    Headline: AI at Work: New skills are going to require a new division of labor

    In my last column, I discussed the new reality that AI can think and reason at a remarkably high level. Someday we’ll look back and see this as an inflection point in the evolution of technology—a change that will profoundly impact how we think about, organize, and deploy cognitive labor.  

    When I think about AI’s current abilities, I consider these five key cognitive tasks: perceiving, understanding, reasoning, executing, and creating. Looking at how each is handled in your organization today can help identify opportunities for AI to lighten the load.  

    Perceiving: Perception is about seeing and making sense of the world around you—and AI can perceive in both the physical and digital worlds.  

    Self-driving cars are a great example of AI adeptly navigating the physical world. With the ability to accurately identify its surroundings (roads, cars, bikes, pedestrians, signs, traffic lights), AI can make sense of when to stop, go, and change direction.  

    In the digital world, perception comes into play with computer-using agents, which can perceive and interact with computer interfaces just as humans do. CUAs process raw pixel data to build awareness of what’s happening on the screen and can then interact with that screen—controlling a virtual mouse and keyboard to click, scroll, and type. I expect that businesses will deploy them in fields from sales (assisting in lead generation by automatically filling out forms) to customer service (navigating software applications to find and share information).  

    Understanding: Understanding goes beyond perception; it’s about seeing patterns and interpreting context. AI’s capacity for understanding means it can interpret, analyze, and generate vast amounts of text data for tasks like translating documents, summarizing reports, and evaluating customer feedback to spot emerging trends. In healthcare, it can lend doctors a hand by interpreting medical images and suggesting possible diagnoses. In finance, it can sift through P&L statements and market data to identify signals that may indicate opportunities or risk. 

    Case in point: Vodafone deployed an agent that taps into the company’s vast internal knowledge bases to quickly surface product specs, answer legal questions, and more. The telecommunications company’s sales teams use it regularly to respond to RFPs, giving them more time to spend on a task that plays to human cognitive strengths: talking with customers to understand their needs. 

    Reasoning: I’ve said it before: the ability of AI to reason is one of the biggest technological breakthroughs of our lifetime. Reasoning models solve challenging problems by breaking down a task into parts, analyzing the breadth of the problem and coming up with a plan. Along the way, AI makes lots of smaller decisions, including changing its strategy and reversing course where needed.  

    Think of a crossword puzzle. You fill in a few words and then find that some of your first answers conflict with the new clues. So you reassess, erase, and try new answers. Reasoning models can now adeptly navigate this iterative process of planning and adapting—and that has big implications for business.  

    Imagine using that capacity for the multistep research needed to create a competitive analysis, or to produce complex data visualizations that only a data scientist once could. Reasoning AI can perform math at the level of the most skilled humans and has immense potential for scientific discovery. Any knowledge-driven part of a business stands to gain from reasoning AI. 

    Executing: The fact that AI can execute a task or respond to a prompt on its own is nothing new—it’s the very core of how a prompt-and-response model works. “In-model execution” describes AI’s ability to perform tasks using its internal capabilities. This type of execution is self-contained, meaning the model has everything it needs, including access to necessary data, to complete a task.  

    But what makes execution so interesting—and something I think will be one of the biggest areas of AI advancement in 2025—is that we’re seeing a second form of AI execution emerge: tool identification and usage. Just like you know to grab a ruler when you need to measure something, AI recognizes when it needs to use external tools to complete a task that goes beyond its inherent capabilities.  

    Take math, for example. On their own, LLMs are notoriously bad at math. But by enhancing their execution capabilities they’re able to call on outside tools or knowledge sources (like Python capabilities in Microsoft Excel) that enable them to execute complex math formulas. This is unlocking incredible potential for AI to autonomously handle business tasks—from creating images to writing code and visualizing data—that require skills and capabilities beyond their in-model functionality.  

    Creating: Of all the cognitive tasks, creativity is perhaps the most closely tied to what makes us human. AI is rapidly proving that it can be a powerful creative partner. It excels, for example, at brainstorming: It can tirelessly generate hundreds of product names or taglines (some better than others) for a human team to react to. In business, it can produce everything from concept designs to presentation decks to marketing videos. 

    In most cases, what AI produces is a starting point; humans elevate it, bringing in their emotional intelligence, nuance, and lived experience. These capabilities are transforming industries in ways that many people, including artists and creators, are understandably still coming to terms with. 

    Nonetheless, good ideas are good ideas, whatever the source. Not seeking AI’s input and inspiration is now like working with one hand tied behind your back.  

    What’s next 
    We’re entering a period of true thought partnership between humans and AI—and still trying to understand where the new division of labor lies. I don’t have all the answers yet, but I do have a few imperatives: As agents begin to handle many cognitive tasks traditionally performed by knowledge workers, organizations will need a new approach to managing them. And as agents and humans collaborate, organizations will need new ways to measure the contributions and performance of each. 

    Meeting this moment will require a new mindset that goes beyond thinking of AI as a one-to-one human substitute. Early attempts at flying machines were designed to flap their wings, and the first cars were “horseless carriages.” Real innovation comes when we move past imitation.   

    Despite the incredible advances in AI in just the past six months, many leaders still view it mainly as a means of faster execution. But that’s just the tip of the iceberg. Now is the time to advance AI’s cognitive partnership with humans—and come to terms with its full potential to reinvent how we work.

  • MIL-OSI Global: Melsonby hoard: iron-age Yorkshire discovery reveals ancient Britons’ connections with Europe

    The Melsonby hoard is a remarkable collection of more than 800 iron-age metal artefacts, which was found in a field near Melsonby, North Yorkshire, in December 2021.

    Its discovery represents a triumph of cross-sector collaboration in British archaeology. This extraordinary find excavated from Yorkshire soil is not just a collection of ancient objects, but signals a need for a significant revision of how we understand iron-age Britain.

    The presence of materials imported from the Mediterranean, and a type of continental European wagon new to Britain, challenges the idea that iron-age Britons were isolated. Instead, it tell us that “wealthy” iron-age people in northern England had contacts extending out across Europe.

    This 2022 excavation, supported by a £120,000 grant from Historic England and expertise from the British Museum, revealed more than 800 items dating to the first century BC – around the time of the Roman conquest under Emperor Claudius. The objects are almost certainly associated with the Brigantes tribe who dominated northern England during this period.

    The scale of this discovery sets it apart from typical iron-age finds. The hoard includes partial remains of at least seven four-wheeled wagons and/or two-wheeled chariots, harnesses for at least 14 horses, 28 iron tyres (many deliberately bent), three ceremonial spears and two ornate cauldrons.

    In iron-age Britain, communities regularly placed metalwork in rivers and bogs to mark significant life events, including death. The Thames has yielded deliberately deposited human skulls alongside weapons and metal objects. The Melsonby hoard can be seen as a land-based equivalent of these water deposits.

    One of the most significant aspects of this discovery is the first evidence of four-wheeled wagons used by iron-age British tribes, possibly imitating vehicles seen in continental Europe. This finding suggests that northern Britain was far from isolated, instead participating in widespread networks spanning Europe to the Mediterranean.

    The craftsmanship displayed in the hoard as whole is exceptional. Some horse harnesses feature Mediterranean coral and coloured glass, showcasing the distinctive curving patterns typical of Celtic Art. One cauldron, likely used for mixing wine, combines Mediterranean and iron age artistic styles – concrete evidence of cultural exchange between Britain and continental Europe.

    Particularly intriguing is evidence that many items were deliberately burned or broken before burial. This practice of ritually “killing” valuable objects has deep roots in British prehistory, stretching back to the bronze age. By destroying such items, iron age elites may have been demonstrating their wealth and status through conspicuous consumption.

    However, the burning might also relate to funerary practices in some way. Though no human remains were found, the objects could have been burned on a funeral pyre in a cremation ritual. This places the Melsonby hoard in an interesting position between traditional archaeological categories. It is part “hoard” (a deliberate deposit of objects) and part “grave goods” (items placed with the dead).

    This dual nature isn’t without precedent. Chariot burials are well-documented in iron-age Yorkshire, while collections of horse equipment appear in other discovered hoards. The Melsonby find might represent a combination of these traditions.

    However, we wouldn’t know about any of this if it hadn’t been for the decision of metal detectorist Peter Heads to resist unearthing the hoard himself.

    On making the discovery in December 2021, Heads immediately contacted archaeologists at Durham University, setting in motion a textbook example of proper archaeological practice. This allowed crucial contextual information that would have been lost forever had the site been disturbed without professional supervision.

    The hoard’s objects were carefully identified using scanning technology at the University of Southampton, allowing archaeologists to excavate without causing damage. This meticulous approach will enable years of productive research into these artefacts.

    Valued at £254,000, the Melsonby hoard is now the subject of a fundraising campaign by the Yorkshire Museum. A selection of objects is already on display, giving the public access to these remarkable artefacts.

    As research continues on this extraordinary find, it stands as a powerful example of how proper archaeological practice – from responsible metal detecting to collaborative, well-funded excavation – can transform our understanding of Britain’s past.

    The Melsonby hoard offers a unique window into iron-age life in Britain, challenging long-held historical assumptions about regional development and cultural sophistication.

  • MIL-OSI Global: Embracing Uncertainty: what we can all learn from how artists thrive in an unpredictable world

    In a recent interview, the 91-year-old Trinidadian artist John Lyons described painting as “an adventure in creative uncertainty. It is a way of existing in a world we still know very little about.”

    A similar perspective forms the central theme of entrepreneur Margaret Hefferman’s latest book, Embracing Uncertainty. This is a spiritual successor to her previous book, Uncharted, which portrayed uncertainty as an inevitable aspect of modern life that should be embraced rather than controlled.

    This time Hefferman focuses on the creative industries, proposing that artists, musicians and writers constantly live with uncertainty and can still thrive in this increasingly unpredictable world.

    The book’s five core chapters are interspersed with evocative vignettes describing episodes of creative uncertainty. These include the establishment of Bristol’s Paraorchestra, a collective of disabled and non-disabled musicians led by conductor Charles Hazlewood, and director Gabriella A. Moses’s work on the film Boca Chica.

    Hefferman argues that such seemingly disparate episodes can be linked by a shared artistic drive that approaches uncertainty with a combination of pragmatism and optimism. She concludes that applying a mindset of curiosity and flexibility is essential not just for promoting artistic endeavour, but to flourish in general.

    The book is at its most successful when advocating for the importance of viewing the arts as an essential foundation for a prosperous and healthy society – not as a frivolous and dispensable luxury. The closing chapters focusing on arts education and the role of art in politics are particularly compelling.

    Hefferman notes that arts education worldwide has suffered substantial cutbacks and marginalisation. In the UK, funding for arts, design and media courses has been decimated despite the sector contributing an estimated £126 billion to the country’s economy. In the US, arts and cultural funding is increasingly portrayed as a partisan political issue instead of a common good.

    The political belief that the sciences should be prioritised over arts education ignores the substantial evidence that they’re mutually beneficial. My career in science owes much to my involvement as a teenager in Leicestershire Youth Theatre. Led by the pioneering educator Robert Staunton, this experience taught me a creative and reflexive way of viewing human behaviour that has informed my research ever since.

    I was struck while reading the numerous accounts of creativity in this book how many would be unlikely to reach fruition today. Hefferman produced programmes for the BBC for 13 years and in one chapter, discusses the complex development of the classic 1990s TV serial Our Friends in the North. Such a uniquely British drama would struggle to secure funding in the current television landscape, dominated by international streaming services.

    Hefferman is less convincing, though, when trying to explain how creative individuals can thrive.

    In the opening chapter, she discusses the early 20th-century psychological movement of Behaviourism – which claimed that all human behaviour could be explained by mechanisms of conditioned learning. But otherwise, there is no consideration of research focused specifically on understanding human creativity.

    Rather, the overarching theme of “embracing uncertainty” is applied very broadly and conflates certain concepts. For instance, it combines divergent thinking (the ability to create multiple possible solutions to a problem) with resilience and creative flow (a highly motivating mental state associated with effortless concentration). In my view, these ideas are better considered separately.

    Many of the stories of creative problem-solving discussed in the book brought to my mind the pioneering work of creativity researcher Frank X. Barron in the 1960s. Barron described highly creative individuals as “more primitive and more cultured, more destructive and more constructive, occasionally crazier and yet adamantly saner than the average person”.

    Hefferman is an engaging storyteller and there is a great deal to enjoy in her accounts of how – frequently against all odds – artists succeed in producing work that reflects and changes wider society.

    This book is published at a time when the creative industries are facing unprecedented challenges worldwide. Writers, musicians and artists will certainly not thrive if the uncertainty they are forced to embrace is a lack of financial support – or the cannibalisation of their work by AI.

    Albert Einstein noted that “the greatest scientists are artists as well”. As our world faces a perfect storm of environmental, societal and economic challenges, the need to support innovation and champion persistence has seldom felt greater. The hopeful and inspiring stories portrayed in Embracing Uncertainty point the way to a more optimistic future.

  • MIL-OSI Security: Choppa City Crew Members Sentenced to Decades in Prison for Roles in Three Brinks Armored Car Robberies

    WASHINGTON – William Brock, 33, and Anthony Antwon McNair, Jr., 36, both of Washington, D.C., were sentenced today to 657 months (54.75 years) months and 378 months (31.5 years) in prison respectively for their roles in a series of armed robberies of Brink’s armored cars in Washington, D.C., that resulted in the loss of more than $1.2 million. 

               The sentences were announced by U.S. Attorney Edward R. Martin, Jr., FBI Special Agent in Charge Sean Ryan of the Washington Field Office’s Criminal and Cyber Division, and Chief Pamela Smith of the Metropolitan Police Department (MPD).

               Brock and McNair were found guilty by a federal jury on September 9, 2024, of conspiracy to interfere with interstate commerce by robbery, interference with interstate commerce by robbery (Hobbs Act Robbery), bank robbery, and brandishing a firearm during a crime of violence. The jury also found co-defendant Erin Sheffey guilty the same day of conspiracy to interfere with interstate commerce by robbery. Sheffey was sentenced January 15, 2025, to 18 years in prison.

               In addition to the prison terms, U.S. District Court Judge Royce Lamberth ordered Brock and McNair to each serve three years of supervised release and pay $1.2 million in restitution.

              The three Brink’s truck robberies occurred on October 6, 2021, December 8, 2021, and March 2, 2022. In those robberies, the defendants used firearms to assault the drivers of Brink’s armored cars and steal money. In total, the defendants stole over $1.2 million. 

                According to court documents and the evidence at trial, the three defendants were members of the Choppa City street crew. Brock, McNair, and Sheffey conspired together and with others to plan and carry out the robberies, brandishing firearms on busy District streets while doing so. 

               Each robbery occurred on a Wednesday at about 9 a.m., and two occurred on busy city throughfares, causing a significant risk to the public. Testimony in the case revealed that the conspirators used assault rifles to carry out their robberies. 

              Brock planned the robberies for months, learning the routes and arrival times of the Brink’s drivers, to ensure the robbery team was in place. As the Brink’s driver exited his armored car vehicle to deliver money to a business, the robbers ambushed him. In two cases, the defendants assaulted one of the Brink’s drivers, even after he had complied to their demands and had turned over his courier bag.

              Members of the crew used social media to show off large sums of money they stole during the robberies and photographed themselves making high-end luxury purchases. For example, within two days of the robberies, Brock purchased vehicles in cash totaling over $36,000. 

               Leading up to trial, all three men attempted to intimidate witnesses in the case. These attempts, among other things, were cited as bases for their decades-long sentences.

              This case was investigated by the FBI Washington Field Office’s Violent Crimes Task Force and the Metropolitan Police Department. It was prosecuted by Assistant U.S. Attorney Cameron Tepfer and Special Assistant U.S. Attorney Alex Schneider. Valuable assistance was provided by Assistant U.S. Attorneys Josh Gold, Meredith Mayer-Dempsey, and Thomas Strong.

  • MIL-OSI Security: Former Corrections Officer Convicted of Committing Perjury After Making False Statements During an Investigation into Use of Excessive Force at Prison

    RALEIGH, N.C. – Richard Wargo, a former Sergeant at Pender Correctional Institution, pled guilty today to committing perjury before a federal grand jury in a civil rights investigation. Wargo, 37, faces up to 60 months in prison when sentenced later this year.

    According to court documents and other information presented in court, the Federal Bureau of Investigation (FBI) began an investigation in 2022 into Pender Correctional Institution (PCI), in Burgaw, after receiving multiple allegations of officers using excessive force against inmates in the prior year.  During one incident, which occurred on November 17, 2021, PCI officers removed an inmate from a dorm room due to apparent intoxication and took him to a separate shipping and receiving building with no surveillance cameras.  The inmate was handcuffed and struck with a baton multiple times, resulting in lacerations on his legs and scarring.   

    Wargo was working the night shift when the November 17, 2021, incident occurred and was tasked with preparing the incident report regarding the use of force.  In his report, Wargo omitted that he was present during or involved in the use of force. It was the prison’s policy that no one involved in the incident should prepare the incident report.

    The FBI interviewed Wargo in August 2023.  When asked about the November 17, 2021, incident, Wargo described being the investigating officer but said he otherwise was in no way involved and was not even present for the use of force.  He appeared before a federal grand jury on August 22, 2023, and while under oath, gave the same account.  However, grand jury testimony from other officers and witnesses established that Wargo was present in the shipping and receiving building during the assault. Two officers testified that Wargo participated in the assault, striking the inmate with a baton, while another officer testified that he saw Wargo standing over the inmate.     

    Wargo agreed to a second, audio recorded interview on February 26, 2024.  He again denied being present for or participating in the November 17, 2021, use of force incident.  But when confronted with evidence to the contrary, Wargo admitted that he had entered the shipping and receiving building during an ongoing use of force incident.  He further admitted that he had drawn his baton and witnessed other officers strike the inmate with batons.

    Daniel P. Bubar, Acting U.S. Attorney for the Eastern District of North Carolina made the announcement after U.S. District Judge Terrence W. Boyle accepted the plea. The Federal Bureau of Investigation investigated the case.  Assistant U.S. Attorney Jake D. Pugh is prosecuting the case.

  • MIL-OSI Security: Armed Whiteville Drug Trafficker Sentenced to 23 Years

    RALEIGH, N.C. – A Whiteville man was sentenced today to 23 years in prison for trafficking fentanyl, methamphetamine, and cocaine.  On February 9, 2024, Marion Lamont Flowers, age 43, pled guilty to the charges.

    According to court documents and other information presented in court, in 2020, the North Carolina State Bureau of Investigation, Whiteville Police Department, and the Columbus County Sheriff’s Office (CCSO) began investigating Flowers for drug trafficking. Between December 2020 and July 2021, law enforcement oversaw seven controlled purchases of cocaine and methamphetamine from Flowers. On July 20, 2021, a confidential informant arranged to purchase 1 kilogram of methamphetamine from Flowers. When Flowers arrived to make the sale, he was apprehended by law enforcement and taken into custody. A search of Flowers’ vehicle recovered 893.8 grams of methamphetamine (97% purity), more than $2000 in cash and a loaded PH 13 handgun. l

    Based on surveillance during the investigation, Flowers was operating out of a hotel room at an EconoLodge. Agents executed search warrants on two rooms rented by Flowers and seized MDMA pills, Xanax pills, Alprazolam and Buprenorphine pills. They also seized 37 grams of cocaine base (crack), 249 grams of cocaine, 27 grams of fentanyl and nearly $4000 in cash.

    Flowers has a lengthy criminal history dating back to 1995 when he was convicted of assault with intent to kill and robbery with a dangerous weapon for robbing a Hasty Mart Store. During the robbery, Flowers shot a customer in the neck. In 2004, he pled guilty to conspiracy to commit robbery with a dangerous weapon after robbing a BB&T bank. In 2016, Flowers pled guilty to possession with intent to sell or deliver cocaine and to delivering cocaine. As the sentencing judge noted at Flowers’ hearing, Flowers has also performed poorly while incarcerated, incurring over 30 infractions while serving time for previous convictions.

    Daniel P. Bubar, Acting U.S. Attorney for the Eastern District of North Carolina made the announcement after sentencing by U.S. District Judge James C. Dever III. The N.C. State Bureau of Investigation, the Whiteville Police Department and the Columbus County Sheriff  investigated the case and Assistant U.S. Attorney Tyler Lemons prosecuted the case.

  • MIL-OSI Security: Killeen Man and Former Soldiers Sentenced for Multi-Million Dollar Fort Cavazos Equipment Theft Conspiracy

    WACO, Texas – A Killeen man was sentenced in a federal court in Waco to 120 months in prison for buying and selling U.S. Army equipment that had been stolen by soldiers and former soldiers.

    According to court documents, beginning in January 2017, Benjamin Alvarado Jr., 32, purchased thousands of military items, owned by the United States, from co-conspirators Darius Alston, Justin Wallas and Gabriel Taylor, and Kynyqus Bryant. The co-conspirators were U.S. Army soldiers stationed at Fort Cavazos and had participated in at least seven thefts of U.S. government property from Fort Cavazos. Collectively, they coordinated with Alvarado throughout the scheme through telecommunications and text messages.

    Investigators with the Department of the Army Criminal Investigations Division (Army CID) traced several transactions through online sellers, such as eBay, to Alvarado, who, on Aug, 9, 2021, was discovered to be selling multiple M-50 gas masks similar to what had been reported stolen from Fort Cavazos. Alvarado was also selling filters for the masks, night vision device image intensifier tubes, Litefighter tents, and other miscellaneous sensitive property being transported in interstate and foreign commerce with a value of $5,000 or more.

    Executed search warrants resulted in the recovery of more than 24,000 individual items stolen from the U.S. government, including, in addition to the items previously named, weapons parts, and Level III and Level IV body armor. The recovered properties were valued at approximately $2.75 million. Another search warrant led to the recovery of another $100,000 worth of military property at a Killeen storage building. The investigation also revealed that, on or about Jan. 5, 2021, Alvarado participated in the sale and transfer of a Joint Chemical Agent Detector M4A1 to a buyer in China through an intermediary in Delaware.

    Alvarado stated he had purchased 90% of the 24,000 items seized from Bryant and Alston, who were assigned to the 553rd Combat Service Support Battalion. Taylor later confessed that he had participated as the lookout in a July 2021 robbery on Fort Cavazos, while other members of the conspiracy retrieved the items. Alston stated that he had conducted seven or eight theft operations with Bryant and the others, also as a lookout.

    On Sept. 3, 2019, Alvarado transferred a cashier’s check for $52,890.55 to a title company for a residence in Killeen. On July 7, 2021, Alvarado transferred a personal check for $50,000 to a licensed automobile dealer for the purchase of a 2013 McLaren MP4. Following the April 2022 indictment, Alvarado forfeited the house and the car.

    Alvarado pleaded guilty on Oct. 31, 2023 to one count of theft of government property conspiracy, one count of interstate transportation of stolen property, two counts of money laundering, and one count of smuggling goods from the United States.  On March 26, Alvarado was sentenced to 120 months custody in federal prison.

    Alston, Wallas and Taylor were also sentenced with Alvarado. Alston and Wallas were each sentenced to 30 months in federal prison. Taylor was sentenced to five years of probation. Bryant was sentenced to five years of probation and incurred a $2,000 fine on March 24.

    In addition to their sentences, Alston, Wallas, Taylor, and Bryant were ordered to pay $618,750 in restitution. Alvarado was ordered to pay a restitution of $2,367,780.12.

    “Alvarado and his co-conspirators engaged in a massive scheme to steal, store and sell millions of dollars’ worth of U.S. military equipment—not only taking advantage of our government but placing personal profit over national security and military readiness,” said Acting U.S. Attorney Margaret Leachman for the Western District of Texas. “Thank you to all of the federal law enforcement agencies involved for provided their individual specialized investigative skills to this case and reinforcing the fact that criminals who engage in this illicit reckless behavior will be caught and prosecuted.”

    “We traced Alvarado’s sales and profits, which helped lead the team to seize assets like his real estate, his bank accounts and his McLaren. There are no sports cars and lavish lifestyles for Alvarado in prison,” said acting Special Agent in Charge Lucy Tan, of IRS Criminal Investigation’s Houston Field Office. “The moment he left a money trail, it sealed his fate. As the law enforcement division of the IRS, we follow the money to bring criminals to justice.”

    “These sentencings are a result of a highly successful joint investigative effort by the Defense Criminal Investigative Service (DCIS) and our investigative partners” said Acting Special Agent in Charge Chad Gosch of the Department of Defense – Office of Inspector General, DCIS Southwest Field Office.  “Ensuring the integrity of DoD supply chains, safeguarding taxpayer investments and, most importantly, protecting the warfighter are top priorities for DCIS.”

    “This case highlights the partnership and commitment between Homeland Security Investigations and Army CID in securing the Homeland by targeting malicious actors stealing and exporting sensitive military equipment,” said ICE Homeland Security Investigations San Antonio Special Agent in Charge Craig Larrabee. “HSI, in collaboration with law enforcement partners, will continue to aggressively investigate and dismantle criminal networks that threaten the country’s national security.”

    IRS-CI, DCIS, Army CID, the Department of State and HSI investigated the case with assistance from the Killeen Police Department.

  • MIL-OSI Security: Mexican national extradited from Mexico to the United States pleads guilty to drug and money laundering conspiracy

    BUFFALO, N.Y.-U.S. Attorney Michael DiGiacomo announced today that Gilberto Alarcon-Holguin a/k/a Beto, 57, a Mexican national, pleaded guilty before U.S. District Judge John L. Sinatra, Jr. to conspiracy to possess with intent to distribute, and to distribute, five kilograms or more of cocaine, and conspiracy to commit money laundering, which carry a mandatory minimum penalty of 10 years in prison, a maximum of life, and a fine of $10,000,000.

    According to the plea agreement, on October 14, 2017, Homeland Security Investigations (HSI) seized 10 kilograms of cocaine from an identified co-conspirator. HSI obtained a phone number as a point of contact for the delivery of the cocaine, which was linked to co-conspirators of Alarcon-Holguin. On October 19, 2017, HSI conducted a controlled delivery of 10 bricks of “sham” cocaine, which had been wrapped in the same manner as the seized kilograms of cocaine, to a motel parking lot in Corfu, NY. The bag was given to co-conspirator Eduardo Valdez, who was on the phone with Alarcon-Holguin during the delivery. Following the controlled delivery, the New York State Police conducted a traffic stop of the vehicle Valdez was riding in. HSI seized $259,960 in cash as a result of the controlled delivery.

    Subsequent investigation determined that Alarcon-Holguin had multiple communications with another co-conspirator, Edgar Pavia. Alarcon-Holguin provided instructions to Pavia about shipments of cocaine, packaging of money, and more, all of which was passed along to drug distributors supplied by Alarcon-Holguin in cities including Buffalo, and Louisville, KY. Alarcon-Holguin also passed information to Pavia that was separately conveyed to other co-conspirators, including those involved in the transportation of drugs. For example, on June 21, 2018, co-conspirator Adrian Goudelock received 40 kilograms of cocaine in Buffalo. Over the course of the conspiracy, Goudelock received multiple shipments of 10 kilograms of cocaine or more brokered by Pavia and supplied by Alarcon-Holguin. Alarcon-Holguin also provided instructions to Pavia on how Goudelock should wrap and mark money being sent back to Mexico. Specifically, Alarcon-Holguin told Pavia that Goudelock should wrap the money into 52 packages of $10,000 each.

    Other deliveries organized by Alarcon-Holguin during the investigation included: 17 kilograms of cocaine seized from a co-conspirator in West Seneca, NY, and shipments of 10, 15, 20, and 40 kilograms of cocaine to a co-conspirator in Kentucky. In addition, approximately $1,144,735 in cash was seized from a commercial truck driver in Chicago, Illinois. During the course of the investigation, investigators seized approximately $2,600,000.

    The plea is the result of an investigation by Homeland Security Investigations, under the direction of Special Agent-in-Charge Erin Keegan; the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia; the New York State Police, under the direction of Major Amie Feroleto; the Erie County Sheriff’s Department, under the direction of Sheriff John Garcia; and Customs and Border Protection, Air and Marine Unit, under the direction of Brian Manaher, Director, Marine Operations. Additional assistance was provided by the New York National Guard and Homeland Security Investigations, El Paso, Texas. The Justice Department’s Office of International Affairs worked with law enforcement partners in Mexico to secure the arrest and extradition of Alarcon-Holguin.    

    Sentencing is scheduled for September 3, 2025, before Judge Sinatra.

    Today, the Government of Saskatchewan announced changes to the Saskatchewan Immigrant Nominee Program (SINP) in response to the federal government’s reduction to the program. The Government of Canada cut nomination allocations to all provincial nominee programs by 50 per cent earlier this year, leaving Saskatchewan with 3,625 nominations, the lowest since 2009 and added a requirement that 75 per cent of all nominees must already be living in Canada as temporary residents. 

    “We are disappointed with the federal government’s decision to cut provincial nominee program allocations,” Deputy Premier and Immigration and Career Training Minister Jim Reiter said. “The SINP has been essential for Saskatchewan employers seeking to hire international workers when qualified Canadians are unavailable. The changes announced today will ensure that our reduced number of nominations is used effectively and in a way that prioritizes building our economy.” 

    The previously announced pause to the intake of Job Approval Forms (JAFs) will end immediately.

    To manage the constraints imposed by the federal government, the Government of Saskatchewan is implementing program changes to the SINP effective immediately. These changes will ensure fair access across sectors while maintaining program integrity and aligning with Saskatchewan’s long-term labour market needs. Changes to the SINP will focus on prioritizing growing the work force in health care, agriculture and the skilled trades.

    The changes to the SINP include:

    • Approvals for candidates overseas will be prioritized for Health, Agriculture and the skilled trades. Recruitment for all other sectors and occupations will only be supported for candidates who are already temporary residents in Canada on a valid temporary visa;
    • Nominations for the accommodation, food services, retail trade and trucking sectors will be capped at 25 per cent of total annual nominations;
    • Spas, salons and pet care services (excluding veterinarians) are no longer eligible to recruit through SINP; and
    • The Entrepreneur, International Graduate Entrepreneur and Farm Owner/Operator categories will be permanently closed.

  • MIL-OSI Canada: Grants for cycling, walking paths support sustainability

    Cyclists and walkers will enjoy more multi-use pathways, protected bike lanes, pedestrian bridges, and safety improvements as the Province helps local governments expand their active transportation infrastructure.

    “With this funding, we’re helping communities across B.C. build a more sustainable future,” said Mike Farnworth, Minister of Transportation and Transit. “By connecting communities with dedicated active transportation infrastructure, we’re encouraging people to cycle, walk or roll, which is good for our health and lessens our reliance on passenger vehicles.” 

    A new round of provincial funding is supporting 53 active transportation infrastructure projects in B.C. communities. Additionally, nine communities are receiving funding to create network plans for future active transportation. These communities are benefiting from $24 million in provincial funding.

    The grants will improve connections to employment, school, transit and recreational centres throughout the province.

    The Active Transportation Infrastructure Grants program funds Indigenous, local and regional governments with cost-sharing investments of up to $500,000 for infrastructure projects and as much as $50,000 in funding to develop active transportation network plans. These projects make it safer and more efficient for people to use active transportation in their communities.

    Since 2020, the Province has funded 327 projects across 187 communities through the Active Transportation Infrastructure Grants program, supporting the Province’s CleanBC commitment to increase shares of trips by walking, cycling and transit.

  • MIL-OSI Security: Olds — Old’s Crime Reduction Unit locate a stolen vehicle

    On Feb. 27, 2025, Old’s RCMP Crime Reduction Unit located a stolen vehicle at the 7-Eleven in Olds. Checks revealed the vehicle had been stolen out of Calgary. The driver was with the vehicle when stopped by officers. The vehicle was towed, and the registered owner was notified.

    A 58-year-old individual, a resident of Calgary, was arrested and charged with possession of property obtained by crime over $5000. He also had warrants from Airdrie, Alta. and Lethbridge, Alta. which were executed.

    After a judicial interim release hearing, the individual was released and will be appearing in Alberta Court of Justice in Didsbury, Alta. on March 24, 2025.

  • MIL-OSI Security: Red Deer — Red Deer RCMP Crime Reduction Team arrest individual for stolen vehicles

    On March 4, 2025, the Red Deer RCMP Crime Reduction Team (CRT) responded to a report of a suspicious vehicle. Upon arrival, police observed that there were three vehicles travelling together with one of the vehicles matching the description of a stolen vehicle. Covert surveillance was initiated, and the suspect vehicle later drove down a dead-end road, where it became stuck in the snow. The driver was subsequently arrested.

    A 24-year-old individual, a resident of Red Deer, has been charged with the following offences:

    • Possession of property obtained by crime under $5000 x2
    • Impaired operation of a motor vehicle
    • Flight from police

    The individual was taken before a justice of the peace and was released on a release order.

    On March 11, 2025, officers were conducting proactive patrols within Red Deer when they observed a vehicle matching the description of a known stolen vehicle. Officers initiated covert surveillance and followed the vehicle to the area of Gaetz Avenue and 63 Street, where the driver of the vehicle was arrested.

    The 24-year-old individual has been charged with the following offences:

    • Possession of property obtained by crime over $5000
    • Drive while prohibited
    • Fraudulent concealment
    • Breach of release order x2

    The individual was taken before a justice of the peace and was remanded into custody and is schedule to appear in court on March 13, 2025, at the Alberta Court of Justice in Red Deer.

    OPEIU and CWA Applaud Call for FCC to Hold Teleperformance Accountable

    Washington, D.C. — Rep. Jan Schakowsky (D-IL), Rep. Brian Fitzpatrick (R-PA), and 21 other members of Congress called on the Federal Communications Commission to closely scrutinize Teleperformance/ZP Better Together’s application for certification to provide Video Relay Service, an essential program that ensures Deaf, Deaf-Blind, and Hard-of-Hearing people have equal access to telecommunications services. VRS is funded through the Telecommunications Relay Service (TRS) Fund, which all Americans pay into through their phone bills.

    “We’ve spent the last year organizing with our fellow interpreters to ensure VRS is the service that it needs to be, not a vehicle for corporate profits,” said Felix Reyes, a Teleperformance VRS interpreter from New York City. “The Deaf, Deaf-Blind, and Hard-of-Hearing communities deserve interpreters who are adequately trained, have reasonable breaks and meaningful professional development opportunities, including from working with Deaf interpreters. We applaud Rep. Schakowsky and her colleagues for calling on the FCC to hold them accountable.”

    In the letter, members of Congress pointed out Teleperformance could work to allay their concerns about the deterioration of service quality in VRS by implementing the labor rights accord that Teleperformance signed with UNI, a global federation of labor unions, in the United States. The labor rights accord has already been implemented in Poland, Colombia, Jamaica, El Salvador, and Romania.

    “We are organizing VRS interpreters at Teleperformance and Sorenson because workers need a voice on the job now more than ever—for themselves and for the people they serve,” said Tyler Turner, president of the Office and Professional Employees International Union (OPEIU), AFL-CIO. “For too long, a profit over people model has wreaked havoc on VRS interpreters’ working conditions and the vital service they provide to millions of Deaf Americans every day. OPEIU will not stop fighting until these workers get the justice they deserve. Greg Casar (D-TX) spurred FCC Commissioner Anna Gomez to agree to participate in upcoming town halls to hear from ASL interpreters and the people they serve — the first time an FCC commissioner has agreed to host public meetings on the subject. OPEIU’s ASL Interpreters United includes VRS interpreters working at both Sorenson and ZP Better Together. Sorenson is owned by private equity firms Ariel Investments and The Blackstone Group, and ZP Better Together is owned by French telecommunications company Teleperformance.

  • MIL-OSI Security: Brooks — Brooks RCMP execute search warrants after drug trafficking investigation

    On Jan. 30, 2025, Brooks RCMP along with the Southern Alberta District Crime Reduction Unit, conducted a vehicle stop and executed two search warrants as a result of a drug investigation.

    Officers conducted the vehicle stop in the area of Sunny Lea while two residences were searched on Maple Drive and Greenbrook Road. A significant quantity of illicit drugs was located in all three locations.

    As a result of the searches Brooks RCMP seized approximately:

    • 183 grams of cocaine – est. Street Value $18,350
    • 55 grams of methamphetamine – est. Street Value $3,300
    • 700 tablets of dilaudid – est. Street Value $14,000

    Brooks RCMP have charged a 58-year-old individual a 37-year-old individual with possession of a controlled substance for the purpose of trafficking.

    Names can be released once charges are sworn.

    Thanks to British Land and Mace for hosting us at the Dock Shed today.

    The views up here are absolutely spectacular.

    I don’t think any of us can ever tire of looking at that iconic London skyline. No matter how many times you’ve seen it before.

    Or seeing the city shift and grow as buildings go up and down, as spaces are developed. As communities are created.

    When I was Lambeth Council Leader, I was co-chair of the Vauxhall Nine Elms Redevelopment – that’s the biggest regeneration project in Europe.

    But what people don’t always see is the waste that kind of development can produce.

    62% of all waste generated in the United Kingdom comes from construction.  

    That’s resources lost from our economy.

    Lost economic value.

    As we meet our commitment as a Government to build 1.5 million homes, the infrastructure for clean green energy and a reliable and clean water supply, the datacentres to make the UK an AI superpower, we can and we must get better use out of our materials and eradicate waste.

    Mace and British Land – and many others in the room – are already rising to the challenge.

    In this building alone, thousands of tonnes of carbon were saved by smarter material choices, meaning every structure has a smaller carbon footprint.

    The stone floor beneath your feet is completely recycled.

    And in new buildings across the development, British Land and Mace are using material passports to digitally track all components so they can be adapted and reused in the future.

    Later this morning I’m looking forward to visiting the Paper Garden, just a few minutes from here, transformed from an old printworks into an education centre and a garden, where 60% of materials have been retained or reclaimed, including railway sleepers and the logs of fallen trees from Epping Forest.

    The principles of a Circular Economy are embedded in these designs.

    That’s what I want to talk about today.

    Not just in construction but across all sectors.

    We have an opportunity to end the throwaway society and move to a futureproofed economy.

    Where things are built to last.

    Where products are designed to be reused and repaired. And materials given new life again and again.

    This isn’t about merely modifying the way we currently manage waste.

    I want to work with all of you to fundamentally transform our economy so we get more value from it.

    When I was in opposition, this is what business leaders told me they wanted a Labour Government to do.

    So when I became Secretary of State for Defra, I made creating a Circular Economy one of my five core priorities for that department.

    British businesses want to make this change.

    So now it’s part of the Government’s national Plan for Change.

    But it needs long-term direction on how regulation will develop.

    So you can plan with certainty, so we can build the infrastructure we need, and financial institutions and businesses can invest with confidence.

    Today I want to set that direction so, together, we can make the Circular Economy a reality.

    Turn back the years and the things Britain made were built to last.

    Washing machines would be fixed, clothes mended, broken pieces of furniture repaired. 

    But in recent times we’ve become trapped in a throwaway culture.

    It’s easier and quicker to replace something on Amazon than get it fixed.

    Our lives follow a ‘take, use and throw’ model that is economically unsustainable, creates mountains of waste that we have to bury or burn, and leaves our supply chains vulnerable and exposed.

    Yet we know the British public support change.

    Carrier bags sold by the main supermarkets have reduced by over 98% since 2014.

    We’ve cleaned up streets, rivers and beaches by banning single-use plastic items like cutlery and polystyrene cups.

    Both policies had huge public support.

    But we are falling behind the rest of the world.

    This Government is changing that.

    Packaging Extended Producer Responsibility will begin later this year, incentivising businesses to remove unnecessary packaging and make their products more recyclable and refillable.

    Simpler Recycling for the workplace starts next week.

    And a standardised, national approach to household recycling – paper, card, plastic, glass, metals and food waste – will be introduced next year so everyone understands more clearly what they can recycle and how they recycle it.

    This will end postcode confusion about bin collections and make sure households, workplaces and businesses never have to deal with the madness of 7 separate bin collections which the previous Conservative Government legislated to inflict on us.

    And this April, we will appoint the business-led organisation that will launch the UK’s first Deposit Management Scheme for drinks containers starting in 2027.

    Less than 60% of waste electricals are collected for reuse or recycling.

    4 in 5 of our plastic products are still made from virgin materials.

    Our household recycling rates haven’t improved in 15 years.

    UK landfill sites absolutely astonishingly cover an area almost as big as Greater London. 

    We burn 12 million tonnes of waste collected by councils every year.

    We throw away £22 billion in edible food annually. Four and a half billion in clothes. 2 and a half billion in usable furniture.

    This is bad for the environment, bad for society and it’s bad for the economy.

    We are literally shovelling money down the drain.

    Under Michael Topham’s leadership at the Environmental Services Association, our biggest recycling companies are stepping up to the challenge.

    Our reforms are giving them the confidence to invest £10 billion pounds in the UK’s recycling infrastructure over the next decade, creating over 21 thousand jobs right across the country.

    I know parts of the industry have concerns around the impacts of some of these reforms.

    We are listening. And we’ll keep listening to make sure the changes work for businesses.

    Based on businesses’ feedback, we’ll appoint a producer-led organisation to lead our packaging reforms, building on the successful business-led board that steered them to this stage.

    We’ve published estimated base fees for year one of the scheme, rather than ranges, to give businesses more certainty.

    And we have stopped mandatory labelling requirements to avoid any trade friction or increased costs within the UK and with the EU.

    We’ve also worked with the Food Standards Agency to confirm they will take up the role of competent authority, carrying out the checks to verify the suitability of recycling processes producing food-grade recycled plastics for trade, so we can uphold the value of high-quality UK recycled plastics on export markets.

    Beyond our packaging changes, our ban on disposable plastic vapes comes into force in June.

    We are changing the law so online marketplaces and vape producers pay their fair share to recycle the electricals that they put on the market – encouraging them to consider other options like reuse.

    We’ve set aside £15 million to reduce food waste from farms and ensure it reaches families in need.

    And we’ve set strict conditions for new energy-from-waste plants so they work better for local communities and maximise the value of resources that can’t be re-used or recycled.

    I’m proud of where we’ve got to so far. But I know these reforms are still not enough.

    We need a bigger shift to an economic system that encourages repair, reuse and innovation, where resources are used again and again, and waste is designed out of the system right from the start.

    I worked in business for 16 years, with responsibility for driving up profit and driving down cost.  

    To make this bigger shift, I know we must help you unlock innovation and technologies that will open new revenue streams.

    Work with local government to ensure the right infrastructure is in place.

    And show the public that the circular economy is not some abstract concept, but something that will bring real benefits to them, their families, small businesses and communities right across the UK.

    A Circular Economy makes sense.

    In the Netherlands, financial organisations like InvestNL and innovations such as the Denim Deal for textiles are stimulating innovation in every corner of their economy.

    I want the UK to match this. And then go further.

    Moving from our current throwaway society is vital to grow the economy and deliver our Plan for Change, so we can give working people economic security, and give our country national security.

    Towns and cities in every region will benefit from new investment that keeps materials in use for longer, whether in manufacturing and product design, processing or recycling facilities, or in the rental, repair and resale sectors.

    This will provide thousands of high quality, skilled jobs right across the country, getting more people into work, wages into pockets, and driving the regional economic growth this Government was elected to deliver.

    If you want to put a figure on it, external analysis suggests circular economy policies have the potential to boost the economy by £18 billion a year, every year.

    A Circular Economy is also a more resilient economy.

    Recent disruptions to global supply chains from the Covid 19 pandemic to Russia’s illegal invasion of Ukraine make it clear we can no longer rely on importing 80% of our raw materials from abroad.

    These include the materials and components essential to our phones, computers, electric vehicles, hospital equipment and clean energy infrastructure. And that’s to name just a few.

    To ensure our national security in an increasingly unstable world, we have no choice.

    We must embrace circular, local supply chains to reduce our exposure to global shocks and prevent us running out of critical resources.

    As the Chancellor has said, we need to remove barriers for British businesses, investors and entrepreneurs and grow the supply-side of our economy.

    It’s not just the economy though.

    Extracting resources and processing them is responsible for over half of global greenhouse gas emissions.

    Moving away from the linear make, use and throw model is vital to meeting our Net Zero and Environment Targets.

    It will mean less rubbish ending up in landfill. Fewer plastics under our feet and choking the seas, taking hundreds of years to break down.

    We can make better use of that land, whether for agriculture, housing, nature or green energy infrastructure.

    It will mean burning less waste. Less litter on our streets. Less fly tipping on the side of our roads.

    It will mean people can feel more pride in their communities.

    British businesses are already showing us what’s possible.

    From innovative tech startups turning waste into valuable materials, to social enterprises giving used goods a second life.

    Like SUEZ working with the Greater Manchester Combined Authority to give hundreds of tonnes of pre-loved items like furniture, bikes and toys a brand new lease of life.

    Reselling them to the local community at affordable prices or donating them to local charities.

    Too Good to Go, established in Copenhagen and spanning multiple global cities including here in London, which has over 100 million users and saved over 400 million meals.

    Low Carbon Materials in Durham, using alternative construction materials to decarbonise roads across the country.

    Or Ecobat Solutions’ in Darlaston recovering valuable materials from end-of-life lithium-ion batteries through their innovative recycling plant.

    I want to support businesses like these to succeed.

    By facilitating the transition you told me this sector wants to make.

    That’s why I set up the Circular Economy taskforce, bringing together experts from government, industry, academia and civil society to work with businesses on what they want to see so we create the best possible conditions for investment.

    I’m delighted to have so many members of the taskforce here with us in the room this morning.

    Under the leadership of Andrew Morlet and Professor Paul Ekins, the taskforce will work with businesses to develop the first ever Circular Economy Strategy for England.

    We will publish the Strategy in the coming Autumn.

    It will include the long-term regulatory roadmaps that businesses asked for, showing the journey to circularity, sector by sector, so you have the certainty and direction to invest in the future.

    We will start with five sectors that have the greatest potential to grow the economy: chemicals and plastics; construction; textiles; transport; and agrifood.

    This includes exploring how we can protect our battery supply so we can electrify the UK’s vehicle fleet, working with the Chancellor to make sure levers including the Plastics Packaging Tax help support the stability and growth of our plastics reprocessing sector, or how we harness new technologies to stop burning materials like the plastic films on packs of strawberries or mushrooms, but instead give them a new life.

    We’re already seeing innovation in plastic films by the company Quantafuel based in Denmark, and Viridor who are here today, alongside others, want to develop chemical recycling plants following that model here in the UK.

    It includes how we build on the industry led coalition ‘Textiles 2030’ to transform our world-leading fashion and textiles industry, tackle food waste to improve food security and bring benefits for consumers, businesses and the environment, and lower construction costs and emissions as we build 1.5 million homes during the lifetime of the current Parliament.

    In these roadmaps, we’ll learn from international best practice, including from the European Union.

    Until now, countries such as the Netherlands, Denmark and Germany have led the way on circularity.

    Our Strategy will give British businesses the support they need so we can put the UK back in the race.

    It will provide the freedom for businesses to harness the entrepreneurial spirit and innovation that Britain has long been known for.

    Those of you here today are the champions for this change.

    You were the first off the start line. You’ve battled to do what’s right for the environment, the economy, and the future of our country.

    I want to thank you for that.

    Businesses will lead the transition to a Circular Economy.

    It’s up to us to work together to bring the wider business community and society with us.

    We need to show the country that the Circular Economy is not just a diagram on a page.

    It’s cleaner streets, greener parks, and less fly-tipping in communities we’re proud to call home.

    It’s new income for businesses, thousands of skilled jobs, and economic growth in every region of the country.

    It’s resilience in the face of global supply chain shocks, and it’s essential for our national security.

    The Circular Economy is our chance to improve lives up and down the country. To grow our economy.

    And protect our beautiful environment for generations to come.

    I’m genuinely excited about what we can achieve together.

    VANCOUVER, British Columbia, March 27, 2025 (GLOBE NEWSWIRE) — Legible Inc. (CSE: READ) (OTCQB: LEBGF) (FSE: D0T) (“Legible” or the “Company”), a consumer brand with an entertainment and education platform that uses AI and technology as a tool, today announced a non-brokered private placement offering of Units of the Company at $0.03 per Unit for gross proceeds of up to approximately $4,000,000 (the “Offering”), pursuant to exemptions under applicable Canadian securities laws.

    Each Unit will consist of one common share (“Common Share”) and one common share purchase warrant (“Warrant”). Each Warrant will entitle the holder to acquire one additional Common Share at an exercise price of $0.05, exercisable at any time prior to 5:00 p.m. (Pacific time) on the date that is two (2) years from the closing date. The Warrants are subject to acceleration: should the volume-weighted average trading price of the Common Shares on the Canadian Securities Exchange (“CSE”) equal or exceed $0.25 for 15 consecutive trading days, the Company may accelerate the expiry date upon issuing a press release, giving Warrant holders no less than 15 trading days’ notice.

    The Offering is expected to have a first close on or about April 3, 2025, subject to customary closing conditions, and may be completed in tranches. The Company reserves the right to increase or decrease the total gross proceeds. A finder’s fee of up to 8% in cash may be paid on all or a portion of the Offering. In addition, the Company may issue finders’ warrants equal to up to 8% of the number of units sold, with each finder’s warrant exercisable at $0.05 for two years, subject to the same acceleration terms noted above.

    In accordance with CSE requirements, the Company has received written consent to the Offering from 24 shareholders, representing approximately 53.3% of the Company’s outstanding Common Shares, totaling 75,215,608 out of 141,101,803 shares.

    The North Carolina Department of Natural and Cultural Resources announces the addition of multiple sites across the state to the National Register of Historic Places. The newly recognized sites include a mix of districts, individual properties, and updated documentation, highlighting the state’s rich architectural and historical heritage. They include one boundary increase, two additional documentations, three new historic districts, and five individual properties. They were reviewed by the North Carolina National Register Advisory Committee, subsequently nominated by the North Carolina State Historic Preservation Officer, and forwarded to the Keeper of the National Register for consideration for listing in the National Register.

    “It’s good news for North Carolina when we add properties to the National Register of Historic Places,”  said Secretary Pamela B. Cashwell, N.C. Department of Natural and Cultural Resources. “Preservation of these treasured places spurs local economic development and showcases the varied history of our state.”

    The listing of a property in the National Register places no obligation or restriction on a private owner using private resources to maintain or alter the property. Over the years, various federal and state incentives have been introduced to assist private preservation initiatives, including tax credits for the rehabilitation of National Register properties. As of January 1, 2025, there have been 4,391 completed historic rehabilitation projects with private investments of almost $3.85 billion statewide.

    In Central North Carolina

    Harriet Tubman YWCA, Durham, Durham County, listed 12/6/2024

    The locally significant Harriet Tubman YWCA in Durham, North Carolina, meets National Register of Historic Places Criterion A in the areas of Black ethnic heritage, social history, and civil rights and Criterion C for architecture. Located within the vibrant African American neighborhood known as Hayti, the building was a vital community center during the third quarter of the twentieth century. Many employees, volunteers, and program participants engaged in social and political advocacy in Durham and beyond, employing coordinated civil disobedience and legal action in myriad campaigns against racial, political, economic, and social injustice. The Harriet Tubman YWCA also epitomizes the functional Modernism often manifested in mid-twentieth-century buildings conceived in an economical manner that allowed for rapid construction, flexible use, ease of maintenance, and future expansion. The building is characterized by angular form, horizontal massing, and large metal-frame windows. The period of significance begins in 1953 with the main block’s completion and ends in 1978, when the Harriet Tubman YWCA closed.

    John Fisher House, Salisbury (vicinity), Rowan County, listed 12/10/2024

    The John Fisher House in rural Rowan County meets Criterion C for listing in the National Register of Historic Places for its local architectural significance. The Greek Revival-style farmhouse of vernacular hall-and-parlor form demonstrates the use of architectural pattern books of the period, especially Asher Benjamin’s popular Practical House Carpenter, to provide consistent decorative treatment on both exterior and interior. Although the John Fisher House is a country dwelling of modest size — only one-and-a-half stories — it is replete with pattern book detailing. Part of its significance lies in its demonstration of the sustained influence and use of architectural pattern books for building country houses, especially in the North Carolina Piedmont, during the mid-nineteenth century. The period of significance for the unusually well-preserved house with its high degree of physical integrity is ca. 1848, the date of construction noted by family tradition that fits within Fisher’s 1842 purchase of the land on which the house stands and the 1850 U. S. census, which provides information strongly suggesting that the house had been built by that time.

    Johnson’s Drive-In, Siler City, Chatham County, listed 2/5/2025

    The locally significant Johnson’s Drive-In in Siler City, North Carolina, epitomizes the proliferation of roadside quick-service restaurants in conjunction with the mid-twentieth-century development of a motorist-focused service industry along newly developed highway corridors, thus meeting National Register Criterion A for commerce. The restaurant is thought to be the first to offer both curbside and indoor dining on US 64 between Asheboro and Raleigh, a distance of approximately seventy-two miles. The building functioned as a three-dimensional billboard, with its proximity to the road, large plate-glass windows, and brightly lit interior. While the traditional gable-roofed style of the 1946 building resembled a house, the Modernist 1960 addition distinguished the restaurant from competitors and brought an urban commercial aesthetic to the small town. Notably, the establishment was not segregated, an anomaly in the Jim Crow South. All seating and facilities were available to Black and white customers, who used the same entrances. The period of significance is 1946-1975, the approximate date curbside service was discontinued.

    Mount Pleasant Historic District (Additional Documentation), Mount Pleasant, Cabarrus County, listed 12/4/2024

    The 1986 Mount Pleasant Historic District nomination claimed significance at the local level under Criterion A for commerce and industry as an example of a textile village with a small commercial core, its modest size primarily due to its lack of direct railroad connections. The 1986 nomination also identified significance at the local level under Criterion C for architecture as a collection of residential, religious, commercial, and industrial buildings representing nearly every major style popular during the period of significance, 1840 to 1935. The Additional Documentation serves to extend the period of significance through c.1976 to encompass the continued residential, commercial, and industrial growth within the Mount Pleasant Historic District through the mid-twentieth century. It also includes high integrity examples of these building types from the period 1935-c.1976. The Additional Documentation is locally significant for architecture, commerce, and industry and also serves to supplement context for commerce and industry before 1935, as well as providing context in all areas of significance for the post-1935 period.

    Robert and Frances S. Loewenstein House, Greensboro, Guilford County, listed 12/12/2024

    The Edward and Frances S. Loewenstein House is significant at the local level under Criterion C for Architecture and Engineering as an outstanding example of Modernist-style architecture in Greensboro. The house is also significant at the local level under Criterion B in the area of Architecture for its association with prominent architect Edward Loewenstein. Designed by Loewenstein as his personal residence, the house exhibits key tenets of Modernist architecture and design innovations engineered by Loewenstein for the building include canted exterior walls, the angle of which was carefully calculated maximize solar gain in winter and minimize direct light in summer and skylights fitted both with shutters to reduce light infiltration and light bulbs to provide diffused light on cloudy days and at night. In 1953, he joined with Robert A. Atkinson, Jr. to form the firm of Loewenstein-Atkinson. As supporters of the Civil Rights movement, the firm hired African American engineers and architects, when segregation was the norm. While Modernist designs were a small percentage of Loewenstein’s residential commissions, they are among the best in the region. Designs also included schools, office buildings, and shopping centers. The Period of Significance is 1954 to 1970.

    St. Joseph AME Church (Additional Documentation), Durham, Durham County, listed 1/2/2025

    St. Joseph African Methodist Episcopal Church possesses statewide significance under Criterion A for Black ethnic heritage, social history, and civil rights. Located within the African American neighborhood known as Hayti, the building was historically a vital community center as it is today. The construction of the 1891 sanctuary and 1952 education building and parsonage exemplifies the Black community’s resilience, growth, and prosperity. The building served as a forum for mid-20th-century civil rights movement planning and training sessions, meetings, and rallies. The church also possesses local significance under Criterion C as an intact example of Gothic Revival-style late-nineteenth-century ecclesiastical architecture. Designed by Philadelphia architect Samuel L. Leary and built with brick supplied by prominent Black Durham businessman Richard Burton Fitzgerald, the 1891 church is Durham’s second-oldest and the city’s most intact historic African American sanctuary of any denomination. The period of significance begins in 1891 when construction commenced and ends in 1976 when the congregation moved.

    South Benbow Road Historic District, Greensboro, Guilford County, listed 12/9/2024

    The South Benbow Road Historic District is significant at the local level under Criterion A for Black Ethnic Heritage and Civil Rights as a significant concentration of properties that share historical associations with the advancement of African American Civil Rights in Greensboro. One of a number of early-to-mid-20th century neighborhoods formed in east Greensboro in response to the growth of North Carolina A&T University and Bennett College, both Historically Black Colleges and Universities (HBCUs), the district was developed as a consequence of, and in response to, systemic and de facto segregation in Greensboro. The district is also significant at the local level under Criterion A for Community Planning and Development. It is comprised of several smaller developments that followed Olmstedian planning principles, which called for curvilinear streets that follow the natural terrain, help slow traffic, and provide varied views as one moves through the area. Significant at the local level under Criterion C for Architecture, it is primarily residential, but also includes a small number of religious and medical buildings. Several homes and churches in the district were designed by prominent African American architects. The period of significance is c. 1946 – c. 1976.

    In Eastern North Carolina

    Hertford West Historic District, Hertford, Perquimans County, listed 2/11/2025

    Settlement in the Hertford West Historic District area began around the turn of the twentieth century, a period of industrial development and population growth sparked by the coming of the railroad to Hertford. Queen Anne houses number among the district’s oldest dwellings. The Woodland Circle development was built in the district in 1944 to provide housing for the nearby naval base in the Minimal-Traditional style. Following WWII, more Minimal-Traditional and later Ranch houses were built in the district. The Hertford West Historic District is eligible for the National Register of Historic Places under Criterion C in the architecture area of significance for the quality and diversity of its historic architecture with representatives of numerous styles popular in the early and middle decades of the twentieth century. The district is also eligible for the National Register of Historic Places under Criterion A in the Community Planning and Development area of significance as the principal vector of community expansion in Hertford during the twentieth century. Orthogonal streets, an extension of the town’s original grid plan, and curvilinear subdivisions characterize the district. The period of significance extends from 1900-71.

    Shelter Neck Historic District, Burgaw (vicinity), Pender County, listed 12/10/2024

    Shelter Neck Historic District, containing a chapel, school, and dormitory built in the first decade of the 20th century, is listed in the National Register of Historic Places at the local level of significance under Criterion A in the areas of Education and Social History. The Boston-based National Alliance of Unitarian Women built the church in 1900 as the first Unitarian building constructed in the state. Working side by side, educated urban women and male Unitarian ministers quickly established a school for day and boarding students in which a classical education was bolstered by industrial training that included handcrafts and instruction in agriculture, as well as exposure to the arts. Settlement schools like the one established at Shelter Neck were part of a social reform program inspired by the settlement movement. The period of significance is 1900-26, the year the Alliance of Unitarian Women closed the school. The property meets Criteria Consideration A as its significance stems from its role in educating local children and as a vehicle for social reform in a rural eastern North Carolina county.

    In Western North Carolina

    Hopkins Chapel AME Zion Church, Asheville, Buncombe County, listed 12/17/2024

    Hopkins Chapel A.M.E. Zion Church is locally significant under National Register Criteria A and C as an important African Methodist Episcopal (A.M.E.) Zion congregation in Asheville following the Civil War and an excellent example of Gothic Revival church architecture designed by renowned architect Richard Sharp Smith and built by master brick mason James Vester Miller. Free Black congregants from Asheville’s Central Methodist Church, dissatisfied with their treatment by white members of that church staged a protest march through Asheville and began worshipping independently at a brush arbor in the East End section of town and formally organized in 1868. After steady deterioration of the church’s 1883 second sanctuary, construction of an exquisite new Gothic Revival sanctuary began in 1910 and was completed in 1911. The period of significance for Hopkins Chapel begins in 1910, when construction of the present church building began, and ends in 1974.

    Marshall High School (Additional Documentation and Boundary Increase), Marshall, Madison County, listed 1/14/2025

    Marshall High School was listed in the National Register of Historic Places in 2008, with a period of significance beginning in 1926 when the school was built, and continuing through 1957, the 50-year cut-off for when the nomination was completed. This Additional Documentation and Boundary Increase extends the period of significance through 1974 when a consolidated Madison County High School building was built and Marshall High School closed. It adds into the boundary the adjacent Marshall High School Gymnasium, completed in 1956 to the west of the school building, and which was not included in the original nomination due to a separate owner objection at the time. The gymnasium is historically related to the school building and the inclusion of the additional building expands upon the school’s educational significance. It is locally significant under Criterion A for its contributions to the educational history of Marshall, North Carolina through the early 1970s. Included within this Additional Documentation and Boundary Increase is an updated description of the high school building, taking into account the renovation work completed under the Secretary of the Interior’s Standards in 2008.

  • MIL-OSI Security: Armed Greenville Fentanyl Distributor Sentenced to 11 Years

    WILMINGTON, N.C. – Ernest Russell Early, Jr., of Greenville, was sentenced today to 11 years in prison for an armed robbery and for possessing fake oxycodone pills that contained fentanyl.  Early, 37, pled guilty to the charges on August 21, 2024.

    According to court documents and other information presented in court, on August 19, 2023, Early entered the Falkland Mini Mart located on South Main Street in Falkland. He approached the clerk at the back of the store and brandished a black pistol. He then compelled the clerk to return to the register and demanded that he hand over all the money. When the clerk opened the register, Early grabbed $1,500, exited the store, and entered a black Nissan Sentra with New Jersey plates. The cashier followed him outside and was able to obtain a partial license plate number.

    Pitt County Sheriff’s Deputies responded and located the suspect’s vehicle, initiating a pursuit. After initially evading the deputies, Early crashed the car and fled on foot. Deputies were able to collect fingerprints from the vehicle, which had been reported stolen, and later confirmed that the prints matched Early’s.

    Early remained at large until he was spotted by a detective from the Greenville Police Department on December 8, 2023. The police arrested Early on active warrants in a parking lot in Greenville. During the arrest, they seized 103 counterfeit oxycodone pills and a .40 caliber handgun from his pockets. The pills were subsequently tested and found to contain fentanyl.

    Early’s criminal history features three state felony convictions and fifteen misdemeanor convictions.  In 2013, he was convicted in Wake County Superior Court of common law robbery.

    Daniel P. Bubar, Acting U.S. Attorney for the Eastern District of North Carolina made the announcement after sentencing by Chief U.S. District Judge Richard E. Myers II.  The Federal Bureau of Investigation (FBI), Pitt County Sheriff’s Office, and Greenville Police Department investigated this case.  Assistant U.S. Attorneys Phil Aubart and Jake D. Pugh prosecuted.

    The Defendant Was on Federal Supervised Release for Heroin and Fentanyl Distribution

    ASHEVILLE, N.C. – Leopold Rob Finley, 45, of Candler, N.C. was sentenced today to 48 months in prison followed by three years of supervised release for possessing ammunition loaded in a “ghost gun,” announced Russ Ferguson, U.S. Attorney for the Western District of North Carolina. At the time, Finley was on supervised release for a federal drug conviction.

    Bennie Mims, Special Agent in Charge of the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Charlotte Field Division, and Chief Michael Lamb of the Asheville Police Department (APD), join U.S. Attorney Ferguson in making the announcement.

    According to filed documents and court proceedings, on December 20, 2022, Finley’s vehicle was stopped by APD officers for a traffic violation. During a search of the vehicle, a “ghost gun” was recovered from Finley’s car. A “ghost gun” is an untraceable firearm with no serial number that is assembled by components purchased separately or as part of a kit. The ghost gun was loaded with 15 rounds of 9mm ammunition. When Finley was arrested, he was on federal supervised release for a prior drug conviction, specifically distribution of heroin and possession with intent to distribute fentanyl, heroin, and marijuana.

    Finley is in federal custody and will be transferred to the custody of the Federal Bureau of Prisons upon designation of a federal facility.

    In making today’s announcement, U.S. Attorney Ferguson thanked the ATF and the Asheville Police Department for their investigation of the case.

    WASHINGTON, D.C. — U.S. Senator Angus King (I-ME) has joined his colleagues to press the U.S. Department of Agriculture (USDA) in reinstating previously approved shipments of food to Maine food banks. In a letter to USDA Secretary Brooke Rollins, King and his colleagues asked for the concrete reasoning of the cancellation of congressionally approved funding through The Emergency Food Assistance Program (TEFAP). More than 250 organizations across Maine participate in this program to combat food insecurity.

    The Emergency Food Assistance Program (TEFAP) is a federal program that helps supplement the diets of lower-income Americans by providing them with emergency food assistance. USDA provides 100% American-grown USDA Foods and administrative funds to states to operate TEFAP. In fiscal year (FY) 2024, TEFAP received $461.5 million to purchase USDA Foods and $80 million for TEFAP administrative costs. This cancellation takes food away from hungry Maine people already facing high grocery prices and hurts Maine farmers who are already squeezed by tariffs and other cuts to domestic markets.

    “We write regarding the reported cancellation of hundreds of millions of dollars in previously approved funding for food banks and other emergency food providers through The Emergency Food Assistance Program (TEFAP),” wrote the Senators. “A cancellation of these funds could result in $500 million in lost food provisions to feed millions of Americans at a time when the need for food shelves is extremely high due to costly groceries and an uncertain economy.”

    We write regarding the reported cancellation of hundreds of millions of dollars in previously approved funding for food banks and other emergency food providers through The Emergency Food Assistance Program (TEFAP). A cancellation of these funds could result in $500 million in lost food provisions to feed millions of Americans at a time when the need for food shelves is extremely high due to costly groceries and an uncertain economy. If true, this major shift in a program utilized by emergency food providers in every state in the nation will have a significant and damaging impact upon millions of people who depend upon this program for critical food assistance. 

    In addition, this program consists of purchases of U.S. commodities at a time when America’s growers and producers are struggling due to tariffs, proposed tariffs, animal disease and many other challenges. 

    According to recent statistics, nearly one in every seven Americans have faced food insecurity. Many of these households turn to community and emergency relief organizations such as food banks and food pantries to help them obtain sufficient nutrition. In 2023 alone, 50 million Americans turned to emergency food providers, according to a report from Feeding America, America’s largest network of food banks. While food banks rely on a variety of sources (including private) to obtain food for distribution through their networks, federally purchased commodities are a key part of how they provide nutritious meals to Americans.  

    Due to this reported change, a number of us have heard that trucks delivering American-grown foods may not arrive. These trucks represent hundreds of thousands of nutritious meals containing poultry, fruits, vegetables, and dairy. If confirmed, the cancellation of this previously announced funding also comes on top of the cancellation of Local Food for School Program and the Local Food Purchase Assistance Program funding, which also helps farmers deliver nutritious foods to schools and food banks. These cuts will deprive Americans of food assistance, emergency food providers of necessary support to carry out their work, and American farmers of vital domestic markets. 

    To help us understand USDA’s actions and their impact on communities around the country, we ask that you answer the following questions. 

    1.      Has USDA cancelled previously approved purchases of food provided through TEFAP? If so, what level of funding has been cancelled thus far and when will state agencies be notified of any cancelled TEFAP purchases? 

    2.      Does USDA plan to cancel additional purchases of food provided through TEFAP? 

    3.      Has USDA paused any TEFAP food orders or purchases? If so, what is the current status of those orders or purchases? Does USDA intend to un-pause these funds?  

    4.      Please provide information on what types of funding, by commodity, have been cancelled and the financial impact of those cancellations on producers such as pork, chicken, turkey and dairy farmers. 

    5.      Is the funding announced on October 1, 2024 and detailed in the implementation memo that the Food and Nutrition Service sent to state agencies on December 2 rescinded? 

    6. Does USDA intend to use Commodity Credit Corporation funds in Fiscal Year 2025 for future purchases that will be distributed through TEFAP?

  • MIL-OSI Security: Federal Jury Convicts Rochester Felon for Illegal Possession of Firearm

    ST. PAUL, Minn. – A federal jury found a Rochester man guilty of illegally possessing a firearm as a felon, announced Acting U.S. Attorney Lisa D. Kirkpatrick. 

    According to court documents and evidence presented at trial, on March 18-19, 2023, Divaunte Kartrell Young, 24, pressured an acquaintance “Victim A” for a ride to the Twin Cities. When Victim A refused, Young brandished a handgun he carried in a black and white Adidas cross-body bag. After Victim A and Young drove to a nearby gas station, Victim A went inside the gas station and locked herself in the bathroom in order to call a friend for help. Shortly afterwards, Victim A abandoned her vehicle and called 911. Responding officers located the car, found Young sleeping inside, and took him into custody. During the subsequent search of the vehicle, officers located the black and white Adidas bag with a silver Taurus nine-millimeter handgun inside. Young’s DNA was matched to DNA that was found on the gun.  After Young was taken into custody, he contacted Victim A and was captured on recorded jail calls attempting to obstruct Victim A from participating in the criminal case against him.

    Because Young has multiple prior felony convictions for domestic assault, aggravated robbery, burglary, and fourth degree assault, he is prohibited under federal law from possessing firearms or ammunition at any time.

    Following a three-day trial before Judge Eric C. Tostrud in U.S. District Court, a jury found Young guilty on one count of illegal possession of a firearm. 

    This case is the result of an investigation conducted by the Rochester Police Department, the Minnesota Bureau of Criminal Apprehension, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

    Attended by combat engineers from across multiple U.S. Army and Marine Corps units, the exercise demonstrated how Overland’s fully autonomous tactical vehicle, powered by Overland AI’s OverDrive autonomy stack and OverWatch tactical interface, can disrupt enemy maneuvers. The vehicle, which can traverse off-road terrain at speeds of at least 30 mph with a range of at least 100 miles and a payload capacity greater than 900 lbs, makes it more difficult for adversaries to traverse by deploying deep terrain shaping obstacles (DTSOs).

    • 570th CO (CEC-I/S), 864th Engineer Battalion, 555th Engineer Brigade.

    During the exercise, combat engineers engaged directly with Overland AI’s OverWatch tactical interface, planning and executing realistic scenarios. Soldiers were able to experience firsthand how the system operates in rugged terrain, adapting to mission parameters with minimal input. With at least 1 kW of available power for payloads and an idle time of two hours, Overland AI’s attritable autonomous tactical vehicle is engineered for extended mission durations and highly adaptable operations in contested terrain.

    Extraordinary General Meeting (hereinafter the “General Meeting”) of Baltic Horizon Fund unit-holders and Swedish Depositary Receipt (hereinafter the “SDR”) holders (hereinafter together the “Investors”) took place on 27 March 2025 in Tallinn, Estonia.  

    Proposed agenda of the meeting, as proposed by a unitholder, was the following:

    1. Decision to elect Andrius Smaliukas as a new member of the supervisory board of Baltic Horizon Fund as of 1 May 2025 for a period of two years.
    2. Decision to elect Milda Dargužaitė as a new member of the supervisory board of Baltic Horizon Fund as of 1 May 2025 for a period of two years.
    3. Decision to elect Antanas Anskaitis as a new member of the supervisory board of Baltic Horizon Fund as of 1 May 2025 for a period of two years.
    4. Decision to pay remuneration to the chairman of the supervisory board for fulfilling obligations of the member of the supervisory board in the amount of EUR 36,000 per calendar year.

    Notice to convene a new general meeting

    According to section 10.11 of the rules of the fund, the management company Northern Horizon Capital AS convenes a new general meeting, with the same agenda.

    The new general meeting of Baltic Horizon Fund is to be held on 7 April 2025 at 13:00 (local Estonian time) at the office of Northern Horizon Capital AS at Roseni 7 (A tower), 6th floor, 10111 Tallinn, Estonia. Registration for the meeting will begin at 12:00. The General Meeting will be held in English.

    The meeting is convened in accordance with sections 10.3.3, 10.5, 10.11, 11.2 of the Rules of Baltic Horizon Fund and section 47-1 of the Investment Funds Act of Estonia.

    A copy of the executed power of attorney should be sent to bhfmeeting@nh-cap.com together with the notice of participation. In case the power of attorney is issued by a legal person, a certified copy of the registration certificate (or equivalent certificate of authority) shall also be submitted together with, as applicable, the documents certifying the authority of the representative in case the power of attorney is signed by a person under a power of attorney.

    Baltic Horizon Fund is registered in Estonia, which means that any power of attorney (or any certified copy of the registration certificate of a legal person) issued in a foreign country should be notarised and accompanied by an apostille. The apostille requirement applies, for example, to powers of attorney issued and notarised in Sweden or Finland.

    Dr. Smaliukas is the Managing Partner at MMSP, a Lithuanian law firm focused on strategic corporate advisory and dispute resolution. He previously partnered at one of the leading Pan-Baltic firm, Valiunas Ellex, and holds nearly 20 years of experience as an arbitrator and international arbitration lead counsel. Dr. Smaliukas earned his Ph.D. and Master of Laws from Vilnius University, conducted postgraduate research at Oxford, and completed executive programs at Cambridge Judge Business School and Harvard Law School. Dr.Smaliukas serves on the boards of Staticus Group, Kesko Senukai, has extensive advisory experience in commercial real estate M&A and investment management across the Baltic countries.

    1. Decision to elect Milda Dargužaitė as a new member of the supervisory board of the Baltic Horizon Fund

    According to section 11.2 of the Rules of Baltic Horizon Fund the members of the supervisory board shall be appointed at the general meeting for a period of at least two years. The proposal is to elect Milda Dargužaitė as a new member of the supervisory board.

    Milda Dargužaitė is the former CEO of Northern Horizon Capital A/S, the shareholder of Northern Horizon Capital AS. She was responsible for managing the company’s operations and strategic direction, including the development of new funds and investment vehicles. Milda has significant experience in both the public and private sectors, locally and internationally. She joined the company in 2018 after roles as the Chancellor at the Lithuanian Prime Minister’s Office, Managing Director of Invest Lithuania, and advisor to the Lithuanian Minister of Economy. Milda has a wealth of experience in finance and portfolio management from her time at Goldman Sachs in New York and Barclays in London. Milda Dargužaitė was the supervisory board member of Northern Horizon Capital AS from July 2018 until September 2023.

    Milda holds a bachelor’s degree in Mathematics and Economics from Middlebury College and a master’s degree in Operations Research and Financial Engineering from Princeton University. She has served on the boards of several Northern Horizon Group entities.

    Antanas Anskaitis is a partner at Grinvest which is a private investment company with interests in real estate and transportation. Antanas has over 20 years of real estate investment management experience (out of which 16 within Northern Horizon Capital group). Since 2015 until 2020 Antanas managed a successful Baltic-Polish investment portfolio on behalf of Partners Group and lead over 30 commercial property transactions in the Baltics and Poland having experience both on sell and buy side. Antanas has MSc in Management and Economics.

    Grinvest through its subsidiary in Estonia Gene Investments OÜ is the largest unitholder in Baltic Horizon Fund (>25%) at the time of this notice.

    1. Decision to pay remuneration to the chairman of the supervisory board

    According to section 11.11 of the Rules of Baltic Horizon Fund, supervisory board members are entitled to remuneration for their service. The amount of remuneration payable to the chairman and members of the supervisory board shall be decided at the general meeting. According to section 11.4 of the Rules of Baltic Horizon Fund, supervisory board members elect a chairman from among themselves in the first meeting after election of any new member(s).

    The supervisory board in this composition intends working in close liaison with Northern Horizon Capital AS in the subcommittees and meet at least once a month while Baltic Horizon Fund is in the turnaround phase. The proposal is therefore to pay remuneration to the chairman of the supervisory board in the amount of EUR 36,000 per calendar year.

    1. Decision to pay remuneration to supervisory board members

    According to section 11.11 of the Rules of Baltic Horizon Fund, supervisory board members are entitled to remuneration for their service. The amount of remuneration payable to the chairman and members of the supervisory board shall be decided at the general meeting. 

    The proposed remuneration is the same as for the current members of the supervisory board. The unitholder proposes to remunerate each supervisory board member (except the chairman, who shall be remunerated in accordance with point 4 above) in the amount of EUR 11,000 per calendar year.

    A Pennsylvania man was sentenced to 15 and a half years in prison yesterday for defrauding investors, conspiring to defraud the IRS, filing false tax returns, employment tax fraud, wire fraud, obstruction, and other charges.

    According to court documents and statements made in court, Joseph LaForte, of Philadelphia, engaged in a scheme to defraud investors using a fraudulent investment vehicle known as Par Funding. In total, LaForte and his co-conspirators caused an actual loss to investors exceeding $288 million.

    LaForte also engaged in a series of federal tax crimes. LaForte and co-conspirators diverted approximately $20 million in taxable income from Par Funding to another entity controlled by LaForte and nominally owned by another, then filed false tax returns that did not report this income. He also received more than $9 million in cash kickbacks from a customer of Par Funding and did not report this income to the IRS on his individual tax returns. As a result, LaForte’s individual tax returns for the years 2016 through 2018 were false. He also paid off-the-books, cash wages to some employees of Par Funding. He did not report these wages to the IRS and did not pay employment taxes on wages paid to employees in cash. The total federal tax loss stemming from LaForte’s crimes exceeds $8 million. He also caused $1.6 million in state tax loss to the Pennsylvania Department of Revenue by falsely reporting that he and his wife were residents of Florida from 2013 through 2019, when in fact they resided in Pennsylvania.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division and U.S. Attorney David Metcalf for the Eastern District of Pennsylvania made the announcement.

    The FBI, IRS Criminal Investigation, and the Federal Deposit Insurance Corporation Office of Inspector General investigated the case.

    Assistant U.S. Attorneys Matthew Newcomer, Sam Dalke, Eric Gill, and Patrick J. Murray for the Eastern District of Pennsylvania prosecuted the case.   • MIL-OSI United Nations: UNECE to accelerate decarbonization of road transport by developing harmonized provisions for electric vehicle and hydrogen fuel cell retrofit systems

    As the world shifts towards cleaner and more sustainable mobility, the transport industry plays a crucial role in reducing carbon emissions. To achieve climate goals and reduce air pollution, public authorities (primarily in Europe but also in Asia) are accelerating projects to restrict the number of vehicles with internal combustion engine (ICE) in circulation and replace them with zero-emission ones.  

    According to OICA, there are 1.9 billion vehicles in use globally. Since it is not possible and economically viable for all of them to be replaced by new electric cars, retrofitting is emerging as a cost-effective solution (esp. retrofitting of heavy-duty vehicles) that could accelerate the energy transition and reduce our carbon footprint. Retrofitting is a mechanical operation where the petrol/diesel engine and fuel tank are removed and replaced with an electric motor and battery, or a hydrogen fuel cell. 

    In recent years, multiple startups and innovative companies have emerged, offering tailored solutions to retrofit existing buses, trucks, and vans. According to North American firm Precedence Research, the global automotive retrofit electric vehicle powertrain market size accounted for USD 65.94 billion in 2024, and is predicted to surpass around USD 144.61 billion by 2034. 

    Substituting a traditional powertrain running on fossil energy with a powertrain with no tailpipe emissions provides immediate benefits in terms of air quality, and long-term benefit for the environment and climate. It extends the service life of the existing fleet, reducing both waste and carbon emissions from the manufacturing of new vehicles. 

    In France, where the national energy and environment agency ADEME estimated that electric retrofitting would reduce greenhouse gas emissions by between 61 and 87% compared with diesel, the government launched a national action plan in aid of retrofitting, providing  approximately 100 million euros to decarbonize transport.  

    Furthermore, retrofitting is mentioned in the European Commission’s industry action plan for the automotive sector and it will be particularly relevant for low- and middle-income countries that are importing ever growing amounts of used ICE vehicles and that need to accelerate the decarbonization of their vehicle fleets. 

    While hydrogen-powered vehicles are still in the early stages of deployment compared to those powered by electric batteries, their future could be promising if green hydrogen (H2) prices decline as projected. A price of 5 to 7 euros per kg of H2 is considered a critical threshold. 

    Against this background, the UNECE World Forum for Harmonization of Vehicle Regulations (WP.29) and its Working Party on Pollution and Energy (GRPE) has launched a new informal working group to develop globally harmonized provisions for electric vehicle and hydrogen fuel cell retrofit systems. Such harmonized regulatory framework would ensure minimum requirements for retrofit systems, provide robust performance requirements for converted vehicles and support the deployment of retrofit systems that could be installed on many vehicles in the countries that adopt the developed requirements.  

    Activities undertaken by the new informal working group will focus on all vehicle categories, from two- and three-wheelers to heavy duty vehicles, with initial emphasis on technological readiness and economic viability. This work is led by France and Spain, with support from Sweden, Germany, UK, Japan and the European Commission. 

    The new UNECE informal working group is expected to deliver on harmonized requirements for targeted vehicle categories and powertrain types by 2027.

  • MIL-OSI Security: Vegreville — RCMP Central Alberta Crime Reduction Unit arrest three individuals after a pursuit and carjack attempt

    On Jan. 30, 2025, at approximately 1:30 a.m., a Peterbilt semi-truck was stolen from Edmonton. When it was discovered stolen at roughly 8 a.m., it was immediately reported to Edmonton Police Service, and the truck was subsequently tracked with an installed GPS device by the company. Members of the Vegreville RCMP were dispatched to the area, where they located the semi-truck and attempted to stop it, but it fled from police. No pursuit was initiated.

    With the help of the RCMP helicopter, RCMP were able to observe the semi as it drove through the towns of Lamont, Alta., Chipman, Alta., and Bruderheim Alta., before officers were able to successfully deploy a tire deflation device, and after traveling a short distance, the semi stopped. The driver of the semi exited the truck and immediately attempted to carjack another vehicle before being subdued by responding officers. Two other occupants attempted to flee on foot but were also apprehended.

    A search of the semi incidental to the arrest as well as a bag tossed by the occupants revealed:

    • Government ID cards and cheques belonging to at least 6 individuals;
    • tools commonly used for property crime;
    • Approximately 13 grams of Crystal Meth.

    The driver, a 46-years-old male resident of Edmonton, was taken to hospital where he received medical treatment, he is facing the following charges:

    · Possession of Property obtained by Crime over $5000;

    · Possession of Break & Enter instruments;

    · Possession of Identity Documents (x6);

    · Fail to Comply with Release Order;

    · Criminal Flight;

    The 46-year-old individual was taken before a justice of the peace and remanded with their next court date set for Feb. 10, 2025, at the Alberta Court of Justice in Vegreville.

    A 49-years-old individual, a resident of Sturgeon County, Alta., is facing the following charges:

    · Possession of Property obtained by Crime over $5000;

    · Possession of Break & Enter instruments; and

    · Six counts of Possession of Identity Documents.

    The 49-year-old individual was taken before a justice of the peace and remanded in custody with their next court date set for Feb. 10, 2025, at the Alberta Court of Justice in Vegreville.

    A 37-years-old individual, a resident of Sturgeon County, is facing the following charges:

    · Possession of Property obtained by Crime over $5000;

    · Possession of Break & Enter instruments; and

    · Six counts of Possession of Identity Documents.

    The 37-year-old individual was released on a $2,000.00 Promise to Pay Release Order with a next appearance date set for Feb. 24, 2025, to appear at the Alberta Court of Justice in Vegreville.

    “Offenders such as these commit crime almost continuously until they are caught.,” says Cpl. Troy Savinkoff,” arrests like this is protects the public from being their next victim.”

  • MIL-OSI Security: Drayton Valley — Drayton Valley RCMP lay charges after stolen vehicle found

    On Jan. 22, 2025, Drayton Valley RCMP responded to a report that a truck had been stolen in the area of 50 Street, in Drayton Valley.

    Surveillance was obtained from a local business, which relayed to the Central Alberta District Crime Reduction Unit (CAD CRU). Later that same day, CAD CRU members who were assisting the Rimbey RCMP, observed what they believed to be this same stolen truck, along with a second stolen truck, in the area of Highway 22 in Clearwater County, Alta. near Alder Flats, Alta.

    Air Services was requested to assist, and the two vehicles were located shortly after, and the two trucks fled the area upon RCMP arrival. A tire deflation device was deployed, and was successful in stopping the vehicles momentarily until the drivers eventually abandoned the truck stolen from Drayton Valley, fleeing in the second vehicle to a residence, dropping off one occupant near Alder Flats to a residence, and then tried to hide the stolen vehicle in a forested area, fleeing on foot to another residence.

    A 30-year-old individual, a resident of Brazeau County, Alta., was charged with: possession of property obtained by crime over $5000 x2, possession of break in instruments, flight from police officer, possession of weapons for dangerous purpose, dangerous operation of motor vehicle, operation of motor vehicle while prohibited, failure to comply with alcohol/drug recognition demand, and traffic safety act related warrants.

    The 30-year-old individual was brought before a justice of the peace, where he was remanded with a court date of Feb. 12, 2025, in the Alberta Court of Justice in Breton, Alta.

    A 35-year-old individual, a resident of Brazeau County, who was out on a conditional sentencing order, was charged with: possession of property obtained by crime over $5000 x2, possession of break in instruments and flight from police officer.

    The 35 year od individual was brought before a justice of the peace, where he was remanded with a court date of Feb. 12, 2025, in the Alberta Court of Justice in Breton.

    A 38-year-old individual, a resident of Brazeau County, was charged with: possession of property obtained by crime over $5000 x2, possession of break in instruments and failure to comply with release order conditions x 2, as well as her 5 warrants for possession of stolen property x2, flight from police officer and failure to attend court x2.

    The 38-year-old individual was brought before a justice of the peace, where he was remanded with a court date of Feb. 12, 2025, in the Alberta Court of Justice in Breton.

  • MIL-OSI Security: Evansburg — Evansburg RCMP lay charges on male after reported kidnapping

    On Feb. 2, 2025, Evansburg RCMP responded to a third-party report where it was believed an adult victim had been kidnapped at gunpoint in the area of Highway 16A and Range Road 81 in Evansburg.

    Acting on this reported information, RCMP deployed significant resources, including dozens of members from Evansburg RCMP, Edson RCMP Traffic Unit, Edson RCMP, Whitecourt RCMP, Mayerthorpe RCMP, Parkland RCMP, Drayton Valley RCMP, Hinton RCMP, Barrhead RCMP, Saddle Lake RCMP, Real Time Operation Centre, RCMP Air Services, Alberta’s Remotely Piloted Aircraft Systems (RPAS), Major Crimes Unit, Emergency Response Team, and the Federal Serious & Organized Crime Unit.

    RCMP located the vehicle and attempted a traffic stop, but the driver fled at an extremely high rate of speed, especially considering the road conditions; due to the perceived danger of the to the victim, a pursuit was initiated. RCMP were able to make contact with the vehicle, resulting in the driver fleeing on foot; the victim was secured safely with RCMP members.

    RPAS and members began attempts at locating the suspect in a rural residential area, north of Range Road 150. The suspect was located running behind a shed, and the suspect attempted to break into a residence but was confronted by the homeowner, containment was initiated and shortly after, the suspect came out of the forest in surrender.

    A 50-year-old individual, a resident of Onoway, Alta., was charged with flight from police, dangerous operation of a motor vehicle, resist/obstruct a police officer, mischief under $5000, break and enter to a residence and forcible confinement.

    The 50-year-old individual was brought before a justice of the peace, where he was remanded with a court date of Feb. 5, 2025, at the Alberta Court of Justice in Stony Plain, Alta.

    This investigation is still ongoing, and the RCMP would like to extend gratitude to community members for their assistance thus far.

    Evansburg RCMP issuing shelter in place for rural area east of Edson – Update

    Evansburg RCMP have lifted the shelter place for the area east of Edson on Range Road 150.

    A suspect has been taken into custody and police are not searching for any others.

    Evansburg RCMP is advising residents in the area east of Edson to shelter in place and not to open their doors to unknown persons.

    RCMP are responding to an unfolding event north of the Yellowhead Highway, on Range Road 150 and south of Township Road 532D.

    Residents of the area are asked to remain indoors, lock their residences and stay away from windows while officers respond.

    There are a significant number of resources focused on responding to this unfolding event. Please refrain from posting photos of responding officers on social media or those stationary in this vicinity.

  • MIL-OSI Security: Woking — Spirit River RCMP find stolen vehicles, firearms and drugs in successful search warrant

    On Feb. 27, 2025, Spirit River RCMP began an investigation into a property in the area of 45 Ave in Woking, where stolen property was suspected to be stored.

    A search warrant was approved, and on March 1, 2025, Spirit River RCMP, assisted by Remotely Piloted Aircraft System (RPAS) from Grande Prairie Crime Reduction Unit, and members from the Containment Unit, who entered the property to collect the stolen property.

    RCMP located stolen property including 6 vehicles -and 3 additional with tampered VIN’s still under investigation-, a mower, trailers, skidoo’s, license plates, gas cards, various tools, several firearms, ammunition, suspected cocaine and methamphetamine, and approximately four pounds of cannabis.

    Spirit River RCMP are requesting public assistance with locating one suspect in relation to this incident, Kyle Dale Hudson (41), a resident of Woking, who is wanted for 15 offenses related to this file including: possession of property obtained by crime, altering a VIN, and firearms offenses; additionally, Hudson has three warrants out of Grande Prairie, Alta., for driving offenses and failure to appear to court.

    Hudson is described as:

    • 41-years-old
    • Approximately 5 foot 8 inches
    • Approximately 240 pounds
    • Brown short cut hair
    • Brown eyes
    • Fair to medium skin tone
    • Tattoo on left hand saying “Kyle”
    • Has been known to travel to BC and the Northwest Territories
