    Today, U.S. Senator Kirsten Gillibrand visited Rush-Henrietta Senior High School to meet with school leaders and discuss her legislation to provide free breakfast, lunch, dinner, and a snack to all schoolchildren regardless of income. The bill would also expand access to free meals over the summer and eliminate school meal debt. 
    Free school meals are associated with a variety of positive outcomes, including improved attendance rates and school performance, fewer behavioral incidents, lower suspension rates, better health outcomes, and reduced financial stress for students and families.Rush-Henrietta Central School District is one of many districts in New York State that is able to offer free school meals because of the federal Community Eligibility Provision (CEP). CEP reimburses schools in low-income communities for providing free breakfast and lunch to all enrolled students. In 2022, Gillibrand, a member of the Senate Agriculture Committee, advocated directly to Congressional leadership to expand Community Eligibility for high needs schools.
    “In the richest country on earth, it is unacceptable that millions of kids go hungry each day. I’m proud that so many New York schools – including Rush-Henrietta High – already provide free meals for kids, but we must do more. The Universal School Meals Program Act would provide funding for free breakfast, lunch, dinner, and a snack for all students nationwide and slash burdensome red tape for school administrators,” said Senator Gillibrand. “This bill would make our families and communities healthier and stronger, keep kids in school, and work to fight the stigma too often associated with meal programs. I look forward to passing this critical legislation so every child in the United States has the food they need to succeed.”
    The Universal School Meals Program Act would: 
    Permanently provide free breakfast, lunch, and dinner to all schoolchildren regardless of income and put an end to burdensome application paperwork that poses a barrier to enrollment in meal programs.
    Increase the reimbursement rates for school authorities participating in the food and nutrition programs to more accurately reflect the true cost of providing meals.
    Reduce stigma associated with meal programs by eliminating meal debt and prohibiting school food authorities from discriminating against or overtly identifying a child participating in the free meal program.
    Expand the summer food service program and Summer EBT program by making all children eligible to participate in the programs. Currently, only communities where 50 percent of children are eligible for free or reduced-price lunch can operate a summer meals program; the Universal School Meals Program Act would make all communities eligible regardless of income.
    Senator Gillibrand is a longstanding champion for childhood nutrition. She leads the bipartisan MODERN WIC Act, which would make WIC benefits more accessible to low-income families by allowing them to certify and recertify for WIC services remotely. She also leads the bipartisan Summer Meals Act, which would provide meals to children and teens in low-income areas during the summer months when school is not in session.

Our students are capable of so much, we want them to reach their full potential. This type of legislation would help school districts and local communities address the needs of the whole child, allowing them to flourish in ways that some of them simply cannot right now.”

  • MIL-OSI USA: Grassley: Biden-Harris Stonewalling Prevents CBO from Conducting Complete Analysis of President’s 2025 Budget

    WASHINGTON – Senate Budget Committee Ranking Member Chuck Grassley (R-Iowa) today issued the following statement on the Congressional Budget Office (CBO)’s report, “An Analysis of the President’s 2025 Budget.”

    “Biden-Harris pie-in-the-sky policy proposals are so unrealistic CBO can’t even calculate their budget impact. This administration’s unprecedented lack of transparency and fiscal discipline is insulting to Congress and the taxpayer,” Grassley said. “President Biden and Vice President Harris shouldn’t count on Congress to go along with their plan to stick Americans with the bill for a bunch of unclear initiatives – especially today, when households are facing 20 percent higher prices than they were four years ago.”  

    The nonpartisan CBO has analyzed presidents’ budget proposals since the 1970s. Due to limited detail in many Biden-Harris policies, CBO hasn’t been able to estimate their budgetary effects as promptly or precisely as past administrations. 

    Grassley in March asked White House Office of Management and Budget (OMB) Director Shalanda Young if she would give CBO all the information it needs for this year’s report to Congress. In response, Director Young committed, “We will provide CBO what they need to do this independent assessment.” Despite this promise, CBO and the Joint Committee on Taxation (JCT) did not have enough information from OMB to produce independent estimates for more than 60 Biden-Harris budget proposals. Notably: 

    • CBO could not determine the total spending, revenues, deficits and debt under the Biden-Harris budget.
    • For the tax and mandatory spending policies CBO and JCT could assess, they found the administration overstated expected savings by over $1 trillion
    • CBO projects Biden-Harris’ base nondefense funding request exceeded the spending cap enacted in the Fiscal Responsibility Act

    Washington, D.C. – On Thursday, October 3, U.S. Senator Reverend Raphael Warnock (D-GA) joined President Biden in rural South Georgia to survey agricultural damage caused by Hurricane Helene and pledged his continued support to marshal federal resources and other assistance to Georgians in need.

    The Senator and President Biden visited Shiloh Pecan Farm in Ray City, where they received a briefing from pecan farmer Buck Paulk on the extent of storm damage on his and other farms in the area and the urgency of providing additional disaster relief to mitigate the economic impacts of Hurricane Helene on the state’s agriculture industry. During his remarks in Ray City following the tour, President Biden publicly credited Senator Warnock for his work to help secure a waiver ensuring the federal government will cover 100% of the costs associated with debris removal and standing up emergency protective measures in Georgia’s impacted areas.

    “Yesterday, I approved Governor Kemp’s request for the federal government to cover 100 percent of the cost for debris removal and emergency protective measures for three months, 100 percent. I must tell you, your Senator [Warnock] had a little bit to do with that when he called me,” said President Biden.

    While in South Georgia, Senator Warnock also pushed President Biden on the urgent need to approve the remainder of Georgia’s 93 impacted counties under the President’s federal major disaster declaration issued September 30, unlocking additional critical federal recovery resources and assistance. To date the Administration has only approved 41 of the 93 counties the state requested for individual and public disaster assistance, prompting Senator Warnock this week to press senior FEMA, White House officials, and President Biden directly to approve Georgia’s remaining impacted counties under the major disaster declaration without additional delay. Following Senator Warnock’s pushes, President Biden and Administration leaders have stated federal officials are actively working to quickly approve assistance for all of Georgia’s counties impacted by the storm.

    Senator Warnock and his office have been active in Georgia’s Hurricane Helene response efforts from the beginning, visiting Augusta on September 30 to deliver needed supplies and survey storm damage; making frequent contact with elected officials, hospital leaders, and other community leaders to address urgent needs and provide support; launching a new web clearinghouse of Federal and state hurricane recovery assistance and resources across the state; and advocating for swift congressional approval of additional federal disaster relief for impacted families and communities, especially Georgia’s farmers.

    Thank you for your ongoing efforts to implement the critical CHIPS and Science Act, including establishing the CHIPS Industrial Advisory Committee (IAC).
    We would like to recommend that Martin Schmidt, the President of Rensselaer Polytechnic Institute (RPI) be added to the IAC. Marty would be a strong addition to the group advising you on implementation of the CHIPS and Science Act.
    Some projections are that nearly 35,000 jobs requiring engineers, computer scientists and Ph.Ds will go unfilled over the next five years if we don’t change the trajectory of educating students at our academic institutions. As well, another 25,000 technicians with two-year degrees will be needed. Marty has the experience in this area and how to develop the diverse and inclusive workforce needed to fill these jobs in the industry.
    Marty is a rare voice that is fully grounded in science research, including semiconductors, and at the same time has extensive administrative and leadership experience. Marty holds a Ph.D in electrical engineering from MIT and was the provost at MIT and now at RPI, schools famous for making a difference in the world educating the technology workforce of the nation.
    As you move forward to establish new public-private partnerships and stand up the National Semiconductor Technology Center, the role of universities will become even more important to implementation of CHIPS.

    Schumer had pushed for TTM’s expansion in Central NY, personally calling the CEO last year, which resulted in TTM selecting Syracuse for their major 400 job expansion out of over a dozen other states, with the company also citing the federal Tech Hub designation Schumer created in his CHIPS & Science Law and recently landed for the Syracuse-Rochester Buffalo Region as one of the deciding factors for selecting the region for their final investment. Since then, Schumer helped the I-90 semiconductor Tech Hub become one of only twelve award winners, delivering $40 million from his CHIPS & Science Law. This includes major funding for workforce training initiatives to close gaps in upskilling, hiring, and retention, especially for populations that have been historically excluded from tech and manufacturing-related job opportunities that will help local workers get the skills they need for good-paying tech jobs like those at TTM.
    TTM’s expanded Central NY facility will be one of the most technologically sophisticated and largest advanced printed circuit board (PCB) manufacturing sites in North America, with a highly optimized process to allow for shorter lead times, faster delivery, and a significant increase in domestic capacity for Ultra-HDI PCBs, adding to TTM’s existing Central NY workforce of approximately 600 employees. These Ultra-HDI printed circuit boards are critical to our military and a vital component of the microelectronics and semiconductor industries, which are also seeing increased demand nationally driven by Schumer’s CHIPS & Science Act.

    Hurricane Helene made landfall as a Category 4 storm, causing catastrophic damage along Florida’s Gulf Coast. It’s crucial for the federal government to expedite state-requested resources and authorize key policy flexibilities in order for Floridians to make a swift recovery.
    U.S. Senators Marco Rubio (R-FL), Rick Scott (R-FL), and Florida colleagues sent a letter to President Joe Biden urging the direction of federal agencies to expedite requested resources and implement emergency policy flexibilities to help the people of Florida.
    “Mr. President: In the wake of Hurricane Helene, we write to urge you to direct federal agencies to expedite state-requested resources and actions and to implement precedented emergency policy flexibilities to facilitate a seamless federal response.”

    Dear Mr. President:
    In the wake of Hurricane Helene, we write to urge you to direct federal agencies to expedite state-requested resources and actions and to implement precedented emergency policy flexibilities to facilitate a seamless federal response. Specifically, we urge you to direct federal agencies to act on the following items:

    Federal Emergency Management Agency (FEMA):

    Temporary Housing Assistance
    On September 29, 2024, the Florida Division of Emergency Management (FDEM) requested FEMA to authorize Emergency Non-Congregate Sheltering, including in the form of Recreational Vehicles (RVs) and travel trailers in accordance with FEMA Policy 104-009-18, as well as in the form of Direct Housing Assistance in Individual Assistance-designated counties.  On October 1, 2024, FDEM requested FEMA to authorize Transitional Sheltering Assistance (TSA) for survivors of Hurricane Helene, including to modify FEMA Policy 104-21-0008 to add Friends and Family and Damaged Dwelling categories to the list of eligible survivor locations for TSA. We urge you to approve these requests as quickly as possible.
    Further, with respect to the swift delivery and deployment of FEMA temporary housing resources in impacted communities, we urge you to direct FEMA to authorize the use of travel trailers and manufactured homes in Special Flood Hazard Areas to ensure that housing unit recipients are able to stay on their properties while they rebuild permanent structures.  Due to the nature of Florida’s low elevation, FEMA’s regulatory requirements with regard to temporary housing in flood zones significantly restricts federal housing assistance in the state.  Enabling disaster survivors to remain on their properties following a disaster is crucial to the recovery process, as doing so reduces the need for survivors to commute from a remote location for the purposes of rebuilding and looking after their properties and affairs.  There is a precedent for FEMA allowing this policy flexibility.  Following Hurricane Ian, the provision of temporary housing resources was severely delayed due to FEMA regulations that prevented the placement of manufactured housing units and travel trailers in these flood zones.  However, FEMA ultimately authorized this flexibility following months of delays in temporary housing assistance.
    Issue Storm-Specific Guidance for Debris Removal, Demolition, and Disposal 
    In the wake of Major Disasters, FEMA may waive program requirements with respect to prior approval for debris removal, demolition, and waste disposal, and issue disaster-specific guidance to inform local communities on how they can remain in compliance with regulations and law while accounting for policy waivers in order to remain eligible for reimbursement.  We have heard from local governments, in designated counties, that the issuance of storm-specific guidance for Hurricane Helene debris removal, demolition, and waste disposal would enable them to confidently remove hazardous debris in an expedited manner without having to risk failing to comply with regulation or law.  We urge you to direct FEMA to issue storm-specific guidance for Hurricane Helene as quickly as possible. 
    Ensure Sand Removal, Screening, and Placement is Eligible for Category A Debris Removal Public Assistance Reimbursement
    Hurricane Helene washed tons of sand into the streets and rights-of-way of municipalities in designated counties along the Gulf Coast of Florida, impeding public transportation and evacuation routes.  Sand is an irreplaceable material for Florida’s outdoor economy, and composes the dunes and shorelines that protect infrastructure from storm surge, erosion and tidal flooding.  The collection and removal of sand from streets and rights-of-way, screening of sand to remove debris, and placement of screened sand along shorelines is time-intensive and may be too costly for non-federal entities to expense themselves.  We request you ensure the removal of sand debris, screening of sand for debris, and placement of sand on productive shorelines are eligible activities for FEMA reimbursement under Category A Public Assistance, just as it was following Hurricane Ian.

    U.S. Army Corps of Engineers (USACE):

    Emergency Permitting Procedures
    U.S. Army Corps of Engineers regulations allow the authorization of emergency permitting procedures to expedite emergency work and repair in emergency situations that may result in hazards to life, loss of property, or economic hardship.[2]  The severe impacts of Hurricane Helene pose such hazards, as navigation channels along the Gulf Coast of Florida have been impeded by debris from damaged and destroyed structures and infrastructure.  These channels must be cleared of hazards to promote safe navigation, and to enable recovery in remote coastal areas that require maritime access.  Further, terrestrial infrastructure, including shoreline infrastructure, may require expedited permitting procedures to prevent economic hardship and hazards to public safety from possible future severe weather. 
    Issue Flood Control and Coastal Emergencies (FCCE) Shoreline Easement Policy Memorandum
    The failed Army Corps of Engineers policy implementation of Section 103 of the Water Resources Development Act (WRDA) 1986 (33 U.S.C. 2213) has caused many hurricane risk reduction projects in Florida, including several in Hurricane Helene’s disaster areas, to become effectively defunct due to burdensome perpetual easement requirements.  Pinellas County, which suffered more deaths than any other county in Florida due to Hurricane Helene, primarily from storm surge, is ground zero for this federal policy failure that has led to the erosion of shorelines and dunes that are proven to mitigate storm surge impacts.  Section 361 of the Senate-passed Water Resources Development Act of 2024 contains language that would give policy flexibility to local project sponsors receiving supplemental FCCE funds to construct emergency FCCE projects with less-than-permanent easements.[3]  We urge you to direct the USACE to issue a policy memorandum on an expedited basis to implement this policy, which passed the Senate unanimously, so that local project sponsors have certainty they will be able to secure less-than-permanent easements in anticipation of receiving FCCE funds from a possible forthcoming disaster supplemental.  This policy would also enable local project sponsors to begin implementing hundreds of millions of dollars of supplemental FCCE funds appropriated in December 2022 that have been impeded by failed USACE policy implementation.  
    Operation Blue Roof 
    Hurricane Helene made landfall with winds of 140 miles per hour and higher wind gusts.  Due to the large size and fast forward movement of the hurricane, Helene projected strong winds over a large area, damaging roofs in the process.  Operation Blue Roof is an emergency program of the Army Corps of Engineers, in consultation with FEMA, for the deployment of blue plastic tarps to protect damaged homes from future rain damage.  Please consider activating Operation Blue Roof if FEMA, USACE, and partners assess sufficient need. 

    U.S. Department of Agriculture:

    Block Grant Authority for Agricultural Disaster Relief
    The State of Florida has requested Agriculture Secretary Vilsack to designate an Agricultural Disaster for the state, a request we support.  In addition to expediting an Agricultural Disaster designation, we urge you to recognize block grants to states as a valid method of disbursing supplemental disaster assistance to growers.  We would also welcome your support for explicitly including this authority in a forthcoming disaster supplemental.  Supplemental disaster assistance appropriated in December 2022 has been slow to reach growers, in part due to manpower constraints on the USDA’s ability to process and administer disaster loss claims.  Providing agricultural assistance via block grants to states allows state agencies to use their own employees as a force multiplier to process claims in an expedited manner, and disburse aid to agricultural producers more quickly.

    Under the President’s order today, Federal funds for debris removal and emergency protective measures, including direct Federal assistance has been increased to 100 percent of the total eligible costs for a period of 90 days of the Commonwealth’s choosing within the first 120 days from the start of the incident period.     Dear Speaker Johnson and Leaders Schumer, McConnell, and Jeffries,
    I write to you regarding the needs of the Nation.  As communities across the Southeast devastated by Hurricane Helene assess the extent of the damage, they are expecting their Federal Government to stand behind them in their most urgent time of need.  I have seen firsthand the devastation that Hurricane Helene brought to communities across the Southeast.  During my travels this week to North Carolina, South Carolina, Florida, and Georgia, I met with families, business owners, farmers, local and state officials, and first responders, all of whom shared with me their stories of survival—and resilience.  As leaders, we have a responsibility to ensure that everyone in communities ravaged by natural disasters will have the Federal resources they need and deserve to respond to and recover from deadly storms and other natural disasters.  
    My Administration will be with those affected until the job is done, and we have a solemn obligation to provide confidence that the Federal Government will stand with them as they rebuild their lives and their communities.  Furthermore, this responsibility extends to the many communities around the Nation that are still rebuilding from previous disasters.
    Over the past 10 days, including in the lead up to Hurricane Helene making landfall, my Administration has provided robust and well-coordinated Federal support for the ongoing response and recovery efforts.  The Federal Emergency Management Agency (FEMA), the Department of Defense, and other Federal partners have quickly mobilized to support impacted citizens and communities in the six States where major disasters have been declared due to Hurricane Helene:  Florida, Georgia, North Carolina, South Carolina, Tennessee, and Virginia.  They are performing critical life-saving and life-sustaining missions and will continue to do so within present funding levels.  As with other catastrophic disasters, it will take some time to assess the full requirements for response and recovery efforts, and I fully expect that the Congress will do its part to provide the funding needed.
    While FEMA has the resources needed for the immediate emergency response phase, at least one other agency does not.  Most urgently, the Small Business Administration’s (SBA) disaster loan program will run out of funding in a matter of weeks and well before the Congress is planning to reconvene.  I warned the Congress of this potential shortfall even before Hurricane Helene landed on America’s shores.  I requested more funding for SBA multiple times over the past several months, and most recently, my Administration underscored that request as you prepared a continuing resolution to fund the Government.  Now the need is even more urgent.  Small businesses and individuals in affected areas depend on disaster loans as a critical lifeline during difficult times.  In fact, for individual disaster survivors, SBA loans are often the largest source of Federal disaster recovery funds.  Renters and homeowners use these loans to repair and rebuild their homes as well as replace or repair damaged property including their personal vehicles, while businesses use them to cover basic operating expenses.  The Congress must act to restore this funding.
    In addition, while FEMA’s Disaster Relief Fund has the resources it requires right now to meet immediate needs, the fund does face a shortfall at the end of the year.  Without additional funding, FEMA would be required to forego longer-term recovery activities in favor of meeting urgent needs.  The Congress should provide FEMA additional resources to avoid forcing that kind of unnecessary trade-off and to give the communities we serve the certainty of knowing that help will be ongoing, both for the short- and long-term.
    As the Congress heeds the call to assist the communities across the Nation recovering from Hurricane Helene, it must remember that many other communities are also in urgent need of disaster assistance.  As recently as this summer, my Administration requested that the Congress provide additional disaster assistance to many communities across America.  Many of the programs we requested to receive additional funding would also help response and recovery efforts related to Hurricane Helene.  This includes funding for the Department of Housing and Urban Development to respond to devastating fires in Maui and tornados in Mississippi, Iowa, and Oklahoma as well as funding for the Department of Transportation to support rebuilding roads and bridges across the Nation, including the Francis Scott Key Bridge in Baltimore, Maryland.
    I urge you to keep faith with those communities and provide the requested additional funding to rebuild housing infrastructure, to support farmers and ranchers with crop losses, to address impacted schools, and to repair damaged Federal highways.  In addition to FEMA’s ongoing support, these are the resources that communities need and deserve to fully respond to and recover from devastating events.
    It is critical that Congress ensures that no critical disaster programs, such as the SBA disaster loan program, run out of funding during the Congressional Recess period.  I also urge that after the Congress comes back into session on November 12th, you will act with all appropriate speed and provide comprehensive disaster relief so that the people, families, businesses, and communities affected by Hurricane Helene—as well as those still recovering from past disasters—are not only made whole, but can proceed in a way to make them more resilient in the face of future extreme weather events and other disasters.
    My Administration will keep the Congress apprised of efforts to assess the full resource requirements associated with Hurricane Helene, including for long-term rebuilding and resilience efforts, as those estimates become available.  I urge you to assist those impacted by this hurricane and every other disaster since the Congress last passed a comprehensive disaster package in 2022.  We must stand with these communities on their long road to recovery.

  • MIL-OSI USA: Two Cramer Bills Addressing Alzheimer’s Disease Signed into Law

    BISMARCK, N.D. – Two critical pieces of legislation in the fight to end Alzheimer’s disease were signed into law this week. U.S. Senator Kevin Cramer (R-ND) cosponsored both pieces of legislation, the National Alzheimer’s Project (NAPA) Reauthorization Act and the Alzheimer’s Accountability and Investment Act. These bills are meaningful advancements in the prevention and treatment of Alzheimer’s disease.

    The Alzheimer’s Accountability and Investment Act requires the National Institutes of Health to annually submit an estimate of its budget and personnel needs for carrying out initiatives and essential research pursuant to the National Alzheimer’s Project. The NAPA Reauthorization Act extends the National Alzheimer’s Project to 2035. The project was first authorized in 2011 and supports coordination of federal planning, programs, and research to support efforts addressing Alzheimer’s disease and dementia such as healthy aging and cognitive decline.

    “Like many others, Alzheimer’s has a personal connection to me and my family,” said Cramer. “I am committed to doing everything I can to support those that are affected by the disease while at the same time, working toward treatments that work and ultimately, a cure. I believe we can get there. There’s a lot to be done, but I am heartened by the progress of these bills that are being signed into law.” 

    Cramer has worked to support the community of people who experience Alzheimer’s disease including their families, loved ones, and medical care teams. In September, he participated in the Walk to End Alzheimer’s in Bismarck and visited the Bismarck Memory Cafe. 

    Cramer joined U.S. Senator Debbie Stabenow (D-MI) in cosponsoring theComprehensive Care for Alzheimer’s Act to direct the Center for Medicare & Medicaid Innovation (CMMI) to test an innovative payment and delivery system tailored for dementia care management. Additionally, Cramer joined U.S. Senator Shelley Moore Capito (R-WV) in sending a letter to the U.S. Department of Health and Human Services and Centers for Medicare and Medicaid Services regarding the CMS requirement for Coverage with Evidence Development (CED) for monoclonal antibodies drugs designated for the treatment of Alzheimer’s. The letter encouraged CMS to take steps to remove these requirements for FDA-approved treatments to ensure reasonable access for Alzheimer’s patients outside of a clinical trial.

    Reno, Nev. – Senator Catherine Cortez Masto (D-Nev.) and Representative Kevin Kiley (R-Calif.-03) hosted community leaders and local advocates at Lake Tahoe following the passage of her legislation extending the authorization of the Lake Tahoe Restoration Act for 10 years. The measure passed the Senate in July and the House of Representatives on September 24th. It was signed into law on October 1, 2024.
    “Since it was first passed nearly 25 years ago, the LTRA has helped combat invasive species, maintain the environment, and improve water infrastructure in the Tahoe Basin. It’s helped support local jobs and welcome new travelers, making the lake a better space for visitors and residents alike,” said Senator Cortez Masto. “This reauthorization is key to continuing that work. This isn’t just a box to check or a project we can just move on from – this is an ongoing effort, and we need to keep up our work to keep the water clean, prevent wildfires, and protect the environment surrounding the Tahoe Basin.”
    The Lake Tahoe Restoration Reauthorization Act is cosponsored by Senators Jacky Rosen (D-Nev.), Laphonza Butler (D-Calif.), and Alex Padilla (D-Calif.), as well as Representatives Mark Amodei (R-Nev.-02), John Garamendi (D-Calif.-08), Dina Titus (D-Nev.- 01), Susie Lee (D-Nev.-03), Steven Horsford (D-Nev.-04), John Duarte (R-Calif.-13) and Kevin Kiley (R-Calif.-03). It will allow critical funding to support environmental protection and habitat restoration programs across the basin for the next ten years. This law has delivered millions in federal dollars to Lake Tahoe since the original law passed in 2000.
    Senator Cortez Masto has been a champion for Lake Tahoe, leading efforts in the Senate to conserve the region and protect the lake. She recently secured $24 million to extend the popular East Shore Train around Lake Tahoe, and almost $8 million to help the Tahoe Transportation District purchase new electric hybrid busses and improve transit safety. She secured nearly $17 million in funding for the Lake Tahoe Restoration Act in the Bipartisan Infrastructure Law, in addition to critical resources to address microplastic pollution in the Lake and to improve transportation options to and from Reno. She has led calls for a comprehensive, collaborative, and science-based approach to protect Lake Tahoe from the threat of climate change. Cortez Masto helped pass the Great American Outdoors Act, which was signed into law to repair and maintain public lands nationwide.

    Thursday, to mark one year since the Democrat took the oath of office, her office sent a clear message that she’s busy representing California — and will be until whoever voters pick in November is sworn in to serve until January, and then a full six-year term after that.

    Representing California in Congress comes with a unique challenge: navigating national politics while reflecting the interests of the most populous state in the US, including a large constituency from the tech industry. It’s a challenge both current California Sen. Laphonza Butler and Vice President Kamala Harris — who previously held that title — have taken on. And right now, governing the tech world means addressing AI.

    Congress hasn’t made much headway on a national framework for regulating generative AI. But California is the epicenter of the AI industry, home to companies like OpenAI and Google. On the national stage, Harris has acted as an AI czar within the Biden administration, leading discussions with industry players and civil society leaders about how to regulate it. Butler, who has a long history with the VP, is focusing on a specific problem: how AI systems impact labor and social equity.

    Butler spoke with The Verge about balancing the interests of AI companies and the people their products impact, including workers who fear being automated out of a job. “It all starts with listening,” says Butler, a former labor leader. “It starts with listening to both the developers, the communities potentially impacted negatively, and the spaces where opportunity exists.”

    Like many officials, Butler says she wants to help protect Americans from the potential dangers of AI without stifling opportunities that could come from it. She praised both Schumer and the Biden administration for “creating spaces for communities to have [a] voice.” Both have brought in labor and civil society leaders in addition to major AI industry executives to educate and engage on regulation in the space.

    Butler insists lawmakers don’t need to make “false choices” between the interests of AI company executives and the people who make up the workforce. “Listening is fundamental, balancing everyone’s interest, but the goal has to be to do the most good for the most people. And to me, that is where a policymaker will always tend to land.”

    California state Senator Scott Wiener made similar statements about his hotly contested state-level bill, SB 1047. The bill, which would have required whistleblower protections and safeguards for potentially disastrous events at large AI companies, made it all the way to Gov. Gavin Newsom’s desk before being vetoed, with companies like OpenAI warning it would slow innovation. In August, Wiener argued that “we can advance both innovation and safety; the two are not mutually exclusive.” So far, however, lawmakers are struggling to find a balance between the two.

    NASHVILLE, Tenn. – U.S. Senator Marsha Blackburn (R-Tenn.) released the following statement after the 134th Air Refueling Wing at McGhee Tyson Air National Guard (ANG) Base outside of Knoxville, Tennessee, was selected for the final phase of competition to house the U.S. Department of the Air Force’s next generation of air refueling aircraft, the KC-46 Pegasus:

    Senator Tillis on the state and federal disaster response:
    “Resources are beginning to move. I think they’re moving a little bit more slowly than I hoped, but that is why we’re working on the ground. I want to thank all of the local, state, federal responders out there. They’re doing extraordinary work, but we’ve got to plus up the resources out there into some of the hardest hit areas, areas that we haven’t reached yet. I think that could be done through the leadership of active-duty DOD personnel working with the state and with the National Guard. We just need to surge more resources.”
    Senator Tillis on calling for a military leader to take charge of recovery efforts:
    “We’ve got to clear roads, most roads are closed in Western North Carolina. I’ve been out there twice last week and [will be out] every day this week. Just the basics of debris removal, rescue operations, things that the Department of Defense, the 82nd Airborne, the 101st Airborne are accustomed to doing in battle situations are exactly what we need in Western North Carolina…It has to be a coordinated response and FEMA knows how to do this well. They’ve done it in other major disaster events. The American people and people in North Carolina need to understand the scope of this storm is more like Katrina. It may look like a flood to the observer, but again, this is a land mass roughly the size of the state of Massachusetts with damage distributed throughout. We have to get the maximum resources on the ground immediately to finish rescue operations and then sadly be there for recovery and rebuilding.”
    Senator Tillis on the spread of misinformation during recovery efforts:
    “I’ve been involved in a number of storm responses and this is when I believe discipline is absolutely essential…Many of the observations are not even from people on the ground. I believe that we have to stay focused on rescue operations, recovery operations, clearing operations, and we don’t need any of these distractions on the ground. It is at the expense of the hard-working first responders and people that are just trying to recover their lives…If there are any challenges, call my office and we’ll track them down if there are real issues, but most of what I’ve seen is a distraction and not helping the core of the effort right here which is to save lives and start rebuilding.”
    Senator Tillis on North Carolina protecting voting access for residents affected by Helene:
    “North Carolina is doing a great job. I’ve spoken with state leaders and they’re coming back and taking lessons from Louisiana and a number of other states that have had to provide ballot and voting access in difficult situations like this. They’ll be passing legislative matters this week to address it and I think that North Carolina will be prepared to make sure that everybody who wants to vote will have access to the ballot and vote before election day or on election day.”

  • MIL-OSI USA: Grassley, Hyde-Smith: Targeted Program Offers Rural Hospitals Financial ‘Shot in the Arm,’ but CMS Isn’t Maximizing It

    WASHINGTON – Sens. Chuck Grassley (R-Iowa) and Cindy Hyde-Smith (R-Miss.) are pressing Centers for Medicare & Medicaid Services (CMS) on its refusal to use the budget-neutral Rural Community Hospital Demonstration (RCHD), despite the program’s proven efficacy for participating rural hospitals and qualifying facilities’ interest in joining. 
    “CMS last solicited program applications in 2017 and has communicated to us that the agency is not planning any further solicitations. Current law allows up to 30 hospitals to participate in the RCHD, but for the past several years CMS has underutilized the program, leaving as many as eight spots vacant,” the senators wrote CMS Administrator Brooks-LaSure.
    “A 2022 evaluation report found that new hospitals participating in the RCHD program saw their finances stabilize. The evaluation noted that hospitals joining the program saw a ‘large, positive, and statistically significant increases in their Medicare inpatient and combined margins.’ Rural stakeholders have called the RCHD a ‘lifeline’ and that has enabled struggling hospitals to expand health care services to seniors,” they continued. “The RCHD program is supporting rural hospitals and it should be fully utilized. If CMS has the tools to help one rural hospital, then you should be doing something about it.”

    Background: 
    The RCHD program improves financial viability for hospitals that are too large to be Critical Access Hospitals and too small to succeed under Medicare’s hospital inpatient prospective payment system. Congress established the RCHD in 2003 and has reauthorized it three times since. 
    Grassley’s RCHD Efforts: 
    Grassley is a lifelong resident of rural Iowa who, through his membership and leadership on the Senate Finance Committee, consistently works to improve patients’ access to care and ensure their hospitals stay open, regardless of where they’re located. 
    Last year, Grassley secured a commitment from Health and Human Services Secretary Xavier Becerra that his agency would “do more” to support rural hospitals in need. Grassley followed up shortly after, urging CMS to open RCHD spots. At Grassley’s request, CMS spoke with Iowa facilities looking to participate in the RCHD program. However, after months sans action, Grassley at a March hearing questioned Secretary Becerra about his failure to fill program openings, asserting the agency should be wielding every tool in the toolbox to help rural hospitals.

        American workers and the unions who fight for them represent the best of our country.  They help power our economy and strengthen our middle class.  On National Manufacturing Day, we celebrate the ingenuity, grit, drive, and determination of the American worker.  We thank them for their contributions, and we recommit to investing in their productivity and success.
         There have always been competing visions for the future of America.  Some envision a future in which the failed trickle-down policies that hurt working families for more than 40 years are continued.  When I think about our future, I see an America where we grow the economy from the middle out and the bottom up — not the top down.  I see an America where working people finally have a fair shot.  Above all, I see a future that is made right here in America. 
         That is why my Administration has invested in American manufacturing to restore the backbone of our Nation:  the middle class.  Together, we are doing what has always worked best in this country — investing in all of America and in all Americans.  My Investing in America agenda — including my Bipartisan Infrastructure Law, CHIPS and Science Act, and Inflation Reduction Act — is revitalizing American manufacturing.  So far, we have attracted over $910 billion in private sector investment in manufacturing and clean energy nationwide and seen spending on factory construction soar to new records, roughly triple the pre-pandemic average.  These investments are helping create hundreds of thousands of jobs — including over 700,000 manufacturing jobs — building new semiconductor fabs, electric vehicle and battery factories, and so much more, here in America.  And we are working with employers, unions, community colleges, high schools, and other partners to ensure American workers are trained for the good manufacturing jobs we are generating.
         We have also made sure that Federal funds support American manufacturing.  “Buy American” has been the law of the land since the 1930s.  Past administrations said a lot but did not do a lot.  On my watch, Federal projects have been made with American products and built by American workers.  I fought for the passage of the “Build America, Buy America Act,” which established domestic content preferences in Federal infrastructure spending, as part of the Bipartisan Infrastructure Law.  I signed the “Federal Research and Development in Support of Domestic Manufacturing and United States Jobs” Executive Order, directing Federal agencies to prioritize domestic manufacturing when it comes to research, development, innovation, and bringing inventions to market.  My Administration also made the strongest changes to Buy American rules in nearly seven decades by increasing the domestic content threshold for Federal procurement from 55 percent to 65 percent in 2024.  I also announced new requirements for lumber, glass, fiber optic cables, and other construction materials used in Federal infrastructure projects to be made in America.  And we will keep working to ensure that American taxpayer dollars are invested in American workers.
         Growing up in Scranton, Pennsylvania, I learned a basic value set — money does not determine your worth, and all anyone wants is a fair shot.  When I look at the economy, I see it through the eyes of Scranton.  That is why I came into office determined to write a new chapter in our American comeback story — one where we can take pride in knowing that we can still get big things done in this great Nation. 
         During National Manufacturing Day, may we rededicate ourselves to writing that story by making the phrase “Made in America” not just a slogan but a reality.
         NOW, THEREFORE, I, JOSEPH R.     Washington, D.C. – Today, U.S. Senators Bob Casey (D-PA), Chairman of the U.S. Senate Special Committee on Aging, and Reverend Raphael Warnock (D-GA) pressed the Biden Administration to take action to inform seniors of the steps they may need to take to benefit from the impending cap on out-of-pocket prescription drug prices. Starting in January 2025, as a result of the landmark Inflation Reduction Act, a $2,000 cap on out-of-pocket drug costs for Medicare Part D beneficiaries will go into effect and reduce drug costs for nearly 19 million Americans. The Senators are urging the Department of Health and Human Services (HHS) to increase outreach efforts to ensure that seniors understand how to guarantee their prescription drugs count towards the out-of-pocket cap so they don’t end up paying more than expected.
    “The new cap will allow nearly 19 million Medicare beneficiaries to reduce their spending on prescription drugs. We must do more to ensure that older adults understand these new options and benefits. A lack of information and communication could leave older adults paying more and missing out on benefits to which they are entitled,” wrote the Senators.
    Chairman Casey and Senator Reverend Warnock have long led efforts in the Senate to lower prescription drug costs. In 2022, they fought to pass the Inflation Reduction Act, which put in place the $2,000 cap on out-of-pocket prescription drug costs for Medicare Part D beneficiaries. The law also capped the cost of insulin at $35 a month for Medicare recipients and gave Medicare the power to negotiate prescription drug prices for the first time. Negotiations began last year on the first set of ten drugs: Eliquis, Jardiance, Xarelto, Januvia, Farxiga, Entresto, Enbrel, Imbruvica, Stelara, and NovoLog/Fiasp. In August, the Biden Administration announced the new, lower negotiated prices for each of these first ten drugs. Early next year, the Administration will announce the next set of 15 drugs that will be subject to price negotiations. 
    Earlier this year, Casey and Warnock introduced the Capping Prescription Costs Act, which would expand the savings of the Inflation Reduction Act by capping out-of-pocket prescription drug costs at $2,000 for individuals and $4,000 for families on private insurance.

    Dear Secretary Becerra:
    Thank you for your ongoing commitment to lowering the cost of health care across the Nation. In just a few months, as a result of the Inflation Reduction Act (IRA), a $2,000 cap on out-of-pocket prescription drug costs will go into effect. The new cap will allow nearly 19 million Medicare beneficiaries to reduce their spending on prescription drugs. We must do more to ensure that older adults understand their new options and benefits. A lack of information and communication could leave older adults paying more and missing out on benefits to which they are entitled.  As this and other prescription drug pricing provisions from the IRA take effect, we urge the Department of Health and Human Services (HHS) to increase outreach efforts to older adults to ensure they are aware of how to benefit from the law.
    When Congress passed the IRA, we fought to ensure the legislation included significant steps to improve prescription drug affordability by allowing Medicare to negotiate drug prices, capping out of pocket costs for Medicare beneficiaries, lowering insulin costs, and decreasing prescription drug costs for low-income Medicare beneficiaries. Last year, the Centers for Medicare & Medicaid Services (CMS) began to negotiate with pharmaceutical companies to lower the price of prescription drugs and in August, CMS announced the negotiated maximum fair prices for the first 10 drugs under the IRA’s negotiation program. Medicare enrollees taking these 10 drugs paid a total of $3.4 billion in out-of-pocket costs in 2022. Had the IRA been in effect in 2023, Medicare would have saved $6 billion, and beneficiaries would have saved $1.5 billion in copays and other expenses. Additional drugs will be negotiated each year under this program, largely expanding the affordability of prescription drugs for Medicare beneficiaries.
    Starting in 2023, cost-sharing was eliminated for vaccines covered by Medicare Part D. According to HHS, 10.3 million Medicare Part D enrollees received a recommended vaccine free of charge, which saved beneficiaries more than $400 million in out-of-pocket costs. This includes 3.9 million older adults who received a shingles vaccine, which is an increase of about 42 percent from 2021.
    In January 2024, the IRA also capped out of pocket costs for insulin at $35 per month for Medicare beneficiaries enrolled in Part B and Part D. Had the IRA been in effect in 2020, 1.5 million Medicare beneficiaries would have benefited, saving about $734 million in Part D and $27 million in Part B, or about $500 in average annual savings per beneficiary. Thanks to pressure from the IRA, three of the largest U.S. insulin manufacturers have capped out-of-pocket insulin costs for even more patients.
    In January 2025, Medicare Part D enrollees will benefit from a $2,000 cap on out-of-pocket drug costs. This redesign will reduce beneficiary out-of-pocket spending by about $7.4 billion each year among more than 18.7 million enrollees in 2025. This will save nearly $400 per person in out of pocket costs each year. 
    CMS has provided some information about the upcoming implementation of the out-of-pocket cap, with detailed guidance regarding the Medicare Prescription Payment Plan to Part D plan sponsors and a fact sheet for consumers and Medicare beneficiaries. But CMS must do more to inform older adults about the details of the $2,000 out of pocket cap to ensure they are able to realize its maximum benefits. For example, Medicare beneficiaries need information about how to guarantee their prescription drugs count towards the out-of-pocket cap and how to choose the best Part D plan for their individual needs. Without this critical information, beneficiaries may end up paying more than expected.
    The IRA directly lowers prescription drug costs for millions of Americans, and we must do everything we can provide older adults with the resources to understand these benefits. This is especially important with Open Enrollment beginning on October 15, a key opportunity for beneficiaries to ensure their health plans meet their needs. The Biden-Harris Administration has worked tirelessly to pass and implement the IRA, and we look forward to continuing those efforts as provisions of the law take effect, making prescription drugs costs more affordable.

Among other findings, CBO estimates the program – which the Centers for Medicare & Medicaid Services (CMS) launched to artificially lower seniors’ premiums that have surged due to Democrat policymaking – could cost taxpayers more than $21 billion over three years if implemented as planned.  
    CBO conducted its analysis at the request of Senate Budget Committee Ranking Member Chuck Grassley (R-Iowa) and House Budget Committee Chairman Jodey Arrington (R-Texas), along with Senate Finance Committee Ranking Member Mike Crapo (R-Idaho), House Energy and Commerce Committee Chair Cathy McMorris Rodgers (R-Wash.) and House Ways and Means Committee Chairman Jason Smith (R-Mo.).
    “When Democrats unilaterally enacted major changes to Medicare two years ago, they set seniors up for new expenses and fewer options. This nonpartisan CBO analysis confirms CMS’s cost-shifting plan is a dishonest election year gimmick to cover up those consequences,” Grassley said. “Rather than coming to the table and legitimately addressing its partisan mistakes, the Biden-Harris administration threw taxpayer dollars at the problems it created, putting Americans on the hook for tens of billions more dollars.” 
    “As predicted, the Biden-Harris Inflation Reduction Act not only quelled investment for new cures, but caused Medicare prescription drug plan premiums to skyrocket, and Democrats are scrambling to cover it up before the election. In July, the Biden-Harris CMS scrambled to create a new federal program that will send billions of tax dollars to large health insurance companies to cover up a massive flaw in their so-called Inflation Reduction Act,” Arrington said. “Today, CBO confirmed that the administration’s election year Hail Mary will cost taxpayers an astounding $7 billion next year alone, and $21 billion over the planned three-year demo, adding to the more than $2 trillion in Biden-Harris executive spending.”
    CBO findings of note:

    Relative to prior projections, CBO expects an increase in federal Medicare Part D spending by $10-$20 billion in 2025 as a result of Democrats’ Inflation Reduction Act. The demonstration’s temporary subsidies will drive up federal spending by another $5 billion and increase net spending on interest by $2 billion.

    The demonstration program increased plans’ expected benefit payments, which contributed to a significant 2024-2025 rise in the amount plans bid. Those higher bids hike the premiums that beneficiaries pay, as well as the federal subsidies to Part D plans.

    Background:
    Congressional Democrats in the Inflation Reduction Act significantly redesigned the Medicare Part D prescription drug benefit at an estimated cost of nearly $30 billion over 10 years. PDP sponsors then moved to increase their plan bids and base beneficiary premiums, while reducing plan offerings for 2025.
    As a reaction, CMS announced its Premium Stabilization Demonstration. This cost-shifting program artificially lowered the cost of seniors’ Part D premiums by sending federal funds to large health insurance companies. It applies a uniform reduction of $15 to the base beneficiary premium, establishing a year-over-year limit of $35 on how much a plan’s total Part D premium can increase. The Wall Street Journal Editorial Board called the demonstration a “Medicare election bribe for seniors.”

The resolution was also introduced in the House of Representatives by Representatives Teresa Leger Fernández (D-N.M.-03) and Nanette Diaz Barragán (D-Calif.-44).
    “Overall, working Latinas are still being paid far less than their male counterparts—and it’s time we close the pay gap,” said Senator Cortez Masto. “I’m proud to introduce this bicameral resolution to recognize Latina Equal Pay Day and underscore the power Latinas bring to our economy. I’ll continue working to make sure that every woman in Nevada—regardless of her background—receives equal pay for equal work.”
    More than 60 years after the passage of the Equal Pay Act of 1963, all Latinas with reported earnings in 2023 were paid just 51 cents for every dollar paid to white, non-Hispanic men.

    13 Colorado projects in rural and tribal communities selected, investments will create thousands of jobs 
    WASHINGTON – Today, U.S. Senators John Hickenlooper and Michael Bennet celebrated the U.S. Department of Agriculture’s (USDA) award of over $170 million to 13 Colorado projects in rural and Tribal communities to expand access to safe drinking water and reliable energy. The funding is part of a $1.3 billion nationwide investment from USDA to make our water infrastructure and our electrical grid more resilient to extreme weather and create thousands of good-paying jobs in the process.
    “Where you live shouldn’t determine if you have clean water to drink or reliable electricity to keep the lights on,” said Hickenlooper. “From Rocky Ford to Silverton, these investments will create thousands of good-paying jobs while expanding access to safe drinking water and reliable energy. ”  
    “Everyone deserves access to clean and safe water, no matter where they live. However, far too many rural communities in Colorado face the challenges of aging or unsafe water infrastructure. I’m glad towns from Holly to Del Norte will receive this federal support to help them continue delivering reliable, clean water to Coloradans across the state,” said Bennet.
    The federal investments come from the USDA’s Water and Waste Disposal Loans and Grants Program and the Electric Infrastructure Loan and Loan Guarantee Program. The funding is divided between over $127 million in grant funding and over $42 million in federal loans to the 13 Colorado projects.

    WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Tina Smith (D-MN) announced they secured significant federal funding for Mahnomen County Airport for infrastructure improvements. The grant provides $203,400 to start Phase 1 of the Runway 17/35 improvement project. Improvements include updating the existing lighting and rehabilitating 3,400 feet of paved runway. 
    “Mahnomen County Airport is an essential link for area residents and businesses,” said Klobuchar. “This federal grant will make needed infrastructure updates to ensure the airport can continue serving travelers for years to come.”

    Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden announced today that 
    $997,622 is coming to Lane County to build resiliency in the face of climate chaos-fueled wildfires and smoke. This funding under the historic Inflation Reduction Act—the largest investment in climate action in history—will help improve air quality and mitigate the harms of wildfire smoke for Lane County residents, protecting public health and frontline communities disproportionately at risk of these fires.
    “When hazardous wildfire smoke blankets our communities, it threatens our health, lives, and livelihoods,” Merkley said. “A record amount of acreage in Oregon has burned by wildfires this year, and we must make sure Oregonians have access to the necessary resources to help respond to the dangerous smoke these fires produced. This money will help protect our communities, and I’ll keep fighting for smart investments like this to tackle wildfires and smoke throughout our state.”
    “Wildfires increasingly threaten lives and communities in our beautiful state each year as the climate crisis continues to worsen,” Wyden said. “This federal funding is a perfect example of what I fought for in the Inflation Reduction Act. I applaud this federal investment to Lane County, and will continue to push for more resources to help reduce the risk of wildfires throughout Oregon.”
    This grant funding from the U.S. Environmental Protection Agency (EPA) will go toward the following specific strategies and activities:
    Home hardening and smoke-proofing homes with wildfire and smoke vulnerabilities;
    Implementing a community-developed Smoke Community Response Plan; 
    Hiring a wood waste program coordinator to extend the life of a firewood program that delivers seasoned firewood to underserved community members; 
    Identifying economically viable uses for local forest stock that can help with reducing forest fuel load; 
    Conducting a research assessment on wildfire smoke in rural Eastern Lane County focused on health and morbidity in relation to the limitation of prescribed fire in the Willamette National Forest; and 
    Publishing a lessons learned/best practices toolkit that encourages the implementation of similar programs in other regions.
    “We’re grateful for the EPA’s Environmental Justice grant award. This funding will support community-led efforts to protect vulnerable residents from smoke and wildfire hazards in Lane County and LRAPA developing a model for wildfire preparedness strategies to be utilized across the Pacific Northwest.
