    This year’s International Day of Zero Waste puts the focus on fashion and textiles.

    And rightly so.

    Earth is a fashion victim.

    Textile production often uses thousands of chemicals – many of them harmful to people and the environment. 

    It devours resources, like land and water.

    And it belches out greenhouse gases – inflaming the climate crisis.

    Yet clothes are being produced at a staggering rate.

    And textile wastage is huge: every second, the equivalent of a garbage truck full of clothing is incinerated or sent to landfill. 

    We need a different approach:

    One that delivers on the commitment in the Sustainable Development Goals for sustainable production and consumption.

    There are signs of hope.

    Consumers are increasingly demanding sustainability.

    Important initiatives are bringing together business, industry associations, civil society, and more to drive sustainability across the sector.

    They include the Fashion Industry Charter for Climate Action – convened by the United Nations – and the Fashion Pact, launched by the Government of France.

    And the United Nations Advisory Board on Zero Waste is uniting partners to end waste – including from textiles – and to help meet the SDGs.

    But we must do more to secure change:

    Consumers through their choices;

    Young people and civil society through advocacy;

    Governments through regulations promoting sustainability and decent jobs;

    And businesses through embracing circularity, waste reduction and resource efficiency across their supply chains.

    On this International Day for Zero Waste, let’s all commit to ensure fashion sense makes good sense for people and planet.

    La Terre est victime de la mode.

    La fabrication des textiles fait souvent appel à des milliers de substances chimiques, dont beaucoup sont nocives pour les êtres humains et l’environnement.

    Elle dévore les ressources telles que la terre et l’eau.

    Et émet des gaz à effet de serre, aggravant la crise climatique.

    Pourtant, on produit des vêtements à un rythme effréné.

    Le gaspillage textile est énorme : chaque seconde, l’équivalent d’un camion à ordures rempli de vêtements est incinéré ou mis en décharge.

    Nous devons adopter une approche différente,

    qui permette de tenir les promesses des objectifs de développement durable en matière de production et de consommation.

    Il y a des lueurs d’espoir.

    Les consommateurs exigent de plus en plus des pratiques durables.

    D’importantes initiatives rassemblent les entreprises, les associations industrielles, les acteurs de la société civile et d’autres acteurs afin de promouvoir la durabilité dans l’ensemble du secteur.

    Il s’agit notamment de la Charte de l’industrie de la mode pour l’action climatique, établie par l’ONU, et du Fashion Pact, lancé par le Gouvernement français.

    À l’ONU, le Conseil consultatif pour le zéro déchet réunit actuellement des partenaires pour mettre fin à la production de déchets, notamment textiles, et contribuer à la réalisation des objectifs de développement durable.

    Mais nous devons faire plus pour ancrer le changement :

    les consommateurs, par leurs choix ;

    les jeunes et la société civile, grâce à des activités de sensibilisation ;

    les gouvernements, au moyen de réglementations favorisant la durabilité et les emplois décents ;

    les entreprises, en embrassant l’économie circulaire, la réduction des déchets et l’emploi efficace des ressources dans leurs chaînes d’approvisionnement.

    En cette Journée internationale du zéro déchet, engageons-nous à faire en sorte que la mode ait du sens pour les populations et pour la planète.

  • MIL-OSI China: China pledges 100 million yuan in aid to Myanmar

    China has decided to provide Myanmar with 100 million yuan (approximately 13.9 million U.S. dollars) in emergency humanitarian aid to support earthquake relief efforts, a spokesperson for the China International Development Cooperation Agency said on Saturday.

    At the request of the Myanmar government, China will also send two rescue teams and supply tents, blankets, first-aid kits, food and drinking water — items that are urgently needed in affected areas, said spokesperson Li Ming.

    The first batch of supplies is scheduled for delivery on Monday, according to the agency. China will offer further assistance based on Myanmar’s needs, it added.

    A 7.9-magnitude earthquake struck Myanmar on Friday. The information team of Myanmar’s State Administration Council said 1,002 people have been killed, 2,376 were injured, and 30 remain missing.

  • MIL-OSI China: Philippine medical team on standby to assist quake-hit Myanmar, Thailand

    The Philippines on Saturday said it has been ready to send emergency medical assistance teams to help Myanmar and Thailand after a powerful earthquake struck Myanmar on Friday, killing over 1,000 people.

    Health Secretary Teodoro Herbosa said the Philippines is ready to deploy three emergency medical assistance teams once international coordination protocols with the affected countries are complete and a request is received.

    The Department of Health could send medical teams “should there be a need for humanitarian medical assistance in Myanmar and Thailand. We are ready,” Herbosa said.

    A few hours after the powerful earthquake on Friday, the Philippine embassies in Myanmar and in Thailand advised Filipinos there to remain calm and vigilant.

    According to the official data, there are approximately 811 Filipinos in Myanmar and 32,950 Filipinos in Thailand.

  • MIL-OSI China: China’s Red Cross sends aid to quake-hit Myanmar

    The Red Cross Society of China (RCSC) has sent emergency humanitarian aid to Myanmar following a 7.9-magnitude earthquake that struck the country on Friday, the RCSC said on Saturday.

    Emergency relief supplies, to be distributed through the Myanmar Red Cross Society, include 300 tents, 2,000 blankets, 600 folding beds and relief kits for 2,000 affected households. The supplies have been dispatched from a disaster relief center in southwest China’s Yunnan Province, the RCSC said in a press release.

    An international RCSC rescue team has also departed for Myanmar with necessary equipment to carry out humanitarian relief operations. The RCSC has said it will continue to monitor the situation and provide further assistance as needed.

    The information team of Myanmar’s State Administration Council on Saturday said that at least 1,002 people have been killed, 2,376 have been injured, and 30 are missing as a result of the earthquake.

  • MIL-OSI China: Cambodian PM expresses condolences over quake tragedy in Myanmar, Thailand

    Cambodian Prime Minister Hun Manet on Saturday expressed his condolences to the governments and peoples of Myanmar and Thailand over a massive earthquake on Friday afternoon.

    In a condolence message to Myanmar’s State Administration Council Chairman Senior General Min Aung Hlaing, the Cambodian leader said he was profoundly saddened to hear about the devastating earthquake that struck central Myanmar, resulting in the tragic loss of lives, injuries, and widespread damage to property.

    “Our thoughts and prayers are with the victims, and we hope for the swift recovery of those injured,” Hun Manet said.

    “Cambodia stands in unwavering solidarity with the people of Myanmar during this challenging time,” he said.

    In another condolence letter to his Thai counterpart Paetongtarn Shinawatra, Hun Manet said he had learnt, with profound sadness, about the loss of lives, many injuries and severe damage to properties caused by the powerful earthquake in Bangkok.

    “I wish the injured a full and speedy recovery,” he said.

    At least 1,644 people died, 3,408 were injured, and 139 remained missing after a 7.7-magnitude earthquake hit Myanmar on Friday, the Information Team of Myanmar’s State Administration Council reported.

    The devastating temblor also affected Thailand and other Southeast Asian countries. Shinawatra on Friday announced a state of emergency in Bangkok.

  • MIL-OSI Australia: Arrests – Stolen motor vehicles and pursuit – Alice Springs

    The Northern Territory Police Force has arrested four youths in relation to property and vehicle offences in Alice Springs early this morning.

    Around 1:25am, police received reports of an unlawful entry at a residence on De Havilland Drive, Araluen. Two sets of keys were stolen from the location and used to steal a Toyota Prado and a Toyota C-HR.

    A short time later, police sighted the stolen Prado driving dangerously through Amoonguna Community and initiated a pursuit.

    During the pursuit, the Prado rammed the police unit on two occasions and the pursuit was terminated for safety reasons.

    The officers inside the vehicle were not injured.

    Later, a second police vehicle was stationary when the Prado drove at them head-on, ramming the front of the vehicle and then again at the rear. Members subsequently withdrew from the area.

    Both officers inside the vehicle sustained non-life-threatening injuries. While the vehicle was significantly damaged, the officers did not require medical treatment.

    Strike Force Viper attended and initiated a third pursuit with the Prado, with the offenders abandoning the vehicle and attempting to flee the scene on foot.

    The driver of the vehicle, aged 13, and the three passengers, aged 13, 11 and 11, were arrested without further incident with the assistance of the Dog Operations Unit.

    CCTV operators later observed a 14-year-old male exit the second stolen vehicle in the Alice Springs CBD. He was subsequently arrested and found to be in possession of an edged weapon.

    The second stolen vehicle was located abandoned in East Side a short time later.

    Investigations are ongoing.

  • MIL-OSI Australia: Arrests – Aggravated assault – Casuarina

    Northern Territory Police Force has arrested two female youths in relation to an aggravated assault that occurred in Casuarina yesterday afternoon.

    Around 2:40pm, police received reports of a disturbance in the outdoor food court of a shopping centre on Trower Road, involving a group of five female youths. Weapons were allegedly involved in the altercation.

    It is alleged a 15-year-old female victim was struck multiple times to the head with a blunt weapon before a member of the public intervened and removed the weapon.

    The alleged offender then continued to punch the victim before security officers removed the offenders from the area.

    St John Ambulance attended and conveyed the victim to Royal Darwin Hospital.

    Police later located and arrested two females, aged 13 and 15.

    During the arrests, police received reports of a second incident occurring at the nearby bus exchange on Bradshaw Terrace.

    CCTV footage showed a 14-year-old female victim was allegedly assaulted with an edged weapon, sustaining multiple wounds to the back of the neck and head by an unknown female offender.

    The offender fled before police arrived.

    St John Ambulance conveyed the second victim to Royal Darwin Hospital with non-life-threatening injuries.

    The third offender remains outstanding, and investigations into both incidents are ongoing.

    Police urge anyone with information to make contact on 131 444 and quote reference number P25084989. Anonymous reports can also be made via Crime Stoppers on 1800 333 000.

  • MIL-OSI Asia-Pac: ‘OPERATION BRAHMA’ – MEDICAL ASSISTANCE TO MYANMAR EARTHQUAKE VICTIMS BY INDIAN ARMY

    In a swift response to the devastating earthquake that struck Myanmar on 28th March 2025, the Indian Army, under ‘Operation Brahma’, is deploying a specialised medical task force to provide urgent humanitarian assistance.

    A 118-member team from the elite Shatrujeet Brigade Medical Responders, led by Lieutenant Colonel Jagneet Gill, is set takeoff to Myanmar shortly along with essential medical equipment and supplies. The Airborne Angels Task Force is trained and equipped to deliver advanced medical and surgical care in disaster-affected zones.

    As part of the operation, the Indian Army will establish a 60-bed Medical Treatment Centre to provide immediate care to those injured in the calamity. The facility will be capable of handling trauma cases, emergency surgeries, and essential medical services to support the local healthcare system, which has been severely strained by the disaster.

    This humanitarian assistance underlines India’s commitment to its ‘Neighbourhood First’ policy and the timeless Indian ethos of ‘Vasudhaiva Kutumbakam’ – the world is one family. The Indian Army continues to stand shoulder to shoulder with friendly nations in times of crisis, reflecting India’s resolve to be a first responder in the region.

    The deployment has been coordinated closely with the Ministry of External Affairs and in partnership with authorities in Myanmar.

    India’s Commitment to Women’s Safety

    Initiatives leading towards a big change

    Summary:

    Introduction

    Women are making a place for themselves in the world. Now, they are not confined to the four walls of a home but are at the forefront of every sector of society, proving their strength, talent, and leadership in fields ranging from business and politics to science and sports. However, true empowerment can only be achieved when women feel safe and secure in every aspect of life. The Government of India has taken remarkable strides to ensure the safety and security of women across the nation. Through legislative reforms, dedicated helplines, and financial support, a multi-faceted approach is being implemented to create a safer environment for women.

    Nirbhaya Fund

    Ministry of Women and Child Development is actively working towards safety and security of women at every place. Looking at the rising cases of crimes against women in past, the Ministry has established a special fund known as Nirbhaya Fund for financing safety projects across country.

    Under the fund, a total amount of Rs 7712.85 crore has been allocated up to the financial year 2024-25, with Rs 5846.08 crore utilised which is nearly 76% of the total allocation. This fund supports various projects and schemes such as One Stop Centres (OSCs), Emergency Response Support System (ERSS-112), Women Helpline (WHL-181), Fast Track Special Courts (FTSCs), Anti-Human Trafficking Units (AHTUs), Women Help Desks (WHDs), Cyber Forensic cum Training Labs, Safe City Projects, Rail and Road Transport Safety Initiatives, and the Central Victim Compensation Fund (CVCF) to enhance women’s safety and security.

    Government Initiatives for Women Safety

    One Stop Centres (OSCs): Established under the Nirbhaya Fund, OSCs provide integrated support to women affected by violence. These centres offer medical assistance, legal aid, psychological counselling, and temporary shelter, all under one roof, facilitating a coordinated response to various forms of violence against women. According to the Ministry of Women and Child Development statistics, there are currently 812 operational OSCs across the country.  and they have assisted over 10.80 lakh women since inception (01.04.2015) till 31st January 2025.

    24×7 Women Helpline (181): Women Helpline 181 provides 24/7 emergency and support services for women facing violence in both public and private spaces. Launched on December 3, 2018, under the Universalization of Women Helpline Scheme, it offers referrals to police, hospitals, legal aid, and One Stop Centres (OSC) while also informing women about government schemes. Funded under the Nirbhaya Fund, it ensures continuous support until a survivor’s issue is resolved. Sakhi Dashboard updates and regular feedback collection help track cases effectively.

    Emergency Response Support System (ERSS – 112): The Emergency Response Support System (ERSS) is an integrated emergency service launched by the Government of India with a single emergency number – 112 to handle all types of emergencies. Citizens can seek help through calls, SMS, email, SOS signals, or the ERSS web portal. The ‘112 India’ mobile app enables users to send alert messages with location data and make emergency calls for quick assistance. Each State/UT capital has a Public Safety Answering Point (PSAP) to coordinate rescue efforts with police, fire, and health services. ERSS also provides real-time tracking of emergency vehicles to ensure timely support. This system unifies all existing emergency numbers, including 100 (Police), 101 (Fire), 108 (Ambulance), and 181 (Women & Child Care), under 112 for seamless response.

    SHe-Box Portal: Launched by the Ministry of Women and Child Development, Sexual Harassment Electronic Box (SHe-Box) is an initiative by the Government of India to provide a single-window platform for women to register workplace sexual harassment complaints. It is accessible to all women, regardless of their work sector (organized/unorganized, public/private).

    Once a complaint is filed on, SHe-Box, it is automatically forwarded to the appropriate authority for necessary action. This platform ensures swift redressal and accountability for workplace harassment cases.

    Women Help Desks (WHDs) in Police Stations: Supported by the Nirbhaya Fund, WHDs are established in police stations to make law enforcement more accessible and responsive to women’s issues. To ensure that the Police Stations are more women friendly and approachable, as they would be the first and single point of contact for any woman walking into a police station, 14,658 Women Help Desks (WHDs) have been set up, of which 13,743 are headed by women police officers.

    Psychosocial Support & Awareness

    Violence, especially Domestic Violence (DV) and Intimate Partner Violence (IPV), can lead to depression, anxiety, PTSD, panic disorders, and suicide risk. In India, women can seek help through government initiatives for physical and sexual violence but mental and psychological help is equally important. There is a need for these services to be sensitive to the psychological needs of women facing violence and to be able to provide culturally informed and effective interventions that are context-specific.

    Project Stree Manoraksha, launched by NIMHANS and supported by the Ministry of Women and Child Development, aims to strengthen trauma-informed mental health care in One Stop Centres (OSCs). It focuses on training counsellors and staff, including caseworkers, administrators, paralegal and paramedical staff, and security personnel. This initiative ensures that women facing gender-based violence receive empathetic, evidence-based mental health care and counselling when they seek help at OSCs.

    Legal Provisions to Safeguard Women Security

    To address crimes against women, the National Crime Records Bureau (NCRB) regularly compiles data, enabling a data-driven focused approach to tackling safety concerns. Additionally, the government has implemented a number of crucial laws to safeguard women’s physical and mental security.

    These laws include:

    Bharatiya Nyaya Sanhita 2023: It introduced stringent penalties for sexual offenses, including the death penalty for the rape of girls below 18 years of age. It also increased minimum sentences for rape and expanded the definition of sexual offenses to ensure more comprehensive protection for women and children. Since October 2019, the Central Government has been running a centrally sponsored scheme to set up Fast Track Special Courts (FTSCs), including exclusive POCSO Courts. These courts aim to quickly handle pending cases related to rape and the Protection of Children from Sexual Offences (POCSO) Act.

    Protection of Women from Domestic Violence Act, 2005: In India, domestic violence is governed by the Protection of Women from Domestic Violence Act (PWDVA), 2005. Section 3 defines it as any act that harms a woman’s physical or mental health or endangers her safety, including harassment for unlawful demands. The Act applies to women in shared households related by blood, marriage, adoption, or marriage-like relationships.

    The NFHS-5 (2019-2021) report shows spousal violence among married women (18-49 years) declined from 31.2% (2015-16) to 29.3%.

     

    Dowry Prohibition Act, 1961: Dowry refers to any valuable items, such as cash, property, or jewellery, given by the bride’s or groom’s family as a condition of marriage. It is illegal under the Dowry Prohibition Act, which penalizes giving, taking, or demanding dowry. Harassment related to dowry is also punishable under laws like the Bharatiya Nyaya Sanhita (BNS) and the Protection of Women from Domestic Violence Act. If a woman dies under unnatural circumstances within seven years of marriage due to dowry harassment, it is considered dowry death, with severe legal consequences. Authorities such as Dowry Prohibition Officers, police, and NGOs handle complaints, and awareness programs aim to discourage dowry practices.

    Immoral Traffic (Prevention) Act, 1956: This Act focuses on preventing human trafficking and the sexual exploitation of individuals for commercial purposes. It provides for the rescue and rehabilitation of victims and prescribes penalties for those involved in trafficking offenses, aiming to combat organized exploitation.

    Prohibition of Child Marriage Act, 2006: The Prohibition of Child Marriage Act, 2006 (PCMA) was enacted to prevent child marriages and punish those involved. Section 16 empowers State Governments to appoint Child Marriage Prohibition Officers (CMPOs) to enforce the Act. CMPOs work to prevent child marriages, collect evidence for prosecution, counsel communities, raise awareness, and sensitize the public on its harmful effects. These officers’ function under State Governments and UT Administrations, which are responsible for implementing the Act.

    Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013: The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 applies to all women, regardless of age, job type, or work sector. It mandates employers to create an Internal Committee (IC) in workplaces with over 10 employees, while the Appropriate Government sets up Local Committees (LCs) for smaller organizations or cases against employers. The Ministry of Women and Child Development (MWCD) oversees implementation and awareness. To centralize complaint data, MWCD launched SHe-Box, a portal for reporting and tracking cases. The portal went live on October 19, 2024, receiving 9 complaints so far. Inquiries under the Act must be completed within 90 days.

    Conclusion

    Children and families in Myanmar need urgent humanitarian support after the strongest earthquake in a century [1] struck the country, causing widespread damage and casualties with many people still unaccounted for, Save the Children said.
    The epicenter of the earthquake lay just outside Mandalay, Myanmar’s second-largest city, and with a magnitude of 7.7 was the strongest earthquake recorded anywhere in the world since the quake that hit Turkiye and Syria in 2023. Myanmar has now declared a state of emergency across six regions[2], with the death toll rising by the hour as the search for survivors continues.[3]
    In neighboring Thailand, where a state of emergency has also been declared, Save the Children is assessing the extent of structural damage to schools in the north of the country and along the border with Myanmar. The earthquake has severely impacted over 28,000 children living in refugee camps, further worsening their already vulnerable situation due to recent aid funding cuts.
    Jeremy Stoner, Interim Asia Regional Director at Save the Children, said:
    “The earthquake has upended lives across Myanmar and in parts of Thailand and there are children and families who will need our urgent support as they come to terms with what has happened.
    “Following a disaster of this scale, we expect the immediate and long term needs to be access to a safe place to sleep, food, water, health care and education as well as protection from the increased risks of violence, exploitation and abuse. Children will also need emotional support in the days, weeks and months following this earthquake and an immediate and concerted effort from the international community will be critical in responding to the needs of children and communities in Myanmar and Thailand.”
    Thailand is home to about 3.9 million migrant workers [4], many of them from neighboring Myanmar, and many children in the country will never have experienced something like the latest tremor in their lifetime.
    Guillaume Rachou, Executive Director of Save the Children Thailand, said:
    “We’re working with local partners across Thailand to understand the impact to schools, children and families, including the poor and migrant communities that we work with, and to identify structural damage to schools that might be unsafe for children to return to.
    “For refugee children living along the Thai-Myanmar border the earthquake has disrupted already limited hygiene and sanitation services and many school buildings which were already fragile have suffered structural damage or become unsafe due to aftershocks.”
    Over one million migrants live in Bangkok and some who live in overcrowded and poorly built housing will face increased risk of displacement and difficulty accessing social services.
    At least 40 people, including 12 children, from migrant communities reported forced displacement, forcing them into overcrowded temporary shelters with inadequate sanitation, food, and medical services. However, this number is likely to change as the impact of the earthquake and tremors becomes clear.
    Save the Children has been working in Myanmar since 1995, providing life-saving healthcare, food and nutrition, education and child protection programmes.
    Save the Children has worked in Thailand since 1979. Save the Children Thailand works to support children who are most impacted by discrimination and inequality through programmes on education, child protection, livelihood and child rights governance.

    Emergency services are responding to a crash involving a pedestrian and a vehicle on Brockville Road, Brockville, Dunedin.

    The crash was reported around 4:15pm.

    One person has been transported to hospital in a critical condition.

    The Serious Crash Unit has been advised and enquiries into the circumstances of the crash are underway.

    The road is closed and diversions are being put in place, motorists are advised to take the alternate route.

    UK Government announces a package of up to £10 million support to help the people of Myanmar following recent earthquake

    The UK Government has today, 29 March 2025, announced a package of up to £10 million support to help the people of Myanmar following the devastating 7.7 magnitude earthquake that struck the country’s central region yesterday.  

    This UK funding will increase support in the hardest hit areas of the earthquake and geared towards food and water supplies, medicine, and shelter.  

    Baroness Chapman, Minister of State for Development, said: 

    The UK is sending immediate and life-saving support to the people of Myanmar following the devastating earthquake.  

    UK-funded local partners are already mobilising a humanitarian response on the ground, and this £10m package will bolster their efforts. 

    I offer my deepest sympathies to the people of Myanmar after this tragic event. 

    The Foreign, Commonwealth and Development Office is offering support to British nationals in both Myanmar and Thailand following the earthquake.

    Latest news reports indicate that over 1,600 have been killed in Myanmar with thousands injured following two powerful earthquakes on Friday which have left hundreds trapped under rubble.

    The earthquakes of 7.7 and 6.4 magnitude struck Myanmar in central Myanmar northwest of Sagaing. The UN aid coordination office, OCHA, reported on Saturday that hospitals in the area are overwhelmed with extensive damage to health infrastructure.

    The areas affected are Bago, Magway, Mandalay, Naypyitaw, Northeastern Shan and Sagaing.

    Internet communications are down in the main city of Mandalay, with land and air routes heavily disrupted.

    Health partners are preparing to deploy mobile surgical and medical teams, as well as field hospitals to the affected areas, to deliver life and limb-saving medical interventions to earthquake victims.

    News reports indicate that hundreds of people are trapped under rubble in multiple collapsed buildings, including at least 50 construction workers in the Thai capital Bangkok who are so far unaccounted for.

    More than 90 people are reportedly trapped in the rubble of one apartment block in Mandalay.

    Myanmar has been mired in a brutal civil war since a severe military crackdown on pro-democracy demonstrators by military authorities, who overthrew the government in a military coup in February 2021.

    The military has called on the international community to provide emergency assistance amid the widespread destruction and loss of life. Meanwhile, opposition forces are reporting that some airstrikes have continued following the quake, including one in the Sagaing region.

    UN aid response ramps up

    The World Health Organization (WHO is looking to move Emergency Medical Teams (EMT) into Myanmar amid reports of insufficient medical supplies, including trauma kits to treat injured people, blood bags for transfusion, anaesthetics, assisted devices, other essential medicines, and tents for health workers.

    Marcoluigui Corsi, UN Resident and Humanitarian Coordinator for Myanmar, issued a statement on Saturday expressing his unwavering solidarity with the Burmese people “during this tragic time.”

    “The UN and its partners are urgently mobilizing to support emergency response efforts and stand ready to assist all affected communities wherever they are,” he said.

    Myanmar had already been “reeling from an alarming humanitarian crisis, largely driven by persistent conflict and recurrent disasters. At this critical time, the people of Myanmar urgently need the steadfast support of the international community,” he added.

    Pre-positioned aid

    In an interview with UN News from Myanmar’s largest city, Yangon, Mr. Corsi said that around 20 million people have been impacted by the quake.

    He stressed that the UN and partner agencies have a “significant presence” in the disaster-affected areas around Mandalay and the capital Naypyidaw, and crucially, the immediate aid effort can draw stockpiles already in place.

    “I would say that although the logistical challenges for the first few days continue, at least we will be able to deliver and assist.”

    The country is grappling with multiple crises, he stressed, with 19.9 million people in need of assistance even before the earthquake. Only five per cent of the 2025 humanitarian response plan has been funded.

    He reminded that the Burmese had endured major flooding around seven months ago, and a devastating cyclone in 2023, so “we see that the resilience of the people and the resilience of the communities, continue to be eroded.”

    He said that “at this critical time you know the people of Myanmar needs the support of the entire international community – now more than ever.”

    Children face ‘even greater hardship’

    Trevor Clark, the UN Children’s Fund UNICEF’s regional chief of emergency operations, warned that the devastating quake “has left children facing even greater hardship in an already dire crisis.

    “Homes and critical infrastructure are damaged, and urgent aid is needed. UNICEF is delivering lifesaving supplies but requires immediate support to scale up its response.

    He said UNICEF was sending lifesaving supplies including tents, tarpaulins, hygiene kits, recreational kits and health supplies: “We are ready to bring in even more, but we need the support of our partners.”

    Some $5 million has already been released by the head of OCHA from the Central Emergency Relief Fund and on Saturday UN procurement agency, UNOPS, announced that thanks to donors it was releasing $10 million to aid partners in the emergency response.

  • MIL-OSI China: China’s Red Cross sends emergency aid to Myanmar following earthquake

    BEIJING, March 29 — The Red Cross Society of China (RCSC) has sent emergency humanitarian aid to Myanmar following a 7.9-magnitude earthquake that struck the country on Friday, the RCSC said on Saturday.

    Emergency relief supplies, to be distributed through the Myanmar Red Cross Society, include 300 tents, 2,000 blankets, 600 folding beds and relief kits for 2,000 affected households. The supplies have been dispatched from a disaster relief center in southwest China’s Yunnan Province, the RCSC said in a press release.

    An international RCSC rescue team has also departed for Myanmar with necessary equipment to carry out humanitarian relief operations. The RCSC has said it will continue to monitor the situation and provide further assistance as needed.

    The information team of Myanmar’s State Administration Council on Saturday said that at least 1,002 people have been killed, 2,376 have been injured, and 30 are missing as a result of the earthquake.

    BEIJING, March 29 — China has decided to provide Myanmar with 100 million yuan (approximately 13.9 million U.S. dollars) in emergency humanitarian aid to support earthquake relief efforts, a spokesperson for the China International Development Cooperation Agency said on Saturday.

    At the request of the Myanmar government, China will also send two rescue teams and supply tents, blankets, first-aid kits, food and drinking water — items that are urgently needed in affected areas, said spokesperson Li Ming.

    The first batch of supplies is scheduled for delivery on Monday, according to the agency. China will offer further assistance based on Myanmar’s needs, it added.

    A 7.9-magnitude earthquake struck Myanmar on Friday. The information team of Myanmar’s State Administration Council said 1,002 people have been killed, 2,376 were injured, and 30 remain missing.

    Global press freedom organisations have condemned the killing of two journalists in Gaza this week, who died in separate targeted airstrikes by the Israeli armed forces.

    And protesters in Aotearoa New Zealand dedicated their week 77 rally and march in the heart of Auckland to their memory, declaring “Journalism is not a crime”.

    Hossam Shabat, a 23-year-old correspondent for the Al Jazeera Mubasher channel, was killed by an Israeli airstrike on his car in the eastern part of Beit Lahiya, media reports said.

    Video, reportedly from minutes after the airstrike, shows people gathering around the shattered and smoking car and pulling a body out of the wreckage.

    Mohammed Mansour, a correspondent for Palestine Today television was killed earlier on Monday, reportedly along with his wife and son, in an Israeli airstrike on his home in south Khan Younis.

    One Palestinian woman read out a message from Shabat’s family: “He dreamed of becoming a journalist and to tell the world the truth.

    “But war doesn’t wait for dreams. He was only 23, and when the war began he left classes to give a voice to those who had none.”

    Global media condemnation
    In the hours after the deaths, the New York-based Committee to Protect Journalists (CPJ) and Palestinian press freedom organisations released statements condemning the attacks.

    “CPJ is appalled that we are once again seeing Palestinians weeping over the bodies of dead journalists in Gaza,” said Carlos Martínez de la Serna, CPJ’s programme director.

    “This nightmare in Gaza has to end. The international community must act fast to ensure that journalists are kept safe and hold Israel to account for the deaths of Hossam Shabat and Mohammed Mansour.

    “Journalists are civilians and it is illegal to attack them in a war zone.”

    In a statement, the Israel Defence Forces (IDF) confirmed it had targeted and killed Shabat and Mansour and labelled them as “terrorists” — without any evidence to back their claim.

    The IDF also said that it had struck Hamas and Islamic Jihad resistance fighters in Khan Younis, where Mohammed Mansour was killed.

    In October 2024, the IDF had accused Shabat and five other Palestinian journalists working for Al Jazeera in Gaza of being members of the militant arm of Hamas and Islamic Jihad.

    Al Jazeera and Shabat denied Israel’s claims, with Shabat stating in an interview with the CPJ that “we are civilians … Our only crime is that we convey the image and the truth.”

    In its statement condemning the deaths of Shabat and Mansour, the CPJ again called on Israel to “stop making unsubstantiated allegations to justify its killing and mistreatment of members of the press”.

    The CPJ estimates that more than 170 journalists have been killed in Gaza since the war began in October 2023, making it the deadliest period for journalists since the organisation began gathering data in 1992.

    However, the Palestinian Journalists Syndicate says it believes the number is higher and, with the deaths of Shabat and Mansour, 208 journalists and other members of the press have been killed over the course of the conflict.

    Under international law, journalists are protected civilians who must not be targeted by warring parties.

    Israel has killed more than 50,000 Palestinians, mostly women and children, in its genocide in the blockaded enclave since October 7, 2023.

    The Israeli carnage has reduced most of the Gaza to ruins and displaced almost the entire 2.3 million population, while causing a massive shortage of basic necessities.

    The International Criminal Court (ICC) issued arrest warrants last November for Israeli Prime Minister Benjamin Netanyahu and his former defence minister Yoav Gallant for war crimes and crimes against humanity in Gaza.

    Israel also faces a genocide case at the International Court of Justice (ICJ) for its war on the enclave.

    The homes of 847 households in Ruili City, southwest China’s Yunnan province that borders Myanmar, were damaged in a massive earthquake that struck Myanmar on Friday.
    As of Saturday noon, a total of 2,840 people in the city, which is about 300 km from the epicenter, have been affected, according to sources from the Ruili municipal government.
    Following the quake, local governments have deployed task forces for disaster relief, monitoring geological hazards, inspecting water conservancy projects, repairing electrical facilities, and carrying out emergency road maintenance.
    Two people sustained minor injuries in the quake and have received medical treatment. The city government is currently assessing the extent of the losses suffered by local residents.
    Water, electricity, transportation and communication in Ruili have returned to normal.
    So far, the devastating quake has killed 1,002 people, injured 2,376 and left 30 missing in Myanmar.

    Townsville Town Common Conservation Park, Cape Pallarenda Conservation Park and Bowling Green Bay National Park are temporarily closed due to heavy rainfall and ongoing weather conditions in the area.

    The closure includes all visitor facilities, camping areas, walking tracks, mountain bike tracks and vehicle access areas.

    These measures have been enforced to ensure the safety of visitors and to allow the park to recover from the adverse effects of the recent severe weather.

    Queensland Parks and Wildlife Service (QPWS) is currently not accepting new camping bookings in affected recreation areas, with refunds available for those who have already booked.

    We encourage members of the public and those leaving camping areas to drive safely and follow the instructions of QPWS rangers and emergency services.

    Visitors and campers are being urged to check Park Alerts for up-to-date information on protected area closures.

    Campers wishing to cancel their bookings can request a camping credit or refund by visiting qld.gov.au/Camping.

    QPWS will continue to monitor the situation and will provide updates when the protected areas are safe to reopen.

    KANSAS CITY, Mo. – A Kansas City, Mo. man has been sentenced in federal court for illegally possessing firearms in furtherance of a drug trafficking crime.

    Darren M. Wood, 28, was sentenced by U.S. Chief District Judge Beth Phillips on Wednesday, March 26, to 5 years in federal prison without parole.

    On Nov. 20, 2024, Wood pleaded guilty to one count of possessing firearms in furtherance of a drug-trafficking crime.

    On Sept. 15, 2023, officers from the Belton, Mo. Police Department were dispatched on a suspicious activity call for someone sleeping in a vehicle.  Wood exited the vehicle when officers began approaching the vehicle.

    Officers observed a Glock 19, 9mm pistol in the front driver’s seat.  The firearm was loaded with one round in the chamber and a fully loaded 15-round magazine. Officers searched Wood and located over $3,000 cash.  Officers searched the vehicle and located 285 blue tablets labeled “M30” which contained fentanyl, 20 alprazolam tablets, 4 clonazepam tablets, and 2 bottles containing liquid promethazine.

    Wood also possessed a black AR-15 style rifle with a loaded magazine and no serial number, which officers located in the vehicle’s trunk.

    This case was prosecuted by Special Assistant U.S. Attorney Jessica L. Jennings It was investigated by the Belton, Mo. Police Department, the Jackson County Drug Task Force, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

  • MIL-OSI China: Chinese volunteers head to Myanmar for quake relief

    A group of 16 Chinese volunteers set off for the quake-hit Myanmar on Saturday morning to provide assistance in disaster relief and rescue efforts.

    The volunteers, all experienced members of the Blue Sky Rescue (BSR) team — a Chinese civil relief squad — departed from Ruili city in southwestern China’s Yunnan province, which borders Myanmar, at around 9:30 a.m.

    Equipped with emergency relief supplies, including first aid kits, power generation and lighting facilities, and demolition tools, they traveled in a convoy of five vehicles.

    “We are the first team and will be followed by a second and a third team,” said Gao Hengyi, head of the Ruili branch of BSR.

    They followed a 37-member rescue team sent by Yunnan province, which arrived in Myanmar earlier on Saturday morning.

    A total of 694 people were killed, 1,670 injured and 68 missing in a deadly earthquake in the Mandalay region of Myanmar as of Saturday morning, the Information Team of Myanmar’s State Administration Council reported.

              Gartrell was indicted on one count of unlawful possession of a firearm by a felon, following her March 1st arrest in Southeast D.C.

              According to court documents, on March 1, 2025, at approximately 4:49 p.m., Metropolitan Police Department personnel conducted a traffic stop in the 900 block of Barnaby Street SE, Washington, D.C. Officers then made contact with the driver, later identified as Ikea Gartrell, who was allegedly found to be operating without a valid license.

              During the stop, it is alleged that an open container of alcohol was observed, prompting officers to ask all occupants to exit the vehicle. A subsequent investigation led to the discovery of a loaded, unregistered firearm on Gartrell’s person. Gartrell was placed under arrest for Carrying a Pistol Without a License (CPWL) and no permit.

              Records indicated Gartrell had a prior felony conviction.

              The investigation is ongoing.

              The ATF and MPD are investigating this case. It is being prosecuted by Assistant U.S. Attorney Benjamin Helfand.

              This case is part of Make DC Safe Again, a public safety initiative led by U.S. Attorney Martin that is surging resources to reduce violent crime in the District. This initiative was created to address gun violence in the District, prioritize federal firearms violations, pursue tougher penalties for offenders, and seek detention for federal firearms violators.

              An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to Oklahoma businesses, nonprofits and residents affected by the severe storms, straight-line winds, tornadoes and flooding occurring Nov. 2‑3, 2024. The SBA issued an administrative disaster declaration on March 27, 2025.

    The disaster declaration covers the counties of Canadian, Cleveland, Kingfisher, Lincoln, Logan, Oklahoma and Pottawatomie.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP) organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Beginning Tuesday, April 1, customer service representatives will be on hand at a Disaster Loan Outreach Center (DLOC) to answer questions about the SBA’s disaster loan program, explain the application process and help individuals complete their application. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the relocation of its Santa Monica Business Recovery Center (BRC) from the Santa Monica Chamber of Commerce to the Santa Monica Public Library, beginning Tuesday, April 1, at 10 a.m.

    SBA opened the BRC to provide personalized assistance to Santa Monica businesses affected by the wildfires beginning Jan. 7.

    “SBA’s Business Recovery Centers have consistently proven their value to business owners following a disaster,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “Business owners can visit these centers to meet face-to-face with specialists who will guide them through the disaster loan application process and connect them with resources to support their recovery.”

    Washington, D.C. — Today, Senator Patty Murray (D-WA), Senate Appropriations Committee Vice Chair, issued the following statement on the Trump administration blocking billions of dollars in disaster relief owed to victims and communities struck by disasters for unacceptable, political reasons.
    “When hurricanes or floods or fires destroy Americans’ homes and bring life to a screeching halt for entire communities, the federal government has a serious responsibility to help ensure families have somewhere to stay and communities can not only recover, but rebuild. Every day that promised relief is held up takes a real toll on communities just looking to get back on their feet. No one on the frontlines helping survivors rebuild their lives should be forced to take on new debt, lay off staff, and even halt their urgent work altogether because Trump and Musk have decided to choke off disaster aid. But that is exactly what is happening right now.
    “Blocking relief for disaster victims in order to scrutinize whether potential recipients of that aid align with any administration’s political views is reprehensible—and it is hurting real people in red states and blue states and everywhere in between. There should be no politics involved in helping Americans devastated by disaster.     The Trump administration is blocking $10 billion in Federal Emergency Management Agency (FEMA) Disaster Relief Fund Public Assistance for communities struck by disasters to respond and recover. This includes:
    $8.5 billion for disaster relief efforts provided to non-governmental organizations performing essential community services for emergency work to ensure public safety and for the repair, restoration, reconstruction, or replacement of an eligible facility damaged or destroyed by a major disaster.
    $1.3 billion for short-term, emergency shelter for disaster survivors. This funding goes to state, local, Tribal, and territorial (SLTT) governments to cover costs associated with providing emergency shelter for survivors of disasters across the country.
    Nationwide, there are currently thousands of Public Assistance disaster awards being held up and under review by the Trump administration.
    As the Trump administration blocks disaster relief for Americans, it is also weighing plans to eliminate FEMA altogether.

  • MIL-OSI Security: Armed Serial Robber of Five Cash Stores Convicted at Trial

    An armed serial robber and convicted felon was found guilty by a jury on March 26, 2025, of robbing five cash loan businesses across the Fort Worth metroplex in May 2024, announced Acting U.S. Attorney for the Northern District of Texas Chad E. Meacham.

    Charles Lenard Brownlee, 37, was charged via criminal complaint in July 2024 and indicted in August 2024.  After two-and-a-half days of trial, a jury convicted him of one count of Hobbs Act Conspiracy to Interfere with Commerce by Robbery, five counts of Hobbs Act Interference with Commerce by Robbery, five counts of Using, Carrying, and Brandishing a Firearm during a Crime of Violence, and one count of Felon in Possession of a Firearm.

    According to evidence presented at trial, between May 9 and May 21, 2024, Brownlee robbed at gunpoint five Cash Store businesses in Grand Prairie, Fort Worth, Euless, Hurst, and Grapevine. Trying to conceal his identity, Brownlee covered his face with a medical mask and wore different baseball caps and outfits for the robberies. 

    Reviewing hours of surveillance footage from nearby businesses and other camera systems, detectives from the Grand Prairie, Fort Worth, Euless, Hurst, and Grapevine police departments ascertained that Brownlee used the same vehicle—a black Hyundai Santa Fe equipped with a blue fuzzy steering-wheel cover—to drive to and from each of the five robberies.

    At trial, the jury heard from an eyewitness who observed the robber drop a Black & Mild cigarillo as he was running from one of the robberies and thereafter enter the backseat of a black SUV that had a blue fuzzy covering on its steering wheel.  Law enforcement collected that cigarillo for DNA testing, and the DNA test results were consistent with Brownlee being the robber from that incident.

    The jury also heard testimony from a member of the FBI’s Cellular Analysis Survey Team who testified that the cellular phones tied to Brownlee placed him at or near each Cash Store location when it was robbed.

    For two of the robberies, Brownlee enlisted the help of his girlfriend and co-conspirator, who testified that she and Brownlee conspired to rob the Fort Worth and Euless Cash Stores—driving there together in the black Hyundai SUV and with her serving as Brownlee’s getaway driver. She also testified that after committing these “licks” (robberies), Brownlee planned to target jewelry stores and ultimately obtained a Mini Draco-style firearm to do so, since that gun had more “muscle.”

    Shortly after committing the May 21 Grapevine robbery, Brownlee was arrested, and—upon searching the vehicle he was in—law enforcement found a black leather bag that Brownlee used in the Hurst and Grapevine robberies, a blue hat that Brownlee wore during the Euless robbery, a disposable medical mask matching what he wore for all of the robberies, and two loaded firearms—a black Smith & Wesson handgun matching the make and model of the gun identified by one of the victim-witnesses and a Century Arms Mini Draco AK-style pistol. Law enforcement also seized the black Hyundai Santa Fe with the blue fuzzy steering wheel cover, which at the time was being driven by Brownlee’s sister.

    Brownlee’s cell phone showed that he had conducted multiple online searches of and for Cash Stores during the time span of the robbery spree and that he ran searches for nearby jewelry stores and where to purchase a Mini Draco gun. The jury also saw videos and images from Brownlee’s and his co-conspirator’s phones showing them posing with piles of cash and Brownlee smoking a Black & Mild cigarillo like that observed to have been dropped by the perpetrator of the Euless robbery.

    Brownlee now faces a statutory minimum of 35 years and up to life in federal prison. His sentencing date is set for July 11, 2025, before the Honorable Reed O’Connor, who also presided over this trial.

    Brownlee’s co-conspirator pled guilty to one count of Hobbs Act Conspiracy to Interfere with Commerce by Robbery and faces a statutory maximum of 20 years in federal prison. She is set to be sentenced on April 8, 2025.

    “A strong relationship with our local law enforcement partners is crucial to tackling violent crime,” said FBI Dallas Special Agent in Charge R. Joseph Rothrock. “The collaboration with multiple agencies from Tarrant County resulted in a successful guilty verdict and sends a message that we will not tolerate acts of violent crime in our communities.”

    Acting U.S. Attorney Chad E. Meacham praised the joint efforts of all law enforcement agencies involved in the case, including the Federal Bureau of Investigation’s Dallas Field Office, Fort Worth Resident Agency, Grand Prairie Police Department, Fort Worth Police Department, Euless Police Department, Hurst Police Department, and Grapevine Police Department.  Assistant U.S. Attorneys Eric B. Chen and Levi Thomas prosecuted and tried the case.  Assistant U.S. Attorney Daniel Gordon for the Northern District of Texas provided appellate support.

This cancellation would take food away from hungry Wisconsinites already facing high grocery prices and further hurt Wisconsin farmers who are being squeezed by tariffs and other cuts to domestic markets.

    “A cancellation of these funds could result in $500 million in lost food provisions to feed millions of Americans at a time when the need for food shelves is extremely high due to costly groceries and an uncertain economy,” wrote Baldwin and the lawmakers in a letter to USDA Secretary Brooke Rollins.

    “These cuts will deprive Americans of food assistance, emergency food providers of necessary support to carry out their work, and American farmers of vital domestic markets,” Baldwin and the Senators continued.

    TEFAP provides Wisconsinites with three to five days of free food assistance, and in 2024 alone, Wisconsin distributed over 21 million pounds of food through the program, serving over 618,000 households across 353 distribution sites statewide. The loss of this program would impact Wisconsinites across the state, and particularly those in rural, tribal, and low-income communities who are facing food insecurity and rely on this critical funding. 

    The letter was led by Senator Amy Klobuchar (D-MN) and co-signed by 24 other Senate colleagues.

    Dear Secretary Rollins:

    We write regarding the reported cancellation of hundreds of millions of dollars in previously approved funding for food banks and other emergency food providers through The Emergency Food Assistance Program (TEFAP). A cancellation of these funds could result in $500 million in lost food provisions to feed millions of Americans at a time when the need for food shelves is extremely high due to costly groceries and an uncertain economy. If true, this major shift in a program utilized by emergency food providers in every state in the nation will have a significant and damaging impact upon millions of people who depend upon this program for critical food assistance.

    In addition, this program consists of purchases of U.S. commodities at a time when America’s growers and producers are struggling due to tariffs, proposed tariffs, animal disease and many other challenges.

    According to recent statistics, nearly one in every seven Americans have faced food insecurity. Many of these households turn to community and emergency relief organizations such as food banks and food pantries to help them obtain sufficient nutrition. In 2023 alone, 50 million Americans turned to emergency food providers, according to a report from Feeding America, America’s largest network of food banks. While food banks rely on a variety of sources (including private) to obtain food for distribution through their networks, federally purchased commodities are a key part of how they provide nutritious meals to Americans. 

    Due to this reported change, a number of us have heard that trucks delivering American-grown foods may not arrive. These trucks represent hundreds of thousands of nutritious meals containing poultry, fruits, vegetables, and dairy. If confirmed, the cancellation of this previously announced funding also comes on top of the cancellation of Local Food for School Program and the Local Food Purchase Assistance Program funding, which also helps farmers deliver nutritious foods to schools and food banks. These cuts will deprive Americans of food assistance, emergency food providers of necessary support to carry out their work, and American farmers of vital domestic markets.

    To help us understand USDA’s actions and their impact on communities around the country, we ask that you answer the following questions.

    1. Has USDA cancelled previously approved purchases of food provided through TEFAP? If so, what level of funding has been cancelled thus far and when will state agencies be notified of any cancelled TEFAP purchases?
    2. Does USDA plan to cancel additional purchases of food provided through TEFAP?
    3. Has USDA paused any TEFAP food orders or purchases? If so, what is the current status of those orders or purchases? Does USDA intend to un-pause these funds? 
    4. Please provide information on what types of funding, by commodity, have been cancelled and the financial impact of those cancellations on producers such as pork, chicken, turkey and dairy farmers.
    5. Is the funding announced on October 1, 2024 and detailed in the implementation memo that the Food and Nutrition Service sent to state agencies on December 2 rescinded?
    6. Does USDA intend to use Commodity Credit Corporation funds in Fiscal Year 2025 for future purchases that will be distributed through TEFAP? 

    We ask for a prompt response to these questions by the end of the week.
