  • MIL-OSI United Nations: How can we harness AI to tackle the complexity of disaster risk?

    To say that artificial intelligence will reshape the way we live and work is to state the obvious. However, reflecting on its promise and perils for one’s own area of work is quite another matter.

    Earlier this month I had the opportunity to participate in the ITU-hosted ‘AI for Good’ summit in Geneva, where during several sessions we explored the many ways that generative, predictive and integrated AI promises a vast range of benefits for disaster risk reduction and disaster response. Later, in New York, I joined a discussion with students, academics and practitioners at Columbia University’s National Centre for Disaster Preparedness, where I was struck – and greatly encouraged – by the focus on building multidisciplinary approaches to managing increasingly complex and systemic risks.

    What stayed with me was the sense of convergence: the technological leaps in AI are rising to match the complexity of systemic risk.

    Below are five reflections on how we might use AI not only to do more, but to do better.


    One: Let’s start by asking the right questions

    The need for deeper and greater dialogue between producers of solutions and users of such solutions is nothing new – but with AI tools the stakes may be higher, and the opportunities more available.

    Problems once deemed intractable – those requiring swift analysis of vast and varied data drawn from scattered sources – are now within reach. But we need to be prudent in how we allocate our resources towards these new possibilities.

    We could use the new tools to build an AI-based epidemiological model for earthquakes that very rapidly estimates the type and quantum of search-and-rescue and medical needs after a seismic event. We may be able to develop faster ways of alerting lightning-strike-prone communities ahead of electrical storms. We could find ways to rapidly identify sources and control the spread of misinformation to avoid panic during an emergency.

    To decide how and where we employ our new AI toolkits, we must articulate the demand from both disaster risk reduction practitioners and at-risk communities, and prioritize the problems that matter most. 


    Two: We must redefine disaster risk governance for the AI era

    Our systems of risk governance were born in a simpler time, so we need to retrofit them for an AI-enabled future. Machine learning and artificial intelligence are not only going to redefine traditional professions – but also traditional institutions.

    For example, at present, the formal institutions of the state have the authority to issue alerts and ask people to evacuate in the wake of an impending cyclone. We are already beginning to see situations where competing sources of information are sometimes more agile, more nimble, and more accurate. Such developments are likely to displace the traditional state institutions that have the sole authority for actions such as evacuating people in the face of an impending hazardous event. We are going to need to find ways to ensure that decisions are streamlined, but institutional accountability remains in place.

    Authorities must still be held responsible for taking the best possible decisions – whether those decisions are made in data-constrained or data-rich environments. We need to remember that AI is no more than a tool to help us do our jobs better.


    Three: AI will become critical infrastructure

    Yes – AI holds great promise for disaster risk reduction, and for just about every other sector, in many cases being put to good use keeping complex systems flowing smoothly. 

    We need to remember that AI itself relies on infrastructure – data centres, energy infrastructure, digital connectivity infrastructure – and this too needs to be resilient to physical hazards and climate risk. AI infrastructure is growing rapidly, spanning multiple geographies across the world. As a result, it will inevitably be exposed to a range of hazards – many of them increasingly frequent and intense. 

    We must make sure that we plan, locate, design and build AI infrastructure to manage these risks – now and into the future. As we inevitably rely more on AI systems to manage disaster risks, if compromised by disasters, these systems could trigger complex cascading risks leading to potentially catastrophic systemic failure.

    This infrastructure brings sustainability challenges, and, if unmanaged, will create new risks. Data centres consume huge amounts of power and water. As demand for AI grows, we’ll need more investment in green computing and low-resource solutions – including safeguards so that the environmental costs don’t fall on those already bearing the heaviest burdens.


    Four: It’s time to rethink disaster education for an AI era

    Over the past two decades formal disaster risk reduction education has expanded rapidly. 

    In India alone more than two dozen universities or colleges offer Masters’ degrees in disaster risk management. But many of the subjects taught – like multi-sectoral policy analysis for disaster risk reduction; hazard, vulnerability and risk assessment; disaster risk reduction planning; early warning systems – are likely to increasingly be performed by AI. Such programmes will need to equip students to use new tools, and adapt further to future developments.

    These skills must be taught not only at elite institutions – to avoid knowledge inequality we must make sure that access is widespread. This is part of a much broader challenge – those communities that stand to gain the most from AI are those that are currently least served: lacking in connectivity, living in data-poor zones, and whose voices are unrepresented and ignored.

    There are emerging initiatives for public-good AI models that are trained to serve priority needs in vulnerable regions, and these must be supported and encouraged so we can fill those gaps.


    Five: We must keep risk knowledge grounded in people

    There is a deeper issue: If there is one single learning from the practice of disaster risk reduction over the last three decades, it is that disaster risk is socially constructed.

    It’s the behaviour of human beings in social, economic, political and cultural spheres that leads to accumulation of risk in a society. To date the AI use cases for disaster risk reduction are heavily loaded towards understanding, observing and predicting hazards. At best they are focused on forecasting the impacts based on the people, capital assets and economic activity in the path of hazards and how vulnerable they are. It stops well short of helping us understand why they are where they are and why they are fragile in the first place.

    If we are going to use AI to foster the agency of individuals, persons, households, communities, and local governments to take actions that reduce risk – we must target not just short term actions but also long-term development choices. AI can only work with the data it’s given, and risk is often under-represented or misrepresented in marginalized areas. This is both a technical and a social issue: we must make sure that community-generated data feeds into AI-supported solutions, and that all people are given agency to act – and not just to be analyzed.

    We must find ways to use AI to support deeper transformations in our society that lower risk and build resilience for all. If we fail to do this our efforts will be focused largely on more efficient band-aids.


    AI opens up powerful new possibilities for disaster risk reduction. But real progress won’t come from algorithms alone. It will come from asking better questions, forging stronger partnerships, and keeping justice, equity, and long-term resilience at the core of our innovation.

    As the Israeli government’s siege starves the people of Gaza, aid workers are now joining the same food lines, risking being shot just to feed their families. With supplies now totally depleted, humanitarian organisations are witnessing their own colleagues and partners waste away before their eyes.

    Exactly two months since the Israeli government-controlled scheme, the Gaza Humanitarian Foundation, began operating, 109 organisations are sounding the alarm, urging governments to act: open all land crossings; restore the full flow of food, clean water, medical supplies, shelter items, and fuel through a principled, UN-led mechanism; end the siege, and agree to a ceasefire now.

    “Each morning, the same question echoes across Gaza: will I eat today?” said one agency representative. 

    Massacres at food distribution sites in Gaza are occurring near-daily. As of July 13, the UN confirmed 875 Palestinians were killed while seeking food, 201 on aid routes and the rest at distribution points. Thousands more have been injured. Meanwhile, Israeli forces have forcibly displaced nearly two million exhausted Palestinians with the most recent mass displacement order issued on July 20, confining Palestinians to less than 12 per cent of Gaza. WFP warns that current conditions make operations untenable. The starvation of civilians as a method of warfare is a war crime. 

    Just outside Gaza, in warehouses – and even within Gaza itself – tons of food, clean water, medical supplies, shelter items and fuel sit untouched with humanitarian organisations blocked from accessing or delivering them. The Government of Israel’s restrictions, delays, and fragmentation under its total siege have created chaos, starvation, and death. An aid worker providing psychosocial support spoke of the devastating impact on children: “Children tell their parents they want to go to heaven, because at least heaven has food.” 

    Doctors report record rates of acute malnutrition, especially among children and older people. Illnesses like acute watery diarrhoea are spreading, markets are empty, waste is piling up, and adults are collapsing on the streets from hunger and dehydration. Distributions in Gaza average just 28 trucks a day, far from enough for over two million people, many of whom have gone weeks without assistance.

    The UN-led humanitarian system has not failed, it has been prevented from functioning. 

    Humanitarian agencies have the capacity and supplies to respond at scale. But, with access denied, we are blocked from reaching those in need, including our own exhausted and starved teams. On July 10, the EU and Israel announced steps to scale up aid. But these promises of ‘progress’ ring hollow when there is no real change on the ground. Every day without a sustained flow means more people dying of preventable illnesses. Children starve while waiting for promises that never arrive. 

    Palestinians are trapped in a cycle of hope and heartbreak, waiting for assistance and ceasefires, only to wake up to worsening conditions. It is not just physical torment, but psychological. Survival is dangled like a mirage. The humanitarian system cannot run on false promises. Humanitarians cannot operate on shifting timelines or wait for political commitments that fail to deliver access.

    Governments must stop waiting for permission to act. We cannot continue to hope that current arrangements will work. It is time to take decisive action: demand an immediate and permanent ceasefire; lift all bureaucratic and administrative restrictions; open all land crossings; ensure access to everyone in all of Gaza; reject military-controlled distribution models; restore a principled, UN-led humanitarian response and continue to fund principled and impartial humanitarian organisations. States must pursue concrete measures to end the siege, such as halting the transfer of weapons and ammunition. 

    Piecemeal arrangements and symbolic gestures, like airdrops or flawed aid deals, serve as a smokescreen for inaction. They cannot replace states’ legal and moral obligations to protect Palestinian civilians and ensure meaningful access at scale. States can and must save lives before there are none left to save.

    Summer ready: MHRA issues updated guidance on medicines and medical devices during holiday season

    As the UK enters the heart of summer – with temperatures rising and families holidaying – the Medicines and Healthcare products Regulatory Agency (MHRA) is reinforcing essential safety advice for anyone using medicines or medical devices.

    As the UK enters the heart of summer – with temperatures rising and families holidaying – the Medicines and Healthcare products Regulatory Agency (MHRA) is reinforcing essential safety advice for anyone using medicines or medical devices. The aim is to help everyone enjoy the summer safely, while ensuring their healthcare routine stays effective. 

    Dr Alison Cave, Chief Safety Officer at the MHRA, commented: 

    “When the sun comes out and the thermometer rises, it’s easy to forget that heat can affect medicines and medical devices, and that some treatments can change how you respond to sun and heat. These refreshed summer tips are vital to help people stay safe and well throughout the summer.” 

    1. Store medicines below 25oC 

    • Avoid leaving medicines in direct sun, hot cars, travel bags, or on sunny windowsills – temperatures can easily exceed safe storage limits and degrade tablets, inhalers, insulin, EpiPens and more.  

    • If you spot changes in smell, colour, texture, or performance of your medicines, consult a pharmacist.  

    • While travelling, keep your medicines in a cool bag or stay in temperature-controlled environments. 

    2. Check your medicines and devices in the heat 

    • Even well-sealed medical devices – like blood glucose monitors – can misread if exposed to excessive heat or humidity.   

    • Stay cool, keep devices dry, and run periodic control checks. 

    • Be alert during heatwaves: some medicines can worsen dehydration or impair temperature regulation, including diuretics, blood pressure drugs, diabetes treatments, antipsychotics, and stimulants.  

    3. Prioritise hydration and heat awareness 

    • Heatstroke and dehydration can happen fast. Watch for dizziness, confusion, headaches or dark urine, especially if you’re on medication that affects fluid balance, such as a diuretic. 

    • Drink water regularly, find shade or cool spaces, and avoid peak sun.  

    4. Be sun-smart with sun-sensitising medicines 

    • Several medicines – such as methotrexate, certain antibiotics, diuretics, antidepressants, acne or eczema treatments, and even painkillers like ibuprofen –can increase sun sensitivity, leading to severe sunburn and blistering.  

    • Use a high-SPF sunscreen, wear protective clothing, and avoid midday sun (11 am – 3 pm). 

    5. Hay fever alert – stay informed   

    • Avoid unlicensed treatments like Kenalog hay fever injections, which are licensed as a medicine for other conditions, but not for the treatment of hay fever. The benefits of using it to treat people with hay fever have not been shown to outweigh the risks.     

    6. Be aware of implanted medical devices when travelling 

    • For those with implants (e.g. pacemakers), carry your implant ID card at airport security. Most body scanners are safe, but be aware of hand-held wands and device-specific device advice.  

    7. Report safety issues via the Yellow Card scheme 

    • If exposure to heat, sun, or medications seems to have affected your medicine, report it via the MHRA’s Yellow Card scheme – the UK system for flagging medicine/device safety concerns. 

    • Prompt reporting helps the MHRA identify adverse reactions early and act to protect public health.

    Background: 

    In 2016, Díaz-Balart successfully included a provision in H.R. 6303 that would have authorized USPS to establish a dedicated ZIP code for Miami Lakes and several other municipalities. This bill passed the U.S. House and was sent to the U.S. Senate for further consideration. Similarly, in 2018, Diaz-Balart introduced a bill to designate a unique ZIP code for Miami Lakes, which also passed the House and was sent to the U.S. Senate for further consideration. Additionally, in 2019, 2021, and 2023 Rep. Díaz-Balart introduced similar legislation to address this issue.

  • MIL-OSI Africa: New Bank Leadership, Capital Strategies Drive African Mining Investment Push

    Several African multilateral banks and financial institutions have undergone significant leadership transitions this year aimed at aligning financial strategies with the continent’s evolving development and industrialization goals. In June, the African Export–Import Bank (Afreximbank) appointed Dr. George Elombi as President and Chairman of the Board of Directors, succeeding Professor Benedict Oramah after nearly a decade of leadership. Under Dr. Elombi, the bank aims to scale into a $250 billion institution and serve as a key enabler of investment in Africa’s mining sector.

    The African Development Bank (AfDB) also elected new leadership in May, appointing Sidi Ould Tah to replace Akinwumi Adesina. The Bank is now expanding its capital base – reaching $318 billion – while pursuing a $25 billion replenishment round and broadening its bond issuance strategy to support infrastructure and industrialization. Leadership changes have also extended to commercial banks. Standard Bank appointed Sim Tshabalala as interim CEO in April, while Absa Group named Kenny Fihla as CEO in March.

    Following is a question by Dr the Hon Dennis Lam and a written reply by the Secretary for Transport and Logistics, Ms Mable Chan, in the Legislative Council today (July 23):

    Question:

    Under the existing legislation, a person holding an overseas driving licence issued by a recognised country or place may be directly issued with a Hong Kong full driving licence without taking a local driving test (direct issue of driving licence). It has been reported that queuing gangs have recently been blatantly offering facilitation service for direct issue of driving licence in the vicinity of the Hong Kong Licensing Office of the Transport Department (the Licensing Office) and on social media platforms (such as Xiaohongshu, etc), and some individuals have been transferring their same-day queue tickets after waiting in line early in the morning at the Licensing Office, raising suspicions of abuse of services. In this connection, will the Government inform this Council:

    (1) whether the aforementioned facilitation service is illegal;

    (2) whether it has reviewed if the existing legislation is adequate in combating the suspected abuse of services and transfer of queue tickets as mentioned above; if so, of the details;

    (3) of the measures the Government will adopt to combat the suspected abuse of services and transfer of queue tickets as mentioned above, including whether it will consider conducting decoy operations on social media platforms (such as Xiaohongshu) or at the Licensing Office; if so, of the details; and

    (4) given the current significant demand for direct issue of driving licence, whether the authorities will consider optimising the existing ticket distribution mechanism or application process (including the existing system of online appointment booking for services), so as to shorten applicants’ waiting time and enhance overall efficiency?

    President,

    The Transport Department (TD) implements direct issue of a Hong Kong full driving licence without test (“direct issue”) in accordance with regulation 11(3) of the Road Traffic (Driving Licences) Regulations (Cap. 374B) (the Regulations), which allows a person holding a driving licence issued by one of the 32 countries and places specified in the Fourth Schedule to the Regulations (recognised countries or places) to be directly issued with a Hong Kong full driving licence without taking a local driving test for driving private cars, light goods vehicles, motor cycles and/or motor tricycles, provided that specified conditions are met.

    According to the Regulations, to apply for “direct issue”, the driving licence issued by the relevant recognised country or place must still be valid or expired for not more than three years, and be obtained by the applicant after successful completion of a driving test conducted in the issuing country or place. Also, the applicant must be aged 18 years or above and meet one of the following requirements: (1) the driving licence held was issued during a period of the applicant’s residence of not less than six months in the issuing country or place; or (2) the applicant has been holding the driving licence issued by the recognised country or place for not less than five years immediately prior to the application; or (3) the applicant is the holder of a passport or other equivalent travel document issued in the country or place in which the driving licence was issued.

    A consolidated reply to the various parts of the question raised by Dr the Hon Dennis Lam is as follows:

    (1) to (3) For the convenience of the general public, the TD, as in the case of other licensing services, allows applicants for “direct issue” to choose to submit their applications and supporting documents in person or by authorised persons (including family members, friends, etc) based on their own needs. To meet the eligibility criteria of “direct issue” under the Regulations, an applicant or his/her authorised person should, when submitting an application, produce the relevant original copies of various supporting documents which are authentic and accurate (including a valid driving licence issued by the recognised country or place, the applicant’s passport/other travel document, proof of address or Certificate of Driving Licence Particulars, etc) for on-site inspection by TD staff. The TD has been processing the applications in a stringent manner to ensure that all applications are correctly approved.

    Currently, applicants for “direct issue” may use counter services and submit application documents through making online appointments or obtaining same-day queue tickets at the Licensing Offices. As regards obtaining same-day queue tickets, in order to maintain the good order of queuing, the TD has further stepped up staff patrols, set up additional barriers to separate those queuing up for the tickets for “direct issue” and those for the tickets for general driving licensing services, and demarcated designated areas for queuing. In addition, in relation to “direct issue”, the TD will specify the sequence of queuing tickets to prevent situations such as queue-jumping. The TD has been posting notices and deploying staff and security guards to provide on-site assistance as appropriate. Any acts found to be disrupting public order will be reported to the Hong Kong Police Force for follow-up.

    To strengthen verification of the identity of queuers, the TD has enhanced the queue ticketing system for same-day queue tickets to ensure that a person using the same identification document (ID) can only obtain one queue ticket for each time slot. The counter staff will conduct strict checking of the ID number of the user and ascertain that the queuer is the one who uses the counter services, so as to curb transfer of queue tickets. Once an unauthorised transfer of queue ticket is found, all relevant queue tickets will become void immediately and the applications will not be processed.

    To address the issue of individuals touting facilitation services after obtaining same-day queue tickets, the TD will further enhance the queue ticketing system from mid-August 2025, whereby all queuers will be required to input both the ID numbers of their own and those of the applicants for “direct issue”, which will then be printed on the tickets. When a ticket holder uses the counter services, the counter staff will verify his/her ID numbers and those of the applicant. If either of these ID numbers does not match with those printed on the ticket, the ticket will become void and the application will not be processed. This enhanced arrangement will deter individuals from touting with the same-day queue tickets obtained. The TD will publicise the latest operational arrangement of the queue ticketing system on its website and announce the relevant information through social media. The TD staff will post notices on-site and provide assistance to members of the public at the venue.

    (4) The TD has been highly concerned about the situation of queue ticketing and online appointments, and has implemented targeted enhancement measures. Apart from the aforementioned enhanced arrangements for same-day queue tickets, in terms of online appointments, the TD will strengthen its co-operation with the relevant issuers of driving licences. For example, starting from September 2025, applicants’ information in relation to Mainland driving licences provided via online appointments will be checked. If the information is found to be untrue, the relevant online appointment will be cancelled and the quota will be reopened for appointment by other applicants. The relevant measures will ensure the enhancement of effective operation of the system.

    The TD will keep in view of the effectiveness of the aforementioned enhancement measures and make timely adjustments to the relevant arrangements, as well as continue to promote the digitalisation of licensing services, thereby allocating more counters for processing applications which require counter services such as “direct issue”.

  • MIL-OSI Asia-Pac: Online auction of vehicle registration marks to be held from August 7 to 11

    The Transport Department (TD) today (July 23) said that the next online auction of vehicle registration marks (VRMs) will be held from noon on August 7 (Thursday) to noon on August 11 (Monday) through the auction platform E-Auction (e-auction.td.gov.hk). Interested bidders can participate in the online auction only after they have successfully registered as E-Auction users.
     
         A spokesman for the TD said, “A total of 200 Ordinary VRMs will be available at this online public auction. The list of VRMs (see Annex) has been uploaded to the E-Auction website. Applicants who have paid a $1,000 deposit to reserve the Ordinary VRM for auction should also register as an E-Auction user in advance in order to participate in the online bidding, including placing the first bid at the opening price of $1,000. Otherwise, the VRMs reserved by them may be bid on by other interested bidders at or above the opening price. Auctions for VRMs with ‘HK’ or ‘XX’ as a prefix, special VRMs and personalised VRMs will continue to be carried out through physical auctions by bidding paddles and their announcement arrangements remain unchanged.”
     
         Members of the public participating in the online bidding should take note of the following important points:
     
    (1) Bidders should register in advance as an E-Auction user by “iAM Smart+” equipped with the digital signing function; or by using a valid digital certificate and an email address upon completion of identity verification. Registered “iAM Smart” users should provide their Hong Kong identity card number, while non-Hong Kong residents who are not “iAM Smart” users should provide the number of their passport or other identification documents when registering as E-Auction users.
     
    (2) Bidders are required to provide a digital signature to confirm the submission and amount of the bid by using “iAM Smart+” or a valid digital certificate at the time of the first bid of each online bidding session (including setting automatic bids before the auction begins) to comply with the requirements of the Electronic Transactions Ordinance.
     
    (3) If a bid is made in respect of a VRM within the last 10 minutes before the end of the auction, the auction end time for that particular VRM will be automatically extended by another 10 minutes, up to a maximum of 24 hours.
     
    (4) Successful bidders must follow the instructions in the notification email issued by the TD to log in to the E-Auction within 48 hours from the issuance of email and complete the follow-up procedures, including:
     

    • completing the Purchaser Information for the issuance of the Memorandum of Sale of Registration Mark (Memorandum of Sale); and
    • making the auction payment online by credit card, Faster Payment System (FPS) or Payment by Phone Service (PPS). Cheque or cash payment is not accepted in the E-Auction.

    (5) A VRM can only be assigned to a motor vehicle registered in the name of the purchaser. Relevant information on the Certificate of Incorporation must be provided by the successful bidder in the Purchaser Information of the Memorandum of Sale if the VRM purchased is to be registered under the name of a body corporate.
     
    (6) Successful bidders will receive a notification email around seven working days after payment has been confirmed and can download the Memorandum of Sale from the E-Auction. The purchaser must apply for the VRM to be assigned to a motor vehicle registered in the name of the purchaser within 12 months from the date of issue of the Memorandum of Sale. If the purchaser fails to do so within the 12-month period, in accordance with the statutory provision, the allocation of the VRM will be cancelled and a new allocation will be arranged by the TD without prior notice to the purchaser.
     
         The TD has informed all applicants who have reserved the Ordinary VRMs for this round of auction of the E-Auction arrangements in detail by post.   • MIL-OSI Asia-Pac: LCQ22: Waste reduction measures in sports stadiums

    Following is a question by the Hon Doreen Kong and a written reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (July 23):

    Question:

    The 15th National Games (NG) will be held in Guangdong, Hong Kong and Macao in November this year. One of the key highlights of the Games is the thorough implementation of green initiatives in organising the event, and the endeavour to make it the first carbon-neutral event in the history of NG. However, there are views that the Kai Tak Sports Park (KTSP), which is a newly-opened international flagship stadium, still has room for improvement in its waste reduction measures. In this connection, will the Government inform this Council:

    (1) given that the KTSP previously prohibited audience from bringing any containers into sport events for security reasons and declined to provide reusable cups, but it has been reported that various types of prohibited containers were found in the corporate boxes and VIP seats during several major sport events held in the Park, whether the authorities have reviewed why there were such inconsistencies in the standards, and how they will ensure the fairness and consistency in the relevant requirements in the future;

    (2) as there are views pointing out that while the KTSP allowed audience to bring plastic or silicone water bottles and cups into the venue during concerts held in April this year, relevant arrangements were not made for sport events which had left local and overseas audience at a loss, (i) of the reasons why the aforesaid arrangements were not implemented consistently for different types of events, and (ii) whether the Government will request the KTSP to clearly define the types of events for which the aforesaid arrangements are to be implemented and the specific justifications;

    (3) as there are views that Hong Kong has mature experience in reusable container systems, and that the arrangement of “reuse instead of disposal” has been successfully implemented in many large shopping centres, restaurant chains and major events (e.g. the Hong Kong Sevens held at the Hong Kong Stadium in the past), which are effective in reducing the amount of waste, and it is learnt that the KTSP has also adopted “sustainability” (i.e. striving to integrate operational solutions conducive to sustainable development, and optimising resource usage) as one of its core values, of the reasons for not implementing the reusable container systems in the KTSP so far; and

    (4) how the stadiums in Hong Kong (including the KTSP and other competition venues) will specifically implement the element of green initiatives under the principles of “green, inclusive, open and clean” during the 15th NG, so as to create exemplary venues for the 15th ‍NG in the Guangdong-Hong Kong-Macao Greater Bay Area?

    President,

    The Kai Tak Sports Park (KTSP) is the largest sports infrastructure in Hong Kong’s history and is crucial for the Government’s promotion of the development of sports and mega event economy. With its official commissioning on March 1 this year, the KTSP has quickly established itself as a new hub for hosting major sports and entertainment events.

    The Kai Tak Sports Park Limited (the Operator) is committed to providing an enjoyable experience for visitors attending major sports and entertainment events at the KTSP. While ensuring proper implementation of areas of importance such as event arrangements and venue security, the Operator is also dedicated to optimising the daily management and operations of the KTSP, including promoting environmentally friendly and low-carbon measures.

    In consultation with the Environmental Protection Department (EPD), my reply to the questions raised by the Hon Doreen Kong is as follows:

    (1) To ensure safety and order when staging large-scale events, all visitors entering the venues of the KTSP must comply with the venue rules set out by the Operator, as well as the conditions of entry stipulated in response to the requirements of event organisers. For instance, outside food and drinks, long umbrellas, glass or metal containers etc, are prohibited from being brought into the venues. All spectators, including those in suites and VIP areas, must adhere to the same rules and conditions.

    Depending on the nature and arrangements of the event, individual organisers may arrange for special catering services for their guests in designated areas, subject to the Operator’s approval. The Operator will consider such requests provided that they do not affect the safety of the events. Such special catering services will apply to designated areas only. For example, the use of glass containers is only allowed inside the suite area. When enjoying the event at the balcony seats of the suite, suite users still need to follow the same venue rules, including the prohibition on using glass containers.

    (2) In view of the varying nature and risks between sports and entertainment events, the Operator has established different venue rules for the two event categories.

    The essence of sports events is competitiveness. When competing teams are battling against each other, especially in intense situations, the interaction among the fans could more easily lead to confrontations. Therefore, spectators at sports events are generally not allowed to bring water bottles or containers of any size (whether capped or not) into the venues so as to prevent such bottles or containers from being thrown at other spectators or players, thereby ensuring the safety of everyone inside the venue. In fact, another major sports venue in Hong Kong, namely the Hong Kong Stadium, as well as other international sports stadiums also stipulate similar requirements during sports events for security reasons.

    For entertainment events (such as concerts), since there is no competition between battling teams, the likelihood of conflict among the audience is lower. The Operator and event organisers generally allow spectators to bring empty plastic or silicone reusable bottles/cups not larger than 600 millilitres with bottle/cups caps and liquids removed.

    The Operator will disseminate relevant rules and conditions of entry through its website and other channels (such as social media, press releases, or event guides from the organisers) before the staging of large-scale events to ensure that spectators are well-informed to facilitate their preparation in advance. The Operator has indeed explained the details and considerations of different rules and entry conditions in past events.

    (3) The Operator is dedicated to promoting sustainable development. While ensuring safety, hygiene and effective operations, the Operator has been collaborating with the Government to promote environmental protection through a multi-pronged approach.

    Adhering to the objectives of “Use Less, Waste Less” and resources circulation, the KTSP has placed waste separation and recycling facilities as well as installed a waste decomposition system to convert food waste, paper cups, and other paper containers into compostable materials. All the compost produced can be used as fertiliser for plants within the precinct, showcasing the concepts of green management and resources circulation. To further promote environmental protection, all paper cups used by the Operator in the KTSP are certified biodegradable. This promotes a plastic-free culture, reducing the use of plastic tableware by spectators on one hand, while helping to maintain hygiene standards and enhance audience experience on the other.

    The Operator has conducted research and made reference to practices in Hong Kong and other regions when formulating the above venue management measures. On the suggestion of using reusable plastic containers, after careful consideration, the Operator concluded that the processes involved in transporting and cleaning these reusable containers would generate additional carbon emissions and consume other resources. In addition, as reusable plastic containers are not biodegradable, they do not support the plastic-free initiative and undermine the KTSP’s efforts in promoting carbon reduction and resources circulation. In contrast, the use of biodegradable paper cups aligns well with and makes good use of the above-mentioned waste decomposition system at the KTSP, leading to a better overall carbon reduction outcome.

    The Culture, Sports and Tourism Bureau and the EPD will continue to maintain close communication with the Operator to further promote environmental protection work at the KTSP, while ensuring that spectators attending major events continue to have an enjoyable experience.

    (4) To adhere to the principle of “simple, safe and wonderful”, and the philosophy of being “green, inclusive, open and clean” in organising the Games, Guangdong, Hong Kong, and Macao will make joint efforts in achieving the goal of carbon neutrality for the 15th National Games, the 12th National Games for Persons with Disabilities and the 9th National Special Olympics Games. The National Games Coordination Office (Hong Kong) has formulated a “Green National Games” action plan and engaged a professional carbon auditing agency to carry out the related works such as establishing a carbon-neutral framework and collaborative initiatives, conducting comprehensive carbon emission measurement and accounting, promoting public participation in green initiatives and managing carbon offset and certification. The green and carbon-reduction measures in Hong Kong include using existing sports facilities and venues for the Games; implementing energy-saving strategies and increasing renewable energy use at competition venues (for example, applying electricity-free cooling coating and installing solar panels); advocating green transportation and securing new energy vehicles for shuttle services through sponsorship; promoting environmentally friendly accommodation; strengthening the use of digital publicity and document sharing to minimise paper use; enhancing waste separation and recycling; and setting up green exhibitions and games at competition venues to promote the concept of “Green National Games”.

    Households and businesses will be supported with more options to take control of their energy – expanding freedom and choice as the government drives for clean power.  

    The government’s plans for a more flexible electricity system set out today will help working families save on their bills, by supporting those who want to take advantage of low prices when clean energy is abundant. Consumers will have the opportunity to switch to a flexible tariff and use smart appliances to automatically reap the rewards of cheaper power at non-peak times. 

    Many consumers are already protecting their pockets by varying when they use their electricity. Electric vehicle drivers, for example, could save up to £330 per year by smart charging overnight.  

    More households who want to feel those benefits will be supported through the government’s commitments in the Clean Flexibility Roadmap. These include helping electric vehicle drivers get discounts on their electricity when using public chargers at off-peak times, requiring suppliers to make information on smart tariffs more accessible to consumers, and taking the next steps to help consumers access tailored products and services based on their electricity usage. 

    Supporting more consumers to use electricity at off-peak times will also boost the efficiency and resilience of the electricity network, making up to £70 billion in estimated savings on system costs by 2050.  

    This marks a crucial milestone in ensuring consumers reap the rewards of the government’s mission to make Britain a clean energy superpower, which it is driving forward as part of its Plan for Change.

    This roadmap gives households and businesses the choice and control over when and how they use their energy.

    The flexible electricity system we are working to build will help make that a reality for consumers across the country, by supporting them to bring down their bills through using new tariffs and technologies.

    The journey towards a decarbonised system will bring opportunities for industry and consumers if we can solve the challenges of using the system flexibly.

    In December 2024, the government published its Clean Power 2030 Action Plan, which set out plans for a two to three-fold increase in clean flexibility capacity from 2023 levels, to a range of 51 to 66 GW, by 2030. The Clean Flexibility Roadmap, published today, explains how the government, working with Ofgem and NESO, will deliver that commitment.  

    The first steps that will be taken to support a more flexible electricity system as part of the roadmap include:  

    • appointing a Flexibility Commissioner, who will provide leadership over the policy area 
    • establishing ways of working with NESO and Ofgem to hold government and industry to account for delivery
    • setting up an annual forum to track progress

    Policies being delivered as part of this work include Market-wide Half-Hourly Settlement, which will enable energy usage to be billed every 30 minutes, and the Smart Secure Electricity Systems programme, which aims to help people access consumer-led flexibility. 

    All figures included are based on government analysis unless clearly labelled otherwise.  

    The government has today also published:

    • a consultation on consumer engagement in consumer-led flexibility, which explores how more consumers who want to use energy flexibly can be supported to do so, to help optimise and sustain uptake over the short, medium and long term

    • a call for evidence on improving asset visibility, which seeks views on options for improving how distributed energy assets, like heat pumps and electric vehicle charging points, are registered with distribution network operators (DNOs). This aims to reduce administrative burdens for installers, support flexible use of the assets and prevent network infrastructure from being built unnecessarily

    • a response to the call for evidence on energy smart data, which confirms that the government will continue work to consider whether to introduce a smart data scheme for the energy sector. Smart data is the process of sharing customer data – at the customer’s request – with authorised third parties in a secure way. It will help customers access useful, innovative and personalised products and services that cater to their needs

  • MIL-OSI Security: Man sentenced for the murder of Abdul-Latif Pouget

    A man has been jailed for life with a minimum of 24 years at the Old Bailey on Tuesday, 22 July after stabbing a man to death and leaving him to die in the middle of a side street in Islington.

    Oguzcan Dereli, 26 (08.04.98) of Alexander Road, Islington, was found guilty at the same court of the murder of 20-year-old Abdul-Latif Pouget following a two-week trial that concluded on Friday, 18 July.

    The court heard that on Friday, 18 October 2024, Abdul had turned into a side street off Clerkenwell Road and parked his moped. Less than a minute later a blue Ford Focus estate pulled up alongside Abdul’s moped.

    Dereli calmly left the vehicle, inadvertently dropping his phone on the road, before approaching Abdul and launching a vicious assault, fatally stabbing him in the thigh, causing significant blood loss. Abdul collapsed on the pavement and Dereli walked back to his vehicle before driving away and leaving him to die.

    Kawsaw Pouget, Abdul’s mother, said:

    “Our beloved Abdul-Latif Pouget — known to us simply as Abs — had just turned 20, two months before the attack. His life was taken from us too early. He was young, intelligent and full of promise.

    “Though he cannot speak for himself at this hearing, we are here to honour him and speak in his name.

    “We want to express our heartfelt thanks to the emergency services, police, the hospital staff, the public who assisted him on that night and the local community who stood with us. You have been a ray of hope and support, and there are no words that can truly express our gratitude.”

    Detective Chief Inspector Lucie Card, who led the Met’s investigation, said:

    “My thoughts and that of my team remain with Abdul’s family, a much loved brother, friend and neighbour.

    “A young man has tragically died in a senseless and brutal way. I can only hope that this sentence can go some way in providing a sense of justice to Abdul’s family.”

    On the day of Abdul’s death, police were called by the London Ambulance Service to Back Hill, Islington, at 21:36hrs, following reports of a moped colliding with a wall.

    Officers attended and while paramedics were treating Abdul they discovered a series of stab injuries. He was rushed to an east London hospital but despite the best efforts of the medical team he died three days later.

    An investigation was launched and detectives from the Met specialist crime team began gathering evidence.

    They reviewed hours of CCTV that captured the defendant drive the Ford Focus estate down Back Hill road, then approach and assault Abdul. In the footage it is clear that he was armed with a large machete.

    Details from the CCTV footage of the vehicle used in the incident proved that the car was registered to Dereli. However, when officers went to arrest him he was not at his home address.

    On the evening of Saturday, 19 October 2024, Dereli and his partner were spotted checking into a hotel on Old Street, Shoreditch.

    On Sunday, 20 October officers approached the hotel, arresting Dereli and later charging him with murder the following day.

    During the trial, Dereli said that he had the machete with him because it had been left in his car by a friend, and that he was planning to throw it in the canal when he saw Abdul.

    However, the jury did not believe this account, and he was found guilty.

    Birmingham City Council successfully carried out a major enforcement operation to arrest a prolific fly-tipper who had been under investigation for the past six months.

    The individual was believed to be responsible for a significant number of illegal waste dumping incidents in the south of the city, causing environmental damage and blighting local communities.

    As part of the investigation, the Council seized one vehicle that had been used to transport and dump waste illegally and West Midlands Police seized three vehicles for road traffic offences. In connection with the case, one person has been arrested.

    Councillor Majid Mahmood, Cabinet Member for Environment and Transport, said: “Fly-tipping is a blight on our communities and a serious criminal offence. We will not tolerate individuals who think they can profit by dumping waste illegally and leaving the clean-up costs to taxpayers. This joint operation between the council’s waste enforcement team and WM Police sends a clear message – if you fly-tip in Birmingham, we will investigate, we will find you, and we will take action.

    “We are committed to protecting our neighbourhoods and the environment. Illegal dumping not only scars our streets and green spaces, but it also poses health risks and undermines the hard work of residents who take pride in their communities.

    “I want to thank our enforcement teams for their tireless efforts in tracking down offenders and bringing them to justice. We will continue to use every tool at our disposal — from receiving intelligence from the public to surveillance, vehicle seizures and prosecutions — to crack down on this behaviour. I am sure everyone is really pleased when we catch these criminals.”

    The Council urges residents to remain vigilant and continue reporting any suspected fly-tipping or unlicensed waste carriers. Anyone with any information on cases of fly-tipping is urged to contact www.birmingham.gov.uk/flytipping.

    The Council continues to work closely with West Midlands Police and other partners to investigate and prosecute fly-tipping offences wherever possible.

    Permitting Transport for London (TfL) Emergency Response Unit (ERU) vehicles to use blue lights when responding to emergencies was one of the key recommendations of the London Assembly 7/7 Review Committee’s 2006 report on the response to the tube and bus bombings. The report highlighted the ERU’s vital role in the response, and the benefits of blue lights for their rapid deployment in emergencies.1

    A recent media report revealed that the blue light capability, introduced in 2012, was revoked last year following a review.2

    Today, the London Assembly Transport Committee has urged TfL and BTP to allow ERU vehicles to continue using blue lights.

    “TfL’s ERU has an important role in London’s emergency preparedness, and its vehicles need blue light status to support the safety and resilience of our transport network.

    “Londoners have been left in the dark about why this decision was taken and what evidence there is to support it.

  • Mother-to-child HIV transmission declined in India by 84% from 2010-2024: Anupriya Patel

    The number of vertical (mother-to-child) transmission of HIV has declined by around 84 per cent, said Union Minister of State for Health and Family Welfare Anupriya Patel in the Parliament during the ongoing Monsoon Session.

    In a written reply to the Rajya Sabha, Patel shared several steps taken by the government to enhance HIV/AIDS awareness.

    “Vertical transmission rate has also declined by around 74.5 per cent between 2010 and 2024 compared to around 56.5 per cent globally in the same reference period,” Patel said.

    Patel noted that National Aids Control Organisation (NACO), a division of the Ministry of Health and Family Welfare, undertakes the responsibility to strengthen the awareness campaign against HIV/AIDs, through comprehensive multimedia campaigns, such as with information kiosks, and folk performances, among others.

    Digital platforms and social media are also actively leveraged to ensure broader engagement and awareness generation, especially among younger and tech-savvy audiences.

    Further, NACO rolled out 1,619 projects nationwide to support high-risk HIV populations.

    “High-risk groups, including female sex workers (FSW), men having sex with Men (MSM), people who inject drugs (PWID), transgender (TG) individuals, truck drivers, and migrants are specifically addressed through 1,619 targeted intervention projects across the country,” Patel said.

    Self-help groups, anganwadi workers, ASHAs, and members of Panchayati Raj institutions provide training and sensitisation programmes at the grassroots level, fostering community-level awareness and behavioural change.

    “To prevent discrimination against people living with HIV (PLHIV), NACO uses thematic campaigns,” Patel said.

    These campaigns aim to raise awareness, reduce stigma, and foster inclusivity in diverse settings, including workplaces, healthcare facilities, educational institutions, and communities at large.

    In addition, “Ombudsmen have been appointed in 34 States and Union Territories to address complaints related to discrimination against PLHIV,” the MoS said, noting that the efforts underscore the government’s commitment to protecting the rights and dignity of PLHIV.

    China is spearheading job creation through the introduction of new occupations, providing diverse career paths and high-quality employment opportunities.

    The move, led by the Ministry of Human Resources and Social Security, will align talent development with emerging fields and bridge skill gaps, an official said on Tuesday.

    According to data released by the ministry on the same day, China added 6.95 million new urban jobs nationwide in the first half of the year, achieving 58 percent of this year’s target and maintaining a year-on-year urban unemployment rate of 5 percent in June.

    Various policies including introducing new occupations have been implemented to support job stability, the ministry said, adding that from August last year to date, it has launched 17 new occupations and 42 new job types.

    Wang Xiaojun, deputy head of the ministry’s department of vocational capacity building, said at a news conference in Beijing that the creation of new occupations generates a greater number of high-quality employment opportunities. “It provides workers with broader and more diverse career development paths,” she said.

    The rapid growth of emerging technologies, such as artificial intelligence and big data, is creating numerous new digital professions, Wang said, citing AI-generated animation producers and unmanned aerial vehicle swarm flight planners as examples of roles emerging in response to the evolving job market.

    By the end of 2024, there were about 1.62 million registered UAV owners in China, which was double the number compared with the previous year, she noted.

    Wang also highlighted the rise of new professions catering to evolving consumer needs, such as indoor environmental specialists, sleep health managers and customized travel photography planners.

    “The ministry plans to establish standards, enhance training and align talent development with market demands to bridge talent gaps in emerging fields,” she said.

    Li Chang’an, a professor at the University of International Business and Economics’ Academy of China Open Economy Studies, said the release of a new catalog each year serves, regulates and manages emerging roles.

    “The emergence of numerous new roles is followed by training activities. The primary goals of releasing new occupations are standardization and training, which enable individuals to hold qualification certificates for the new positions,” he said.

    New occupations play a crucial role in guiding employment, Li said. “Individuals, especially young people, are made aware of diverse job opportunities, prompting them to engage in career guidance tailored to evolving occupational categories,” he added.

    The Chinese government will conduct subsidized training for 10 million candidates annually over the next three years as yet another tool to enhance employment.

    Furthermore, the government will add positions in key sectors in the digital, green, silver and nighttime economies.

There will be competitions on pedal cars, an interactive game “Watch out, car!”, themed master classes, quizzes and raffles. In addition, it will be possible to buy scale models of cars as a souvenir of the festival.

    In Nalchik Square, visitors will be able to see the best models of the world’s leading manufacturers. The exhibition will cover a wide range of brands and various historical eras – from classic retro cars to sports cars. A DJ will create the atmosphere on the site. The site near the gastromarket will host performances by the finalists of the “Street Artist” project, children’s master classes and a robot show.

    On August 2 from 1:30 pm to 6:45 pm and on August 3 from 12:00 pm to 6:45 pm, you can explore the exhibition “Cars of Victory” at the site near Pavilion No. 64 “Optics”. It is dedicated to the 80th anniversary of the victory in the Great Patriotic War. Visitors to the exhibition will listen to popular songs of past years performed by a front-line brigade, and also talk to reenactors who will tell you about the exhibition.

    On August 2 and 3, street performances will take place at the flower parterre on the Central Alley. From 4:00 PM to 5:00 PM, viewers will see the interactive performance “Bike Show” – a unique circus performance featuring bicycles hand-made according to individual sketches. From 6:00 PM to 7:00 PM, the promenade performance “Citizens” will take place. This is a fascinating, interactive-theatrical and slightly immersive performance, the plot of which unfolds on a large moving futuristic ship. Actors act out scenes using all sorts of theatrical genres.

    On August 2 and 3 from 5:00 PM to 6:00 PM, in front of the Atom Museum, where an exhibition of cars of the future is presented, an interactive performance called “The Wheel of Time” will be shown, featuring jumpers, futurons, and a glowing electric car.

    On August 3 from 09:00 to 16:00 on the 3rd Kamensky Pond there will be a ship modeling competition “VDNKh Cup – 2025”. From 15:00 to 20:00 near the green theater of VDNKh, festival guests will be able to immerse themselves in the musical atmosphere of the 1990s. There will be an entertainment program “Cherry Nine”, in which the group “Combination” will take part. Admission to the concert by tickets.

    WASHINGTON, July 23 (Xinhua) — The United States has reached a trade deal with Japan that includes a 15 percent tariff on Japanese goods, U.S. President Donald Trump said on social media on Tuesday.

    Japan will invest $550 billion in the United States, which will receive 90 percent of the profits, he said, adding that the deal will create hundreds of thousands of jobs.

    “Japan will open its country to trade, including cars and trucks, rice and some other agricultural products, and other goods. Japan will pay the United States equivalent tariffs of 15 percent,” the president wrote.

    In a recent letter to Japanese Prime Minister Shigeru Ishiba, the U.S. leader threatened to raise tariffs on Japan to 25 percent from August 1, up from the 24 percent tariff announced on April 2.

    As one of the United States’ major trading partners, Japan has been tough in bilateral trade negotiations.

    According to the Office of the U.S. Trade Representative, the U.S.-Japan merchandise trade deficit in 2024 was $68.5 billion, with imports from Japan reaching $148.2 billion and exports to Japan reaching $79.7 billion.

    D. Trump also announced a trade deal with the Philippines after meeting with the country’s President Ferdinand Marcos Jr. earlier on Tuesday.

    The White House did not release details of the trade deals with the Philippines and Japan.

    On Tuesday, U.S. officials released more details about the trade deal with Indonesia, which was announced July 15. Indonesia will eliminate about 99 percent of tariff barriers on a full range of U.S. manufactured, food, and agricultural goods, while the United States will impose a 19 percent tariff on Indonesian imports. Jakarta will also lift restrictions on exports to the U.S. of manufactured goods, including key minerals.

    Earlier in July, Trump pushed back the tariffs’ implementation date from July 9 to August 1 amid ongoing negotiations with the European Union and other major trading partners. –0–

    Moscow, July 23 (Xinhua) — From July 23 to 27, under the general leadership of the Commander-in-Chief of the Russian Navy, Admiral Alexander Moiseyev, the naval operational exercise “July Storm” is being conducted in the waters of the Pacific and Arctic Oceans, the Baltic and Caspian Seas, involving forces from the Northern, Pacific, Baltic fleets and the Caspian flotilla. This was reported on the website of the Russian Defense Ministry on Wednesday.

    New data published today by Transport for London (TfL) shows that the Silvertown Tunnel is easing congestion for Londoners, boosting public transport use and improving journeys for everyone [1].

    Delivered on time and on budget by the Mayor of London, Sadiq Khan, the 1.4km Tunnel – which opened on 7 April this year and connects Silvertown to the Greenwich Peninsula in east London – is the first new road crossing east of London’s Tower Bridge in 33 years.

    Latest monitoring data from three months of operations has confirmed that the Tunnel is achieving the objectives it was designed for. These include supporting economic and population growth, in particular in east and south-east London, by providing improved cross-river transport links, and, through road user charging, managing congestion in this area of London.

    The report shows that, since the tunnel’s opening just over three months ago, the performance of the road network has improved and there is significantly less congestion around the Blackwall Tunnel approaches. This is particularly noticeable on the northbound A102 approach to the tunnels which was previously a hotspot for congestion. Now, during weekday morning peak hours, average speeds on the approach road have increased from 9mph in March 2025 – prior to the tunnel opening – to 30mph. These faster journeys mean that there has also been a 70 per cent decrease in journey times in the morning peak when compared with before the Silvertown Tunnel opened (March 2025).

    Currently, there are around 91,000 vehicles using the Blackwall and Silvertown tunnels combined in both directions on a typical weekday, with almost 22,000 of these vehicles using the Silvertown Tunnel.​ It compares with around 96,000 vehicles per day using the Blackwall Tunnel before the Silvertown Tunnel opened – this is a reduction of six per cent despite a 50 per cent increase in road capacity for cars and vans.​ Of all the vehicles crossing the river at this point, only around four per cent are HGVs.

    The data published today covers the first 11 weeks of operation of the Silvertown Tunnel. TfL will continue to closely monitor and report on the scheme’s impact on congestion, resilience and air quality, in line with their obligations under the Development Consent Order for the scheme’s construction.

    The additional resilience that the new crossing provides is directly benefiting Londoners, especially when an incident occurs at the Blackwall Tunnel. Before the Silvertown Tunnel opened, daily incidents and closures caused delays of up to 20 minutes – a six-minute closure could result in three-mile tailbacks.

    There has been a 39 per cent reduction in the number of unplanned closures at the Blackwall Tunnel since the Silvertown Tunnel opened. When the Blackwall Tunnel was closed in both directions on 14 May due to a road traffic incident, there was minimal impact to traffic flow because drivers were able to use the Silvertown Tunnel, demonstrating the additional resilience that the new tunnel provides to the road network.

    Use of bus services operating through the Blackwall and Silvertown Tunnels has also increased. 

    Now, almost one in ten (nine per cent) cross-river trips through the two tunnels are being made by public transport. With new double-deck, zero-emission buses running through the Silvertown Tunnel and making use of the dedicated bus and HGV lane, more than 20,000 journeys are being made each day across new route SL4, the extended 129 and the existing 108 service, an increase of 160 per cent compared to before the scheme opened. It is estimated that around 7,000 of these journeys, which are free on pay as you go for at least the first 12 months, are crossing the river using one of the tunnels.

    In particular, Londoners who use the route 108 bus between Stratford International and Lewisham via the Blackwall Tunnel are experiencing around 23 per cent less excess waiting time – the average time passengers wait beyond the scheduled wait time – compared to the period before the Silvertown Tunnel opened, while peak northbound journey times on route 108 through the tunnel segment have reduced by 4.5 minutes. [2]

    These bus routes are working alongside a free cycle shuttle service between North Greenwich and Royal Docks. Data on use of the cycle shuttle service shows steady demand of around 125-130 cyclists daily, and usage is expected to grow as cyclists plan and adapt their routes to benefit from this innovative and free crossing option. TfL will continue working with boroughs and local stakeholders to raise awareness of the service over the summer months to encourage greater uptake.

    Across the wider road network, early analysis from the data released today shows that total traffic volumes – including on key corridors such as the A2, A12, and A13 – have remained stable and TfL is working closely to manage additional customers using the Woolwich Ferry.

    As the strategic river crossing in east London, the Blackwall and Silvertown tunnels corridor continues to carry the majority of cross-river traffic in east London as expected. Today’s new data shows that eligible TfL customers are signing up for discounts to use the Silvertown Tunnel, including the business discount for host boroughs (Greenwich, Newham and Tower Hamlets) and the east London low-income residents’ discount. [3]

    The Mayor of London, Sadiq Khan, said: “The new data TfL has published today clearly demonstrates the impact the new Silvertown Tunnel is having. It’s a big win for London. Since it opened in April, we have seen congestion significantly reduced at the Blackwall Tunnel, ensuring more Londoners get to their destination on time. The discounts and concessions we have put in place have also helped to encourage public transport uptake, boosting the numbers of journeys being made on the three cross-river zero-emission bus routes by 160 per cent.

    “This is encouraging early data, and we will continue to monitor the impacts of the scheme as we continue to build a better, greener and fairer London for everyone.”

    Alex Williams, Chief Customer and Strategy Officer at TfL, said: “It’s great to see that our initial analysis is showing that the new Silvertown Tunnel, supported by user charges, is already reducing congestion around the Blackwall Tunnel, improving journey times, and supporting thousands of Londoners to cross the river using public transport such as the free bus services that the tunnel facilitates.

    “We are fully committed to monitoring the impact of the tunnels, including how it impacts other river crossings and traffic along major and local roads in London, and will work hard to ensure that the benefits of the scheme are embedded to secure long-term improvements for Londoners.”

    Suzi Rullo, Senior Development Manager, Royal Docks Team, said: “The opening of the Silvertown Tunnel provides a significant boost to infrastructure in the Royal Docks – enhancing bus services, improving cycle access via the Lower Lea Crossing and delivering major upgrades to the road network around the Tidal Basin Roundabout. These new connections add to the Royal Docks excellent transport links – the Elizabeth Line, Jubilee Line, DLR and the Royal Docks Corridor road improvement initiative – helping to drive growth and unlock investment across the area.

    “As the tunnel’s construction works have completed, we are now working with TFL to release the land back to landowners in preparation for development of the Thameside West planning consent – set to deliver 5,000 new homes, strategic industrial land and a new DLR station.”

    Caroline Russell AM launches report, Changing the Narrative – Ending the acceptance of road death in London

    Green Party member of the London Assembly, Caroline Russell, today published her report: Changing the Narrative – Ending the acceptance of road death in London. [1]

    It contains recommendations for Transport for London’s (TfL) Vision Zero Action Plan 2, to be published later this year.

    The first Vision Zero Action Plan was produced by the Mayor and TfL in 2018, with actions to ensure: “no one to be killed in or by a London bus by 2030, and for all deaths and serious injuries from road collisions to be eliminated from London’s streets by 2041.” [2]

    Yet, at a TfL Board meeting in June 2025, the TfL Commissioner stated: significant acceleration is needed to meet the 2041 Vision Zero ambition.” [3]

    Caroline’s report looks at the widespread acceptance of cars dominating our public realm and shares ideas for big changes to achieve Vision Zero. These cover street design, communication and legislation.

    Green Party London Assembly Member Caroline Russell said:

    “Collisions, never ‘accidents’, happen daily. They happen when people make mistakes. The problem is that when a driver loses control at the wheel through fatigue, distraction or even recklessness, people walking, crossing the road or travelling on a bike or in another vehicle can be harmed.

    “My report calls on TfL – and outlines proposals – to ensure our streets are properly inclusive, safe and convenient for everyone to use. At a time when practical measures to reduce danger are all too often framed as ‘anti-driver’ rather than as helpful interventions to ensure everyone gets home safely from work or school or a trip to the shops, TfL must address the polarisation of debate about measures to reduce danger on our streets.

    “The Mayor and TfL need to lead a big conversation about how every Londoner can play their part in cutting miles driven, injuries sustained, and lives lost on London’s roads each day.

    “I want to hear Londoners’ ideas about ending road danger where they live, so I can share them with TfL while Vision Zero Action Plan 2 is being drafted.” 

    Caroline Russell will be hosting a roundtable participatory event at City Hall (Wednesday 23 July 2025) to mark the launch of the report. Attendees will include campaigners, bereaved families, crash survivors, policy experts, representatives from TfL and academics.

  • MIL-OSI Asia-Pac: Singapore And Malaysia Strengthen Joint Emergency Response To Chemical Spills

    JOINT NEWS RELEASE BETWEEN NEA AND DOE

    Singapore, 23 July 2025 – The National Environment Agency (NEA), Singapore and the Department of Environment (DOE), Malaysia, successfully conducted the 14th chemical emergency response exercise at the Tuas Second Link this morning, sharpening the inter-operability between the two countries to respond to and mitigate chemical spillage incidents. A total of 15 agencies and companies from both countries were involved in the exercise [1].

    2               The Malaysia-Singapore Joint Committee on the Environment (MSJCE) conducts a biennial exercise to test the effectiveness of the Joint Emergency Response Plan developed by NEA, DOE, and other relevant agencies for dealing with accidental hazardous chemical releases on the Tuas Second Link [2]. These exercises strengthen the emergency response capabilities of the respective agencies, ensuring that they are prepared to take swift and effective action to protect the public’s safety should such an accident occur.

    3               Today’s exercise simulated an emergency response to hazardous chemicals being released as a result of a multi-vehicle accident along the Tuas Second Link [3]. In the simulated scenario, a truck transporting drums of concentrated sodium hydroxide swerved sideways into an International Organisation for Standardization (ISO) tanker transporting anhydrous ammonia from Singapore to the Pasir Gudang Industrial Area, Malaysia. Unable to avoid the sudden collision, a car then crashed into the truck. The impact caused two drums of concentrated sodium hydroxide to be dislodged and the chemical to be spilled. The ISO tank was punctured, releasing about 400kg of ammonia gas into the surroundings. The drivers of both the ISO tanker and truck suffered injuries and showed signs of ammonia exposure – coughing and irritation to the eyes, nose and throat. The driver of the car and the passenger were trapped in their vehicle with minor injuries.

    4               NEA Chief Executive Officer Mr Wong Kang Jet attributed the success of the exercise to the longstanding and strong bilateral relations between Singapore and Malaysia. “This joint chemical spill exercise has enabled Singapore and Malaysia agencies to further strengthen our cooperation on environmental matters. This exercise is part of a broader set of collaboration that also includes joint regular water quality monitoring along the Straits of Johor as well as workshops to exchange ideas and share expertise. All in, around 500 participants from across 15 agencies from both countries helped with this morning’s exercise. We also had the opportunity to test out newer technologies such as SCDF’s robotic dog, as well as BOMBA’s Long Range Gas Detector. These innovations allow us to monitor the air quality in the incident area in a safer way. The completion of this exercise has also given us greater confidence that we can manage an accident along the Second Link, as well as any other environmental incident with cross border impact. We look forward to strengthening this partnership as well as to explore new opportunities to further increase our collective readiness.”

    5               Director General of the Department of Environment, Dato’ Wan Abdul Latiff Wan Jaffar, stated: “I believe in the strong commitment and collaboration between agencies of both countries in ensuring the success of this exercise, and I am confident that it will continue in the future. This cooperation reflects our level of preparedness in responding to any unforeseen incidents”. The Department of Environment is also committed to strengthening inter-agency collaboration within Malaysia through the delegation of power, which was gazetted on 7 July 2025. This delegation reinforces the roles and functions of 15 agencies, supporting more efficient and comprehensive task execution. This move not only allows for more effective use of resources but also serves as a strategic approach to addressing current challenges, while maintaining integrity and public confidence in the country’s environmental regulatory system.

    6               To facilitate the exercise, all three lanes on the Singapore to Malaysia-bound carriageway on the Tuas Second Link were closed to vehicular traffic on 23 July 2025, from 5am and will reopen at 2pm.     ANNEX A

    The Malaysia-Singapore Joint Committee on the Environment (MSJCE)

    Background

                The Tuas Second Link was opened on 2 January 1998. As part of the bilateral co-operation programme, the Malaysia-Singapore Joint Committee on the Environment (MSJCE) agreed that road transportation of hazardous chemicals between the two countries should be restricted to the Tuas Second Link. This has ensured that road tankers and vehicles carrying hazardous chemicals do not pass through congested and populated areas in Johor Bahru and Woodlands/Bukit Timah areas.

    2            Hazardous chemicals are often moved between the two countries. Common chemicals transported between the two countries include sulphuric acid, hydrochloric acid and sodium hydroxide. Considering the large amounts of chemicals transported via the Tuas Second Link, it is important to have in place response plans for any accidents or emergencies involving vehicles transporting hazardous chemicals.

    3            Under the auspices of the MSJCE, the Department of Environment (DOE), Malaysia, and the National Environment Agency (NEA), Singapore, together with other relevant agencies, jointly developed an Emergency Response Plan (ERP) to deal with accidents involving transportation of hazardous chemicals on the Tuas Second Link. The ERP comprises the following:

    a) a notification procedure to alert the two countries early on any incident involving release of hazardous chemicals occurring on the Tuas Second Link; and

    b) a response procedure to facilitate and co-ordinate emergency response actions by the agencies of both countries to control and mitigate a release of hazardous chemicals from incidents occurring on the Tuas Second Link.

    4          The ERP will enable emergency response agencies of both Malaysia and Singapore to take quick and effective response actions to minimise the consequences of an accident involving hazardous chemicals at the Tuas Second Link. To familiarise agencies from both countries with the ERP, DOE and NEA regularly conduct joint field exercises. Previous exercises are as follows:

    A decision has been made on the comprehensive development of two non-residential development sites with a total area of 2.24 hectares in the Danilovsky District in the south of the capital. The corresponding resolution was signed Sergei Sobyanin.

    The reorganized areas are located on Pavlovskaya Street (properties 18 and 27/29). They are currently occupied by outdated facilities: offices, warehouses, shops and a car service.

    The urban development potential of the plots is 54.48 thousand square meters of real estate. This will allow the construction of a modern residential quarter for the purposes of the renovation program, an ambulance substation for 15 vehicles, and public and business facilities. Landscaping of the territory and organization of the street and road network are also planned.

    As of July 22, 2025, the Moscow Government has approved and is in the implementation stage of 118 projects for the integrated development of territories with a total area of over 1.4 thousand hectares. Within the framework of these projects, it is planned to build real estate objects with a total area of over 28.7 million square meters and create 340.6 thousand jobs.

    The renovation program was approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. The Moscow mayor ordered to increase the pace of implementation of the renovation program intwice.

    Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life”.

    Demonstration exams have been completed in the capital’s colleges. This year, more than 25,000 graduates took part in the tests. As part of the certification, they demonstrated their skills in conditions as close as possible to real production. This was reported by the press service of the capital’s Department of Education and Science.

    “The demonstration exam is conducted not only in college workshops and laboratories, but also at leading employers’ sites. Based on the results of the certification, graduates receive a digital competency passport – a document with scores for various indicators clearly shows the skills of young specialists and helps employers evaluate their training. In total, over 25 thousand students from Moscow colleges passed the demonstration exam this year, of which more than 15 thousand received excellent marks. The most successful received a job offer,” the department’s press service said.

    Thus, graduates of the Moscow Transport College in the specialty “technical operation of rolling stock of railways” demonstrated their professional competencies at the Moscow Metro. During the exam, they performed operations on the technical maintenance of the current collector and safety valve of the electric train. The guys were faced with the task of identifying and replacing faulty elements, and most of them did an excellent job.

    Students of the capital’s college will learn to repair cars using virtual technologies

    Students of Polytechnic College No. 8 named after twice Hero of the Soviet Union I.F. Pavlov and Moscow State Educational Complex passed a demonstration exam at the site of practical training of Moscow colleges “Rudnevo”. Future electricians assembled signal analyzers, eliminated coded faults and adjusted equipment. Welders worked with carbon and alloy steel and made seams. Machine operators adjusted equipment, manufactured parts on it, checked the obtained accuracy and quality of products. Representatives of partner enterprises monitored the progress of the tasks: Moscow Machine-Building Plant “Avangard”, Moscow Design and Production Complex “Universal” named after A.I. Privalov, production complex “Salut” of JSC “United Engine Corporation” of Rostec.

    Students of the College of Architecture, Design and Reengineering No. 26 demonstrated professional skills in the field of polymer composite manufacturing technology. Young craftsmen developed product drawings, compiled an operational map of the technological process and calculated the characteristics according to which they manufactured a compressed gas cylinder from basalt plastic.

    The exam was held at the State Research Institute (RI) of Graphite-Based Structural Materials “NIIgrafit” of the state corporation “Rosatom”. As Deputy Director for Science and Innovations of this institute Artur Gareev noted, before the exam, students underwent intensive specialized training in the laboratories and workshops of the institute. According to him, the demonstration exam became an objective confirmation that graduates have all the necessary competencies to work with modern polymeric materials and technologies.

    The Institute has been fruitfully cooperating with the College of Architecture, Design and Reengineering No. 26 for seven years, annually accepting up to 40 students for practical training in various specialties. The most talented and motivated students join the team of specialists. Today, graduates of this college successfully work in key divisions of the Research Institute, for example, in the testing center, the functional materials department and the technology department, and make a real contribution to the development of materials science and high-tech production.

    At the updated culinary training ground, students of the Moscow educational complex “West” studying in the areas of “cooking and confectionery” and “cook, confectioner” took a demonstration exam. Experts assessed compliance with sanitary standards, taste qualities, organization of the workplace and accuracy of recipes.

Now I work in a restaurant as a hot shop cook and I can say: the demonstration exam was the final test of professionalism for me,” said Sofia Sitnikova, a graduate of the Moscow educational complex “West”.

    Future tourism specialists from the College of Hospitality Industry and Management No. 23 confirmed their professional competencies at the Lotte Hotel Moscow. They met and accommodated guests, made work schedules, conducted business correspondence and developed communication templates with clients. Experts assessed politeness, literacy and understanding of the principles of hotel service.

    This year, the number of budget places in Moscow colleges for ninth-graders in the capital has increased to a record 43 thousand. Applicants can choose from more than 150 professions and specialties in all sectors of the city’s economy.

    Moscow ninth-graders who graduated from school this year will be able to submit applications until July 26. The application period for programs with entrance examinations has ended. Moscow ninth-graders of previous years, Moscow eleventh-graders, as well as out-of-town applicants will be able to submit applications until August 15, and for programs with entrance examinations – until August 10.

    Applicants are allowed to choose five specialties at one educational institution at the same time or distribute them among several. Applications can be submitted electronically viamos.ru portal.

    The total number of pilgrims who have had ‘darshan’ at the Amarnath holy cave shrine has crossed the 3.31 lakh mark in its first 20 days, reflecting a continuous influx of devotees from across India.

    “Another batch of 2,837 yatris left Jammu in two escorted convoys comprising 118 vehicles. The first convoy, with 49 vehicles carrying 1,036 pilgrims, departed at 3:25 a.m. for the Baltal base camp. The second convoy of 69 vehicles, carrying 1,801 yatris to the Pahalgam base camp, left at 3:58 a.m.,” officials said on Wednesday.

    The massive rush continues, with a significant number of pilgrims arriving directly—outside the escorted convoys – and opting for on-the-spot registration to reach the shrine.

    The Yatra is being conducted amid elaborate multi-tier security arrangements. In addition to the Army, BSF, CRPF, SSB, and local police, 180 extra companies of Central Armed Police Forces (CAPFs) have been deployed. The Army alone has positioned over 8,000 special commandos to ensure the safety of the pilgrims.

    The annual pilgrimage, which began on July 3, is scheduled to conclude after 38 days on August 9, coinciding with Shravan Purnima and Raksha Bandhan.

    Coin Collection Programme 
    Since the launch of the Programme in October 2014 up to June 30, 2025, the two Coin Carts had carried out 1 374 000 transactions, collecting 1 052 million coins with a total face value of HK$1,691 million during the period. The collected coins are re-circulated to meet demand.
     
    The Coin Carts provide service at locations that are convenient to the public without affecting the normal flow of traffic and pedestrians. Locations that have suitable power supply facilities, such as the Leisure and Cultural Services Department mobile library service locations, are preferred so as to reduce the need for using the Coin Carts’ own stand-by generators. This makes the Programme more environmentally friendly. In selecting the service locations, the HKMA has taken into consideration comments and suggestions given by district councils and members of public; and has consulted the Transport Department and the Hong Kong Police Force as necessary.
     
    The two Coin Carts collect coins from members of public in the 18 districts of Hong Kong on a rotating basis. Under normal circumstances each Coin Cart will stay at a location for a week, subject to availability of the parking space and the maintenance schedule of the Cart. Service hours are from 10am to 7pm. Each vehicle is equipped with two coin counting machines and operational staff will be present to provide assistance. An electrical wheelchair lift is available for use. Users can choose to exchange coins for banknotes or adding value to their stored value facilities, such as Octopus Cards or e-wallets (including AlipayHK, Octopus Wallet, Tap&Go and WeChat Pay). There is also a Community Chest donation box inside each vehicle. The coin collection service is free of charge.
     
    The HKMA will review the Programme from time to time; and will regularly update the service schedule to give advance notice to the public.

    ​Following is a question by the Hon Yung Hoi-yan and a written reply by the Secretary for Transport and Logistics, Ms Mable Chan, in the Legislative Council today (July 23):

    Question:

    It has been reported that after the occurrence of traffic accidents recently, many drivers who caused the accidents chose to hit and run or refused to provide the drivers’ personal particulars. There are views that the reason for the drivers who caused the accidents taking such actions is the lighter penalty for the relevant traffic offences, thereby enabling them to circumvent more serious offences such as causing casualties by dangerous driving, which reflected the existence of legal loopholes in the authorities’ efforts to combat traffic offences. In this connection, will the Government inform this Council:

    (1) of the respective numbers of persons who were (i) arrested, (ii) prosecuted, (iii) convicted after trial and on own plea for being involved in traffic accidents in each of the past five years, together with a breakdown by the offenses involving the drivers concerned (including but not limited to (a) careless driving, (b) causing grievous bodily harm by dangerous driving, (c) causing death by dangerous driving, (d) failing to stop after a traffic accident, (e) failing to report after a traffic accident, and (f) refusing to provide the driver’s information after a traffic accident);

    (2) given that under the Road Traffic Ordinance (Cap. 374) (the Ordinance), the maximum penalty for refusal to give information on the driver of a vehicle suspected of having committed an offence under the Ordinance is liable to a fine of $10,000 and an imprisonment for six months, whereas the maximum penalty for dangerous driving causing death is a fine of $50,000 and an imprisonment for 10 years; disqualification from driving for not less than five years on first conviction and not less than 10 years or life on subsequent conviction, there are views that the disparity in the penalties between the two offences is significant, which may indirectly encourage drivers who caused accidents to circumvent serious offences by refusing to give personal particulars, whether the Government has plans to increase the penalties and maximum penalty for refusal to give a driver’s personal particulars, so as to enhance the deterrent effect; if so, of the details; if not, the reasons for that;

    (3) it is learnt that if the registered owner of the vehicle concerned is a limited company and the relevant person refused to give the driver’s personal particulars after the traffic accident, the penalty is only limited to a fine and no one has to be imprisoned, whether the Government has plans to review the responsibility of the registrant of the vehicle concerned after a traffic accident, e.g. whether it will hold the responsible individuals of companies of the vehicle involved (including director, general manager or company secretary) responsible for the traffic accident, and whether it will study empowering the Commissioner for Transport to refuse to issue licences to owners of company vehicles who have repeatedly committed offences under section 63(1) of the Ordinance; if so, of the details; if not, the reasons for that;

    (4) given that Schedule 8 to the Criminal Procedure Ordinance (Cap. 221) sets out the level of fines for offences, but there are views that the Schedule was last revised in 1994 and has failed to adequately reflect the severity of some of the offences (including behaviour in contravention of traffic legislation) taking into account the current social environment and economic changes, whether the Government has plans to review the Schedule and increase the corresponding amounts of fines; if so, of the details; if not, the reasons for that; and

    (5) given that under the Magistrates Ordinance (Cap. 227), the maximum sentence Magistrates’ Courts can impose is generally two years’ imprisonment and a fine of $100,000; and maximum three years’ imprisonment where there are two or more indictable offences being dealt with by the courts at the same time, whether the Government will review the Ordinance and study expanding the Magistrates’ power to impose imprisonment and fine in parallel, so as to ensure that they can impose deterrent penalties when more serious offences (including contravention of traffic legislation) are being adjudicated; if so, of the details; if not, the reasons for that?

    After consulting the Hong Kong Police Force (HKPF), the Department of Justice, and the Judiciary Administration, my consolidated reponse to the questions raised by the Hon Yung Hoi-yan on combating traffic offences is as follows:

    (1) The numbers of arrests related to the offences mentioned in the question from 2020 to 2024 are listed in the table below. Apart from the initial figures, which may have been influenced by the COVID-19 pandemic, the numbers have remained generally stable in recent years.

    The HKPF does not maintain a breakdown of statistical data for “prosecutions”, “convictions through trial”, or “guilty pleas”. 

    (2) and (3) In accordnance with sections 63(1), (2) and (3) and 63B(2) and (3) of the Road Traffic Ordinance (Cap. 374) (the Ordinance), if the driver of a vehicle is suspected of having committed an offence under the Ordinance, or an accident occurs owing to the presence of a vehicle on a road, a police officer may, within six months after the date of the alleged offence or accident, demand any person to provide the personal particulars of the driver involved and the relationship (if any) of the person to the driver concerned. Sections 63B(5) and (7) of the Ordinance provide that any person who contravenes section 63B(2) or (3) commits an offence and is liable on conviction to a fine at level 3 (i.e. $10,000) and to imprisonment for six months, unless the person proves that he did not know, and could not with reasonable diligence have ascertained, the personal particulars of the driver involved.

    The Government agrees that a registered vehicle owner should have a certain degree of responsibility with regard to who drives the vehicle registered under his name. However, the registered owner may not actually have full control of all operational information of his vehicle. Therefore, the current section 63B of the Ordinance provides a defence provision to exempt registered vehicle owners from the responsibility of providing driver information in respect of the vehicle concerned under certain circumstances to strike a proper balance.

    The HKPF has consistently enforced the law strictly and effectively, striving to bring offenders to justice. When investigating traffic accidents, apart from requiring the registered vehicle owner to provide information on the driver who may have been involved in the accident under section 63 of the Ordinance, the HKPF will, depending on the nature of the case, use various methods to gather evidence. These methods include analysing footage from nearby security cameras, dash cameras, or even fingerprints to identify the driver involved. In other words, even if the HKPF cannot obtain information of the driver who may have been involved in the accident from the registered owner, there are still ways for the HKPF to find out the cause of the accident through other means and to prosecute the suspected offender.

    The Government will continue to pay heed to stakeholders’ views and review the legislation when appropriate.

    (4) Schedule 8 to the Criminal Procedure Ordinance (Cap. 221) sets out different levels of fines applicable to penalty provisions under various ordinances. Bureaux and departments will from time to time review and propose adjustments to penalties under relevant legislation based on their policy considerations to ensure that the penalties reflect the severity of the offences. The Government will review the fine levels table as appropriate.

    (5) The scope of charges heard in the Magistrates’ Courts includes summary offences and indictable offences, with the maximum penalty for indictable offences generally being imprisonment for two years and a fine of $100,000. The Government may, in accordance with relevant policies, empower magistrates to impose maximum penalties under specific legislation when enacting or amending such laws to enhance deterrent effect, instead of amending the Magistrates Ordinance (Cap. 227). Currently, certain ordinances already authorise magistrates to impose a maximum penalty of up to three years’ imprisonment and a fine of $5 million for a single offence. In addition, while all criminal proceedings commence in the Magistrates’ Courts, more serious indictable offences may be transferred to the District Court or the Court of First Instance of the High Court for trial. The District Court has a sentencing limit of up to seven years’ imprisonment, while the Court of First Instance may impose the maximum penalty prescribed by the relevant legislative provisions. This mechanism has been operating effectively.

    Currently, different levels of courts (including the Magistrates’ Courts) have distinct judicial jurisdictions, allowing cases to be reasonably allocated based on their nature, severity, and complexity to ensure the efficiency of judicial operations. Any proposals to adjust the judicial jurisdiction of individual court levels (including the Magistrates’ Courts) should go through a comprehensive and prudent review and an extensive consultation with stakeholders, before any decisions are made. Key considerations include the demarcation of judicial jurisdiction among different court levels, ensuring that each level of courts has adequate judicial manpower and legal support to handle relevant cases, as well as the overall resources, facilities, and supporting arrangements of the courts.
