    Lucky Loser tells the story of Donald Trump’s less-than-stellar business career and how he was able to misrepresent it as a success.

    It is written by New York Times investigative journalists, Russ Buettner and Susanne Craig. Both have won Pulitzer Prizes for earlier analyses of Trump. Another badge of honour is Trump sued them – and lost.

    They are by no means the first writers to expose the Potemkin village that is Trump’s business empire. A telling insider account came from Trump’s niece, psychologist Mary Trump, who revealed the creator of Donald’s fortune was his father Fred.

    Setting things straight

    However, at more than 500 pages, including more than 40
    pages of notes on sources, this new book is the most comprehensive rendering. It is detailed, clearly written and has been well-reviewed in the financial press and by economic historian Brad de Long.

    The authors aim to draw on financial statements and interviews to “set straight Donald Trump’s chaotic onslaught of untruths and misdirection”.

    A large part of the Trump mythology is the lie that he is a self-made billionaire. In the presidential debate with Hillary Clinton, Trump sought to downplay the contribution of his father, saying “my father gave me a very small loan”. The book reveals his father’s contribution, in today’s money, was around half a billion US dollars.

    Trump’s first piece of luck was being born the son of hard-working, cautious and competent residential property developer Fred Trump, the son of a German immigrant. His second was that Fred’s eldest son did not have the ruthless drive to become Fred’s successor, and Fred did not consider his daughters as potential successors. So despite some characteristics that were the antithesis of his father, Donald became his heir.

    The book describes Fred’s career in some detail. The first hundred pages are mostly about him. Once Fred stepped back, Trump diversified his father’s company to form what the authors term

    an eclectic conglomerate untethered from any core competency.

    Another piece of luck was been chosen to star in the reality television series The Apprentice, from which he made a lot of money, including from licensing deals, for the small amount of time he spent on it.

    The producers of this series have a lot to answer for, as they wanted to present their star as the astute businessman they knew him not to be. As they said, it was “not a documentary”. But it enormously and misleadingly raised Trump’s profile.

    Wins followed by losses

    The authors describe how some of Trump’s ventures, such as the development of Trump Tower, went well as the Manhattan property market boomed. He also profited from some “greenmailing” (buying shares in a company with the stated or implied intention of taking it over and then selling the shares at a higher price), facilitated by exaggerated accounts in the media of his wealth.

    But Trump used up much of the proceeds of his few successes covering his losses on a range of his other business ventures.

    Among his notable failures was Trump University, where he paid A$37 million to settle lawsuits for fraud. Many other property projects, Scottish golf courses, Trump Ice bottled water and Trump Mortgage, never turned a profit. And the punters were not the only ones losing money in Trump casinos.

    While he has fought to keep them secret, what has emerged from Trump’s tax returns are a series of huge losses.

    A conundrum not really addressed in the book is why so many bankers were willing to lend to him.

    The book concentrates on Trump’s career before the 2016 election, when the flawed US electoral system turned his almost 3 million vote loss on the popular vote into a win in the electoral college. As president, he disregarded conflicts of interest. As the authors note, parties wanting to influence the president could funnel money to him by booking blocks of rooms at his hotel.

    After 81 million Americans voted to fire him in 2020, Trump’s businesses again performed poorly.

    Trump’s current wealth is estimated by Forbes at A$5.7 billion (less than it was a decade ago). But about half of this is from his majority stake in Truth Social, promoted as a right-wing alternative to Twitter. (Now, it could be said, an even more right-wing forum than X.) It has tiny and falling revenues and makes large losses. If Trump loses the election, its value will probably soon be close to zero. It is regarded as a “meme stock”.

    Buettner and Craig conclude Trump “would have been better off betting on the sharemarket than on himself”. Analysis cited in The Economist in 2018 concluded that had Trump just put the money from his father into a sharemarket index fund he would have had A$2.9 billion in 2018. Given subsequent rises in the US stockmarket that would have grown to around A$5.9 billion by now, more than most estimates of his wealth.

    Forbes reached a similar conclusion, as did De Long and US political commentator Professor Robert Reich. The self-described business genius destroyed rather than created value.

    A poor tycoon and a poor president

    This business record of mismanaging an inheritance is reflected in Trump’s economic performance as president. He inherited the world’s largest economy from Obama. By the end of his term it was more than 10% smaller than China’s economy. Historians rank him one of the worst performing presidents on economic management (and much else). The public gave him the lowest approval ratings during his presidential term.

    Trump has indeed been a “lucky loser”. But if this deeply flawed man is returned to the presidency, the world will be an unlucky loser.

    It is a pleasure to be here this evening.

    Not far from here, tucked away in the National and University Library, lie copies of the Abecedarium and the Catechism. These two texts, written by the religious reformer Primož Trubar in 1550, were the first ever books to be printed in Slovenian.[1]

    At a time when German was the language of the ruling classes, Trubar’s pioneering act was fundamental in helping to establish the national identity of Slovenians.[2]

    Today, his portrait graces the €1 coin in Slovenia, framed by the famous words found in the Catechism, “Stati inu Obstati” – “to stand and withstand”.[3]

    It is telling that both books – one a primer for the Slovenian language, the other guidelines for religious observance – were designed to teach, for there is much that Europe can learn from Slovenia in the uncertain world we now face.

    The global order we knew is fading. Open trade is being replaced with fragmented trade, multilateral rules with state-sponsored competition and stable geopolitics with conflict.

    Europe had invested considerably in the old order, so this transition is challenging for us. As the most open of the major economies, we are more exposed than others.

    So, in this new landscape, we too must learn “to stand and withstand”. And we can do so by drawing on two valuable lessons from Ljubljana.

    Opportunity in times of uncertainty

    The first lesson is that uncertainty can create opportunity.

    While many in Europe are anxious about the future, Slovenians are no strangers to uncertainty.

    Within a single generation, Slovenia made a success of the extraordinarily difficult transition from a planned economy to a market economy. Policymakers defied the odds by implementing tough structural reforms to first join the EU and, later, the euro area.

    Today, Slovenia is a success story. It is a developed, stable and high-income economy, with the highest GDP per capita at purchasing power parity of central and eastern European countries (CEECs).

    The nation’s success owes much to the creativity and vigour of its people and their innate ability to seize economic turning points and transform them into opportunities.

    For example, when Slovenia joined the EU, it was exposed to greater levels of competition from other Member States in the economic bloc.

    But Slovenia quickly capitalised on its skilled workforce to develop a new business model based on deep integration in the Single Market. Today, every single car produced in Europe has at least one component that is made in Slovenia.[4]

    For Europe, the changes in the global economy today represent a similar turning point. But if we approach it with the right spirit, I believe it can be an opportunity for renewal.

    A less favourable global economy can push us to complete our domestic market. Fiercer foreign competition can encourage us to develop new technologies. More volatile geopolitics can drive us to become more energy secure and self-sufficient in our supply chains.

    For Slovenia, the transformation of the automotive supply chain will be a particular challenge. But the economy is already adapting. For example, in July this year Slovenia secured a major investment in domestic electric vehicle production.[5]

    For many Slovenians, striding into an unpredictable future may seem like second nature.

    One of your most famous paintings, “The Sower”, hangs on display here at the National Gallery. Depicting an agricultural labourer at the crack of dawn hard at work sowing seeds in a field, the painting represents Slovenians’ resolute determination in the face of uncertainty.

    The rest of us in Europe will need to draw on this example in the uncertain times ahead. If we do so, we can also turn uncertainty into opportunity.

    The importance of sharing the benefits of change

    The second lesson from Slovenia is that the benefits of change can – and should – be more widely shared.

    The path of renewal for Europe is inescapably linked with new technology, especially digitalisation. But new technologies can sometimes lead to uneven labour market outcomes.

    Slovenia has undergone remarkable technological change over the past 20 years. Today, the country’s level of digital development is 7% above the CEEC average and it can compete with some of the most digitally developed EU countries in certain areas.[6]

    Yet Slovenia’s Gini coefficient – a measure of income inequality – is the second lowest in the OECD.[7] The country also benefits from high levels of gender equality. Female labour force participation is higher than the EU average and nearly equal to that of men.[8]

    Many in Europe are worried about the challenges ahead, such as the effects of artificial intelligence on social inclusion. But we should let Slovenia’s example inspire us.

    With the right approach, we can move forward and become more technologically advanced while ensuring everyone can benefit from the gains.

    And when everyone benefits, Europe benefits too. Over three-quarters of citizens in Slovenia feel attached to Europe, and almost two-thirds identify as both Slovenian and European – levels that are well above their respective EU averages.[9]

    Conclusion

    Let me conclude.

    In today’s uncertain world, Europe must learn “to stand and withstand”. And it can do so by looking to Slovenia as an example of how to overcome challenges that come its way.

    First, we must work hard to sow the seeds of success. And then, as the folk singer Vlado Kreslin sings, “vse se da” – “everything is possible”.

    NASA’s Europa Clipper has embarked on its long voyage to Jupiter, where it will investigate Europa, a moon with an enormous subsurface ocean that may have conditions to support life. The spacecraft launched at 11:06 a.m. CDT on Oct. 14 aboard a SpaceX Falcon Heavy rocket from Launch Pad 39A at NASA’s Kennedy Space Center.

    The largest spacecraft NASA ever built for a mission headed to another planet, Europa Clipper also is the first NASA mission dedicated to studying an ocean world beyond Earth. The spacecraft will travel 1.8 billion miles on a trajectory that will leverage the power of gravity assists, first to Mars in four months and then back to Earth for another gravity assist flyby in 2026. After it begins orbiting Jupiter in April 2030, the spacecraft will fly past Europa 49 times.
    “Congratulations to our Europa Clipper team for beginning the first journey to an ocean world beyond Earth,” said NASA Administrator Bill Nelson. “NASA leads the world in exploration and discovery, and the Europa Clipper mission is no different. By exploring the unknown, Europa Clipper will help us better understand whether there is the potential for life not just within our solar system, but among the billions of moons and planets beyond our Sun.”
    Approximately five minutes after liftoff, the rocket’s second stage fired up and the payload fairing, or the rocket’s nose cone, opened to reveal Europa Clipper. About an hour after launch, the spacecraft separated from the rocket. Ground controllers received a signal soon after, and two-way communication was established at 12:13 p.m. with NASA’s Deep Space Network facility in Canberra, Australia. Mission teams celebrated as initial telemetry reports showed Europa Clipper is in good health and operating as expected.
    “We could not be more excited for the incredible and unprecedented science NASA’s Europa Clipper mission will deliver in the generations to come,” said Nicky Fox, associate administrator, Science Mission Directorate at NASA Headquarters. “Everything in NASA science is interconnected, and Europa Clipper’s scientific discoveries will build upon the legacy that our other missions exploring Jupiter – including Juno, Galileo, and Voyager – created in our search for habitable worlds beyond our home planet.”
    The main goal of the mission is to determine whether Europa has conditions that could support life. Europa is about the size of our own Moon, but its interior is different. Information from NASA’s Galileo mission in the 1990s showed strong evidence that under Europa’s ice lies an enormous, salty ocean with more water than all of Earth’s oceans combined. Scientists also have found evidence that Europa may host organic compounds and energy sources under its surface.
    If the mission determines Europa is habitable, it may mean there are more habitable worlds in our solar system and beyond than imagined.
    “We’re ecstatic to send Europa Clipper on its way to explore a potentially habitable ocean world, thanks to our colleagues and partners who’ve worked so hard to get us to this day,” said Laurie Leshin, director, NASA’s Jet Propulsion Laboratory (JPL). “Europa Clipper will undoubtedly deliver mind-blowing science. While always bittersweet to send something we’ve labored over for years off on its long journey, we know this remarkable team and spacecraft will expand our knowledge of our solar system and inspire future exploration.”
    In 2031, the spacecraft will begin conducting its science-dedicated flybys of Europa. Coming as close as 16 miles to the surface, Europa Clipper is equipped with nine science instruments and a gravity experiment, including an ice-penetrating radar, cameras, and a thermal instrument to look for areas of warmer ice and any recent eruptions of water. As the most sophisticated suite of science instruments NASA has ever sent to Jupiter, they will work in concert to learn more about the moon’s icy shell, thin atmosphere, and deep interior.
    To power those instruments in the faint sunlight that reaches Jupiter, Europa Clipper also carries the largest solar arrays NASA has ever used for an interplanetary mission. With arrays extended, the spacecraft spans 100 feet from end to end. With propellant loaded, it weighs about 13,000 pounds.
    In all, more than 4,000 people have contributed to Europa Clipper mission since it was formally approved in 2015.
    “As Europa Clipper embarks on its journey, I’ll be thinking about the countless hours of dedication, innovation, and teamwork that made this moment possible,” said Jordan Evans, project manager, JPL. “This launch isn’t just the next chapter in our exploration of the solar system; it’s a leap toward uncovering the mysteries of another ocean world, driven by our shared curiosity and continued search to answer the question, ‘are we alone?’”
    Europa Clipper’s three main science objectives are to determine the thickness of the moon’s icy shell and its interactions with the ocean below, to investigate its composition, and to characterize its geology. The mission’s detailed exploration of Europa will help scientists better understand the astrobiological potential for habitable worlds beyond our planet.
    Managed by Caltech in Pasadena, California, JPL leads the development of the Europa Clipper mission in partnership with the Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, for NASA’s Science Mission Directorate. The main spacecraft body was designed by APL in collaboration with JPL and NASA’s Goddard Space Flight Center, Marshall Space Flight Center, and Langley Research Center. The Planetary Missions Program Office at Marshall executes program management of the Europa Clipper mission.

    NASA’s Chandra X-ray Observatory and other telescopes have identified a supermassive black hole that has torn apart one star and is now using that stellar wreckage to pummel another star or smaller black hole, as described in our latest press release. This research helps connect two cosmic mysteries and provides information about the environment around some of the bigger types of black holes.

Over the course of a few years, this disk expanded outward until it intersected with another object – either a star or a small black hole – that is also in orbit around the giant black hole. Each time this object crashes into the disk, it sends out a burst of X-rays detected by Chandra.     In 2019, an optical telescope in California noticed a burst of light that astronomers later categorized as a “tidal disruption event”, or TDE. These are cases where black holes tear stars apart if they get too close through their powerful tidal forces. Astronomers gave this TDE the name of AT2019qiz.
    Meanwhile, scientists were also tracking instances of another type of cosmic phenomena occasionally observed across the Universe. These were brief and regular bursts of X-rays that were near supermassive black holes. Astronomers named these events “quasi-periodic eruptions,” or QPEs.
    This latest study gives scientists evidence that TDEs and QPEs are likely connected. The researchers think that QPEs arise when an object smashes into the disk left behind after the TDE. While there may be other explanations, the authors of the study propose this is the source of at least some QPEs.
    In 2023, astronomers used both Chandra and Hubble to simultaneously study the debris left behind after the tidal disruption had ended. The Chandra data were obtained during three different observations, each separated by about 4 to 5 hours. The total exposure of about 14 hours of Chandra time revealed only a weak signal in the first and last chunk, but a very strong signal in the middle observation.
    From there, the researchers used NASA’s Neutron Star Interior Composition Explorer (NICER) to look frequently at AT2019qiz for repeated X-ray bursts. The NICER data showed that AT2019qiz erupts roughly every 48 hours. Observations from NASA’s Neil Gehrels Swift Observatory and India’s AstroSat telescope cemented the finding.
    The ultraviolet data from Hubble, obtained at the same time as the Chandra observations, allowed the scientists to determine the size of the disk around the supermassive black hole. They found that the disk had become large enough that if any object was orbiting the black hole and took about a week or less to complete an orbit, it would collide with the disk and cause eruptions.
    This result has implications for searching for more quasi-periodic eruptions associated with tidal disruptions. Finding more of these would allow astronomers to measure the prevalence and distances of objects in close orbits around supermassive black holes. Some of these may be excellent targets for the planned future gravitational wave observatories.
    The paper describing these results appears in the Oct. 9 issue of the journal Nature. The first author of the paper is Matt Nicholl of Queen’s University Belfast in Ireland.

    The study of X-ray emission from astronomical objects reveals secrets about the universe at the largest and smallest spatial scales. Celestial X-rays are produced by black holes consuming nearby stars, emitted by the million-degree gas that traces the structure between galaxies, and can be used to predict whether stars may be able to host planets hospitable to life. X-ray observations have shown that most of the visible matter in the universe exists as hot gas between galaxies and have conclusively demonstrated that the presence of “dark matter” is needed to explain galaxy cluster dynamics, that dark matter dominates the mass of galaxy clusters, and that it governs the expansion of the cosmos.

    X-ray observations also enable us to probe mysteries of the universe on the smallest scales. X-ray observations of compact objects such as white dwarfs, neutron stars, and black holes allow us to use the universe as a physics laboratory to study conditions that are orders of magnitude more extreme in terms of density, pressure, temperature, and magnetic field strength than anything that can be produced on Earth. In this astrophysical laboratory, researchers expect to reveal new physics at the subatomic scale by conducting investigations such as probing the neutron star equation of state and testing quantum electrodynamics with observations of neutron star atmospheres.
    At NASA’s Marshall Space Flight Center, a team of scientists and engineers is building, testing, and flying innovative optics that bring the universe’s X-ray mysteries into sharper focus.
    Unlike optical telescopes that create images by reflecting or refracting light at near-90-degree angles (normal incidence), focusing X-ray optics must be designed to reflect light at very small angles (grazing incidence). At normal incidence, X-rays are either absorbed by the surface of a mirror or penetrate it entirely. However, at grazing angles of incidence, X-rays reflect very efficiently due to an effect called total external reflection. In grazing incidence, X-rays reflect off the surface of a mirror like rocks skipping on the surface of a pond.
    A classic design for astronomical grazing incidence optics is the Wolter-I prescription, which consists of two reflecting surfaces, a parabola and hyperbola (see figure below). This optical prescription is revolved around the optical axis to produce a full-shell mirror (i.e., the mirror spans the full circumference) that resembles a gently tapered cone. To increase the light collecting area, multiple mirror shells with incrementally larger diameters and a common focus are fabricated and nested concentrically to comprise a mirror module assembly (MMA).
    Focusing optics are critical to studying the X-ray universe because, in contrast to other optical systems like collimators or coded masks, they produce high signal-to-noise images with low background noise. Two key metrics that characterize the performance of X-ray optics are angular resolution, which is the ability of an optical system to discriminate between closely spaced objects, and effective area, which is the light collecting area of the telescope, typically quoted in units of cm2. Angular resolution is typically measured as the half-power diameter (HPD) of a focused spot in units of arcseconds. The HPD encircles half of the incident photons in a focused spot and measures the sharpness of the final image; a smaller number is better. 

    Marshall has been building and flying lightweight, full-shell, focusing X-ray optics for over three decades, always meeting or exceeding angular resolution and effective area requirements. Marshall utilizes an electroformed nickel replication technique to make these thin full-shell X-ray optics from nickel alloy.
    X-ray optics development at Marshall began in the early 1990s with the fabrication of optics to support NASA’s Advanced X-ray Astrophysics Facility (AXAF-S) and then continued via the Constellation-X technology development programs. In 2001, Marshall launched a balloon payload that included two modules each with three mirrors, which produced the first focused hard X-ray images of an astrophysical source by imaging Cygnus X-1, GRS 1915, and the Crab Nebula. This initial effort resulted in several follow-up missions over the next 12 years and became known as the High Energy Replicated Optics (HERO) balloon program.
    In 2012, the first of four sounding rocket flights of the Focusing Optics X-ray Solar Imager (FOXSI) flew with Marshall optics onboard, producing the first focused images of the Sun at energies greater than 5 keV. In 2019 the Astronomical Roentgen Telescope X-ray Concentrator (ART-XC) instrument on the Spectr-Roentgen-Gamma Mission launched with seven Marshall-fabricated X-ray MMAs, each containing 28 mirror shells. ART-XC is currently mapping the sky in the 4-30 keV hard X-ray energy range, studying exotic objects like neutron stars in our own galaxy as well as active galactic nuclei, which are spread across the visible universe. In 2021, the Imaging X-ray Polarimetry Explorer (IXPE), flew and is now performing extraordinary science with a Marshall-led team using three, 24-shell MMAs that were fabricated and calibrated in-house.
    Most recently, in 2024, the fourth FOXSI sounding rocket campaign launched with a high-resolution Marshall MMA. The optics achieved 9.5 arcsecond HPD angular resolution during pre-flight test with an expected 7 arcsecond HPD in gravity-free flight, making this the highest angular resolution flight observation made with a nickel-replicated X-ray optic. Currently Marshall is fabricating an MMA for the Rocket Experiment Demonstration of a Soft X-ray (REDSoX) polarimeter, a sounding rocket mission that will fly a novel soft X-ray polarimeter instrument to observe active galactic nuclei. The REDSoX MMA optic will be 444 mm in diameter, which will make it the largest MMA ever produced by MSFC and the second largest replicated nickel X-ray optic in the world.
    The ultimate performance of an X-ray optic is determined by errors in the shape, position, and roughness of the optical surface. To push the performance of X-ray optics toward even higher angular resolution and achieve more ambitious science goals, Marshall is currently engaged in a fundamental research and development effort to improve all aspects of full-shell optics fabrication.

    Given that these optics are made with the electroformed nickel replication technique, the fabrication process begins with creation of a replication master, called the mandrel, which is a negative of the desired optical surface. First, the mandrel is figured and polished to specification, then a thin layer of nickel alloy is electroformed onto the mandrel surface. Next, the nickel alloy layer is removed to produce a replicated optical shell, and finally the thin shell is attached to a stiff holding structure for use.
    Each step in this process imparts some degree of error into the final replicated shell. Research and development efforts at Marshall are currently concentrating on reducing distortion induced during the electroforming metal deposition and release steps. Electroforming-induced distortion is caused by material stress built into the electroformed material as it deposits onto the mandrel. Decreasing release-induced distortion is a matter of reducing adhesion strength between the shell and mandrel, increasing strength of the shell material to prevent yielding, and reducing point defects in the release layer.
    Additionally, verifying the performance of these advanced optics requires world-class test facilities. The basic premise of testing an optic designed for X-ray astrophysics is to place a small, bright X-ray source far away from the optic. If the angular size of the source, as viewed from the optic, is smaller than the angular resolution of the optic, the source is effectively simulating X-ray starlight. Due to the absorption of X-rays by air, the entire test facility light path must be placed inside a vacuum chamber.
    At the center, a group of scientists and engineers operate the Marshall 100-meter X-ray beamline, a world-class end-to-end test facility for flight and laboratory X-ray optics, instruments, and telescopes. As per the name, it consists of a 100-meter-long vacuum tube with an 8-meter-long, 3-meter-diameter instrument chamber and a variety of X-ray sources ranging from 0.25 – 114 keV. Across the street sits the X-Ray and Cryogenic Facility (XRCF), a 527-meter-long beamline with an 18-meter-long, 6-meter-diameter instrument chamber. These facilities are available for the scientific community to use and highlight the comprehensive optics development and test capability that Marshall is known for.
    Within the X-ray astrophysics community there exist a variety of angular resolution and effective area needs for focusing optics. Given its storied history in X-ray optics, Marshall is uniquely poised to fulfill requirements for large or small, medium- or high-angular-resolution X-ray optics. To help guide technology development, the astrophysics community convenes once per decade to produce a decadal survey. The need for high-angular-resolution and high-throughput X-ray optics is strongly endorsed by the National Academies of Sciences, Engineering, and Medicine report, Pathways to Discovery in Astronomy and Astrophysics for the 2020s.In pursuit of this goal, Marshall is continuing to advance the state of the art in full-shell optics. This work will enable the extraordinary mysteries of the X-ray universe to be revealed.

    NASA’s Hubble Space Telescope and New Horizons spacecraft simultaneously set their sights on Uranus recently, allowing scientists to make a direct comparison of the planet from two very different viewpoints. The results inform future plans to study like types of planets around other stars.

    Astronomers used Uranus as a proxy for similar planets beyond our solar system, known as exoplanets, comparing high-resolution images from Hubble to the more-distant view from New Horizons. This combined perspective will help scientists learn more about what to expect while imaging planets around other stars with future telescopes.
    “While we expected Uranus to appear differently in each filter of the observations, we found that Uranus was actually dimmer than predicted in the New Horizons data taken from a different viewpoint,” said lead author Samantha Hasler of the Massachusetts Institute of Technology in Cambridge and New Horizons science team collaborator.
    Direct imaging of exoplanets is a key technique for learning about their potential habitability, and offers new clues to the origin and formation of our own solar system. Astronomers use both direct imaging and spectroscopy to collect light from the observed planet and compare its brightness at different wavelengths. However, imaging exoplanets is a notoriously difficult process because they’re so far away. Their images are mere pinpoints and so are not as detailed as the close-up views that we have of worlds orbiting our Sun. Researchers can also only directly image exoplanets at “partial phases,” when only a portion of the planet is illuminated by their star as seen from Earth.
    Uranus was an ideal target as a test for understanding future distant observations of exoplanets by other telescopes for a few reasons. First, many known exoplanets are also gas giants similar in nature. Also, at the time of the observations, New Horizons was on the far side of Uranus, 6.5 billion miles away, allowing its twilight crescent to be studied – something that cannot be done from Earth. At that distance, the New Horizons view of the planet was just several pixels in its color camera, called the Multispectral Visible Imaging Camera.
    On the other hand, Hubble, with its high resolution, and in its low-Earth orbit 1.7 billion miles away from Uranus, was able to see atmospheric features such as clouds and storms on the day side of the gaseous world.
    “Uranus appears as just a small dot on the New Horizons observations, similar to the dots seen of directly imaged exoplanets from observatories like Webb or ground-based observatories,” Hasler said. “Hubble provides context for what the atmosphere is doing when it was observed with New Horizons.”
    The gas giant planets in our solar system have dynamic and variable atmospheres with changing cloud cover. How common is this among exoplanets? By knowing the details of what the clouds on Uranus looked like from Hubble, researchers can verify what is interpreted from the New Horizons data. In the case of Uranus, both Hubble and New Horizons saw that the brightness did not vary as the planet rotated, which indicates that the cloud features were not changing with the planet’s rotation.

    However, the importance of the detection by New Horizons has to do with how the planet reflects light at a different phase than what Hubble, or other observatories on or near Earth, can see. New Horizons showed that exoplanets may be dimmer than predicted at partial and high phase angles, and that the atmosphere reflects light differently at partial phase.
    NASA has two major upcoming observatories in the works to advance studies of exoplanet atmospheres and potential habitability.
    “These landmark New Horizons studies of Uranus from a vantage point unobservable by any other means add to the mission’s treasure trove of new scientific knowledge, and have, like many other datasets obtained in the mission, yielded surprising new insights into the worlds of our solar system,” added New Horizons principal investigator Alan Stern of the Southwest Research Institute.
    NASA’s upcoming Nancy Grace Roman Space Telescope, set to launch by 2027, will use a coronagraph to block out a star’s light to directly see gas giant exoplanets. NASA’s Habitable Worlds Observatory, in an early planning phase, will be the first telescope designed specifically to search for atmospheric biosignatures on Earth-sized, rocky planets orbiting other stars.
    “Studying how known benchmarks like Uranus appear in distant imaging can help us have more robust expectations when preparing for these future missions,” concluded Hasler. “And that will be critical to our success.”
    Launched in January 2006, New Horizons made the historic flyby of Pluto and its moons in July 2015, before giving humankind its first close-up look at one of these planetary building block and Kuiper Belt object, Arrokoth, in January 2019. New Horizons is now in its second extended mission, studying distant Kuiper Belt objects, characterizing the outer heliosphere of the Sun, and making important astrophysical observations from its unmatched vantage point in distant regions of the solar system.
    The Hubble Space Telescope has been operating for over three decades and continues to make ground-breaking discoveries that shape our fundamental understanding of the universe. Hubble is a project of international cooperation between NASA and ESA (European Space Agency). NASA’s Goddard Space Flight Center manages the telescope and mission operations. Lockheed Martin Space, based in Denver, Colorado, also supports mission operations at Goddard. The Space Telescope Science Institute in Baltimore, Maryland, which is operated by the Association of Universities for Research in Astronomy, conducts Hubble science operations for NASA.
    The Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, built and operates the New Horizons spacecraft and manages the mission for NASA’s Science Mission Directorate. Southwest Research Institute, based in San Antonio and Boulder, Colorado, directs the mission via Principal Investigator Alan Stern and leads the science team, payload operations and encounter science planning. New Horizons is part of NASA’s New Frontiers program, managed by NASA’s Marshall Space Flight Center.

    Four International Space Station crew members continue waiting for their departure date as mission managers monitor weather conditions off the coast of Florida. The rest of the Expedition 72 crew stayed focused Oct. 14 on space biology and lab maintenance aboard the orbital outpost.

    NASA and SpaceX mission managers are watching unfavorable weather conditions off the Florida coast right now for the splashdown of the SpaceX Crew-8 mission with NASA astronauts Matthew Dominick, Mike Barratt, and Jeanette Epps, and Roscosmos cosmonaut Alexander Grebenkin. The homebound quartet spent Oct. 14 mostly relaxing while also continuing departure preps. Mission teams are currently targeting Dragon Endeavour’s undocking for no earlier than 2:05 a.m. CDT on Oct. 18. The Crew-8 foursome is in the seventh month of their space research mission that began on March 3.
    The other seven orbital residents will stay aboard the orbital outpost until early 2025. NASA astronaut Don Pettit is scheduled to return to Earth first in February with Roscosmos cosmonauts Alexey Ovchinin and Ivan Vagner aboard the Soyuz MS-26 crew ship. Next, station Commander Suni Williams and flight engineer Butch Wilmore are targeted to return home aboard SpaceX Dragon Freedom with SpaceX Crew-9 Commander Nick Hague, all three NASA astronauts, and Roscosmos cosmonaut Aleksandr Gorbunov.
    Williams had a light duty day Oct. 14 disassembling life support gear before working out for a cardio fitness study. Wilmore installed a new oxygen recharge tank and began transferring oxygen into tanks located in the Quest airlock. Hague collected his blood and saliva samples for incubation and cold stowage to learn how microgravity affects cellular immunity. Pettit also had a light duty day servicing biology hardware including the Cell Biology Experiment Facility, a research incubator with an artificial gravity generator, and the BioLab, which supports observations of microbes, cells, tissue cultures and more.
    The Huntsville Operations Support Center (HOSC) at NASA’s Marshall Space Flight Center provides engineering and mission operations support for the space station, the CCP, and Artemis missions, as well as science and technology demonstration missions. The Payload Operations Integration Center within HOSC operates, plans, and coordinates the science experiments onboard the space station 365 days a year, 24 hours a day.
    The first flight of Sierra Space’s Dream Chaser to the space station is now scheduled for no earlier than May 2025 to allow for completion of spacecraft testing. Dream Chaser, which will launch atop a ULA (United Launch Alliance) Vulcan rocket and later glide to a runway landing at NASA’s Kennedy Space Center, will carry cargo to the orbiting laboratory and stay on board for approximately 45 days on its first mission.

In 2020, he became the owner and merged with Nodaway Valley Dental to establish Greenfield Dental. Dr. Frost expanded from four workspaces to eleven and further invested in 3D X-ray imaging technology, which enabled Greenfield Dental to provide same-day emergency care, in-office root canals, and dental implant procedures.
    In addition to his role at the practice, Dr. Frost is the treasurer for the Greenfield Main Street Chamber Board and aided in the community’s tornado clean-up and recovery this past spring. This fall, Greenfield Dental will celebrate its fourth business anniversary.

    WARWICK, RI – Governor Dan McKee, Rhode Island Department of Transportation (RIDOT) Director Peter Alviti, Jr., Warwick Mayor Frank Picozzi, North Providence Mayor Charles Lombardi and South Kingstown Town Administrator James Manni, as well as Warwick Representative Joseph Solomon Jr. (D-District 22, Warwick) and Senator Matthew LaMountain (D-District 31, Warwick, Cranston), gathered at a Jefferson Boulevard site to highlight progress and announce new funding for RhodeRestore, Governor McKee’s Municipal Road Grant Program.

    For FY25, RhodeRestore will provide $7 million in state funding to be matched at a ratio of 33 percent state funds and 67 percent local funds. The $7 million is being divided evenly among all 39 municipalities; each is eligible to receive up to $184,000. Cities and towns across the state are already submitting their applications; nearly 130 have been approved to date, with more than 100 more under review.

    “RhodeRestore has been a huge success, enabling our administration to help cities and towns fund necessary improvements to roads that otherwise might not be able to be repaired for several years,” Governor Dan McKee said. “Together with the work we’re doing at the state level, we’ll improve Rhode Island’s infrastructure rankings while providing smoother, safer roads for our residents.”

    “RIDOT is proud to help our cities and towns apply and be reimbursed for these funds,” RIDOT Director Peter Alviti said. “Most people don’t know that 80 percent of all the roads in Rhode Island are not maintained by RIDOT, but by our cities and towns. I thank the Governor for making it a priority to address the condition of our local roads.”

    In FY24, the debut year of RhodeRestore, the program provided $20 million in state funding to municipalities in Rhode Island, serving as a one-third match to city and town dollars that funded two-thirds of the cost of locally maintained road repair projects. Collectively, the program yielded $74 million of improvements, funding repairs in 823 projects to 522 lane miles of road, 129,700 linear feet of sidewalks, and two bridges. All 39 cities and towns participated in the program.

    The total value of projects in the second year of RhodeRestore is expected to reach $21 million, and could grow higher as municipalities complete their applications. RIDOT will approve the new applications on a rolling basis. Most communities have indicated they will start these new projects as soon as possible next spring.

    “The Municipal Road Grant Program has been a resounding success for every community in this state,” said Representative Joseph Solomon Jr. “I’m proud to have worked with the rest of the General Assembly to provide this funding which has been well-utilized for so many projects throughout the state. I’m gratified that this money has been put to good use, and I look forward to seeing more of these projects in the future.”

    “Ailing roads and sidewalks are a serious issue that impacts quality of life in neighborhoods across Rhode Island,” said Senator Matthew LaMountain. “The RhodeRestore Program is an outstanding example of how state and local partnership can effectively address these challenges. I am extremely grateful for the support this program is providing to help improve essential infrastructure in the City of Warwick and across our state.”

    Today’s announcement was held at the Gamm Theatre on Jefferson Boulevard, which is the widest and longest municipal road in Warwick. The city initiated a $1.6 million project that paved a total of 6.1 lane miles from I-95 to Main Avenue. Jefferson Boulevard is an import commercial corridor linking several types of businesses, including shipping companies, financial institutions, retail and wholesale businesses, and the TF Green commuter rail station. Additionally, Warwick completed 34 projects using $1.42 million in SFY2024 funding. The total value of projects in Warwick is $5.2 million.

    “The RhodeRestore program greatly stretched our paving budget which enabled us to take on some large projects in the city and for that, we are extremely grateful,” said Warwick Mayor Frank Picozzi.

    Also discussed was the repaving work in North Providence. Speaking of his city’s FY24 budget, North Providence Mayor Charles Lombardi explained, “Our annual budget allowed us to pave 48 roads, but thanks to Governor McKee’s Municipal Road Grant Program, we were able to pave an additional 11 roads.” When combining the FY24 RhodeRestore funding and the new FY25 award, North Providence will be able to repave nearly 100 city roads.”

    In Southern Rhode Island, South Kingstown is utilizing funds from both the first and second years of RhodeRestore to pave the entirety of Old North Road. This road not only serves many residential properties from Kingston village in Route 138 heading north toward Stony Fort Road and Slocum, but many students, staff, and faculty at the University of Rhode Island’s primary campus.

    “The Town of South Kingstown is very appreciative of the $744K in grants received over the past two years from the Rhode Island Municipal Road and Bridge Program,” said South Kingstown Town Manager James Manni. “This significant funding support from the Governor has allowed the Town to accelerate its road paving program by 25% impacting hundreds of properties and thousands of residents.”

    Pawtucket Mayor Donald Grebien, who was able to upgrade two bridges with the RhodeRestore funding, also provided the following statement: “We are grateful to have received $184,000, and $684,000 last fiscal year from the RhodeRestore program this year, which will be dedicated to citywide paving projects. These funds will help address some of Pawtucket’s most urgent paving needs, improving bridge and road safety and enhancing the quality of life for our residents. We remain committed to working with state and local leaders to ensure that every dollar is used effectively to benefit our communities. These projects are about more than just roads and bridges—they’re about safety, accessibility, and building a stronger future for Pawtucket.”

    ILLINOIS, October 15, 2024 – Illinois clean energy industries are unified in supporting HB5856 and SB3959, new legislation that will future-proof Illinois’ energy grid and economy, lower consumer costs, meet climate goals, create family-sustaining careers, and mitigate increasing risks of blackouts.
    “Clean energy is the future, and it’s my duty to work toward that future for the benefit of all Illinois residents,” said State Rep. Barbara Hernandez (D-Aurora), lead House sponsor of HB5856. “HB5856 and SB3959 will provide many benefits to Illinois for decades to come, from lowering consumer costs to ushering in thousands of jobs to preventing dangerous blackouts to bolstering our power grid to make Illinois an attractive investment for energy-intensive tech companies.”
    These bills establish the first clean energy storage procurement mandate for the state to ensure a more reliable grid and address challenges that are slowing down renewable energy resource development. HB5856 and SB3959 would save Illinois consumers $30 per month on their energy bills, prevent more than $7 billion in blackout-related expenses, and create as much as $16 billion in economic benefits.

    The clean energy industries collectively agree that HB5856 and SB3959 are necessary to address the urgent need for more clean energy storage in Illinois. Federal, regional, and state regulators identify Illinois as at risk for falling short of energy needs. This means the state will face challenges in maintaining a reliable grid and that consumers may experience increased and unpredictable energy rates. Legislative action is needed now because deploying large-scale energy storage resources takes time. Illinois residents are already feeling the impact of regulators’ projections, as the July 2024 PJM Interconnection energy capacity auction saw an 833% increase in energy prices, due to an anticipated energy capacity shortfall that will increase power bills by as much as $30 per month for millions of Illinois residents within the PJM Interconnection territory. HB5856 and SB3959 will directly address this risk by providing incentives to supercharge more solar and wind energy and storage developments for a more diverse, reliable power grid.
    “HB5856 and SB3959 are critical to building on the success of the landmark Climate and Equitable Jobs Act (CEJA) in Illinois,” said Andrew Linhares, Senior Manager, Central Region at Solar Energy Industries Association (SEIA). “The Illinois clean energy economy has flourished in recent years but there’s more work to be done to secure the state’s clean energy future. This thoughtfully crafted legislation will help unleash the full potential of solar and storage and help Illinois achieve 100% clean energy by 2050.”
    A recent study by Mark Pruitt, former director of the Illinois Power Agency, founder of The Power Bureau, and a professor at Northwestern University, found that HB5856’s and SB3959’s target to create at least 8,500 MW of clean energy storage would provide up to $3 billion in consumer cost savings, save up to $7.3 billion in blackout-related costs through increased grid reliability, and generate up to $16.3 billion in economic activity in Illinois by 2050. The study also found that energy storage is the most cost-effective, immediate, and attainable long-term solution. Not only would HB5856 and SB3959 create those benefits, but they would also ensure Illinois meets the clean energy mandates established by CEJA.

    “All of these pieces work together – storage, grid reliability, ratepayer savings, climate goals, and equity,” said Lesley McCain, Executive Director of Illinois Solar Energy and Storage Association. “HB5856 and SB3959 tie together each of these pieces to move Illinois closer toward achieving its climate goals. Energy storage is essential to creating a more reliable grid. A more reliable grid is critical to protecting residents from rising prices and attracting investments from new businesses. Incentivizing growth in these areas will accelerate progress toward our climate goals, which will remove high-polluting energy generators from low-income areas. More growth will stimulate the creation of more high-quality job and career opportunities for all Illinois residents. We’ve made great progress toward the aggressive climate goals established by CEJA, but we must keep learning, adapting, and growing if we want to achieve those goals.”
    Interconnection is another important topic addressed by HB5856 and SB3959. Interconnection is the process of connecting an energy generating system, such as a new residential solar panel installation or a community solar array, to the existing power grid. Currently, the process varies significantly from project to project, which can result in large, unanticipated costs to connect a system to the energy grid. Oftentimes, the large, unanticipated cost arises after the development is completed, which can terminate a project even if the system is built and ready to be energized. HB5856 and SB3959 aim to increase transparency and predictability on the interconnection process to reduce surprise changes and costs and maintain the integrity and safety of the power grid.
    “There are many critical stages to solar energy project development, and interconnection is one of the most critical,” said Carlo Cavallaro, Midwest Regional Director of Coalition for Community Solar Access. “When the system has been built and all that is left is to connect it to the grid, this is not when a project should be stalled or failed. Unfortunately, it happens more than one might think, so HB5856 and SB3959 address this in a way that makes the process more transparent and collaborative. If we can make this process more efficient, then it’ll benefit all ratepayers because the process will be cheaper and faster; and it will help us add new clean energy resources to the grid and reach our clean energy goals faster.”

    Grid Resilience and Reliability
    Establishes an 8.5 GW utility-scale cumulative storage procurement target for the Illinois Power Agency. Storage is a critical component of a stable and resilient grid, as it provides on-time support for grid infrastructure during high-usage Peak Load periods.
    Creates a storage + solar/wind ecosystem that empowers increased storage development at all scales and multi-tech, from behind-the-meter to utility-scale.
    Creates incentive programs for customers to adopt technology that reduces peak loads, behind-meter storage that reduces peak loads or exports, and combined community solar + storage developments.
    Establishes a robust storage and Virtual Power Plant (VPP) ecosystem that makes it less likely a grid will need to tap non-renewable and high-pollutant fuels during periods of high usage, and ensures the grid uses clean, renewable sources that work together regardless of whether or not the sun is shining or the wind is blowing, increasing the overall reliability of the grid in a sustainable way.
    Economic Benefits, Consumer Protections, and Agency Modernization
    Creates a VPP program to provide cost-savings by tapping devices such as rooftop solar and storage to inject power to the grid during peak times, rather than burning extra non-renewable fuel to meet periods of peak demand.
    Implements a more efficient interconnection process to encourage more clean energy development.
    Fosters utility-scale solar development through new IPA storage procurement targets.
    Creates new incentives that eliminate barriers for ratepayers to adopt solar and storage.
    Creates guaranteed savings for consumers by requiring utilities to pass clean energy savings through to consumers.

    Born and raised in Peru, Daniel Velasquez moved to the United States when he was 10 years old. While that decision was a big transition for his family, it also created many opportunities for him. Now Velasquez is an operations engineer for NASA’s Air Mobility Pathfinders project at NASA’s Armstrong Flight Research Center in Edwards, California.
    Velasquez develops flight test plans for electric vertical take-off and landing (eVTOL) aircraft, specifically testing how they perform during various phases of flight, such as taxi, takeoff, cruise, approach, and landing. He was drawn to NASA Armstrong because of the legacy in advancing flight research and the connection to the Space Shuttle program.
    “Being part of a center with such a rich history in supporting space missions and cutting-edge aeronautics was a major motivation for me,” Velasquez said. “One of the biggest highlights of my career has been the opportunity to meet (virtually) and collaborate with an astronaut on a possible future NASA project.”

    Velasquez is incredibly proud of his Latino background because of its rich culture, strong sense of community and connection to his parents. “My parents are my biggest inspiration. They sacrificed so much to ensure my siblings and I could succeed, leaving behind the comfort of their home and family in Peru to give us better opportunities,” Velasquez said. “Their hard work and dedication motivate me every day. Everything I do is to honor their sacrifices and show them that their efforts weren’t wasted. I owe all my success to them.”
    Velasquez began his career at NASA in 2021 as an intern through the Pathways Internship Program while he was studying aerospace engineering at Rutgers University in New Brunswick, New Jersey. Through that program, he learned about eVTOL modeling software called NASA Design and Analysis of Rotorcraft to create a help guide for other NASA engineers to reference when they worked with the software.
    At the same time, he is also a staff sergeant in the U.S Army Reserves and responsible for overseeing the training and development of junior soldiers during monthly assemblies. He plans, creates, and presents classes for soldiers to stay up-to-date and refine their skills while supervising practical exercises, after action reviews, and gathering lessons learned during trainings.

    “This job is different than what I do day-to-day at NASA, but it has helped me become a more outspoken individual,” he said. “Being able to converse with a variety of people and be able to do it well is a skill that I acquired and refined while serving my country.”
    Velasquez said he never imagined working for NASA as it was something he had only seen in movies and on television, but he is so proud to be working for the agency after all the hard work and sacrifices he made that lead him to this point. “I am incredibly proud to work every day with some of the most motivated and dedicated individuals in the industry.”

  • MIL-OSI New Zealand: Universities – New innovation and entrepreneurial co-working hub hosted at Victoria University

    A new co-working space has opened that will see innovative local businesses based at Te Herenga Waka—Victoria University of Wellington.
     
    The shared work space is called Taiawa Wellington Tech Hub and is in Rutherford House on the University’s Pipitea campus. A range of high-growth, innovative companies have moved in to the 51-desk space—tenants include climate tech businesses Cogo and CarbonInvoice, botanical prescription drug developer Evithé Bio, and scientific literature review assistant Litmaps.
     
    Taiawa was launched in early June, with tenant businesses officially welcomed to the new space at an event attended by Wellington mayor Tory Whanau along with leaders from the University and the business and entrepreneurial community.
     
    Professor Stephen Cummings, co-director of the University’s innovation space The Atom—Te Kahu o Te Ao, says Taiawa is an exciting development. “It will allow us to better work with Wellington’s entrepreneurial ecosystem and create opportunities for sharing ideas between innovative businesses and our staff and students,” he explains.  
     
    “It comes from a recognition that Rutherford House is the ideal place in the perfect location to host a co-working space like this. Opening up our buildings to the City in this way can create great synergies and value, not just for our students and researchers, but for Wellington’s business community.”
     
    The initiative is a collaboration with WellingtonNZ, the regional economic development agency. Rebekah Campbell, who leads the Technology Sector Group at WellingtonNZ, says the need for a space for co-working, tech sector education and community events became evident when devising a strategy to grow the region’s economy.
     
    “Wellington has a lot of individually successful tech companies, but even though it’s a compact city, we can do a lot better at promoting collaboration and skill-sharing. Wellington needs its tech sector to thrive, and our mission is to create 30,000 new high-value jobs in the next decade,” she says.
     
    “We looked at other cities that have successfully accelerated the growth of their tech sectors, and a key component of every strategy is the creation of a central place where companies can work together, learn from each other and create a shared culture of ambition and collaboration. The kinds of hubs that were most successful were centred around universities.”
     
    Atom co-director Dr Jesse Pirini says the concept of hosting a co-working space at Te Herenga Waka is “the culmination of years of engagement with the entrepreneurial community through The Atom, and hosting events such as Slush’D and TedX”. “So when the opportunity arose to work with WellingtonNZ, we leapt at it. It’s great to be able to collaborate with them on this unique partnership.”
     
    One of the tenants in Taiawa Wellington Tech Hub is Cogo, which partners with large companies to help businesses and consumers measure and improve their carbon impact. CEO Ben Gleisner, who is a Te Herenga Waka alumnus, describes the new space as a “win-win-win” for all parties.
     
    “It will provide unparalleled opportunities for the companies, the wider tech industry, and for business school students that they can’t get at other institutions in Aotearoa—there is the potential to collaborate on research, internships or dedicated projects. Ultimately, as we are supported to grow, there will hopefully be real jobs for students too.”
     
    University Vice Chancellor Nic Smith says it’s vital that universities are front and centre in supporting the wider science, technology and innovation sector. “The development of this hub is a vote of confidence in Wellington’s business community, especially in the face of bad news stories around public sector lay offs.     About the name
     
    The name Taiawa is a combination of two words, tai (ocean) and awa (river), which reflects the collaborative elements of entities from different sources combining together to operate a shared space, support innovative ideas and create a safe space for creativity. Taiawa is the name of a type of pipi found at low tide just below the surface of a sandy harbour flat—the act of collecting pipi as a community, intergenerational activity signifies the collaboration that will take place in the tech hub, and the interaction between companies, staff and students. The name was endorsed by Kura Moeahu, Rangatira of Te Āti Awa and Taranaki.

  • MIL-OSI Global: Canada’s medical cannabis system changed but didn’t disappear after recreational legalization

    When Canada legalized recreational cannabis use on Oct. 17, 2018, there were concerns about the potential impacts. Would it trigger greater cannabis use, boost economic growth or otherwise affect the country’s health, safety and finances?

    Patients already using cannabis legally for medical purposes were especially concerned. They worried that recreational legalization might prompt physicians to stop authorizing cannabis treatments. Or that cannabis producers would abandon the small medical market to pursue the larger recreational one.

    After recreational legalization, the medical cannabis system did see declines. Between June 2018 and December 2022, the number of registered patients fell 32 per cent, while product sales fell 29 per cent. Some people thought the medical cannabis system had failed or become obsolete.

    As someone who studies the business aspects of cannabis legalization, I wondered about these issues, too. It wasn’t clear how patients, producers or health-care providers would react to recreational legalization. Legal medical use itself had only become accessible a few years earlier.

    Accessing medical cannabis

    Canada began allowing medical use of cannabis in 1999. But it remained difficult to get until regulations changed during 2014-15.

    The new rules allowed any physician to authorize patients to use cannabis. Those patients could then register to buy products online from licensed cannabis producers. Online orders could not exceed a 30-day supply.

    (Instead of buying cannabis products, some patients grew their own plants instead. My research hasn’t examined that.)

    Under this new procedure, the number of patients registering to buy cannabis soared. They grew from 7,914 in June 2014 to 330,344 in June 2018, nearly one per cent of Canada’s population.

    However, registration levels differed greatly between provinces. In June 2018, registrations represented almost three per cent of Alberta’s population, versus only 0.1 per cent of Québec’s.

    Interestingly, less than half of registrants bought medical cannabis in any given month. Perhaps they simply didn’t need the full dose. Or maybe they found it too expensive, inconvenient or ineffective.

    June 2018 was also when the federal government passed its new cannabis legislation. The law took effect in October 2018, when recreational sales of dried cannabis and cannabis oils began. After initial product shortages were overcome, recreational cannabis sales grew rapidly as more stores opened, even during the COVID-19 pandemic. Consumer choice expanded in December 2019 when edibles and vapes became available.

    This is where my new study came in. I analyzed government data on patients’ use of Canada’s medical cannabis system between 2017 and 2022. This included how many patients registered, how often they placed orders, and how much cannabis they bought.

    Evolving system usage

    I found that as soon as parliament passed the new cannabis law, medical registrations began slowing down, despite recreational legalization still being four months away.

    But the response differed noticeably between provinces. For example, registrations kept growing steadily in Québec but plummeted rapidly in Alberta. Other provinces were in between.

    My data doesn’t say why those changes occurred. Perhaps Alberta, with its copious cannabis clinics, had many patients only mildly interested in using cannabis medically. Conversely, maybe Québec was still catching up with other provinces on medical use.

    When recreational sales started in October 2018, patient registrations seemed unaffected. Their average purchase sizes didn’t change either. But they bought medical cannabis slightly less often.

    This might have been due to retail convenience. At that time, medical producers and recreational stores were selling similar products: dried cannabis and cannabis oils. So, perhaps some patients started topping up their supplies occasionally at recreational stores but saw no reason to leave the online medical system completely.

    When edibles and other processed products began selling in December 2019, registrations dropped further. But the patients who remained bought medical cannabis slightly more often and in increasingly larger quantities.

    Product selections might explain this patient split. Perhaps producers with good edible products retained their customers and received larger orders from them. Conversely, maybe medical producers offering few edibles lost their patients to the recreational shops and their vast product assortments.

    In summary, Canada’s medical cannabis system experienced big changes after recreational legalization. But it didn’t disappear.

    Will other countries see similar outcomes if they allow recreational cannabis?

    A changing world

    In Europe, for example, The Netherlands is experimenting with recreational sales. Meanwhile, Germany has legalized recreational use but not retail sales. Will those countries experience medical cannabis changes like Canada did?

    Conversely, some countries barely tolerate even medical use. It is very difficult to legally obtain medical cannabis in the United Kingdom, for example, much like in Canada 20 years ago. And France has only conducted a few medical cannabis trials.

    Other countries, like Australia and New Zealand, are somewhere in between. They’re seeing rapid growth in legal medical use and illegal recreational use, but haven’t legalized recreationally. That’s roughly where Canada was 10 years ago.

    Will Canada’s medical and recreational cannabis experiences make these other countries more interested in legalization, or less? Either way, I hope they can learn from our experiences as they chart their own cannabis paths.

  • MIL-OSI USA: New Team to Assess NASA’s Mars Sample Return Architecture Proposals

    NASA announced Wednesday a new strategy review team will assess potential architecture adjustments for the agency’s Mars Sample Return Program, which aims to bring back scientifically selected samples from Mars, and is a key step in NASA’s quest to better understand our solar system and help answer whether we are alone in the universe.

    Earlier this year, the agency commissioned design studies from the NASA community and eight selected industry teams on how to return Martian samples to Earth in the 2030s while lowering the cost, risk, and mission complexity. The new strategy review team will assess 11 studies conducted by industry, a team across NASA centers, the agency’s Jet Propulsion Laboratory in Southern California, and the Johns Hopkins Applied Physics Laboratory. The team will recommend to NASA a primary architecture for the campaign, including associated cost and schedule estimates.

    “Mars Sample Return will require a diversity of opinions and ideas to do something we’ve never done before: launch a rocket off another planet and safely return samples to Earth from more than 33 million miles away,” said NASA Administrator Bill Nelson. “It is critical that Mars Sample Return is done in a cost-effective and efficient way, and we look forward to learning the recommendations from the strategy review team to achieve our goals for the benefit of humanity.”

    Returning samples from Mars has been a major long-term goal of international planetary exploration for more than three decades, and the Mars Sample Return Program is jointly planned with ESA (European Space Agency). NASA’s Perseverance rover is collecting compelling science samples that will help scientists understand the geological history of Mars, the evolution of its climate, and potential hazards for future human explorers. Retrieval of the samples also will help NASA’s search for signs of ancient life.

    The team’s report is anticipated by the end of 2024 and will examine options for a complete mission design, which may be a composite of multiple studied design elements. The team will not recommend specific acquisition strategies or partners. The strategy review team has been chartered under a task to the Cornell Technical Services contract. The team may request input from a NASA analysis team that consists of government employees and expert consultants. The analysis team also will provide programmatic input such as a cost and schedule assessment of the architecture recommended by the strategy review team.

    NIH-funded study provides evidence on transplantation practice currently limited to research settings.

    Kidney transplantation from deceased donors with HIV (HIV D+) to recipients with HIV (HIV R+) was safe and comparable to kidney transplantation from donors without HIV (HIV D-) in a multicenter observational study in the United States. The clinical outcomes observed were consistent with smaller pilot studies, but this National Institutes of Health (NIH)-funded clinical trial was the first statistically powered to demonstrate noninferiority, which means that an approach being studied is as good as standard clinical practice. The results were published today in the New England Journal of Medicine.

    Kidney transplants offer a survival benefit to people with HIV and end-stage kidney disease, but an organ shortage limits access. In addition, people with HIV face a higher risk of death while on the organ waitlist and have lower access to transplants than people without HIV. To help address these disparities, the HIV Organ Policy Equity Act (HOPE) was implemented in 2015 and legalized transplants between donors and recipients with HIV. Currently, the HOPE Act limits this practice to research settings to carefully evaluate outcomes. These include post-transplant survival, post-transplant kidney function (also known as graft survival), and kidney rejection. Research studies also assess unique potential risks of this practice, such as acquiring a second, genetically distinct HIV strain from the donor that could affect the recipient’s HIV disease.

    The present study enrolled 198 adults with HIV and end-stage kidney disease who received kidney transplants at 26 centers, comparing the outcomes of 99 study participants who had donors with HIV versus 99 whose donors did not have HIV. Transplants were completed between April 2018 and September 2021 and recipients were monitored subsequently for about three years.

    The outcomes for overall survival, graft survival, and rejection events were similar between the two groups. After one year post-transplant, recipient survival was 94% in HIV D+/R+ and 95% in HIV D-/R+. At three years, recipient survival rates were 85% in HIV D+/R+ and 87% in HIV D-/R+. After one year post-transplant, graft survival was 93% in HIV D+/R+ and 90% HIV D-/R+. At three years post-transplant, graft survival rates were 84% in HIV D+/R+ and 80% in HIV D-/R+. Finally, at one year post-transplant, rejection incidence was 13% in HIV D+/R+ and 21% HIV D-/R+ and at three years, 13% in HIV D+/R+ versus 21% in HIV D-/R+. Rates of serious adverse events, surgical site infections, surgical/vascular complications, and cancer were also comparable between the two groups. One case of a recipient who may have acquired a second genetically distinct HIV strain from their donor was observed, but there were no notable clinical consequences.

    Overall, the findings show kidney transplantation between donors and recipients with HIV was safe and noninferior to transplantation from donors without HIV. According to the authors, these findings offer evidence to support the expansion of the practice outside of research settings.

    The study was led by the Johns Hopkins University School of Medicine, Baltimore, and funded by NIH’s National Institute of Allergy and Infectious Diseases (NIAID).

  • MIL-OSI Global: Wildlife, climate and plastic: how three summits aim to repair a growing rift with nature

    By the end of 2024, nearly 200 nations will have met at three conferences to address three problems: biodiversity loss, climate change and plastic pollution.

    Colombia will host talks next week to assess global progress in protecting 30% of all land and water by 2030. Hot on its heels is COP29 in Azerbaijan. Here, countries will revisit the pledge they made last year in Dubai to “transition away” from the fossil fuels driving climate breakdown. And in December, South Korea could see the first global agreement to tackle plastic waste.

    Don’t let these separate events fool you, though.

    “Climate change, biodiversity loss and resource depletion are not isolated problems” say biologist Liette Vasseur (Brock University), political scientist Anders Hayden (Dalhousie University) and ecologist Mike Jones (Swedish University of Agricultural Sciences).

    “How hot is it going to get? This is one of the most important and difficult remaining questions about our changing climate,” say two scientists who study climate change, Seth Wynes and H. Damon Matthews at the University of Waterloo and Concordia University respectively.

    The answer depends on how sensitive the climate is to greenhouse gases like CO₂ and how much humanity ultimately emits, the pair say. When Wynes and Matthews asked 211 authors of past reports by the Intergovernmental Panel on Climate Change, their average best guess was 2.7°C by 2100.

    “We’ve already seen devastating consequences like more flooding, hotter heatwaves and larger wildfires, and we’re only at 1.3°C above pre-industrial levels — less than halfway to 2.7°C,” they say.

    There is a third variable that is harder to predict but no less important: the capacity of forests, wetlands and the ocean to continue to offset warming by absorbing the carbon and heat our furnaces and factories have released.

    This blue and green carbon pump stalled in 2023, the hottest year on record, amid heatwaves, droughts and fires. The possibility of nature’s carbon storage suddenly collapsing is not priced into the computer models that simulate and project the future climate.

    However, the ecosystems that buffer human-made warming are clearly struggling. A new report from the World Wildlife Fund (WWF) showed that the average size of monitored populations of vertebrate wildlife (animals with spinal columns – mammals, birds, fish, reptiles and amphibians) has shrunk by 73% since 1970.

    Wildlife could become so scarce that ecosystems like the Amazon rainforest degenerate, according to the report.

    “More than 90% of tropical trees and shrubs depend on animals to disperse their seeds, for example,” says biodiversity scientist Alexander Lees (Manchester Metropolitan University).

    “These ‘biodiversity services’ are crucial.”

    The result could be less biodiverse and, importantly for the climate, less carbon-rich habitats.

    Plastic in a polar bear’s gut

    Threats to wildlife are numerous. One that is growing fast and still poorly understood is plastic.

    Bottles, bags, toothbrushes: a rising tide of plastic detritus is choking and snaring wild animals. These larger items eventually degrade into microplastics, tiny fragments which now suffuse the air, soil and water.

    “In short, microplastics are widespread, accumulating in the remotest parts of our planet. There is evidence of their toxic effects at every level of biological organisation, from tiny insects at the bottom of the food chain to apex predators,” says Karen Raubenheimer, a senior lecturer in plastic pollution at the University of Wollongong.

    Plastic is generally made from fossil fuels, the main agent of climate change. Activists and experts have seized on a similar demand to address both problems: turn off the taps.

    In fact, the diagnosis of Costas Velis, an expert in ocean litter at the University of Leeds, sounds similar to what climate scientists say about unrestricted fossil fuel burning:

    “Every year without production caps makes the necessary cut to plastic production in future steeper – and our need to use other measures to address the problem greater.”

    A production cap hasn’t made it into the negotiating text for a plastic treaty (yet). And while governments pledged to transition away from coal, oil and gas last year, a new report on the world’s energy use shows fossil fuel use declining more slowly than in earlier forecasts – and much more slowly than would be necessary to halt warming at internationally agreed limits. The effort to protect a third of earth’s surface has barely begun.

    Each summit is concerned with ameliorating the effects of modern societies on nature. Some experts argue for a more radical interpretation.

    “Even if 30% of Earth was protected, how effectively would it halt biodiversity loss?” ask political ecologists Bram Büscher (Wageningen University) and Rosaleen Duffy (University of Sheffield).

    “The proliferation of protected areas has happened at the same time as the extinction crisis has intensified. Perhaps, without these efforts, things could have been even worse for nature,” they say.

    “But an equally valid argument would be that area-based conservation has blinded many to the causes of Earth’s diminishing biodiversity: an expanding economic system that squeezes ecosystems by turning ever more habitat into urban sprawl or farmland, polluting the air and water with ever more toxins and heating the atmosphere with ever more greenhouse gas.”

  • MIL-Evening Report: Social investment is back – and so are the risks of using data to target disadvantage

    With the recent establishment of a new Social Investment Agency – described as a “driving project” for the government by Finance Minister Nicola Willis – it seems New Zealand has come full circle on this approach to social welfare.

    First championed by then finance minister Bill English in 2015, social investment was rebranded “social wellbeing” by Labour-led governments between 2017 and 2023. But Willis signalled before last year’s election that its time had come again.

    In a speech in 2022, she argued taxpayer money wasn’t being spent responsibly by the Labour administration, and that a targeted social investment approach was needed. During the 2023 election campaign, the National Party promised social investment would return.

    Essentially, the policy involves using data to calculate which groups of people cost the government the most over a lifetime. Interventions aimed at reducing that cost are then targeted at those people. The idea is that early investment saves later social costs.

    Right now, however, we don’t know the finer details of how Willis intends to implement the policy. But we do know how it worked in the past – and what lessons might be drawn from its earlier, short-lived implementation.

    An actuarial approach to welfare

    In New Zealand, the idea of social investment can be traced back to the fifth National government which held office for three terms between 2008 and 2017.

    In September 2015, English outlined his approach in a Treasury lecture, explaining how the government had commissioned Australian actuary firm Taylor Fry to calculate the lifetime welfare cost to the state of people on benefits.

    Typically, actuaries use statistics to calculate risk for insurance companies, information that is then used to set premiums. English said the Taylor Fry calculations would identify which beneficiary “is going to cost us the most money”.

    The answer was single parents receiving a benefit. Consequently, they were deemed most in need of direct government intervention, including giving an approved mentor control of their money.

    According to English’s version of social investment, data enabled the government to calculate the “forward liability” of its citizens, and target interventions accordingly.

    This is not the only way to define social investment, however, and other countries often adopt a more universal approach. For example, European models tend to focus on social equality and inclusivity rather than targeting specific groups.

    English’s model focused on applying benefit sanctions and conditions. The aim was to “reduce the lifetime public cost of the welfare-recipient population, thereby offering fiscal returns-on-investment, absorbed into public coffers”.

    A Social Investment Unit was created in 2016, followed by a Social Investment Agency in 2017. This was a standalone agency providing advice across government departments.

    No accounting for structural disadvantage

    Official thinking about social investment predates the establishment of the unit and agency. In 2015, the second of two reports produced by an expert panel review of the Child, Youth and Family agency (now Oranga Tamariki) recommended a new child-centred social investment agency be created.

    The report’s analysis and advice focused on intervening early to reduce the risk of vulnerable children growing up to be beneficiaries, teen parents, substance users or prisoners (among other negative outcomes).

    It was suggested these potential future behaviours almost always stemmed from the actions (or inactions) of parents. Māori were identified as being especially costly due to their over-representation in child protection statistics. They were described as a “forward liability associated with poor outcomes”.

    The proposed response was early intervention and social investment. That would include the removal of very young children from whānau/families where they were perceived to be at high risk. The reasoning was that the predicted damage might then never eventuate, thereby saving taxpayer dollars.

    As my doctoral research found, no consideration in the report was given to the effects of systemic conditions such as poverty and the legacies of colonisation.

    Costs to the state

    The social investment model, with its emphasis on financial liability to the state, became a major influence on Oranga Tamariki’s practice.

    It led to an increase in the early removal of tamariki Māori, especially babies, from their birth families – as demonstrated in the 2019 Hawkes Bay “uplift” case, where social workers attempted to remove a Māori baby soon after birth.

    In 2017, the new Labour government promised a review of the Social Investment Agency, renaming it the Social Wellbeing Agency in 2020. The social development minister at the time, Carmel Sepuloni, said the agency would have a more holistic approach. Data would be only one of a number of considerations when delivering social services.

    But with the agency now reverting to its original name, the idea of using data to guide early intervention seems to be central again. It’s unclear, however, whether the actuarial approach of Bill English’s earlier model will return.

    Nicola Willis does seem to be aware of the criticism of the English-era model’s apparent focus on fiscal risk and returns. She has stressed that measuring other outcomes is also important.

    As yet, though, there is no indication the policy’s highly targeted approach to welfare will account for structural factors such as colonisation and poverty.

    Given the government’s drive to remove any special policy considerations based on te Tiriti of Waitangi/Treaty of Waitangi, the risk remains that some Māori will again come to be viewed as a “cost” to the state.

    SPEECH BY MDM RAHAYU MAHZAM, MINISTER OF STATE, MINISTRY OF HEALTH AND MINISTRY OF DIGITAL DEVELOPMENT AND INFORMATION, ON RESPONSE TO ADJOURNMENT MOTION ON “ENHANCING THE WELL-BEING OF WOMEN: A GENDERED INFORMED RESPONSE TO MENOPAUSE” ON 16 OCTOBER 2024

    1.     Sir, Assoc Prof Razwana spoke about enhancing the well-being of women going through perimenopause or menopause, and gave suggestions that the Ministry of Health (MOH), Ministry of Manpower (MOM) and Ministry of Education (MOE) could consider to better support women through this critical phase in their lives. I thank her for her speech and suggestions. I agree with many of the points raised by Assoc Prof Razwana. She shared about the health impact of menopause on women and how we can address this impact with training of healthcare providers, research into contributing factors and management, public education and social support. I will now address her points in my speech.  

    Health Impact of Menopause on Women
    2.     Every woman’s experience during menopause is different. Some may experience significant impact to their health and well-being, beyond the more common symptoms such as hot flushes, night sweats, and insomnia. For example, cardiovascular health may be affected. This is because as the protective effects of oestrogen on the heart diminish, this can potentially lead to an increased risk of heart disease and stroke. Changes in metabolism during menopause can also result in weight gain, particularly around the abdomen, which may increase the risk of diabetes and other metabolic disorders. Assoc Prof Razwana also highlighted that women undergoing menopause can experience changes in mood, which can impact their mental well-being. 
    3.     It is important to note that while these health impacts are of concern, they can be managed. Regular check-ups, a healthy lifestyle, including exercise, eating well, and finding ways to relax can help. Simple things like using moisturisers for dryness and choosing appropriate clothing to manage hot flushes can also make a difference. For significant symptoms impacting quality of life, women should see their doctor to explore suitable interventions to manage the impact on both physical and mental health.
    The role of training and research for the healthcare system
    4.     We agree that educating our medical students and medical practitioners on menopause is important, and we have been doing so. In our three local medical schools, knowledge of symptoms, diagnosis and management of menstrual disorders, including menopause, is one of the core learning outcomes for the medical students. Postgraduate family medicine programmes such as the Family Medicine residency programme and the Graduate Diploma in Family Medicine include training on common women’s health conditions, including menopause, in the curriculum. Professional bodies such as the College of Family Physicians Singapore also run skills courses on a variety of topics relevant to primary care practice. 
    5.     These efforts enable our primary care doctors to be a source of support to women in managing the health issues that may arise during this life transition. Under Healthier SG, the relationship between the primary care doctor and enrolee is central. Women who are experiencing menopausal symptoms can inform their primary care doctor, who would be well-placed to assess the symptoms, the patient’s needs and make recommendations on further management. The member also mentioned KK Women’s and Children’s Hospital (KKH) and the KK Menopause Centre. This multi-specialty practice comprising gynaecology, family medicine, dermatology and mental health specialists, has been trained to support a range of needs of women with menopausal-related health issues. Mental health services are also available in various care settings to identify women who may be experiencing psychological symptoms and provide interventions when required.
    6.     Research into menopause would provide more insight into how it affects women’s overall health and well-being, and enable better ways to manage menopause symptoms and its impact. The National University Hospital currently conducts the Integrated Women’s Health Programme (IWHP) which is a cohort study looking at health issues experienced by Singaporean women. Issues studied include the associations between menopause and age-related health issues such as osteoporosis and sleep disturbances. The research team plans to conduct follow-up studies, and we look forward to further insights that the IWHP and other researchers can provide on women’s health in general, as well as menopause specifically.
    Empowering women through better support and awareness 
    7.     Women should not feel ashamed, misunderstood or embarrassed to speak openly about menopause. As a society, we should work to remove the stigma surrounding menopause, and we are already taking steps to educate the public. Reliable information on menopause can be found on HealthHub and the websites of our public healthcare institutions (PHIs). KKH has also launched the Women In all Stages Empowered (WISE) Health Guide, which highlights important health advice for women, including advice on menopause. Education about menopause is important to help women understand what to expect and how to manage the changes to their body. We will continue to empower women to approach menopause with confidence and make informed decisions about their health and well-being. 
    8.     To truly enhance women’s well-being during menopause, we must address not only the physical symptoms but also the psychological and social impacts. This includes combating stigma, promoting open dialogue, and ensuring that women have access to accurate information and supportive resources. Civil society and community organisations are well-placed to participate in this effort. They can play a critical role in providing support for women, and creating platforms for the public in general, to discuss and better understand issues surrounding menopause. MOH is supportive of such efforts.  
    9.     In addition, many women who are going through menopause are concurrently taking on caregiving responsibilities. We support caregivers to balance caregiving while pursuing their aspirations and caring for their own health. We are enhancing options to make childcare and eldercare more accessible, affordable and available, for example, by scaling up childcare and eldercare capacity, and providing multiple layers of financial support. These, in tandem with other moves to support women at work, will support women to better balance their responsibilities and their own health and well-being. 
    Educating the young and supporting women in the workforce  
    10.     Assoc Prof Razwana also spoke about suggestions for MOE and MOM, touching on educating people about menopause in schools, and workplace policies that better support women with menopause. 
    11.     In MOE’s Sexuality Education and Science curriculum, students learn about menstrual health in women. Primary 5 students learn about the physiological changes that occur during puberty, such as menstruation. Students are also educated on human reproduction and issues related to menstrual health in Lower Secondary Science and Upper Secondary Biology. In Upper Secondary Biology, students will also learn about changes to the menstrual cycle as a female ages, leading to menopause.
    12.     On workplace policies, women who experience severe menopausal symptoms can already seek subsidised medical treatment at PHIs, and take sick leave to rest and recover, just like any other medical need. There have been calls for menopause leave or reproductive leave in other countries. Most recently in the UK, the Government rejected a call by the Women and Equalities Committee to conduct a trial of menopause leave last year. Like the UK, our preferred approach is to support women to remain in the workforce and be well-supported at work. Introducing specific menopause leave may inadvertently negatively impact the employability of women in this age group rather than helping them, which we should be careful to avoid. 
    13.     In addition, flexible work arrangements (FWAs) can help employees with other medical conditions to balance the care needs for their condition with work responsibilities, including women experiencing perimenopause or menopause. The upcoming Tripartite Guidelines on FWA Requests, which will take effect on 1 December this year, aim to cultivate a norm where employees feel it is acceptable to request for and use FWAs. We encourage employers to use these Guidelines to engage their employees in conversations and find mutually beneficial arrangements.
    14.     The government will continue to work with Tripartite Partners to foster supportive workplaces so that all employees can participate fully at work while managing their own personal needs such as family responsibilities and medical conditions.

    15.     In conclusion, supporting women through menopause is not just a medical issue, it is also about awareness and empowerment. The Government is committed to building a society where all Singaporeans have full and equal opportunities to flourish and achieve their aspirations. Civil society and community organisations have an important part to play as well.     Good morning. It’s good to be here with all of you.

    Thank you, Randy, for your work with the University of Northern Iowa (UNI), a school near and dear to my heart. And thank you for the invitation to speak about another subject near and dear to my heart: building prosperity for Iowans across our state.

    Now, typically, I wouldn’t be able to join you in person on a weekday in the middle of October. But since we’re in the thick of a presidential election year, Congress is out of session until after November 5th.

    As you know, we’re also in the thick of harvest season. This week, my son and grandson are on our family farm in New Hartford running the combine and hauling grain from the fields. 

    I’m the second generation of our fourth-generation family farm, so I understand what weighs on the minds of Iowans looking to pass on the reins of a farm or small business. Although, a farmer never really retires.

    Like most family farms in Iowa, a lion’s share of our small- and medium-sized businesses are owned by baby boomers. These operations are expected to change ownership in the next five to 10 years. Finding the future stewards of these farms and businesses is top of mind for communities across Iowa. 

    It will have tremendous impact on the tax base, population, school enrollment, jobs, economic vitality and social capital of the local and regional community.

    This year, I completed my 44th year holding question-and-answer sessions with Iowans in all 99 counties in our state. Two issues that regularly come up at my meetings with small businesses and manufacturers are workforce shortages and employee retention. 

    The workforce and succession planning are top of mind for so many small businesses in Iowa, including those of you here in this room. As the baby boom generation prepares to pass the torch, a sizeable segment of our state’s economy will hinge on the strategic transition of farms and businesses. 

    Changing ownership of a business the same family has owned and operated for decades is complicated. Potential buyers and sellers need to navigate a maze of issues, including complex family dynamics, taxes, financing and more. 

    A decade or so ago, the impending demographic shift was often referred to as the Silver Tsunami. Since 2011, roughly 10,000 Americans turn 65 every day. I would suggest the so-called tsunami has delivered rolling waves of changes, instead of catastrophic disruptions to health care, housing, transportation and community services. I attribute that to forward-thinkers, like those of you attending today’s conference. 

    We’ve seen across many sectors of the economy that not all of the demographic disruptions hit the fan at once. 

    That’s partially because people are staying in the workforce longer, by choice or financial necessity. 

    Like I said earlier, a farmer never really retires. The same often goes for a family-run business, perhaps due to the fact owners don’t always have a viable succession plan or buyer. Having a succession plan can give families, landowners and small businesses much-needed peace of mind. After putting years of sweat and investments into their farm or business, many Iowans are what we call cash-poor and asset-rich.  

    As we look ahead to this era of transition in business ownership, it’s important for leaders in government, business and academia to collaborate. Together, we can anticipate the challenges and embrace the economic opportunities this demographic shift will present. 

    From that standpoint, I applaud the efforts of your organization, in partnership with my alma mater, UNI.  

    I want to commend you for taking a proactive approach. You’re grabbing the bull by the horns to identify the obstacles and possibilities that lie ahead. By engaging stakeholders and raising public awareness, your efforts can help expand local economic vitality and prosperity for generations to come. 

    You understand that a majority of the businesses owned by baby boomers will close for good if a viable buyer isn’t found. Usually, a viable buyer is restricted by the sale price, or there simply isn’t a buyer available at all. 

    Let’s not underestimate the benefits your efforts will bring workers and the community. Day in and day out, workers help build and grow a company. When workers are able to capture financial equity in their employing business, it fosters an ownership culture that strengthens morale and reinforces roots in the community. 

    These dynamics sow the seeds for broader advantages for nearby schools, civic clubs, volunteer fire departments, places of worship, and more.

    If you think about it, your mission kills two birds with one stone. On the one hand, you provide an off-ramp for business owners to pull wealth from their business, monetizing the retirement nest egg they’ve feathered for decades. 

    On the other hand, you’re expanding ownership opportunity and offering a piece of the financial pie to the workforce, empowering employees to share in the fruits of their own labor. 

    As a former chairman of the Senate Finance Committee, fostering economic growth is central to my philosophy on tax policy. That includes my support for federal tax advantages for Employee Stock Ownership Plans. 

    Everything these days goes by an acronym, but “ESOPs” have been around for decades.  

    A century ago, big corporations like Proctor & Gamble, J.C. Penney and Sears Roebuck provided stock ownership through a tax vehicle Congress added to the federal tax code in 1921. 

    The iteration we have today sprang up in the 1950s, for the purpose of transitioning ownership of a company to its employees. 

    ESOPs were formally recognized in law in 1974 thanks to the efforts of Senator Russell Long – one of my predecessors at the helm of the Senate Finance Committee.  

    An ESOP allows companies to use IRS tax-qualified plans as a tool for business succession, and as a workplace empowerment tool to foster an ownership culture. They provide the seller better options to manage tax liabilities from the sale of the business rather than what many consider tax confiscation at the point of sale. 

    Senator Long once declared ESOPs would be the perfect elixir to the economy. In fact, he used the term “Geritol,” if anyone here remembers that once-popular vitamin supplement. 

    The good news is ESOPs have outlasted Geritol. For decades, this tax-advantaged tool has helped boost productivity, create wealth among the workforce, expand prosperity and grow civic roots in communities across the country. 

    When Congress passed the Tax Reform Act of 1984 that included tax-free, roll-over treatment, Washington cleared the path for privately held businesses to transfer ownership, unlocking a burst of economic activity and new ownership to the next generation of employees. 

    To this day, ESOPs are a preferred tool for business succession in America.  

    From my platform on the Senate Finance Committee, once again, I will have a front row seat at the tax policymaking table in the new Congress. With 2025 will come a major tipping point for the U.S. economy, as lawmakers and a newly elected president confront a tax cliff. The Tax Cuts and Jobs Act that I helped shepherd into law in 2017 is set to expire at the end of next year.  

    This package enacted across-the-board tax cuts for every American taxpayer. As a result, businesses and families kept more of their hard-earned money in their pockets. 

    That means Iowans got to save, spend and invest more of their own money. If the 2017 Trump tax cuts expire, we will say good-bye to trillions of dollars in tax breaks. 

    The 2017 tax law also unlocked opportunities for small business across our state – the engines of the nation’s economy. Whether a business was structured as a “C” corporation or subchapter “S,” the law lowered tax rates on their income. This tax cut applies to ESOPs with partial employee-ownership. 

    The law lowered the maximum corporate tax rate from 35 percent to a single marginal rate of 21 percent, empowering businesses to expand, hire more people or raise wages. 

    Just as importantly, for pass-through businesses the law lowered tax rates across the board and created a new 20 percent business income deduction. 

    Together, those reforms shrunk the top federal income tax rate from 39.6 percent to 29.6 percent. Farmers and small businesses operate on tight margins. These tax breaks make a tremendous difference on the bottom line.  

    I’m always on the lookout for ways to continue to build on the success of ESOPs. A provision I’ve long cosponsored to make ESOPs a more attractive option for S corporations was incorporated into the SECURE 2.0 Act, which Congress passed at the end of 2022. 

    I’ve written tax policy in the U.S. Senate for more than four decades and counting. I’ll let you in on a secret: When you tax something – anything – you get less of it. 

    Tax laws influence purchase decisions on items ranging from cars and clothes to farm machinery and investments. Just consider back-to-school tax-free shopping weekends. Or how states with no state income tax attract people from high-tax states. 

    On the flip side, high taxes on cigarettes, gambling and alcohol aim to limit those behaviors. Tax incentives operate the same way, informing research and development, college savings and homeownership. 

    I’m sure many of you want to know what’s going to happen on those expiring tax cuts in 2025. That crystal ball will get some clarity after November 5th. 

    In closing, I want you to know I agree ESOPs are a key instrument for communities to foster economic prosperity across our state. 

    Ownership is a core principle in America’s promise of prosperity — and freedom itself — that our nation’s Founders enshrined in our Constitution. 

    In my 99 county meetings, I’ve seen good things happening and economic vitality thriving in communities with ESOP-structured businesses. 

    ESOPs can provide that pathway to prosperity.  

    Business owners preparing to retire can get tax-advantaged cash in their pockets, after many years of building their business. 

    Employees can build equity in the company and find greater satisfaction on the job. 

    With your advocacy, communities can realize more opportunities to keep valued businesses thriving and tap into the ownership culture that attracts a dynamic workforce.

    A study published in the BMJ looks at metformin use and the risks of birth defects in offspring. 

    Dr Channa Jayasena, Consultant & Head of Andrology, Imperial College London, said:

    “Metformin is one of the most important drugs in the world, by providing an affordable and effective way to lower sugar levels in millions of patients with type 2 diabetes around the world. A previous study suggested that men taking metformin might be at increased risk of fathering children with birth defects, but I always urge caution with such studies because they can scare people away from medications that they need, because of a potential but unproven risk. 

    “The current study studied more than 3 million pregnancies, making it very large by current standards. Importantly, they found no increase in birth defects when men took metformin. This allows us to reassure men taking the drug that there is no consistent evidence suggesting that their children will be at increased risk of birth defects.”

     

    Prof Allan Pacey, Professor of Andrology at the University of Manchester, said:

    “This is a useful study that provides further clarity on the relationship between metformin use to control type 2 diabetes in fathers and birth defects in their sons. This has been of interest since the publication of a paper in 2022 by researchers using data from Denmark in which suggested there might be a link.

    “By using data from two different populations in Norway and Taiwan, the new paper has taken the analysis one step further and have concluded that no real link exists between a father’s metformin use and any birth defects in his sons. The makes sense because there was never any plausible biological mechanism which might have led us to this conclusion.

    “I think the reasons that this new paper finds no link, compared to the 2022 paper which did, is simply down to data quality. Both analyses were very well conducted, but in this paper using data from Norway and Taiwan, the authors were able to take into account many more confounding factors. This highlights the need for ongoing caution in the interpretation of observational studies like this and why they should always be repeated in many different populations before a firm conclusion is drawn.

    “At the time that the original Danish study was published in 2022, many of us expressed caution about how the findings might be interpreted and encouraged men who take Metformin to control their diabetes to continue doing so, or at least discuss it with their doctor. I hope that this new study provides further reassurance that Metformin is a safe drug that can be used for the control of type 2 diabetes in men who wish to become fathers.”

  • MIL-Evening Report: Jokowi was once seen as Indonesia’s ‘new hope’. Instead, he leaves a legacy of democratic backsliding

    As Indonesia’s president Joko Widodo (Jokowi) prepares to leave office, Indonesia is still routinely lauded as one of Asia’s most important democracies. Jokowi was first elected, in 2014, on the promise of breaking with the old Jakarta elite and making government more responsive to ordinary people.

    He was backed by many ardent supporters of Indonesia’s Reformasi movement. This movement had brought down the authoritarian leader, Suharto, in 1998 and pushed a transition to democracy in the years that followed.

    But Jokowi has overseen a serious period of democratic backsliding.

    Democratic decline

    Under his watch, the Indonesian government has hobbled democratic control institutions. This includes Indonesia’s once-lauded Corruption Eradication Commission, abbreviated as KPK.

    Security agencies such the army and the police have begun to resume a political role.

    The government has banned major Islamic organisations.

    Civil society groups speak of a dramatically narrowed civic space. They complain, for example, about the government’s increasing reliance on the Electronic Information and Transactions Law to prosecute critics of the government for defamation and its growing willingness to use violent means to respond to protests.

    Jokowi’s opponents in the political elite are routinely investigated for corruption and other alleged wrongdoing.

    In last February’s presidential election, there were widespread reports the police and other agencies were pressuring community leaders to mobilise the vote for Jokowi’s preferred candidate, Prabowo Subianto.

    How and why does Jokowi leave this legacy?

    How did a man who was once seen as a “new hope” for Indonesian democracy end up here?

    The answer is part of a global story that has become broadly familiar in recent years.

    These days, it is generally not unelected coup leaders who destroy democracy. Experiences like those of Thailand and Myanmar in recent years are, happily, no longer typical.

    Instead, elected populist leaders hollow democracy out from within. They do so by hobbling institutions, such as anti-corruption commissions, which are meant to check executive power.

    Jokowi has, in my view, followed this pattern.

    Unlike many populists, Jokowi never peppered his early speeches with angry denunciations of his opponents as traitors. He never tried to whip up vitriol against vulnerable minorities.

    Instead, he positioned himself as a leader who was uniquely able to understand and to embody the aspirations of ordinary people.

    His trademark campaign method was known as blusukan. He would drop by unexpectedly at a marketplace, for example, to chat with ordinary people about prices and other everyday matters.

    Jokowi has positioned himself as a man of the people.

    A former mayor, he was interested in the nitty gritty of governance, such as how to improve transport services or upgrade parks. He was less interested in “abstract” notions like human rights.

    The implications of this philosophy only became apparent after Jokowi was elected president.

    He retained his belief in his own unique ability to understand the aspirations of ordinary citizens, which had been long neglected by elite politicians.

    He maintained a single-minded focus on what ordinary Indonesians wanted – improved living standards and better social welfare. And he used polls to regularly monitor public opinion.

    For Jokowi, maintaining popular support and satisfying public demands was the essence of democracy. He was not interested in institutions that place limits on governmental power, which are arguably just as important to a functioning democratic system.

    For example, his government enacted legal amendments that significantly weakened the Corruption Eradication Commission (KPK).

    Late last year, the Constitutional Court – headed by his brother-in-law – changed the the rules on candidate age limits to allow Jokowi’s son, Gibran Rakabuming Raka, to stand for the vice presidency. Many Indonesians viewed this as a transparent – and successful – attempt to manipulate a key control institution for the purpose of maintaining Jokowi’s dynastic grip on power.

    Even so, as Jokowi leaves office, he does so a very popular politician.

    Prabowo as president

    Jokowi hands power to a man with an even more chequered democratic history.

    Prabowo Subianto is a former general with a record of alleged human rights abuses dating back to the late Suharto period. (Although, like other senior military officers accused of responsibility for the Suharto regime’s well-documented record of human rights abuses, he was never convicted of any crimes). Prabowo was close to the heart of that regime: indeed, he used to be Suharto’s son-in-law.

    Prabowo has promised he would provide the strong hand the country needed.

    Prabowo has since reinvented himself as a fun-loving grandfather figure and Jokowi’s greatest fan, capitalising on the president’s own popularity.

    In fact, Prabowo used to be among Jokowi’s greatest rivals before becoming his defence minister in 2019.

    In previous elections, Prabowo presented himself as a firebrand populist who angrily denounced his opponents for allegedly selling Indonesia out to foreigners. He promised he would provide the strong hand the country needed to become truly great.

    We don’t know yet what kind of president Prabowo will be. His early political socialisation, as a leading elite figure close to the heart of the Suharto regime, suggests his instincts are likely to be deeply authoritarian.

    He inherits from Jokowi a country in which democratic institutions have already been seriously undermined, and a series of lessons in how to weaken them further.

    A new strategy is being published to radically cut the number of single-use medical devices in the health service.

    • Move to scrap single-use MedTech as Health and Social Care Secretary launches waste blitz
    • Tens of millions of disposable items are binned after just one use
    • MedTech companies incentivised to produce sustainable products – pumping millions back to NHS frontline and cash into economy

    The government is launching a major crackdown on waste in the NHS to save millions of pounds a year, helping to divert more resources to frontline care.

    A new strategy – the Design for Life Roadmap – is being published to radically cut the number of single-use medical devices in the health service and reduce our reliance on foreign imports.

    Disposable medical devices substantially contribute to the 156,000 tonnes of clinical waste that the NHS produces every year in England alone. The roadmap paves the way to slashing this waste and maximising reuse, remanufacture and recycling in the NHS. 

    Doing so will create thousands more UK jobs and help transform the country into a life sciences superpower. As it stands, millions of devices like walking aids and surgical instruments are thrown away after just one use.

    Harmonic shears – surgical devices which seal patients’ wounds using ultrasound waves – each cost more than £500 and around 90% of them are binned after a single use. Innovative companies are already purchasing these used devices and safely remanufacturing them at a lower price.

    The government will encourage more of this kind of innovation to safely remanufacture a wider range of products and drive costs down, including by changing procurement rules to incentivise reusable products and rolling out examples where hospitals are already leading the way on cutting wasteful spending and practices.

    Approximately £10 billion each year is spent on medical technology like this in the NHS, but too much of it is imported via vulnerable routes that risk disrupting patient care.  

    A Circular Economy Taskforce has already been created to foster more highly skilled green jobs and smarter use of our resources. An economy wide shift to a circular economy could add £75 billion to the economy and create 500,000 jobs by 2030.

    Health and Social Care Secretary Wes Streeting said:

    The NHS is broken. It is the mission of this government to get it back on its feet, and we can’t afford a single penny going to waste.

    Because the NHS deals in the billions, too often it doesn’t think about the millions. That has to change. This government inherited a £22 billion blackhole in the public finances, so we will have a laser-like focus on getting better value for taxpayers’ money.

    Every year, millions of expensive medical devices are chucked in the bin after being used just once. We are going to work closely with our medical technology industry, to eliminate waste and support homegrown medtech and equipment.

    The below case studies illustrate the potential savings:

    • Mid Yorkshire Trust uses 330,000 single use tourniquets in a year, but a single reusable tourniquet can be used 10,000 times. In a one-year trial, reusable alternatives saved £20,000 in procurement costs and 0.75 metric tonnes of plastic waste.
    • In Northampton Hospitals NHS Trust, a single Ophthalmology department saved 1,000 pairs of disposable scissors and £12,000 in a year by switching to reusable pairs. Single-use scissors are often used in surgical settings. NHS procurement data shows that several million pairs of single-use scissors were purchased by the NHS in a single year (2022-23). That is the equivalent of hundreds of pairs of scissors thrown away every hour.
    • Leeds Teaching Hospitals Trust saved £76,610 in costs purchasing 604 remanufactured Electrophysiology (EP) Catheters, and generated a further £22,923 for selling used devices for collection. If the same approach were to be scaled up across the UK, the NHS could save millions of pounds per year on EP catheters alone, just a few product lines among hundreds of thousands.
    • Harmonic shears are complex devices for performing surgical procedures and cost more than £500 each, yet around 90% are binned after a single use. Leeds University Teaching Hospitals Trust has demonstrated that companies can safely remanufacture them, giving up to 50% cost savings.

    The Design for Life programme will reduce this kind of waste and achieve an NHS-wide move to sustainable alternatives– also supporting the government’s net zero goals.

    A new roadmap sets out 30 actions to achieve this shift – including how the government will work with companies to encourage the production of more sustainable products, along with training for NHS staff on how to use them.

    Taking this approach will mean more money can be spent in the UK, driving growth, creating more engineering, life sciences and research jobs – all while securing savings for the NHS budget.

    Many of these products include precious metals such as platinum and titanium which are in high demand but go to landfill when they could be recovered and sold. A reduction in the amount of disposed single-use devices will also reduce the country’s carbon footprint and plastic pollution.

    The government will encourage industry figures to innovate by making sure benefits of reusable MedTech are part of how the NHS chooses the products it buys.

    Baroness Merron visited University College London Hospital on Tuesday, 15 October. The hospital is a member of the Circular Economy Healthcare Alliance, which advocates for sustainable practices within the NHS.

    Health Minister Baroness Gillian Merron said:

    Design for Life doesn’t just deliver on the Health Mission, to build an NHS fit for the future, it also delivers on our Growth Mission to make the UK a life science superpower and our commitment to get the NHS to net zero by 2045.

    She toured a mock operating theatre and was shown various sustainable products its NHS staff use – from simple products like gowns and scissors to sophisticated, expensive products like harmonic shears.

    Professor Sir Stephen Powis, National Medical Director of NHS England, said:

    While the NHS is treating record numbers of patients, we know there is much more to do to ensure taxpayers get value for money.

    The NHS made a record £7.25bn worth of efficiency savings last year and is targeting a further £9bn of savings for 2024/25. But we are rightly still looking for ways to get our money’s worth for every penny we spend.

  • MIL-OSI Global: Socially distanced layout of the world’s oldest cities helped early civilization evade diseases

    In my research focused on early farmers of Europe, I have often wondered about a curious pattern through time: Farmers lived in large dense villages, then dispersed for centuries, then later formed cities again, only to abandon those as well. Why?

    Archaeologists often explain what we call urban collapse in terms of climate change, overpopulation, social pressures or some combination of these. Each likely has been true at different points in time.

    But scientists have added a new hypothesis to the mix: disease. Living closely with animals led to zoonotic diseases that came to also infect humans. Outbreaks could have led dense settlements to be abandoned, at least until later generations found a way to organize their settlement layout to be more resilient to disease. In a new study, my colleagues and I analyzed the intriguing layouts of later settlements to see how they might have interacted with disease transmission.

    Earliest cities: Dense with people and animals

    Çatalhöyük, in present-day Turkey, is the world’s oldest farming village, from over 9,000 years ago. Many thousands of people lived in mud-brick houses jammed so tightly together that residents entered via a ladder through a trapdoor on the roof. They even buried selected ancestors underneath the house floor. Despite plenty of space out there on the Anatolian Plateau, people packed in closely.

    For centuries, people at Çatalhöyük herded sheep and cattle, cultivated barley and made cheese. Evocative paintings of bulls, dancing figures and a volcanic eruption suggest their folk traditions. They kept their well-organized houses tidy, sweeping floors and maintaining storage bins near the kitchen, located under the trapdoor to allow oven smoke to escape. Keeping clean meant they even replastered their interior house walls several times a year.

    These rich traditions ended by 6000 BCE, when Çatalhöyük was mysteriously abandoned. The population dispersed into smaller settlements out in the surrounding flood plain and beyond. Other large farming populations of the region had also dispersed, and nomadic livestock herding became more widespread. For those populations that persisted, the mud-brick houses were now separate, in contrast with the agglomerated houses of Çatalhöyük.

    Was disease a factor in the abandonment of dense settlements by 6000 BCE?

    At Çatalhöyük, archaeologists have found human bones intermingled with cattle bones in burials and refuse heaps. Crowding of people and animals likely bred zoonotic diseases at Çatalhöyük. Ancient DNA identifies tuberculosis from cattle in the region as far back as 8500 BCE and TB in human infant bones not long after. DNA in ancient human remains dates salmonella to as early as 4500 BCE. Assuming the contagiousness and virulence of Neolithic diseases increased through time, dense settlements such as Çatalhöyük may have reached a tipping point where the effects of disease outweighed the benefits of living closely together.

    A new layout 2,000 years later

    By about 4000 BCE, large urban populations had reappeared, at the mega-settlements of the ancient Trypillia culture, west of the Black Sea. Thousands of people lived at Trypillia mega-settlements such as Nebelivka and Maidanetske in what’s now Ukraine.

    If disease was a factor in dispersal millennia before, how were these mega-settlements possible?

    This time, the layout was different than at jam-packed Çatalhöyük: The hundreds of wooden, two-story houses were regularly spaced in concentric ovals. They were also clustered in pie-shaped neighborhoods, each with its own large assembly house. The pottery excavated in the neighborhood assembly houses has many different compositions, suggesting these pots were brought there by different families coming together to share food.

    This layout suggests a theory. Whether the people of Nebelivka knew it or not, this lower-density, clustered layout could have helped prevent any disease outbreaks from consuming the entire settlement.

    Archaeologist Simon Carrignon and I set out to test this possibility by adapting computer models from a previous epidemiology project that modeled how social-distancing behaviors affect the spread of pandemics. To study how a Trypillian settlement layout would disrupt disease spread, we teamed up with cultural evolution scholar Mike O’Brien and with the archaeologists of Nebelivka: John Chapman, Bisserka Gaydarska and Brian Buchanan.

    Simulating socially distanced neighborhoods

    To simulate disease spread at Nebelivka, we had to make a few assumptions. First, we assumed that early diseases were spread through foods, such as milk or meat. Second, we assumed people visited other houses within their neighborhood more often than those outside of it.

    Would this neighborhood clustering be enough to suppress disease outbreaks? To test the effects of different possible rates of interaction, we ran millions of simulations, first on a network to represent clustered neighborhoods. We then ran the simulations again, this time on a virtual layout modeled after actual site plans, where houses in each neighborhood were given a higher chance of making contact with each other.

    Based on our simulations, we found that if people visited other neighborhoods infrequently – like a fifth to a tenth as often as visiting other houses within their own neighborhood – then the clustering layout of houses at Nebelivka would have significantly reduced outbreaks of early foodborne diseases. This is reasonable given that each neighborhood had its own assembly house. Overall, the results show how the Trypillian layout could help early farmers live together in low-density urban populations, at a time when zoonotic diseases were increasing.

    The residents of Nebilevka didn’t need to have consciously planned for their neighborhood layout to help their population survive. But they may well have, as human instinct is to avoid signs of contagious disease. Like at Çatalhöyük, residents kept their houses clean. And about two-thirds of the houses at Nebelivka were deliberately burned at different times. These intentional periodic burns may have been a pest extermination tactic.

    New cities and innovations

    Some of the early diseases eventually evolved to spread by means other than bad foods. Tuberculosis, for instance, became airborne at some point. When the bacterium that causes plague, Yersinia pestis, became adapted to fleas, it could be spread by rats, which would not care about neighborhood boundaries.

    Were new disease vectors too much for these ancient cities? The mega-settlements of Trypillia were abandoned by 3000 BCE. As at Çatalhöyük thousands of years before, people dispersed into smaller settlements. Some geneticists speculate that Trypillia settlements were abandoned due to the origins of plague in the region, about 5,000 years ago.

    The first cities in Mesopotamia developed around 3500 BCE, with others soon developing in Egypt, the Indus Valley and China. These cities of tens of thousands were filled with specialized craftspeople in distinct neighborhoods.

    This time around, people in the city centers weren’t living cheek by jowl with cattle or sheep. Cities were the centers of regional trade. Food was imported into the city and stored in large grain silos like the one at the Hittite capital of Hattusa, which could hold enough cereal grain to feed 20,000 people for a year. Sanitation was helped by public water works, such as canals in Uruk or water wells and a large public bath at the Indus city of Mohenjo Daro.

    These early cities, along with those in China, Africa and the Americas, were the foundations of civilization. Arguably, their form and function were shaped by millennia of diseases and human responses to them, all the way back to the world’s earliest farming villages.

    Projects focusing on improving health and fitness, addressing regional staff shortages and tackling pest birds in South Australia are just some of the initiatives funded through the latest round of the Local Government Research and Development Scheme.

    Nine new projects supporting local councils will share in nearly $500,000 to fast-track solutions and help build stronger communities.

    LGA South Australia CEO Clinton Jury said significant interest in the funding program highlighted its importance and the demand for resources to drive local innovation.

    “The Local Government Research and Development Scheme is unique to South Australia and the latest funding round was highly competitive, with 37 applications seeking almost $2.5 million,” Mr Jury said.

    “The successful projects address issues such as health and wellbeing, workforce attraction, social inclusion and sustainable practices, all of which are important to local government and communities.

    “I congratulate this year’s recipients and look forward to seeing these initiatives in action and making a positive difference across the state.”

    One of the funded projects, being led by University of South Australia, will involve monitoring usage of outdoor fitness equipment.
    It will involve tracking usage data of fitness equipment in several metropolitan and regional council areas, including user patterns and preferences, which can be used to inform future planning decisions and lead to improved outcomes for all councils across South Australia.

    University of South Australia project lead Dr Alyson Crozier said using an evidence-based approach when purchasing outdoor fitness equipment would ensure councils are making the best choices informed by user feedback.

    “More than 200 free-to-use outdoor fitness equipment stations have been installed by councils across South Australia to promote physical activity and healthy lifestyles,” Dr Crozier said.

    “However, there is limited information about which machines are being used most by community members, and how they’re being used.

    “We know purchasing these machines has a cost, so councils need to be confident they’re investing in equipment they know is popular, functional and will be used regularly by their residents and visitors, rather than sit dormant.

    “Through this project, we hope to track and share data that councils can use to make informed decisions about the type of outdoor fitness equipment they install in future, leading to even better planned spaces being created for communities to use and enjoy.

    “We’re excited to get started and appreciate the funding support we’ve received through the Local Government Research and Development Scheme to bring this initiative to life.”

    To be eligible for funding, projects had to demonstrate clear long-term benefits and address future local government needs in the areas of climate and environment, community wellbeing and inclusion, planning and infrastructure, financial sustainability or building sector capability.

    Each year the Local Government Research and Development Scheme delivers up to $2 million for innovative projects which benefit South Australian councils and help tackle sector-wide challenges.

    “Apprentices in road construction and maintenance, drinking/wastewater treatment, welding and mechanical engineering are just some of the industries where the Apprenticeship Boost no longer applies.

    “New Zealand continues to grapple with a growing infrastructure deficit that has been generations in the making. If the Government was truly serious about tackling it, you would think having a skilled workforce would be critical.

    “With the economy stagnating, now is the time to support more businesses to take on apprentices to stimulate employment.

    “After the global financial crisis, the previous National Government let apprenticeship numbers plummet and did nothing to support businesses to continue to put resource into training. Labour did the opposite during COVID-19 and supported businesses to keep people in work.

    “Cutting the Apprenticeship Boost is only adding to rising unemployment, as thousands of Kiwis leave or lose their jobs in construction under National.

    “Labour was proud to support businesses to keep on more than 62,000 apprentices through the Apprenticeship Boost programme.

    “This is another example of Penny Simmonds taking the tertiary sector backwards. She will go down as the Minister who set polytechnics up to fail and failed New Zealand’s future workforce,” Dr Deborah Russell said.

  • MIL-OSI China: Large-scale debt swap eyed to boost economy

    China is likely to approve a debt swap program worth trillions of yuan as the beginning of a broader plan to decisively forestall any downward economic spiral, economists and policy advisers said.

    The debt resolution program — set to be the biggest of its kind in recent years — reflects policymakers’ priority not only to stimulate short-term growth, but also to proactively tackle major structural challenges, opening the door to further substantive policy support, they said.

    The policy focus for the coming quarters should include further addressing local governments’ delayed payments to businesses, acquiring idle housing and helping struggling real estate developers overcome difficulties, they said.

    The economists and advisers added that by alleviating debt pressures facing local governments, the debt swap plan will improve corporate performance, reinvigorate business expectations and serve as an important stepping stone to economic stabilization.

    Noting that this approach is as essential as direct demand stimulus, Robin Xing, chief China economist at Morgan Stanley, said, “Resolving the debt issue is a critical step in stopping a key deflationary downward spiral.”

    Xing added that the debt swap program would go beyond merely reducing interest payments. “It can improve the liquidity and balance sheets of local businesses (as local governments honor payables), but more fundamentally, restore stability in the regulatory environment and thus business expectations.”

    He estimated that the debt swap program will be no less than 6 trillion yuan ($843 billion) over multiple years, with the central government taking over some local debt burdens, and added that this year may see a 2 trillion yuan supplementary fiscal package for local debt resolution and bank recapitalization.

    Finance Minister Lan Fo’an said on Saturday that the Finance Ministry plans to increase the debt limit by a large scale at once and replace the hidden debt of local governments, without disclosing the specific size of the plan.

    The market is waiting for the Standing Committee of the National People’s Congress, the country’s top legislature, to convene in late October or early November to approve the specifics of the plan.

    Sheng Zhongming, a research fellow at the CF40 Institute, which is affiliated with the China Finance 40 Forum think tank, said that a debt swap would convert high-cost and structurally complex implicit debt into more sustainable low-cost and standardized government bonds, reflecting a policy orientation of securing this year’s growth target while tackling persistent structural problems.

    China must confront the key structural issues of local debt risks, outstanding government payments to businesses, real estate concerns and the recapitalization needs of banks, Sheng said, which will require at least 10 trillion yuan in additional public funds over several years in order to be effectively addressed.

    Wang Yiming, vice-chairman of the China Center for International Economic Exchanges, suggested leveraging central government funding to address local governments’ overdue payments to businesses that accumulated during the COVID-19 pandemic.

    To further address the real estate downturn, a feasible solution could be establishing a special fund, financed by fiscal funds, to acquire housing stock and convert it into government-subsidized rental housing for new urban residents, said Wang, who also serves as a monetary policy committee member of the nation’s central bank.

    Li Daokui, director of Tsinghua University’s Academic Center for Chinese Economic Practice and Thinking, said it is imperative to address the situation in which local governments face extremely tight cash flows while banks are flush with liquidity.

    Li suggested that local debt at least equivalent to 20 percent of the country’s GDP, or around 30 trillion yuan, should be replaced with longer-term treasury bonds.

  • MIL-Evening Report: Why China now wants to put some limits on its ‘no limits’ friendship with Russia

    Just before Russia’s invasion of Ukraine, China announced to much fanfare a “no-limits friendship” with Russia, suggesting a future of close collaboration in trade, energy and, perhaps most importantly, security.

    Now, more than two years into the war, the meaning and interpretation of this “no-limits” commitment has evolved.

    There has been much debate in Chinese society in recent months about Beijing’s alignment with Moscow. While some have advocated for a more formal alliance with Russia, others have taken a more cautious stance.

    In sharp contrast to 2022, China’s growing wariness is increasingly being discussed in the open, even among those who were previously censored. In early 2022, for instance, a joint letter by six Chinese emeritus historians opposing Russia’s invasion was censored by the government. The scholars were also warned.

    Now, however, it appears the government is seeking to balance its relationships with both Russia and the West. Beijing may not want to be seen as a “decisive enabler” of the war.

    For example, the once-prominent “no-limits” friendship language quietly vanished from a Sino-Russian joint statement in May.

    And Beijing’s response to Russian President Vladimir Putin’s visit that month was notably subdued. Putin ingratiated himself with Xi, saying they were “as close as brothers”. Xi’s response was more perfunctory – he called Putin a “good friend and a good neighbour”.

    Scholars are also articulating their concerns about China’s political and economic investments in Russia, both publicly and privately.

    Shen Dingli, a leading scholar of Chinese security strategy at Fudan University in Shanghai, said China doesn’t want to be seen as collaborating with Russia against Ukraine or any other country.

    He also quoted Fu Cong, China’s former ambassador to the European Union, who said last year the “no-limits” [friendship] is “nothing but rhetoric”.

    And in August, after Putin referred to China as an “ally” during a visit to far-eastern Russia, Chinese scholars promptly sought to clarify this statement to prevent any misunderstanding China wants a formal alliance with Russia.

    These statements carry weight. In many respects, leading Chinese scholars at the government-affiliated universities act as propagandists to convey and justify the government’s stance on issues. As a result, subtle shifts in their commentary provide insights into the strategic mindset in Beijing.

    Why China is rethinking its ‘no-limits’ friendship?

    There are three elements driving this re-evaluation of the Russia-China alignment.

    First, there is growing scepticism of Russia’s state capacities. The mutiny by the Wagner Group last year and Ukraine’s recent incursion into Russia’s Kursk region have prompted critical reassessments in Beijing of Russia’s political stability and military preparedness, as well as the growing anti-war sentiment in Russia.

    As Feng Yujun, director of Fudan University’s Russia and Central Asia Study Centre, argued, the Wagner rebellion was a reflection of Russia’s internal conflicts and domestic security challenges. He noted every time Russia has faced both internal and external crises in history, its regimes have become less stable.

    More recently, Feng has been even bolder, predicting Russian defeat in Ukraine. He argued China should keep its distance from Moscow and resume a policy of “non-alignment, non-confrontation and non-partisanship”.

    Second, China’s sluggish economy and its underwhelming trade with Russia have further exposed how dependent both countries are on the West.

    While Russia-China trade reached a record US$240 billion (A$360 billion) in 2023, it has slowed so far this year, as Chinese financial institutions have sought to limit connections with Russia.

    The relationship still heavily favours Beijing. Russia accounts for only 4% of China’s trade, while China accounts for nearly 22% of Russia’s trade.

    Many Chinese experts are now warning against an over-dependence on Russia, instead calling for more cooperation with neighbouring countries. This echoes a recent concern Russia has been using its natural resources as a bargaining chip to extract greater benefits from China.

    Russia’s value as a military ally

    Finally, there are rising Chinese concerns its international outlook does not align with Russia’s.

    Zhao Long, deputy director of the Shanghai Institute of International Relations, says there is an important difference in how they view the world:

    Russia wants to destroy the current international system to build a new one. China wants to transform the current system by taking a more prominent place in it.

    Shi Yinhong, a strategist at Renmin University in Beijing, has highlighted an unbridgeable gap preventing a stronger China-Russia alliance. He says there’s a deep mutual mistrust on regional security. Russia has never promised support for China in the event of a conflict over Taiwan, just as China has avoided involvement in the war in Ukraine.

    As Russia’s war in Ukraine reaches a stalemate, its value as a military ally is increasingly being questioned in China.

    Recently, Feng Yujun warned China risks being led by the nose by Russia, despite being the stronger economic partner. He says every time China has attempted an alliance with Russia in history, it has had negative consequences for China.

    Consequently, it is crucial for China to maintain its long-term partnership with Russia without undermining its constructive relationship with the West.

    Russia has arguably benefited from the current competition between the US and China, as it has sought to exploit the rivalry for its own benefit. But this has also led to uncertainty in the China-Russia relationship.

    As another analyst, Ji Zhiye, argues, relying too heavily on Russia will leave China isolated and vulnerable. And this is not a position China wants to be in.

    KUALA LUMPUR, Malaysia  –  

    Capt. Andrew Letizia, science director of Naval Medical Research Unit (NAMRU) INDO PACIFIC, has described the command’s collaborations with partner nations as the lifeblood of Navy Medicine’s OCONUS research and development.

    “The best part of my job is sitting down with excellent researchers from a host nation, putting our goals and concepts on paper, designing a project, and then watching the project help meet the needs of the partners as it comes to life,” Letizia explained. “Since I first started playing with Legos many years ago, I have enjoyed building things. Watching NAMRU INDO PACIFIC build new partnerships and strengthen the previous ones brings back that same joy I felt as a kid, making all of the pieces fit together correctly to make a great creation.”

    NAMRU INDO PACIFIC partners with 10 different countries within the area of responsibility (AOR). This network of collaborators continues to grow as the scope of Navy Medicine research expands to meet the ever-evolving needs of U.S. service members. Malaysia, home to many of the U.S. Navy’s partners, is the latest of these countries to see an expansion in collaboration.

    KUALA LUMPUR
    Like many Sailors, Lt. Cmdr. Dawn Weir wakes up early to make her way to the office. Unlike other Sailors, Weir’s walk to work takes her through the bustling metropolis of Kuala Lumpur, the capital of Malaysia. From her office at the U.S. Embassy, she oversees research projects in Malaysia for NAMRU INDO PACIFIC, one of Navy Medicine’s three OCONUS research commands.

    Weir, a microbiologist, is the first person to fill this brand-new billet. NAMRU INDO PACIFIC has been building partnerships within Malaysia for almost 15 years, and Weir is the first active-duty U.S. Sailor stationed in-country.

    “The best part of my job is working with our Malaysian partners,” Weir said, “to foster and strengthen existing collaborative research endeavors, as well as to expand and create new efforts to achieve both their and our research needs and objectives. I also enjoy sharing space and working with my Office of Defense Cooperation and other U.S. Embassy colleagues to support various medical lines of effort and other global health security initiatives.”

    In 2007 NAMRU INDO PACIFIC, then known as NAMRU-2, initiated a partnership with the University of Malaysia. In the years since, the partnership has grown into a much bigger relationship, spanning multiple projects and interoperability.

    “We have been working with [NAMRU INDO PACIFIC] for the past 16 years,” explained Dr. Sazaly Abu Bakar, professor and executive director of the Tropical Infectious Diseases Research & Education Centre (TIDREC) at the University of Malaysia, “and this relationship has really grown over the years. We are now at a transition point that is going to take this relationship to the next level.”

    Part of that next level involves Weir as an active-duty researcher and in-country liaison.

    “We used to have just a few projects,” added Abu Bakar. “Now we have more activities, focused on biomedical research. This shows how the relationship between the two has grown over the years.”

    NAMRU INDO PACIFIC also partners with the National Defense University of Malaysia. Brig. Gen. Mohd Arshil Moideen, dean of the university’s medical facility and defense health division, spoke highly of the partnership.

    “The collaboration includes capacity building in our research, specifically in diagnostic laboratory capabilities,” Moideen explained. “We are currently running a few major research collaborations with tropical disease, as well as entomology studies. Lt. Cmdr. Weir is here specifically for this research cooperation, and this has never happened before. This means that Malaysia is now a significant partner in term of research collaboration.”

    “A permanent NAMRU presence within Malaysia will not only enhance our ability to achieve our mission, but also demonstrates to our Malaysian partners our commitment to continue to work together to enhance health security in the region for years to come,” said Weir. “In my experience thus far, the biggest challenges have been overcoming various administrative challenges often outside of our control that impede the progress of our collaborative research goals and objectives.”

    BORNEO
    NAMRU INDO PACIFIC is also partnering on research in collaboration with The University of Malaysia Sabah, located in the Malaysian state Sabah, which lies on the island of Borneo.

    Borneo is an island east of Kuala Lumpur, and the third largest in the world. It is home to one of the most diverse ecosystems on Earth, with native flora and fauna that includes the world’s biggest flower and world’s smallest elephant. Borneo is also one of the few places where orangutans live in the wild.

    Borneo is also home to East Malaysia, comprised of 2 states and 1 federal territory, the country of Brunei and 5 provinces of Indonesia. The university has over 100 lecturers and more than 500 students, as well as a medical and nursing school.

    “We have a lot of diseases in Sabah,” explained Dr. Yosof Ibrahim, dean of UMS. “The number of research that has been done is limited, because of manpower and expertise. There are a lot more diseases that need to be discovered, identified and to be explored. Sabah has many different ethnicities. We have 32 different ethnicities. This is a challenge. Topography is a challenge. Dialect is a challenge. The way we [in Sabah] live and look at things are very different.

    “This collaboration is beneficial,” Ibrahim added, “not only to NAMRU, but to us. In a way, it opens an avenue for us to expand our research and design what our protective measures should be for rural people. 70 percent of our people are in a rural area. There is a difficulty in access to medical facilities.”

    “Malaysia is rich in culture,” said Weir, “with Malay, Chinese, Indian, and indigenous communities. This diversity fosters a vibrant social scene and a diverse and unique culinary experience! Malaysia is also home to diverse and beautiful landscapes perfect for outdoor activities like hiking, diving, and exploring national parks. I personally love the year-round warm tropical environment. Anyone who is fortunate enough to have the opportunity to visit or work in Malaysia should not pass it up.”

    NAMRU INDO PACIFIC plays an important role in the heath of those in the U.S. Indo-Pacific Command (USINDOPACOM) AOR. One of the most culturally, socially, economically and geopolitically diverse regions, the Asia-Pacific region is home to 38 nations and 60% of the world’s population. More than one-third of these nations are smaller, island nations, where many tropical diseases are prevalent.

    NAMRU INDO PACIFIC collaborates with partners in Singapore, Mongolia, Cambodia, Malaysia, Thailand, Laos, Vietnam, Australia, Papua New Guinea and the U.S. to conduct research efforts throughout the USINDOPACOM area.

    The command’s “hub and spoke” model of operations from its headquarters in Singapore, its wide array partners in the INDOPACOM AOR and the over 375,000 U.S service members stationed in the Pacific allow the NAMRU INDO PACIFIC scientific portfolio to shift, as needed, to align with host nation and sponsor priorities while maintaining focus and efforts on U.S. health security objectives.

    Gazing at the paintings of Chang Shuhong (1904-94), founding director of the Dunhuang Academy, people can still feel the fundamental draw of the Mogao Caves that brought him back from France in the 1930s, leaving behind a prospect of an emerging classical oil painter.

    The following five decades saw him immerse in the charm of the treasure trove of Buddhist murals and painted sculptures as a wholehearted protector of the grottoes in the Gobi Desert of Northwest China.

    His later works, therefore, were largely influenced by murals in the Mogao Caves of Dunhuang, Gansu province — a UNESCO World Heritage Site — and a more down-to-earth, local artistic expression of China popular at that time, says Zhang Yiqing, research librarian at the Zhejiang Provincial Museum in Hangzhou, Chang’s hometown.

    In commemoration of the 120th anniversary of Chang’s birth, some of his oil paintings, watercolors and sketches are on show at the museum through to Sunday.

    The exhibits also include Chang’s copies of the murals in the Mogao Caves, as well as zhongcai (heavy-color) paintings, an important genre of Chinese painting with fine, precise delimitation and the layering of pigmented hues.

    Through Chang’s own depiction, the exhibition gives a display of early conservation efforts of the Dunhuang Academy, while tracing Chang’s artistic exploration and achievements before and after he went back from France.

    Chang was born in Hangzhou, a warm, wet and picturesque city along the lower reaches of the Yangtze River. In his early 20s, he went to France to study oil painting and fabric pattern design.

    His graduation work at the Ecole Nationale Superieure des Beaux-Arts de Lyon, Portrait of Madame G, ranked top among his peer graduates. He later entered the prestigious Ecole Nationale Superieure des Beaux-Arts in Paris with a scholarship funded by the city of Lyon.

    In France, Chang was active in salons, official art exhibitions sponsored by the French government. Having received several awards, some of his works were included among the collections of French cultural and artistic institutions, such as the Centre Pompidou in Paris.

    An encounter on the bank of the Seine changed his life.

    From a bookseller Chang got to read French explorer and Sinologist Paul Pelliot’s photo catalog, the six-volume Les Grottes de Touen-Houang (The Grottoes of Dunhuang). He then visited the Guimet Museum, or the National Museum of Asian Arts, to see the relics of Dunhuang taken by Pelliot.

    Chang marveled at the beauty and profoundness of the caves, first built more than 1,600 years ago, while mourning the loss of or damage to the cultural relics.

    He then made up his mind to go back to his home country and devote his life to the preservation of the grottoes and the promotion of Dunhuang studies.

    Chang came back in 1936. Amid the War of Resistance Against Japanese Aggression (1931-45), he managed to arrive in Dunhuang after a month’s arduous journey in 1943 and prepared for the establishment of what is known today as the Dunhuang Academy.

    This year also marks the 80th anniversary of the founding of the academy, which currently oversees the Mogao Caves and several other relics sites in Gansu.

    In the late 1990s, Chang’s second wife Li Chengxian (1924-2003) and their children donated more than 200 paintings of Chang to the Zhejiang Provincial Museum, a small part of which are displayed at the museum’s permanent Chang Shuhong Gallery.

    Zhang, who is also curator of the ongoing temporary exhibition, says its more than 80 paintings serve as a larger presentation of Chang’s works housed at the museum, alongside the collection of Shanghai-based Long Museum and the private collection of Chang Jiahuang, Chang Shuhong’s second son.

    Sincere creativity

    With his subtle brush, Chang Shuhong recorded the Mogao Caves and the Dunhuang city in different seasons: the trees and blossoms in spring; the frozen Daquan River in front of the caves during winter, children playing on ice, a white stupa in the distance; and birds in snow against the backdrop of the landmark timber-structured nine-floor building that houses the tallest statue of Maitreya Buddha, or the Buddha of the Future, at the Mogao Caves.

    Upon his arrival, Chang Shuhong and colleagues pioneered a systematic conservation of the relics, planting trees and building protective walls, reinforcing the cliffs, constructing pathways, cleaning up the caves buried in sand, investigating and numbering them. Many of his paintings feature these efforts carried out at the windy and sandy Gobi Desert.

    He also depicted several times the bustling temple fair in front of the caves, falling annually around the eighth day of the fourth month on the Chinese lunar calendar, in celebration of the birthday of Siddhartha Gautama (better known as the Buddha).

    During the nine years in France, Chang Shuhong focused mainly on classical realistic oil painting, constantly exploring what could possibly become a “Chinese style of oil painting” and integrating it with his generation of artists’ reflection of life and concern about society.

    Hence, the art of Dunhuang particularly resonated with Chang Shuhong, as it was, in his own words, “created by ordinary people and for the ordinary people”. He saw in it exuberant, sincere creativity that he realized would have a significant impact on the creation of art in the coming decades, Zhang says.

    Two paintings of fresh produce Chang Shuhong created in different periods exemplify his transformation in artistic style. One was painted in 1933 in Paris, displayed at the Chang Shuhong Gallery, and the other in 1976, on show at the temporary exhibition.

    The earlier painting, conforming to the classical style, is overall of a gray tone with low saturation, whereas in the latter one, the painter used bold and clear lines, large red and green blocks to create striking contrast, though like before, the fish glisten in subtle light.

    Zhang adds that such transformation reflects the influence of the art of Dunhuang.

    Highlights of the exhibition also include one of Chang Shuhong’s facsimiles of a mural from Cave 254, dating back to the Northern Wei Dynasty (386-534), depicting a well-known piece of the Jataka tales, narratives of former incarnations of the Buddha. In his lifetime, Chang Shuhong copied this mural many times.

    He once wrote, the creators of this mural, featuring Prince Sattva sacrificing himself to feed a hungry tigress, so cleverly and skillfully combined different scenes of different times in the space of a single picture — his trip to the jungles, his offering of his own blood and flesh to the tigress, as well as his two brothers’ discovery of his remains, their grief, and how they bury their sibling and build a stupa for him.

    A solemn and heavy atmosphere is strengthened with the lines and colors, the contours and content, as well as the deep brown hue, he added.

    Chang Shuhong wrote in 1948 that conservation of the caves required detailed, accurate and systematic facsimile of the murals with a faithful attitude, which is a matter of patience and sacrifice of one’s own style and personality. His devotion to protecting the Mogao Caves largely cut down the time and effort paid to his own painting.

    In 1951, staff members of the academy co-authored an article introducing their facsimile project, which said that over the past four decades, many of the murals presented in Pelliot’s photo catalog had been destroyed or faded. With limited scientific knowledge and facilities, facsimile had become their priority and urgency.

    According to Chang Jiahuang, since the 1950s, his father had been frequently inviting art majors from across the country to copy the murals and sculptures of the Mogao Caves, while learning the traditional arts of Dunhuang.

    In 1979, he also replicated the mural featuring Prince Sattva of Cave 254, when he and a dozen classmates at the Lanzhou-based Academy of Fine Art and Design of Northwest Normal University joined this program under the strict supervision of his father, who, nevertheless, would sometimes visit them without notice late at night in the caves where they were working, bringing pears he himself grew.

    Chang Jiahuang says: “It was only after a long time that I learned from my father’s memoir why he had such an attachment to this mural and why he wanted me to copy it.

    “During his most difficult times, this painting inspired him, generating courage for him to persevere. In those three months, I deeply felt the dedication of ancient painters of Dunhuang and my own parents.”

    This year also marks the 100th anniversary of his mother’s birth, who joined in the research and conservation of the Mogao Caves in 1947. In April, the son donated their family’s 1,500 boxes of belongings to Zhejiang University, his father’s alma mater, for research and digitalization.

    Embracing technology

    As early as in the 1980s, Chang Shuhong had foreseen the potential of digitalization in cultural relics conservation.

    Pan Yunhe, academician at the Chinese Academy of Engineering and former principal of Zhejiang University, who joined the initial digitalization exploration of the Mogao Caves, recalls his first meeting with Chang Shuhong in 1982.

    At that time, Chang Shuhong was among the jury of Pan’s first academic program, which pioneered in generating patterns with artificial intelligence. Chang Shuhong expressed interest in preserving the murals of Dunhuang with a digital approach, visiting Pan’s laboratory and discussing the feasibility.

    “He was open-minded and very sensitive to new things. Ahead of his time, he could always absorb new things into his own creation,” Pan says, adding that Chang Shuhong was very kind and gentle to young people like him, who was at that time in his 30s.

    In 1998, the Dunhuang Academy and Zhejiang University launched an academic program led by Pan and sponsored by the National Natural Science Foundation of China to explore preservation, research and utilization of the Mogao Caves on a digital basis.

    Pan says, the launch of the program resulted from years of endeavor with the Chang family — the parents, firstborn daughter Chang Shana, who was director of what is now Academy of Arts and Design of Tsinghua University, and Chang Jiahuang — as well as Fan Jinshi, who took charge as director of the Dunhuang Academy that year.

    “Chang Shuhong was well-established in oil painting. It’s a pity he painted so little in the latter part of his life,” Pan said while visiting the exhibition at the Zhejiang Provincial Museum on Sept 29.

    That day, Chang Jiahuang said at the exhibition’s opening ceremony that as his parents’ student, secretary and assistant, he witnessed their twists and turns, their creation and research, and experienced their art and spirits, following which he grew to become introspective, modest and rigorous.

    According to him, the ongoing exhibition is the largest display of Chang Shuhong’s paintings since 1990 and a good presentation of the master’s spirits conveyed through his works.

  • MIL-OSI China: Early cancer testing urged despite growing awareness

    Despite an increased awareness of cancer among older adults in China, it is important to step up early screenings for certain types, such as prostate cancer, to curb rising incidences, according to a recent report and experts.
    A rapidly aging population and changes in lifestyles have elevated cancer rates and related deaths in China. It is estimated that 2022 saw more than 4.8 million cancer cases, and nearly 2.6 million related mortalities, and incidence rates began rising significantly among those in their late 30s.
    According to a report, 85.8 percent of surveyed urban residents age 45 and older said that they are concerned about the risk of being diagnosed with cancer. Cancer of the lungs, stomach and liver are their biggest fears. These three types are also among the top five most common cancers in the nation, according to the report released on the sidelines of an event held by Chinese Aging Well Association on Friday.
    Moreover, more than 96 percent of surveyed men and women said they believe in the importance of cancer screenings, and more than 80 percent said they have undergone such tests.
    Women and high-income groups exhibit a stronger willingness to take screening examinations.
    While screenings for lung, liver and stomach cancer are the most prevalent, the report has called attention to the relatively low screening rates for prostate cancer and cervical cancer. Prostate cancer is the most common cancer for men in two-thirds of the countries across the globe. In China, the incidence rate is lower than that in developed Western countries, but the rate has been on the rise in recent years.
    Xing Nianzeng, vice-president of the Cancer Hospital of the Chinese Academy of Medical Sciences, said that the incidence rate of prostate cancer has increased by about 7 percent annually in recent years. However, the five-year survival rate of the disease in China is around 70 percent, lower than the nearly 100 percent in developed countries.
    “There is a very simple and sensitive test called the PSA test, or prostate-specific antigen test, which only requires collecting a small amount of blood,” he said.
    “Abnormal test results signify that the man should go through further examinations.
    “It is important to raise awareness of early screening among high-risk groups,” he added.
    Experts suggested men age 50 and above take the test every two years, and those with a family history of prostate cancer are advised to have the test done annually starting at 45 years old.
    Gao Jie, chief physician at hepatobiliary surgery department at Peking University People’s Hospital, said during an interview with The-Paper.cn that about 70 percent of liver cancer patients are at an advanced or late stage when seeking treatment, and only 30 percent see a doctor at an early stage.
    Early screenings and diagnoses will play a significant role in tackling cancer, he added.
