  • MIL-OSI Africa: Lower Easter weekend road deaths in Western Cape

    The Western Cape Provincial Government has expressed encouragement over the slight decline in road-related fatalities during this year’s Easter long weekend. 

    However, road users are urged to continue to make responsible choices, especially with another long weekend approaching.

    Between 17 and 21 April 2025, a total of 22 fatal crashes were recorded in the province, resulting in 22 lives lost. This marks a decline when compared to the 26 road-related fatalities reported over the 2024 Easter period.

    According to the provincial government, the province recorded 22 fatalities, with 14 occurring on municipal roads and eight on provincial routes, with most of these incidents taking place within the Cape Metro area. 

    The fatalities included 14 pedestrians, five passengers, two drivers, and one motorcyclist.

    On Sunday, Minister of Transport, Barbara Creecy, said early indications showed a significant decrease in fatalities and crashes in all provinces, except Mpumalanga.

    She believes that the public has responded positively to the 2025 Easter Season Road Safety Arrive Alive campaign. 

    Since 20 March 2025, Creecy said officials stopped 782 000 vehicles and issued 116 000 fines. A total of 3 500 drivers were arrested for various offences, and 89 pedestrians were arrested for walking on highways.

    In addition, 2 200 unroadworthy vehicles were prevented from continuing their journey. 

    Meanwhile, the Western Cape Mobility Department said it had conducted 784 integrated operations across the province during the period, including roadblocks, vehicle checkpoints and speed control operations. 

    In the province, over 30 000 vehicles were stopped and checked, resulting in more than 19 000 fines for various offences, including 8 714 speeding violations.

    Emergency Medical Services

    From 7am on Friday last week until Tuesday morning, Emergency Medical Services (EMS) recorded a total of 7 988 incidents. 

    The most frequent types of calls included non-cardiac related pain, with 1 505 incidents, followed by respiratory complaints at 1 049, and assault-related injuries at 597.

    Transport-related emergencies included 85 pedestrian-vehicle accidents, 104 motor vehicle accidents and five incidents involving cyclists. 

    The province’s hospitals also managed high volumes at its emergency centres.

    According to the Hospital Emergency Centre Trauma Information System (HECTIS), 16 395 patient episodes were recorded over Good Friday to Tuesday this week. This includes 3 624 trauma-related cases, while 12 476 were non-trauma incidents. 

    The province also responded to several fatalities over the Easter weekend. These include 23 fatal shootings, six confirmed suicides and one drowning. 

    The Western Cape Health and Wellness MEC, Mireille Wenger, said the sustained demand for healthcare services highlighted the vital role healthcare workers play across the province. 

    “Each call and each hospital visit represents a person in crisis. We are deeply aware of the emotional and physical toll this takes, not only on our staff but also on affected families. Preventing trauma is a shared responsibility.” 

    Wenger urged residents to continue practising road safety, avoid abusing alcohol, and treat healthcare workers with respect. 

    “A safer province is only possible when we all do our part. Thank you to our EMS and hospital teams who worked throughout the long weekend, and for the care and commitment you continue to show our residents.”

  • MIL-OSI Russia: Record attendance at Moscow tram parade and exhibition.

    Moscow recently hosted a grand tram parade that attracted a record-breaking number of visitors. Over 220,000 residents and guests gathered to celebrate the city’s tram history, marking the highest attendance in the past five years.

    A procession of 11 trams travelled along a new route, starting from Shabolovka Street to Danilovskaya Manufactory and then back. Visitors had the unique opportunity to step inside the meticulously restored tramcars, explore their interiors, and take a closer look at vintage fare boxes and ticket punchers, once used for fare collection.

    The celebration extended to the newly renovated P.L. Apakov tram depot, which opened its doors to the public for the first time after an extensive reconstruction. The depot hosted an exhibition featuring over 20 historic tramcars from various generations, allowing attendees to sit on the seats, hold onto the handrails, and immerse themselves in the history of Moscow’s tram system.

    The event was more than just a parade. Visitors enjoyed live performances by musical and dance ensembles, with the renowned band «Moralny Kodex» headlining the program. Guests also participated in contests to win memorable prizes and sampled hearty dishes prepared in a field kitchen.

    Moscow Transport is proud to uphold the tradition of hosting tram parades in the capital. Last year, we organized three such events, drawing over 500,000 visitors. The tram parade at Shabolovka Street once again demonstrated that residents love and appreciate this wonderful mode of transport, which can rightfully be called a symbol of our city.   • MIL-OSI Australia: Arrest – Property offences – Alice Springs

    The Northern Territory Police Force has recovered three stolen motor vehicles and arrested an 18-year-old male in relation to property offences in Alice Springs last Thursday.

    About 6am, police were notified that an unknown number of offenders allegedly unlawfully entered a Government facility in Ciccone and stole three vehicles from the premises.

    Strike Force Viper members took carriage of the investigation and identified that one of the vehicles, a white Toyota Hilux, was allegedly used in a ram raid at a grocery store.

    Later that day at 3:30pm, the vehicle was recovered abandoned in scrubland behind Hidden Valley Camp and about 10:40pm at night, police apprehended an 18-year-old male in relation to the two incidents. He has since been charged with Burglary, Damage to property, Ram raid and Theft and was remanded to appear in Alice Springs Local Court tomorrow.

    A short time later, about 11:25pm, police received reports of one of the stolen vehicles allegedly driving erratically in Alice Springs CBD. A short time later, the vehicle was located bogged in the Charles Creek riverbed and police coordinated a response with members from Territory Safety Division and Strike Force Viper with the use of a drone and located and apprehended 3 male youths, two aged 13-years-old and a 17-year-old nearby. They were conveyed into the care of a responsible adult.

    The final vehicle, a white Toyota Troop Carrier, was recovered abandoned on Undoolya Road.

    Michelin, one of the largest, oldest and most respected tyre manufacturers in the world—known for fitting physical tyres for everything from bicycles to space shuttles—is now transitioning to software-led revenue. TameTire is one example of Michelin’s software offer that allows car manufacturers and motorsports teams to simulate real-world tyre performance to a high level of accuracy.

    Using complex algorithms, TameTire predicts tyre behaviours in reaction to various forces, torques and temperatures to help manufacturers produce better-handling car models at reduced costs, as well as allowing motorsports teams to test and fine-tune their vehicle setups in a more convenient and safer environment.

    TameTire is just one of several simulation products that Michelin deploys and protects using Thales Sentinel. Others include Canopy, which provides laptime simulation, vehicle modelling and setup exploration in record time, using the power of cloud computing and a proprietary collocation solver; and SiMiX, an initiative that provides datasets for vehicle manufacturers, racing teams and automotive supply chain organizations covering components, such as tyres, chassis and suspensions.

    Deputy Prime Minister Alexander Novak held a final meeting of the board of directors of the North Caucasus Federal District Development Institute, where the results of work for 2024 were presented. Andrey Yumshanov, CEO of Kavkaz.RF, delivered a report.

    Since 2021, Kavkaz.RF’s contribution to the economy has been participation in projects worth a total of 139 billion rubles, of which almost 70% are related to the creation and development of resorts, the rest are investments in other areas of the North Caucasus Federal District economy. There is an obvious steady increase in the share of banks in these projects. If in 2021 it was zero, then in 2024 it amounted to more than a third.

    “We are witnessing a change in the business attitude towards the North Caucasus Federal District and what the state, represented by Kavkaz.RF, is creating here. There are 76 SEZ residents operating at the resorts with a declared investment volume of 158 billion rubles, and 21 of them received the status in 2024. Plus, another 10 were added in the first quarter of this year, which indicates a serious increase in business interest in these sites. This became possible due to the active construction of infrastructure and the promotion of tourism products being created. Kavkaz.RF is today becoming a real center of competence in the tourism sector of the North Caucasus,” noted Alexander Novak.

    In 2024, residents began construction of four hotels on Elbrus, five on Mamison, and a large hotel on Veduchi under the management of Cosmos Hotel Group is being completed. It is planned that investors will invest 12.9 billion rubles this year. All this gives the right to expect an increase in tourist flow.

    Over the years of its existence, the company has commissioned more than 100 facilities, 11 of which were commissioned in 2024. Among these facilities last year were three technologically complex cable cars – on Elbrus, Arkhyz and Veduchi. Also, in record time, the main part of the infrastructure of the new resort “Mamison” was completed, the technical launch of which took place in March of this year.

    “Today, our main focus is on completing the construction of the infrastructure of the northern slope of the Veduchi resort. There are 5 out of 20 facilities left to be commissioned, including a unique road through the gorge. We are also starting the construction of the supporting infrastructure of the Caspian coastal cluster. Of all the facilities of the federal project “Five Seas and Lake Baikal”, we are the first to enter active construction,” Andrey Yumshanov noted in his speech.

    The CEO of Kavkaz.RF added that this year the construction of a new tourist ascent zone on Elbrus, a multifunctional service center on the Azau glade, as well as the recreation of the legendary “Shelter 11”, the concept of which can be seen at the Caucasus Investment Forum, will begin.

  • MIL-OSI NGOs: Meet three female Indigenous anti-war activists from Russia

    During Russia’s escalating repression following its full-scale invasion of Ukraine, 172 indigenous and decolonial organisations have been designated as “terrorist” by the Russian authorities.

    Amnesty International spoke to three female Indigenous rights activists from Russia, currently in exile, to discuss the impact of Russia’s war in Ukraine on their activism, their communities and women’s leadership.

    Zarema Gasanova is an Avar indigenous rights and feminist activist from Dagestan, Victoria Maladaeva is a Buryat-Mongolian activist and co-founder of the Indigenous of Russia Foundation, while Viliuia Choinova is an environmental engineer and Sakha activist from the Republic of Sakha, currently studying in Berlin.

    Amnesty: How did Russia’s full-scale invasion of Ukraine affect indigenous women in Russia?

    Victoria: Even before the war, women in Russia lacked protection from domestic violence. In the republics with a significant Indigenous population, such as Yakutia, Buryatia or the republics of the North Caucasus, men have been disproportionately affected by the military draft.

    In one village in Buryatia, local women raised the alarm as all the men from the village were drafted to be sent to fight in Ukraine. Now, as the drafted troops return home, there are reports of rising rates of domestic abuse and femicide.

    The Free Yakutia Foundation reported numerous cases of violence against women at the hands of men returning from the war. This is just the beginning; there will likely be even more cases when tens of thousands of soldiers return home.   

    Viliuia: Many Indigenous families in the north, including those in my native Republic of Sakha, rely on traditional subsistence activities such as reindeer herding, fishing, and farming. With men drafted en masse to fight Ukraine, women are left to take on physically demanding tasks that were traditionally shared or primarily carried out by men. This has significantly increased their workload and made survival more difficult, especially in regions with poor infrastructure and harsh climates.

    The war has also disrupted the ability to maintain traditional cultural practices, which require generational knowledge often carried by men, risking the loss of cultural continuity. With Indigenous populations already declining due to high mortality rates and low birth rates, the disproportionate drafting of Indigenous men further exacerbates this issue, threatening the long-term survival of Indigenous peoples.

    Zarema: While men are disproportionately drafted to the army, women are left to bear the brunt of resistance. When Vladimir Putin announced military mobilization in September 2022, large numbers of women in Dagestan came out to the streets to protest it. They confronted officials, reminding them that it’s not Ukraine that invaded Russia, formed barricades to block police cars and tried to liberate those arrested by the police. During the protest dispersals, police were particularly violent towards women – they pushed, beat, dragged and verbally abused them.

    Victoria: Indeed, it is women who hide their husbands and relatives from mobilization. Almost all requests for help I receive are from women searching for ways to keep their sons, husbands, or fathers from being sent to war. It is Indigenous women who write letters, reach out to human rights organizations, and fight for their loved ones.   

    Amnesty: How did the full-scale invasion affect your activism?

    Viliuia: Speaking out against Russia’s war in Ukraine and its colonial policies has become increasingly dangerous, with Indigenous activists facing imprisonment, exile, or violence. The recent designation of 172 Indigenous and ethnic organizations as “terrorist” has criminalized Indigenous activism, making legal operations nearly impossible and forcing many into exile or underground work.

    Despite the challenges, the conflict has also created new opportunities for collaboration, as international organizations are now paying greater attention to Indigenous issues in Russia and strengthening global solidarity with other decolonial movements.

    Zarema: I had to leave Russia due to the risk of persecution for my anti-war position. Now in exile, my activism has shifted towards raising awareness internationally, supporting Indigenous communities in resisting militarization, as well as creating networks of solidarity among Indigenous peoples facing similar struggles.

    The full-scale invasion has made Indigenous activism more dangerous, especially in the North Caucasus. Russia’s colonial narratives have long portrayed the Caucasus as aggressive and marginalized. The government frames any activism in the region as a threat to the state and labels Indigenous activists as societal dangers, making their dissent appear more menacing.

    Despite these challenges, Indigenous activists continue to speak out, drawing attention to systemic injustices and advocating for their communities.

    Victoria: Since the start of the war in Ukraine, my activism became more visible, and now I frequently receive threats. Although I don’t live in Russia, I have to take safety precautions, as there are threats to get to me even here in the United States. My social media accounts are constantly under attack, and at one point, I was receiving 3-5 hacking attempt notifications on my Instagram per day. 

    Despite that, activism has also introduced me to courageous and honest people from different regions. We are all united by a common struggle – the fight for the survival of our peoples. We are building networks of solidarity and working on joint projects. Together, we are strong, and we are each other’s support. 

    Amnesty: In a country like Russia, where most influential politicians are men, many Indigenous rights groups from Russia are led by women. What is the reason for this?

    Viliuia: The female leadership of the Indigenous rights movements reflects both Indigenous social structures and the colonial system. In the Republic of Sakha, societal roles between men and women have traditionally been more equal, with women often serving as matriarchs and playing central roles in decision-making, economic activities, and cultural preservation. This strong presence in both domestic and public life has translated into leadership in activism.

    In my family, women have been ambitious, pursuing university degrees, owning small businesses, and even becoming auto mechanics. Meanwhile, men have continued traditional ways of life or taken on practical jobs in housing, communal services, driving, and mining. This contrast mirrors a broader reality in Indigenous communities, where women often lead in education, business, and activism, while men are drawn to physically demanding labour that keeps them away from home for long periods.

    Zarema:  Indigenous women have a strong tradition of resistance, driven by their responsibility to preserve language, culture, and traditions under colonial oppression. Grassroots movements like Feminist Anti-War Resistance intersect feminist and decolonial agendas, providing a space for Indigenous women to combat both gender-based and colonial oppression. The authoritarian nature of the Russian government leaves no room for Indigenous political participation, forcing women to turn to grassroots activism.

    Zarema: There are multiple ways to support us. People from outside Russia can help amplify our voices by sharing our stories and perspectives. International media can help us challenge Russian propaganda and the Kremlin’s narratives that use Indigenous peoples as symbols of loyalty to the state. International organisations can help us advocate for Indigenous rights at international institutions like the UN, ensuring that Indigenous voices from Russia are included in discussions about human rights and decolonization. They can also help us establish connections between Indigenous activists from Russia and those from other colonized regions. Shared experiences and strategies can strengthen resistance efforts.

    By supporting Indigenous women in Russia, the international community contributes to both anti-war efforts and the broader fight for Indigenous rights and decolonization.

    Victoria: One of the biggest challenges we face is the lack of financial support for our projects. Indigenous organizations are not only marginalized but often have to operate on a volunteer basis. Having support in accessing funding would help us to step up our efforts.

    Viliuia: Despite the importance of our presence in global advocacy spaces, it remains difficult for Indigenous peoples to access these platforms, due to financial constraints, bureaucratic visa processes and exclusionary institutional structures. Addressing these challenges is essential to ensuring Indigenous perspectives are not just included, but prioritized in global decision-making processes.

    The war in Ukraine has exposed Russia’s colonial nature more clearly than ever before. Indigenous women from Russia are not just victims of this war – we are frontline defenders of our peoples, cultures, and lands. The international community must recognize our struggles, amplify our voices, and support our right to self-determination. Decolonization is not just a theoretical concept; it is a necessary process for justice and long-lasting peace.

    Sergei Sobyanin opened a new production complex of JSC Concern Kalashnikov, created on the territory of the special economic zone (SEZ) Technopolis Moscow in Pechatniki.

    “Technopolis Moscow is one of the largest special economic zones in our country. Today, there are more than 200 enterprises operating here, with 22,000 people employed. The most important thing is that it is developing very dynamically. Every year, we are growing by hundreds of thousands of square meters of space. High-tech enterprises in such industries as pharmaceuticals, microelectronics, automotive engineering, and a number of very serious scientific and high-tech developments are concentrated here. Today, the famous Kalashnikov concern is located in a beautiful, excellent production building. There is everything for work here: a good building, first-class personnel, cooperation with other enterprises. So, I hope that you will be comfortable working here,” the Mayor of Moscow noted at the opening ceremony of the complex.

    The construction of a high-tech production complex at the Pechatniki site of the Technopolis Moscow SEZ began in September 2023. The work took about a year.

    The 34,000 square meter facility will create about a thousand high-tech jobs. More than 25,000 square meters of space have been allocated for production lines.

    When implementing the architectural concept of the building, a number of advanced technical solutions were implemented, ensuring its high functionality. The use of high-speed industrial construction system technology made it possible to create a production building with large spans without internal columns and thus provide comfortable conditions for the placement of modern technological equipment of any configuration and dimensions.

    Particular attention was paid to logistics issues. Two unique hydraulic lifts allow for the prompt and safe transportation of loads weighing up to seven tons between floors. This increases the production speed several times due to the optimization of work processes.

    The use of gable rooflights with a pitch of 2.4 meters on the roof provides good natural lighting of production facilities during daylight hours.

    A bright accent was the innovative stemalite facade, combining aesthetic expressiveness with practical functionality. In addition to creating a unique architectural appearance, it significantly reduces heat loss and ensures a high level of energy savings for the entire complex.

    New Industry of Moscow

    According to Sergei Sobyanin, today there are more than 4.5 thousand enterprises operating in the capital. Year after year, the volume of production of popular and high-tech products increases. Over the past five years, the industrial production index in Moscow’s manufacturing industries has grown 2.3 times. Last year, Moscow manufacturers increased their output by 17.8 percent.

    The positive growth trend continues this year. In the first two months of 2025, the volume of industrial production in the capital increased by another 6.6 percent compared to the same period last year. Manufacturing enterprises increased their output by nine percent.

    The development of Moscow’s industrial potential is facilitated by a wide range of city support measures. Today, companies have access to more than 20 instruments that they can use to attract additional investment on preferential terms, obtain areas for production facilities, modernize equipment, enter into partnership agreements within the country, and enter foreign markets.

    One of the most popular tools is the localization of industrial enterprises in the special economic zone “Technopolis Moscow” – the center for the development of the capital’s advanced high-tech industry.

    SEZ Technopolis Moscow is a territory with a special legal status, where a preferential regime of entrepreneurial activity for investors operates. The special economic zone was created in 2006, but its active development began after the transfer of the project to the Government of Moscow in 2016. In eight years, SEZ Technopolis Moscow has become the largest in Russia both in terms of investment volume and the area of operating enterprises.

    SEZ residents are exempt from property, transport and land taxes for 10 years from the date of receiving resident status. The income tax rate for them is only two percent. The SEZ has a free customs zone regime and land lease benefits. Upon completion of the construction of a real estate object, it is possible to buy out the leased land plot for one percent of its cadastral value.

    The area of 10 SEZ sites (Pechatniki, Alabushevo, Mikron, MIET, Angstrem, Rudnevo, Krasnaya Pakhra, Khrunicheva, Tolstopaltsevo and KMZ), where high-tech enterprises are located, exceeds 390 hectares, taking into account new investment sites included in 2024. More than 1.6 million square meters of industrial and public-business areas have been built in the special economic zone. This year, it is planned to increase them to 2.3 million square meters (to commission 0.7 million square meters of new, most modern industrial areas), in 2026 – to three million square meters, by 2027 – to 4.5 million square meters.

    It is expected that by the end of 2025, the accumulated volume of budget and private investments by companies will amount to approximately 460 billion rubles.

    Four inter-industry clusters have been formed in the Technopolis Moscow SEZ: pharmaceuticals, electric vehicle manufacturing, photonics and microelectronics, and unmanned aircraft systems.

    The total area of the commissioned facilities is 500 thousand square meters of industrial and office-laboratory real estate. Today, the Pechatniki site houses 130 high-tech companies that have created jobs for 7.8 thousand people. The total investment volume has exceeded 80 billion rubles.

    Among the key residents and tenants are the Lassard company, which produces laser material processing machines, Moskvich (produces cars), Atom (electric cars), Renera (energy storage systems), NextTouch (interactive equipment), Mesopharm (innovative drugs for injection and aesthetic medicine), Bureau 1440 (satellite communication elements), Neoros (optical transceivers, multiplexers and splitters), and now the Kalashnikov concern.

    Currently, about 500 thousand square meters of industrial buildings are under construction to accommodate production facilities in the fields of mechanical engineering, electric vehicle manufacturing, instrument making, machine tool manufacturing, microelectronics, aerospace, medical technologies and products.

    The Competition Commission of India has approved the proposed combination involving acquisition of 100% equity shareholding of the AAM India Manufacturing Corporation Private Limited by Bharat Forge Limited with voluntary modifications.

    Bharat Forge Limited (BFL) is a global provider of safety and critical forged components and solutions to various sectors including automotive, railways, defence, construction, mining, aerospace, marine, and oil & gas. It manufactures and supplies metal forging products including certain forged axle sub-components in India and outside India. Certain promoters of BFL (BNK Family) have controlling shareholding (through BF Investments Ltd.) in two joint ventures with Meritor Heavy Vehicle Systems, LLC (acquired by Cummins Inc. in 2022), in India i.e., Meritor HVS (India) Limited (MHVSIL) and Automotive Axles Limited (AAL).

    AAM India Manufacturing Corporation Private Limited (AAMCPL) is a company incorporated in India and is primarily engaged in the business of manufacture and sale of axles for commercial vehicles in India.

    The proposed combination is an acquisition of 100% equity shareholding of the AAMCPL by BFL. Prior to BFL acquiring the AAMCPL, (a) AAMCPL will hive-off (i) its ‘Pune Business Office’ which is engaged in the provision of captive IT support and product engineering services, and (ii) components business division that purchases vehicle components and exports the same to other group entities of AAMCPL (as pass-through sales), to one or more affiliates of its parent company – American Axle & Manufacturing Holdings Inc. (AAM Holdco), and (b) e-axle assembly lines that are currently housed in AAM Auto Component (India) Private Limited, another wholly owned subsidiary of AAM Holdco in India, will be acquired by the Target (Proposed Combination).

    The Commission approved the proposed combination subject to compliance of voluntarily modifications offered by the Parties.

    “A Historic Friendship; A Partnership for Progress”

    At the invitation of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia, Hon’ble Prime Minister of the Republic of India, Shri Narendra Modi paid a State Visit to the Kingdom of Saudi Arabia on April 22, 2025.

    This was Prime Minister Shri Narendra Modi’s third visit to the Kingdom of Saudi Arabia. It followed the historic State Visit of HRH Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia’s visit to India in September 2023 to participate in the G-20 Summit and co-chair the first meeting of the India- Saudi Arabia Strategic Partnership Council.

    His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, received Prime Minister Shri Narendra Modi at Al-Salam Palace, Jeddah.They held official talks, during which they recalled the strong bonds of historically close friendship between the Republic of India and the Kingdom of Saudi Arabia. India and Saudi Arabia enjoy a strong relationship and close people-to-people ties marked by trust and goodwill. The two sides noted that the solid foundation of the bilateral relationship between the two nations has further strengthened through the strategic partnership covering diverse areas including defense, security, energy, trade, investment, technology, agriculture, culture, health, education, and people-to-people ties. Both sides also exchanged views on current regional and international issues of mutual interest.

    Prime Minister Shri Narendra Modi congratulated HRH Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of Kingdom of Saudi Arabia for Saudi Arabia’s successful bids for World Expo 2030 and FIFA World Cup 2034.

    The two leaders held constructive discussions on ways to strengthen the strategic partnership between India and the Kingdom of Saudi Arabia. The two leaders also co-chaired the second meeting of the India-Saudi Arabia Strategic Partnership Council (SPC). The two sides reviewed the progress of the Strategic Partnership Council since their last meeting in September 2023. Both leaders expressed their satisfaction with the outcomes of the work of the two Ministerial Committees, namely: (a) the Committee on Political, Security, Social and Cultural Cooperation and their subcommittees and (b) the Committee on Economy and Investment and their Joint Working Groups, in diverse fields. In this context, the Co-Chairs of the Council welcomed the expansion of the Strategic Partnership Council to four Ministerial Committees reflecting the deepening of the Strategic Partnership, by addition of the Ministerial Committees on Defence Cooperation, and Tourism and Cultural Cooperation. The two leaders noted with appreciation the large number of high-level visits across various Ministries that have built trust and mutual understanding on both sides. At the end of the Meeting, the two leaders signed the Minutes of the Second Meeting of the India-Saudi Arabia Strategic Partnership Council.

    The Indian side expressed its appreciation to the Saudi side for the continuing welfare of around 2.7 million Indian nationals residing in the Kingdom, reflecting the strong people- to-people bonds and immense goodwill that exists between the two nations. The Indian side also congratulated Saudi Arabia for successfully holding the Haj pilgrimage in 2024 and expressed its appreciation for the excellent coordination between the two countries in facilitating Indian Haj and Umrah pilgrims.

    Both sides welcomed the growth of the economic relationship, trade and investment ties between India and Kingdom of Saudi Arabia in recent years. The Indian side congratulated the Saudi side for progress achieved on the goals under Vision 2030. Saudi side expressed appreciation for India’s sustained economic growth and the goal of Viksit Bharat or becoming a developed country by 2047. Both sides agreed to work together in areas of mutual interests to fulfill respective national goals and achieve shared prosperity.

    Both Leaders noted with satisfaction the progress made in the discussions under the High-Level Task Force (HLTF), constituted in 2024 for promoting investment flows between the two countries. Building on the endeavor of Saudi Arabia to invest in India in multiple areas including energy, petrochemicals, infrastructure, technology, fintech, digital infrastructure, telecommunications, pharmaceuticals, manufacturing and health, it was noted that the High-Level Task Force came to an understanding in multiple areas which will rapidly promote such investment flows. They noted the agreement in the High-Level Task Force to collaborate on establishing two refineries. The progress made by this Task Force in areas such as taxation was also a major breakthrough for greater cooperation in the future. The two sides affirmed their desire to complete negotiations on the Bilateral Investment Treaty at the earliest. The Indian side appreciated the launch of India Desk at the Public Investment Fund (PIF) to act as the nodal point for investment facilitation by PIF. They observed that work of the High-Level Task Force underscores the growing economic partnership between India and Saudi Arabia focusing on mutual economic growth and collaborative investments.

    The two sides affirmed their commitment to strengthening their direct and indirect investment partnership. They commended the outcomes of the Saudi-India Investment Forum, held in New Delhi in September 2023, and the active cooperation it achieved between the public and private sectors from both countries. They also commended the expansion of investment activities by Indian companies in the Kingdom, and appreciated the role of the private sector in enhancing mutual investments.The two sides valued the activation of the Framework of Cooperation on Enhancing Bilateral Investment between Invest India and Ministry of Investment of Saudi Arabia. Both sides agreed to facilitate enhanced bilateral cooperation in the startup ecosystem, contributing to mutual growth and innovation.

    In the field of Energy, the Indian side agreed to work with the Kingdom to enhance the stability of global oil markets and to balance global energy market dynamics. They emphasized the need to ensure security of supply for all energy sources in global markets. They agreed on the importance of enhancing cooperation in several areas in the energy sector, including the supply of crude oil and its derivatives including LPG, collaboration in India’s Strategic Reserve Program, joint projects across the refining and petrochemical sector, including manufacturing and specialized industries, innovative uses of hydrocarbons, electricity, and renewable energy, including completing the detailed joint study for electrical interconnection between the two countries, exchanging expertise in the fields of grid automation, grid connectivity, electrical grid security and resilience, and renewable energy projects and energy storage technologies, and enhancing the participation of companies from both sides in implementing their projects.

    The two sides emphasized the importance of cooperation in the field of green/clean hydrogen, including stimulating demand, developing hydrogen transport and storage technologies, exchanging expertise and experiences to implement best practices. The two sides also acknowledged the need to work on developing supply chains and projects linked to the energy sector, enabling cooperation between companies, enhancing cooperation in the field of energy efficiency and rationalizing energy consumption in the buildings, industry, and transportation sectors, and raising awareness of its importance.

    With regard to climate change, both sides reaffirmed the importance of adhering to the principles of the United Nations Framework Convention on Climate Change and the Paris Agreement, and the need to develop and implement climate agreements with a focus on emissions rather than sources. The Indian side commended the Kingdom’s launch of the “Saudi Green Initiative” and the “Middle East Green Initiative”and expressed its support for the Kingdom’s efforts in the field of climate change. The two sides stressed the importance of joint cooperation to develop applications of the circular carbon economy by promoting policies that use the circular carbon economy as a tool to manage emissions and achieve climate change objectives.The Kingdom of Saudi Arabia appreciated India’s contributions to global climate action by pioneering initiatives like International Solar Alliance, One Sun-One World-One Grid, Coalition of Disaster Resilient Infrastructure (CDRI) and Mission Lifestyle for Environment (LiFE) and Global Green Credit Initiative.

    Both sides expressed satisfaction at the steady growth in bilateral trade in recent years with India being the second largest trading partner for Saudi Arabia; and Saudi Arabia being India’s fifth largest trading partner in 2023-2024. Both sides agreed to further enhance co-operation to diversify their bilateral trade. In this regard, both sides agreed on the importance of increasing visits of business and trade delegations, and holding trade and investment events. Both sides reiterated their desire for commencing negotiations on the India-GCC FTA.

    The two sides appreciated the deepening of the defence ties as a key pillar of the Strategic Partnership, and welcomed the creation of a Ministerial Committee on Defence Cooperation under the Strategic Partnership Council. They noted with satisfaction the growth of their joint defence cooperation including numerous ‘firsts’ like the first ever Land Forces exercise SADA TANSEEQ, two rounds of the Naval Exercises AL MOHED AL HINDI, many high-level visits, and training exchanges, towards ensuring the security and stability of the region. They welcomed the outcomes of the 6th meeting of the Joint Committee on Defence Cooperation held in Riyadh in September 2024, noting the initiation of staff-level talks between all three services. Both sides also agreed to enhance defence industry collaboration.

    Noting the continuing cooperation achieved in security fields, both sides highlighted the importance of this cooperation for better security and stability. They also emphasized the importance of furthering cooperation between both sides in the areas of cybersecurity, maritime border security, combating transnational crime, narcotics and drug trafficking.

    Both sides strongly condemned the gruesome terror attack in Pahalgam, Jammu and Kashmir on 22 April 2025, which claimed the lives of innocent civilians. In this context, the two sides condemned terrorism and violent extremism in all its forms and manifestations, and emphasized that this remains one of the gravest threats to humanity. They agreed that there cannot be any justification for any act of terror for any reason whatsoever. They rejected any attempt to link terrorism to any particular race, religion or culture. They welcomed the excellent cooperation between the two sides in counter-terrorism and the terror financing. They condemned cross-border terrorism, and called on all States to reject the use of terrorism against other countries, dismantle terrorism infrastructure where it exists, and bring perpetrators of terrorism to justice swiftly. Both sides stressed the need to prevent access to weapons including missiles and drones to commit terrorist acts against other countries.

    The two sides noted the ongoing cooperation in field of health and efforts to combat current and future health risks and health challenges. In this context, they welcomed the signing of the MOU on Cooperation in the Field of Health between the two countries. The Indian side congratulated the Kingdom of Saudi Arabia for successfully hosting the Fourth Ministerial Conference on Antimicrobial Resistance in Jeddah in November 2024. Indian side welcomed the initiatives taken by the Saudi Food and Drug Authority to address issues related to reference pricing and fast track registration of Indian drugs in Saudi Arabia. Both sides also welcomed the extension of the MoU on Co-operation in the Field of Medical Products Regulation between Saudi Food and Drug Authority and Central Drugs Standard Control Organization (CDSCO) for a further period of five years.

    Both sides underscored the importance of co-operation in technology including in new and emerging domains such as Artificial Intelligence, cybersecurity, semi-conductors etc. Highlighting the importance of digital governance,both sides agreed to explore collaboration in this area. They also expressed satisfaction on signing of the MOU between Telecom Regulatory Authority of India and Communications, Space and Technology Commission of Kingdom of Saudi Arabia for cooperation in regulatory and digital sectors.

    Both sides noted that the MoU on space cooperation signed during this visit will pave the way for enhanced cooperation in the field of space, including utilization of launch vehicles, spacecraft, ground systems; applications of space technology; research and development; academic engagement and entrepreneurship.

    Both sides noted the growth of cultural cooperation between the Kingdom of Saudi Arabia and the Republic of India through active engagement in key sectors such as heritage, film, literature, and performing and visual arts. The creation of a Ministerial Committee on Tourism and Cultural Cooperation under the Strategic Partnership Council marks a significant step toward deepening this partnership.

    Both sides also agreed to enhance cooperation in tourism including through capacity building and sustainable tourism. They also noted the expansion of various opportunities in media, entertainment, and sports, supported by the strong people-to-people ties between the two countries.

    Both sides appreciated the long-standing cooperation between the two countries in the areas of agriculture and food security, including trade of fertilizers. They agreed to pursue long-term agreements for the security of supply, mutual investments and joint projects towards building long-term strategic cooperation in this area.

    The two sides commended the growing momentum in educational and scientific collaboration between the two countries, underscoring its strategic importance in fostering innovation, capacity building, and sustainable development. The Saudi side welcomes the opportunities for leading Indian universities to have presence in Saudi Arabia.The two sides also stressed the value of expanding cooperation in labour and human resources and identifying opportunities for collaboration.

    Both sides recalled the signing of the Memorandum of Understanding on the Principles of an India-Middle East-Europe Economic Corridor along with other countries in September 2023 during the state visit of HRH Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of Kingdom of Saudi Arabia to India and expressed mutual commitment to work together to realize the vision of connectivity as envisaged in the Corridor, including the development of infrastructure that includes railways and port linkages to increase the passage of goods and services, and boost trade among stakeholders, and enhance data connectivity and electrical grid interconnectivity. In this regard, both sides welcomed the progress under the MoU on Electrical Interconnections, Clean/Green Hydrogen and Supply Chains signed in October 2023. Both sides also expressed satisfaction on the increase in shipping lines between the two countries.

    The two sides stressed the importance of enhancing cooperation and coordination between the two countries in international organizations and forums, including the G20, the International Monetary Fund, and the World Bank, to bolster efforts to address the challenges facing the global economy. They commended the existing cooperation between them within the Common Framework for Debt Treatment Beyond the Debt Service Suspension Initiative (DSSI), which was endorsed by the G20 leaders at the Riyadh Summit 2020. They stressed the importance of enhancing the implementation of the Common Framework as the main and most comprehensive platform for coordination between official creditors (developing country creditors and Paris Club creditors) and the private sector to address the debt of eligible countries.

    The two sides affirmed their full support for the international and regional efforts aimed at reaching a comprehensive political solution to the crisis in Yemen. The Indian side appreciated the Kingdom’s many initiatives aimed at encouraging dialogue between the Yemeni parties, and its role in providing and facilitating access of humanitarian aid to all regions of Yemen. The Saudi side also appreciated the Indian effort in providing humanitarian aid to Yemen.The two sides agreed on the importance of cooperation to promote ways to ensure the security and safety of waterways and freedom of navigation in line with the United Nations Convention on the Law of the Sea (UNCLOS).

    The following MoUs were signed during the visit:

    • MoU between Department of Space, India, and Saudi Space Agency in the field of space activities for peaceful purposes.

    • MoU between Ministry of Health and Family Welfare, Republic of India and Ministry of Health, Kingdom of Saudi Arabia & on Cooperation in the Field of Health.

    • Bilateral Agreement between Department of Posts, India and Saudi Post Corporation (SPL) for inward foreign surface parcel.

    • MOU between National Anti-Doping Agency of India (NADA), India, and Saudi Arabia Anti-Doping Committee (SAADC) for cooperation in the field of anti-doping and prevention.

    Both sides agreed to hold the next meeting of the Strategic Partnership Council on a date mutually agreed upon. As the two nations march ahead with economic and social developments in their respective countries, they also decided, that they will continue communication, coordination and cooperation across various sectors.

    At the end of the visit, Prime Minister Shri Narendra Modi, expressed his sincere thanks and appreciation to His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, for the warm reception and generous hospitality extended to him and his accompanying delegation. He also conveyed his best wishes for continued progress and prosperity of the friendly people of the Kingdom of Saudi Arabia.     Online auction of vehicle registration marks to be held from May 8 to 12 
         A spokesman for the TD said, “A total of 120 Ordinary VRMs will be available at this online public auction. The list of VRMs (see Annex) has been uploaded to the E-Auction website. Applicants who have paid a $1,000 deposit to reserve the Ordinary VRM for auction should also register as an E-Auction user in advance in order to participate in the online bidding, including placing the first bid at the opening price of $1,000. Otherwise, the VRMs reserved by them may be bid on by other interested bidders at or above the opening price. Auctions for VRMs with ‘HK’ or ‘XX’ as a prefix, special VRMs and personalised VRMs will continue to be carried out through physical auctions by bidding paddles, and their announcement arrangements remain unchanged.”
     
         Members of the public participating in the online bidding should take note of the following important points:
     
    (1) Bidders should register in advance as an E-Auction user by “iAM Smart+” equipped with the digital signing function; or by using a valid digital certificate and an email address upon completion of identity verification. Registered “iAM Smart” users should provide their Hong Kong identity card number, while non-Hong Kong residents who are not “iAM Smart” users should provide the number of their passport or other identification documents when registering as E-Auction users.
     
    (2) Bidders are required to provide a digital signature to confirm the submission and amount of the bid by using “iAM Smart+” or a valid digital certificate at the time of the first bid of each online bidding session (including setting automatic bids before the auction begins) to comply with the requirements of the Electronic Transactions Ordinance.
     
    (3) If a bid is made in respect of a VRM within the last 10 minutes before the end of the auction, the auction end time for that particular VRM will be automatically extended by another 10 minutes, up to a maximum of 24 hours.
     
    (4) Successful bidders must follow the instructions in the notification email issued by the TD to log in to the E-Auction within 48 hours from the issuance of email and complete the follow-up procedures, including:
     (5) A VRM can only be assigned to a motor vehicle registered in the name of the purchaser. Relevant information on the Certificate of Incorporation must be provided by the successful bidder in the Purchaser Information of the Memorandum of Sale if the VRM purchased is to be registered under the name of a body corporate.
     
    (6) Successful bidders will receive a notification email around seven working days after payment has been confirmed and can download the Memorandum of Sale from the E-Auction. The purchaser must apply for the VRM to be assigned to a motor vehicle registered in the name of the purchaser within 12 months from the date of issue of the Memorandum of Sale. If the purchaser fails to do so within the 12-month period, in accordance with the statutory provision, the allocation of the VRM will be cancelled and a new allocation will be arranged by the TD without prior notice to the purchaser.

  • MIL-OSI Asia-Pac: PIONEERING ELECTRIC VEHICLE COURSE SUCCESSFULLY COMPLETED

    [PRESS RELEASE – 9 APRIL 2025] – The first ever certified local course for electric vehicle (EV) mechanics has been completed, with the participants receiving their certificates today in a ceremony held at the National University of Samoa (NUS).

    Thirty one drivers and vehicle operators from different Government Ministries and Authorities, and automotive trainers and teachers from the National University of Samoa, Don Bosco Technical College, and Laumua o Puna’oa Vocational School, have completed the four-day Train the Trainers course on EV automotive Professional Continuation Training (PCT), that was conducted at NUS.

    The training was run by EV specialist, Paul Corbert, from REPCO New Zealand, and was made possible under the Japan-funded CAP-IT Project which promotes clean, green transport, and implemented by the United Nations Development Programme (UNDP) in close partnership with the Government of Samoa through the Ministry of Works, Transport and Infrastructure.

    “This training is part of a broader effort under CAP-IT to build capacity where it matters most — in our institutions, in our teachers, and in our young people. This is only the beginning. As we roll out new curricula, upgrade automotive workshops in three schools – which we launched yesterday, and scale up access to EV infrastructure, we are also investing in people — people like you — who will make this transition real, relevant, and lasting,” said Aliona Niculita, UNDP Resident Representative.

    The trainers will now pass on their newfound skills and knowledge to their students, who will become the new generation of EV professionals who will lead the transition to green transport in Samoa.

    “I’m grateful for this course and the new knowledge and skills I have gained, along with my fellow teachers, which will go a long way in helping us to train and teach our youth at our school at Don Bosco Technical Centre at Alafua on this relatively new concept of green transport,” said Teaali’i Aukusitino Kalolo, Head of Department, Automotive and Mechanical Education at Don Bosco.

    This course is the operationalization of the new curriculum and EV mechanics education that was launched yesterday, along with the Transport and Infrastructure Sector Decarbonization Strategy and Sustainable Land Use and Mobility Plan.

    The design and rollout of this training programme was done in collaboration with the KVA consortium of Samoa and FLOW Consultants of New Zealand.

    [PRESS RELEASE 08 April 2025] – A significant educational milestone has been reached, with the opening of electric vehicles (EV) automotive workshops in three vocational institutions in Samoa, namely the National University of Samoa, Don Bosco Technical Centre, and Laumua o Puna’oa Technical College.

    These workshops will be supported by the incorporation of an EV mechanics curriculum as a Professional Continuing Training (PCT) programme of these schools, pending the signing of a Memorandum of Understanding soon.

    These will equip students with essential knowledge and skills in EV automotive and electrical fields, preparing them to become certified EV mechanics, and laying the foundation for integrating EV training into national education.

    These were highlighted today at a ceremony at Don Bosco, Alafua, which also celebrated the launch of the Transport and Infrastructure Sector Decarbonization Strategy and Sustainable Land Use and Mobility Plan, with Prime Minister, Fiame Naomi Mata’afa, doing the honours.

    “Transport is a key enabler of connectivity — supporting trade, employment, education, and healthcare. Yet, it is also one of the largest contributors to carbon emissions in Samoa. The importance of these Plans are clear: it ensures that Samoa remains steadfast in its commitment to transitioning to a lower-carbon future. It encompasses new legislation, policy changes, financing initiatives, and interventions to support our transportation needs in a way that minimizes environmental harm while ensuring that future generations benefit from enhanced mobility,” said Olo Fiti Afoa Vaai, Minister for the Ministry of Works, Transport and Infrastructure.

    These new developments have all been made possible under the CAP-IT Project – Climate Action Pathways for Island Transport – which aims to facilitate Samoa’s transition to a more clean and sustainable transport sector.

    The project is funded by the Government of Japan, and jointly implemented by the United Nations Development Programme (UNDP), and the Government of Samoa through the Ministry of Works, Transport and Infrastructure.

    “Japan is proud to support Samoa’s long-term journey towards a cleaner, more resilient transport sector. By advancing policies, building skills, and providing infrastructure through the CAP-IT project, we are investing in a sustainable future led by Samoa’s youth and powered by innovation,” said Ryotaro Suzuki, Ambassador of Japan to Samoa.

    The Transport Sector Decarbonization Strategy and Sustainable Land Use and Mobility Plan will guide Samoa’s transition from fossil fuel dependency to a decarbonized transport sector. This shift will not only reduce carbon emissions but also improve transport services, ensuring a healthier and more sustainable Samoa.

    “The long-term benefits of these initiatives extend far beyond environmental stewardship. They create jobs, empower our youth, and open new economic opportunities in the burgeoning field of sustainable transport. UNDP remains steadfast in supporting Samoa’s capacity-building efforts, fostering innovation, and implementing policies that drive systemic change in our transport sector,” said Aliona Niculita, UNDP Resident Representative in Samoa.

    The CAP-IT project is a component of the Japan-funded US$36.8 million regional project, ‘Promoting Green Transformation in the Pacific Region towards Net-zero and Climate-Resilient Development’, also supporting Papua New Guinea, Timor-Leste, and Vanuatu in achieving their green transformation ambitions for a more inclusive, climate-resilient future.

    [PRESS RELEASE 07 April 2025] – The Samoa Airport Authority (S.A.A.) wishes to clarify the recent vehicle screening operations conducted at the entry gate of Faleolo International Airport.

    The SAA’s decision to implement random screening of vehicles entering the airport premises was made in response to serious and escalating threats to public safety, security and airport property. Over the past several months, there have been three separate incidents involving violent disputes on airport grounds including in the public car park area. These incidents involved the use of dangerous weapons such as machetes and alarmingly, the discharge of firearms.

    These occurrences represent a threat to the safety and security of travelers, airport personnel, and the general public. As stipulated in the Airport Authority Act 2012, relevant by-laws, operating procedures and codes of practices, the SAA may exercise all necessary measures to prevent such threats from materializing again.

    It is important to note that the initial intent of the screening operation was to carry out a brief series of security-related questions to the general public entering the Airport, not to conduct physical searches of vehicles or personal belongings. Unfortunately, there was a miscommunication with some members of our security teams, which resulted in unintended and more extensive screening procedures at the entry point in recent days.

    While we regret the inconvenience this may have caused, the decision was made with the safety and security of all airport users as the highest priority. We are currently reviewing our communication and operational protocols to ensure clarity and consistency in the future.

    The Samoa Airport Authority appreciates the understanding and cooperation of the public as we continue to work towards providing a safe and secure environment at Faleolo International Airport.

    Lord Collins of Highbury visited Uganda on 3 and 4 April to reinforce the UK’s commitment to sustainable development and mutual economic growth.

    UK Minister for Africa Lord Collins with British High Commissioner Lisa Chesney, CEO of Uganda Airlines Jenifer Bamuturaki, and Minister of Works and Transport Katumba Wamala, at a reception to mark the Uganda Airlines’ direct flight to the UK, scheduled for 18 May 2025.

    During his 2-day visit, Lord Collins announced the launch of a new UK-Uganda Growth Dialogue between the UK and the Ministry of Finance, Planning and Economic Development.

    The UK-Uganda Growth Dialogue will be a quarterly series of discussions on commercial deals, business environment and economic policy to identify opportunities to increase trade and investment between the 2 nations. It will unblock barriers to trade and create new opportunities for collaboration.

    Lord Collins visited areas of UK investments such as Zembo, a leading e-mobility company in Uganda, which has received financing from UK Innovate and Private Infrastructure Development Group.

    Uganda’s green transition

    Funding has accelerated the adoption of electric motorcycles and other zero-emission vehicles, reducing carbon emissions and saving the average boda driver US$500 annually on traditional fuel and maintenance costs. The investment supports Uganda’s transition to greener mobility while creating new job opportunities.

The direct flights are expected to enhance trade, tourism, and people-to-people links between the UK and Uganda, further strengthening the 2 countries’ historic relationship.

    The introduction of direct flights between Entebbe and London Gatwick marks a pivotal moment in our efforts to deepen ties and foster mutual growth. We are excited about the opportunities this new connection will bring.

    Restrictions on movement and total siege making aid operations almost impossible – Oxfam 

    As Gaza enters the eighth week of an Israel-imposed siege, blocking aid, vital supplies and commercial goods, Oxfam staff are describing conditions as the “stuff of nightmares”, with Israel’s mass forced displacement orders spreading terror, Oxfam said.  

    Israel has issued repeated forced displacement orders to clear out civilian populations from its renewed airstrikes and attacks on Gaza since 18 March, which has left about 70% of the Strip under displacement orders or “no go” zones, affecting more than 500,000 people. Many have been pushed into inhospitable, unsafe and inaccessible areas.  

    Since 2 March, Israel has allowed no aid or commercial goods to enter Gaza. Many humanitarian agencies have been forced to pause their operations. Oxfam and its partners have not received a single aid truck, food parcel, hygiene kit or any other essential equipment since the siege began. Oxfam’s supplies are nearly exhausted, with only a few water tanks remaining in Gaza City. 

    Palestinians in Gaza are now emotionally and physically exhausted after 18 months of airstrikes and ground offensives, repeated forced displacement orders and restrictions on basic services since October 7, 2023. 

    “It’s hard to explain just how terrible things are in Gaza at the moment. Our staff and partners are witnessing scenes of carnage and despair every day. People are in terror, fearing for their lives as displacement orders tell them, with little notice, to move with whatever they can carry.”

    The recent escalations in efforts by Israel to bombard, deprive and displace the Palestinian population of Gaza, sees Oxfam and partner organizations severely restricted and struggling to provide support to civilians, who are facing starvation and relentless violence.  

    One Oxfam staff member, who was displaced under fire twice in one week after the forced evacuation of Rafah, said nearly everything had been destroyed. She described the sounds of gunfire at night and people crying in the street, not knowing where to go. Another Oxfam worker said the experiences were “the stuff of nightmares” – people crying for help under piles of rubble, with others desperately trying to flee with injured family members, and others facing a daily struggle to find anything to drink or eat.  

    Clemence Lagouardat, Oxfam Response Lead in Gaza said:  

    “It’s hard to explain just how terrible things are in Gaza at the moment. Our staff and partners are witnessing scenes of carnage and despair every day. People are in terror, fearing for their lives as displacement orders tell them, with little notice, to move with whatever they can carry. 

    “The restrictions on internal movement are also making it very difficult to carry out vital, life-saving work. With so many people displaced, the strains on dwindling resources and operational needs are massive. What little aid we have left inside Gaza is hard to get to people living in makeshift shelters and tents when travel is so dangerous.” 

    Mohammad Nairab, Executive Manager, Palestinian Environmental Friends Association (PEF), one of Oxfam’s partners in Gaza said: 

    “Since the war resumed many of our teams have been displaced. We have had to continue our work despite the lack of safety, as countless people rely on us for water, especially during these dire times. Nothing could have prepared us for such an unprecedented war. The damage we face—both psychological and physical—is profound and cannot be undone.” 

    Oxfam says that people are struggling to find safe drinking water, with facilities bombed or unable to operate since Israel cut the last remaining electricity supplies needed to run sanitation facilities. Backup generators are of little use because fuel stores are depleted. The prices of what little food is available have skyrocketed, and many people are at risk of extreme hunger.  

    Lagouardat said: “We must see an end to this terror and carnage right now, with a lifting of the siege to allow urgent humanitarian aid to reach all of those in need.”  

    Oxfam is calling for a renewed and permanent ceasefire, the safe return of Israeli hostages and illegally detained Palestinian prisoners, and immediate and unfettered aid access at scale in Gaza. Oxfam reiterates its call for justice and accountability for all those affected. States should stop selling arms to Israel, risking complicity in war crimes and crimes against humanity.

    Until May 4th registration extended for the track and field relay race along the Garden Ring, which will take place on May 17 after a long break. It is expected that 12 thousand people will take part.

    The prize fund will be one and a half million rubles, and the winners will receive cars as the main prizes. For first place in the race in the absolute standings, participants will receive new Moskvich 3e cars, for second place – 200 thousand rubles, for third – 100 thousand rubles.

    Winners will also be determined in the relay in each category – among students, amateurs and corporate. The first place will receive 150 thousand rubles, the second – 100 thousand, and the third – 50 thousand rubles.   • MIL-OSI Europe: A “Need for Chaos” Powers Some Americans’ Support for Elon Musk

    Who are the Americans that want to tear down social institutions?  Answers by Kevin Arceneaux, Director of Sciences Po’s Centre for Political Research (CEVIPOF) and Dannagal G. Young, Professor at the University of Delaware. An article initially published by our partner The Conversation.

    A video of a Las Vegas Tesla dealership that had been set on fire by anti-Elon Musk protesters was posted on March 18, 2025, by an account on X called EndWokeness.

    The next day Musk replied to the post, “Some people just want to watch the world burn,” an iconic line from the 2008 Batman film “The Dark Knight.” Alfred, the Wayne family’s faithful butler, says the line to Bruce Wayne – Batman – to describe the motivations behind the Joker’s chaotic acts of violence.

    Musk – and Alfred – was right. Some people do, in fact, say they think that society should be burned to the ground. It’s part of a psychological measure political psychologists created called “need for chaos.”

    New data from the Center for Political Communication at the University of Delaware suggests that those people – the ones who want society to burn – are the ones with more, not less, trust in Musk. They also report more trust in the Department of Government Efficiency, the government entity Musk advises, which the Trump administration claims it created to cut government waste and fraud.

    Yet, critics point out that Musk and DOGE’s seemingly indiscriminate approach to spending cuts risks damaging the infrastructure necessary for American innovation.

    This desire to watch the world burn doesn’t come out of nowhere.

    Fear of losing status

    Somewhat like the Joker, whose perpetual sense of victimhood – “You wanna know how I got these scars?” – drove his need for chaos and destruction, people can develop a need for chaos in response to a sense that they are losing.

    When political psychologists introduced this concept of “need for chaos” in 2021, they described it not as a psychological trait, but as a character adaptation that occurs when some people experience a cultural and political situation that makes them feel like they are losing status and power. For some people, this feeling triggers a desire to “burn it all down” – “it” being society, institutions, the world – maybe to rebuild it all anew, or maybe just to see it all destroyed.

    Only a small percentage of the U.S. population – less than 15% – tends to score high in need for chaos. But even so, understanding this minority is important to gaining insight into this political moment.

    For example, people who score high in need for chaos exhibit greater support for political violence and a willingness to knowingly share hostile and false information online. And in our data, those higher in need for chaos report holding more trust in Musk, DOGE and Trump than people who score lower in the need for chaos measure.

    Who wants to burn it down

    We are political psychologists who study the link between psychological traits and political beliefs. Last month, the University of Delaware’s Center for Political Communication ran a national survey that we designed to understand where the public stands on various political issues and how those beliefs relate to psychological traits, including need for chaos.

    In our national study of 1,600 Americans conducted between Feb. 27-March 5, 2025, by YouGov, we asked respondents how much they agreed or disagreed with the following statements:

    • “I fantasize about a natural disaster wiping out most of humanity such that a small group of people can start all over”

    • “I think society should be burned to the ground”

    • “We cannot fix the problems in our social institutions; we need to tear them down and start over”

    • “I need chaos around me – it is too boring if nothing is going on”

    Similar to prior work by author Kevin Arceneaux and his colleagues, our data shows that a very small number – fewer than 20% of the sample – agrees strongly or agrees somewhat with each item.

    However, looking at need for chaos among groups of varying ages, education levels and media habits, we find the highest need for chaos scores among people under age 40, those with less education, and those who pay the least attention to politics.

    Musk fans more inclined to ‘tear down’ social institutions

    A nationally representative survey of 1,600 Americans taken between Feb. 27 and March 5, 2025, found that 18.2% of all Americans “strongly agreed” or “somewhat agreed” with the statement: “We cannot fix the problems in our social institutions; we need to tear them down and start over.” People who expressed “a lot” or “a great deal” of trust in presidential adviser and billionaire Elon Musk were more inclined to agree than the average American. People with lower levels of trust in Musk, or none at all, were less likely to agree with the desire to tear things down and start again.

    Burning it down through government policy

    Our new data also shows that while people highest in need for chaos report having more trust in Musk, DOGE, and President Trump, these chaos-seeking folks report having less trust in “people in general,” journalists or the federal government. These findings hold even when statistically accounting for other factors, among them party, race, gender, education and ideology.

    Musk’s penchant for wielding chainsaws as a symbol of DOGE’s work provides some insight into why chaos seekers may like what they see in Musk.

    It’s not clear exactly what Musk’s aim is with his work at DOGE, as he eliminates the jobs of hundreds of thousands of government workers.

    What is clear, however, is that by many accounts, the mass firings and the gutting of agencies, like the U.S. Agency for International Development and the Institute for Peace, are sowing chaos. And a significant portion of Americans want just that.

In recent weeks the government has acted to save British Steel, safeguarding the future of steelmaking in the UK and protecting 2,700 jobs in Scunthorpe and up to 37,000 jobs in the wider supply chain, announced a £20 billion boost to UK Export Finance which will give thousands of British access to government-backed financing and announced new measures to give British car makers certainty and stability, and to support them on the transition to electric vehicles. Earlier this month over 3 million workers in shops, restaurants and workplaces across the UK received a pay boost worth £1,400 a year for an eligible full-time worker, while also rolling out free breakfast clubs in primary schools putting £450 a year in the pockets of working parents and protecting the payslips of working people from higher taxes.

    She will hold discussions with finance ministers about the opportunities to strengthen economic ties with Britain, including members of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Talks with European finance ministers will also focus on going further and faster to increase defence spending and improve cooperation in response to continued Russian aggression and the invasion of Ukraine.

    Reeves will hold her first in person meeting with her US counterpart Treasury Secretary Scott Bessent about working together to deepen the UK-US economic partnership through a new trade agreement.

    In Washington, the Chancellor will also meet with business leaders to talk about the government’s Plan for Change to kickstart economic growth. She will champion Britain as the best place to live, work and grow a business, highlighting the government’s ambition to go further and faster to tackle the barriers to investment. By backing the builders not the blockers, through reforms to the National Planning Policy Framework – which alone is expected to deliver an extra 170,000 homes by 2029/30, as well upcoming the Planning and Infrastructure Bill and a government pledge to cut the administrative cost of regulation on business by a quarter, making Britain the best place to do business and drive economic growth.

  • MIL-Evening Report: Australia needs bold ideas on defence. The Coalition’s increased spending plan falls disappointingly short

    Just as voting has begun in this year’s federal election, the Coalition has released its long-awaited defence policy platform. The main focus, as expected, is a boost in defence spending to 3% of Australia’s GDP within the next decade.

    If elected, Opposition Leader Peter Dutton says a Coalition government will spend A$21 billion over the next five years to bring defence spending to 2.5% of GDP. It would aim to reach 3% five years after that.

    This sounds impressive, but as shadow Defence Minister Andrew Hastie notes, this isn’t a huge increase, given it’s over many years.

    In dry fiscal planning terms, Labor’s defence spending plan would amount to 2.23% of GDP in budget year 2028–29, while the Coalition’s plan would be expected to reach around 2.4% by that time.

    While the Coalition’s costings are yet to come, its plan is arguably affordable – if need be through deficit financing.

    What’s in the Coalition plan?

    The Coalition’s extra money would go to numerous capabilities:

    • purchasing 28 extra F-35 joint strike fighter jets from the United States

    • accelerating the infrastructure and shipyard building capacity in Western Australia (some in Hastie’s electorate) to support the AUKUS submarine plan

    • improving Australian Defence Force (ADF) recruitment and retention

    • and boosting “sustainment” (that is, maintenance of military equipment, weaponry and systems and personnel training).

    Hastie is particularly enthusiastic about improving the Australian defence industrial base, which he says involves ramping up purchases of defence equipment from small and medium-size enterprises.

    There is some logic to this. In the past few years, some spending on new acquisitions has been shifted to sustainment. This was necessary, as the long-term defence plan when Labor came to power in 2022 did not accurately estimate how much money would be needed for the new equipment then entering service.

    This is not unusual. There is always optimism within the Department of Defence that new equipment will be cheaper to operate than it actually turns out to be.

    Given significant money has already been moved to sustainment under Labor defence budgets over the past few years, it’s plausible we don’t actually need as much money for this as the Coalition asserts.

    This might be fortunate as the F-35 purchase is likely to be considerably more than the $3 billion the Coalition touted last month, given inflation and issues with the program in the US.

    Problems with the plan

    The biggest problem with Dutton’s plan is the same one faced by both the Morrison and Albanese governments. Strong rhetoric is consistently at odds with slow progress on defence force modernisation. The Coalition policy continues this bipartisan tradition.

    Hastie repeated several times at his news conference with Dutton in Perth that the country faces the “most dangerous strategic circumstances since the second world war”.

    Yet, this sense of urgency is not reflected in the extra $21 billion in spending the Coalition is proposing. The F-35 fighter jets, the major centrepiece of the plan, are unlikely to be in service until the first half of the 2030s.

    Similarly, the naval shipbuilding (which is necessary and already in train) also won’t begin to deliver greater capacity until well into the next decade.

    The only high-priority item outlined by the Coalition appears to be accelerating spending on the infrastructure needed to base US and UK nuclear attack submarines in Western Australia from 2027.

    Hastie said on Radio National Breakfast that a drive through the area where this infrastructure is being built would reveal few signs of any progress, particularly when it comes to housing.

    This comment highlights a policy incoherence problem for both parties. Accelerating the construction of defence infrastructure will drag tradies away from building homes for other Australians – and contribute to construction cost increases.

    The Coalition’s planned cuts in skilled worker migration will further exacerbate this problem.

    This throws up another issue. The Coalition has criticised Labor for cutting or delaying defence equipment projects costing some $80 billion while in government, yet it has offered no plans to return these specific projects to the defence budget.

    As Hastie observed, these cuts and delays were, in part, to land-force capabilities, such as the infantry fighting vehicle program. A shift to a more maritime focus and away from equipment better suited to wars in the Middle East is reasonable, given the stress both parties have placed on China’s naval buildup.

    Little to feel inspired about

    Interestingly, Hastie said on Radio National Breakfast that AUKUS is “a structural imposition” the current defence budget can’t meet.

    This suggests that when the AUKUS deal was agreed to under former Prime Minster Scott Morrison, there was inadequate funding for the program and it is now consuming other defence acquisition plans.

    Given this, the Coalition’s plans to grow defence spending to 3% of GDP in ten years may be prudent – and necessary – mainly to meet the looming AUKUS funding shortfalls. This again may be problem for both parties, given their strident support for AUKUS at seemingly any cost.

    Hastie is keen to increase Australian self-reliance, in part, through building up the Australian defence industry.

    However, the Coalition plan doesn’t offer many specifics on how Australian industry will benefit. Instead of buying yet more American-built F-35s, for instance, the Coalition could have given thought to buying the innovative Ghost Bat uncrewed air vehicles made in Queensland.

    This shortcoming highlights the biggest disappointment with the Coalition plan. It is “steady as she goes” approach in a world of increasing volatility.

    There really needs to be some fresh thinking on defence, particularly given the growing doubts about the Trump administration’s stance on its security alliances. Australia may need to be more self-reliant as Hastie claims, but this policy platform – as well as Labor’s – won’t achieve this possibility.

    The reason the Coalition is emphasising the 3% of GDP figure is that there are no new ideas. A great opportunity for an imaginative recasting of Australian defence has been missed.

    The underground communications system in the capital is updated every year. Specialists from the Moscow City Services Complex build additional pipelines, repair and modernize existing ones, and also lay networks to new buildings and infrastructure facilities.

    “Ten years ago, all these processes were accompanied by large excavations: large sections of streets where work was carried out were restricted for residents and cars. Now the situation is completely different. Specialists only need to fence off a small section that will not interfere with the movement of people. All thanks to the so-called trenchless technologies that many capital enterprises use in their work: GUP Mosvodostok, AO Mosvodokanal, AO Mosgaz, AO OEK and others,” said the head of the Department of Housing and Public Utilities of the city of Moscow

    Instead of three months of work – a couple of weeks

    One of the modern methods of repairing or reconstructing a pipeline is called sanation. A fiberglass sleeve is pulled into the old pipe. It is impregnated with special resins that harden under ultraviolet radiation. The thin walls of the sleeve fit very tightly to the inner walls of the old pipe. The high strength of the material significantly increases the load-bearing capacity of the pipeline, and because the sleeve has less friction, more water can leak.

    The rehabilitation does not require excavation work, does not interfere with transport and pedestrians, and does not affect other communications. Public utilities do not have to damage the urban space.

    Every year, Mosvodostok renews dozens of kilometers of pipes with the help of rehabilitation. In total, the company operates a drainage network with a total length of more than nine thousand kilometers. This is the same as the distance from Moscow to Vladivostok. Thanks to trenchless technology, today all drainage repair work takes several weeks. Previously, it took about three months to achieve a similar result.

    With minimal human intervention

    In order to avoid digging trenches along the entire route of the gas pipeline, Mosgaz specialists use horizontal directional drilling (HDD) technology. It is especially relevant for work under water bodies and roads, on the territory of squares and parks, because there is no need to dig trenches for such excavation.

    The excavation is carried out using a drilling rig with a special removable tip that is connected to a flexible rod. It allows changing the direction during drilling. This is necessary to avoid collisions with obstacles in the ground.

    The tip has a built-in navigation device that controls and corrects the trajectory. After drilling is complete, the well is expanded with another tip, and finally a pipeline is pulled through.

    HDD technology is regularly used by JSC Mosvodokanal when laying pipelines, and by JSC OEK or PJSC Rosseti Moscow Region when laying power transmission cable lines.

    More than a kilometer without excavations

    Another trenchless technology allows for laying underground utilities in areas of historical development of the city or under river beds. It is called microtunneling. It is regularly used by Mosgaz JSC, including as part of a large-scale program for the reconstruction of siphon gas pipelines. It began in 2018. Work has already been completed on 10 out of 12 siphon gas pipelines.

    The excavation in the ground is carried out by a tunneling machine, the movement of which is provided by a powerful jacking station. It is installed in the initial shaft at a depth equal to the depth of the pipeline.

    A special laser guidance system ensures precise laying over long distances and allows for the installation of communications in areas with bends and other obstacles. At the same time, the entire process does not harm the environment and does not disrupt the existing landscaping.

    In this way, it is possible to construct a tunnel more than a kilometer long without digging additional shafts.

    Tunnels are laid with a shield

    For collectors built for the joint laying of heating and water supply pipelines, communication cables and electric cable lines, the shield tunneling method is used. A tunnel is dug using a tunnel boring machine (TBM), and then it is reinforced with monolithic and reinforced concrete blocks.

    The first stage is the arrangement of shafts at the beginning and end of the route. They are ventilated, supplied with electricity, and the area is prepared for soil haulage. Then the TPK is installed. The shield is continuously advanced from one shaft to another.

    At the final stage, the panel complex is dismantled in the receiving pit. Then they begin to build chambers with emergency exits, install internal collector life support systems and security systems. Such structures are serviced by JSC Moskollektor.

  • MIL-OSI Australia: Man charged over stalking and assault

    A man will face court tomorrow charged with stalking and indecent assault.

    Following investigations, today, Wednesday 23 April, police officers from SAPOL’s Public Protection Branch arrested a 41-year-old Evanston man and charged him with four counts of stalking and seven counts of indecent assault.

    The incidents allegedly occurred in the northern suburbs of Adelaide.

    The man’s vehicle, which was allegedly used in the commission of the offences, has been seized by police.

    The arrested man was refused police bail and will appear in the Elizabeth Magistrates Court on Thursday 24 April.

    Detective Acting Chief Inspector Luke Smith reminds the public to be aware of their surroundings and trust their instincts.

    WASHINGTON, DC – U.S. Senators Gary Peters (D-MI) and Todd Young (R-IN) introduced bipartisan legislation that would allow the National Highway Traffic Safety Administration (NHTSA) to expand its research of emerging driver assistance systems, helping to improve roadway safety for Americans.  

    Many vehicles on our roadways today are equipped with advanced driver assistance features, including collision warnings, automatic emergency braking, and lane keeping assistance. Through its Partnership for Analytics Research in Traffic Safety (PARTS) Program, NHTSA can access real-world data from vehicles equipped with these safety features and study their effectiveness. However, under current law, the PARTS Program is limited in the amount and type of safety data it can handle. The Vehicle Safety Research Act would codify the PARTS Program and unlock an expanded range of data collection and information sharing between automakers and the government that will help accelerate both deployment and oversight of advanced safety technologies.

    The city has put up for auction the right to place three non-capital objects that can be used to organize car washes and car maintenance points. This was reported by the Minister of the Moscow Government, the head of the capital’s Department of City Property Maxim Gaman.

    “Three territories with a total area of over 0.12 hectares, intended for the placement of non-capital facilities, are located in the south, southeast of the capital, and in the Zelenograd administrative district. The sizes of the plots vary from three to almost five hundred square meters. Entrepreneurs will be able to place here facilities with an area of up to 250 square meters each, specializing in car maintenance, such as diagnostic centers or car washes. Such facilities, along with gas stations, are necessary for car owners and increase the level of comfort of life for citizens with personal transport,” said Maxim Gaman.

    The corresponding proposals have already been published on the Moscow investment portal. In Nekrasovka, the non-capital facility will be able to be located on1st Volskaya street opposite property 32. In the Nagatino-Sadovniki area, a vehicle maintenance point is proposed to be opened on the territory at the address: Kashirskoe shosse, building 22a, and in Zelenograd – in the Silino area, opposite house 2, building 2 inProjected passage No. 684.

    “On the Moscow investment portal, entrepreneurs can find commercial properties that match almost any request. The list of real estate put up for auction is regularly updated. Now investors are invited to compete for the right to place non-capital properties. The acceptance of applications for participation in the auction for three lots will end on April 25, and the winners of the auctions will be determined on April 29,” said the head of the Moscow City Department for Competition Policy

    The city will enter into contracts with the auction winners for a period of 10 years.

    About SMSF investment restrictions

    Before you make any decisions on self-managed super fund (SMSF) investments, you must ensure you understand any restrictions on SMSF investments.

    There are some exceptions, however, generally your SMSF must not:

    No one associated with your SMSF should get a present-day benefit from its investments.

    If you don’t comply with the investment restrictions, we may take a range of actions, including:

    • imposing penalties
    • making the fund non-complying
    • disqualifying you as a trustee
    • prosecution of trustees.

    A related party of your SMSF includes:

    • all members of your fund
    • associates of fund members, which include
      • the relatives of each member
      • the business partners of each member
      • any spouse or child of those business partners
      • any company or trust the member or their associates control or influence
    • standard employer-sponsors (employers who contribute to your SMSF for the benefit of a member under an arrangement between the employer and a trustee of your fund)
    • associates of standard employer-sponsors, which include
      • business partners and companies or trusts the employer controls (either alone or with their other associates)
      • companies and trusts that control the employer
      • relatives of an employer sponsor.

    A relative is any of the following:

    • a parent, grandparent, brother, sister, uncle, aunt, nephew, niece, lineal descendant or adopted child of the member or their spouse
    • a spouse of the member and any individual specified above.

    Loans and financial assistance

    Your SMSF can’t provide loans, or direct or indirect financial assistance, to a member or a member’s relative. For example, you can’t use your SMSF as guarantor for a loan for a member or a member’s relative.

    Loans must:

    • be in the best interests of the members
    • comply with the SMSF’s investment strategy
    • be conducted on a commercial arm’s length basis.

    If you run a business through your SMSF, you also can’t overpay a member or relative of a member for their services. If you employ a member or a relative of a member, their salary or wage must not be higher than the standard salary for that type of role.

    Acquiring assets

    Your SMSF can’t acquire an asset from a related party unless the price reflects the market value and is:

    You must also ensure the market value of your fund’s in-house assets doesn’t exceed 5% of the total market value of your fund’s assets.

    Crypto assets and private company shares are not listed securities and can’t be acquired from a related party.

    If an asset is not acquired or sold at arm’s length, all or part of any income from the transaction may be non-arm’s length income and taxed at the highest marginal rate.

    To help you comply with the requirements, use the valuation guidelines for self-managed super funds.

    Collectables and personal use assets

    Where your fund invests in collectables and personal use assets, this must be for genuine retirement purposes, not to provide any present-day benefit.

    Assets such as artwork, boats, jewellery, vintage cars and wine are described as collectables and personal use assets.

    Natural diamonds (including pink diamonds), when held in loose form, are not considered collectable or personal use assets. As such, they do not have specific storage and insurance requirements. However, for these types of assets we recommend trustees:

    • hold adequate insurance
    • consider storage arrangements.

    ‘Diamonds held in loose form’ means they cannot be mounted, integrated into or used as an item for adornment or other purposes which would be inconsistent with the holding of the diamond in loose form for investment purposes.

    Collectables and personal use assets can’t be:

    • used by or leased to a related party (if leased to an unrelated party it must be at arm’s length)
    • stored or displayed in the private residence of a related party (this includes all parts of the land the residence is situated on and all buildings on that land, such as garages or sheds)
    • displayed in any other premises owned by a related party (they can be stored there provided they’re not visible to clients and employees).

    You must keep a written record of the reason for deciding where to store the assets.

    Collectables and personal use assets must be insured. You should consider the availability and cost of insurance before investing in them. Items must be insured within 7 days of the fund acquiring them and the fund must be listed as the owner and beneficiary of the policy.

    These assets can be sold to related parties provided the sale is at market value as determined by a qualified, independent valuer.

    Unpaid trust distributions

    If your SMSF is entitled to a distribution from a related trust but you allow it to remain unpaid, you may contravene the:

    • in-house asset rules
    • arm’s length rule
    • sole purpose test.

    In-house assets

    You are restricted from having in-house assets that comprise more than 5% of the market value of the SMSF’s total assets.

    An in-house asset is any of the following:

    • a loan to a related party of your fund
    • an investment in a related party of your fund
    • an asset of your fund that is leased to a related party, such as business equipment or machinery.

    Any lease must be made on an arm’s length basis and reflect the market value.

    If at the end of the financial year your SMSF’s in-house assets exceed 5%, you must prepare a written plan to reduce in-house assets to 5% or below. This plan must be prepared before the end of the following financial year. Trustees must also ensure the plan is carried out.

    There are some exceptions to in-house assets, including:

    • business real property that is leased between your fund and a related party of your fund
    • some investments in related non-geared trusts or companies.

    The in-house asset rules for assets owned before 11 August 1999 were defined differently. If your SMSF owns assets that were acquired before this date, you should review your fund’s investments to ensure you are complying with the current rules.

    Decrease in asset values due to COVID-19

    Some SMSFs may have experienced a decrease in asset values due to the economic impact of COVID-19. If this resulted in a breach of the in-house asset rules as at 30 June 2020, or the in-house assets being more than 5% of the total assets, the fund was required to prepare and implement a rectification plan by 30 June 2021.

    Business real property

    Business real property generally means land and buildings used wholly and exclusively in a business. It’s an exception to the in-house asset and related party acquisition rules.

    If business real property contains a dwelling for private or domestic purposes such as a farm, it can still meet the requirements of being used wholly and exclusively in a business if:

    • any dwelling used for private or domestic purposes is in an area of land no more than 2 hectares, and
    • the main use of the whole property is not for domestic or private purposes.

    Running a business in an SMSF

    If running a business through an SMSF, it must be:

    • allowed under the trust deed
    • operated for the sole purpose of providing retirement benefits for fund members.

    The rules governing SMSFs prohibit or limit some activities available to other businesses, such as entering into credit arrangements or having overdrafts.

    You should get professional advice before running a business through your SMSF.

    It is important to ensure the sole purpose test is not breached. Issues that attract our attention include those where:

    • the trustee employs a family member (we look at things like the stated rationale for employing the family member and the salary or wages paid)
    • the ‘business’ is an activity commonly performed as a hobby or pastime
    • the business run by the fund has links to associated trading entities
    • there are indications the fund’s business assets are available for the private use and benefit of the trustee or related parties.

  • MIL-OSI Australia: LDV Automotive Australia in court for alleged misleading advertising

    The ACCC has instituted proceedings in the Federal Court against Ateco Automotive Pty Ltd, trading as LDV Automotive Australia, (LDV) for allegedly making misleading representations to consumers about the durability and suitability of particular models of LDV branded vehicles in breach of the Australian Consumer Law. The ACCC alleges that those vehicles had a propensity to rust or corrode within five years of being manufactured.

    It is alleged that during various periods of time between approximately 23 April 2019 and 30 November 2024, LDV made misleading representations to consumers that models with T60 and G10 in their names (excluding the eT60) were durable and tough, and that they were suitable for use in, near, or on, a variety of environments and off-road terrains.

    LDV made these alleged representations in advertisements published on various mediums including its website, television, radio, Facebook and Instagram, which often portrayed the vehicles on beaches; near lakes, rivers or other pooled water; or on unsealed roads, or in dirt or gravel terrain.

    The ACCC alleges the relevant T60 and G10 vehicle models had a propensity to develop rust or corrosion within the first five years from the date of manufacture, and therefore the advertised LDV vehicles, including those in which rust or corrosion occurred, were not durable and tough.

    It is also alleged that the propensity to rust, which increased if the vehicles were used in, near or on certain terrains, made the advertised vehicles, including the vehicles in which rust occurred, not suitable for use in, near, or on, the advertised terrains.

    “A new car is a significant financial purchase, and consumers rightfully expect that the vehicle they purchase will live up to the quality and uses that it was advertised to include,” ACCC Chair Gina Cass-Gottlieb said.

    The ACCC also alleges that in advertising a 10-year anti-corrosion warranty between 23 April 2019 and 31 August 2020, LDV made representations to consumers that the relevant T60 vehicle models did not have a material risk of developing rust or corrosion in the first 10 years of manufacture. The ACCC alleges that these representations were false or misleading due to the propensity for those vehicles to develop rust or corrosion.

    In addition or instead, the ACCC alleges that, by April 2019, LDV was aware that rust or corrosion issues were prevalent in the T60 and G10 vehicle models within the first five years of being manufactured, and that the representations alleged in the case were false or misleading because LDV did not have a reasonable basis to make the representations.

    Between approximately January 2018 and November 2024, LDV received more than 5,000 consumer complaints regarding rust or corrosion in its T60 and G10 vehicle models, usually via LDV dealerships.

    “We allege that despite being aware of the propensity for the vehicles to rust, LDV continued to make representations for a number of years that the T60 and G10 vehicles were durable and suitable for use in a variety of terrains,” Ms Cass-Gottlieb said.

    “As a result, we allege that LDV’s conduct is likely to have caused harm to affected consumers, including because the propensity for rust or corrosion lowered the value of their vehicles, and because consumers lost the opportunity to make an informed decision that may have involved purchasing an alternative vehicle that did not carry the same risks.”

    The ACCC is seeking penalties, declarations, consumer redress, costs and other orders.

    Background

    Ateco is an Australian vehicle importer that trades under various business names, including LDV Automotive Australia.

    Ateco is headquartered in NSW and has imported cars to Australia and New Zealand since 1985. Ateco currently distributes LDV branded vehicles and other vehicles through dealerships in Australia.

    Ateco is the exclusive importer of LDV branded vehicles in Australia. Its range of models includes both commercial and passenger vehicles, such as the T60 Max Ute, G10 Van and D90 SUV. LDV vehicles are generally priced between $36,000 to $65,000.

    There are 102 LDV dealerships across Australia, with locations in every state and territory. The majority of LDV dealerships are located in New South Wales (31), Victoria (25) and Queensland (22).

    Between the years 2018 to 2024 (inclusive), LDV’s dealerships sold more than 60,000 T60 and G10 vehicle models which generated more than $1.5 billion in revenue (excluding GST).

    Our volunteers work hard to protect the growing Victorian community, so it is important they have adequate facilities to support their fire response.  

    When CFA made its impact throughout Victoria in the early 1950s, and postwar shortages had ended, large numbers of tin shed fire stations began to appear across rural Victoria. Now, to cater for growing communities and response efforts, state-of-the-art features are being rolled out statewide in our fire stations.  

    CFA General Manager Infrastructure Services Paul Santamaria said CFA first made the decision to borrow funds from the government in 1951 to put toward the construction of new fire stations.  

    “While farm sheds were the garages for rural fire brigades pre the 1950’s, some primitive stations were also made of fibro cement,” Paul said.  

    “From 1953, CFA embarked on building galvanised iron sheds for rural brigades, renovating and extending urban fire stations and building several new ones. 

    “We borrowed £50,000 to build 40 sheds for rural fire trucks and urgently needed urban fire stations. Brigades often erected the two bay or single bay prefabricated iron buildings themselves.” 

    The tin sheds have become landmarks throughout Victoria, appearing in clearings without a house in sight, and were deemed a public sign of a community prepared to defend itself.  

    “Back then, brigade members lent horses, ploughs and scoops to level the ground of the new sites, and working bees took place to build the stations. Local fundraisers were held to pay for sirens and connect electricity,” Paul said.  

    “All CFA stations conformed to the building standards at the time that they were constructed to ensure alignment with building codes and to provide adequate housing for appliances that were developed for various risk environments. 

    “Over time, these station design standards have changed and have been amended to include additional functional requirements to support remote rural, rural, semi urban, and fully urbanised areas.” 

    Over the 2000s, a new generation of modern sheds and stations with additional facilities replaced older stations around the state, with greater consideration for sustainability and of diverse communities and membership.  

    Today, our latest, fit-for-purpose facilities can include drive-through motor bay rooms and ancillary sheds for equipment, separate toilet facilities and turnout areas that ensure privacy for our members. 

    “It is really pleasing to see the improvements our fire stations have seen over the years. Whether brigades are receiving renovations or a brand-new station, all enhancements will go a long way in accommodating the future needs of the brigade,” Paul said.   

    “Some stations now have adequate room for kitchens, multi-purpose rooms, privacy areas, gender diverse amenities, administration areas, workshops, breathing apparatus maintenance spaces, ICT equipment, laundry facilities, storerooms and hose drying towers. 

    “The larger, and improved facilities will be of great benefit to our Victorian towns as a whole, with members efficiently able to continue responding to incidents in the local area and surrounding neighbourhoods.”
