  • MIL-OSI USA: House Passes Steel Legislation Naming Little Saigon Post Office After Vietnam Refugees, War Veterans

    WASHINGTON, D.C. – The U.S. House of Representatives has passed Rep. Michelle Steel’s legislation to rename the U.S. Post Office in Westminster, CA as the “Little Saigon Vietnam War Veterans Memorial Post Office.”

    The facility is located in what is known as “Little Saigon” in Orange County, CA, home of the largest population of Vietnamese outside of Vietnam.

    “Dedicating this facility to our brave Vietnam War veterans will honor their heroic contributions to cause of freedom, which is so special to the patriotic Vietnamese Americans I represent,” said Rep. Michelle Steel. “The Little Saigon Vietnam Veterans Memorial Post Office will be a lasting tribute to our veterans as well as the freedom-loving Vietnamese American community of Orange County. I was honored to successfully pass this legislation through the House of Representatives and look forward to its passage in the Senate.”

    The legislation was supported by a wide group of local veterans’ organizations and community leaders.

    Washington, D.C. — This week, U.S. Congresswoman Lauren Boebert (CO-03) introduced a new bill in the U.S. House of Representatives aimed at curbing human trafficking.

    H.R. 9755, the “Human Trafficking Fingerprint Background Check Protection Act of 2024”, would require owners and employees of massage wellness spas to undergo fingerprint-based background checks to mitigate the risk of human trafficking and enhance public safety.

    “Massage wellness spas have been identified by law enforcement as one of the primary locations for criminals engaged in human trafficking. My legislation will require all owners and employees of these establishments to undergo fingerprint-based background checks. This simple but effective measure will help close off one of the primary avenues used by traffickers to exploit children and other vulnerable individuals. By implementing this safeguard, we can take a stand to protect families and ensure these businesses aren’t operating as shady fronts for criminal enterprises,” said Congresswoman Boebert.

  • MIL-OSI USA: Leger Fernández, Heinrich Lead Bill to Approve Water Rights Settlement for the Navajo Nation in the Rio San José Watershed

    WASHINGTON, D.C. – U.S. Representatives Teresa Leger Fernández(D-N.M.), and U.S. Senator Martin Heinrich (D-N.M.) introduced legislation to approve the water rights settlement for the Navajo Nation as well as participating non-Tribal parties in the Rio San José watershed. U.S. Senator Ben Ray Luján (D-N.M.) and U.S. Representatives Melanie Stansbury (D-N.M.) and Gabe Vasquez (D-N.M.) cosponsored the bill. 

    Leger Fernández and Heinrich previously introduced the Rio San José and Rio Jemez Water Settlements Act, which would implement the water settlements agreed to by the Pueblos of Acoma and Laguna, the United States, the State of New Mexico, and non-Tribal parties, in the Rio San José watershed. That bill received a hearing and was reported out of the Senate Indian Affairs Committee in December. The House version of this bill received a legislative hearing in the House Water, Wildlife and Fisheries Subcommittee in July. The bill introduced this month would further resolve Tribal water claims in the Rio San José basin by settling the Navajo Nation’s claims. 

    “In New Mexico we know water is life. Navajo Nation, the surrounding communities, and the state of New Mexico worked together to reach an agreement that would make sure the life-giving waters of the Rio San Jose would flow for everyone,” said Leger Fernández. “Senator Heinrich’s and my bill would provide funding for much needed water infrastructure for Navajo Nation as well as nearby acequias. The powerful stories of collaboration around this precious resource we heard in committee prove that settlement is the best road for resolving these water claims.” 

    “Our legislation will provide critically needed funding to get much-needed water to Navajo communities in the Rio San José watershed,” said Heinrich. “By passing this and our other pending Tribal water settlement bills this Congress, we can better follow through on the federal government’s promise to help Tribes access and use the water that has always been rightfully theirs.” 

    “As a member of the Senate Indian Affairs Committee, I am proud to join my New Mexico colleagues in introducing legislation to approve the water rights settlement for the Navajo Nation in the Rio San José Watershed,” said Luján. “This legislation has strong backing from stakeholders across New Mexico and will provide a comprehensive resolution for the Navajo Nation’s water rights claims in the Rio San José Stream System. It will ensure the protection of Tribal water rights while effectively addressing the water needs of the community.”

    Additional Background on Tribal Water Settlements Legislation: 

    The introduction of this bill follows Heinrich and Vasquez’s introduction of theZuni Indian Tribe Water Rights Settlement Act in July, with Leger Fernández, Luján, and Stansbury, and all joining as original cosponsors. That bill would unlock federal funding to support a trust for sustainable water management and infrastructure development that upholds the federal government’s trust responsibility while protecting the sacred Zuni Salt Lake. The bill ratifies the settlement between the federal government, State of New Mexico and Zuni Tribe that affirms their water rights for irrigation, livestock, storage, and domestic and other uses. 

    In June, Leger Fernández and Heinrich introduced theOhkay Owingeh Rio Chama Water Rights Settlement Act, legislation to approve the water rights settlement of Ohkay Owingeh and participating non-Tribal parties for water in the Rio Chama Basin. Luján and Stansbury are original cosponsors of this bill. 

    Last December, Leger Fernández and Luján introducedthe Technical Corrections to the Northwestern New Mexico Rural Water Projects Act, Taos Pueblo Indian Water Rights Settlement Act, and Aamodt Litigation Settlement Act, which authorizes the appropriation of $6.3 million for the Navajo Nation Water Resources Development Fund; $7.8 million for the Taos Pueblo Water Development Fund; and $4.3 million for  the Aamodt Settlement Pueblos’ Fund, which covers Nambé, Pojoaque, San Ildefonso, and Tesuque Pueblos. It will support water resources development projects for the Tribes. Heinrich and Stansbury are original cosponsors of this bill.  

    Last June, Leger Fernández and Luján introduced legislation that amends the Navajo Gallup Water Supply Project to ensure it has the resources and time needed to deliver drinking water to northwestern New Mexico communities in the San Juan basin, including roughly 43 Chapters on the Eastern Navajo Nation, the southwestern portion of the Jicarilla Apache Nation, and the City of Gallup, which currently rely on a rapidly depleting groundwater supply of poor quality. Heinrich and Stansbury are original cosponsors of this bill. 

    Additionally, last year, the entire New Mexico Congressional Delegationannounced a $235.1 million allocation to continue fulfilling settlements of Indian water rights claims using funding from the Infrastructure Law and the Reclamation Water Settlements Fund. As part of that overall allocation, the Navajo-Gallup Water Project received $164 million from the Infrastructure Law and the Reclamation Water Settlements Fund. Another $2 million was directed to Navajo-Gallup Water supply operations, maintenance and replacement efforts. The Aamodt Water Rights Settlement, which includes the Pueblos of Nambé, Pojoaque, San Ildefonso, and Tesuque, received $69.1 million in federal funding from the U.S. Bureau of Reclamation.

  • MIL-OSI USA: Tiffany Demands Answers and Transparency on Madison Duplicate Ballots

    How was the error discovered, what ward(s) were impacted, and who is responsible for the error?

    WASHINGTON, DC – Today, Rep. Tom Tiffany (WI-07) sent a letter to the City of Madison Clerk Maribeth Witzel-Behl requesting answers on how people in Madison were sent duplicate absentee ballots. This comes after recent reports say that “around 2,000” duplicate ballots have been sent out by the Madison Clerk’s Office.

    Given the history of controversial and legally dubious election practices carried out by Madison officials in the past, including Maribeth Witzel-Behl’s personal history as an operative for the left-wing, “Zuckerbucks” financed Center for Tech and Civic Life, Rep. Tiffany demands transparency on how an “error” of this magnitude was allowed to happen at such a pivotal time.

    In the letter, Tiffany demands answers on:

    • How was this “error” discovered?

    • Has the Clerk’s Office contacted law enforcement to investigate whether this “error” was the result of simple incompetence or a deliberate nefarious act?

    • Has the Clerk’s Office identified what person or persons are responsible for this “error”?

    • Has the Clerk’s Office taken steps to preserve all emails, internal communications, handwritten notes, and other records related to this “error”?

    • What is the exact number of duplicate ballots that were sent out by the Clerk’s Office?

    • The Clerk’s Office claims that this “error” affected voters in only one ward. Which ward was it?

    • Has the Clerk’s Office received any reports of duplicate ballots in other wards, or conducted any due diligence to ensure that this “error” was limited to just a single ward?

    • Have any of these duplicate ballots been returned to the Clerk’s Office, and if so, have they been set aside pending an investigation?

    • The Clerk’s Office has claimed that the duplicate ballots have unique bar codes. Are these unique ballot bar codes linked to individual, identifiable voter profiles?

    This federal funding will help OSDRI target employment-based assistance to support recently separated members of the Armed Forces and their spouses.  The funding may be used for a variety of activities, such as: resume assistance, interview training, job recruitment training, employment placement services, employment education and training, and referrals to employment.

  • MIL-OSI USA: House Passes Kean’s Bill to Expand Satellite Data Sharing

    (September 23, 2024) WASHINGTON, DC – Today, the House of Representatives passed H.R. 6219, the Accessing Satellite Capabilities to Enable New Discoveries Act (ASCEND Act), legislation to permanently authorize the Commercial SmallSat Data Acquisition program within NASA.   

    Introduced by Congressman Tom Kean, Jr. (NJ-07) and Congresswoman Suzanne Bonamici (OR-01), this bipartisan bill provides statutory authority for the Commercial SmallSat Data Acquisition Program. The National Aeronautics and Space Administration (NASA) established the program as a pilot program in 2017 to acquire commercial small-satellite data in support of NASA’s earth science research.

    “The bipartisan ASCEND Act is a commonsense solution to help researchers benefit from the vast, high-quality data available from commercial satellites to better understand climate change, natural disasters, and earth sciences,” said Congresswoman Bonamici. “I’m grateful that the House passed this legislation and I will continue advocating with Rep.     The ASCEND Act would:   

    • Establish CSDA as a permanent program within NASA’s Earth Science Division.   
    • Direct NASA to expand procurement licenses to provide federal agencies access to high quality Earth remote sensing datasets and imagery.    
    • Promote the acquisition of new datasets for scientific and non-scientific applications.   
    • Require an annual report to Congress on the uses and impact of commercial data products and licensing agreements.

  • MIL-OSI USA: Congresswoman De La Cruz Introduces Bill to Strengthen Whistleblower Protections

    Congresswoman Monica De La Cruz (TX-15) introduced H.R. 9721, the Ensuring Access to Whistleblower Protections Act, a vital piece of legislation aimed at closing gaps in whistleblower protections for employees of HUD contractors. The bill ensures that contracts pre-dating 2013, of which many are currently still lacking key whistleblower protections, will be updated to include Section 4712 anti-retaliation provisions when they undergo modifications.

    “Whistleblowers play a crucial role in safeguarding taxpayer dollars by exposing fraud, waste, and abuse,” said Rep. De La Cruz. “No employee should fear retaliation for doing the right thing, yet thousands of HUD contracts leave employees vulnerable. This legislation is a critical step toward ensuring that all employees have the protections they deserve.”

    This bill follows a July 2024 oversight letter led by Rep. De La Cruz and nine other members of the Financial Services Committee, urging HUD to take immediate action to address this gap. The HUD Office of Inspector General highlighted these concerns in a May 2023 management alert, and HUD has since indicated support for a legislative solution.

    The Ensuring Access to Whistleblower Protections Act clarifies what contract activities mandate that HUD must make the best effort to incorporate whistleblower protections in pre-2013 contracts, providing long-overdue security to employees who disclose wrongdoing.

  • MIL-OSI USA: House Passes Pettersen Bill to Enhance Online Dating Safety

    WASHINGTON— Today, the U.S. House of Representatives passed the Online Dating Safety Act, bipartisan legislation introduced by Representatives Brittany Pettersen (D-CO) and David G. Valadao (R-CA) to make online dating safer and crack down on scammers. The legislation would require dating apps and services to issue fraud ban notifications to users who have interacted with a person removed from the app for fraudulent or inappropriate behavior. In 2023 alone, the Federal Trade Commission reported that romance scams resulted in victims losing $1.14 billion. 

    “Online dating services are being used as a platform for bad actors to target and exploit individuals, yet protections continue to lag behind,” said Pettersen. “Notifying users if they have been in contact with a potential scammer is a basic security feature that every online dating service should provide. This bipartisan bill will help reduce online crime and keep people safe from online scammers. I’m grateful this legislation has passed the House with bipartisan support, and I will keep working to see it signed into law.”

    “With more and more people using online dating services, there are a number of bad actors who use these platforms to commit fraud,” said Valadao.  “These apps have been around for over 10 years, but still there are little safeguards in place to protect users. The Online Dating Safety Act is an important step to enhance online safety, combat fraud, and help people make more informed decisions. I look forward to working with my Senate colleagues to get this bill across the finish line.”

    Following the introduction of the Online Dating Safety Act, Pettersen met with a victim of an online scam, Coloradan Debbie Fox. 

    “As a victim of intentional fraud, I’ve experienced firsthand how transnational cybercriminals manipulate weaknesses in financial institutions and social media platforms, leaving victims like me financially gutted and emotionally devastated. This isn’t just about individual loss—it’s about a system urgently needing to keep pace with modern criminal tactics. These criminals operate without borders and without fear of accountability, exploiting loopholes that remain unchecked. We applaud stronger laws to protect citizens, hold institutions accountable, and ensure that victims receive real, timely support, restitution and justice. The passage of H.R. 6124 moves us closer to stop transnational criminals in their tracks and prevent further harm.” – Debbie Fox.

    The bill passed the House by voice vote and now moves to the Senate.

    Background: 

    As Americans continue to go online to find meaningful relationships, scammers are following suit. The Federal Trade Commission reported that romance scams resulted in victims losing $1.14 billion in 2023 alone. When an online dating service provider becomes aware of a user committing fraudulent activity, such as illegally obtaining money, the online dating service provider often immediately deactivates the fraudulent user’s account. However, individuals who meet online often take their conversations to other communication platforms, so even when a fraudulent account is removed, an individual might not know they are still communicating with someone who has been removed from the dating platform. The Online Dating Safety Act seeks to fill this communication gap by requiring these platforms to send a fraud ban notification to anyone who has communicated with someone with a fraudulent account.

This critical legislation facilitates much-needed cybersecurity and telecommunications upgrades for the 17 oceanographic vessels in the U.S. Academic Research Fleet, including three based in California.

    “These ships are vital to our national security and environmental research, but they’re outdated and vulnerable to rising cyber threats from adversaries like Russia and China,” said Rep. Garcia. “The ANCHOR Act is about securing these vessels and making sure they can continue their important missions—whether it’s studying our oceans or supporting our national defense—for years to come.”

  • MIL-OSI USA: House Passes Bipartisan NASA Reauthorization Act to Advance American Space Exploration

    Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04), a member of the House Science, Space and Technology Committee,voted in support of H.R. 8958, the National Aeronautics and Space Administration (NASA) Reauthorization Act of 2024. 

    The NASA Reauthorization Act provides support and direction for NASA’s civil space activities, including directing human space exploration initiatives like the Artemis and Moon to Mars Programs; maximizing utilization and productivity of the International Space Station; investing in technology development to support America’s space innovation; and cultivating scientific discovery and expansion of humankind’s collective knowledge. 

    “The House Science Committee advanced the NASA Reauthorization Act unanimously to support our nation’s continued innovation and leadership in space exploration,” said Congresswoman McClellan. “I’m thrilled to have secured important provisions in this legislation, including my Celestial Time Standardization Act, the ACERO Act, and my amendment to ensure the agency can address PFAS water contamination in the Town of Chincoteague near the NASA Wallops Flight Facility.     The final version of the bill included the following priorities championed by McClellan:

    1. H.R. 8837, the Celestial Time Standardization Act: The legislation directs NASA to lead the development of a celestial time standard to improve interoperability in space exploration and further establish American leadership in standards setting. 
    1. H.R. 8118, the Advanced Capabilities for Emergency Response to Operations (ACERO) Act: The bipartisan legislation, co-led by Rep. Mike Garcia (R-CA-27), will codify and expand the existing ACERO Project at NASA to enhance the use of manned and unmanned firefighting technologies to support firefighters and protect our communities. 
    1. Chincoteague Well Replacement: Authorizes NASA to plan to enter into an agreement with the Town of Chincoteague to reimburse costs associated with replacing PFAS-contaminated drinking water wells.

    The ACERO Act expands NASA’s Advanced Capabilities for Emergency Response Operations (ACERO) project, which focuses on integrating unmanned aerial systems (UAS) into wildfire response. These UAVs will act as a force multiplier for firefighters, enhancing their ability to respond swiftly and effectively to wildfires, especially in remote areas.

    “I’m proud that this bill not only supports our firefighters but continues to fuel the next generation of aerospace innovation that starts right here in the Aerospace Valley,” said Rep. Garcia.

  • MIL-OSI USA: Sorensen Announces $2.6 Million for Winnebago County Law Enforcement

    ROCKFORD, IL – As we approach the start of National Crime Prevention Month, Congressman Eric Sorensen (IL-17) is announcing $2,600,000 in resources for Winnebago County law enforcement to investigate domestic violence crimes and help families impacted by domestic violence. 

    “Just last month I met with local police officers in Northern Illinois, where they told me they needed more help from Washington to solve crimes and protect our neighbors,” said Sorensen.“This important funding will do just that, by providing our law enforcement agencies in Winnebago County with tools to properly investigate domestic violence crimes and support survivors when they need it most. I will always work to bring tax dollars back home to make sure Northern Illinois communities are safe for our neighbors.”   

    “Our office is thrilled to be a part of these grants,” said State’s Attorney J. Hanley. “It will allow us to expand upon the success we have had in holding abusers accountable and earning the trust of survivors.”  

    $1,500,000 will go to the Electronic Service Protection Order Court Pilot, which supports efforts to develop programs for serving protection orders through electronic communication methods. Moving to this method allows law enforcement to modernize the service process and make the process more efficient, provide for improved safety for survivors, and make protection orders enforceable as quickly as possible.  

    $600,000 will go to the Justice for Families Program to improve the response of the civil and criminal justice system to families with a history of domestic violence, dating violence, sexual assault, and stalking, or in cases involving allegations of child sexual abuse. Projects supported by the Justice for Families Program are those that focus on keeping survivors and their children safe from further abuse and holding offenders accountable. 

    $500,000 will go to The Enhancing Investigations and Prosecution of Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program, which encourages law enforcement agencies and prosecutors to expand and improve their capacity to investigate and prosecute domestic violence, dating violence, sexual assault, and stalking, and in so doing, support survivor safety and autonomy, hold offenders accountable, and promote trust within the surrounding community. 

    Congressman Eric Sorensen serves on the House Committee on Agriculture and the House Committee on Science, Space, and Technology. Prior to serving in Congress, Sorensen was a local meteorologist in Rockford and the Quad Cities for nearly 20 years. His district includes Illinois’ Quad Cities, Rockford, Peoria, and Bloomington-Normal.

At the breakfast, Ryan recognized veterans Ralph Osterhoudt, Vincent Serrano, and David Harris for their heroism in military service and outstanding contributions to the Hudson Valley community. Ryan, a West Point graduate and Army veteran, has prioritized recognizing Hudson Valley veterans for their heroism and ensuring they receive the benefits, support, and recognition they earned. 

    “Our veterans have led lives grounded in service – motivated not out of self-interest, but out of a deep belief in our country’s principles of equality and freedom for all,” said Congressman Pat Ryan. “That heroism and selflessness deserves to be honored and uplifted.     Ralph Osterhoudt, a Staatsburg WWII veteran, was injured in a blast only weeks after deploying to the European front, but went on to fight in the Battle of the Bulge and helped liberate the Auschwitz concentration camp. Osterhoudt’s personal narrative of his time in service is included in the Library of Congress’ Veterans History Project. He is the recipient of three Bronze Stars and the French Medal of Honor. After his service, Osterhoudt continued serving the Hudson Valley community, including working at the Staatsburg Post Office. He pushed to keep the Castle Point VA Medical Center open alongside then-Ulster County Executive Pat Ryan and a coalition of Hudson Valley veterans and advocates. Osterhoudt continues to be an invaluable force of nature within the Hudson Valley veterans community.

    Newburgh’s Vincent Serrano is a Marine veteran of the Vietnam War and recipient of a Purple Heart, Vietnam Service Medal, and Republic of Vietnam Campaign Medal. He is the senior vice commandant of the Marine Corps League Greater Newburgh Detachment #249 and was instrumental in organizing National Welcome Home Vietnam War Veterans Day observances in the Hudson Valley. He is a fierce advocate for his fellow veterans and is a robust presence in the Hudson Valley veterans community, frequently partnering with Hospice of Orange and Sullivan Counties to provide events and services that honor and support his fellow veterans. He is a Board Member of the Orange County Veterans Center and active member of VFW Post 973, American Legion Post 353, the D.A.V., AM/VET, and Vietnam Veterans of America. During the COVID pandemic, Serrano worked tirelessly to package and deliver food to Hudson Valley families struggling during the crisis. He is also the coordinator for the Hudson Valley’s Toys-4-Tots.

    Kingston native David Harris served three tours in Afghanistan over eight years in the Marine Corps. During that time, he earned the Bronze Star with Valor for his heroism and bravery in combat. Harris grappled with Post-Traumatic Stress Disorder (PTSD) after returning from combat. He found purpose and direction through service again, this time leaning on the criminal justice college degree he had earned prior to his military service and attending the police academy. He now serves as an Ulster County Sheriff’s Deputy, continuing to bravely and selflessly protect the Hudson Valley community.

    Congressman Pat Ryan is the first West Point graduate to represent the Academy in Congress and is an Army veteran of two combat tours in Iraq. He has prioritized delivering for Hudson Valley veterans and recognizing them for their service. Earlier this year, Ryan delivered $1 million in federal funds for the Rumshock Veterans Foundation to build ten homes for unhoused veterans in Orange County as part of its Veterans Village Project. After pushing for months for a partnership between the Department of Veterans Affairs (VA) and the Department of Defense (DoD), Ryan announced this summer that Hudson Valley veterans will now be able to access expanded healthcare services at Keller Army Community Hospital at West Point.  

    Congressman Ryan has fought to ensure that veterans, service members, and military families can easily access the benefits that they’ve earned. Ryan has utilized his mobile office, the C.A.R.E.S. Van, to bring assistance with federal agencies like the VA directly to Hudson Valley veterans with events at Veterans Service Organizations (VSOs) across the Hudson Valley. This spring, Ryan brought together over 35 organizations, government offices, and community partners from across the Hudson Valley for an all-in-one Veterans and Military Families Resource Fair. 

    Congressman Ryan is a member of the House Armed Services Committee. Ryan has spearheaded legislation that expands benefits and improves quality of life for veterans, servicemembers, and military families, including introducing the Health Care Fairness for Military Families Act of 2023, the Expanding Home Loans for Guard and Reservists Act, and the Never Forgotten Korean War POW Act.     WASHINGTON, D.C. – Today, U.S. Rep. Randy Feenstra (R-Hull) helped introduce the No More Taxpayer Cash for the Taliban Act, which would implement guardrails and strengthen oversight to keep U.S. taxpayer dollars away from the Taliban.

    “There is no excuse for any money to fall into the hands of the Taliban. But, according to recent reports from the Special Inspector General for Afghanistan Reconstruction, nearly $3 billion in cash has gone from the United Nations to Afghanistan – which is now under the control of the Taliban following the Biden-Harris administration’s botched withdrawal. It’s unacceptable and dangerous,” said Rep. Feenstra. “I’m glad to support the No More Taxpayer Cash for the Taliban Act to ensure that our taxpayer dollars do not benefit terrorists. Rigorous oversight and accountability is vital to protecting our national security.”

    The No More Taxpayer Cash for the Taliban Act specifically prohibits federal agencies from using funds for direct cash assistance and prevents federal agencies from giving the United Nations dollars for direct cash assistance in Taliban-controlled Afghanistan.

    Blocking Confucius Institutes from American Universities

    This week, the U.S. House of Representatives passed my legislation to stop the Chinese Communist Party from infiltrating American university campuses.

    The Chinese Communist Party (CCP) operates “Confucius Institutes” on college campuses under the guise of promoting Chinese language and culture throughout the country. In reality, these organizations are used as Trojan horses to gain access to critical American research and exert the global influence of the CCP.

    My legislation is crucial. It prevents the Department of Homeland Security from funding American universities that host a Confucius Institute or have ties with a Chinese entity of concern. We must not underestimate the credible and real threat that the CCP poses to the United States.

    Wednesday marked twenty-three years since the horrific 9/11 attacks on our country. May we never forget the 2,977 innocent American lives lost, which included many first responders who ran straight into danger.

    As a member of the Committee on Homeland Security and the Chairman of the Subcommittee on Counterterrorism, I have sounded the alarm on the rise of activity from aggressive terrorist groups. I have introduced legislation aimed at slowing the global recruitment and planning of attacks. The terror threat landscape is as high as it has ever been, especially with hundreds of known and suspected terrorists flowing across our southern border and the botched withdrawal from Afghanistan.

    September 11, 2001, will forever be ingrained in our minds. The fight against evil is not finished. Thank you all to my fellow servicemen and women and their families for their sacrifice. My prayers continue to remain with the families of the victims and survivors of 9/11.

    Biden-Harris Energy Agenda is Hurting Americans

    The Biden-Harris Administration’s war on fossil fuels has led to high energy bills for American families and businesses across the country. This week, I joined my colleagues on the Energy and Commerce Subcommittee on Energy to learn more about the impacts of the Administration’s energy policies over the last three years. We heard directly from a generational family farmer whose business is struggling due to skyrocketing inflation and increasing production costs.

    In fact, the U.S. Department of Agriculture’s 2024 farm income forecast painted a bleak picture for American agriculture. It projects that net farm income will decline nearly 25% in two years, with substantial losses in crop receipts and continued pressure from rising costs. Meanwhile, interest rates are at the highest level seen in 40 years.

    Congress must pass a strong Farm Bill to protect not only our farmers and ranchers but also the American food supply. Watch here or below for my full line of questioning.

    2024 Angels in Adoption Honoree

    Congratulations to Matt Waller of Midland on being named a 2024 Angels in Adoption Honoree. I enjoyed visiting with him to hear about his work to establish The Attic Foster Network and the Heart Gallery of West Texas. I thank Matt for his dedication and commitment to bettering the lives of children and families across our state.

    Examining the FDA’s Role in Protecting Americans

    On Tuesday, I joined my colleagues on the Energy and Commerce Health Subcommittee to oversee the FDA’s regulation of food and tobacco. Since 2020, illegal disposable e-vapor products from China have flooded the U.S. market, with 65% of the market being illegal and targeting teens. The FDA has failed to stop these imports and hasn’t provided clear guidance to retailers on unauthorized products. The FDA must be held accountable for failing to protect Americans’ health.     Congress Must Take Action to Secure Medical Supply Chains

    I joined Representatives Brad R. Wenstrup, D.P.M. (OH-02), Blake D. Moore (UT-01), and Mark Green, M.D. (TN-07) in releasing a Request for Information (RFI) to solicit feedback for strengthening and enhancing domestic medical supply chains.

    Securing our nation’s medical supply chains is not just a matter of economic importance; it is a matter of national security. Congress must prioritize revitalizing our domestic medical supply chains to eliminate our reliance on adversaries, like China, for essential medical supplies. Read more about the RFI here.

    Applications Closing for Congressional Youth Advisory Council

    I am excited to announce the re-launch of the Congressional Youth Advisory Council for high school juniors and seniors in the 11th Congressional District of Texas. This esteemed program offers a unique opportunity for passionate and driven young leaders to engage with government, collaborate with peers, and serve their communities.

    Participants will have the chance to interact directly with me, special guests, and senior staff members in up to four interactive virtual meetings. Additionally, CYAC participants will be provided special admittance to the Pfluger Youth Leadership Conference in Spring 2025 (Date TBD).

  • MIL-OSI USA: Pettersen Joins Bipartisan Effort to Protect and Support Transitional Housing Services

    WASHINGTON –U.S. Representative Brittany Pettersen (CO-07) joined Reps. Lori Chavez-DeRemer (OR-05), Young Kim (CA-40), and Robert Garcia (CA-42) in introducing the Transitional Housing Protection for the Homeless Act. The bipartisan proposal redefines the meaning of chronic homelessness in current law to ensure more people experiencing homelessness can access the resources they need to get back on their feet. It would also help transitional housing providers offer more services to those in need.

    “Colorado is facing a housing crisis that has pushed many people into homelessness,” said Pettersen. “Finding temporary housing or accessing transitional housing should not preclude people experiencing homelessness from receiving assistance that can lead to long-term stable housing. This legislation removes bureaucratic hurdles that are preventing people from getting the support they need.”

    “To help our homeless population transition into stable housing,” said Chavez-DeRemer. “We must ensure the floor doesn’t fall out from underneath them while they take concrete steps to get back on track. That’s why I’m proud to introduce the bipartisan Transitional Housing Protection for the Homeless Act, which builds on my previous efforts to reduce homelessness by protecting and expanding critical resources. This bill would help ensure that our most vulnerable populations receive the comprehensive support they need”

    “We must ensure that our most vulnerable community members can get the services they need when moving into temporary housing, which is why we’re expanding the definition of ‘chronically homelessness’,” said Garcia. “Experiencing homelessness is already extremely tough, and we need to make sure our government doesn’t let folks slip through the cracks during transition periods. I will always fight to make funding available for those struggling with homelessness,”

    “Rising housing costs only make life harder for our homeless population to get back on their feet. We must ensure our most vulnerable can receive support,” said Kim. “The Transitional Housing Protection for the Homeless Act aims to bridge the gap in affordable housing and provide hope to those struggling. I’m proud to help lead this bipartisan, commonsense bill and will keep working to support our communities.” 

    The Transitional Housing Protection for the Homeless Act would require the U.S. Department of Housing and Urban Development (HUD) to:

    • Update its existing definition of chronic homelessness to include individuals who have experienced homelessness for at least one year — whether continuously or cumulatively within three years — to ensure they are eligible for support services;
    • Include individuals residing in transitional housing for fewer than 90 days to be considered chronically homeless if they met the original criteria before entering the program – ensuring short-term residents of transitional housing are not excluded from critical assistance; and
    • Make these changes within 180 days of the enactment of this legislation.

    “The current definition of chronic homelessness is overcomplicated and creates barriers to services,” said Cathy Alderman, Chief Communications and Public Policy Officer for Colorado Coalition for the Homeless. “The new proposed definition will make it easier and cleaner for direct service staff to complete verifications of homelessness and get people connected with critical resources quickly by reducing time spent on the complicated math of documenting repeat episodes of homelessness. This is a step in the right direction.”

    Increasing Security for Presidential Candidates

    Following the second assassination attempt on former President Donald Trump on Sunday, it is clear that more protection is needed to protect President Trump and his family.

    Today, I was proud to vote for theEnhanced Presidential Security Act of 2024, introduced by Rep. Mike Lawler (NY-17). This bill directs the Director of the United States Secret Service to apply the same standards for determining the number of agents required to protect Presidents, Vice Presidents, and major Presidential and Vice-Presidential candidates.

    The Senate must immediately take up the measure and provide President Trump with increased protection.

    Biden-Harris Border Policies Invite Chaos

    This week, I chaired a joint hearing in the Committee on Homeland Security with Rep. Clay Higgins to examine the variety of terror threats to the United States because of the wide-open southern border.

    It is no secret our nation is in the midst of a dire crisis at our nation’s borders. Over the last four years, a record number of migrants from across the globe have descended on our borders and have created security challenges our nation has never experienced.

    Specifically, border encounters under the Biden administration have surpassed 10.1 million aliensencountered nationwide, with over 8.2 million encountered along the Southwest border. These are only the number of individuals encountered at one of our borders.

    Experts estimate that nearly two million individuals have evaded arrest by CBP officials and are known to be “gotaways.”

    The most glaring statistic that alarms me the most is the 382 individuals whose names appear on the terrorist watchlist were stopped trying to cross the U.S.-Mexico border illegally between ports of entry from FY2021 to FY2024 year to date. This is compared to the 11 individuals apprehended from FY2017 – FY2020.

    If we know that nearly two million individuals are considered “gotaways,” how many of these individuals also appear on the terror watch list?

    During the hearing, it was deeply troubling to hear from a former U.S. Chief of Border Patrol about how he was barred from speaking publicly about the increase in threatening individuals.

    This Wednesday marked the 77th anniversary of the United States Air Force. For twenty years, I had the honor of serving our country in uniform as a fighter pilot.     New Report on the Biden-Harris Administration’s Unprecedented Border Crisis

    The House Committee on Homeland Security majority released a comprehensive new report documenting how President Joe Biden, Vice President and Biden-appointed “border czar” Kamala Harris, and other administration officials schemed together to open our borders, gut interior enforcement, and spark a historic flood of illegal immigration—from immediately after the 2020 election through the present day.

    Defunding Sanctuary Cities

    Sanctuary Cities are communities and states that refuse to enforce immigration laws or cooperate with federal law enforcement and immigration officials. These policies actively incentivize illegal immigration and ignite the crises we are seeing across the country.

    In New York City alone, free hotels, healthcare, and debit cards have attracted more than 100,000 migrants since the spring of 2022, and more than 65,000 remain in the city’s care.

    Today, House Republicans passed The No Bailout for Sanctuary Cities Act to prevent sanctuary cities from receiving federal funding that would benefit illegal immigrants and bail out sanctuary cities from the crisis they created.

    I had the honor of meeting former US Marine Paul Whelan who was wrongfully detained in Russia for the last five years. It is an incredible relief to have Mr. Whelan home sharing his story and advocating on behalf of those who remain wrongfully imprisoned around the world. The United States will not tolerate its citizens being used as political pawns.

    United States Air Force Cadets in Washington

    It was great meeting with a group of U.S. Air Force Cadets during their visit to Washington. These young men and women have heeded the call to service and are the future of our armed forces. As a graduate of the Air Force Academy, I continue to be inspired by these incredible students who have chosen to pursue a career rooted in service.

  • MIL-OSI USA: Issa, Phillips Introduce Legislation to Counter Houthi Human Rights Abuses, Anticipate Markup

    WASHINGTON – Congressman Darrell Issa (CA-48), a senior member of the House Foreign Affairs Committee, and Congressman Dean Phillips (MN-03), Ranking Member of the House Foreign Affairs Subcommittee on the Middle East, North Africa, and Central Asia, introduced the Houthi Human Rights Accountability Act (H.R. 9564). The legislation will address human rights abuses, student indoctrination, and attempted aid diversion by the Houthis in Yemen. The legislation has been noticed for markup in the House Foreign Affairs Committee on Tuesday, September 24.

    “The Houthis campaign of terror has expanded from a serious regional concern to a daily crisis in a part of the world that is increasingly unstable with armed conflict across multiple nations,” said Rep. Issa. “Their blatant human rights abuses, teaching of antisemitic hate, and outright theft of international aid are happening every day, and the Houthi Human Rights Accountability Act puts a spotlight where it belongs, tells the truth about these terrorists, and will put our national interest on a better course to deal with it.”

    “The Houthis, an Iranian-backed terrorist organization, wreak havoc not only across the region through its relentless attacks in the Red Sea, but also on the Yemeni people,” said Rep. Phillips. “I am appalled by the Houthis’ continued human rights abuses against Yemeni civilians, especially children, as well as the continued detention of international aid workers. This brutal behavior must be held to account, which is why I am pleased to introduce the Houthi Human Rights Accountability Act with Rep. Issa.”   

    The Houthi movement, officially known as Ansarallah, is a longtime terrorist group based in Yemen. It has also received material and monetary support from Iran for the express purpose of committing terrorism within Yemen as well as regionally. Additionally, since October 7th of last year, the Houthis have carried out a daily campaign of firing drones, rockets, and missiles to significantly disrupt international shipping in and around the Red Sea and Gulf of Aden while frequently attacking U.S. Navy vessels.

    Specifically, H.R. 9564:

    • Affirms the sense of Congress that the Houthi antisemitic indoctrination is a threat to regional stability
    • Requires the State Department and the U.S. Agency for International Development (USAID) to inform Congress on Houthi indoctrination, on gross violations of human rights abuses by the Houthis, and how the Houthis have attempted to interfere with humanitarian aid delivery in Yemen.
    • Requires a determination on whether Houthis involved in blocking humanitarian aid and human rights abuses should be sanctioned under the Global Magnitsky Act.
    • Requires a determination on whether Houthis should be sanctioned for hostage-taking under the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act.

  • MIL-OSI USA: Van Orden, Reschenthaler Introduce Legislation to Mandate Milk Options in Military Installation Dining Facilities

    WASHINGTON, D.C. – Today, Navy veterans Congressmen Derrick Van Orden (WI-03) and Chief Deputy Whip Guy Reschenthaler (PA-14) introduced the Strengthening Our Servicemembers with Milk Act. This bill directs the U.S. Secretary of Defense to provide fluid or powdered milk to members of the Armed Forces at dining facilities on military installations.

    “The milk produced by our hardworking dairy farmers is a vital source of nutrients, playing a critical role in supporting the health and strength of our servicemembers,” said Van Orden. “By mandating milk on military installations, we are ensuring our men and women in uniform have access to healthy food options while serving our country.”

    “Milk plays an important role in America’s success— providing vital nutrients to the American people with the help of our dairy farmers in Pennsylvania, Wisconsin, and across our nation,” said Reschenthaler. “I am proud to introduce this legislation with my fellow Navy veteran to ensure our servicemembers have access to a variety of milk options while also supporting our dairy farmers.”

  • MIL-OSI USA: Ciscomani Leads Letter to Allow Students and Professionals who Work in Laboratories Access to their Service Dogs

    WASHINGTON – U.S. Congressman Juan Ciscomani (AZ-06) led a letter to Dr. Mandy Cohen, Director of the Centers for Disease Control and Prevention (CDC) urging a change to the CDC’s Biosafety in Microbiological and Biomedical Laboratories (BMBL) guideline manual to allow service dogs in laboratories for individuals with disabilities who utilize them.  

    The current guidance states, “Animals and plants not associated with the work being performed are not permitted in the laboratory.” This leaves no room for objective assessment for equal or equitable access and opportunities for those with disabilities who utilize a service dog. 

    Ciscomani encourages the CDC to amend the current BMBL guidelines to state, “Animals and plants not associated with the work being performed are not permitted in the laboratory; service dogs may be an exception based on an individualized risk assessment.”  

    “Individuals who utilize service dogs who study or work in laboratories should not be judged or discriminated against due to their disabilities,” said Ciscomani. “Whether they need new assistance due to an accident, or have a lifelong disability, this guideline is denying these individuals reasonable accommodation and forcing them to put their ambitions and career on hold. My proposed solution would expand equitable access to students and working professionals in the science industry who rely on a service dog for medical assistance.” 

    Ciscomani was joined by Reps. Mariannette Miller-Meeks (IA-01), David Valadao (CA-22), Brandon Williams (NY-22), and Vern Buchanan (FL-16) in this effort.

  • MIL-OSI USA: House Passes Luttrell, Correa Bipartisan Emerging Innovative Border Technologies Act to Enhance National Security

    WASHINGTON – Congressman Morgan Luttrell (R-TX) and Congressman Lou Correa (D-CA), members of the House Border Security and Enforcement Subcommittee, recently introduced the Emerging Innovative Border Technologies Act, which officially passed in the U.S. House of Representatives today with strong bipartisan support. This groundbreaking legislation will require the Department of Homeland Security (DHS) to present a comprehensive plan to Congress aimed at identifying, integrating, and deploying cutting-edge technologies to enhance border security operations. 

    “As cartels and foreign adversary operations become more sophisticated amidst the ongoing border crisis, the United States must deploy the latest and most advanced technologies available to our borders to disrupt these threats,” said Congressman Luttrell. “I’m proud of the bipartisan work we’ve done with Congressman Correa. I’ll continue to push for effective measures to safeguard our country and enforce our laws.”
     
    “Border security means keeping drugs and other negative elements away from our communities—and cutting-edge technology that is already available for commercial use gives our hard-working officers the tools they need to keep us safe,” Congressman Correa said. “Through this bipartisan effort, Congress will better-understand how our officers can use new technology to stop smugglers crossing in remote and deadly conditions, and hopefully deliver our officers the resources they so desperately need.     Specifically, the Emerging Innovative Border Technologies Act would:  

    • Require the Secretary of Homeland Security, within 180 days, to submit a comprehensive plan to Congress to identify, integrate, and deploy new, innovative, disruptive, or other emerging technologies into border security operations. 
    • Authorize one or more CBP Innovation Teams to research and adapt commercial technologies that are new, innovative, or disruptive into border security operations to address both capability gaps and urgent mission needs and assess their potential outcomes.
    • Require each CBP Innovation Team to have both operating procedures that clarify roles and responsibilities within such team with respect to DHS and non-Federal partners as well as protocols for entering agreements to rapidly transition technologies into new or existing programs of record.

    Since being sworn into Congress in 2021, Rep. Mann has been a fierce advocate for Kansas agriculture. Last week, Rep. Mann blasted the Biden-Harris Administration’s efforts to eliminate stepped-up basis and impose massive “marked-to-market” capital gains tax hikes on family-owned businesses and farms.

  • MIL-OSI USA: Charlotte Woodward Organ Transplant Discrimination Prevention Act Passes House

    WASHINGTON, D.C. — Today, Congresswoman Kat Cammack’s bill, H.R. 2706, the Charlotte Woodward Organ Transplant Discrimination Prevention Act, passed the House of Representatives.

    The bill is named after Charlotte Woodward, an adult woman with Down syndrome who received a lifesaving heart transplant over 12 years ago. Congresswoman Cammack’s introduction of the bill was inspired by Baby Zion Sarmiento from Ocala, Florida. Zion was born with Down syndrome and a heart defect in June 2021. Following 40 days in the NICU and five open-heart surgeries, Zion passed away after being denied a heart transplant because of his disability.

    “This is a monumental day for all of us,” said Rep. Kat Cammack. “I want to thank Charlotte, Bobbi and Josh Sarmiento, and all of the advocates who have worked hard to get this bill to this point. We’re inspired by your stories and will continue to fight for this issue so no other American experiences what the Sarmiento family—and so many others—did.

    “I’m grateful to my colleague, Rep. Debbie Dingell, for her partnership and work on this bill and to Senator Rubio for his leadership on this issue in the Senate. Finally, I extend my thanks to Energy & Commerce Committee Chair Cathy McMorris Rodgers for her leadership on this issue and so many others affecting this community,” she added.

    The legislation prohibits discrimination against people with disabilities in the organ transplant system by upholding, clarifying, and building upon rights established in the 1990 Americans with Disabilities Act (ADA). Additionally, it prohibits covered entities from determining an individual is ineligible to receive a transplant, deny an organ transplant or related service, refuse to refer the individual to an organ transplant center, refuse to place an individual on a waiting list, or decline insurance coverage for a transplant or related service based solely on the fact that the individual has a disability.

  • MIL-OSI USA: House Passes Congressman Valadao’s Online Dating Safety Act

    WASHINGTON – Today the House unanimously passed H.R. 6125, the Online Dating Safety Act. Congressman David G. Valadao (CA-22) and Congresswoman Brittany Pettersen (CO-07) introduced the bipartisan bill last year, which would require dating apps and services to issue fraud ban notifications to users who have interacted with a person removed from the app. The Federal Trade Commission reported that romance scams resulted in victims losing $1.3 billion in 2022 alone.

    “With more and more people using online dating services, there are a number of bad actors who use these platforms to commit fraud,” said Congressman Valadao.  “These apps have been around for over 10 years, but still there are little safeguards in place to protect users. The Online Dating Safety Act is an important step to enhance online safety, combat fraud, and help people make more informed decisions. I look forward to working with my Senate colleagues to get this bill across the finish line.”

    “Online dating services are being used as a platform for bad actors to target and exploit individuals, yet protections continue to lag behind,” said Congresswoman Pettersen. “Notifying users if they have been in contact with a potential scammer is a basic security feature that every online dating service should provide.     I rise to urge support for my bill, the Online Dating Safety Act.

    Each year, millions of people are deceived, defrauded, or misled by users of online dating apps.

    While it’s sadly common to see people lie about things like their age or occupation, this bill takes aim at the more sinister fraudsters who make their livelihoods preying on vulnerable individuals.

    According to the Federal Trade Commission, romance scams resulted in victims losing $1.3 billion in 2022 alone, with senior citizens being the most at-risk age group.

    There are countless horror stories of people being conned out of their entire life savings, all because they trusted someone they met online.

    Individuals who meet online often take their conversations to other communication platforms, so even when a fraudulent account is removed, someone might not know they are talking to someone who has been removed from the platform.

    This bill requires the dating platform to issue fraud ban notifications to users who have ever interacted with a person who has been removed from the app for fraudulent activity.

    While we can’t stop all criminals, this is a simple and important step to fill a communication gap and help people make more informed decisions about who they’re really talking to.

    These apps have been around for over 10 years, but still there are little safeguards in place to protect users.

    I urge my colleagues to support this bill to help prevent this widespread fraud.

    Over 55 million Americans reported using an online dating service in 2022. As Americans continue to go online to find meaningful relationships, scammers are following suit. The Federal Trade Commission reported that romance scams resulted in victims losing $1.3 billion in 2022 alone. When an online dating service provider becomes aware of a user committing fraudulent activity, such as illegally obtaining money, the online dating service provider immediately deactivates the fraudulent user’s account. However, individuals who meet online often take their conversations to other communication platforms, so even when a fraudulent account is removed, an individual might not know they are still communicating with someone who has been removed from the dating platform. The Online Dating Safety Act seeks to fill this communication gap by requiring these platforms to send a fraud ban notification to anyone who has communicated with someone with a fraudulent account.
