    WASHINGTON – Sen. Chuck Grassley (R-Iowa), Chairman of the Senate Judiciary Committee, this week joined Eugene Daniels on POLITICO’s Playbook Deep Dive podcast to discuss immigration policy, reconciliation, presidential pardon authority and the importance of bipartisanship.

    Audio and excerpts of the interview follow.

    On Kash Patel and President Trump’s nominees:

    “I did meet with Kash [Patel] in my office… I want somebody that’s going to help me do my constitutional responsibility of oversight… that’s my job, and I do a lot of oversight. I want Kash Patel to get me the answers to these questions and provide me the documents I need.

    “Whether it’s RFK or the CIA Director… I think there’s a lot of things in this town that need to be shaken up… they’re coming in to deliver on the mandate of this election, which is that people are fed up with the way Washington’s going. You’ve been in this town long enough to know that it’s an island surrounded by reality. The common sense that we have in the Midwest – we need more of it in Washington, D.C. and I think the [nominees] are going to bring it in, and Kash is one of them.”

    On immigration policy, the Laken Riley Act and deportations:

    “Talking about comprehensive immigration [policies], what makes it so difficult to do that is, you’ve got people on the right, maybe 10 to 15 Republicans that say, ‘I’m not going to vote for anything unless you get all 20 million people out of this country.’ And then you have people on the left that say, ‘I’m not going to vote for any immigration bill that doesn’t make everybody citizens yesterday.’ It’s tough to put together.

    “The last time you could get 65 or 70 votes for a comprehensive immigration bill was 2013… but I think it’s difficult to be any Republican or Democrat and say that we shouldn’t change laws that allow people with a criminal record to come into this country, and not only with a criminal record, committing a crime by coming here against our law, but then committing a murder.”

    “First of all, [deportations will focus on] people that are on the terrorist watch list, people that have a criminal record and the 1.5 million people who have been adjudicated that they’re not entitled to asylum… I think we’ve got to see how successful that is before we move to the people that maybe the only crime they committed was entering our country illegally.”

    On reconciliation:

    “The House has a view [that] we should have one reconciliation bill. The Senate has a view [that] there should be two reconciliation bills. A President helping us maneuver through that disagreement is very important, and Trump’s a good person to do that.”

    On presidential pardons:

    “I think it’s wrong the way [pardons] have been used recently… But I think the Constitution would have to be amended to change it, and I think it’s very clear that what Biden did, even if I disagree, or Clinton, what he did, or maybe some future president… I think they got the power to do it.

    “Biden’s pardoned people like Fauci, that’s never been accused of anything. Some president could say, you know, we’ve got 340 million people in this country, I’m going to pardon them all. That doesn’t make sense… It’s a way of protecting people, but it’s an abuse of their authority.”

    On the importance of bipartisanship:

    “[Partisanship] is a major problem now, more so than it’s been in the 45 years since I’ve been in the Senate, but it’s not as bad as what my constituents see… I think that people get the impression that Republicans don’t talk to Democrats, and that’s not true. There’s not a single Republican or Democrat that I dislike in the United States Senate. I don’t think any of them dislike me, and if they do, I don’t want to know who they are. 

    “You can’t get anything done in the United States Senate if it’s not bipartisan, except for reconciliation, and so the institution drives some of that [bipartisanship]… I believe that when people are talking, things get done. It’s when you don’t talk that things don’t get done.”

    On Grassley’s personal priorities:

    “Peace around the world. I thought after we broke up the Soviet Union, that would bring in a whole new world, and it did for a while. But there’s a lot of leaders that want more, and you wonder, why? Why does China want Taiwan? Why does Putin want Ukraine? Why does he want to reestablish the Soviet Union? That’s my concern.

    “I think there’s got to be something bigger than just yourself, or bigger than 340 million Americans. There’s got to be some certainty to life. It can’t be as simple as, ‘question authority.’ It can’t be as simple as, ‘just do it.’ There’s got to be a measure that you measure yourself against, and I think that’s a being beyond humanity. I call it God. For me, it’s following Jesus Christ.”

    Q: What’s your take on the first week of the new Trump administration?

    A: On January 20, President Trump was sworn into office, becoming only the second U.S. president to serve non-consecutive terms. With his historic comeback victory, voters delivered a clear mandate to the White House and Congress. President Trump led on a commonsense agenda to restore law and order, secure our borders and fix the damage the Biden administration did to the economy through inflationary spending. In addition, the Biden administration rewired sectors of the economy with government mandates and regulatory overreach to push its climate agenda that weakened U.S. energy security and raised the cost of living for Americans. President Trump wasted no time to signal his administration would work to unleash America’s natural resources to strengthen U.S. energy and national security.

    On his very first day in office, President Trump delivered on promises to secure the border and restore energy dominance. For example, he reversed President Biden’s immigration policies that allowed more than 10 million people to enter the country without our permission in the past four years. President Trump signed executive orders that declare a national emergency at the U.S.-Mexico border enabling the administration to continue construction on the border wall; resume a policy that requires people seeking asylum to wait in Mexico while an immigration judge considers their case; enforce the DNA Fingerprint Act (a policy I pushed during the Biden administration) to curb human trafficking and help law enforcement track down violent criminals; trim the refugee resettlement program; prevent the entry of illegal border crossings; and direct the Secretary of State to look into designating cartels as foreign terrorist organizations. As chairman of the Senate Judiciary Committee, which has oversight and legislative jurisdiction over the nation’s immigration laws, I’m focused on working with this administration to help turn President Trump’s promises to secure the border and stop the flow of illegal immigration into policy realities.

    Q: What was the first piece of legislation Congress sent to the president’s desk?

    A: To kick off the 119th Congress, I’m happy to report legislation I co-led with Sen. Joni Ernst for nearly 10 years was included in the first bill sent to President Trump. Our bill is named after a young Iowan from Council Bluffs who was killed in 2016 by an illegal immigrant who was driving drunk. Sarah Root lost her life just 16 hours after graduating with honors from Bellevue University. The driver was released on bail and never seen again, evading justice. Our bill would require that illegal immigrants who kill or commit serious bodily injury to another person are detained and prosecuted. The Senate approved Sarah’s Law as an amendment to legislation named after Laken Riley, a 22-year-old nursing student killed in Georgia last year by an illegal immigrant from Venezuela. Previous to her murder, her killer had been arrested for shoplifting, but then released. The Laken Riley Act will require U.S. immigration officials to detain illegal immigrants who commit certain crimes, including robbery, theft and assaulting a police officer. As an original co-sponsor of these bills, I’m glad to help restore law and order on our streets and deliver justice to victims of crime. As Senate President pro tempore, I signed the bill on Capitol Hill before sending it to the president’s desk for his signature. The American people deserve and expect nothing less. If illegal immigrants hurt or kill someone in America, the federal government must prioritize their detention, prosecution and deportation. It’s common sense.

  • MIL-OSI USA: Boozman Joins Legislation to Protect Survivors of Abortion

    WASHINGTON––U.S. Senator John Boozman (R-AR) joined Senator James Lankford (R-OK) to introduce the Born–Alive Abortion Survivors Protection Act to protect newborns who survive abortions by requiring they receive care from health care practitioners.
    The Born-Alive Abortion Survivors Protection Act adds clear expectations of care, hospital transfer requirements, mandatory reporting, private rights of action for moms and reasonable criminal penalties for health care professionals who violate the law. Current law does not provide measures to enforce the protection of these infants, which has allowed the current practice of leaving a child to die after a botched abortion to continue.
    “As a society, we should always uphold the dignity of every life. Neglecting to provide life-saving care after a failed abortion is a cruel and inhumane violation of the oath every medical provider swears by to ‘do no harm,’” said Boozman. “I am proud to join my colleagues to protect vulnerable babies regardless of the circumstances of their birth.” 
    “No child should be denied medical care simply because they are ‘unwanted.’ Today, if an abortion procedure fails and a child is born alive, doctors can just ignore the crying baby on the table and watch them slowly die of neglect. That’s not an abortion, that’s infanticide,” said Lankford.

  • MIL-OSI USA: Boozman, Wicker Introduce Legislation to Block Taxpayer Funded Abortions

    WASHINGTON ––U.S. Senators John Boozman (R-AR) and Roger Wicker (R-MS) introduced the No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act to make the Hyde Amendment, which prevents the use of taxpayer dollars to fund abortions, permanent.
    Under current law, the Hyde Amendment must be reauthorized by Congress every year.
    “There has a been longstanding, bipartisan agreement that Americans should not be forced to subsidize abortions with their hard-earned tax dollars,” said Boozman. “Recent attempts to undermine that standard are troubling and we should set a standard across the federal government that protects the consciences of millions in the pro-life community.
    “Millions of Americans share my belief that unborn life should be protected in the womb. Using taxpayer dollars to fund abortions is wrong,” Wicker said. “My Senate Republican colleagues, and I will continue fighting to preserve life.”

  • MIL-OSI USA: Shaheen Helps Introduce Bipartisan Legislation to Support Firefighters with Service-Related Cancers

    (Washington, DC) – This week, U.S. Senator Jeanne Shaheen (D-NH) helped introduce the bipartisan Honoring Our Fallen Heroes Act, led by U.S. Senators Amy Klobuchar (D-MN) and Kevin Cramer (R-ND). The bipartisan legislation, which passed unanimously (21-0) out of the U.S. Senate Judiciary Committee last year, would expand access to federal support for the families of firefighters and other first responders who pass away or become permanently disabled from service-related cancers. Currently, firefighters are only eligible for support under the Public Safety Officer Benefits (PSOB) program for physical injuries sustained in the line of duty or for deaths from duty-related heart attacks, strokes, mental health conditions such as post-traumatic stress disorder and 9/11 related illnesses.
    “Every day, firefighters put themselves in immediate danger to protect their communities, often resulting in long-term health risks associated with serving in the line of duty,” said Shaheen. “It’s outrageous that when these heroes lose their lives or face severe disabilities due to service-related cancers, many of their families do not receive the same benefits as those who die in the line of duty. It’s time to fix this injustice by passing this bill that would give these families and firefighters the support they deserve.”

    The Public Safety Officers’ Benefits (PSOB) program provides benefits to the survivors of firefighters; law enforcement officers; and other first responders who are killed as the result of injuries sustained in the line of duty. The program also provides disability benefits where first responders become permanently or totally disabled. The Public Safety Officers’ Educational Assistance (PSOEA) program, a component of the PSOB program, provides higher-education assistance to the children and spouses of public safety officers killed or permanently disabled in the line of duty. The PSOB and PSOEA programs are administered by the Department of Justice’s Bureau of Justice Assistance (BJA).

    As a senior member of the U.S. Senate Appropriations Committee, Shaheen has consistently secured resources to support New Hampshire firefighters. During the ongoing FY 2025 appropriations process, Shaheen has pushed to increase funding to $385 million for both the Assistance to Firefighters Grants (AFG) and the Staffing for Adequate Fire and Emergency Response (SAFER) programs, an increase of $122 million over FY 2024. In August, Shaheen celebrated the announcement of more than $2.9 million in federal funding to support Granite State firefighters.

Lisa and Henry worked closely together to commission the statue depicting Barbara Johns on Capitol Square – honoring at the seat of our government a pivotal figure and moment in the struggle for civil rights in Virginia.

  • MIL-OSI USA: Warner, Kaine, Griffith Announce over $26 Million in Federal Funding for Lee County Sewer Improvement Project

    WASHINGTON – Today, U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) and U.S. Rep. Morgan Griffith (R-VA) announced $26,250,000 in federal funding from the U.S. Army Corps of Engineers for the Lee County Sewer Improvements Project. The funding was awarded courtesy of the disaster relief package that the lawmakers pushed for and passed in December 2024 as part of legislation to fund the government.

    “High-quality water infrastructure is crucial to the health and well-being of our communities,” said the lawmakers. “We’re thrilled to have helped secure this substantial funding for Lee County that will modernize and expand public wastewater collection for the region.”

    The project, which has received critical support through the Bipartisan Infrastructure Law, will provide wastewater service to hundreds of households and over 1,000 residents in Lee County, Virginia. The project will also serve as the basis for expansion of Lincoln Memorial University, which is an integral driver of the region’s economy.

    This funding proved more urgently needed in the wake of Hurricane Helene. The storm caused significant damage to wastewater infrastructure across Southwest Virginia. This project will help to ensure that the community’s wastewater systems are better protected against future disaster events.

    The lawmakers have been longtime supporters of this project. Sens. Warner and Kaine requested funding for the project as part of Fiscal Year 2025 appropriations process, and earlier this month, the lawmakers wrote to the Office of Management and Budget and the Assistant Secretary of the Army for Civil Works to request funding for this project made available by the December 2024 funding bill.

  • MIL-OSI USA: Kennedy, Lee introduce bill to permanently stop funding for abortions overseas

    WASHINGTON – Sen. John Kennedy (R-La.), a member of the Senate Judiciary Committee, joined Sen. Mike Lee (R-Utah) in introducing the Protecting Life in Foreign Assistance Act.
    The bill would permanently codify the Protecting Life in Global Health Assistance policy (formerly the Mexico City Policy), which forbids the funding of foreign non-governmental organizations that perform or promote abortions. The Mexico City Policy was first instituted by Pres. Ronald Reagan and has since been rescinded and reinstated by various presidential administrations. Pres. Donald Trump expanded this policy to close previously existing loopholes and renamed it the Protecting Life in Global Health Assistance policy.
    “America shouldn’t fund abortions in foreign countries—no matter which party holds the White House. It’s time for Congress to show some moral clarity on this issue once and for all by passing this bill,” said Kennedy.
    “In our quest to build a society where every precious human life is protected, we cannot allow the tax dollars of American families to be used against the most vulnerable people in our country and across the world: the unborn,” said Lee.

    “In a sworn statement under the penalty of perjury, a new report shows U.S. Defense Secretary nominee Pete Hegseth was ‘erratic and aggressive’ toward his second wife over many years, to the point that she feared for her safety. The report also details repeated instances of his drinking alcohol in excess, including the need to be dragged out of a strip club while in uniform. This affidavit is part of a disturbing pattern of behavior that has been documented through numerous public and private reports. The affidavit also raises additional questions about the thoroughness of his FBI background check during a rushed confirmation process.
    “Despite repeated requests, Mr. Hegseth has refused to meet with the vast majority of  Democratic members of the Senate Armed Services Committee. We request that Mr. Hegseth meet privately with every interested lawmaker on the committee before the Senate votes on his nomination so that we can have frank discussions about the new information that has come to light. It would be irresponsible and contrary to our constitutional duty for the Senate to vote to confirm this nomination before such meetings have occurred.”

    Today, Senator Josh Hawley (R-Mo.) sent a letter to insurance companies regarding reports that claims related to Hurricane Helene are being denied after Hurricane Helene and Hurricane Milton devastated American communities. In his letter, the Senator calls on them to publicly testify before the Senate Homeland Security and Governmental Affairs Subcommittee on Disaster Management—which Senator Hawley chairs—and pushes for answers about their claim processing practices.
    “These reports [of coverage denials] are outrageous. Americans purchase insurance so that when disaster strikes, they and their loved ones will have some recourse. That is the reason insurance companies exist in the first place,” wrote Senator Hawley. “Denying coverage to American policyholders, at a time when so many of them have been displaced and left grieving, is not merely a betrayal—it is morally obscene.”
    The letter comes on the heels of President Trump’s Friday visit to western North Carolina to meet with hurricane victims who are still struggling with the destruction and loss caused by the hurricane. During his press conference, President Trump invited victims to share their stories and specifically name the insurance companies denying their claims.

    Earlier this year, American communities were devastated by Hurricanes Helene and Milton. Countless Americans lost loved ones, homes, businesses, and beloved towns in the violence of the storm. Now, all across the eastern seaboard, thousands are struggling to recover and rebuild their lives. 
    Widespread reports indicate that some companies are standing in the way. Seizing the opportunity to limit their own liabilities, insurance companies processing claims related to these hurricanes are reportedly engaged in a pattern of denying homeowner insurance claims.1 If this is true, Americans who’ve already lost nearly everything now face the ultimate insult: loss of any chance to rebuild. They will be left with virtually nothing.
    These reports are outrageous. Americans purchase insurance so that when disaster strikes, they and their loved ones will have some recourse. That is the reason insurance companies exist in the first place.     WASHINGTON, DC – U.S. Senator Jacky Rosen (D-NV) joined a letter urging President Trump to exempt all Veterans Affairs (VA) employees from the federal hiring freeze he issued this week. In response to this letter, the Trump Administration has announced it’s exempting health care and law enforcement positions, but other jobs related to veteran’s benefits are still affected. The hiring freeze will negatively impact Nevada’s veterans, including by blocking the hiring of personnel needed to process benefits.
    “As written, this Memorandum could dramatically impair the ability of veterans across the country to get the timely care and benefits they desperately need,” wrote the Senators. “It could also delay or deny various other services across VA – from burial services to job training to assistance for homeless veterans to life-saving assistance from the Veterans Crisis Line.”
    “Mr. President, to prevent the delay or denial of life-saving services and benefits for our nation’s heroes, we urge you to provide an immediate, clear, and full exemption to VA personnel from your hiring freeze,” they continued. “We are hopeful to work with you to build upon our nation’s promise to these men and women, but we also vow to fight every effort that dishonors their service and reneges upon that sacred promise.”

    Senator Rosen has worked consistently to deliver for Nevada’s veterans. Earlier this year, a bipartisan bill she supported to expand veterans’ benefits outreach became law. Senator Rosen’s bipartisan bill to require the VA to maintain a permanent helpline for veterans to use for information on VA services is now law as part of the National Defense Authorization Act for Fiscal Year 2025. She also successfully pushed President Biden to include the construction of a new VA hospital in Reno in his 2024 Budget Request and helped introduce and pass bipartisan legislation to officially authorize its construction.

    BACKGROUND:
    West Point first began using the phrase “Duty, Honor, Country” in 1898. The significance of that phrase gained prominence during General Douglas MacArthur’s memorable 1962 speech to the Corps of Cadets, in which MacArthur celebrated “Duty, Honor, Country” as essential virtues for military officers. His speech transformed those three words from an informal motto to a revered creed that would shape West Point’s identity.
    In 1998, West Point added “Duty, Honor, Country” to its official mission statement:  To educate, train, and inspire the Corps of Cadets so that each graduate is a commissioned leader of character committed to the values of Duty, Honor, Country; professional growth throughout a career as an officer in the United States Army; and a lifetime of selfless service to the nation. 
    In March 2024, West Point leadership revised that mission statement, removing “Duty, Honor, Country.” To build, educate, train, and inspire the Corps of Cadets to be commissioned leaders of character committed to the Army Values and ready for a lifetime of service to the Army and Nation.

    Senators Kevin Cramer (R-N.D.) and Mike Rounds (R- S.D.) also co-sponsored this legislation. It was introduced in the House by Representative Andy Biggs (R-Ariz.).

    BACKGROUND:

    The VA MISSION Act was enacted in 2018 to enhance veterans’ access to healthcare by expanding their options to receive care from community providers outside the VA system.
    This landmark legislation aimed to streamline and consolidate community care programs, establish clear eligibility criteria, and ensure timely access to care, reducing both wait times and travel burdens for veterans.
    However, in the years following its passage, veterans have frequently reported challenges in obtaining referrals for community care. Despite the VA MISSION Act’s objectives, evidence suggests that the Biden administration’s VA introduced extensive bureaucratic obstacles, discouraging veterans from seeking community care in favor of retaining them within the VA’s direct care system. These actions have undermined the intent of the VA MISSION Act by creating unnecessary delays and complexities in the referral process.
    Currently, veterans must meet certain eligibility criteria, and the VA must approve the provider referral to seek care in non-VA facilities under the Veterans Community Care Program. The Veterans Health Care Freedom Act would remove the VA from the referral process to allow veterans to seek care where it is most convenient. 

    VETERANS HEALTH CARE FREEDOM ACT:

    Specifically, the Veterans Health Care Freedom Act would:
    Create a three-year pilot program within the VA Center for Innovation Care and Payment to improve veterans’ access to health care in the free market;
    Require that the pilot program be carried out in at least four Veteran Integrated Service Networks (VISN);
    Improve access to free market health care by allowing veterans to access primary, specialty, and mental health care outside of their corresponding VISN and at non-VA facilities;
    Require the VA to give veterans information about eligibility, cost sharing, treatments, and providers so that they can make informed decisions with respect to selection of primary and specialty care providers and other available treatments;
    Make the pilot program permanent nationwide four years after enactment of the Veterans Health Care Freedom Act;
    Require the VA to submit reports to House and Senate Veterans’ Affairs Committees on the implementation and results of the pilot program, as well as the final design; and
    Fund the pilot program using appropriations otherwise made available to the Veterans Health Administration.

    WASHINGTON—U.S. Senator Chris Murphy (D-Conn.) on Friday spoke on the U.S. Senate floor to oppose the confirmation of Pete Hegseth as Secretary of Defense. Murphy called on Republicans to reconsider advancing Hegseth’s nomination in light of serious unanswered questions about his character and conduct, troubling past statements and positions, and inadequate experience for this demanding and critical job.
    “It is not hyperbole to say that we have never seen a candidate, at least in modern times, to lead our soldiers and our troops, who is as dangerously and woefully unqualified as Pete Hegseth,” said Murphy. “I think his history of personal misconduct in and of itself is disqualifying. It is just an embarrassment to the country at a moment when we want to win more friends and allies. It’s just the wrong match for a department that oversees the moral and professional development of young men and women, to have someone with that kind of history leading the agency. But it is also important [to consider] the views that he has expressed on how he would run the Department of Defense, because I fear he will run it into the ground.”
    Murphy warned that Hegseth’s commitment to advancing Donald Trump’s ‘war on woke’ would sow mistrust, paranoia, and instability within the military: “He has promised to fire top-end military leaders who are engaged in his nebulous ‘war on woke.’ So if you care about making sure that you’ve got troops from different backgrounds and different parts of the country, maybe that’s a ‘war on woke.’ If you promote a woman, maybe that’s a ‘war on woke.’ If you care about making sure that your troops don’t engage in unethical conduct, maybe that’s a ‘war on woke.’ If you contract with a local business that may not be aligned with Donald Trump, maybe that’s part of the ‘war on woke.’ We have no idea. And so what will happen inside the Department of Defense is just a constant sense of paranoia, a constant looking over your shoulder, a grinding to a halt of business-as-normal because nobody knows what is a fireable offense and what isn’t. How do I stay on the good side of Pete Hegseth? What gets me on the bad side?”
    On Hegseth’s comments in his book, ‘We need moms, but not in the military. Especially in combat units,’ Murphy said: “What an insulting thing to say. What a disgusting thing to believe. ‘Dads push us to take risks, moms put the training wheels on our bikes.’ My mom taught me to take risks. My dad told me to take risks, too. But is there a single United States senator here who believes that our mothers, the women in our lives, aren’t risk takers? That they didn’t push us to be better? Pete Hegseth believes–he just believes this–that women hold us back. That women hold men back. That women hold their sons back. And it just doesn’t matter that he has walked back these statements. Magically, he had a conversion on the issue of women in the military. Magically, he started saying less offensive things about women, right after he was nominated to be Secretary of Defense. Nobody believes this conversion. This is a conversion for political reasons only. It does not mask the fact that this is what Pete Hegseth believes. That he believes that women are inferior to men.”
    Murphy added: “Many have pointed out the real impacts [Hegseth’s] ideas will have surrounding women in combat, and what those comments could mean for our more general readiness. Why? Because there are 360,000 women serving in the U.S. military today, in a variety of capacities. They are essential to keeping this nation safe. And now every single one of them knows that the man taking over the Department of Defense doesn’t think they are worthy to serve, and that their prospects for advancement upon his elevation in the Department of Defense are compromised. Their ability to get fair treatment inside the Department of Defense has been compromised. And it won’t shock anybody if we see many of those women leave the service, and if we see many fewer women sign up to protect this country. That would come at an enormous cost–an enormous cost to the security of this nation.” 
    Murphy pointed to Hegseth’s dismissal of concerns about  extremism within the military, warning of the risks posed by failing to address the issue: “Hegseth has said that this issue of whether the Oath Keepers and the Proud Boys have influence inside the military–and there are plenty of reports that there are lots of active channels of communication and recruitment between these right-wing groups and the military–he says that that problem is fake, it’s fake. Now, I don’t know the extent of this problem, but I know it’s something we should talk about, and I’m very, very worried to have a Secretary of Defense who doesn’t believe it’s a problem even worth mentioning.”
    On Hegseth’s blatant disregard for international law and military justice processes , Murphy said: “Lastly, madam president, I want to talk about what I maybe think is the most dangerous part of Pete Hegseth’s views on the military, and that is his history of support for war criminals, his low regard for the code of military justice, and his disbelief, his nonbelief, in the concept of international law and the laws of war…He is interested in obliterating the rules of engagement. He doesn’t want any constraints on our soldiers. And while it is true that many of the enemies that we fight don’t follow any rules at all, it is not good for the United States’ security more broadly to give up on international law, the rules of war and the rules of engagement, and just accept a race to the bottom.”
    Murphy concluded: “These questions about women in combat, about the political campaigns that will be run inside the department that will breed a sense of paranoia, about taking seriously small but growing real threats to us, like extremism in the military, and then this bigger question of making sure that we have fealty to the laws of war and prohibitions against torture, I think all of those really concerning views of this nominee– even if the misconduct didn’t exist–would be enough for us to say, find somebody else. Find somebody else who is just going to do the job, instead of trying to bring these political agendas, whether it’s misogyny or anti-wokeism or anti-multilateralism, into a job that really should be pretty simple. Lead our troops, protect the nation, lift up America’s standing in the world. I know the cake may be baked at this point, but I just want to make one more plea to my Republican colleagues to reconsider their decision to confirm to lead the Department of Defense somebody who seems just hell-bent mostly on pursuing a political, not military, agenda, that I truly believe is certain to weaken our armed forces and threaten our national security.”

    The We Are Still In resolution signals ongoing support for U.S. climate ambition by leaders in Congress, who are continuing to work with and highlight local, state, regional, Tribal, and nongovernmental climate partners.     The culmination of a months-long investigation instigated by the tragic death of an eight-year-old girl, the Democratic staff report features a first-of-its-kind map of CBP medical processes, and analysis of inadequate medical care in CBP facilities, powerful whistleblower testimony, and seven recommendations to hold CBP accountable
    WASHINGTON – Today, U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, released an interim staff report and the findings of a months-long investigation into the chronic failure to provide adequate medical care to vulnerable individuals in U.S. Customs and Border Protection (CBP) custody, including a first-of-its-kind map of CBP medical processes, analyses of deficient medical care in CBP facilities, powerful testimony from impacted whistleblowers, and seven recommendations to hold CBP and its medical contractor accountable.
    Entitled “The Failure to Provide Adequate Care to Vulnerable Individuals in CBP Custody,” the Democratic staff report provides an overview of the Committee’s oversight efforts and key findings regarding CBP medical care, including systemic problems such as understaffing, lengthy detention of children, the failure to document and assess medical records, unclear and inadequate guidance for treating children and other vulnerable individuals, and CBP’s failure to conduct meaningful oversight of its medical contractor.
    This oversight work was prompted by the death of Anadith Danay Reyes Álvarez, an eight-year-old Panamanian girl, at a CBP detention facility in Harlingen, Texas, on May 17, 2023.
    On the report’s release, Durbin released the following statement:
    “Anadith Danay Reyes Álvarez likely would still be alive if she received adequate emergency medical care in CBP custody. She was eight years old when she died. Her mom couldn’t call her an ambulance while in custody and begged medical staff to help her—to no avail. We should always care about the health and safety of children, especially when they’re in the government’s care.
    “For too long, CBP has failed to meet basic medical needs and wasted taxpayer dollars. Whistleblowers have been key to our investigation, and I thank those who bravely came forward to speak truth to power.
    “While some steps were taken under the Biden Administration, more needs to be done. That’s especially true as formal monitoring of CBP medical care may soon end without court intervention. As the Trump Administration begins its aggressive and undisciplined anti-immigrant agenda, I urge CBP to adopt these recommendations. We must have increased monitoring, stricter oversight, and adequate care for vulnerable people, especially children, in government custody.”
    Key findings and takeaways from the investigation include:
    Children are held too long in CBP custody, putting them at risk.
    CBP facilities are chronically understaffed.
    Staff have not properly used medical records systems to track critical information about medically vulnerable individuals.
    Medical personnel are not always empowered to seek emergency medical services without approval from nonmedical personnel.
    Contracted medical personnel need consistent oversight by CBP to ensure the successful implementation of guidance to improve medical care for vulnerable individuals, including children.
    The report includes the following seven recommendations:
    Reduce time in custody and strengthen protections for medically vulnerable populations.
    Ensure staffing needs are met and increase access to physicians.
    Continue to improve the existing electronic medical record (EMR) system, ensure contracted medical staff access medical records in the EMR system, and share health information after release from CBP custody.
    Ensure medical services staff are empowered to seek higher-level care when appropriate.
    Enhance transparency of medical care oversight.
    Discontinue the use of isolation units except when a medical quarantine is needed.
    Ensure robust monitoring of medical care in CBP facilities by medical experts.

    The report is the latest step in Durbin’s ongoing inquiry into medical and mental health care in the Department of Homeland Security’s facilities. Durbin pressed for further investigation into deficient medical care in CBP detention facilities after whistleblower reports alleged systemic failures by DHS to ensure proper oversight of its medical care contractor.
    Durbin continues to actively investigate care in U.S. Immigration and Customs Enforcement (ICE) detention facilities, which he initiated with letters to ICE and the Government Accountability Office. A June 2024 report from the American Civil Liberties Union, Physicians for Human Rights, and American Oversight found that 95 percent of documented deaths in ICE custody between 2017-2021 were likely preventable.

    Hagerty on banks debanking conservatives: “I certainly side with President Trump on this one because I’ve seen it myself. Look, you’ve got these big banks that have DEI and ESG narratives that they’re trying to follow. You’ve got regulators; I think that’s the most pernicious aspect of this. You’ve got regulators here in Washington, bank supervisors that don’t have to put out a written warning. What they have to do is suggest that perhaps there’s some reputational risk associated with a particular entity or a particular customer, even Barron Trump has had difficulty getting a bank account. I think President Trump has felt this in his own family. Christian ministry groups are having a difficult time. It’s absolutely amazing to me and, I think, to all Americans that the banking system isn’t open and available to everybody in America. We’re going to change that. Now that the gavel has shifted here in the Senate, the Banking Committee is under Republican control. We fully intend to take supervisory action to get a very hard look at this. And on the Executive Branch side, I can guarantee you President Trump is going to dig into this too. It’s got to come to an end.”
    Hagerty on his strong support for Pete Hegseth: “Pete is also a hometown favorite for me. He’s from Tennessee. I’ve been friends with Pete for years; I’m delighted to see him into this position. I think if anybody watched the four and a half hours of Pete’s confirmation hearing, what they’ve seen is somebody that’s patriotic, someone that’s bright, someone that’s energetic. Pete’s the type of person that’s going to be transformative at the Pentagon at a time when we really need it. Pete has been clear: he’s going to be focused on lethality and competence, not on pronouns. And he is going to be the type of person that inspires, that helps us recruit and retain the type of military personnel that we need. We’re in a great deficit right now; that’s about to change when Pete Hegseth becomes our next Secretary of Defense, which he will […] [Pete has] the warfighter’s mentality. He understands what they need, and I think he’s going to be a shot in the arm for the Pentagon. It really is going to be a good, positive move.”
    Hagerty on the Panama Canal: “David, as you well know, Chinese entities have contracts and operate on both ends of the Panama Canal. I don’t think [President] Jimmy Carter ever anticipated this when he gave the Panama Canal away. This is a strategic asset that was built with American dollars and American lives, frankly. And it’s something that we need to take very seriously. I’ve negotiated with President Trump in the past when I was U.S. Ambassador to Japan. He delivered the U.S.-Japan Trade Agreement, the U.S.-Japan Digital Trade Agreement; I was deeply involved in those negotiations. And one of the things I know for sure is [that] you don’t get ahead of the president.”

    Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden today announced that the Federal Highway Administration (FHWA) is sending a total of $15,064,295 to reimburse the Oregon Department of Transportation (ODOT) for their vital repairs to roads and other critical infrastructure that were deeply damaged during several years of severe weather events.
    “Oregonians in every corner of the state have faced dangerous storms in recent years, which have taken a heavy toll on the infrastructure they need to move safely,” Merkley said. “ODOT went to work to repair and rebuild the roads and other important infrastructure that powers our communities, and these investments will help cover the cost of their essential efforts. I will keep working to ensure Oregon has the tools needed to recover and become more resilient in the face of future storms while we take on the climate chaos that is intensifying these disasters.”
    “Big storms leave big bills for small communities, and these federal resources will help Oregon to foot the bill for repairs ODOT provided for local roads and other key community infrastructure damaged by severe weather,” Wyden said. “I’m glad our state has secured these funds, and I’ll keep battling both for similar resources when natural disasters strike as well as for smart and science-based approaches that reduce the risks from the climate crisis.”
    “When these storms caused widespread damage to Oregon’s transportation system, our crews stretched themselves to their limits to keep Oregonians safe,” said ODOT Director Kris Strickler. “I want to thank Senators Merkley and Wyden, and the rest of Oregon’s federal delegation, for helping fund ODOT’s response and for helping Oregon recover from these tough storms.”
    The four new awards for Oregon were granted by the former Biden Administration through the U.S. Department of Transportation’s FHWA Emergency Relief Program, which helps agencies repair communities hurt by natural disasters and catastrophic events. These investments further build off the nearly $43 million Merkley and Wyden announced in September 2024 for Oregon’s state and local agencies to repair damaged roads, bridges, and other critical infrastructure damaged by severe weather in recent years. 
    Details of the new federal funding awards to further reimburse ODOT’s natural disaster recovery work are as follows:
    $9,428,695 for work that repaired damages sustained during severe winter weather in December 2022. The significant rains during this time caused flooding and landslides across the state. One of these landslides threatened to block I-84, and a large portion of a hillside came down and wiped-out Highway 101.
    $5,031,448 for ODOT’s infrastructure repairs following the January 2024 ice storm. This significant winter storm covered much of Oregon in ice, causing trees and power lines to come down across roads and damage signs. The same storm dropped several inches of rain in Southern Oregon, causing flooding and landslides.
    $325,510 for repairs following a series of severe thunderstorms that caused major flooding in Eastern Oregon in June 2023. This flooding occurred in Harney and Malheur counties, causing landslides that closed Highway 20 completely for five days and required significant efforts to clean up and repair the damage.
    $278,642 for repairs following a series of storms in early December 2023. The atmospheric rivers brought heavy rain and flooding, causing washouts of several roads and culverts, particularly impacting communities west of the Cascades.

  • MIL-OSI USA: In Oregon, There’s Always a Way—It’s the OREGON WAY

    When I became a U.S. senator to serve my fellow Oregonians, I vowed to visit every nook and cranny of the state by holding open-to-all town halls in each county, every year. Last weekend I held my first 2025 town halls in Marion and Yamhill Counties. After more than 1,100 town halls, I was gratified by the thoughtful questions and concerns voiced by Oregonians in those counties.  
    Oregonians want to be able to pay all our bills (grocery, energy, gas, healthcare, childcare and all the others that come – expected and unexpected), and live in communities with flourishing small businesses, good schools, healthcare and safe roads. We also want a secure future to pass down to our kids, both economically and environmentally. Oregonians want to know we are safe today and that America’s robust support system won’t fail us.
    This year, Oregonians in my first town halls of the new year are worried that America has lost its way among hateful rhetoric and the degradation of our Constitution. In true Oregon fashion, these caring residents asked how we could find our way back to kindness, empathy and humanity during this current administration. 
    Here’s my take:
    When things look rough, there is always a way. It’s called the Oregon Way. 
    When Oregonians participate in open-to-all town hall meetings, your voice is heard. I listen and take your concerns and ideas back to DC with me. Open-to-all town halls in every county of the state is a phenomenon unique to Oregon. Maybe if more legislators came out and listened to actual people and not oligarchs, things would look different.  
    I heard what Oregonians wanted when I worked to pass the  Inflation Reduction Act and the CHIPS Act. Both have benefited Oregon, creating real economic opportunities, as well as many other places in the U.S., including Texas and New York, New Mexico and Michigan, and more. Republicans will have to answer to their constituents if they tear down legislation that benefits ALL Americans simply because those laws were passed and implemented by Democrats. 
    Hearing what Oregonians last weekend told me they wanted, I will continue to fight to lower prescription drug costs despite the President’s executive order to reverse efforts to lower the cost of prescription drugs for people on Medicare and Medicaid. I will work to rein in pharmacy benefit managers and am willing to work with members of any party open to logic and serving their constituents over oligarchs.
    Speaking of oligarchs, while this current administration has shown that billionaires are far more important to them than working families, I’ll continue my drumbeat for billionaires to pay their fair share of taxes. It’s despicable that teachers, nurses and firefighters in the middle class and working class pay more in taxes than America’s gluttony class. 
    To recap, in terms of basketball, we have a rules book the other team must abide by and I’m holding them to it.  I’m putting on a full-court press on any and all efforts to undermine Americans’ rights and freedoms, no matter their color, race, religion or gender. Through our federal courts, we’ll ensure officiating is fair and impartial and will call foul when the other team tries to cheat to win. The best offense is a good defense and I’m blocking out bad policies and nominees, setting us up for a rebound. I’m in this game to win for Oregonians.

    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, took to the Senate floor to lay out her strong opposition to Pete Hegseth’s nomination to lead the Secretary of the U.S. Department of Defense (DoD). Murray articulated the many grave concerns she has with Mr. Hegseth’s qualifications, positions, and his character—and slammed him for refusing to meet with her before his confirmation vote.
    On Saturday, Murray called out Hegseth for refusing to meet with her until after his confirmation vote, and today on the Senate floor, she reiterated that every nominee should be willing to meet with senators to answer basic questions about how they would approach their role if confirmed, calling it: “beneath the dignity of the role he aspires to for Mr. Hegseth to refuse to meet one-on-one with most Democrats.”
    “I mean, if Mr. Hegseth is afraid of me, how is he going to stand up to China? Meeting with members on both sides isn’t just some formality—if you are confirmed, it is part of the job,” Murray said.
    “Let’s be perfectly clear about the stakes here—we are talking about who we will put in command of the most powerful military in the world. There is nothing on Mr. Hegseth’s resume that remotely suggests he has the experience for the role,” Murray continued. “I have a deep appreciation for his service to our country—I do. But let’s not kid ourselves here. I don’t see how being a Fox TV host prepares you to lead three million servicemembers and civilians. I don’t see how bankrupting a veterans’ nonprofit through wasteful spending qualifies you to manage a budget of nearly $900 billion dollars. Moreover, we really truly have no sense of what his understanding of military policy is or what his strategic priorities would be.”
    Murray pointed out that, because senators had had to spend so much time at Mr. Hegseth’s confirmation hearing asking him basic questions about his questionable character and fitness—questions Republicans refused to ask—they had little time to ask him about how he would do his job.
    “How does he plan to reduce costs and development times for key military capabilities that are critical to our national security? How would he invest in our defense industrial base and public shipyards, like the one in my home state in Washington? How does he view the pacing threat in the Indo-Pacific and how would he work with our partners and allies to prepare for a potential conflict? Does he have any thoughts on that at all?,” Murray asked. “This is just not a serious candidate who has thoughtful positions on the challenges we face.”
    “You know what position he is serious about? What he has stated over and over again? ‘I’m straight up just saying we should not have women in combat roles.’ He said that last November,” Murray said on the Senate floor. “He has also made clear he has little regard for the Geneva Conventions. Now maybe this is a bit old fashioned of me, but I think we should have a Secretary of Defense who is firmly against war crimes. Not one who has spoken in favor of torture like water boarding, in favor of people convicted of war crimes, and questioned whether we should follow the Geneva Conventions.”
    “And let’s not forget—in addition to having no real qualifications, and many alarming positions, Mr. Hegseth also has many red flags that raise serious concerns about his character and conduct… There is no world where we should have a predator running the Department of Defense that is responsible for the wellbeing of millions of women and men in uniform.”
    Murray concluded by saying, there is no world where the person in charge of the U.S. military should see his fellow Americans as the enemy. In Hegseth’s book American Crusade, published in 2020, Hegseth wrote: “The other side, the left, is not our friend. We are not esteemed colleagues, nor mere political opponents. We are foes. Either we win or they win. We agree on nothing else.”“How are troops supposed to trust you to keep them safe in combat if you think half the nation is the enemy? How are Muslim servicemembers supposed to trust you if you think their religion is a threat to the country? How are women servicemembers supposed to trust you if you think they should be at home?,” Murray asked on the Senate floor.
    “I don’t have an answer to that. Maybe Mr. Hegseth doesn’t either—maybe that is why he won’t meet with me. And then again, maybe it’s because he thinks I’m his foe because I’m a Democrat, or maybe he doesn’t think I should have a say in the military issues because I’m a woman. But I do have a say—and I say someone like Mr. Hegseth is grossly unqualified to take on one of the most important jobs in the world,” Murray said.
    As the top Democrat on the Senate Appropriations Committee, Senator Murray helps author and negotiate defense spending each year. In Fiscal Year 2024, Murray prioritized investments in our servicemembers and military families, including by delivering on a 5.2% pay raise for servicemembers, expanding child care services, increasing funding for sexual assault prevention services, and boosting mental health and suicide prevention resources. Senator Murray also played a leading role in negotiating and delivering on a comprehensive national security supplemental in April of 2024 to extend aid to Ukraine, provide badly needed humanitarian relief, and support key partners in the Indo Pacific while deterring aggression by the Chinese government.

    “Mr. President. I realize some Republicans were hoping we would cut this process short, but I have no problem coming to the floor, and having a lengthy discussion about Mr. Hegseth’s nomination to be Defense Secretary.
    “I am eager to talk about it. The only person who doesn’t seem to want to talk about the Hegseth nomination is actually Mr. Hegseth himself! Because, Mr. President, I have been trying for weeks to schedule a meeting with Mr. Hegseth prior to his confirmation vote.
    “I genuinely want a chance to ask him directly about my concerns with his character and fitness, yes, but also about the serious challenges facing our nation—whether it’s competition with China or aggression from Russia.
    “As Vice Chair of the Senate Appropriations Committee, I help write the bill that funds the Defense Department—every year. And that bill only passes with bipartisan support. I don’t think it’s asking a lot to be able to meet with the person nominated to lead that department.
    “I’ve had the opportunity to meet with ten of President Trump’s Cabinet nominees, and I look forward to meeting with more before they are confirmed by the Senate. Conducting these meetings is the absolute bare minimum given the role of each Senator and the constituents they represent.
    “But Mr. Hegseth refused to meet with me and has refused to meet with many of my Democratic colleagues.
    “I think most Americans would agree you shouldn’t get the job if you decide you can just skip the job interview. Every nominee—every nominee—should be willing to meet with Senators, regardless of their party, to answer basic questions about how they would approach their role if confirmed.
    “It’s honestly beneath the dignity of the role he aspires to for Mr. Hegseth to refuse to meet one-on-one with most Democrats.
    “What is he afraid of? Are the questions we have to ask really that hard? I mean, if Mr. Hegseth is afraid of me, how is he going to stand up to China?
    “Meeting with members on both sides isn’t just some formality—if you are confirmed, it is part of the job. So this is a serious concern, and one of many concerns I have with Mr. Hegseth’s qualifications, his positions, and his character.

    “Senators had just seven minutes during his confirmation hearing to ask questions—many asked the questions we knew our Republican colleagues would not, regarding Hegseth’s questionable character and fitness. Important questions, absolutely!
    “But because we had to spend so much time understanding if he even could do this job at the most basic level—we had precious little time to ask him about how he would do his job!
    “How would Pete Hegseth ensure our servicemembers and their families have the resources they need at home and abroad? How does he plan to reduce costs and development times for key military capabilities that are critical to our national security? How would he invest in our defense industrial base and public shipyards, like the one in my home state of Washington?
    “How does he view the pacing threat in the Indo-Pacific, and how would he work with our partners and allies to prepare for a potential conflict? Does he have any thoughts on that at all?
    “This is just not a serious candidate who has thoughtful positions on the challenges that we face.
    “You know what position he is serious about? What he has stated over and over again?
    “And I quote: ‘I’m straight up just saying we should not have women in combat roles.’ He said that last November. Or, ‘we need moms. But not in the military, especially in combat units.’
    “Now that is infuriating, and disqualifying—I don’t have to try very hard to imagine how that kind of condescending attitude will go over with our women in uniform.
    “And after decades of comments like this denigrating the role of women in the military in ways that simply do not square with reality, Mr. Hegseth’s recent about-face on this topic is just not convincing.
    “He has also made clear he has little regard for the Geneva Conventions. Now, maybe this is a bit old fashioned of me, but I think we should have a Secretary of Defense who is firmly against war crimes. Not one who has spoken in favor of torture like waterboarding, in favor of people convicted of war crimes, and questioned whether we should follow the Geneva Conventions.
    “And let’s not forget—in addition to having no real qualifications, and many alarming positions, Mr. Hegseth also has many red flags that raise serious concerns about his character and his conduct.
    “There is the report that he and his management team pursued women on his staff.  There is the report that he took his employees to a strip club and got drunk. There is the report he got drunk in uniform, and had to be carried out of a strip club. There is the report he chanted ‘kill all Muslims’ while he was drunk.
    “And beyond reporting, there are the police records backing up the account of a woman who told a nurse she may have been drugged and then raped by Pete Hegseth.
    “Now, we couldn’t hear from that woman because Mr. Hegseth reached a financial settlement and he has now threatened to sue her for speaking out. And we almost didn’t hear about that incident at all since he didn’t even disclose it when he was vetted!
    “But there are other people we have heard from. We know his mother once wrote to her son, directly criticizing him as an abuser of women. We know his former sister-in-law, in a signed affidavit, has shared she saw Mr. Hegseth drink to excess, and understood his ex-wife feared for her safety with him.
    “And we know that same ex-wife told the FBI, ‘he drinks more than he doesn’t.’ That is an awful lot of smoke for us to be ignoring the fire.
    “There is absolutely no world where someone who has a history of running up debts at nonprofits should be responsible for overseeing half of our discretionary spending.
    “There is no world where someone with a history of failing to address his irresponsible alcohol use should be given one of the most stressful jobs imaginable, and should be making life and death decisions on a daily and an hourly basis.
    “There is no world where we should have a predator running the Department of Defense that is responsible for the wellbeing of millions of women and men in uniform. I don’t get how that is complicated.
    “Mr. President, let me just end on this: there is no world where the person in charge of our military should see his fellow Americans as the enemy.
    “But Mr. Hegseth has made clear that is his view. Regarding Democrats and Republicans, he has written, and this is him: ‘The other side, the left, is not our friend. We are not esteemed colleagues, nor mere political opponents. We are foes. Either we win or they win. We agree on nothing else.’
    “That is an especially dark view of our country. Our military uniforms do not say Democrat. They do not say Republican. They just don’t.

In a letter to Trump, the senators stressed concerns about the negative impact the hiring freeze will have on the delivery of veterans’ health care and benefits nationwide – if not quickly reversed.
    “As written, this Memorandum could dramatically impair the ability of veterans across the country to get the care and benefits they desperately need,” the senators wrote. “It could also delay or deny various other services across VA – from burial services to job training to assistance for homeless veterans to life-saving assistance from the Veterans Crisis Line. That is why it is imperative for you to provide an immediate, clear, and full exemption to this hiring freeze for VA so it can continue to deliver on its sacred mission for veterans.”
    The senators also underscored that despite assurances of exemptions, they have heard from employees on the ground that the hiring freeze will extend to certain positions promised to be exempt: “In your Memorandum, little detail is provided to understand the scope of its exemptions. And despite assurances that VA benefits would be exempt, we have become aware the hiring freeze will extend to the Veterans Benefits Administration – a decision that will dramatically impact the processing of disability claims, growing the backlog and making it more difficult for veterans to access their earned benefits, including those promised in the PACT Act.”
    The senators pressed Trump for scaling back on VA employees, rather than continuing efforts to address chronic workforce shortages Congress has implemented over the last few years: “Instead of building upon those efforts, one of your first actions was to stop them entirely, and to issue new directives to VA personnel across the country to not only leave vacancies unaddressed, but to revoke job offers that have already been made. That is a betrayal of trust to veterans on day one of your Administration, and it is a betrayal of trust to prospective VA employees intent on serving veterans – an action that will undoubtedly have long-term impacts on VA’s ability to effectively recruit and retain the physicians, nurses, and other critical positions that make VA the preferred option for care for veterans.”

  • MIL-OSI USA: Risch, Tuberville Introduce Legislation to Repeal Corporate Transparency Act, Protect Small Businesses

    WASHINGTON – U.S. Senators Jim Risch (R-Idaho) and Tommy Tuberville (R-Ala.) introduced the Repealing Big Brother Overreach Act to overturn the Corporate Transparency Act (CTA) and protect small business owners from excessive federal reporting requirements.
    The CTA requires individuals with an ownership interest in a business to disclose personal information with the U.S. Treasury Department’s Financial Crimes Enforcement Network (FinCEN). The CTA specifically targets American small business owners – and failure to comply could result in up to two years of jail time and fines of up to $10,000 per violation.
    “Idaho’s favorite mom-and-pop shops are vital to our economy, but they cannot succeed when burdensome federal regulations require them to divulge private information,” said Risch. “The Repealing the Big Brother Overreach Actrescinds the overbearing Corporate Transparency Act and cuts back the federal government’s interference in small business operations.”
    “Small businesses are the backbone of our economy,” said Tuberville. “Small business owners are the ultimate job creators, yet they have been crushed by four years of Joe Biden’s disastrous economic policies. They need less government regulation, not more. The CTA requirements that dictate they must share personal data or pay a fine and spend time in jail does nothing but stifle increased economic growth.  This unprecedented intrusion into personal privacy is something you’d expect in Communist China, but not in the United States of America. I’m thankful that the Supreme Court is now deciding the legality of the CTA requirements, but we need to ensure that our business owners never have to worry about this again.”
    Implementation of the CTA requirements was slated to begin on January 1, 2025, but is currently paused as the legality of the requirements is argued in federal courts. The U.S. Court of Appeals for the Fifth Circuit upheld a nationwide injunction preventing the CTA’s implementation. The Biden Justice Department appealed the decision to the U.S. Supreme Court, which has agreed to hear the case.

    WASHINGTON, D.C. – Recently, U.S. Senator Shelley Moore Capito (R-W.Va.) joined a group of 10 Senate Republican colleagues—led by U.S. Senator Marsha Blackburn (R-Tenn.)—to introduce the Fostering Autonomy in Independent Returns by Prohibiting Redundant and Extralegal Programs (FAIR PREP) Act.
    This legislation would terminate the Internal Revenue Service’s (IRS) unauthorized “Direct File” tax filing program. By further barring the agency from unlawfully preparing taxpayer returns without Congressional approval, the bill would establish crucial safeguards to prevent future attempts to sidestep Congress.
    “Unfortunately, this program was a solution for a problem that doesn’t exist in a universe where free filing options are already available for millions of Americans. The IRS was not authorized to create this program, and the funds being used to prop it up should be redirected toward improvements for existing issues within the agency. By passing the FAIR PREP Act, we can reassert Congressional authority, demand accountability and oversight, and restore institutional integrity for the taxpayers of our nation,” Senator Capito said.
    BACKGROUND:
    In 2024, the Biden-Harris IRS launched the “Direct File” tax-preparation program without congressional authorization. Roughly 140,000 taxpayers utilized the new filing option – less than 1% of the estimated 19 million eligible taxpayers.
    Last year, Attorneys General from 13 states, sent a letter to the U.S. Department of Treasury suggesting that the IRS’s unilateral decision to create the program was “unnecessary and unconstitutional.” Despite low utilization rates and objections from congressional Republicans, including Senator Capito, the IRS announced that it would make the program permanent.
    The IRS estimates the program could cost up to $249 million annually, diverting resources from addressing longstanding agency shortfalls. Last month, a U.S. Government Accountability Office (GAO) report revealed the agency has already abandoned plans to hire additional staff and is reallocating hundreds of employees from its taxpayer-services account.
    WHAT THE FAIR PREP ACT DOES:
    Section 6020 of the Internal Revenue Code provides authority for the IRS to “prepare” or “execute” tax returns in limited, defined circumstances. This legislation would:
    Add a new subsection to Section 6020 explicitly prohibiting the IRS from preparing tax returns in unauthorized instances, beginning 30 days after the bill’s enactment;
    Name the Direct File program as an example of unlawful preparation; and
    Bar the Treasury Department and IRS from circumventing the rule by contracting with or awarding grants to third parties to operate such a program, unless explicitly authorized by Congress.
    Under this bill, longstanding programs and functions of the IRS would not be prevented, including the Volunteer Income Tax Assistance Program, Tax Counseling for the Elderly, the Free File partnership, fillable forms, and the correction of math errors. 
    Companion legislation was introduced in the U.S. House of Representatives by U.S. Reps. Adrian Smith (R-Neb.) and Chuck Edwards (R-N.C.)

Trump’s move this week to re-designate Ansarallah, more commonly known as the Houthis, as a foreign terrorist organization (FTO). The Houthis, a paramilitary organization in Yemen funded by Iran, pose a significant security threat to the United States as well as the peace and stability of Israel and the Middle East.
    Senator Capito is an original co-sponsor of legislation known as the Standing Against Houthi Aggression Act, which was introduced prior to President Trump’s announcement and would codify the Houthis’ FTO designation as U.S. law. 
    “The Houthis have spent more than a year consistently attacking U.S. ships at sea, targeting civilian commercial ships, and firing ballistic missiles at innocent civilians in Israel. It is imperative that we call these attacks exactly what they are – acts of terrorism – and respond accordingly. I was proud to join Senator Daines in introducing legislation to re-designate the Houthis as a FTO following President Biden’s weak response to Houthi aggression.     BACKGROUND:
    President Trump’s Secretary of State Mike Pompeo designated the Houthis as an FTO on January 19, 2021. Approximately one month later, former President Joe Biden’s Secretary of State Antony Blinken revoked their FTO designation. In January 2024, Biden re-designated the Houthis as a Specially Designated Global Terrorist (SDGT), which falls short of the FTO designation needed to implement full sanctions and has not deterred Houthi aggression.

  • MIL-OSI USA: Klobuchar, Cramer Introduce Bipartisan Legislation to Support Firefighters with Service-Related Cancers

    WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Kevin Cramer (R-ND) reintroduced the Honoring Our Fallen Heroes Act. The bipartisan legislation, which passed unanimously (21-0) out of the Senate Judiciary Committee last year, would expand access to federal support for the families of firefighters and other first responders who pass away or become permanently disabled from service-related cancers. Currently, firefighters are only eligible for support under the Public Safety Officer Benefits (PSOB) program for physical injuries sustained in the line-of-duty, or for deaths from duty-related heart attacks, strokes, mental health conditions such as post-traumatic stress disorder, and 9/11 related illnesses.

    The legislation is being introduced in honor of Michael Paidar, a St. Paul fire captain who died of an aggressive form of Acute Myeloid Leukemia on August 26, 2020 while still working for the fire department. In 2021, after strong advocacy from the Paidar family, the Minnesota Department of Public Safety awarded line-of-duty benefits to Captain Paidar’s widow Julie. This was the first time that a firefighter’s family had received benefits for cancer incurred in the line-of-duty through Minnesota’s state Public Safety Officer Benefits program. The Honoring Our Fallen Heroes Act would ensure that firefighters and other first responders across the country are eligible to receive similar benefits under the federal PSOB program.

    The Public Safety Officers’ Benefits (PSOB) program provides benefits to the survivors of fire fighters; law enforcement officers; and other first responders who are killed as the result of injuries sustained in the line of duty. The program also provides disability benefits where first responders become permanently or totally disabled. The Public Safety Officers’ Educational Assistance (PSOEA) program, a component of the PSOB program, provides higher-education assistance to the children and spouses of public safety officers killed or permanently disabled in the line of duty. The PSOB and PSOEA programs are administered by the Department of Justice’s Bureau of Justice Assistance (BJA).

    The Honoring our Fallen Heroes Act would expand access to federal support for the families of firefighters and first responders who pass away from cancer caused by carcinogenic exposure during their service. The bill would also extend disability benefits in cases where these first responders become permanently and totally disabled due to cancer.

    “There are thousands of firefighters across the United States that are in the fight for their life battling cancers that they should never get and hundreds more receiving a diagnosis daily.  In 2022, 75% of firefighter Line of Duty Deaths (LODD) were due to occupational cancer. Saint Paul Firefighters IAFF Local 21 will always remember Captain Mike Paidar as a fit, healthy man, a loving father, doting husband and a courageous firefighter, who loved his job and went to work each day with a smile on his face to care for people that needed his help. Sadly, Mike died from his job related exposure to known carcinogens. The Honoring Our Fallen Heroes Act makes it possible for us to preserve Mike’s dignity and care for his family, just as he did for so many others during their time of need. This is what we want to be Mike’s legacy, ” said Kyle Thornberg, President of St. Paul International Association of Fire Fighters Local 21.

    “Cancer is ravaging the fire service and is the leading cause of line of duty deaths. Medical studies and commonsense prove this epidemic comes from our exposures to toxins in smoke, vehicle exhaust, and even our own protective gear. In 2022, the International Agency for Research on Cancer found this evidence so clear that they classified the occupation of firefighting itself as a Group 1 carcinogen – their highest and most dangerous level. However, when fire fighters succumb to job-related cancer, their families are left with nothing and denied critically-needed death benefits. It is unconscionable to abandon fallen fire fighters’ families when they need help most. The IAFF applauds Senators Klobuchar and Cramer for standing with fire fighters’ families and ensuring they don’t fall through the cracks. The Honor Act will rightfully recognize our cancer deaths as line of duty deaths and provide families with sorely needed death benefits. We urge Congress to pass the Honor Act immediately and send a lifeline to families who have already sacrificed a loved one for our nation,” said Edward Kelly, General President of the International Association of Fire Fighters.

The Public Safety Officers’ Benefits Program should reflect the scope of the risks faced by our nation’s first responders, including occupational cancer.     “Modern medicine often struggles to link an officer’s medical condition directly to a specific on-the-job incident; however, federal law enforcement officers face significant carcinogenic exposure in the line of duty, especially as first responders to large-scale chemical, radiological, or biological incidents. Unfortunately, the current Public Safety Officer Benefits (PSOB) system denies many officers earned benefits due to these scientific limitations. We commend Senators Klobuchar and Cramer for introducing legislation to align the PSOB system with the real-world risks faced by law enforcement. This bill is a vital step toward ensuring officers receive the support they deserve,” said Mathew Silverman, National President of the Federal Law Enforcement Officers Association.

Public safety officers who are exposed to known carcinogens and who contract cancer that ends their lives or disables them should be considered to have sustained a personal injury in the line of duty for the purposes of the Public Safety Officers’ Benefits (PSOB) program. The Honoring Our Fallen Heroes Act recognizes these as line-of-duty injuries under the Public Safety Officers’ Benefits Program and ensures that officers suffering from these cancers and their families get the benefits they have earned. The ongoing health crisis among 9/11 responders has also brought to light other serious and long-term health risks that public safety officers across this country face from job-related exposures to known carcinogens. Cramer again in advocating for swift passage of the ‘Honoring Our Fallen Heroes Act’ to ensure PSOB benefits for the families of those who succumb to job-related cancers,” said Vincent Vallelong, President of the Sergeants Benevolent Association of the NYPD.

    Klobuchar has long led efforts to support firefighters and first responders. Klobuchar co-led bipartisan legislation to create a national cancer registry for firefighters diagnosed with the deadly disease was signed into law in 2018 and reauthorized last year. The Firefighter Cancer Registry Act calls on the Centers for Disease Control and Prevention (CDC) to monitor and study the relationship between career-long exposure to dangerous fumes and toxins and the incidence of cancer in firefighters.

    Klobuchar also worked to pass the bipartisan Fire Grants and Safety Act which was signed into law in 2023, and continues funding for the Assistance for Firefighters Grant and the Staffing for Adequate Fire and Emergency Response (SAFER) Grant programs. The Assistance for Firefighters Grant program helps firefighters and other first responders obtain critically needed equipment, protective gear, emergency vehicles, training and other resources. The SAFER Grants program provides direct funding to fire departments and volunteer firefighter interest organizations to increase or maintain the number of trained, “front line” firefighters and enhance their capacity to comply with staffing, response, and operational standards.

    Klobuchar also worked to pass the Protecting America’s First Responders Act, which was signed into law in 2021. This legislation improves the PSOB program by allowing benefit amounts to be calculated based on the date of the award and account for cost of living increases.

    Klobuchar also co-led legislation to retrofit older high-rise apartment buildings with sprinkler systems and help prevent future tragedies like the Cedar High Apartments fire, which took place in Minneapolis, Minnesota in 2019.
