  • MIL-OSI Security: Ten Time Convicted Felon and Sureno “Mexican Pride” Gang Member Indicted for Unlawful Possession of Firearm and Ammunition After High-Speed Chase

    Richland, Washington – Acting United States Attorney Richard R. Barker announced today that on February 19, 2025, a federal grand jury for the Eastern District of Washington returned an indictment for Victor Amezcua-Garcia with Felon in Possession of a Firearm and Ammunition. Amezcua-Garcia was arraigned on February 25, 2025, at the U.S. District Court in Richland, Washington.

    According to Pasco Police, Amezcua-Garcia was on Washington State Department of Corrections supervision with an active felony warrant for escape and the Pasco Police Department had probable cause to arrest Amezcua-Garcia for a series of armed robberies and shootings in Pasco.

    Knowing Amezcua-Garcia to be an active Sureno gang member with the set “Mexican Pride”, on January 24, 2025, Detectives with the Pasco Police Department contacted Amezcua-Garcia by phone pretending to be a rival gang member and arranged a time and location to meet up that day to “fight”.  Amezcua-Garcia and another Sureno gang member arrived at the agreed location in a stolen vehicle.  They were both seated low in the vehicle and their faces covered by bandanas.

    After Amezcua-Garcia was positively identified, a traffic stop was attempted; however, Amezcua-Garcia fled, attempting to elude law enforcement, and traveling at very high rates of speed through several Pasco residential neighborhoods before Pasco Police were able to safely perform a “pit” maneuver, bringing Amezcua-Garcia’s vehicle to a stop. Amezcua-Garcia and his passenger attempted to flee on foot; however, Pasco Police were able to block in the vehicle to prevent the escape.  In plain view in the vehicle, Pasco Police observed a loaded, and chambered, firearm which had Sureno gang indica carved into it.  A search of Amezcua-Garcia’s person revealed the same caliber ammunition in his pocket.

    “I am honored to work with such brave federal, state, local, and Tribal law enforcement officers, who frequently are called upon to put themselves in harm’s way to protect Eastern Washington communities,” stated Acting U.S. Attorney Rich Barker. “I also am honored to lead an office with such talented attorneys and support staff. I stand in awe of their professionalism and dedication to ensuring justice in Eastern Washington.”

    This case is being investigated by the ATF, Washington Department of Corrections, and Pasco Police Department. Assistant United States Attorney Caitlin Baunsgard is prosecuting the case.

  • MIL-OSI United Kingdom: Stuart Road Primary to make Safer School Streets permanent

    Stuart Road Primary Academy will be the first school in Plymouth to make traffic restrictions during morning and afternoon drop-off and pick-up times permanent, following a successful 18-month trial.

    The ‘Safer School Streets’ measures improve safety for all road users, make it easier for families to walk, cycle or scoot to school and create a healthier street environment with cleaner air, by closing roads to school-run and through traffic during these peak times.

    They were widely welcomed by parents and local residents when they were introduced by Plymouth City Council in partnership with Sustrans in 2023. Surveys carried out by Sustrans have shown that the number of children walking to the school has increased by 37 per cent and those being driven to school has fallen by 45 per cent since the scheme was put in place.

    Councillor John Stephens, the Council’s walking and cycling champion, said: “The school, parents and nearby residents called on us to put these closures in place due to inconsiderate and dangerous parking and we are really pleased they have had a positive impact.

    “We work hard to encourage families to leave the car at home where possible and promote active travel (including schemes such as walk and stride and walking buses). Making sure local roads and footways are safe and accessible is a huge part of this.

    “We have also made a commitment to create cleaner, greener streets and reduce our carbon emissions.

    “Safer School Streets are a great way to reduce congestion and improve air quality around the school gates, make school journeys safer and healthier and tackle some of the school-run traffic issues experienced by neighbours. We hope other schools trialling these measures will see similar success.”

    Headteacher Britta Nicholls said: “Staff, pupils and parents are thrilled that after several years of campaigning, we finally have permanent road closure status. This means that families can safely walk, scooter or cycle to Stuart Road Primary for daily drop off and collection without the fear of vehicles.

    “This move also underpins the school’s healthy lifestyle commitment through encouragement of daily exercise by walking to school instead of using a car. Through the reduction of vehicle usage during busy school times, families benefit from reduced air pollution and enjoy the social advantage of walking to school in groups.

    “We would also like to say a huge thank you to Sustrans for their tireless support and championing Stuart Road’s campaign for safer school streets with a fantastic end result.”

    Every weekday during term time, the road outside the school (Palmerston Road) is closed from 7.50am to 8.50am and then from 2.45pm to 3.45pm. There will be no changes to these timings.

    Families are encouraged to walk, cycle or scoot to school or, if they need to drive to work, to ‘park and stride’ – where they park a five or 10 minute walk from the school and go the rest of the way by foot.

    Access is maintained for local residents and businesses, parents and children with disabilities, the emergency services, deliveries and other service vehicles.

    The measures have been trialled for 18 months under an Experimental Traffic Regulation Order. The permanent Traffic Regulation Order will be advertised in the local press and on street. The school community and local residents are being made aware the scheme is being made permanent.

  • MIL-OSI Security: Felon Sentenced for Possessing Firearms and Transporting Stolen Vehicle

    A man with fifteen prior felony convictions who used a stolen motorcycle to drive from Minnesota to Iowa and broke into a Winneshiek County home to steal firearms and other items was sentenced February 24, 2025, to more than seven years in federal prison.

    Steven Michael Current, age 58, from Canton, Minnesota, received the prison term after an October 15, 2024, guilty plea to one count of possession of firearms as a felon and one count of interstate transportation of a stolen motor vehicle.

    In a plea agreement, Current admitted that he had fifteen prior felony convictions, and on September 26, 2022, he broke into a rural Winneshiek County home and stole eight firearms.  Current also admitted that he drove a stolen 2004 Harley Davidson Motorcycle from Canton, Minnesota, to the burglary scene in Iowa on September 26, 2022.  This motorcycle was stolen from a home in Rochester, Minnesota, on June 9, 2022.  Current admitted that, during the burglary, he dropped two unscratched Minnesota lottery tickets from his pocket.  Current was identified by images captured on a home camera system, and by images from the Minnesota store where Current purchased the lottery tickets.

    Current was sentenced in Cedar Rapids by United States District Court Chief Judge C.J. Williams.  Current was sentenced to 87 months’ imprisonment and was ordered to make $500 in restitution to the original owner of the motorcycle and $6,031.31 to the insurance company that paid for the loss of the vehicle.  He must also serve a three-year term of supervised release after the prison term.  There is no parole in the federal system.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    Current is being held in the United States Marshal’s custody until he can be transported to a federal prison.

    The case was prosecuted by Assistant United States Attorney Patrick J. Reinert and investigated by Winneshiek County, Iowa, Sheriff’s Office, Fillmore County, Minnesota, Sheriff’s Office, and the federal Bureau of Alcohol, Tobacco, Firearms and Explosives.

  • MIL-OSI Global: From Messi to Mika Häkkinen: how top athletes can slow down time

    With the new Formula 1 season is about to begin, it’s worth pondering what makes a great racing driver. There are no doubt several important qualities, such as calmness under pressure, the courage to take risks, quick reflexes and excellent coordination.

    But there is a more obscure ability that may separate the best drivers – and other top athletes – from the rest: the ability to “slow down” time.

    In 1994, a British racing driver named Mark Hughes had “one of the greatest days” of his life when he began a race right at the back of the grid, with 25 other cars in front of him. Somehow he managed to overtake 23 cars, finishing third. While driving, Hughes felt a strange sense of detachment, as if he was watching from outside his body. He also felt a peculiar sense of timelessness.

    As he told the author Clyde Brolin for his book In the Zone (2017): “It’s funny and it sounds weird but it felt unconnected to time … It’s not really time … You felt you could go back, analyse and have a look”.

    Many racing drivers have reported similar experiences. In another Brolin book, Overdrive (2010), Finnish driver Mika Häkkinen reported that, when driving at his best, “Everything becomes like slow motion — even though you’re going at unbelievable speed around the Monaco track.”

    The Scottish driver Jackie Stewart, who competed in Formula 1 during the 1960s and 70s, told Brolin that this skill is an essential prerequisite for success in racing. “At 195 mph, you should still have a very clear vision, almost in slow motion, of going through that corner — so that you have time to brake, time to line the car up, time to recognise the amount of drift.”

    Time expansion experiences, as I refer to them in my research, are common in other sports too. The American sprinter Steve Williams — who equalled the men’s 100- and 200-metre world records in the 1970s — described to me how, when he was running well, “10 seconds seems like 60. Time switches to slow motion.”

    Many players of ball games report moments of time-slowing too. In my research, a man described a game of table tennis that suddenly “turned into slow motion … I could see the ball and its flight and spin perfectly, anticipating its precise bounce, and position my body, arm, hands and wrist to hit perfect returns”.

    I also cite the experience of an ice hockey player for whom “the play which seemed to last for about 10 minutes all occurred in the space of about eight seconds”.

    A lucky few

    In my book, Time Expansion Experiences (2024), I suggest that only a tiny proportion of extraordinary athletes have easy access to time expansion experiences.

    One example is the baseball player Ted Williams, whose career ran from 1939 to 1960. Williams is usually regarded as one of the greatest hitters (if not the best) ever. He claimed to be able to see the stitches on the seam of the ball as it flew toward him at 100 mph. He described how the ball sometimes appeared to grow, so that it seemed like a beach ball floating toward him in slow motion.

    This may also be true of Lionel Messi, often described as the best footballer of his generation. Some scientists believe that Messi may experience anomalous neurological processing that slows down his perception of time. This would account for his “impossible” goals that seem to defy the laws of physics.

    Explaining time expansion

    How can this extraordinary ability be explained scientifically? We don’t really know for sure yet.

    There is some evidence that physical exercise generally slows down time. In a recent study, 33 cyclists were asked to estimate the duration of trials, and believed that more time had passed than it actually had. Perhaps this effect is more pronounced for higher level athletes, because of their higher levels of fitness and stamina.

    However, this wouldn’t explain why certain sportspeople, such as Messi or Williams, have a more pronounced ability to slow down time than other, equally fit peers. In 2016, a group of German scientists suggested that they may be able to “buy time” due to superior motor skills that allow their “predictive brains to make better use of time than other players to read the games and plan ahead”.

    My own explanation is slightly different. I believe the key to understanding time expansion is through altered states of consciousness. Our normal time perception is linked to our usual state of consciousness. In some mildly altered states (such as being in a state of flow) time passes very quickly. But during intense, altered states, time usually expands dramatically, or seems to disappear altogether.

    This may be why radical time expansion is a common feature of psychedelic drugs, and of accidents and emergencies. The sudden shock of an accident may disrupt our normal psychological processes and functions, causing an abrupt shift in consciousness.

    In sport, intense altered states are due to what I call “super-absorption.” Absorption normally makes time pass faster, as in flow. However, when it becomes especially intense, over a long period of sustained concentration, the opposite occurs. In some cases, an athlete builds up concentration gradually over the course of a game or contest. A racing driver or a golfer may concentrate hard for hours, eventually attaining a state of intense absorption.

    Here the game is akin to a meditation, in which a person gradually focuses their mind, attaining deeper states of stillness and well-being. In other cases, an athlete shifts quickly into super-absorption during a critical period of a game — for example, when they (or their team) are losing and making a concerted effort to catch up or in the final minutes of a game when scores are tied or close.

    Although many factors contribute to success in sports, perhaps the key to extraordinary ability is the capacity to enter an altered state of consciousness through intense absorption. And the most important feature of this altered state is time expansion.

  • MIL-OSI Global: How Trump the ‘master deal-maker’ failed when it came to negotiating with the Taliban in Afghanistan

    News that Ukraine may be ready to sign a deal granting the US joint development rights to its minerals in the hope of a future security guarantee may be seen as a win by Donald Trump’s supporters who criticised Joe Biden’s unconditional support for Ukraine. After all, whether and how this agreement will actually protect Ukraine from continuing Russian aggression remains unclear.

    But Kyiv will be well aware that Trump’s track record as an international deal broker is less than stellar, despite the US president’s regular boast that he is a master deal-maker.

    Trump’s self-belief was encapsulated in his ghostwritten memoir, The Art of the Deal, which laid out his tactics to negotiate business transactions. One important tip was: “The best thing you can do is deal from strength, and leverage is the biggest strength you can have.”

    Last week, Trump left Zelensky, and European nations reeling when he cut them out of talks with Russia over the war in Ukraine. In doing so, the president had arguably forgotten his own advice: to deal from strength and to use leverage in negotiations.

    Trump may have extracted a concession from Ukraine in the form of the mineral deal – although far less than the US$500 billion (£394 billion) of revenue he initially demanded – but in doing so he significantly weakened the US position towards Russia.

    Trump not only shattered the western position on Ukraine, but he also unilaterally ended Russia’s three-year isolation without securing any concessions from the Kremlin before inviting them to the negotiating table.

    Instead, it was the US that gave leverage away by sidelining Ukraine from the talks, rejecting the country’s desire for Nato membership and conceding that Ukraine was unlikely to restore its pre-2014 borders.

    Trump further undermined Zelensky by promoting the false claim that Ukraine started the war and calling him a “dictator”. This week, the US even voted with Russia and China at the United Nations security council over the conflict.

    Trump’s criticism of an ally and conciliatory overtures to a country that illegally invaded its neighbour marks a dramatic swing in US policy. The previous US administration provided Ukraine with military and diplomatic support, while imposing economic sanctions on Russia.

    A key question being asked in Kyiv and western capitals is what else Trump will concede to secure a deal with the Kremlin. While the contexts between the US’s involvement in Afghanistan and support for Ukraine are very different, Trump’s early strategy for the latter has some hallmarks of the US’s disastrous deal with the Taliban.

    Trump’s deal with the Taliban

    In response to the 9/11 terrorist attacks, a US-led coalition invaded Afghanistan in October 2001. The allies quickly deposed the repressive Taliban regime and installed a western-backed government.

    But by the time that Trump came to office in 2017, the war was at a stalemate. To make matters worse for the president, the US was spending US$27 billion (£21.3 billion) annually on military expenditure. Given this, Trump’s reflex was to withdraw from Afghanistan as quickly as possible.

    However, the president’s national security team – largely comprised of former and current military generals who did not owe personal loyalty to Trump – persuaded him to increase the US’s commitment to Afghanistan. The new strategy also set the conditions for a negotiated settlement with the Taliban.

    The following year, angered by the lack of progress, Trump argued that the US should “get out” of Afghanistan as the strategy had been a “total failure”.

    By this time, the US had talked directly to the Taliban, without the Afghan government in the room – a key Taliban demand. While the talks were designed to lead to intra-Afghan negotiations, it resulted in the Afghan republic being sidelined from the process.

    Throughout these talks, Trump frequently threatened to withdraw from Afghanistan. US officials referred to this constant threat as the “Tweet of Damocles” – meaning at any point, the president would announce on Twitter that the US was departing Afghanistan.

    The secretary of state at the time, Mike Pompeo – a diehard Trump loyalist – knew the president could pull the plug on the talks at any time. He therefore instructed lead US negotiator, Zalmay Khalilzad, to secure a deal at all costs.

    As a former senior Pentagon official who was present at the talks told me, it became clear Pompeo and Khalilzad had “no red lines” as both believed that “any deal was better than no deal”.

    Khalilzad abandoned the original Afghan-led process and worked to secure an agreement with the Taliban, which inevitably caused dismay within the sidelined Afghan government. Trump also largely refused to consult the Afghan president, Ashraf Ghani, about his plans.

    Compounding matters, the US president made several public statements about his desire to withdraw US forces from Afghanistan. This weakened Khalilzad’s position and encouraged the Taliban to remain resolute in negotiations.

    The US-Taliban agreement, which was signed in Doha in February 2020, favoured the insurgents and damaged the Afghan government. Khalilzad had conceded to the Taliban’s key demand: the withdrawal of all US and coalition troops from the country, which was scheduled over 14 months.

    In return, the Taliban promised to prevent terrorist groups from basing themselves in Afghanistan and agreed to hold talks with the Afghan government. If the Taliban did not adhere to these conditions, the US would – in theory – halt reducing its troop numbers.

    “This was a terrible deal. It was deeply injurious to US interests, let alone ruinous to Afghan interests,” the former Pentagon official told me.

    In the end, the Taliban failed to honour its counterterrorism commitments, and only half-heartedly pursued intra-Afghan talks.

    The deal set the conditions for the insurgents to retake Kabul by force, although the disastrous withdrawal overseen by the administration of Trump’s successor, Joe Biden, in 2021 proved fatal for the Afghan government.

    Trump’s Taliban deal excluded the US’s ally, conceded too much to an adversary, and was partly motivated by the perception of wasting American dollars in a far-off land. Unfortunately, these hallmarks are all too evident in the president’s stance on Ukraine.

    The early signs of Trump’s approach to talks with Russia do not augur well for Ukraine or the western alliance. If Trump does secure a peace deal with Russia that mirrors the accord struck with the Taliban, not only will Ukraine lose out, but Russia may be emboldened to again pursue its expansionist agenda.

  • MIL-OSI Global: Will the UK’s proposed long-term emissions strategy get us to net zero? An expert review

    The UK government’s official advisory Climate Change Committee (CCC) has now published its recommendations for the country’s “seventh carbon budget”, covering the period from 2038 to 2042.

    This advice provides robust evidence for the government to set legally binding limits on greenhouse gas emissions over this five year period, while striving to meet its international commitments on climate change.

    The late 2030s may seem far off, but long-term planning is essential. Achieving these targets requires the rollout of low-carbon technologies and the building of consensus for social change. It takes a long time to plan, design and build a power plant or factory.

    It could take even longer to change social norms and values around flying, driving or the foods we eat. Setting targets more than a decade in advance gives much needed clarity to investors, businesses and citizens on the direction of travel.

    Colleagues and I at the University of Leeds’s Climate Evidence Unit have produced a detailed analysis of the nearly 400 page CCC report. One key takeaway is that the transition to net zero is not only possible but highly beneficial.

    Academic analyses (including our own) consistently support this conclusion, showing that it will strengthen the economy and position the UK as a leader in global climate action. And it will deliver warmer homes, cheaper household bills, reduced air pollution, greater energy security with less reliance on imported gas, and many other benefits.

    While the report acknowledges the upfront costs, it confirms that acting now will reduce expenses in the long run, with cost savings emerging by the late 2030s and beyond. However, the report significantly underestimates the full economic impacts of the transition, as the CCC’s analysis does not factor in the financial losses associated with extreme weather and other effects of climate change.

    These losses could be substantial. A recent report by the Institute and Faculty of Actuaries suggests the effects of climate change could shrink global GDP by 50% between 2070 and 2090. When combined with the additional benefits of climate action, it’s clear that a “do nothing” approach is simply not an option.

    The CCC’s proposed plan to achieve this goal, known as the “balanced pathway”, leans heavily on key technologies while placing less emphasis on broader societal changes that help to fully realise these benefits. Compared to the sixth carbon budget report from 2020, this latest analysis gives greater consideration to reducing demand for energy, but the technological bias remains.

    There is a sense that the report pre-empts what the government would prefer as opposed to challenging current thinking. The problem with this approach is that failing to fully address demand makes the technological transition harder and more expensive than necessary, and increases the risk of failure. More energy must be generated, more car miles need to be driven, and more materials and products must be supplied.

    The technological transition

    So, what technologies are expected to drive emissions reductions? The first key point is the increasing reliance on technologies that, although they are already available, still need to be deployed at scale. These include electric vehicles, heat pumps for both households and industry, and the rapid expansion of solar and wind power.

    In contrast, the report places less emphasis than previous recommendations on currently expensive and emerging technologies, such as hydrogen power or “direct air capture” – essentially huge machines that filter carbon from the air. This is very welcome as it keeps the focus on decarbonisation, rather than emitting now and cleaning up later.

    This shift is particularly evident when examining individual sectors, where the focus is on scaling up existing solutions rather than banking on future technological breakthroughs.

    Surface transport, for instance, accounts for about a quarter of the UK’s emissions. The report places heavy reliance on electric vehicles (EVs), projecting that they will be responsible for 72% of all surface transport emissions reduced between 2025 and 2050.

    To put this into perspective, from this point forward, the UK would need to substantially outpace Norway, the current global leader in EV adoption. In contrast, only 11% of total emissions reductions are attributed to people shifting from driving to public transport or walking and cycling.

    Electrification is also expected to be the primary driver of emissions reductions in both homes and the industrial sector, mostly through replacing gas heating with heat pumps. This will be a particular challenge in industries which require high temperature heat pumps, a technology that hasn’t been installed yet.

    Efficiency measures and unsustainably high consumption patterns receive less attention in the industry section. In homes, improved insulation will reduce demand though there is little space for new and additional energy saving actions.

    In the food and farming sector, the report identifies three roughly equal sources of emissions reductions: low-carbon farming, reductions in livestock numbers, and land management improvements. The reduction in livestock numbers primarily reflects lower meat and dairy consumption, while the other measures rely predominantly on technological solutions.

    Overall, this is a very welcome report from the Climate Change Committee with a robust analysis that lets the government, industry and citizens know that the pathway to net zero is possible and very much needed. However, it does place enormous responsibility on some key technologies and their rapid roll out to achieve these goals.

    As the UK government digests the findings, my colleagues and I would suggest greater consideration of the “social” transformation that examines how we travel and what we buy, to fully unlock the benefits of net zero.

    A Flexible and Economically Advantageous Production Model

    The site’s production capacity will be 15 kg of hydrogen per hour (kg/h), with an initial phase temporarily limited to 11 kg/h due to the existing PSA (Pressure Swing Adsorption) purification equipment. This equipment will be replaced in the coming months by a PSA designed to reach a 15 kg/h capacity. The unit already produces hydrogen at 8 bar pressure, ready for commercial distribution starting in the second half of 2025 to serve transportation and industrial markets.

    Anticipated since late 2024, this commissioning required the site to be connected to the medium-voltage electrical grid, which was completed earlier this year, followed by the on-site presence of commissioning engineers focused on the main equipment suppliers for hydrogen purification.

    The biomass thermolysis unit, operational since June 2024, exceeds the capacity required to produce 15 kg/h of hydrogen. The new PSA, already received by Haffner Energy, will be complemented by a compressor reaching 35 bar pressure, supplying an H14 distribution station provided by HRS.

    Marolles is designed to operate 8,000 hours per year. As part of this site’s operations, 120 metric tons of mobility-grade hydrogen per year (15 kg/hour) will be produced, contributing to the decarbonization of mobility and industry. This is equivalent to 12 million kilometers traveled with hydrogen vehicles. Approximately 2,400 metric tons of CO₂ per year will be avoided or captured through hydrogen and biocarbon (char or biochar) combined.

    A memorandum of understanding for the offtake has been signed for the supply of 90 tonnes of hydrogen per year, mainly for mobility applications, which is designed to ensure a commercial outlet within the next few months.

    Hydrogen Production from Residual Solid Biomass: A Game Changer

    The scaling up of Haffner Energy’s proprietary biomass thermolysis technology is poised to disrupt the global and French renewable hydrogen markets, facilitating accelerated commercial and industrial development. This technology offers several key advantages:

    • Economically Competitive Solution: Already capable of competing with gray hydrogen for installations of 20 MW and above – a feat far from achievable by alternative technologies.
    • Economic Model Based on Low-Cost Biomass Energy: Hydrogen from biomass thermolysis is significantly cheaper to produce than hydrogen from the electrolysis of water thanks to low primary energy costs (<30€/MWh and often even <20€/MWh, compared with >70€/MWh for decarbonized electricity) and optimal energy efficiency (generally >70%).
    • Independence from the Electrical Grid: Unlike electrolysis, thermolysis is minimally dependent on electricity availability and cost, ensuring stable and predictable production.
    • Negative Carbon Footprint: This technology sequesters biogenic carbon through biochar co-production, achieving a negative carbon footprint when considering the full LCA.3
    • Flexible Sourcing: This biomass-agnostic technology is able to utilize various residual biomasses, in particular from agriculture, ensuring greater autonomy and resilience against feedstock market fluctuations while significantly expanding available resources.

    Towards Commercial and Industrial Expansion

    The commissioning of the Marolles unit marks a strategic milestone for Haffner Energy. This success accelerates commercial discussions with several partners interested in this disruptive technology and, as announced in previous communications, will enable the Company’s project pipeline to be converted into firm orders, thereby generating revenue. In particular, the effective commissioning of the site is a catalyst for finalizing the signing of two major contracts.

  • MIL-OSI Security: U.S. Attorney’s Office Announces Sentencing of New York Man for Role in Scheme Defrauding Bernalillo County

    strong>ALBUQUERQUE – A New York man was sentenced today in federal court for his role in a business email compromise scheme that defrauded Bernalillo County of over $447,000.

    There is no parole in the federal system.

    According to court documents, Oscar Kipikirui Ngeno, a naturalized U.S. citizen originally from Kenya, was involved in a business email compromise scheme targeting the government of Bernalillo County, New Mexico. Between October and December 2019, while residing in New York on an immigrant visa, Ngeno allowed others to have access to his bank account, which was used for fraudulent transfers.

    The scheme involved a spoofed email sent to Bernalillo County, purportedly from a legitimate vendor, containing falsified payment information and a phone number controlled by Ngeno. As a result, the county transferred a total of $447,372.89 to Ngeno‘s account over several months.

    Ngeno became aware of the illegal nature of these transfers and the criminal origin of the funds in his account. On November 6, 2019, he used approximately $13,090.82 of the fraudulently obtained money to pay off a personal vehicle loan with Capital One Auto.

    On November 15, 2024, Ngeno pleaded guilty to one count of money laundering, acknowledging his role in the scheme. Ngeno was sentenced to three years of probation and ordered to pay restitution in the amount of $15,000 to Bernalillo County.

    Acting U.S. Attorney Holland S. Kastrin and Raul Bujanda, Special Agent in Charge of the FBI Albuquerque Field Office, made the announcement today.

    The Albuquerque Field Office of the FBI investigated this case with assistance from the Buffalo Field Office, the Rochester Resident Agency, Richmond FBI Field Office and Bernalillo County Sheriff’s Office. Assistant United States Attorney Kimberly A. Brawley is prosecuting the case.

  • MIL-OSI USA: Warner Presses Defense Department on Moving Issues for Military Families

    WASHINGTON – U.S. Sen. Mark R. Warner (D-VA) today contacted the commander of U.S. Transportation Command (USTRANSCOM) to express concern that military families are experiencing delays and poor communication from the contractor that handles moving of household goods. In a letter to General Randall Reed, Warner urged immediate action to address the failures reported by more than 1,000 military families, including missed household goods pickups, delivery issues, and difficulties communicating with the contractor responsible for the moves, HomeSafe Alliance.

    “My constituents and press reporting indicate that HomeSafe Alliance is struggling to support military moves in a timely and predictable manner, calling into question performance on the contract, and ultimately degrading the readiness of our nation’s servicemembers and their families. As the military community enters the permanent change of station (PCS) peak season, it is essential that our servicemembers and their families have the logistical support they need to meet the mission,” wrote Sen. Warner.

    In the letter, Warner requested a briefing from USTRANSCOM to discuss how the command plans to resolve these issues and ensure HomeSafe Alliance fulfills its obligations in a timely and efficient manner.

    “I am disappointed to once again find that intervention is necessary to ensure the military community has what they need to focus on their jobs and families. Public reporting that cites USTRANSCOM officials indicates that more than 1,000 military families have already experienced missed household goods pickup or delivery dates, contractor communication challenges, or other issues associated with this contract. Your Director of the Defense Personal Property Management Office said that failures on a program this size, in the midst of transformation, are ‘to be expected,’” Warner added. “I can assure you that the military families missing their beds, kitchen appliances, and comforts of home expect far more in terms of support.”

    Warner has previously engaged with USTRANSCOM on behalf of military families experiencing problems with moving. In 2014, Warner was forced to step in when more than 160 Virginians reported that their personal vehicles had been significantly delayed or misplaced by the contractor responsible for moving their vehicles during permanent change of station moves to and from overseas duty stations.

    Respect for Sudan’s sovereignty and territorial integrity is vital for a sustainable end to this war: UK statement at the UN Security Council

    Statement by Ambassador Barbara Woodward, UK Permanent Representative to the UN, at the UN Security Council meeting on Sudan.

    President, nearly two years since the start of this war, and once again I cannot fail to be struck by the reports of death and destruction. 

    More violence. More families ripped apart. More children starving. 

    Last month, my Foreign Secretary visited Adré and heard first-hand about the suffering faced by women. The suffering of sexual violence, of rape, of hunger, who had fled the conflict.

    It does not need to be this way. 

    The parties to the conflict can take actions now to end the suffering. 

    And I’d like to highlight three priorities. 

    First, we urge the parties to end their military ambitions and focus on creating the conditions for peace, including through full co-operation with UN and African Union mediation efforts. 

    We share the Secretary-General’s deep concern at the announcement by the Rapid Support Forces and affiliated civilian actors and armed groups of a political charter that expresses an intention to establish a governing authority in areas of their control.

    Deepened divisions risk even further destabilisation in Sudan and the region. 

    Respect for Sudan’s charter rights, its unity, sovereignty and territorial integrity is vital and will be necessary for a sustainable end to this war.

    In April, my Foreign Secretary will invite Foreign Ministers from some 20 states and international organisations to London, for discussions focused on supporting a peaceful way forward for the Sudanese people.

    Second, both parties must facilitate the rapid and unimpeded passage of humanitarian relief to people in need. 

    The decision by the Sudanese Armed Forces to keep the Adré border crossing open is welcome. 

    But with over 30 million people in humanitarian need, it is simply not enough. 

    We urge the SAF to open Adré permanently, and authorise the use of further regional border crossings. 

    We call on both sides to lift unnecessary bureaucratic impediments which are delaying aid deliveries by weeks, and to provide humanitarian actors with security guarantees to operate safely.

    Third, we reiterate the Council’s calls for the Rapid Support Forces to end their siege on El Fasher and cease all attacks on civilians and civilian infrastructure. 

    We call on both parties to protect civilians, in line with their obligations under the Jeddah Declaration.

    Mr President, the parties to the conflict should act now to end this suffering.

  • MIL-OSI United Nations: ‘Last Chance’ to Achieve Two-State Solution, UN Mediator Tells Security Council, as Speakers Highlight Need to Sustain Gaza Ceasefire

    This may be “the last chance” to achieve a two-State solution — the creation of independent Israel and Palestine coexisting peacefully side by side — a United Nations mediator told the Security Council today, as it considered the fragile ceasefire in the Gaza Strip, the first phase of which is set to expire on 1 March.

    While welcoming the implementation of this initial phase, including the release of 34 hostages, Sigrid Kaag, UN Special Coordinator for the Middle East Peace Process ad interim, added:  “None of us will forget the harrowing pictures of the coffins of the Bibas children taken hostage with their mother and killed while in captivity.” Condemning Hamas’ public parading of hostages, she also noted the release of 1,135 Palestinian prisoners and detainees, and reports of the ill treatment and humiliation they experienced.

    In Gaza, far more remains to be done to address over 15 months of deprivation of basic human necessities and “above all, a loss of human dignity”, she said, while noting some improvements in humanitarian aid access.  “Palestinians must be able to resume their lives, to rebuild and to construct their future in Gaza,” she stressed, adding that there can be no question of forced displacement.  Gaza must remain an integral part of a future Palestinian State, and the Strip must be unified with the West Bank including East Jerusalem, “politically, economically and administratively”, she said, calling on the Council to ensure continued support for the full realization of the ceasefire deal, urgent de-escalation in West Bank and support for Gaza’s recovery and reconstruction — which would cost $53 billion.

    Also briefing the Council today was Daniel Levy, President of the US/Middle East Project, who stressed that Israelis and Palestinians both deserve security, while acknowledging the “power asymmetry” between a colonizing State and a colonized people.  Recalling the Israeli ambassador’s “gimmick” of shredding the UN Charter at the General Assembly podium, he said:  “When a State like Israel conducts itself in ways that render the Charter meaningless and which assault [international] conventions, including on genocide […] then that is a challenge that cannot be allowed to pass.”

    Calling for a full ceasefire, the release of all Israeli hostages and a surge in humanitarian assistance, he cautioned:  “There is good reason to fear that this could collapse.”  In that vein, he warned against the attempt to permanently depopulate the north of Gaza, adding:  “Hamas non-governance in Gaza is achievable, the movement itself has said so.”  But, there will be resistance if the structural violence of occupation and apartheid continue.  He also cautioned against zero-sum thinking, also stressing that the unlawful forced displacement of Palestinians must not be endorsed or encouraged by any State, let alone, one of the permanent five.

    Testimony from Ex-Hostage

    “I was kidnapped by Hamas terrorists on 7 October 2023 from the Nova music festival with my partner,” recalled Noa Argamani, who also addressed the Council today.  She added that she was taken by force into Gaza and “held in total fear, living in a nightmare”.  Noting that she was rescued by Israeli soldiers after eight months in captivity, she said:  “Being here today is a miracle, but I’m here today to tell you we have no time.” There are still 63 hostages in captivity — 24 believed to still be alive — “the [ceasefire] deal must go on, in full”, she urged.

    Recalling that her captors murdered her friend, she underscored:  “Every second in captivity is dangerous.”  The Council must “not let the darkness take over”, she warned, stating that she came to the Council so that the international community understands that “the hostages are in hell” and deserve to return home immediately.

    Determined to Eradicate Hamas

    “This is the story of every hostage and every family shattered by Hamas’ terror,” said Israel’s delegate, urging the Council to adopt a resolution condemning the group — a move he argued the 15-member organ could have taken 16 months ago.  Stressing that the tragedy will not end “until each one of them is back home”, he continued: “The question now is whether this Council will help write that ending, or continue to look away.”

    “No matter what happens, our commitment to freeing all the hostages and completely eradicating Hamas is unshakeable,” he underscored. Turning to the humanitarian situation, he pointed to thousands of trucks entering Gaza every week to deliver aid and stressed:  “The only starved people in Gaza are the hostages.”  He added that “it is time to think beyond the frameworks of the past and build a new reality — one where terrorists do not hold entire communities hostage and where life is sacred once more”.

    Recordings of Gunfire at Family 

    Riyad H. Mansour, Permanent Observer for the State of Palestine, said while “nothing justifies” what happened to the Bibas family, Palestinian children are “not any less deserving of your outrage for their killing”.  He went on to play recordings of the calls made to emergency services by 15-year-old Layan Hamadeh and her 6-year-old cousin Hind Rajab — both found dead later — after their family members were shot dead while evacuating Gaza City by car. He also remembered the Palestinian parents who had to collect “what remained of their children’s bodies in plastic bags”.

    “Did you see the images of our released prisoners, often starved, with marks and scars on their bodies?”, he asked, noting that Israel subjects them to beatings and humiliating treatments.  “How many hostages were released by military actions and how many hundreds of Palestinians have perished in these military attacks that were supposed to rescue the hostages but led to the death of many of them?”, he asked, adding:  “Ceasefire works.”  The next few days is a test of Israel’s true priorities, he said.

    Support for Ceasefire’s Second Phase

    Council members stressed the need to uphold the ceasefire and reach an agreement on the second phase, which aims to establish a permanent truce.  Under this phase, Israel would fully withdraw from Gaza, while Hamas would release all remaining hostages in exchange for additional detainees.

    The representative of Sierra Leone, voiced a “renewed sense of relief and optimism” despite “the uncertainty that still looms”.  The representative of the Republic of Korea noted that the agreement shows “what firm political will can bring to the region” as Israeli hostages and Palestinian prisoners reunite with their families.  The ceasefire is also saving lives, Denmark’s delegate said, adding that it is vital that it moves to its second phase.  Georgios Gerapetritis, Minister for Foreign Affairs of Greece, added that the ceasefire will “allow planning for a more prosperous and secure ‘day after’ for the whole region”.

    The representative of France said that his country has deployed specialized personnel within the framework of the European Union Border Assistance Mission at the Rafah Crossing Point to support the ceasefire.  He also noted that his country and Saudi Arabia will co-chair an international conference for the implementation of a two-State solution in June.

    The Russian Federation’s delegate expressed concern about the “opaque monitoring mechanism”, highlighting accusations from both sides about the other side’s bad faith in the implementation of individual steps.  Somalia’s delegate said that the continued attacks, illegal arrests, settlement-expansion and excessive use of force “undermine the spirit of the ceasefire deal” and that “mediation efforts will not succeed if the aggression continues unchecked”.  If the ceasefire fails, Panama’s delegate warned, “then the human toll will be incalculable and prospects for regional peace and stability will fade further”.

    The representative of the United Kingdom welcomed improved aid supplies since the ceasefire agreement as having “demonstrated the central role of the UN and humanitarian actors, including UNRWA [United Nations Relief and Works Agency for Palestine Refugees in the Near East]”.  She also expressed concern over tightening humanitarian space, as well as the expansion of Israel’s operations killing and displacing civilians in the West Bank.

    Gaza’s Future without Hamas

    The representative of the United States expressed support for Israel’s “sovereign decision” to close UNRWA offices in Jerusalem, adding:  “UNRWA is not and never has been the only option for providing humanitarian assistance in Gaza”.  Her country stands with all hostages, she said, adding that the desecration of the remains of Shiri Bibas shows “the depth of Hamas’s cruelty”.  President Donald J. Trump has made clear that the future of Gaza must look different, she said, adding that Hamas must be fully removed from power and held accountable for its 7 October 2023 terrorist massacre.

    Save West Bank from Becoming Next Gaza

    Other speakers, however, highlighted the impact of Israel’s occupation of Palestinian territories, and the escalation of settlements and violence in the West Bank.  “Israel is not trying to return to calm,” said Kuwait’s delegate, speaking for the Arab Group.  Asking the Council if it is waiting for a repeat of the Gaza tragedy, he called on the international community to help end the occupying Power’s aggression in the West Bank and its attacks on Christian and Muslim holy sites in the Aqsa Mosque compound.

    Algeria’s delegate drew attention to the Israeli Finance Minister’s declaration that the “goal for 2025 is to demolish more than what Palestinian are building in the West Bank”.  Stressing the need to support UNRWA and empower the Palestinian Authority, he added that weakening the Authority is a deliberate strategy by the Israeli occupying Power which dreams “of a land free of Palestinians”, from the river to the sea.  Five newborn babies froze to death yesterday in a hospital in Gaza City, he noted, adding “we have no more time to waste”.  The ceasefire agreement should serve as a foundation for a durable peace plan.

    Slovenia’s delegate stressed:  “Gaza belongs to Gazans and it is an integral part of the Palestinian State.”  Pointing to the “many more steps” needed for lasting peace to persist in the Middle East, he observed:  “While peace seems to be a big word, it essentially boils down to everyday decisions to work for it.”

    “The cumulative effect of Israel’s violent occupation of Palestinian territories has entrapped the Palestinian people in a cycle of violence and poverty,” Guyana’s delegate noted.  Pakistan’s representative pointed to the forcible displacement, military raids, settler violence and illegal land annexations Israel is conducting, describing these as “ethnic cleansing in real time”.

    The representative of China, Council President for February, speaking in his national capacity, urged the international community to support the parties in moving ahead with negotiations on the second phase of the ceasefire and called on Israel to cease its military and settler activity in the West Bank, underscoring:  “The West Bank must not become the next Gaza.”

  • MIL-OSI United Nations: At Least Five Peacekeeping, Associated Personnel Killed in Malicious Attacks During 2024, United Nations Staff Union Committee Says

    At Least 116 Staff Members of United Nations Palestine Refugee Agency Killed in 2024, Bringing Total to 263 Staff Fatalities Since War in Gaza

    At least five United Nations personnel — four military peacekeeping personnel and one civilian UN security coordination officer — were killed in deliberate attacks in 2024, the United Nations Staff Union Standing Committee on the Security and Independence of the International Civil Service said today.  By nationality, the UN personnel who died in 2024 were from Cameroon (1), Ghana (1), India (1) Pakistan (1) and Uganda (1).

    This does not include the personnel of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) who died in the war in Gaza, since they were not deliberately targeted.  However, at least 116 UNRWA personnel had been confirmed killed in 2024 in the conflict between Israel and Hamas in response to the terror attack by Hamas on 7 October 2023, the largest loss during a conflict in the 79-year history of the United Nations.  As of 29 December 2024, the total number of UNRWA team members killed since 7 October 2023 is 263 (UNRWA Situation Report #153).

    Peacekeepers serving with the United Nations Interim Force in Lebanon (UNIFIL) were also affected by conflicts in the region.

    On 11 October, two peacekeepers from Indonesia serving with UNIFIL were injured after two explosions occurred close to an observation tower near the mission’s base in Naquora.

    On 29 October, eight peacekeepers from Austria serving with UNIFIL were wounded after a rocket, likely fired by Hizbullah or an affiliated group, hit UNIFIL headquarters in southern Lebanon.

    On 7 November, a UNIFIL convoy bringing newly arrived peacekeepers from Malaysia to south Lebanon was passing Saida when a drone strike occurred nearby.  Five peacekeepers were lightly injured.

    On 19 November, four peacekeepers from Ghana serving with UNIFIL were wounded when a rocket most likely fired by Hizbullah hit their base in southern Lebanon.  Peacekeepers and facilities were targeted in three separate incidents.

    On 22 November, four peacekeepers from Italy serving with UNIFIL were wounded when two rockets, likely launched by Hizbullah or affiliated groups, struck the Sector West Headquarters in Shama.

    In addition, three members of the World Food Programme (WFP) Sudan country team — the Head of field office, a programme associate and a security guard — lost their lives on 19 December after an aerial bombardment hit the WFP Field Office Compound in Yabus, Blue Nile State.

    The United Nations Interim Security Force for Abyei (UNISFA) was the deadliest for peacekeepers with two fatalities, followed by the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) with one.

    In 2023 at least 11 United Nations personnel (seven military and four civilians) were killed in malicious attacks, and in 2022 at least 32 (28 peacekeepers and four civilians).  The drop in fatalities can partly be attributed to the conclusion in 2023 of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), the deadliest peacekeeping mission with 175 fatalities due to malicious acts.

    Deliberate Attacks

    Following is a non-exhaustive list of deliberate attacks in 2024 that resulted in the death or injury of United Nations and associated personnel, compiled by the United Nations Staff Union Standing Committee on the Security and Independence of the International Civil Service.

    On 10 January, Al-Shabaab militants seized a helicopter with United Nations personnel travelling onboard in Galmdug, Somalia.  The helicopter was captured after it had to make an emergency landing in an area controlled by the armed group.  According to media reports, the helicopter took off from the city of Beledweyne and landed close to Gadoon village (near Hindhere village) in central Somalia’s Galgaduud region due to a technical glitch.  The UN-contracted helicopter was conducting an air medical evacuation.  According to media reports, nine people were on board:  four Ukrainian crew members, two Kenyan nurses, an Egyptian working for a contractor who provides emergency medical evaluations, a Somali military doctor and a Ugandan protection officer.  At least one passenger was reportedly killed and six were seized by al-Shabaab.

    On 11 January, Maimudu Edema, a peacekeeper from Uganda, serving with the United Nations Assistance Mission in Somalia, was killed when mortar rounds landed inside the Aden Adde International Airport area, in which the UN Compound was located.  Al-Shabaab has reportedly claimed responsibility for the attack.

    On 15 January, Emmanuel Steve Atebele, a peacekeeper from Cameroon serving with MINUSCA, was killed when his vehicle hit an improvised explosive device in Mbindali, in Ouham-Pendé Prefecture, north-west of Paoua, Central African Republic.  Five other blue helmets were injured in the attack.

    On 27 January, Kyere Evans, a peacekeeper from Ghana serving with UNISFA, was killed when the mission’s base in Agok came under attack by an armed group.

    On 28 January, Muhammad Tariq, a peacekeeper from Pakistan serving with UNISFA, died in Abyei when a UNISFA convoy transporting civilians came under attack.

    On 2 February, two peacekeepers from South Africa serving with the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), were injured in an attack on a UN helicopter in the eastern Democratic Republic of the Congo.  The helicopter was carrying out a medical evacuation when it came under fire from presumed members of the M23 armed group in the Karuba region, North Kivu Province.  The helicopter was able to land safely in the provincial capital, Goma.

    On 16 March, eight peacekeepers serving with MONUSCO were wounded during clashes between the M23 armed group and Government troops.  The incident occurred in the vicinity of Sake, 20 kilometres from Goma.  The wounded peacekeepers, who were part of Operation Springbok initiated in November 2023 to safeguard civilians in the region, sustained their injuries amidst the ongoing fighting, where MONUSCO troops had been assisting Government forces to protect vulnerable civilians.

    On 13 May, Waibhav Anil Kale, a former military officer from India working as a security coordination officer for the United Nations Department for Safety and Security (UNDSS), was killed in Rafah, southern Gaza, when a weapon impacted the back of his clearly marked United Nations vehicle.  The vehicle was driving to the European Hospital in Rafah.  Another UNDSS staff member, a Jordanian woman travelling in the same vehicle, was injured.  The shots were thought to come from an Israel Defense Forces tank in the area.

    On 10 October, two peacekeepers from Sri Lanka serving with UNIFIL were injured after an Israel Defense Forces tank fired its weapon toward an observation tower at UNIFIL headquarters in Naqoura, directly hitting the tower and causing its fall.

    Violations of the Independence of the International Civil Service

    On 24 January, the Houthi authorities in Yemen ordered United Nations and other humanitarian staff holding United States and United Kingdom passports to leave the country within a month.  The de facto authorities, who controlled the capital, Sana’a, along with many other areas of the country, thus violated the independence of the international civil service.

    On 11 June, the Secretary-General called for the immediate release of all United Nations staff held in Yemen by the de facto Houthi authorities, following the arbitrary detention of 13 of the Organization’s personnel, including six staff members of the Office of the United Nations High Commissioner for Human Rights (OHCHR).  Four additional United Nations staff members had been detained and held incommunicado by the de facto authorities since 2021 and 2023, without access to their families or their respective organizations and agencies.

    On 12 October, the heads of the United Nations Development Programme, the United Nations Educational, Scientific and Cultural Organization, the United Nations Children’s Fund, the World Food Programme, the World Health Organization and OHCHR, as well as the Special Envoy of the Secretary-General for Yemen, renewed urgent calls for the immediate release of their staff arbitrarily detained by the Houthi de facto authorities in Yemen, amid reports that some of them might face “criminal prosecution”.

  • MIL-OSI Security: Bay Roberts and Port aux Basques — RCMP NL arrests impaired drivers in North River and Port aux Basques

    Two drivers, one in North River and the other in Port aux Basques, were arrested by RCMP NL for impaired operation on February 25, 2025.

    At approximately 6:30 p.m. on Tuesday, Bay Roberts RCMP responded to a single-vehicle crash in North River. A vehicle was stuck in a snow bank on North River Road. Upon arrival, police observed signs of alcohol impairment and administered a roadside breath test on the driver, a 36-year-old man. The man failed the roadside breath test and was arrested for impaired operation. At the detachment, the man provided further breath samples that were more than twice the legal limit.

    Later that evening, shortly after 8:00 p.m., Channel-Port aux Basques RCMP were called to the Marine Atlantic Ferry Terminal in Port aux Basques to investigate a suspected impaired driver who was waiting to board the ferry. The driver, a 51-year-old man, failed a roadside breath test and was arrested for impaired operation. At the detachment, the man provided further breath samples that were more than three and a half times the legal limit.

    Both drivers were released from custody and are set to appear in court at later dates to answer to charges of impaired operation. Both drivers received licence suspensions and the vehicles were seized and impounded.

    Those who choose to drive while impaired by alcohol or drugs place themselves and all others who share the roadway at increased risk of serious injuries or death. RCMP NL thanks the public for continuing to report suspected impaired drivers.

    Melfort RCMP is asking the public to report all sightings and information on the whereabouts of 30-year-old Tyrell Yeo.

    He is wanted by Melfort RCMP for charges including kidnapping, assault, break and enter, dangerous operation of a motor vehicle and mischief under $5,000 in relation to an incident on February 24 in Melfort RCMP’s detachment area. The victim reported non-life-threatening injuries to police.

    Melfort RCMP are actively working to locate and arrest him.

    He is described as approximately 5’10” and 150 lbs. He has brown hair and hazel eyes.

  • MIL-OSI Security: Three Newport News men sentenced to life in prison for a series of six robberies and five murders

    NEWPORT NEWS, Va. – Three Newport News men have been sentenced after they were convicted by a federal jury on charges relating to a series of violent crimes that included five murders and two additional shootings.

    According to court records and evidence presented at trial, from at least Jan. 16, 2017, through November 2017, Ronzel Monte Dixie, aka Bone or Bizzy, 31; Kwaimain Shy’de Redmon, aka Kwa, 30; and Meko Montez Brown Jr., aka Gangsta or 9-Ball, 26, along with others, carried out at least seven shootings, including five murders, four commercial robberies, three drug robberies, and three car thefts and engaged in two high-speed chases from police. During these robberies, the men were armed with various firearms including a .22 caliber Uzi-style firearm, a 1911 handgun, a Ruger P95 9mm pistol, and a stolen P9 Kahr 9mm pistol. During the course of the conspiracy, the defendants stole at least two cars. Victims included cellphone stores, drug dealers, gas stations/convenience stores, a correctional officer, and others. During most of the robberies, the men brandished and sometimes discharged their firearms.

    On Oct. 1, 2017, Dixie, Redmon, and another person robbed a drug dealer during a home invasion of her apartment. The group brandished two firearms and took drugs, currency, and the victim’s Lexus sedan.

    On Oct. 12, 2017, Dixie and another person robbed a different drug dealer for bail money to secure a bond for Redmon, who had been arrested on Oct. 11, 2017, while fleeing on foot from the Lexus automobile they had stolen during the robbery on Oct. 1, 2017.

    On Oct. 16, 2017, Dixie and Redmon summoned another individual to the Hoss’s Deli in Newport News because they had a problem with someone at the bar. They followed their target, who left Hoss’s Deli on a motorcycle, and Dixie fired a Ruger P95 from the passenger window of their vehicle, resulting in the victim’s death. Dixie executed the victim by firing again as he lay in the roadway. Following the shooting, Dixie and Redmon rummaged through the victim’s pockets and took his wallet.

    Later on Oct. 16, 2017, Dixie, Redmon, and the other individual approached the Happy Shopper convenience store in Hampton as it was closing. While demanding money, the third individual shot the store owner in the face. They proceeded to look through the store owner’s van for money and anything of value. During the robbery, Dixie executed a store employee by twice shooting him in the back of the head while he lay face down in the parking lot.

    On Nov. 7, 2017, Dixie, Brown, and another individual robbed another drug dealer, taking his P9 Kahr firearm. Approximately an hour later on Nov. 7, 2017, Dixie, Brown, and the other individual robbed an authorized retailer for MetroPCS in Hampton by brandishing the stolen firearm.

    On Nov. 8, 2017, Dixie, Brown, and another individual shot and killed a man at 9:20 p.m., and then shot a correctional officer at 9:31 p.m. during an attempted robbery. Dixie boasted that he killed the first man because his nickname was “Wavy 10” and he wanted 10 bodies to his name.

    On Nov. 9, 2017, Brown and another individual robbed a Miller Mart convenience store in Chesapeake. Brown brandished the P9 Kahr firearm and stole money from the business.

    On Nov. 10, 2017, Dixie, Brown, Redmon, and another individual stole a Cadillac in Newport News. As Brown attempted to drive the Cadillac from the parking lot, he hit another vehicle. When the driver of that vehicle followed the Cadillac, Brown shot and killed him. An hour later, Brown attempted to rob a victim who was just getting home to his apartment. During the robbery, Brown fired the P9 Kahr at the victim, but missed. The gun jammed, however, and the victim returned fire. After Dixie, Brown, Redmon, and the other individual fled the scene, Dixie used the firearm to shoot and kill a homeless person, firing multiple rounds at the victim while exclaiming, “My gun does not jam.”

    On Nov. 11, 2017, Dixie, Brown, and another individual robbed another authorized retailer for MetroPCS in Newport News. A family with two young children was present at the time of the robbery. Dixie, Brown, and the other individual brandished the firearm and stole money from the business.

    Dixie was convicted of conspiracy to interfere with interstate commerce by robbery, five counts of interference with commerce by robbery, five counts of brandishing a firearm during a crime of violence, five counts of possession of a firearm and ammunition by a convicted felon, and one count of use of a firearm resulting in death. Dixie was sentenced to five consecutive life sentences plus a consecutive 30 years.

    Redmon was convicted of conspiracy to interfere with interstate commerce by robbery, two counts of interference with commerce by robbery, two counts of brandishing a firearm during a crime of violence, three counts of possession of a firearm and ammunition by a convicted felon, and one count of use of a firearm resulting in death.  Redmon was sentenced to life in prison plus a consecutive 57 years.

    Brown was convicted of conspiracy to interfere with interstate commerce by robbery, three counts of interference with commerce by robbery, three counts of brandishing a firearm during a crime of violence, one count of possession of a firearm and ammunition by a convicted felon, and one count of obstruction of justice. Brown was sentenced to life in prison plus a consecutive 54 years.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Michael Feinberg, Acting Special Agent in Charge of the FBI’s Norfolk Field Office, made the announcement after sentencing by U.S. District Judge David J. Novak. The Newport News Police Department and Hampton Police Division assisted in the investigation of this case.

    Assistant U.S. Attorneys Lisa R. McKeel and Mack Coleman and Special Assistant U.S. Attorney Howard J. Zlotnick prosecuted the case.

  • MIL-OSI Global: Show Don’t Tell by Curtis Sittenfeld is moving, witty and achingly real

    I was immediately struck by the title of Curtis Sittenfeld’s new collection of 12 short stories, Show Don’t Tell. That’s because it’s also the name of a narrative technique that allows readers to experience a story through the characters’ actions, words, thoughts and feelings, rather than the author’s explanations. It means that readers can create their own visualisations and conclusions without the author telling them what to think.

    And this is exactly what Sittenfeld does. Show Don’t Tell offers slices of life in the American midwest from a middle-aged and mostly female perspective. The stories can be enjoyed casually. Or, they can be read as a more profound exploration of individual and social conflict at a time when the US is on the verge of momentous political change.

    The self-contained stories evoke many moods and feelings. Each one is relatable in its own way, and all 12 are addictively consumable in one sitting. Within just a few paragraphs Sittenfeld’s vibrant characters feel familiar. They reflect on their lives and the changes in their desires and hopes. And they regularly wonder about their inherent “goodness” and that of those around them and the world they live in.

    Show Don’t Tell is an exploration of relationships, human emotion, honesty, compassion and contemplation. The stories offer a realistic exploration of life’s ups and downs – comical or otherwise.

    What links these the stories are the personal reflections they offer on important political subjects, from the COVID pandemic and tech billionaires, to sex and sexuality, wealth, health, marriage and racism. They represent a contemporary and timely connection to events in the US.

    Absurdist America

    The book’s title story, Show Don’t Tell, originally published in The New Yorker in 2017, lays the groundwork for the book’s focus on memory. It acknowledges the importance of youth – “when you were, like a pupa, in the process of becoming yourself” – and the cynicism that comes with age and maturity.

    The story mentions Don DeLillo’s postmodern novel White Noise (1985), referring to the author as the “ombudsman of American letters right now”. Like DeLillo, Sittenfeld’s work combines tone, style and multiple voices to create a humorous yet mildly absurdist representation of America. Her characters blunder tactlessly into faux pas after faux pas, which made me wince with sympathetic embarrassment or awkward discomfort. There is a cringeworthy quality to some situations and circumstances that feel amusingly relatable, sincere and human.

    There’s also a universality that pervades the collection. For example, Creative Differences is ultimately about toothpaste and brushing your teeth. This is the power of Sittenfeld’s work – her ability to slip complex subject matters, such as love, death, and loss, relationships between the sexes, and prejudice, into slice-of-life narratives.

    Hidden depths

    Despite the absurd or humorous surface nature of the stories, there is a profundity to the collection that lies just below the surface.

    The daily low-level dread and sense of disaster that inhabits the protagonist in Follow-Up strikes a chord, again, with DeLillo’s characters’ obsession with death and catastrophe in White Noise. But Sittenfeld gently reminds us that, considering the chaotic past decade, where death, catastrophe and complex political issues have dominated American lives, fear and anxiety are an entirely reasonable emotional response.

    She shows that it’s normal to look for human connection and comfort wherever we can find it. America has been turned upside down by a global pandemic, social conflict over sexuality, simmering racial tension and the accumulation of enormous wealth. And Sittenfeld shows us the aftermaths; the differences between then (the 1980s and 90s) and now (the 2020s). She shows us the changes between the innocence of youth and the realities of the post-9/11 and post-COVID world.

    This is the strength of the collection – reminding the reader of the universality of actions and emotions. And the authenticity that permeates the stories reminds us that we’re not alone.

    This is a clever, witty and moving collection with sometimes achingly real portrayals. The themes that unite the stories showcase women and men at moments of introspection, revealing the diversity and genuineness that permeates the multiple authentic worlds that Sittenfeld creates.

  • MIL-OSI Global: Why people rebuild in Appalachia’s flood-ravaged areas despite the risks

    On Valentine’s Day 2025, heavy rains started to fall in parts of rural Appalachia. Over the course of a few days, residents in eastern Kentucky watched as river levels rose and surpassed flood levels. Emergency teams conducted over 1,000 water rescues. Hundreds, if not thousands of people were displaced from homes, and entire business districts filled with mud.

    For some, it was the third time in just four years that their homes had flooded, and the process of disposing of destroyed furniture, cleaning out the muck and starting anew is beginning again.

    Historic floods wiped out businesses and homes in eastern Kentucky in February 2021, July 2022 and now February 2025. An even greater scale of destruction hit eastern Tennessee and western North Carolina in September 2024, when Hurricane Helene’s rainfall and flooding decimated towns and washed out parts of major highways.

    Each of these events was considered to be a “thousand-year flood,” with a 1-in-1,000 chance of happening in a given year. Yet they’re happening more often.

    The floods have highlighted the resilience of local people to work together for collective survival in rural Appalachia. But they have also exposed the deep vulnerability of communities, many of which are located along creeks at the base of hills and mountains with poor emergency warning systems. As short-term cleanup leads to long-term recovery efforts, residents can face daunting barriers that leave many facing the same flood risks over and over again.

    Exposing a housing crisis

    For the past nine years, I have been conducting research on rural health and poverty in Appalachia. It’s a complex region often painted in broad brushstrokes that miss the geographic, socioeconomic and ideological diversity it holds.

    Appalachia is home to a vibrant culture, a fierce sense of pride and a strong sense of love. But it is also marked by the omnipresent backdrop of a declining coal industry.

    There is considerable local inequality that is often overlooked in a region portrayed as one-dimensional. Poverty levels are indeed high. In Perry County, Kentucky, where one of eastern Kentucky’s larger cities, Hazard, is located, nearly 30% of the population lives under the federal poverty line. But the average income of the top 1% of workers in Perry County is nearly US$470,000 – 17 times more than the average income of the remaining 99%.

    This income and wealth inequality translates to unequal land ownership – much of eastern Kentucky’s most desirable land remains in the hands of corporations and families with great generational wealth.

    When I first moved to eastern Kentucky in 2016, I was struck by the grave lack of affordable, quality housing. I met families paying $200-$300 a month for a small plot to put a mobile home. Others lived in “found housing” – often-distressed properties owned by family members. They had no lease, no equity and no insurance. They had a place to lay one’s head but lacked long-term stability in the event of disagreement or disaster. This reality was rarely acknowledged by local and state governments.

    Eastern Kentucky’s 2021 and 2022 floods turned this into a full-blown housing crisis, with 9,000 homes damaged or destroyed in the 2022 flood alone.

    “There was no empty housing or empty places for housing,” one resident involved in local flood recovery efforts told me. “It just was complete disaster because people just didn’t have a place to go.”

    Most homeowners did not have flood insurance to assist with rebuilding costs. While many applied to the Federal Emergency Management Agency for assistance, the amounts they received often did not go far. The maximum aid for temporary housing assistance and repairs is $42,500, plus up to an additional $42,500 for other needs related to the disaster.

    The federal government often provides more aid for rebuilding through block grants directed to local and state governments, but that money requires congressional approval and can take months to years to arrive. Local community coalitions and organizations stepped in to fill these gaps, but they did not necessarily have sufficient donations or resources to help such large numbers of displaced people.

    Affordable rental housing is hard to find in much of Appalachia. When flooding wipes out homes, as Jackson, Ky., saw in July 2022 and again in February 2025, it becomes even more rare.

    With a dearth of affordable rentals pre-flood, renters who lost their homes had no place to go. And those living in “found housing” that was destroyed were not eligible for federal support for rebuilding.

    The sheer level of devastation also posed challenges. One health care professional told me: “In Appalachia, the way it usually works is if you lose your house or something happens, then you go stay with your brother or your mom or your cousin. … But everybody’s mom and brother and cousin also lost their house. There was nowhere to stay.” From her point of view, “our homelessness just skyrocketed.”

    The cost of land – social and economic

    After the 2022 flood, the Kentucky Department for Local Government earmarked almost $300 million of federal funding to build new, flood-resilient homes in eastern Kentucky. Yet the question of where to build remained. As another resident involved in local flood recovery efforts told me, “You can give us all the money you want; we don’t have any place to build the house.”

    It has always been costly and time-intensive to develop land in Appalachia. Available higher ground tends to be located on former strip mines, and these reclaimed lands require careful geotechnical surveying and sometimes structural reinforcements.

    If these areas are remote, the costs of running electric, water and other infrastructure services can also be prohibitive. For this reason, for-profit developers have largely avoided many counties in the region. The head of a nonprofit agency explained to me that, because of this, “The markets have broken. … We have no [housing] market.”

    Eastern Kentucky’s mountains are beautiful, but there are few locations for building homes that aren’t near creeks or rivers. Strip-mined land, where mountaintops were flattened, often aren’t easily accessible and come with their own challenges.

    There is also some risk involved in attempting to build homes on new land that has not previously been developed. A local government could pay for undeveloped land to be surveyed and prepared for development, with the prospect of reimbursement by the U.S. Department of Housing and Urban Development if housing is successfully built. But if, after the work to prepare the land, it is still too cost-prohibitive to build a profitable house there, the local government would not receive any reimbursement.

    Some counties have found success clearing land for large developments on former strip mine sites. But these former coal mining areas can be considerable distances from towns. Without robust public transportation systems, these distances are especially prohibitive for residents who lack reliable personal transportation.

    Another barrier is the high prices that both individual and corporate landowners are asking for properties on higher ground.

    The scarcity of desirable land available for sale, combined with increasingly urgent demand, has led to prices unaffordable for most. Another resident involved in local flood recovery efforts explained: “If you paid $5,000 for 30 acres 40 years ago, why won’t you sell that for $100,000? Nope, [they want] $1 million.” That makes it increasingly difficult for both individuals and housing developers to purchase land and build.

    One reason for this scarcity is the amount of land that is still owned by outside corporate interests. For example, Kentucky River Properties, formerly Kentucky River Coal Corporation, owns over 270,000 acres across seven counties in the region. While this landholding company leases land to coal, timber and gas companies, it and others like it rarely permit residential development.

    But not all unused land is owned by corporations. Some of this land is owned by families with deep roots in the region. People’s attachment to a place often makes them want to stay in their communities, even after disasters. But it can also limit the amount of land available for rebuilding. People are often hesitant to sell land that holds deep significance for their families, even if they are not living there themselves.

    One health care professional expressed feeling torn between selling or keeping their own family property after the 2022 flood: “We have a significant amount of property on top of a mountain. I wouldn’t want to sell it because my papa came from nothing. … His generation thought owning land was the greatest thing. … And for him to provide his children and his grandchildren and their great-grandchildren a plot of land that he worked and sweat and ultimately died to give us – people want to hold onto that.”

    She recognized that land was in great demand but couldn’t bring herself to sell what she owned. In cases like hers, higher grounds are owned locally but still remain unused.

    Moving toward higher ground, slowly

    Two years after the 2022 flood, major government funding for rebuilding still has not resulted in a significant number of homes. The state has planned seven communities on higher ground in eastern Kentucky that aim to house 665 new homes. As of early 2025, 14 houses had been completed.

    Progress on providing housing on higher ground is slow, and the need is great.

    In the meantime, when I conducted interviews during the summer and fall of 2024, many of the mobile home communities that were decimated in the 2022 flood had begun to fill back up. These were flood-risk areas, but there was simply no other place to go.

    Last week, I watched on Facebook a friend’s live video footage showing the waters creeping up the sides of the mobile homes in one of those very communities that had flooded in 2022. Another of my friends mused: “I don’t know who constructed all this, but they did an unjustly favor by not thinking how close these towns was to the river. Can’t anyone in Frankfort help us, or has it gone too far?”

    With hundreds more people now displaced by the most recent flood, the need for homes on higher grounds has only expanded, and the wait continues.

    Construction and reconstruction of bypasses of populated areas allow to create alternative routes for transit transport. Over the six years of the national project “Safe High-Quality Roads”, 39 bypasses have been built and reconstructed. This was reported by Deputy Prime Minister Marat Khusnullin.

    “In road activities, we pay great attention to the construction of bypasses around populated areas. Such roads help to significantly relieve cities and towns from transit transport, and also improve the environmental situation there. This undoubtedly has a positive effect on the quality of life of people and increases the efficiency of transport communications in the regions. From 2019 to 2024 inclusive, 39 bypasses were built and reconstructed under the national project “Safe High-Quality Roads”. This work will continue, including under the new national project “Infrastructure for Life”. By 2030, on the instructions of the President of Russia, it is planned to build more than 50 bypasses around populated areas,” said Marat Khusnullin.

    Bypass roads solve a number of important social and economic problems.

    “In 2024, eight bypass sections were put into operation on the federal road network of Rosavtodor, their total length was 367.7 km. In particular, a bypass was built around five settlements (Isametovo, Verkhneyarkeevo, Layashty, Ishkarovo and Asyanovo) on the M-7 Volga highway in the Republic of Bashkortostan.     In 2024, the construction of the third stage of the northern bypass of Lobnya – a roundabout on Rogachevskoye Highway – was completed in the Moscow Region. The length of the facility is 1.5 km, the total length of the northern bypass of Lobnya is 16.5 km. There are six traffic lanes, the capacity of the highway is over 120 thousand cars per day.

    In 2024, the Republic of Mordovia opened traffic on the second stage of the Ruzayevka bypass (4.1 km). It became one of the connecting links to ensure non-stop high-speed communication in the advanced development area. The road allows connecting two important transport arteries of the republic – the federal highway R-158 and the regional Saransk – Ruzayevka. The bypass significantly reduces the travel time of residents, and also takes the transit freight flow outside the city.

  • MIL-OSI Security: Lake Charles Man Sentenced to 12 Years in Prison for Drug Trafficking

    LAFAYETTE, La. – Acting United States Attorney Alexander C. Van Hook announced that Jeremy Wade Denegall, 45, of Lake Charles, Louisiana, has been sentenced by United States District Judge David C. Joseph to 144 months (12 years) in prison, followed by 5 years of supervised release, on drug trafficking charges.

    On February 22, 2022, law enforcement officers conducted a traffic stop of Denegall’s vehicle for a traffic violation on Interstate 10. Denegall was the sole occupant and driver of the vehicle. When officers approached the vehicle, they detected the odor of marijuana coming from inside and a search was conducted. Inside the vehicle they found a plastic baggie with a substance consistent with crack cocaine, a plastic bag containing a large amount of a crystal-like substance determined to be methamphetamine and also fentanyl. In addition, two firearms and a magazine with 19 rounds of ammunition and two digital scales were found.

    Denegall was charged and pleaded guilty on November 15, 2024, to one count of possession with intent to distribute methamphetamine and one count of possession with intent to distribute fentanyl. 

    The case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, Calcasieu Parish Sheriff’s Office and Lafayette Parish Sheriff’s Office, and prosecuted by Assistant United States Attorney LaDonte A. Murphy.

  • MIL-OSI Security: Jefferson County Man Sentenced for Cocaine Charge

    MARTINSBURG, WEST VIRGINIA – Jamie Green, age 47, of Harpers Ferry, West Virginia, was sentenced to 70 months in prison for conspiracy to possess with the intent to distribute and to distribute cocaine.

    According to court documents and statements made in court, the United States Postal Service Office of Inspector General intercepted a package containing more than two pounds of cocaine mailed from Los Angeles, California, to Green’s address in Jefferson County, West Virginia. Investigators arrested Green at his home. He has prior convictions for drugs, aggravated assault by a vehicle while under the influence of alcohol, and firearms convictions.

    Green will serve three years of supervised release following his prison sentence.

    Assistant U.S. Attorney Kyle Kane prosecuted the case on behalf of the government.

    Investigative agencies include the United States Postal Service Office of Inspector General, the West Virginia State Police, and the Jefferson County Sheriff’s Office.

  • MIL-OSI United Kingdom: Enforcement cameras brought in to combat illegal cycle lane parking in South Manchester

    Portable enforcement cameras are being brought in to combat inconsiderate motorists who park illegally in cycle lanes.

    The Chorlton to Manchester Cycleway is one of the Council’s flagship cycling schemes. Providing a segregated cycling experience from a district centre to the heart of Manchester has been a key example of the Council’s commitment to providing people additional ways of travelling.

    Unfortunately since the scheme’s completion it has been noted that a small minority of motorists have chosen to park across the cycle lane, blocking its intended purpose.

    Not only is this illegal, but it is dangerous as it forces cyclists into the road to get around. For anyone in a wheelchair, with mobility issues or a pram this is especially hazardous, and something we want to avoid wherever possible.

    In response to concerns raised by residents this is why from March 3, enforcement cameras will be in operation around the cycle route to monitor and penalise anyone caught breaking the law. This will be on top of the usual enforcement officers which patrol on foot.

    Motorists who are caught parking in a cycle lane may be liable to pay a £70 penalty charge notice (PCN).

    A driver issued with a PCN who believes it was incorrectly issued has the right to appeal the charge via the Council’s website.

    Councillor Tracey Rawlins, Executive Member for Clean Air, Environment and Transport said: “After the completion of any major scheme we listen to feedback around how it’s working, and sadly people have reported frequent problems with vehicles being parked in the cycle lanes.

    “These lanes are intended to be a quick and safe way for people wanting to cycle to and from the city centre. However, if people are confronted with cars and vans parked on the lanes, they are rendered totally useless.

    “It’s not only inconsiderate to those trying to use them, but incredibly dangerous forcing people into the main road to go around an obstacle. Hopefully this period of additional enforcement will encourage people to think twice before parking illegally and plan their journeys ahead.

    “In Manchester we are working to improve opportunities to walk and cycle and over time we hope to encourage a ‘people first’ mindset, rather than vehicles. Ultimately and most importantly we want Manchester to be clean, safe and attractive for everyone.”

    The UK’s independent climate change advisor, known as the Climate Change Committee (CCC), has published their Seventh Carbon Budget. The report lays out how the UK Government must take urgent action to meet their legal carbon reduction targets.

    Scottish Greens Co-Leader Patrick Harvie said:

    “Tackling the climate crisis is the greatest national priority that all governments must be working towards. But for too long, we’ve seen successive Prime Ministers fail to turn their warm words on climate into real action.

    “Inaction has cost us already. 2024 was the warmest year on record, and we’ve seen natural disasters around the world and in the UK at an increasing rate. For the UK government to consider approving new oil and gas drilling or expanding airports would be simply climate vandalism.

    “The advice sets out the huge benefits which will come from climate action, greatly cutting the cost of living for households, and that these benefits can be won at lower cost than previous estimates – a fraction of what Keir Starmer committed to military spending yesterday.

    “The CCC is clear that these benefits will only come if action is taken now to reduce carbon emissions in all sectors, including heat, agriculture and especially in transport, which remains one of the biggest polluters in the UK. 

    “Rail travel in the UK is amongst the most expensive in Europe, and our infrastructure is still damaged from the brutal Beeching cuts in the 60s. It doesn’t have to be like this.

    “With real investment in public transport, we can make it cheaper and accessible to all whilst protecting out planet. With new rail routes, reliable buses and integrated ticketing, we could end the reliance on private cars. This investment in public transport infrastructure would benefit us for decades to come.

    “The SNP must also take heed. Specific advice for the Scottish Government will come next, but it’s already clear that their energy strategy, their Heat in Buildings Bill, and their plan for cutting road traffic are all missing in action.

    “It’s time for both Labour and the SNP to stand up and take real action to tackle the climate crisis, stop new oil and gas, reject absurd proposals for airport expansions and invest in our future.”

  • MIL-OSI Asia-Pac: Govt to optimise fiscal resources

    Financial Secretary Paul Chan today announced that the Government will adjust two transport subsidy schemes, including the $2 Scheme, in order to reduce government expenditure by about $6.2 billion in the next five years.

    This measure is part of the Government’s efforts to enhance the fiscal consolidation programme that was put forward in last year’s Budget.

    Unveiling the enhancements to the programme in his 2025-26 Budget this morning, Mr Chan said the Government will focus on strictly controlling its expenditure, supplemented by increasing revenue. The impact to the general public should be minimised.  

    The Government will lead by example to demonstrate its commitment to cutting expenditure while ensuring the delivery of high-standard public services. It will also continue to press ahead with infrastructure works projects in the Northern Metropolis and those related to the economy and people’s livelihood.

    Furthermore, it will maintain the competitiveness of Hong Kong’s simple and low tax regime, avoid a considerable increase in tax rates or introducing new taxes, and uphold the “user pays” and the “affordable users pay” principles as far as practicable while increasing revenue.

    Expenditure growth

    To strictly contain expenditure growth, the Government will step up the Productivity Enhancement Programme by increasing the rate of reduction in recurrent government expenditure from the original 1% to 2% in 2025‑26, and extending this arrangement for two more years to 2027‑28.

    Compared to 2023-24, recurrent government expenditure will decrease by around $3.9 billion in 2025-26, $19.5 billion in 2026-27, and $27.3 billion in 2027-28.

    Meanwhile, Comprehensive Social Security Assistance, Social Security Allowance and statutory expenditure will not be affected.

    The civil service establishment will be reduced by 2% each in 2026-27 and 2027-28.  By April 1, 2027, about 10,000 posts are expected to be deleted within the current-term Government.

    The Government will provide a total of $68.1 billion in funding to the University Grants Committee-funded universities in the coming three years. This funding has reflected a 2% reduction target each year, in line with the magnitude of the Government’s recurrent expenditure cut.

    The finance chief emphasised that such a funding level is still higher than the $63.2 billion in the last triennium.

    Transport subsidies

    After a review, the Government proposed adjustments to the two transport subsidy schemes that incur relatively high expenditure with a rapid growth rate.

    On the Government Public Transport Fare Concession Scheme for the Elderly & Eligible Persons with Disabilities or the $2 Scheme, the concessionary fare will be changed to “$2 flat rate and 80% discount”, while the targeted beneficiaries remain unchanged.

    Under the new arrangement, the beneficiaries will continue to pay $2 for trips with a fare below or equal to $10. For trips with a fare above $10, they will have to pay the full fare amount after the 80% discount. The number of concessionary trips will also be limited to 240 per month. 

    Mr Chan noted that this fine-tuned proposal preserves the Government’s policy intent while striking a balance between enhancing the scheme’s sustainability and minimising the impacts to the beneficiaries. 

    As for the Public Transport Fare Subsidy Scheme, from June 2025 onwards, the threshold of monthly public transport expenses incurred for receiving the subsidy under the scheme will be raised from $400 to $500. 

    The Government will continue to provide a subsidy amounting to one-third of the expenses in excess of $500, and the prevailing subsidy cap will stay at $400 per month.

    Upon implementation of the refined arrangements, the Government is expected to save $6.2 billion in the coming five years.

    Pay freeze

    In addition, the Government put forward that for 2025-26, the executive authorities, the legislature, the Judiciary and District Council members take a pay freeze. 

    This involves the Chief Executive and politically appointed officials; Executive Council non-official members; civil service members; Legislative Council (LegCo) President, members and secretariat; Court of Final Appeal Chief Justice, judges of the courts at all levels, and other Judiciary members; and District Council members.

    Capital works

    The Development Bureau’s Project Strategy & Governance Office will support various departments in enhancing governance of public works projects on all fronts. 

    The office is also formulating policies for the procurement of construction materials and products, through direct procurement by relevant works departments and centralised procurement by a single department. 

    It has reviewed over 540 public works projects, achieving savings in construction costs by over 15%.      

    The Government is also reviewing the scale and mode of delivery of district cooling systems in new development areas, such as Hung Shui Kiu/Ha Tsuen and the San Tin Technopole.

    The preliminary estimate of works expenditure savings is at least $40 billion. The Environment & Ecology Bureau will report the review results in the second quarter.

    Mr Chan has also requested the Audit Commission to organise workshops for the management of government department and public bodies to foster their understanding and adoption of principles and best practices in fiscal prudence and optimal use of public money.

    He also asked the relevant bureaus to review the expenditure on social welfare, healthcare and education. They should, having regard to the city’s demographic changes, optimise resources and review the sustainability of the use of resources.

    Increasing revenue

    The rate of air passenger departure tax will be increased from $120 to $200 per passenger starting the third quarter of 2025-26. Government revenue is expected to increase by about $1.6 billion per year.

    An application fee of $600 will be charged under various talent and capital investor admission schemes with immediate effect. The visa fees, to be charged based on the duration of limit of stay, will be raised to $600 or $1,300. It is estimated that government revenue will increase by about $620 million per year.

    The Transport & Logistics Bureau will review the tolls of relevant government tunnels and trunk roads, the annual licence fee for electric private cars, parking meter charges as well as the fixed penalties for traffic offences, for better traffic management. The various adjustments could generate about $2 billion additional revenue per year.

    The Government will explore introducing a boundary facilities fee on private cars departing via land boundary control points. Coaches, goods vehicles and the like will not be affected. Taking a fee of $200 per private car as an example, the measure will bring in revenue of about $1 billion per year.

    In January 2025, the Government submitted a bill to LegCo on the implementation of the global minimum tax proposal drawn up by the Organisation for Economic Co-operation & Development to address base erosion and profit shifting. 

    It aims to apply the global minimum tax rate of 15% on large multinational enterprise groups with an annual consolidated group revenue of at least 750 million euros and impose the Hong Kong minimum top up tax.

    Subject to the passage of the bill, the proposal will bring in a tax revenue of about $15 billion for the Government annually starting 2027-28.

    Financial resources

    To consolidate and optimise the use of its financial resources, the Government reviewed the utilisation of the Anti‑epidemic Fund. Taking into account the expenditure requirements, the fund has a remaining balance of about $15 billion, which will be brought back to the Government’s accounts next month. This sum has been reflected in the revised estimate for 2024-25.

    It also reviewed the funds set up outside the Government’s accounts by bureaus and departments for specific purposes from time to time. Some of these funds are seed capital funds that only use investment returns to meet their expenditure.

    The Government proposes bringing back the first six seed capital funds with relatively large unspent balance, totalling about $62 billion, to its accounts in 2025-26, after setting aside resources to meet the necessary expenditure of these funds for the next five years so as not to affect their sustainable operation.
