    Fire Survivors Embraced an Energy-Efficient Passive Design Structure

    Sitting in a friend’s Boulder, Colorado, townhouse after the Dec. 30, 2021, Marshall Fire burned his family’s home to the ground, Kevin Lombardo, a National Renewable Energy Laboratory (NREL) Client and Infrastructure Services manager, was struck by the enormity of what they faced.

    He and his wife Casey had grabbed their two young sons and some precious belongings to flee just before the Marshall Fire engulfed their Louisville, Colorado, home of six years. Driven by wind gusts up to 115 mph, Colorado’s most destructive wildfire ever quickly destroyed 1,100 structures in Louisville, Superior, and unincorporated Boulder County. Two residents died in the firestorm.

    “I don’t really know what to do,” Lombardo recalled thinking. “Do I file an insurance claim? Take a picture? Still pay my mortgage? This feels bigger than that.”

    Lombardo, who has worked in tech since he was a teen growing up in New Jersey, is used to problem solving and was familiar with NREL’s building expertise.

    Having started at NREL in 2007 as a contractor before becoming a full-time employee the following year, Lombardo said, “I know a little bit of a lot of what NREL does. I’ve worked with the buildings folks in the past. Our team [in IT] supports [the U.S. Department of Energy] DOE and the Solar Decathlon.”

    But starting from scratch to rebuild his family’s home was overwhelming. He was not thinking of anything special. All he wanted to do was replace their dwelling. “I felt like: I don’t care. Let’s put a house back,” he said.

    Their former home was an almost unidentifiable scorched lot filled with rubble. Only a surviving metal mailbox revealed where they had lived. “All the landmarks were gone,” he said.

    The next few months became an exhausting blur of trying to navigate a new reality. Slowly, with support from the community and neighbors—getting donated clothing, food, as well as emotional and logistical support—they began with others a journey to recovery, becoming “fire survivors,” not victims.

    During a building webinar about passive-designed homes, which use a building strategy that relies on natural sources of heating and cooling to reduce energy use, a new vision finally clicked. While such designs have been around for decades, they are employed more commonly on the East and West coasts using various building techniques to increase building efficiency.

    Encouraged by an Xcel Energy rebate program designed to ease the demand for electricity, the Lombardos began exploring a way to rebuild a better structure.

    “It hadn’t crossed my mind at first,” he said. “Then it clicked. I blame my mental state at the time.”

    After a series of meetings with different builders, the Lombardos decided on an architect, builder, and landscaper who shared their vision. Their ties to NREL emerged.

    “I asked my architect and builder, ‘Did you guys ever hear of this Solar Decathlon?’” Lombardo recalled. “And my architect said, ‘Yeah, I competed in it.’ My builder said that he had consulted with some of the student teams.”

    NREL-Tested Building Technology Used

    Techniques tested at the competition and validated at NREL came into play.

    “We were holistically tied together,” Lombardo said, noting that after only a couple of meetings, they had a concept. “It took off, and it took off fast.”

    Still, it took time. On Sept. 1, 2022, the Lombardo family moved into their secondary rental property in Louisville. The property was unharmed but occupied by renters during the Marshall Fire.

    The new footprint that emerged was solid: a three-story, 2,572 square-foot rectangular home, slightly larger than their previous house. But the difference was obvious, reflecting their own adjustments and personal touches. Even the two boys, Max and Miles, had input. The architect asked the boys to draw what they would like. Overjoyed, both sketched out rooms that, as Lombardo said, look like something from Tony Stark’s Iron Man lab. Their desires became reality. Both have lofts in their bedrooms connected by a secret bookshelf door. This helped comfort the youngsters who had been frightened by the devastation.

    Other construction elements incorporated a mix of traditional and cutting-edge building techniques.

    The new home is situated on their reclaimed lot to ensure maximum exposure to the sun in the winter, yet the house also has awnings to protect from too much sun in the summer. The exterior of the house is corrugated steel. Also, the entire house is air sealed, and all the vents are ember-resistant vents. That way, if there is another fire and an ember hits the vent, a material within the vent expands to prevent the fire from entering. Exterior walls are thicker than normal construction, employing a 12-inch double-stud technique, which helps with both insulation and fire resistance.

    Furthermore, the house is all-electric, utilizing a heat pump for any active heating and cooling that might be needed, and solar panels are being installed. Control and monitoring of the energy usage, air quality, and mechanical systems are accomplished through multiple sensors and an open-source home-automation platform running on a local server in the house.

    The Lombardos also chose to leverage additional techniques such as recycled denim and cellulose insulation, a concrete-free “slab” under the ground floor, and a laundry-to-landscape gray water implementation that helps provide irrigation to their native and waterwise perennials and trees in the front yard.

    Finally, in spring 2024, the family moved into the house. Hours after the movers left, the electric utility shut off the power for 42 hours due to high winds. A lot of the neighbors got cold and uncomfortable and left for hotels, but because of the high performance of their house, the Lombardos stayed comfortable and warm with no active heating.

    The family loves it, even though they still need to make the home their own. “It sort of feels like being on a vacation,” Lombardo said.

    The house has drawn plenty of attention as one of several green-technique homes in the neighborhood. They have opened it up for tours, including the Boulder Green Homes Tour in June when more than 140 visitors stopped by.

    As time goes by, it becomes more and more like home. “Finding a place for the Christmas tree will make it seem more like ours,” Lombardo said.

    Yet, memories of the tragedy linger.

    “We don’t want to go through it again. I don’t want my kids feeling like they’re living in a house where it could happen again,” Lombardo said. “So, yes, a fire can happen again. Nothing is fireproof, really.”

    But Lombardo and his family feel comfortable knowing that they have done the best possible to ensure their house is safe and energy efficient—and perhaps an inspiration to others.

  • MIL-OSI Australia: Western Sydney gets its first truck rest stop

    Truck drivers travelling across Sydney will soon be able to stop at the city’s first dedicated heavy vehicle rest area, with the Australian and NSW governments identifying a six-hectare piece of land located close to a key junction of the motorway network.

    The Albanese and Minns Labor Governments will each contribute $40 million as a first step towards transforming the greenfield site at Eastern Creek into a purpose-built rest stop where truckies can shower and take a break from the road.

    Developing the first dedicated truck stop in Western Sydney was an election commitment by NSW Labor, and the Eastern Creek site will deliver a much-needed rest area for truck drivers between Pheasants Nest to the south of Sydney and Wyong to the north – a distance of 180 kilometres and nearly two hours driving.

    The site is located five minutes from the M7 and ten minutes from the M4 and will be of particular benefit to drivers hauling freight through Sydney between Victoria and Queensland.

    A survey of 800 truckies – overwhelmingly long-haul drivers of B-doubles and semi-trailers – found safety and security was their highest priority for a rest area, as well as the provision of separate toilet and shower facilities for female drivers.

    Based on driver feedback and industry consultation, the rest area will provide flushing toilets, clean drinking water, hot showers, ample available parking including secluded bays for sleeping, and shaded areas for time outside the truck cabin.

    The new rest stop will provide space for a range of heavy vehicles, including oversize overmass, and it will give truckies a safe and accessible area to rest and mange fatigue as part of their journey.

  • MIL-OSI Security: Owner of Old Dutch Mustard Co. Pleads Guilty to Violating the Clean Water Act by Polluting the Souhegan River

    CONCORD – A New York man and Old Dutch Mustard Co., a mustard and vinegar manufacturing company, pleaded guilty in federal court to knowingly discharging acidic water into the Souhegan River, Acting U.S. Attorney Jay McCormack and Principal Deputy Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division announce.

    Charles Santich, 59, of New York, and Old Dutch Mustard Co., Inc., d/b/a Pilgrim Foods, Inc. (“Old Dutch Mustard”) pleaded guilty to knowing discharging a pollutant without a permit. U.S. District Court Judge Landya McCafferty scheduled sentencing for June 23, 2025.

    The Clean Water Act “CWA” prohibits the discharge of any pollutant into navigable waters of the United States without a National Pollutant Discharge Elimination System permit. Due to a long history of CWA non-compliance dating back to the 1980s, Old Dutch Mustard has been subject to several enforcement actions by the EPA, the New Hampshire Department of Environmental Services (“NH DES”), and the New Hampshire Attorney General’s Office. As a result of these actions, EPA and NH DES have required continuous monitoring of an Unnamed Brook that flows underneath and in front of the facility, eventually flowing into the Souhegan River. The Souhegan River is one of nineteen New Hampshire rivers that the State of New Hampshire has designated as an important natural resource.

    Charles Santich is the president and owner of Old Dutch Mustard, a New York corporation with a manufacturing facility in Greenville, New Hampshire. Old Dutch Mustard manufactures vinegar and mustard products, which generates acidic wastewater. In addition, stormwater flows through the property, including an outdoor area where the company stores their product in large tanks. Both the wastewater and stormwater at Old Dutch Mustard becomes acidic and is categorized as a pollutant under the CWA, and Old Dutch Mustard did not have the necessary permit to discharge the acidic wastewater or stormwater into the environment. Instead, Old Dutch was required to store the polluted water in tanks and pay a trucking company to haul all the wastewater off-site to a publicly owned treatment plant.

    Beginning in the spring of 2015, Santich hired an excavation company to bury a pipe from the Old Dutch Mustard facility to discharge the acidic wastewater and stormwater in the general direction of the Souhegan River along an abandoned railroad bed. This discharge point was downstream of, and not detectible by, the continuous environmental monitoring required by the EPA and State of New Hampshire.

    Santich directed Old Dutch Mustard employees to repeatedly pump acidic wastewater and stormwater through the underground pipe to the abandoned railroad bed. Santich also directed employees not to tell anyone about the pipe.

    In May of 2023, state inspectors from NH DES discovered wastewater from the facility, with low pH and smelling of vinegar, flowing from a manmade ditch at the top of the hill on the Old Dutch Mustard property into the Souhegan River. In August 2023, EPA agents executed a search warrant at the Old Dutch Mustard facility and observed liquid that smelled like vinegar discharging from the end of the underground pipe into the ditch. The wastewater discharge had a low pH of 3.6. The agents then conducted a dye test. The dye discharged from the underground pipe at the top of the hill and flowed along the drainage ditch and down to the river.

    EPA’s Criminal Investigation Division investigated this case. Valuable assistance was provided by the New Hampshire Department of Environmental Services and the New Hampshire Attorney General’s Office. Assistant U.S. Attorney Matthew T. Hunter and Trial Attorney Ronald A. Sarachan of the Environment and Natural Resources Division are prosecuting the case with the assistance of EPA Senior Regional Criminal Enforcement Counsel Dianne G. Chabot.

  • MIL-OSI Security: Previously Deported Mexican National with Prior Convictions Arrested for Illegally Possessing a Firearm

    SAN ANTONIO – A Mexican national was arrested in San Antonio on criminal charges related to his alleged illegal possession of a firearm.

    According to court documents, Sergio Lopez Rodriguez, 48, was arrested during a surveillance operation conducted by the Lone Star Fugitive Task Force (LSFTF) on Feb. 20. Federal law enforcement agencies had learned that Rodriguez was in the United States illegally and had previously been removed from the country in 2015. In addition to the deportation, Rodriguez was convicted of theft in 2009, of forgery in 2013, and also had been arrested and charged with unlawful possession of a firearm by a felon. A state arrest warrant was issued for Rodriguez on Jan. 28.

    A filed criminal complaint alleges that, on Feb. 20, LSFTF members surrounded Rodriguez’s vehicle while he was parked a gas station pump. During the arrest, officers allegedly located a handgun, a magazine and .40 caliber ammunition, along with a glass pipe, torch lighter and .9 grams of a crystal-like substance. The complaint also alleges that Rodriguez informed officers that he possessed an AK-47 magazine inside a bag located in the vehicle.

    Rodriguez was booked into the Bexar County Jail for his outstanding warrant and, due to his immigration status, Immigration and Customs Enforcement lodged a detainer. He is federally charged with one count of illegal alien in possession of a firearm. If convicted, he faces up to 15 years in federal prison and a $250,000 fine. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting U.S. Attorney Margaret Leachman for the Western District of Texas made the announcement.

    The U.S. Marshals Service, Immigration and Customs Enforcement, and the Bureau of Alcohol, Tobacco, Firearms and Explosives are investigating the case, along with the Office of the Texas Attorney General, Bexar County District Attorney’s Criminal Investigation Division and Bexar County Sheriff’s Office.

    Assistant U.S. Attorney Fidel Esparza III is prosecuting the case on behalf of the United States.

    A criminal complaint is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Three Men Sentenced to Prison for Carjackings and Armed Robberies in Chicago

    CHICAGO — Three men who committed multiple carjackings and robberies in Chicago, including carjacking a vehicle with an infant in the back seat and pistol-whipping a convenience store clerk, have been sentenced to federal prison terms ranging from 15 to 22 years.

    DAMANDRE HENLEY, DWIGHT HASBERRY, TYLER OATES-NELSON, and DAVARIO MCDOWELL engaged in a series of carjackings and robberies in Chicago in the overnight hours of Sept. 28 and 29, 2022.  The four defendants pleaded guilty last year to federal carjacking, armed robbery, and firearm charges. 

    On Thursday, U.S. District Judge Manish Shah sentenced Oates-Nelson, 29, of Chicago, to 15 years in federal prison. On Wednesday, Judge Shah sentenced McDowell, 25, of Chicago, to 18 years.  On Feb. 11, 2025, Judge Shah sentenced Henley, 28, of Chicago, to 22 years. Hasberry, 31, of Chicago, is scheduled to be sentenced by Judge Shah on March 20, 2025, at 1:30 p.m.

    Four of the carjackings occurred in the early morning hours of Sept. 28, 2022.  The carjacking involving the infant occurred late that evening, when the four men carjacked a Volkswagen Tiguan in Chicago’s West Town neighborhood. After the men drove to the neighborhood in Oates-Nelson’s vehicle, Henley, Hansberry, and McDowell pointed guns at the driver and the infant in a rear car seat and ordered them out of the vehicle.  One of the carjackers patted down the driver and removed a registered handgun from his pocket.  The driver removed the infant from the car before Henley, Hansberry, and McDowell got into the Tiguan and drove away.

    A short time later, the four men, now all traveling in the stolen Tiguan, drove to Chicago’s Ravenswood Manor neighborhood, where Henley, McDowell, and Hansberry robbed one victim at gunpoint of their cell phone, wallet, and keys, and another victim of their backpack.

    The four men then robbed a nearby 7-Eleven convenience store.  With Oates-Nelson waiting in the stolen Tiguan, Henley, McDowell, and Hansberry entered the store carrying guns.  Henley used his gun to strike a store clerk in the head while forcing him to open the cash register.  The defendants fled the store with cash, cigarettes, and liquor bottles.

    The sentences were announced by Morris Pasqual, Acting United States Attorney for the Northern District of Illinois, Douglas S. DePodesta, Special Agent-in-Charge of the Chicago Field Office of the FBI, and Larry Snelling, Superintendent of the Chicago Police Department. The government is represented by Assistant U.S. Attorney Elie Zenner.

    The humanitarian crisis in eastern Democratic Republic of the Congo (DRC) is worsening as M23 rebel attacks continue to drive tens of thousands from their homes and claim hundreds of lives, UN humanitarians warned on Monday.

    According to the UN relief coordination office, OCHA, aid workers have been among those killed, and widespread human rights violations have been reported, UN Spokesperson Stéphane Dujarric told journalists at a regular news briefing in New York.

    “In Lubero Territory, north of Goma, clashes last week forced more than 100,000 people – about half of them children – to flee their homes,” Mr. Dujarric said.

    Several local health facilities had to suspend activities, and our partners report widespread human rights violations, including rape.

    Escalating violence in North and South Kivu

    The humanitarian situation continues to deteriorate as M23 rebels push deeper into the region, capturing key towns and displacing thousands. The security situation remains volatile, with increasing reports of crime and targeted violence.

    In Goma, criminal activity has surged, with home invasions, kidnappings and vehicle hijackings targeting humanitarian agencies. Some incidents have resulted in deaths.

    A similar increase in crime and insecurity has been reported in South Kivu, particularly in Bukavu and Uvira, where rape and looting have also been documented, according to UN aid partners.

    In North Kivu, a humanitarian worker was struck by a stray bullet during clashes in Masisi Territory on 20 February and died from his injuries on Saturday, bringing the total number of aid workers killed in the region since January to six.

    “OCHA calls on all parties to conflict to uphold their obligations under international humanitarian law and international human rights law,” Mr. Dujarric said.

    Unstable and highly unpredictable

    The UN peacekeeping mission in the country (MONUSCO) also warned that the security situation in areas seized by M23 rebels remains “unstable and highly unpredictable”, with reports indicating further advances by the group towards Lubero.

    Mr. Dujarric reported MONUSCO’s ability to deliver on its mandate remains “significantly restricted” in M23-controlled areas in North Kivu.

    “However, the Mission continues to provide protection to thousands of people who have sought refuge within its various bases while seeking ways to ensure their safe transfer out of Goma,” he added.

    Earlier in the day, MONUSCO facilitated the medical evacuation of 19 troops from the Southern African Development Community Mission in the DRC (SAMIDRC) from the eastern regional capital, Goma.

  • MIL-OSI New Zealand: Police response to Lake Rotokākahi protest

    Seven people were arrested at a protest at Lake Rotokākahi last night, after refusing to leave a worksite related to a Rotorua Lakes Council project.

    The seven people were given trespass notices and formal warnings, and were released without charge.

    Police recognise that this is a complex and sensitive issue for everyone involved, including mana whenua who consider the site tapu. 

    We would like to extend our thanks to the vast majority of protesters at the site, who exercised their legal right to protest but also engaged positively with Council and police staff, and co-operated with Council staff in moving vehicles away from the work site.

    Police’s role at the site was to uphold the law and ensure the safety of all involved – Council staff, members of the public, and the protesters themselves.

    Around 80 officers were deployed across two shifts overnight, when council road blocks were in place to allow contractors to establish the worksite.

    A smaller number of officers will remain at the site over the coming days.

    Annex 3 to Directive 2014/47/EU on roadside inspection covers the securing of cargo (cargo securing). However, the directive merely constitutes a recommendation and not an obligation. This has resulted in some countries transposing it in full, others only partially and some not at all. These differences mean that different parties are treated differently, especially carriers, and there is an increased risk of accidents and work-related injuries for drivers.

    Within Europe, there is a lot of intermodal traffic, with loads often leaving in CTUs (containers) or vehicle units (semi-trailers) that remain the same from start to finish. Because of the large number of cross-border transportations, there is no uniformity with regard to how to secure cargo or what regulations loading units must comply with to be fit for transport. This leads to strange situations, for example, where goods are allowed to be transported in France but are stopped in Belgium.

    Questions:

    • 1.Does the European Commission recognise that this issue hinders the free movement of goods in the internal market?
    • 2.Will the revision of Annex 3 make the inclusion of cargo securing regulations a legal requirement?
    • 3.Will there be more harmonisation to avoid strange situations and fines in cross-border transportation, and could generally valid physical formulae be used instead of the current multitude of standards (such as EUMOS, VDI, DIN)?

    KAHULUI, Maui — A trucker, a shipping company, a canoe builder, and the DLNR are helping Hui O Wa‘a Kaulua replace a voyaging canoe that burned in the Lahaina wildfires.

     

    The Mo‘olele was birthed 50 years ago and was in a park along the ocean, at 525 Front Street, when it burned. Timothy ‘Timi’ Gilliom is a captain and the builder of the Mo‘okiha O Pi‘ilani and the new canoe that’s replacing the Mo‘olele, the Nāleilehua.

     

    He’d been working in Lahaina on August 8, 2023, and had gone to the boat hale where the Mo‘olele was being restored. As he was evacuating the burning town he looked back and recalls, “When I looked at Mo‘olele, I knew I’d never see her again. And she was already finished, ready to go.”

     

    Gilliom said it was a devastating blow. Building Polynesian canoes is a laborious, painstaking and expensive process. It’s rich in Hawaiian tradition, which explains the kōkua his group received through a series of connections and donations.

     

    Tons of koa, land and ocean shipping and fiberglass hulls – all donated – has Gilliom and his crew of three working to try and have Nāleilehua finished this year.

     

    “Mo‘olele was 42 feet. This (Nāleilehua) is 44 feet, a little longer, same crab claw sail, same parts, and everything. And we moved from Lahaina (to Kahului) which is where our nonprofit was. It’s called Hui O Wa‘a Kaulua, the group of the double hull canoes,” Gilliom explained.

     

    He said they didn’t know if they would be able to use koa for the new canoe, because it was hard to get. “Then we got ahold of David Tsuchiya (Kaua‘i Branch District Superintendent for the DLNR Division of State Parks-DSP) and he ended up sending us a container load. So, we got a lot of koa now. It was 22,000 pounds,” Gilliom commented.

     

    Some of the koa was salvaged from tree fall from lessees, but most of it was collected in Koke‘e State Park when it falls across roadways and other common areas of the park. It is stored for potential future public auction, which has happened in the past. DSP Administrator Curt Cottlrell said, “There was no question that State Parks preferred to donate this koa for Nāleilehua.”

      

    From Koke‘e, trucker Timmy Lopez, drove the long shipping container to the harbor, where Pasha-Hawai‘i loaded it onto a container ship for the voyage to Maui.

     

    “The trucking was free…the shipping was at the discounted employee rate. The koa that we have is heavy koa. So, it’s older koa,” Gilliom said. “It was overwhelming,” he added.

     

    “My actual genealogy is from Pi‘ilani, from that area where Mo‘olele lived before,” remarked Makaio Lorenzo as he sawed and cut fiberglass hatch covers. He describes Nāleilehua as, “Kind of riding the line, right in the middle. So, functions as traditional, looks very traditional, but we have more modernized stuff, like hatch covers for our storage. I’m sure back then our kūpuna had something like storage containers, but it’s just the cleaner, more modernized way of doing it.”

     

    But, it’s the sense of tradition and ancestry that has Lorenzo all in, “100%” he says. “I get to be what Timi was to Mo‘olele, to this canoe now. And it doesn’t stop with Timi and Mo‘olele. It goes further with his teachers, Uncle Leon, and it’s continuing that genealogy through our canoes.”

     

    Lorenzo looks forward to sailing on the Nāleilehua. One day he’d like to be its captain. “I dream about it every single night and I just keep thinking about her. I have no idea what’s going to happen. I don’t know if I’m going to cry. I don’t know if I’m going to just stand there and be like, good job. No idea,” Lorenzo concluded.

  • MIL-OSI Economics: Panel to examine measures adopted by Türkiye targeting Chinese electric vehicle imports

    DS629: Türkiye — Measures Concerning Electric Vehicles and Other Types of Vehicles from China

    China submitted its second request for the establishment of a dispute panel to rule on various measures taken by Türkiye concerning electric vehicles (“EVs”) and certain other types of vehicles originating in China. China’s first request was blocked by Türkiye at the previous DSB meeting on 27 January. China said challenges faced by one member’s industry need to be addressed in a way consistent with its WTO obligations and should not be used as an excuse for abandoning the core principle of non-discrimination that is the bedrock of the WTO and of the rules-based international trading system.

    Türkiye said it is deeply concerned that China is making such a request before all possible bilateral consultations are exhausted. China’s request relates to a major sector that has been facing strong challenges for many years due to uncompetitive practices, subsidization and excess capacity, Türkiye said.

    The DSB agreed to the establishment of the panel. The European Union, Japan, the Republic of Korea, Brazil, Canada, Australia, the United Kingdom, the United States, Switzerland, Norway, Singapore, the Russian Federation, Thailand and India reserved their third-party rights to participate in the panel proceedings.

    DS593: European Union — Certain Measures Concerning Palm Oil and Oil Palm Crop-Based Biofuels

    Indonesia noted the panel ruling circulated on 10 January, which it said found that the European Union’s 2018 renewable energy directive and related regulations unfairly discriminated against Indonesia’s palm oil biofuels. The economic impact of these discriminatory measures is substantial and has severely affected Indonesian palm oil exports, impacting millions of farmers and businesses, Indonesia said. It called on the EU to adjust its policy and the measures at issue so that they are in line with the WTO agreements; Indonesia will closely monitor implementation and expects swift compliance.

    The European Union said it welcomed the panel’s findings, which confirm that the EU has the right to take measures to ensure that its policies on renewable fuels do not exacerbate greenhouse gas emissions associated with indirect land-use change. While it raised some concerns regarding the panel’s findings, the EU said the panel found that the EU measures aim to achieve legitimate environmental objectives and that they are science-based.

    Russia, Brazil, the United States, and St Vincent and the Grenadines (for the Organisation of African, Caribbean and Pacific States) took the floor to comment on the panel report.

    The DSB took note of the statements and adopted the panel report.

    DS599: Panama — Measures Concerning the Importation of Certain Products from Costa Rica

    Costa Rica made a statement criticizing Panama’s decision to appeal the panel report in DS599, which upheld Costa Rica’s complaint regarding Panama’s import restrictions on various fruit, dairy and meat products from Costa Rica. Costa Rica proposed a bilateral agreement to Panama that would enable both parties to proceed to arbitration under Article 25 of the Dispute Settlement Understanding (DSU), but Panama refused, Costa Rica said. Panama’s appeal “into the void” should serve to highlight the importance of alternative avenues under the DSU to resolve disputes, Costa Rica said.

    Panama said it reaffirms its commitment to international law and to the WTO agreements in general and the DSU in particular, and its willingness to settle any dispute with its trading partners.

    The European Union, Canada and Colombia made statements on the matter.

    Appellate Body appointments

    Colombia, speaking on behalf of 130 members, introduced for the 84th time the group’s proposal to start the selection processes for filling vacancies on the Appellate Body. The extensive number of members submitting the proposal reflects a common interest in the functioning of the Appellate Body and, more generally, in the functioning of the WTO’s dispute settlement system, Colombia said.

    The United States repeated that the US is currently transitioning to a new administration and that, as US concerns with WTO dispute settlement remain unaddressed, it does not support the proposed decision.

    Twenty-two members then took the floor to comment, one speaking on behalf of the ACP Group. Most reiterated their support for the joint proposal and for the urgent need to restore a fully functioning dispute settlement system. Several welcomed the progress made in the dispute settlement reform discussions last year and supported the proposal by the previous General Council Chair to commence consultations on advancing the discussions.

    Ten members (China; Canada; Hong Kong, China; Switzerland; Singapore; the European Union; Australia; Norway; Japan; and New Zealand) urged members to consider joining the Multi-Party Interim Appeal Arrangement (MPIA), a contingent measure to safeguard the right to appeal in the absence of a functioning Appellate Body.

    Colombia said on behalf of the 130 members that it regretted that, on 84 occasions, members have not been able to launch the selection processes. Ongoing conversations about reform of the dispute settlement system should not prevent the Appellate Body from continuing to operate fully, and, in line with 17.2 of the DSU, members shall comply with their obligation under the Dispute Settlement Understanding to fill the vacancies as they arise, Colombia said on behalf of the group.

    Surveillance of implementation

    The United States presented status reports with regard to DS184, “United States — Anti-Dumping Measures on Certain Hot-Rolled Steel Products from Japan”, DS160, “United States — Section 110(5) of US Copyright Act”, DS464, “United States — Anti-Dumping and Countervailing Measures on Large Residential Washers from Korea”, and DS471, “United States — Certain Methodologies and their Application to Anti-Dumping Proceedings Involving China.”

    The European Union presented a status report with regard to DS291, “EC — Measures Affecting the Approval and Marketing of Biotech Products.”

    Indonesia presented its status reports in DS477 and DS478, “Indonesia — Importation of Horticultural Products, Animals and Animal Products.” 

    Election of Chairperson

    At the end of the meeting, the DSB elected Ambassador Clare Kelly of New Zealand as Chair of the DSB for the coming work year.

    Next meeting

    The next regular DSB meeting will take place on 24 March.

  • MIL-OSI Europe: Answer to a written question – Processes leading to fines for car manufacturers exceeding emissions targets – P-000402/2025(ASW)

    The procedure for the Commission’s annual assessment of the CO2 emission performance of car and van manufacturers, including their compliance with the emission targets set out in Regulation (EU) 2019/631[1], is outlined in Articles 7 and 9 of that regulation and in Chapter 2 of Regulation (EU) 2021/392[2].

    The Commission calculates the average CO2 emissions and CO2 emission targ ets for each manufacturer based on the vehicle registration data, which Member States submit to the European Environment Agency e ach year by 28 February, in respect of the preceding calendar year.

    The Commission shares those provisional findings with the manufacturers, who then ha ve three months to notify any errors.

    Subsequently, the C ommission is required to adopt a decision setting out the final CO2 emission performance of all cars and vans manufacturers for the monitoring year concerned, by 31 October of the following year. That Decision is notified to the manufacturers and published in the Official Journal.

    Manufacturers not meeting their CO2 emissions target in a given calendar year are obliged to pay an excess emissions premium, which is calculated following the formula set out in Article 8(2) of Regulation (EU) 2019/631 and using the data set out in the Commission Decision on the CO2 emission performance for that year.

    The premium amounts to EUR 95 multiplied by the excess emissions (number of g/km by which the target was exceeded) and by the number of newly registered vehicles of the manufacturer in that calendar year.

    Manufacturers that are due to pay a premium receive a ‘Letter of advice of recovery’ and have the opportunity to raise any comment. After that period, the Commission issues a debit note, payable by the manufacturer within 45 days after receipt.

  • MIL-OSI Asia-Pac: The India-EU Trade and Technology Council first Workshop on Electric Vehicles (EV) Charging Technology paves the way for new advancements in standardisation and sustainable mobility

    The EU and India are deepening their partnership as part of a new strategic agenda to enhance prosperity, stability, security and people-to-people connections, to which the cooperation in the area of research brings a dynamic contribution.

    The first India-EU Workshop on Electric Vehicles Charging Technology was held in Pune, India, on 24th Feb 2025 under the auspices of the India-EU Trade and Technology Council (TTC) Working Group 2 on Green and Clean Energy Technologies, successfully bringing together policy-makers, representatives from electro-mobility industry, standardisation associations and technical testing facilities, to foster harmonised solutions for sustainable transport.  The workshop was attended by Dr. Monoranjan Mohanty (Adviser) and Dr Hafsa Ahmad (Scientist) from Office of the Principal Scientific Adviser to Government of India, Dr. Reji Mathai (Director) and Mr. Abhihit Mulay (Deputy Director) from the Automotive Research Association of India and Mr. Nitish Kumar Jain, Deputy Director, Bureau of Indian Standards. Participants from European Commission included Dr. Liliana Pasecinic, Dr. Harald Scholz, Mr. Dirk Groβmann and Dr. Saki Gerassis, who joined online. Stakeholders from the Indian and European industry also actively participated in the workshop.

    The workshop has been one of milestones in the TTC Working Group 2 work agenda and will be discussed as an achievement in the forthcoming 2nd TTC Ministerial meeting to be held in New Delhi on 28th Feb 2025.

    Organised by the Automotive Research Association of India (ARAI) and the European Commission’s Joint Research Centre (JRC), with the support of the Office of the Principal Scientific Adviser (PSA) to the Government of India, the workshop addressed key policy and technical aspects of EV charging, covering all size classes of electric vehicles, and focusing on standardisation, and strategic cooperation. The workshop featured expert presentations, policy dialogues, and panel discussions, covering critical topics such as:

    • The EU- and Indian charging standards, infrastructure requirements, requirements for communication and interoperability targets;
    • Insights about the future strategic directions in India and the EU in sustainable mobility, including potential synergies leading to economies of scale;
    • EV Charging system testing capabilities and pre-normative research, with focus on ARAI and JRC facilities;
    • Industry perspectives to enhance India-EU collaboration in EV-charging

    The workshop provided the opportunity to deepen bilateral cooperation on harmonising standards for EV charging infrastructure, including cooperative, pre-normative research for harmonised testing solutions and knowledge exchange in the field of electro-mobility.

    Additionally, the participants were provided the opportunity to visit the ARAI laboratory, gaining first-hand exposure to India’s state-of-the-art EV and electro-mobility testing facilities.

     

    About the Trade and Technology Council set up by India and the EU

    The India-EU Trade and Technology Council (TTC) was first announced by the European Commission President, Ursula von der Leyen, and India’s Prime Minister, Narendra Modi, in April 2022. Established on February 6, 2023, this strategic coordination mechanism allows both sides to tackle challenges at the nexus of trade, trusted technology, and security, and deepens cooperation in these fields. Establishing India-EU TTC is a key step towards a strengthened strategic partnership for the benefit of all people in India and the EU.

    The TTC is a key forum to deepen the strategic partnership on trade and technology between the two partners. Geostrategic challenges have reinforced the EU and India’s common interest in ensuring security, prosperity, and sustainable development based on shared values.

    The TTC consists of three Working Groups:

    1. Working Group 1 on Strategic Technologies, Digital Governance and Digital Connectivity
    2. Working Group 2 on Green and Clean Energy Technologies; and
    3. Working Group 3 on Trade, Investment and Resilient Value Chains.

    Working Groups are now jointly working to advance identified objectives and key actions. The India-EU TTC Working Group 2 on Green and Clean Energy Technologies is being led by the Office of the Principal Scientific Adviser to the Government of India from the Indian side and the Directorate-General for Research and Innovation of the European Commission from the EU side.

    Both sides expect to report at the next TTC Meeting at Ministerial level, in 2025, on the progress made in this area through initiatives such as this workshop on Standardisation Strategy and trustable testing possibilities in EV mobility.

  • MIL-OSI Security: Crofton, Kentucky Man Sentenced to Over 6 Years in Federal Prison for Being a Felon in Possession of a Firearm

    Paducah, KY – A Crofton, Kentucky, man was sentenced last week to 6 years and 5 months in federal prison for illegally possessing a firearm after having previously been convicted of a felony offense.   

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Acting Special Agent in Charge A.J. Gibes of the ATF Louisville Field Division, and Sheriff Tyler DeArmond of the Christian County Sheriff’s Office made the announcement.

    According to court documents, Earl Ray Cook, Jr., 27, of Crofton, Kentucky, was sentenced to 6 years and 5 months in prison, followed by 3 years of supervised release, for illegally possessing a Taurus model G3C 9mm handgun, and ammunition, on January 29, 2024, in Christian County, Kentucky. Cook was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On June 8, 2016, in Christian Circuit Court, Cook was convicted of first-degree possession of a controlled substance, methamphetamine, first offense and possession of drug paraphernalia while armed.

    On February 12, 2018, in Daviess Circuit Court, Cook was convicted of theft of identity of another without consent, theft of a motor vehicle registration plate or renewal decal, and first-degree possession of a controlled substance, methamphetamine, first offense.

    On July 28, 2022, in Daviess Circuit Court, Cook was convicted of third-degree assault and first-degree fleeing or evading police.

    There is no parole in the federal system.

    This case was investigated by the ATF Bowling Green Field Office and Christian County Sheriff’s Office.

    Assistant U.S. Attorney Seth A. Hancock, Chief of the U.S. Attorney’s Paducah Branch Office, prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.   • MIL-OSI Global: We need meaningful, not less, EDI and climate action in turbulent times

    Today, both climate action and equity, diversity and inclusion (EDI) are increasingly under attack. Nowhere is this more apparent than in the United States, where the Trump administration is leading a concerted effort to obstruct climate action and penalize EDI.

    A federal judge recently granted an injunction blocking U.S. government officials from terminating or changing federal contracts they consider equity-related.

    The injunction comes just over a month after President Donald Trump signed executive orders that end federal government support for programs promoting EDI. The judge found the executive orders could likely violate the U.S. Constitution and free-speech rights.

    In Canada, Conservative leader Pierre Poilievre has blamed carbon pricing for driving up prices, despite research showing that it has a minimal impact on inflation. Meanwhile, provincial governments in Alberta and Saskatchewan are pursuing punitive anti-transgender agendas and some universities are moving away from EDI, claiming it promotes exclusion.

    Until recently, governments, universities and corporations faced criticism for their lack of meaningful commitments on EDI and the climate. Many responded with ambitious pledges but insufficient action. This led to greenwashing and diversity-washing, symbolic commitments that mask inaction.

    Hypocrisies in climate and EDI policies have become easy targets for right-wing populists. As a result, EDI and climate action are being scapegoated for broader systemic failures. For instance, the most deadly American plane crash in two decades has been baselessly linked to EDI, rather than clear evidence of systemic failures.

    There are good reasons to challenge greenwashing and diversity-washing. Yet, denigrating climate and DEI actions wholesale avoids tackling the roots of complex problems and can have dangerous outcomes.

    Why we need meaningful EDI in climate action

    Climate policies that ignore social justice deepen exclusion, weaken public buy-in and provoke backlash. A just energy transition requires policies that resonate with marginalized communities and with those who feel threatened by change. Without this, opposition will only grow.

    We recently published a journal article, co-authored with researchers Neelakshi Joshi and Georgia Savvidou, outlining how greenwashing, diversity-washing and the backlash against EDI all undermine effective climate action. We argue that we cannot address environmental challenges without confronting class, gender and racial inequities.

    EDI is rooted in historical social movements that fought against exclusion. Established rights — like maternity leave, anti-discrimination in the workplace and marriage equality — are all products of these movements.

    Over the past decade, movements like #MeToo, Black Lives Matter and Missing and Murdered Indigenous Women and Girls have advanced our understanding of systemic discrimination. EDI efforts have aimed to make institutions more representative and reduce inequalities in workplaces and society.

    EDI in climate action has also gained traction, particularly through the push for a “just transition.” This movement seeks to restructure energy systems fairly and inclusively, ensuring no one is left behind.

    Energy systems are deeply inequitable. Who profits, who has access and who shapes energy policy is highly uneven. Meaningful EDI that redistributes these benefits is essential. This includes the need to support workers in fossil fuel industries and the most vulnerable to climate impacts.

    Ironically, political leaders who oppose EDI on merit grounds appoint key figures with no expertise. They ignore that diversity expands merit, not lowers it — EDI removes barriers, not standards.

    Meaningful EDI in energy transitions

    In our journal article we outline how public and private leaders make bold promises without transformative action, leading to greenwashing and diversity-washing.

    Insufficient and superficial efforts can hinder systemic change. In the energy sector, simply prioritizing boardroom and workforce diversity does not necessarily guarantee fairer working conditions or tangible benefits for local communities.

    We must move beyond empty greenwashing and diversity-washing rhetoric towards actions that target the needs of diverse populations where they live and work.

    For example, community-led clean energy projects enable citizens to actively participate in energy transitions. Indigenous-led renewable energy ownership facilitates Indigenous sovereignty. Community organizations like Empower Me address the energy poverty faced by newcomers, immigrants, single mothers, seniors and others.

    These examples demonstrate that more diverse perspectives are needed not to pursue EDI for its own sake, but to transform energy systems in real ways for more people.

    When diverse experiences are not taken into account, our energy and climate decisions are prone to blind-spots and groupthink. This locks us further into existing practices, rather than opening up innovative and transformative paths.

    We must reconnect with reality and not hide in fantasies that reject natural and social science alike. When EDI is obstructed, we cannot make effective progress on the climate crisis. We lose opportunities to discuss the injustices that are baked into energy systems — discussions that can lead to tailored and targeted policies relevant to the everyone’s needs.

    This means heating, cooling and transport options that work for people of all backgrounds, income and ability levels, and initiatives that suit rural and remote communities as well as urban residents.

    In turbulent times, the world needs more meaningful EDI, not less.

  • MIL-OSI Global: A Palestinian-Israeli film is an Oscars favorite − so why is it so hard to see?

    For many low-budget, independent films, an Oscar nomination is a golden ticket.

    The publicity can translate into theatrical releases or rereleases, along with more on-demand rentals and sales.

    However, for “No Other Land,” a Palestinian-Israeli film nominated for best documentary at the 2025 Academy Awards, this exposure is unlikely to translate into commercial success in the U.S. That’s because the film has been unable to find a company to distribute it in America.

    “No Other Land” chronicles the efforts of Palestinian townspeople to combat an Israeli plan to demolish their villages in the West Bank and use the area as a military training ground. It was directed by four Palestinian and Israeli activists and journalists: Basel Adra, who is a resident of the area facing demolition, Yuval Abraham, Hamdan Ballal and Rachel Szor. While the filmmakers have organized screenings in a number of U.S. cities, the lack of a national distributor makes a broader release unlikely.

    Film distributors are a crucial but often unseen link in the chain that allows a film to reach cinemas and people’s living rooms. In recent years it has become more common for controversial award-winning films to run into issues finding a distributor. Palestinian films have encountered additional barriers.

    As a scholar of Arabic who has written about Palestinian cinema, I’m disheartened by the difficulties “No Other Land” has faced. But I’m not surprised.

    The role of film distributors

    Distributors are often invisible to moviegoers. But without one, it can be difficult for a film to find an audience.

    Distributors typically acquire rights to a film for a specific country or set of countries. They then market films to movie theaters, cinema chains and streaming platforms. As compensation, distributors receive a percentage of the revenue generated by theatrical and home releases.

    The film “Soundtrack to a Coup D’Etat,” another finalist for best documentary, shows how this process typically works. It premiered at the Sundance Film Festival in January 2024 and was acquired for distribution just a few months later by Kino Lorber, a major U.S.-based distributor of independent films.

    The inability to find a distributor is not itself noteworthy. No film is entitled to distribution, and most films by newer or unknown directors face long odds.

    However, it is unusual for a film like “No Other Land,” which has garnered critical acclaim and has been recognized at various film festivals and award shows. Some have pegged it as a favorite to win best documentary at the Academy Awards. And “No Other Land” has been able to find distributors in Europe, where it’s easily accessible on multiple streaming platforms.

    So why can’t “No Other Land” find a distributor in the U.S.?

    There are a couple of factors at play.

    Shying away from controversy

    In recent years, film critics have noticed a trend: Documentaries on controversial topics have faced distribution difficulties. These include a film about a campaign by Amazon workers to unionize and a documentary about Adam Kinzinger, one of the few Republican congresspeople to vote to impeach Donald Trump in 2021.

    The Israeli-Palestinian conflict, of course, has long stirred controversy. But the release of “No Other Land” comes at a time when the issue is particularly salient. The Hamas attacks of Oct. 7, 2023, and the ensuing Israeli bombardment and invasion of the Gaza Strip have become a polarizing issue in U.S. domestic politics, reflected in the campus protests and crackdowns in 2024. The filmmakers’ critical comments about the Israeli occupation of Palestine have also garnered backlash in Germany.

    Yet the fact that this conflict has been in the news since October 2023 should also heighten audience interest in a film such as “No Other Land” – and, therefore, lead to increased sales, the metric that distributors care about the most.

    Indeed, an earlier film that also documents Palestinian protests against Israeli land expropriation, “5 Broken Cameras,” was a finalist for best documentary at the 2013 Academy Awards. It was able to find a U.S. distributor. However, it had the support of a major European Union documentary development program called Greenhouse. The support of an organization like Greenhouse, which had ties to numerous production and distribution companies in Europe and the U.S., can facilitate the process of finding a distributor.

    By contrast, “No Other Land,” although it has a Norwegian co-producer and received some funding from organizations in Europe and the U.S., was made primarily by a grassroots filmmaking collective.

    Stages for protest

    While distribution challenges may be recent, controversies surrounding Palestinian films are nothing new.

    Many of them stem from the fact that the system of film festivals, awards and distribution is primarily based on a movie’s nation of origin. Since there is no sovereign Palestinian state – and many countries and organizations have not recognized the state of Palestine – the question of how to categorize Palestinian films has been hard to resolve.

    In 2002, The Academy of Motion Picture Arts and Sciences rejected the first ever Palestinian film submitted to the best foreign language film category – Elia Suleiman’s “Divine Intervention” – because Palestine was not recognized as a country by the United Nations. The rules were changed for the following year’s awards ceremony.

    In 2021, the cast of the film “Let It Be Morning,” which had an Israeli director but primarily Palestinian actors, boycotted the Cannes Film Festival in protest of the film’s categorization as an Israeli film rather than a Palestinian one.

    Film festivals and other cultural venues have also become places to make statements about the Israeli-Palestinian conflict and engage in protest. For example, at the Cannes Film Festival in 2017, the right-wing Israeli culture minister wore a controversial – and meme-worthy – dress that featured the Jerusalem skyline in support of Israeli claims of sovereignty over the holy city, despite the unresolved status of Jerusalem under international law.

    At the 2024 Academy Awards, a number of attendees, including Billie Eilish, Mark Ruffalo and Mahershala Ali, wore red pins in support of a ceasefire in Gaza, and pro-Palestine protesters delayed the start of the ceremonies.

    So even though a film like “No Other Land” addresses a topic of clear interest to many people in the U.S., it faces an uphill battle to finding a distributor.

    I wonder whether a win at the Oscars would even be enough.

  • MIL-OSI USA: Metro-North to Expand Battery & Electric Powered Railcar Fleet

    Governor Kathy Hochul today announced details of a major expansion of Metro-North Railroad’s railcar fleet, unveiling plans to add new trains that will provide New Haven Line service to Penn Station and four additional stations in the Bronx.

    “New York’s transportation system sets the standard for clean and reliable transit in North America, and we are further expanding and modernizing our transit system to better connect every community across the state,” Governor Hochul said. “I am committed to advancing environmentally-friendly and clean modes of transportation — that’s how we fight the climate crisis while delivering faster and more efficient service to riders.”

    In a first for North America, the passenger trains will be powered by battery- and electric-powered locomotives offering clean, green zero-emission service. The locomotives will generally draw electrical power from the overhead wires known as catenary, and switch to battery mode for tracks in and around Penn Station where electrical traction power has different characteristics. The Siemens Mobility Charger locomotives were based on the leading locomotive platform in Europe, the Vectron, and the Siemens battery and electric Charger locomotive is the next generation locomotive for North America.

    MTA Chair and CEO Janno Lieber said, “Transit is the antidote to climate change, and these locomotives — the first ever in North America — demonstrate, again, the MTA’s commitment to using innovation to green the region.”

    President of MTA Metro-North Railroad Catherine Rinaldi said, “In a few years, Metro-North’s Penn Access service will revolutionize how New Haven Line customers travel around the region, creating a link between communities in the Bronx and employment opportunities in West Midtown and along the New Haven Line in Westchester County and Connecticut. What better way to inaugurate this new service than with cutting edge battery-electric locomotives that will set a new standard for environmental friendliness and overall reliability?”

    MTA Chief of Rolling Stock Program Tim Mulligan said, “These new locomotives, powered exclusively by electricity but capable of operating on non-electrified lines via battery, will take a technology that is common in Europe and use it to revolutionize railroading in North America. The battery/electric locomotives will enable Metro-North to provide reliable, extremely environmentally friendly service using existing electrified infrastructure.”

    Siemens Mobility North America President and CEO Marc Buncher said, “On behalf of the more than 4,500 Siemens Mobility team members in the U.S., we are thrilled to bring battery/electric locomotives to the New York Metropolitan region. These American-Made locomotives will help to reinvent rail travel, offering more reliable and sustainable travel for millions of commuters each year.”

    If approved by the MTA Board — as anticipated on Wednesday — 13 battery- and electric-powered locomotives will be purchased by exercising an option on an existing contract with Siemens Mobility North America, which is already building 33 dual-mode locomotives for Metro-North that operate under diesel or third rail power.

    The new locomotives are expected to be similar in appearance to those 4,200-horsepower diesel/electric locomotives, known by the model number SC42-DM, which Metro-North unveiled in November 2024. The locomotives will pull or push coach cars, depending on the direction of travel, a configuration similar to Metro-North’s diesel trains.

  • MIL-OSI USA: ICE Rio Grande Valley, federal partner investigation results in the sentencing of illegal alien for drug trafficking in South Texas

    MCALLEN, Texas — A illegal alien from Mexico was sentenced for trafficking cocaine following an investigation conducted by U.S. Immigration and Customs Enforcement Rio Grande Valley Office.

    Jorge Alberto Galindo-Vargas, 44, illegally residing in Mission, Texas, was sentenced Feb. 20 by Chief U.S. District Judge Randy Crane to serve 210 months in federal prison to be immediately followed by five years of supervised release. During the hearing, Galindo-Vargas spoke to the court noting that he had previously received a large sentence for drug trafficking at the age of 17. In handing down the sentence, in response to Galindo-Vargas statements, Judge Crane stated “Unfortunately, you’re in the cocaine business again, and that’s going to cost you another chunk of your life.” Galindo-Vargas pleaded guilty June 28, 2024.

    “The sentencing of this individual underscores our unwavering commitment to combatting drug trafficking and securing our borders,” said ICE Homeland Security Investigations Rio Grande Valley Deputy Special Agent in Charge, Mark Lippa. “This case is a testament to the tireless efforts of our dedicated agents and law enforcement partners who work diligently to ensure that those who engage in illegal activities are brought to justice. We remain steadfast in our mission to protect our communities from the dangers posed by drug trafficking and to uphold the rule of law.”

    According to court documents, on Nov. 1, 2023, law enforcement conducted a traffic stop. Upon inspection, authorities discovered 12 kilograms of cocaine inside an ice chest inside the vehicle.

    Galindo-Vargas remains in custody pending transfer to a U.S. Bureau of Prisons facility to be determined in the near future.

    Assistant U.S. Attorneys Roberto Lopez Jr., Lance Watt and Brittany Jensen from the Southern District of Texas are prosecuting the case.

  • MIL-OSI Global: Fossil footprints reveal what may be the oldest known handcarts – new research

    If you’re a parent you’ve probably tried, at some point, to navigate the supermarket with a trolley, and at least one child in tow. But our new study suggests there was an ancient equivalent, dating to 22,000 years ago. This handcart, without wheels, was used before wheeled vehicles were invented around 5,000 years ago in the Middle East.

    Recently our research team discovered some remarkable fossil traces which might give a hint. These traces were found alongside some of the oldest known human footprints in the Americas at a place called White Sands in New Mexico.

    In the last few years, several footprint discoveries at this site have begun to rewrite early American history – pushing back the arrival of the first people to enter this land by 8,000 years.

    There is some controversy around the age (23,000 years old) of these footprints, with some researchers unhappy with our dating methods. But they provide a remarkable picture of past life on the margins of a large wetland at the end of the last ice age.

    The footprints tell stories, written in mud, of how people lived, hunted and survived in this land. Footprints connect people to the past in a way that a stone tool or archaeological artefact never can. Traditional archaeology is based on the discovery of stone tools. Most people today have never made a stone tool but almost all of us will have left a footprint at some time, even if it is only on the floor of the bathroom.

    Today, modern shopping trolleys can be found rusting in canals, rivers or abandoned in shrubbery. But ancient versions would have probably been of wood and simply rotted away. We know that transport technology must have existed.

    Everyone has stuff to transport, but we have no record of it until written histories. At White Sands, we found drag-marks made by the ends of wooden poles while excavating for fossil footprints. Sometimes these appear as just one trace, while at other times they occur as two parallel, equidistant traces.

    A pole or poles used in this fashion is called a travois. These drag-marks are preserved in dried mud that was buried by sediment and revealed by a combination of erosion and excavation. The drag-marks extend for dozens of metres before disappearing beneath overlying sediment. They clip barefoot human tracks along their length, suggesting the user dragged the travois over their own footprints as they went along.

    To help interpret these features, we conducted a series of tests on mud flats both in Dorset, UK, and on the coast of Maine, US. We used different combinations of poles to recreate simple, hand-pulled travois.

    In our experiments the pole-ends dragged along the mud truncate footprints in the same way as the fossil example in New Mexico. These features in the fossil examples were also always associated with lot of other human footprints travelling in a similar direction, many of which, judging by their size, were made by children.

    We believe the footprints and drag-marks tell a story of the movement of resources at the edge of this former wetland. Adults pulled the simple, probably improvised travois, while a group of children tagged along to the side and behind.

    The research team has benefited from the insight of the Indigenous peoples we work with at White Sands, and they interpret the marks in this way as well. We cannot discount that some of the marks may be made by dragging firewood, but this does not fit all the cases we found.

    Travois are known from historical documents and accounts of Indigenous peoples and their traditions. They were more commonly associated with dogs or horses, but they were pulled by humans in our tests.

    As such they represent early examples of the handcart or wheelbarrow, but without the wheel. The earliest record of a wheeled vehicle dates from Mesopotamia (modern day Iraq), in 2,500BC. We think the travois were probably improvised from tent poles, firewood and spears when the need arose.

    Maybe they were created to help move camp, or more likely, transport meat from a hunting-site. In the latter context the analogy with the shopping trolley comes to the fore, as does the pained expression of the adults faces as they quest for resources with a gaggle of children in tow.

  • MIL-OSI Canada: A just and lasting peace for Ukraine

    Three years ago today, Russia launched an illegal full-scale invasion of Ukraine that has left hundreds of thousands dead and forced millions to flee. In the face of unimaginable hardship, Ukrainians have persevered and have fought for freedom and democracy. Canada has supported and will continue to support Ukraine in achieving just and lasting peace.

    The Prime Minister, Justin Trudeau, visited Kyiv today to reaffirm Canada’s unwavering support for Ukraine.

    During this visit, the Prime Minister highlighted the recent conclusion of negotiations between Canada and Ukraine on the terms of Canada’s $5 billion contribution to the G7 Extraordinary Revenue Acceleration (ERA) Loans mechanism. Canada will disburse the first half of its contribution, totalling $2.5 billion, in the coming days, with the remainder to follow soon. Announced last year at the G7 Summit in Apulia, Italy, the ERA Loans will bring forward the future revenues from frozen Russian sovereign assets. This initiative will provide Ukraine with approximately $69 billion (US$50 billion).

    To maintain pressure on Russia, Prime Minister Trudeau announced new sanctions targeting 76 individuals and entities providing support for the Kremlin’s military industrial base, involved in the unlawful deportation or forced transfer of Ukrainian children, or supporting the Kremlin’s information operations capabilities, as well as senior Russian government officials and oligarchs who support Putin’s regime. In total, Canada has sanctioned more than 3,000 individuals and entities who are complicit in the violation of Ukraine’s sovereignty and territorial integrity and in gross and systematic human rights violations. The Prime Minister also announced that Canada is taking action against Russia’s shadow fleet by sanctioning 109 vessels based on their involvement in the transfer of sanctioned goods, including hydrocarbons whose revenue fuels Russia’s war machine.

    In response to Russia’s renewed attacks on Ukraine’s energy infrastructure, which have left millions of civilians deprived of electricity, water, and heat, the Prime Minister also announced a $50 million contribution to help support Ukraine’s urgent efforts to repair and replace damaged energy equipment and critical infrastructure, in partnership with the Energy Community Secretariat. This builds on the $20 million in funding Canada announced last year in support of this initiative at the Summit on Peace in Ukraine, in Lucerne, Switzerland.

    During a bilateral meeting with the President of Ukraine, Volodymyr Zelenskyy, Prime Minister Trudeau noted progress on Canada’s assistance commitments, including the delivery of military training and critical equipment, such as armoured combat vehicles and infantry fighting vehicles, ammunition, and F-16 landing systems and simulators. 

    Building on the $3.02 billion announced in the Agreement on Security Cooperation between Canada and Ukraine last year, the Prime Minister announced that $40 million of the total $3.02 billion in funding will be allocated to deliver urgently needed capabilities to the Armed Forces of Ukraine through the Danish Model and another $15 million toward supporting Canadian companies seeking to operate and invest in Ukraine’s defence sector.

    The Prime Minister announced new assistance measures for Ukraine totalling $118.5 million, including:

    • $92.3 million in development assistance to strengthen local community building, support small-scale livelihood recovery projects that address community needs, reduce poverty and break down barriers to women’s full participation, address food security issues, and support the return of deported children and missing persons by improving the resilience of Ukraine’s government, communities, civil society, and private sector.
    • $14 million in humanitarian assistance, including for the provision of food, shelter, water, sanitation, hygiene services, and mental health and psycho-social support to those in need.
    • $8 million for weapons threat reduction to provide critical personal protective equipment to Ukrainians facing chemical, biological, radiological, and nuclear threats, and to strengthen nuclear security in the country.
    • $4.25 million to support peace and stabilization operations, including assisting regional women’s rights organizations and ensuring representatives from civil society and media can work safely.
    • $82,000 for local initiatives that will support the physical and mental health of former Ukrainian prisoners of war.

    In total, Canada has committed over $19.7 billion in multifaceted assistance for Ukraine since the beginning of Russia’s full-scale invasion in February 2022.

    In Kyiv, Prime Minister Trudeau joined President Zelenskyy and international partners to discuss the situation on the ground as well as Ukraine’s needs for military, financial, humanitarian, recovery, and other assistance. During a plenary session on the theme of “Defence and Security Strategy of Unity: Action Plan”, he delivered remarks commending the Ukrainian people for their bravery and resilience in the face of unjustified and brutal violence. He reaffirmed Canada’s position as an unshakeable ally who will continue to work with partners around the world to provide Ukraine with security and defence support – allowing it to recover, rebuild, and prosper.

    The Prime Minister also convened his G7 counterparts and President Zelenskyy for a hybrid meeting to further discuss support for Ukraine. He underlined the importance of G7 unity in supporting a just and lasting peace in Ukraine as well as Ukraine’s reconstruction and economic recovery, noting that these would be priorities for Canada throughout our G7 Presidency this year.

    The Prime Minister also attended a candle-lighting ceremony where he paid tribute to all those whose lives have been lost since the start of Russia’s aggression. Throughout his visit, he reiterated that Canada will always stand with Ukrainians as they continue to fight for freedom, justice, and democracy. We will defend a future for Ukraine that’s written by Ukrainians. We will defend a Ukraine that is strong and free. And we will be with Ukraine in this fight until a just and lasting peace is reached.

With the help of Coalition Member States and other key international partners, Ukraine has successfully facilitated the safe return of nearly 600 children since the launch of the Coalition, and over 1000 to date. The Coalition is co-led by Canada and Ukraine.
      • Signing a Memorandum of Understanding between Canada and Ukraine to share information and expertise that will help members of Ukraine’s security and defence forces and their families have access to resources to transition to life after service.
    • Since the beginning of 2022, Canada has committed $19.7 billion in multifaceted support to Ukraine. This includes:
      • Over $12.4 billion in direct financial assistance, the highest in the G7 on a per capita basis.
      • $4.5 billion in military assistance, such as M777 howitzers, Leopard 2 main battle tanks, armoured combat support vehicles, hundreds of thousands of rounds of ammunition, high-resolution drone cameras, thermal clothing, body armour, fuel, and more.
      • Over $529 million in development assistance, including support to Ukraine’s energy system.
      • $372.2 million in humanitarian assistance, including support for emergency health interventions, protection services, and essentials such as shelter, water, sanitation, and food. Programming also addresses child protection, mental health support, and prevention and response to sexual and gender-based violence.
      • Nearly $225 million in security and stabilization assistance.
    • In Kyiv, the Prime Minister highlighted the ongoing work of members of the Canadian Armed Forces in the United Kingdom and Poland under Operation UNIFIER. Since 2015, they have provided training on a range of military skills to over 40,000 Ukrainian troops. He noted that Canada continues to engage closely with Ukraine, Allies, and partners on how best to enhance support through Operation UNIFIER to help Ukraine defend itself.
    • Last year, on February 24, Prime Minister Trudeau and President Zelenskyy signed the historic Agreement on Security Cooperation between Canada and Ukraine, establishing a new strategic security partnership between our two countries. This included $3.02 billion in critical financial and military support to Ukraine for 2024.
    • As part of the 2024 Fall Economic Statement, the federal government announced last year its intention to double down on our efforts to support Ukraine, including through proposed legislative changes that will ensure profits from frozen Russian assets are used to rebuild Ukraine.
    • Since the start of Russia’s full-scale invasion of Ukraine, Canada has welcomed more than 220,000 Ukrainians. We are helping Ukrainian families find a safe, temporary home and have put support services in place for their arrival. This includes temporary financial assistance and access to federally funded settlement services, such as language training and employment-related services.
    • Canada and Ukraine have long been steadfast partners and close friends. In 1991, Canada became the first Western country to recognize Ukraine’s independence. Today, 1.3 million people of Ukrainian descent call Canada home – the largest Ukrainian diaspora in the Western world. In 2022, total bilateral trade between our two countries was valued at over $421 million.

  • MIL-OSI Security: Loon Lake — Loon Lake RCMP seize cocaine and methamphetamine in traffic stop

    Loon Lake RCMP located and seized cocaine and methamphetamine following a traffic stop south of Loon Lake, SK.

    On February 18, 2025 at approximately 2:30 p.m., officers conducted a traffic stop on a vehicle travelling on Highway #26, approximately 20 kilometres south of Loon Lake.

    During the traffic stop, officers observed signs of drug trafficking. The driver and three occupants of the vehicle – one adult female and three adult males – were arrested.

    While searching the vehicle, officers located and seized approximately 184 grams of cocaine, 34 grams of methamphetamine, a baton, approximately $1,300 in cash and other evidence of drug trafficking.

    As a result of investigation, Robert Plourde, a 29-year-old male from Onion Lake, SK, is charged with:

    • one count, possession for the purpose of trafficking – methamphetamine, Section 5(2), Controlled Drugs and Substances Act;
    • one count, possession for the purpose of trafficking – cocaine, Section 5(2), Controlled Drugs and Substances Act;
    • one count, possession of weapon for dangerous purpose, Section 88(1), Criminal Code; and
    • one count, possession of property obtained by crime over $5,000, Section 354(1)(a), Criminal Code.

    The three other individuals arrested were released without charges.

    Robert Plourde made his first appearance in provincial court in Loon Lake on February 20, 2025.

    Bold Proposal for Upcoming Surface Transportation Bill Would be a Game Changer for Transit

    Silver Spring, MD – Calling on Congress to boost transit funding, improve safety, and invest in workforce development, the Amalgamated Transit Union (ATU), the largest union representing public transit workers in the U.S., sent its new proposal for the upcoming federal surface transportation bill up to Capitol Hill.  

    The Union’s proposal, which is named “Your Ride is Here,” sets out a vision for the legislation, which will replace the Bipartisan Infrastructure Law (BIL).

    “Issue number one is funding. As the COVID emergency funds under BIL dry up, transit agencies are staring out over a fiscal cliff. While some had the foresight to save their money for a rainy day, in all corners of America, it is now pouring,” said ATU International President John Costa.  

    Under current federal law, with few exceptions, transit systems may only use their Federal Transit Administration (FTA) funds for capital projects. Operating assistance, including wages and benefits to provide service or even pay for fuel, is not an eligible expense.  The ATU’s proposal calls for giving agencies flexibility to use their FTA funds to keep service on the road. “The prohibition on transit operating assistance has been in place since 1998, and like many of the broken-down buses of that era, this outdated law has outlived its useful lifespan,” Costa continued.

    In addition, the Union endorses separate legislation by Rep. Hank Johnson and Sen. Chris Van Hollen that would create new programs to maintain and improve transit service. 

    With assaults on transit workers increasing more than 232 percent between 2014 and 2024, the ATU is calling for increased safety measures on public transit. The Union won a huge victory in the BIL on safety issues, requiring labor-management safety committees, with equal numbers on each side, giving workers a role in how Public Transit Agency Safety Plans (PTASPs) are developed and implemented.

    “We had Brothers in Seattle and Atlanta who were tragically murdered on the job just a few months ago. We need immediate improvements to the bus operator workstation to protect our members,” said Costa. “Not one more bus driver should be attacked on the job!  I have been to way too many funerals over the years. Enough is enough!”

    Under ATU’s proposal, no fixed-route or paratransit bus would be operated unless the vehicle is equipped with a barrier between the passenger and driver compartments that fully encloses the operator’s workstation, and prevents the unwanted entry of persons, fluids, and articles into the workstation.  In addition to secure workstations, ATU calls on Congress to fund unarmed transit ambassadors and fare enforcement inspectors to protect operators and deter disruptive behavior. “We should no longer be sitting ducks out there,” said Costa. “Sometimes, we all need a guardian angel by our side. It’s time to let our members concentrate on driving the bus, which is hard enough to do on its own.”

    With the transition to Zero Emissions Bus and changing technology in the industry, Your Ride is Here calls for increased investment in workforce development. Today, transit mechanics need more training to keep their jobs and perform them safely. Bus mechanics now require new skills and knowledge, including electric motor repair, computer literacy, and diagnostic troubleshooting. The ATU proposes to increase the amount that transit systems must set aside for workforce development training, including registered apprenticeships and other labor-management training programs under the Zero Emissions Bus Program.  “These new buses are highly sophisticated. No mechanic should be electrocuted because they haven’t received the training, they need to do their job,” Costa continued.

    Over the next year and a half, the ATU will mobilize its members to educate Members of Congress on both sides of the aisle in an effort to move our agenda and improve public transit for our riders.

  • MIL-OSI Security: Ahtahkahoop — Ahtahkahoop RCMP investigating fatal rollover

    On February 21, 2025 at approximately 11:30 p.m., Ahtahkahoop RCMP received a report of a single-vehicle rollover on Highway #55, approximately 6.5 kilometers east of Canwood, SK.

    Officers responded along with local fire and EMS. A passenger of the vehicle was declared deceased by EMS at the scene. He has been identified as a 43-year-old male from Neilburg, SK. His family has been notified.

    The driver and a second passenger were transported to hospital with injuries described as non-life-threatening in nature.

    Ahtahkahoop RCMP continue to investigate with the assistance of a Saskatchewan RCMP collision reconstructionist.

    Public invited to online open house, virtual information session

    SEATTLE – After extensive community input, Washington State Ferries has selected a concept for a new Fauntleroy terminal. The public is invited to learn more about this option through an online open house and virtual information session.

    WSF’s recommendation features a more efficient design, providing more space to load and unload passengers. The recommended new terminal would hold 124 to 155 vehicles on the dock, compared to just 80 today.

    “Continuing our robust community engagement on the project, we are hosting a virtual information session and an online open house to share the screening results and alternative selected for further environmental review,” said Senior Director of External Relations John Vezina. “We received more than 1,300 comments and hosted seven community meetings, 32 advisory group meetings and two online open houses.

    Community feedback helped us evaluate alternatives and identify an alternative to advance into the environmental review phase.”

    WSF needs to replace the aging Fauntleroy terminal to maintain safe and reliable ferry service for the more than 2 million people traveling the “Triangle” route each year. The current terminal, which was built in the 1950s, connects West Seattle with Vashon Island and the Kitsap Peninsula.

    The new design avoids nearby Cove Park. WSF also will refine the plan to minimize effects to other environmentally sensitive areas.

  • MIL-OSI USA: Travel Advisory: RIDOT to Reduce I-295 Travel Lanes for Bridge Replacement Project in Cumberland

    Starting on Friday night, February 28, RIDOT will reduce the number of travel lanes on both directions of I-295 at the Diamond Hill Road overpass in Cumberland from three lanes to two lanes. The temporary traffic pattern is necessary to create a safe work zone for a new rapid bridge project that will replace this bridge as well as the Douglas Pike Bridge in Smithfield. Both bridges carry traffic over I-295.

    Only the low-speed lane will be closed. No on-ramps or exits will be closed. The closures will be in place for approximately 10 months. RIDOT has implemented other lane reductions along the northern half of I-295 for bridge work and has not observed any significant traffic congestion from the temporary closures. On February 3, RIDOT did a similar lane reduction at Exit 15 for the Douglas Pike Bridge. The remaining schedule is as follows:

    February 28: The low-speed lane in both directions of I-295 will be closed at the Diamond Hill Road Bridge at Exit 22. In the week following the traffic pattern change, RIDOT will install temporary barriers for the closure.

    The rapid bridge construction approach will save motorists up to two years of lane closures and shifts associated with conventional construction. During a series of four, 14-day periods this summer and fall, RIDOT will shift traffic on the bridges, placing all traffic on one side of the bridge while demolishing and replacing the other side. The process will be repeated until both bridges are completely replaced, with the goal of having all traffic on new structures by the end of the year. The entire $63.5 million project will be finished in spring 2026.

    The Douglas Pike Bridge is actually two separate structures, both built in 1971. One is rated as structurally deficient and the other is only one point away from being rated as deficient. It carries more than 22,400 vehicles per day. The Diamond Hill Road Bridge is rated as structurally deficient and carries more than 17,400 vehicles per day. It was built in 1963.

    All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings, and weather.

  • MIL-OSI Security: Collingwood Corner — RCMP investigates fatality following snowmobile crash

    Cumberland County District RCMP is investigating following a snowmobile crash and fatality that occurred in Collingwood Corner.

    On February 21, at approximately 10:20 p.m., RCMP officers, fire services, and EHS responded to a report of a crash on Wyvern Rd. RCMP officers learned that a man was operating a snowmobile when it went off the road and hit a snowbank before coming to rest.

    The driver of the snowmobile, a 28-year-old Springhill man, was struck by a fire truck while being attended to in the roadway.

    The man was pronounced deceased a short time later.

    The investigation, which is in its early stages, is ongoing. The Nova Scotia RCMP Collision and Reconstruction Service team is assisting. Both the snowmobile and the fire truck have been seized.

    Our thoughts are with the victim’s loved ones at this difficult time.

    There’s nothing better than starting the week with a pair of major victories for the American people — all made possible by the leadership of President Donald J. Trump.
    Apple’s $500 billion investment: Apple CEO Tim Cook announced today that the company will invest $500 billion in the United States over the next four years amid President Trump’s tariffs push. The historic venture, which comes following Cook’s meeting with President Trump last week, will result in 20,000 new U.S.-based jobs and was immediately hailed as a “landmark” step in bringing back U.S. manufacturing.
    It’s another watershed moment in President Trump’s commitment to usher in the new Golden Age of America. In just over a month, President Trump has announced a $500 billion private sector investment for the largest artificial intelligence infrastructure project in history, a commitment by Saudi Arabia to invest $600 billion in the U.S. over the next four years, a $20 billion investment by DAMAC Properties to build new U.S.-based data centers, a pledge by Taiwan to boost U.S.-based investment, and a major investment by Nippon Steel. Mercedes-Benz also announced plans to “grow” its vehicle production in the U.S.
    Illegal immigrants turn around: New reporting says would-be illegal border crossers have “given up” and are returning to their own countries — citing the Trump Administration’s unprecedented crackdown on illegal immigration, including the shutdown of the “CBP One” app, as the driving factor.
    It’s a victory for national security after four years of open borders. In President Trump’s first month back in office, illegal border crossings hit lows not seen in decades — down 94% over last year, while interior arrests are up 134%.

  • MIL-OSI Global: Why justice for Ukraine must be at the forefront of peace negotiations

    On Feb. 18, representatives from Russia and the United States met in Saudi Arabia to determine if peace in Ukraine is possible. Ukrainian representatives were not invited.

    U.S. Secretary of State Marco Rubio said on social media that the meeting was a step in developing an “enduring peace” between Russia and Ukraine. Russian President Vladimir Putin claimed in a media interview that the meeting was “very positive” and confirmed the true meaning of the talks was to start normalising relations between Russia and the U.S.

    Although U.S. President Donald Trump has claimed “the Russians want to see the war end,” Russian officials remain committed to their war aims. Russian foreign minister Sergei Lavrov announced before the meetings that Russia would not return Ukrainian territory. After, he stated that should a peace deal be brokered, any peacekeeping forces could not come from NATO nations. The latter statement stunted growing European efforts to develop a security guarantee for Ukraine should a ceasefire be reached.

    Keith Kellogg, U.S. envoy for Kyiv and Moscow, said after his Feb. 20 meeting with Ukrainian president Volodymyr Zelenskyy that the U.S. is aligned with the nation — and that any end to the war with Russia should ensure there is no “next war”. Yet White House officials do not seem to have Ukraine’s best interest in mind in negotiating a potential resolution to the war.

    For instance, U.S. Secretary of Defense Pete Hegseth announced on Feb. 12 that the U.S. government doesn’t believe NATO membership for Ukraine “is a realistic outcome of a negotiated settlement.” He added that Ukraine would need to accept territorial concessions to Russia.

    Trump has also increasingly parroted Russian narratives — such as claiming that Ukraine started the war. He has also delegitimized Zelenskyy by claiming he is a “dictator” who refuses to hold elections — despite the nation’s constitution stating elections cannot legally be held under martial law.

    Trump also continues to demand 50 per cent of Ukraine’s natural resources to repay the United States for previous military and financial support. This has led to a deterioration in Ukrainian-U.S. relations at a time where Russian-U.S. relations appear to be improving.

    European leaders have responded with frustration. Zelenskyy has made his position clear that any negotiation must include Ukraine at the table. Ukraine would not accept an imposed peace.

    Any attempt at negotiating a lasting peace between the two nations must include accountability for Russian crimes.

    The realities of Russia’s invasion

    American overtures for peace have often referred to “stopping the millions of deaths” in Russia’s war in Ukraine. While on the surface this goal is admirable, it oversimplifies the realities of what the last three years of war have done to Ukraine. Namely, Russian forces have committed extensive war crimes and atrocity in Ukraine.

    Russian forces barrage Ukraine with drone strikes and terror bombing — including targeting civilians. Even as negotiations were happening in Saudi Arabia, Russian drones struck Odesa, injuring four civilians. This was the latest in a long line of such attacks. International Criminal Court (ICC) arrest warrants are out for Russian military leaders on just this issue.

    The Ukrainian government has confirmed over 19,500 Ukrainian children have been abducted by Russian forces. But in July 2023, Russian officials claimed they had over 700,000 Ukrainian children in Russian territory.

    Investigative reporting confirms the Russian government is assimilating these children — forcing them to stop speaking Ukrainian and raising them with a Russian identity. These actions have also led to ICC arrest warrants for Putin and Maria Lvova-Belova, Russia’s Children’s Rights Commissioner who oversees the program. Russia’s actions violate the UN Genocide Convention.

    Widespread sexual assault by Russian forces has been documented against Ukrainian men and women. Torture chambers have also been found in liberated cities. Russian forces committed mass murder in multiple Ukrainian cities — underscored by the discovery of mass graves in Bucha, Izium and Lyman.

    Mariupol, once a city of over 400,000 has been reduced to a population of 120,000 as of 2023. This showcases the devastation caused by Russian forces. Russia has also started seizing buildings to give to Russian settlers to further Russify the city.

    The realities under Russian occupation are only partially known. The Russian government has demanded Ukrainians living under occupation forfeit their Ukrainian identification documents and obtain Russian passports. In schools, Russia has fully implemented its nationalistic curriculum, which includes “anti-Ukrainian propaganda” aimed at assimilating Ukrainian children.

    Against international law, forcible Russification of the Ukrainian people has become a common feature of Russian occupation during this war.

    Ukraine’s fight for justice

    Ukraine continues to fight against Russian occupation. While it’s honourable to want to stop the deaths caused by fighting, the Russian regime’s actions in Ukrainian territory must be remembered too.

    This is why justice is just as important as resolution. While it’s unlikely Russian officials will find themselves before the ICC, there must be some form of accountability for Russian crimes against Ukraine if peace is negotiated. While present frontlines may dictate where Ukraine may be forced to cede territory or freeze conflict, the realities of Russian aggression cannot be ignored.

    During the Second World War, Soviet forces committed extensive war crimes and atrocities. Yet the Soviet Union never faced a reckoning for those acts. Russian officials remember this. As a result, Putin feels empowered to commit similar atrocities in Ukraine — believing Russia, just as the Soviet Union, won’t face any consequences.

    For any possibility of lasting peace, accountability and justice for Russian war crimes must be at the forefront of negotiations. Otherwise, Russia will have learned it can act with impunity — threatening the likelihood of enduring peace for Ukraine.

  • MIL-OSI Global: German election: the results explained as Friedrich Merz comes out swinging for Europe

    Friedrich Merz, the presumptive chancellor of Germany, has confirmed he will seek a coalition with the social democratic SPD after the Christian Democrats (CDU/CSU) won the February 23 election, topping the poll with 28.5%. Although the SPD has gone from winning the last election to a record low result of 16.4% of the vote, it remains the only credible coalition partner for presumptive chancellor and CDU leader Friedrich Merz.

    Among Merz’s first acts was a bold statement that his first priority is “to strengthen Europe as quickly as possible so that, step by step, we can really achieve independence from the USA”.

    Things might have looked different for Merz. Had a small party, (the Sahra Wagenknecht Alliance, or BSW) won just 0.03% less of the vote, Merz would have needed to find a third coalition partner. That would have most likely meant trying to work with the Greens. This would have been a much more difficult circle to square for the centre right and an option that would have come with a far greater risk of early government collapse, if a deal could even have been reached in the first place.

    The far right Alternative for Germany (AfD) had a record result, coming second with a 20.8% share of the vote. Mainstream parties including the CDU/CSU have ruled out any sort of deal with the far right, which the AfD will now be viewing as an opportunity. A further period of CDU/CSU-SPD government at a time of economic challenges will leave the party feeling it has a good opportunity to capitalise on discontent and grow further.

    The 2025 election saw a record low vote share for the CDU/CSU and SPD. It’s notable that none of the leaders of the one-time Volksparteien (“people’s parties” – with a cross-class, cross-society appeal) were popular. Merz fared best among them but on a scale of -5 to +5 for popularity, he achieved an average of precisely 0.

    Worse still was the situation of the centre-right FDP, which crashed out of the parliament on a grand scale, getting just 4.3%, down 7.1 points. Its leader, Christian Lindner, who had brought about the downfall of the previous “traffic light” coalition between his own party, the SPD and the Greens, announced his retirement from politics. The Greens, with a respectable result (11.6%, down 3.1 points), will prepare for a spell in opposition.

    The election shows a country disunited, a long way from being at ease with itself. Observers are immediately struck by the difference between eastern and western Germany. In the east, the far right Alternative for Germany (AfD) came first in all five states (excluding Berlin, which is a mix of east and west). In the west, with some exceptions, the CDU/CSU was dominant.

    It has been evident for some time that concerns about migration as well as a feeling of being treated as second class citizens is driving up support for the far right in the east. Now, opposition to military support for Ukraine and general pessimism are also playing into the trend.

    Age proved another very significant divide. Among those aged 18 to 24, the Left party got 25%, ahead of the AfD (21%). The CDU/CSU took just 13% and the SPD 12% . Among the over 60s, the picture is reversed. The CDU/CSU took 37% and the SPD 23%, while the AfD took 15% and the Left just 5%.

    The Left’s success, at least among the young, was the one big surprise of the election. After a torrid period which saw the departure of leading figure Sahra Wagenknecht and her followers to form a separate party, the Left looked unlikely to meet the 5% vote share threshold needed to enter parliament until very recently. An internal split over Israel and Gaza was also causing difficulties.

    However, the Left profited from the polarisation caused by Friedrich Merz’s decision to press ahead with a vote on hardline policies towards asylum seekers, including more border checks and turning away irregular migrants without processing an asylum claim. A savvy social media campaign spearheaded by the party’s youthful joint parliamentary leader Heidi Reichinnek also helped.

    Meanwhile, the BSW took just 4.97% of the national vote and will therefore not have any seats in parliament. It is however worth noting that the BSW’s popularity was also extremely uneven across the country and another example of geographical division. While it tanked nationally, its anti-migration, “anti-woke” and pro-welfare policies, mixed with its criticism of support for Ukraine, was a more popular offering in the east with results around the 10% mark, double the national average.

    What now for Europe?

    The SPD has claimed it will not enter government at any price. It has hinted it will put any coalition proposals to a vote among party members as a way of trying to exercise leverage over Merz. But, in truth, the party has nowhere else to go. There is no alternative to a CDU/CSU-SPD coalition apart from early elections or a fundamental rethink of the former’s approach to the AfD. Neither is an attractive prospect.

    All parties are also acutely aware of the tremendous pressure from other European countries for Germany to get its act together in the context of US president Trump’s assertiveness and the need to support Ukraine. But there are huge challenges to address on the domestic front. Merz has pledged tax cuts and higher defence expenditure, but there is no clarity at all how these will be paid for. Drastic reductions in welfare and other social expenditure would likely be a “no go” area for the SPD. An option might be to loosen Germany’s “debt brake” – constitutional restrictions on government borrowing. This is something Merz has been reluctant to do, but he has hinted he might consider it in the aftermath of the vote. This fundamental reform would need a two-thirds majority in both chambers of parliament, and if extra funds were only for defence, it is possible the Left and the AfD would combine to defeat it.

    So Germany’s election gives us a paradox: in some ways the outcome is rather familiar, with an old-school Christian democrat leading a coalition with the SPD, another party with a long track record in government – and indeed with some prospect of German leadership in Europe. But it is also a deeply uncertain result. Germany is a country facing huge challenges: sluggish growth, war in Europe and a US president questioning key tenets of the post-war transatlantic relationship. It’s not clear how to put together a governing coalition that can agree on how to face these challenges, and which can satisfy a starkly divided electorate. Turbulent times, in the country and across the continent, may well be ahead.
