    SECRETARY-GENERAL TRAVEL
    The Secretary-General traveled to Bridgetown, Barbados today where, this evening, he will speak at the opening ceremony of the 48th Regular Meeting of the Conference of the Heads of Government of the Caribbean Community, also known as CARICOM. 
    In his remarks, he is expected to highlight three key areas where, together, we must drive progress – peace and security, the climate crisis and sustainable development.
    Also today, the Secretary-General will hold a bilateral meeting with Prime Minister Mia Mottley of Barbados.
    Tomorrow, the Secretary-General will have a closed session with CARICOM Heads of Government, to exchange views on pressing issues in the region, such as Haiti. 
    He is expected back in New York later tomorrow.

    DEPUTY SECRETARY-GENERAL
    The Deputy Secretary-General, Amina Mohammed, arrived in Johannesburg, South Africa today to attend the G20 Foreign Ministers meeting on behalf of the Secretary-General. Ms. Mohammed will underline support for multilateral cooperation and the South African G20 Presidency and reinforce the case for dialogue and joint action to address common challenges, including trade, tax, debt, and financing climate action. On the margins of the meeting, she is expected to meet with senior government officials from G20 members and guest countries.
    From Johannesburg, Ms. Mohammed will proceed to Nairobi, Kenya, to hold meetings with a wide range of stakeholders and UN entities in preparation of the second UN Food System Summit Stocktaking and to meet with senior government officials.
    On 26 February, Ms. Mohammed will return to South Africa – this time to Cape Town to attend the G20 Finance Ministers and Central Bank Governors Meeting and open the Finance in Common Summit 2025 on behalf of the Secretary-General.
    The Deputy Secretary-General will return to New York on 27 February.

    OCCUPIED PALESTINIAN TERRITORY
    The World Health Organization and UNICEF say that the emergency polio outbreak response in the Gaza Strip is continuing, with a mass vaccination campaign scheduled to begin on Saturday and continue until 26 February. The novel oral polio vaccine type 2 will be administered to more than 591,000 children under 10 years of age to protect them from polio. The campaign aims to reach all children under 10 – including those previously missed – to close immunity gaps and end the outbreak.
    Meanwhile, partners supporting water, sanitation and hygiene services are working to increase the production and distribution of water for drinking and domestic purposes to improve living conditions in the Strip and minimize public health risks.
    There are now more than 1,780 operational water points across Gaza. Over 85 per cent of them are used to support water trucking activities by UN partners. 
    The Office for the Coordination of Humanitarian Affairs reports that UN partners are also training and deploying mobile teams and volunteers at aid distribution points to ensure that vulnerable groups – including people with disabilities – have safe and dignified access to humanitarian assistance. More than 100 such teams are operating at nearly 70 aid distribution points throughout Gaza.
    Turning to the West Bank, OCHA says that Israeli forces’ operations in northern areas continue, causing further destruction and displacement among Palestinian residents.
    Yesterday, in Tulkarm refugee camp, Israeli forces demolished at least five homes, with several others also slated for demolition.

  • MIL-OSI Europe: Briefing – Revised Product Liability Directive – 19-02-2025

    As products have become more complex in the digital age, the need for a new directive on liability of defective products has arisen. The new directive will revise the existing Product Liability Directive, adopted nearly 40 years ago in 1985. The directive brings the European Union’s product liability regime up to speed with the digital age, circular economy business models and global value chains by ensuring that consumers receive compensation for defective products, including those manufactured outside the EU. It introduces new provisions to address liability for products such as software (including artificial intelligence systems) and digital services that affect how the product works (e.g. navigation services in autonomous vehicles). It also alleviates the burden of proof for victims under certain circumstances. The new directive on liability of defective products was published in the EU’s Official Journal on 18 November 2024. It entered into force on 9 December 2024. Member States must transpose the directive into their national laws and implement the changes by December 2026. Fourth edition.   • MIL-OSI Security: Federal Indictment Charges Suburban Chicago Man With Trafficking Firearms and Drugs

    CHICAGO — A federal grand jury has indicted a suburban Chicago man for allegedly trafficking firearms and drugs.

    An indictment returned Thursday in U.S. District Court in Chicago charges EFRAIN JACOBO, 42, of Prospect Heights, Ill., with federal firearm and drug offenses.  He pleaded not guilty to the charges during his arraignment this morning in federal court.  Jacobo is currently detained in federal custody.

    According to the indictment and a criminal complaint previously filed in the case, Jacobo dealt six handguns, a rifle, ammunition, and narcotics in a series of transactions last fall in Joliet, Ill.  The drugs in the deals included methamphetamines and cocaine. Unbeknownst to Jacobo, the individual to whom he sold the guns and drugs was an undercover law enforcement officer, the charges allege.

    During the investigation, law enforcement seized approximately 150 kilograms of methamphetamines from a truck that had traveled from Texas to Bolingbrook, Ill.  Law enforcement also seized fentanyl and cocaine from a storage facility used by Jacobo in Wheeling, Ill., and additional cocaine from Jacobo’s vehicle, the charges allege.

    The indictment was announced by Morris Pasqual, Acting United States Attorney for the Northern District of Illinois, Christopher Amon, Special Agent-in-Charge of the Chicago Field Division of the U.S. Bureau of Alcohol, Tobacco, Firearms & Explosives, Sheila G. Lyons, Special Agent-in-Charge of the Chicago Field Division of the U.S. Drug Enforcement Administration, and Mike Rompa, Chief of the Bolingbrook, Ill. Police Department.  The government is represented by Assistant U.S. Attorney Margaret A. Steindorf.

    The public is reminded that an indictment is not evidence of guilt.  The defendant is presumed innocent and entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.

  • MIL-OSI Security: Felon in Possession of Handgun and AR-15 Rifle in Nash County Sentenced to 10 Years

    NEW BERN, N.C. – A Benson man was sentenced to 120 months in prison for possession with intent to distribute a quantity of a mixture and substance containing a detectable amount of fentanyl.  On October 7, 2025, Keith Antonio Mcdougald, age 34, pled guilty to the offense.

    According to court documents and other information presented in court, Mcdougald was found in Nash County by the Nash County Sherriff’s deputies in a disabled vehicle on I-95 blocking all traffic. Mcdouglad initially gave a false name to law enforcement and admitted to smoking marijuana in the vehicle. Inside of the vehicle, deputies located an AR-15 rifle loaded with a large capacity magazine containing 41 rounds of ammunition, a 10mm pistol and a loaded 10mm magazine, six grams of marijuana, a glass pipe, 22.87 grams of a mixture containing heroin, fentanyl, ANPP, and flourofentanyl (a fentanyl analogue) and 7.57 grams of a mixture containing methamphetamine, fentanyl, heroin and ANPP. Mcdougald admitted to traveling to Virginia to purchase tires from someone through Facebook Marketplace and that he needed to take “something” with him in case the seller tried to rob him for the money.

    Mcdougald was sentenced as a career offender and has four prior felony convictions including two counts of felony assault by strangulation, intimidation of a witness, and attempted obtaining Property by false pretenses. 

    Daniel P. Bubar, Acting U.S. Attorney for the Eastern District of North Carolina made the announcement after sentencing by U.S. District Judge Louise W. Flanagan. The Bureau of Alcohol, Tobacco, Firearms, and Explosives investigated the case. Assistant U.S. Attorney Kelly Sandling and Special Assistant U.S. Attorney Aria Q. Merle prosecuted the case.

  • MIL-OSI Security: Baie Verte — Afternoon impaired driver arrested by Baie Verte RCMP

    Following a report of a suspected impaired driver yesterday, February 19, 2025, a 76-year-old man was arrested for impaired operation by Baie Verte RCMP.

    At approximately 3:00 p.m. on Tuesday, police received a report of a suspected impaired driver in Baie Verte. Police located the described vehicle a short time after the report and conducted a traffic stop. The driver showed signs of alcohol impairment and failed a roadside breath test. At the detachment, the man provided further breath samples that were above the legal limit.

    The driver was released from custody and is set to appear in court at a later date to answer to charges of impaired operation. The man’s licence was suspended and the vehicle was seized and impounded.

    Road safety is everyone’s responsibility. RCMP NL thanks those who continue to report suspected impaired drivers.

         Hong Kong Customs and the Marine Police conducted joint operations from February 12 to 19 targeting large-scale maritime smuggling activities and six cases involving suspected illicit cigarettes and suspected dangerous drugs were detected. During the joint operations, a total of about 16.93 million sticks of suspected illicit cigarettes and 459 kilograms of suspected cannabis buds were seized.     Customs and police officers conducted anti-smuggling operations in Sai Kung and Lantau Island from February 13 to 16 and detected four suspected illicit cigarettes smuggling cases. A total of 4.1 million sticks of suspected illicit cigarettes, with an estimated market value of about $19 million and a duty potential of about $13.5 million, found in four goods vehicles and the waters nearby. The four goods vehicles involved in the cases were also detained.                 At small hours on February 18, Customs found a suspicious unattended fishing vessel in Shau Kei Wan Typhoon Shelter. Upon inspection, Customs officers seized 12.83 million suspected illicit cigarettes, with an estimated market value of about $57 million and a duty potential of about $42 million, inside the compartments of the vessel.      Later on the same day, Customs intercepted a suspicious fishing vessel in the waters off Lamma Island, during which persons onboard the fishing vessel threw numerous nylon bags into the sea. Customs officers then took immediate action to board the vessel and retrieved the subject nylon bags from the water. Upon inspection, a total of about 459kg suspected cannabis buds, with an estimated market value of about $118 million, were found inside the nylon bags. Three local men, aged between 44 and 60, suspected to be connected with the case were arrested in the operation.     Investigations on the above mentioned six cases are ongoing.     Being a government department primarily responsible for tackling smuggling activities, Customs has long been combating various smuggling activities at the forefront. Customs will keep up its enforcement action and continue to fiercely combat sea smuggling activities through proactive risk management and intelligence-based enforcement strategies. Customs will continue co-operating and exchanging intelligence with the Police, Mainland and international law enforcement agencies, with targeted anti-smuggling operations carried out at suitable times to disrupt these activities.     Smuggling is a serious offence. Under the Import and Export Ordinance, any person found guilty of importing or exporting unmanifested cargo is liable to a maximum fine of $2 million and imprisonment for seven years.      Under the Dangerous Drug Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.     Under the Dutiable Commodities Ordinance, anyone involved in dealing with, possession of, selling or buying illicit cigarettes commits an offence. The maximum penalty upon conviction is a fine of $1 million and imprisonment for two years.     Members of the public may report any suspected drug trafficking or illicit cigarette activities to Customs’ 24-hour report hotline 182 8080 or its dedicated crime reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002/).

  • MIL-OSI Security: Anchorage Man Sentenced to Over 11 Years for Attempting to Coerce a Minor

    ANCHORAGE, Alaska – An Anchorage man was sentenced today to over 11 years in prison and will serve the rest of his life on supervised release for attempting to coerce and entice a minor in 2023.

    According to court documents, in early July 2023, Benjamin Roundy, aka “Aleks” or “Alekzander Marko,” 43, responded to a public group chat post on an internet-based app by an individual who identified herself as a 13-year-old living in Anchorage. The group chat post was actually made by an undercover agent.

    Court documents explain that Roundy communicated with the undercover agent for nearly a month, first on the app and then via text message, and he initiated sexual conversations. Roundy discussed sexual acts he wanted to perform on the individual, who be believed to be a child, and made repeated requests for explicit photos of her.

    On Aug. 4, 2023, Roundy asked the undercover agent to meet in person at the parking lot of a grocery store in Anchorage. The undercover agent told Roundy she was going to walk home from a friend’s house, and Roundy asked what street the friend lived on. Shortly after learning the fictional address of the friend, the defendant left his home to meet the undercover agent, who he thought was a minor.

    Court documents further explain that Roundy texted the undercover agent instructions on where to meet him. When he received no response to his instructions, Roundy drove to a parking lot where he could see the street of the fictitious friend. Law enforcement arrested Roundy in the parking lot shortly thereafter and discovered a new bottle of personal lubricant and condoms in his vehicle.

    The investigation revealed thousands of images and videos depicting child sexual abuse on Roundy’s electronic devices and data detailing his online presence, which included searches for child sexual abuse materials (CSAM) and related terms.

    On April 25, 2024, Roundy pleaded guilty to one count of attempted coercion and enticement of a minor.

    “Mr. Roundy’s conduct was heinous, as he tried to meet with who he believed was an underage girl in Anchorage to engage in sex, sought explicit images of the child, and obtained graphic images and videos depicting the sexual abuse of other minors for years,” said First Assistant U.S Attorney Kathryn R. Vogel for the District of Alaska. “Our office’s commitment to safeguarding Alaska’s children from those who seek to exploit their innocence is unwavering. We will relentlessly pursue justice by working with law enforcement to identify, investigate and hold accountable anyone who targets children.”

    “The defendant posed a significant threat to children in Alaska and abroad, as demonstrated by his disturbing pattern of conduct involving child exploitation,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “Even in the darkest corners of the Internet, the FBI’s Child Exploitation and Human Trafficking Task Force will find a way to seek justice for our most vulnerable.”

    The FBI and Anchorage Police Department investigated this case as part of the FBI’s Child Exploitation and Human Trafficking Task Force.

    Assistant U.S. Attorney Adam Alexander of the District of Alaska and Trial Attorney Rachel L. Rothberg of the Criminal Division’s Child Exploitation and Obscenity Section (CEOS) prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Global: Will Trump’s tariffs boost the US economy? Don’t count on it

    It’s hard to keep up with all the tariff announcements coming out of Washington. On February 1, the US president, Donald Trump, announced the introduction of 25% tariffs on most imported goods from Canada and Mexico, and an additional 10% levy on goods from China. The tariffs against Canada and Mexico were soon postponed by a month following some token gestures.

    A week after that, Trump signed an executive order imposing 25% tariffs on all steel and aluminium imports. These tariffs are set to take effect on March 12, a few days after the broad tariffs against Canada and Mexico supposedly come to pass. Trump has now vowed “reciprocal” duties on countries that target products made in the US.

    This may all sound very familiar. Trump imposed tariffs during his first presidency – for example, on steel and aluminium imports in 2018. Studies of this policy are already available. They show that the tariffs led to rising raw material costs and weakened the competitiveness of US manufacturers.

    It is also true that the subsequent US-China trade war of 2018 and 2019 did not collapse the US or global economy. But the tariffs this time round are more comprehensive and cover a larger number of key products and trading partners. Unlike the previous tariffs on China, which were introduced gradually, the current restrictions are to be introduced in one move.

    Dubious justification

    Trump justified the tariffs on Canada and Mexico as a measure to counter the “serious threat” posed by illegal immigration and the influx of drugs, including fentanyl, across US borders. It is difficult to take such an explanation seriously.

    The fentanyl problem essentially exists at the southern border. In 2024, US Customs seized about 19kg of fentanyl at the border with Canada, compared with nearly 9,600kg at the Mexican border. The same is true for migrants. Imposing tariffs on Canada therefore makes little sense.

    The more likely reason for all of Trump’s tariffs lies in his desire to protect domestic producers from foreign competition. Trump and his strategists often refer to the need to reduce the US trade deficit with the rest of the world.

    The basic problem is that in today’s world of globalised supply chains, many components are imported. Goods often cross borders multiple times before reaching consumers in their final form. A good example is the automotive production complex near Detroit, where semi-assembled cars frequently cross the Canadian-American border.

    It is difficult to predict what effect Trump’s tariffs would have on such organised production. But they would probably amount to a very expensive and inefficient reorganisation of production processes. If the tariffs on Canada go ahead, Canadian and American companies, as well as their employees, would suffer.

    Not all areas of production would be affected so drastically. But for the many components that are imported into America, an increase in their prices would translate into cost pressures. This may lead to financial problems for American companies, layoffs or higher prices for final goods.

    Paradoxically, tariffs could also decrease the competitiveness of American production, at least when it comes to sales in third markets. Cost pressures caused by more expensive components will affect US manufacturers, but not rival manufacturers in, say, China or Europe – at least until they have responded with a trade war.

    Another reason why Trump’s logic may not work is the US dollar exchange rate. The dollar has soared in recent months, especially when Trump has spoken about tariffs, rising more than 5% against the euro since the election. These moves weaken the competitiveness of American manufacturers on global markets.

    That said, Trump has often expressed his desire for a weaker dollar and, following the delay in the implementation of the tariffs, it has come down in value.

    But, notwithstanding this, US businesses are by no means delighted. The tariffs on Canada, Mexico and China were condemned by groups such as the American Chamber of Commerce. And the Wall Street Journal described the move as “the stupidest trade war in history”.

    That’s not all. The primary effect of tariffs is an increase in the price of imported goods. If prices go up, consumers will be less than enthusiastic. High price levels were, after all, a key part of why Trump won November’s election.

    The direct inflationary impulse from the announced tariffs is not, so far, catastrophic. While the inflationary effects of tariffs are not a given, many economists fear they will trigger a mechanism of increasing inflation expectations. This may happen, especially given the likelihood of retaliation by affected countries.

    Before Trump had paused the tariffs, the Canadian prime minister, Justin Trudeau, had announced retaliatory levies of 25% on American goods worth a total of US$107 billion (£84.9 billion). Canada is also considering restrictions on exports of critical minerals crucial to the US tech industry.

    China, on the other hand, announced retaliatory tariffs and measures against US businesses including Google. And the EU has stood firm on its plans to retaliate should Trump implement tariffs against the bloc.

    Should they arise, higher inflation expectations may prompt the US Federal Reserve to raise interest rates. According to recent research, the increase in the cost of credit is a serious reason for dissatisfaction among American consumers and companies alike.

    Reducing the trade deficit

    If tariffs don’t help consumers and hurt a significant number of domestic producers, perhaps they can at least close the US trade deficit? Unfortunately, they also miss the mark here.

    Economists agree that the deficit is due to macroeconomic conditions – specifically, the balance between national investment and saving. The US has a surplus of investment relative to savings, so borrows money from the rest of the world.

    This is, simply put, because the US economy does not produce as much as the American people consume. When net domestic debt increases, the trade deficit also increases because the borrowed money is spent on foreign goods and services.

    Reducing the trade gap can be done through policies that lower domestic debt. Either households and businesses must save more, or government deficits must shrink. In this sense, tariffs are a poor tool.

    Trump’s tariff strategy will create havoc. This will bring opportunities as well as challenges. Europe and other affected countries should stand united against Trump’s tariff threats, responding firmly while promoting trade liberalisation across the world at the same time.

  • MIL-OSI Global: How refugee entrepreneurs are supplying sustainable energy to the camps they live in

    Refugees are providing energy within camps home to millions of displaced people around the world, my research has found.

    There are now more than 120 million forcibly displaced people globally. Although United Nations humanitarian agencies provide firewood and small electric lanterns, these are often not enough for most families.

    To make up the shortfall, entrepreneurial refugees in the camps I visited have become energy suppliers by establishing shops, phone charging stations, even cinemas.

    While visiting camps administered by the UN Refugee Agency in Rwanda, Kenya, the Democratic Republic of the Congo, Somalia, Sudan, Uganda and other countries across Africa, I was struck by the hum of electricity and the smell of cooking in the camps’ markets. Energy was everywhere.

    In all the camps I visited, people were selling clothes, cooking bowls and toys, as well as lighting and electrical appliances. These shops all used energy – computers totted up bills and printed receipts, radios played music, and people everywhere were using mobile phones and the internet. Fans and motors were working hard to keep things cool and the power on. Refugees buy these products at local markets – which are often run by refugees themselves.

    After conducting over 170 interviews with refugees and humanitarian practitioners, it became clear refugees buy their own energy to run many of these cafes and shops: buying their own diesel, generators, or electricity technologies including solar panels and batteries.

    Formal refugee energy access provided by humanitarian agencies or national governments is projected to be very low: Chatham House statistics suggest 94% of forcibly displaced people living in camps have no meaningful access to power, and 81% lack anything other than the most basic fuels for cooking.

    Renewable connections

    Local energy businesses operating around the camps in Rwanda and Kenya, such as BBOX or MESH Power, provide solar solutions such as selling solar panels and solar home systems from which refugees can have lighting, charge their phones and plug in electrical appliances. These renewable systems help to lower the costs – but sometimes the companies are not able to expand their businesses within refugee camps due to UN restrictions.

    As one of the refugees I spoke to in Rwanda explained: “You can see two types of solar business really. Those using energy that is easy to get to – off-the-shelf products and services – to keep the lights on in the night, or offer cool drinks or a fan. And those businesses where really energy is the business … where people can use solar home systems or other technologies.”

    Sadly, this picture is not uniform across the world. For example, buying diesel in refugee camps or purchasing kerosene for lanterns can be very expensive. Spending by displaced people on simple cooking fuels and technologies, as well as basic lighting, is estimated to be around US$200 (£160) per year per family, for less than four hours of energy a day.

    Buying from external energy suppliers often comes at great cost to refugee families as energy in refugee camps can be incredibly expensive. Estimates suggest that refugee households in Kenya and Burkina Faso spend between 15% and 30% of their income on energy – a figure that in the UK would mean a household was in a situation of extreme fuel poverty.

    In total, refugee households around the world spend at least US$2.1 billion (£1.68 billion) on energy each year.

    Refugee-led businesses

    In the face of such challenges, refugee energy entrepreneurs are expanding the range of energy services and products available to refugee communities in terms of sustainability: providing new solar solutions and electricity connections from solar-powered energy sources. For members of the refugee community who use this service, this can reduce the cost of energy.

    These refugee-led enterprises often start after refugees have saved or borrowed money from friends and family to start their energy businesses – for example, by buying a solar panel and battery and charging customers to use the electricity it generates. Sometimes referred to as micro-enterprises or energy entrepreneurs, they go beyond being passive users of electricity and become active participants in the energy economies of refugee camps.

    Examples of such businesses include Kakuma Ventures, based in Kakuma refugee camp in Kenya, which provides wifi and solar energy access to more than 1,500 people in the camps.

    Another example is Patapia, based in camps in Uganda, which helps refugee women launch and grow businesses powered by clean energy. Successful refugee-led energy businesses are highlighted by the work of climate change charity Ashden through its Humanitarian Energy Award, and its support for local businesses leading the way on sustainable energy in humanitarian settings.

    Indeed, many new global initiatives and humanitarian programmes are starting to take seriously the role of refugee-led organisations and businesses. Take the work of Last Mile Climate, which is dedicated to helping grassroots initiatives, refugee-led businesses, charities, humanitarian agencies and government organisations tackle climate-related challenges.

    Refugees are also writing on this issue in the media, highlighting how important the issue of inclusivity is in delivering the sustainable energy transition in humanitarian contexts.

  • MIL-OSI Security: St. John’s — RCMP NL thanks snow plow operators for successful rescue of stranded motorists on TCH during recent winter storm

    Snow plow operators went above and beyond to rescue two motorists who recently found themselves stuck on the Trans-Canada Highway in severe weather on February 17, 2025.

    On Monday morning, the Wreckhouse area, north of Port aux Basques, experienced extremely poor winter driving conditions with snow and high winds with gusts of up to 150 km/h. During this time, Channel-Port aux Basques RCMP received separate reports of two motorists who were stranded on the highway, due to these adverse weather conditions.

    After becoming stuck, one motorist opened the door of the vehicle which blew off with the wind. The vehicle, with three occupants inside, was at risk of blowing over an embankment. Another motorist founds themselves stuck partially off of the highway in white out conditions.

    With severely poor road conditions, police and other first responders were unable to travel on the TCH. Snow plow operators with the provincial department of Transportation and Infrastructure, based out of Doyles and Port aux Basques, located the stranded motorists and brought them to safety.

    RCMP NL thanks the involved snow plow operators for going above and beyond to potentially save the lives of those stranded.

    Those heading out on the highways at this time of year are encouraged to follow RCMP NL’s social media accounts, including Facebook and X, for updates on road closures or condition. Additionally, prior to travel, motorists are encouraged to familiarize themselves with alerts and forecasts issued by various meteorologists or agencies, including Environment Canada. Motorists who choose to drive during poor road conditions may find themselves stuck for a number of hours, as emergency personnel may be unable to respond.

  • MIL-OSI Security: Twenty Years Later, FBI Continues to Pursue Information on the Disappearance of Danielle Imbo and Richard Petrone, Jr.

    The FBI continues to seek the public’s assistance as we investigate the disappearance of Danielle (Ottobre) Imbo and Richard Petrone, Jr., 20 years ago today.

    Imbo and Petrone were last seen in the late evening hours of Saturday, February 19, 2005, leaving a bar on Philadelphia’s South Street for Petrone’s black 2001 Dodge Dakota pickup truck with the license plate YFH 2319.

    An extensive investigation to date has generated some promising leads; however, neither they nor the vehicle have ever been located.

    Danielle was last seen wearing a dark colored jacket, cream colored sweater, and blue jeans and carrying a two-handle black purse at the time of her disappearance. She has worked as a loan mortgage processor.

    Richard was last seen wearing a gray Polo brand sweatshirt and blue jeans. He has a tattoo of the word “Angela” on his left arm and a tattoo of clowns on his right arm.

    “Today marks a somber 20 years since this tragic disappearance and their case exemplifies that the passage of time does not diminish our pursuit of justice,” said Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia. “Our office remains unwavering in seeking justice for Danielle and Richard, their loved ones, and our city.”

    The FBI is offering a reward of up to $15,000 for information leading to the arrest and conviction of anyone involved in the disappearance of Richard Petrone and Danielle Imbo.

  • MIL-OSI Global: Ne Zha 2: the record-breaking Chinese animated film showcases China’s ambition on the global stage

    Ne Zha is a legendary child warrior from Chinese mythology, often depicted as a rebellious deity who defies fate to carve out his own destiny. Born as a demon, feared for his supernatural powers and doomed to live only three years, he struggles to overcome his destiny and forge his own path.

    A new Chinese film about the warrior has broken several box office records, including becoming the highest-grossing animated film of all time (beating Pixar’s Inside Out 2).

    Ne Zha 2 is a Chinese animated fantasy adventure film. That it is breaking so many records might seem surprising. It’s a sequel to a film that didn’t do as well, it’s not American and it’s not in English. But its record-breaking run seems to show no signs of slowing down. After debuting during the Chinese Lunar New Year, its success has seen it premiere abroad in regions such as wider Asia, North America and Australia.

    For years, Hollywood has dominated China’s box offices, but the release of Ne Zha 2 marks a significant milestone in China’s cinematic and cultural expansion. Its unprecedented box office performance seems to signal a shifting dynamic in the global film industry.

    It showcases China’s ambition and ability to produce world-class content that competes with western animation giants, like Disney and Pixar. It also plays a role in enhancing cultural confidence and soft power projection, which President Xi Jinping has emphasised for years.

    Capturing a feeling

    The story of Ne Zha, and its many adaptations, have long captivated Chinese people of all ages – including me. I fondly recall watching the 1979 version on a black-and-white TV with my family when I was little. The story originates from the Ming dynasty (1368 to 1644) novel Fengshen Yanyi (Investiture of the Gods) and over the centuries, it has been reinterpreted in various cultural forms of religion and literature.

    The original plotline of Ne Zha revolves around his rebellion against feudal patriarchal authority. This struggle is set against a backdrop of familial conflicts and even attempted patricide. In contrast, today’s reinterpretation recasts this mythological unruly child as a dutiful deity who fights for his clan’s interests by forging alliances, confronting rival factions and challenging the existing order.

    As a commercial film, it has astutely tapped into the emotional needs of contemporary Chinese audiences in a society facing various challenges, such as economic downturn and rising unemployment. Themes of familial love and supportive parenting have struck a deep chord with Chinese audiences, offering both cultural and sentimental reassurance in uncertain times.

    Another clear resonance with domestic audiences lies in the themes of Chinese technological success and cultural excellence. This has cultivated a strong sense of cultural identity and national pride among Chinese people.

    In China, no words currently seem to better capture the feelings after watching the movie than “pride” and a sense of patriotism – both for the film’s visually striking animation techniques and for its depiction of China’s rich cultural traditions. However, the film needs to be understood within the broader contexts of China’s domestic landscape and its evolving position on the global stage.

    ‘Cultural confidence’

    Beyond entertainment, Ne Zha 2’s success fits within President Xi Jinping’s ideas on “cultural confidence,” which can be succinctly defined as a nation’s firm belief in the strength and vitality of its own culture. Since the film’s record-breaking performance, state media and various state-owned outlets have been actively echoing this narrative.

    People’s Daily, the official newspaper of the Communist Party of China, equates Ne Zha to China’s cultural confidence as a means to expand soft power and navigate uncharted territory. This emphasis on cultural confidence, however, is not merely state-driven.

    The film’s director, Jiao Zi, has expressed his confidence in China’s traditional culture, stating: “China’s stories don’t need to deliberately cater to the west.” Instead, he believes that traditional Chinese culture is a vast treasure trove of inspiration, which is interesting to all.

    Indeed, Ne Zha is not an isolated success in drawing inspiration from traditional Chinese culture. Last year’s Black Myth: Wukong, a record-breaking gaming blockbuster, gained global attention at the 2024 Game Awards (the Oscars of the video games industry). Like Ne Zha, it’s based on another legendary 16th-century Chinese novel Xiyouji (Journey to the West). China’s official news agency, Xinhua, characterised the enduring popularity of these ancient tales as “part of a broader cultural renaissance”.

    Ne Zha’s success is emerging as a key example of China’s growing cultural identity, aligning with the cultural confidence discourse. A foreign ministry spokesperson has described Ne Zha as “a new bridge for exchanges” and “a fresh window for the world to see China”.

    Whether Ne Zha 2 achieves lasting international success remains to be seen. But one thing is clear – Chinese animation is no longer just for domestic audiences. The film’s popularity reflects China’s broader ambitions to expand its soft power alongside its growing economic and strategic influence.

  • MIL-OSI Security: Convicted Drug Trafficker Found Guilty Of Distributing Fentanyl That Resulted In The Deaths Of Two Hillsborough County Men

    Tampa, Florida – Acting United States Attorney Sara C. Sweeney announces that a federal jury has found Marquis Lamar McCullough (39, Tampa) guilty of two counts of distribution of fentanyl and one count of possession with intent to distribute fentanyl. For both counts of distribution of fentanyl, the jury also found that the death of a person resulted from the use of the fentanyl that McCullough had distributed. McCullough, who was previously convicted of trafficking in cocaine, faces mandatory sentences of life imprisonment. 

    According to testimony and evidence presented at trial, on April 22, 2021, deputies from the Hillsborough County Sheriff’s Office (HCSO) responded to the residence of K.K. to conduct a wellness check. They found K.K. dead when they entered his apartment, standing with his feet on the floor and his head and torso on top of the bathroom counter. Deputies found two baggies with small quantities of a substance, suspected to be heroin or fentanyl, in K.K.’s residence. Detectives reviewed K.K.’s cellphone and found communications with a woman who appeared to help K.K. purchase fentanyl the previous evening. The woman—who was a heroin user and not a dealer—was arrested on an unrelated charge and interviewed by detectives. She told them that K.K. could not get heroin from his usual source, so he asked her to buy heroin for him from her source, and she agreed to do it if she got to keep a bag for herself. The woman arranged a meeting with her supplier, “Slim,” and K.K. took her to meet Slim. With money provided by K.K., the woman bought several bags from Slim, provided most of them to K.K., and kept a couple of bags for herself.

    On April 28, 2021, HCSO detectives conducted a controlled purchase during which detectives observed “Slim” deliver fentanyl and identified him as Marquis Lamar McCullough.

    On May 6, 2021, the son of N.M. found his father dead, lying in his bed, and called 911 to report the death. HCSO deputies and detectives responded to the residence, and inside N.M.’s wallet they found a baggie with a small amount of a substance suspected to be heroin or fentanyl. While reviewing calls and texts on N.M.’s phone, a detective who had participated in the surveillance operation eight days earlier recognized that the last three calls placed by N.M. were to McCullough’s phone number, and the call and text history indicated that McCullough was N.M.’s supplier. Later that day, HCSO detectives planned for another purchase of heroin or fentanyl from McCullough, using N.M.’s cellphone to set up the meeting. When McCullough arrived at the meeting location, he tried to call N.M., but when his calls went unanswered, McCullough fled the area. An arrest team pursued his vehicle and took McCullough into custody.

    The Drug Enforcement Administration laboratory determined that the substances found at the residences of K.K. and N.M., and the substances purchased from McCullough on April 28, 2021, all contained fentanyl. The Hillsborough County Medical Examiner’s Office investigated both deaths and determined that the use of fentanyl caused the deaths of K.K. and N.M. 

    This case was investigated by the Federal Bureau of Investigation, the Drug Enforcement Administration, the Hillsborough County Sheriff’s Office, and the Hillsborough County Medical Examiner’s Office. It is being prosecuted by Assistant United States Attorneys Michael Sinacore and Ross Roberts.

    This case was part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.   • MIL-OSI Security: Leader of Large-Scale Drug Trafficking Organization Pleads Guilty in Federal Court

    CONCORD – A Boston man pleaded guilty yesterday in federal court in Concord to conspiring to distribute fentanyl and cocaine in New Hampshire, Acting U.S. Attorney Jay McCormack announces.

    Juan Ramon Soto Baez, 55, pleaded guilty to one count of conspiracy to distribute controlled substances, namely, cocaine and fentanyl.  U.S. District Court Judge Samantha Elliott scheduled sentencing for May 29, 2025.  On April 26, 2023, the defendant was charged along with 20 other defendants. To date, 10 defendants involved in the conspiracy have been convicted.

    According to the plea agreement and statements made in court, the defendant was the leader of a Massachusetts-based drug trafficking organization that distributed large quantities of fentanyl and cocaine in New Hampshire, particularly Manchester, between September of 2019 and April of 2023.  The organization was run like a business, operating “dispatch” telephone lines where customers could call in to order narcotics. The defendant or a trusted member of the conspiracy working for him would take customer orders on the phone, and then he would either deliver the order himself or send a runner to conduct the drug sale at an arranged meeting location.

    During the timeframe of the conspiracy, law enforcement agents observed and recorded the defendant and his co-conspirators selling fentanyl and cocaine on nineteen occasions. On the day of the defendant’s arrest, a search of a residence associated with the conspiracy yielded $15,000 and drug ledgers.  A search of a vehicle used by the drug trafficking organization yielded roughly 94 grams of fentanyl and 196 grams of cocaine packaged in small baggies for distribution.

    The charging statute provides a sentence of no greater than 20 years in prison, at least three (3) years of supervised release, and a maximum fine of $1,000,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    The Federal Bureau of Investigation and the Drug Enforcement Administration led the investigation. Valuable assistance was provided by the Manchester Police Department. Assistant U.S. Attorney Aaron Gingrande is prosecuting the case.

  • MIL-OSI USA: U.S. Route 11 Bridge Replacement Project Underway

    Governor Kathy Hochul today announced that work will soon begin on the $33.6 million project to replace the aging bridge carrying U.S. Route 11 over the Oneida River in the Town of Cicero, Onondaga County and the Town of Hastings in Oswego County. The bridge serves as a substantial north-south connection through the Hamlet of Brewerton, with an estimated 13,000 motorists traversing it daily. The surrounding area — rich in history and recreation — is well-regarded as a popular spot for boating, fishing and other water-based activities, and serves as an energetic epicenter for restaurants and small businesses. Due to its proximity to Interstate 81, Route 11 provides easy access to the City of Syracuse and the surrounding Central and Northern New York communities for residents and visitors alike.

    “New York State has demonstrated its unwavering commitment to investing in communities through the revitalization of its infrastructure,” Governor Hochul said. “The Route 11 bridge over the Oneida River in Brewerton is a pivotal connection that we must maintain, and this state-funded undertaking will ensure it remains safe and reliable now and into the future.”

    First constructed in the early 20th century, the Route 11 bridge helped to facilitate trade and travel across the Oneida River. It has undergone significant rehabilitation work over the years: most recently in 1986. Several other smaller projects over the last two decades have addressed minor repairs to the bridge.

    It is anticipated that by the fall of 2026, the new bridge will be complete, and traffic will be moved from the temporary bridge to the new bridge. Full construction on the project is anticipated to be completed in early 2027.

    New York State Department of Transportation Commissioner Marie Therese Dominguez said, “Central New York is undergoing an incredible transformation, and it is crucial that our transportation infrastructure is ready to handle this unprecedented growth. This innovative bridge design demonstrates Governor Kathy Hochul’s commitment to creating a safe and resilient transportation network, and the multi-modal features of the structure will ensure everyone has a safe way of reaching recreational attractions along the Oneida River, which help to fuel the local economy and provide new opportunities for regional growth.”

    State Senator Christopher Ryan said, “This investment in the Route 11 bridge is a testament to our commitment to strengthening Central New York’s infrastructure and ensuring safe, reliable connections for residents, businesses and visitors. By modernizing this critical crossing, we are not only improving efficiency but also supporting economic growth and enhancing access to the recreational and commercial opportunities that make this region so vibrant. I thank Governor Hochul and NYSDOT for their continued commitment to the transformation of Central New York infrastructure.”

    Assemblymember Will Barclay said, “I’m pleased to see investments being made to strengthen Central New York’s transportation infrastructure. Replacing the Route 11 Bridge is critical to ensuring it is reliable and safe for the 13,000 motorists who depend on it daily. This project will also enhance the region’s ability to support the many residents and visitors who come to the area for its boating, fishing, and recreational opportunities. This investment will serve the community for years to come, promoting both safety and economic growth.”

    Assemblymember Al Stirpe said, “Governor Hochul’s announcement today that the Route 11 bridge in Brewerton will be replaced clearly extends her commitment to invest and enhance Upstate infrastructure and communities. Replacing the Route 11 bridge, which straddles both sides of the Oneida River in the heart of Brewerton, will improve safety for motorists, cyclists and pedestrians. Brewerton’s recently successful NY Forward grant and today’s announcement acknowledge the importance of our historic communities and recognize the potential and future of our downtowns.”

    Projected Outcomes of the Bridge Replacement Project

    Demolition of the existing bridge is expected to begin this fall, after traffic is shifted to a temporary bridge that will accommodate alternating one-way traffic. Modernized traffic signals will be installed at the northbound and southbound approaches of the temporary bridge, with vehicle-detection sensors in place to adjust motorists’ wait time based on traffic flow, which will considerably reduce travel impacts to the public. Emergency vehicles will utilize a preemption system to clear the temporary bridge of all traffic, allowing emergency vehicles to safely cross the bridge, as needed, and without delay.

    Once traffic is shifted to the temporary one-lane bridge, construction on the first gussetless truss bridge in New York State will begin, with the new structure being erected within the same alignment and footprint as the existing bridge. The gussetless truss bridge is widely considered to be more modern and efficient. The current design makes the bridge’s steel plates, which are located beneath the roadway, more susceptible to draining salt water and debris during the harsh winter months, while the connections needed for the new design are located above the roadway, making the bridge more easily accessible for inspection and maintenance crews, which aids in the prevention of wear and tear, improving durability, and saving money.

    The state-of-the-art bridge is designed for a 75-year service life, but the gussetless details, combined with a metalized coating protection, and routine care, will likely extend its lifespan well beyond that. Construction will also include new concrete bridge piers, abutments, and a concrete deck that will be supported directly by floor beams, reducing the cost of inspections, upkeep and future replacement.

    Standard eight-foot shoulders will be installed, providing room for emergency vehicles, disabled vehicles, and snow and ice equipment. Existing drainage structures and pipes will also be replaced to prevent excess runoff, and utilities will be relocated through the girders of the new structure, eliminating the need for nearly a dozen utility poles, which will help prevent unnecessary damage, and create a more streamlined appearance.

    The addition of five-foot sidewalks on each side of the bridge adds options for multi-modal transportation and optimizes the health and safety of pedestrians and cyclists, as will decorative streetlights being installed on the approaches to the bridge, and in the truss hung from the center of the roadway, which will help increase visibility.

  • MIL-OSI Security: Fort Myers Convicted Felon Sentenced For Possessing Firearm, Trafficking Marijuana

    Fort Myers, Florida – U.S. District Judge Thomas Barber has sentenced Warren Gregory Edwards (34, Fort Myers) to two years and six months in federal prison for possessing a firearm as a convicted felon and possessing marijuana with intent to distribute. The court also ordered Edwards to forfeit the Smith & Wesson firearm involved in the offense. Edwards pleaded guilty on December 5, 2024.

    According to court documents, Edwards was stopped by deputies from the Lee County Sheriff’s Office for driving without a seatbelt. The deputies smelled marijuana, searched the car, and located a Smith & Wesson handgun and numerous bags of marijuana. The majority of the marijuana was in a large, clear plastic bag, and nearby were several new, empty, smaller bags. Also present in the vehicle was a scale and cup with marijuana residue. Edwards, who is prohibited from possessing a firearm based on his convictions for aggravated assault with a deadly weapon and felon in possession, admitted to ownership of the marijuana and firearm.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives. It was prosecuted by Assistant United States Attorney Benjamin S. Winter.

  • MIL-OSI Security: Bradenton Man Sentenced To Over Seven Years In Federal Prison For Firearms And Narcotics Offenses

    Tampa, Florida – U.S. District Judge Mary S. Scriven has sentenced Terry Lavon McDonald, Jr. (32, Bradenton) to seven years and six months in federal prison for possession of a firearm or ammunition by a convicted felon, possession with intent to distribute cocaine and fentanyl, and possession of a firearm in furtherance of a drug trafficking crime. The court also ordered McDonald to forfeit a Smith & Wesson firearm and ammunition, which were used in the commission of the offense. McDonald pleaded guilty on November 22, 2024.

    According to court documents, on October 5, 2023, deputies from the Manatee County Sheriff’s Office executed a residential search warrant in Bradenton based on a series of controlled fentanyl purchases from another individual at the residence. At the time of the execution, McDonald was the sole occupant of a vehicle backed into the driveway. The vehicle was searched, and McDonald was found in possession of a loaded Smith & Wesson handgun, a digital scale, fentanyl, and cocaine. Prior to the offense, McDonald had been convicted of multiple felonies, including possession of cocaine with intent to sell or deliver, fleeing or attempting to elude a law enforcement officer, and carrying a concealed firearm. As a convicted felon, he is prohibited from possessing a firearm or ammunition under federal law.          McDonald’s cellphone was recovered during his arrest and a search warrant was obtained for its contents. Multiple photographs were found in the cellphone depicting McDonald in possession of suspected firearms and narcotics, as depicted below.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Manatee County Sheriff’s Office. It was prosecuted by Assistant United States Attorney Jeff Chang.

    Proposals for new affordable homes as part of Lancaster’s Canal Quarter development site have taken a further step forward.

    Lancaster City Council has long held ambitions to develop the Canal Quarter, with a masterplan for the area setting out how the derelict and underused site will be transformed into a vibrant new neighbourhood.

    The first of the sites to be made available, the Nelson Street car park, is now set to be redeveloped with South Lakes Housing and Tyson Construction given exclusive rights to draw up proposals for a new affordable housing and mixed tenure development. The project has been developed with the support of the Brownfield Land Release Fund (BLRF2) from the One Public Estate programme.

    But with it likely to be at least a year before the development gets underway and the car park closes, motorists and businesses have been reassured that temporary and long-term measures will be in place to make up for any loss of parking spaces.

    Work is already underway to increase the available spaces on other car parks and the Castle car park is also set to reopen in April 2026, providing a boost to the city’s parking spaces.

    More extensive parking on Kingsway is also being explored, which would provide overspill capacity and extra spaces for busy times such as when festivals and events are taking place.

    By April 2026, despite losing Nelson Street, it’s planned that the total number of spaces will increase to 1,554, rising to 1,654 with Kingsway. This exceeds the current availability of 1,329.

    In the long-term, the potential for multi storey car parking or the use of decking to increase the capacity of current car parks in the city is also being investigated.

    Councillor Caroline Jackson, leader of Lancaster City Council and portfolio holder for housing, said: “The development of the Nelson Street car park will make an important contribution to the supply of new housing within the city centre, including the provision of affordable homes.

    “We’ve listened to the city’s businesses and understand their concerns over the loss of these valuable car parking spaces.

    “That’s why, by the time the car park has to close for development, we will have measures in place that should lead to an overall net increase across the city compared to what we have currently.”

    The council is also looking to introduce a new car park vehicle counting system to make it easier for motorists to find a space at busy times.

    This system will provide motorists with real time occupancy data, meaning they will be able to see where there is capacity available. It is currently out to procurement with a view to being installed later this year.

    The development of 49 affordable homes is set to be built by South Lakes Housing (SLH) to help meet the urgent need for affordable housing throughout the area.  SLH is an independent, not-for-profit housing association and has previously worked with the city council on the award-winning Lune Walk development at Halton

    Seattle – A 42-year-old Los Angeles County, California man was sentenced today in U.S. District Court in Seattle to two years in prison for abusive sexual contact aboard an aircraft enroute to Seattle from Burbank, California, announced Acting U.S. Attorney Teal Luthy Miller. Justin Baker was arrested March 14, 2024, when the Alaska Airlines plane arrived at SEA.  Baker has been in custody since the jury returned its guilty verdict on October 23, 2024.  At sentencing U.S. District Judge John C. Coughenour imposed the maximum sentence allowed by law saying, “I was particularly struck by the candor of the victim and her bravery in testifying.”

    “This was a calculated and predatory sexual assault on an 18-year-old girl,” said Acting U.S. Attorney Miller. “Mr. Baker underestimated the victim’s strength in testifying, as well as the commitment we have in the Western District of Washington to hold these aircraft offenders accountable.”

    According to records filed in the case and testimony at trial, Baker was in the middle seat, with the victim seated to his right next to the wall of the plane. Baker learned the victim was preparing to go to college and was just 18 years old. According to testimony at trial, Baker showed the teen sexually explicit text messages he had on his phone and then draped his jacket over his lap as well as her lower body. The victim attempted to move away from Baker and closer to the wall. He reached under the jacket and groped her leg. Despite the victim saying “No” and moving away when he first tried to touch her, he continued to grope her genitals over her clothing. Then he reached into her top and groped her breast

    Ultimately, the victim got out of her seat to contact the flight crew. As she tried to pass by Baker, he groped her buttocks and pulled her back down into her seat. Ultimately the victim was able to leave and report the assault.

    Speaking in court today, Assistant United States Attorney Grace Zoller said Baker, “treated the victim like an object… He dehumanized her.”

    The victim shared how the assault has “shattered the trajectory of her life.” She told the court about anxiety around airports and flying, and how her family and loved ones “have watched me change in ways I have never imagined.” Her goal she said is to “hold Baker accountable.”

    Judge Coughenour said he was imposing the maximum two-year sentence because of the “seriousness of the crime, the harm to the victim and the danger (Baker) poses to the community.”

    When released from prison, Baker will be on five years of federal supervision and will be required to register as a sex offender.

    The case was investigated by the FBI and the Port of Seattle Police. The case was prosecuted by Assistant United States Attorneys Kristine Foerster and Grace Zoller.

    There’s a chance Donald Trump’s second term as US president could have a long-term negative impact on the demand for and supply of what are known as critical minerals. These include copper, lithium, nickel, cobalt and the “rare earth elements”, such as lanthanum and yttrium.

    They are vital for the green energy transition, being used in electric car batteries, solar panels and wind turbines. Trump’s decision to pull out of the UN’s Paris agreement to control global warming has led to some pessimistic perspectives on this policy’s impacts.

    If Trump’s move towards oil and gas is interpreted by the markets as permanent, the price incentive for new mining projects for critical minerals will fall, along with long-term supply. This could potentially threaten the green energy transition.

    However, there are reasons to doubt this pessimistic scenario. Contrary to this, we believe that the new US administration policy is just a temporary shock without a significant change to the world’s energy transition trajectory. Therefore, critical mineral markets will remain buoyant in the medium and long term. This position is based on three main arguments.

    1. The US holds a competitive position in critical mineral markets

    There’s a generalised perception that the US depends on importing critical minerals from other countries, such as China. This is true for a handful, but, overall, America is one of the most competitive countries in producing the minerals needed for green technology.

    Indeed, the US has a revealed comparative advantage in exporting a wide variety of minerals and, among them, the most critical ones.

    Therefore, it will be in the US’s interests to keep the lucrative critical mineral markets dynamic. Even if the US reduces its sustainability ambitions, slowing its demand for new clean technologies, it is likely to do it carefully, so as not to harm its own industries.

    Indeed, we expect the US to increase its interest in developing processing industries to recover some minerals from electronic waste or intermediate stages in some manufacturing processes. These include germanium and gallium, which are tightly controlled by China (their biggest producer) but which are vital for computer chips and renewable energy technology, as well as night-vision goggles.

    2. The US produces and uses only a small share of clean technologies

    China and Europe drive these markets. The US does not drive either the demand or the supply for new clean technologies. On the demand side, the US only represents 10% of world electric car sales, while China and Europe account for 66% and 20% of the market respectively.

    Similarly, for the world installed solar energy capacity, China represents over 43% of the market, Europe 20%, and the US only 10%. On the supply side, the US produces around 15% of the world’s electric cars, while China represents more than 50% of the market.

    For other clean technologies, statistics are similar with a remarkable leadership of China in the production of solar panels and wind turbines.

    So the policies followed by China and Europe are likely to have a much larger impact on the energy transition than the US’s. In the likely event that these countries continue pushing forward the green transition, the cost of slowing its technological catch up for the US will be too high.

    Moreover, oil producer countries of the Middle East are heavily betting for new clean technologies, which could offset the lower appetite for green assets from the US. So regardless of what Trump’s administration will decide on this matter, its influence on the market for clean technologies will be limited.

    3. New tariffs could further increase some minerals’ criticality

    Import tariffs imposed by Trump’s first administration to promote local production damaged US exports of those industries using imported intermediate, or partly finished, goods. In other words, international trade along global value chains has modified the textbook dynamics of protectionism, and exports are hindered – and not fostered – by import protection.

    President Trump has said he plans to impose 25% new tariffs on imports from Canada and Mexico. This could increase the criticality of some minerals for the US. For example, nickel and aluminium could become even more critical to the US economy because Canada supplies almost 40% of the nickel employed by US industry, and 70% of the aluminium.

    As a consequence, new tariffs could indeed increase the criticality of some minerals. Indeed, this was probably in some way behind the decisions to postpone the tariff increases and to only impose them on selected products.

    The energy policies of the new American administration will have ripple effects. But these are likely to be temporary and the market in critical minerals is unlikely to be affected long term. The global transition to clean energy seems safe, for now.

  • MIL-OSI USA: TCU/IAM Lorton, Va. Amtrak Auto Train Workers Picket for a Living Wage

    More than a year after voting to organize into the Transportation Communications Union (TCU/IAM), the largest union on Amtrak, a group of Drummac employees who work on the Amtrak Auto Train Property in Lorton, Va., are holding an informational picket against Drummac management’s stall tactics during negotiations.

    “These employees work tirelessly outside, in all weather conditions, to professionally load and unload cars and motorcycles from the trains,” said TCU/IAM Organizing Director Sal Rodriguez. “They fought and won a union in 2023 – it’s well-past time for the company to get serious.”

    Amtrak contracts with a third-party company called Drummac to safely load and unload vehicles from their Auto Trains, which travel between Lorton, Va. and Sanford, Fla. The Amtrak Auto Train runs seven days a week, and is one of the highest revenue-producing routes for Amtrak nationwide.

    The demands from Drummac workers are simple: fairer wages, proper work scheduling, and improved benefits and overall working conditions. TCU/IAM has been bargaining in good faith to provide these workers with a fair contract, but negotiations have been exceedingly slow.

    “Unfortunately, Drummac’s offers have been wholly unserious thus far,” said Matt Hollis, TCU/IAM’s Lead Negotiator. “These workers are seeking things most of America has or recently got: a raise! That’s not too much to ask.”

    The informational picket aims get the word out to the public and customers to let them know how Drummac treats employees that handle their vehicles.

    The Drummac workers who load and unload these vehicles:

    • Are paid HALF the industry standard.
    • Are only being offered pennies for raises.
    • Are often forced to work unpaid time due to required flexibility for varying train schedules.
    • Can’t even afford the Auto Train they work on.
    • Haven’t had a raise in over a year.

  • MIL-OSI Global: Greenland’s rapidly melting ice and landslide-prone fjords make the oil and minerals Trump covets dangerous to extract

    Since Donald Trump regained the presidency, he has coveted Greenland. Trump has insisted that the U.S. will control the island, currently an autonomous territory of Denmark, and if his overtures are rejected, perhaps seize Greenland by force.

    During a recent congressional hearing, senators and expert witnesses focused on Greenland’s strategic value and its natural resources: critical minerals, fossil fuels and hydropower. No one mentioned the hazards, many of them exacerbated by human-induced climate change, that those longing to possess and develop the island will inevitably encounter.

    That’s imprudent, because the Arctic’s climate is changing more rapidly than anywhere on Earth. Such rapid warming further increases the already substantial economic and personal risk for those living, working and extracting resources on Greenland, and for the rest of the planet.

    I am a geoscientist who studies the environmental history of Greenland and its ice sheet, including natural hazards and climate change. That knowledge is essential for understanding the risks that military and extractive efforts face on Greenland today and in the future.

    Greenland: Land of extremes

    Greenland is unlike where most people live. The climate is frigid. For much of the year, sea ice clings to the coast, making it inaccessible.

    An ice sheet, up to 2 miles thick, covers more than 80% of the island. The population, about 56,000 people, lives along the island’s steep, rocky coastline.

    While researching my book “When the Ice is Gone,” I discovered how Greenland’s harsh climate and vast wilderness stymied past colonial endeavors. During World War II, dozens of U.S. military pilots, disoriented by thick fog and running out of fuel, crashed onto the ice sheet. An iceberg from Greenland sunk the Titanic in 1912, and 46 years later, another sunk a Danish vessel specifically designed to fend off ice, killing all 95 aboard.

    Now amplified by climate change, natural hazards make resource extraction and military endeavors in Greenland uncertain, expensive and potentially deadly.

    Rock on the move

    Greenland’s coastal landscape is prone to rockslides. The hazard arises because the coast is where people live and where rock isn’t hidden under the ice sheet. In some places, that rock contains critical minerals, such as gold, as well as other rare metals used for technology, including for circuit boards and electrical vehicle batteries.

    The unstable slopes reflect how the ice sheet eroded the deep fjords when it was larger. Now that the ice has melted, nothing buttresses the near-vertical valley walls, and so, they collapse.

    In 2017, a northwestern Greenland mountainside fell 3,000 feet into the deep waters of the fjord below. Moments later, the wave that rockfall generated (a tsunami) washed over the nearby villages of Nuugaatsiaq and Illorsuit. The water, laden with icebergs and sea ice, ripped homes from their foundations as people and sled dogs ran for their lives. By the time it was over, four people were dead and both villages lay in ruin.

    Steep fjord walls around the island are littered with the scars of past rockslides. The evidence shows that at one point in the last 10,000 years, one of those slides dropped rock sufficient to fill 3.2 million Olympic swimming pools into the water below. In 2023, another rockslide triggered a tsunami that sloshed back and forth for nine days in a Greenland fjord.

    There’s no network of paved roads across Greenland. The only feasible way to move heavy equipment, minerals and fossil fuels would be by sea. Docks, mines and buildings within tens of feet of sea level would be vulnerable to rockslide-induced tsunamis.

    Melting ice will be deadly and expensive

    Human-induced global warming, driven by fossil fuel combustion, speeds the melting of Greenland’s ice. That melting is threatening the island’s infrastructure and the lifestyles of native people, who over millennia have adapted their transportation and food systems to the presence of snow and ice. Record floods, fed by warmth-induced melting of the ice sheet, have recently swept away bridges that stood for half a century.

    As the climate warms, permafrost – frozen rock and soil – which underlies the island, thaws. This destabilizes the landscape, weakening steep slopes and damaging critical infrastructure.

    Permafrost melt is already threatening the U.S. military base on Greenland. As the ice melts and the ground settles under runways, cracks and craters form – a hazard for airplanes. Buildings tilt as their foundations settle into the softening soil, including critical radar installations that have scanned the skies for missiles and bombers since the 1950s.

    Greenland’s icebergs can threaten oil rigs. As the warming climate speeds the flow of Greenland’s glaciers, they calve more icebergs in the ocean. The problem is worse close to Greenland, but some icebergs drift toward Canada, endangering oil rigs there. Ships stand guard, ready to tow threatening icebergs away.

    Greenland’s government banned drilling for fossil fuels in 2021 out of concern for the environment. Yet, Trump and his allies remain eager to see exploration resume off the island, despite exceptionally high costs, less than stellar results from initial drilling, and the ever-present risk of icebergs.

    As Greenland’s ice melts and water flows into the ocean, sea level changes, but in ways that might not be intuitive. Away from the island, sea level is rising about an inch each six years. But close to the ice sheet, it’s the land that’s rising. Gradually freed of the weight of its ice, the rock beneath Greenland, long depressed by the massive ice sheet, rebounds. That rise is rapid – more than 6 feet per century. Soon, many harbors in Greenland may become too shallow for ship traffic.

    Greenland’s challenging past and future

    History clearly shows that many past military and colonial endeavors failed in Greenland because they showed little consideration of the island’s harsh climate and dynamic ice sheet.

    Changing climate drove Norse settlers out of Greenland 700 years ago. Explorers trying to cross the ice sheet lost their lives to the cold. American bases built inside the ice sheet, such as Camp Century, were quickly crushed as the encasing snow deformed.

    In the past, the American focus in Greenland was on short-term gains with little regard for the future. Abandoned U.S. military bases from World War II, scattered around the island and in need of cleanup, are one example. Forced relocation of Greenlandic Inuit communities during the Cold War is another. I believe that Trump’s demands today for American control of the island to exploit its resources are similarly shortsighted.

    However, when it comes to the planet’s livability, I’ve argued that the greatest strategic and economic value of Greenland to the world is not its location or its natural resources, but its ice. That white snow and ice reflect sunlight, keeping Earth cool. And the ice sheet, perched on land, keeps water out of the ocean. As it melts, Greenland’s ice sheet will raise global sea level, up to about 23 feet when all the ice is gone.

    Climate-driven sea level rise is already flooding coastal regions around the world, including major economic centers. As that continues, estimates suggest that the damage will total trillions of dollars. Unless Greenland’s ice remains frozen, coastal inundation will force the largest migration that humanity has ever witnessed. Such changes are predicted to destabilize the global economic and strategic world order.

    These examples show that disregarding the risks of natural hazards and climate change in Greenland courts disaster, both locally and globally.
