    Legislation that would make it easier to clean up abandoned mines is one step closer to the president’s desk.
    The Good Samaritan Remediation of Abandoned Hardrock Mines Act, a bipartisan bill sponsored by U.S. Sen. Martin Heinrich, a Democrat from New Mexico, and Sen. Jim Risch, R-Idaho, cleared the House Transportation and Infrastructure Committee this week.
    The legislation received unanimous support in the U.S. Senate earlier this year, but still needs to pass the full House before it can make it to the president’s desk.

    Today, U.S. Senators Chris Van Hollen and Ben Cardin and Congressman David Trone (all D-Md.) announced $627,785.49 in federal funding to support firefighters and first responders across Western Maryland. The funding will enhance emergency response capabilities through equipment and facility upgrades, ensuring better protection for the public and the volunteer firefighters. These awards come after the lawmakers previously announced $838,000 last month for Western Maryland fire departments and emergency response agencies.

    “Western Maryland residents have always been able to count on their firefighters and first responders when emergencies arise. This federal funding will help ensure local fire departments have the resources they need to continue keeping our communities safe,” said Senator Van Hollen.

    “Firefighters are beacons of their communities, providing life-saving care in our scariest moments. They have our back, and Team Maryland has theirs. We will continue to fight for funding that protects our protectors,” said Senator Cardin.

    “My responsibility on the House Appropriations Committee is to fight for and secure the funding Marylanders deserve,” said Congressman David Trone. “I’m proud Team Maryland is able to further support the firefighters and first responders keeping our communities safe.”

    The federal grants have been awarded as follows:

    1. $276,254.54 to replace outdated hoses and nozzles at seven Allegany County Fire Departments, including Barton Fire Department, Goodwill Fire Company, Borden Shaft Volunteer Fire Department, LaVale Volunteer Fire Department, Baltimore Pike Volunteer Fire Company, Cresaptown Volunteer Fire Department, and Oldtown Volunteer Fire Department
    2. $222,035.23 to Garrett County to replace outdated fire hoses at Deep Creek Volunteer Fire Company, Oakland Volunteer Fire Department, and Gorman Fire Department
    3. $63,142.85 to Bedford Road Volunteer Fire Company in Allegany County to purchase 17 new sets of personal protective equipment
    4. $41,876.68 to Williamsport Volunteer Fire and EMS Company in Washington County to replace outdated fire hoses and nozzles and purchase two thermal imaging cameras
    5. $24,476.19 to Midland Fire Company in Allegany County to purchase a new gear washer and dryer

    The awards are provided through the Department of Homeland Security’s Assistance to Firefighters Grant (AFG) program with funds from FY2023 annual appropriations, that the lawmakers fought to secure. The lawmakers additionally worked to reauthorize the AFG program through FY2028 within the Fire Grants and Safety Act of 2023 which passed Congress and was signed into law earlier this year.

  • MIL-OSI USA: September 20th, 2024 Heinrich Delivers Over $5.4 Million to Strengthen Maternal and Newborn Care, Expand Mental Health Care & Substance Use Treatment in Rural Communities

    WASHINGTON — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, announced three Congressionally Directed Spending (CDS) grants he secured totaling $5,416,000 to strengthen maternal and newborn care, improving outcomes for mothers and babies in rural New Mexico, and to expand mental health care and substance use disorder treatment in Gallup and Carlsbad. 

    Heinrich secured these three grants in the Fiscal Year 2024 (FY24) Labor, Health and Human Services, Education, and Related Agencies Appropriations Bill.

    “Every New Mexican should be able to access affordable, high-quality health care, in their home communities,” said Heinrich. “These investments will help ensure that more mothers and their newborns can access the health care they need closer to home, and more folks can access the mental health care and substance use treatment when and where they need it.”

    Heinrich fought for and secured $3,900,000 for the University of New Mexico’s Neonatal Opiate Withdrawal Syndrome (NOWS) Project to improve prenatal, delivery, and post birth care for babies and mothers in rural New Mexico. Currently, there is a crisis in rural maternity care in New Mexico. By supporting rural providers, families can access maternity care closer to home – improving outcomes for families and babies in rural New Mexico.

    Additionally, Heinrich fought for and secured $516,000 for Gallup Community Health to expand its mental health services to include onsite behavioral health and substance use disorder counseling and case management.

    Heinrich also fought for and secured $1,000,000 for Carlsbad Lifehouse to develop a certified Community Behavioral Health Clinic in Southeastern New Mexico.

    This is the latest example of Heinrich’s longtime work to provide New Mexicans better access to mental health care and substance use disorder treatment. 

    Heinrich negotiated and passed the Bipartisan Safer Communities Act, which included a provision that paved the way for New Mexico to be added to the Certified Community Behavioral Health Clinic Medicaid Demonstration Program. This program provides states with funding to expand access to mental health care and substance use services.  In the FY23 Appropriations Bills, Heinrich also secured a $450,000 Congressionally Directed Spending grant for Family and Youth Innovations Plus (FYI+) in Las Cruces to become the first CCBHC in New Mexico, which was instrumental in helping New Mexico eventually qualify for the CCBHC Medicaid Demonstration Program.

    Bill extends the wildly successful Every Kid Outdoors Program that Heinrich helped to establish in 2019 to provide all American fourth graders and their families free national park access

    WASHINGTON – Today, U.S. Senators Martin Heinrich (D-N.M.), a member of the Senate Energy and Natural Resources Committee, and John Boozman (R-Ark.) introduced their bipartisan Every Kid Outdoors Extension Act to provide free access to national parks and other public lands to all American fourth grade students and their families, through 2031.

    “As a father and a former outdoor educator, I know firsthand how much of a difference getting outside can make for our kids,” said Heinrich. “I’m so proud of the doors we have opened to our public lands for fourth graders and their families since we passed my Every Kid Outdoors Act into law five years ago. Now, we can double down on this successful program, turning our national parks and other public lands into outdoor classrooms with endless opportunities for children to learn and families to make new memories.”

    “Introducing young Americans to our national parks inspires an appreciation for the lands and resources that help define our country. I’m proud to support this legislation that allows the next generation to discover our national treasures and explore the outdoors,”said Boozman.

    Starting in 2015, the U.S. Department of the Interior has offered fourth graders and their families free entrance to all federally managed public lands. Heinrich led the original bipartisan effort in Congress, alongside then-U.S. Senator Lamar Alexander (R-Tenn.) to codify the Every Kid Outdoors program into law. Heinrich and Alexander’s Every Kid Outdoors Act passed in 2019 as part of the larger John D. Dingell Jr. Conservation, Management, and Recreation Act. 

    The authorization under Heinrich’s original legislation is currently scheduled to expire in 2026. Heinrich and Boozman’s Every Kid Outdoors Extension Act would extend the authorization for the program through 2031.

    The Every Kid Outdoors program has been wildly successful at encouraging tens of thousands of children and their families to explore America’s public lands, waters, and historic sites, including national parks – more than 2,000 sites in all. In 2023, Every Kid Outdoors vouchers helped create free admission for 11,805 visits to New Mexico public lands, including 879 visits to Carlsbad Caverns National Park, 295 visits to Bandelier National Monument, and 396 visits to White Sands National Park.

    Support for the Every Kid Outdoors Extension Act:

    The Every Kid Outdoors Extension Act has garnered widespread support, including endorsements from The Wilderness Society, the Sierra Club, and the Outdoor Alliance for Kids.

This program has helped to introduce and facilitate outdoors adventures and experiences to these children and their families during a critical formative period in their lives. Led by U.S. Senators Catherine Cortez Masto (D-Nev.) and John Cornyn (R-Texas), the Senate passed the resolution on Wednesday.

  • MIL-OSI USA: Scott, Rounds Slam Biden-Harris Administration’s Botched Rollout of FAFSA

    WASHINGTON — U.S. Senator Tim Scott (R-S.C.) and Senator Mike Rounds (R-S.D.) introduced a resolution slamming the Biden-Harris administration’s botched rollout of the Free Application for Federal Student Aid (FAFSA) for the 2024-2025 school year. The resolution condemns the problematic rollout, calls for the Department of Education (ED) to identify and fix any issues for this year and asks leaders to testify before congressional committees regarding the rollout.

    FAFSA historically has opened applications on October 1 of the year prior to the start of the academic school year. For the academic year of 2024-2025, the applications opened three months later in December. ED subsequently did not start sending FAFSA data to universities until March. Because of this delay, many students did not receive their financial aid awards until after May 1, 2024, the date that many institutions require students to commit to attending for the fall semester.

    For the academic year of 2025-2026, ED has already announced that the applications will again be delayed until December of this year.

    “Higher education has been a key in many Americans’ path to their American Dream. Unfortunately, the futures of thousands of Americans are being delayed under the Biden-Harris administration as a result of their extreme policies,” said Senator Scott. “The Biden-Harris administration’s student loan giveaway has pushed FAFSA out of focus and added yet another obstacle for lower-income and minority students to reach their dreams. Unlocking access to a better future tends to start with access to education. I am glad to be on the front lines fighting for the interest of American students and families and taking the necessary steps to right the wrongs of this administration for next year.” 

    “Students and parents must be able to make an informed decision about where they’re attending college before the decision deadline,” said Senator Rounds. “A big piece of this decision is considering how much college will cost them and knowing how much aid they’ll get to help. It’s unacceptable that the Department of Education’s botched FAFSA rollout has hurt America’s students and institutions of higher education. My colleagues and I strongly condemn this massive failure and call on the Department of Education to take necessary steps to fix the FAFSA for this next school year.”

    WASHINGTON — U.S. Senator Tim Scott (R-S.C.) and Senator Rick Scott (R-Fla.) led 11 of their senate colleagues in introducing the Protect Our Presidents Act, which will enhance the U.S. Secret Service (USSS) protection for presidential nominees to the same level currently provided to a sitting U.S. president.

    “Over the past three months, we’ve seen two assassination attempts on a presidential candidate; it is clear action needs to be taken,” said Senator Tim Scott. “I am glad to join the efforts to beef up protections for presidential candidates at a time when reckless, inflammatory rhetoric is inciting acts of violence. This commonsense legislation needs to be taken up immediately.”

    “Over the course of just 65 days, two deranged individuals have tried to kill President Donald Trump, and one was able to shoot him in the head. It is unthinkable that this could happen in America today, and it demands the immediate action of Congress. Today, I am leading 12 of my Republican colleagues to introduce the Protect Our Presidents Act which mandates that the USSS provide the same level of protective services to presidential nominees that it affords to sitting presidents. President Trump has great officers and agents working around the clock to keep him safe, but it’s clear that the vile rhetoric on the left toward President Trump has made him a target and more resources are required to ensure the safety of him and his family. I urge Senate Democrats to join Republicans to quickly pass this bill that will support the protection of President Trump and all future presidential nominees,” said Senator Rick Scott.

    “The past two assassination attempts on President Trump have been alarming. It is clear safeguards are needed to ensure presidential nominees are safe from violence. I urge my colleagues to pass this bill to provide additional protection to presidential nominees,” said Senator Rubio.

    “The two attempts on President Trump’s life and the failures of the U.S. Secret Service have put the threat of assassination at the forefront of Americans’ concerns. With the Protect Our Presidents Act, will ensure American Presidents and presidential candidates receive the highest level of security. We cannot let our guard down,” said Senator Risch.

    “After two assassination attempts and very real threats directed at President Trump, it is long past time that all nominees receive the highest level of presidential protection. If we cannot keep all candidates safe, our entire system of government will be in peril. That’s why I’m proud to join Senator Rick Scott’s effort to protect candidates for the highest office in the land,” said Senator Budd.

    Senator Barrasso wrote“Our nation has witnessed two horrifying assassination attempts on President Trump. We were merely inches away from a catastrophic event that would have changed the course of our history. This cannot happen again. The Protect Our Presidents Act will ensure all presidential nominees receive the same level of protection provided to the president. This will give law enforcement the resources they need to keep President Trump and all of the candidates safe.”

    “Ideas we do not align with and policies we do not agree with are not threats to democracy.  Allowing would-be assassins the opportunity to shoot a former president in the ear or to get within firing range to attempt to do so again within the span of just a few short weeks is.  President Trump should have the same level of protective service he had while President, and so should all future presidential nominees from any party.  This should not be political,” said Senator Crapo.

    “In two months, there have been two unprecedented assassination attempts on President Trump’s life. Enough is enough, the current level of Secret Service protection around President Trump is insufficient. It is clear to every American that the threats to President Trump have reached a level that warrants additional security. That’s why we are demanding that President Trump receive the same amount of security resources as the President and Vice President,” said Senator Marshall.

    “The two confirmed assassination attempts against former President Trump have made it abundantly clear that we need to shore up protection details for presidential candidates. What President Trump and his family have gone through in the last 65 days is unimaginable. No presidential candidate should fear for their safety or the wellbeing of their family. I am partnering with Senator Rick Scott to ensure President Trump and all future presidential nominees have the protection they need so they can focus on promoting their respective platforms, not fearing for their safety,” said Senator Lummis.

    Senators Tim Scott and Rick Scott are joined in introducing the legislation by Senators Roger Marshall, Jim Risch, James Lankford, Marco Rubio, Josh Hawley, Ted Budd, Mike Crapo, John Barrasso, Cynthia Lummis, Ted Cruz, and Mike Braun.

    Specifically, the Protect Our Presidents Act would:

    • Require the USSS to provide presidential nominees the same level of protection provided to the president, as well as any necessary protective measures.
      • The nominee may decline the increased protection if they so choose. 
    • Mandate regular reporting:
      • The USSS must brief and report on the status of the presidential nominee’s protection to the Speaker of the House, the House Minority Leader, the Senate Majority Leader, the Senate Minority Leader, members of the Senate Homeland Security and Governmental Affairs Committee, and the House of Representatives Homeland Security Committee every 15 days during a presidential election year.
      • This report will include the threat level for each presidential nominee, the security measures being implemented, associated costs, the number of personnel permanently assigned to each protective detail, and any unmet security needs.

    Industries reel, companies crumble, and factories close their doors for good…. This could be a description of the original “China Shock”…. But it also describes what countries across the globe are facing right now: a massive glut of vital industrial inputs and high-value goods, courtesy of Chinese overproduction.

    Just look at Latin America, where a sudden inundation of Chinese imports has…driven Chile’s sole remaining steel mill out of business. Look at Asia, where India and Vietnam are investigating a variety of market disruptions. Or look at Europe, where…Chinese-made automobiles have seized a third of the EU’s electric vehicle market in less than five years….

    And yet, across the globe, elites invested in the economic status quo are determined to… do nothing. German Chancellor Olaf Scholz and Spanish Prime Minister Pedro Sanchez are examples. Their nations’ auto industries rake in short-term profits from car sales in China and Chinese investments in their own EV companies…. To no one’s surprise, they are actively undermining EU plans to hike tariffs on Chinese-made EVs.

    Another example comes from the International Monetary Fund…. IMF economists are diverting blame from Beijing’s industrial policies to “macro forces” due to the COVID-19 pandemic—while chastising the United States for defending domestic production. Why? Simply put, the institution is biased by Beijing’s membership, and its economists are blinded by their free-trade fundamentalist training.

    The truth is that Chinese overproduction is far from accidental: The Chinese Communist Party laid out its plan to dominate global trade in vital industrial inputs and high-value goods almost 10 years ago…. Now, as my office’s latest research demonstrates, Beijing has near-total control over the supply chains of industries that will define the 21st century…. The CCP is already flexing this power with new restrictions on antimony, a metal that’s crucial to the production of many military supplies….

    All this is only a taste of what China’s supply-chain dominance can do. To secure our economic independence, we must challenge that dominance…. Other countries must do the same. The evidence shows that “free trade” with China is a one-way ticket to broken industries, bankrupt businesses, and widespread unemployment—as well as to security dependence on a power-hungry dictatorship….

    The Employee Retention Tax Credit (ERTC)—created by the CARES Act and furthered expanded by the Consolidated Appropriations Act of 2021 and the American Rescue Plan—is a refundable credit available to qualifying businesses who paid wages to employees during the COVID-19 pandemic.
    In October 2021, the IRS issued a notice warning employers of “third parties promoting improper Employee Retention claims.” These “promoters” often use aggressive and deceptive marketing tactics to convince businesses to allow them to file ERTC claims on their behalf. According to the Financial Crimes Enforcement Network (FinCEN), “promoters typically charge a large upfront fee, sometimes upwards of 30-40% of the expected credit amount” as payment for their services. The program has seen a high volume of fraudulent claims.
    Estimates suggest the credit has added $230 billion to the deficit through Fiscal Year 2023 and could eventually cost up to $550 billion. Further, in June 2024, the IRS announced that between 10% and 20% of claims showed “clear signs of being erroneous” while another 60% to 70% showed an “unacceptable risk” of being improper. Unless Congress acts, applications for the credit are available until April 15, 2025.

    EMERADO, N.D. – Senator John Hoeven today announced that he has secured an $11.6 million grant to establish a fire station serving Grand Sky and the Grand Forks Air Force Base. As a member of the Senate Defense Appropriations Committee, Hoeven worked to advance the award under the Defense Community Infrastructure Program (DCIP), which the senator has supported through annual appropriations legislation. Hoeven also made the case for the project to Department of Defense (DoD) officials, including General Kenneth Wilsbach, Commander of the Air Combat Command, who the senator hosted in Grand Forks earlier this year. In particular, the senator stressed to DoD officials:
    The need to reduce the current 20-minute response time for local fire services to reach the base, particularly operations in the southern portion of the base.
    The importance of providing adequate emergency services for:
    The critical space and intelligence, surveillance and reconnaissance (ISR) capabilities housed in Grand Forks, which support DoD missions around the globe.
    The more than $4 billion in DoD assets at Grand Sky, including the Test Resource Management Center’s (TRMC) Range Hawk Program.
    General Atomics’ MQ-9 training services for NATO partners operating that aircraft.

    “This nearly $12 million grant to establish fire protection facilities at Grand Sky and the Grand Forks Air Force Base supports our ongoing work to expand the existing Air Force, DoD and Space Development Agency operations in this region, as well as secure future missions and partnerships for the base, the tech park, private industry and institutions like the University of North Dakota,” said Hoeven. “By building a fire station that is dedicated to serving the base as well as Grand Sky, we are providing greater certainty for these critical missions. At the same time, we are helping position Grand Forks to continue growing as a key player in missions around the globe, supporting operations from the ground all the way up into space.”
              This comes as the latest in Hoeven’s efforts to strengthen existing missions at, and bring new operations to, Grand Forks Air Force Base and the adjacent technology and business park, Grand Sky. The fire protection station will serve as a vital asset helping ensure the security of current missions, while ensuring the base has the resources needed to support the growth of future operations. Among other priorities, Hoeven is working to:
    Secure future ISR missions for Grand Forks Air Force Base.
    Forge further partnerships between the Air Force and institutions like the University of North Dakota and Grand Sky to:
    Strengthen U.S. counter-unmanned aerial systems (c-UAS) capabilities.

Hoeven stressed the role of nuclear modernization and developing new unmanned aerial systems (UAS) technologies in deterring threats and protecting the nation, including:
    Utilizing Project Ultra and new technologies being developed and tested at Grand Forks Air Force Base and Grand Sky to advance U.S. drone capabilities. As the Air Force works to develop drone and counter drone capability, the senator highlighted the infrastructure in place in North Dakota to efficiently advance these drone programs.
    The need to concurrently upgrade U.S. nuclear forces as a way of providing the most timely and cost-effective deterrent. Minot Air Force Base houses two of the three legs of the nuclear triad and Hoeven has worked to secure funding to keep nuclear modernization efforts on track.

    Abortion Bans Have Delayed Emergency Medical Care. In Georgia, Experts Say Were This Mother’s Death Was Preventable.
    [WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Majority Whip Dick Durbin (D-IL) joined U.S. Senator Patty Murray (D-WA) and 38 of their Democratic colleagues in introducing a Senate resolution to reinforce the standard that every patient has the basic right to emergency health care, including abortion care, regardless of where they live. The introduction comes as new reporting from ProPublica makes plain that Republican abortion bans are preventing women from receiving lifesaving emergency health care and resulting in preventable deaths.
    “When we warned Donald Trump and Senate Republicans that women would die if they succeeded in overturning Roe, they called us fearmongers. Tragically, it’s now painfully obvious that we were right,” Duckworth said. “We cannot wait for more women to die a preventable death because of Republicans’ draconian abortion bans—we must protect reproductive rights and women’s access to emergency medical care nationwide, and Democrats are working tirelessly to do just that.”
    “When a woman arrives at the emergency room, she should not be worried about whether or not she will receive necessary medical treatment.  Her family should not have to worry that their loved one may die because politics interfered with medical decision making.  But because the right-wing supermajority on the Supreme Court overruled Roe v. Wade, as Donald Trump promised, that is exactly what is happening,” said Durbin.  “I’m joining my colleagues in introducing this legislation to make clear that we will not give up the fight for women to receive the medical care they need, especially in emergency circumstances where access to care is a matter of life and death.”
    Since the overturn of Roe v. Wade over two years ago, nearly two dozen US states led by Republicans have passed, banned or severely restricted access to abortion. These strict laws have created confusion around the treatment doctors can provide even when a pregnant patient’s life is in danger, as physicians fear that they may lose their medical license, be sued, or even charged with a felony if they perform life-saving emergency care. Despite the federal Emergency Medical Treatment and Labor Act’s (EMTALA) requirements that Medicare-participating hospitals treat and stabilize pregnant patients in need of emergency medical care, women are being turned away from emergency rooms following the Dobbs decision.
    In Moyle v. United States, the U.S. Supreme Court had the opportunity to reaffirm that federal law requires pregnant patients to have access to life-saving emergency care in every state, but instead, the Court dismissed the case and sent it back to the lower courts, effectively punting on making a decision on the case itself. While the litigation continues in the Ninth Circuit Court of Appeals, the health and lives of women remain at risk as uncertainty around emergency abortion care persists. 121 Congressional Republicans, including 26 Senators, filed an amicus brief arguing that EMTALA does not require hospitals to provide abortion care as emergency stabilizing care in order to save a patient’s life.

    BURLINGTON, Vt., Sept. 20 — Sen. Bernie Sanders (I-Vt.), the Vermont State Dental Society (VSDS), University of Detroit Mercy (UDM), and Sen. Peter Welch (D-Vt.) today announced their historic effort to establish an innovative, new dental clinic and training program in Vermont. Through a VSDS-University of Detroit Mercy partnership, the initiative will bring UDM students to Vermont to complete their final years of training – strengthening the dental care provider pipeline and expanding access to much-needed care across the state. Vermont currently has no dental school.
    Sanders and Welch are working to secure $4.6 million in federal funding through the FY25 Congressionally Directed Spending process to support this initiative. The funding recently was approved by the Appropriations Committee and next needs to pass the House and the Senate before being signed into law by President Biden.
    “The suffering that the dental care crisis causes Vermonters and people across this country too often goes unseen and unaddressed,” said Sanders. “Far too many, especially in rural areas like Vermont, do not have access to a dentist, which forces them to either travel long distances or go without the care they need. In some Vermont counties, there is a year-long wait list. In others, there are no dentists at all who treat kids with Medicaid. And because we don’t have a dental school in the state, there’s no natural pipeline for dentists to train and eventually work in our communities. It is time for that to change. This historic initiative brings me a lot of hope for the care and education opportunities we can deliver to Vermont. I am proud to partner with the Vermont Dental Society, University of Detroit Mercy, and Senator Welch to make this a reality. Let’s get it done.”
    At a press conference on Friday, VSDS, UDM, Sanders, and Welch celebrated the program receiving its accreditation from the Commission of Dental Accreditation (CODA) – an essential step in establishing the teaching program in Vermont.
    “By partnering with University of Detroit Mercy, we are opening doors to educational opportunities that haven’t existed before in Vermont, and increasing access to oral health care for Vermonters as well,” said Justin Hurlburt DMD, board president of the Vermont State Dental Society. “We are excited to partner with Detroit Mercy on this opportunity to expand the dentistry workforce in the state,” he added.
    “University of Detroit Mercy School of Dentistry has a long tradition of graduating practice-ready clinicians and it is an honor to help bring the Detroit Mercy DDS program to the Green Mountain State,” said Mert N. Aksu DDS, JD, MHSA, Cert DPH dean of Detroit Mercy Dental. “UDM recognizes the need for dentists in Vermont, and looks forward to providing a program to educate and graduate dentists in the state.”
    “This accreditation is an important step forward in the process to expand access to dentists here in Vermont, so every patient can get the care they need. I look forward to working with Senator Sanders on this important issue, and will continue to advocate for more federal funding to support workforce development in dentistry and health care across our state,” said Welch.
    Left untreated, dental issues can lead to larger health problems. Nearly half of adults in the United States have some form of periodontal disease, which makes them two to three times more likely to have a heart attack, stroke, or other serious cardiovascular event. In 2019, there were 1.8 million visits to emergency rooms across the country for preventative dental conditions – a 62% increase from 2014.
    This new initiative will go a long way to increase oral health education opportunities and address the statewide dental provider shortage. Beginning in the fall of 2025, the partnership between VSDS and UDM will include two years of foundational and preclinical education at the UDM School of Dentistry campus in Detroit, Michigan, followed by two years of clinical and didactic education at a new dental clinic based in Chittenden County. Students would choose the Vermont residency option upon enrollment, increasing the likelihood that students will remain in Vermont to practice post-residency.
    University of Detroit Mercy-Vermont will house modern classrooms with on-site clinics to support its clinical education program and serve as a public health, Medicaid clinic to provide dental care to qualifying individuals. These students will not only work and learn in the new facility in Chittenden County, they will also do rotations in underserved areas around the state, including at Federally Qualified Health Centers and private dental practices. Current estimates show each class of students would see about 3,500 patients over a two-year period.

The letter warns that the SEC’s decision to allow these fillings to proceed without proper oversight is an affront to investors and endangers the impartiality of the judicial process.

As you are aware, the legality of the funding model underpinning these filings as well as the CAT itself are being reviewed in the Fifth and Eleventh Circuit Court of Appeals.’
    As members of Congress and Amici Curiae in these cases, we have a vested interest in ensuring that the Commission adheres to its statutory authority. The CAT poses profound risks to Americans’ individual liberty and personal privacy. Moreover, fi a significant new tax is levied on American investors, the Courts must be afforded an opportunity to conduct a fair and impartial review.
    The Commission has allowed the withdrawal of suspended fee filings, followed by the refiling of nearly identical ones, which effectively overrides its previous suspension and enables the immediate imposition of CAT fees with minimal notice to the industry. The Commission must suspend the CAT fees in order to allow market participants the opportunity to comment on these filings and to allow the legality of the entire CAT structure to be reviewed through the judicial process.

    Around the world today, our people and economies are increasingly impacted by the severe consequences of the climate crisis.  Coastal communities and military bases are threatened by storms and flooding. Extreme heat, now a regular phenomenon with each passing summer, costs lives, reduces productivity, and damages critical infrastructure.  Vital breadbaskets face historic droughts, and are no longer able to regularly deliver on the food security needs of their regions.  Record-breaking fires ravage forests, spill into communities, and pollute the air.
    The U.S. national security community has long understood climate change to be a “threat multiplier,” intensifying existing security threats and vulnerabilities, and decreasing resilience.  But today, the devastating impacts of the climate crisis increasingly are themselves the new direct threats from which we must protect our communities.  We are witnessing cycles of cascading climate impacts and increasing instability, at home and across the globe.
    U.S. national security requires addressing the growing impacts of the climate crisis.
    As described in our recent U.S. National Climate Assessment, growing climate vulnerabilities have profound impacts for U.S. national security, economic, and strategic interests.  As our military is increasingly called upon to respond to disasters, we risk stretching defense resources.  At the same time, our critical infrastructure—including relatively new infrastructure resulting from the increased investments in the clean-energy transition—risks being degraded more rapidly by the changing environment.  Around the world, changing temperature, precipitation, ecosystems, and ocean conditions threaten supply chains, increase prices, affect the affordability and availability of insurance, and strain public coffers, forcing all levels of government to shift funds away from other priorities.  And alongside these strains, we are witnessing vicious cycles of fragility, where communities may have limited capacity to recover from one disaster to the next.  Simply put, climate hazards are threatening the long-term stability of our governments, our economies, and our global security.
    The United States has prioritized the need to both mitigate and build resilience to these strategic threats.  This new U.S. Framework for Climate Resilience and Security prescribes three actions for turning this prioritization into implementation.
    Assess Climate-Related Threats and Opportunities: Without assessment of the impacts of climate change on our security and defense, it is difficult for our leaders to adapt to a rapidly changing environment or to plan strong responses.  The United States has state-of-the-art scientific capabilities, and thanks to this strategic edge, we are able to predict where climate impacts will exacerbate threats–and act effectively in advance.
    Partner for an Integrated Approach: Each federal department and agency has unique capabilities and comparative advantages in our response to climate hazards, but coordination is critical to efficiently and effectively meet the needs of our communities.  Similar partnerships must also extend to partners overseas at the national, regional, and local levels, civil society, the private sector, philanthropies, and international organizations, to enable the effective use of resources and information, and to incorporate and respond to the needs of those who are impacted most.
    Invest in Collective Resilience: Increasing the resilience of our own investments—including those in our supply chains, physical installations, or the provision of emergency assistance when challenges arise—advances national security objectives and yields economic results.  As our deployment of mitigation resources intensifies through the clean energy transition, we must protect them with commensurate consideration for and investment in resilience that can not only protect lives, and livelihoods, but avoid or lessen future humanitarian and economic assistance needs.
    Ultimately, these are the investments for which Americans across the country, and our partners across the world, are asking.  These are not just about the rising threats of the climate crisis, but ultimately they are critical ingredients for ensuring  economic security.  Realizing these goals will protect lives and property, prepare first responders and defense forces, and improve livelihoods globally.
    We will bring to bear the leadership of the United States to confront these threats, and bring our cutting-edge analysis, partnership, and investment to partners globally.  In doing so, we will be able to turn many of these growing vulnerabilities into strategic opportunities.  Through these efforts, we will build a more resilient and sustainable global security—one that asserts that projecting and withstanding climate shocks and disruptions is better done through partnership and investment.

         Our Nation’s nearly 200 Asian American and Native American Pacific Islander-Serving Institutions (AANAPISIs) open doors of opportunity for millions of Asian American, Native Hawaiian, and Pacific Islander (AA and NHPI) students.  AANAPISIs provide a pathway to the middle class and a better life for their students, many of whom often come from low-income neighborhoods and may be the first in their families to attend college.  During AANAPISI Week, we celebrate these critical institutions for the resources and support they provide to students, and we recommit to advancing their mission and success.
         AANAPISIs play a critical role in the lives of so many of our Nation’s AA and NHPI students.  In addition to a quality education, these institutions meet AA and NHPI students where they are and foster inclusive learning environments — providing tutoring, career development, counseling, culturally and linguistically responsive services, and more.  AANAPISIs confer more than half of all associate degrees and more than a third of baccalaureate degrees that AA and NHPI students earn.
         My Administration is committed to strengthening our AANAPISIs so that more AA and NHPI students can reach their full potential.  My American Rescue Plan delivered $5 billion to AANAPISIs.  The Department of Education has invested in increasing the number of diverse and talented teachers by funding programs at Minority Serving Institutions that serve large percentages of AA and NHPI populations.  Across my Administration, Federal agencies are working to expand the capacity of AANAPISIs and strengthen their programs.  And I re-established the White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders and released a National Strategy to Advance Equity, Justice, and Opportunity for AA and NHPI Communities.  These actions work to ensure AA and NHPI communities have the resources they need to thrive.
         My Administration is also working to make college more affordable for all students.  We provided a $900 increase to the maximum Pell Grant award — the largest increase in over a decade, canceled debt for hundreds of thousands of borrowers through the Public Service Loan Forgiveness program, and taken steps to help borrowers manage their payments through income-driven repayment.  And earlier this year, I laid out my Administration’s new plans that would cancel student debt for more than 30 million Americans when combined with everything we have done so far.
         I have always believed that the American Dream is big enough for everyone — and every generation has benefited by opening the doors of opportunity a bit wider for those behind them.  During AANAPISI Week, may we celebrate the nearly 200 institutions across our Nation that ensure generations of AA and NHPI students can pursue the limits of their talents and ambitions.  May we recognize that diversity will always be one of our Nation’s greatest strengths.  And may we celebrate all our Nation’s AA and NHPI students. 
         NOW, THEREFORE, I, JOSEPH R.     After securing $229 million in the Senate’s FY2025 defense appropriations bill to replace the 109th Airlift Wing’s (AW) two oldest LC-130H aircraft, U.S. Senate Majority Leader Chuck Schumer this week brought National Science Foundation (NSF) Director Dr. Sethuraman Panchanathan and Major General Ray Shields, Adjutant General for the State of New York, to the U.S. Capitol to build support and describe the need for the House to follow the Senate and back funding to recapitalize the Ski-Bird fleet for the Stratton Air National Guard in Schenectady County.
    “Upgrading the 109th Airlift Wing’s Ski-Bird fleet based in Schenectady is critical for our national security and the National Science Foundation’s polar research mission. That is why I personally brought NSF Director Panchanathan and Major General Ray Shields to the Capitol to highlight the need to land new Ski-Birds in the Capital Region ASAP. Stratton Air National Guard and the 109th Airlift Wing is the only military unit in the world that flies these aircraft and they need the House to back up the funding I was able to secure in the Senate,” said Senator Schumer. “For more than thirty years, the old LC-130H planes have been in service in harsh environments, but now their state of disrepair is threatening aircrew safety and the 109th AW’s mission success. I landed $229 million in federal funding in the Senate’s FY2025 Defense Appropriations bill so now we need the House to follow suit.     At the meeting Schumer convened at the U.S. Capitol they had a wide range of panelists who highlighted the tremendous need for upgrading the ski-bird fleet including: Dr. Sethuraman Panchanathan, Director, National Science Foundation; Major General Ray Shields, Adjutant General, New York National Guard; Dr. Jean Cottam Allen, Acting Director, Office of Polar Programs at the NSF; Stephanie Short, Section Head, Antarctic Infrastructure and Logistics at the NSF; Jennifer Mercer, Section Head, Arctic Sciences at the NSF; Brig. Then, panelists covered how the 109th AW’s Ski-Bird mission is crucial to both scientific research and national security, discussing the significant and immediate consequences it would yield if Congress fails to recapitalize the fleet and the aircraft enters restricted flight status. Now, Schumer and these top leaders are advocating for the House to match the Senate Defense Appropriations bill and support its inclusion in the final FY25 appropriations package.

    “Today Senator Schumer hosted a meeting and panel discussion to address the urgent need to recapitalize the New York Air National Guard’s aging fleet of LC-130H Ski Birds.  The event included the Director of the National Science Foundation as well as key leaders from their Office of Polar Programs.  Senator Schumer was instrumental in securing $229 million in the Senate’s FY-2025 appropriations bill.  The panel and the discussion continued the efforts of Senator Schumer and New York’s Congressional delegation to ensure the critical mission of the 109th Air Wing and their vital National Security and science support missions have the aircraft required.     Schumer explained that with these planes quickly approaching the end of their service life—and following his successful efforts to authorize funding for the procurement of two new J model LC-130 aircraft in the Senate’s National Defense Authorization Act (NDAA) for Fiscal Year 2025 (FY25), securing this funding in the final end-of-year appropriations bills is a national security priority for New York. The senator explained that the $229 million in the Senate bill will support the procurement of two LC-130J Ski-Birds, as well as essential engineering work to accelerate the design and development of the J model’s capabilities.
    Earlier this year, Schumer wrote to Secretary of the Air Force Frank Kendall to urge the Air Force to prioritize recapitalizing the LC-130H fleet and in April, he personally visited the 109th Airlift Wing—the only U.S. military unit in the world that flies these aircraft—in person to double down on the urgent need to recapitalize the LC-130H fleet and formally launch his push to secure federal funding for the procurement of two new LC-130Js in the FY25 appropriations cycle. As he explained during his visit and with the top leaders during the meeting he convened in the Capitol this week, this funding is critical for protecting U.S. national security interests, enhancing U.S. competitiveness with Russia and the People’s Republic of China (PRC), maximizing aircrew safety, and continuing to support cutting-edge research in the polar regions which includes finding solutions to limit global warming and combat climate change.
    “As I have repeatedly said, we need to ensure that we deliver new Ski-Birds for the 109th as soon as possible. Now that we’ve secured more than $200 million for LC-130H recapitalization in both the FY25 Senate NDAA and defense appropriations bill, the House needs to follow suit so that new planes can land in the Capital Region. The National Science Foundation and the NY National Guard both agree, and we are closer than we have ever been. ” added Schumer.
    Schumer explained that after more than 30 years, these planes—several of which were built in the 1970s and operate on technology developed in the 1950s—are rapidly approaching the end of their service life, jeopardizing mission success, aircrew and operator safety, and U.S. national security. Schumer said the airplanes often suffer reliability issues and high maintenance costs, with only five planes out of the ten total in the fleet being mission-capable at any given time. Additionally, nearly all of the aircraft in the fleet have parts that require total replacement, but the 109th AW is unable to make the necessary fixes because those parts are no longer in production due to the aircraft’s age and commodity. With both U.S. Northern Command (NORTHCOM), which oversees the polar airlift mission, and 109th AW, which supports the NSF’s polar science research missions and is the only U.S. military unit in the world that flies these planes, expressing the urgent need to recapitalize, Schumer took action to push for this major federal funding and upgrade the fleet to support U.S. national security and scientific research.
    The LC-130 is also a necessity for maintaining and strengthening the United States’ presence, operations, and research in the Arctic and Antarctica. The Arctic is a region of growing strategic importance, and to compete on a global scale, especially with China and Russia who are expanding their presence in the region, it is vital that the U.S. has the advanced capabilities needed to expand its presence in the region.

    City of Chehalis Gets Nearly $1M Grant to Plan Hydrogen Fueling Facility at Airport
    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), chair of the Senate Committee on Commerce, Science, and Transportation, announced that the City of Chehalis will receive a $994,653 federal grant to help plan a proposed hydrogen fueling facility as part of the Chehalis Hub for Aviation Innovation and Sustainable Energy (CHAISE) at Chehalis-Centralia Airport.
    The grant will fund a feasibility study, design services, and public engagement for the proposed multimodal hydrogen fueling facility. The development may include a fueling station, on-site storage, or hydrogen generation. The Chehalis-Centralia Airport is an ideal location for a hydrogen fueling center, since it’s halfway between Seattle and Portland and close to I-5. Chehalis is also seeking funding from the SMART grant program and the Charging and Fueling Infrastructure Grant program.
    Hydrogen is a clean fuel that, when consumed in a fuel cell, produces no dirty emissions — only water. Hydrogen can be produced from existing power resources, such as solar and hydropower.
    The grant was awarded through the Department of Transportation’s Innovative Finance Asset Concession Grant Program, administered by the Build America Bureau, and is a new program authorized by the Bipartisan Infrastructure Law (BIL). The program provides $100 million over five years to help public entities scan existing assets to unlock value from them and explore innovative financing and delivery opportunities through, e.g., the Build America Bureau’s Transportation Infrastructure Finance and Innovation Act?(TIFIA) low-cost loan program. The program awards two types of grants: technical assistance grants and expert services grants. According to USDOT,  the technical assistance grants will use the funding to enhance their organizational capacity and advance a portfolio of assets by conducting pre-construction tasks, such as asset scans, market studies, delivery option analyses, financial modeling, and other activities considering innovative finance and delivery, including asset concessions. The expert services grants will use the funding to hire advisors to analyze a specific existing asset for innovative financing and delivery opportunities, including public-private partnerships.
    Sen. Cantwell has helped position the Pacific Northwest to be a leader in hydrogen production. In July 2023, she announced that the Pacific Northwest Hydrogen Association (PNWH2) will receive $27.5 million from the U.S. Department of Energy (DOE) to kickstart the first phase of a $1 billion federal investment to develop hydrogen as a green energy source in the region. She called the July announcement “a huge milestone in our region’s efforts to create a hydrogen ecosystem that can help provide clean and affordable alternative fuels for our heavy-duty transportation and manufacturing facilities.”
    Sen. Cantwell worked to include the H2Hubs program and other key hydrogen investments in the Bipartisan Infrastructure Law during consideration in the Energy and Natural Resources Committee, where she served as a senior member, in July 2021, and pushed for its successful passage through the Senate.
    Together with the clean hydrogen incentives included in the Inflation Reduction Act (IRA), these investments represent a historic investment that will help spur hydrogen to be an important piece of the decarbonizing puzzle needed to reach our climate goals.

  • MIL-OSI USA: Rosen, Colleagues File Amicus Brief Urging Court to Uphold Medicare’s Ability to Negotiate Lower Prescription Drug Prices

    WASHINGTON, D.C. – U.S. Senator Jacky Rosen (D-NV) joined Senate colleagues in filing an amicus brief supporting the federal law they helped pass to give Medicare the power to negotiate for lower prescription drug prices. The brief, which was filed in AstraZeneca Pharmaceuticals v. Becerra; Bristol Myers Squibb Co. v. Becerra; and Janssen Pharmaceuticals, Inc. v. Becerra, urges the United States Court of Appeals for the Third Circuit to uphold the constitutionality of Congress allowing Medicare to negotiate lower drug prices for consumers. The brief argues that the Constitution empowers Congress to enact policy reforms and improve federal programs.
    “Appellants now attempt to accomplish through judicial action what they could not through the legislative process. Appellants’ position in this litigation boils down to the argument that the United States Constitution prohibits the federal government from negotiating the prices of the products it purchases,” wrote the Senators. “Appellants seek to prevent reform of a purchasing process that Congress itself made. They argue that Congress, having created this process, now cannot unmake the process or even amend it for the benefit of the American public and the American taxpayer.”
    “As the Appellees’ brief ably explains, the Appellants’ position is wrong as a matter of constitutional law. Congress improves laws all the time. Congress has the right and indeed the duty to do so,” they continued. “The Program takes nothing from the pharmaceutical industry—not its drugs and not its patents. The Program does not coerce industry participants to do or say anything. Like every other market participant, manufacturers may sell their products at prices buyers think is fair (or not fair) and buyers may make market choices in turn.”
    The Senators conclude by asking the U.S. Court of Appeals for the Third Circuit to affirm that there has been no constitutional violation in allowing Medicare to negotiate lower drug prices for consumers.

    Senator Rosen has been leading the fight to lower prescription drug costs. Earlier this year, she introduced bipartisan legislation to lower out-of-pocket prescription drug costs for seniors. Senator Rosen also announced that starting this year, Nevada seniors will have their annual out-of-pocket costs for brand-name prescription drugs effectively capped at $3,300 a year as a result of the legislation she helped pass. Thanks to the Inflation Reduction Act, Senator Rosen helped lower prescription drug costs for seniors, lower health care premiums, and cap the insulin costs for those on Medicare Part D at $35/month per prescription.

    Padilla, Van Hollen Introduce Legislation to Expand Student Debt Relief for Parent Borrowers

    WASHINGTON, D.C. — U.S. Senators Alex Padilla (D-Calif.) and Chris Van Hollen (D-Md.), along with U.S. Representative Alma Adams (D-N.C.-12), introduced the Parent PLUS Parity Act, bicameral legislation to ease the burden of student loan debt for parent borrowers who helped their children pay for higher education.

    Nationwide, approximately 3.9 million borrowers have outstanding Parent PLUS loan balances totaling $112 billion. While these loans allow parents of dependent undergraduate students to borrow money to pay costs not already covered by the student’s financial aid package, current law excludes borrowers from the Parent PLUS and Federal Family Education Loan (FFEL) programs from most income-based repayment plans.

    Among other provisions, the Parent PLUS Parity Act makes parent borrowers eligible for repayment plans created by the U.S. Department of Education under the Biden-Harris Administration. This legislation comes after Padilla joined Van Hollen and several of his Senate colleagues in urging the Biden-Harris Administration to provide financial relief to parent borrowers.

    “Parents taking out loans to help their kids pay for higher education deserve the same loan forgiveness and relief options as other borrowers,” said Senator Padilla. “More and more low-income families, especially Black and Latino parents, rely on the Parent PLUS program every year but have limited loan repayment options. By expanding parents’ access to the same repayment benefits their kids would receive, we can help close the racial wealth gap and expand debt relief for underserved families.”

    “Millions of parents who struggled to help their kids pay for college are now trapped in unsustainable debt – and it’s not just hurting them, it’s holding back our entire economy. While the Biden-Harris Administration has taken important steps to expand income-based repayment options so students can pay off their loans, parent borrowers have been excluded from these programs, offering them little to no recourse. Our legislation will help those families chart a path to clear their debt and regain their financial footing,” said Senator Van Hollen.

    “The student debt crisis is an intergenerational crisis preventing Americans young and old from unlocking the social and economic mobility promised by a higher education. Parent PLUS borrowers uniquely struggle under the weight of student debt but have been excluded from many of the most impactful efforts to make student loan payments affordable. The Parent PLUS Parity Act will help change that and ensure that these borrowers have access to the same affordable repayment options available to all other borrowers and have access to critical pathways to relief.     Established in 1980, Parent PLUS loans were initially intended to assist higher-asset families, but as tuition has skyrocketed and the purchasing power of the Pell Grant has fallen, families with limited resources, particularly families of color, have increasingly turned to Parent PLUS loans to make up the shortfall. The consequences of this have been enormous, trapping thousands of low-income American families under a crushing financial burden.

    Between 1996 and 2018, the number of Parent PLUS recipients under the federal poverty line rose by an astonishing 350 percent. In 2020, the average Parent PLUS loan debt held was $37,970, a 40 percent increase from 2000. In 2015, 40,000 disabled or retired Parent PLUS borrowers had their Social Security benefits garnished after defaulting on their loans.

    Black parents are struggling disproportionately: the share of Black Parent PLUS borrowers with incomes below $30,000 nearly tripled from 2008 to 2018. In 2018, 44 percent of Black Parent PLUS borrowers had an annual income below $30,000 compared to only 10 percent of White Parent PLUS borrowers.

    Currently, Parent PLUS borrowers are excluded from most income-based repayment plans, including the SAVE Plan, the PAYE Repayment Plan, and the IBR Plan. Parent PLUS borrowers are also not eligible to discharge their loans in cases where their child becomes disabled and face additional barriers to obtaining Public Student Loan Forgiveness (PSLF). In their letters to Secretary Cardona, Padilla and Van Hollen urged the Education Department to use the extent of its authorities to provide relief for Parent PLUS borrowers. As a result of these efforts, the Department included Parent PLUS borrowers in its new hardship discharge program in the proposed student loan relief regulations announced in April 2024.

    The Parent PLUS Parity Act makes necessary statutory changes to ensure Parent PLUS borrowers can pursue additional avenues for debt relief and to protect these borrowers against Republican attacks on the Department of Education’s student debt relief programs.

    This legislation will help families tackle intergenerational debt, ensure equal access to programs available to other borrowers, and provide urgently-needed assistance to millions of forgotten Parent PLUS borrowers by:

    • Expanding the income-driven repayment plan options for Parent PLUS and all FFEL borrowers to all income-driven repayment plans and any forthcoming plans issued by the Department of Education, including the new SAVE program, PAYE, and IBR. 
    • Making Parent PLUS borrowers eligible for discharge if their child on whose behalf they’ve taken out loans becomes eligible for Total and Permanent Disability discharge.
    • Making Parent PLUS borrowers eligible for automatic discharge if their child on whose behalf they’ve taken out loans has their own loans discharged under Borrower Defense.
    • Making Parent PLUS borrowers eligible for PSLF if their child on whose behalf they’ve taken out loans serves the standard amount of time (120 months) in qualifying public service employment.
    • Directing the Secretary of Education to create a new hardship category program that will permit Parent PLUS borrowers to apply for loan discharge if they meet certain requirements based on income, borrower age, and other factors.

    The Parent PLUS Parity Act is cosponsored by Senators Cory Booker (D-N.J.), Tim Kaine (D-Va.), Bernie Sanders (I-Vt.), Tina Smith (D-Minn.), Elizabeth Warren (D-Mass.), and Peter Welch (D-Vt.).

    The legislation is endorsed by NAACP, National Education Association, Student Borrower Protection Center, The Institute for College Access & Success (TICAS), Student Debt Crisis Center, Project on Predatory Student Lending, Education Trust, Justice in Aging, and the Century Foundation Higher Education Team.

    Senator Padilla has consistently advocated on behalf of students and their families to increase access to higher education. He has led numerous calls urging President Biden to provide meaningful student debt cancellation, along with multiple letters urging U.S. Secretary of Education Miguel Cardona to leverage his authority under the Higher Education Act to provide expanded student debt relief to working and middle-class borrowers.

    Padilla previously cosponsored the College for All Act to make college tuition-free and debt-free for working families. He also cosponsored the Pell Grant Preservation and Expansion Act, bicameral legislation that would nearly double the Pell Grant maximum award, index the maximum award for inflation, and expand the program to include Dreamers.

    WASHINGTON, D.C. – Today, U.S. Senator Sherrod Brown (D-OH) welcomed $1,316,951 to Central State University for innovations in semiconductor manufacturing and development, and to enhance the infrastructure and educational communities across seven partner Historically Black Colleges and Universities to develop a technical workforce that is ready to fill high-demand jobs in the industry.

    “Harnessing the talents of students at our Historically Black Colleges and Universities like Central State University will help ensure that Ohio continues to be at the center of semiconductor innovation,” Brown said. “This research investment at Central State University will give Ohio HBCU students the opportunity to contribute to our state’s leadership creating and manufacturing the technologies of the future.”

    Brown has been a leader in bringing new manufacturing opportunities to Ohio. The CHIPS and Science Act authorizes a historic $829 million investment in the Manufacturing USA program over five years, the largest increase in funding for the program since its inception. The CHIPS Act will support and grow domestic supply chains, invest in Ohio manufacturing jobs, and reduce costs for Americans by investing in American manufacturing. Currently, 90 percent of chip manufacturing capacity is overseas, but with investments in domestic manufacturing – like Intel’s $20 billion investment in a semiconductor plant in New Albany – chips will become a major American export out of Ohio. Brown also introduced the Building Chips in America Act to streamline federal reviews for microchip manufacturing facilities.

  • MIL-OSI USA: Booker, Grijalva Introduce Bill to Permanently Protect American Bison, Grizzly Bears, and Gray Wolves

    WASHINGTON, D.C. –  Today, U.S. Senator Cory Booker (D-NJ) and U.S. Representative Raúl M. Grijalva (D-AZ-07) introduced the Tribal Heritage and American Bison, Grizzly Bear, and Wolf Restoration and Coexistence Act, legislation to establish permanent federal protections for these three species and expand recovery efforts and coexistence measures. Additionally, the bill would enhance existing tribal management authorities over these species by creating oversight committees that work in unison with Indian Tribes to identify tribal lands suitable for possible reintroduction efforts. 

    “American bison, grizzly bears, and gray wolves are iconic American species and are timeless symbols of our nation’s heritage, yet these animals were driven to the brink of extinction,” said Senator Booker. “Building on the success of past conservation legislation like the American Bald and Golden Eagle Protection Act and the Marine Mammal Protection Act, I am proud to introduce legislation that directs the Secretary of the Interior to works closely with Indigenous communities to ensure permanent protection for these animals.”

    “Bison, grizzly bears, and wolves hold significant spiritual, cultural, and ecological value to many tribal communities and our nation,” said House Natural Resources Committee Ranking Member Raúl M. Grijalva. “I’m proud to introduce this legislation with Senator Booker to enshrine protections for these species and ensure that conservation and management are conducted in close consultation with Tribal Nations. For centuries, the United States’ policies have systematically failed to honor our treaties, harming Tribal Nations and resulting in significant cultural losses and ecological damage. Congress has a trust responsibility to move forward from past injustices and craft policies for the future that are based on respect and recognition of Tribal Nations’ leadership in recovering these iconic species and their habitats.”

    American bison, grizzly bears, and gray wolves hold important cultural significance to the Indigenous peoples of North America. Despite their important ecological roles and cultural symbolism, during the 19th and 20th century each of these species were hunted to the point of eradication from most of their historic range throughout the continental United States. The elimination of these animals from their traditional ranges has dramatically compromised the integrity of their former ecosystems. Continuing to reestablish their presence – and prohibiting future eradication efforts – will restore the health of these ecosystems. 

    As seen with the 1995 reintroduction of gray wolves in Yellowstone National Park, reestablishing keystone species in their former ranges can have significant benefits to the ecosystem. The 1995 introduction rebalanced elk and deer populations, allowing vegetation to flourish in response to reduced herbivore grazing pressure. This landmark conservation effort helped re-stabilize the Yellowstone ecosystem, while creating an immense boom in ecotourism revenue that now generates an annual average of over $80 million for local economies in the Greater Yellowstone region. Grizzly bears play a similar role by regulating prey populations and preventing overgrazing, while bison grazing and foraging aid in plant growth and increase biodiversity by aerating soil and dispersing native seeds. These are just a few examples that demonstrate the positive impacts that bison, grizzly bears, and wolves have on North American ecosystems.

    Specifically, the Tribal Heritage and American Bison, Grizzly Bear, and Wolf Restoration and Coexistence Act would:

    1.       Prohibit the take, possession, purchase, sale, or transport of American bison, grizzly bears, and wolves, exclusive of captive-bred bison intended for human consumption, with targeted exceptions authorizing the Secretary of the Interior to issue permits for scientific or conservation purposes and for protection of agricultural interests and public safety. 

    2.       Exempt religious, cultural or treaty-reserved purposes of Federally recognized Indian Tribes.

    3.       Provide for civil and criminal penalties for violations.

    4.       Require consultation with federally recognized Indian Tribes before a take permit is issued under this Act or before any activity is carried out on the Tribal land of a federally recognized Indian Tribe that may negatively impact habitat or increase mortality of bison, grizzly bears or wolves.

    5.       Authorize federally recognized Indian Tribes, in consultation with the Secretary, to manage bison, grizzly bears and wolves reintroduced on Tribal land.

    “In the gulf coast of Texas remains a species of wolf called “The Ghost” wolf for its elusive nature and ability to ‘come back from the dead’. After generations of persecution, encroachment, and habitat loss, the Red Wolf was thought to be extinct, but that wasn’t the case. This story is much like the story of my people, the Karankawa. By hiding in plain sight, mixing and adapting to our ever-changing environment, both of us are still here. If only there had been a system in place like this legislation proposes today; that defends and protects, under the wings of their original stewards, our relatives who defend biodiversity, health, culture, and the climate,” said Chiara Beaumont, Karankawa.

    “Indigenous peoples, like our relatives the Buffalo, Grizzly and Wolves have distinct cosmology with our natural world.  We have inhabited our natural world prior to colonization, dating back to our creation stories. “Comes Holy” a white buffalo was born June 4, 2024 and fulfills a prophecy that teaches our human relatives that spiritual unity is of essence to our survival.  Indigenous people speak on behalf of those who cannot – the Buffalo, Grizzlies and Wolves,” said Vivian Delgado, Yaqui.

    “We must protect and speak for our sacred relatives because they can’t speak for themselves.  For they maintain an ecological balance that is imperative for our survival, knowledge and growth.  Just like we seek guidance from our elders, we are also guided by our relatives of the Wolf Nation. By protecting and restoring our bond with our relatives we receive their teachings and many blessings.  Through this we can begin to heal our relationship with ourselves, others and Mother Earth,” said Osvaldo Cabral, Huichol.

    “This legislation reverses the current doom narrative, instead asks, “What do we stand to gain and how fast.” This fresh novel inquiry is the best approach to wildlife coexistence, reversing climate warming, stemming biodiversity loss and move humans to right relationship with the natural world. This legislative framework utilizes, to the fullest, traditional ecological knowledge together with western science in tribal Co-stewardship decision-making collaboratives for conservation, restoration and protection of our 4-leg relatives, their habitat and their natural active role in maintaining overall ecological health,” said Dallas Gudgell, Yankton Dakota.

    “Our relatives within the Greater Yellowstone Ecosystem and the nation, from all walks of life, whether they are keystone species, like buffalo or an apex predator, deserve to be protected from corporate interests and settler-colonial practices that put private interests above the American public and the original occupants of the land,”said Devin Oldman, Arapaho.

    “All these species are important and it is that, also, we need their “spirit” in our world to live as the Creator wants us to,” said Allen Pinkham, Nez Perce.

    “In 2021 President Joe Biden issued an executive order that elevated Indigenous Traditional Ecological Knowledge and ancestral wisdom into federal policy decisions. “Indigenous Knowledge cannot be separated from the people inextricably connected to that knowledge,” the order states. “It applies to phenomena across biological, physical, social, cultural, and spiritual systems.” Indigenous Peoples worldwide “manage over 24% of land, which contains about 40% of all ecologically intact landscapes and protected areas left on the planet, and a staggering 80% of the world’s biodiversity.” Now is the time for Native people to share stories about the wolves, bison and Grizzley bears that would receive lasting protections under this senate bill, which began in 2019 with House Bill 2532, originally co-sponsored by Representative Deb Haaland, who is now by the first Native director of the Department of the Interior,” said Tony Evans, Mohawk. 

    “The relationship between Indigenous peoples and animals like wolves, grizzly bears, and buffalo is deeply rooted in spiritual, cultural, and ecological significance. These animals are not just seen as wildlife but as relatives and integral parts of the natural world, embodying lessons, symbols, and connections that are vital to the balance of life. The protection of wolves, grizzly bears, and buffalo is not only about preserving species but also about maintaining the natural order and the sacred bonds that sustain life. In this way, the relationship with these animals is a profound reminder of the responsibilities humans have to the Earth and all living beings. The respect and reverence for these animals are central to Indigenous teachings, which stress that all life is interconnected, and the well-being of one species affects the well-being of all.”said Red Fawn Janis, Iglala Lakota.

    “The wolf, who is named Ma’iingan by the Anishinaabe people of the Great Lakes, carries core cultural teachings that are necessary for us to understand how to live in accordance with our instructions as responsible and moral beings. The unanimous rejection of a recreational wolf hunt by every Federally recognized tribe in Michigan  underscores how integral the living presence of Ma’iingan is to our continued existence as Anishinaabek. From the beginning, our fates have run parallel, and it is deeply necessary that we continue to reside on these lands together with Ma’iingan. Kchi miigwech, much gratitude, to Senator Booker for his leadership and rational insistence that our relationship with the natural world is foundationally important,” said Dr. Nichole Keway Biber, Little Traverse Bay Bands of Odawa Indians.

  • MIL-OSI USA: President Joseph R. Biden, Jr. Approves Disaster Declaration for the Saint Regis Mohawk  Tribe

    Today, President Joseph R. Biden, Jr. declared that a major disaster exists for the Saint Regis Mohawk Tribe and ordered federal aid to supplement the Tribal Nation’s efforts in the areas affected by a severe storm and flooding from August 8 to August 10, 2024.
    Federal funding is available to the Saint Regis Mohawk Tribe and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storm and flooding.
    Federal funding is also available on a cost-sharing basis for hazard mitigation measures for the Saint Regis Mohawk Tribe.
    Ms. Catharine O. Fan of the Federal Emergency Management Agency (FEMA) has been appointed to coordinate Federal recovery operations in the affected areas. 
    Damage assessments are continuing in other areas, and additional forms of assistance may be designated after the assessments are fully completed.

    “Recent reporting indicates Iran is paying criminal organizations to carry out violent plots—including assassinations—against their critics within the United States,” wrote the Senators. “We write to request information regarding how the U.S. Department of Justice (DOJ) is prosecuting criminals who commit or attempt to commit acts of violence in the United States on behalf of foreign adversaries, and what statutory changes to the criminal code would help DOJ to robustly prosecute these crimes.”
    “An…example includes a plot, allegedly ordered by individuals in Iran, to use members of an Eastern European criminal organization who refer to themselves as ‘Thieves-In-Law’ in an attempt to murder a prominent critic of Iran—who is a United States citizen—within the United States,” continued the Senators. “The attempted assassination followed a prior plot by Iranian intelligence officials to abduct the same critic from within the United States for rendition to Iran.”
    The Senators are asking the Department of Justice to respond to the following questions:

    Dear Attorney General Garland,
    Recent reporting indicates Iran is paying criminal organizations to carry out violent plots—including assassinations—against their critics within the United States. We write to request information regarding how the U.S. Department of Justice (DOJ) is prosecuting criminals who commit or attempt to commit acts of violence in the United States on behalf of foreign adversaries, and what statutory changes to the criminal code would help DOJ to robustly prosecute these crimes.
    According to recent reporting, “Iran has cultivated and exploited connections to criminal networks that are behind a recent wave of violent plots secretly orchestrated by elite units in the [Iranian Islamic Revolutionary Guard Corps] and Iran’s Ministry of Intelligence.”  Iran’s violent plots include attempted assassinations and abductions around the world.
    A December 2023 Justice Department indictment of Iranian resident Naji Sharifi Zindashti exemplifies the problem. Mr. Zindashti stands accused of participating in a plot with a Canadian member of the Hells Angels Motorcycle Club in an attempt to murder two Maryland residents who fled to the United States after one of them defected from Iran.  The Treasury Department has identified Zindashti as the leader of a network that targeted Iranian dissidents for assassination at the direction of the Iranian regime.  
    An additional example includes a plot, allegedly ordered by individuals in Iran, to use members of an Eastern European criminal organization who refer to themselves as “Thieves-In-Law” in an attempt to murder a prominent critic of Iran—who is a United States citizen—within the United States.  The attempted assassination followed a prior plot by Iranian intelligence officials to abduct the same critic from within the United States for rendition to Iran. 
    These plots are even more troubling in light of last week’s indictment of Asif Merchant, a Pakistani national with ties to Iran, who is accused of attempting to pay individuals to assassinate a politician or government official in the United States.
    We request that you provide us with a written response as soon as possible, but no later than October 15, 2024, that provides an overview of recent efforts by foreign governments to use criminal actors, including members of criminal organizations, to commit violent crimes against individuals within the United States. We also request your response include answers to the following questions:
    Please confirm reported news about foreign plots targeting critics in the United States. What has DOJ identified regarding efforts foreign governments have undertaken to enlist criminal actors to commit violent crimes against persons in the United States?
    Has DOJ observed an increased amount of these activities in recent months or years?
    What steps is DOJ taking to thwart this type of foreign government activity?
    What statutory changes to the criminal code—including increased criminal penalties for persons convicted of participating in these types of activities—would support efforts to deter and prosecute this criminal behavior?

Senator Hassan has spearheaded Concussion Awareness Day since her time as Governor of New Hampshire, following the advocacy of Brooke Mills, a 25-year-old Granite Stater who experienced a life-altering concussion during her high school years.
    “Every year, many Granite Staters and Americans experience concussions, yet the full scope of these injuries often goes unrecognized,” said Senator Hassan. “This resolution to recognize National Concussion Awareness Day is an important step in our ongoing efforts to educate the public about traumatic brain injuries, from how they happen to how to recover.     Former Miss New Hampshire Brooke Mills first had the idea for National Concussion Awareness Day after suffering a life-altering concussion during her freshman year of high school. Following her advocacy, when Senator Hassan was Governor, Hassan marked Concussion Awareness Day in New Hampshire in 2016. Then she brought this effort to the Senate, introducing the National Concussion Awareness Day starting in 2019. In recognition of Brooke’s impactful work, Senator Hassan honored her as a Granite Stater of the Month that same year.
    The resolution that Senator Hassan introduced recognizes September 20, 2024, as National Concussion Awareness Day, commends organizations that raise awareness about concussions, and encourages further research and prevention efforts.

    Supporting the designation of September 20, 2024, as ‘‘National Concussion Awareness Day’’.
    Whereas mild traumatic brain injury, otherwise known as a concussion, is an important health concern for children, teens, and adults;
    Whereas, according to information from the Centers for Disease Control and Prevention—
    there are as many as 1,600,000 to 3,800,000 sports-related concussions annually;
    as many as 5,300,000 individuals live with the long-term effects of a traumatic brain injury;
    between 2010 and 2016, an estimated 2,000,000 children under age 18 visited an emergency department because of a traumatic brain injury sustained during sports- or recreation-related activities;
    each year an estimated 283,000 children seek care in emergency departments in the United States for a sports- or recreation-related traumatic brain injury, with traumatic brain injuries sustained in contact sports accounting for approximately 45 percent of those visits;
    research suggests that many children with a traumatic brain injury do not seek care in emergency departments or do not seek care at all, resulting in a significant underestimate of prevalence; and
    approximately 15 percent of all high school students in the United States self-reported 1 or more sports-or recreation-related concussions within the preceding 12 months;
    Whereas the seriousness of concussions should not be minimized in athletics, and return-to-play and return-to-learn protocols can help ensure recovery;
    Whereas concussions can affect physical, mental, and social health, and a greater awareness and understanding of proper diagnosis and management of concussions is critical to improved outcomes; and
    Whereas the Senate can raise awareness about concussions among the medical community and the public: Now, therefore, be it
