 

    The discussion included Suzanne Clark, President and CEO of the U.S. Chamber of Commerce, Michael Guymon, Chief Advocacy Officer for the Chamber of Southern Arizona and representatives from businesses in Ciscomani’s 6th Congressional District.

    “The 2017 Tax Cuts and Jobs Act (TCJA) lowered taxes and delivered real relief for families, workers, and small businesses in southeastern Arizona, and across the U.S.,” said Ciscomani. “Letting these tax cuts expire at the end of the year would raise taxes and hit families and businesses where it hurts the most – their pocketbook. In Congress, I will continue to work to extend TCJA to make everyday living more affordable and further strengthen our economy. I am grateful to the U.S. Chamber of Commerce for hosting this important event.” 

    Ciscomani also discussed his efforts to promote a stronger economy through legislation like the Critical Minerals Consistency Act (H.R. 755), a bill he introduced to bolster the domestic supply of critical minerals, and his efforts to protect clean energy tax credits.

    Ciscomani joined 20 fellow Republicans in a letter to House Ways and Means Committee Chairman Jason Smith urging him to protect the credits, which have helped to lower energy costs, create jobs and drive industry back to southeastern Arizona. Repealing these credits prematurely would create uncertainty for industries that already have major projects underway.

    Washington, D.C. – On National Space Day, Congresswoman Jennifer McClellan (VA-04) announced that her Celestial Time Standardization Act advanced unanimously out of the House Science, Space and Technology Committee earlier this week. McClellan’s bill now proceeds to the House floor to be voted on by all members of Congress.

    H.R. 2313, the Celestial Time Standardization Act, directs the National Aeronautics and Space Administration (NASA) to establish a time standard for the Moon and other celestial bodies. 

    The current timing discrepancy among different celestial bodies caused by differences in gravity and other factors can present challenges for precision navigation, space situational awareness and other operations under the current Coordinated Universal Time (UTC) used to standardize and synchronize timing on Earth.  

    “I’m excited to see my Celestial Time Standardization Act advanced out of the Science, Space and Technology Committee with bi-partisan support,” said Congresswoman McClellan. “The differences between the standard of time used for space exploration today and time on other celestial bodies could make a critical difference when synchronizing between NASA, commercial entities and international partners as we explore Mars and beyond.     McClellan introduced the Celestial Time Standardization Act in the 118th Congress. The bill passed the House with bipartisan support as part of the 2024 NASA Reauthorization Act, which stalled in the Senate. The Senate Commerce Committee’s NASA Transition Authorization Act introduced on March 11, 2025 includes the Celestial Time Standardization Act.

  • MIL-OSI USA: Lawler Encourages HHS to Protect Mental Health Resources for LGBTQ+ Youth

    Washington, D.C. – 5/2/2025… Today, Congressman Mike Lawler (NY-17) is calling on Secretary of Health and Human Services Robert F. Kennedy Jr. to preserve the Specialized Services for LGBTQ+ Youth within the 988 Suicide Prevention and Crisis Lifeline, following reports that the Department’s FY2026 budget proposal would eliminate the program.

    The 988 Suicide Prevention and Crisis Lifeline, which offers support via voice, text, and chat in both English and Spanish, introduced the specialized services pilot program for LGBTQ+ youth in 2022. By March 2023, the program expanded to 24/7 availability. As of February 2025, it averages over 2,100 contacts per day.

    According to a 2021 CDC study, 45% of high school students who seriously considered attempting suicide identified as LGBTQ+. Lawler emphasized the potential consequences of eliminating these services, noting that it could result in increased emergency room visits, hospitalizations, and long-term mental health issues, which would place further strain on the healthcare system and families.

    “The 988 Lifeline has saved countless lives, and for many LGBTQ+ youth, who face disproportionately high risks of suicide, this specialized service is a lifeline in every sense of the word,” wrote the lawmakers. “We cannot leave our children without critical mental health care. As we’ve said in the letter, we firmly believe in parents’ rights, but we also know that we must ensure young people in crisis receive immediate and compassionate care.”

    “These are real, vulnerable young people who urgently need access to mental health care. The reported HHS budget draft would eliminate this specialized lifeline, leaving many LGBTQ+ youth without a compassionate voice in moments of profound distress,” concluded the lawmakers. 

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

    WASHINGTON, D.C. – Yesterday, Congressman Nick Langworthy (NY-23) introduced the State Energy Accountability Act, which would encourage states to evaluate the impacts that clean energy standards or renewable portfolio standards have on costs and reliability.

     

    Specifically, the bill would amend the Public Utilities Regulatory Policies Act (PURPA), 111(d) which is a tool Congress uses to encourage states to consider certain policies.

    “New York’s stringent climate rules and policies have a tremendously negative effect on every day consumer costs and energy reliability,” said Congressman Langworthy. “Americans are entitled to know every last detail of the effects of state policies on the reliability of their electric energy; the State Energy Accountability Act would give them the transparency they deserve.”

    Pompano Beach, Fla.— Following the death of Marie Blaise, a 44-year-old Haitian detainee at the Broward Transitional Centeron April 25, Congresswoman Sheila Cherfilus-McCormick (FL-20) and Congresswoman Frederica Wilson (FL-24) visited the U.S. Immigration and Customs Enforcement (I.C.E.) Broward Transitional Center on Friday, May 2nd, 2025 in an effort to  investigate the facility conditions and the cause of death of Marie Ange Blaise.

    “I left the Broward Transitional Center disappointed with what I saw and what I heard,” said Congresswoman Sheila Cherfilus-McCormick (D-FL). “I failed to see any evidence that there were proper procedures in place and that adequate health care was provided. One single doctor to care for hundreds of detainees — with some being forced to sleep on the floor — is inhumane. Marie Blaise’s tragic death will not be a one-off if these cruel conditions persist.” 

    “Leaving the Broward Transitional Center, I have no faith in the leadership of the facility or ICE. They don’t even view the immigrants detained in there as humans and didn’t want to answer any questions on Marie. But Marie dying in the Broward Transitional Center is just an example of what is going to continue to happen if we let this administration go unchecked. It doesn’t have to be this way. This is wrong, and as a people, we must and can do better. We are an immigrant-rich society, especially in South Florida,” Congresswoman Frederica Wilson (FL-24) said. “It’s time this government pulls our contracts with GEO, the company who profits off managing countless of these blackhole detention centers. And every member of Congress must visit these detention centers, hold the administration accountable, and show up unannounced at ICE facilities to ensure they are properly maintained, because they want to hide the truth from us. But we want all Americans to see what is happening. This administration has failed to fulfill its responsibility to treat detainees with humanity and to properly maintain its own ICE facilities. That is why I will continue to visit these ICE facilities, and why I plan to introduce a resolution urging members of Congress to exercise their oversight authority by visiting ICE facilities.” 

    The tour included Congresswoman Sheila Cherfilus-McCormick, Congresswoman Frederica Wilson, and staffers of the two members of Congress. No electronics, phones, press, or external stakeholders were allowed in the facility during the tour. The tour started at 9 AM and lasted until approximately 10:45 AM.

    The tour included the following areas: Medical clinic, courtroom areas, cafeteria, living cells, religious areas, attorney/client interview rooms and recreation areas.  

    As part of the tour, ICE officials detailed that there is a ratio of one doctor per 500 detainees. Congresswoman Frederica Wilson and Congresswoman Sheila Cherfilus-McCormick also spoke to multiple detainees who detailed sleeping on the floor due to recent overcrowding. 

    Following the tour, Congresswoman Frederica Wilson and Congresswoman Sheila Cherfilus-McCormick held a press gaggle alongside community stakeholders from the Florida Immigrant Coalition (FLIC) and the National Haitian American Elected Officials Network (NHAEON). 

    “It is disconcerting and outrageous that ICE continues to put people’s lives at risk, with complete disregard for their humanity,” said Tessa Petit, Executive Director of the Florida Immigrant Coalition. “How many deaths will it take for that Office to stop the bleeding?  What will it take for them to be accountable for their inhumane actions, and to end this barbaric treatment of immigrants in and out of detention?

    “We demand a full investigation into her death and a commitment to reform immigration detention practices,” said Mary Estimé-Irvin, Councilwoman at the City of North Miami and National Haitian American Elected Officials Network Chair. “The tragic loss of Marie Ange must serve as a catalyst for change—a change that prioritizes humanity, accountability, and the rights of all individuals.”

    On May 1st, Congresswoman Sheila Cherfilus-McCormick led all the members of the Florida Democratic Congressional Delegation in a letter to U.S. Secretary of Homeland Security Kristi Noem, calling for a transparent investigation into the death of Marie Blaise.

  • MIL-OSI USA: Lawler, Meng, and Fetterman Introduce Bicameral Bill to Return Stolen Snap Benefits

    Washington, D.C. – 5/2/25… Congressman Mike Lawler (NY-17), Congresswoman Grace Meng (NY-06), and U.S. Senator John Fetterman (D-PA) introduced the Fairness for Victims of SNAP Skimming Act, legislation to make sure that people don’t go hungry if criminals and frauds steal their essential benefits. The bill would allow state SNAP agencies to reimburse SNAP recipients for benefits stolen through skimming or other methods. 

    “Skimming” is a form of fraud that uses illegal devices attached to card processing machines to collect individuals’ data. Skimming scams directly copy card and personal identification number (PIN) information from EBT cardholders and then use this stolen data to access EBT accounts and spend SNAP and cash benefits. Thousands of Americans have lost millions of dollars in benefits since mid-2022 due to this scam.

    The current legislation allows replacement of benefits stolen between October 1, 2022, and September 30, 2024. It also limits replacement to either 1) the full amount stolen or 2) two months of benefits, whichever is less. The Fairness for Victims of SNAP Skimming Act would permanently extend this provision to ensure state agencies continue to replace benefits, as well as lift the cap on repayment to ensure the replacement is for the full amount stolen. States are currently not permitted to use federal funds to replace stolen benefits after Congress allowed the authority to lapse late last year.

    “No family in America should go hungry because criminals are stealing their SNAP benefits through skimming,” said Congressman Lawler. “This bipartisan bill will give states the tools needed to make victims whole and ensures tax dollars support hardworking families, not thieves. I’m proud to work with Senators Fetterman and Gillibrand to introduce this common-sense solution.”

    “SNAP is a critical lifeline for millions of Pennsylvanians. It is despicable that thieves are targeting hungry families, literally taking food from a baby’s mouth,” said Senator John Fetterman.“We can’t let vulnerable children go hungry because of these criminals.     Background: 

    The TAKE IT DOWN Act strengthens protections for young individuals by targeting the non-consensual spread of digitally forged, explicit images. It builds upon existing laws to safeguard minors’ digital privacy rights, holds social media platforms and web hosts accountable for knowingly enabling AI-generated exploitation, and updates outdated legal frameworks to confront the challenges posed by emerging technologies like artificial intelligence and deepfakes.

    Congressman LaLota is cosponsor of the companion legislation, H.R. 633, introduced by Rep. María Elvira Salazar (FL-27). Just like its Senate counterpart bearing the same name, the House bill provides robust protections for young individuals from online exploitation and builds upon existing laws to safeguard minors’ digital privacy rights.

    While nearly all states have laws protecting their citizens from unwanted distribution of sexually explicit material, also known as revenge porn, only 20 states have clear laws covering deepfake non-consensual intimate imagery (NCII). Among those states, there is a high degree of variance in classification of crime, penalty, and even criminal prosecution. Victims also struggle to have images depicting them removed from websites in a timely manner, potentially contributing to more spread and retraumatization.

    In 2023, code enforcement officer Jessalyn Harper uncovered an illegal lab in Reedley, CA. This lab was storing hazardous biological materials in violation of numerous building and health codes, contained infectious agents like COVID-19 and HIV, and was operating without oversight—posing a significant threat to public health.

    Across the country, unsafe, unregulated, and unsanitary buildings and materials often go unchecked due to limited specialized training for law enforcement, especially in rural areas with limited resources. These unchecked violations can trigger disease outbreaks and long-term health risks.

    The STOP Health Threats Act would:

    • Empower local governments by directing the U.S. Secretary of Health and Human Services (HHS) to provide grants for training law enforcement officers to recognize and respond to public health threats caused by building code violations.
    • Promote collaboration with public health departments and nonprofits.
    • Support the development of tailored training programs.
    • Prioritize funding for communities where serious threats have been identified.

    Background:

    Iowa leads the nation in both ethanol and biodiesel production. These renewable fuels are primarily made from Iowa-grown corn and soybeans and emit significantly less carbon than petroleum-based fuels—cutting emissions by over 70% in many cases.

    The Biodiesel Tax Credit and Second-Generation Biofuel Producer Tax Credit support innovation, reduce emissions, and create rural jobs by incentivizing the production and blending of renewable fuels. The bill has earned support from national industry leaders, including the American Trucking Associations, Renewable Fuels Association, and Clean Freight Coalition.

    (May 1, 2025) WASHINGTON, D.C. — This week, the House of Representatives passed H.R. 906, the Foreign Adversary Communications Transparency (FACT) Act.

    Currently, U.S. law does not require public disclosure of companies tied to foreign adversaries operating in our technology and telecommunications markets. Although the Federal Communications Commission (FCC) is prohibited from issuing new licenses to entities deemed national security threats, some companies linked to adversarial governments still hold certain approvals.

    This bicameral, bipartisan legislation, introduced by U.S. Representative Robert Wittman (VA-01) and co-led by Congressman Tom Kean, Jr. (NJ-07), would require the FCC to publish a list of companies that both hold FCC authorizations and have any ownership ties to adversarial foreign governments, including China, Russia, Iran, Venezuela, Cuba, and North Korea.

    WASHINGTON – Today, the House of Representatives passed a Congressional Review Act resolution to repeal the Biden Administration’s listing of the longfin smelt as endangered under the Federal Endangered Species Act. This resolution would halt the proposed designation of critical habitat for the longfin smelt, as well as ensure California’s water remains available for those who need it most—families and farmers. Congressman Valadao joined Reps. Doug LaMalfa (CA-01), Vince Fong (CA-20), Tom McClintock (CA-05), Darrell Issa (CA-48), and Young Kim (CA-40) in introducing this resolution in March 2025.

    “Th Biden Administration’s unnecessary decision to list the longfin smelt as an endangered species is yet another example of an environmental policy not grounded in science that puts fish over people,” said Congressman Valadao. “Our families and farmers are already struggling with burdensome regulations that restrict water deliveries and threaten the future of agriculture in the Central Valley, and this rule would have ensured even more of our water is sent out to sea. By passing this resolution, the House is taking an important step forward in rolling back draconian water restrictions that directly affect our farmers, families, and rural communities, and I’m happy to see common sense won.”

    “The Biden Administration and activist judges have used this listing as a political tool to block progress on California water policy,” said Rep. LaMalfa. “This listing is based on cherry picked scientific anecdotes and even Stanford’s Center for Water California Recourses Policy and Management questioned the science of the listing. It adds yet another layer of conflicting regulations that dump tens of millions of acre feet of water out to the Pacific Ocean, with farmers receiving only 40% to 50% of their promised federal and state water. Congress isn’t going to stand by while bureaucrats and environmental lawsuits continue to wreck the water system that feeds our farms, our families, and our economy. I’m glad to see the House take a stand and push back with real solutions that help us grow food, provide water, and keep our economy strong.”

    Background:

    This designation, driven by litigation from an environmental group, by the U.S. Fish and Wildlife Service during the Biden Administration threatens California’s water supply by imposing new restrictions on the Central Valley Project (CVP) and State Water Project (SWP). This listing resulted in subsequent burdensome requirements imposed on the CVP that will divert even more water to the Pacific Ocean instead of supplying farms and families across the state. Under the Congressional Review Act, Congress can review and potentially block such regulations within a specific timeframe, and it drops the usual 60-vote requirement in the Senate for these resolutions.

    The Civil Rights Cold Case Records Review Board was established by Congress in 2018 to resolve unsolved criminal investigations from the Civil Rights Era. The Board is a nonpartisan organization, led by a panel of private citizens appointed by the President. 

    The bill extends the authorization of the Review Board for another four years, allowing it to complete its work uncovering information related to these unsolved cases and afford family members of the victims a measure of closure.

    WASHINGTON, D.C. — As first reported in Fox News, Congressman August Pfluger (TX-11) and Congressman Mark Messmer (IN-08) introduced legislation to ensure that no federal dollars go to any university across the country that still requires its students or staff to receive a COVID-19 vaccine as a condition of enrollment of employment, or receiving any benefit, service, or contract.

    The No Vaccine Mandates in Higher Education Act will codify a key piece of one of President Trump’s February executive orders that restricted federal funding to public schools, including colleges and universities, that mandate COVID-19 vaccines for attendance. It is unacceptable that any university still requires the COVID-19 vaccine. Taxpayers’ hard-earned money should not go to higher education institutions that require the COVID-19 vaccine for attendance.

    “The COVID-19 pandemic opened Pandora’s box to a lengthy list of overreaching policies and mandates from the government, institutions, and companies alike.     Background:

    During the COVID-19 pandemic, many higher education institutions implemented vaccine mandates for their students and staff. These mandates affect the individual liberties of students and teachers around the country.

    Many institutions announced the end of their vaccine requirement after President Joe Biden ended the COVID-19 national and public health emergency last May. These institutions have either removed COVID-19 information from their websites or haven’t updated the content in a couple of years. 

    Even with the COVID-19 pandemic behind us, there are still higher education institutions around the country that still have vaccine requirements for their students and teachers.

  • MIL-OSI USA: Pfluger Leads Push to Mitigate Cybersecurity Risks Associated with Unsecured Networks

    WASHINGTON, DC — This week, Congressman August Pfluger (TX-11) led a letter with several colleagues commending Federal Communications Commission (FCC) Chairman Brendan Carr on his decision to establish the new Council for National Security within the FCC, and urging him to use the council to mitigate cybersecurity risks associated with unsecured routers.

    In part, the members wrote, “The recent proliferation of cybersecurity incidents underscores the need for the entire federal government to work together to address and deter cyber threats. We write to you today because we believe there is more the FCC can do to reduce the likelihood of such incidents. As the backbone of the Internet, routers play a critical role in securing communications for consumers and businesses. When these devices are insecure, they can serve as gateways for cyberattacks. For example, weak, default, or easily predicted passwords make routers vulnerable to exploitation. Malicious actors can exploit these vulnerabilities in routers to disrupt service, steal sensitive data, or even launch attacks against critical infrastructure…”

    “We are increasingly concerned about the prevalence of these devices and that unsecured routers may allow the CCP to surveil American data or disrupt our networks. Although the Department of Commerce is reviewing whether or not to ban routers made by Chinese-owned companies in the future, many of these devices remain on our networks, which nefarious actors could still leverage.”

    The letter outlines several examples of how the Chinese Communist Party (CCP) has repeatedly tried to leverage private companies and create backdoors in our critical infrastructure technology. The letter also highlights that under Chairman Carr’s leadership, the Council for National Security can take action against the CCP by leveraging equipment authorization to require routers to allow only uniquely identifiable devices known to the household and securely authenticated by the network owner.

    Dear Chairman Carr,

    Firstly, we write to commend your decision to establish the new Council for National Security within the Federal Communications Commission (FCC), a crucial step in safeguarding America’s telecommunications infrastructure. Congress stands ready to work with you on this initiative to reduce America’s dependence on foreign adversaries, mitigate cyberattack vulnerabilities, and ensure U.S. supremacy in critical technologies.

    As you know, the House Energy and Commerce Committee has worked diligently to combat the People’s Republic of China’s (PRC) efforts to leverage private companies to create backdoors in our telecommunications infrastructure. For example, the House of Representatives just recently passed H.R. 866, the ROUTERS Act, to safeguard Americans’ communications networks from foreign-adversary controlled technology, including routers, modems, or devices that combine both. Additionally, in the 118th Congress, the House passed H.R. 7521, the Protecting Americans from the Foreign Adversary Controlled Applications Act, which prevents foreign adversary-controlled applications from targeting, surveilling, and manipulating Americans through online applications like TikTok. Congress also worked to ensure that the Secure and Trusted Communications Networks Reimbursement Program, or the “Rip and Replace” program, received proper funding to remove untrusted equipment such as Huawei and ZTE from our networks.

    Last year, the House Committee on Homeland Security and the Select Committee on the Chinese Communist Party released their Joint Investigation report into Shanghai Zhenhua Heavy Industries Company (ZPMC), a PRC-owned and operated company. The investigation yielded that ZPMC, or a third-party company contracted with ZPMC, installed cellular modems onto STS cranes currently operational at U.S. ports. These installations fall outside the scope of any contract between the affected U.S. ports and ZPMC. The modems created an obscure method to collect information and bypass firewalls in a manner that could potentially disrupt port operations.

    Even more recently, the U.S. Cybersecurity and Infrastructure Security Agency (CISA) reported that the Chinese-made Contec CMS8000 patient monitors contained a hard-coded IP address linked to an unidentified third party, allowing for reverse backdoor functionality. This vulnerability allows for remote access of the medical device and may allow for potential manipulation, risking patient safety and compromising sensitive health data.

    These are just a few examples of how the CCP will use every tool at its disposal to undermine U.S. economic and national security interests to further its agenda. The recent proliferation of cybersecurity incidents underscores the need for the entire federal government to work together to address and deter cyber threats. We write to you today because we believe there is more the FCC can do to reduce the likelihood of such incidents.

    As the backbone of the Internet, routers play a critical role in securing communications for consumers and businesses. When these devices are insecure, they can serve as gateways for cyberattacks. For example, weak, default, or easily predicted passwords make routers vulnerable to exploitation. Malicious actors can exploit these vulnerabilities in routers to disrupt service, steal sensitive data, or even launch attacks against critical infrastructure.

    It has been reported that TP-Link, a Chinese company, owns roughly 65% of the routers used in U.S. homes and small businesses. Additionally, the Department of Defense and other federal government agencies have used TP-Link Routers before. Multiple TP-Link routers have been added to the National Institute of Science (NIST) National Vulnerability Database for containing a directory traversal vulnerability, allowing unauthenticated remote attackers to access sensitive files by sending specially crafted requests.

    We are increasingly concerned about the prevalence of these devices and that unsecured routers may allow the CCP to surveil American data or disrupt our networks. Although the Department of Commerce is reviewing whether or not to ban routers made by Chinese-owned companies in the future, many of these devices remain on our networks, which nefarious actors could still leverage.

    With the new Council for National Security, the FCC can take various actions to mitigate cybersecurity risks associated with unsecured routers. The FCC could leverage equipment authorization through the Telecommunications Certification Body to require routers to allow only uniquely identifiable devices known to the household and securely authenticated by the network owner onto a customer’s network. These steps represent broadly accepted minimum security practices under NIST guidance and are necessary first steps toward protecting our nation’s consumers and networks from cyber risks. Other immediate-term options, such as prohibiting any new sales of TP-Link routers, or requiring ISPs to block new TP-Link routers from being added to home networks, would stop the influx of these devices on networks. Additionally, as we think beyond TP-Link routers, ISP authentication will strengthen U.S. networks’ ability to defend themselves against future untrusted Internet of Things (IoT) devices joining their networks.
