    “But Oklahomans that I talked to aren’t offended that we’re actually cutting back on waste. Now, they may have questions about how it’s done and the speed and where it comes out. And those are all reasonable questions we should have a national dialog on. But when Oklahomans hear that USAID last year did a grant of $32,000 to create a comic book about transgenders in Peru, they would say to me, ‘Hey, I’d like to be able to spend that $32,000 myself, rather than the transgender comic book in Peru.’ If the folks in Peru want that comic book, maybe they should pay for it, not American taxpayers.

    “Let’s figure it out. The most simple thing that we do every year when we bring out this Federal Fumbles book is say, here are things we can talk about… But government inefficiency shouldn’t be partisan, shouldn’t be controversial. And for those that have joined all of us that have worked on this for years to expose waste in government, welcome to the club. We’re glad to have folks engaging on this. I’m not critical. I’m excited that you’re here because we need more help.
    “People in Oklahoma, my state, lose their hard-earned tax money on things that aren’t education, aren’t roads, aren’t national defense. They’re waste. And that’s what people want to see stop. So I know I encourage people to be able to just take a glance. It’s easy reading lots of pictures. I know they encourage people to take a glance at our Federal Fumble book that’s released. But I encourage every member of this body to assign their staff to go look for waste. And then let’s sit down together and see if we can figure out how to make it stop. We should waste less and save more. It shouldn’t be that hard.”

  • MIL-OSI USA: Cornyn, GOP Colleagues Introduce Bill to Repeal the Death Tax

    WASHINGTON – U.S. Senator John Cornyn (R-TX) released the following statement after he and 45 of his Senate GOP colleagues introduced the Death Tax Repeal Act, which would permanently repeal the federal estate tax, commonly known as the death tax:

    “An added financial burden is the last thing families should have to deal with in the wake of a loved one’s passing,” said Sen. Cornyn. “By repealing the death tax, this legislation would alleviate unnecessary hardship and offer greater financial opportunities for Texas families, farmers, ranchers, and businesses.”

    Background:

    The estate tax, more commonly described as the death tax, is a punitive tax that hits family-run farms, ranches, and businesses at a time when they are grappling with an owner’s death. Beyond being hit by the tax itself, the death tax also requires family-run businesses, including some below the exemption threshold, to spend their resources on costly estate planning policies. Furthermore, the death tax also requires these businesses to set aside capital in the event an owner’s death occurs that could have otherwise been invested into the business.

    The Death Tax Repeal Act would:

    • Eliminate the federal estate tax for individuals who pass away after its enactment;
    • Repeal the Generation-Skipping Transfer (GST) Tax, which is imposed on transfers of wealth that skip a generation, such as gifts or bequests to grandchildren;
    • Modify the Gift Tax, indexed for inflation;
    • And treat transfers into trusts as taxable gifts, unless the trust is entirely owned by the donor or their spouse.

    Washington, D.C. – On Wednesday evening, U.S. Senator Reverend Raphael Warnock (D-GA) delivered a speech on the floor of the U.S. Senate highlighting his opposition to Robert F. Kennedy Jr., President Trump’s nominee to be the Secretary of the Department of Health and Human Services (HHS).

    During his nearly hour-long speech, Senator Warnock highlighted how Mr. Kennedy would not stand in the way of Washington Republicans’ attempt to raise Georgians’ health care premiums to pay for tax cuts for the wealthiest Americans. The Senator highlighted Mr. Kennedy’s inconsistent positions on providing Georgians’ access to health care.

    “I asked him, yes or no, if he supports Congress extending these [premium] tax credits, which lower Americans’ premiums, something he told me was a priority for him [during their private meeting]. Suddenly, Mr. Kennedy could not give me a yes or no answer,” said Senator Reverend Warnock.“I wonder why?

    “He told me in private that he cared about health care. He said he was aware that these tax credits were set to expire at the end of the year,” continued the Senator.“He said he wanted to lower health care costs. When I asked him whether he would support Congress extending these tax credits, the crusader, all of a sudden, became a politician and couldn’t give me a yes or no answer. That’s not a good sign. It’s a pretty simple question to the nominee to run the federal agency tasked with protecting the health of all Americans, do you support lowering health care premiums and keeping millions of people insured? That question, apparently, was a bit too challenging for Mr. Kennedy, so if a nominee to run the Department of Health and Human Services cannot tell me if he supports preventing Georgians’ health care costs from spiking… I cannot support his nomination.”

He is a conspiracy theorist who is so focused on his conspiracy theories, when you think of what we need the HHS secretary to do, Robert F. Kennedy is a hazard to our health.”

    “Certainly we can do better than this. He’s just manifestly unqualified. I don’t know how else to put it.”

    “Mr. Kennedy won’t work to lower Georgians’ health care costs or increase access to health care for my constituents who are caught right now in the health care coverage gap. I’m so proud that in my first few months in the Senate, I was able to play a critical role in passing the American Rescue Plan, which, among other things, lowered Georgians’ health care premiums by hundreds of dollars on average. It is, quite frankly, the kind of thing that makes this job worth it to me. Being able to help ordinary folks.”

    “That tax cut literally helped bring health care into reach for tens of thousands of Georgians and millions of Americans. These tax cuts are so critical that the nonpartisan Congressional Budget Office said that the number of Americans without health care would grow by 3.8 million in just one year, in just one year, 3.8 million without health care if the premium subsidies that we now enjoy were allowed to expire. We know that that would impact thousands of Georgians who have only recently been able to receive health care coverage.”

    “If these tax credits are allowed to expire, a 45-year-old in Georgia with $62,000 annual income would see premiums go up by $1,414 a year. A 60-year-old couple in Georgia with an $80,000 annual income would see their premiums go up by a staggering $18,157 a year. Can you imagine someone making $80,000 a year, 60-year-old couple, and all of a sudden their health insurance for the year goes up by more than $18,000? We know what that is. That’s the difference between having health care coverage and not having it at all.”

    “Nearly one-third of Americans have less than $500 in savings in their bank account, and so these folks don’t have that kind of extra dough. They don’t have that kind of extra cash on hand to pay for something that is vitally necessary, and we don’t know, we never know when we will really need our health insurance.”

    “So, every single day, as we watch the games that Washington politicians play — for me, this is no game. I often say that if we would center ordinary people, we have a chance at getting the public policy right. If we will center people rather than politics, we might manage to get the right policy.”

    “I asked the nominee for HHS, what do you think about this? Mr. Kennedy told me when I met him privately in my office that he wanted to work with President Trump to lower health care premiums. I said, good.”

    “That’s why I was deeply troubled when I questioned Mr. Kennedy on his support for these tax credits in his hearing in front of the Senate Finance committee, I asked him, yes or no, Mr. Kennedy, are you aware that the premium subsidies that help save Georgians and average of $531 a month are set to expire at the end of the year? He said, yes, he is aware. Then I asked him, yes or no, if he supports Congress extending these tax credits, which lower Americans’ premiums, something he told me was a priority for him. Suddenly, Mr. Kennedy could not give me a yes or no answer. I wonder why?”

    Washington, D.C. – On Wednesday evening, U.S. Senator Reverend Raphael Warnock (D-GA) delivered a speech on the floor of the U.S. Senate highlighting his opposition to Robert F. Kennedy Jr., President Trump’s nominee to be the Secretary of the Department of Health and Human Services (HHS). During his nearly hour-long speech, Senator Warnock highlighted Mr. Kennedy’s lack of qualifications and troubling conspiracy theories about the Georgia-based Centers for Disease Control and Prevention (CDC), which could hurt the state’s economy and hinder research from bird flu, to maternal health, to cancer.
    Senator Warnock’s speech was just a day before the Trump Administration announced a 10 percent reduction of CDC employees. Terminating nearly 1,300 employees, which is part of the administration’s plans to get rid of all probationary employees. Senator Warnock remains committed to using any tools at his disposal to stop cuts to programs and agencies that impact the lives of everyday Americans.
    “The moment at which you put the CDC and Nazi death camps in the same statement, and you’re the secretary nominee for HHS, Houston, Georgia, America, we have a problem,” said Senator Reverend Warnock.“And that problem is Robert Kennedy.
    Last year, the Senator visited the CDC in Atlanta, Georgia for the first time as Senator to learn about the agency’s efforts to protect public health, including work to combat the maternal mortality crisis and how federal funding plays a role in keeping Georgia and the country safe from infectious diseases.     For every dollar the CDC spends, Georgia’s economy sees $2 in growth. 
    If the CDC were a business, it’d be the 7th largest business in the state.

    Legislation would make agriculture technology accessible to more Georgia farmers and improve their profit margins

    Washington, D.C. — This week, U.S. Senators Reverend Raphael Warnock (D-GA), a member of the Senate Agriculture committee, and Majority Leader John Thune (R-SD) reintroduced their bipartisan Promoting Precision Agriculture Act, legislation that would facilitate the further adoption of precision agriculture technologies for farmers and ranchers. The bill would encourage the government to work with the private sector to develop voluntary interconnectivity standards and prioritize the cybersecurity needed to support innovation in the agriculture industry. Precision agriculture technology helps farmers harvest the highest quality crop and cut down on wasted water, seed, and fertilizer. By making precision agriculture technology more accessible to Georgia farmers, the Senator’s legislative efforts are helping improve producers’ razor-thin profit margins.

    • Support the evolving demands of precision agriculture by requiring the USDA, NIST, and FCC to consider the impacts next-generation technologies will have on precision agriculture.
    • Prioritize the cybersecurity needs of precision agriculture. As advanced precision agriculture technologies become more readily available, the agriculture industry has increasingly become vulnerable to cybersecurity threats.

    WASHINGTON, D.C. – U.S. Senator Jacky Rosen (D-NV) helped introduce the Protecting Sensitive Locations Act to provide commonsense protections against immigration enforcement in sensitive locations like schools, hospitals, and churches. In January, the Trump Administration issued a memorandum that rescinded previous guidance that prohibited immigration enforcement in sensitive locations.
    “Nevada families who contribute to our state and our economy every day deserve to have peace of mind when they’re attending church, visiting a hospital, or sending their kids to school,” said Senator Rosen. “It’s outrageous that President Trump has overturned longstanding policy to prevent immigration raids in these locations as a way to intimidate law-abiding families and force them to live in fear. I’m helping introduce this bill to protect families in sensitive areas and stop the Trump Administration from attacking Nevada’s immigrant communities.”
    Senator Rosen has been outspoken in her opposition to mass deportation, and her strong support for DACA and TPS recipients and their families. She strongly denounced the Trump Administration for revoking a previously authorized TPS extension for immigrants from Venezuela. Earlier this year, she applauded the extension of TPS status for immigrants from El Salvador and Venezuela, after calling on the Biden Administration to continue to protect displaced Salvadorans. She has also raised concerns over the significant application delays impacting DACA recipients, and gave a floor speech urging her Senate colleagues to take immediate action to permanently protect Dreamers, while simultaneously continuing to work to pass comprehensive immigration reform that provides a pathway to citizenship.

    U.S. Senator Chuck Schumer today announced United Airlines will add a second daily flight between Syracuse Hancock International Airport and Denver International Airport during the summer. Schumer last year called United Airlines CEO Scott Kirby urging the airline to add a second daily flight for the route, which has been a Syracuse airport priority for years since their existing flight is fully booked almost every day. Schumer said this new flight will improve connectivity to key West Coast and international markets.
    “Syracuse, prepare for takeoff because a second daily flight to Denver is coming to Syracuse International Airport this summer! I called United Airlines CEO last year and told him how important it is to improve access between Central New York and the West Coast, and I’m thrilled he heeded my calls,” said Senator Schumer. “With Micron making historic investments in Onondaga County, this new daily flight is a critical step to connecting this region to the West Coast and other critical high-tech hubs. I look forward to continuing to work with United Airlines and the incredible team at Syracuse Airport to help Syracuse Airport and Central New York reach new heights.”

    The new United flight to Denver will take flight this summer and is expected to start running from June 26th to August 17th. The additional daily service will feature an inbound flight departing Denver at approximately 9:40 AM MT and arriving in Syracuse just after 3 PM EST, as well as an outbound flight departing Syracuse at 4:15 PM EST and arriving in Denver just after 6 PM MT. The service will offer increased access to key destinations, including Los Angeles, San Diego, San Jose, Seattle, Portland, San Francisco, Calgary, Vancouver, and more.
    Schumer said adding a second daily flight from Syracuse to Denver during peak tourist season will increase access to tourism and vacation destinations across Central New York, unlocking new seats for travelers from markets on the West Coast and other international destinations. Schumer said the additional daily flight will also help accelerate the growth of Central New York’s advanced technology and manufacturing ecosystems. With Micron’s landmark $100+ billion investment in Onondaga County creating tens of thousands of good-paying jobs thanks to his CHIPS & Science Law, Schumer explained that a second daily Denver flight will help improve access to the company’s headquarters in Boise, as well as connectivity to critical markets on the West Coast and across the globe during peak summer travel season.
    Over the years, Schumer has tirelessly advocated for new growth and flights at Syracuse Airport. Last year, Schumer announced $9,575,869 in federal funding for taxiway rehabilitation and new signage through the Federal Aviation Administration (FAA) Airport Improvement Program (AIP), which Schumer fought to boost in the 2024 FAA Reauthorization. In 2023, Schumer proudly championed and delivered $6 million for Syracuse Airport in the annual federal budget, including $3 million for security checkpoint upgrades critical for the airport to handle current peak traffic volume and projected demand increases spurred by Micron, and $3 million for a comprehensive de-icing project to help boost tourist travel, business demand, and on-time departures.     Senator Luján and the New Mexico Delegation on Thursday night urged the Trump administration to stop the unlawful mass firings of probationary federal employees. In New Mexico, there are approximately 2,200 federal employees in their probationary period – including individuals who serve in critical roles across key agencies, including the Veterans Health Administration, the Bureau of Land Management, the U.S. Forest Service, and the Federal Bureau of Investigation, among others.
    “Abruptly terminating these employees without due process would not only undermine the delivery of essential government services but would also have widespread economic consequences for our state. Federal employment is a major contributor to New Mexico’s economy, supporting thousands of families and generating significant local revenue. Large-scale firings of probationary employees would ripple through our communities, reducing consumer spending, straining local businesses, and creating unnecessary economic instability,” the lawmakers wrote in their letter to President Trump.
    Senator Luján, a member of the Senate Committee on Finance, joined colleagues to tell Elon Musk and “DOGE” to keep their hands off Americans’ Medicaid and Medicare. In New Mexico, one in three New Mexicans rely on Medicare and over 780,000 individuals rely on Medicaid to access health care.
    The lawmakers urged, “It is dangerously unacceptable that an unelected Musk and his unqualified acolytes have access to sensitive CMS systems and are ready to bypass Congress to make life and death decisions affecting millions of Americans. No one asked for this lawless approach to our critical government health care systems. We urge you to stop this threat to Americans’ health care, now.”
    Senators Luján and Heinrich joined all Senate Democrats in raising alarm over the Trump administration pushing illegal indiscriminate funding cuts to the National Institutes of Health (NIH) and derailing life-saving research. New Mexico universities conduct research from substance use disorders to cancer treatment and are among the institutions impacted.
    “Our standing as a world leader in funding and producing new medical and scientific innovations has been put at risk by these recent actions from the Trump Administration. We urge you to stop playing political games with the lifesaving work of the NIH and to allow NIH research to continue uninterrupted,” the Senators wrote to U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr.
    Senator Luján and members of the Senate Commerce, Science, and Transportation Committee condemned the weaponization of the Federal Communications Commission against broadcasters and public media. Across New Mexico, 15 public media organizations rely on over $5.8 million in grants through the Corporation for Public Broadcasting (CPB) to deliver news, entertainment, and much more.
    The lawmakers said, “We urge you both to follow the Constitution, immediately cease abusing the FCC’s legal authority, and return to the evidence-based decision-making that has been a staple of the Commission’s long and storied history.”
    Senators Luján and Heinrich joined their colleagues to fight for the safety of families and communities in the wake of the funding freeze preventing the hiring and onboarding of seasonal fighters. This comes as the West continues to be ravaged by deadly wildfires.
    “Although there is an urgent need to hire more federal firefighters, the Trump Administration’s hiring freeze does the opposite and is pausing hiring at a critical time for this already understaffed workforce,” they continued. “We urge you to put the safety of families and communities across the country first and allow the federal seasonal firefighter hiring process to continue without delay.”
    Senate Democratic Leadership announced this week a new portal for federal employees who want to disclose information about wrongdoing, abuses of power, and threats to public safety.
    “In just three weeks, President Trump has shown New Mexicans that his administration is willing to disregard the rule of law, recklessly terminate civil servants, and disband government agencies that Americans depend on.   • MIL-OSI USA: Reed Joins Researchers & Medical Community in Opposing Major Cuts to Life-saving NIH Research

    PROVIDENCE, RI – Earlier this week, a federal judge temporarily blocked the Trump Administration’s attempt to make abrupt, unlawful cuts to research funding at universities, medical schools, hospitals and other scientific institutions administered by the National Institutes of Health (NIH).  A court hearing on the matter is scheduled for February 21st. 

    Along with the uncertainty that comes with any major litigation process, so does widespread alarm about what a potential loss of federal grant dollars would mean for the organizations and communities that rely on NIH funding, including those in Rhode Island.  If Trump’s funding cuts take effect, the University of Rhode Island, Brown University, Care New England, and Brown University Health stand to lose as much as $34.3 million, according to the Boston Globe, as innovative health research would be halted, clinical trials put on hold, and an entire generation of medical researchers could lose their career opportunities overnight.

    NIH is the primary source of federal funding for medical research in the United States and has partnered with academic and medical researchers nationwide to conduct groundbreaking research that has led to scientific discoveries and advancements that have saved and transformed lives. 

    But now the Trump Administration is attempting to suddenly slash billions of dollars of federal funding annually for U.S. research institutions, including local universities, hospitals, and medical centers.  The move could hamper progress toward prevention and treatment of illnesses like Alzheimer’s, cancer, and Parkinson’s disease, and ultimately lead hospitals and universities to lay off staff and shut down laboratories.

    Today, U.S. Senator Jack Reed held a press conference at Butler Hospital to oppose these short-sighted cuts that could endanger life-saving research, good-paying jobs, and economic growth in Rhode Island and nationwide.

    “NIH is a key driver of America’s strategic advantage in science and technology, and every American who has ever set foot in a hospital has directly benefitted from NIH-supported research.   President Trump’s proposed cuts would halt research, delay promising medical advancements, and eliminate jobs at universities and hospitals,” said Senator Reed.  “NIH has a proven track record of funding scientific breakthroughs and life-saving treatments.  I am heartened that my colleague, Congressman Amo, is taking a lead role in the House to fight these cuts because Congress must work on a bipartisan basis to uphold the law and the law is clear and prohibits modifications to NIH’s indirect costs.  Instead of wasting taxpayers money on costly litigation, I urge the Trump Administration to uphold its contractual obligations that are already in place, drop its attempt to ignore Congress’ funding directives, and stop impeding scientific research and advancement.”

    Twenty-two states, including Rhode Island, sued the Trump Administration, the Department of Health and Human Services, and NIH for unlawfully cutting these funds.  This week, federal judges ordered the Trump Administration to hold off on making $4 billion in NIH cuts.

    The indirect costs that are being targeted by these funding cuts include things like utilities, support staff, cleaning costs, and financial management, as well as employing students, supplying equipment, and more. Universities and hospitals may also use this funding to ensure research facilities are compliant with federal rules and regulations, such as data security and privacy.  The amount the federal government covers is not arbitrary or unknown, rather it is based on a preestablished rate applied to select expenses. The indirect funds are provided to universities and other research institutions in addition to the research award as part of the overall federal-private partnership.

    Studies show that every dollar in NIH funding spurs almost $2.50 in economic activity.  NIH funding supports hundreds of thousands of jobs across the country and generates an estimated $92.89 billion in economic activity.

    “At Brown University, in addition to halting critical research on a host of health challenges, from child mental health to Alzheimer’s disease to cancer, we estimate we’d have to cut roughly 200 jobs if the indirect cost rate is capped at 15 percent,” said Mukesh Jain, senior vice president for health affairs and dean of medicine and biological sciences at Brown University. “It’s also likely that we’d have to pause construction of the Danoff Labs in Providence’s Jewelry District, which will house research in aging, immunity, brain science, cancer and biomedical engineering, among other fields. These cuts have downstream effects on union construction jobs, building material purchases, and laboratory equipment. The ripple effects are felt through the local economy. We are thankful for Sen. Reed’s leadership on this issue.”

    During Trump’s first term in office, his Administration proposed deep NIH cuts but was rebuffed by Congress.  In the federal lawsuit filed this week, the plaintiffs contend that the past actions by Congress established funding practices that cannot be changed without Congressional approval.

    Senator Reed is cosponsoring S. Res 68, which rebuts President Donald Trump’s declared support for forcibly displacing millions of Palestinians and expresses the sense of the Senate that the United States shall not deploy U.S. military assets or personnel to Gaza for this purpose.  The resolution notes President Trump failed to rule out using U.S. military forces to take over Gaza.

    Today, Reed, the Ranking Member of the Senate Armed Services Committee, stated:

    “President Trump should focus on housing people here at home, not committing U.S. tax dollars toward displacing millions of Palestinians from their homeland.”

    “I strongly oppose President Trump’s reckless desire to take over Gaza and expel its citizens from their homeland into neighboring countries.  This is a misguided idea on many levels.  It would violate international law, alienate our allies, and pull U.S. forces into intractable conflict.

    WASHINGTON—In response to questions posed yesterday by U.S. Senator Dan Sullivan (R-Alaska) in a hearing of the Senate Armed Services Committee (SASC), General Gregory Guillot, commander of U.S. Northern Command and the North American Aerospace Defense Command (NORAD), endorsed the idea of reopening the long-shuttered Adak Naval Air Station and increasing military infrastructure investments across Alaska. In his exchange with Gen. Guillot, Sen. Sullivan highlighted the escalating incursions by Russian and Chinese military aircraft and vessels in Alaska’s Air Defense Identification Zone (ADIZ) and Exclusive Economic Zone (EEZ) in the past several years.

    Gen. Guillot also committed to working with Sen. Sullivan on implementing President Trump’s executive order, “Iron Dome for America,” and on Sens. Sullivan and Kevin Cramer’s (R-N.D.) IRON DOME Act, new legislation to strengthen and expand the U.S. homeland missile defense system.

    Below is a full transcript of Sen. Sullivan’s exchange in SASC.

    Sen. Dan Sullivan: Thank you, Mr. Chairman. Gentlemen, thank you for your testimony. I want to echo what the chairman has been saying. We do need Canada to step up. When they don’t meet their 2 percent of GDP NATO commitments, it undermines the entire alliance. I appreciate that the chairman mentioned that. General, it was good to meet with you the other day. We had a meeting with senior Trump administration officials just a couple days ago—a number of senators who are focused on the border. They focused, like your testimony, a lot on the northern border, which I really appreciate. I have a chart here that depicts a lot of the air and sea incursions that we’ve seen in the last few years. It’s been quite remarkable, particularly the joint Chinese-Russian strategic bomber missions into our ADIZ and the joint Chinese-Russian naval task force—quite big—[an 11] ship naval task force [in 2023]. President Trump himself commented recently that we need to increase military investments in Alaska as Russia and China make more menacing moves in the region. That’s a list—that’s just an example of all the different incursions, air and sea, just in the last [few] years, which is quite astounding. General, I want to go into a little bit more detail. Your troops have done a great job of intercepting these strategic bombers. By the way, they come with armed MiGs, right? This is a serious incursion. Not easy to do. Our Navy’s done a good job—although, the first time we had that joint Russian-Chinese task force, we didn’t have any Navy response, nothing, which was ridiculous, in my view. One 150-foot Coast Guard cutter. But these are difficult missions, made more difficult—for example, when you’re intercepting strategic bombers, a lot of times our fighters are having to fly over a thousand miles just to get to the end of the ADIZ to intercept them. So, my question—Do you agree we need more infrastructure? You and I have talked about reopening the airfield and the Navy base at Adak, which is out here in the Aleutian Island chain, or Utqiagvik and Barrow, Alaska, to help with the SAR missions. Can you explain that in a little bit more detail? Admiral Paparo is in agreement with you on this. These incursions are going to increase. This is America, our northern border, and yet the infrastructure we have for the young men and women who are doing these dangerous intercept missions, both at sea and in the air, they need more infrastructure for their safety and for our rapid response. Do you agree with me that they do and would you support reopening the Adak naval base and the extension of the Barrow runway, which is way up there in the northern part of America, North America?

    Gen. Greg Guillot: Senator, I do agree with you. As you mentioned, Admiral Paparo and I are very closely linked and aligned on all issues in the Pacific. I would support Adak for sure for maritime and air access and, as you pointed out, Deadhorse or a point at the far north part of Alaska, because those missions aren’t only long—a thousand miles or more with five or six or seven air refuelings usually at night—but also the harsh conditions. If a pilot should have to eject, having those forward points that you mentioned would allow us to pre-position search and rescue aircraft or be able to land there in an emergency, which are capabilities that we just don’t have right now.

    DS: Great. Thank you on that. Again, I want to thank the men and women under your command. They do these intercept missions all the time. They’re very tough. They’re dangerous. They don’t make a lot of news down here in the Lower 48, but they’re doing a great job.

    Let me turn to missile defense. Senator Cramer and I recently introduced our IRON DOME Act that reinforces what President Trump’s executive order does. That’s a depiction of that, covering the whole United States with integrated missile defense systems to protect our homeland. I’d love to get co-sponsorships from all my colleagues. My 2017 Advancing America’s Missile Defense Act, which pretty much became law in the NDAA, had 30 co-sponsors—ten Democrats, 20 Republicans. Can I get your sense to—first, your commitment to work with me and Senator Cramer on that? Then, you mentioned the NGIs and the ground-based missile interceptors. Those are almost all based in Alaska. Why is it taking so long to fill those 20 silos that we just built out that are needed?     Survivors of natural disasters like the Marshall Fire often have to pay thousands of dollars to replace critical documents like passports or visas

    WASHINGTON – Today, U.S. Senators John Hickenlooper, James Lankford, Michael Bennet, and John Curtis along with Representatives Joe Neguse and Celeste Maloy introduced the bipartisan, bicameral Replacing Essential Passports and Licenses After Certain Emergencies (REPLACE) Act, which would automatically waive replacement fees for survivors who lose critical documents like passports in natural disasters.

    “Costly replacement fees for critical documents – like passports and visas – are one more hurdle for disaster survivors trying to rebuild,” said Hickenlooper. “Waivers are already legal. They should be automatic.”

    “As families recover from major disasters, the last thing they should have to worry about is paying to replace passports and other critical documents lost in the damage,” said Bennet. “Our bill will ensure document replacement is free, taking one burden off of Coloradans’ shoulders as they move forward after disaster strikes.”

    “I’m pleased to reintroduce the Replace Act and address the urgent needs of disaster-impacted Americans by ensuring fee waivers for essential documents are automatically granted. When a wildfire destroys a home, the last thing that a family should worry about is paying fees to replace their documents like passports and birth certificates,” said Curtis. “This legislation is particularly crucial for rural Utahns, who will benefit from streamlined access to document replacements in times of need.”

    “In the aftermath of the Marshall Fire, our office worked to ensure those affected could quickly recover critical documents like passports and birth certificates. After a disaster, the cost of replacing lost documents can be overwhelming. Our bill, the REPLACE Act, helps ease this burden by waiving fees for those impacted—ensuring passports and immigration documents can be replaced at no additional cost,” said Neguse.

    “Utah families should not have to cover the costs to replace critical documents – like passports and visas – after wildfires and other natural disasters,” said Maloy. “The REPLACE Act removes a bureaucratic hurdle so that survivors can move forward with one less thing to worry about.”

    Victims of major disasters can spend tens of thousands of dollars replacing critical documents lost in natural disasters, including passports, employment authorizations, proof of citizenship, green cards, and more.

    Under current law, federal agencies may waive these fees, but this process is not automatic. Waivers are not guaranteed and are not always issued. Additionally, survivors may not know to wait for a fee waiver and often need documentation immediately.

    The REPLACE Act would amend the Disaster Recovery Reform Act of 2018 to require automatic waivers of certain critical document fees for individuals and households affected by major disasters.

    The REPLACE Act would automatically waive the cost of replacing:

    • Passports
    • Visa Forms
    • Permanent Residence Cards
    • Declaration of Intent forms
    • Naturalization/Citizenship Documents
    • Employment Authorizations
    • Biometric service fees

  • MIL-OSI USA: Welch Urges OMB to Immediately Reverse Trump’s Chaotic Federal Funding Freeze That is Hurting Vermonters

    WASHINGTON, D.C. – U.S. Senator Peter Welch, a member of the Senate Finance Committee, this week urged the Office of Management and Budget (OMB) to halt President Trump’s unilateral federal funding freeze, which is inflicting serious and lasting harm on Vermont farms, families, and businesses. In his letter, Senator Welch uplifted the concerns of Vermonters who attended a recent roundtable about how the funding freeze has impacted them. 
    The Trump Administration’s pause on federal funding, which was announced without warning or legal authority, has blocked Vermont state agencies and organizations from federal funding and has led to layoffs. The Administration has not restored access to payment portals for some organizations, defying court orders. On Tuesday, a senior Trump Administration FEMA official ignored a federal judge’s order to suspend the freeze for a wide array of grant programs. 
    “On Friday, January 31, 2025, I held a roundtable with Vermont stakeholders who shared their perspectives on the impact of the funding freeze. The stakeholders—non-profits, small businesses, and farmers that represent a range of sectors including health care, housing, education, and agriculture—shared how the freeze is already impacting their work,” wrote Senator Welch. 
    “The funding freeze is also hurting state agencies and local municipalities. Just last week, the Vermont Agency of Natural Resources reported being unable to access several of its federal accounts—including those that fund clean water and land and water conservation,” continued Senator Welch. “Additionally, the town of Killington, Vermont, which was awarded a transformational $25 million infrastructure award to redevelop its downtown, has had its grant funding frozen. The town was told that the previously agreed to construction deadlines must remain in place, without any indication of whether construction costs will be reimbursed.” 
    Senator Welch concluded: “Federal funding comprises 36% of Vermont’s budget. The state relies on nongovernmental entities that receive federal funding to deliver critical services to Vermonters, from Meals on Wheels to housing for unhoused youth, to childcare for unserved rural families. The Administration’s funding freeze and ensuing chaos are already having concrete negative impacts on the people of Vermont. I urge you to immediately reverse the funding freeze order and turn the payment portals back on.”

Duckworth’s questioning highlighted how the Trump Administration has failed to provide our military with details needed to fulfill their directive and would come at the expense of our military readiness.     “Our country faces serious threats from foreign adversaries, but Donald Trump ordering the deployment of our servicemembers to Guantanamo Bay to facilitate holding migrants there will do nothing to counter China in the Indo-Pacific—and will instead harm our military readiness while costing taxpayers millions of dollars,” said Senator Duckworth. “Despite Republicans claiming they want to ensure our military is the most lethal fighting force in the world, Trump’s executive orders will force our Armed Forces to divert time and resources away from training and executing their core mission.     During the committee hearing, Duckworth questioned General Gregory M. Guillot, USAF, Commander of for U.S. Northern Command (NORTHCOM) and North American Aerospace Defense Command (NORAD) and Admiral Alvin Holsey, USN, Commander of U.S. Southern Command (SOUTHCOM) on how the Trump Administration’s executive orders would stretch our military thin and leave us less prepared to combat threats from adversaries like the PRC.
    Duckworth asked Admiral Holsey if the Trump Administration has provided projected costs for the President’s orders, asking: “Could you provide a breakdown of the timeline and projected construction costs for increasing Guantanamo’s capacity to 30,000 people, as outlined by the President’s directive?” and “Do you have estimates for the personnel costs associated with this effort?” Admiral Holsey indicated that the Trump Administration has not provided a projected construction and personnel cost for the completion of the entire directive. Additionally, Duckworth asked Admiral Holsey if he was aware of how redirecting funds from the military’s budget to complete this directive would impact our readiness, asking: “What priorities will be left unfunded as a result of this shift in priorities?” Admiral Holsey did not have that information from the Administration, responding: “I can’t answer that ma’am, I’d have to ask the Services.” Duckworth criticized the lack of answers from the Trump Administration, stating: “A lot of unanswered questions.”  Duckworth pointed out during her questioning that a 2016 military construction project to expand the facility’s capacity to 13,000 cost approximately $33 million, and that Guantanamo Bay officials estimated in 2019 that a single guard’s 9-month deployment to the island cost an estimated $100,000, meaning that any effort to hold 30,000 migrants in Guantanamo Bay would cost the taxpayers tens of millions of dollars.
    In May, Duckworth voted to advance bipartisan border security legislation—a package that Republicans helped author—that President Trump ultimately killed. Duckworth condemned Senate Republicans for blocking the Senate from even beginning debate on the bipartisan border security legislation that they helped negotiate.

    Background:
    In December, Senator Risch met with Secretary Collins before his confirmation to discuss the significant roadblocks imposed by the Biden administration’s Department of Veterans Affairs (VA), which halted modernization projects at Idaho’s veterans’ homes.
    Senator Risch specifically requested that Secretary Collins issue the necessary waivers that would exempt these projects from Build America, Buy America Act (BABAA) requirements. On Wednesday, Secretary Collins signed a BABAA waiver for the State Veteran Home in Boise, and personally called Senator Risch to deliver the news.
    Despite repeated attempts by Senator Risch, the Idaho Congressional Delegation, and Idaho Constitutional Officers, the Biden administration refused to grant BABAA waivers to Idaho State Veteran Homes in Boise, Pocatello, and Lewiston. In 2024, Senator Risch introduced the Waiving Arbitrary and Inconsistent Veteran home Eligibility Requirements (WAIVER) Act as a legislative fix to the BABAA.
    Most federal agencies, including the VA, previously granted BABAA waivers for projects that predated the legislation’s enactment in 2022. While the Biden administration’s VA indicated it intended to grant these waivers for Idaho’s homes, none were ever received. Instead, only three were issued—predominately to Democrat-led states.
    Senator Risch will continue to work with Secretary Collins and President Trump to secure waivers for modernization projects at the Pocatello and Lewiston State Veteran Homes.

    WASHINGTON, D.C. — On the seventh anniversary of the tragic shooting at Marjory Stoneman Douglas High School in Parkland, Florida, U.S. Senator Alex Padilla (D-Calif.) announced legislation to raise the minimum age to purchase assault weapons and high-capacity ammunition magazines from 18 to 21, the same age requirement that already applies to purchasing handguns from federally licensed dealers. Individuals under 21 have used assault weapons in some of the most devastating school shootings in U.S. history, including the mass shootings at Marjory Stoneman Douglas High School in Parkland, Florida, Robb Elementary School in Uvalde, Texas, and Sandy Hook Elementary School in Newtown, Connecticut.

    Gun violence is a national crisis, claiming over 46,000 lives in 2023 — the third-largest number of gun-related deaths in American history. Assault weapons, originally engineered for military combat to maximize damage, are frequently used in mass shootings because of their ability to inflict catastrophic harm in mere seconds. More than 85 percent of deaths in public mass shootings involving four or more fatalities were caused by assault rifles. Furthermore, shootings involving assault weapons or large-capacity magazines result in more than 2.5 times as many people being shot compared to incidents involving other firearms.

    “Seven years after a 19-year-old gunman tragically took the lives of 17 students and faculty in Parkland, we’re still seeing far too many preventable mass shootings at the hands of deadly assault rifles,” said Senator Padilla. “If you can’t legally buy a handgun, there’s no reason you should be able to buy a military-grade weapon. This commonsense legislation would raise the minimum age to purchase or carry an assault weapon or high-capacity ammunition from 18 to 21 — the same standard already in place for purchasing handguns — helping to curb the gun violence epidemic that continues to devastate communities in California and across the nation.”

    The bill’s restrictions on the sale of assault weapons, handguns, large-capacity ammunition feeding devices, and related ammunition to individuals under the age of 21 would apply to both federally licensed and private sellers. Additionally, the legislation would bar most individuals under 21 from possessing these items, with limited exceptions for specific circumstances such as service in law enforcement or the armed forces.

    “From Uvalde to Parkland, it’s just a fact the profile of these shooters are often teenagers who were able to legally get their hands on a deadly weapon like an AR-15. A majority of Americans support raising the age to purchase assault weapons or handguns to 21. Congress should do it,” said Senator Murphy.

    “It’s really simple: Teenagers and assault rifles don’t mix. This bill would make it harder for anyone under 21 to get their hands on the types of military-style assault weapons and ammunition that have been repeatedly used in school shootings and other mass-casualty attacks,” said Senator Reed.

    “This bill helps address the epidemic of gun violence by restricting access to weapons capable of inflicting the most grievous loss of life to those of appropriate age,” said Senator Schiff. “It is not too much to ask that someone wait until the age of 21 to purchase a military style assault weapon for civilian use. Gun violence takes the lives of too many people each year, including many children, and we must do everything in our power to find solutions that keep our communities and our children safe.”

    “No good comes from an unsupervised teenager having an assault rifle,” said Senator Whitehouse. “Our commonsense legislation would help keep kids and communities safe by preventing young people who are not even of legal drinking age from being able to buy weapons of war.”

    “If you’re not old enough to purchase alcohol, you shouldn’t be allowed to buy a gun either,” said Senator Wyden. “We need to be doing everything we can to stop America’s gun violence epidemic, including raising the legal age of purchase to 21. I am proud to support this bill that will help keep weapons of mass destruction out of the hands of teenagers.”

    The Age 21 Act is endorsed by organizations including Brady: United Against Gun Violence, March for Our Lives, Giffords, Newtown Action Alliance, and Everytown for Gun Safety.

    Senator Padilla is a strong advocate for commonsense, life-saving gun safety reforms. In June 2022, Padilla voted to pass the Bipartisan Safer Communities Act, the most significant gun safety legislation in almost 30 years. Last year, Padilla introduced bicameral legislation to prevent the federal government from contracting with federally licensed firearms dealers that have a documented history of selling a disproportionate number of guns that end up being used to commit violent crimes. In 2023, Padilla joined 27 of his Senate colleagues in reintroducing the Keep Americans Safe Act, renewing efforts to ban the importation, sale, manufacturing, transfer, or possession of gun magazines that hold more than 10 rounds of ammunition.     WASHINGTON, D.C. — U.S. Senators Alex Padilla (D-Calif.), Jerry Moran (R-Kan.), Mazie Hirono (D-Hawaii), and James Lankford (R-Okla.) introduced bipartisan legislation to promote research on how grazing can support wildfire mitigation, fuels reduction, and post-fire recovery.
    Several states have implemented pilot programs in which animals like goats and cattle, called “ungulates,” have grazed on prescribed areas of land containing highly flammable grasses and shrubs to mitigate fire risk. These pilot efforts have successfully reduced vegetation that can fuel rapid fire growth. However, limited scientific research has been conducted on optimal grazing land management techniques that also protect against other environmental harms.
    To address this critical research gap, the Wildfire Resilience Through Grazing Research Act would add the “Grazing for Wildfire Mitigation Initiative” to the National Institute of Food and Agriculture’s High-Priority Research List.
    “As devastating wildfires pose increasingly severe threats to our communities, we need to explore out-of-the-box approaches to blunt these disasters,” said Senator Padilla. “Grazing animals like goats and cattle have been successfully used to reduce the hazardous brush that fuels wildfires. Expanding our understanding of novel grazing strategies can make it a cost-effective tool to save lives and protect homes.”

    Specifically, the Wildfire Resilience Through Grazing Research Act would:
    Support research and development of grazing land management techniques for wildfire mitigation and recovery by driving research at land-grant colleges and universities like the University of California system, Kansas State University, University of Hawaiʻi at Mānoa, and Oklahoma State University.
    Promote the dissemination of information on these wildlife grazing land management techniques to public and private landowners, land managers, and livestock owners, including land management activities that protect against negative environmental impacts and improve soil health.
    The bill is endorsed by the Environmental Defense Fund and The Nature Conservancy.
    Senator Padilla has long been a leader in strengthening the federal and state response to wildfires. Last week, Padilla introduced bipartisan legislation to create a national Wildfire Intelligence Center to streamline federal response and create a whole-of-government approach to combat wildfires. He also announced a package of three bipartisan bills to bolster fire resilience and proactive mitigation efforts, including the Wildfire Emergency Act, the Fire-Safe Electrical Corridors Act, and the Disaster Mitigation and Tax Parity Act. Additionally, Padilla’s legislation to strengthen FEMA’s wildfire preparedness and response efforts, the FIRE Act, became law in 2022.

Mike Lee (R-Utah) in introducing the Protecting Life in Foreign Assistance Act. This legislation would ensure that our foreign aid is not funding or promoting abortions overseas. In 1984, President Ronald Reagan first instituted the Mexico City Policy, prohibiting the availability of family planning foreign assistance funds to organizations that provide or promote abortions or advocate to change abortion laws in a foreign country. Since then, the policy has been alternately rescinded and reinstated by new Democratic and Republican administrations respectively.

    In 2023, Colorado researchers received $575 million in NIH funding for medical research, supporting 7,000+ jobs in the state 
    WASHINGTON – Today, U.S. Senators John Hickenlooper and Michael Bennet along with Representatives Diana DeGette, Jason Crow, Joe Neguse, Brittany Pettersen wrote to the Senate and House Appropriations Committee to raise alarm about the Trump administration’s efforts to cut billions in federal funding for medical research and urged them to protect bipartisan research funding.
    “Federal commitment to cutting edge research in health care results in real medical and scientific advancements which benefits us all… These proposed cuts result in less funding research in Colorado,” wrote the Colorado lawmakers. “Patients and researchers will experience the most negative consequences.”
    In 2023, the National Institutes of Health (NIH) awarded over $575 million to Colorado researchers to solve cancer, study infectious diseases, and much more. Colorado’s medical research supports over 7,000 Colorado workers and generates more than $1.56 billion for our state’s economy. Over the weekend, the Trump administration announced plans to slash more than $4 billion in federal funding for critical biomedical research nationwide. A federal judge issued a temporary restraining order against the Trump administration, pausing their funding cuts.
    These cuts would halt cutting-edge research across Colorado, including:
    Efforts at Fort Lewis College to identify new colon and pancreatic cancer treatments
    National Jewish Health’s leading research into asthma treatment and pulmonary function
    Research for children with Down Syndrome at Colorado State University
    Next-generation research at the University of Colorado Colorado Springs into the sequencing of chromosomal interactions
    University of Colorado Anschutz Medical Center’s work on type 1 diabetes, breast cancer, and heart disease
    Yesterday, Hickenlooper spoke on the Senate floor to raise alarm about the administration’s attempts to spread disinformation and anti-science views as well as the devastating impacts the proposed NIH cuts would have on Colorado.
    “Biomedical research is the bedrock of how we bring forward and test new scientific discoveries and advance new treatments to dramatically improve care for children and adults. The Trump administration has ordered mass firings of federal workers who are on their “probationary” period—meaning workers who were hired or promoted within the past 1-2 years.

    “Yesterday, the Trump administration began indiscriminately laying off Hanford workers in Washington state, as well as hundreds of workers at the Bonneville Power Administration who deliver clean and reliable energy to families across the Pacific Northwest.

    “At Hanford, in addition to the deferred resignations, over a dozen people were laid offincluding safety engineers, environmental scientists, people who monitor and respond to urgent safety issues, folks who make sure Hanford workers’ rights are protected, and others who are absolutely critical to the Hanford cleanup mission and the safety of the workers there. These reckless firings will slow down critical cleanup work and make workers less safe—trying to run Hanford with a skeleton crew is a recipe for disaster that could have irreversible impacts. An adequate federal workforce is essential for oversight of the work executed by nearly 12,000 contractor workers at the Hanford site. These layoffs will hurt companies, workers, and their families across Eastern Washington.

    “Adding insult to injury, the Trump administration has also needlessly laid off a handful of employees at PNNL—workers who power cutting-edge research and groundbreaking innovations on everything from energy storage to nuclear security.

    “At the Bonneville Power Administration, I’ve heard the Trump administration is laying off more than 600 people across the Northwestthis includes everyone from electricians and engineers, to biologists, to lineworkers, to cybersecurity experts, and so many others. These are literally the people who help keep the lights onand now they’re being fired on a whim because Trump and Elon Musk don’t have a clue about what they do and why it’s important, and don’t care to learn. They don’t seem to even understand that these are positions funded by ratepayers—by all of us in the Northwest—not from federal funding.

    “The callousness of this administration is breathtakingthese mass layoffs pose a serious threat to our energy security and the health and safety of people across our state, not to mention the livelihoods of so many hardworking families who have done nothing wrong and whose work is sorely needed. These firings will raise energy costs for Washington ratepayers and jeopardize the reliability of the grid in the Northwest—a genuinely life-or-death concern for millions. I will keep doing everything I can to raise the voices of the people harmed by this administration’s indefensible policies and fight back.”

    Senator Murray has worked tirelessly to support Hanford workers and ensure the federal government lives up to its cleanup obligations at Hanford throughout her time in Congress—beating back efforts by multiple administrations to underfund Hanford cleanup. Murray secured a record $3.035 billion for the Hanford cleanup—$191.4 million above the fiscal year 2023 funding level in the fiscal year 2024 government funding package she negotiated and passed through Congress as Appropriations Chair, which was signed into law on March 9th. In December 2023, Murray’s Beryllium Testing Fairness Actto help Hanford workers suffering from toxic beryllium exposure, was signed into law by President Biden.

    Senator Murray has been a longtime supporter of the BPA, and the low-cost energy it provides to millions across the Pacific Northwest, and she has been vocal in her opposition to attempts to privatize the organization. During the first Trump administration, Senator Murray also successfully worked against Trump’s repeated attempts to privatize BPA and sell the BPA power grid.

    Seven years after the shooting at Marjory Stoneman Douglas High School, lawmakers continue bipartisan push for changes to prevent future violence

    WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) is leading bipartisan lawmakers in both chambers of Congress to reintroduce the EAGLES Act to prevent acts of mass violence. The bill, named after the Marjory Stoneman Douglas High School mascot and introduced on the seventh anniversary of the tragic school shooting in Parkland, Florida, would expand the U.S. Secret Service’s National Threat Assessment Center (NTAC) to include a greater focus on preventing targeted violence, including school violence.

    The NTAC provides research and training for behavioral threat assessment and targeted violence, including school shootings and other public threats. The legislation creates a national program on targeted school violence prevention, and expands the NTAC’s research and training on school violence and its dissemination of information on school violence prevention initiatives.

    Sen. Catherine Cortez Masto (D-Nev.) is coleading the bill. Additional cosponsors are Sens. Rick Scott (R-Fla.), Angus King (I-Maine), Susan Collins (R-Maine), Maggie Hassan (D-N.H.) and Pete Ricketts (R-Neb.). Companion legislation was introduced in the House of Representatives by Reps. Mario Diaz-Balart (R-Fla.) and Jared Moskowitz (D-Fla.).

Our bill would enable the Secret Service to share their unique tools and expertise with school safety partners across the country, building safer communities. While we cannot undo past tragedies, we can work together to honor the memories of those we’ve lost and prevent future violence,” Grassley said.

    Background:

    The U.S. Secret Service’s National Threat Assessment Center (NTAC) was created in 1998 to develop evidence-based indicators for various types of targeted violence, including school violence. NTAC’s findings can then be used to develop best practices and training to prevent future acts of violence. Since 2002, the Secret Service has conducted hundreds of training operations for more than 198,000 school administrators, teachers, counselors, mental health professionals, school resource officers and other public safety partners. The EAGLES Act reauthorizes and expands NTAC, allowing it to scale its threat assessment operations, with a particular focus on school safety.

    In addition to reauthorizing the Center and expanding their research and education capabilities, the bill establishes a national program on targeted school violence prevention and provides additional resources for research and training. Through the bill’s school safety initiative, the NTAC will coordinate trainings and plans with the Departments of Justice and Education. The bill also requires the Secret Service to provide periodic progress reports to Congress.

  • MIL-OSI USA: Q&A: Mysterious Drug Pricing Needs a Dose of Sunshine

    Q: What are pharmacy benefit managers?
    A: Iowans may not know exactly what pharmacy benefit managers (PBMs) are, but they do know they’re fed up with sticker shock at the pharmacy counter. Six decades ago, PBMs started out processing drug claims. Then, they evolved into an intermediary between pharmaceutical companies, pharmacies and third-party payers, including health insurance companies, self-insured employers, unions and government programs. Eventually, a complex system emerged, expanding PBMs’ influence and profits instead of driving down costs and improving patient services. For example, PBMs’ business models incentivize purchasing brand name drugs over lower-priced generic drugs. Today, just three PBMs control nearly 80 percent of the prescription drug market. These conglomerates operate out of the view of regulators and consumers, setting prescription drug costs, deciding which drugs are covered by insurance plans, determining how they’re dispensed and pocketing unknown sums that might otherwise be passed along as savings to consumers. What’s more, they undercut local independent pharmacies. Things need to change.
    For the better part of a decade, I’ve been laser-focused on shining a spotlight on PBMs. In 2019, as chairman of the Senate Finance Committee, I called the top executives from major PBMs to testify about drug pricing in America. I teamed up with Senator Ron Wyden to conduct a two-year bipartisan investigation into insulin price gouging.  And I requested the Federal Trade Commission (FTC) to look into potential anticompetitive practices occurring in the industry. Three bills I co-sponsored have been signed into law, including the CREATES Act, Right Rebate Act and Patient Right to Know Drug Prices Act. In 2023, the Judiciary Committee passed five of my bipartisan bills to boost competition in the pharmaceutical industry and improve patient access to more affordable prescription medicines.
    At my annual 99 county meetings, I hear regularly from Iowans who struggle to afford their medications and want to know why getting a prescription filled is so unnecessarily complicated, from mail-order options to confusing coupons and rebates. They also want to know why Americans pay more for the identical prescription medications than patients in other countries. According to theCenters for Disease Control and Prevention (CDC), recent data show nearly 50 percent of Americans used at least one prescription drug in the previous month, nearly 25 percent used three or more prescription drugs and 13.5 percent used five or more. Tens of millions of Americans rely on pharmaceutical therapies to manage chronic conditions, particularly those diagnosed with diabetes, heart disease, hypertension, arthritis and cancer. This is a matter of life and death for loved ones in families across the country. In 2023, the U.S. health care system spent $449.7 billion on retail prescription drugs, more than any other country. American taxpayers and patients aren’t getting the most bang for the buck.
    Q: What are you doing in this Congress to hold PBMs accountable?
    A: Returning as Chairman of the Senate Judiciary Committee in January, lowering drug prices is among my top legislative and oversight priorities. That includes building on my efforts to shine a bright light on PBMs. To that end, I’m pushing the FTC to finish its work. While I’ve welcomed a couple of its interim reports, it’s time to get the job done. Senator Maria Cantwell, Ranking Member of the Senate Commerce Committee, and I have teamed up to reintroduce a pair of bipartisan bills to combat the high cost of prescription drugs and pull back the curtain on PBMs. Transparency brings accountability. The Prescription Pricing for the People Actwould require the FTC to finish its study in a timely manner and provide policy recommendations to Congress to improve competition and protect consumers. The Pharmacy Benefit Manager (PBM) Transparency Act would ban deceptive and unfair pricing schemes and require PBMs to report to the FTC how much they make through spread pricing and pharmacy fees. Spread pricing is the difference between what PBMs charge a health plan and what they pay to a pharmacy for a certain drug. This practice is costing patients and taxpayers while curtailing access to affordable prescription drugs. I’m committed to bringing sunshine and fairness to the prescription drug marketplace.
