  • MIL-OSI USA: Murkowski in Attendance as U.S. Navy Formally Apologizes to Village of Kake for Military Bombardment

WASHINGTON, D.C. – U.S. Senator Lisa Murkowski (R-AK), Vice Chairman of the U.S. Senate Committee on Indian Affairs, attended and spoke at a ceremony in Kake, Alaska, where the U.S. Navy formally apologized for bombarding the Alaska Native village of Kake, Alaska in 1869.
Senator Murkowski has advocated for this formal apology for many years. She has heard directly from the leadership of the respective villages and clans about the pain and suffering that was inflicted on the Tlingit people by this bombardment and how, generations later, it continues to affect the community. This formal apology is long overdue but marks the start of healing for the community.
“It was incredible to be present at this ceremony to witness the United States military’s historic apology for the devastating 1869 bombardment of Kake. I have heard for many years how the people of Kake have not been able to heal from the trauma of the Navy’s attack. Families have shared the stories of the destruction, which led to deaths among children and elders. These families have had to live with that sadness and unresolved trauma for too long,” said Senator Murkowski. “One of the cultural values the people of Kake carry is spiritual and cultural balance. When trying to find that balance, apologies need to be made, to say ‘I am sorry, we failed you.’ While far overdue, it is appropriate now that our military offered this apology to the people of Kake for their loss. I commend the clan leaders in Kake for their humble acceptance of the Navy’s apology, and hope that this acknowledgment will promote healing from the intergenerational trauma caused by the United States government’s mistakes. It was my great honor to have worked alongside the community of Kake to advocate for this historic event.”
Senator Murkowski was previously adopted into the Deisheetaan clan by the late Selena Everson. During the ceremony, Senator Murkowski delivered remarks with fellow Deisheetaan clan members at her side, after inviting them to join her at the podium. Senator Murkowski delivered her remarks wrapped in a peace blanket lent to her by Joe Zuboff via Sealaska Heritage Institute’s President, Dr. Rosita Worl.
For video of Senator Murkowski’s full remarks, click here.
    Excerpts from Senator Murkowski’s remarks
“This is an historic moment. This is a moment in time, as we have heard, that has been coming for generations.”
“I was reminded by Liz Medicine Crow that the children in the schools here are the 7th generation to hear, understand, and grieve what happened with the bombardment of 1869. Seven generations of loss.”
“I was gifted the name Aan shaawátk’I. which means Lady of the Land. It is a tribute and an honor that I carry deeply with me. It is a responsibility that I have to not only the Deisheetaan, but to all of Alaska’s peoples.”
“The blanket I wear at this moment that Dr. Worl has honored me with wearing for this time is a peace blanket.”
“I became involved in these discussions – I heard about this story – years ago. Years ago, I’d learned there had been an effort for an apology, which had to work its way up not only through the military leadership, but then needed to be signed off by the Secretary of the Navy and by the President. And that it made its way so far up in the Clinton Administration, but was ultimately rejected. That was before I had heard of these stories, but this effort is one that should not die, that could not die, that must be remedied.”
“I want to acknowledge Dr. Worl for not only convening so many, but [also for her] very, very direct reach out to our military leadership. It was in 2019 that she reintroduced the story to General Tom Bussiere who was head of the Alaska Command at the time. And General Bussiere said this wrong must be righted. I will work with you. But as happens, Generals come and they go. And General Bussiere worked hard but it was not accomplished.”
“I was asked in my role as a member of the Senate Indian Affairs Committee for help from the U.S. Navy on an issue thousands of miles from here, in Nevada, where they were looking to convey property to allow for an extension of a military facility. They said what they were going to do was ensure that the Native people who had been harmed by the military’s actions would receive recognition and would receive a level, a show of apology. And I said ‘I will work with you on that issue in Nevada, but you must understand that the people of Kake have a raw and an open scar that has been left for generations. That the people of Angoon have a raw and open scar that has been left for generations. And the people of Wrangell. So, help us to ensure that these wrongs are corrected.”
“It was humbling to be in Juneau for Celebration this year. To be part of the lengthy discussions with our military liaisons, some of whom are in this room this afternoon. And our Native leaders and elders from Kake, from Angoon, and from Wrangell, and to finally be to that point where the answer is ‘yes, an apology is necessary. Let’s talk about when.’ And now that ‘when’ is here for the people of Kake. And, so, to be able to announce at Celebration was a truly humbling moment.”
“It is my hope that we can move together, forward, with respect and understanding for each other’s cultures, for each other’s world views, and that with these words of apology, respect is finally afforded to the people of Kake.”

The bill reauthorizes key delinquency prevention programs, empowers community stakeholders and bolsters federal protections for incarcerated minors. Grassley is a senior member and former chairman of the Senate Judiciary Committee; Whitehouse also serves as a senior member of the Judiciary Committee.
“Kids in our juvenile justice system ought to receive safe, fair treatment that encourages respect for the law and, ultimately, smooths transitions back to their communities,” Grassley said. “The federal juvenile justice program ensures minors receive adequate protections from these centers operating on the taxpayer’s dime. Our bipartisan bill builds off decades of work to strengthen the core tenets of this critical program, and I thank Senator Whitehouse for his continued partnership.”
“Senator Grassley has been my stalwart partner over the years in strengthening protections for kids in the justice system.?I’m very pleased to launch our latest effort together to ensure that young people receive age-appropriate, community-centered support to stay out of the juvenile justice system and have a better chance to get their lives back on track after getting out,” Whitehouse said.

  • MIL-OSI USA: Senator Marshall Joins Senator Cotton, 37 GOP Colleagues Condemning Biden-Harris Administration’s Weak Iran Policy Amid Nuclear Threat

    US Senate News:

Source: United States Senator for Kansas Roger Marshall
Washington, D.C. – U.S Senator Roger Marshall, M.D. joined U.S Senator Tom Cotton (R-AR) and U.S. Congresswoman Elise Stefanik (NY-21) in sending a letter to U.S. President Joe Biden criticizing his administration’s weak policies that have emboldened Iran to advance its nuclear program to the brink of nuclear breakout. The Biden-Harris administration’s policies of appeasement have contributed to an urgent nuclear threat and further destabilization throughout the Middle East and beyond.
    In part, the lawmakers wrote:
“Your administration allowed Iranian-backed militias to attack our troops more than 180 times while responding only about 11 times, diminishing any fear of American strength. You further empowered Iranian proxies by removing the Houthis from the list of designated terrorist organizations and restoring funding to the Palestinian Authority and the Hamas accomplices in UNRWA. These proxies then attacked and besieged Israel—and you proceeded to impose a weekslong, partial arms embargo on Israel, weakening the chief adversary of Iran capable of destroying its nuclear program.”

  • MIL-OSI USA: Durbin, Collins Praise President Biden For Signing Their Bipartisan SIREN Reauthorization Act Into Law

    US Senate News:

Source: United States Senator for Illinois Dick Durbin
    09.27.24
President Biden signed the SIREN Reauthorization Act into law yesterday, extending funding for SIREN Act grants to support fire and EMS agencies in rural communities
WASHINGTON – U.S. Senate Majority Whip Dick Durbin (D-IL) and U.S. Senator Susan Collins (R-ME), a member of the U.S. Senate Committee on Health, Education, Labor, and Pensions (HELP), today praised President Biden for signing their bipartisan SIREN Reauthorization Act into law yesterday.  The legislation will extend funding for five additional years for SIREN Act grants to rural fire and EMS agencies nationwide.  The funding from the Substance Abuse and Mental Health Services Administration (SAMHSA), which was created through Durbin’s Supporting and Improving Rural EMS Needs (SIREN) Act, supports rural EMS agencies in training and recruiting staff, conducting certification courses, and purchasing equipment, including naloxone to address the opioid overdose epidemic.
“In rural areas across the country, EMS agencies serve as a lifeline for their communities.  These first responders are on the front lines, providing medical care to Americans in emergencies when the nearest hospital is miles away.  That’s why it’s critical that EMS personnel, many of whom are volunteers, are provided with the resources, staffing, training, and equipment to treat the medical emergency in front of them,” said Durbin.  “Because a Nauvoo, Illinois, constituent and paramedic Mark Kennedy met with me to advocate for rural EMS agencies back in 2018, I worked to pass the bipartisan SIREN Act to support Mark and other rural EMS agencies in caring for their communities.  This week, President Biden signed Senator Collins’ and my bipartisan SIREN Reauthorization Act into law, ensuring that rural EMS agencies will have access to the funding they need for five more years.”
“It is vital that Americans who live in rural parts of Maine and across the country have access to lifesaving emergency medical services, which is why I have long advocated for funding to support access to quality rural health care,” said Collins.  “This law will help to alleviate staffing shortages, upgrade training and equipment, and ultimately boost response times when seconds count.  This program has made a real difference for recruiting and retaining EMS personnel in Maine’s rural communities.”
The bipartisan bill was initially signed into law in 2018 as part of the Farm Bill.  Since then, Durbin and Collins have led the appropriations effort to grow the program from $5 million annually to $11.5 million this year, resulting in a total of $40 million in grants nationwide to 42 states.  The SIREN Act has resulted in new funds to rural EMS/fire agencies in Carbondale, Nauvoo, Amboy, Jerseyville, Mt. Carmel, Paris, and Gibson City, Illinois.  Thanks to SIREN Act funding, the Nauvoo Fire Protection District has been able to increase the number of annual calls it responds to across Hancock County, Illinois, from 140 to 360.
A decline in primary care and hospital service availability, workforce shortages exacerbated by the pandemic, great distances between health care facilities, and low insurance reimbursement for transport and emergency treatment have all strained rural EMS agencies.  At the same time, EMS agencies today are tasked with ever-greater responsibilities— preparing for natural and manmade disasters and bioterror threats, supporting the chronic and emergency care needs of an aging population, and responding on the front lines of the opioid epidemic.  These first responders are often the only health care providers in their area and face difficulty in personnel recruitment and retention, and securing expensive equipment.
The companion legislation in the House of Representatives is led by Representatives Debbie Dingell (D-MI-06) and Dave Joyce (R-OH-14).  The SIREN Reauthorization Act is endorsed by the National Association of Emergency Medical Technicians, International Association of Fire Fighters, International Association of Fire Chiefs, National Rural Health Association, National Volunteer Fire Council, and National Fire Protection Association.
Last week, Durbin spoke about the importance of the SIREN Reauthorization Act on the Senate floor.

  • MIL-OSI USA: Crapo, Risch, Ricketts Introduce Bill to Protect Ag Supply Chains from China

    US Senate News:

Source: United States Senator for Idaho Mike Crapo
Washington, D.C.–U.S. Senators Mike Crapo (R-Idaho), Jim Risch (R-Idaho) and Pete Ricketts (R-Nebraska) introduced the Securing American Agriculture Act, which would protect domestic agriculture supply chains and reduce America’s reliance on foreign adversaries.
“Close and continued oversight evaluating America’s relationship with the CCP is vital to our national security and protecting our nation’s food supply chain,” said Crapo.  “It is in our best interest to take every step toward mitigating potential threats from the CCP.”
“Congress can’t allow Communist China to seize control of America’s food supply chain,” said Risch.  “Idaho’s farmers and ranchers fuel our economy and feed the world. The Securing American Agriculture Act will help defend against threats to Idaho agriculture from China’s influence.”
“The CCP is the single greatest threat to America’s national security and financial independence,” said Ricketts.  “A CCP-led world would mean coercion instead of choice, tyranny instead of liberty, and dictatorship instead of democracy. The only way to combat this threat is with a strong, strategic, all-of-government approach.  This bill moves us closer to that.”
In recent years, China gained significant market share in the production of essential agricultural inputs like vitamins, veterinary pharmaceuticals and crop protection tools.  Losing access to these key inputs could drastically reduce agricultural productivity, increase food prices, and undermine domestic food security.
The Securing American Agriculture Act would:

Require the U.S. Department of Agriculture, in conjunction with the U.S. Trade Representative and the Department of Commerce, to conduct an annual threat assessment of critical food and agricultural supply chains.

Require the Secretary of Agriculture to provide recommendations to mitigate potential threats from China and for legislative and regulatory actions to reduce barriers to domestic critical input production.

Crapo, Risch and Ricketts are joined in introducing the legislation by U.S. Senators Tammy Baldwin (D-Wisconsin), Mike Braun (R-Indiana), John Borrasso (R-Wyoming), John Cornyn (R-Texas), Shelley Moore Capito (R-West Virginia), Deb Fischer (R-Nebraska), Cynthia Lummis (R-Wyoming), Rick Scott (R-Florida) and Eric Schmitt (R-Missouri).

WASHINGTON – U.S. Senator Roger Wicker, R-Miss., the highest-ranking Republican on the Senate Armed Services Committee, released the following statement in response the Biden-Harris administration’s decision to withdraw U.S. forces from the counter-ISIS mission in Iraq:
“I am deeply troubled that the Biden-Harris administration could repeat a chaotic and deadly withdrawal in yet another country. This mistake could lead the way to a resurgence in terrorist activity and enable a complete Iranian takeover of Iraq, just as happened with President Obama’s withdrawal in 2011,” Senator Wicker said. “The decision – which comes after repeated, unabating, and lethal attacks on our servicemembers – is nothing short of American retreat, and it is a disservice to the thousands of U.S. soldiers who fought and died defending American interests.”

    US Senate News:

Source: United States Senator for New Hampshire Maggie Hassan
WASHINGTON – U.S. Senator Maggie Hassan recognized Kimberly “Kym” Lozada as September’s Granite Stater of the Month. Kym offers free haircuts and other events to support adults and kids in the Manchester community.
Kym, a mother of six, opened her barbershop “Get Faded” in February 2023. After her husband passed away six months later, she wanted to find a way to help other single parents who might be struggling with the busy back-to-school season. She started an annual event with free haircuts for local students, and this year the shop also gave out 150 backpacks filled with school supplies. Get Faded is also a certified sensory-safe barbershop and a place where every child can feel supported – and get the haircut they want to feel stylish and confident.
Like many Granite State families, the Lozada family has also experienced the effects of the fentanyl crisis. Kym’s late husband dealt with addiction, and she is open about his experience in the hopes that she can inspire others to get treatment. Get Faded recently hosted free haircut events for adults at Hope for NH Recovery, a center that offers peer-based support for those dealing with addiction, and at AmeriHealth Caritas, an organization that works to bring health care to communities throughout the state.
Kym’s dedication to helping those in need is a true example of the Granite State spirit of pitching in to help fellow citizens. Her family’s experience is one that is not unique in New Hampshire, but her perseverance and commitment to helping Granite Staters in her own way can inspire everyone.
Senator Hassan launched the “Granite Stater of the Month” initiative in 2017 to recognize outstanding New Hampshire citizens who go above and beyond to help their neighbors and make their communities stronger. To nominate a New Hampshire citizen to be a “Granite Stater of the Month,” constituents can complete the nomination form here.
To read Senator Hassan’s statement for the Congressional Record, see below.
I am honored to recognize Kimberly “Kym” Lozada of Manchester as September’s Granite Stater of the Month. After her husband passed away, Kym felt a drive to find ways to support her community – and now through her barbershop, “Get Faded,” Kym offers free haircuts and other events to support adults and kids alike.
Kym, a mother of six, opened Get Faded in February 2023. When her husband passed away six months later, she wanted to find a way to help other single parents who might be struggling with the busy back-to-school season. She started an annual event with free haircuts for local students, and this year the shop also gave out 150 backpacks filled with school supplies. The business has also hosted trunk-or-treat for kids on Halloween. Get Faded prioritizes ensuring that all children feel comfortable; it is a certified sensory-safe barbershop, where the barbers are trained to give haircuts to children with autism or sensory processing sensitivities that can make it difficult to experience a traditional haircut. Overall, Kym makes Get Faded a place where every child can feel supported – and of course, get the haircut they want to feel stylish and confident.
In addition, like many Granite State families, the Lozada family has experienced the effects of the fentanyl crisis. Kym’s late husband dealt with addiction, and she is open about his experience in the hopes that she can inspire others to get treatment. In Kym’s words, “I will keep telling my story in the hope that it can save someone’s life.” Get Faded recently hosted free haircut events for adults at Hope for NH Recovery, a center that offers peer-based support for those dealing with addiction, and at AmeriHealth Caritas, an organization that works to bring health care to communities throughout the state.
Kym’s dedication to helping those in need is a true example of the Granite State spirit of pitching in to help our fellow citizens. Her family’s experience is one that is not unique in our state, but her perseverance and commitment to helping Granite Staters in her own way can inspire all of us.

WASHINGTON, D.C. – Today, following his push, U.S. Senator Sherod Brown (D-OH) announced that the United States Air Force selected the Rickenbacker Air National Guard Base in Columbus as one of seven finalists to become the main operating base for the new KC-46A. Between the proven performance of the Ohio Air National Guard’s 121st Air Refueling Wing (ARW) and its two 12,000-foot runways, Rickenbacker Air Guard Station (AGS) is well-positioned to accept the new eight KC-46A aircraft.

“Ohio has a long tradition of innovation and aerospace leadership, and the 121st Air Refueling Wing supports critical missions throughout the country and around the globe,” said Brown. “The Columbus Community and all of Ohio proudly supports the 121st. Rickenbacker’s outstanding facilities and proven performance and wealth of experience makes it an ideal location for the KC-46A operating base.”

The KC-46A provides aerial refueling support to the U.S. military and is the next generation of refueling and hauling capabilities. Due to the 121st ARW’s proven track record of exemplary performance in the air refueling mission, Rickenbacker is the ideal location to be the main operating base for the KC-46A.

Last week, Brown also secured $8,994,283 for the Columbus Regional Airport Authority to help rehabilitate Runway RL-23R at Rickenbacker to provide first responders closer access to the runway, improving rapid response capabilities and supporting the 121st’s missions. Brown advocated for this investment in the government funding package.

    US Senate News:

Source: United States Senator for Texas Ted Cruz
WASHINGTON, D.C. – U.S. Sens. Ted Cruz (R-Texas) and John Cornyn (R-Texas) introduced the Protect LNG Act. The legislation ensures that a court cannot vacate a previously authorized LNG permit, clarifies the venue for LNG lawsuits before federal courts, and mandates that courts grant expedited decisions in relevant cases.
Sen. Cruz said, “Texas energy producers have made the United States the largest exporter of liquefied natural gas (LNG) in the world and have created jobs for thousands of Texans. However, fringe environmental groups and politicized courts are threatening those successes, and in the process endangering the development of energy projects across the United States. The Protect LNG Act protects energy producers from these attacks.”
Sen. Cornyn said, “As the leading producer of oil and natural gas in the nation, Texas plays a key role in supporting thousands of well-paying jobs at home and keeping the lights on across the country. This legislation will help crack down on frivolous lawsuits by left-wing climate activists who seek to weaponize our courts and threaten American energy, and I’m glad to join Sen. Cruz in halting this effort and maintaining Texas’ energy dominance.”
The full text of the Protect LNG Act is available here.
    BACKGROUND:
In August, the U.S. Court of Appeals for the D.C. Circuit vacated reauthorizations for the Rio Grande LNG and Texas LNG projects, threatening 7,000 jobs and undermining $24 billion in investments in the Rio Grande Valley. On September 25, 2024, Sen. Cruz sent a letter to the Chairman of the Federal Energy Regulatory Commission urging him to appeal this terrible decision.

  • MIL-OSI USA: Cortez Masto, Colleagues Introduce Legislation to Bolster & Keep Resources in Rural Hospitals

    US Senate News:

Source: United States Senator for Nevada Cortez Masto

Washington, D.C. – U.S. Senators Catherine Cortez Masto (D-Nev.), Ron Wyden (D-Ore.), Maggie Hassan (D-N.H.), and 15 Senate Democrats today introduced the Keep Obstetrics Local Act, legislation to address a rising trend of rural hospitals and hospitals in underserved areas closing their labor and delivery units with significant consequences for expectant parents, families, and their local communities.

“Every new and expectant mom in rural Nevada should have access to high-quality maternity care,” said Senator Cortez Masto. “Our legislation will help hospitals in remote and underserved communities provide essential services to moms and their babies. I’ll continue working to ensure Nevada families can count on the care they need to stay healthy.”

In Nevada, more than half of the counties do not have a birthing hospital. Only four out of 14 rural hospitals offer routine labor and delivery statewide. In Nye County, the largest geographic county in Nevada, there isn’t a single hospital that offers obstetric care or OB-GYNs. In Elko County, there are more than 53,000 Nevadans, but only 5 practicing OB-GYNs in 2022. Between 2012 and 2022, approximately one-quarter of all rural hospitals stopped providing obstetrics services, impacting 267 communities. This trend of closures is caused by several overlapping challenges, including the high fixed operating costs of these units, low volumes of births, and difficulties in attracting and retaining OB-trained clinical staff, all of which are made worse by inadequate reimbursement for labor and delivery services.

The Keep Obstetrics Local Act (KOLA) would increase Medicaid payment rates for labor and delivery services for eligible rural and high-need urban hospitals, provide “standby” payments to cover the costs of staffing and maintaining an obstetrics unit at low-volume hospitals, create low-volume payment adjustments for labor and delivery services at hospitals with low birth volumes and require all states to provide postpartum coverage for women in Medicaid for 12 months, among other steps. This bill also makes sure that hospitals are required to use these additional resources to invest in the maternal healthcare needs of the local communities they serve.

Joining Sens. Cortez Masto, Wyden and Hassan to introduce the legislation are Senators Debbie Stabenow (D-Mich.), Maria Cantwell (D-Wash.), Tom Carper (D-Del.), Ben Cardin (D-Md.), Sherrod Brown (D-Ohio), Michael Bennet, (D-Colo.), Bob Casey Jr. (D-Pa.), Mark Warner (D-Va.), Sheldon Whitehouse (D-R.I.), Elizabeth Warren (D-Mass.), George Helmy (D-N.J.), Tammy Duckworth (D-Ill.), Corey Booker (D-N.J.), Patty Murray (D-Wash.), and Jeff Merkley (D-Ore).

    US Senate News:

Source: United States Senator for Texas John Cornyn
WASHINGTON – U.S. Senator John Cornyn (R-TX) released the following statement in response to Vice President Kamala Harris’ trip to Douglas, Arizona, her first visit to the border in more than three years despite record-breaking illegal immigration caused by the Biden-Harris administration’s policies:
“It is downright hypocritical that almost four years into the Biden-Harris administration and weeks before the election, ‘Border Czar’ Kamala Harris now decides to visit the border for only the second time to claim she cares when it’s her own policies that have done so much damage to these communities and our nation.”
“Millions of migrants have streamed across the border illegally, including more than 500,000 unaccompanied children, many of whom were placed with sponsors and then lost by this administration. Dangerous drugs have continued to flow into the country as a result of our uncontrolled border, and drugs like fentanyl have killed more than 100,000 of our fellow Americans in just one year alone.”
“This border trip is four years too late, and the American people can see right through Harris’ attempt to fool them and escape culpability for her historic border crisis.”

  • MIL-OSI USA: Cassidy Discusses Historic Tax Credit, Affordable Housing in New Orleans

    US Senate News:

Source: United States Senator for Louisiana Bill Cassidy

METAIRIE – This morning, U.S. Senator Bill Cassidy, M.D. (R-LA) had a conversation with attendees at the Novogradac Housing Tax Credits and Bond Conference in New Orleans. They discussed what it will take to preserve tax credits that make it easier to provide affordable housing and renovate historic buildings.

“Investing in small towns and big cities in Louisiana and elsewhere makes our cities more livable, our communities more beautiful, and creates jobs,” said Dr. Cassidy.
As part of the Tax Cuts and Jobs Act of 2017, Senator Cassidy preserved the Historic Tax Credit. According to the National Trust for Historic Preservation, the credit returns $1.20 in tax revenue for every dollar invested. Nationwide, it has created 3.2 million jobs and preserved more than 49,000 buildings. In Louisiana between Fiscal Years 2001 and 2023, it has supported over 90,000 jobs for over 1,000 projects.
Cassidy is also a cosponsor of the Affordable Housing Credit Improvement Act, which would rename and strengthen the low-income housing tax credit to make housing more affordable.
Cassidy was welcomed to the conference by Mr. Michael Novogradac, the managing partner of Novogradac and Company, LLP, who spearheaded the event.
“We appreciate Senator Cassidy’s ongoing support of the Historic Tax Credit, which allows business leaders to renovate and repurpose historic buildings to restore beauty and provide housing or places to eat and shop at, as well as the Housing Credit, which is responsible for financing nearly all affordable rental housing in Louisiana and nationwide,” said Mr. Novogradac. “Cassidy is a champion for these efforts, and we are grateful for his leadership and for his attendance at our event today.”

    Dear Mr. President:

We write to urge swift approval of Governor Bill Lee’s request for a major disaster declaration pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act due to severe weather occurring on September 26 and 27, 2024.

The remnants of Hurricane Helene have caused widespread damage across Tennessee, especially in East Tennessee. An estimated 6 to 10 inches of rain has fallen across the eastern part of the state over the past 48 hours. Catastrophic flash flooding has devastated communities across East Tennessee, causing I-40 to collapse and leaving homes destroyed. The Unicoi County Hospital has been inundated with flood waters, and patients and staff were forced to take shelter on the roof to await rescue. Over 75,500 power outages were reported statewide. With the heaviest rains expected to shift through Middle and West Tennessee over the weekend, more damage is expected.

To respond to this disaster, Governor Lee is specifically requesting an Emergency Declaration, Categories A and B, including Direct Federal Assistance. Governor Lee’s request is attached. On behalf of the State of Tennessee, we urge you to approve this request as soon as possible.

Our offices can provide you with any additional information you need.

    Sincerely,

  • MIL-OSI USA: Reed Congratulates Tennis Great Billie Jean King for Winning the Congressional Gold Medal

    US Senate News:

WASHINGTON, DC – Recognizing tennis great Billie Jean King’s groundbreaking contributions both on and off the court, President Joe Biden signed legislation into law this week honoring Billie Jean King, 80, as the first individual female athlete to be awarded the Congressional Gold Medal.

U.S. Senator Jack Reed (D-RI) cosponsored bipartisan legislation (S. 2861) to award the Congressional Gold Medal to Billie Jean King, a tennis legend and American icon who was inducted into the International Tennis Hall of Fame in Newport, Rhode Island in 1987 and presented with her official Hall of Fame ring in 2015.

Senator Reed congratulated King, stating: “A champion on and off the court, Billie Jean King was known for having a great serve and serving as a great role model and advancing equality.  She transcends sports and is someone who has blazed a trail and leveled the playing field to give others more opportunities than she herself had.  I congratulate her for earning this well-deserved achievement and I know she’ll continue to serve as an ambassador for the sport and an inspiration for future generations.”

Throughout her career, Billie Jean King’s outstanding play and groundbreaking leadership and advocacy helped advance equal rights for women in athletics, education, and society at large. King was instrumental in securing equal prize money in men’s and women’s tennis at the U.S. Open, spearheaded the formation of the Women’s Tennis Association, and brought worldwide attention to pay equality throughout her career and in her “Battle of the Sexes” match against Bobby Riggs.

The U.S. Open, which began in 1881 as a men’s-only game on grass courts in Newport, Rhode Island, is now held annually in Flushing, Queens, at the U.S. Tennis Association’s (USTA) Billie Jean King National Tennis Center. Thanks in large part to the unrelenting activism of Billie Jean King, the U.S. Open became the first sporting event to offer equal prize money to female and male competitors.

Over the course of her career, King captured 39 Grand Slam tennis titles in singles (12), doubles (16) and mixed doubles (11).

Commissioned by Congress, the Congressional Gold Medal has been awarded as an expression of national appreciation for distinguished achievements and contributions to society.  Prior to Billie Jean King earning the award this year, it had been bestowed upon several individual athletes, including Jackie Robinson, Jesse Owens, Roberto Clemente, Jack Nicklaus, Arnold Palmer, Byron Nelson, Willie O’Ree, Greg LeMond, Larry Doby, Joe Louis, as well as the 1980 U.S. Olympic team.

Once again, Billie Jean King blazed a trail that others will undoubtedly follow.

BISMARCK, N.D. – The U.S. Department of Defense (DOD) announced it awarded a $61,492,477 contract to Korte Construction Company for the construction and renovation of a building for use as an Aircraft Maintenance Facility to accommodate the Disaster Resiliency Program mission. The work is expected to be completed on October 8, 2026, and will be performed at Grand Forks Air Force Base (GFAFB).

New regional transportation hub near I-5 will host largest public EV charging station in the U.S.; Sen. Cantwell secured $3 million for project in FY2024 annual appropriations bill
MOUNT VERNON, WA – Today, U.S. Senator Maria Cantwell (D-WA) joined local officials and community members at the grand opening of the Mount Vernon Library Commons – the largest public project in Mount Vernon’s history.
“Transit oriented development projects like this create more livable communities,” Sen. Cantwell said. “Come up here, recharge, go to the Co-op, stop at the library — see all the wonderful things in Skagit County.
This year alone, we’ve been able to provide [$12.5] million from the bipartisan infrastructure bill for the 78 electrical charging stations and more in the future, and the entire building really is an apex of what energy efficiency is. Even the concrete used to bore the foundation took the environment into consideration,” she continued.
“So it is really, really a great testament to the leadership of this city today […] making this region an even more attractive place to be and live.”
Following the speaking program, Sen. Cantwell joined the community for a ribbon cutting and tour of the new space; b-roll is available for download HERE.
Located right off I-5, the Mount Vernon Library Commons will serve as a regional transportation hub, featuring a public library, a young adult STEM center, a community conference center, a commercial kitchen, and charging stations for electric vehicles and electric bicycles. The facility boasts 76 public EV charging spaces and infrastructure to increase capacity by 200 stations, making it the largest public EV charging station in the country.
The Library Commons was awarded a $12.5 million Charging & Fueling Infrastructure Grant from the Bipartisan Infrastructure Law, which Sen. Cantwell championed. She also secured a $3 million Congressionally Directed Spending request for the Library Commons project in the FY 2024 annual Transportation, Housing and Urban Development, and Related Agencies appropriations bill. The Library Commons project also received a $26.8 million Transportation Infrastructure Finance and Innovation Act (TIFIA) Transit-Oriented Development (TOD) loan, the first ever TOD loan in the nation, which saved the City of Mount Vernon $3 million.
The Library Commons is the first publicly bid building in Washington state to be certified to Passive House standards – one of the highest environmental certifications for reduced energy use. The building utilizes solar panels that supply 19-21% of the building’s power demand.

    US Senate News:

Source: United States Senator for Massachusetts Ed Markey
Boston (September 28, 2024) – Senator Edward J. Markey (D-Mass.), chair of the Health, Education, Labor, and Pensions (HELP) Subcommittee on Primary Health and Retirement Security, released the following statement today after Steward Health Care announced that Dr. Ralph de la Torre will resign as board chairman and CEO effective October 1, 2024. On September 25, the U.S. Senate voted unanimously to refer de la Torre for criminal contempt of Congress for failing to respond to a subpoena issue by the Senate HELP committee, a step taken by the Senate for the first time in more than 50 years.??
“Ralph de la Torre’s resignation is not enough, and must be held accountable in the court of law. This resignation comes too late for the workers, patients, and communities that Mr. de Torre harmed and abandoned,” said Senator Markey. “He has extracted hundreds of millions from emergency departments, operating rooms, and intensive care units to buy luxury property, expensive vacations, and yachts, all while patients suffered and died and workers and hospitals went unresourced. As a physician and CEO of Steward, de la Torre knew the cost of his greed and mismanagement, and he allowed it to rot the financial security of an entire hospital system anyway.
“Let’s not forget that Dr. de la Torre is just one part of this tragedy. His corporate enablers – Steward’s senior leadership and board of directors, Cerberus Capital Management, and Medical Properties Trust – also must face accountability. And every private equity firm and corporate entity that stands to profit from Steward’s bankruptcy and continued investment in hospitals across the country must understand that their profit-only gains cannot continue.”
