    Transport ministers from 69 countries adopted a landmark road safety policy recommendation for governments and agreed to pilot a new road safety assessment framework for business at the International Transport Forum (ITF) Summit in Leipzig, Germany, on 22 May 2025.

    Nearly 1.2 million people are killed on the world’s roads each year, and road crashes are the leading cause of death among children and young people aged 5–29 years worldwide. 

    Produced with WHO support, the Policy recommendation on comprehensive road safety policy urges governments to adopt evidence-based, safety-focused, well-coordinated and inclusive road safety approaches that best fit each location and to focus on where the most lives can be saved. 

    “This is great news. It could enlighten the way transport policies are implemented. We received support and contributions from NGOs and the World Health Organization that were really relevant,” said Juan Carlos Muñoz, Chilean Minister of Transport and President of the ITF. 

    The road safety policy guide, along with new guidance on artificial intelligence (AI) in transport, is the first policy recommendation made by the ITF – the world’s largest gathering of transport ministers – in three years. The theme of the summit was “transport resilience to global shocks”.

    “There are extremely important links between resilient transport systems and strengthening health and safety. Resilient transport should first and foremost be safe and healthy,” said Dr Nhan Tran, Head of Safety and Mobility at WHO, during a ministerial session at the summit.

    The private sector has a huge and crucial role in ensuring safe and sustainable mobility and a ministerial session at the summit focused on working with business for resilient transport.

    “The private sector brings innovation, agility and in-depth operational expertise. Our challenge is to institutionalize these [public-private] partnerships,” said Mr Muñoz in his opening remarks to the session. 

    WHO and the ITF launched a new Global road safety assessment framework for corporate action and reporting to support businesses in integrating robust road safety practices into their operations and value chains in support of global efforts to reduce road deaths and injuries.   

    “Around one third of all road deaths occur among corporate value chains and we are delighted to support the new road safety assessment framework for business. It is an important platform to track corporate performance against global standards and best practices for road safety,” said Dr Tran.

    The framework builds on existing international instruments to identify best practices, extends safety management to workforce commuting and contractual relations with suppliers and distributors, and will ensure international reporting standards are applied. 

    Companies that adopt the framework can expect to cut the leading cause of workplace injuries, with reduced disruption, improved employee well-being, and an enhanced corporate reputation. 

    The development of the framework began on a request from transport ministers from over 60 countries in May 2024. They are now working with business to pilot and refine the framework.

    Moving forward

    The ITF summit marked a key opportunity to advance commitments made at the Fourth Global Ministerial Conference on Road Safety that was held in Marrakech, Morocco, in February 2025. 

    WHO and the Government of Morocco hosted a ministerial session on implementing the resulting Marrakech Road Safety Declaration, including monitoring and reporting on progress, engaging all relevant actors, and creating incentives and regulations for private sector action. 

    “We are working with key regional bodies to design a robust follow-up mechanism for Africa. Our goal is to organize regional meetings that serve as checkpoints for progress and platforms for coordination, knowledge-sharing and policy alignment,” said Abdessamad Kayouh, Minister of Transport and Logistics of the Kingdom of Morocco.

    The WHO African Region accounts for nearly one-fifth of all global road deaths despite being home to just 15% of the world’s population and 3% of registered vehicles. Road deaths are rising in the region.

    “We must invest in institutional capacity, building strong, well-resourced road safety agencies and ensuring inter-ministerial coordination. Morocco hopes to reinforce a shared continental commitment and to drive tangible improvements in road safety across Africa,” said Mr Kayouh.

    Mr Kayouh highlighted financing, upholding vehicle safety standards and improving efforts to collect, share and use data for policymaking as urgent priorities to boost progress in Africa.

    “The ITF summit is a powerful platform to advance road safety. But for us to truly deliver, we must elevate safety to the same level as climate, access and efficiency. Sustainable transport must, above all, be safe transport,” said Jean Todt, the UN Secretary-General’s Special Envoy for Road Safety.

    China is highly concerned about the European Union’s (EU’s) anti-dumping investigation into imports of tyres for passenger cars and light lorries from China, China’s Ministry of Commerce said on Thursday.

    At a regular press briefing, ministry spokesperson He Yongqian said that protectionist trade practices only increase the consumer burden, create trade barriers, disrupt the stability and smooth functioning of value and supply chains, and harm the interests of all sides.

    China has consistently advocated for the reasonable, prudent use of trade remedy measures and urges the EU not to impose trade restrictions rashly, but instead to address mutual concerns through dialogue and consultation, the spokesperson said.

    China will monitor the EU’s follow-up actions closely and safeguard the legitimate rights and interests of Chinese enterprises firmly, she added.

    She noted that this year marks the 50th anniversary of diplomatic ties between China and the EU, and that their bilateral agenda includes many important items.

    JINAN, May 29 (Xinhua) — A Chinese rocket startup has successfully conducted its first sea test of a proof-of-concept rocket, which made a vertical landing in waters off the coast of east China’s Shandong Province.

    On Thursday morning, the 26.8-metre-tall stainless steel rocket, which had a diameter of 4.2 metres and weighed 57 tonnes at liftoff, completed a 125-second flight, reaching an altitude of about 2.5 kilometres during its climb under full thrust.

    A video released by Beijing-based Space Epoch shows the XZY-1 rocket firing its engine as it descends, hovering over the sea surface before landing softly in a vertical position.

    Post-flight data analysis confirmed that the rocket had performed normally throughout the test, and experts declared the landing a success.

    It is one of the latest attempts by Chinese aerospace companies to develop reusable rockets. In 2024, at least two Chinese-made rockets, namely the Zhuque-3 and one developed by the Shanghai Academy of Spaceflight Technology, completed 10-kilometer vertical takeoff and landing (VTOL) tests in northwest China.

    In January of the same year, a GDP test was conducted on the experimental model of the reusable launch vehicle /LV/ “Kuaizhou” /”Fast Shuttle”/, developed by Expace Technology.

    A 53-year-old man has been sentenced by the Royal Court to 11 years’ imprisonment for attempting to import three kilograms of cocaine, hidden under the rear seat of the vehicle he was driving. 

    The street value of the cocaine seized was £750,000. 

    On Saturday 15 February 2025, David Paul RHODES from Bromley, travelled to Jersey from Portsmouth onboard the Condor Islander, driving a grey Nissan Juke. 

    When stopped and questioned by Jersey Customs and Immigration Officers, he stated that he was visiting until the following Tuesday, having originally booked to travel with his girlfriend. Following an argument on Valentine’s Day, he said she had elected not to travel.

    The vehicle that RHODES was travelling in belonged to a long-term friend who agreed to allow him to borrow the vehicle to travel to Jersey. 

    A search of the vehicle was carried out, with the aid of a drug detector dog, which provided positive drug indications within the vehicle. Officers quickly discovered six vacuum sealed packages containing a white powder concealed beneath the rear seat of the vehicle. When RHODES was shown the packages, he denied knowing what they were.

    During interview he declined to provide any comment but later pleaded guilty to the offence.

    Paul Le Monnier, Senior Manager at Jersey Customs and Immigration Service, said: “In Jersey terms this was a significant seizure of cocaine destined for our streets and undoubtedly the seizure of this quantity of drugs has hurt the pockets of those concerned in organising the importation.”

    The city council has issued an updated statement on the injunction hearing on the waste service industrial action.

    “We are pleased that the court has ratified the Consent Order agreed with Unite yesterday that the injunction, which was granted by the High Court on Friday 23 May, will continue on an indefinite basis. This means that there will not be a court hearing at 2pm today.

    “This should ensure that vehicles are freely able to leave their depots and that workers are also able to continue to collect waste from the city. We have also agreed with Unite that the legal costs which the council incurred in securing the original injunction will be dealt with by the court at a later date.

    “As we have previously stated, we acknowledge that everyone has the right to protest and that Unite has the right to organise picketing in line with their statutory rights. The terms of the order which Unite has now agreed is designed to ensure that this is all done within the confines of the law.

    “In the meantime, our efforts to resolve the underlying industrial dispute will also continue.”

    Real gross domestic product (GDP) decreased at an annual rate of 0.2 percent in the first quarter of 2025 (January, February, and March), according to the second estimate released by the U.S. Bureau of Economic Analysis. In the fourth quarter of 2024, real GDP increased 2.4 percent.

    The decrease in real GDP in the first quarter primarily reflected an increase in imports, which are a subtraction in the calculation of GDP, and a decrease in government spending. These movements were partly offset by increases in investment, consumer spending, and exports.

    Real GDP was revised up 0.1 percentage point from the advance estimate, reflecting an upward revision to investment that was partly offset by a downward revision to consumer spending. For more information, refer to the “Technical Notes” below.

    Compared to the fourth quarter, the downturn in real GDP in the first quarter primarily reflected an upturn in imports, a deceleration in consumer spending, and a downturn in government spending that were partly offset by upturns in investment and exports.

    Real final sales to private domestic purchasers, the sum of consumer spending and gross private fixed investment, increased 2.5 percent in the first quarter, revised down 0.5 percentage point from the previous estimate.

    The price index for gross domestic purchases increased 3.3 percent in the first quarter, revised down 0.1 percentage point from the previous estimate. The personal consumption expenditures (PCE) price index increased 3.6 percent, the same as previously estimated. Excluding food and energy prices, the PCE price index increased 3.4 percent, revised down 0.1 percentage point from the previous estimate.

    Real gross domestic income (GDI) decreased 0.2 percent in the first quarter, in contrast to an increase of 5.2 percent in the fourth quarter.

    Profits from current production (corporate profits with inventory valuation and capital consumption adjustments) decreased $118.1 billion in the first quarter, in contrast to an increase of $204.7 billion in the fourth quarter.

    Real GDP decreased at an annual rate of 0.2 percent (less than 0.1 percent at a quarterly rate1), an upward revision of 0.1 percentage point from the previous estimate, primarily reflecting an upward revision to investment that was partly offset by a downward revision to consumer spending.

    BEIJING, May 29 (Xinhua) — China is deeply concerned about the European Union’s anti-dumping probe into imported passenger car and light truck tires from China, the Ministry of Commerce said Thursday.

    Answering a question on the topic at a regular press briefing, the agency’s spokesperson He Yongqian stressed that protectionist practices only lead to an increase in the consumer burden, the formation of trade barriers to the detriment of stability and the smooth functioning of value and supply chains, which is not in the interests of both parties.

    China, He Yongqian noted, has consistently advocated the reasonable and prudent use of trade defense measures and calls on the EU not to resort to reckless trade restrictions, but to resolve mutual concerns through dialogue and consultation.

    According to her, the Chinese side will closely monitor the EU’s further actions and will resolutely protect the legitimate rights and interests of Chinese enterprises.

    The official representative of the Ministry of Commerce noted that this year marks the 50th anniversary of the establishment of diplomatic relations between China and the EU, and the agenda of bilateral relations includes many important issues.

    These investments include the purchase of a refrigerated vehicle, a new chest freezer, cool boxes, safety equipment, and the application of an eco-friendly copper coating to the vessel hull.   • Indian stock market ends in green over positive global cues

    The Indian stock market closed in green on Thursday amid positive global cues. Sensex closed 320.70 points or 0.39 per cent up at 81,633.02 while Nifty ended up 81.15 points or 0.33 per cent at 24,833.60.

    Buying was seen in midcap and smallcap along with largecap. Nifty Midcap 100 index was up 315.85 points or 0.55 per cent at 57,457.25 and Nifty Smallcap 100 index was up 105.40 points or 0.59 per cent at 17,889.

    On a sectoral basis, metal, IT, financial services, realty, media and energy indices were in the green, while, PSU Bank, FMCG and PSE sectors were in the red.

    “Global sentiment improved after a US court struck down Donald Trump’s reciprocal tax policy. However, the domestic market remained mostly rangebound during the day due to rising oil prices and higher US 10-year bond yields,” said Vinod Nair, Head of Research, Geojit Investments Limited.

    Some recovery was seen toward the end of the session, driven by F&O expiry led covering.

    “Export-focused sectors like IT and Pharma performed well, supported by hopes of easing trade tensions. Lack of positive domestic triggers and a drop in industrial output to an eight-month low could lead to short-term market consolidation,” he mentioned.

    Nifty witnessed a volatile session on the day of monthly expiry. The momentum continues to remain weak, with the RSI still pointing downward.

    “The next crucial support is at 24,670. If the index falls below this level, a sharp correction may occur, potentially dragging the index down to 24,400/ 24,300. On the other hand, if Nifty holds above 24,670, it could witness a smart recovery towards 25,000 or 25,150 in the short term,” said Rupak De from LKP Securities.

    Gold prices traded weak in the first half of the session after the FOMC meeting minutes indicated that the U.S. Federal Reserve is unlikely to ease interest rates in the near term, maintaining a data-dependent stance. In the domestic market, MCX gold holds support near Rs 94,000, with resistance around Rs 96,500, said experts.

    Drivers no longer need to submit planning applications to install electric vehicle chargepoints, helping them save up to £1,100 a year.

    More drivers will be able to save up to £1,100 a year as the government cuts red tape to make it easier than ever to install electric vehicle chargepoints.

    Future of Roads Minister, Lilian Greenwood, has confirmed that from today (29 May 2025), more drivers and businesses will no longer need to submit a planning application to install public or private EV sockets.

    By cutting down on paperwork, more EV owners with a driveway will find it easier, quicker and cheaper to install a private chargepoint and power up their EVs at home. This will unlock savings of up to £1,100 a year compared to running a petrol or diesel car.

    With planning changes also applying to workplace and public chargepoints, businesses will be able to install new sockets faster and for less, helping increase the number of public chargepoints so that EV owners can charge more easily, wherever they live and drive.

    This comes on top of already significant discounts from government to help drivers install chargepoints outside their house. Government support currently allows people renting or owning a flat and those with on-street parking to receive up to £350 off the cost of installing a home charger.

    Getting this transition right and supporting the growth of the electric vehicle market in the UK will enable Britain to tap into a multibillion-pound industry, create high paid jobs for decades to come and deliver on our Plan for Change by putting more money in the pockets of hardworking families.

    We’re cutting down on paperwork to power up the EV revolution so that drivers, businesses and those looking to make the switch will have more chargepoints to power from and less red tape to deal with.

    We continue to make the switch to EVs easier, cheaper and better by investing over £2.3 billion to support drivers and back British carmakers through international trade deals – creating jobs, boosting investment and securing our future as part of our Plan for Change.

    The government continues to be on the side of British carmakers. On top of the recent changes to the ZEV Mandate, the crucial trade deals with the USIndia and the European Union have given the sector certainty and helped safeguard around 150,000 jobs in the automotive and steel sectors.

    It follows 1,000 jobs created after a £1 billion investment for a new state-of-the-art gigafactory in Sunderland to further accelerate the transition to electric vehicles, bolster Britain’s industrial heartland and boost growth.

    Today’s changes come as the government has now helped install 18,000 sockets in workplace carparks in the last year alone. This is firmly placing the UK on the road to become an EV world-leader, with nearly 80,000 public EV chargepoints now available in the UK.

    The UK public chargepoint network continues to grow. DfT statistics show that a record of nearly 3,000 public charging devices were added in April alone – with one popping up every 29 minutes.

    Throughout our history, generations of Jewish immigrants fleeing persecution have sought the promise of freedom and opportunity to start life anew in America. California is home to the second-largest Jewish population in the U.S., with thriving communities across the state. This month, we recognize the enduring faith, perseverance, and resilience of the Jewish people and celebrate the ways in which Jewish Americans enrich our culture, politics, civil society, and countless other areas.

    California is indelibly intertwined with and improved by the Jewish community, a community that has been part of this state since the very first days of our statehood. Jewish Californians have played pivotal roles in social movements, including the fight for civil rights through organizations like the Los Angeles and Bay Area Jewish Community Relations Councils. Film producer Carl Laemmle helped define the film industry, producing over 400 films, including Dracula and The Phantom of the Opera. California is not the state, nor is it the global force it is today, without the many contributions of the Jewish community.

    As we celebrate these accomplishments, we must also recognize the bigotry and violence that Jewish people have faced throughout history, and that shamefully persist to this day. Amid brazen displays of antisemitic hate, California is taking action to protect our communities and ensure that future generations never forget the lessons of the past.

    This year, the Council on Holocaust and Genocide Education released its report on the status of genocide education in California and its recommendations to better prepare people to recognize and respond to instances of antisemitism and bigotry.

    The report goes hand in hand with state work and investments to address existing antisemitism and keep people safe. We have released California’s first-ever plan to counter antisemitism in all its forms, advanced major investments to increase security at houses of worship and other at-risk cultural centers, funded anti-hate programs that combat intolerance and support victims, and launched the CA vs. Hate Resource Line and Network statewide to provide a safe, anonymous reporting option for victims and witnesses of hate acts.

    California will continue to lead the fight to confront all forms of racial, ethnic, and religious hate across our society with education and empathy.   • MIL-OSI Global: Trump’s global trade plans are in disarray, after a US court ruling on ‘Liberation Day’ tariffs

    A United States court has blocked the so-called “Liberation Day” tariffs that US President Donald Trump imposed on imported goods from around 90 nations. This puts implementation of Trump’s current trade policy in disarray.

    The Court of International Trade ruled the emergency authority Trump used to impose the tariffs could not override the role of Congress, which has the right to regulate commerce with other countries.

    Tariffs imposed via other legislative processes – such as those dealing with cars, steel and aluminium – continue to stand. But the broad-based “reciprocal” tariffs will need to be removed within ten days of the court’s ruling. Trump administration officials have already filed plans to appeal.

    The ruling calls into question trade negotiations underway with more than 18 different nations, which are trying to lower these tariffs. Do these countries continue to negotiate or do they wait for the judicial process to play out?

    The Trump administration still has other mechanisms through which it can impose tariffs, but these have limits on the amount that can be imposed, or entail processes which can take months or years. This undermines Trump’s preferred method of negotiation: throwing out large threats and backing down once a concession is reached.

    Emergency powers were a step too far

    The lawsuits were filed by US importers of foreign products and some US states, challenging Trump’s use of the International Emergency Economic Powers Act of 1977.

    The lawsuits argued the national emergencies cited in imposing the tariffs – the trade deficit and the fentanyl crisis – were not an emergency and not directly addressed by the tariff remedy. The court agreed, and said by imposing tariffs Trump had overstepped his authority.

    The ruling said the executive orders used were “declared to be invalid as contrary to law”.

    The act states the president is entitled to take economic action in the face of “an unusual and extraordinary threat”. It’s mainly been used to impose sanctions on terrorist groups or freeze assets from Russia. There’s nothing in the act that refers to tariffs.

    The decision means all the reciprocal tariffs – including the 10% tariffs on most countries, the 50% tariffs Trump was talking about putting on the EU, and some of the Chinese tariffs – are ruled by the court to be illegal. They must be removed within 10 days.

    The ruling was based on two separate lawsuits. One was brought by a group of small businesses that argued tariffs materially hurt their business. The other was brought by 12 individual states, arguing the tariffs would materially impact their ability to provide public goods.

    Some industry tariffs will remain in place

    The ruling does not apply to tariffs applied under Section 201, known as safeguard tariffs. They are intended to protect industries from imports allegedly being sold in the US market at unfair prices or through unfair means. Tariffs on solar panels and washing machines were brought under this regulation.

    Also excluded are Section 232 tariffs, which are applied for national security reasons. Those are the steel and aluminium tariffs, the automobile and auto parts tariffs. Trump has declared all those as national security issues, so those tariffs will remain.

    Most of the tariffs against China are also excluded under Section 301. Those are put in place for unfair trade practices, such as intellectual property theft or forced technology transfer. They are meant to pressure countries to change their policies.

    Other trade investigations are still underway

    In addition, there are current investigations related to copper and the pharmaceuticals sector, which will continue. These investigations are part of a more traditional trade process and may lead to future tariffs, including on Australia.

    Now for the appeals

    The Trump administration has already filed its intention to appeal to the federal appeals court. This process will take some time. In the meantime, there are at least five other legal challenges to tariffs pending in the courts.

    If the appeals court provides a ruling the Trump administration or opponents don’t like, they can appeal to the Supreme Court.

    Alternatively, the White House could direct customs officials to ignore the court and continue to collect tariffs.

    The Trump administration has ignored court orders in the past, particularly on immigration rulings. So it remains to be seen if customs officials will release goods without the tariffs being paid in ten days’ time.

    The administration is unlikely to lie down on this. In addition to its appeal process, officials complained about “unelected judges” and “judicial overreach” and may contest the whole process. The only thing that continues to be a certainty is that uncertainty will drive global markets for the foreseeable future.

    Saint Petersburg State University of Architecture and Civil Engineering took part in the VI International Transport Festival “TransportFest”. As part of the business program on May 23, students and teachers of the Automobile and Road Engineering Faculty made presentations, presented their projects and research papers.

    At the technology session of the Children’s Automobile Forum (DAF-2025), student Mikhail Smetanin presented the development of power frame elements for special vehicles, carried out under the supervision of Associate Professor of the Department of Technical Operation of Vehicles Sergei Vorobyov.

    Students Alena Isaeva, Dmitry Aleksandrov, Anastasia Tikhomirova and Andrey Garin (supervisor – postgraduate student Evgeny Trofimov) presented a report entitled “Safety, durability, storability, and maintainability of a traction battery using the example of a category 2 vehicle.”

    As Anastasia Tikhomirova explained, a traction battery is a battery designed to ensure continuous operation of a vehicle. Unlike starter batteries, it is designed for deep discharges (long-term operation) and multiple charge cycles. A category 2 vehicle is a truck with a gross weight of 3.5 to 12 tons.

    “Motor transport remains the main danger on the roads, many accidents happen every day. Given the growing number of electric vehicles and the active development of infrastructure for electric transport, the relevance of our project lies in the safety and operational reliability of such vehicles, increasing the service life of the battery and the convenience of its maintenance. We are successfully engaged in the conversion of vehicles to electric traction, previously we have already produced “Eletromus” vehicles and an electric tow truck based on MAN TGL 12.250,” said Anastasia Tikhomirova.

    Students Maria Raski and Ekaterina Shatalova presented a report entitled “Increasing the efficiency of using natural gas as a motor fuel in a gas-diesel engine”.

    “Our faculty conducts research related to the use of alternative fuels. We began studying the use of natural gas as a motor fuel in a gas-diesel engine in September 2024. Expanding the use of natural gas as a motor fuel is a hot topic, and according to the energy strategy of the Russian Federation until 2050, the volume of natural gas (methane) consumption should increase 15 times. In Russia, gas buses are becoming more common, as manufacturers strive to reduce emissions and improve the environmental sustainability of public transport. In the process of studying this topic, we identified several problems associated with the use of gas-diesel engines. The main problems include low efficiency and increased fuel consumption,” said Ekaterina Shatalova.

    To improve the efficiency of gas-diesel engines, students proposed the following approaches:

    Increasing mixture homogeneity: Optimizing the process of mixing gas and air can lead to more complete combustion and reduce energy losses; Reducing gas losses during valve overlap: Improving the design of valves and the control system can reduce leaks and improve the overall efficiency of the engine; Switching to a gas-diesel cycle: Studying and implementing a gas-diesel cycle, which combines the advantages of both gas and diesel fuel, can significantly improve efficiency and reduce consumption.

    Young researchers are confident that these measures can improve the performance of gas-diesel engines and will help to more widely introduce natural gas as an alternative motor fuel.

    The architecture of building a sustainable transport system based on a planned-cyclical development strategy is the focus of attention of student Ivan Beshentsev (project manager – Deputy Head of the Department of Information Technologies and Intelligent Systems of St. Petersburg State Unitary Enterprise “Gorelectrotrans” Alexander Figichev).

    “The concept of a sustainable transport system is inextricably linked with a planned-cyclical development strategy. Sustainability implies a well-coordinated interaction of all elements of the city’s transport framework – urban development belts, infrastructure, corridors and routes. For convenience, I have combined them into one pyramid. Each level has its own goal setting and takes on a certain transport load. Thus, the system as a whole is sustainable, and in order to maintain this sustainability in the long-term equivalent, it is necessary to apply a planned-cyclical development strategy. That is, pre-determined volumes of infrastructure necessary for sustainable development are introduced annually – primarily for electric transport,” the student explained.

    According to Ivan Beshentsev, the cyclicality concerns the implementation of repair work: each infrastructure facility has a certain life cycle, which is assessed based on the infrastructure load. In St. Petersburg, this cycle is 25 years, and every year 24 km of infrastructure for electric transport is updated (we have 600 km in total). If less is repaired, the wear and tear of the infrastructure will be unacceptable for current operation. If more, this will negatively affect the transport situation.

Witnesses reported seeing the aircraft adopt a steep nose-up attitude, but it was not able to climb above a tree which was one of the obstacles in its path. G-CUBX appeared to have struck the tree at the apogee of its flight path before descending steeply, nose-first, into the ground. The pilot suffered fatal injuries at the point of ground collision.

    It was not possible to conclusively establish why the aircraft diverged left during and after takeoff. Nonetheless, the investigation considered it likely the relatively low lift off speed of approximately 34 kt contributed to the pilot having insufficient aerodynamic control authority to effectively counter the flight path divergence. Being in a turn rather than wings level would have compromised the aircraft’s climb rate resulting in it being unable to climb above the obstacles it was turning toward.

    The investigation was unable to find evidence of any pre-accident fault with the aircraft.
