  • MIL-OSI Security: Felon with Stolen Firearm Sentenced to More Than Six Years in Federal Prison

    Yakima, Washington – Acting United States Attorney Richard R. Barker announced today that United States District Judge Mary K. Dimke sentenced Damian Iniguez, 31, of Yakima, Washington, to 75 months in prison on one count of Felon in Possession of a Firearm. Judge Dimke also imposed 3 years of supervised release.

    According to court documents and information presented at the sentencing hearing, on September 8, 2023, a Zillah Police Officer noticed a suspicious vehicle parked at a gas station. It had been parked at the gas station for two hours and the vehicle was running.

    When the officer approached the vehicle, the officer saw Iniguez slumped over in the driver’s seat. The vehicle’s gear shift was in “drive” and Iniguez’ foot was on the brake. When Iniguez woke up, he was uncompliant with commands of law enforcement to put the vehicle in park and turn the car off.

    Iniguez ultimately was placed under arrest, and during a subsequent pat down, the officer located a firearm in Iniguez’s sweatshirt pocket. The firearm was a loaded Glock .40 caliber semi-automatic pistol with an extended magazine. Further investigation showed the firearm had been stolen from Oregon in 2021.

    Iniguez had been convicted of a crime previously and was not allowed to possess a firearm.

    “The unlawful possession of firearms by convicted felons poses a threat to the safety of our communities,” said Acting U.S. Attorney Richard R. Barker. “Mr. Iniguez’s case highlights the critical work of our local and federal law enforcement partners in removing firearms from the hands of those who are prohibited from having them. We will continue to pursue accountability for those who disregard federal firearm laws and endanger public safety.”

    “Felons know they should not possess firearms,” said ATF Seattle Special Agent in Charge Jonathan Blais. “Yet, Mr. Iniguez chose to possess a firearm – a stolen one, even worse. This sentence should serve to show that ATF will investigate, and the U.S. Attorney will prosecute, those who violate federal firearms laws in Washington.”

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives and the Zillah Police Department. This case was prosecuted by Assistant United States Attorneys Benjamin D. Seal and Courtney R. Pratten.

  • MIL-OSI Security: Former Owner Of York Pain Management Practice Sentenced To 42 Months For Health Care Fraud, Money Laundering, And Theft Of Public Money

    HARRISBURG – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Rodney L. Yentzer, age 55, formerly of Carlisle, Pennsylvania and currently in Chuluota, Florida, was sentenced to 42 months imprisonment on charges of conspiracy to commit health care fraud, conspiracy to commit money laundering, and theft of public money. He was also ordered to pay an additional $2,993,386.19 in restitution after having paid $900,000 toward a civil settlement with the United States in 2022.

    According to Acting United States Attorney John C. Gurganus, Yentzer previously admitted to defrauding Medicare and the U.S. Department of Health and Human Services between 2016 and 2020 and pleaded guilty to the three offenses for which he was sentenced. Yentzer agreed with others to defraud Medicare by submitting medically unnecessary urine drug tests for chronic opioid patients at medical clinics he controlled, including a group of clinics known as Pain Medicine of York or “PMY” (also known as All Better Wellness).

    “This defendant’s only interest was in his own wealth, and he exploited patients and defrauded a state healthcare system designed to promote wellness for vulnerable residents in order to line his pockets,” Pennsylvania Attorney General Dave Sunday said. “I commend our federal partners for collaborating with our team on a comprehensive investigation that culminated in a significant prison sentence.”

    Yentzer assumed control of various medical practices between 2014 and 2018, including the original PMY location, which he acquired in 2014. The medical practices he later took control of included a group of clinics run by John H. Johnson, who was referred to as “Physician 1” in the February 2022 charges against Yentzer.

    In July 2015, John H. Johnson was indicted for various tax offenses in the U.S. District Court for the Western District of Pennsylvania. In September 2016, John H. Johnson was charged in the U.S. District Court for the Southern District of Florida with conspiracy to commit mail fraud and wire fraud in connection with a separate health care fraud scheme. Johnson was sentenced to 84 months in federal prison on June 30, 2017 for accepting kickbacks in exchange for referring patients for medically unnecessary tests and for failing to pay employment taxes. He was also ordered to repay to the U.S. Government over $3 million restitution payments for fraudulent health care billing and unpaid taxes. Johnson surrendered to federal custody that same day. Following Johnson’s incarceration, the operation of his medical clinics was transitioned to PMY, which was also under Yentzer’s control.

    Prior to Johnson’s incarceration, Yentzer took direction from Johnson on various issues, including clinical issues at PMY. In 2016, Johnson advised Yentzer to put in place the practice of ordering multiple urine drug tests for each patient at every PMY office visit, and Yentzer agreed. Yentzer understood that this practice did not constitute individualized care, as required by Medicare, and was subsequently confronted repeatedly with information about the unlawful nature of the billing practices for urine drug tests. Nonetheless, Yentzer decided to keep this practice in place until PMY was shut down in late 2019, following a law enforcement raid.

    PMY billed Medicare for more than $10 million in urine drug tests from mid-2017 through the end of 2019, and Medicare paid out over $4 million for these urine drug tests. Pennsylvania’s Medicaid program was also billed for urine drug tests during this same time period. The urine drug tests ordered by PMY were sent to an in-house laboratory at PMY whenever possible. As a result, when medically unnecessary tests were billed to Medicare, Medicaid, or, in some cases, private insurance companies, the proceeds from them went to PMY itself.

    The proceeds from the health care fraud scheme were then used for the benefit of Yentzer, Johnson, Johnson’s wife, and Florentina Mayko, the former CEO of PMY. Yentzer bought a number of luxury items with those funds, such as a Rolex Submariner with a retail price of almost $37,000 for himself and a four-carat diamond ring worth over $40,000 for his wife, in addition to a set of approximately $7,000 Rolex watches for himself, John H. Johnson, and another friend and business associate. Yentzer also bought luxury vehicles for himself and his family members, such as a Porsche Boxster, a custom-built car trailer for almost $290,000, and an RV for approximately half a million dollars. Yentzer also made substantial upgrades to his home in Carlisle, PA, which he sold for approximately $1.3 million in 2022 to make restitution and civil settlement payments to the United States.

    Before reporting to prison, Johnson asked Yentzer to place his wife, Paula Z. Johnson— known as “Physician 2” in the charges against Yentzer—on the PMY payroll. In order to make it appear that she was performing legitimate work—even though she had not practiced medicine in years—Yentzer and John H. Johnson agreed that Paula Z. Johnson would periodically send Yentzer an email containing summaries and excerpts of medical literature. She received a large salary and also had a PMY employee come to her home once a week to perform yardwork and other household duties. This financial arrangement allowed John H. Johnson to share in PMY’s financial success without his assets being seized by the federal government for purposes of restitution payments.

    John H. Johnson, Paula Z. Johnson, and Rodney L. Yentzer devised various other ways to funnel money to the Johnsons so that they could benefit from this wealth without the money being captured for John H. Johnson’s restitution payments. Among other things, Yentzer purchased a car for the Johnsons’ son and leased an Audi Q5 for Paula Z. Johnson, at her request. Yentzer also made $28,000 in contributions to their children’s 529 college savings accounts, paid over $40,000 in legal bills for “asset and estate planning,” made over $40,000 in payments toward personal loans, and covered other large bills, all with the knowledge of both John H. Johnson and Paula Z. Johnson. On a number of occasions, Paula Z. Johnson requested these payments directly from Yentzer or his assistant.

    PMY shut down abruptly in November 2019 after search warrants were executed because it was no longer able to retain medical providers to see patients.

    In April 2020, Yentzer received over $191,000 in U.S. Department of Health and Human Services stimulus money that was intended for health care providers who had health care related expenses and lost revenues attributable to COVID19. Yentzer obtained these funds even though after he had resigned from PMY the prior month and PMY had been closed since late 2019. Yentzer allegedly used these funds on various things unrelated to COVID19 relief, including personal expenses.

    In December 2023, Florentina Mayko, the former CEO of PMY, was sentenced to 30 months in prison for her role in the same health care fraud scheme. Mayko was also ordered to pay $1,408,976.48 in restitution and to forfeit to the United States several properties located in Ocean City, Maryland and Myrtle Beach, South Carolina that she had purchased used proceeds of the health care fraud scheme.

    In September 2024, John H. Johnson was sentenced to 97 months in federal prison and ordered to pay an additional $2.3 million in restitution on top of the restitution that he was ordered to pay in 2017. Paula Z. Johnson was sentenced to three years of probation, including six months of home detention with location monitoring, and was ordered to immediately pay $249,301.36 in restitution, fines, and assessments.

    The case was investigated by the U.S. Department of Health and Human Services Office of Inspector General, Federal Bureau of Investigation, Drug Enforcement Administration Diversion Control Program, and the Pennsylvania Office of Attorney General. Assistant U.S. Attorney Ravi Romel Sharma and Special Assistant U.S. Attorney Robert Smultkis prosecuted the case.

  • MIL-OSI Security: Felon convicted for firearm felony after attempt to flee

    McALLEN, Texas – A 31-year-old McAllen man has pleaded guilty to illegal possession of a firearm, announced U.S. Attorney Nicholas J. Ganjei.

    Jaime Garcia had attempted to evade authorities during a traffic stop Jan. 29. He eventually stopped his vehicle and proceeded to flee on foot, but law enforcement quickly apprehended him. During a subsequent search, they discovered a Micro-Draco firearm, which is an AK-styled pistol, in the backseat area of his vehicle.

    Further investigation revealed Garcia was previously convicted for burglary of habitation in 2022. As a convicted felon, he is prohibited from possessing firearms per federal law.

    U.S. District Judge Drew B. Tipton will impose sentencing July 15. At that time, Garcia faces up to 15 years in federal prison and a possible $250,000 maximum fine.

    He has been and will remain in custody pending sentencing. 

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and Texas Department of Public Safety conducted the joint investigation.

PSN brings together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities and measuring the results.

  • MIL-OSI USA: ICE Boston removes alien fugitive wanted for aggravated murder, desecration of corpse in Brazil

    BOSTON — U.S. Immigration and Customs Enforcement removed a Brazilian fugitive convicted in her native country for aggravated first-degree murder, desecration of a corpse and theft of motor vehicle. Officers with ICE Boston removed Lenaria Aparecida Pereira Sandoval from the United States to Brazil, March 27, and turned her over to Brazilian authorities.

    “Lenaria Aparecida Pereira Sandoval committed some horrifying crimes in her native country and then attempted to evade justice by hiding out in our Massachusetts community,” said ICE Enforcement and Removal Operations Boston acting Field Office Director Patricia H. Hyde. “Now she will be forced to face justice for the crimes she committed. We will not allow New England to become a refuge for the world’s bad actors. ICE Boston will continue to prioritize public safety by arresting and removing criminal alien offenders from our neighborhoods.”

    Sandoval lawfully entered the United States Dec. 27, 2015, at Orlando, Florida; however, she violated the terms of her lawful admission.

    On Sept. 21, 2021, a Brazilian court convicted Sandoval in absentia for aggravated first-degree murder, desecration of a corpse and theft of a motor vehicle. The court then sentenced Sandoval to 17 years in prison. Later that day, Brazilian authorities issued a warrant for Sandoval’s arrest.

    Officers with ICE Boston arrested Sandoval Feb. 27, 2023, and served her with an arrest warrant and a notice to appear before a Department of Justice immigration judge.

    On Aug. 27, 2024, an immigration Judge ordered Sandoval removed.

  • MIL-OSI USA: NIST Updates Critical Wildfire Evacuation and Sheltering Guidance

    Residents were overtaken by fire during their evacuation of the 2018 Camp Fire in Paradise, California. A small town may only have one or two major outbound roads. Temporary Fire Refuge Areas can increase the likelihood of survival if those roads become impassable.

    Wildfires move fast. They can reduce communities to ash in a matter of hours. To save as many lives as possible, officials must have an evacuation and shelter plan in place before an actual wildfire threatens their community.

    To support planning efforts, the National Institute of Standards and Technology (NIST) has just updated its guidance on preparing for wildfires based on the latest research and community feedback. Called Wildland-Urban Interface Fire Evacuation and Sheltering Considerations: Assessment, Planning, and Execution (ESCAPE), the report is now available on the NIST website.

    This report is especially relevant to the estimated 115 million people in the U.S. who live in areas of high wildfire risk. Many wildfires do not stay confined in remote forests. They can invade neighborhoods and destroy homes, sometimes with only minutes of advance warning. Traditional approaches to evacuation are less effective during such aggressive fires, which can outrun emergency notifications and cut off roads before residents can escape.

    “This report can save thousands of lives because it offers a science-backed approach to planning for worst-case scenarios,” said lead author Alexander Maranghides, a fire protection engineer at NIST. “We need a rigorous approach because we have seen, time and time again, that these fires are unforgiving.”

    For more than 120 years, NIST has performed research in fire safety and fire science, including many studies of fires at the wildland-urban interface. NIST frequently investigates past fires to learn lessons that will help save lives in future fires.

    NIST released the first version of the ESCAPE report in 2023 in conjunction with a case study on the evacuations during the devastating 2018 Camp Fire, which killed 85 people, incinerated more than 18,000 structures and destroyed the town of Paradise, California. The 2023 report took the lessons learned from that investigation and turned them into practical guidance for emergency managers, first responders and community leaders.

    ESCAPE provided communities with tools to prepare before the flames arrive. It was the first guidance of its kind. Thirty communities across California quickly incorporated the guidance into their evacuation planning over the last two years. NIST took their feedback along with information from recent fires to update this latest version of ESCAPE.

    Key Changes in the 2025 ESCAPE Guidance

    Three of the major changes to the latest version of ESCAPE are updates to guidance about temporary refuge areas, sudden fires and decision zones.

    Create ‘Temporary Fire Refuge Areas’ in Advance

    An example of a sign that can be posted at community-designated Temporary Fire Refuge Areas (TFRAs). The signs can contain valuable information in a crisis such as local emergency radio frequencies and a QR code for evacuation plans.

    The ESCAPE report introduces “Temporary Fire Refuge Areas” (TFRAs), pre-designated locations intended to increase survival odds when evacuation is no longer possible.

    Evacuation was not an option for many people in Paradise during the Camp Fire. Motorists encountered impassable traffic, and flames cut off escape routes.

    First responders quickly improvised and directed evacuees to open spaces with lower fire intensity, such as empty parking lots, cleared fields, and even the middle of wide roadways. NIST’s investigation found that these last-minute emergency decisions saved more than 1,200 people during the disaster.

    In the 2025 report, TFRAs are a new category of open spaces that are planned out in advance. Pre-planning these safe spaces allows local officials to ensure that there are enough of them, increase their fire resistance, and label them with clear signs.

    There are a few other emergency alternatives to evacuation in the report, which are explained in this latest version.

    These alternatives are no substitute for evacuation. They do not guarantee safety, but they can increase survival odds for those who can’t safely leave the area.

    Plan Ahead for ‘No-Notice’ Evacuations

    The Camp Fire trapped many residents before they even received evacuation warnings. Similar disasters, such as the Maui wildfires of 2023, left people with no time to prepare. The updated ESCAPE report emphasizes the importance of pre-planning for no-notice evacuations. This includes ensuring multiple evacuation routes (if possible), pre-designating TFRAs and safety zones, and preparing multiple methods of emergency communication.

    Create ‘Decision Zones’ for Evacuations

    Evacuation for a fire that’s miles away should look very different from a fire that’s about to reach the community. At some point, telling everyone to get in their cars and evacuate is more dangerous than telling them to find shelter in a nearby TFRA. The evacuation strategy should evolve as the fire gets closer, but it’s hard to know when to change tactics.

    ESCAPE advises that communities map out zones with different risk levels. If a fire crosses over into a more dangerous zone, then emergency responders should start making new decisions about their evacuation plan. The latest version of ESCAPE adds more flexibility to these “Decision Zones,” making more room for situational judgment.

    Bringing the Science of Wildfire Evacuation to Communities

    Now that the report is available, the NIST Wildland-Urban Interface Fire group is focused on working with officials who need to use it. The group collaborates with state and local governments to integrate ESCAPE recommendations into official wildfire response plans. To make the report more accessible, the new version includes fact sheets with summaries of the most important, high-level information.

    NIST’s experts have also created a new interactive online course that walks users through the core ideas of ESCAPE in a way that’s easier to learn from than the full 150-page report. This web tool is available free on the NIST website.

    In addition to providing online tools, NIST works alongside fire departments, urban planners and community leaders to promote education campaigns, evacuation preparedness drills and targeted outreach in fire-prone areas, helping them become more resilient and responsive when wildfires strike, not just for individual structures but for the community as a whole.

    “Most large buildings have fire evacuation plans,” said Maranghides. “In areas where there could be a wildfire, it’s just as important to have an evacuation plan for the entire community, including how to respond to no-notice events.”

         THE VICE PRESIDENT:  Hello.  Good to see everybody.  How we doing?

         Well, it’s an amazing privilege to be here in Jaipur.  I’m thrilled to address the Ananta Centre’s India-U.S. Forum, and I’m thrilled to have you all here with me.  Thanks to all of you, the business leaders, decision-makers, and, of course, the students for being here.  And thanks to our great team at the U.S. embassy for everything that you guys do for our country.
         In the United States, we’re proud of the deep connection between our nations — between India and the United States.  Prime Minister Modi, as most of you probably know, was one of the first visitors welcomed into the Oval Office during President Trump’s second term.  And like President Trump, the prime minister inspires remarkable loyalty because of the strength of his belief in his people and in his country. 
         Now, we’re so grateful for Prime Minister Modi’s hospitality, as well as the reception that he and everyone else in this country have given us on this first trip for me to India.  This is my first time visiting the birthplace of my wife’s parents, and she’s, of course, in the front row there.  There you are, Usha.  (Applause.) 
         You — she’s a bit of a celebrity, it turns out, in India.  I think more so than her husband.  But I haven’t been here long, but already I’ve been fortunate enough to visit the Akshardham Temple — did I pronounce that right, honey? — I did okay? — all right — with my family this morning, as a matter of fact.  And last night, Prime Minister Modi welcomed me, Usha, and our three small children at his beautiful home. 
         I’ve been amazed by the ancient beauty of the architecture of India, by the richness of India’s history and traditions, but also by India’s laser-like focus on the future.  And those things, I think — this appreciation for history and tradition, and this focus on the future — is very much something that I think animates this country in 2025.
         Now, in other countries I visited, it sometimes feels like there’s a flatness, a sameness, a desire to just be like everyone else in the world.  But it’s different here.  There’s a vitality to India, a sense of infinite possibility, of new homes to be built, new skylines to be raised, and lives to be enriched.  And there’s a pride in being Indian, a feeling of excitement about the days that lie ahead. 
         Now, it’s a striking contrast with too many in the West, where some in our leadership class seem stricken by self-doubt and even fear of the future.  To them, humanity is always one bad decision away from catastrophe.  The world will soon end, they tell us, because we’re burning too much fuel or making too many things or having too many children.  And so, rather than invest in the future, they too often retreat from it. 
         Some of them pass laws that force their nations to use less power.  They cancel nuclear and other energy generation facilities, even as their choices — the choices of these leaders — lead to more dependence on foreign adversaries.  Meanwhile, their message to their friends, to countries like India, is to tell them that they are not allowed to grow. 
         Well, President Trump rejects these failed ideas.  He wants America to grow.  He wants India to grow, and he wants to build the future with our partners all over the globe.  (Applause.)
         And when I look at this audience or when I visit this incredible country over these last couple of days, I see a people that will not be held back. 
         Now, the most profound responsibility I believe that all of us have is not to ourselves but to the next generation, to make sure we leave them with a better society than the one that our parents and our grandparents gave us.  And this is the world that America seeks to create with you. 
         We want to build a bright new world, one that’s constantly innovating, one that’s helping people to form families, making it easier to build, invest, and trade together in pursuit of common goals. 
         Now, I believe that our nations have much to offer one another, and that’s why we come to you as partners looking to strengthen our relationship. 
         Now, we’re not here to preach that you do things any one particular way.  Too often, in the past, Washington approached Prime Minister Modi with an attitude of preachiness or even one of condescension.  Prior administrations saw India as a source of low-cost labor on the one hand, even as they criticized the prime minister’s government — arguably the most popular in the democratic world.  And as I told Prime Minister Modi last night, he’s got approval ratings that would make me jealous.  (Laughter and applause.) 
         But it wasn’t just India.  This attitude captured too much of our economic relationship with the rest of the world, so we shipped countless jobs overseas and, with them, our capacity to make things — from furniture, appliances, and even weapons of war.  We traded hard power for soft power, because with economic integration, we were told, would also come peace through sameness.  Over time, we’d all assume the same sort of bland, secular, universal values no matter where you lived.  The world was flat after all.  That was the thesis, and that was what they told us. 
         And when that thesis proved false or at least incomplete, leaders in the West took it upon themselves to flatten it by any means necessary.  But many people across the world — and I think your country counts among them — they did not want to be flattened.  Many were proud of where they came from: their way of life, the kind of jobs they worked, and the kind of jobs their parents worked before them.  And that very much includes people in my own country, the United States of America. 
         Now, some of you are aware of my own background.  I actually didn’t plan to talk about my background at all until last night at dinner, while my children mostly behaved — we gave them A-minus for behavior with the prime minister — the prime minister said, “I have one request.  I want you to talk a little bit about your background.”  And so, I wanted to do that — for those of you who don’t know anything about me, I wanted to talk about it. 
         I come from — and I’m biased — the greatest state in the Union, the state of Ohio: a longtime manufacturing powerhouse in the United States of America.  My home, specifically, is a place called Middletown.  Now, it’s not a massive city by any means — it’s not Jaipur — but it’s a decent-sized town and a place where people make things, which has been a point of pride in Middletown for generations. 
    It’s filled with families like my own, some of whom called us “hillbillies” — Americans who came down from the surrounding hills and mountains of West Virginia, Tennessee, and Kentucky to cities like Middletown in pursuit of the manufacturing jobs that were creating widespread prosperity for families all across America.  They came to Middletown in search of what we call back home “the American dream.”
         In Middletown, my parents raised me, my grandparents raised me.  They taught us to work hard.  They taught me to study hard, and they taught me to love God and my country and always be good to your own. 
         My granddad, who I called “Papaw” growing up, he typified that.  Late into life, he worked as a steelmaker at the local mill, and I know India has a lot of those.  Papaw’s job gave him a good wage, stable hours, and a generous pension.  All that allowed him to support not just him and my grandmother but his own daughter and grandkids with him.  Now, by the time I came around, money was awfully tight, but he worked hard to make a good living for all of us. 
         Now, I know Papaw and Mamaw were grateful for the way of life their country made possible.  Their generation bore witness to the formation of America’s great middle class, and by creating an economy centered around production, around workers who build things, and around the value of their labor, our nation’s leaders then transformed their country and made thousands of little Middletowns possible. 
         The government supported its labor force.  We created incentives for productive industries to take root and struck good deals with international partners to sell the goods made in the United States of America. 
         But as America settled in to world historic prosperity it generated, our leaders began to take that very prosperity and what created it for granted.  They forgot the importance of building, of supporting productive industry, of striking fair deals, and of supporting our workers and their families. 
    And as time went on, we saw the consequences.  In my hometown, factories left, jobs evaporated.  America’s Middletowns ceased to be the lifeblood of our nation’s economy.  And the United States — as it became transformed, those very people — the working class, the background of the United States of America — were dismissed as backwards for holding on to the values their people had held dear for generations. 
    Now, Middletown’s story is my story, but it’s hardly unusual in the United States of America.  There are tens of millions of Americans who, over the last 20 or so years, have woken up to what’s happening in our nation.  But I believe they woke up well before it’s too late. 
    Now, like you, we want to appreciate our history, our culture, our religion.  We want to do commerce and strike good deals with our friends.  We want to found our vision of the future upon the proud recognition of our heritage, rather than self-loathing and fear. 
    I work for a president who has long understood all of this.  Whether through fighting those who seek to erase American history or in support of fairer trade deals abroad, he has been consistent on these issues for decades.  And as a result, under the Trump Administration, America now has a government that has learned from the mistakes of the past. 
    It’s why President Trump cares so deeply about protecting the manufacturing economy that is the lifeblood of American prosperity and making sure America’s workers have opportunities for good jobs.
    As we saw earlier this month, he will go to extraordinary lengths to protect and expand those opportunities for all Americans. 
    And so, today, I come here with a simple message: Our administration seeks trade partners on the basis of fairness and of shared national interests. 
    We want to build relationships with our foreign partners who respect their workers, who don’t suppress their wages to boost exports but respect the value of their labor. 
    We want partners that are committed to working with America to build things, not just allowing themselves to become a conduit for transshipping others goods. 
    And finally, we want to partner with people and countries who recognize the historic nature of the moment we’re in, of the need to come together and build something truly new — a system of global trade that is balanced, one that is open, and one that is stable and fair. 
    Now, I want to be clear: America’s partners need not look exactly like America, nor must our governments do everything exactly the same way, but we should have some common goals.  And I believe, here in India, we do in both o- — economics and in national security. 
    And that’s why we’re so excited.  That’s why I’m so excited to be here today.  In India, America has a friend, and we seek to strengthen the warm bonds our great nations already share. 
    Now, critics have attacked my president, President Trump, for starting a trade war in an effort to bring back the jobs of the past, but nothing could be further from the truth.  He seeks to rebalance global trade so that America, with friends like India, can build a future worth having for all of our people together. 
    And when President Trump and Prime Minister Modi announced in February that our countries aim to more than double our bilateral trade to $500 billion by the end of the decade, I know that both of them meant it, and I’m encouraged by everything our nations are doing to get us there. 
    As many of you are aware, both of our governments are hard at work on a trade agreement built on shared priorities, like creating new jobs, building durable supply chains, and achieving prosperity for our workers.
    In our meeting yesterday, Prime Minister Modi and I made very good progress on all of those points, and we are especially excited to formally announce that America and India have officially finalized the terms of reference for the trade negotiation.  I think this is a vital step.  (Applause.)  Thank you.  I believe this is a vital step toward realizing President Trump’s and Prime Minister Modi’s vision because it sets a roadmap toward a final deal between our nations. 
    I believe there is much that America and India can accomplish together.  And on that note, I want to talk about a few areas of collaboration today, how India and the United States can work together: first, perhaps most importantly, to protect our nations; second, to build great things; and finally, to innovate the cutting-edge technologies both our countries will need in the years to come. 
    Now, on defense, our countries already enjoy a close relationship — one of the closest relationships in the world.  America does more military exercises with India than we do with any other nation on Earth. 
    The U.S.-India COMPACT that President Trump and Prime Minister Modi announced in February will lay the foundation for even closer collaboration between our countries.  From Javelins to Stryker combat vehicles, our nations will coproduce many of the munitions and equipment that we’ll need to deter foreign aggressors — not because we seek war, but because we seek peace, and we believe the best path to peace is through mutual strength.  And the — launching the joint Autonomous Systems Industry Alliance will enable America and India to develop the most state-of-the-art maritime systems needed for victory. 
    It’s fitting that India, this year, is hosting the Quad Leaders’ Summit this fall.  Our interests in a free, open, peaceful, and prosperous Indo-Pacific are in full alignment.  Both of us know that the region must remain safe from any hostile powers that seek to dominate it. 
    Growing relations between our countries over the last decade are part of what led America to designate India a Major Defense Partner — the first of that class.  This designation means that India now shares, with the UAE, a defense and technology infrastructure and partnership with the United States on par with America’s closest allies and friends.
    But we actually feel that Indir- — India has much more to gain from its continued defense partnership with the United States, and let me sketch that out a little bit. 
    We, of course, want to collaborate more.  We want to work together more.  And we want your nation to buy more of our military equipment, which, of course, we believe is the best in class. 
    American fifth-generation F-35s, for example, would give the Indian Air Force the ability to defend your air space and protect your people like never before.  And I’ve met a lot of great people from the Indian Air Force just in the last couple of days. 
    India, like America, wants to build, and that will mean that we have to produce more energy.  That’s more energy production and more energy consumption.  And it’s one of the many reasons why I think our nations have so much to gain by strengthening our energy ties. 
    As President Trump is fond of saying, America has once again begun to “drill, baby drill.”  And we think that will inure to the benefit of Americans but it will also benefit India as well.
    Past administrations in the United States of America, I — I think motifated [motivated] by a fear of the future, have tied our hands and restricted American investments in oil and natural gas production.  This administration recognizes that cheap, dependable energy en- — is an essential part of making things and is an essential part of economic independence for both of our nations. 
    Of course, America is blessed with vast natural resources and an unusual capacity to generate energy, so much that we want to be able to sell it to our friends, like India.  Well, we believe your nation will benefit from American energy exports and expanding those exports.  You’ll be able to build more, make more, and grow more, but at much lower energy costs. 
    We also want to help India explore its own considerable natural resources, including its offshore natural gas reserves and critical mineral supplies.  We have the capacity and we have the desire to help.  Moreover, we think energy coproduction will help beat unfair competitors in other foreign markets. 
    But India, we believe, can go a long way to enhance energy ties between our nations.  And one suggestion I have is maybe consider dropping some of the nontariff barriers for American access to the Indian market.
         Now, I’ve talked about this, of course, with Prime Minister Modi.  And, look, President Trump and I know that Prime Minister Modi is a tough negotiator.  He drives a hard bargain.  It’s one of the reasons why we respect him.  (Applause.) 
         And — and we don’t blame Prime Minister Modi for fighting for India’s industry, but we do blame American leaders of the past for failing to do the same for our workers, and we believe that we can fix that to the mutual benefit of both the United States and India.
         Let me give an example.  American ethanol, we believe, made from the finest corn in the world, can play a tremendous role in enhancing our partnership.  And I know our farmers would be delighted to support India’s energy security ambitions.
         We welcome the Modi government’s budget announcement to amend India’s civil nuclear liability laws, which currently prevent U.S. producers from exporting small modular reactors and building larger U.S.-designed reactors in India.
         There’s much that we can create, much that we can do together.
         We believe that American energy can help realize India’s nuclear power production goals — and this is very important — as well as its AI ambitions.  Because, as the United States knows well and I know that India knows well, there is no AI future without energy security and energy dominance.
         And that brings me to my final point of collaboration.  I believe that the technological collaboration between our countries is going to extend well beyond defense and energy.
         The U.S.-India TRUST initiative that President Trump and Prime Minister Modi have launched will be a cornerstone of the partnership in the future.  It’ll build on billions of dollars of planned investments that American companies have already announced across India.
         In the years to come, we’re going to see data centers, pharmaceuticals, undersea cables, and countless other critical goods being developed and being built because of the American and Indian economic partnership.
         And I’ll say it again, I think that our nations have so much to gain by investing in one another: America investing in India and, of course, India investing in the United States of America.
         And I know that Americans, our people are excited about that prospect and that President Trump and I are looking forward to stronger ties. 
         Americans want further access to Indian markets.  This is a great place to do business, and we want to give our people more access to this country.  And Indians, we believe, will thrive from greater commerce from the United States.  This is very much a win-win partnership and certainly will be far into the future.
         And as I know this audience knows better than most, neither Americans nor Indians are alone in looking to scale up their manufacturing capacity.  The competition extends well beyond cheap consumer goods and into munitions, energy infrastructure, and all sorts of other cutting-edge technologies.  I believe that if our nations fail to keep pace, the consequences for the Indo-Pacific, but really the consequences for the entire world, will be quite dire.
         And this, again, is where India and the United States have so much to offer one another.  We’ve got great hardware — the leading artificial intelligence hardware in the world.  You have one of the most exciting start-up technology infrastructures anywhere in the world.
         There’s a lot to be gained by working together, and this is why President Trump and I both welcome India’s leadership in a number of diplomatic organizations, but, of course, in the Quad.
         We believe a stronger India means greater economic prosperity but also greater stability across the Indo-Pacific, which is, of course, a shared goal for all of us in this room and is a shared goal for both of our countries.
         I want to close with — with one last story, or maybe a couple of stories.  So, you know, my — my son Ewan is seven years old.  He’s our firstborn son.  And yesterday, after we — we had dinner at the prime minister’s house, the food was so good and the prime minister was so kind to our three children that Ewan came up to me afterwards, and he said, “Dad, you know, I think maybe I could live in India.”  (Laughter and applause.) 
         And — but I think after about 90 minutes in the Jaipur sun today at the great palace — (laughter) — he suggested that maybe we should move to England.  (Laughter.)  So, you take the — the good with the bad here.
         But I — I want to talk about Prime Minister Modi because I think he’s a special person.  I first met Prime Minister Modi at the AI Action Summit in February, and we had a lot of important discussions on AI and other policies to prepare for. 
         The prime minister also managed to figure out that my son Vivek was actually turning five years old on the trip.  This was in Paris just a couple of months ago.
         So, think about this.  Amid a huge international policy conference, he took the time to stop by where I was staying; wish our second son, Vivek, a happy birthday; and even bring him a gift.  Usha and I were both genuinely touched by his graciousness, and we have been even more impressed by his warmth since we arrived in India.
         Now, it’s interesting.  Some of you may know that when you’re a politician, your kids spend almost as much time in the limelight as you do.  And the — the great things about kids is they are brutally honest.  They’re brutally honest with everybody, whether you want them to be or not. 
         And our seven-year-old, our five-year-old, and then our — our three-year-old baby girl, Mirabel — it’s interesting.  They have only really been — they’ve only really attached themselves to; they’ve only really liked, I should say; they’ve only really built a rapport with — with two world leaders. 
         The fors- — first, of course, is President Trump.  He just has a certain energy about them — about him.  But Prime Minister Modi, it’s the exact same thing. Our kids just like him.  And I think that because kids are such good strong [judge] of characters, I just like Prime Minister Modi too, and I think it’s a great foundation for the future of our relationship.  (Applause.)
         I could tell then — I could tell when Prime Minister Modi came over a couple of months ago and I believe today that he is a serious leader who has thought deeply about India’s future prosperity and security, not just for the rest of his time in office but over the next century.
         And I want to end by making a simple overarching point.  We are now officially one quarter into the 21st century — 25 years in, 75 years to go.  And I really believe that the future of the 21st century is going to be determined by the strength of the United States-India partnership.  I believe — (applause) — thank you.
         I believe that if India and the United States work together successfully, we are going to see a 21st century that is prosperous and peaceful.  But I also believe that if we fail to work together successfully, the 21st century could be a very dark time for all of humanity. 
         So, I want to say, it’s — it’s clear to me, as it is to most observers, that President Trump, of course, intends to rebalance America’s economic relationship with the rest of the world.  That’s going to cause — fundamentally will cause profound changes within our borders in the United States, but, of course, with other countries as well.
         But I believe that this rebalancing is going to produce great benefits for American workers, it’s going to produce great benefits for the people of India, and because our partnership is so important to the future of the world, I believe President Trump’s efforts, joined, of course, by the whole country of India and Prime Minister Modi, will make the 21st century the best century in human history.  Let’s do it together.

  • MIL-OSI Security: York County Man Sentenced To 46 Months In Prison For Drug Trafficking

    HARRISBURG – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Glenn Jerome Bradley, age 61, of New Park, Pennsylvania, was sentenced on April 22, 2025, to 46 months’ imprisonment by United States District Judge Jennifer P. Wilson for possession with intent to distribute powder and crack cocaine.

    According to Acting United States Attorney John C. Gurganus, on February 27, 2020, police officers observed Bradley travel from his home in Pennsylvania to a location in Maryland and conduct a drug transaction. Upon stopping Bradley’s vehicle, officers recovered distribution quantities of crack and powder cocaine from Bradley’s person. Officers subsequently executed a search warrant on Bradley’s home; from Bradley’s master bedroom closet, officers recovered additional distribution quantities of powder and crack cocaine, more than $20,000 in cash, a loaded handgun, and drug distribution paraphernalia.

    The case was investigated by Homeland Security Investigations, the Baltimore County Drug Task Force, and the Pennsylvania State Police. Assistant U.S. Attorney David C. Williams prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    Hagåtña, Guam – SHAWN N. ANDERSON, United States Attorney for the Districts of Guam and the Northern Mariana Islands, announced that the following defendants pled guilty and were sentenced in the District Court of Guam on April 23, 2025:

    Antonio J. Toves, age 48, from Chalan Pago, Guam was sentenced to 12 months and one day for Conspiracy to Commit Wire Fraud and Unauthorized Use, Transfer, Acquisition, Alteration, or Possession of Supplemental Nutrition Assistance Program (SNAP) Benefits, in violation of 18 U.S.C. § 1343 and 7 U.S.C. § 2024.  He was also sentenced to serve 36 months imprisonment for Possession of Methamphetamine Hydrochloride with Intent to Distribute, in violation of 21 U.S.C. § 841(a)(l), and Possession of a Firearm in Furtherance of a Drug Trafficking Crime, in violation of 18 U.S.C. § 924(c)(1)(A).  The terms of imprisonment were also ordered to run consecutive.  The Court also ordered four years of supervised release, $40,869 in restitution, and $400 in mandatory special assessment fees.  Toves also forfeited several firearms and a Lexus vehicle.  Defendants convicted of SNAP fraud are barred from further participation in the program.

    Christina J. Toves, age 47, from Chalan Pago, Guam was sentenced to 12 months and one day for Conspiracy to Commit Wire Fraud, in violation of 18 U.S.C. §§ 1343 and 1349; Unauthorized Use, Transfer, Acquisition, Alteration, or Possession of Supplemental Nutrition Assistance Program (“SNAP”) Benefits, in violation of 7 U.S.C. § 2024(b)(1); and Illegal Possession of Firearms and Ammunition in violation of 18 U.S.C. § 922(g).  The Court also ordered three years of supervised release, $40,869 in restitution, and $300 in mandatory special assessment fees.  Toves was also ordered to forfeit several firearms, ammunition, and a Lexus vehicle.

    From September 2015 to September 2020, Antonio and Christina Toves defrauded the Guam Department of Public Health and Social Services (DPHSS) to obtain SNAP benefits to which they were not entitled. The couple made false statements about their household size and income.  They also failed to disclose to DPHSS that Christina Toves was employed as a social worker with the Guam Department of Corrections – information on which DPHSS relies in making benefits determinations. As a result of this deceit, they received $40,846.00 in fraudulently obtained SNAP benefits.

    Following his arrest, Antonio Toves was found in possession of over five grams of methamphetamine hydrochloride, two pistols, an AR-15 rifle, and over 800 rounds of ammunition.  Christina Toves was found in possession of a concealed handgun.

    “Citizens with low income rely on SNAP benefits to meet their nutritional needs,” stated United States Attorney Anderson.  “Unfortunately, some people seek to obtain these benefits through fraud and other abuse of the program.  Taxpayers deserve justice for this criminal conduct.  We will continue to pursue these prosecutions to ensure that federal funds are appropriately used.  As this case demonstrates, those who engage in this type of fraud, in addition to drug trafficking, risk significant federal penalties.”

    “Fraud, drugs and firearms are a dangerous mixture for failure,” said ATF Seattle Special Agent in Charge Jonathan Blais. “The Tove’s actions not only cost them prison time and restitution, but also cost the taxpayers of Guam because of their fraudulent claim and receipt of SNAP benefits.  This sentence is well deserved and should serve as a warning against anyone that illegal actions will be investigated and prosecuted.”

    This investigation was conducted by the Drug Enforcement Administration, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Guam DPHSS Investigation & Recovery Office.

    BEIJING, April 24 — Riding the wave of innovation and globalization, China’s private enterprises are demonstrating robust growth and vitality, playing a crucial role in the country’s economic landscape.

    In the first quarter of 2025, China’s major private industrial firms saw their value-added output rise by 7.3 percent year on year, outpacing the overall industrial sector, official data showed.

    In terms of investment and trade, private investment registered a 0.4 percent growth year on year in the first quarter, reversing a full-year decline in 2024, while private enterprises recorded a 5.8 percent increase in import and export value, with their share of total foreign trade rising to 56.8 percent.

    Westwell Technology, a Shanghai-based autonomous driving developer, reported a 300 percent surge in revenue in the first quarter compared to the same period last year.

    “We have truly felt the government’s support and expectations for private tech companies, which has strengthened our confidence in driving technological innovation going forward,” said Tan Limin, chairman of Westwell, who joined the latest episode of the China Economic Roundtable, an all-media talk show hosted by Xinhua News Agency.

    Liu Yonghao, chairman of New Hope Group — one of China’s leading agricultural conglomerates — was among the private entrepreneurs who attended the symposium.

    Speaking on the roundtable, he said, “In the new era, private enterprises must take on new roles, and traditional industries can be empowered by new quality productive forces.”

    According to Zhu Min, a member of the Senior Expert Advisory Committee at the China Center for International Economic Exchanges, Chinese private firms have vast potential to tap into areas such as globalization, intelligent operations, tech-driven manufacturing, green development and innovative services.

    He emphasized that private enterprises are set to become pioneers in building new industrial chains globally and are expected to play a particularly vital role in advancing artificial intelligence software.

    “This will greatly enhance the production efficiency, product quality, and product development of private enterprises,” Zhu said at the roundtable.

    Tan from Westwell said the company has aimed to build a global brand since its inception, aspiring to deliver more smart, made-in-China products as well as China’s new quality productive forces to the world.

    Zhu also expressed optimism about the future of China’s private sector, despite the challenges posed by external uncertainties triggered by tariffs and trade barriers.

    BEIJING, April 24 — Chinese private enterprises have embarked on a high-quality development path driven by strong innovation capabilities spanning various sectors, experts and entrepreneurs said during the latest episode of China Economic Roundtable, an all-media talk show hosted by Xinhua News Agency.

    Private enterprises and entrepreneurs are stepping up efforts to promote the integration of scientific and technological innovation and industrial innovation, said Liu Min, deputy head of the private economy development bureau under the National Development and Reform Commission.

    Traditional industries are constantly evolving toward high-end, intelligent and green development, she said. Strategic emerging industries such as artificial intelligence (AI), robots, commercial aerospace and biomedicine, as well as the cultural industry, are seeing innovative achievements sprout — with expanding application scenarios and a growing market, she noted.

    Official data shows that the output of industrial robots and service robots, a relatively high proportion of which are produced by private enterprises, surged by 26 percent and 20 percent, respectively, year on year in the first three months of 2025.

    “The private economy is at the forefront of science and technology innovation,” said Zhu Min, a member of the Senior Expert Advisory Committee of the China Center for International Economic Exchanges. He cited examples such as electric vehicles, lithium-ion batteries and photovoltaic products — all sectors where private enterprises play a leading role.

    Noting that China has high expectations regarding the role of AI-related private enterprises in its technological advancement, Tan Limin, president of WestWell, an autonomous-driving developer, said his company is determined to achieve more in scientific and technological innovation.

    He expressed the hope that the benefits of technological advancements will reach every part of the country.

  • MIL-OSI United Kingdom: Wouldn’t it be nice to have less congestion in York?

    City of York Council has today unveiled a new video starring eight York residents, business owners and students and poses a question – wouldn’t it be nice to have less congestion in York?

    The video opens with each person telling us about their experiences of transport in York, before going on to explain what the Council is doing about these issues.

    The first of two films to communicate the new Local Transport Strategy (LTS), which was adopted in 2024, this video highlights findings from the public consultation on the LTS. It also shows how this year alone £10m of nationally allocated, ringfenced funding is being invested in resurfacing pavements, roads and pathways; lighting; real-time bus information; a barrier removal programme, and delivering on our adopted Local Cycling and Walking Infrastructure Plan (LCWIP).

    The video will be followed in the coming weeks by a public consultation on improvements to the Park and Ride sites including accessible EV charging bays, new toilets (including Changing Spaces facilities), overnight parking facilities, plus better signage, lighting and integrated transport options.

    • An older woman who isn’t online so can’t check bus times before she leaves the house – our bus team have improved over 200 elements at bus stops, including real time information screens, better shelters, lighting and seating
    • A college student who doesn’t have buses running to their village – we work with each of the six bus operators in York to help subsidise existing services, and continue to work with the Mayor of York and North Yorkshire to ensure financial support for bus services offers better travel options for residents and businesses
    • A woman runner who has to choose different routes depending on lighting and personal safety considerations – our lighting teams have been installing new LED lights across the city, and will deliver future improvements at the Jubilee Terrace to Scarborough Bridge Riverside Path (where the runner was filmed)
    • A woman who uses an adapted cycle and would like to explore more of York – our LCWIP will help us create a more joined up and accessible cycle network, as well as increasing the number of accessible cycle parking spaces in the city centre. To further improve access for disabled residents, we have been increasing the number of Blue Badge holder bays across York
    • A business owner who explains the issues his delivery drivers face, with congestion causing problems for businesses. By encouraging more people to use public transport and travel by wheeling and walking, we aim to reduce the level of congestion in the city and miles travelled by vehicles by 20% by 2030
    • And a young person who just loves riding their cycle but faces a lot of traffic. By encouraging more people to leave the car at home where they can, we are creating better environments for people of all ages

    ‘Today marks an important and historic step in strengthening the international combating of organised crime and terrorism’, INTERPOL’s chief executive Ronald K. Noble said on Monday as he and his Europol counterpart Jürgen Storbeck signed a cooperation agreement between the two international police agencies.

    The signing concludes the successful negotiations between the International Criminal Police Organisation and the European Union’s Police Bureau on how to effectively join forces in fighting crime. Present at the ceremony, which took place in Brussels under the aegis of the EU Presidency currently held by Belgium, were also Antoine Duquesne, Belgium’s Minister of the Interior and Antonio Vitorino, the EU’s Justice and Home Affairs Commissioner.

    ‘In the fight against international terrorists and other criminals there is no excuse for duplicating law enforcement efforts but all the reason for efficient collaboration. Europol’s and INTERPOL’s move to share critical criminal intelligence will strengthen the work of both organisations’, said Secretary General Noble.

    ‘The world is today faced with severe threats from terrorism, the drugs trade, the trafficking in human beings, cyber crime, the trade in stolen vehicles and other organised crime. These are areas where our adversaries build alliances and join forces. To protect our citizens all of us engaged in law enforcement must do the same’, Mr Noble continued.

    ‘One immediate challenge to both Europol and INTERPOL is the obvious crime risks that will inevitably follow the introduction on 1 January 2002 of the Euro, the new European currency.   • MIL-OSI Global: The hidden history of Philadelphia’s window-box gardens and their role in urban reform

    It’s that time of year when Philadelphia row home owners with a green thumb fastidiously attend to their window boxes – selecting new plants to design an artful blend of colors, shapes and textures.

    Sonja Dümpelmann is a historian of landscapes and the built environment who lived in Philly from 2019 to 2023. During this time, she researched how female reformers and activists in Philadelphia in the 19th and 20th centuries tended to window-box gardens both for charity and to spur urban renewal in rundown neighborhoods.

    Dümpelmann recently published an article on this history in the architectural journal Buildings & Landscapes. She spoke with The Conversation U.S. about what she learned.

    How did you become interested in window boxes?

    When I first moved to Philadelphia from Cambridge, Massachusetts, in August 2019, I was immediately struck by the window boxes. The lushness and freshness of the plants in many of the boxes, and sometimes in sidewalk planters, made walking more pleasant and interesting. This was especially the case in the hot summer months when I would often see plants from subtropical and tropical climates in the Rittenhouse Square, Fitler Square and Graduate Hospital neighborhoods.

    I noticed that there were three categories of window boxes. Many were visibly cared for, often freshly planted and decorated several times a year in accordance with the changing seasons. Some were derelict and had spontaneous growth of saplings and different grasses. And a third category were boxes outfitted with plastic plants, perhaps signaling absentee owners or landlords who seek to simulate care.

    What makes them landscape architecture?

    Window boxes – especially the planted boxes, but also painted boxes that are empty – change outdoor space and building exteriors. They make them more colorful and interesting, and they break up plain vertical walls by protruding from the facade.

    You could say that the window boxes “greet” passersby. They connect private indoor space with the public realm of the street. As one early window-box promoter observed in 1903, “The man in the street gets as much enjoyment out of them as its owner.”

    Gardens in a box,” as they were also referred to by early promoters, can make homes and entire neighborhoods look and feel different. They forge distinct identities with their plant selection and the style and color of the boxes.

    How did window gardening begin?

    Window gardening became popular in Victorian England and continental Europe in the 19th century. It began as an indoor activity and was practiced especially by women, but it soon also moved outdoors. There it became part of what American women in the late 19th century called “municipal housekeeping.” It extended their conventional female roles as housekeepers and mothers into the larger “household” of the community.

    Window gardening became a means of female social reform during the Progressive Era. During this period in the late 19th and early 20th centuries, when industries and cities were growing fast, women sought to improve education, public health and living conditions, especially for poor and immigrant communities. By offering plants, flowers and entire window boxes, the women supported homemakers of lesser means.

    However, these boxes were also a way to make sure that order in and outside of homes was maintained. Window gardens became cultural symbols of cleanliness and good housekeeping. Furthermore, reformers considered window gardening as a practice that could help immigrants assimilate into American society.

    When did they become political?

    In Philadelphia there were two big window-gardening movements. The first occurred in the late 19th and early 20th centuries, and I describe it as window-box charity. The second, which I call window-box activism, began in the 1950s.

    Window-box charity was carried out primarily by white philanthropists and social workers who would distribute plants and goods sent from outside the city to the urban poor and sick, especially immigrants and Black Americans. Sometimes the window boxes were ready to be installed outside the windows. Other times recipients built and planted boxes themselves.

    Several decades later, in the mid-20th-century, plants became a vehicle for white suburban garden club ladies and Black inner-city residents to counter urban decay resulting from racism and public disinvestment. On annual planting days, the garden club ladies brought plants into the city and joined residents in planting and installing window boxes to brighten up their neighborhood blocks.

    Plants were key in both window-box charity and window-box activism. People came together to care for plants, creating friendships among neighbors and ties between low-income and wealthy neighborhoods. The women used plants and window boxes to protect private space and increase the safety of public space. In the 1960s, the Philadelphia police reported less crime on streets with window boxes.

    Of course, window boxes and plants alone could not solve larger urban social problems such as poor housing conditions and racial discrimination. So while they could be catalysts of neighborhood change, they also helped to camouflage and quite literally naturalize larger social problems that required political responses.

    Are they still linked to urban renewal?

    Like a smaller version of public parks, community gardens and street trees, window gardens can contribute to green gentrification. This occurs when the construction of parks or the planting of trees contributes to an increase in property values that leads to the displacement of long-term residents in low-income neighborhoods.

    Window gardening did help save some of Philly’s old row house neighborhoods from demolition during urban renewal beginning in the 1950s. However, quite a few of these neighborhoods – such as Washington Square West and Graduate Hospital – have since been gentrified, and families who once window gardened to turn their neighborhoods into more beautiful and safer places could no longer afford to live there.

    The 20th century window-box activism drew the attention of sociologists and other national and international observers, especially because it brought white and Black residents together during the tensions of the Civil Rights Movement. It also raised public awareness about unequal access to urban green spaces.

    Yet despite the movement’s good intentions and positive effects, racial segregation remains a persistent problem in Philadelphia.

    In gentrified parts of Center City today, new and restored row houses often include fixtures and built-in irrigation pipes for window boxes. Many owners outsource window-box planting and maintenance to paid service providers.

    But for lower-income residents, the costs in both time and money to install and maintain window gardens can be prohibitive.

  • MIL-OSI Security: Mill Village — UPDATE: RCMP upgrade charges to Second-Degree Murder

    The Southwest Nova RCMP Major Crime Unit has upgraded a charge to Second-Degree Murder after the death of the victim of an assault in Mill Village.

    On March 28, 2025, at approximately 3:30 a.m., Queens District RCMP and EHS responded to a weapons call at a home on Hwy. 3 in Mill Village. When officers arrived at the scene, they located a man with life-threatening injuries and learned that another man had left in a vehicle. The victim, an 84-year-old man, was transported to hospital by EHS, with injuries consistent with being stabbed.

    At approximately 7:45 a.m., officers located the suspect at home in Voggler’s Cove and he was safely arrested.

    Derek Dominix, age 60, of Mill Village, was subsequently charged with Attempt to Commit Murder and was remanded into custody.

    The Southwest Nova RCMP Major Crime Unit has taken carriage of the investigation. On April 22, 2025, the charge of Attempt to Commit Murder that had been laid against Dominix was upgraded to Second-Degree Murder. Dominix remains in custody and will appear in Bridgewater Provincial Court on May 15, 2025, at 9:30 a.m.

  • MIL-OSI Security: Memphis Man Pleads Guilty to Charges Related to 2024 Carjacking

    Memphis, TN – A Memphis man recently pled guilty to charges brought against him related to a carjacking committed in Memphis, Tennessee in May of 2024.  Joseph C. Murphy, Jr., Interim United States Attorney for the Western District of Tennessee, announced the guilty plea today.

    According to the information presented in court, on May 16, 2024, Jaylen Simpson, 23, hid in a Memphis resident’s backyard and confronted the resident when he was outside his home.  Simpson almost immediately shot the victim in the stomach before taking his car keys and driving off in the victim’s 2017 Kia Cadenza which had been parked in the driveway of the residence.

    After the carjacking, officers with the Memphis Police Department located Simpson and the stolen vehicle and gave chase.  Simpson eventually abandoned the Kia Cadenza and fled on foot. The MPD officers then apprehended Simpson and found a loaded semi-automatic pistol in his backpack.

    On April 15, 2025, after a day of jury selection, Simpson pled guilty to the federal crime of carjacking resulting in serious bodily injury and of the separate crime of using a firearm during a crime of violence.  He is scheduled to be sentenced on July 16, 2025 and faces a mandatory minimum sentence of 10 years for the discharge of the firearm up to life in prison.  A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    This case is part of Project Safe Neighborhoods, a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence and to make our neighborhoods safer for everyone.  On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results. 

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Memphis Police Department Violent Crime Unit investigated the case.

    Trial Attorney Ashleigh Atasoy, of the Department of Justice Criminal Division’s Violent Crime and Racketeering Section, and Assistant United States Attorney Stephen Hall, of the United States Attorney’s Office for the Western District of Tennessee, prosecuted the case.

  • MIL-OSI Australia: Fatal Crash – Lake Bennett

    The Northern Territory Police Force is investigating after a fatal crash occurred near Lake Bennett overnight.

    Around 8pm, the Joint Emergency Services Communication Centre received reports of a collision between two vehicles travelling in opposite directions on the Stuart Highway between Bachelor and Acacia Hills.

    Emergency services attended and initial first aid was provided before both drivers, a 25-year-old female and 35-year-old male, were both declared deceased.

    A crime scene was established, and the Major Crash Investigation Unit is investigating. Traffic diversions were in place for most of the night and the highway has since re-opened.

    Police urge anyone with information or with dash cam footage in the area to make contact on 131 444. Please quote reference number P25111702.

    Order intake

    Order intake for the first quarter of 2025 amounted to €3,778 million, down -27% at constant scope and exchange rates compared to the first three months of 2024 (-25% on a reported basis) due to a very high comparison base, particularly in the Defence segment. In the first quarter of 2024, Thales had recorded, among other contracts, two contracts with a unit value exceeding €500 million each: the third phase of the contract signed by Indonesia for the acquisition of Rafale aircraft (18 out of a total of 42), as well as an order for an air surveillance system for a military customer in the Middle East. However, the Group is benefiting from a robust commercial momentum in all its activities for this first quarter of 2025, particularly in the Aerospace segment. For reference, order intake amounted to €3,422 million in Q1 2023 and €3,033 million in Q1 2022.

    During the first quarter of 2025, Thales recorded five large orders worth over €100 million each, for a total of €707 million:

    • Order from Space Norway, Northern Europe’s leading satellite operator, for the supply of a telecommunications satellite, THOR 8;
    • Order from SKY Perfect JSAT to Thales Alenia Space for JSAT-32, a geostationary telecommunications satellite;
    • Signing of a contract between Thales and the European Space Agency (ESA) to develop Argonaut, a future autonomous and versatile lunar lander designed to deliver cargo and scientific instruments to the Moon;
    • Order from the Dutch Ministry of Defence for the modernisation and support of vehicle tactical simulators;
    • Order from the French Defence Procurement Agency (DGA) for the development, production, and maintenance of vetronics equipment for various Army vehicles as part of the SCORPION programme.

    At €3,071 million, order intake with a unit value of less than €100 million was down -10% compared to the first three months of 2024; meanwhile, those with a unit value of less than €10 million were slightly up in the first quarter of 2025.

    Geographically4, order intake in mature markets amounted to €2,914 million, similar to the first quarter of 2024 (+2% on a reported basis and a decrease of -1% at constant scope and exchange rates). Order intake in emerging markets amounted to €864 million (-61% as of March 31, 2025, in organic terms), affected by a very high comparison basis in these markets from the first quarter of 2024 (contracts for the Rafale in Indonesia and for an air surveillance system for a military customer in the Middle East mentioned previously).

    Order intake in the Aerospace segment totaled €1,530 million, compared to €1,003 million in the first three months of 2024 (+45% at constant scope and exchange rates). The Avionics market continued to benefit from strong demand across its various businesses and recorded one large order with a unit value exceeding €100 million in its Training and Simulation business. In addition, Space benefited in the first quarter from favorable phasing of expected 2025 order intake, with the notification of three large orders with a unit value greater than €100 million, two related to the telecommunications business and one to the exploration business.

    At €1,302 million (compared to €3,122 million in the first three months of 2024, representing an organic change of -59%), order intake in the Defence segment compared to a very high base in Q1 2024. One large order with a unit value over €100 million was recorded in the first quarter of 2025 compared to four in the same period in 2024. The Group reaffirms its objective of a book-to-bill ratio greater than 1 for the Defence segment in 2025.

    At €922 million, order intake in the Cyber & Digital segment was structurally very close to sales as most business lines in this segment operate on short sales cycles. The order book is therefore not significant.

    Sales

    Sales for the first quarter of 2025 reached €4,960 million, compared to €4,421 million in the first quarter of 2024, up 9.9%5 at constant scope and exchange rates (up 12.2% on a reported basis).

    Geographically6, sales recorded solid growth in both mature markets (+9.7% in organic terms), notably in the United Kingdom (+14.9%) and emerging markets with organic growth of +10.5% during the period.

    Sales in the Aerospace segment amounted to €1,342 million, up 13.5% compared to the first quarter of 2024 (+8.4% at constant scope and exchange rates). This growth reflects ongoing robust demand in the Avionics market, leading the business to grow double-digit and achieve a solid performance across all activities as well as in both civil and military domains. Sales in the Space business continue to be impacted by the weak demand observed over the past two years in telecommunications satellites.

    Sales in the Defence segment totaled €2,685 million, up +16.5% compared to the first quarter of 2024 (+15.0% at constant scope and exchange rates). This growth is observed across all businesses in the Defence segment, notably in land and air systems, which benefitted from production capacity expansion projects being deployed, especially for radars’ production.

    Sales in the Cyber & Digital segment stood at €903 million, down -1.5% compared to the first three months of 2024 (-2.1% at constant scope and exchange rates), reflecting contrasting trends:

    • Cyber businesses were stable in the first quarter of 2025 (+0.2% at constant scope and exchange rates):
      • The Cyber Security Products business is recording growth, leveraging Imperva’s complementary offer. The beginning of 2025 is moreover marked by the merger of the Imperva and Thales’ sales teams, a key step in the integration process that will unlock the full potential of the business, though its execution may generate some short-term disturbances;
      • The Cyber Premium Services business was impacted by a soft market demand start this first 2025 quarter, notably in Australia, and reported a decline in sales compared to the first quarter of 2024. For this business, which represents approximately 20% of total Cyber activity, the Group’s priority is to standardise operations to improve margins and focus the sales strategy on selective profitable growth segments.
    • In Digital businesses (down -3.6% at constant scope and exchange rates):
      • Sales from Payment Services returned to positive growth in the first quarter of 2025, after five consecutive quarters of decline;
      • Sales in Identity and Biometrics solutions declined. This business faced revenues downturn due to COVID in 2020. Post pandemic, an important catch-up effect occurred through to 2024, in the travel documents segment. As a consequence, the comparison effect is not favourable as this business is now normalising to a more usual run rate.

    Outlook

    Thales continues to benefit from a strong visibility in the vast majority of its businesses and enjoys a robust medium to long-term outlook.

    The Group has initiated preliminary work to assess the impacts of the increase in tariffs, as they are stand today. Such analysis takes into account the affected flows on the one hand, and the cases of exemption from tariffs on the other hand (such as in defence activities), along with certain protective contractual conditions in our export contracts (incoterms). Furthermore, Thales is working on mitigation plans in response to these new regulations: use of specific customs programmes such as duty drawback or temporary Importations under Bonds, the redirection of certain production flows, transfer pricing, supply chain adjustments (alternate sourcing), customer surcharging…

    These estimates are based on the latest available information on announced tariffs increases and exemptions as known on April 24, 2025, and Thales’ estimates to date. At this stage, the Group estimates that the net direct impact from those elements is contained. The potential indirect impact is not known at this stage.

    As a result, assuming no new disruptions of the macroeconomic geopolitical context and the evolution of new tariffs, Thales confirms all of its 2025 financial objectives, as listed below:

    • A book-to-bill ratio above 1;
    • Organic sales growth of between +5% and +6%, corresponding to annual sales in the range of €21.7 billion to €21.9 billion7;
    • An Adjusted EBIT margin between 12.2% and 12.4%.

    Annabelle Hopkins, of Sacramento, has been appointed Deputy Director of Government Affairs at the California Public Advocates Office. Hopkins has been Government Relations Manager at RWE Offshore Wind since 2024. She was Legislative Director at the Office of Assemblymember Jim Wood in the California State Assembly from 2022 to 2023. Hopkins held multiple positions in the Office of Senator Dave Min in the California State Senate from 2021 to 2022, including Legislative Director and Legislative Aide. She was a Senate Fellow in the Office of Senator Mike McGuire in the California State Senate from 2019 to 2020. Hopkins was the Finance Director/Policy Advisor for Audrey Denney for Congress from 2018 to 2019. She is a Board Member of FemDems and Young Professionals in Energy, Sacramento. Hopkins earned a Bachelor of Arts degree in Political Science and History from College of Wooster. This position does not require Senate confirmation, and compensation is $153,000.     Mandi Posner, of Gold River, has been appointed Deputy Director of the Center for Health Care Quality at the California Department of Public Health. Posner has been Chief of Field Operations for the South Division of the Center for Health Care Quality at the California Department of Public Health since 2021, where she has held multiple positions since 2016, including Branch Chief of Field Operations for the South Division, Los Angeles County Contract Manager, Staff Services Manager for Fiscal Operations, and Associate Governmental Program Analyst. Posner is a Member and California Representative of the Association of Health Facility Survey Agencies. She earned a Bachelor of Science degree in Recreation Administration from California State University, Chico. This position does not require Senate confirmation, and the compensation is $183,840. Posner is a Democrat.

    Yang Lee, of Sacramento, has been appointed Chief of Data Analytics and Strategy at the California Department of Developmental Services. Lee has been Deputy Director and Chief Financial Officer at the California Department of Social Services since 2022, where he was previously Assistant Director from 2020 to 2022. He held multiple positions at the California Department of Finance from 2008 to 2020, including Principal Program Budget and Finance Budget Analyst. Lee was a Legislative Assistant in the Office of Assemblymember Loni Hancock in the California State Assembly from 2006 to 2008. Lee earned a Master of Public Policy Analysis degree and a Bachelor of Arts degree in Ethnic Studies from California State University, Sacramento. This position does not require Senate confirmation, and the compensation is $198,660. Lee is a Democrat. 

    Heather Leslie, of Sacramento, has been appointed Chief Counsel at the California Office of Energy Infrastructure Safety. Leslie has been the Assistant General Counsel at the California Natural Resources Agency since 2021. She was a Deputy Attorney General at the California Department of Justice, Office of the Attorney General from 2015 to 2021. Leslie earned a Juris Doctor degree from University of California, Los Angeles School of Law and a Bachelor of Arts degree in Political Science from University of California, Berkeley. This position does not require Senate confirmation, and compensation is $198,000. Leslie is a Democrat.

    Cindy Gustafson, of Tahoe City, has been appointed to the State Board of Fire Services. Gustafson has been the District Five County Supervisor for the County of Placer since 2019. She was the Chief Executive Officer of the North Lake Tahoe Resort Association from 2017 to 2018. Gustafson held multiple positions at the Tahoe City Public Utility District from 1991 to 2017, including Director of Resource Development and Community Relations, Assistant General Manager, and General Manager. She was a Commissioner at the California Fish and Game Commission from 2005 to 2009. Gustafson is a Member of Tahoe Fund. She earned a Bachelor of Arts degree in History from Gustavus Adolphus College. This position does not require Senate Confirmation and there is no compensation. Gustafson is registered without party preference.

    Hampus Idsater, of Thousand Oaks, has been appointed to the Boating and Waterways Commission. Idsater has been an Investment Manager at Suntex Marina Investors since 2022. He was a Finance and Business Development Director at Hamner, Jewell & Associates from 2020 to 2022. Idsater was a Vice President at Eight Roads from 2015 to 2020. He was an Investment Manager at Fosun International from 2013 to 2015. Idsater was an Analyst at Morgan Stanley from 2011 to 2013. He is a Member of the Marine Recreation Association and Toastmasters International. Idsater earned a Master of Arts degree in Economics from University of Oxford.     What you need to know: California’s economy continues to dominate and grow at a faster rate than the world’s top economies, with new data showing it has overtaken Japan as the 4th largest economy in the world.

    SACRAMENTO  Governor Gavin Newsom today announced that California has officially overtaken Japan to become the world’s fourth-largest economy, according to newly released data from the International Monetary Fund (IMF) and the U.S. Bureau of Economic Analysis (BEA).

    “California isn’t just keeping pace with the world—we’re setting the pace. Our economy is thriving because we invest in people, prioritize sustainability, and believe in the power of innovation. And, while we celebrate this success, we recognize that our progress is threatened by the reckless tariff policies of the current federal administration. California’s economy powers the nation, and it must be protected.”

    According to the IMF’s 2024 World Economic Outlook data released yesterday, and BEA data California’s nominal GDP reached $4.1 trillion, surpassing Japan’s $4.02 trillion, and placing California behind only the United States, China, and Germany in global rankings. California’s GDP figure is based on the latest state-level GDP data from the BEA.

    Outperforming the nation

    California’s economy is growing at a faster rate than the world’s top three economies. In 2024, California’s growth rate of 6% outpaced the top three economies: U.S. (5.3%), China (2.6%) and Germany (2.9%). California’s success is long-term –the state’s economy grew strongly over the last four years, with an average nominal GDP growth of 7.5% from 2021 to 2024. Preliminary data indicates India is projected to surpass California by 2026.

    California is the backbone of the nation’s economy 

    With an increasing state population and recent record-high tourism spending, California is the nation’s top state for new business starts, access to venture capital funding, and manufacturing, high-tech, and agriculture.

    The state drives national economic growth and also sends over $83 billion more to the federal government than it receives in federal funding. California is the leading agricultural producer in the country and is also the center for manufacturing output in the United States, with over 36,000 manufacturing firms employing over 1.1 million Californians. 

    The Golden State’s manufacturing firms have created new industries and supplied the world with manufactured goods spanning aerospace, computers and electronics, and, most recently, zero-emission vehicles.
     

    Protecting California’s economy

    Governor Gavin Newsom is protecting California’s economy, and last week filed a lawsuit in federal court challenging the president’s use of emergency powers to enact broad-sweeping tariffs that hurt states, consumers, and businesses. The lawsuit seeks to end President Trump’s tariff chaos, which has wreaked havoc on the economy, destabilized the stock and bond markets, caused hundreds of billions of dollars in losses, and inflicted higher costs for consumers and businesses. These harms will only continue to grow, as President Trump’s tariffs are projected to shrink the U.S. economy by $100 billion annually.

    SACRAMENTO – California’s transition to zero-emission transportation is accelerating faster than ever thanks to incentives and investments from the state.

    Following an announcement last August on plans to expand California’s largest-in-the-nation zero-emission school bus fleet, Governor Gavin Newsom today announced that $500 million has been awarded for educational agencies to buy zero-emission school buses and chargers. 

    Governor Newsom also announced that California saw a 177% increase in the state’s Clean Truck and Bus Voucher Incentive Project (HVIP) from 2023 to 2024. This program is funded primarily with proceeds from the cap-and-trade program and provides point-of-sale discounts to make zero-emission trucks and buses more accessible for fleets and businesses. In February alone more than 200 HVIP-funded zero-emission trucks and buses were deployed with $31 million in incentives.

    California is paving the way to a cleaner, healthier future by investing in zero-emission vehicles across the state. From clean buses for kids in some of our most polluted communities to electric semi-trucks that provide the backbone for California businesses – we’re proving that clean transportation is here to stay.

    Why it matters

    🚌 Clean school buses funded by the state are expected to reduce 18,000 metric tons of greenhouse gas emissions annually — equivalent to taking more than 4,000 cars off the road for a year. Over 70% of the zero-emission school buses in use are in California’s most pollution-burdened communities.

     While trucks total just 6% of vehicles on California’s roads, they account for over 35% of the state’s transportation emissions. Clean vehicles purchased through HVIP are helping to significantly cut emissions statewide, with 340+ million miles logged since the start of the program. while.

    Investing in clean school buses

    The Zero-Emissions School Bus and Infrastructure (ZESBI) project has selected 133 educational agencies to receive 1,000 zero-emission school buses and related charging infrastructure in rural, low-income, and disadvantaged school districts and other local educational entities. The grants are expected to be finalized by the end of the year. A map of awardees can be viewed here.

    “Cleaning up the state’s school bus fleet is central to California’s efforts to provide clean transportation in priority communities that are disproportionately hurt by air pollution,” said California Air Resources Board Chair Liane Randolph. “The vast majority of these grants will go to local educational agencies that serve these communities.”

    To date, California has provided more than $1.3 billion in incentives to school districts, funding more than 2,300 zero-emission school buses, of which 1,100 are already in use. More than 300 California school districts and local education agencies have purchased at least one zero-emission school bus – and a few have made the switch to a 100% clean fleet.

    “California has set important benchmarks for removing internal combustion vehicles from our roads and replacing them with clean transportation,” said California Energy Commission Chair David Hochschild. “CEC is helping school districts move in that direction by funding ZESBI.”

    Zero-emission school buses play a key role in California’s efforts to achieve carbon neutrality by 2045 and help protect children who are particularly vulnerable to the health impacts from diesel exhaust. In California, all school bus purchases made by school districts will need to be zero-emission technology by 2035, with an extension until 2045 for frontier local educational agencies in rural communities.

    Incentivizing clean trucks and buses

    Over 15 years, the state’s Clean Truck and Bus Voucher Incentive Project (HVIP) invested $754 million, helping 2,000 fleets deploy 10,000 clean trucks and buses. These vehicles have logged 340+ million miles while significantly cutting emissions statewide. Over 5,000 HVIP-funded ZEVs are in production to meet surging demand.

    HVIP is a CARB program administered by CALSTART, a nonprofit transportation organization. Sales of new zero-emission trucks, buses and vans doubled in 2023 over the previous year, representing one out of every six new vehicles sold for services including last-mile delivery, freight transportation, and school buses. 16,327 charging and hydrogen fueling points for zero-emission trucks and buses are installed across the state.

    A total of 369 suspects have been arrested during the South African Police Service’s nationwide Operation Vala Umgodi, which targets illegal mining.

    The suspects, of different nationalities, were arrested for illegal mining-related offences and other crimes such as murder, attempted murder, unlawful possession of explosives and possession of suspected stolen property. 

    During Operation Vala Umgodi in the Northern Cape, 21 unpolished diamonds were seized in Kleinsee on 15 April, leading to the arrest of four suspects. Within days, the team seized 39 more unpolished diamonds and arrested five suspects on the R355 enroute to Port Nolloth on 21 April.

    Other items seized during Operation Vala Umgodi in the past week include five unlicensed firearms; 34 rounds of ammunition, and 15 vehicles including sedans, bakkies, trucks and trailers.

    Highlights of Operation Vala Umgodi in the past week include:

    • Free State: The Operation Vala Umgodi team in the province arrested 14 undocumented persons around Allenridge Rock Dam, Meloding Calaria location and Rathaba Hostel. More than 400 kilograms of gold bearing material and illicit gold processing equipment were seized.
    • Gauteng: On 19 April, the team in the province carried out an intelligence driven operation at the N12 informal settlement, Crystal Park. The operation resulted in the arrest of 15 illegal miners, various illegal mining equipment were seized, including ‘phendukas’ (used to refine and extract gold from ore) and gas cylinders.
    • Limpopo: Ten suspects were apprehended on charges of illegal mining and contravention of the Immigration Act on 18 April. Two of these suspects were nabbed for illegal processing of precious minerals in the Giyani policing area.    
    • Mpumalanga: A total of 27 suspects were apprehended in Barberton on 20 April 2025. One suspect was found in possession of explosives and another one was found in possession of ammunition.
    • North West: 104 undocumented foreign nationals were arrested and a variety of illegal mining equipment were also seized. The suspects were nabbed between 10 and 16 April in the Bojanala sub-district 1 and 2 (Brits and Rustenburg areas).

    “While progress is being made, continued vigilance and action are necessary to completely disrupt illegal mining networks. Public cooperation is vital in this regard, and all South Africans are encouraged to report illegal mining activities,” the South African Police Service said in a statement. – SAnews.gov.za
