    by Gianni ValenteRome (Agenzia Fides) – The Holy See and the People’s Republic of China have announced today the decision to extend the validity of the Provisional Agreement on the appointment of bishops in China for four years, signed for the first time on 22 September 2018 and already renewed in October 2020 and October 2022.In its formal brevity, the statement on the extension of the Agreement released by the Vatican Press Office contains details that are useful to understand the phase that the dialogue between the Holy See and the People’s Republic of China has gone through, and the very horizon in which it is moving.The validity of the Holy See -China Agreement is extended not for the usual two years, but for “further four years”, “given the consensus reached for a fruitful application of the Provisional Agreement”. This shows that the dialogue between the Holy See and the Chinese authorities – after a slow start and a “running-in” phase – continues as a gradual process, which step by step sees its horizons widen and new opportunities emerge to verify the growth of sincerity, loyalty and mutual trust in the relations between the two parties.The path of dialogue, through the instrument of the Agreement, has contributed to favouring concrete changes that affect the life of the Chinese communities. It is always worth remembering that today all the Catholic bishops of the People’s Republic of China are in full and public hierarchical communion with the Bishop of Rome. At the same time, illegitimate episcopal ordinations, that is, those celebrated without papal consent, no longer take place in China: events that for decades, from the end of the 1950s until 2011, had wounded ecclesial communion and opened up rifts among Chinese Catholics. In the past six years, amidst impasses and difficulties (including those related to the time of the pandemic), nine new Catholic episcopal ordinations have been celebrated in mainland China, while eight so-called “unofficial” bishops, consecrated in the past outside the procedures imposed by the Chinese apparatus, have been publicly recognized in their episcopal function even by the political authorities in Beijing at their request (one of them, the elderly Peter Lin Jiashan, bishop of Fuzhou, who died later in April 2023).In parallel with the conclusion of the Agreement and its implementation, dialogue between the parties on the life of the Chinese Church in general is systematically continuing. In recent years, for example, efforts have been made to initiate processes of reconciliation within ecclesial communities that have been divided for decades, with a view to greater normality in the life of Catholics. Certainly, having a pastor recognized by both parties helps greatly in this path of reconciliation. Even though the situation remains complicated, elsewhere this process is helping to restore stability after many years of uncertainty and division.Two bishops from the People’s Republic of China are also present at the General Assembly of the Synod of Bishops taking place this year in the Vatican: Vincent Zhan Silu (Bishop of Funing/Mindong) and Joseph Yang Yongqiang, Bishop of Hangzhou. “The Church in China is the same as the Catholic Church in other countries of the world: we belong to the same faith, we share the same baptism and we are all faithful to the one, holy, catholic and apostolic Church,” declared Bishop Joseph Yang Yongqiang in his address in the Synod Hall. The bishops of the People’s Republic of China had participated in the synodal assemblies only in 2018 and then in 2023. “We have experienced a miracle. “We are here to give thanks, we have waited so many years for this moment and it has finally arrived,” said Bishop Joseph Guo Jincai in October 2018, on the occasion of his participation in the Synod on Youth. Previously, no bishop from mainland China had been able to participate in the Second Vatican Council or in the subsequent General Assemblies of the Synod of Bishops.In recent seasons, moments of greater tension and difficulty have been overcome, and others have given signs of renewed cooperation. On May 21, for example, several Chinese ecclesiastics and academics participated, together with Cardinals Pietro Parolin and Luis Antonio Tagle, in the Congress on the centenary of the first Concilium Sinense (1924/2024), organized in Rome by the Pontifical Urbaniana University in collaboration with the Dicastery for Evangelization and Fides Agency.In the statement released today, the Holy See reiterates its intention to “continue the respectful and constructive dialogue” with the authorities in Beijing “in view of the further development of bilateral relations for the benefit of the Catholic Church in China and the Chinese people as a whole.” With simple and clear words, it once again recalls the main concern that drives and guides the choices of the Apostolic See in the dialogue with the Chinese Authorities. The main intention that guides the Holy See in its dialogue with the People’s Republic of China is not the desire to reaffirm “political primacy” over an ecclesial community that for decades has guarded the gift of faith, crossing impenetrable paths and times of trial, even bloody ones. The criterion, also in relations with civil authorities, is to make the appropriate decisions so that the journey of the ecclesial community in history continues to proceed in the wake of the Catholic tradition, facing the difficulties and real points of suffering.The ordinary chronicles of the ecclesial life of the Chinese Catholic communities, recounted and described also by Fides Agency, attest that, moving necessarily within the political and legislative framework of their country, the Catholic communities succeed in putting into practice the breadth of their mission, in its essential aspects: liturgy, prayer, administration of the sacraments, catechesis and proclamation and participation in the Gospel, works of charity and formation initiatives for young people and adults. Adapting to the context, the Church always finds ways to live and bear witness to her faith in China.The works and gestures of salvation and healing can find forms of legitimation also in the political and social context of the current People’s Republic of China. In this determined commitment, hope rests simply on the harmony, on the “genetic” affinity between the work of the Apostolic See and the sensus fidei of the People of God in China. “The journey of the Church throughout history has passed and continues to pass through unforeseen paths, even through times of patience and trial.   • MIL-OSI Security: Defense News: Remembering Two Trailblazing Aviators: Lt. Cmdr. Lyndsay “Miley” Evans and Lt. Serena “Dug” Wileman

    In the world of U.S. Naval Aviation, very few names will be forever imprinted with their squadrons, their communities, and their shipmates. Among them are Lt. Cmdr. Lyndsay “Miley” Evans and Lt. Serena “Dug” Wileman, two highly skilled, combat-decorated aviators who tragically lost their lives during a routine training flight near Mount Rainier on Oct. 15, 2024. More than just names and ranks, they were role models, trailblazers, and women whose influence touched countless people on the flight deck and well beyond.

    They had recently returned from a deployment with their squadron, Electronic Attack Squadron (VAQ) 130, “Zappers,” with whom they spent nine months at sea as a part of Carrier Air Wing Three (CVW-3) aboard USS Dwight D. Eisenhower (CVN 69) (IKE). Operating mostly from the Red Sea, they supported Operations INHERENT RESOLVE, PROSPERITY GUARDIAN, and POSEIDON ARCHER, where they were involved in the most dynamic combat action in defense of the strike group and freedom of navigation since World War II.

    During their deployment, both Evans and Wileman distinguished themselves in combat operations. Their efforts directly contributed to the Navy’s mission defending U.S. and Coalition forces while keeping the seas open and free with precision and purpose. These role models cemented legacies by making history that will inspire future generations of Naval officers and aviators.

    Born to Lead: Lyndsay “Miley” Evans

    Following her time at the University of Southern California, Los Angeles, Evans was commissioned through the Reserve Officers’ Training Corps (ROTC) and earned her “Wings of Gold” as a Naval Flight Officer out of Naval Air Station (NAS) Pensacola. While familiar with the spotlight, Evans always carried herself as a humble yet strong leader – the quiet professional. As an EA-18G Electronic Warfare Officer (EWO) and veteran of two sea tours, she earned the respect of the entire Growler community for her tactical expertise, mentorship to those of all ranks and communities, and ability to bring out the best in everyone around her.

    In 2023, Evans was part of the all-female Super Bowl flyover, a historic moment marking 50 years of women flying in the Navy. This event also symbolized the progress of women in aviation across all military branches. But for those who knew her best, this was only one highlight in a notable career defined by high performance and distinction. After completing the challenging 12-week HAVOC graduate-level course at NAS Fallon (the TOPGUN of the Growler community), Evans earned the honor and responsibility of becoming a Growler Tactics Instructor (GTI). Living up to this responsibility daily, her approachable and knowledgeable demeanor enabled the training and development of countless junior EA-18G Pilots and EWOs. Therefore, it was no surprise to her mentors and peers when she was recognized as the FY2024 Growler Tactics Instructor of the Year, a prestigious honor earned through her tactical acumen and sustained leadership.

    During her 2023-24 deployment with CVW-3 and the IKE Carrier Strike Group (IKE CSG) in the Red Sea, Evans coordinated and executed multiple combat strikes into Houthi-controlled territories in Yemen, making her one of the few women to fly combat missions over land. In her critical role as VAQ-130’s Training Officer, she helped develop and execute new warfare tactics that required knowledge, innovation, and a comprehensive understanding of aerial warfare and electronic attack in a nascent theater against a constantly evolving threat. The tactics, techniques, and procedures for the EA-18G she pioneered defending against Houthi aggressions directly contributed to the successful defense of the entire CSG and will be used as a template for adaptability at the unrelenting pace of combat in future fights.

    Evans was awarded two Single Action Air Medals for her exceptional performance during strikes on January 12 and 22, 2024. She also earned three Strike Flight Air Medals for her contributions to missions flown between December 21, 2023, and March 29, 2024.

    The Heart and Soul: Serena “Dug” Wileman

    A native of California and commissioned through Officer Candidate School, Wileman was at the beginning of a promising and illustrious career. As a senior first-tour Naval Aviator, she established herself as an energetic, vocal, and positive influence in VAQ-130. Known for her heart of gold, passion, and unrelenting smile, Wileman was always committed to improve and grow, not only for herself but every Sailor and officer around her.

    During her 2023-24 deployment, Wileman planned and subsequently flew multiple strikes into Houthi-controlled territories in Yemen, one of the few women to fly combat missions over land. Wileman’s exceptional leadership was highlighted during VAQ-130’s “Dirt Det,” where she was designated the Officer in Charge. Overcoming the challenges of operating from an austere location, she successfully oversaw all detachment operations enabling the support of multiple flights in the defense of U.S. and Coalition forces in support of Operations INHERENT RESOLVE and PROSPERITY GUARDIAN.

    Always a team player, Wileman was also a respected qualified Landing Signal Officer (LSO), a vital role in the squadron to ensure her fellow Naval Aviators safely recovered aboard the ship. Despite operating in a weapons engagement zone, her calm and collected demeanor under pressure showed during combat operations. Even when recovering alerts while IKE was being targeted and the CSG was under attack by Houthi terrorists, she executed flawlessly, bringing all CVW-3 aircraft aboard expeditiously and safely. From the LSO platform, Wileman always showcased her extraordinary composure and consistent ability to perform under pressure.

    Due to her unrelenting efforts, Wileman accrued three Strike Flight Air Medals for her role in combat operations between December 17, 2023, and April 5, 2024.

    Outside the cockpit, Wileman made everyone smile. She would brighten up any room and was known for her genuine care and compassion for those around her. She always brought a sense of calm, in the good times and bad, whether it was through a joke, a game of cribbage, or a giant bear hug for a Sailor in need of one.

    The Bonds That Endure

    Evans’ and Wileman’s strong connection to their families were second to none. Evans was close with her parents, who were immensely proud of her many accomplishments and were overjoyed when welcoming her back to NAS Whidbey Island on July 13th.

    Wileman met her husband, Brandon, during flight school. Also a Naval Aviator, Brandon shared in her passion for flight, and together they supported each other through the challenges and successes of their careers. Wileman’s goal for follow-on orders after the Zappers was to remain co-located with Brandon.

    Both Evans and Wileman shared lasting loyalty and commitment to their mentors, peers, and Sailors. They always lifted others up, even during the most challenging moments of deployment, knowing exactly how to take a quick break from the “stress” of the job and deployment and getting everyone’s heads back in the game.

    They also bonded over their love of dogs: Evans, a proud “dog mom” to Nyx (an Australian Shepherd), and Wileman to Riley (a Dachshund/Chihuahua mix – “Chiweenie”). The two often flew together, sharing a deep understanding of the intricacies of Naval Aviation, and complemented each other well. They shared many moments together, from leading critical missions in combat zones during deployment to helping their Sailors and each other weather the mental strain of long deployments.

    These women’s bond with each other reached well beyond the cockpit. They were both known for their humor and light-hearted spirit. A memorable moment came at a beachside pool, where, during a liberty port in Souda Bay, Crete, Evans and Wileman shared a laugh as two male squadron mates struggled to move a heavy umbrella. “Centuries of oppression have finally paid off,” they joked, representing the camaraderie and light heartedness that defined both of them.

    A Legacy That Lives On

    The legacy that Evans and Wileman leave behind is characterized by strength, courage, and inspiration. They embodied the very best of Naval Aviation and were examples that hard work, determination, and devotion to their passions could lead to exceptional achievements. They will remain role models for both women and men, embodying the true Navy warrior spirit.

    Capt. Marvin Scott, Commander of CVW-3, said Evans and Wileman will be remembered for their tenacity, their outstanding contributions to the defense of others, and the positive energy they brought to Naval Aviation.

    “I have personally flown with both of these Great Americans in both training and dynamic combat operations, and they always performed professionally and precisely. As true leaders in the Growler community, VAQ-130, and across my Air Wing, their contributions cannot be overstated; I could not be more proud to have served with each of them,” said Scott. “Every member of the CVW-3 Battle Axe Team is heartbroken at the loss of these exceptional warriors; Dug and Miley truly represent the best that Naval Aviation has to offer, and they will absolutely be missed.”

    As the Navy mourns the loss of these two exceptional aviators, their stories will continue to inspire generations of service members. They represent the best of the Navy and Naval Aviation: warriors who were steadfast in the face of danger, always prepared to lead, and compassionate to their fellow Sailors. Their memories will endure with the men and women of the Zappers, CVW-3, and the entire IKE CSG. Their legacies will live on, immortalized in the hearts of their families, friends, and all who had the privilege to serve alongside them.

    From October 12 to 15, the fourth stream of the program “Voice of the Generation. Vice-Rectors and Teachers” was held in Pyatigorsk at the Mashuk Knowledge Center. Representatives of our university took part in the program: Vice-Rector for Youth Policy Marina Malyutina, Deputy Deans for Educational Work Anna Tsarenko (Faculty of Civil Engineering), Daria Kulakova (Faculty of Environmental Engineering and Urban Management), Daria Boytsova (Faculty of Architecture), and curators of academic groups Sergey Lanko and Mikhail Timokhin.

    “Voice of the Generation. Vice-Rectors and Teachers” is an educational project of the Federal Agency for Youth Affairs with the support of the Ministry of Science and Higher Education of the Russian Federation.

    The goal of the program is to provide information on current trends in youth policy, methods of working with students, and to improve the skills of specialists involved in educational work at universities.

    In her welcoming speech to the participants of the program, Deputy Minister of Science and Higher Education of Russia Olga Petrova emphasized that one of the main tasks in educating young people and forming healthy life values in them is to involve students in active social life, starting from university.

    Advisor to the head of the Federal Agency for Youth Affairs Madeleine Baturina emphasized the need to form a unified system for raising children and young people by involving them in special projects of the “Youth of Russia” platform within the framework of the national project “Youth and Children”.

    The four days of the programme were very intense: they included lectures by experts in the field of educational work and youth policy, business games and immersion games with subsequent reflection, a quiz and an immersive performance.

    The program topics were:

    education and law; mentoring in education; the influence of the student’s personal position on strengthening traditional Russian values; educational environment; the teacher is the strategic capital of the state.

    Particular attention was paid to the structure and content of university educational programs, methods that allow developing not a formal document, but an effective strategy for working with young people.

    In addition to getting acquainted with the current content of youth policy and modern approaches to it, representatives of SPbGASU exchanged experiences with colleagues from other universities.

  • MIL-OSI Global: War and the supernatural: former Congolese soldiers recall the ritual practices used to prepare for battle

    War takes a toll on soldiers’ bodies and minds. To prepare for battle, soldiers are taken through various forms of training. Part of this training aims to strip candidates of their civilian values and inculcate military culture.

    While armies have access to an array of contemporary strategies and weaponry during training, one element isn’t often discussed: the rituals incorporated in training and those performed before engaging in warfare.

    Rituals include the magico-religious practices performed for various purposes, such as seeking blessing, power or protection or even imbibing military customs. Rituals or ceremonies are believed to bestow specific abilities upon individuals and shape their behaviours.

    War rituals aren’t exclusive to Africa. Many armed forces all over the world perform them. A study of rituals in the American military, for instance, found that these ceremonies help soldiers cope with trauma, loss and moral challenges during conflict.

    As a scholar focused on the memories of war and violence experienced by former soldiers, I set out to study the role rituals play in shaping soldiers’ identities, preparation for war and coping with war’s realities in battle and after.

    My findings suggest that rituals can function as a source of strength for soldiers. They instil a sense of confidence and security, as initiates feel encompassed by supernatural power. Additionally, these rituals enhance team unity, and reinforce discipline and loyalty to commanding officers.

    My study highlights the integration of rituals into military tactics, and their influence on soldiers’ lives amid stress and uncertainty on the battlefield. I argue that while the effectiveness of an army relies on the quality of its training and equipment, rituals can significantly influence the mindset of combatants.

    The study

    I interviewed 21 former Congolese soldiers from the Zairean Armed Forces (now known as the Armed Forces of the Democratic Republic of Congo, following the country’s renaming in May 1997) to gather data on their military experiences. These respondents served as the primary sources of information regarding the use of rituals.

    A retrospective study like this raises concerns about potential memory lapses. Former soldiers reflecting on their army experiences may struggle to recall certain aspects due to the passage of time. However, research suggests that significant events are remembered more persistently, implying that military rituals can be recalled accurately.

    I chose soldiers from the Zairean Armed Forces for two reasons. First, many soldiers left the national army and fled the country to South Africa after Laurent-Desiré Kabila overthrew Mobutu Sese Seko in 1997. Secondly, despite being plagued by corruption and mismanagement, Mobutu’s army was widely regarded as disciplined and powerful.

    Consequently, participants were more willing to discuss their military experiences as former members of the national defence forces. The respondents are now living in various Johannesburg suburbs.

    The findings

    I analysed the data I collected to identify patterns and extract common themes. I found that rituals involved the perceived creation of material shields or the acquisition of supernatural powers. They were aimed at offering a sense of protection of the body. Rituals also provided a mystical dimension, notably through the ceremonial treatment of uniforms.

    The overarching aim of rituals was to disconnect soldiers from civilian life and cultivate a specific form of masculinity aligned with military objectives. This helped foster camaraderie, establish strong connections among troops and contributed to the maintenance of discipline.

    Respondents in my study said initiation rituals focused on training and indoctrination to build a military identity centred on sacrifice and endurance for the nation. Before recruits donned military uniforms, for instance, they underwent rituals to consecrate their bodies to the army. One respondent, Makemba, explained:

    A soldier is not afraid of death; a true soldier can’t be afraid of death, I tell you. Because you live with death, you eat with death, and you clothe death … military uniforms are taken to cemetery where they spend two or three days before you wear them to tell you that you are death’s friend; you are brother of those who are dead, and you and those who are dead are the same.

    This graveyard ritual symbolised the soldiers’ connection with the deceased and transformed their individual identities into a collective body.

    To reinforce discipline, respondents said, they were required to utter specific words before entering someone’s field as a form of confession and permission. This, they said, would shield soldiers from negative impulses, such as using belongings without consent. The DRC army has a notorious reputation for exploiting civilians to supplement meagre salaries. Observing discipline was, therefore, considered essential for personal protection and the success of military operations.

    Additionally, before being deployed for war, respondents said soldiers participated in various religious practices, and received blessings along with religious items. These magico-religious rituals served to provide a sense of protection from enemy attacks. These religious ceremonies, respondents said, provided a measure of solace and self-confidence before combat. As Lokole explained it:

    You know, before joining the army I was an athlete and already knew something about power and protection because I had to protect myself against my opponents. But I joined the army, I was given leopard’s bones and water in which the bones were kept. When I had to go to the battlefield, I washed my face, hands, and feet with that sacred water. The bones were strung together on a thread, which I was instructed to fasten around my waist. This was the source of power and protection for me, and I can tell you, I survived many deadly dangers because I had these powers.

    Respondents believed that these rituals proved effective while on the frontlines. In his account, Amani said:

    Many of our colleagues found themselves face to face with the enemy who fired them at point-blank range but the bullets only passed through the clothes they were wearing without touching them. They returned with military uniform pierced by bullets, but they themselves were unharmed. Rituals were very protective. We witnessed many cases like this.

    The effectiveness of these rituals, respondents believed, was contingent on strict adherence to them. Failure to do so, they said, could lead to fatalities. Soldiers also combined traditional beliefs with Christian faith to cope with battlefield challenges despite debates over the compatibility of these belief systems.

    Why it matters

    The data collected from former Congolese soldiers indicates that they believed their protection in battle was dependent on the quality of the weapons, as well as magico-religious resources. This indicates that rituals can play a key psychological role in preparing soldiers for war, fostering strength, cohesion and discipline. Their importance in the armed forces shouldn’t be underestimated.

    The overarching aim of rituals was to disconnect soldiers from civilian life and cultivate a specific form of masculinity aligned with military objectives. This helped foster camaraderie, establish strong connections among troops and contributed to the maintenance of discipline.

    Respondents in my study said initiation rituals focused on training and indoctrination to build a military identity centred on sacrifice and endurance for the nation. Before recruits donned military uniforms, for instance, they underwent rituals to consecrate their bodies to the army. One respondent, Makemba, explained:

    A soldier is not afraid of death; a true soldier can’t be afraid of death, I tell you. Because you live with death, you eat with death, and you clothe death … military uniforms are taken to cemetery where they spend two or three days before you wear them to tell you that you are death’s friend; you are brother of those who are dead, and you and those who are dead are the same.

    This graveyard ritual symbolised the soldiers’ connection with the deceased and transformed their individual identities into a collective body.

    To reinforce discipline, respondents said, they were required to utter specific words before entering someone’s field as a form of confession and permission. This, they said, would shield soldiers from negative impulses, such as using belongings without consent. The DRC army has a notorious reputation for exploiting civilians to supplement meagre salaries. Observing discipline was, therefore, considered essential for personal protection and the success of military operations.

    Additionally, before being deployed for war, respondents said soldiers participated in various religious practices, and received blessings along with religious items. These magico-religious rituals served to provide a sense of protection from enemy attacks. These religious ceremonies, respondents said, provided a measure of solace and self-confidence before combat. As Lokole explained it:

    You know, before joining the army I was an athlete and already knew something about power and protection because I had to protect myself against my opponents. But I joined the army, I was given leopard’s bones and water in which the bones were kept. When I had to go to the battlefield, I washed my face, hands, and feet with that sacred water. The bones were strung together on a thread, which I was instructed to fasten around my waist. This was the source of power and protection for me, and I can tell you, I survived many deadly dangers because I had these powers.

    Respondents believed that these rituals proved effective while on the frontlines. In his account, Amani said:

    Many of our colleagues found themselves face to face with the enemy who fired them at point-blank range but the bullets only passed through the clothes they were wearing without touching them. They returned with military uniform pierced by bullets, but they themselves were unharmed. Rituals were very protective. We witnessed many cases like this.

    The effectiveness of these rituals, respondents believed, was contingent on strict adherence to them. Failure to do so, they said, could lead to fatalities. Soldiers also combined traditional beliefs with Christian faith to cope with battlefield challenges despite debates over the compatibility of these belief systems.

    Why it matters

    The data collected from former Congolese soldiers indicates that they believed their protection in battle was dependent on the quality of the weapons, as well as magico-religious resources. This indicates that rituals can play a key psychological role in preparing soldiers for war, fostering strength, cohesion and discipline. Their importance in the armed forces shouldn’t be underestimated.

  • MIL-OSI Global: Civilian support for military coups isn’t a bug – it’s a feature

    In September 2024, authorities in Benin detained the country’s former sports minister and a prominent businessman for allegedly plotting a coup against the West African nation’s president, Patrice Talon. Had a putsch materialized, Benin would have joined a growing list of African countries to have experienced a military coup over the past four years.

    Dubbed an “epidemic of coup d’états” by United Nations Secretary-General Antonio Guterres, the resurgence of military takeovers has left many observers perplexed. For one, the frequency of coups worldwide had reached historic lows prior to 2020.

    But perhaps even more puzzling is that several of the recent military coups – such as those in Mali, Burkina Faso and Guinea – have been accompanied by significant civilian support. Indeed, while various commentaries or news reports have treated civilian support as an exceptional feature of this recent coup wave, these perspectives rely on a common misunderstanding.

    As I’ve observed over the course of my research on the politics of military coups, civilian support is actually a common, if not critical, part of coup politics, and far from unique to this recent resurgence of military takeovers.

    How common are civilian-supported coups?

    In the popular imagination of a military coup, power-hungry soldiers command tanks down a capital’s streets to seize authority from the political leadership. In this vision, civilians are often passive actors or otherwise assumed to be the opponents of coups. Yet such a setting is belied by numerous examples, both recent and throughout history.

    In West Africa’s Niger, for example, the M62 movement – a coalition of civil society organizations – gathered its members on the streets to support the coup in July 2023, outnumbering prior protests calling for the reinstatement of President Mohamed Bazoum. In neighboring Mali, the M5-RFP protest movement served a similar role in the aftermath of the country’s 2020 coup – although fissures in its relationship with the junta have since surfaced.

    Even Benin’s thwarted plot had a civilian dimension. Its alleged masterminds, the sports minister and prominent businessman who were said to have funded the planned coup, were not soldiers but part of the governing bureaucracy or elite civil society.

    To see how common such cases are, I collected data on civilian support and involvement in all successful military coups since 1950. Defining coups as “successful” if the soldiers manage to stay in power for at least seven days, that gave me 242 cases over a period of nearly 75 years to analyze, spanning different regions like Latin America, sub-Saharan Africa and the Middle East.

    Out of the 242 episodes, 189 coups – or nearly 80% – saw some type of civilian support, either in the takeover’s instigation or in the later consolidation of power.

    Coups without any sign of civilian support were generally those that saw a military leader ousted by other members of the ruling junta – contexts where soldiers already dominated the political landscape.

    Breaking down the numbers over time, civilian-supported coups represented the lion’s share in each decade, even as the overall frequency of coups ebbed by the 1990s with the end of the Cold War.

    But in the past two decades, virtually every successful coup has been associated with some level of support outside the military. So while civilian support might not be unique to recent cases, there is evidence that it has become a more common fixture of military coups – at least among the successful ones.

    Of course, these stats do not include failed coups or thwarted conspiracies. But the failed attempts to instigate a coup in Benin – or, for that matter, in Brazil in January 2023 – suggest that these numbers might underestimate the frequency of civilian support for, and involvement in, coups.

    How civilians support coups

    In general, civilian support for coups can manifest in different ways. But in a recent study, I identified two broad patterns: instigation and consolidation.

    Instigation, by default, occurs in the pre-coup stage and involves civilians taking action to spark a coup attempt.

    Protests and insurrections in pursuit of a military coup are common methods of instigation. For example, early in 2023, supporters of former Brazilian President Jair Bolsonaro seized the National Congress after weeks of publicly calling on the military to stop President Luiz Inacio Lula da Silva’s inauguration. While their efforts ultimately failed to produce a coup, they are illustrative of the civilian dynamic.

    In late 2021, disgruntled members of Sudan’s transitional government organized protests in Khartoum, the capital, calling for the military’s intervention. The military answered days later by removing Prime Minister Abdalla Hamdok from power.

    Instigation can also involve more targeted actions. For instance, the alleged Benin coup plot involved targeting specific members of the security services with bribes in exchange for their participation. In Brazil, recent court documents implicated Bolsonaro himself in coordinating a coup plot and attempting to ensure the participation of top military leaders.

    In other cases, political parties developed secret cells in the armed forces to later give the go-ahead for a coup – like in Bolivia in 1952, Iraq in 1963, Afghanistan in 1978 and Sudan in 1989.

    Consolidation, on the other hand, involves actions taken during and in the immediate aftermath of a coup.

    This could include actions like taking up arms alongside soldiers during a military takeover, organizing pro-coup protests or assuming important governing tasks alongside a new junta. Here, civilians seek to ensure a coup succeeds and its objectives take root – even against domestic and international opposition.

    Among the recent West African cases, civilians have especially worked to consolidate coups against international opposition. For example, after the Economic Community of West African States threatened military intervention to reverse Niger’s coup in 2023, M62 and other civilian-led protest groups rallied to support the coupists. Thousands also enlisted in the Volunteers for the Defense of Niger, a pro-junta civilian militia created to combat international intervention against the coupists.

    Why civilian coup support matters

    Soldiers are unlikely to even attempt a coup without confidence that at least some civilians will back their efforts.

    Portraying civilian support for military takeovers as exceptional thus misses a critical component of coup politics. And this misconception benefits coupists, who can use civilian allies to present their actions as legitimate or even revolutionary, which is what happened in Egypt in 2013.

    Coupists can also retain political influence after stepping aside by ensuring that their civilian supporters secure power.

    Military coups also do not occur in a vacuum. A proper focus on the civilian element of coup politics allows researchers and international observers to better contextualize military takeovers in broader social struggles for the state.

    This could lead to greater engagement with the issue of what kinds of civilian segments are instigating and consolidating coups. Are they close to the targeted leader such as in Benin’s alleged plot? Or are they members of the political opposition, like in Niger and Mali?

    These nuances should be front and center to researchers, policymakers and diplomats as they seek to understand – and mitigate – sudden and often destabilizing takeovers of a state.

  • MIL-OSI Global: Florida and North Carolina are making it easier for people to vote after the hurricanes – but some risks remain

    Polls opened in North Carolina on Oct. 17, 2024, as about 14,000 people in Asheville and surrounding areas remain without power in their homes following Hurricane Helene. In Florida, which started early voting in some counties on Oct. 21, about 400,000 residents are still without power after Hurricane Milton.

    Some experts have said that the hurricanes could cause voter numbers to drop – and impacts of Helene have already prompted a few early polling stations in western North Carolina to close. But more North Carolina residents turned out to vote on the first day of early voting than they did in 2020.

    Amy Lieberman, a politics and society editor at The Conversation U.S., spoke with Michael T. Morley, who studies natural disasters and election law, to understand how these recent storms could complicate voting in the presidential election.

    What are the major issues that hurricanes can create ahead of an election?

    A hurricane or natural disaster makes an election tremendously more challenging for both election officials and voters on various practical levels.

    Election administrators might have been injured, or their homes could be flooded or destroyed. State officials need to ensure, especially in areas that have been hardest hit, that enough local administrators remain in place to continue distributing absentee ballots and to staff early voting locations.

    Still, I have not seen empirical evidence that the results of any federal elections in recent decades have changed as a result of hurricanes.

    What could these major hurricanes mean for voters in North Carolina and Florida?

    Florida has one of the most comprehensive laws to deal with election emergencies of this sort because it faces them frequently.

    Florida Gov. Ron DeSantis signed an executive order on Oct. 3, 2024, in response to Hurricane Helene. Among other things, Florida law says that in a state of emergency the governor can suspend state statutes or regulations governing state business when complying with them can interfere with disaster response.

    Florida, like other states, has deadlines for when election officials must designate polling locations. DeSantis waived this deadline to authorize county officials to designate new ones. DeSantis’ order also gives election officials more discretion about where new polling locations may be located. And he made it easier for state employees to step in and serve as poll workers, particularly on Election Day.

    DeSantis suspended a state requirement so a person who cannot return to their home can ask by phone to have a vote-by-mail ballot sent to wherever they are staying – not just their registered home address. Making it easier for ballots to be sent to people, wherever they are, is one of the most effective measures that Florida has implemented to help make voting easier.

    In North Carolina, meanwhile, state officials have authorized different changes that will apply to the 25 counties in the western part of the state that are under emergency orders because of the hurricane. These changes are mostly focused on voting by mail and polling place workers. They also allow county boards of elections to change Election Day voting locations and permit voters to drop off absentee ballots at any county board of election office by 7:30 p.m. on Election Day.

    Western North Carolina voters now also have until Nov. 4 to request a mail-in ballot, as opposed to the original deadline of Oct. 29.

    Overall, North Carolina Gov. Roy Cooper authorized US$5 million for the state’s board of elections in order to make it easier for western North Carolina residents to vote.

    What sort of legal issues, if any, do these changes open up?

    Disputes have already arisen about potential extension of the voter registration deadlines in states affected by Hurricanes Helene and Milton. Courts in Florida and Georgia have already declined emergency motions to extend the voter registration deadline.

    A South Carolina state court, in contrast, held in October that the deadline had to be extended for 10 additional days.

    Similar disputes are likely to arise over such election rules as photo identification requirements at polling places and the deadlines for requesting and returning absentee ballots.

    Occasionally, challenges also arise alleging that certain measures to address an emergency have gone too far.

    During the height of the pandemic, for example, the Trump presidential campaign filed lawsuits that unsuccessfully challenged state decisions to automatically mail absentee ballots to people registered to vote.

    What are you most concerned about heading into the election?

    My biggest concern is that, particularly if the election is close, a losing candidate might attempt to use the hurricane as a way of trying to challenge the election results or call them into question.

    Courts will almost certainly reject that. Once the election has happened, a court generally will not set aside the results or order additional voting, even if voters faced substantial burdens and people think there is more that election officials could have done. This is especially true in the context of a presidential election, since the U.S. Constitution and federal law establish several important postelection deadlines involving the Electoral College.

    Some people already have unwarranted skepticism about the electoral process. It would be bad for our democracy if the recent hurricanes are exploited as a basis for refusing to accept the election’s results.

  • MIL-OSI Global: Nebraska Democrats hope Omaha will be a ‘blue dot’ on the state’s red electoral map − and their lawn sign is a vibe

    White signs emblazoned with a big blue dot are going up in yards across Omaha, Nebraska, in an unusual political statement of support for Democratic candidates.

    Nebraska splits its electoral votes, giving Omaha’s congressional district a single electoral vote out of the state’s total of five. If enough of Omaha’s metropolitan voters back Democratic presidential nominee Kamala Harris for president, Omaha will appear on the electoral map as a “blue dot” on a field of Republican red.

    With Harris running neck and neck with former President Donald Trump, the White House could come down to this one vote.

    Power of the dot

    Most U.S. states award all their electoral votes to the presidential candidate who wins the state’s election, no matter the margin of victory. Only Nebraska and Maine split their electoral votes.

    Nebraska awards one vote to each congressional district, plus two votes to the state’s overall winner. It began this practice in 1992 to draw more presidential campaigns to the state. Nebraska, as a whole, so predictably leans conservative that neither Republicans nor Democrats had bothered to campaign there.

    In the eight presidential elections since 1992, Omaha has turned blue only twice – in 2008 and 2020, backing Barack Obama and Joe Biden.

    Democratic voters hope to buck statewide trends again in 2024.

    The blue dot movement began in mid-August 2024 in Omaha’s Dundee neighborhood, when local residents Jason Brown and Ruth Huebner-Brown spray-painted a blue circle on a white sign and put it on their lawn as a conversation starter.

    One sign grew to 10, 100, 1,000, snowballing into a movement. Now blue dot signs can be found well beyond Omaha, even in other states. On Facebook and Reddit, people share where to find the signs and how to make your own.

    A simple blue dot on a white background has become a powerful political symbol – a reference to a map that does not have to be seen to be visualized. For Omahans in the know, the sign is a reminder of what the city’s place on the map might be come Nov. 5.

    For others, the enigmatic sign simply raises questions, creating opportunities for Omahans to discuss the importance of voting in Nebraska.

    Blue dot, black spot

    I am a professor of geography at the University of Nebraska Omaha.

    The sly way the blue dot sign refers to an election map without actually showing that map reminded me of my suffrage movement research.

    In the 1910s, women activists campaigning to get American women the vote used a map as part of their campaign. It depicted U.S. states that had passed suffrage in white and the rest in black – dark marks on the nation.

    The suffragists plastered their map across the country and sold it through the National Woman Suffrage Publishing Company. In newsletters and magazines, they shared how to make maps for rallies using easily accessible materials. The map became so familiar to the American public by 1912 that it was referred to in speeches and newspaper articles without the visual.

    At suffrage parades and pageants they formed “living suffrage maps,” with women dressed in white representing states with the vote and those in black representing states where they could not.

    As women’s suffrage momentum grew, spreading from western to eastern U.S. states, the map had ever-fewer black spots. In 1914, Nevada became the last western state to pass suffrage.

    “The suffrage map showing Nevada as the last ‘black spot’ in the West was printed in every newspaper and on every leaflet,” suffragists later wrote about their efforts. It was “put up in public places and on large banners hung in the streets.”

    With Nebraska’s blue dot signs, Omahans are fighting to keep their spot on the map, not erase it. They are an act of claiming space, making Democrats visible in a state so strongly associated with Republicans.

    On Oct. 20, 2024, in yet another echo of the women’s suffrage movement, they even created a “human blue dot” at a rally in a local park.

    Two I’ve seen are a white sign depicting just an entirely red Nebraska, and a white sign with a large red dot with a golden wave on its top that resembles Trump’s hair.

    These red dot and red Nebraska signs are catching on, but not in the same way as blue dot signs have.

    Bye-bye, blue dot?

    Aware of Omaha’s sudden electoral importance, Republicans have begun trying to end Nebraska’s system of splitting its electoral votes.

    In April 2024, Trump and the conservative commentator Charlie Kirk called on state legislators to propose a bill changing the state to a winner-take-all system.

    Kirk described Nebraska as “being one of the most Republican states” and said the state’s electoral votes must “go towards electing the candidate the vast majority of Nebraskans prefer.”

    Many people reacted with fury, and the bill did not advance in Nebraska’s one-house state Legislature. That’s another of the state’s political quirks: Nebraska is the only state to have a state legislature without an upper and lower chamber of lawmakers.

    The system, called the unicameral, is officially partyless, meaning its 49 representatives are elected without their party on the ballot.

    The unicameral dates from 1937 when it was thought this less costly, nonpartisan system would be a more representative form of government. So is splitting the state’s electoral votes: Voters can feel more confident that their vote counts and that every vote counts.

    When South Carolina Republican U.S. Sen. Lindsey Graham visited Nebraska in September 2024, he pushed Gov. Jim Pillen, a fellow Republican, to implement a winner-take-all system for the 2024 election.

    Pillen said he would not call a special session of the unicameral unless he has the 33 votes needed to pass the change to the state’s electoral system. That appears unlikely to happen before November.

    Red + blue = purple?

    A winner-take-all approach to Electoral College votes has the effect of erasing nuance and difference on the map of America by painting states as entirely red or blue.

    No state has ever voted 100% Democrat or Republican. The country should be drawn in shades of purple.

    Nebraska has the misleading appearance of overwhelming redness because of its many Republican-leaning rural counties with low population density. Yet Nebraska’s registered voters are approximately two-thirds Republicans and one-third Democrats. Many registered Democrats live in cities such as Omaha and Lincoln.

    But they can be found throughout the state – just look for the blue dot.

  • MIL-OSI Global: Women are at a higher risk of dying from heart disease − in part because doctors don’t take major sex and gender differences into account

    A simple difference in the genetic code – two X chromosomes versus one X chromosome and one Y chromosome – can lead to major differences in heart disease. It turns out that these genetic differences influence more than just sex organs and sex assigned at birth – they fundamentally alter the way cardiovascular disease develops and presents.

    While sex influences the mechanisms behind how cardiovascular disease develops, gender plays a role in how health care providers recognize and manage it. Sex refers to biological characteristics such as genetics, hormones, anatomy and physiology, while gender refers to social, psychological and cultural constructs. Women are more likely to die after a first heart attack or stroke than men. Women are also more likely to have additional or different heart attack symptoms that go beyond chest pain, such as nausea, jaw pain, dizziness and fatigue. It is often difficult to fully disentangle the influences of sex on cardiovascular disease outcomes versus the influences of gender.

    While women who haven’t entered menopause have a lower risk of cardiovascular disease than men, their cardiovascular risk accelerates dramatically after menopause. In addition, if a woman has Type 2 diabetes, her risk of heart attack accelerates to be equivalent to that of men, even if the woman with diabetes has not yet gone through menopause. Further data is needed to better understand differences in cardiovascular disease risk among nonbinary and transgender patients.

    Despite these differences, one key thing is the same: Heart attack, stroke and other forms of cardiovascular disease are the leading cause of death for all people, regardless of sex or gender.

    We are researchers who study women’s health and the way cardiovascular disease develops and presents differently in women and men. Our work has identified a crucial need to update medical guidelines with more sex-specific approaches to diagnosis and treatment in order to improve health outcomes for all.

    Gender differences in heart disease

    The reasons behind sex and gender differences in cardiovascular disease are not completely known. Nor are the distinct biological effects of sex, such as hormonal and genetic factors, versus gender, such as social, cultural and psychological factors, clearly differentiated.

    What researchers do know is that the accumulated evidence of what good heart care should look like for women compared with men has as many holes in it as Swiss cheese. Medical evidence for treating cardiovascular disease often comes from trials that excluded women, since women for the most part weren’t included in scientific research until the NIH Revitalization Act of 1993. For example, current guidelines to treat cardiovascular risk factors such as high blood pressure are based primarily on data from men. This is despite evidence that differences in the way that cardiovascular disease develops leads women to experience cardiovascular disease differently.

    In addition to sex differences, implicit gender biases among providers and gendered social norms among patients lead clinicians to underestimate the risk of cardiac events in women compared with men. These biases play a role in why women are more likely than men to die from cardiac events. For example, for patients with symptoms that are borderline for cardiovascular disease, clinicians tend to be more aggressive in ordering artery imaging for men than for women. One study linked this tendency to order less aggressive tests for women partly to a gender bias that men are more open than women to taking risks.

    In a study of about 3,000 patients with a recent heart attack, women were less likely than men to think that their heart attack symptoms were due to a heart condition. Additionally, most women do not know that cardiovascular disease is the No. 1 cause of death among women. Overall, women’s misperceptions of their own risk may hold them back from getting a doctor to check out possible symptoms of a heart attack or stroke.

    These issues are further exacerbated for women of color. Lack of access to health care and additional challenges drive health disparities among underrepresented racial and ethnic minority populations.

    Sex difference in heart disease

    Cardiovascular disease physically looks different for women and men, specifically in the plaque buildup on artery walls that contributes to illness.

    Women have fewer cholesterol crystals and fewer calcium deposits in their artery plaque than men do. Physiological differences in the smallest blood vessels feeding the heart also play a role in cardiovascular outcomes.

    Women are more likely than men to have cardiovascular disease that presents as multiple narrowed arteries that are not fully “clogged,” resulting in chest pain because blood flow can’t ratchet up enough to meet higher oxygen demands with exercise, much like a low-flow showerhead. When chest pain presents in this way, doctors call this condition ischemia and no obstructive coronary arteries. In comparison, men are more likely to have a “clogged” artery in a concentrated area that can be opened up with a stent or with cardiac bypass surgery. Options for multiple narrowed arteries have lagged behind treatment options for typical “clogged” arteries, which puts women at a disadvantage.

    In addition, in the early stages of a heart attack, the levels of blood markers that indicate damage to the heart are lower in women than in men. This can lead to more missed diagnoses of coronary artery disease in women compared with men.

    The reasons for these differences are not fully clear. Some potential factors include differences in artery plaque composition that make men’s plaque more likely to rupture or burst and women’s plaque more likely to erode. Women also have lower heart mass and smaller arteries than men even after taking body size into consideration.

    Reducing sex disparities

    Too often, women with symptoms of cardiovascular disease are sent away from doctor’s offices because of gender biases that “women don’t get heart disease.”

    Considering how symptoms of cardiovascular disease vary by sex and gender could help doctors better care for all patients.

    One way that the rubber is meeting the road is with regard to better approaches to diagnosing heart attacks for women and men. Specifically, when diagnosing heart attacks, using sex-specific cutoffs for blood tests that measure heart damage – called high-sensitivity troponin tests – can improve their accuracy, decreasing missed diagnoses, or false negatives, in women while also decreasing overdiagnoses, or false positives, in men.

    Our research laboratory’s leaders,collaborators and other internationally recognized research colleagues – some of whom partner with our Ludeman Family Center for Women’s Health Research on the University of Colorado Anschutz Medical Campus – will continue this important work to close this gap between the sexes in health care. Research in this field is critical to shine a light on ways clinicians can better address sex-specific symptoms and to bring forward more tailored treatments.

    The Biden administration’s recent executive order to advance women’s health research is paving the way for research to go beyond just understanding what causes sex differences in cardiovascular disease. Developing and testing right-sized approaches to care for each patient can help achieve better health for all.

  • MIL-OSI Global: Colonialism’s legacy has left Caribbean nations much more vulnerable to hurricanes

    Long before colonialism brought slavery to the Caribbean, the native islanders saw hurricanes and storms as part of the normal cycle of life.

    The Taino of the Greater Antilles and the Kalinago, or Caribs, of the Lesser Antilles developed systems that enabled them to live with storms and limit their exposure to damage.

    On the larger islands, such as Jamaica and Cuba, the Taino practiced crop selection with storms in mind, preferring to plant root crops such as cassava or yucca with high resistance to damage from hurricane and storm winds, as Stuart Schwartz describes in his 2016 book “Sea of Storms.”

    The Kalinago avoided building their settlements along the coast to limit storm surges and wind damage. The Calusa of southwest Florida used trees as windbreaks against storm winds.

    In fact, it was the Kalinago and Taino who first taught the Europeans – primarily the British, Dutch, French and Spanish – about hurricanes and storms. Even the word ‘hurricane’ comes from Huracán, a Taino and Mayan word denoting the god of wind.

    But then colonialism changed everything.

    I study natural disasters in the Caribbean, including how history molded responses to disasters today.

    The current disaster crisis that the Caribbean’s small islands are experiencing as hurricanes intensify did not start a few decades ago. Rather, the islands’ vulnerability is a direct result of the exploitative systems forced upon the region by colonialism, its legacies of slave-based land policies and ill-suited construction and development practices, and its environmental injustices.

    Forcing people into harm’s way

    The colonial powers changed how Caribbean people interacted with the land, where they lived and how they recovered from natural hazard events.

    Rather than growing crops that could sustain the local food supply, the Europeans who began arriving in the 1600s focused on exploitative extractive economic models and export cash crops through the plantation economy.

    They forced Indigenous people off their lands and built settlements along the coast, which made it easier to import enslaved peoples and goods and to export cash crops such as sugar and tobacco to Europe – and also left communities vulnerable to storms. They also developed settlements in low-lying areas, often near rivers and streams, which could provide transportation for agricultural produce but which became flood risks during heavy rains.

    Today, more than 70% of the Caribbean’s population lives along the coast, often less than a mile from the shore. These coastlines are not only highly exposed to hurricanes but also to sea-level rise fueled by climate change.

    Legacies of slave-based land policies

    Colonialism’s legacy of land policies has also made recovery from disasters much harder today.

    When colonial powers took over, a few landowners were given control of most of the land, while the majority of the population was forced onto marginal and small areas. The local population had no legal right to the land, as the people did not possess land certificate titles or deeds and were often forced to pay rent to landlords.

    After independence, most island governments tried to acquire land from former plantations or estates and to redistribute it to the working class. But these efforts, mainly in the 1960s and ’70s, largely failed to transform land ownership, improve economic development or reduce vulnerability.

    One colonial legacy perpetuating vulnerability to this day is known as crown land, or state land. In the English-speaking Caribbean, all land for which there was no land grant was considered property of the British crown. Crown land can be found in every English-speaking island to this day.

    How colonial powers controlled the Caribbean over time.

    For example, in Barbuda, all land is vested in the “crown in perpetuity” on behalf of Barbudans. This means that an individual born on the island of Barbuda cannot individually own land.

    Instead, land is communally owned, which limits access to the credit and development opportunities that were sorely needed to reconstruct the island after Hurricane Maria in 2017. Most Barbudans were unable to insure their homes because they had no title deeds to their property.

    This and other collective land tenure systems created by colonialism places Caribbean residents at greater risk from a variety of natural hazards and limits their ability to seek financial credit for disaster recovery today.

    The roots of poor construction

    Vulnerability to disasters in the Caribbean also has roots in post-slavery housing construction and subsequent failures to institute proper building codes.

    After emancipation from slavery, freed people had no right nor access to land. To build houses, they were forced to lease land from the former enslavers who at a whim could terminate their employment or kick them off the land.

    This led to the development of a particular type of housing structure known as chattel houses in countries such as Barbados. These houses are tiny and were constructed in a way in which they could be easily taken apart and loaded onto carts, should the residents be forced out by their former enslavers. Many Bajans still live in these houses today, although quite a few have been converted to restaurants or shops.

    In Aruba, Bonaire and Curaçao, owned by the Dutch, slave huts were built along the coast, on land not suitable for agriculture and easily damaged by storms. These former slave huts are now tourist attractions, but the colonial patterns of settling along the coast has left many coastal communities exposed to hurricane damage and rising seas.

    The vulnerability of such houses is not only a result of their exposure to natural hazards but also the underlying social structures.

    In many islands today, poorer residents can’t afford protective measures, such as installing storm shutters or purchasing solar-powered generators.

    They often live in marginal and disaster-prone areas, such as steep hillsides, where housing tends to be cheaper. Houses in these areas are also often poorly constructed with low-grade materials, such as galvanized sheeting for roofs and walls.

    This situation is made worse by the informal and unregulated nature of residential housing construction in the region and the poor enforcement of building codes.

    Due to the legacy of colonialism, most housing or building standards or codes in the Commonwealth Caribbean are relics from the United Kingdom and in the French Antilles from France. Building standards across the region lack uniformity and are generally subjective and uncontrolled. Financial limitations and staffing constraints mean that codes and standards more often than not remain unenforced.

    Progress, but still a lot of work to do

    The Caribbean has made progress in developing wind-related building codes to try to increase resilience in recent years. And while damage from torrential rain is still not properly addressed in most Caribbean building standards, scientific guidance is available through the Caribbean Institute for Meteorology and Hydrology in Barbados.

    Individual islands, including Dominica and Saint Lucia, have new minimum building standards for recovery after disasters. The island of Grenada is hoping to guide new construction as it recovers from Hurricane Beryl. Trinidad and Tobago has developed a national land use strategy but has struggled to use it.

    Construction standards can help the islands build resilience. But work remains to be done to overcome the legacy of colonial-era land policies and development that have left island towns vulnerable to increasing storm risks.

  • MIL-OSI Global: The whip-poor-will has been an omen of death for centuries − what happened to this iconic bird of American horror?

    In one of the most haunting scenes of Stephen King’s 1975 novel “Salem’s Lot,” a gravedigger named Mike Ryerson races to bury the coffin of a local boy named Danny Glick. As night approaches, a troubling thought overtakes Mike: Danny has been buried with his eyes open. Worse, Mike senses that Danny is looking through the closed coffin back at him.

    A mania overcomes Mike. Prayers run through his head – “the ways things like that will for no good reason.” Then more disturbing thoughts intrude: “Now I bring you spoiled meat and reeking flesh.” Mike leaps into the hole he’s dug and furiously shovels soil off the coffin. The reader knows what he’s going to do, but ought not to do, next: Mike will open the coffin, freeing whatever Danny has become.

    Enter the whip-poor-wills. Several of them, King writes, “had begun to lift their shrilling call,” the demand for violence that gives the species its name: whip-poor-will.

    This isn’t the first time whip-poor-wills appear in “Salem’s Lot,” nor is it the last time King would invoke them in his work. But despite the importance of the species to King, whip-poor-wills never appear in film and television adaptations of “Salem’s Lot.”

    Released on Oct. 3, 2024, the most recent adaptation of “Salem’s Lot” incorporates birdsong but makes little use of them. Here and there, an American crow or blue jay calls. Sparrowlike chirps pepper scenes at night. And as Mike unburies the undead Danny, the less threatening call of a barred owl replaces that of whip-poor-wills.

    The whip-poor-will got its name from the male’s three-note call that sounds like it’s wailing, ‘Whip poor will.’

    As a cultural sociologist writing a book about eastern whip-poor-wills, I’m interested in this omission not because it reflects an unfaithful recreation of King’s novel. Rather, I see the erasure of whip-poor-wills from “Salem’s Lot” as a symptom of broader ecological changes, one in which species loss is also tied to cultural loss.

    The horror of the night

    As least as early as Washington Irving’s “The Legend of Sleepy Hollow,” the call of whip-poor-wills, a member of the nocturnal nightjar family, haunted American fiction.

    Perhaps the best known whip-poor-wills in American horror appear in H.P. Lovecraft’s novella “The Dunwich Horror.” Lovecraft references the species nearly two dozen times in his story, with the birds often appearing around the deaths of the Whateley family, who live in the fictional town of Dunwich, Massachusetts.

    By behaving in ways that real whip-poor-wills never do, Dunwich’s nightjars symbolize the horrors the Whateleys unleash on the townspeople. The birds also act as psychopomps: beings who guide the souls of the newly deceased to the afterlife.

    Dunwich’s whip-poor-wills remain in the town until Halloween – “unnaturally belated,” Lovecraft writes – as they chant in unison with the dying breaths of Whateleys. (Indeed, most whip-poor-wills leave the Northeast by the end of September, and they usually don’t coordinate their singing.) But though whip-poor-wills are essential to the plot of “The Dunwich Horror,” another common owl, this one a great horned owl, replaces whip-poor-wills in the 1970 film adaptation of Lovecraft’s story.

    King, too, uses whip-poor-wills to great effect. In “Jerusalem’s Lot,” the short story King later published as a prelude to “Salem’s Lot,” whip-poor-wills haunt the Maine town. And in his 1989 novel “The Dark Half,” King references the lore of whip-poor-wills as psychopomps.

    Lovecraft’s and King’s fictional whip-poor-wills draw on widespread Indigenous, European and American beliefs about the species. A whip-poor-will singing near one’s home was an especially ominous sign, usually meaning that death would soon take someone in the house. An 1892 article in the American Journal of Folklore documents this belief in King’s home state, Maine. It also offers a story, probably apocryphal, as evidence: “A whippoorwill sang at a back door repeatedly; finally, the woman’s son was brought home dead, and the corpse brought into the house through the back door.”

    Birds and belief disappear

    For the better part of the 19th and early 20th centuries, whip-poor-will lore circulated among people who encountered the bird. Outside of the world of folklore studies, you can find passing mention of ill omens in the nature writing of Henry David Thoreau and Susan Fenimore Cooper, though neither gave credence to these superstitions. Into the 20th century, local newspapers continued to share lore about the birds with their readers.

    But as erasure of the species from horror suggest, broader cultural familiarity with whip-poor-wills has atrophied. In one exception, “Chapelwaite,” a 2021 television series based on King’s “Jerusalem’s Lot,” the characters explicitly discuss the birds’ behaviors, so that viewers understand the reference.

    The cultural erasure of whip-poor-wills mirrors the species’ actual decline. Conservationists estimate that eastern whip-poor-will populations have declined by about 70% since the 1970s. This decline is likely leading to what the naturalist Robert Michael Pyle calls the “extinction of experience.” Pyle reasons that when a species declines, people lose opportunities to encounter it in local landscapes and are less likely to be familiar with it in the first place.

    Such declines also drive social and cultural losses. This is most stark when a species goes extinct. Consider the passenger pigeon. As the writer Jennifer Price shows in her book “Flight Maps,” the life of Americans was once entwined with the species. When massive flocks of passenger pigeons arrived, communities gathered to hunt the birds, which were once an integral part of the American diet. Now, however, the species is remembered almost exclusively as a symbol of human-induced extinction.

    Similarly, the decline of common birds alters people’s relationships to the environment. For instance, in the U.K., the decline of house sparrows robs landscapes of the beloved sight and sound of a once ubiquitous species. The loss of common cuckoos, meanwhile, means that spring arrives in the U.K. without its iconic song.

    Beyond cultures of loss

    I think we are witnessing similar cultural changes with whip-poor-wills. Their absence in the adaptations of King’s work mirrors their absence both in the landscape and in people’s lives. But though loss and grief rightfully characterize many people’s relationship with whip-poor-wills and other declining species, I want to make a case for hope.

    On one hand, there’s reason to be hopeful about the possibility of conservation: Whip-poor-wills appear to respond well to forest management practices that create diverse forests with a mix of younger and older trees. Many places where whip-poor-wills breed have active conservation plans to support the bird and other species that share their habitats.

    Nor are whip-poor-wills culturally extinct.

    After all, readers still find their way to the works of Lovecraft and King. These and other enduring references to the species offer people an opportunity to find their way back to the bird – and to what the species meant to all those who have cared for them.

  • MIL-OSI Europe: Dot plots for the Eurosystem? | Speech at Harvard University

    1 Introduction
    Ladies and gentlemen,
    it is a great pleasure to be at Harvard again, to meet long time companions like Hans-Helmut Kotz and to exchange ideas with top scientists such as Benjamin Friedman. When I was in this round two years ago, we were dealing with an unprecedented global inflation spike.[1] Fortunately, the worst is behind us, and inflation in the euro area is heading back to the Eurosystem’s target. We have not brought the inflation ship safely back into the 2% harbour, but the port is in sight. Thus, I can focus on another question today.
    Before I do that, let me share an analogy to set the stage for my discussion. Back in the 1970s and 1980s, the field of economics was split into two seemingly incompatible schools of thought: New Keynesian and New Classical. Their proponents were not too polite in their language, calling assumptions “foolishly restrictive” or comparing an opponent to someone attempting to pass himself off as Napoleon Bonaparte.[2] But, over time, ideas from both camps ultimately merged to form a consensus called the New Neoclassical Synthesis, the very foundation of modern macroeconomics.[3] Gregory Mankiw neatly described this story in his essay “The Macroeconomist as Scientist and Engineer”.[4]
    The takeaway from this analogy is that complex issues are rarely black or white. With this in mind, I want to explore whether the conduct of monetary policy in the euro area could be enhanced by offering more detailed and nuanced information regarding its future outlook. More specifically, today I will address the following question: Should the Eurosystem introduce dot plots?
    To explore this, I will first examine current experience with dot plots and other forms of forward guidance in both the United States and the euro area. I will then evaluate the advantages and disadvantages of incorporating dot plots into the Eurosystem’s communication strategy. In this analysis, I will concentrate on the implications for policymakers’ independence, the effectiveness of monetary policy and the management of uncertainty.
    2 The dot plot and other forms of forward guidance
    Let me begin with some basics. Most central banks in advanced economies have a clear mandate to keep prices stable. They do this mainly by setting the policy rate and communicating their decisions in order to manage the expectations of economic agents, including market participants, households and firms. When central banks provide explicit signals about the future path of the policy rate, we call it forward guidance.
    We can classify forward guidance into two ideal types: “Odyssean” and “Delphic”.[5] Odyssean forward guidance means the central bank makes a firm commitment to a future course of action, like promising to keep interest rates at a certain level for a certain time. Like Odysseus, who famously tied himself to the mast of his ship to resist the call of the sirens, central banks are committing to staying on course – whatever the future brings.
    In contrast, Delphic forward guidance is conditional and involves sharing information about the central bank’s economic outlook and policy intentions without making firm commitments. This term comes from the Oracle of Delphi, famous for its prophecies and predictions, which were so ambiguous and open to interpretation that they always seemed to be borne out in hindsight. A prime example of Delphic forward guidance is the policy rate forecasts published by central banks such as Norges Bank and Sweden’s Riksbank.
    A more subtle way of monetary policy communication is through the central bank’s reaction function. A reaction function indicates how the central bank adjusts its policy rate in response to key macroeconomic variables like the inflation rate or economic growth. When economic agents have a clear understanding of this reaction function, communication about the expected development of these macroeconomic variables can also help shape their expectations regarding the future trajectory of the policy rate.
    2.1 The Fed’s dot plot
    To consider if the Eurosystem should introduce dot plots, let me briefly recall what the Fed dot plots are and how market observers view them. Twelve years ago, the Fed began publishing the federal funds rate projections of the Federal Open Market Committee (FOMC) participants. Its intention was to boost transparency and communication with financial markets and the general public. On the other side of the Atlantic, the Eurosystem has, from its inception, held public press conferences and published monetary policy statements, the minutes of its meetings, and the results of its quarterly macroeconomic projections.
    As you are well aware, before the FOMC meeting, FOMC participants share their individual assessment of the appropriate level of the fed funds rate for the end of the current year, the end of the coming two to three years and over the longer run. The longer run projection refers to “each participant’s assessment of the value to which each variable would be expected to converge, over time, under appropriate monetary policy and in the absence of further shocks to the economy.”[6]
    Due to its visual representation in the Summary of Economic Projections (SEP), the combined projections of all FOMC members are known as the dot plot. These dots complement the FOMC participants’ projections for GDP growth, unemployment and inflation. While each FOMC participant submits their funds rate projection together with corresponding projections for macroeconomic variables, these correspondences are not revealed by the SEP. Accordingly, market observers cannot directly link the interest rate projections to the projections of the other macro variables.
    The dot plot was meant to complement the Fed’s communication, not to replace the forward guidance it provided in the monetary policy statement at that time during the press conference. For example, in January 2012, the FOMC statement provided explicit forward guidance on rates, saying that the Committee “[…] anticipates that economic conditions […] are likely to warrant exceptionally low levels for the federal funds rate at least through late 2014.”[7] During the accompanying press conference, Chairman Ben Bernanke introduced the dot plot, observing that “[…] eleven participants expect that the appropriate federal funds rate at the end of 2014 will be at or below 1 percent, while six participants anticipate higher rates at that time.”[8]
    Although the Federal Reserve did not introduce the dot plots as an explicit tool for forward guidance, many market analysts began to interpret them as such. When the forward guidance in the statement and the dot plot sent mixed signals, FOMC chairs often downplayed the dot plot’s importance.
    In 2014, Janet Yellen famously stated: “[…] one should not look to the dot plot, so to speak, as the primary way in which the Committee wants to or is speaking about policy […].”[9] Similarly, in 2019, Jerome Powell noted that “[…] the dot plot has, on occasion, been a source of confusion. Until now, forward guidance in the statement has been a main tool for communicating committee intentions and minimizing that confusion.”[10]
    And this is also how Fed watchers now see the dot plot, ranking it as the Fed’s fifth most important communication tool.[11] The top communication tools are the press conference, the Summary of Economic Projections (excluding the dots), the FOMC statement, and speeches by the chair.
    Numerous studies show that the Fed has successfully used monetary policy communication to influence long-term interest rates and other asset prices.[12] And some research suggests that the dot plots significantly and independently influence market interest rates. [13] But there is a fundamental issue about these results: it is very challenging to determine how much each communication channel contributes to the overall effect.
    To identify the causal effect of monetary policy, scholars often define a so-called event window around central banks’ monetary policy meetings. Changes in market interest rates during this event window are then attributed to monetary policy.
    But there is a problem: when the dot plot is released, it is published together with the monetary policy statement. That makes it hard to determine which one caused the interest rate changes observed during the event. And because of this, it is unclear whether those channels actually provide complementary information or are just substitutes.
    2.2 Monetary policy communication at the Eurosystem
    So, what does the Eurosystem’s monetary policy communication look like? The Eurosystem began using explicit forward guidance in the introductory statement to its July 2013 meeting. At that time, inflation in the euro area was low, and the Eurosystem expected underlying price pressures to stay subdued in the medium term. Interest rates were already at the effective zero lower bound.
    To provide further accommodation, the ECB’s Governing Council, which is the counterpart of the FOMC, announced in its July 2013 meeting that it “expects the key ECB interest rates to remain at present or lower levels for an extended period of time.”[14] The Governing Council continued to use variations of this statement for almost a decade. And there is now also ample evidence that the Eurosystem has been successful in implementing its forward guidance.[15]
    With the resurgence of inflation in 2021 and high uncertainty caused by major shocks and structural changes, the Eurosystem shifted to a data-dependent, meeting-by-meeting approach, largely stepping away from explicit forward guidance.
    More specifically, we now base our interest rate decisions on three elements: first, our assessment of the inflation outlook in light of the incoming economic and financial data, second, the dynamics of underlying inflation, and third, the strength of monetary policy transmission. These three elements can be seen as a further specification of our reaction function. However, the Governing Council does not pre-commit to any specific rate path.
    Taken together, apart from the publication of the dot plot, the approaches to monetary policy communication taken by the Federal Reserve System and the Eurosystem are largely comparable. Both institutions regard the monetary policy statement and the press conference as their primary communication tools. And both central banks have recently shifted from explicit forward guidance towards a data-dependent meeting-by-meeting approach.
    But the Eurosystem also continues to provide signals about future policy rates. It simply does it more implicitly. For example, the wording of the monetary policy statement and the answers of the ECB President during press conferences provide insights into future policy rates. As do speeches and interviews given by Governing Council members. Additionally, the Eurosystem influences market expectations through its quarterly staff projections.[16]
    Unlike some other central banks, the Eurosystem uses the interest rate implied by financial market prices on a specific cut-off day as a conditioning assumption for its macroeconomic projections. Specifically, this means that our medium-term inflation forecast aligns with market expectations for a particular policy rate path. Market participants can subsequently compare the exogenous path for the policy rate, as embedded in our macroeconomic projections, with our actual monetary policy decisions, in order to gain insights into our reaction function.
    You could say that the Eurosystem provides Athenian communication. Athena was known as the Goddess of wisdom and as a protector and guide to many Greek heroes. Rather than communicating directly with those she protected, Athena often used indirect guidance. And through her subtle guidance, Athena empowered the heroes she protected to take decisive action and make wise choices.
    3 A dot plot for the Eurosystem?
    Now, let us get to the heart of the matter. Should the Eurosystem introduce dot plots? Although this question can only be answered “yes” or “no”, complex issues are rarely black and white, as mentioned earlier.
    In the following, rather than simply listing the pros and cons of introducing dot plots in the Eurosystem, I will structure my discussion around three themes: First, the impact dot plots could have on the independence of the Eurosystem. Second, the potential for dot plots to improve the effectiveness of our monetary policy communication. And third, the role dot plots could play in capturing projection uncertainty around our baseline forecasts.
    Throughout, I will only consider adding projections for the policy rates to the existing macroeconomic projections by Eurosystem staff. For simplicity, I will not consider whether to also complement our current consensus projections for macroeconomic variables with individual macroeconomic projections.
    3.1 Independence
    Let me begin with the theme of independence. The ECB’s Governing Council consists of the six ECB Executive Board members and the 20 governors of the euro area’s national central banks. Although this setting may resemble that of the Federal Open Market Committee, which includes Federal Reserve Bank Presidents, there is a significant difference.
    The euro area is not composed of regions within a single country but of individual countries within a larger union, each with its own fiscal authority and national laws, as well as considerable differences in economic size and performance. Therefore, within the Governing Council we have a strong interest in finding and communicating a consensus perspective. This is, for example, enshrined in our statute, which states that the proceedings of the meetings of the Governing Council are confidential.
    When we discussed introducing ECB accounts from our Governing Council meetings – comparable to the published minutes of FOMC meetings – about a decade ago, we aimed to balance two things: On the one hand, to clearly articulate the consensus perspective. Yet on the other hand to represent the full spectrum of views in order to help market participants better understand the ECB Governing Council’s decision-making process.[17]
    In the end, the Eurosystem decided to represent the full spectrum of the discussion without naming individuals. Nevertheless, despite the anonymity of the arguments presented, markets and the media alike continue to attempt to discern the identities of the individuals behind them. Given that numerous members of the Governing Council express their views on monetary policy through speeches and interviews, identifying their positions is not a particular challenge.
    If there were anonymous dot plots of Governing Council members, media and the markets alike would probably attempt to match individual members to each dot as well. The primary distinction between speeches and dot plots is that Governing Council members deliver speeches voluntarily. In contrast, dot plots would force all Governing Council members to regularly articulate their perspectives on the future trajectory of interest rates. And this could potentially influence the Governing Council’s independence.
    Once national stakeholders become aware of “their” representative’s views on future interest rates, they may exert pressure on the representative to align with national interests. I am confident that, even if we were to publish dot plots, every member of the Governing Council would continue to act independently and in the best interests of the entire euro area. However, I believe we are well advised not to put ourselves in a situation that might increase pressure on us to act in ways others want us to.
    3.2 Effectiveness of monetary policy communication
    My second theme is whether a dot plot could significantly enhance the Eurosystem’s effectiveness of monetary policy communication. And here I am sceptical. To begin with, there is the previously discussed issue: the dot plot may conflict with the consensus message conveyed in the monetary policy statement. But the main reason for my scepticism is that comparative studies on different methods of monetary policy communication are inconclusive.
    A BIS working paper shows that interest rate projections provide additional information to macroeconomic projections, meaning that they are not redundant.[18] That could be seen as an argument for introducing dot plots. However, while market participants in countries that publish both interest rate projections and macroeconomic projections prefer the former, they might still be able to obtain sufficient information from macroeconomic projections alone.
    Furthermore, research on central bank communication in Norway and Sweden shows that publishing interest rate projections has not improved market understanding of what new macroeconomic information implies for future interest rate.[19] In other words, the publication of interest rate paths did not help market participants better understand the central banks’ reaction functions.
    This finding aligns with research published by the Reserve Bank of New Zealand that shows that announcements with interest rate forecasts and those with only written statements lead to similar market reactions across the yield curve.[20] The authors pointedly conclude that, while central bank communication is important, the exact form it takes is less relevant.
    This result echoes a seminal study by Blinder and co-authors, who concluded back in 2008 that there was no consensus on what constitutes an optimal communication strategy.[21]
    All things considered, I see no compelling evidence that the Eurosystem’s monetary policy communication would be significantly enhanced by the introduction of a dot plot.
    3.3 Projection uncertainty
    Now to the third and final theme – uncertainty. I am quite sure that the Eurosystem has room to improve how we handle projection uncertainty. Currently, the ECB’s Governing Council summarises its view on the uncertainty surrounding economic growth and inflation in the risk assessment section of its monetary policy statement. More specifically, the Eurosystem addresses the uncertainty around its baseline inflation forecast in two ways.[22]
    First, it produces fan charts with symmetric ranges around the point forecast, based on past projection errors. In this setup, past projection errors act as a catch-all proxy for uncertainty. Second, it occasionally publishes risk scenarios, conditional on assumptions different from those in the baseline projection. For instance, during the pandemic, the Eurosystem began using alternative assumptions about the future path of infections and contact restrictions to illustrate macroeconomic uncertainty.
    Could the use of dot plots enhance the communication of inflation forecast uncertainty within the Eurosystem? Given that dot plots offer only an indirect method for conveying uncertainty about the inflation outlook, there may be more effective alternatives.
    One might be to enhance the communication of our existing measures of uncertainty. Another might be to develop new measures, such as scenario and sensitivity analyses, as well as improved fan charts. We must carefully evaluate the pros and cons of each approach.
    Hence, it is quite fitting that the Eurosystem is currently performing an interim strategic review, which includes an analysis of how risk and uncertainty should inform both policy decisions and policy communication. I’m already looking forward to the results.
    4 Conclusion
    Ladies and gentlemen, let me conclude. I began my talk by discussing different schools of thought – New Keynesian and New Classical – and argued that complex issues are rarely black or white. When it comes to central bank communication about the future, there are certainly many promising approaches. And, undoubtedly, dot plots are an intriguing instrument for central bank communication.
    However, given the prevailing evidence, I do not see a compelling case for introducing dot plots for the Eurosystem.
    On the other hand, I firmly believe that we can and should enhance how we account for uncertainty in our macroeconomic projections. I have outlined a few options which the Eurosystem will address in the ongoing strategy review.

    The HSE project to prepare globally competitive and socially responsible business leaders for the digital economy, possessing professional competencies in the field of sustainable development and ESG, received well-deserved recognition from the jury of the award.     A team of four presented an application to a GTCS panel for accreditation of the ED5501 Programme. The team included Programme Director Dr Shannon Babbie, faculty member Dr Annette Moir, PGT student Gillian Armstrong, and Dr Tracy Edwards of Leeds Beckett University, a recent doctoral graduate of Aberdeen.
    In a brief presentation the team brought the course to life through personal stories of how the teaching, collaboration and overall experience impacted their professional practice.
    In awarding accreditation, the GTCS stated the University offered: “A strong values-based programme in terms of social justice and meeting the needs of all learners. It is very well connected to the professional standards more broadly, with the standard for career-long professional learning coherently woven throughout the reflective supports for participants.
    “A well-designed programme clearly aligned with the Scottish Education policy context, it is well placed to help meet national priorities around inclusion.”
    Securing accreditation, which runs from 2024 to 2029, means students may apply to GTCS for professional recognition upon successful completion of the course and completion of the additional activities.
    As noted by GTCS, the award is in recognition of the need for high-quality professional learning and development programmes that ensure teacher professionalism is maintained and enhanced, and that learning experiences are professionally recognised and valued.

  • MIL-OSI Global: As a federal election campaign looms, Canadians must demand stronger ethics laws from politicians

    Canadian politics is at a crossroads. When Prime Minister Justin Trudeau took office in 2015, his open letter to Canadians promised them accountability and transparency. As Trudeau’s time as prime minister seems to be winding down, however, his government has been subject to nearly two dozen conflict-of-interest investigations, with Trudeau himself even violating conflict laws.

    Partisan vitriol, electioneering and political brinkmanship are ramping up, with pressing issues like inflation, crime, climate action and housing set to dominate the political news cycle. What must not get lost amid these policy concerns is the urgent need to strengthen Canada’s governmental ethics and accountability laws, especially given the growing Canadian distrust in politicians.

    That includes distrust of those in the current government. A 2023 poll found that two-thirds of 1,632 respondents don’t trust the Trudeau government, with only about a third expressing confidence in the Prime Minister’s Office and less than half trusting the House of Commons.

    The prime minister’s high-profile conflict-of-interest violations highlight the inadequacy of accountability measures. They illustrate that federal ethics laws need reform, particularly the Conflict of Interest Act that applies to public office holders (the Conflict of Interest Code applies to MPs in their role as MPs while the act applies to MPs in their role as ministers or parliamentary secretaries).

    As researchers who focus on the laws of public sector ethics and accountability, we believe ethics issues must be kept in public view and political parties should be pressured to offer meaningful reform ideas in their campaign and party platforms.

    Trudeau’s conflict violations

    Trudeau first breached conflict-of-interest laws in late 2016 and early 2017, when he vacationed with his family on the private Caribbean island of the Aga Khan, a spiritual leader whose foundation is registered to lobby and has received money from the government.

    The prime minister accepted private helicopter travel and other gifts, violating multiple sections of the Conflict of Interest Act.

    Mary Dawson, the ethics commissioner at the time, found that Trudeau had failed to avoid a conflict or to seek advice from her office before accepting the trip. Despite these conclusions, Trudeau faced no formal punishment.

    Trudeau’s second violation was revealed in 2019 amid the SNC-Lavalin affair. In a nutshell, the prime minister attempted to pressure then-Attorney General Jody Wilson-Raybould to intervene in a criminal prosecution against the engineering firm, which has its head offices in the same province as Trudeau’s electoral riding.

    The ethics commissioner concluded that Trudeau used his position in an attempt to improperly serve SNC-Lavalin’s interests, breaching provisions of the Conflict of Interest Act. While this scandal rocked the Liberals, Trudeau again faced no real consequences for his actions apart from some ministerial resignations and possibly a failure to gain more Liberal seats in the October 2019 election.

    These incidents have helped foster an environment where conflict-of-interest violations have become normalized. Former ministers Bill Morneau and Yasmin Ratansi, Liberal House Speaker Greg Fergus, current ministers Mary Ng and Randy Boissonnault, along with various government appointees, have all been caught in ethics scandals.

    No consequences

    Regardless of which party holds power, a striking flaw in Canada’s political ethics framework is the lack of clear consequences for violating the Conflict of Interest Act. While ethics commissioners have the authority to investigate and report on violations, their reports are published online and submitted to the prime minister, who then decides whether any consequences will apply.

    Any penalties the commissioner can impose are laughably small, with administrative monetary penalties of no more than a paltry $500 for failing to meet reporting requirements.

    This critical gap places the responsibility for imposing consequences under the act on the person who may have been the one to violate the rules, which is sometimes the leader of the government.

    The prime minister decides on the punishment, even if the investigation concerns a cabinet member. This raises concerns about impartiality. Is there any incentive for the prime minister to actually hold colleagues accountable when they violate conflict-of-interest laws?

    And what message does it send to an already distrustful electorate when the prime minister and his inner circle can repeatedly violate conflict laws, then determine whether they should face consequences for their actions?

    Ongoing ethics concerns

    Conservative Leader Pierre Poilievre, who was tenacious in 2020 when grilling the prime minister over conflict-of-interest concerns during the WE Charity scandal, seems determined to continue challenging the Liberals on their ethics record.

    Poilievre’s Conservatives recently raised concerns over the controversial appointment of Mark Carney as a special adviser to the Liberal Party. Being appointed to a party position instead of a government job allows Carney to avoid the ethics commissioner’s scrutiny of his private interests yet still advise government officials.

    Additionally, accusations that the Liberals mismanaged the Sustainable Development Technology Canada fund and used it as a “slush fund” for party insiders recently caused Parliament to grind to a halt. The government has refused to provide information on how the fund was managed.

    At the same time, allegations that Trudeau has avoided taking responsibility for foreign interference in Canada’s elections have provided the opposition with further ethics ethics ammunition for an election campaign looming on the horizon.

    Given Trudeau’s poor polling numbers, recent reports about Liberal MPs calling for him to step down and the imminence of yet another cabinet shuffle, government ethics and accountability must take centre stage if the country is to rebuild Canadian trust in government. Updating the Conflict of Interest Act would be a strong and necessary starting point.

    Ethics aren’t a luxury

    Since the Conflict of Interest Act cannot be updated without the involvement of legislators, a cynical observer might wonder how ethics standards can be strengthened.

    One answer is that the Conservatives’ relentless push for an election gives the public a perfect opportunity to demand that proposals to improve conflict-of-interest laws are part of the campaign platforms of all parties.

    This is exactly what happened in 2006 when Stephen Harper led the Conservatives to victory by pledging a more ethical and accountable Ottawa, although his government ultimately faced its own share of scandals.

    Ethical lapses in leadership must not be treated as secondary to pressing economic and social issues. Having a government that continuously strengthens and upholds its ethical standards should not be considered a luxury.

    Strong ethical governance is needed to restore and maintain public trust and to ensure our elected officials are working hard on behalf of Canadians — not in their own self-interest.

    The Government of Canada is investing $8.5 million over five years to support French-language research in Canada

    GATINEAU, October 22, 2024

    Canadians value French and scientific research. We also value our post-secondary education system and research in French in Canada. For many years, French-speaking researchers have had to contend with several major obstacles: the fragility of Francophone research infrastructure, the lack of appropriate resources and the predominance of English in the dissemination of scientific knowledge. That is why the Government of Canada is committed to improving conditions for the production and dissemination of scientific research in French in Canada.

    Today, the Honourable Randy Boissonnault, Minister of Employment, Workforce Development and Official Languages, announced an investment of $8.5 million over five years to support and strengthen Canada’s French-language research ecosystem. This investment aims to respond to the pressing challenges facing French-speaking researchers by offering them better support for the production, discoverability and dissemination of their work in French.

    To support this effort, an external advisory group on the creation and dissemination of scientific information in French will be established. This group will provide advice and recommendations to Minister Boissonnault and develop a federal strategy to ensure the long-term viability of Canada’s French-language research ecosystem.

    The advisory panel’s mandate will be to analyze the current dynamics of the creation and dissemination of scientific knowledge in French in Canada. It will also propose actions that account for the dynamics of official language minority communities and Quebec.

    The panel is made up of experts and specialists from across Canada who will share their knowledge and experience in a variety of fields. They are:

The funding will support economic and workforce development, outdoor recreation, and historical restoration across the state.

    Our Nation’s minority-owned businesses are the glue of our communities and the engines of our economies.  Investing in them is key to growing our economy from the middle out and bottom up, not the top down.  When minority-owned businesses do well, everyone does well.  More people get jobs, first-time business owners build generational wealth, our economy grows, and more Americans feel a sense of pride and hope in all that is possible in our Nation.  This Minority Enterprise Development Week, may we celebrate the talent and ingenuity of the innovators and entrepreneurs who run our Nation’s minority-owned businesses.  And may we recommit to ensuring that minority-owned businesses have access to the resources they need to thrive.
    Minority-owned businesses add incredible value to our economy, generating nearly $2 trillion in revenue each year.  These businesses not only provide the goods and services we need but are also sources of hope — helping people realize their American Dream, building generational wealth, and uplifting their families and communities.  That is why my Administration is ensuring that minority-owned businesses have access to capital and can grow.  The Small Business Administration (SBA) is lending tens of billions of dollars to small businesses that would otherwise struggle to access capital.  For example, since 2020, the rate of SBA-backed loans increased by about 40 percent for Asian American-owned businesses, tripled for Black-owned businesses, and more than doubled for Latino-owned businesses.  Further, my American Rescue Plan helped minority-owned small businesses keep their doors open during the COVID-19 pandemic and represents the largest-ever dedicated Federal investment to connect minority-owned small businesses to support.  That law invested $10 billion to launch and expand programs that provide critical access to capital for small businesses.  The American Rescue Plan also invested $500 million to fund over 100 awards for organizations working to connect entrepreneurs to resources to help their small businesses recover and thrive through initiatives like the SBA’s Community Navigators Program, the Department of the Treasury’s Small Business Opportunity Program, and the Minority Business Development Agency’s Capital Readiness Program. 
    My Administration has also been working to ensure that minority-owned businesses get a fair shot at success.  That is why I signed an Executive Order that would increase the share of total Federal contracts going to disadvantaged businesses from 10 percent to 15 percent by 2025 — and in the last 3 years, we have spent over $208 billion on small disadvantaged businesses.  My Bipartisan Infrastructure Law expanded and made permanent the Minority Business Development Agency, ensuring that minority-owned businesses have access to the resources and support they need to thrive.  And with my Inflation Reduction Act and CHIPS and Science Act, we are working to make sure that minority-owned businesses are benefiting from the billions of dollars we are investing in America’s infrastructure, manufacturing, and clean energy industries here at home.  In addition, Vice President Harris launched the Economic Opportunity Coalition in 2022 to provide tens of billions of dollars in investments to underserved communities. 
    Since Vice President Harris and I entered office, our Administration has created 16 million jobs, and American entrepreneurs have filed nearly 20 million new business applications.  Wages are growing faster than prices.  Unemployment remains low.  Black- and Latino-owned businesses are being created faster today than they have been in years and Federal contracts with Native American-owned companies increased by over $8 billion from 2020 to 2023. I also take pride in my Administration’s investments in Historically Black Colleges and Universities, Hispanic-Serving Institutions, Tribal Colleges and Universities, and Asian American and Native American Pacific Islander-Serving Institutions — all of which are helping launch the next generation of innovators, entrepreneurs, and business owners.  These investments will ensure that their graduates will have every opportunity to lead the industries of the future and build generational wealth.

    ITU-WTSA 2024 organises ‘Safe Listening Workshop’ to advocate the responsible use of technology

    Over a billion young people worldwide are at risk of avoidable hearing loss due to unsafe listening practices: WHO

    ITU-WTSA 2024 which is being held in New Delhi hosted a joint ITU-WHO Workshop on Safe Listening, addressing the urgent global public health crisis of hearing loss, and the dangers posed by unsafe listening practices. With the statistics showing over 1 billion young people at risk of hearing loss due to unsafe listening, the workshop underscored the importance of collective action in ensuring that safe listening practices become a global norm. In response to this growing public health problem, WHO launched the Make Listening Safe initiative in 2015, with the aim of preventing hearing loss through hearing conservation.

    The inaugural session was attended by Nidhi Khare, Secretary, Department of Consumer Affairs, India, Dr. P. Payden, Deputy Head, WHO country Office, India ​and Hemendra Kumar Sharma, Deputy Director General (Media) & Spokesperson, Department of Telecommunications, Ministry of Communications, India. Renowned musician Ricky Kej moderated the session.

    Speaking at the workshop, Ms. Nidhi Khare, Secretary, Department of Consumer Affairs said “It is important for policy makers and regulators to develop standards not only for manufacturers but also for users and services. There should be education & training for tracking sound exposure, on the lines of tracking other health parameters like calorie intake & footsteps.” She further highlighted Indian cultural practices which are aligned towards this cause and said “In our culture, there’s a festival ‘Mauni Amavasya’, in which one is supposed to keep quiet & fast. Perhaps, relishing the sound of silence. I think that is extremely therapeutic and we must realise that together, we can create a difference for not only India, but for the world at large.”

    P. Payden, Deputy Head, WHO country Office, India, said “The cascading consequences of hearing loss translates into millions facing communication challenges, diminished quality of life, and potential impact on professional development/education. Besides, noise-induced hearing loss in children can impair language acquisition, leading to learning disabilities and increased anxiety. Untreated hearing loss can lead to isolation, depression, and cognitive decline. However, she also emphasized that there is good news as well, and noise-induced hearing loss is preventable by adopting safe listening habits. She further mentioned that the global ITU standard for safe listening devices and systems provides a framework for incorporating features into personal audio devices, such as acoustic symmetry which monitors a sound allowance for a given period. Features that give a warning when users reach 100% of their weekly sound allowance.

    She concluded by saying “WHO is committed to promoting safe listening practices through research. Dissemination of evidence-based guidance and collaborating with stakeholders to create safe listening. Hearing loss is irreversible, but it’s preventable.”

    Addressing the stakeholders, Hemendra K Sharma, Dy Director General & Spokesperson, DoT said that over 5% of the world’s population require rehabilitation for disabling hearing loss, including 34 million children and that, it requires two pronged approach of having right regulation and  plenty of awareness. He informed the audiences about the DoT’s Sanchar Mitras, the student volunteers, who are creating awareness of citizen centric services of department. 30 such Sanchar Mitras from across the country were participating in the workshop and were urged by Sharma to take the message of safe listening practices to citizens.

    A detailed presentation on the subject was given by ITU and WHO. Simao Cam​​​pos, Counsellor,ITU-T spoke about the relevance of standardization to drive change in the health sector including hearing health. He outlined how behaviour change can be motivated through implementation of standards and regulation. Dr Shelly Chadha, Technical Lead, Ear and Hearing Care,​ WHO spoke about the Global Standards for Safe Listening and other WHO efforts to make listening safe. She outlined WHO’s philosophy on safe listening, what the standard is about, how it can be implemented.

    A panel discussion was also held on implementing the ‘Safe listening Standard:  Motivations and Challenges brought together representatives from standardization organizations, private sector entities, governments, and users. The panellist included Mr Masahito Kawamori, Keio University (Japan), Mr Karl Brookes, Sony (UK), Dr Kapil Sikka, AIIMS Delhi (India). The panel explored various aspects, including potential pitfalls and solutions for compliance, and actions to promote safe listening practices. Special focus was on implementing these standards, highlighting the unique challenges and rationales. The discussion also delved into the user perspective, emphasizing the benefits, challenges, and overall impact of safe listening. Mahima Sharma and Sanchar Mitra, Ms S J Varshaa shared their insights, adding a fresh perspective to the conversation reminding the audience that this issue deeply affects the younger generation.

    The session concluded with a call for continued global collaboration, emphasizing that coordinated efforts between governments, industry, and organizations like WHO and ITU are essential for advancing the adoption of safe listening standards.

    These discussions and developments are part of the side events of the ongoing WTSA 24 & IMC24 being held in New Delhi. The event marks the beginning of a new chapter in India’s digital journey, reinforcing the country’s commitment to becoming a global leader in advanced communication technologies.

    Very warm good afternoon to all of you. 

    Distinguished audience and most importantly boys and girls, I am here for you. It is an absolute delight to address this gathering, and why? you are young minds. You are young minds at the ISB. You are young minds at the moment, participating in the ISB Leadership Summit. Your set is the most significant stakeholder in governance and democracy.

    Our youth demographic dividend is the envy of the world at the moment and it is the fuel to our growth engine destined to accomplish a developed nation@2047. I must appreciate the management for having crafted such a theme.and the theme is leadership in India’s century. This bears boys and girls huge contemporaneous elements. And why not? It is for the first time in history that the voice of India, the voice of India’s Prime Minister, is heard with respect like never before. India has come to count. India has come to count in global affairs, consistent with its populace being a repository of knowledge and wisdom, home to one-sixth of humanity.

    Never before we had this enjoyable moment as we are having now. Having been elected to Parliament in 1989, I faced a situation where our foreign exchange reserves were one billion US dollars. One billion! We crossed 700 billion last week, what an accomplishment. 700 times something beyond a geometric leap. India is being looked upon as a nation that can legitimately address issues confronting the globe. And why not? India’s G20 presidency, according to one and all in the world, has set a very high benchmark but look at the outcomes:

    One, the African Union was made a member of the G20. Only the European Union was before. I’ll come to that later.

    But the Global South, most people like me have not heard of it. It’s a name that resonates and mind you, the armature contributed to the world in terms of populace and GDP.

    International Solar Alliance, International Yoga Day all have been fortified for the benefit of the world on account of one individual: India’s Prime Minister. His vision, his foresightedness, his commitment and therefore, it has great contemporaneous relevance.

    It has two parts: leadership and India’s century. To begin with, the Indian century. Bharat, our Bharat, is no longer a nation with promise, some people have wrong notions that India has arrived. They are mistaken, We are no longer a nation with promise, the promise has been realised, fully exploited. 

    We are a nation on the rise, the rise is unstoppable, the rise is incremental, the rise is continual. The rise is various elements that matter to our growth. Let me advert to some aspects that make Bharat a  land of hope and possibility and before that, all of you know it. Just a decade ago, what was the mood of the nation? We were in a state of despondency and dejection. The daily public domain discourse was one of scams, corruption, favouritism. What has been transformed in a decade? There is an over-pervasive mood of hope and possibility and I had seen those days 34 years ago when world institutions the IMF and the World Bank used to be dictatorial, like a teacher in a class for a student who has not done homework and we were just meekly sitting but look at what they say we are getting accolades from the International Monetary Fund. And the accolades is favourite global investment and opportunity destination, I had the occasion to meet the head of the IMF, an enormously talented lady. Every time she talked of India, it was in these words and why not? This is the ground reality. 

    Our technological advancements, deep penetration, and digitalisation are termed by the World Bank as ‘a global role model’. Indicated by a statement that what India accomplished in six years is otherwise not possible in over four decades plus. Our exponential economic upsurge makes Bharat the fastest-growing large global economy. India has transformed in the last decade, becoming a $4 trillion economy with 8% growth potential, expanding infrastructure with four new airports and one metro system built yearly. 

    Every year, four new airports and a metro. There is daily addition of 14 kilometres of highways quality highways, world-class highways and six kilometres of railways. Digital technologies have enabled massive public infrastructure projects, benefiting 85 million people with housing, 330 million with health coverage, and 29 million small businesses with loans annually. When I talk to global leaders, I have to be a little careful because the volume is so high. The numbers are so staggering that instantly a person would believe I have just added one or two zeros. Just imagine a country where you add 500 million bank accounts in the shortest time.

    India leads in digital transactions, should I give the figure to you? Hold your breath. 6.5 billion monthly digital transactions, and we have the third-largest startup ecosystem with 58 unicorns. With 800 global capability centres generating 60 billion US dollars yearly.

    There is significant expansion in education. Your Chairman, Vice-Chairman of the group, is associated with this venture in a meaningful way here and elsewhere. It is soothing for us all that Indian talent is increasingly relevant globally. You know young boys and girls. Indian human resources are dominating global discourse when it comes to corporate heads.

    Driving interest in mobility agreements, India now takes pride in its lunar and Mars missions. Vaccine production and growing importance in semiconductors, as was indicated by Mr. Mittal and engineering he knows it out of experience, and you all will gather when you take a big leap into the public domain. Manufacturing is the key to making us leap forward. 

    All this has happened because of leadership, the government’s historic continual third term after six decades focuses on growth and innovation. It will be interesting for you these initiatives will concern all of you. They broaden your basket of opportunities. They will ignite your talent, expertise, and potential, and fructify your aspirations, these include creating 12 industrial zones, industrial zone itself is a huge step. To boost manufacturing, we are prioritising skill development, improving logistics and this is not just one  it’s a jump in sync with other institutions stakeholders. Everything is converging to these developments, and therefore, results will be seen. Mr. Mittal referred to the Green Hydrogen Mission. I am so thrilled by it. ₹19,000 crores were allocated by the Government of India for the Green Hydrogen Mission. We are among the few countries with a single-digit focus on it. I know it will have to be negotiated through tough terrain. There will be headwinds, but the commitment is there. by 2030, we will have an investment of ₹6 lakh crores and an equal number of jobs. Who will provide these jobs? Your leadership will. You will be somewhere in the entire system to ensure the success of this Quantum Computing Commission. ₹6,000 crores were allocated, we are getting more into it. 

    A technology that is close to your heart—6G. It will be implemented in two phases, with commercialisation expected between 2025 and 2030. For a layman like me, it may not mean much for him and you, it will open enormous vistas of contribution, opportunities, and changes to the landscape of this country. These are the issues, all these can get cutting edge only with leadership. Without leadership, nothing happens. If you look into our ancient history, if a leader collapses white flag comes up. A leader is all-important. And a leader does not only mean the leader of a country. It means leadership in every walk of life. It could be in a small office, a branch office, a regional office, the head office everywhere, even on the board.

    India’s engagement with world nations is crucial, offering expanded markets and reliable supply chains. Our cooperation in green energy, urbanisation, and emerging technology, including AI, was reflected upon by Mr.Mittal. Electric mobility and semiconductors benefit global progress and strengthen collaboration but to fructify these collaborations, to generate synergetic strength, a leader has to be well-informed, a leader must know about it. 

    I had the occasion on on of the conclave where six vice presidents from Africa were present. Our interest in that continent, in agriculture, mining, and technology, can create wonders. Only our leaders need to measure up to those requirements. You are the future leaders, you are leaders in the making, your role and responsibilities will be very different once you take the leap and carry the tag of ISB. It is not that we are celebrating India’s century merely because India is going to be a force to reckon with but we are, and will be, a force for good in the world. That is fundamental.

    India stand for what? Our civilisational ethos essence. What was the motto of G20? “One world, one family, one future.”  vasudhaiva kutumbakam, that is our belief. Therefore, India’s rise in the world would mean global peace, global stability, and global harmony. You are as leaders in making principal stakeholders to generate this ecosystem. Now, what do you need in a scenario which was not there when Honourable Governor was a young man or Mr. Mittal was a young man or the dean was or I was? I shouldn’t forget Dr. Sudesh Dhankhar when she was. What we faced? There was no equality of opportunity. There was no equality before the law. Meritocracy was in the backseat. And what has happened now? A great transformation has shaped, everyone is now equal before the law. No one is above the law. No one is immune from the law. 

    The stranglehold of the law is reaching them, they are feeling the heat. The privileged pedigree is now no longer in existence that is the greatest boon to the young minds, to the boys and girls before me. You don’t need favour, you don’t need patronage. You are always concern would by case be handicapped because someone less meritorious has a contact. there can be patronage in favour of someone. Gone are those days. That’s a great gain for you.

    The second issue, which you painfully suffered from, was corruption. What could we do? A contract, a job, was available only through means where one had to grease the palm of someone. But boys and girls, fortunately for you, we were not so fortunate. The power corridors have been duly sanitised of corrupt elements and liaison elements  Mr. Mittal rose by virtue of being an industry leader, there were people who extra-legally influenced decision-making, where the industry had no option but to bend. That doesn’t happen now. Our governance is dictated only by principles of transparency and accountability. You are in that area now. What does this mean to you? It means that you have an ecosystem where you can fully exploit your talent and energy, realising your dreams and aspirations because nothing holds you back in a systemic manner. A great thing for you. 

    Let me remind you of something I saw myself as Governor-General of West Bengal. COVID. It was a challenge to humanity, a non-discriminatory challenge, and it was really difficult then for a population of more than 1.3 billion but the Prime Minister visualised a mechanism to involve the people at large. We had our own vaccines, but we hand-held hundred other countries by providing vaccines at that time. The handling by India of COVID pandemic earned laurels for us, for our health workers, and for our health warriors but some were uncomfortable. The class is small, but they are uncomfortable with anything good that happens in this country. Your leadership will need to neutralise these forces as well. Scientists have been talking about climate change since the 1970s. One thing I never forget is the year 1979. You may wonder why, I was married in 1979 to Dr. Sudesh Dhakhar. In that very year, I became a lawyer, and you will come to easily once you google. But that year,  there was a film Mad Max, It was a global sensation as it talked about the end of the world due to climate change. No one was bothered despite years of conversation, no one thought of harnessing solar energy. India’s visionary leadership came to the rescue of the world in relation to solar alliance in Gurugram more than 122 countries have already joined part with it. And our landscape all over the country is dotted by harnessing of solar energy. It was left to India. India did it.

    I have many reasons to say that India’s century will prove to be a global good. Think what we have done with governance solutions. We developed various technological solutions for digital identity management.  World’s largest and fastest financial inclusion, as I said earlier. 500 million Indian bank accounts when I wanted to become a lawyer, I needed a library, and I needed ₹6,000. A man like me throughout a gold medallist  had difficulty getting a loan of ₹6,000. I still vividly remember the face of the manager who said, “I’ll give you ₹6,000 without a guarantee.” I had none. That changed my life. And look what has happened, you people have everything at your door.

    You only have to look around avail the opportunity grab the opportunity serve yourself serve your family serve society and serve the nation. We made them open source for the world to use through our India stack programme. Now any developing country can use these solutions free of charge. Not only, the kind of products India has visualised are available to the world without any charge. As a matter of fact this has graduated to our soft diplomacy taking a new height. More than intellectual property we are concerned how can we shorten the path of good governance for the countries of the global south. And we are contributing hugely in several countries. Friends the more we rise the more stability it will provide to the world order. The world knows it. Some misguided souls in our country do not share it. Either they fail to come up to the requirements of this great nation and its citizenship or they are dictating their actions by narrow partisan interests self interest in some cases survival interests. This is India’s century friends that is not desirous of hegemony or domination but global public good.

    India is the only country in the world and it has a history of 5000 years. That has never engaged in expansion. India’s Prime Minister Narendra Modi is on record warning to the entire world we are not living in an era of expansion and that global disputes must resolutely be addressed through dialogue and diplomacy. Our journey, friends, is not over, we have so many things to assert. Economic upsurge, the third largest global economy at the moment, third largest global purchasing power, on the way to becoming the third largest economy ahead of Japan and Germany. All that. But we must realise that to be a developed nation, our per capita income has to go eightfold. 

    This is achievable because we have human resources in your shape that will bring it about. You are capable of it. And when you do it, you are opening a new basket of opportunities for employment, for entrepreneurship, and for growth. Our journey of progress is a work in progress nothing is given to expedite this journey. India needs next generation leaders who can drive innovation and change. 

    I am reminded of a Greek philosopher, Pre-Socrates Heraclitus, Heraclitus reflected and is highly quoted. The only constant is the change. Change is the only constant. He buttressed it. The same person cannot enter the same river twice. Neither the person is the same, nor the river is the same. So we are in the process of change. But we don’t have to be captive of change. We have to bring about the change which we need and this happens to be more relevant when it comes to disruptive technologies, Artificial intelligence, Internet of Things, machine learning, blockchain. These at the time were just words for me but I was enormously enlightened when I had a presentation by the senior ministry officials. And I know we are in for a big change. These disruptive technologies, as going by their name, are both challenges and opportunities. 

    In the world of finance, the RBI governor has hinted only a day or two before, we have to keep things in check for artificial intelligence. You as leaders will be creating opportunities out of these challenges. You are those who will be actual players when it comes to execution and implementation. Whatever be your role in the hierarchy, your mindset has to be ahead of times. I have no doubt with your commitment, direction and dedication, India will exploit its potential and make available leaders for global conglomerates and international organisations. Our footfalls have already increased, I remember there was a time when we could never imagine someone from this country would be CEO of an outfit in Silicon Valley and now they say, jokingly, can we have a CEO who is not of Indian origin? That’s where we have come. All this because our DNA on this point is very strong. 

    I must caution you. Don’t look at leadership in a my pick way, Leadership is not with respect to your balance sheet in the corporate entity. Leadership is not limited to the role of your sector. Like suppose you are in the telecom or metro sector, You might look beyond your company, but you normally don’t look beyond the sector and it is there that might appeal to you. Business and leadership schools, the one like yours, have additional responsibility towards public and good governance.

    You have to give something back to the society. And you have to give back to the society something in a structured manner which is not individually specific. Imagine the benefit for a government department that receives policy solution inputs based on innovation and leadership training at schools. 

    In this country, there is a long and successful programme of public-private partnership in infrastructure. We need public-private partnership in leadership and innovation also. I have long nurtured an idea. It has not taken wings. When the Vice-Chancellor of Punjab University invited me for a convocation, in my capacity as Chancellor, I made one fervent appeal and she has taken various steps in that direction. Alumni of institutions have great experience, great exposure, great expertise. Individually, they are talent. As a group, they are powerhouse, why not use that for the nation? And I therefore noted an idea. There must be confederation of alumni associations. They can well suggest to the government in the field of policy making, they can give direction to our economy because framing those policies needs all the inputs. They are not all-in-all. Sometimes a small suggestion can work wonders. I am sure some step will be taken. 

    I will make one appeal to Mr. Mittal and to the Dean, we have leadership now constitutionally structured at Village level because India is the only country that has constitutionally structured democracy at village level and Municipal level. Most nations have legislatures at State and Central level. Now a Sarpanch plays a key role, a Pradhan plays a key role, a zila Pramukh plays a key role. Their funds are at their disposal. If they do not come up to the leadership expectations, the political head and the executive head will not be able to work in togetherness or in tandem. To generate that awareness, to generate that expertise, an outfit of your stature can certainly create a module, a training module that will go a long way in helping them. Once some people come to know about the usefulness of it, it will be replicated on its own but a beginning has to be made because majority of Indians or Bharat is in villages. If their optimal utilisation of funds can take place, if good trends can set in there, the economy of the nation will also get a big leap. 

    My young friends, I will be adverting to another important aspect and that aspect is, I want to turn to a matter of national importance, and that is nationalism. The academia, the industry, leaders and students ponder here over the issue of leadership. I suggest you ponder over facets of leadership with Indian characteristics. Indian nation has to be kept at the centre. Whatever we may do in any part of the globe, our heart and soul reside in India and therefore, I urge that leadership should be deeply wedded to nationalism. Without this undergirding, without this split, no amount of leadership skills will serve the greater good of the nation. Such individuals can be successful. They can be known but they will never be able to in that group which earns respect to the nation. 

    Therefore, I urge everyone, serve your nation optimally, serve your nation with full dedication and this is uniform ordinance for all of us. It is not optional, it is the only way. You all are tomorrow’s leaders. You will have an occasion to make decisions, key commercial decisions. and therefore, imagine if you think of economic nationalism while making decisions. If that spirit is there in you, you will immediately find great gain to the nation. I firmly believe no fiscal gain, howsoever great, howsoever quantum in economic terms, can be a justification, reason or a compromise for nationalism. 

    A fiscal gain should never be a consideration when it comes to economic nationalism. Economic nationalism is fundamental to our growth. It has been indicated, be vocal for local or Swadeshi. But I leave it with you and find out, once I am gone, how much foreign exchange is drained out in avoidable imports. Billions of US dollars every year are being drained out for the import of shoes, socks, trousers, undergarments, coats, curtains, flooring, toys, kites, electronic goods, furniture. 

    All that can happen in this country. I am not advocating parochial protectionism. Mr. Mittal has been to global forums. He knows that this policy cannot be propagated. The World Trade Organisation is there but then it has to emanate from every soul in this country. Once you do that, not only will you save foreign exchange in billions of US dollars, you will create jobs for millions of people in this country. There will be blossoming of entrepreneurship and all these aspects are next to none so you young leaders, just after a few months or years, be ambassadors of economic nationalism for the nation. It will be your lasting contribution to the economy of this nation. 

    Friends, Mr. Mittal emphasised on manufacturing. It is critical, it is not only about manufacturing in India, but the idea is to research in India, innovate in India, design in India. The growth engine of the nation is fuelled by research and development. You know it. The nations that are ahead in research and development march ahead. This makes focus on research and development of paramount importance. I don’t want to say more, but industry has to do a lot in that direction. I need to find a corporate of our country to be amongst top 20 global entities to be in that field when it comes to research and development but I am urging industry and stakeholders and corporates to invest in research and development, hand-hold stakeholders, in unleashing their potential and provide impetus to holistic growth of the nation but I am worried on another aspect. Manufacturing is fine, sir. 

    But what a painful scenario to face, our raw materials leave our shores in shiploads. Look at iron ore being shipped from Paradigm. Look at our precious products going outside without value addition. I appeal to young leaders to reflect what is writing on the wall. We are sending raw material because we are not capable of converting it to value-added products. We are capable, but someone who has ownership of that raw material in a cosy room finds it expedient to make a buck fast, sacrificing economic nationalism. 

    In the process, he is coming in the way of your employment, your innovation, your skill development. It is here that trade organisations, commercial organisations, industry organisations must be on the same page. We must develop economic ethics that we will not export our raw material without value addition. Then we find another global way of finding. Minimum value addition. Once we do it, the economic scenario will show a big change.

    Well, I must reflect on a tribe to which I belong, to which the Honourable Governor belongs. Now we are constitutional functionaries. The politician, The leader in the politician must also be fired by the zeal of nationalism. He or she should keep national interest above partisan or self-interest. In a democracy partisan stance is unavoidable. People have to take partisan interest, partisan stance, partisan viewpoint, nothing wrong with that. But on some issues, issues of national security, issues of foreign policy, issues of diplomacy, issues of nationalism, there is no room for politics. We all as Indians are ambassadors of our nation and once we leave the source of this country, we are its representatives. Our political hat has to be kept behind. But what I find, people take journey outside, took to destinations, just to find public space, to target taint and demean our progress and institutions. Young leaders have full capacity to neutralise these forces. These sinister forces, they are being activated by interests that are inimical to Bharat. It is surfacing. I had the occasion to reflect this morning on National Human Rights Day. 

    They say, India, there can be hunger crisis. What are they talking? Since April 1, 2020, till now and for five more years to come, 850 million people of this country will be fed free meal. Rice and wheat and pulses are given to them. You know it, I know it. What are they talking about? Because some of us do not rise for the nation, but raise the flag only for political interest. We need to be that, discord and voices for parties and political purposes and gains is a matter of deep concern. I’m sure you youngsters will know it. Their strategy to begin with is very soothing. They make inroads after having made inroads, they try to create disruptions, divisiveness in a nation like ours. You have to be extremely alert.

    It is here in such kind of challenging situations that leadership trade are called inaction, be prepared for that. Let me talk something about economy. There was a gentleman who occupied a prominent position in the Reserve Bank of India not long ago. Now this gentleman made a partisan assertion. I quote the assertion, “India will be lucky if it can have 5% growth rate”. During that contemporaneous time, India had 7.5% growth rate to a layman like me, 5% and 7.5% make some meaning but for the dean and Mr. Mittal, even 0.01 matters. How wrong he was but go to the background, why did he make that statement? Why did he act in a manner only to bring down the healthy mood of the nation? And why were there no regrets? Or any justification for having made that statement? In such situations, leadership collective must be proactive. And call these people to the bar. Call to the bar for a lawyer is a normal term, therefore I used it.

    Just imagine, how sickening you will find and how frightening it is that a member of parliament holding a constitutional position will troop to foreign universities and then, in a small corner, of which the university members will be aware, and a small group will try to set afloat a narrative that is dangerous to our unity, our institutions, our national interest. A handful of people. This is a large gathering, well represented, It means a lot to me. Not in a fraction of it and such people we need to hand hold, counsel, and suggest in whatever form we can and that has to emanate from young minds. 

    Social media has given power to brilliant young impressionable minds to express themselves. Your silence on such kind of situations will ever resonate in your ears. A couple of years later you will feel, why did I not voice my concern? If I had voiced my concern, then things would have been slightly better and therefore, do it. If this mindset of placing narrow partisan interests over national interests persists, it will give space to whom? It will give space to those who are our enemies. Enemies to our interests. Do we want it? Certainly not. Friends, we are at a leadership summit.

    Think how over the years leadership programmes have used to indoctrinate young minds of the country by the deep state. I’ll focus on it at some length. I come across several people, including parliamentarians. I have been invited by young leadership forum in the US, some ministry has invited in that category, it is a sense of elation, a sense of joy.

    Be aware, be cautious. Those who have been there earlier, where are they now? It’s a subtle method of indoctrination. It is giving hard sugar to a diabetic patient, it is creating enemies of the nation from outside only by making their life affordable. I can give instances of many number of young minds today. You may be envying their life, but they are parasitical when it comes to financial situations. They are greedy and they act like robots. You have to be extremely careful about such leadership programmes which are all over the place.

    Through institutional mechanisms, they do it. Fellowships, they do it, visiting programmes, university affiliations, by this they groom them. They are brainwashed, indoctrinated. They themselves have not seen India. They are painted as if we are crumbling far from it. But an individual committed to nationalism will be able to thwart these moves. Even by being a part of it, he will be able to stand on his own spinally and thereby neutralise such forces. 

    Friends, as you move forward with many leadership initiatives through this institution, I want to leave you with two thoughts.

    First, I said earlier, nationalism as a part of leadership curriculum is the foremost curriculum as a matter of fact. Groom leaders who place the nation above all else, 

    Second, create leaders who will find Indian solutions for Indian and global problems. Bring this talent into the service of governance, create solutions, create partnerships to resolve challenges of everyday Indians, we are here to work for the average Indian, the average Indian who has to be handheld and helped. 

    My young friends, the nation needs you, it is India’s century. The world needs you but you will make this movement in history successful if you are deeply wedded to these values in this endeavour. My very best wishes to you. I leave this place with full optimism and confidence.

    RANDOLPH – Congresswoman Ayanna Pressley (MA-07) visited Randolph for a ribbon cutting for the Turner Free Mobile Library, which was made possible after she delivered $524,000 in federal funding for the new library and STEM programming. The new mobile library, also known as the “Page Turner” bookmobile, carries books, movies, Wi-Fi, and other resources to students, elders, and other residents across the Randolph community. In Congress, Rep. Pressley has led the charge against book bans and has championed policies that promote culturally relevant learning in K-12 schools.

    Congresswoman Pressley was joined at the ribbon-cutting by Randolph Town Manager Brian Howard, Randolph Public Schools Superintendent Thea Stovell, Turner Free Library Director Sharon Parrington-Wright, and Randolph students, librarians, and city officials.

    “When we say books save lives, we mean that. The Turner Free Mobile Library will support students without access to high-speed internet at home, bring books and resources to learners of every age in Randolph, and focus on increasing critical literacy rates and critical thinking,” said Rep.     In Congress, Rep. Pressley unveiled the Books Save Lives Act to help ensure an inclusive learning environment and counteract the harm of book bans across the country.

    Rep. Pressley secured the federal funding for Turner Free Library in the government spending package that passed Congress and was signed into law by President Biden in December 2022. Rep. Pressley secured millions for 15 community projects across the Massachusetts 7th Congressional District in this major Congressional appropriations bill, capping off nearly a year of advocacy by Rep. Pressley and local leaders.

    In April, 2023, Rep. Pressley visited Randolph to celebrate the $524,000 in federal funding she secured for Turner Free Library to support a mobile library and STEM programming. Rep. Pressley held a roundtable discussion and press conference on how the project will serve elementary and middle school students across Randolph Public Schools who lack regular access to school librarians or library services. In August 2022, Rep. Pressley delivered $275,000 in federal community project funding for culturally responsive resources and digital literacy tools for Randolph Public Schools.

    In October 2023, during Banned Books Week, Rep. Pressley visited the Turner Free Library in Randolph to discuss the growing threat of book bans across the country and the need for accessible, representative literature. Rep. Pressley was joined at the roundtable by librarians, educators, and community members from Randolph and Milton.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Praise Cuba’s High Percentage of Women in Parliament, Ask about Measures to Address Sex Trafficking and Reduce the Burden of Unpaid Care Work

    The Committee on the Elimination of Discrimination against Women today considered the ninth periodic report of Cuba, with Committee Experts praising the State’s high percentage of women in Parliament, and asking about measures to protect women and girls from sex trafficking and reduce the burden of unpaid care work on women.  Committee Experts also discussed the impact that the United States’ economic blockade had on Cuban women’s rights.

    A Committee Expert welcomed that Cuba currently had one of the highest rates of female participation in Parliament worldwide.

    Rhoda Reddock, Committee Expert and Rapporteur for Cuba, raised the issue of the economic blockade on Cuba by the United States, which she said was estimated to have cost Cuba a significant percentage of its gross domestic product.  Had the State party had been able to address all the challenges that came with the blockade?

    One Committee Expert said there were concerning reports of sexual abuse of girls in the tourism industry and of criminalisation of women victims of sex trafficking.  When would the State party adopt a comprehensive law on trafficking with clear provisions on prevention and reparation for victims?

    Another Expert said women spent twice as much time doing domestic and care work compared to men, and there had been successive cuts to social care programmes.  How did the State party intend to sustain these programmes?

    Introducing the report, Inés María Chapman Waugh, Deputy Prime Minister of Cuba and head of the delegation, said women accounted for 56 per cent of members of Cuba’s Parliament, the second highest percentage in the world.  Around 80 per cent of judges in the judiciary were women; eight in every 10 prosecutors were women; and women made up 60 per cent of university graduates.  The State also had a high representation of women in its science and technology sector, she noted.

    Ms. Chapman Waugh said the United States’ financial blockage against Cuba was a flagrant violation of the rights of Cubans and it had disproportionately affected women. It had led to devastating shortages in medication, food and energy.  Progress in distributing the human papilloma virus vaccine, for example, had been hampered by the blockade.

    The delegation said Cuba had a zero-tolerance policy regarding all forms of trafficking.  Trafficking in persons had been included as a crime in the Criminal Code, as had forced labour.  The State did not criminalise women victims of trafficking.  Detection and combatting systems were in place in the tourism industry.

    The Government was calling for fair distribution of household and care work between men and women, the delegation said.  A recent decree on the national care system provided for a more equitable approach to care.  The State was training carers to provide formalised care for the aging population and raising awareness about the need for men and women to spend equal time on care duties.

    In closing remarks, Ms. Chapman Waugh said Cuba valued the recommendations of the Committee, which would be scrutinised with due rigour.  The Government was committed to implementing the Convention and promoting women’s rights.  It would do its utmost to achieve its goals in this regard, despite the economic blockade imposed by the United States.

    Ana Peláez Narváez, Committee Chair, in concluding remarks, said that the Committee commended Cuba for its efforts and called on the State party to implement the Committee’s recommendations for better implementation of the Convention for the benefit of all women and girls in the State.

    The delegation of Cuba consisted of representatives from the National Assembly of People’s Power; Ministry of Justice; National Secretariat of the Federation of Cuban Women; Ministry of Education; University of Havana; Ministry of Foreign Affairs; and the Permanent Mission of Cuba to the United Nations Office at Geneva.

    Presentation of Report

    INÉS MARÍA CHAPMAN WAUGH, Deputy Prime Minister of Cuba and head of the delegation, said gender equality and the eradication of all forms of violence against women were objectives that Cuba and the Committee shared.  Almost 80 per cent of the Committee’s recommendations from the last review had been complied with.  Cuba was steadfastly committed to complying with its obligations under the Convention.

    Since 2019, Cuba had undergone a far-reaching process to strengthen its legislative framework. The 2019 Constitution promoted the right to equality and the prohibition of discrimination.  Direct and indirect discrimination had been prohibited in the Criminal Code.  The newly adopted Family Code defended women’s rights, permitted same-sex marriage, and set the age of marriage at 18.

    The national programme for the advancement of women was implemented in 2021.  It included 46 measures promoting women’s advancement and established a follow-up mechanism to ensure its implementation.  Under the programme, the State party adopted polices to promote the inclusion of women in the labour market.  Around 250 creches had been established to support working women.

    A Cuban association for persons with disabilities had been established, and the social assistance programme provided support for the children of women with disabilities. Around one quarter of women were self-employed.  The State’s unemployment rate was low, at around two per cent.  Six decree laws were recently adopted that promoted the protection of women working in the private sector.  The national response to the COVID-19 pandemic included benefits provided to working women and women who lost their jobs.  Over 60 per cent of persons who coordinated COVID-19 vaccination development in Cuba were women.

    Women accounted for 56 per cent of members of Parliament, the second highest percentage in the world.  In the Supreme Court, women accounted for 53 per cent of judges, while around 80 per cent of judges in the judiciary were women.  Eight in every 10 prosecutors were women.  Women made up 60 per cent of university graduates.  The State also had a high representation of women in its science and technology sector.  Care services accounted for a high percentage of the State budget.  The State party continued to work to collect cross-cutting and intersectoral data on women. 

    Cuba had developed robust legislation and a national action plan to tackle gender-based violence. It addressed direct and indirect violence in all settings.  In 2022, the murder of women was specifically criminalised in the Criminal Code. Education measures played a key role in preventing gender-based violence in the State.  In the coming days, Cuba would set up a data mechanism that would provide real-time information about violent deaths of women and girls, and a hotline for reporting violence against women.  Measures would also be implemented to address the disproportionate burden of care placed on women.

    The United States had been imposing a financial blockage against Cuba for several decades. This was a flagrant violation of the rights of Cubans and it had disproportionately affected women.  It had led to devastating shortages in medication, food and energy.  Progress in distributing the human papilloma virus vaccine, for example, had been hampered by the blockade.

    The Government was working to address macho stereotypes, and support women’s access to health, education and land.  Measures were implemented to support the many rural women who were engaged in low paid or unpaid work.  Programmes had also been implemented to address the high prevalence of teenage pregnancies.  Cuba promoted women’s bodily autonomy and allowed women to decide regarding abortion.

    Seventy per cent of the people murdered in the Gaza Strip were women and girls.  Ms. Chapman Waugh appealed for peace in the Middle East.

    Cuba, on the basis of its international commitments and in spite of the blockade placed upon it, would continue to do its best to implement the Convention and protect the rights of all women in its territory.

    Questions by a Committee Expert

    RHODA REDDOCK, Committee Expert and Rapporteur for Cuba, congratulated Cuba on its achievements over the years.  Cuba was the first country to sign and the second to ratify the Convention, and several Cuban experts had served on the Committee.  The economic blockade on Cuba by the United States had been in place since the 1960s.  It was estimated to have cost Cuba a significant percentage of its gross domestic product.  Cuba had also been added to the United States’ list of States that sponsored terrorism, further hindering Cuba’s access to resources.  Women were worst affected by this situation.  They were forced to spend most of their time working to obtain resources to support their families, and more than one million women and girls had fled the State to seek a better life.

    Ms. Reddock welcomed that the State party had introduced several laws to address discrimination and violence against women.  It was also promising that a National Ombudsperson’s Office had recently been established.

    The death penalty remained in place for more than 20 offences.  Were there plans to implement a moratorium?  The July 2021 protests against increasing shortages of fuel and food were met with disproportionately violent responses by State agents.  Many women protesters reportedly remained in detention.  There were also reports of poor conditions for women in Cuban prisons.  Were there plans to release the women protesters detained since 2021?  Was there a right of appeal for detained protestors?  What was the status of the National Ombudsperson?  Had it received complaints from women?

    Another Committee Expert welcomed efforts by the State party to disseminate the Convention and provide training for State agents on the Convention.  What concrete steps had been taken to enhance women’s awareness of their rights under the Convention?  How was the Committee disseminating the Convention among politicians and the judiciary? What was the national mechanism for monitoring the Committee’s recommendations?  What was the position of the State party on the ratification of the Optional Protocol?

    The Committee was concerned that the State party had failed to incorporate a comprehensive definition of discrimination against women in the Constitution or in State legislation. Why was this?  What legislative and policy measures were in place to address intersectional discrimination against women?

    Responses by the Delegation

    The delegation said access to justice was a constitutionally recognised right for all Cubans.  Men and women enjoyed the same legal status and the same rights with regard to succession.  Exorbitant fees could not be charged for legal aid services.  Around 700 pro-bono services were made available in 2024, the majority of which related to gender-based violence cases. 

    The National Ombudsperson was established in June 2023.  Its role was to protect and restore the rights of marginalised people, including women, young people, the elderly, and persons with disabilities.  It had received 102 complaints of violence and discrimination.  Forty-eight of these cases had been resolved; the rest were being reviewed.

    No authority could modify the rulings of courts or instruct judges.  The judiciary’s independence met the highest international standards.  The public was actively engaged in trials and rulings could be appealed.

    Cuba was in favour of removing the death penalty when the conditions were favourable to do so.  It had not been applied or handed down as a sanction for 20 years and had never been issued against a woman.  Four crimes had been removed from the list of crimes for which the death penalty could be applied. 

    There were no political prisoners in Cuba.  All prisoners had been sentenced for violating the law and had benefited from fair trial guarantees.  In the 2021 riots, there was vandalism and public and private property was destroyed. No country would allow such actions to go unpunished.  Criminal trials of persons who committed such actions were fair; rioters were prosecuted based on their actions, not their gender.

    Cuba engaged in ongoing awareness raising and training on the Convention and other international human rights instruments for civil servants and the judiciary.  There was also an awareness raising campaign for women and vulnerable groups.  The State party worked with local media and civil society to support this work. There were also post-graduate courses in universities on women’s empowerment and gender-based violence.

    The State party did not recognise the competence of any international treaty bodies to receive individual communications.  This was a long-standing position of the Government and there were no plans to change it.

    The State party had a follow-up mechanism to assess the implementation of the Convention and the national programme for the advancement of women.  It was working to ensure that women could play their full roles in the family, the economy and society.  The mechanism included representatives of all government bodies and civil society organizations.

    Cuba prohibited all forms of discrimination.  State legislation addressed discrimination based on sex and gender identity, amongst others.  The 2019 Constitution stated that international treaties ratified by Cuba were directly applicable in the State.  The State party had adopted over 400 decrees promoting gender equality.  An important example was the new Family Code, which placed gender equality at its core.  Members of parliament were provided with training on this legislation to ensure that they were able to apply it.  The national programme against racism and discrimination also addressed intersectional forms of discrimination.

    Questions by Committee Experts 

    A Committee Expert asked about the State party’s assessment of its efforts to disseminate the Convention. The Optional Protocol put into practical effect the rights of the Convention and would be of benefit to Cuba if it were ratified.

    RHODA REDDOCK, Committee Expert and Rapporteur for Cuba, asked if the State party had been able to address all the challenges that came with the United States’ blockade.

    Another Committee Expert shared deep concerns about the negative impact of unilateral coercive measures on human rights.  Businesses and multilateral actors needed to consider the impacts of overcompliance with sanctions, and States needed to act in line with their international obligations.

    One Committee Expert said the Federation for Cuban Women coordinated the national programme for the advancement of women.  How did the Federation mainstream gender equality across different sectors and promote the participation of women of African descent and women with disabilities in the creation of public policies?  How did it assist civil society organizations in efforts to promote gender equality?

    Cuba did not have a national human rights institute, but the National Ombudsperson might be a first step towards this.  How many complaints had it received from women?  To what extent had gender sensitivity training been provided?  Did the State party plan to establish a national human rights institute in accordance with the Paris Principles?

    Responses by the Delegation

    The delegation said that specialised training on international treaties was a challenge.  To address this, the State party had stepped up training of police, journalists and other stakeholders on the Convention, including in rural areas.  A gender approach was gradually being implemented in university textbooks. There was a communication strategy in place to promote positive portrayals of women in the media and prevent gender stereotypes.

    The State party did not recognise the competence of the treaty bodies to receive individual communications as Cuba believed that its national rights protection framework was sufficient.

    The economic blockade had primarily impacted women and families.  Banks did not allow Cuba to conduct many transactions, due to the State having been classified as a co-sponsor of terrorism.  This had hampered efforts to invest in energy and infrastructure. During the COVID-19 pandemic, there was a shortage of ventilators in hospitals, and the Government was unable to acquire them due to the blockade.  Twenty-five days of the blockade represented a year’s worth of financing required to acquire the basic basket of food and medical supplies for one year.  Eighteen days of the blockade covered a year’s worth of investment in fuel. Thirty-six hours of the blockade represented the annual cost of education materials in the country.

    Since the establishment of the Ombudsperson, it had dealt with 1,001 cases, 616 of which it had accepted for follow-up.  Over 300 of these cases had been resolved.  Two national workshops had been held to strengthen the capacity of Ombudsperson Office staff.  The State was working to ensure that women were aware of the national programme for women’s empowerment.  National and local groups provided follow-up on human rights issues affecting certain communities; these issues included racism, women’s empowerment, and the rights of persons with disabilities.  In all these fora, civil society participated actively.

    Among Cuban members of Parliament, there were 149 Afro descendants, representing over 30 per cent of members. Around 56 per cent of women members of Parliament were Afro descendants.  The State party was working to address discrimination and racism against this group.  A national observatory on racism had been established and there was a reporting line for lodging complaints of racism.  A national day for Afro-Latina and Afro-Caribbean women had been established. Over 60 civil society organizations representing these women participated in celebrations of this day.

    Questions by Committee Experts 

    A Committee Expert said the Federation of Cuban Women was very strong.  How did it support independent civil society organizations which did not belong to the Federation?

    Another Committee Expert asked whether the State party believed that there was a need to enact temporary special measures to support young girls and older women?  Were temporary special measures planned to address the phenomenon of rural to urban migration?

    RHODA REDDOCK, Committee Expert and Rapporteur for Cuba, commended the State party for continuing efforts to eliminate gender discrimination of women and carry out training and sensitisation programmes on gender discrimination.  How effective had these programmes been?  Would the State party consider establishing a multi-sectoral strategy to eliminate patriarchal stereotypes?  What work on gender stereotypes had been carried out with men and boys?  Schools reproduced gender ideologies.  To what extent were gender studies part of the teacher training curriculum?

    There were many legislative changes put in place related to gender-based violence since the last dialogue.  To what extent had the implementation of this legislation been affected by the economic blockade?  Were there official shelters for victims of gender-based violence and did the State party collaborate with civil society organizations that supported victims?  Was there a reparations procedure for victims?  Did the State party have an aversion to addressing femicide in its legislation?  What was the social perception of this phenomenon?

    One Committee Expert said that the State party had a zero-tolerance policy to trafficking.  However, there were concerning reports of sexual abuse of girls in the tourism industry and of criminalisation of women victims of sex trafficking.  When would the State party adopt a comprehensive law on trafficking with clear provisions on prevention and reparation for victims?  When would it review its Penal Code to criminalise the use of services of trafficking victims?  How would it prevent the revictimisation of trafficking victims? How many victims had been identified and assisted in the past year, and how many perpetrators had been prosecuted? Did the State party intend to include women’s non-governmental organizations in the process of identifying and preventing trafficking?  How was the State party training officials to respond to trafficking, including online trafficking activities?  What awareness raising campaigns were in place regarding trafficking?  How many shelters were available for victims of trafficking and what services did they provide?

    Responses by the Delegation

    The delegation said more than four million Cubans belonged to the Federation of Cuban Women.  The Federation of Cuban Women coordinated a working group on implementing the national programme on women’s empowerment, which also included civil society organizations that were not part of the Federation.

    Cuba had a tradition of enacting temporary special measures when needed.  For example, it had reopened children’s creches in workplaces. Measures were also being implemented to support women’s access to the basket of foodstuff and employment, and to support women and girls migrating from rural areas to cities.  The Government was supporting rural women to access livelihoods to reduce their need to migrate from rural areas.  There was a working group in place that addressed internal and external migration, developing policies to support migrants and manage urban development

    The national education system was being reviewed in 2023 and 2024 to strengthen guidelines for teachers. Issues such as gender inequality and sexual division of labour were being incorporated in students’ education. Intergenerational meetings were held with men and boys, in which elderly men taught boys about the importance of tackling gender stereotypes.

    The State party had a comprehensive legal framework and a national strategy to address gender-based violence. One of the goals of the strategy was to develop a comprehensive law on violence against women.  The Criminal Code imposed severe sanctions for the crime of murder of a women motivated by gender.  There were shelters for female victims of violence provided by grassroots organizations.  Workshops were held to coordinate the Government and civil society’s responses to gender-based violence.  Comprehensive reparations for violence could be sought through civil courts.  Members of parliament had discussed but had not agreed to include the concept of “femicide” within legislation.

    Cuba had a zero-tolerance policy regarding all forms of trafficking and was a State party to international instruments addressing various forms of trafficking.  Trafficking in persons had been included as a crime in the Criminal Code, as had forced labour.  There was a very low incidence of human trafficking in Cuba, thanks in part to the absence of significant organised crime networks.  Cuba had a national action plan and a national working group addressing trafficking.  The national action plan included strong measures promoting support for victims. The State did not criminalise women victims of trafficking. 

    State regulations prohibited sex tourism.  Detection and combatting systems were in place in the tourism industry.  The State party had identified a small number of foreigners in the country who were involved in facilitating child sex tourism, who were duly sentenced.  Over 700 training sessions had taken place for 7,000 workers in the tourism sector on the prevention of trafficking. 

    Cuba had published an annual report on trafficking that contained data on cases of trafficking before the courts. There were 14 prosecutions for trafficking crimes in 2023.  The State party did not criminalise prostitution but did punish pimping with severe penalties.  Social workers were supporting sex workers and the State was working to eradicate the root causes of women becoming involved in prostitution.

    Questions by Committee Experts 

    A Committee Expert welcomed that Cuba currently had one of the highest rates of female participation in Parliament worldwide.  However, a gender gap persisted in cabinet ministries, with only 18.5 per cent of ministerial positions being held by women.  Men were concentrated in the most influential spheres of Government.  How was the State party measuring the number of women in executive posts in the private sector?  Was it encouraging private sector bodies to promote women’s representation?  How many heads of standing committees in Parliament were women?  How many women civil society organizations were there and were they affected by laws preventing access to foreign funding?

    Another Committee Expert asked about circumstances in which Cuban women could lose their nationality.  Could the State party strip people of their nationality? Was there a mechanism for Cuban women born abroad to regain their nationality?

    Responses by the Delegation

    The delegation said Cuba had made significant progress over the reporting period regarding the representation of women in Parliament.  Three women played a key role in leadership of the Central Communist Party Committee and 46 per cent of members of this committee were women.  Six provinces had female governors; 80 per cent of vice-ministerial posts were held by women; and six of the 11 standing working committees of Parliament were led by women.  The State party had put in place an action plan to increase the representation of women in non-traditional sectors and in leadership positions, and to increase the number of women-owned enterprises.

    Civil society organizations could receive foreign funding, but not financing for activities that subverted the constitutional order.

    The Constitution regulated how citizenship was acquired.  The acquisition of citizenship of other States did not lead to the revoking of Cuban citizenship.  A new law on citizenship had been adopted but had not yet come into force.  The law would require persons who applied to renounce Cuban nationality to hold another nationality.

    Questions by Committee Experts 

    A Committee Expert asked if there was a follow-up mechanism in place to assess the number of women in executive posts.

    RHODA REDDOCK, Committee Expert and Rapporteur for Cuba, said that the President could issue decisions on the removal of citizenship.  Could this lead to statelessness?

    One Committee Expert commended Cuba for its efforts to make the right to education free and universal and to promote women’s academic achievements.  The Expert cited reports of an increased rate of teenage pregnancies in rural and remote areas, particularly for people of African descent.  When would the State party start implementing a sexual education programme?  How was it working around the economic blockade to support rural and Black women? How many rural and marginalised women were attending university?  Did the State party have legislation and policies that addressed bullying in schools and cyber bullying?  How did the State party ensure that women and men earned the same in the education sector?

    Another Committee Expert said women’s labour force participation rate was relatively low, at 39 per cent.  How would the State party increase this rate, particularly in the formal sector, and ensure that women in the informal sector had the same access to protections as in the formal sector?  What measures were in place to address the segregation of women in the workforce and to promote the employment of women of African descent and women with disabilities?  The State party had prohibited discrimination on the basis of employment.  How was this being implemented?  Women spent twice as much time doing domestic and care work, and there had been successive cuts to social care programmes.  How did the State party intend to sustain these programmes? 

    How effective was legislation promoting shared parental responsibility?  How was the State party working to prevent workplace sexual harassment? How many complaints of workplace harassment had been received since 2019?  What were the obstacles to the State party ratifying International Labour Organization Conventions 189 and 160?

    Responses by the Delegation

    The delegation said the national programme for the advancement of women included measures to assess the representation of women in construction, agriculture, mining and water resource fields, in which there were fewer women in executive posts.  The ministries of transport and energy and mining had vice-ministers who were women.  The Government would continue to undertake actions to incentivise women’s participation in non-traditional sectors.

    Citizens needed to comply with specific requirements to renounce nationality.  There needed to be serious circumstances, such as membership of an armed group that had attacked the State, for nationality to be deprived. The President authorised the deprivation of nationality.

    For the current school year, the State party had incorporated comprehensive sexual education into the common compulsory syllabus at both primary and secondary levels.  Students and their families had contributed to drafting a protocol to tackle violence in schools.  Capacity building on responding to violence was provided through conferences and training for teachers.  There was only a small number of girls who dropped out of school, but every effort was taken to encourage them to return.  This had led to a decline in the dropout rate in recent years.  At the secondary level, around 1,500 students with disabilities had graduated in the most recent school year.  There was no gender wage gap in the educational sector.

    Cuba was promoting the prevention of cyber violence.  The law on social communications established that online content could not be used to discriminate against any group on any grounds.  Online advertising could not employ stereotypical depictions of women. There was also legislation sanctioning online child pornography and bullying.  The Criminal Code addressed criminal activities using digital spaces. In the 10 years since the last review, access to the internet in Cuba had improved significantly, despite the United States’ blockade, which affected the telecommunications industry.

    The Government was calling for the fair distribution of household and care work between men and women.  A recent decree on the national care system provided for a more equitable approach to care.  The decree recognised that carers’ unpaid work made valuable contributions to society.  The State was training carers to provide formalised care for the aging population and raising awareness about the need for men and women to spend equal time on care duties.

    The Labour Code included a definition of workplace harassment.  If the victim was a subordinate to the perpetrator, or if the harassment was based on gender, higher sanctions were implemented.  Mechanisms for reporting harassment were in place in each workplace and complaints could also be submitted directly to the Government. 

    Women workers enjoyed the right to maternity leave, which had recently been extended to 15 weeks after the birth of a child.  The posts of women who took maternity leave were reserved for when they returned. The Government was also encouraging sharing of parental leave between mothers and fathers.  It had opened early childhood facilities across the country, increasing places in those facilities ten-fold.  Workplace creches provided childcare for 5,000 children.  Wage equality between men and women was established as a right within legislation.

    Cuba did not believe it was currently necessary to ratify International Labour Organization Convention 160.  It was a party to the main eight International Labour Organization Conventions.

    Questions by Committee Experts 

    A Committee Expert said the Committee welcomed actions taken by the State party to reduce under five mortality rates.  The life expectancy in Cuba had reached 81 years, which was remarkable.  The Government provided a public and free health care system.  Did it cover the needs of poor and rural women?  How did the State party succeed in being the first country to eradicate mother-to-child HIV and syphilis transmission?  There was a high level of teenage pregnancy in Cuba.  What measures were in place to provide affordable contraception to women and girls who needed it?  How was the State party reducing post-partum complications and ensuring the availability of family doctors in rural and remote areas?

    Another Committee Expert noted that there were multiple initiatives to promote women’s access to employment in fields such as agriculture.  The Government had promoted 20 affirmative actions in the rural sector to advance the empowerment of women.  What resources were available to women to succeed in business initiatives?  Were there opportunities for women to participate in the blue economy?  A law on the transfer of agricultural land had recently been enacted; how had it assisted rural women to access land?  To what extent had Cuba provided loans and credit for women?  Were there plans to improve data on women’s access to credit?

    Responses by the Delegation

    The delegation said that in 2023, there were around 27,500 general practitioners in the State party. Priority was attached to providing health services in rural areas. 

    The State party needed to continue to increase the percentage of women in agriculture and the percentage of women landowners.  The Government was supporting women to access bank loans.  It planned to collect data on recipients of bank loans, disaggregated by sex and ethnicity.

    Cuba had managed to keep prevalence rates of HIV at the lowest rates in Latin America through prophylaxis measures implemented with the support of the World Health Organization.  There were several programmes in place for the prevention and monitoring of sexually transmitted infections.

    Questions by Committee Experts 

    RHODA REDDOCK, Committee Expert and Rapporteur for Cuba, said that only 10 per cent of the agricultural land distributed by the Government had been distributed to women.  What factors were affecting women’s involvement in agriculture and their access to land?

    Another Committee Expert said that there were restrictions on people changing residence, particularly affecting women in the eastern part of the island.  Institutions had been authorised to find and deport people to their places of origin.  How would the State party guarantee the right to internal migration?

    Women deprived of liberty reportedly faced violence from staff and inmates.  How did the State party work with civil society to oversee prisons? Was prenatal care provided to pregnant women in prisons?

    How was the State party providing elderly women with basic care, food and services?  What steps had been taken to ensure substantive equality for women of African descent?  What services were provided for women with disabilities in rural areas?  How was the State party promoting the right to identity for lesbian, bisexual, transgender and intersex women?

    One Committee Expert said that the economic blockade on Cuba was a flagrant violation of the rights of Cubans, damaging their rights to food, education, health and other areas.  The Expert commended legislation that increased the age of marriage to 18.  How did the State party plan to address de facto unions with children?  How many criminal cases related to child marriage had there been in the last four years?

    The delegation said the gender observatory was compiling data on women who owned land and worked in agriculture. The Government was working to support more rural women to gain access to land, State services and economic empowerment.

    The national health system had 53 different services for older persons delivered at the community level.  Cuba continued to promote access to services, cultural spaces and employment for persons with disabilities.  The State party was taking steps to ensure that Afro descendant women played their full role by supporting access to education and breaking down stereotypes.

    The treatment of detainees in Cuba was in line with the Mandela and Bangkok Rules.  The right to free medical care was provided in places of detention, along with recreational activities.  Women prisoners received differentiated treatment.  Support and care for children staying in prisons with their mothers was provided.

    The Family Code recognised same-sex marriage and assisted reproduction.  There had been 85 same-sex marriages between women in the last year. The State party was providing care and support for trans women.  Campaigns to tackle homophobia and transphobia were being rolled out across the country.

    Funding Will Improve Grid Resiliency Against Strong Storms And Invasive Species In Rural Areas Of New York

    Today, Senator Gillibrand announced $27,681,725 in federal funding for the Delaware County Electric Cooperative, Inc. (DCEC). DCEC provides electricity to over 5,000 families, farms, and local businesses in four New York counties – Chenango, Delaware, Otsego, and Schoharie. With this funding, awarded through the Bipartisan Infrastructure Law’s Grid Resilience and Innovation Partnerships (GRIP) program, DCEC will lead a partnership composed of six small electric cooperatives to increase grid resilience against outages caused by weather events and tree damage caused by invasive species. This partnership will also serve the counties of Cattaraugus, Chautauqua, Herkimer, Madison, Oneida, Orange, Schuyler, and Steuben, in addition to rural areas of New Jersey and Pennsylvania.

    “Strong energy infrastructure is critical to the stability of our rural communities, especially given the threats that extreme weather and invasive species pose,” said Senator Gillibrand. “This funding will create good-paying union jobs and deploy advanced technology to support rural communities. I am proud to have voted to pass the Bipartisan Infrastructure Law and fought to secure this funding. I will continue working to make sure that New Yorkers have reliable access to strong energy infrastructure.”

    As DCEC works to improve New York’s grids, it will deploy advanced software to enable proactive grid management, as well as hardware such as grid sensors and drones to provide real-time data and monitoring capabilities. The new technology is anticipated to improve grid reliability and resilience, reducing major outage events by 50%, and help save the local economy millions of dollars per year in outage costs. DCEC will work with five other small electric cooperatives, including Oneida-Madison Electric Cooperative, Otsego Electric Cooperative, Inc., Steuben Rural Electric Cooperative, Inc., Sussex Rural Electric Cooperative, Inc., and Claverack Rural Electric Cooperative, Inc.

    This project will also create an estimated 20 jobs, many of which will be high-quality union positions, and will leverage a workforce career training center that is under development in collaboration with the State University of New York–Delhi.

    This project is part of a $2 billion U.S. Department of Energy investment in 38 projects across 42 states and the District of Columbia to protect the U.S. power grid against growing threats of extreme weather, all funded through the Bipartisan Infrastructure Law’s GRIP program. The selected projects will lower costs for communities and enable additional grid capacity to meet load growth stemming from an increase in manufacturing and other strains on the electric grid. The selected projects will deploy new, innovative transmission and distribution infrastructure and technology upgrades to enable over 7.5 gigawatts (GW) of grid capacity.

    I write in support of the application submitted by the Delaware County Electric Cooperative (DCEC) for funding from the Grid Resilience and Innovation Partnerships (GRIP) Grant Program administered by the U.S. Department of Energy. In addition, the project promises to benefit more than 43,000 customers, stimulate regional economic growth, and bring approximately 20 high-quality, clean-energy jobs to areas where the loss of coal power plant and rail jobs, along with a decline in employment opportunities for supporting industries and services, has led to the displacement of the working-age population and high levels of poverty.

    Boston, MA – U.S. Senators Elizabeth Warren (D-Mass.) and Peter Welch (D-Vt.), along with Representative Jan Schakowsky (D-Ill.) introduced the Medical Innovation Act of 2024 to increase funding for medical innovation by requiring large pharmaceutical companies that are accused of breaking the law and settle with the federal government to reinvest a small percentage of their profits into the National Institutes of Health (NIH) and the U.S. Food and Drug Administration (FDA). 

    In 2023, the NIH only had funds for 23% of the applications it received, contributing to a huge medical innovation gap. At the same time, pharmaceutical companies have been accused of defrauding Medicare and Medicaid, marketing drugs for unapproved uses, illegally incentivizing doctors to prescribe drugs, lying about the safety of their drugs, and violating other criminal and civil laws. The companies have settled many of these claims with the federal government, treating the fines as a cost of doing business. Most recently, Teva Pharmaceuticals agreed to pay the Justice Department $450 million to settle a set of lawsuits alleging that the company defrauded Medicare and conspired with other drug-makers to illegally inflate the prices of two generic drugs.

    Between 2019 and October 2024, the Department of Justice pursued new actions against or settled cases with at least 40 pharmaceutical companies. 

    The Medical Innovation Act would: 

    • Require pharmaceutical companies accused of breaking the law to reinvest a small percentage of their profits in NIH and FDA. These payments would increase with the severity of the settlement penalty, and would only be required of companies that rely on federally-funded research to develop billion-dollar, “blockbuster” drugs.  
    • Invest in life-saving medical innovation through the NIH and FDA. Payments collected through this bill would be used to develop treatments and diagnostics to address unmet medical needs; support research grants for early career scientists; research diseases that disproportionately contribute to federal health care spending; and advance basic biomedical research, among other uses.
    • Promote sustained investments in biomedical research. To ensure that the Act results in a net increase in funding for medical research, money from the supplemental settlement fees would only be available in years that annual appropriations for NIH and FDA are equal to or greater than appropriations for the agencies in the prior fiscal year.    

    “Big Pharma shouldn’t be able to defraud the federal government and get away with just a slap on the wrist,” said Senator Warren. “This bill will help us save lives by ensuring giant drug companies that enter into settlement agreements with the federal government chip in to fund the next generation of medical research.”

    “The Medical Innovation Act is a commonsense way to advance more medical research by holding shady pharmaceutical companies accountable when they break the law,” said Senator Welch. “I led this bill as a member of the House and am fighting today with my colleagues Senator Warren and Representative Schakowsky to maintain America’s leadership in biomedical science.”

    Senator Warren first introduced the Medical Innovation Act in the 114th Congress and has pushed for its passage in every Congress since.

  • MIL-OSI China: China’s economy on steady course to realize 2024 targets

    BEIJING, Oct. 18 — The Chinese economy gained a firm footing in the third quarter (Q3) of this year in the face of mounting challenges at home and abroad, and authorities believe the country will remain on a steady course to achieve its full-year targets.

    China’s gross domestic product (GDP) grew 4.8 percent year on year to around 94.97 trillion yuan (about 13.33 trillion U.S. dollars) in the first three quarters of this year, data from the National Bureau of Statistics (NBS) showed Friday. In Q3, the economy expanded 4.6 percent from a year ago and went up 0.9 percent on a quarterly basis.

    Despite a complicated external environment and emerging challenges at home, the Chinese economy has posted generally stable performance, Sheng Laiyun, deputy head of the NBS, told a press conference Friday.

    In a breakdown, industrial output climbed 5.8 percent compared to the first nine months of the previous year, as robust increases were seen in equipment and high-tech manufacturing industries. The service sector reported continued recovery with a 4.7-percent increase in added value.

    Consumption maintained an upward trend during the period with retail sales of consumer goods up 3.3 percent from a year ago. Fixed-asset investment rose 3.4 percent, spurred by vibrant capital influx into high-tech industries.

    The job market was stable as the surveyed urban unemployment rate on average stood at 5.1 percent in the first three quarters, down from 5.3 percent a year ago. The nominal growth of per capita disposable incomes of urban and rural residents came in at 5.2 percent.

    STABLE TREND UNCHANGED

    According to the NBS data, the third quarter’s growth was slightly down from 4.7 percent in the second quarter and 5.3 percent in the first. Despite this dip, authorities noted that the overall stability of the economy has remained intact.

    “Fluctuations of the GDP growth are modest changes around the expected target,” said Sheng. He cited a string of favorable conditions, including stable employment and inflation levels, forecast-beating foreign trade, and ample foreign exchange reserves recently rebounding to 3.3 trillion U.S. dollars.

    Meanwhile, high-quality development made headway, particularly in innovation and green transformation. Investment in the high-tech sector has seen rapid growth, while green industries, including electric vehicles, lithium-ion batteries and photovoltaic products, maintained double-digit increases. Production and consumption in wind, nuclear and photovoltaic power expanded steadily.

    Powered by innovation and green upgrades, industrial performance emerged as a key strength, contributing nearly 40 percent of the GDP in the first three quarters.

    Analysts believe that the positive signs were particularly evident last month as many indicators showed improvement.

    Increases in industrial output and fixed-asset investment ended several months of decline, and a recent survey revealed increased optimism among businesses. Stock trading volumes in the Shanghai and Shenzhen markets surged by over 30 percent last month. The real estate market also warmed up, with a narrowing decline in sales volume and value.

    The positive momentum was further bolstered by a key meeting of the Political Bureau of the Communist Party of China Central Committee in late September, where a package of incremental policies significantly enhanced market confidence and vitality, Sheng said.

    STRONG STIMULUS

    Chinese policymakers have introduced a series of measures aimed at beefing up the economy in response to looming challenges.

    These efforts, including a program of large-scale equipment upgrades and trade-ins of consumer goods, supportive real estate policies and the issuance of ultra-long special treasury bonds and local government special bonds, have helped boost domestic demand and strengthen the economic impetus.

    The central government has since late September unveiled what experts consider a package of milestone macroeconomic measures, which focused on enhancing counter-cyclical adjustments, expanding effective domestic demand, supporting business operation, promoting the recovery of the property market, and invigorating capital markets.

    Tian Xuan, president of the National Institute of Finance, Tsinghua University, emphasized the timeliness and precision of these measures, stating they played a crucial role in boosting confidence among market participants amid economic headwinds.

    The policies are showing positive effects, Sheng said, urging local governments to promptly take corresponding measures to maximize the potential of these policies and further solidify the economic recovery trend.

    Goldman Sachs earlier this month lifted its forecasts on China’s economic growth for this year from 4.7 percent to 4.9 percent on the grounds of the recent pro-growth measures.

    BRIGHTENED PROSPECTS

    China’s economy is expected to continue its recovery in the fourth quarter, following signs of stabilization observed in September, according to Sheng. “We are confident in achieving our annual targets,” he said. China set a target of economic growth at around 5 percent for this year.

    The 4.8-percent growth rate in the first three quarters came as a hard-won result achieved amid increasing external pressures and ongoing internal structural adjustments, Sheng said, noting that this growth highlights the economy’s strong resilience and potential and lays a solid foundation for future recovery.

    An economic rebound in the fourth quarter is of “high probability,” Sheng said, citing encouraging changes in early October including power use, production material prices, and the consumption during the week-long National Day holiday.

    The official also expressed optimism over the much-watched real estate market thanks to the fresh round of favorable policies. He referenced recent market statistics showing a significant increase in property transactions during the first week of October, when new home sales more than doubled and second-hand home sales tripled.

    However, Sheng acknowledged that the external environment has become more complex, and that economic recovery needs to be further consolidated.

    More efforts will be made to strengthen the coordination of existing and incremental policies and push for the swift and effective policy implementation in a bid to achieve the full-year economic and social development targets, Sheng added.

    BRUSSELS, Oct. 18 — A forum on green industry cooperation between China, the European Union (EU), and Africa has underscored opportunities for technological collaboration and sustainable practices, particularly the use of bamboo as an alternative to plastic.

    The forum, co-hosted on Thursday by the Chinese Mission to the EU and the International Bamboo and Rattan Organization, focused on fostering joint efforts to promote ecological sustainability.

    In his address, Cai Run, head of the Chinese Mission to the EU, highlighted China’s progress in green and low-carbon development, citing improvements in the country’s energy structure and an increase in forest coverage. Cai positioned China as a production hub, Europe as a consumer market, and Africa as a resource developer, emphasizing the potential for collaboration across these regions.

    Erik Solheim, co-chair of the Europe-Asia Center, noted that China accounts for two-thirds of new green energy projects globally and holds 60 percent of green energy technologies, including solar, wind, and electric vehicle batteries. Solheim, who previously served as under-secretary-general of the United Nations (UN), also emphasized the potential of bamboo as a sustainable alternative to plastic, which could be instrumental in reducing global plastic waste.

    Former EU Transport Commissioner Violeta Bulc commended China’s commitment to bamboo research and innovation.

    “China’s collaboration with African countries has led to the creation of the China-Africa Bamboo Center,” Bulc remarked, emphasizing the potential for joint efforts to promote global green development.

    McArios Akanbeanab Akabong, acting head of Mission at the Embassy of Ghana in Belgium, Luxembourg, and the EU, highlighted China’s support in establishing a National Bamboo and Rattan Centre in Ghana, facilitating technological transfers that have significantly advanced the bamboo industry in the country.

    Michael Braungart, a professor of sustainable development at Leuphana University in Germany, pointed to bamboo’s potential for air purification and its ability to mitigate microplastic pollution, encouraging further collaboration between Europe and China in environmental protection and economic development.

    The “Bamboo as a Substitute for Plastic” initiative, launched by China in collaboration with the International Bamboo and Rattan Organization, aims to reduce plastic pollution and promote ecological preservation.

To maintain Canada’s leadership in clean energy and sustainable technologies, the Government of Canada is investing in groundbreaking initiatives that will support cutting-edge research and foster the development of the next generation of skilled workers.

    Today, the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, announced that Concordia University will establish a thematic campus in Shawinigan, Quebec, focused on energy transition. The campus will be dedicated to advancing clean energy research, which is critical to addressing climate change and promoting sustainability. This project is part of Concordia University’s “Volt-Age: Where Innovation Meets Purpose” initiative, which received a $123 million investment through the $1.4 billion Canada First Research Excellence Fund (CFREF) in 2022. CFREF supports world-leading research at Canadian universities and colleges.

    The campus will foster collaboration between Concordia University, the City of Shawinigan and the National Center in Environmental Technology and Electrochemistry (CNETE), aligning with broader federal efforts to address critical challenges in energy storage, transport electrification and sustainable innovation.

    This investment highlights the importance of connecting academic research with local and international partners to deliver tangible social and economic benefits for Canadians, while positioning Canada at the forefront of clean energy research.

    In support of this new initiative, the National Research Council of Canada signed a memorandum of understanding with Concordia University today to advance battery materials research in Canada and address the gaps in next-generation battery processing and manufacturing.

    •  Since 2016, the federal government has invested over $22 billion in science and research initiatives, such as infrastructure, emerging talent and other science and technology support measures, including measures announced in Budget 2024.

    • Created in 2014, the Canada First Research Excellence Fund (CFREF) supports Canadian postsecondary institutions in their efforts to become global research leaders. The program helps Canadian universities, colleges and polytechnics compete with the best in the world for talent and partnership opportunities. It also supports them in making breakthrough discoveries; seizing emerging opportunities; strategically advancing their greatest strengths on the global stage; and implementing large-scale, transformational and forward‑thinking institutional strategies.

    • CFREF invests approximately $200 million per year to support selected Canadian postsecondary institutions in turning their key strengths into world-leading capabilities.

    • Initiatives funded by CFREF are selected through an independent, multidisciplinary, international competitive peer review process, which is held every seven years.

    • CFREF is a tri-agency institutional program administered by the Social Sciences and Humanities Research Council of Canada (SSHRC) on behalf of the three federal research funding agencies: the Canadian Institutes of Health Research, the Natural Sciences and Engineering Research Council of Canada, and SSHRC.
