  • MIL-OSI Global: Why Islamic State is expanding its operations in north-eastern Nigeria

    Islamic State West Africa Province (Iswap), one of the most powerful global affiliates of the Islamic State jihadist organisation, is in the middle of its largest offensive against the Nigerian military in years.

    The group has overrun security positions in Borno state, a region of north-east Nigeria, a dozen times in the past few months. Borno state has been the epicentre of a conflict between the Nigerian army and jihadist insurgents for 15 years. The UN Development Programme said in 2021 that the violence had killed more than 35,000 people there directly.

    The latest offensive began in March with a string of attacks. This included an improvised explosive device planted underneath a commercial vehicle in Biu, a town in southern Borno state, which killed four people and injured four others.

    Iswap then launched several more attacks the following month, including an operation on a Nigerian army barracks in Yamtage town. It claimed to have killed three soldiers. The group sustained its campaign into May, with the launch of one of its most sophisticated attacks in recent memory.

    On May 12, suspected Iswap militants stormed the town of Marte, capturing several soldiers and forcing others to retreat. A coordinated dual strike on nearby Rann and Dikwa towns followed hours later. The insurgents now have a strong presence in Marte, which holds immense strategic value due to its access to Lake Chad smuggling corridors.

    Iswap, which was originally formed in 2015 as an offshoot of Boko Haram and has around 5,000 fighters, appears to be adapting to the Nigerian army’s military strategy. Since 2019, the Nigerian army has consolidated its forces in a heavily fortified “super camp” in key towns and cities in the north-east, from which they can respond to reported insurgent activity.

    However, Iswap militants have launched several attacks on some of these camps by using tactics such as nighttime raids. They have also targeted bridges and roads between the camps, as well as launching attacks on nearby positions as a diversion, to prevent reinforcements from reaching targeted bases.

    There are several factors that could explain Iswap’s resurgence. The first is that there have been strategic shifts on the ground, including a lull in fighting between Iswap and rival faction Boko Haram over territorial control.

    Niger also withdrew its troops from the region’s counter-terrorism joint task force in March. The security vacuum created by this withdrawal may have further emboldened Iswap to carry out its offensive.

    Nigeria and Niger share a long border, so the reduction in military patrols could have led to an increase in the number of weapons and militants supplied to Iswap from its regional network.

    The second factor is that the authorities have relied too heavily on responding militarily to the threat posed by Boko Haram and Iswap. The joint task force has launched several major offensives against the two groups in recent years, helping to contain the insurgency. This has led to the return of refugees to some parts of the Lake Chad basin.

    But the reliance on military offensives has only prolonged the conflict, allowing the terrorist groups to evolve. Iswap, for instance, is now using sophisticated weaponry including armed drones to stage attacks.

    A recent assault on a military base in Wajikoro in north-eastern Borno state began with the use of four drones armed with grenades. The group had previously used drones almost entirely to conduct surveillance and gather intelligence.

    Dismantling and ultimately defeating terrorist groups such as Iswap in the region will require addressing the root causes and drivers of insecurity. These include poverty, inequality, unemployment, poor governance and weak institutions. Poverty rates in north-eastern Nigeria are estimated at over 70%, almost double the rate in the rest of the country.

    The third factor that could explain Iswap’s resurgence is that it has been using technology effectively to expand its appeal, particularly among young people, and drive recruitment.

    It has intensified its presence on social media, using TikTok to post videos justifying killings, lecture young audiences about extremist ideologies and spreading jihadist propaganda. It is also deploying AI tools to edit videos and written communications.

    At the same time, it is making use of new satellite-based internet services such as Starlink to record footage of prayers and sermons. Starlink launched in 2019 with the aim of providing high-speed broadband internet to people all over the world, especially in remote areas.

    Another factor is that Iswap has expanded its sources of funding. The group collects tax revenue from local populations in areas where it has a strong presence, with farmers in some parts of Borno state reportedly paying about ₦10,000 (£5) per hectare.

    But Iswap is also allegedly tapping into Nigeria’s fast-growing cryptocurrency markets and earns considerable revenue from black market operations. The groups’s ability to rely on multiple revenue sources has ensured its supremacy over other terrorist groups in the region, while enabling it to plan and execute more sophisticated attacks.

    The growing strength of Iswap will undoubtedly have dire consequences for peace and security in Nigeria. It could help coordinate Islamic State’s activity in west Africa, giving it a stronger foothold in the region.

    Emphasis should be placed on addressing the root causes of the insurgency in Nigeria, as well as implementing tighter measures to constrain Iswap’s sources of funding.

  • Heavy rains lash Mumbai, waterlogging disrupts daily life

    Heavy rain lashed Mumbai on Wednesday, flooding several parts of the city. Thane too saw intense showers, with the Brihanmumbai Municipal Corporation (BMC) having earlier predicted overcast skies throughout the day.

    Parts of Mumbai’s Sion locality were waterlogged following the heavy rain, disrupting normal life and raising concerns about the city’s monsoon preparedness. Earlier on Tuesday, visuals from Swami Vivekananda Road near National College showed streets partially submerged in rainwater, with vehicles and pedestrians navigating through flooded areas. Water accumulation on key roads slowed traffic movement, creating difficulties for commuters during peak hours.

    The India Meteorological Department (IMD) said on Tuesday that the southwest monsoon rainfall over India is expected to be 106 percent of the Long Period Average, which is higher than the 105 percent forecast in April. The Long Period Average rainfall in India is 868.6 mm.

    The IMD further stated that above-normal rainfall is likely over the country as a whole during the monsoon season from June to September 2025. Region-wise, the southwest monsoon rainfall is projected to be above normal over Central India and South Peninsular India, normal over Northwest India, and below normal over Northeast India.

    During the June to September period, normal to above normal rainfall is expected over most parts of the country, except for some areas in Northwest and East India as well as many areas in Northeast India, where below-normal rainfall is likely, the IMD added.

    For June 2025, the average rainfall for the country is forecast to be above normal. Normal to above normal monthly rainfall is expected over most parts of the country, except for some southern parts of Peninsular India and certain regions in Northwest and Northeast India, where below-normal rainfall is anticipated.

    Israel must immediately let aid into Gaza and enable the UN to operate: UK statement at the UN Security Council

    Statement by Ambassador James Kariuki, UK Deputy Permanent Representative to the UN, at the UN Security Council meeting on the Middle East.

    I thank Special Coordinator Sigrid Kaag and Dr Sidwah for their briefings today, which painted a catastrophic picture.

    Let me pay tribute to you and to your humanitarian and health worker colleagues working tirelessly to alleviate this suffering.

    I will make three points. 

    First, the UK has always supported Israel’s right to defend itself. It suffered a heinous attack by Hamas on 7 October, and hostages have been through an unimaginable ordeal. We reiterate our call for their immediate and unconditional release and accountability for those responsible. 

    But as my Prime Minister has said, we strongly oppose the Israeli Government’s escalating military action in Gaza which is wholly disproportionate. 

    An immediate ceasefire, not more bloodshed, is the way to secure the release of the hostages and stop the endless cycle of violence. 

    Second, as we have heard again today, the level of human suffering in Gaza is intolerable. Civilians face starvation, displacement and trauma. 

    The UN warned of the risks from the Israeli Government’s plan for aid delivery. In Rafah yesterday, we saw this warning become a reality. The Gaza Humanitarian Foundation lost control of its distribution centre, with multiple casualties reported and great distress for those desperately seeking aid. 

    In contrast, the UN has a clear plan to deliver lifesaving aid at scale. It contains robust mitigations against aid diversion. Brave humanitarians stand ready to do their jobs. 9,000 trucks wait at the border. 

    Our message to Prime Minister Netanyahu is clear: let aid in and enable the UN to operate, now. 

    We reiterate our support for the UN, OCHA and all its aid agencies.

    We also reject the Israeli Government’s unacceptable intention to take control of the Gaza Strip. Permanent forced displacement is a breach of international humanitarian law. 

    Third, President, in the West Bank, violent settlers continue to assault and abuse Palestinians, forcing entire communities to flee. In Jerusalem, provocative visits to Holy Sites and inflammatory language by Israeli ministers are adding to the tensions. 

    On 20 May, the UK announced further sanctions on individuals and entities promoting violence against Palestinian communities in the West Bank. 

    We will continue to act against those committing these abuses. 

    President, the UK will not give up on a two-state solution, and we will continue to work closely with France, Saudi Arabia and all our partners towards a successful conference in June, which moves us towards this goal. 

    And finally, let me finish by condemning the horrific murders of Yaron Lischinsky and Sarah Milgrim in Washington DC last week, and offering condolences to their families and to their colleagues.

  • MIL-OSI Security: Portland Gang Leader Sentenced to 12 Years in Federal Prison for Role in Drug Trafficking Conspiracy and Possessing a Weapon in Prison

    PORTLAND, Ore.—A known leader of Portland’s 18th Street Gang was sentenced to 12 years in federal prison Friday for his leadership role in a local drug trafficking conspiracy and for possessing a weapon while in federal prison.

    Noah Herrera, 26, was sentenced to 144 months in federal prison and five years’ supervised release.

    According to court documents, Herrera was a second-in-command leader of the 18th Street Gang in Portland, working regularly with the gang’s local leader, Gustavo Torres-Mendez, who was sentenced in May 2024 to 164 months in federal prison. Together, the two men led various gang-driven activities including trafficking large quantities of methamphetamine, cocaine, and fentanyl in the Portland area. During this time, the 18th Street Gang was heavily armed and sold drugs acquired near the Mexico border in California to local buyers in and around Portland.

    The government’s investigation exposed several major episodes in the gang’s activities. In August 2022, agents seized nearly nine pounds of methamphetamine after Herrera organized a transaction in Portland. Only weeks later, in early September 2022, federal agents monitoring the two leaders’ activities learned they and subordinate 18th Street Gang members had collected over $126,000 in cash after which Herrera and Torres-Mendez dispatched two members to California to purchase and pick up drugs. Agents monitored the return of the load vehicle, which was stopped near Grants Pass, Oregon, and over 104 pounds of methamphetamine and a smaller quantity of cocaine were seized. The methamphetamine was packaged in 56 separate plastic food containers.

    On November 17, 2022, agents arrested Herrera and executed a search warrant at his Vancouver, Washington, home, where they found two loaded Glock pistols, ammunition, additional quantities of drugs, two scales with drug residue, a drug ledger, over $5000 in cash and several cell phones.

    Agents also executed a search warrant at a residence in North Portland which had been used by the 18th Street Gang throughout the investigation as a meeting place and stash house. There, agents found and seized ten handguns in locations throughout the main rooms, a short-barreled shotgun, extended magazines, ammunition, body armor as well as additional drug evidence, packaging equipment and scales.

    On September 25, 2023, while housed at FCI Sheridan pending trial, prison guards found Herrera in possession of a shiv (a six-inch sharpened piece of metal) prohibited by federal law.

    On January 10, 2025, Herrera pleaded guilty to conspiring to distribute and possess with intent to distribute methamphetamine, heroin, and cocaine, and possessing a dangerous weapon in a federal facility.

    This case was investigated by the FBI and was prosecuted by Thomas H. Edmonds and Nicole M. Bockelman, Assistant United States Attorneys for the District of Oregon.

    The case was investigated under the Organized Crime Drug Enforcement Task Forces (OCDETF).   • MIL-OSI Security: Two Hundred Ninety-Five New Immigration Cases in Western District of Texas This Week

    SAN ANTONIO – Acting United States Attorney Margaret Leachman for the Western District of Texas announced today, that federal prosecutors in the district filed 295 new immigration and immigration-related criminal cases from May 9 through May 15.

    Among the new cases, Mexican nationals Juan Jose Medrano-Escobedo and Rosendo Dominguez-Morales were arrested after allegedly entering the U.S. illegally through the Texas National Defense Area (Tx-NDA) less than half a mile west of the Paso Del Norte Port of Entry in El Paso. Medrano-Escobedo has been previously removed from the U.S. to Mexico twice, most recently July 30, 2024. He has been convicted of three felonies, including evading arrest in 2017 and aggravated assault with a deadly weapon in November 2023. Dominguez-Morales was last removed on Aug. 20, 2024, following an Aug. 18, 2024 felony conviction for assault while displaying a dangerous weapon. Medrano-Escobedo and Dominguez-Morales are each charged with two counts related to violating defense property security regulation and one count of illegal re-entry.

    Also in El Paso, two U.S. citizens are charged with conspiracy to transport illegal aliens after being arrested by U.S. Border Patrol agents in Fabens. Jared Isai Ramirez and Jesus Alberto Soriano, driving separate vehicles, allegedly attempted to flee from USBP. A criminal complaint alleges Ramirez lost control of his vehicle and collided into a rock wall. He and four passengers allegedly exited the vehicle and attempted to flee on foot before being apprehended. The four passengers were determined to be illegal aliens and were transported with Ramirez to the Clint Border Patrol Station for further investigation. Soriano eventually stopped the vehicle he was driving and was also transported to the Clint Border Patrol Station. The criminal complaint alleges that Ramirez admitted that he would be paid $300 for each of the four illegal aliens he was transporting. Soriano allegedly stated that he had agreed to scout the area for law enforcement during the smuggling scheme. 

    A Mexican national was encountered at the Bastrop County Jail and charged with illegal re-entry in Austin. Elisandro Enriquez-Sanchez has been removed from the U.S. to Mexico four times in addition to a voluntary return. He had been arrested in Bastrop and charged with driving while intoxicated with an open alcohol container. Enriquez-Sanchez’s lengthy criminal record includes two convictions for illegal re-entry as well as taking a weapon from an officer, assault causing bodily injury to a family member, and three DWIs in a two-year span.

    In Presidio County, Honduran national Angel Daniel Vasquez was arrested and charged with illegal re-entry. Vasquez has four prior removals, the last one being to Honduras May 27, 2024. He’s also a twice-convicted felon with a criminal record that includes assault causing bodily injury in Nashville, Tennessee in 2023 and a 2015 illegal re-entry conviction in Phoenix, Arizona. He was also convicted of a misdemeanor in Nashville for driving under the influence in April 2024.

    These cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with additional assistance from state and local law enforcement partners.

    The U.S. Attorney’s Office for the Western District of Texas comprises 68 counties located in the central and western areas of Texas, encompasses nearly 93,000 square miles and an estimated population of 7.6 million people. The district includes three of the five largest cities in Texas—San Antonio, Austin and El Paso—and shares 660 miles of common border with the Republic of Mexico.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     Following a ruling by a District Judge, a council tenant was evicted on Thursday 22 May, after drug-related activities and anti-social behaviour caused misery for her neighbours.

    The council was granted a possession order by York County Court to end the tenancy of Nikkita Richardson, aged 29, of Pottery Lane, York. 

    This follows reports from local residents to the Council and North Yorkshire Police about drug-taking and dealing and anti-social visitors. This led to concerns about this address being used to transport illegal drugs from one area to another – known as County Lines activities.

    The anti-social behaviour in the home and area, including loud noise and arguments at the house, disrupted and concerned local people who worried about its impact on their families.

    Following work with residents and North Yorkshire Police, City of York Council served a legal warning of eviction on Ms Richardson, which she breached on numerous occasions. The Council then applied to York County Court for authority to evict its tenant and regain possession of the property.

    After considering evidence, the District Judge granted the Council permission to evict which was done in conjunction with North Yorkshire Police officers.

    Ms Richardson was advised where she could get information on her housing options, should she need it.

    Councillor Michael Pavlovic, Executive member for Housing and Safer Communities, said: 

    Local residents’ co-operation in reporting and working with our Community Safety Hub has played a significant part in tackling this unacceptable activity in our communities. 

    “Please tell us your concerns and, as this outcome shows, we can work with you and take action.”

    Chief Inspector Ryan Chapman, Operational Commander for Neighbourhood Policing in York and Selby, said:

    County Lines drug dealing is a blight on our communities and causes a great deal of harm.

    “Together with key partners including City of York Council, we are more determined than ever to clamp down on the criminal activity and the associated anti-social behaviour.

    “We hope this latest eviction is welcomed by residents and shows that we will take all necessary action to make our neighbourhoods as safe and secure as possible.

    “There will be no let-up and we will continue to act on information provided by residents and businesses, either directly to the police or council or provided anonymously to Crimestoppers.”

    Sergeant Charlotte Gregory from North Yorkshire Police, said: 

    This address has been subject of joint work and investigations with North Yorkshire Police and City of York Council in the Community Safety Hub since August 2024 due to anti-social behaviour and drug-related concerns. The address has been a focus under Operation Titan, the York and Selby Command’s response to County Lines.

    “The support from the Court in granting the Council possession of the property shows we are continuing to respond jointly to reports and information we get in a robust manner, through various approaches.”

  • MIL-OSI Security: Estacada Man Faces Federal Charges for Trafficking 270 Pounds of Methamphetamine

    PORTLAND, Ore.— An Estacada, Oregon, man is facing federal charges today after he was caught transporting 270 pounds of methamphetamine from Southern California to Oregon.

    Anthony Barrera, 29, has been charged by criminal complaint with possessing methamphetamine and cocaine with the intent to distribute.

    According to court documents, during an investigation of an alleged drug trafficker, later identified as Barrera, investigators learned Barrera rented a vehicle and traveled to California to pick up large quantities of drugs to distribute and sell in Oregon.

    On May 24, 2025, officers located Barrera driving the rental vehicle northbound on Interstate 5 and followed him to a rest area near Roseburg, Oregon, where Barrera was arrested without incident. Agents executed a federal search warrant on the rental vehicle and seized 270 pounds of methamphetamine and two pounds of cocaine, which were concealed in the backseat and cargo area of the vehicle. Later the same day, investigators executed a federal search warrant on Barrera’s residence where they seized two firearms hidden under the floor of a closet.

    Barrera made his first appearance in federal court today before a U.S. Magistrate Judge. He was ordered detained pending further court proceedings.

    The case is being investigated by the FBI and the Multnomah County Dangerous Drug Team (DDT). It is being prosecuted by Charlotte Kelley, Assistant U.S. Attorney for the District of Oregon.

    There will be some brief changes to blue badge parking in York on Saturday 7 June to allow the Pride parade to pass safely through the city centre.

    Road closures

    Church Street will be closed to all traffic from 10.30am until around 1.30pm.  St Helen’s Square will be closed from 11.30am until around 1.30pm.

    Blue badge parking suspension

    Parking on St Helen’s Square will be suspended from 10.30am until around 1.30pm. This means that blue badge holders will still be able to get through to either park in Lendal or exit onto Museum Street until 11.30am.

    Parking available during the parade

    Limited spaces will be available on the double yellow lines in King’s Square. Access for blue badge holders only will be via Goodramgate into Kings Square, vehicles will be able to exit via Colliergate.
    Badge holders will be able to park their cars on Blake Street (between McDonald’s and St Helen’s Square) until 11.30am but will not be able to move their vehicles again until the parade has passed through the area.

    Three concerning near-misses with bin wagons in the last week

    Leeds residents are being reminded about the dangers of binning batteries and hot ash from barbeques after three separate incidents in refuse collection vehicles in the last week.

    Waste crews were carrying out collections in Burmantofts, Armley and Middleton when smoke started emerging from the back of their wagons. In each case, thanks to the quick actions of the crews, the fire service was promptly called and advised tipping the smouldering waste on to the road to enable it to be safely extinguished.

    Evidence in each case appeared to show the fires were caused by either disposable barbeques or batteries from vapes or other discarded devices. Fortunately, on these occasions the crews were unhurt, and the bin wagons, roads and local properties were not damaged. The mess created in each location was cleared as soon as could be safely arranged, but not without the time and cost involved and some inconvenience to local residents and road users.

    As a result of these incidents, all residents are being reminded the best way to get rid of disposable barbeques is to let them completely cool down until at least the next day after use and to soak them in water before wrapping them in foil and disposing of them in a black wheelie bin.

    Loose batteries or devices like vapes that contain lithium-ion batteries can be safely recycled at the place they were purchased from, most supermarkets or any local household waste recycling centre in Leeds.

    Leeds City Council executive member for climate, energy, environment and green space, Councillor Mohammed Rafique said:

    “We’d like to thank all of the crews in these incidents for their quick-thinking and attentiveness as well as West Yorkshire Fire and Rescue Service for their guidance on how to handle these situations to avoid serious issues developing.

    “Fires in bin wagons or at recycling centres can be started from the smallest spark or heat source. This results in danger to our crews and staff, damaged vehicles and inconvenience for residents. We appeal to everyone to please dispose of your rubbish responsibly, taking extra care that disposable barbecues are fully cooled down and that hidden batteries in things like vapes are recycled in an appropriate battery bin. Taking the time to be vigilant helps to keep everyone safe.”

  • MIL-OSI United Kingdom: A660: Next stage of improvements to begin from Monday 2 June

    Leeds City Council is to begin the latest stage of its £10.4m improvement works along the A660, improving safety for pedestrians and cyclists and helping speed up bus journeys between Headingley and the city centre.

    Starting from Monday 2 June, works will begin to deliver a segregated inbound and outbound cycle track on both sides of the road, change pedestrian crossings outside the Arndale Centre and The Original Oak to toucan crossings, along with a major upgrade of both  the junctions of Hyde Park Corner and North Lane.

    Other improvements include introducing a 20mph speed limit between Shaw Lane and St. Michael’s Road, wider pavements and continuous crossings at most junctions, upgrading bus stops and shelters, and providing better access to public transport outside the Arndale Centre.

    From Monday 16 June, the junction of St. Michael’s Road and the A660 will be permanently closed to motor vehicles, with the area being transformed into a public space following a public consultation which saw 57% of responses backing this particular proposal.

    The junction of the A660 with Regent Park Avenue will also be closed to motor vehicles from 30 July, and the existing left turn road closure from Woodhouse Street to A660 Woodhouse Lane will also be made permanent, with greenery and space for outdoor dining.

    The improvements are funded by a £10.4m grant from Active Travel England, with this phase of work being delivered by construction partners Hinko Construction.

    The works aim to improve safety for pedestrians and cyclists along a route which saw 172 casualties between 2016 and 2021, encouraging people to choose more active and sustainable methods of travel which can boost health and wellbeing and help tackle climate change. They follow previous phases which were completed earlier this year, with 63% of respondents supporting the overall proposals during public consultation.

    Deputy Leader and executive member for economy, transport and sustainable development, Councillor Jonathan Pryor, said:

    “The A660 is one of our city’s busiest routes with thousands of people walking between north Leeds and the city centre every day, along with more than 1,000 cyclists daily and a high number of cars and buses.

    “It’s important that we make these improvements so it’s safer for everyone using it, helping to meet our Vision Zero strategy goal of eliminating road deaths and serious injuries on Leeds’ roads by 2040.

    “As with any scheme of this nature there is likely to be some disruption during construction, but we will work to keep this to a minimum, so we are encouraging people to plan ahead when travelling along this route.”

    The works are expected to be completed by summer 2026, with several measures being put in place to minimise disruption wherever possible.

    The majority of works will be carried out between 9.30am and 3.30pm on weekdays. In some instances, to ensure safety lanes will be narrowed where traffic will continue to flow in both directions.

    In some instances, temporary traffic lights will be required which will take the road down to a single lane, and there will also be some temporary road closures in place. This is likely to lead to delays.

    Bus routes will not be affected but there will be some temporary bus stops in place.

    U.S. President Donald J. Trump recently signed into law H.J. Res. 61, Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to “National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing.”

    This Congressional Review Act (CRA) resolution overturns the U.S. Environmental Protection Agency’s (EPA) Rubber Tire Manufacturing National Emissions Standards for Hazardous Air Pollutants (NESHAP) rule. Finalized November 29, 2024, at the conclusion of the Biden Administration, EPA could not even quantify whether public health would be protected and unreasonably requires rubber tire manufacturers to install regenerative thermal oxidizers (RTOs), which will cost American manufacturers millions and potentially lead to layoffs.

    U.S. Congressman Morgan Griffith (R-VA), who was the chief House sponsor of the CRA resolution, released the following statement:

    “I am pleased President Trump signed my Congressional Review Act resolution into law!

    “Americans are now officially protected from a last-minute Biden-Harris rule that would have needlessly harmed the tire manufacturing industry and raised prices for American consumers.”

    BACKGROUND

    Rep. Griffith introduced H.J. Res. 61 in the last week of February. Rep. Griffith introduced the CRA alongside U.S. Senators Tim Scott and Roger Wicker.

    On March 5, the U.S. House of Representatives passed H.J. Res. 61. Rep. Griffith spoke on the House floor defending the CRA.

    Following House passage, Rep. Griffith celebrated House passage with several House GOP leaders.

    On May 6, the U.S. Senate passed the measure.

    On March 12, the Trump EPA announced reconsideration of air rules regulating American energy, manufacturing and chemical sectors.

    The Biden EPA rule would negatively impact the Goodyear facility in Danville, Virginia. 

    Rep. Griffith recently defended several CRAs on the House floor seeking to overturn Biden EPA measures that facilitated unfair electric vehicle mandates and imposed stricter car emissions standards on the American people.

    The Western Cape Government marked a significant milestone in its commitment to safer roads and smarter service delivery with the official launch of the Computerised Learner’s Licence Testing (CLLT) system.

    “If we are to grow our economy and create more jobs, we need to ensure that our residents have the skills that they need to participate in the economy, and a driver’s licence is a critical requirement for many jobs, so we must make getting a driver’s licence as easy as possible for all our residents,” said Western Cape Mobility MEC Isaac Sileku.

    The event took place at the Beaufort West Driving Licence Testing Centre on Monday and showcased a live demonstration of a state-of-the-art digital testing system that replaces the traditional manual booklet method.

    This innovation is set to transform the learner’s licence testing process across the Western Cape.

    “This digital shift is a big step toward safer roads and a stronger economy. By improving driver skills through fair and efficient testing, we’re also boosting employability, supporting the Western Cape’s Growth for Jobs Strategy,” said the MEC.

    The new system is being rolled out in partnership with the Road Traffic Management Corporation (RTMC) and ultimately aims to improve the quality of drivers on Western Cape roads.

    Benefits include promoting safer and more responsible driving through standardised testing, reducing opportunities for corruption, supporting hearing-impaired applicants with on-screen multilingual instructions to eliminate the need for an interpreter, and delivering faster and more accurate results through instant digital processing.

    “This is not just a technological upgrade – it’s a values-driven transformation. The system ensures that every applicant, regardless of ability, is treated with fairness and dignity,” added Sileku.

    The testing terminals, each secured with fingerprint verification, connect directly to the National Traffic Information System (NaTIS) and generate randomised test questions. 

    Results are automatically verified and securely processed, significantly improving both accuracy and data integrity.
    The CLLT classroom includes fully networked workstations, touch-screen kiosks, and a 6kVA uninterrupted power supply (UPS) to maintain continuity in the event of electricity outages. 

    All provincial driving licence testing centres outside of the metro have been equipped with the new CLLT system, with the Western Cape Mobility Department currently engaging the City of Cape Town regarding its roll-out of the new system.

  • MIL-OSI Africa: Major progress in addressing Emfuleni water and sanitation challenges

    The Emfuleni Local Municipality is making substantial strides in resolving its long-standing water and sanitation challenges, following decisive intervention by the Department of Water and Sanitation.

    The Vaal River System and surrounding communities have for years suffered from the persistent problem of severe sewage pollution and spillages.

    Despite several interventions by the Ekurhuleni Water Care Company (ERWAT) and the South African National Defence Force, the problem persisted.

    In response, the Department of Water and Sanitation invoked Section 63 of the Water Services Act in 2021, and appointed Rand Water as its implementing agent, to address the situation.

    According to the department, the intervention has already achieved significant milestones. These include unblocking and replacing collapsed sewer lines; refurbishment of pumpstations and existing wastewater treatment works; and assisting the municipality with essential operational tools of trade, including vehicles, and security.

    The department said the remaining work is now on upgrading the capacity of existing Waste Water Treatment Works (WWTW), which are currently struggling to handle the increased amount of sewage due to population growth over the recent decades.

    The department attributed the progress to strong intergovernmental relations, including Gauteng Provincial Government, Rand Water and Emfuleni Local Municipality.

    The total estimated cost of the intervention is R7.6 billion over a seven-year period, including completion of the major capital works.

    The department highlighted that the scope of work will include the upgrades of four WWTW, which will require 3-5 years to complete, based on the engineer’s estimation of the work.

    The scope of work includes upgrading four wastewater treatment facilities, Rietspruit, Leeukuil, Sebokeng, and Meyerton, an effort estimated to take three to five years to complete.

    Rand Water has been assisting the municipality through staff training and procurement of vehicles and equipment to carry out maintenance work, among others.

    The refurbishment of four pump stations has also been completed and are now fully functional. The replacement of 50 collapsed sewer lines have also been completed.

    “As part of this work, two major projects were completed to replace and upgrade the main sewer pipeline from Rothdene pump station to Meyerton Waste Water Treatment Works, as well to replace the main sewer pipeline from pumpstation eight to pumpstation two.

    “In addition, a third project to replace the rising main sewer pipeline from pumpstation two to Leeukruil Waste Water Treatment Works, is 90% complete. Due to these interventions, the incidents of sewage spillages into the community in Emfuleni have reduced markedly,” the department said.

    According to the department, this has resulted in an improvement in the quality of the effluent from the Waste Water Treatment Works into the Vaal River.

    However, the department noted that this improvement is limited by the fact that the existing WWTW remain overloaded, and the problem will only be fully addressed, once the capacity of the treatment works is upgraded.

    The department said it is hard at work to increase the capacity of waste water treatment works, noting that the capacity of Sebokeng Waste Water Treatment Works has been increased by 50 ML per day to 150 ML per day.

    Designs have been completed for a further 50 ML upgrade of Sebokeng Waste Water Treatment Works.

    “Designs for the Rietspruit Waste Water Treatment Works (current capacity 36 ML per day), have been completed to increase the capacity of the WWTW by 50 ML/day. The contractor is currently on-site, [and] designs have been completed to increase the capacity of the Leeukuil Waste Water Treatment Works by 15 ML/day from the current capacity of 36 ML per day,” the department said, adding that work is expected to start anytime.”

    Work is still underway to increase the current capacity of the Meyerton Waste Water Treatment Works, from 10ML per day to 25 ML/day.

    As part of our overall intervention, a Special Purpose Vehicle (SPV) is being established to serve as a dedicated Water Service Provider (WSP) In the municipality.

    The establishment of the SPV aims to create a professionally managed, dedicated utility with full responsibility and accountability for the provision of water and sanitation services in Emfuleni.

    Discussions between the department, Emfuleni Local Municipality and Rand Water, are currently underway with National Treasury to obtain the necessary Public Finance Management Act (PFMA) and Municipal Finance Management Act (MFMA) approvals for its establishment.

    “The department is satisfied that these interventions are delivering the desired results. We can boldly state, without any fear of contradiction, that, as a result of Minister’s decisive intervention, incidents of sewage spillages into the community in Emfuleni have been drastically reduced.

    “Ongoing upgrading of the capacity of Waste Water Treatment Works is necessary to ensure that the problem is completely eliminated. The department will continue to fund Rand Water to complete the upgrades of the three Waste Water Treatment Works,” the department said.

    To maintain momentum, the department believes that focused attention and energy must be directed towards fighting vandalism and theft of infrastructure and addressing the scourge of non-revenue water.

    JERUSALEM/SANAA, May 28 (Xinhua) — Israeli warplanes on Wednesday struck the main airport of the Yemeni capital Sanaa and several aircraft belonging to Houthi forces, the Israeli army said in a statement.

    The attack destroyed the last aircraft used by Houthi forces, Israeli Defense Minister Israel Katz said in a statement.

    “This is a clear signal and a direct continuation of our policy: whoever opens fire on Israel will pay a high price,” he warned.

    He noted that Israel would continue to strike Yemeni ports and strategic infrastructure used by the Houthis and their allies. “The airport in Sanaa will be destroyed again and again,” the statement said.

    The Israeli minister also warned that the Houthis would find themselves “under a sea and air blockade.”

    Airport CEO Khaled al-Shayef confirmed that a fourth Yemeni national airline plane, Yemenia Airline Company, was destroyed in Israeli airstrikes on Wednesday morning.

    Since November 2023, the Houthis, who control much of northern Yemen, have carried out regular missile and drone strikes on Israel. They say they are doing so in solidarity with Palestinians in Gaza amid the ongoing Israeli-Palestinian conflict. The group has said it will stop the attacks if Israel ends its military operations and blockade of Gaza. –0–

  • MIL-OSI Security: Clarenville — Clarenville RCMP promotes road safety with checks points and traffic tickets

    With traffic safety and compliance with the Highway Traffic Act front of mind, Clarenville RCMP is promoting road safety with check points and issuing tickets for violations.

    On the evening of May 26, 2025, Clarenville RCMP stopped three separate motorists for speeding violations on the Trans-Canada Highway between Goobies and Sunnyside. The motorists were traveling at speeds of 140 km/h, 137 km/h and 126 km/h. Each driver was ticketed.

    Additionally, police set up a check point on Memorial Avenue in Clarenville and checked approximately 50 vehicles, promoting the importance of wearing seat belts and driving sober. Three motorists were found in violation of the Highway Traffic Act; one having no registration, one having no insurance and one possessing an expired driver’s licence. Tickets were issued.

    With increased traffic volumes expected over the summer months, RCMP NL encourages motorists to drive defensively and follow the rules of the road all while being well-rested and without the influence of alcohol or drugs.

  • MIL-OSI Global: Guns bought in the US and trafficked to Mexican drug cartels fuel violence in Mexico and the migration crisis

    The Mexican security forces tracking Nemesio Oseguera Cervantes – the leader of a deadly drug cartel that has been a top driver of violence in Mexico and narcotic addiction in America – thought they finally had him cornered on May 1, 2015.

    Four helicopters carrying an arrest team whirled over the mountains near Mexico’s southwestern coast toward Cervantes’ compound in the town of Villa Purificación, the heart of the infamous Jalisco Nueva Generación cartel.

    As the lead helicopter pulled within range, bullets from a truck-mounted, military-grade machine gun on the ground struck the engine. Before it reached the ground, the massive helicopter was hit by a pair of rocket-powered grenades.

    This .50-caliber cartridge was found stuck in the truck-mounted Browning M2HB machine gun that the Jalisco Nueva Generación cartel used to damage a Mexican Security Forces Super Cougar helicopter.

    Four soldiers from Mexico’s Secretariat of National Defense were killed in the crash. Three more soldiers were killed in the firefight that followed, and another 12 were injured.

    The engagement was the first known incident of a cartel shooting down a military aircraft in Mexico. The cartel’s retaliation for the attempted arrest was swift and brutal. It set fire to trucks, buses, banks, gasoline stations and businesses. The distractions worked. Cervantes, also known as “El Mencho,” escaped.

    The Browning machine gun that took down the helicopter was traced to a legal firearm purchase in Oregon made by a U.S. citizen. And a Barrett .50-caliber rifle used in the ambush was traced to a sale in a U.S. gun shop in Texas 4½ years before.

    Many military-grade weapons like these are trafficked into Mexico from the U.S. each year, aided by loose standards for firearm dealers and gun laws that favor illicit sales.

    We – a professor of economic development who has been tracking gun trafficking for more than 10 years, and an investigative journalist – spent a year sifting through documents to find the number, origins and characteristics of weapons flowing from the U.S. to Mexico.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives – the agency known as ATF tasked with regulating the industry – publishes the number of U.S. guns seized in Mexico and traced back to U.S. dealers, but it doesn’t provide an official trafficking estimate. The 2003 Tiahrt Amendments bar the ATF from creating a database of firearm sales and prohibit federal agencies from sharing detailed trace data outside of law enforcement.

    To estimate weapons flow, we gathered trafficking estimates, including leaked data, previous research, firearm manufacturing totals and the ATF trace data.

    The model we generated gave us a conservative middle estimate: About 135,000 firearms were trafficked across the border in 2022. In contrast, Ukraine, engaged in a war with Russia, received 40,000 small arms from the United States between January 2020 and April 2024 – an average of 9,000 per year.

    Our analysis also found:

    • This flow of weapons is connected to the drug trade in the U.S. and enables increased gang violence in Mexico, causing more people to flee across the border.

    • An increase in guns trafficked to Mexico from the U.S. relates to an increase in Mexico’s homicide rate.

    • More of the most destructive weapons come from independent gun dealers versus large chain stores – 16 times as many assault-style weapons and 60 times as many sniper rifles.

    • The trafficking flow drives an arms race between criminals and Mexican law enforcement; the U.S. gun industry profits on sales to both.

    • ATF oversight of dealers reduces the likelihood their guns are resold on the illicit market.

    Following the flow

    Since 2008, the U.S. has spent more than US$3 billion to help stabilize Mexico through the rule of law and stem its surges of extreme violence, much of it committed with U.S. firearms. Many programs are funded through the U.S. State Department, which is facing budget cuts, and the U.S. Agency for International Development, which has sustained deep cuts.

    Meanwhile, the gun industry and its supporters have undercut these efforts by fighting measures to regulate gun sales.

    From 2015-2023, 185,000 guns linked to crimes in Mexico were sent to the ATF to be traced – the process of using a firearm’s serial number and other characteristics to identify the trail of gun ownership. About 125,000 of those weapons have been traced back to the U.S.

    Our analyses show that U.S.-Mexico firearms trafficking has dire implications for ordinary Mexicans – and that U.S. regulatory actions can have an enormous impact. This adds to a growing body of research tying U.S.-sold guns to Mexico-based gangs and cartels, illegal drug trafficking, homicide rates, corruption of Mexican officials, illicit financial transactions and migration trends.

    Oregon guns tied to cartel

    The Jalisco Nueva Generación cartel is poised to be the biggest player in the drug cartel game. El Mencho, still at large, is one of the most powerful people directing the flow of heroin, fentanyl and methamphetamines into the United States, while orchestrating campaigns of fear, intimidation and displacement in Mexico.

    The Browning .50-caliber rifle that aided El Mencho’s evasion in 2015 was manufactured by a company based in Morgan, Utah, and legally sold to Erik Flores Elortegui, a U.S. citizen.

    Elortegui fled the country after he was indicted in Oregon for smuggling guns into Mexico and is now at the top of the ATF’s most wanted list. He wasn’t alone in his gunrunning schemes. According to a grand jury indictment, Elortegui purchased 20 firearms through an accomplice, Robert Allen Cummins, in 2013 and 2014. Cummins was straw purchasing – buying weapons under his name for Elortegui.

    Before she gave Cummins a 40-month prison sentence in 2017, Judge Ann Aiken admonished him for the pain and suffering his weapons were likely going to cause. She told him to read “Dreamland,” which chronicles America’s opioid crisis and its connection to Mexican drug cartels.

    Guns and violence

    In 2021 the ATF teamed up with academics to produce the National Firearms Commerce and Trafficking Assessment. It showed that the share of firearms trafficked to Mexico, already the top market for illegal U.S.-to-foreign gun transfer, increased by 20% from 2017 to 2021.

    Gun sales are strictly regulated within Mexico. But homicides have risen to disturbing heights – three times that of the U.S. – since the lapse of the U.S. assault weapons ban in 2004. Research suggests the two are linked.

    After their mother was killed by organized crime five years ago, Emylce Ines Espinoza-Alarcon’s sister’s family migrated to the States, she said.

    Espinoza-Alarcon, her children and other relatives were more recently driven from their homes by violence. “As a parent, you try to flee to a different place where they might be safe,” Espinoza-Alarcon said. She said she believes American weapons are to blame, but there “is nowhere else for us to go.”

    A 2023 survey found that 88% of the 180,000 Mexican migrants to the U.S. that year were fleeing violence – a flip from 2017 when most were coming for economic opportunity.

    The ATF’s enforcement

    ATF inspections keep illicit guns in check, our analysis shows.

    The agency’s primary enforcement tools are inspections, violations reports, warning letters and meetings, and, when inspectors find violations that are reckless or willfully endanger the public, revocation notices.

    But the bureau’s 2025 congressional budget request points out that it would need 1,509 field investigators to reach its goal of inspecting each dealer at least once every three years.

    The ATF is “focusing on identifying and addressing willful violations,” a spokesperson wrote in a November 2024 email, referring to the zero-tolerance revocation policy the Biden administration put in place in 2021 that dramatically increased the number of revocations.

    Meanwhile, the ATF announced in April 2025 that it was repealing the revocation policy and reviewing recent rules, including one that clarifies when a gun is a rifle. The webpage listing revocations, including detailed reports, was also removed from the ATF site.

  • MIL-OSI Asia-Pac: Departure tax bill passed

    The Government today welcomed the passage of a bill by the Legislative Council to increase the air passenger departure tax from $120 to $200 per passenger, which would apply to air tickets purchased from October 1 onwards.

    It is anticipated that government revenue will increase by about $1.6 billion per year.

    The Government said the new tax rate, which was proposed in the recent Budget, has struck a balance between raising revenue and minimising the impact on passengers when considering increasing the departure tax.

    It added that the impact of the increase on the overall cost of travelling for air passengers is minimal.

    The Air Passenger Departure Tax (Amendment) Bill 2025 will be published in a Gazette notice on June 6.

    URUMQI, May 28 — As of Monday, the Alashankou Port in northwest China’s Xinjiang Uygur Autonomous Region had handled over 3,000 China-Europe (Central Asia) freight train trips this year, providing a significant boost to the stability and smooth operation of global industrial and supply chains, according to railway authorities.

    Alashankou is a crucial hub connecting China with Central Asia and Europe. Currently, 123 China-Europe (Central Asia) freight train routes operate via the Alashankou Port, connecting 21 countries, including Germany and Poland.

    These trains transport more than 200 categories of goods, ranging from new energy vehicles and mechanical parts to electronics and daily consumer goods.

    “We operate a 24/7 ‘green channel’ to ensure the smooth operation of China-Europe freight trains,” said Yang Peng, a staff member of the Alashankou railway station.

    “This year, the station has handled an average of over 21 China-Europe freight train trips daily, with a peak of 30 trips in a single day,” Yang added.

    In recent years, Xinjiang’s railway authorities have consistently enhanced port logistics capacity, with the region now handling over 50 percent of China’s total China-Europe freight train volume.

    In 2024 alone, the region’s Horgos and Alashankou ports processed 16,400 China-Europe freight train trips, up 14 percent year on year.

  • Cabinet approves Rs. 3,653 crore Badvel-Nellore highway project to boost connectivity and logistics in Andhra Pradesh

    In a major push to bolster infrastructure and connectivity in Andhra Pradesh, the Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, has approved the construction of a four-lane highway corridor between Badvel and Nellore. The project, to be executed under the Design-Build-Finance-Operate-Transfer (DBFOT) model, will cover a distance of 108.134 kilometers at an estimated cost of ₹3,653.10 crore.

    The newly approved Badvel-Nellore corridor is set to play a vital role in integrating key industrial nodes across the state. It will connect Gopavaram village in YSR Kadapa District, located on National Highway NH-67, to Guruvindapudi on NH-16 near Krishnapatnam Port in SPSR Nellore District.

    The corridor is expected to enhance linkages to three major industrial corridors—Kopparthy on the Visakhapatnam-Chennai Industrial Corridor (VCIC), Orvakal on the Hyderabad-Bengaluru Industrial Corridor (HBIC), and Krishnapatnam on the Chennai-Bengaluru Industrial Corridor (CBIC).

    By facilitating direct access to the Krishnapatnam Port, which has been identified as a priority node under the CBIC, the highway will bolster logistics efficiency and improve India’s Logistic Performance Index (LPI). The improved route will shorten the existing travel distance to the port by nearly 34 kilometers, reducing it from 142 kilometers to just over 108 kilometers. This reduction is projected to save commuters up to one hour in travel time, while also lowering fuel consumption, vehicle operating costs, and the overall carbon footprint.

    In addition to improving transportation infrastructure, the project is expected to have a positive economic impact by generating significant employment. It is projected to create approximately 20 lakh man-days of direct employment and an additional 23 lakh man-days of indirect employment. Moreover, the corridor is expected to stimulate economic growth in surrounding areas through increased commercial and industrial activity.

  • MIL-OSI Asia-Pac: Toll changes set to be implemented

    The Government will substantially reduce tolls when it takes over the Tai Lam Tunnel (TLT) at 0.00am on Saturday.

    In addition, the HKeToll free-flow tolling service will begin from 5am on the same day.

    Outlining the takeover arrangements today, the Transport Department said that the TLT will briefly cease operating for five minutes at 0.00am on May 31 to facilitate the updating of toll collection facilities. Thereafter, manual or Autotoll toll collections will be in operation until 3am.

    From 3am to 5am, the tunnel will be fully closed for switchover works. It will reopen at 5am, when motorists can start using HKeToll without having to stop or queue to make payments.

    As May 31 falls on a public holiday, fixed tolls will be applied throughout the day for private cars and motorcycles, of $18 and $7.2 respectively. The same fees also apply on Sundays.

    Starting from June 2, tolls for private cars during the peak, normal and off-peak time slots from Monday to Saturday will be $45, $30 and $18 respectively.

    For motorcycles, the toll for all time slots is set at 40% of the private car toll, which is between $7.2 and $18.

    Taxis and other commercial vehicles, such as goods vehicles and buses, will continue to have a fixed toll on all days, set at $28 for taxis and $43 for other commercial vehicles.

    The new tolls for all vehicle types will be lower than the existing tolls by between 22% and 80%, the department highlighted.

    To facilitate the launch of HKeToll, temporary traffic and transport arrangements will take place in phases in the tunnel vicinity from 1am on May 31, with the tunnel and all slip road entrances being fully closed from 3am to 5am. Motorists should opt for Tuen Mun Road during the full closure.

    During the tunnel’s temporary closure, the bus stops at the toll plaza will be suspended. As a result, three overnight bus routes – namely KMB Route Nos. N269 and N368, and Long Win Bus Route No. NA43 – will be diverted via Yuen Long Highway and Tuen Mun Road. Temporary bus stops will be set up at the “Tuen Mun Road Bus-Bus Interchange”.

In case of traffic congestion, motorists should exercise patience and drive with care, and follow the instructions of the Police on site.
     
         The TD appeals to members of the public to make use of public transport services as far as possible to avoid traffic congestion and unnecessary delay. The TD and the Police will closely monitor the traffic situation and implement appropriate measures when necessary. The Police may adjust the traffic arrangements, subject to the prevailing crowd and traffic conditions in the areas. The public should pay attention to the latest traffic news through radio, television or “HKeMobility”.

    Question:
     
         Under the Road Traffic Ordinance (Cap. 374), the driver of a vehicle shall stop if an accident involving that vehicle occurs whereby damage is caused to animals not in the vehicle, and the Government included cats and dogs in the definition of “animal” under the Ordinance in 2021. In this connection, will the Government inform this Council:
     
    (1) of the following information in respect of traffic accidents involving vehicles hitting animals in each of the past five years: (i) the number of animals being hit (set out in the table below a breakdown by the type of animals (i.e. (a) horses, (b) cattle, (c) ass, (d) mules, (e) ‍sheep, (f) pigs, (g) goats, (h) cats and (i) dogs)), (ii) the number of reports received by the Government on such accidents, and (iii) ‍among these accidents, the number and percentage of cases involving hit-and-run drivers, (iv) the number of such accidents investigated by the Government under the Prevention of Cruelty to Animals Ordinance (Cap. 169), and (v) among them, the number of prosecutions instituted;
     

    Year(2) of the current handling procedures adopted by the government departments concerned upon receipt of cases of animals being hit by vehicles; the number of such cases in which animal carcasses were handled directly by the Food and Environmental Hygiene Department in each of the past five years, and their percentage in the total number of cases involving animals being hit by vehicles;
     
    (3) as there are views that the deterrent effect of the existing legislation on accidents involving vehicles hitting animals is inadequate, whether the authorities will introduce fixed penalty or incorporate a demerit point system; if so, of the details; if not, the reasons for that;
     
    (4) whether the Government will allocate additional resources to assist in rescuing animals hit and injured by vehicles; and
     
    (5) whether the Government will review the legislation to include more local wild animals (including but not limited to monkeys and wild pigs) in the definition of “animal” under Cap. 374; if so, of the details; if not, the reasons for that?

    The Road Traffic Ordinance (Cap. 374) (the Ordinance) provides that the driver of a vehicle shall stop if an accident involving that vehicle occurs whereby damage is caused to specified animals not in the vehicle. Drivers are also required to provide particulars, including name and address, to any police officer or any person having reasonable grounds for requiring the information. Otherwise, the driver must report the accident to the Police as soon as possible and in any case no later than 24 hours after the accident. The Government amended the definition of specified animals under the Ordinance on November 7, 2021 to include cats and dogs. Currently, specified animals include horse, cattle, ass, mule, sheep, pig, goat, cat and dog.
     
    Having consulted the Transport and Logistics Bureau and the Hong Kong Police Force (HKPF), the reply to the question from the Hon Chan Hak-kan is as follows:
     
    (1) In the past five years, the HKPF has received a total of 933 reports of vehicle hitting the specified animals (details set out at the Table below), 147 of them involved driver failing to stop after hitting the animals. The HKPF does not maintain breakdown of statistics by the type of animals, cases investigated under the Prevention of Cruelty to Animals Ordinance (Cap. 169), and the prosecution number.
     

    Year(as at April 30) 
    For the drivers involved, if such person did not stop after the accident, or provide particulars to police officers or report to the Police in accordance with the requirements of the Ordinance, the HKPF will investigate and follow up according to the established mechanism; and will instigate prosecution if there is sufficient evidence.
     
    As regards the disposal of animal carcasses, upon receipt of referrals from departments or reports from the public, the Food and Environmental Hygiene Department (FEHD) will arrange for contractors to collect animal carcasses at the scene and deliver them to the landfills of the Environmental Protection Department for disposal. The FEHD does not maintain a breakdown of animal carcasses collected in traffic accidents.
     
    (3) Under the Ordinance, a driver failing to stop upon a relevant accident is liable to a fine at level 3 ($10,000) and imprisonment for 12 months, whereas failing to provide particulars and report to the Police according to the requirements of the Ordinance is liable to a fine at level 4 ($25,000) and imprisonment for six months. In general, enforcement by fixed penalty notices is targeted at cases which are simple, straightforward, clear-cut and capable of being easily established, but whether a driver has complied with the Ordinance requires further investigation of the Police, hence it is more appropriate to prosecute by issuing summonses. As regards demerit point system, considering the existing penalties have a certain deterrent effect, we do not intend to include the above offences in demerit point system at this stage, but will timely review them as necessary.
     
    (5) The Ordinance requires drivers to stop if they hit a specified animal, with the intent of facilitating livestock owners to seek compensation from the drivers concerned for the loss incurred. The Government’s inclusion of cats and dogs as specified animals under the Ordinance in 2021 aimed to enable cats and dogs injured in traffic accidents to receive timely treatment. As regards whether other wild animals will be included, making reference to the legislation in some overseas jurisdictions, similar stopping and reporting requirements generally only cover animals that are commonly kept by people but not wild animals. In fact, a number of stakeholders raised at the public consultation for amending the Ordinance in 2021 that if monkeys and wild pigs are to be included as specified animals, the drivers may suddenly stop their vehicles and lead to road traffic safety problems. The Government will closely monitor the implementation of the Ordinance and strive to strike a balance between safeguarding animal welfare and the safety of road users, and will timely review whether there is room to further enhance the Ordinance.

    Public urged to report suspected waste crime as new heatmaps published

    New maps published showing nearly 17,000 reports of waste crime across England in 2023 and 2024, demonstrating offending is rife

    Amid a government clampdown on rogue waste operators to clean up Britain’s streets, the Environment Agency has today (Wednesday 28 May) published new heatmaps showing the densest areas of waste crime reports in England.   

    Across England, 16,773 reports of suspected waste crime were submitted from 1 January 2023 to 31 December 2024. The maps show the highest number of reports were concentrated in the West Midlands (2,008 reports), Yorkshire (1,791 reports) and East Anglia (1,678 reports). 

    With the data demonstrating that criminals blighting towns, cities and countryside are active across the country, the Environment Agency is urging the public to report more suspected offending as it looks to shut rogue operators out of the waste industry for good. 

    Waste criminals cost the economy an estimated £1 billion every year. Estimates suggest a staggering 34,000 million tonnes of waste is illegally managed annually, enough to fill Wembley Stadium 30 times over or 4 million skips – but the true scale of offending is likely far greater due to under-reporting of incidents. 

    Under their Plan for Change, the government has confirmed rogue operators caught transporting and dealing with waste illegally will face up to five years in prison under new legislation. Longer prison sentences for rogue waste operators and new powers for councils to crush vehicles involved in waste crime will act as a strong deterrent and ensure the full force of the law comes down hard on those trashing the nation’s communities.

    Waste crime is toxic. Criminals steal business from legitimate operators, trash local communities, harm the environment, and avoid paying taxes which fund public services. 

    As a nation, we must stand united against criminals, working together to stop them. We can all play our part by taking steps to keep waste away from criminals in the first place and reporting any suspected wrongdoing.

    We will not stand idly by while organised crime groups profit from an avalanche of rubbish burying our communities and undercutting legitimate business.

    The Environment Agency’s National Waste Crime Survey shows just 25% of all waste crime incidents are thought to be reported. Every piece of information the Environment Agency receives is crucial in helping them to bring offenders to justice. The earlier an incident is reported to the regulator, the quicker it can deal with it and prevent an escalation. 

    To do so, the public can submit reports via the Environment Agency’s 24-hour incident hotline on 0800 80 70 60 or to Crimestoppers via their website or by calling 0800 555 111, which is always 100% anonymous. 

    To prevent criminals getting their hands on waste in the first place, the public is urged to use only waste carriers listed on the public register to take away their rubbish.

    As citizens, we each have a duty of care, not only to stop our waste from falling into the wrong hands, but to report suspected illegal handling and dumping of waste when we see it – helping the regulatory authorities to catch and punish those responsible.

    The publication of the heatmaps comes amid the Environment Agency’s ongoing #WasteCrimeWednesday social media campaign, which targets the public, the waste industry, and waste criminals themselves as the regulator looks to stop waste crime for good. 

    As the environmental regulator for waste businesses operating in England, the Environment Agency uses an intelligence-based approach with its partners to bring waste criminals to justice through tough enforcement action and prosecutions. Its investigations helped secure numerous convictions in relation to waste crime in 2023 and 2024.

    Case studies

    West Midlands

    • In September 2023, a Worcestershire-based director and his company were ordered to pay nearly £110,000 following a case brought by the Environment Agency for the unlawful storage, treatment and disposal of waste without an environmental permit. Environment Agency officers found evidence the G R Shorthouse Ltd site in Hopton Wafers was being used for the storage of scrap metal, burning of wood waste, and unauthorised use of construction and demolition waste, offending described by the sentencing judge as an intentional and flagrant breach of the law aggravated by previous convictions and financial motivation. 
    • In March 2025, a Droitwich-based business was made to pay more than £52,000 after failing to comply with a demand for information about the materials they accepted. The information was required from Tetron Welbeck Limited Liability Partnership to allow the Environment Agency to conduct an audit of the site to ensure waste within the correct category was being accepted. 

    Yorkshire 

    • Following a successful prosecution by the Environment Agency, Stuart Bedford was sentenced to 12 months’ imprisonment for running waste operations in Bradford and Doncaster without the required environmental permit and keeping waste at the sites in a manner likely to pollute the environment or harm human health, while Vicky Bedford was sentenced to a 12-month community order and 15 days rehabilitation activity requirement for her involvement. 
    • Elsewhere, in June 2023, an East Yorkshire man received a suspended sentence and was ordered to pay £2,000 in compensation and costs, after illegally storing hazardous waste and running an illegal waste site in Aldbrough. An investigation by the Environment Agency found Stephen Coates was storing abandoned corroding chemical drums, intermediate bulk containers, shipping containers, old tyres and flooring materials appearing to contain asbestos on his land next to a residential house during a five-period from March 2017 to March 2022.
