  • MIL-OSI USA: Salazar Condemns Biden Administration for Allowing Oil Companies to Finance Maduro Regime

    WASHINGTON, D.C. – Today, Western Hemisphere Subcommittee Chairwoman María Elvira Salazar (R-FL) convened a hearing to condemn American and European oil companies for continuing to conduct business with the Maduro regime, even after its attempt to steal the 2024 presidential election.

    “In Venezuela, a cruel contradiction has unfolded. Maduro has intensified his brutality through jail and death since July 28th,” said Chairwoman Salazar. “In the meantime, unfortunately, American and European oil companies led by Chevron, Repsol, Eni, and Maurel et Prom have now increased their pumping and their profits—directly fueling the tyrannical machinery of oppression. Shame on them!”

    Chairwoman Salazar began her hearing by describing the current human rights situation in Venezuela, where the dictator Nicolas Maduro has unleashed an unprecedented wave of repression against the opposition and regular civilians in the weeks following the 2024 Venezuelan presidential election. She identified a key weakness in the Biden-Harris Administration’s policy towards the Maduro regime: Allowing American oil companies to continue operating in Venezuela without complaint. Chevron, Repsol, Eni, and Maurel et Prom are the four companies with the largest licenses to operate within Venezuela.

    Salazar began her line of questioning by asking the top Biden-Harris State Department official on Venezuela Kevin Sullivan why his agency renewed Chevron’s license to operate in Venezuela 33 days after Maduro lost the election on July 28, 2024. Sullivan insisted that the decision comes down ultimately to the Treasury Department’s Office of Foreign Assets Control (OFAC). Salazar reminded Sullivan that OFAC only issues policy at the direction of the State Department, so any independence in their decision-making process is simply wrong. Chairwoman Salazar also indicated that by allowing these companies to continue operating in Venezuela, the Maduro regime will retain the financial support it needs to continue its repression against the Venezuelan people.

    Next, Chairwoman Salazar asked Mr. Sullivan about the 50 companies who applied for licenses to operate in Venezuela more broadly. After deflecting and referring the Congresswoman to OFAC again, Salazar made the case that by allowing these companies to operate in Venezuela without repercussions from the U.S. government, the United States is sending a weak and ambiguous message to the international community that what Maduro is doing is ultimately acceptable. Furthermore, Chairwoman Salazar asked about the possibility that the State Department will pause these licenses. Sullivan responded that the possibility is always there as a matter of policy, but again said it was still under review.

    Chairwoman Salazar continued her opening line of questioning by asking about the Biden-Harris Administration’s refusal to recognize Edmundo Gonzalez Urrutia as the legitimate president-elect of Venezuela. Sullivan responded that Gonzalez is definitely the victor in the Venezuelan elections, and that the U.S. government has called on Nicolas Maduro to release the results showing these results. Salazar reminded the State Department that anything short of recognition will be seen as a lack of support for the opposition in the eyes of the Maduro regime.

    Salazar closed her opening remarks by asking the leading officials on human rights and aid at the State Department and USAID, Mr. Enrique Roig and Mr. Greg Howell, respectively, about the impact this major policy weakness will have on migratory flows. 4 million Venezuelans said they would leave their country if the dictator Maduro refuses to hand over power. This will strain resources in neighboring South American countries like Colombia, Brazil, and Ecuador, and add to the growing national security crisis at the United States’ southern border. Salazar received no response other than that the U.S. government is working with those South American governments to strengthen their capacity to receive these migrants.

    Chairwoman Salazar ended the hearing by emphasizing the need for bipartisan support for the Venezuelan opposition at this crucial hour.

  • MIL-OSI USA: Rep. Molinaro Leads NY GOP Effort To Repeal Albany’s Pro-Crime Policies

    Binghamton, NY – U.S. Rep. Marc Molinaro (NY-19) today introduced the Keep Our Streets Safe Act to incentivize Albany to repeal bail reform and the Clean Slate Act, which hides felony records from the public. He was joined by U.S. Reps. Nicole Malliotakis (NY-11), Claudia Tenney (NY-24), Andrew Garbarino (NY-2), Nick Langworthy (NY-23), Anthony D’Esposito (NY-18), Mike Lawler (NY-17), Nick LaLota (NY-1), and Brandon Williams (NY-22).

    Under Rep. Molinaro’s bill, if a state like New York has laws that conceal felony records or prevent judges from considering dangerousness when determining pre-trial release, federal funding from the Edward Byrne Memorial Justice Assistance Grants (JAG) will bypass the state and go directly to local governments.

    The JAG Program provides states, tribes, and local governments with funding to support courts, crime prevention, corrections, law enforcement, and mental health, drug, and veteran programs.

    Rep. Molinaro said, “Taxpayers shouldn’t be on the hook to prop up a regime in Albany that is making us less safe. This bill will take funds from Albany and reinvest them directly into the local police, courts, and governments that are actually doing the work to restore public safety.”

  • MIL-OSI USA: Steel Calls on Columbia to Cancel Event with Communist Vietnam Leader

    WASHINGTON, D.C. – With the General Secretary of the Communist Party of Vietnam set to headline an event at Columbia University tomorrow, Congresswoman Michelle Steel (CA-45) is calling on Columbia to cancel the event and clarify whether suffocating basic human rights comports with the university’s values.

    In a letter to Columbia, Steel notes that under To Lam’s leadership Vietnam has doubled down on the repression of human rights, limiting free expression and detaining prisoners of conscience. Such abuses largely occur due to the communist regime’s crackdown on dissent from journalists and activists as well as those seeking to practice their faith.

    “To Lam is a dangerous authoritarian who has stifled free expression and taken many prisoners of conscience in Vietnam. Columbia must reverse course and refuse to grant legitimacy to someone who jails his own citizens simply for speaking their mind,” said Rep. Michelle Steel, who represents a large population of Vietnamese Americans in Orange County, CA.

    “Columbia cannot claim to foster a campus environment of free speech and expression while hosting one of the most prominent leaders of authoritarianism. Going forward with hosting To Lam would unfortunately signal more of the same from an institution that has too often identified itself with civil rights while disregarding the circumstances of those most affected,” Steel added.

    To Lam, who recently took over as Vietnam’s head of state, will be in New York for a meeting of the United Nations General Assembly followed by a trip to Cuba. Even prior to his current human rights abuses, To Lam has a documented history of stifling free speech in his prior role as Vietnam’s Minister of Public Security.

    Below is a copy of Steel’s letter:

    Dear President Armstrong,

    I write to you today to express my serious concern regarding Columbia University’s planned event on September 23 with To Lam, the General Secretary for the Communist Party of Vietnam, and Columbia University’s promotion of an individual who is chiefly responsible for the ongoing repression of the Vietnamese people. Columbia University should immediately rescind its invitation to To Lam and clarify whether suffocating basic human rights comports with its values.

    Since Lam assumed the role of General Secretary, the Communist Party of Vietnam has doubled down in adopting the Chinese Communist Party model of repression. In turn, there are currently over 170 prisoners of conscience detained in Vietnam.

    Prisoners of conscience in Vietnam face lengthy prison sentences, endure solitary confinement, face unfair trials, and are arbitrarily detained by the one-party police state. In addition, Vietnamese prisoners of conscience are unable to seek care for their health conditions, subjected to forced labor, and banned by prison authorities form religious practices, such as prayer. Some have succumbed to unspecified medical issues and have died while serving life sentences.

    Just this week, Vietnam’s Hanoi People’s Court sentenced Phan Van Bach, an independent journalist and prominent activist, for “distributing anti-state propaganda after voicing his concerns about the Communist Party of Vietnam on Facebook and YouTube. While in custody, Mr. Bach’s health has seriously deteriorated according to his wife and attorney.

    Additionally, noodle vendor Bui Tuan Lam was jailed for the same “anti-state propaganda” charges last year after posting 19 videos on Facebook and 25 on YouTube that “affected the confidence of the people in the leadership of the state,” according to the indictment. Days prior, footage surfaced of then-Vietnam Minister of Public Security To Lam eating a $2,000 steak after he had visited the grave of Karl Marx.

    Sadly, Columbia University’s welcoming of To Lam is yet another example of its lack of moral clarity. Columbia cannot claim to foster a campus environment of free speech and expression while hosting one of the most prominent leaders of authoritarianism. Condoning this level of repression will only embolden further persecution of the Vietnamese people.

    Now is the time for Columbia University to define its posture toward the Communist Party of Vietnam. Going forward with hosting To Lam would unfortunately signal more of the same from an institution that has too often identified itself with civil rights while disregarding the circumstances of those most affected.

    Knowing immigrants contribute nearly $100B in taxes.

    So immigrants BAIL OUT federal programs with their labor and taxes, but it’s the federal government that has to stop the BAILOUTS?

    Miss me with that.

    Chicago and Illinois know immigrants contribute to the economic and social vibrancy of our communities.

    So you have to ask… why else might Republicans propose a policy that would strip billions in federal funds from states like New York, California, and Illinois?

    Can you think of a reason? I can.

    A political stunt to take money away from diverse communities and Democratic cities.

    I will be voting No on HR 5717, and I urge my colleagues to do so, too.

    Background:

    Since 2023, Chicago has welcomed 54,309 new arrivals, 89% of which were sent by Republican Texas Governor Greg Abbott. The City of Chicago and many surrounding suburbs have worked to provide short-term shelter, long-term housing, medical care, food, clothing, and social services to welcome and integrate new arrivals. A 2019 report showed that Chicago metro area immigrants generated more than $20.6 billion in taxes that year alone. According to a Bloomberg Report, undocumented immigrants in the United States pay nearly $100 billion in taxes in 2022. 

    Ramirez had previously called for $10 billion in federal funding to support welcoming cities nationwide. She also successfully secured $1 million for a new immigrant welcoming center for Chicago and $2.75 million for the construction of new affordable housing across her district.

This legislation comes after two assassination attempts on the former President within the last few months. The Bill passed the House of Representatives unanimously.

    WASHINGTON, DC – Today, Congressman Scott Fitzgerald (WI-05) issued the following statement after his bill, the Performance Over Politics Act, was passed on the House floor.

    “While shareholder engagement remains an important aspect of corporate governance, the consideration of shareholder proposals that deviate from the company’s strategic direction or long-term goals has transformed boardrooms into partisan platforms where political agendas overshadow sound financial management,” said Rep. Fitzgerald. “In an effort to curb the growing politicization of shareholder meetings, I was pleased to see my legislation—Performance Over Politics Act—pass as part of the Prioritizing Economic Growth Over Woke Policies Act on the House floor today. My bill works in unison with the larger legislative package to counter the political ESG movement and strengthen our financial system.”

    The Performance over Politics Act permits issuers to set aside for three years resubmission of shareholder proposals that are substantially similar to proposals that received less than 10% of the vote once in the previous five years, received less than 20% twice in the previous five years, or received less than 40% three times in the previous five years. A 2009 study noted that costs directly incurred by companies due to such proposals were estimated at $87,000 per proposal, totaling $90 million annually. The goal of the bill is to respect the decisions of the majority of shareholders and encourage more rather than less public companies – and get politics out of the boardroom.

    This bill was passed as a part of H.R. 4790, the Prioritizing Economic Growth Over Woke Policies Act.

  • MIL-OSI USA: Fitzgerald Co-Introduces Bill to Protect American Businesses from Russian Lawfare

    WASHINGTON, DC – Congressman Scott Fitzgerald (WI-05) co-introduced the Protecting American Businesses from Russian Litigation Act of 2024 to shield American businesses from frivolous Russian lawfare. The bill closes an existing loophole in federal law and amends Chapter 111 of Title 28 of the United States Code to ensure that U.S. persons are protected from lawsuits that result from good faith compliance with U.S. sanctions and export controls.

    “Following Putin’s invasion into Ukraine, Russia has waged an aggressive campaign against American companies that withdrew their services from the country to comply with U.S. imposed sanctions designed to weaken the regime. Russian courts have wrongly awarded large claims against these companies, and Russian litigants have used these decisions as evidence to sue in U.S. Federal courts. This is wrong. Wisconsin businesses who distribute internationally should not be punished for good-faith compliance with U.S. sanctions. That’s why I’m proud to cosponsor the Protecting Americans from Russian Litigation Act, which will amend U.S. Code to shield U.S. persons from frivolous lawsuits for good faith compliance with U.S. sanctions and export controls,” said Rep. Fitzgerald.

    BACKGROUND: In response to Russia’s February 2022 invasion of Ukraine, the U.S. government imposed sanctions and export controls on Russia. To comply with these measures, U.S. companies wound down operations and ceased work in Russia. As a result, U.S. companies have been targeted by Russian litigants seeking damages and being awarded large and inflated claims by Russian courts against U.S. companies. These subjective decisions are then used as the basis for Russian litigants to seek significant damages under U.S. law – essentially functioning as a countersanction for Russia.

    American companies shouldn’t be punished for simply complying with U.S. sanctions and export controls. The Protecting American Businesses from RussianLitigation Act of 2024 will protect American companies and their interests so that they are not subject to litigation for good faith compliance with U.S. sanctions and export controls.

    In 1507, professors at the University of Padua canceled student vacations for Carnevale, prompting students to stage the first recorded campus protest by rioting and destroying lecture halls. This event marked the beginning of a long tradition of campus free speech. From the Harvard Butter Rebellion of 1766 to Howard University Law School’s “stool-sitting technique” in 1943, student activism has played a crucial role in shaping America’s political discourse and advancing justice.

    This is why the First Amendment safeguards some of our most cherished rights as Americans. Any student who feels their First Amendment rights are being infringed upon can file a federal lawsuit against their public college or university. They can rely on over 200 years of precedent and case law that clarify how the First Amendment should be interpreted and enforced in such cases. These precedents specifically address the unique nature of colleges and universities as public entities that must uphold constitutional rights while ensuring safe learning environments for students.

Under this bill, accreditors cannot evaluate a school’s commitment to any ‘ideology, belief, or viewpoint,’ effectively barring support for diversity, equity, or inclusion. This aims to revert to a time when colleges did not prioritize recruiting and educating Black students, promoting homogenous White educational institutions.

    Additionally, The Respecting the First Amendment on Campus Act (H.R. 7683) seeks to alter the First Amendment, creating a new framework to regulate speech and association rights. This could allow religious student groups to discriminate against Black students using student activity fees. If public colleges and universities restrict certain types of speech due to safety concerns, they could face hefty fines and potential loss of Title IV aid. This provision could enable extremist White Supremacist groups like the KKK, Proud Boys, and Oath Keepers to infiltrate college campuses and recruit impressionable students.

    Second, this bill introduces a “Prohibition on Litmus Tests” during the accreditation process for schools. Extreme MAGA Republicans aim to ensure that schools discriminating against Black students cannot lose accreditation for such practices. Conversely, the Department of Education could revoke an accreditor’s recognition if its standards for Black History are deemed “Critical Race Theory,” suggesting these standards force a university to adopt a “specific partisan, political, or ideological viewpoint or belief.”

    Additionally, one of the many harmful policies in H.R. 3724 is the so-called Equal Campus Access provision. This would allow religious student clubs to bypass nondiscrimination requirements that apply to other student clubs funded by student activity fees. Student groups are a vital part of the college experience, and if this bill becomes law, minority students would be forced to subsidize groups that discriminate against them.

    I will be voting NO on this bill and encourage my colleagues to do the same. We have too much at stake to allow Extreme MAGA Republicans to inject far-right-wing conspiracy theories into our educational system.

  • MIL-OSI USA: Rep. Mann Blocks Biden-Harris Electric Vehicle Mandate

    WASHINGTON, D.C. – Today, U.S. Representative Tracey Mann (KS-01) voted to disapprove of the Biden-Harris Administration’s U.S. Environmental Protection Agency’s (EPA) tailpipe emissions rule that requires automobile manufacturers to reduce greenhouse gas emissions and air pollutants by nearly 50% in vehicle fleets modeled in the years 2027 through 2032. Under EPA’s estimation, the rule would require two-thirds of new cars in the United States to be electric by 2032. H.J. Res 136 passed in the U.S. House of Representatives by a vote of 215-191. Rep. Mann, who cosponsors the legislation, released the following statement after the vote:

    “No matter how much the Biden-Harris Administration tries to deny its electric vehicle mandate, the archaic, bureaucratic rules and regulations speak for themselves,” said Rep. Mann. “Under EPA’s rules, automobile manufacturers will be bullied into producing more electric vehicles for the sake of meeting arbitrary quotas and standards set by the federal government. Rather than focus on reducing the record-high energy costs facing American families, the Biden-Harris Administration has again chosen to ignore the facts and focus on its radical climate agenda. Businesses should make production decisions that best meet the demand of consumers, business needs, and objectives, not the demands of Uncle Sam. Kansans who want to buy electric vehicles should be able to buy them because they want to, not because Vice President Harris and President Biden think it’s best.”

    Last week, Rep. Mann rejected EV tax subsidies that could benefit the Chinese Communist Party. In June 2024, Rep. Mann pressed U.S. Secretary of Transportation Pete Buttigieg on the impact of the Biden-Harris Administration’s electric vehicle mandate on the wear and tear of U.S. roads and highways.

Mike Garcia’s (CA-27) legislation, H.R. 9468, the Veterans Benefits Continuity and Accountability Supplemental Appropriations Act of 2024, was officially signed into law, securing critical benefits for 7 million veterans. This legislation addresses the $2.883 billion budget shortfall at the Department of Veterans Affairs (VA), ensuring that veterans’ benefits payments continue uninterrupted starting October 1st.

    “As soon as I heard about the VA budget shortfall, I made a commitment to the veterans of CA-27 that I would fix the problem and ensure they received their benefits on time. This legislation delivers on that commitment. We can’t afford to leave these heroes who answered their nation’s call to duty high and dry without the medical care and GI Bill benefits they earned,” said Rep. Garcia. “This is a big win for our veterans, but they should never have been put into this stressful position in the first place. It’s unacceptable that the VA’s gross incompetence risked breaking the government’s promise to our heroes. I’m proud to have led the effort to step in where the VA failed and fix this before it became a disaster.”
    Rep. Garcia’s legislation also implements strong oversight measures to identify the root cause of the shortfall and to prevent similar issues in the future. It mandates the VA to open its financial records to Congress and requires an independent investigation by the VA’s independent Inspector General to determine how such a large shortfall was allowed to occur.
    “We can’t afford to just give the VA a blank check and expect the root cause of the issue to be solved.     CHICAGO – U.S. Representative Jonathan L. Jackson (D- 1st Congressional District of Illinois) will meet in the city on Saturday with Colombian President Gustavo Petro to discuss improving opportunities for Afro-Columbians in the nation’s third-largest city and abroad.

    Since the 1970s, the city’s Colombia population has grown from 3,500 to more than 40,000 residents, making Colombians the sixth largest Hispanic community in Chicago.

    Since assuming office in 2022, Petro has visited Chicago seven times. In 2009, Chicago established a sister city relationship with Colombia’s capital city, Bogota. This visit is for the three-day Colombia Grows in Chicago festival, which concludes on Saturday. The festival celebrates Colombia’s rich culture and diversity and unites communities through art, performances, exhibitions, and a panel on migration. Congressman Jackson will meet with President Petro after Petro’s speech.

  • MIL-OSI USA: Strong Introduces Legislation to increase Tennessee Valley power generation

    Washington, D.C.  — This week, Congressman Dale W. Strong (AL-05) introduced legislation to advance the research, development, demonstration, and commercial application of Small Modular Reactors (SMR) and micro-reactors in the U.S.  

    To achieve this goal, the Department of Energy will be required to construct and demonstrate two near-term SMR or micro-reactor projects that can be fully deployed by 2034. At least one of these projects must be located on or adjacent to an operating or retired nuclear reactor site. 

     

    Bellefonte Nuclear Plant, an unfinished Tennessee Valley Authority asset, is one such site that would qualify under this legislation.

(September 18, 2024) – Congressman Morgan McGarvey (KY-03) released the following statement following his vote against a continuing resolution (CR) that would fund the government at insufficient levels for six months and includes the SAVE Act, one of the most extreme and restrictive elections bills ever considered in the House of Representatives:
     
    “This is not a serious bill, it’s political theater.
     
    Republicans say they’re the party of fiscal responsibility, but for the second year in a row, they’ve failed to pass a budget on time.
     
    In kicking the can down the road once again, House Republicans are hurting our national security, veterans, seniors, low-income families, small businesses, and more.
     
    The House Majority claims to back our veterans, but the funding levels they presented mean our troops don’t get a raise and veterans don’t get the care they need.
     
    House Republicans say they want all eligible voters to be able to vote, but they’re tying government funding to the most extreme and restrictive election bill in history—a dead-on-arrival bill intended to prevent something that is already illegal.
     
    It’s unserious and it’s a waste of time. We should be working to pass a budget that addresses the current needs of our country.
     
    I voted no.”
     
    The continuing resolution failed 202-220, with 206 Democrats and 14 Republicans voting against it. If no budget or continuing resolution is passed by both chambers and signed into law by September 30, the government will shut down.

    “Kamala Harris’s reign as Border Czar has been one of the most detrimental decisions for our national security in American history. Colorado’s sanctuary policies for illegals encourage the surge from the Southern Border to our communities, like Aurora. 

    That’s why I’m proud to have voted in favor of Congressman LaLota’s ‘No Bailout for Sanctuary Cities Act’ today. His legislation will prohibit federal funds from being used to bail out sanctuary cities.     This legislation holds sanctuary cities accountable for exacerbating the Biden-Harris Border Crisis and flouting federal immigration law by prohibiting the use of taxpayer dollars to fund housing, healthcare, and other benefits for illegal immigrants in such municipalities. 

    • Despite the Illegal Immigration Reform and Immigrant Responsibility Act explicitly prohibiting any restriction on communication between state or local entities and federal immigration authorities relating to an individual’s immigration status, many Democrat-led jurisdictions like New York and California refuse to cooperate and enforce federal immigration law.
    • Sanctuary policies incentivize illegal immigration, which has already hit historic levels thanks to the Biden-Harris Administration’s open borders policies, by promising free taxpayer-funded benefits.  Woke mayors and governors are prioritizing illegal immigrants at the expense of residents, who are facing overburdened schools, hospitals, and other social services. They are also endangering the safety of both community members and the law enforcement officers who protect them by permitting criminal aliens to roam freely.
    • American taxpayers should not foot the bill for Democrat’s radical immigration policies. H.R. 5717 will ensure American families don’t bear this burden by prohibiting sanctuary cities from receiving federal funding intended to be used for the benefit of illegal immigrants, including for the provision of food, shelter, healthcare services, legal services, and transportation.

Carter, Sr. (D-La.) announced $292,714,591 in Battery Materials Processing Grants from the U.S. Department of Energy (DOE) for Element 25 (Louisiana) LLC and Honeywell International Inc. These awards were made possible through the Bipartisan Infrastructure Law, which Congressman Carter helped craft and voted for.

    “I’m excited to celebrate this significant step in our nation’s pursuit of sustainable energy and innovation,” said Rep. Carter. “This funding strengthens the battery materials industry and keeps the U.S. at the forefront of advanced technology manufacturing.     Element 25 (Louisiana) LLC was awarded $166,128,094 to launch “Project Laver,” a state-of-the-art refining facility in the Baton Rouge area to produce high purity manganese sulphate monohydrate (HPMSM), a critical component in lithium-ion batteries. This facility will be the first of its kind in the United States. Once operational, this plant will create over 140 permanent jobs for Louisiana workers, including those transitioning from the oil and gas industry, as well as 400 construction jobs. The project will also foster long-term community success by creating apprenticeships for 5% of its workforce, providing on-the-job training and opportunities for career growth.

    Honeywell International Inc. was awarded $126,586,497 to build a groundbreaking facility in Geismar, Louisiana, to produce Lithium (bis)FluoroSulfonyl Imide (LiFSI), a critical electrolyte salt for lithium batteries used in electric vehicles and energy storage. This new facility will be the first of its kind in the United States. This project will create approximately 100 construction jobs and 70 full-time, high-paying, permanent, high-tech positions available once the plant is operational.

    The Battery Materials Processing Grants Program is designed to provide grants for battery materials processing to ensure that the United States has a viable battery materials processing industry. Funds can also be used to expand our domestic capabilities in battery manufacturing and enhance processing capacity.

    Congressman Carter is the lead sponsor of H.R. 9037, the Federal Emergency Mobilization Accountability (FEMA) Workforce Planning Act, bipartisan legislation that requires the Federal Emergency Management Agency (FEMA) to submit a plan to Congress every three years that includes specific retention, recruitment, and deployment goals for its workforce.

    “In Louisiana, we’ve seen how storms are increasingly more dangerous and unpredictable. My FEMA Workforce Planning Act is a critical step toward ensuring FEMA is better equipped to respond to disasters by creating clear goals for employee recruitment, retention, and training,” said Rep. Carter. “By requiring regular updates and audits, the bill promotes accountability and ensures that FEMA’s staffing plans are aligned with the evolving needs of disaster response. This bipartisan legislation is a smart move toward filling gaps in FEMA’s workforce, which in turn will help communities receive the support they need in times of crisis.”

    In 2023, the Government Accountability Office (GAO) released a report called “FEMA Disaster Workforce: Actions Needed to Improve Hiring Data and Address Staffing Gaps.” The report said that FEMA faced challenges deploying staff with the right skills and training to meet the needs of communities impacted by federally declared disasters. It also said that FEMA is short 6,200 workers, which means the agency is 35% short of the staff it needs. At the height of FEMA workforce deployments in October 2017, GAO found that 54 percent of staff were serving in a capacity in which they were not formally certified according to FEMA’s qualification system standards.

    Congressman Carter is also a cosponsor on several bills that will strengthen benefits for disaster victims and communities working to recover:

    H.R.6083, the Duplications of Benefits Victims Relief Act, clarifies that a post-disaster loan from the Small Business Administration (SBA) is not considered disqualifying for receiving other federal recovery funding. During past disasters in Louisiana, most notably the floods of 2016, recovery funds promised to victims were reduced or eliminated if a homeowner had qualified for a federal disaster recovery loan from the SBA. Because the homeowner was already approved for federal relief, the U.S. Department of Housing and Urban Development (HUD) stated it would be a “duplication of benefits” for them also to receive a federal recovery grant from the Community Development Block Grant—Disaster Recovery (CDBG-DR) program. While SBA loans are required to be repaid to the federal government, CDBG-DR grants are one-time payments to victims and do not require repayment.

    H.R. 5623, the Addressing Addiction After Disasters Act, improves the federal Crisis Counseling Assistance and Training Program by allowing FEMA to provide services for substance use disorder and alcohol use disorder. Studies show that after Hurricane Katrina struck the Gulf Coast in 2005, alcohol consumption increased by about 185% from before the storm, and the annual hospitalization rate for substance use disorders increased by approximately 30%.

    H.R. 2672, the FEMA Loan Interest Payment Relief Act amends the Stafford Act to reimburse local governments and electric cooperatives for the interest on loans used for disaster recovery efforts. Many of these entities, particularly smaller and rural municipalities, need immediate funds for recovery and infrastructure repairs, but FEMA reimbursements often take time, leaving them with high-interest loan payments. This bill relieves them of that financial burden, allowing them to focus on recovery rather than loan costs.

    Last December, Congressman Carter was the Ranking Member for a Ways and Means Committee field hearing in Baton Rouge, LA focused on the effects of the Windfall Elimination Penalty (WEP) and the Government Pension Offset (GPO) on everyday Americans, where he heard from Louisianians struggling to make ends meet due to these harmful provisions.

    The WEP and GPO prevent federal retirees like police, teachers, firefighters, state workers and their spouses who earned pensions from those careers from collecting their full Social Security benefits earned while working outside of government, affecting over two million Americans, including thousands in Louisiana.

    WEP dates to 1983 and reduces Social Security benefits for workers who paid into both a civil service pension from their time in government employment and Social Security, in a Social Security covered job outside of government.

    GPO dates to 1977 and reduces by two-thirds the retirement or disability pension from a federal, state, or local government for spouses and widows or widowers if the spouse or widow did not pay in themselves.

    The Social Security Fairness Act (H.R. 82) would repeal the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO) and has bipartisan, bicameral support.

Carter, Sr. (D-LA) commended the passage of his bill H.R. 4403, the Securing the Cities Improvement Act in the Senate Committee on Homeland Security and Governmental Affairs this week. This legislation would ensure stability within the Securing the Cities (STC) program and partnerships with at-risk cities.

    “My bill will help cities build and maintain their security capabilities against nuclear, radiological, chemical, and biological threats, offering a more targeted and effective approach to national security preparedness and response,” said Rep. Carter. “This legislation is critical for sustaining our preparedness and ensuring the safety of our nation against terrorism, showing that we’re serious about protecting our communities, including New Orleans and surrounding areas, which are vital to our nation’s energy and economic security.”

    The Securing the Cities Improvement Act would allow the Department of Homeland Security (DHS) Office of Countering Weapons of Mass Destruction (CWMD) to determine which cities to partner with for the STC program based on the jurisdiction’s capability and capacity to prepare for and respond to threats or vulnerabilities against a terrorist attack and other high-consequence events utilizing nuclear or other radiological materials. It would also establish performance metrics and milestones for the STC program and monitor expenditures for the program. Furthermore, this legislation would require DHS to provide a report to Congress regarding participation in the STC program, the establishment of metrics and milestones for the program, and plans for any changes to the program.

    Background

     

    The STC Initiative was launched by the Department of Homeland Security in Fiscal Year 2007 as a pilot program to support New York City, Jersey City, and Newark in detecting and preventing nuclear or radiological threats. The STC program has now grown and provides 14 local governments with detection equipment, training, exercise support, operational and technical subject matter expertise, and programmatic support. However, the program is limited to “high-risk urban areas” designated by the Federal Emergency Management Agency under the Urban Area Security Initiative (UASI) program. This linkage between STC and UASI can create uncertainty for local governments participating in the program, as the composition of jurisdictions in the UASI program can vary considerably from one year to the next.

    The Securing the Cities Improvement Act is cosponsored by Reps. Bennie G. Thompson (D-M.S.), Ranking Member of the House Homeland Security Committee, and Clay Higgins (R-L.A.).

    WASHINGTON, D.C. – With recent reports indicating that General Secretary for the Communist Party of Vietnam To Lam plans to meet with Meta and Google while in the United States next week, Rep. Michelle Steel is calling on both companies to refuse their meetings and clarify whether they support Vietnam’s persecution of those utilizing their platforms.

    In letters to both Meta and Google, Steel notes that under To Lam’s leadership, Vietnam has doubled down on the repression of human rights, with over 170 prisoners of conscience currently detained. Such abuses largely occur due to the communist regime’s vast surveillance of online discourse, including on Meta and Google’s very platforms.

    “To Lam is a dangerous authoritarian who has stifled free expression and taken many prisoners of conscience in Vietnam. Corporations like Google and Meta – who allegedly facilitate open communication – must reverse course and refuse to grant legitimacy to someone who jails his own citizens simply for speaking their mind,” said Rep. Michelle Steel, who represents a large population of Vietnamese Americans in Orange County, CA. “If these big tech companies choose to give To Lam a platform, the Vietnamese people and Vietnamese Americans should assume that Meta and Google support Communist Vietnam’s persecution of users on their very own platforms.”

    To Lam, who recently took over as Vietnam’s head of state after a stint as Vietnam’s Minister of Public Security, will be in New York for a meeting of the United Nations General Assembly. Even prior to his current human rights abuses, To Lam has a documented history of stifling free speech.

    Rep. Steel represents parts of Los Angeles County and Orange County, including the Little Saigon community, which has the largest population of Vietnamese anywhere outside of Vietnam.

    Brooklyn, NY – Congressman Dan Goldman (NY-10) today announced that he and a coalition of elected officials secured a $163,800,000 Mega Grant award from the United States Department of Transportation (DOT), which will be used by the City of New York to revitalize the Brooklyn Marine Terminal (BMT).

    As Chair of the Brooklyn Marine Terminal Task Force, Congressman Goldman led a letter of support for the grant award, joined by U.S. Senate Majority Leader Chuck Schumer (D-NY), U.S. Senator Kirsten Gillibrand (D-NY), New York State Senator Andrew Gounardes, New York State Assemblymember Marcela Mitaynes, New York State Assemblymember Charles Fall, New York State Assemblymember Jo Anne Simon, Brooklyn Borough President Antonio Reynoso, New York City Councilmember Alexa Avilés, and New York City Councilmember Shahana Hanif to the U.S. DOT.

    In May, the New York City Economic Development Corporation (NYCEDC) announced that they would be taking over ownership of the Brooklyn Marine Terminal and initiating a community-led master planning and visioning process for the future of the Terminal. Congressman Dan Goldman was tapped to serve as Chair of the Task Force and Senator Andrew Gounardes and Councilmember Alexa Avilés were tapped to serve as Vice Chairs. The Brooklyn Marine Terminal Task Force has oversight over NYCEDC’s master planning process.

    The Mega Grant award included three components: (1) Rehabilitate Pier 10, (2) Demolish Piers 9A and 9B and construct a new Pier 9, and (3) improve traffic and circulation on the BMT campus for pedestrians, cyclists, and motorists. The funding will be released in two waves. $3.8 million will be released to New York City in Fiscal Year 2025 and the other $160 million will be released in Fiscal Year 2026.

    The U.S. Department of Transportation’s Mega Grant program supports large, complex projects that are difficult to fund by other means and likely to generate national or regional economic, mobility, or safety benefits.

    Washington, DC – Congressman Dan Goldman (NY-10) joined Oversight Committee Ranking Member Jamie Raskin (MD-08) and 16 of his Democratic committee colleagues in sending a letter to Chairman James Comer calling for the Oversight Committee to hold a hearing to address the gun violence epidemic plaguing this country following the Apalachee High School shooting in Winder, Georgia. According to reports, the 14-year-old gunman entered the school armed with an AR-15 firearm, the preferred tool of mass shooters, to kill his classmates.

    “On Wednesday, America experienced another massacre by AR-15 in a public school. With two more students and two more teachers dead and nine wounded in Winder, Georgia, with their families and communities grieving and ripped apart by this violence, we wonder whether you agree it is now time to call a hearing to address why our nation sees rates of gun violence hundreds of times higher than the United Kingdom and why gun violence is now the leading cause of death for American children and teens,” the Members wrote.

    In the 118th Congress, the Republican-led Committee has only held one hearing about a mass shooting and that hearing was entirely focused on the operational failures of the United States Secret Service. On July 22, 2024, Chairman Comer convened a hearing to examine the attempted assassination of Donald Trump that took the life of one person and critically injured two people.

    Since January 3, 2023, the first day of the 118th Congress, there have been more than 1,000 mass shootings, with more than 70 of those mass shootings following the July 22 hearing. Even though the majority of Americans favor stricter gun laws, Chairman Comer and Republicans in Congress have failed to address this public health crisis which is the leading cause of death in children and teens.

    “This Committee should show the American people that Congress can and will act to stop the devastation caused by AR-15s and other firearms every single day. We therefore urge you to convene a hearing this month about our gun violence epidemic and to discuss popular commonsense legislation, like a universal violent criminal background check and a ban on military-style assault weapons, to protect the lives of children at school, teachers, and the rest of the American people,” the Members concluded.

    Not doing anything in response to another firearm attack at a school would send the message that we think this kind of savage gun violence in schools is normal and acceptable.

    We know we don’t have a lot of time left in this Congress, but it is hard to think of a more pressing public policy problem than gun violence.

    Would you, as Chairman of the Committee on Oversight and Accountability, convene a hearing to examine the causes of—and best solutions to address—the gun violence epidemic plaguing our country?

    Details are still emerging about the events of this most recent mass shooting in Georgia. It is clear, however, that the 14-year-old shooter—who is not even old enough to legally drive a car—obtained from his father an “AR-15-style” firearm to kill his classmates and teachers. As you know, AR-style rifles are now the preferred weapon of mass shooters.

    The Committee has only held one hearing this Congress about a mass shooting and that hearing was entirely focused on the operational failures of the United States Secret Service. On July 22, 2024, you convened a hearing to examine the attempted assassination of Donald Trump that took the life of one person and left two others critically injured. We joined you in calling not only for that hearing but for the resignation of the Secret Service Director for her outrageous failure to answer the most basic questions about the Secret Service operational failures on that day. We also said that we were right to seek dramatic improvements in the protective posture of the Secret Service in keeping presidential candidates safe from gun violence.

    But we also asked what we are planning to do to keep the rest of the population safe from mass gun violence.

    It is a serious dereliction of duty for this Committee—and the Republican-led House Representatives—to act to protect presidential candidates from gun violence but do nothing at all to protect the rest of the American people whom the president serves. When a former president is nearly assassinated in an AR-15 mass shooting, we don’t simply call it a “fact of life,” offer casual “thoughts and prayers,” and then move on.10 When a president is targeted by a mass shooter wielding an AR-15, we call hearings, analyze the problem, and act to reduce the risks of another attack.

    Since the beginning of the 118th Congress on January 3, 2023, there have been more than 1,000 mass shootings in America.11 And, just since the hearing in July, the United States has seen more than 70 additional mass shootings.12 In June, Surgeon General Vivek Murthy declared that the soaring number of children killed by firearms has created an “urgent public health Crisis.”

    This Committee should show the American people that Congress can and will act to stop the devastation caused by AR-15s and other firearms every single day. We therefore urge you to convene a hearing this month about our gun violence epidemic and to discuss popular commonsense legislation, like a universal violent criminal background check and a ban on military-style assault weapons, to protect the lives of children at school, teachers, and the rest of the American people.
