  • MIL-OSI United Kingdom: Aberdeen prepares for Armed Forces Day Parade 2025

    More than 1,000 serving military personnel, veterans, reservists and cadet and youth organisations are set to parade through Aberdeen city centre to mark Armed Forces Day on Saturday 28 June.

    Residents and visitors alike are invited to watch the 2025 parade, which will include local pipe bands and vintage military vehicles. 

    The parade will start at Albyn Place at 11am and go along Union Street, Union Terrace, Schoolhill, Upperkirkgate and Broad Street, finishing at the Castlegate. 

    The Lord Provost of Aberdeen, Dr David Cameron, in his role as Lord-Lieutenant will take the salute outside Marischal College in front of the City’s official flagpole on Broad Street.  

    In the interest of public safety, the following temporary road restrictions will be in place:

    From 6pm on Friday 27 June until 12noon on Saturday 28 June 2025

    There will be a suspension of parking on:

    • The north side of Albyn Place between its junctions with Albyn Grove and Rubislaw Place. Vehicles associated with the parade will be exempt.
    • Schoolhill, including the inset road
    • Union Terrace
    • Upperkirkgate
    • Wellington Place, Aberdeen, between its junctions with Crown Street and South College Street. This is to accommodate the bus diversion route.

    From 10am on Saturday 28 June until 1pm on Saturday 28 June 2025

    There will be a suspension of all waiting for any purpose, with the exception of any waiting taxis on:

    • The west side of Chapel Street, north of the junction with Thistle Street for 53 metres or thereby. This area is to provide a temporary Taxi Rank for this period.

    From 9am on Saturday 28 June until 12.30pm on Saturday 28 June

    No driving will be permitted on the following roads:

    Dartford Crossing charge update

    From 1 September 2025, an increase in charges for car drivers will be a maximum of £1, with significant discounts for local residents and account holders.

    The Dartford Crossing is the only fixed road crossing of the River Thames, east of London, and one of the most important links in the strategic road network.

    To manage demand and protect the crossing’s role as a vital component of the nation’s economic infrastructure, a user charge has been collected at the crossing since 2003. In 2014, the tollbooths were removed to help make journeys smoother and the charge was increased to help manage increased demand. This was the last time that charges were increased for all vehicles.

    In the 11 years since, demand at the crossing has grown 7.5%, with the crossing now used by an average of over 150,000 vehicles every day and up to 180,000 vehicles on the busiest days. These traffic levels are well in excess of the crossing’s design capacity, causing delays for drivers using the crossing, congestion and journey disruption to drivers on the M25 and a range of knock-on impacts for local communities.

    Current charging levels are no longer sufficient to achieve their stated aim of managing demand so that the crossing works well for users and local people. The need to increase the charges to manage traffic highlights the need for the additional capacity that LTC, for which the government confirmed new funding yesterday, will provide.

    To secure the effective operation of the crossing, I have, therefore, decided to increase the charges for all vehicle types that currently pay to use the crossing from 1 September 2025. The new tariff is given below.

    The increase in charges for car drivers will be a maximum of £1, with significant discounts for local residents and account holders. The new charges will be significantly lower than if they had increased in line with inflation since the tariff was last fully revised in 2014.

    I am aware that these necessary changes to the charges will be unwelcome news for users of the crossing. However, we will continue to support local people through the local resident discount scheme and I have been determined to keep the nominal fee paid by local people as low as possible, as many rely on the crossing to get around their local area. Drivers who live in Dartford or Thurrock and who have signed up to the scheme will pay £25 for unlimited annual crossings from 1 September 2025 – a small increase from the current annual fee.

    There are no other changes to the charging scheme. Journeys made between the hours of 22:00 and 06:00 will continue to be free, when there is no need to manage demand, as will those made by motorcycles at any time and the bicycle pick-up service.

    The Chief of the General Staff, General Sir Roly Walker’s speech at the RUSI Land Warfare Conference, 17 June 2025

    Good afternoon.

    We are 54 nations, and 17 Army Chiefs taking part in this conference: that’s the power of shared missions and interests. Welcome, and thanks for coming.

    I concluded this event last year by reflecting on the grim strategic situation.

    Amongst other things:

    Russia had seemingly abandoned the principle of mutual co-existence with us here in Europe, and so we needed to prepare accordingly.

    I also said that we needed to see a fundamental shift in how we fight on and from the land.

    And that this transformation, importantly, would need to be matched by an equally transformative relationship with our defence industrial base.

    I offered a vision of how 5th Gen land forces could set the joint force up for the unfair fight.

    And I shared an ambition to double then triple the fighting power of our land forces, by 2027 and 2030 respectively.

    A year on, I think those reflections have been validated, not least by the Government’s SDR.

    Today I want to open the event with three reports: what the SDR means to us; a ‘we said – we’ve done’ look at the last 12 months; and a ‘what next – what more’ for the year ahead.

    To the SDR, whose analysis and recommendations I fully support.

    For me it’s a story of reversal and change, as well as massive collective opportunity.

    So, the reversal is really of a trajectory in defence policy that characterised the second era of NATO, that ‘peace dividend’ period that followed the Cold War. That trajectory is now shifting, definitively, as a matter of policy.

    And being in the third era of NATO, we are now in the business of focusing our preparedness and resolve to fight war at scale and over time.

    For me, as Army Chief, that means generating the Allied Rapid Reaction Corps as one of NATO’s two strategic reserve forces, in both mission and taskorg. That is why last year I put the British Army’s specialist enabling brigades under Com ARRC’s command last year, and why he now has tactical command of both the 1st and 3rd UK divisions. The Corps-level of fighting is also the focus for accelerated modernisation, alongside hardening the edge at every echelon within.

    Secondly, rebuilding a national arsenal, an ‘always on’ system of production that innovates in peacetime and scales in wartime. More of that in a minute.

    And thirdly it means strengthening our ties with society – it takes a country to fight and win a war –  which we will do through the Standing Joint Command headquartered in Aldershot, the traditional home of the British Army, to enhance resilience, prepare to regenerate force, and help defend the homeland. It takes a country to fight a war, after all.

    The change comes in the way we fight, as signalled in the SDR, as an increasingly integrated force.

    The case for integrating greater autonomy and more robotics into our fighting system is well understood, but to unlock the extraordinary power they offer, we have to digitise our system deeper and wider than we’re doing at the moment, which is why I could not be more pleased to see in the SDR the commitment of at least £1Bn for a Digital Targeting Web. We will soon get the data, the all-important commodity, moving horizontally not just vertically, at light speed, with a precision focus on the defeat mechanisms to an adversary’s fighting system, from top to bottom, from back to front, from the fundamentals of how they build that fighting system, to the frontlines where they might use it. To me, it’s an approach of corrosion and erosion from within, not just explosion from without.

    And finally, to the big opportunity, let me explain my vision for how fighting power and market power come together, with a model we call Growth Through Transformation, it’s a pitch not a plan, to make this real, from the foxhole to the factory floor.

    For the sake of argument let’s say the square on the screen represents a pair of attack helicopters, or a pair of tanks, or a pair of self-propelled howitzers. Today nearly 100% the British Army’s lethality – our ability to project destructive force over an adversary, while protecting ourselves from attack, and doing this sustainably so n+1 works for us (ie they run out before we do)– comes from these highly sophisticated crewed platforms, and nearly 100% of our equipment budget goes on sustaining those platforms we have and acquiring new ones.

    In themselves, they sustain a decent and traditional defence industrial sector, and given where we are with CR3, Boxer and AJAX, is building resilience as well as growing it. It could be more, given the total addressable market for modernising AFVs around the world is judged to be $43Bn over 10years. That’s opportunity we need to position ourselves for.

    But…if those are the only platforms we fight from the land with, no matter the wizardry of our digital targeting web, I reckon we lose. Or at the very least, it won’t be an unfair fight we’re after.

    That’s because T hey take months to produce and years to train competent crews for. They’re also increasingly on the wrong side of the cost curve when it comes to price per kill. A £20M tank and four experienced crew members lost to a £1k drone operated by kid with only a few days training – who probably isn’t even on the same map sheet as the tank.

    Let me be abundantly clear though, we are going to need survivable and lethal platforms for as long as land forces need to seize and hold terrain, which means boots on the ground to close with and kill the enemy, if it comes to it. We wouldn’t put troops there without a rifle, radio, body armour and helmet, so why would we put their vehicles there without guns, armour plating and comms?

    What we do need is to layer around them a series of attritable platforms, from which more sensors sense at greater distances, and more munitions are launched. They fly, float and drive, and are the new source of combat mass. You don’t want to lose them, but it’s not a tragedy if you do because, although sophisticated, they’re uncrewed.

    And around them is a third layer of consumable systems. These are your even cheaper single-use platforms, like one-way effectors. When they’re gone, they’re gone.

    And that’s how we are multiplying our fighting power, with a three-ring source of lethality.

    The challenge for the team her is that in the future I want 20% of our lethality to come from the survivable layer, 40% from the attritable, and 40% from consumable. That does not mean I want 1/5th the number of crewed platforms in the PoR, it’s that I want each one to be five times more lethal, survivable and sustainable. Because that’s how we’ll meet NATO’s land capability targets, as well as service our part in the regional plans.

    And I want to spend 50% of our money on the 20% of crewed and expensive, and 50% on the remaining 80% of attritable. Why the maths?

    An example. We could double the fighting power of that AH mission from 16 stowed kills from 16km standoff to 32 kills from the same distance, by buying two more attack helicopters and making it a four-ship mission. Or, for the same amount of money the two new AH cost us, we could layer attritable mule drones and consumable OWE to make that over 200 kills from over 50kms standoff. That starts to look a lot more lethal than 2x or 3x, is more survivable, and on the right side of the cost curve.

    I want to test this hypothesis with a prototype on Ex STDE27, and I’m really excited that we’re close to going to market to make this happen, and to make a market in Land ACP.

    Because here’s the strategic bit…to do this, we need to grow a completely new sector in our Defence Industrial Ecosystem. Bringing that hi/lo mix of crewed and uncrewed systems into being will, we think, as a minimum, create thousands of new highly specialised jobs in software, AI and advanced robotics.

    A lot of this is dual-use: military and civilian. Which attracts private investment because it scales. So this is not just about the 2.6% of GDP the Government has announced for UK Defence, but about making Defence a great place for venture capital and private equity to invest in.

    It allows us to access a total addressable market in drones of around £70Bn/10 for drones and £28Bn/10 for OWEs. That is pretty eye watering compared to the traditional system.

    And this is as much a system of production and stockpiles as it is developing skills and talent in society.

    This is how the necessary transformation in how we fight…becomes a virtue: an energised national arsenal stimulating economic growth, and direct benefit into society writ large.

    So, to the double!

    I described our soldiers as our competitive advantage: our point of difference. They are ingeniously creative and astonishingly resilient.

    They are enabling Techcraft at every level – the fusion of fieldcraft and technology – every day. “Give us the tools and we will finish the job” was Churchill’s shout, and it still applies today our soldiers today.

    Project Asgard is delivering. Not just our pathfinder to show we can find, fund, and fight transformative capabilities differently, better, cheaper, and faster. It’s a project that is flipping our Forward Land Forces in Estonia from a strategic tripwire into an invasion stopping capability. When Russian soldiers eventually return to barracks across the River Narva, they’re going to find the same lethal recce-strike systems there, which gave them such a mauling in the Donbas.

    Last July we talked about it…in August we decided to do it…the Defence Secretary announced it in October…January saw partners on contract working alongside us…in May we exercised it in Estonia…and next month our first public expo here in the UK.

    It’s a project that, through AI-fuelled, software defined, and network enabled capabilities we are confident has made 4 Light Brigade capable of acting 10 times faster and 10 times further than it could last year.

    It’s a project that fields the first NATO FLF equipped with one way effectors, capable of striking targets over 250km away, or from 250km stand-off.

    It’s a project that’s involved 20 industry partners, has already created 200 skilled jobs, and sees Allies looking to those same partners to build their own systems.

    It’s effects were integrated into the Estonian Ex GRIFFIN LIGHTNING, enabling the ESTDIV to find and strike deeper than ever, with much greater precision and at a higher kill rate, though I admit in a simulated exercise.

    So we’ve proved it, to a point with an MVP, now we start scaling to the Corps level, and we’ll continue to share our knowledge with our allies.

    But it’s not just about Asgard.

    A better trained force will often defeat a bigger and better equipped one. A lesson Goliath learned from David. Our new Land Training System is preparing us to do just that.

    In the last 3 months alone, 72 fighting sub-units have gone through a new intensive 10 week ‘combat training at echelon’ programme. Over the next 12 months, 400 sub-units or around 90% of the Army will complete that training, an 80% increase compared to 2020.

    We’ve trained over 3,000 drone pilots, with another 6,000 over the next year, as well as providing 200 simulators into unit lines.

    That system has improved battlegroup performance against KPIs by 30% this year, reducing sensor to shooter time by 33% already.

    That system has validated both of our divisions and seven brigades for their NATO combat tasks this year – which is an unprecedented state of readiness as judged by our peers.

    And we’re making good strides with equipment too, although there is always room for improvement.

    We’ve fielded 121 AJAX vehicles this year, expanding to 356 next year.

    We’ve begun to field Boxer this year, with 113 next.

    We’ve launched a joint c-UAS project with the US called Project VANAHEIM, involving 20 industry partners, on mission in Germany now developing the system.

    We’ve begun recapitalising our MLRS, with first variants in service next year, doubling our range from 80 to 160km.

    We’ve fielded 28,000 new SA80 assault rifles and 3,000 world-leading night vision goggles this year.

    With edge processing we’ve integrated AI into existing equipment such as our Bowman radios, reducing packet size and prioritising the flow of data for targeting purposes, and that has seen faster decision cycles, increasing by an order of magnitude our lethality.

    Our Corps HQ, on Project Convergence, with its industry partners embedded, combined three different software applications on a secret comms bearer creating a digital kill chain that made the Corps four times quicker at engaging individual targets, down from 16 mins to 4 mins for a fire mission.

    The effect over multiple missions was even greater. The software-centric solutions reduced the Corps HQ’s cognitive load between missions enabling them to kill 10 times as many targets in a day.

    That is why I welcome the SDR’s ambition to 10X our fighting power by 2035 – because with the right people, software, training, and technology it’s possible to do it.

    So, I believe we’re on track…for now…to doubling our fighting power by 2027. The results are encouraging though I absolutelyacknowledge not all soldiers in all formations are experiencing this transformation yet.

    Looking ahead, my main effort is to accelerate modernisation, prioritising the Corps and those closest to the fight, our Forward Land Forces.

    I want to deepen our integration with SMEs through Taskforce RAPSTONE, with a clearer front door, simplifying our requirements into shared problems to solve. In short, we’ll be a better customer, standing shoulder-to-shoulder as genuine mission partners, in perpetual prototyping mode.

    But finally and most importantly my focus this year is also on our people.

    It’s absolutely pointless transforming if we don’t have enough of the right people, create the right environment for them to thrive, nor teach them the right skills. This is not just about recruiting and TEAMWORK, important though they are.

    At a fundamental level, we are rethinking what it means to be a soldier in the 21st century, because 21st century soldiering is going to be different in so many ways. At the heart lies the need for strong ethical and moral values to withstand the pressures of combat, and we have a role to project that narrative deeper and wider into society, including our youth, whether through the cadets or educational pathways, or by the example of our service, not least to help protect them and ourselves from the toxic influences of racism, hate, homophobia, and misogyny, which are the antithesis of what we need in our soldiers and citizens.

    I’m reminded of Monty’s memoirs where he said I shall take away many impressions into the evening of life. But the one I shall treasure above all is the picture of the British soldier – staunch and tenacious in adversity, kind and gentle in victory – the figure to whom the nation has again and again, in the hour of adversity, owed its safety and its honour.

    That’s who we need and that’s who we want – the British soldier as the unrivalled force multiplier. And all that I have seen this year confirms the Army remains a place that creates memories for a lifetime, offering adventure, skills, camaraderie and a place of belonging – whoever you are, wherever you come from and whatever you do.

    It’s very common to find people in the Army who grew up in some of the most deprived areas of our country. Many chose to become cadets to build confidence and find new friends. Many, just six years after joining, are earning £45,000 a year, with apprenticeships under their belts and their families in good-value accommodation,. This is a story told up and down the land amongst our officers and soldiers…testament to the Army’s extraordinary record on social mobility and our status as the country’s leading provider of apprenticeships, with over 13,000 at any one time.

    So, to those who aspire to be make a difference, come and join us. Whether as a regular or a reserve, we’re making it easier and faster to do so, more digital and intuitive, and with greater choice and opportunity. You can change your life through the Army, so why don’t you? 

    To conclude this opening speech, you’d not be surprised to hear a Chief of the General Staff remind you of the uncertain and dangerous times we live in. They are, and I have.

    With the commitments outlined in the vision of the SDR, we are building ever more lethal land forces, capable of operating over ever greater distances, in ways that will make fighting us such an unfair proposition that no-one in the right mind would do so. But if they try, we would fight.

    That is the Army the Nation needs, NATO wants, and frankly, our soldiers deserve.

    The government has adjusted the procedure for purchasing cars and vehicles for state and municipal needs, establishing priority for environmentally friendly types of transport in such purchases. A resolution on this has been signed.

    We are talking about changes to individual government regulations in the area of public procurement, which determine what goods and with what characteristics government customers can purchase.

    In particular, now, when making government purchases, they must primarily purchase vehicles that run on natural gas fuel and electric vehicles instead of vehicles that run on traditional types of fuel – diesel and gasoline.

    At the same time, purchasing petrol or diesel vehicles is permitted in exceptional cases – when justifying the impossibility of purchasing vehicles running on alternative types of fuel, for example, due to the absence of gas filling infrastructure and charging infrastructure for electric vehicles in the territory where the purchased vehicles are planned to be used.

    The decision will contribute to improving the environment and will support domestic enterprises producing environmentally friendly transport.

  • MIL-OSI USA: Training AI to see more like humans

    Supported in part by the U.S. National Science Foundation, Brown University researchers are teaching AI to see more like humans, opening doors to more accurate AI solutions.

    At Brown University, an innovative new project is revealing that teaching artificial intelligence to perceive things more like people may begin with something as simple as a game. The project invites participants to play an online game called Click Me, which helps AI models learn how people see and interpret images. While the game is fun and accessible, its purpose is more ambitious: to understand the root causes of AI errors and to systematically improve how AI systems represent the visual world.

    Over the past decade, AI systems have become more powerful and widely used, particularly in tasks like recognizing images. For example, these systems can identify animals, objects or diagnose medical conditions from images. However, they sometimes make mistakes that humans rarely do. For instance, an AI algorithm might confidently label a photo of a dog wearing sunglasses as a completely different animal or fail to recognize a stop sign if it’s partially covered by graffiti. As these models become larger and more complex, these kinds of errors become more frequent, revealing a growing gap between how AI and humans perceive the world.

    Recognizing this challenge, researchers funded in part by the U.S. National Science Foundation propose to combine insights from psychology and neuroscience with machine learning to create the next generation of human-aligned AI. Their goal is to understand how people process visual information and translate those patterns into algorithms that guide AI systems to act in similar ways.

    The Click Me game plays a central role in this vision. In the game, participants click on parts of an image they believe will be most informative for the AI to recognize. The AI only sees the parts of the image that have been clicked. Therefore, players are encouraged to think strategically about the most informative parts of the image rather than clicking at random to maximize the AI’s learning.

    The AI-human alignment occurs at a later stage, during which the AI is trained to categorize images. In this “neural harmonization” procedure, the researchers force the AI to focus on the same image features that humans had identified — those clicked during the game — to make sure its visual recognition strategy aligns with that of humans.

    What makes this project especially remarkable is how successfully it has engaged the public. NSF funding has allowed the team to attract thousands of people to participate in Click Me, helping it gain attention across platforms like Reddit and Instagram, and generating tens of millions of interactions with the website to help train the AI model. This type of large-scale public participation allows the research team to rapidly collect data on how people perceive and evaluate visual information.

    At the same time, the team has also developed a new computational framework to train AI models using this kind of behavioral data. By aligning AI response times and choices with those of humans, the researchers can build systems that not only match what humans decide, but also how long they take to decide. This leads to a more natural and interpretable decision-making process.

    The practical applications of this work are wide-ranging. In medicine, for instance, doctors need to understand and trust the AI tools that assist with diagnoses. If AI systems can explain their conclusions in ways that match human reasoning, they become more reliable and easier to integrate into care. Similarly, in self-driving cars, AI that better understands how humans make visual decisions can help predict driver behavior and prevent accidents. Beyond these examples, human-aligned AI could improve accessibility tools, educational software and decision support across many industries. Importantly, this work also sheds light on how the human brain works. By emulating human vision in AI systems, the researchers have been able to develop more accurate models of human visual perception than were previously available.

    This initiative underscores why federal support for foundational research matters. Through NSF’s investment, researchers are advancing the science of AI and its relevance to society. The research not only pushes the boundaries of knowledge but also delivers practical tools that can improve the safety and reliability of the technologies we use daily.

    Louisville, KY – A local man was sentenced on June 12, 2025, to 2 years and 7 months in federal prison for possession of firearms and ammunition by a convicted felon and illegal possession of a machine gun.

    U.S. Attorney Kyle G. Bumgarner of the Western District of Kentucky, Special Agent in Charge John Nokes of the ATF Louisville Field Division, and Chief Paul Humphrey of the Louisville Metro Police Department made the announcement.

    According to court documents, Caleb Pace, 29, was sentenced to 2 years and 7 months in prison, followed by 3 years of supervised release, for illegally possessing a Glock, Model 17, 9-millimeter pistol; a Kel-Tec, Model P50, 5.7 x 28-millimeter pistol; a Glock Switch (machine gun conversion device); and ammunition.

    On March 22, 2024, LMPD Detectives were conducting surveillance at 314 N 43rd Street. Pace was observed on a surveillance camera armed with firearms. Detectives conducted a vehicle stop, and a search of the vehicle produced three firearms including the firearms that Pace was observed possessing on the surveillance camera. Pace was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On December 17, 2010, in Jefferson Circuit Court, Pace was convicted of burglary in the second degree.

    On February 10, 2015, in Jefferson Circuit Court, Pace was convicted of burglary in the third degree, complicity to wanton endangerment in the first degree (seven counts), complicity to criminal mischief in the first degree, and assault under extreme emotional disturbance.

    “This is great work by ATF and LMPD to take another dangerous felon off the streets of Louisville. Equally important, a pistol capable of automatic fire was seized by law enforcement and will no longer be passed around among those wishing to do significant harm to others,” said U.S. Attorney Kyle Bumgarner.

    “Machine gun conversion devices – commonly known as ‘Glock switches’- are illegal to possess under federal law. These devices enable a semi-automatic pistol to fire fully automatic, discharging approximately 30 rounds in just two seconds. Their possession presents a serious threat to public safety and to law enforcement officers. The ATF remains committed to working closely with the United States Attorney’s Office and our local partners to prioritize investigations and enforcement actions targeting individuals who possess or use these dangerous devices,” said ATF Special Agent in Charge John Nokes of the Louisville Division.

    There is no parole in the federal system.

    This conviction is a part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    This case is also a part of the Prohibited Firearm Possessor Initiative (PFP), a collaborative partnership between all levels of law enforcement and prosecutors to reduce violent crime and firearm offenses. On January 23, 2024, Louisville Metro initiated a gun crime reduction initiative focused on investigating and prosecuting illegal firearm possession.   • MIL-OSI Analysis: Israeli aggression and Iranian nuclear brinkmanship made this confrontation all but inevitable

    In the early hours of June 13, Israel launched its largest-ever attack on Iran. Airstrikes involving more than 200 aircraft targeted nuclear and missile facilities, as well as key figures in the Iranian military and nuclear programme leadership. The attack, codenamed “Operation Rising Lion”, appears to have been supported on the ground by Israeli agents operating drones positioned deep within Iranian territory.

    In one sense, this attack has been a long time coming. Over the past 15 years, Israel has repeatedly threatened to attack Iran, arguing that Tehran harbours nuclear weapons aspirations that pose an existential threat to the Israeli state. Israel’s prime minister, Benjamin Netanyahu, said as much in a televised address announcing the same-day military operation in which he placed the nuclear issue front and centre: “We struck at the heart of Iran’s nuclear weaponisation program.” But why has Israel chosen to act now?

    Clearly, we are looking at a dynamic situation from the outside in, but there are some important points worth considering. First, events over the past 12 months or so have undermined Iran’s ability to deter adversaries, which has left the regime exposed. Israel’s response to an Iranian missile attack in October, for example, seriously degraded Iran’s air defences as well as missile production capabilities. This created weaknesses that Israel has since exploited in its renewed military campaign.

    Looking more broadly, the fallout from the October 7 attack by Hamas on Israel has decimated the proxies that Iran spent decades cultivating in the Middle East. The brutal war in Gaza has decimated Hamas, while to the north, Hezbollah is severely degraded after its own 14-month war with Israel.

    Add to this the fall of the Assad regime in Syria, and it is clear that Iran’s so called “axis of resistance”, a key pillar of the country’s deterrence posture, is now a dramatically reduced force. Israel has been emboldened by these events. It now clearly sees a unique opportunity to further degrade a major adversary – and potentially bring about regime change.

    What’s more, Iran’s nuclear programme has continued to advance since Donald Trump withdrew the US in 2018 from the joint comprehensive plan of action (JCPOA). This was the 2015 deal negotiated during Barack Obama’s presidency that rolled back the country’s nuclear capabilities in return for a relaxation of harsh sanctions against Iran.

    In March, the Washington-based – but non-partisan – Institute for Science and International Security reported that Iran could convert its current stock of 60% enriched uranium into enough weapons-grade uranium for seven nuclear weapons at the Fordow fuel enrichment plant. This could be done in as little as three weeks.

    At the same time, the US director of national intelligence, Tulsi Gabbard, told the Senate intelligence committee on March 27 that the intelligence community “continues to assess that Iran is not building a nuclear weapon”.

    So this raises the question of whether the Israeli government had intelligence that the Iranians were moving forward with weaponisation. It is possible that Iran was preparing to make a dash for the bomb, crossing an Israeli red line and triggering action – although there is currently no evidence to support this theory. What is clear, however, is that Iran’s brinkmanship around its effort to hedge its bets on a nuclear option meant it was always operating in a dangerous space.

    Was the Israeli attack inevitable?

    At first sight, the answer to this seems obvious. For years now, Israel has been very clear that it will not accept a nuclear armed Iran. Yet Tehran has insisted on a nuclear programme that appears to go well beyond what is required for civil nuclear purposes. On June 12, the International Atomic Energy Agency declared that Iran was not complying with its nuclear safeguards obligations.

    By most estimates, Iran is not far from the bomb and Israel has finally taken action – ostensibly on this basis.

    Had Iran curbed its nuclear advancement and continued to comply with its IAEA obligations, Israel would have found it more challenging to justify any military action politically. In the same vein, if Iran had made quicker and greater progress in its nuclear talks with the Trump administration on reaching some form of new deal, this would also have made it more difficult for Israel to act.

    The combination of the IAEA declaration and the lack of acceptable progress in talks with the US clearly influenced Israeli decision making. So why did the Iranian regime not take more concrete steps in this direction?

    Iran’s nuclear ‘hedging’

    The answer goes to the heart of Iran’s deterrence posture. Alongside its conventional forces and its infamous axis of resistance, Iran has sought to leverage its nuclear programme for influence.

    Nearly ten years ago, we argued that Iran was engaged in a strategy of “nuclear hedging”. The value of this approach lies in the potential for a state to position itself relatively close to the bomb without incurring all the negative – including potentially military – consequences of a fully-fledged nuclear weapons programme, where the goal is to cross the threshold as quickly as possible.

    Yet hedging is a delicate balancing act that requires plausible deniability of weapons intent. A step too far can undermine any idea that the nuclear development is for civilian use, instead inviting military intervention.

    Conversely, too few steps towards a credible breakout capability and hedging has little value. For any coercive or deterrent benefit to be obtained, a state must be perceived by others as relatively close to having the bomb.

    With the deterioration of Iran’s regional power over the past year, the value to Tehran of its nuclear programme has become much greater. This may help to explain why Iran did not take firm steps to reduce external concerns about its nuclear intentions.

    Tehran is likely to have factored the cost of being seen to give in to external pressure on its nuclear programme. At home there is the risk that the regime’s hold on power could be weakened by capitulation to external pressure from the US, and Israel in particular. Regionally, the power costs would include losing valuable influence over other states across the Middle East.

    At the same time, the US government has changed its stance since the JCPOA deal was struck during Obama’s presidency in 2015, allowing Iran some small degree of enrichment capacity. The first Trump administration pulled the US out of the JCPOA in 2018 depicting it as a flawed agreement.

    The lone rider of the motorcycle, a 40-year-old man from Bras D’Or, suffered life-threatening injuries. He was transported by EHS to hospital where he was succumbed to his injuries the following day.

    From the information gathered, officers located the sedan involved in the collision on Brady Dr., in Groves Point, and safely arrested the driver, a 42-year-old man from Sydney mines, who was exhibiting signs of impairment.

    The 42-year-old man was transported to the North Sydney RCMP detachment where he provided breath samples that registered 90mg%. He was later released and will appear in Sydney Provincial Court at a later date.

    An RCMP collision reconstructionist attended the scene and the investigation is ongoing.

    Criminal charges are anticipated.

    The highway was closed for several hours but has since reopened.

Listings for new cars under $30,000 have dropped by 15% since late March, with compacts and crossovers like the Honda Civic, Buick Encore GX, Jeep Compass, and Mazda CX-30 seeing the steepest declines.
    • The average new vehicle price is holding steady: While over 60% of new vehicle listings today are post-tariff inventory, the average new car price has remained relatively stable at approximately $49,600. Model-level price changes tell a more nuanced story, with luxury SUVs seeing some of the largest price increases since tariffs went into effect in April and electric vehicles (EVs) posting the biggest price decreases.
    • Aged new car inventory may offer value: Despite the Spring sales surge, 2024 and older model-year vehicles are maintaining a high share of inventory — approaching levels not seen since 2020. At mid-year, over 7% of new car listings were 2024 or older, with Ford trucks and SUVs among the top models with older model year supply, creating a chance for shoppers to find a potential deal on pre-tariff inventory.
    • Used inventory reaches multi-year highs, but value has been redefined: Despite abundant used car supply, 3- to 4-year-old models — the sweet spot for value-conscious buyers — remain scarce and priced at a premium due to lingering effects of pandemic-era production disruptions. For those in the market for a used car under $20,000, options are increasingly older and higher mileage. At both ends of the age spectrum, however, fuel-efficient models (spanning hybrids, EVs, and compacts) lead the pack in demand.
    • Hybrids stand out for pricing and demand: Hybrids continued to lead new vehicle sales growth in 2025, buoyed by strong demand and attractive pricing.     Get rid of states? Legal scholar Stephen Legomsky, who taught for 34 years at the Washington University in St. Louis School of Law, has just published a book, “Reimagining the American Union,” that proposes a radical idea: Abolish state government. The Conversation’s politics and democracy editor, Naomi Schalit – a former statehouse reporter herself – interviewed Legomsky about the provocative idea behind his book, in which he advocates moving most of the functions of state government down to the local level, closer to those represented and governed by it.

    You propose abolishing states. Why?

    The book is a thought experiment. The proposal I’m offering is long term. I realize we need states during the current political moment.

    I think the states are the root cause of many, if not most, of the current dangers faced by U.S. democracy. I also see the states as a significant source of fiscal waste. We don’t need three levels of government – national, state and local – all regulating us and all taxing us. Two would do just fine. And after careful, detailed analysis, I concluded that every benefit ever claimed for state government could be achieved at least as well, and in many cases better, by the local governments.

    I’m imagining the framers sitting in Independence Hall. And you go back in time and suggest to them not having states. I think most of them would drop dead at the thought, because it ultimately implies a much more powerful federal government. What would you say to them?

    After they stop laughing, I would emphasize that I’m not proposing a wholesale transfer of power from the states to an all-powerful, all-knowing central government. Yes, some of the functions currently performed by the states could better be performed at the national level, but I’m proposing that the lion’s share devolve down to the local governments, which are even closer to the people they represent than the state legislatures can ever be.

    Some of the most ardent Federalists, including Alexander Hamilton and James Wilson, referred to the states as “artificial beings” or “imaginary beings.” They accepted the states only because keeping them was politically essential to getting the required nine state ratifications, not because they thought states were a good idea.

    What functions would your plan hand over to the federal government?

    A prime example is licensing. I looked up all the different occupations that require state licenses. I was astonished: practically every health care profession, barbers, engineers, lawyers, architects, the list is endless.

    If you live near a state line, you can’t practice in both states unless you get two licenses. If you move to another state, you have to get another license. This seems silly. The human anatomy, human hair, engineering principles, don’t change as you cross from New York to New Jersey. Nor do we need 50 different state driver’s licenses; a single national license administered through local agencies would be more efficient.

    You say states are the root cause of the greatest threats to American democracy. What are those threats?

    The structural threats are those that are baked into the Constitution itself. The Electoral College is one. On five occasions, the Electoral College has awarded the presidency to the candidate whom the voters rejected nationwide. And there were many, many near misses where the popular vote loser almost became president, making many such future instances a statistical certainty.

    Perhaps even more important, every state, no matter how large or how small, gets the same number of U.S. senators. In fact, a majority of the U.S. population is represented by only about 18% of the Senate. The minority gets the other 82%.

    These counter-majoritarian defects in the elections of both presidents and senators have a ripple effect. They skew the composition, and thus the decisions, of the federal courts. Three of the current Supreme Court justices were appointed by President Donald Trump after he had lost the national popular vote; five of the current Supreme Court justices were confirmed by senators who collectively represented only a minority of the U.S. population.

    Here’s one especially jarring statistic: From 1969 until today, the Democratic presidential nominees won the national popular vote in a slight majority of the elections. Yet, during the presidential terms that resulted from those elections, Republican presidents have gotten to make 15 of the 20 Supreme Court appointments.

    The Constitution also gives the states broad powers to regulate and run national elections. State legislatures have used those powers to pass gerrymandering, voter suppression and other counter-majoritarian laws.

    If you devolve these functions and services to localities, wouldn’t you end up with a mirror of the current state-level structure? Wouldn’t this just send a lot of state personnel down to the local level?

    Yes, much of that structure would devolve. However, I see that as a good thing. Devolution is unavoidable in a country this size. Not everything can be done by the central government. The question for me is, do we need two levels of subordinate political subdivisions or one? One seems more efficient. And when problems are too big for one local government to handle on its own, it can partner with other local governments or with the national government, just as many local governments do today.

    If there were no states to gerrymander or pass voter-suppression laws, wouldn’t some national government agency just do it instead?

    Redistricting would be performed by a nonpartisan redistricting commission that I propose be made up of technicians, mainly demographers, statisticians and geographers, under broad, general principles enacted by Congress. That’s what almost every other democracy in the world does today.

    Why did you write this book?

    For a long time, I’ve been distressed about so many of the dangers to our democracy. So, one day, I found myself compiling what ended up becoming a fairly long mental list of all of my democracy-related grievances.

    A list of grievances like in the Declaration of Independence!

    That’s a nice analogy. And as I thought about that list, it suddenly struck me that the vast majority of these problems couldn’t occur without states. That got me thinking about whether we really need states in the first place.

    If it’s just a thought experiment, something that’s not going to happen, why would you think it’s worthwhile spending time writing this?

    And why would I be so vain as to think anybody would want to waste their time reading it?

    And your answer is, ‘Because I’m an academic!’

    It’s that, plus more. I do hope there’s some scholarly value in this. But I’m also writing for the long term. States are secure for now, but history teaches us that the more distant future is full of surprises.

    The South African Revenue Service (SARS) is working with other law enforcement agencies to combat illicit fuel trade, which costs the fiscus approximately R3.6 billion per year.

    In the past four months, the National Joint Operational and Intelligence Structure (NATJOINTS) has carried out several interventions.

    A joint intelligence team, comprising SARS and South African Police Service (SAPS) officials, has identified 23 targets across Gauteng, Mpumalanga and KwaZulu-Natal.

    In addition, 13 criminal cases were registered with SAPS, supported by SARS trade investigators, for customs and excise contraventions, and fraud. 

    “The intelligence-driven joint enforcement interventions included search-and-seizure operations targeting certain fuel storage facilities and depots, as well as random sampling of tanker transport to test the fuel viscosity and composition. In some cases, adulterated diesel – analysed in these investigations – had up to 68% paraffin content,” SARS said.

    Over the past decade, countries along the Maputo Corridor (South Africa, Eswatini and Mozambique) have become primary targets of the illicit fuel trade, which is driven by organised criminal networks that smuggle and illegally adulterate fuel. 

    SARS has established that some importers declare fuel amounting to 40 000 litres or less, whereas investigations reveal that up to 60 000 litres of fuel are actually imported. 

    “This is called under-declaration and documents are falsified to perpetuate this fraudulent activity. SARS has also detected a national trend, where many of the fuel-storage and distribution depots are involved in the adulteration of all fuel products, especially through illegal mixing of diesel with paraffin.

    “Fuel adulteration costs the fiscus approximately R3.6 billion per year, according to statistics by the International Trade Administration Commission,” SARS said.

    Faced with such carefully planned criminality, government agencies are working together more closely to detect, prevent and combat fuel adulteration, and enforce the Customs and Excise Act. 

    SARS noted that the illicit economy is a global phenomenon that threatens South Africa’s society, economy, and national security.

    “Tax evasion, smuggling, illegal transactions, illicit manufacturing and fraud undermine the rule of law, erode public trust, distort markets, deprive governments of revenue, and enable corruption and organised crime. 

    “The pervasiveness of these illicit activities in our country demands that all enforcement agencies work jointly to curb their harmful practices. The illicit economy is complex and requires a whole-of-government response among public entities, the private sector, civil society, and international partners,” SARS said.

    SARS Commissioner Edward Kieswetter expressed his appreciation to the SARS and SAPS teams and other government departments for their untiring efforts to detect, combat and prevent the scourge of the illicit economy. 

    “The criminal syndicates engaged in these brazen acts have become emboldened to act callously, with no restraint, in pursuit of their rapacious and criminal gains.

    “These syndicates can only underestimate our resolve to eradicate this criminality at their peril. These acts threaten the very foundation of our society. Our message is clear: we will spare no efforts to crush them,” the Commissioner said.

    Kieswetter said State agencies will collaborate and work within the law to confront illicit trade. 

    The joint intelligence team also found the following:

    • 953 515 litres of contaminated diesel fuel.
    • Six fuel depots that were in contravention of Sec. 37 of the Customs and Excise Act 91 of 1964, as amended.
    • Assets and contaminated fuel to the value of R367 274 330, leading to further investigation, and criminal and civil liabilities.
    • Two so-called fuel “washrooms”, one of which is a rare mobile “washroom” fitted on a transport truck, used to remove paraffin markers.
    • Twelve fuel transport trucks, which were identified after suspected false declaration on importation of an average of 15 000 litres of fuel per tanker. – SAnews.gov.za

    India opener Smriti Mandhana has reclaimed the top spot in the ICC Women’s ODI Batting Rankings, marking her return to the summit for the first time since November 2019. The latest rankings update released by the International Cricket Council (ICC) on Tuesday confirmed the 28-year-old’s rise to the number one position with 727 rating points.

    Mandhana climbed one spot to displace South Africa’s Laura Wolvaardt, who now shares the second position with England’s captain Nat Sciver-Brunt.     “A total of 200 traditional vehicle registration marks (TVRMs) will be put up for public auction in the morning session, and 144 personalised vehicle registration marks (PVRMs) will be put up for auction in the afternoon session. The list of marks has been uploaded to the department’s website, www.td.gov.hk/en/public_services/vehicle_registration_mark/index.html
    For the auction of TVRMs, only registration marks starting with “HK” or “XX” and special vehicle registration marks are put up for physical auction. Applicants should attend the auction and take note of the opening price as announced by the auctioneer before participating in the bidding of the mark.(ii) the identity document of the purchaser if it is different from the successful bidder;

    Global oil demand will keep growing until around the end of this decade despite peaking in top importer China in 2027, as cheaper gasoline and slower electric vehicle adoption in the United States support consumption, the International Energy Agency said on Tuesday.

    The IEA, which advises industrialised countries, did not change its prediction that demand will peak by 2029, but sees China demand peaking earlier due to growth in electric vehicles.

    Its view that global demand will peak in a few years sharply contrasts with that of producer group the Organization of the Petroleum Exporting Countries (OPEC) which says consumption will keep growing and has not forecast a peak.

    Oil demand will peak at 105.6 million barrels per day (bpd) by 2029 and then fall slightly in 2030, a table in the Paris-based IEA’s annual report shows. At the same time, global production capacity is forecast to rise by more than 5 million bpd to 114.7 million bpd by 2030.

    A conflict between Israel and Iran has highlighted the risk to Middle East supplies, helping send oil prices up 5% to above $74 a barrel on Friday. Still, the latest forecasts suggest ample supplies through 2030 if there are no major disruptions, the IEA said.

    “Based on the fundamentals, oil markets look set to be well-supplied in the years ahead,” said IEA Executive Director Fatih Birol in a statement. “But recent events sharply highlight the significant geopolitical risks to oil supply security,” Birol said.

    In a separate report on Tuesday, which included a commentary on the market impact of the Israel-Iran conflict, the IEA said the world market looks well supplied this year in the absence of a major disruption as growth in supply exceeds that of demand.

    World demand will rise by 720,000 bpd this year, the IEA said, down 20,000 bpd from last month’s forecast. Supply will increase by 1.8 million bpd, up 200,000 bpd from last month, partly due to OPEC+ increasing output.

    CHINA PEAK

    After decades of leading global oil demand growth, China’s contribution is sputtering as it faces economic challenges as well as making a big shift to EVs.

    The world’s second-largest economy is set to see its oil consumption peak in 2027, following a surge in EV sales and the deployment of high-speed rail and trucks running on natural gas, the IEA said. In February, it predicted China’s demand for road and air transport fuels may have already peaked.

    China’s total oil consumption in 2030 is now set to be only marginally higher than in 2024, the IEA said, compared with growth of around 1 million bpd forecast in last year’s report.

    By contrast, lower gasoline prices and slower EV adoption in the United States, the world’s largest oil consumer, have boosted the 2030 oil demand forecast by 1.1 million bpd compared with the previous prediction, the IEA said.

    U.S. electric vehicles are now expected to account for 20% of U.S. total car sales in 2030, down from 55% assumed last year, the report said.

    Since returning to office, U.S. President Donald Trump has demanded OPEC lower oil prices and has taken aim at EVs through steps such as signing resolutions approved by lawmakers barring California’s EV sales mandates.

    Detectives are appealing for information after a man was seriously injured after being repeatedly stabbed in east London.

    Police were called at 21:48hrs on Wednesday, 7 May to reports of a stabbing in Park Grove, E15.

    Officers arrived three minutes later and found a man nearby, aged in his 20s, suffering multiple stab injuries. He was taken to hospital by the London Ambulance Service with serious injuries. He remained in hospital for two weeks.

    Detective Constable Richard Brunning, the investigating officer from the North East Basic Command Unit, said: “This is a complex and serious incident. We keep an open-mind for the motive, however it is believed that the victim and offenders were not known to each other.

    “The violence which was displayed during this attack is shocking and we are doing everything we can to investigate what happened. We are looking to identify the suspects who are described as black, tall and slim.

    “We are appealing to the public who may recall seeing this incident, or have any footage of the suspects or vehicle involved, which we believe to be a white BMW series X1.

    Israeli tank shellfire killed at least 51 Palestinians on Tuesday as they awaited aid trucks in Khan Younis in the southern Gaza Strip, the territory’s health ministry said, adding that dozens of others were wounded.

    Medics said residents said Israeli tanks fired shells at crowds of desperate Palestinians awaiting aid trucks along the main eastern road in Khan Younis. They said at least 51 people were killed and 200 wounded, with at least 20 of them in critical condition.

    There was no immediate comment by the Israeli military on the incident.

    Witnesses said Israeli tanks fired at least two shells at thousands of people awaiting aid trucks. Nasser Hospital wards were crowded with casualties, and medical staff had to place some on the ground and in corridors due to the lack of space.

    Local health officials said at least 23 people were killed by Israeli gunfire on Monday as they approached a GHF aid distribution site in Rafah in the southern Gaza Strip.

    The GHF stated in a press release late on Monday that it had distributed more than three million meals at its four distribution sites without incident.

    There was no immediate comment from the Israeli military about Monday’s reports of shootings. In previous incidents, it has occasionally acknowledged troops opening fire near aid sites, while blaming militants for provoking the violence.

    Israel has put responsibility for distributing much of the aid it allows into Gaza into the hands of the GHF, which operates sites in areas guarded by Israeli troops.

    The United Nations has rejected the plan, saying GHF distribution is inadequate, dangerous and violates humanitarian impartiality principles.

    The latest bloodshed in the decades-old Israeli-Palestinian conflict was triggered in October 2023, when Palestinian Hamas militants attacked Israel, killing 1,200 and taking about 250 hostages, according to Israeli allies.

    U.S. ally Israel’s subsequent military assault on Gaza has killed nearly 55,000 Palestinians, according to Gaza’s health ministry, while internally displacing nearly Gaza’s entire population and causing a hunger crisis.

    The assault has also triggered accusations of genocide at the International Court of Justice and of war crimes at the International Criminal Court. Israel denies the accusations.

    EYE ON IRAN

    The escalation is taking place as Palestinians in the Gaza Strip watch the exchange of attacks between Israel and Iran, which began with Israel launching major strikes on Friday.

    Residents of the Gaza Strip have circulated images of wrecked buildings and charred vehicles hit by Iranian missiles in Israeli cities, and some were hopeful the wider conflict could eventually bring peace to their ruined homeland.

    “We live these scenes and pain daily. We are very happy that we saw the day when we saw rubble in Tel Aviv, and they are trying to get out from under the rubble and the houses that were destroyed on top of their residents,” said Gaza man Saad Saad.

    Others said Iran’s response was greater than many, including Israel, had expected.

    “We saw how Iran, despite (showing) a lot of patience on the harm of the Israeli occupation and its frequent attacks and the assassinations carried out on Iranian soil, … it lost patience and the time has come for Iran to teach the Israeli occupation state a lesson,” said another Gaza man, Taysseir Mohaissan.

    With Israel saying its operation could last weeks, fears have grown of a regional war dragging in outside powers.

    Despite efforts by the United States, Egypt and Qatar to restore a ceasefire in Gaza, neither Israel nor Hamas has shown willingness to back down on core demands, with each side blaming the other for the failure to reach a deal.

    Hamas leaders have repeatedly thanked Iran for its military and financial support to the group in its fight against Israel, including during the current war.

    Israeli tank shellfire killed at least 51 Palestinians on Tuesday as they awaited aid trucks in Khan Younis in the southern Gaza Strip, the territory’s health ministry said, adding that dozens of others were wounded.

    Medics said residents said Israeli tanks fired shells at crowds of desperate Palestinians awaiting aid trucks along the main eastern road in Khan Younis. They said at least 51 people were killed and 200 wounded, with at least 20 of them in critical condition.

    There was no immediate comment by the Israeli military on the incident.

    Witnesses said Israeli tanks fired at least two shells at thousands of people awaiting aid trucks. Nasser Hospital wards were crowded with casualties, and medical staff had to place some on the ground and in corridors due to the lack of space.
