    The Chancellor closes the International Investment Summit promising the government is bringing investment and jobs back to Britain.

    In a speech to some of the world’s biggest businesses and investors, Rachel Reeves revealed that restoring fiscal stability will be at the centre of her first Budget on 30 October. She made the case that it is the only way to ensure government and business can invest with confidence. 

    The Chancellor went on to set out how two new bodies will drive long-term investment in Britain as the government works hand in hand with business to create new high skilled jobs right across the UK, helping make people better off. 

    Chancellor of the Exchequer Rachel Reeves, MP said: 

    When we said we would end instability, make growth our national mission and enter a true partnership with business we meant it.  

    The decisions which lie ahead of us will not always be easy. But by taking the right choices to grow our economy and drive investment we will create good jobs and new opportunities across every part of the country. That is the Britain we are building. 

    The first announcement from the Chancellor was that from today the UK Infrastructure Bank will operate as the National Wealth Fund (NWF), with its headquarters in Leeds. 

    The National Wealth Fund will catalyse tens of billions of pounds of private investment into in the UK’s clean energy and growth industries, including green hydrogen, carbon capture and gigafactories.

    Building on UKIB’s leadership and expertise, the NWF will go further, able to make investments that maximise the mobilisation of private investment. This will include the ability to trial new blended finance solutions with government departments that take on additional risk to facilitate higher impact in individual deals and performance guarantees. 

    The National Wealth Fund will have a total of £27.8 billion and will work with key industry partners, including mayors, to support delivery of their investment plans. 

    The Government will also bring forward legislation to give the NWF a broader mandate than just infrastructure, ensuring it is a permanent part of government’s investment offer.

    Alongside this the Chancellor, together with Secretary of State for Business and Trade Jonathan Reynolds, announced a new British Growth Partnership as part of the British Business Bank (BBB). 

    The BBB already supports the UK’s fastest growing, most innovative companies deploying £3.5bn to support over 23,000 businesses last year. 

    The British Growth Partnership will allow it to do more by creating a new way for the British Business Bank and institutional investors to invest in innovative companies together.

    Leveraging the British Business Bank’s market expertise, these long-term investments will be made independently of government on a fully commercial basis. In the coming months, the British Business Bank will seek to raise hundreds of millions of pounds of investment for this fund, with the aim of making investments by the end of 2025.

    Additionally, the government will implement a set of reforms to the British Business Bank’s financial framework that will increase its impact and increase its ability to respond flexibly to the market, including by putting the British Business Bank’s £7.9bn set of commercial programmes on a permanent footing.

    Today’s measures follow the Government announcing more than £24 billion of private investment for pioneering energy projects and thousands of jobs in the green industries secured ahead of International Investment Summit.

    This adds to the announcement last week that up to 500 UK manufacturing jobs are set to be supported as bus operator Go Ahead confirms a major £500 million investment to decarbonise its fleet. This includes creating a new dedicated manufacturing line and partnership with Northern Ireland-based UK bus manufacturer Wrightbus.    

    And it also builds on the Government confirming funding to launch the UK’s first carbon capture sites in Teesside and Merseyside. Two new carbon capture and CCUS enabled hydrogen projects will create 4,000 new jobs, in a boost for the economy and British industry, helping remove over 8.5 million tonnes of carbon emissions each year – the equivalent of taking around 4 million cars off the road.

    All of you will be familiar with the kaupapa kōrero today, Māori access to capital.

    Kiingi Tawhiao established Te Pēke o Aotearoa in around 1885 to support a growing Māori economy. At that time the financial system was excluding Māori. Te Pēke o Aotearoa was a response. It was a vehicle for Māori to participate in this new system.

    Te Peeke o Aotearoa was a pioneer for financial inclusion that was for all New Zealanders. Historians point to an inscription on each of the banknotes saying ‘e whaimana ana tenei moni ki ngā tāngata katoa’, meaning ‘this money is valid for all people’.

    This highlights the inclusive goal that was pursued, a mindset we can all learn from.

    Why Māori access to capital matters

    Financial inclusion means that people have access to financial products and services that meet their needs. All New Zealanders should be able to benefit from inclusion in the financial system. At the Reserve Bank, we would be at a loss if we did all the hard work to promote a financial system that was strong, stable, and efficient, only for people to tell us that they are unnecessarily excluded.

    Customer experience still an untapped opportunity to drive sales growth for auto brands and mobility providers

    • Three quarters (76%) of vehicle/mobility services customers expect the same hassle-free end-to-end experience offered by other industries
    • However, most organizations (73%) are over-indexing on the importance of reputation in customer experience instead of prioritizing digital experiences and post-purchase services

    Paris, October 14, 2024 – The Capgemini Research Institute’s latest report titled ‘Joining the race: Automotive’s drive to catch up with customer experience’, published today, reveals a significant gap between how automotive business leaders and consumers perceive the quality of their customer experience (CX). In today’s competitive landscape, customer expectations are shaped by exceptional service standards across various industries, yet the survey shows that automotive CX frequently falls below par, ranking 9thout of 13 major consumer-facing industries. In comparison, mobility-as-a-service is overall ranked higher by customers, but with a significant variation depending on the country.

    According to the report, the Net Promoter Score (NPS®)1 for vehicle brands shows a notable gap between customer and organizations’ perceptions of CX. Whilst executives surveyed estimate this score at 14, consumers score automotive brands an average NPS rating of 2, lower than any other consumer-facing industry.

    Perception gaps in brand reputation, ease of use and access, and emotional connection
    While 73% of vehicle brands or mobility providers consider brand reputation as the top factor in the buying decision, only 48% of consumers surveyed do. In addition, emotional connection with the brand is also considered as an important factor by consumers (41%) compared to only 24% of organizations surveyed.

    Ease of use and accessibility emerge as a top priority that influence the large majority (76%) of consumer decisions to opt for or stay with a vehicle brand or mobility service, whereas only 51% of organizations consider it as a priority: consumers surveyed expect seamless and hassle-free functionality across apps, dashboard screens, battery charging, and insurance claims (77%), best-in-class digital experience (59%), and eco-friendly options (51%).

    According to the report, only 29% of automotive brands and mobility services customers rate consistent experiences across channels as extremely good or good. The vast majority (90%) report dissatisfaction with the integrated services – pre-purchase to aftersales – provided to them, for instance, the availability of a single app for all vehicle or transport needs.

    Seven in ten organizations consider CX as a C-level priority, with opportunities to be seized in digital experiences and post-purchase services
    Fewer than one in five (17%) organizations surveyed involve IT or digital teams in CX initiatives while three-quarters of customers are feeling dissatisfied with digital experiences.

    In 41% of organizations surveyed, CX is limited to a few functional areas, such as sales, customer service and support. Only one-third (27%) involve marketing and communications, in contrast to research and development for nearly half of them (49%).

    Overall, the report highlights that CX initiatives are disproportionately focused on the pre-purchase and purchase phases in contrast with the post-purchase stages of the customer journey, like servicing and maintenance and end of life of vehicle, including reselling, renewing subscriptions, and refurbishing. 57% of consumers surveyed who are planning to switch brands within 6-18 months express dissatisfaction with their post-purchase service and maintenance experience.

    “Amid constant industry change, focusing on customer interactions is essential. But, when it comes to delivering a consistent customer experience ‘one size does not fit all’,” said Laurence Noël, Head of Global Automotive Industry at Capgemini. “Mobility consumers demand the same level of experience than the one offered by other sectors that is hassle-free, digitalized, and sustainable. A cultural shift is underway, notably among Gen Z, millennials, and Gen X consumers in Europe from vehicle ownership to on-demand access to transportation. Automotive organizations should seize the opportunity offered by CX-enhancing digital solutions to create true end-to-end customer journeys focusing the full lifecycle, beyond pre-sales/sales offerings, that include maintenance, software updates, and personalized services. In this fast-changing highly competitive market, a full-mobility experience across the customer journey until the end-life of the vehicle, can be seen as a top priority for brands to differentiate themselves.”

    Report Methodology
    The Capgemini Research Institute surveyed 600 senior executives from large automotive OEMs (including passenger cars, two- and three-wheelers, trucks, and buses), fleet service organizations, dealers, aftersales organizations, and Mobility-as-a-Service (MaaS) providers (e.g., car rental, taxi, and ridesharing providers). The surveyed automotive passenger-car OEMs and dealers each have an annual revenue exceeding $1 billion, while the OEMs producing two- and three-wheelers, trucks, and buses, as well as the fleet service and aftersales organizations, and MaaS providers each have annual revenue over $300 million. These executives are based in 10 countries across North America, Europe, and Asia-Pacific. The global survey took place in August 2024.
    The research also included a global survey of 10,000 consumers over the age of 18 across 11 countries. To complement the survey findings, the Institute also conducted in-depth discussions with 32 CX experts from automotive and MaaS organizations, as well as from other consumer-facing industries, such as hospitality and hotels, consumer products and retail, luxury goods and retail, consumer electronics, airlines and transport, and banking and insurance.

  • MIL-OSI Global: Frieze 2024: it’s an industry art fair you’re not supposed to like – but here’s why you might

    The average art lover isn’t supposed to like art fairs because they’re so corporate. When you pay £9 for a sandwich and your wifi is sponsored by a big bank, you can understand the reservations. They’re also too big and crowded. Even the VIPs are left queuing to get in.

    But the fair provides opportunities to see work from galleries from all over the world in London and there is plenty of good art on display. As Frieze describes itself “[it] is one of the world’s most influential contemporary art fairs, focusing only on contemporary art and living artists”. It is primarily for those in the art world, those who create, critique and those who collect, and a lot of money changes hands as the world’s galleries show the best they have. But it has also become a cultural day out.

    Apart from loads of great painting and the occasional noncommercial showpiece, Frieze goes out of its way to balance the corporate with more thoughtful displays. There’s a chance to see big-name artists, international galleries and work by new artists. The “Artist-to-Artist” section returned this year, containing work by emerging talents (selected by established artists). With so much on show, Frieze can be daunting. You can easily spend a whole day at the fair, but with so much on display there is truly something for everybody.

    At this year’s Frieze, international highlights included Proyectos Ultravioleta from Guatemala city, who showed miniature paintings by Rosa Elena Curruchich hung alongside larger works emblazoned with the text “me venden” (they’re selling me) by Edgar Calels. Calels also brought the smell of a forest into the booth by covering the floor with pine needles.

    Jhaveri Contemporary (Mumbai, India) presented work by the Bangladeshi duo Kamruzzaman Shadhin and Gidree Bawlee. The piece Kaal (Pala) consists of seven delightful jute figures – among the most enchanting figurative sculptures I have seen recently. Joydeb Roaja’s pen drawings of people, tanks, and people with tanks on their heads are as enigmatic and disturbing as they are engaging.

    Non-commercial art appeared in Jenkins Van Zyl’s Sweat Exchange at Edel Assanti (London). This video installation housed in what Van Zyl has called a sauna-cum-“sweat extraction brewery”, which features two doppelgangers, who alternate between self-care and abuse. Imagine the Pink Panther crossed with Jar Jar Binks as a drag queen and you’re nearly there.

    Then there was Patrick Goddard’s silver cast bees on the floor of Seventeen Gallery, and Lawrence Lek (winner of the Frieze artist award) who has produced Guanyin: Confessions of a Former Carebot – an interactive videogame installation about an AI created to service self-driving cars.

    Most of the works were are those hung on walls. Gallery booths have a small storage area in which they are able to keep paintings and prints, (but less able to store sculptural works). Collectors also favour paintings, prints and photographs to adorn their walls (or similarly put into storage) over artists’ films or video installations.

    What’s to complain about though when there is so much good painting on display?

    Highlights included Tom Anholt and Ryan Mosley at Josh Lilley Gallery (London); Carl Freedman Gallery (Margate), which showed great paintings by Ben Senior, Laura Footes and Vanessa Raw (as well as Lindsey Mendick’s ceramic sculptures) and Tanya Leighton Gallery (Berlin and LA), which had plenty of good painting on show, including works by Matthew Krishanu. Ingleby (Edinburgh) showed Andrew Cranston and Hayley Barker and Arcadia Missa (London) showed Lewis Hammond’s Schmetterling, an eerie blue interior with an unsettling blue-eyed figure, and Jesse Darling, whose Come on England (up the) takes a novel approach to wall-based work by leaning crowd-control barriers in the corner of the gallery booth.

    Counter Editions (Margate) presented a Tracey Emin solo show. You’re not supposed to like Emin, since she outed herself as a Tory sympathiser. Opposite is a Billy Childish solo show at Lehmann Maupin (London, Seoul, New York), where the artist paints live while wearing a beret next to a dirty stepladder for reaching the tops of the large canvases. You’re not supposed to like Billy Childish either because he is a Stuckist (stuck in the age of Van Gogh and Edvard Munch – his only two art heroes). Funnily enough, Charles Thomson, co-founder of Stuckism, derived the name from an insult by Emin, who told Childish, her ex-lover, that his art was “stuck, stuck, stuck”. Don’t tell anybody, but the Emin and Childish works were quite good.

    With an annual curated section, more solo shows and over 270 Galleries from more than 40 countries, if you love art in all its forms (and can afford it) you should experience Frieze London at least once. If you didn’t go this year, you really should spend a day there next. Despite what people say… you’re bound to find something you like.

  • MIL-OSI Submissions: Universities – Seeking new green energy solutions from the sea – in wave power, biofuel and beyond

    Green fields are opening around the world as researchers make inroads into improving efficiencies in more sustainable vehicles via a novel biofuel and power generation from the sea.

     

    For example, Flinders University scientists have recently published results from three different studies – targeting potential methods and future technologies to capture ocean wave power efficiently, produce marine microalgae biofuel, as well as to improve catalytic conversion in engines.

     

    Nanotechnology experts at Flinders University, including Professor Youhong Tang and PhD Steven Wang, with Chinese colleagues have developed a novel wave sensing device which is self-powered by harvesting energy from ocean waves.

     

    The latest results, published in Device (Tuesday 15 October), prototypes a hybrid self-powered wave sensor (HSP-WS), consisting of an electromagnetic generator and a triboelectric nanogenerator.

     

    “The test results show that HSP-WS has the sufficient sensitivity to detect even 0.5 cm amplitude changing of ocean wave,” says PhD candidate Yunzhong (Steven) Wang, from Professor Tang’ research group, who is based at Flinders University’s Tonsley future energy hub.

     

    Professor Tang says that “The data obtained from HSP-WS can be used to fill up the current gap in the wave spectrum which can improve ocean wave energy harvesting efficiency.”

    Ocean wave amplitude is a key parameter in the wave spectrum. The current wave spectrum does not support detailed wave data for wave amplitudes below 0.5 m. Common radar-based ocean data sensors struggle to monitor low-amplitude waves because the measured wave amplitude is often concealed by environmental noise. 

     

    The researchers add that low-amplitude-wave energy harvesters lack proper guidance for optimal placement, which significantly affects their energy-harvesting efficiency.

     

    Meanwhile, nanoscale material scientist, Matthew Flinders Professor Tang, has joined forces with aquaculture expert Professor Jianguang (Jian) Qin and other Flinders University researchers to experiment with a new method to boost production of fast-growing, sustainable microalgae for biofuel or other feedstock.

     

    “Mass production of microalgae is a research focus owing to their promising aspects for sustainable food, biofunctional compounds, nutraceuticals, and biofuel feedstock,” says Professor Tang. 

     

    “For the first time, this study was able to enhance algal growth and lipid accumulation simultaneously, producing essential biomolecules for the third and fourth-generation feedstock for biofuel.”

     

    The novel approach creates an effective light spectral shift for photosynthetic augmentation in a green microalga, Chlamydomonas reinhardtii, by using an aggregation-induced emission (AIE) photosensitiser.

     

    Professor of Aquaculture Jian Qin says industry-scale microalgae culture for lipid and biomass production is still a challenge.

     

    “However, microalgae-derived polyunsaturated fatty acids (PUFA) remain a promising alternative to stock-limited fossil fuels for the recent price hike and future demand and for minimising carbon emissions with 10 to 50 times higher efficiency than terrestrial plants. PUFA also have health-promoting functions for biomedical and pharmaceutical applications,” he says.

     

    Another research group at Flinders University’s College of Science and Engineering has published a paper about a promising new nanotechnology technique for more efficient use of fuels.

     

    “The need for sustainable energy solutions is steering research towards green fuels,” says Associate Professor in Chemistry Melanie MacGregor, from Flinders University. “One promising approach involves electrocatalytic gas conversion, which requires efficient catalyst surfaces.”

     

    “In this study, we developed and tested a plasma-deposited hydrophobic octadiene (OD) coating for potential to increase the yield of electrocatalytic reactions,” she says.

     

    “Our findings indicate that these nano-films, combined with micro-texturing, could improve the availability of reactant gases at the catalyst surface while limiting water access.

     

    “This approach holds promise to inform future development of catalyst materials for the electrocatalytic conversion of nitrogen and carbon dioxide into green fuels.”

    Take a wagon ride around the historic Harper farm at Bentonville Battlefield’s annual fall festival on Saturday, Oct. 26. The program will include historic trades demonstrations, displays from community organizations, and an “old-timey” festival atmosphere featuring wagon rides, kid’s games, food trucks, live music, and more!

    Bring the whole family for a unique view into daily life during the 1800s. Learn about 19th-century music, food preservation, woodworking, and blacksmithing, or enjoy a stroll through the historic Harper House. Learn about beekeeping with a display from the Johnston County Beekeepers Association. Historic interpreters will also demonstrate weaving, pill rolling, and open-hearth cooking. Live music also will be performed throughout the day by the Huckleberry Brothers Band and the Waterbound Dulcimers.

  • MIL-OSI USA: FACT SHEET: Biden-⁠ Harris Administration Continues Recovery Efforts in North Carolina Following Hurricane  Helene

    Following Hurricane Helene’s devastating impacts across the Southeast and Appalachia, the Biden-Harris Administration continues its robust Federal efforts to help communities recover and rebuild. The storm heavily impacted North Carolina, where the Administration continues to surge resources and assist families, business owners, farmers, and other impacted communities receive the support and assistance they need and deserve.
    Federal disaster assistance for Hurricane Helene survivors has surpassed $474 million – including more than $86 million in housing and other types of assistance for survivors in North Carolina. Survivors can register for assistance at one of three Disaster Recovery Centers in Caldwell, McDowell, and Buncombe Counties, or on disasterassistance.gov, by calling 1-800-621-3362, or via the FEMA app.
    The Department of Defense continues to support search-and-rescue operations, route clearance, and commodities distribution across western North Carolina with 1,500 active-duty troops. The Department of Defense is also employing additional capabilities to assist with increasing situational awareness across the remote terrain of Western North Carolina. The Army Corps of Engineers continues missions supporting debris removal, temporary emergency power installation, infrastructure and water and wastewater assessments, and technical assistance. Over 2,000 North Carolina National Guard personnel along with over 200 Guardsmen from 15 States are conducting response operations in western North Carolina.
    As response efforts continue in North Carolina, more than 1,250 FEMA staff remain on the ground, with more arriving daily. Nearly 400 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date.  
    Power has been restored to more than approximately 96 percent of customers, as a result of 10,000 utility personnel working around the clock. Cellular restoration also continues to improve, with more than 93 percent of cellular sites in service. FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other.
    Commodity distribution, mass feeding, and hydration operations continue in areas of western North Carolina. FEMA continues to send commodity shipments and voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties. The Salvation Army has 20 mobile feeding units supporting this massive operation and has provided emotional and spiritual care to survivors. To date, the American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.
    Additional recovery efforts in North Carolina include:
    Supporting Infrastructure Recovery
    As part of the robust, whole-of-government response to Hurricane Helene, the U.S. Department of Transportation is supporting response and recovery efforts in impacted communities in North Carolina. DOT personnel are on the ground in multiple locations of the state.
    On October 5, the Department of Transportation’s Federal Highway Administration (FHWA) announced $100 million in Quick Release Emergency Relief funding to support North Carolina. The funding helps pay for the costs of immediate emergency work resulting from Hurricane Helene flood damage. Additional funding will flow to affected communities from the Emergency Relief program.
    FHWA worked closely with North Carolina and other federal agencies to assess infrastructure damage, including supporting hundreds of bridge inspections and other critical infrastructure assessments across the Southeast. On October 8, FHWA Acting Administrator Kristin White visited the region with Governor Roy Cooper, North Carolina Department of Transportation Secretary Joey Hopkins and other federal, state and local officials and got a first-hand look at impacts from the storm and recovery efforts.   
    The Federal Aviation Administration (FAA) continues to work with partners in affected parts of North Carolina and Tennessee, as the national airspace steadily returned to normal operations.
    The FAA Air Traffic Organization Technical Operations Team is on-site and leading communications restoration efforts at air traffic facilities. FAA also supported the North Carolina Air National Guard by providing advisory services at Rutherford County Airport and Avery County Airport.
    The FAA worked with state and local governments, critical infrastructure owners and operators, and first responders to enable drones to support response and recovery. The FAA granted permission to allow Wing to temporarily conduct beyond visual line of sight drone package deliveries for Walmart’s pharmacy in western North Carolina, delivering essential items including prescription medicine, medical supplies, and medical equipment to hard-to-reach locations.
    Additionally, President Biden’s approval of a Presidential Emergency Declaration for North Carolina affords the state a period of emergency regulatory relief from Federal Motor Carrier Safety regulations, including flexibility around driving time for property- and passenger-carrying vehicles. This allows truck drivers to get essential supplies to affected areas in North Carolina. It may also provide opportunities for motorcoach buses to deliver relief teams to response locations and allow for the transport and evacuation of residents.
    On October 10, Environmental Protection Agency (EPA) Administrator Michael Regan joined Governor Cooper, Senator Tillis, Congressman Edwards and local officials to assess federal and state recovery efforts in response to Hurricane Helene. EPA and its state partners have made significant progress bringing drinking water and wastewater systems back online, including restoring service to more than 75 drinking water systems that serve approximately 260,000 people in the Asheville area. EPA is also providing technical assistance and drinking water testing to systems and private drinking water well owners across the Asheville area through their Mobile Drinking Water lab – giving residents clear data and confidence that their water is safe to drink. The lab is capable of testing 100 samples per day. Water utilities and private well owners must request sampling services through their local health departments. EPA will remain on the ground in North Carolina helping area residents as long as their assistance is needed.  
    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts, and responders remain deployed to FEMA regional response coordination centers. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department of Energy has been coordinating continuously with energy sector partners on the ongoing Hurricane Helene response. As noted above, there are 10,000 line workers supporting power restoration efforts.
    The National Oceanic and Atmospheric Administration continues to support post-disaster imagery flights following Hurricane Helene, already totaling over 68 flight hours during 20 flights, including over western North Carolina. This imagery not only supports FEMA and the broader response community, but the public at large.
    Providing Financial Flexibilities to Homeowners and Taxpayers
    The U.S. Department of Housing and Urban Development (HUD) is providing a 90-day moratorium on foreclosures of mortgages insured by the Federal Housing Administration (FHA) as well as foreclosures of mortgages to Native American borrowers guaranteed under the Section 184 Indian Home Loan Guarantee program. Additionally, affected homeowners that have mortgages through Government-Sponsored Enterprises – including Fannie Mae and Freddie Mac – and the FHA are eligible to suspend their mortgage payments through a forbearance plan for up to 12 months.
    HUD announced $3 million for the State of North Carolina to support people experiencing homelessness in communities impacted by Hurricane Helene. Funding from the Rapid Unsheltered Survivor Housing program will help residents and families who are experiencing or at risk of homelessness and have needs that are not otherwise served or fully met by existing Federal disaster relief programs.
    This summer, HUD launched a new streamlined process for requesting additional flexibility on existing grants after a disaster is declared. Recipients of annual HUD funding – including in North Carolina – may request waivers to unlock and accelerate the use of their funding for disaster response and recovery. With the updated waiver process, HUD is proactively issuing maximum flexibility to communities impacted by disasters. These flexibilities will expedite the recovery process, reduce administrative burden, and allow impacted jurisdictions to quickly tailor programs and activities to address the post disaster needs of their communities. The Disaster Assistance and Recovery Team within HUD’s Office of Housing Counseling continues to conduct focused meetings with housing counseling agencies in each state impacted by these disasters to discuss their unique response and recovery challenges and identify resources available to assist.
    The Internal Revenue Service announced disaster tax relief for all individuals and businesses affected by Hurricane Helene in North Carolina. North Carolina taxpayers now have until May 1, 2025, to file various federal individual and business tax returns and make tax payments.
    Protecting Public Health
    The U.S. Department of Health and Human Services (HHS) declared a Public Health Emergency for North Carolina to address the health impacts of Hurricane Helene. HHS’s Administration for Strategic Preparedness and Response (ASPR) continues to provide medical support for Hurricane Helene, predominantly onsite in North Carolina. These ASPR personnel are deployed to support Hurricane Helene response operations, which include four Disaster Medical Assistance Teams and personnel from a Disaster Mortuary Operational Response Team (DMORT) in North Carolina. ASPR Health and Medical Task Forces and ASPR Disaster Medical Assistance Teams from the National Disaster Medical System are providing 24-hour surge support to three hospitals: Mission Hospital in Asheville, Blue Ridge Regional Hospital in Spruce Pine, and Caldwell Memorial in Lenoir. To date, ASPR teams have seen nearly 1000 patients. ASPR will continue to work with federal, state, and local partners to prioritize medical assistance to other areas affected by Hurricane Helene as required and requested.  
    Supporting Workers and Worker Safety
    Working alongside the Department of Labor, the States of North Carolina has announced that eligible workers can receive federal Disaster Unemployment Assistance to compensate for income lost directly resulting from Hurricane Helene. And, through the Department of Labor’s innovative partnership with the U.S. Postal Service, displaced workers in North Carolina can now go to the post office in any other state and verify their ID for purposes of getting their benefits quickly.
    Supporting Farmers and Agriculture
    The U.S. Department of Agriculture (USDA) has put contingency plans and program flexibilities into place to ensure farmers, foresters and communities are able to get the support they need, such as by extending program signup opportunities, expediting crop insurance payments, and using waivers and emergency procedures to expedite recovery efforts on working lands. USDA’s Food and Nutrition Service has issued flexibilities and waivers for North Carolina to ensure that food and nutritional assistance reaches those in need as soon as possible. In North Carolina, waivers have been issued to increase access to WIC products, replace benefits through Summer EBT, allow the purchase of hot foods through SNAP, and more.
    Additionally, USDA is currently coordinating over 200 staff on the ground in North Carolina, including saw support teams and emergency road clearance teams, to help clear trees and debris, including in Waterville, Marion, Newton, and Weaverville.
    Supporting Students and Student Loan Borrowers
    The Department of Education has offered technical assistance to states and local educational agencies to support recovery efforts and shared critical resources, including those developed by other federal agencies and organizations, to support restoring the teaching and learning environment.
    The Department’s office of Federal Student Aid (FSA) has flexibilities that are automatically available to affected institutions of higher education to help their continued management of the federal student aid programs. These flexibilities help schools if they need to adjust their academic calendars, such as due to unexpected closures, and also help students who may need to take a leave of absence. The flexibilities also help students avoid reductions in their federal aid due to any state or federal disaster assistance provided. FSA will also work with affected institutions that need help on other areas, such as paying credit balances. FSA has communicated with schools located in the areas impacted by Hurricane Helene. Those communications included existing Department guidance about how natural disasters impact schools and their administration of financial aid, resources, and links to FEMA disaster aid information. FSA’s communications also included a way for schools to share more information about the disaster impact on their campus and submit questions about administrative relief and flexibilities.
    The Department is ensuring affected borrowers in areas impacted by the hurricanes can focus on their critical needs without needing to worry about missing their student loan payments. Direct Loan borrowers and federally-serviced FFEL borrowers in the affected area who miss their payments will be automatically placed into a natural disaster forbearance. During forbearance, payments are temporarily postponed or reduced, and interest is still charged. Thanks to regulations issued by the Biden-Harris Administration, months in this forbearance will count toward PSLF and IDR forgiveness. Direct Loan and federally serviced FEEL borrowers are not required to take an action but have the option to call their servicer if they wish to enroll in the forbearance proactively. Perkins loan borrowers should contact their loan holder to request natural disaster forbearance. 
    Continuing to Survey Data
    The Department of the Interior’s U.S. Geological Survey (USGS) continues working to measure river levels and flow, and repair streamgages that transmit critical data. USGS crews continue working to determine the extent of flooding by surveying for high-water marks. These flood-peak data and high-water marks are used to determine flood frequency and are critical in the design of infrastructure and in determining flood plain boundaries. USGS stood up a landslide response team that now includes 32 USGS scientists, 19 of which ware mapping landslides, to provide technical assistance to the North Carolina Geological Survey and Tennessee Geological Survey. Their work includes reconnaissance using satellite imagery, flights, and on-the-ground assessments to map landslides.

    THE PRESIDENT:  Hello, folks. 
    I just met a number of the homeowners, been wiped out, and the — everything from the Coast Guard to the fire department.  It’s a hell of a deal.
    I’m here in Florida for the second time in two weeks and — to survey the damage from another catastrophic storm: Hurricane Milton.  Thankfully, the storm’s impact was not as cataclysmic as had — we had predicted.  But on top of two [one] before it, it just keeps s- — seem we got to get — getting worse. 
    And bu- — you know, but for some individuals, it was cataclysmic — all those folks who not only lost their homes but, more importantly, those folks who lost their lives, lost family members, lost all their personal belongings.  Entire neighborhoods were flooded, and millions — millions were without power.
    Earlier this morning, I did an aerial tour of Saint Petersburg and the battered coastline.  I flew over Tropicana Field and — where the Tampa Bays play — Rays play, and the roof was almost completely off.  But thank God not many people were injured.
    I spoke with first responders who’ve been working around the clock.  I also met with small-business owners here and homeowners who’ve taken a real beating — these back-to-back storms.  And they’re heartbroken and exhausted, and their expenses are piling up.
    And I know from experience how devastating it is to lose your home.  Several years ago, my home was struck by lightning.  It didn’t all burn down, but we were out of the home for seven months while it was being repaired.  The thing I was most concerned about was not just the home; it was all those things, all those — all those pictures I saved, my — and my daughter had drawn when she was little, all the — all the family photographs, all the albums, all the things that really matter.  
    Folks, the — the fact is that when you lose your wedding ring and the old photos of your children, family keepsakes, things that can’t be replaced — but sometimes, from my own experience, that’s the part that hurts the most.
    And I’m standing next to the mayor of Pete’s Beach and the Chairwoman Peters.  Both their homes were damaged in Hurricane Milton.  The mayor’s home flooded, family vehicles washed away.  The county chair’s home had experienced significant damage in the past two storms previous.  They just finished rebuilding and settling back in, and now they have to do it all over again.   
    Both their families lost precious personal belongings, but they’ve stepped up not only to look out for themselves but to help other families, help their neighbors.  You know, that’s the resilience of the people of West Florida.
    And I want to thank them and all the public officials who suffered consequential losses because of the storm but who are out there doing things to help other people who had serious losses.  It matters.  The American people should know the sacrifices they’re making.
    You know, they’ve been steadfast partners as well.  We’ve been in frequent contact.
    And it’s in moments like this we come together to take care of each other, not as Democrats or Republicans but as Americans — Americans who need help and Americans who would help you if you were in the same situation.  We are one United States — one Unites States.
    I also came here to talk about all the progress we have made together.  This is a whole-of-government effort, from state and local to FEMA to U.S. Coast Guard, Army Corps of Engineers, the Energy Department, Environmental Protection Agency, Department of Defense, just to name a few.
    FEMA has delivered 1.2 million meals, over 300,000 liters of water, 2 million gallons of fuel.  And so far, we’ve installed 100 satellite terminals to restore communications in impacted areas so families can ton- — contact their loved ones to be sure everything is okay and be able to reach out for help as well.
    Speaking of help, so far, we’ve opened 10 disaster recovery centers in Florida, with more to come, so people can have one stop to meet with officials, get the federal help they’re entitled to that’s available to them, such as direct, immediate financial aid and no [low-]interest payment loans, mortgage relief, and so much more.

    Yesterday, after I signed the major disaster declaration, more than 250,000 Floridians registered for help — 250,000 — the most in sin- — any — a single day ever in the history of this country — 250,000.
    I know you’re concerned about the debris removal, and it’s obvious why.  We’re prioritizing debris removal and working with the state and local partners to clear roads, to get wreckage into — of the two hurricanes off properties, and so more folks can return home and businesses can receive much-needed deliveries of food, fuel, medicine, and other essentials.  That’s a priority for me.
    Power has also been restored to over 2 million people in a matter of days.  And thanks to tens of thousands of power workers from 43 states and Canada working nonstop, even more people will have more power restored soon. 
    Today, I’m proud to announce $612 million to six new cutting-edge projects to support communities impacted by Hurricane Helene and Milton.  That includes $47 million for Gainesville Regional Utilities and another $47 million for Florida Power & Light.
    This funding will not only restore power, but it’ll make the region’s power system stronger and more capable and reduce the frequency and duration of power outages while extreme weather events become more frequent. 
    In fact, we’ve been able to restore power quicker because of critical infrastructure investments were made both when I was vice president and president to harden the grid.  For folks at home, “the grid” means the electrical power system that transmits energy from the — where it’s produced in a power plant to where it’s used in homes and businesses. 
    We’ve been hardening the grid, like b- — like burying transmission lines underground, replacing wood power poles with concrete or composite poles so they don’t snap in the wind.
    Energy Secretary Granholm is here with me today leading this effort, and she’ll tell you more about it and other cutting-edge technologies on the grid in a moment.
    Let me close with this.  I’m here to porsonally — personally say thank you to the brave first responders — and I don’t want to underestimate that — brave first responders, men and women in uniform, utility workers.  (Inaudible) look at the number that showed up from around the country — from Canada — California, Nebraska, all over the country — to come here to help. 
    Men and women in uniform, as I said; health care personnel; neighbors helping neighbors; and so many more people.  This is all a team effort, folks.  You made a big difference.  And it’s saved lives.

  • MIL-Evening Report: Lessons for the next pandemic: where did Australia go right and wrong in responding to COVID?

    With COVID still classified as an ongoing pandemic, it’s difficult to contemplate the next one. But we need to be prepared. We’ve seen several pandemics in recent decades and it’s fair to expect we’ll see more.

    For the final part in a series of articles on the next pandemic, we’ve asked a range of experts what Australia got right and wrong it its response to COVID. Here they share their thoughts on the country’s COVID response – and what we can learn for the next pandemic.


    Quarantine

    The federal government mandated 14 days of quarantine for all international arrivals between March 2020 and November 2021. During that period, 452,550 people passed through the system.

    The states and Northern Territory were given just 48 hours to set up their quarantine systems. The states chose hotel quarantine, while the Northern Territory repurposed an old miner’s camp, Howard Springs, which had individual cabins with outdoor verandas. The ACT had very few international arrivals, while Tasmania only had hotel quarantine for domestic travellers.

    During the first 15 months of the program, at least 22 breaches occurred in five states (New South Wales, Victoria, Queensland, Western Australia and South Australia). An inquiry into Victoria’s hotel quarantine found the lack of warning and planning to set up the complex system resulted in breaches that caused Victoria’s second COVID wave of 2020, leading to almost 800 deaths. A breach at Sydney airport led to the introduction of the Delta variant into Australia.

    In the next pandemic, mistakes from COVID need to be avoided. They included failure to protect hotel residents and staff from airborne transmission through ventilation and mask usage. Protocols need to be consistent across the country, such as the type of security staff used, N95 masks for staff and testing frequency.

    These protocols need to be included in a national pandemic preparedness plan, which is frequently reviewed and tested through simulations. This did not occur with the pre-COVID preparedness plan.

    Dedicated quarantine centres like Howard Springs already exist in Victoria and Queensland. Ideally, they should be constructed in every jurisdiction.

    Treatments

    Scientists had to move quickly after COVID was discovered to find effective treatments.

    Many COVID treatments involved repurposing existing drugs designed for other viruses. For example, the HIV drug ritonavir is a key element of the antiviral Paxlovid, while remdesivir was originally developed to treat hepatitis C.

    At the outset of the pandemic, there was a lot of uncertainty about COVID treatment among Australian health professionals. To keep up with the rapidly developing science, the National Clinical Evidence Taskforce was established in March 2020. We were involved in its COVID response with more than 250 clinicians, consumers and researchers.

    Unusually for evidence-based guidelines, which are often updated only every five years or so, the taskforce’s guidelines were designed to be “living” – updated as new research became available. In April 2020 we released the first guidelines for care of people with COVID, and over the next three years these were updated more than 100 times.

    While health-care professionals always had access to up-to-date guidance on COVID treatments, this same information was not as accessible for the public. This may partly explain why many people turned to unproven treatments. The taskforce’s benefits could have been increased with funding to help the community understand COVID treatments.

    COVID drugs faced other obstacles too. For example, changes to the virus itself meant some treatments became less effective as new variants emerged. Meanwhile, provision of antiviral treatments has not been equitable across the country.

    COVID drugs have had important, though not game-changing, impacts. Ultimately, effective vaccines played a much greater role in shifting the course of the pandemic. But we might not be so fortunate next time.

    In any future pandemic it will be crucial to have a clear pathway for rapid, reliable methods to develop and evaluate new treatments, disseminate that research to clinicians, policymakers and the public, and ensure all Australians can access the treatments they need.

    Vaccine rollout

    COVID vaccines were developed in record time, but rolling them out quickly and seamlessly proved to be a challenge. In Australia, there were several missteps along the way.

    First, there was poor preparation and execution. Detailed planning was not finalised until after the rollout had begun.

    Then the federal government had overly ambitious targets. For example, the goal of vaccinating four million people by the end of March 2021 fell drastically short, with less than one-fifth of that number actually vaccinated by that time.

    There were also supply issues, with the European Union blocking some deliveries to Australia.

    Unfortunately, the government was heavily reliant on the AstraZeneca vaccine, which was found, in rare cases, to lead to blood clots in younger people.

    Despite all this, Australia ultimately achieved high vaccination rates. By the end of December 2021, more than 94% of the population aged 16 and over had received at least one dose.

    This was a significant public health achievement and saved thousands of lives.

    But over the past couple of years, Australia’s initially strong vaccine uptake has been waning.

    The Australian Technical Advisory Group on Immunisation recommends booster doses for vulnerable groups annually or twice annually. However, only 30% of people aged 75 and over (for whom a booster is recommended every six months) have had a booster dose in the past six months.

    There are several lessons to be learned from the COVID vaccine rollout for any future pandemic, though it’s not entirely clear whether they are being heeded.

    For example, several manufacturers have developed updated COVID vaccines based on the JN.1 subvariant. But reports indicate the government will only be purchasing the Pfizer JN.1 booster. This doesn’t seem like the best approach to shore up vaccine supply.

    Mode of transmission

    Nearly five years since SARS-CoV-2 (the virus that causes COVID) first emerged, we now know airborne transmission plays a far greater role than we originally thought.

    In contrast, the risk of SARS-CoV-2 being transmitted via surfaces is likely to be low, and perhaps effectively non-existent in many situations.

    Early in the pandemic, the role contaminated surfaces and inanimate objects played in COVID transmission was overestimated. The main reason we got this wrong, at least initially, was that in the absence of any direct experience with SARS-CoV-2, we extrapolated what we believed to be true for other respiratory viruses. This was understandable, but it proved to be inadequate for predicting how SARS-CoV-2 would behave.

    One of the main consequences of overestimating the role of surface transmission was that it resulted in a lot of unnecessary anxiety and the adoption of what can only be viewed in retrospect as over-the-top cleaning practices. Remember the teams of people who walked the streets wiping down traffic light poles? How about the concern over reusable coffee cups?

    Considerable resources that could have been better invested elsewhere were directed towards disinfecting surfaces. This also potentially distracted our focus from other preventive measures that were likely to have been more effective, such as wearing masks.

    We now understand COVID spreads predominantly through the air.

    The focus on surface transmission was amplified by a number of studies published early in the pandemic that documented the survival of SARS-CoV-2 for long periods on surfaces. However, these were conducted in the lab with little similarity to real-world conditions. In particular, the amounts of virus placed on surfaces were greater than what people would likely encounter outside the lab. This inflated viral survival times and therefore the perception of risk.

    The emphasis on surface transmission early in the pandemic ultimately proved to be a miscalculation. It highlights the challenges in understanding how a new virus spreads.

    National unity

    Initially, Commonwealth, state and territory leaders were relatively united in their response to the COVID pandemic. The establishment of the National Cabinet in March 2020 indicated a commitment to consensus-based public health policy. Meanwhile, different jurisdictions came together to deliver a range of measures aimed at supporting businesses and workers affected by COVID restrictions.

    But as the pandemic continued, tensions gave way to deeper ideological fractures between jurisdictions and individuals. The issues of vaccine mandates, border closures and lockdowns all created fragmentation between governments, and among experts.

    The blame game began between and within jurisdictions. For example, the politicisation of quarantine regulations on cruise ships revealed disunity. School closures, on which the Commonwealth and state and territory governments took different positions, also generated controversy.

    These and other instances of polarisation undermined the intent of the newly established National Cabinet.

    The COVID pandemic showed us that disunity across the country threatens the collective work needed for an effective response in the face of emergencies.

    The COVID response inquiry, due to release its results soon, will hopefully help us work toward national uniform legislation that may benefit Australia in the event of any future pandemics.

    This doesn’t necessarily mean identical legislation across the country – this won’t always be appropriate. But a cohesive, long-term approach is crucial to ensure the best outcomes for the Australian federation in its entirety.

  • MIL-Evening Report: The government spent twice what it needed to on economic support during COVID, modelling shows

    The independent inquiry into the government’s COVID response is due to report on October 25.

    As part of its investigation into the government’s economic responses, I briefed it on the findings of my economic modelling, using the sort of model I helped design for the Australian Treasury and consulting firms including Econtech and Independent Economics, specially customised for this study.

    I found that government responses such as JobKeeper and the Jobseeker Supplement were initially successful. They reduced the peak rate of unemployment by two percentage points, or by more if we count workers who are stood down as employed.

    But they lingered too long, ultimately providing $2 of compensation for every $1 of private income lost to COVID.

    Government support was essential

    Some parts of the economy were deeply affected by the COVID shutdowns which began in early 2020, others much less so.

    It is widely accepted that the best response to that (unusual) circumstance is to replace the income those workers and businesses lose. This means, for example, when movie theatres close, the government should replace the incomes of their workers.

    This has two benefits. The first is to allow movie theatre workers to maintain their normal spending, stopping the downturn spreading to unrestricted industries. The second is to ensure movie theatre workers don’t have to bear an unfair share of the cost of measures put in place to protect everyone’s health.

    Around one sixth of the Australian economy was severely restricted by government measures in the early months of COVID.

    This made measures such as JobKeeper, the Boosting Cash Flow for Employers program and the JobSeeker Supplement appropriate.

    Too much support for some, too little for others

    The government spent $144 billion on these three programs, and my modelling finds the total was about right to compensate for the early losses of income.
    But the pattern of compensation was wide of the mark, with a mix of overcompensation and undercompensation.

    JobKeeper was designed to guarantee workers a minimum income rather than compensate them for lost income. This meant typical full-time workers were undercompensated while typical part-time workers were overcompensated.

    For businesses, the compensation for lost profits depended on workers being active, which meant the firms that lost the most because they had suspended their entire operations got no compensation for losing their entire profits even though some of their expenses continued.

    Better programs were put in place in 2021 when the Delta wave of COVID struck. A COVID disaster payment more accurately compensated workers for lost hours, and programs such as NSW JobSaver more accurately targeted lost profits.

    Extra support for the entire economy wasn’t needed

    In principle, well-designed compensation for the parts of the economy that were actually shut down would have been enough to support the rest of the economy, but despite this, the government also announced broader supports aimed at the entire economy.

    Among them were bringing forward the so-called Stage 2 tax cuts and allowing businesses to immediately expense equipment.

    These general stimulus measures almost doubled the size of stimulus from $219 billion to $428 billion. Besides being large and unnecessary, most of the general stimulus was delivered late, after the worst of the pandemic was over.

    How it could have been done better

    I have modelled what could have happened if the government had only spent on the health measures that were clearly warranted and had limited its compensation to income actually lost at the time it was lost.

    This so-called shorter stimulus scenario also includes a more usual response to economic recovery by the Reserve Bank in which it began lifting interest rates one year earlier, in May 2021 instead of May 2022.

    In the shorter stimulus scenario, the Reserve Bank’s cash rate would by now be 2.85% instead of 4.35% because of lower inflation. Equally, in two or three years interest rates are similar in both scenarios once the economy has stabilised.



    Australia’s unemployment rate would be higher than it is now at about 5.1% instead of 4.2% as it glides towards a sustainable equilibrium rather than having been pushed below it.

    This glide path keeps inflation lower by avoiding a boom and bust and results in the same endpoint for unemployment.



    Inflation would have peaked much lower at about 5% instead of about 7%.

    About 1.4% percentage points of the reduction would have been due to better fiscal (spending and taxing) policy and about 0.7 points due to better management of interest rates.



    In addition, the government would have saved about $209 billion in avoidable spending and government debt.

    Nevertheless, even if the government had limited its response to the more targeted measures modelled in the shorter stimulus scenario, inflation would have reached 5% and interest rates and government debt would have still climbed, but by less.

    Hindsight can help

    The government’s responses to COVID were developed quickly at a time when no one knew what was going to happen, which makes some overcompensation understandable.

    But this doesn’t mean we shouldn’t examine what happened in order to work out how it could have been done better.

    Australia will be hit by future pandemics and pandemic-like crises, which means it’s important to learn from our mistakes. Next time the government should concentrate on replacing income where and when it is lost.

    Thales Alenia Space and ESA sign contract amendment to extend and optimize ESPRIT module

    Milan, October 14, 2024 – Thales Alenia Space, the joint venture between Thales (67%) and Leonardo (33%), has signed an amendment to its contract with the European Space Agency (ESA) to develop the ESPRIT[1] communications and refueling module for the future Lunar Gateway orbital outpost. Worth €164 million, the amendment provides for extending and optimizing the ESPRIT module for which Thales Alenia Space in France is the prime contractor, in collaboration with OHB, alongside Thales Alenia Space in Italy and in the UK.

    The ESPRIT module is composed of two main elements: Lunar Link[2] will ensure communications between the Gateway and the Moon, while Lunar View[3] will supply the station with xenon and chemical propellants to extend its lifetime. Lunar View features a pressurized volume with six large windows, offering a 360° view on the outside of the Gateway and the Moon, and will include a logistics area for storing cargo and supplies intended for the crew.

    This amendment to the ESPRIT contract provides for a significant increase in the size of Lunar View, which will now span 4.6 meters and be 6.4 meters long, with a total mass of 10 metric tons (versus 3.4 meters, 3 meters and 6 metric tons initially). This evolution is the result of NASA’s choice to launch Lunar View alongside a crewed Orion vehicle aboard the SLS Block 1B launcher, which offers more lift capacity than the launch vehicle previously planned.

    In particular, the extended Lunar View will:

    • Provide more storage space (6.5 m3) on-orbit and accommodate up to 1.5 metric tons of cargo at launch, thus reducing resupply flights to the Lunar Gateway;

    • Enable installation of two attachment points to accommodate the Canadarm3 mobile robotic arm system, supplied by the Canadian Space Agency (CSA), for operations such as inspecting, maintaining or repairing the Gateway, assisting astronauts during spacewalks, handling science experiments in lunar orbit, or catching spacecraft visiting the Gateway;

    • House the avionics suite equipment (computer, etc.) inside the module for easier maintenance and to avoid extravehicular activities if repairs are required.

    These upgrades will require all of Lunar View’s subsystems to be adapted, especially the electrical power and avionics subsystems and the software and crew interface equipment.

    Lunar Link is scheduled to launch in 2026 with the HALO module, while Lunar View is planned for delivery in 2029 for launch a year later, on the Artemis V mission.

    This contract consolidates Thales Alenia Space’s key role in crewed and robotic exploration of the Moon and deep space. The company is supplying critical systems for the Orion capsule’s European Service Module (ESM) and is currently developing two more pressurized modules for the Lunar Gateway: the Lunar International Habitat module (I-HAB) for ESA and the Habitation and Logistics Outpost (HALO) for Northrop Grumman. Thales Alenia Space has also signed a major contract with the Italian space agency ASI to launch the project to build the very first lunar Multi-Purpose Habitat (MPH).

    Industrial contributions to the ESPRIT module

    Thales Alenia Space in France is the program prime contractor. Thales Alenia Space in Italy is supplying the pressurized tunnel and windows and Thales Alenia Space in the UK is contributing to the chemical propellant refueling system, while OHB – as a main team member – is in charge of the mechanical and thermal subsystems for the non-pressurized parts of the module and the xenon refueling system. Thales Alenia Space in Belgium was selected after competitive bidding to supply the Remote Interface & Distribution Unit for Lunar Link and the Traveling Wave Tube Amplifiers. Thales Alenia Space in Spain will develop the S-band communication transponder and Thales Alenia Space in Italy the K-band transponder.

    A cislunar orbital station

    The Lunar Gateway orbital outpost is one of the pillars of NASA’s Artemis program to establish a sustained human presence on the Moon as a staging post for future interplanetary exploration missions. This program is an international collaboration between NASA (United States), ESA (Europe), JAXA (Japan) and CSA (Canada). The 40-metric-ton station will be assembled in space and placed in an elliptical lunar orbit. It will be equipped with a robotic arm and docking ports, and made up of habitation modules to accommodate long-duration crewed missions and provide electrical power, propulsion, logistics and communications. While not designed to be manned permanently, it will be able to support up to four astronauts for one to three months. Acquiring new experience on and around the Moon will prepare NASA to send the first humans to Mars in the years ahead, and the Lunar Gateway is set to play a vital role in this endeavor.

    Union Minister for Road Transport and Highways Shri Nitin Gadkari, today reaffirmed the government’s commitment to advancing ethanol blending and biofuel initiatives at the 12th CII Bioenergy Summit 2024, themed “Fuelling the Future – Securing India’s Green Growth Goals”. The event took place in New Delhi.

    Highlighting the success of ethanol blending in India, Shri Gadkari noted that ethanol blending in petrol has surged from 1.53% in 2014 to 15% in 2024, with a target to reach 20% by 2025. Research is underway to explore blending 15% ethanol in diesel as well, as part of the government’s strategy to reduce fossil fuel dependency.

    Speaking on the occasion, Union Minister emphasized the creation of an ethanol ecosystem, which includes the establishment of 400 ethanol pumps by Indian Oil Corporation in four states—Karnataka, Tamil Nadu, Uttar Pradesh, and Maharashtra. Discussions with leading automakers ongoing, with plans to launch flex-engine cars that run on ethanol. Similarly prominent manufacturers of two-wheelers are preparing to launch ethanol-powered bikes once the infrastructure is ready, he added.

    “We are fast-tracking efforts to increase ethanol production and distribution in these four key states,” said Shri Gadkari. He further added that these initiatives align with India’s broader biofuel goals, positioning the country as a leader in sustainable energy solutions.

    Shri Gadkari also discussed the importance of leveraging waste-to-energy technologies, especially in the production of bio-CNG from rice straw, which has proven viable across 475 projects, with over 40 already operational in states like Punjab, Haryana, Western Uttar Pradesh, and Karnataka. The conversion ratio of rice straw to CNG stands at approximately 5:1 in tonnes. Union Minister called for further research into efficient biomass sources and cost-effective transportation of biomass.

    Addressing the environmental challenge of stubble burning in Punjab and Haryana, Shri Gadkari praised Indian Oil’s Panipat plant, which is converting agricultural waste (parali) into biomass. “At present, we are able to process one-fifth of the parali, but with proper planning, we can significantly reduce the seasonal air pollution caused by stubble burning,” he said.

    Research by the Central Road Research Institute (CRRI) on bio-bitumen production also promises to reduce India’s dependence on imported bitumen, further contributing to the country’s green growth agenda.

    Shri Nitin Gadkari stressed the urgency of reducing India’s annual fossil fuel import worth ₹22 lakh crore, particularly amidst global geopolitical uncertainties. “Biofuel is key to India’s energy self-reliance, boosting the agricultural economy, and ensuring prosperity for our farmers,” he said.

    He concluded by emphasizing the transformative potential of the biofuel sector in expanding the role of farmers from “Annadata” (food-giver) to “Urjadata” (energy-giver), “Indhandata” (fuel-giver), and ultimately, “Hydrogen-Data” (Hydrogen-giver). The Minister congratulated CII on organising the summit.

    The first ship of the two Multi Purpose Vessel project, being built by L&T, Shipyard for the Indian Navy, was launched on 14 Oct 24 at L&T, Kattupalli.  In keeping with the maritime traditions, the ship was launched by Mrs Shashi Tripathi President NWWA. The ceremony was presided over by Admiral Dinesh K Tripathi, Chief of the Naval Staff. The ship has been named ‘ Samarthak ’ which means ‘ Supporter’ and is synonymous to the muti-dimensional role envisaged from the platform.

    The contract for building two Multi Purpose Vessel was signed between the Ministry of Defence and L&T Shipyard on 25 Mar 22. These Multi Purpose Vessels will be capable of towing ships, launch and recover various targets, operate unscrewed autonomous vehicles and act as a trial platform for various indigenous weapons and sensors under development. The Multi Purpose Vessels can achieve a maximum speed of 15 knots and are 106 m long and 16.8 wide.

    The Indian Navy remains steadfast in its efforts towards indigenous shipbuilding. The launch of this vessel by private Indian shipyard showcases Indian Navy’s strides in indigenous shipbuilding, in consonance with Govt of India vision for ‘Aatmanirbhar Bharat ’ and ‘ Make in India ’ initiative.

    Today, Delhi’s daily average Air Quality Index (AQI) clocked 234 as per the daily AQI Bulletin provided by the Central Pollution Control Board (CPCB). In wake of the average/ overall air quality of Delhi recording ‘Poor’ air quality category ranging between 201-300, the Sub-Committee for invoking actions under the Graded Response Action Plan (GRAP) met today to take stock of the current air quality of Delhi-NCR. While comprehensively reviewing the air quality scenario in the region as well as the air quality forecast made available by IMD/ IITM, it was noted that there has been a notable dip in air quality parameters in the last 24 hours in the region which led to the AQI for Delhi moving into the “POOR” category and the forecasts also predict air quality to mainly remain in “Poor” category in coming days owing to the unfavorable meteorological conditions. Therefore, the Sub-Committee unanimously decided that all actions as envisaged under Stage-I of GRAP – ‘Poor’ Air Quality (DELHI AQI ranging between 201-300), be implemented in right earnest by all the agencies concerned, from 8:00 AM of 15.10.2024 in the NCR.

    As per the unanimous decision of the Sub-Committee on GRAP, all 27 actions as envisaged under Stage-I of GRAP – ‘POOR’ Air Quality (DELHI AQI ranging between 201-300), to be implemented in right earnest by all the agencies concerned, from 8:00 AM of 15.10.2024 in the entire NCR. Various agencies responsible for implementing measures under GRAP including Pollution Control Boards (PCBs) of NCR States and Delhi Pollution Control Committee (DPCC) have been addressed to ensure strict implementation of actions of Stage-I under GRAP during this period.

    Further, the Sub-Committee also urges the citizens of NCR to cooperate in implementing GRAP and follow the steps mentioned in the Citizen Charter of Stage I of GRAP as under:

    • Keep engines of your vehicles properly tuned.
    • Maintain proper tyre pressure in vehicles.
    • Keep PUC certificates of your vehicles up to date.
    • Do not idle your vehicle, also turn off the engine at red lights.
    • Prefer hybrid vehicles or EVs to control vehicular pollution.
    • Do not litter / dispose wastes, garbage in open spaces.
    • Report air polluting activities through 311 App, Green Delhi App, SAMEER App etc.
    • Plant more trees.
    • Celebrate festivals in an eco-friendly manner – avoid firecrackers.
    • Do not drive/ ply end of life/ 10/15 years old Diesel/ Petrol vehicles.

    A 27-point action plan as per Stage-I of GRAP is applicable from 8:00 AM of 15.10.2024 (tomorrow) in the entire NCR. This 27-point action plan contains steps to be implemented/ ensured by various agencies including Pollution Control Boards of NCR States and DPCC. The detailed schedule of GRAP is available on the Commission’s official website and may be accessed on https://caqm.nic.in

    These steps are:

    1. Ensure proper implementation of Directions/ Rules/ guidelines on dust mitigation measures in Construction and Demolition (C&D) activities and sound environmental management of C&D waste.
    2. Ensure strict compliance of Direction Nos. 11-18 dated 11.06.2021 and do not permit C&D activities in respect of such projects with plot size equal to or more than 500 sqm which are not registered on the ‘web portal’ of the respective state / GNCTD and / or which do not fulfil the other requirements as per the above noted statutory directions, for remote monitoring of dust mitigation measures.
    3. Ensure regular lifting of Municipal Solid Waste (MSW), Construction & Demolition (C&D) waste, and Hazardous wastes from dedicated dump sites and ensure that no waste is dumped illegally in open land areas.
    4. Carry out periodic mechanized sweeping and water sprinkling on roads and ensure scientific disposal of the dust collected in designated sites/landfills.
    5. Ensure that C&D materials & waste are properly stored/ contained, duly covered in the premises.  Ensure transportation of C&D materials and C&D waste only through covered vehicles.
    6. Strictly enforce the statutory directions and yardsticks for use of anti-smog guns at C&D sites, in proportion to the total area of construction for the project.
    7. Intensify use of anti-smog guns, water sprinkling and dust suppression measures in road construction / widening / repair projects and maintenance activities.
    8. Stringently enforce prohibition on open burning of bio-mass and municipal solid waste. Impose maximum EC upon violations in accordance with Hon’ble NGT’s orders dated 04.12.2014 and 28.04.2015 in OA 21/2014.
    9. Strict vigil to ensure that there are no burning incidents in the landfill sites/ dumpsites.
    10. Deploy traffic police for smooth traffic flow at all identified corridors with heavy traffic and congestion prone intersections.
    11. Strict vigilance and enforcement of PUC norms for vehicles.
    12. No tolerance for visible emissions – Stop visibly polluting vehicles by impounding and/ or levying maximum penalty.
    13. Strictly enforce the Hon’ble Supreme Court order on diversion of non- destined truck traffic for Delhi, through Eastern and Western Peripheral Expressways.
    14. Strictly enforce NGT / Hon’ble SC’s order on overaged diesel / petrol vehicles and as per extant statutes.
    15. Ensure strict penal/ legal action against non‑compliant and illegal industrial units.
    16. Stringently enforce all pollution control regulations in Industries, brick kilns and hot mix plants etc. – strict compliance of the prescribed standards of emissions.
    17. Ensure that only approved fuels are used by the industries in NCR including in brick kilns and hot mix plants and enforce closure in case of violations, if any.
    18. Stringently enforce emission norms in thermal power plants and strict actions be taken against non-compliance.
    19. Strictly enforce Hon’ble Courts / Tribunal orders regarding ban on firecrackers.
    20. Ensure regular lifting and proper disposal of industrial waste from industrial and non-development areas.
    21. DISCOMS to minimise power supply interruptions in NCR.
    22. Ensure that diesel generator sets are not used as regular source of power supply.
    23. Strictly enforce the extant ban on coal / firewood as fuel in Tandoors in Hotels, Restaurants and open eateries.
    24. Ensure hotels, restaurants and open eateries use only electricity / gas-based / clean fuel – based appliances.
    25. Information dissemination including through social media and bulk SMS etc. Mobile Apps to be used to inform people about the pollution levels, contact details of control room, enable them to report polluting activities / sources to the concerned authorities and inform them about actions that would be taken by Government.
    26. Ensure quick actions for redressal of complaints on 311 APP, Green Delhi App, SAMEER App and other such social media platforms to curb polluting activities.
    27. Encourage offices to start unified commute for employees to reduce traffic on road.

    FEMA may be able to help you pay for essential items, temporary housing, home repairs and other needs due to the disaster, including:

    • Essential items such as water, food, first aid, prescriptions, infant formula, breastfeeding supplies, diapers, medical supplies and equipment, personal hygiene items and fuel for transportation;
    • Financial assistance to help pay for hotel stays, stays with family and friends, or other options while you look for a rental unit as well as rental assistance if you are displaced because of the disaster;
    • Repair or replacement of a vehicle, appliances, room furnishings, personal or family computer;

    Police are at the scene of a serious crash that has blocked State Highway 1 at Marton.

    The crash involves an empty bus and a truck, and was reported about 8.50am. The road is blocked at the rail overbridge between Wings Line and Calico Line.

    Diversions are in place and motorists should expect delays.

    The Serious Crash Unit is attending.

    Information will be released proactively when we are in a position to do so.

  • MIL-OSI Australia: Fatal crash at Waterloo Corner

    Major Crash officers are investigating a fatal crash at Waterloo Corner earlier this morning.

    Just after 12.15am on Tuesday 15 October, emergency services were called to the intersection of Port Wakefield Highway and McEvoy Road at Waterloo Corner after reports a concrete truck and a sedan collided.

    The driver of the white Lexus sedan, a 19-year-old woman from Buckland Park, sadly died at the scene.

    The driver of the truck was taken to hospital where he is being treated for minor injuries.  He is assisting police with their investigations.

    The intersection was closed for about five hours whilst Major Crash officers examined the scene, but the road has since reopened.

    The woman’s death is the 69th live lost on South Australian roads this year.

    Police are investigating a serious crash at Lower Light earlier this morning.

    Just before 2.30am on Tuesday 15 October, police and emergency services were called to the intersection of Port Wakefield Highway and Richardson Road at Lower Light after reports a truck collided with a pedestrian.

    The pedestrian, a 29-year-old woman from Osborne, was taken to hospital where she is being treated for critical injuries.

    The driver of the truck, a 38-year-old man from Unley Park, was uninjured and was taken to hospital for mandatory testing.  The man is assisting police with their investigation.

    Port Wakefield Highway is currently closed for southbound traffic from Richardson Road and diversions are in place. Motorists are asked to avoid the area.

    An unprecedented response to damage caused by Hurricane Helene continues in Western North Carolina. State, federal and local response workers are working around the clock to surge assistance into the region.

    Law enforcement is working to ensure the safety of responders amid reports of threats and misinformation. FEMA officials remain in communities and will resume door-to-door operations to help people impacted by these storms recover as quickly as possible following reports of threats on the ground. Governor Roy Cooper has directed the Department of Public Safety to work with local law enforcement to identify specific threats and rumors and coordinate with FEMA and other partners to ensure the safety and security of all involved as this recovery effort continues.

    “State, federal and local response workers, including FEMA, are working around the clock to bring assistance to western North Carolina,” said Governor Roy Cooper. “We know that significant misinformation online contributes to threats against response workers on the ground, and the safety of responders must be a priority. At my direction, the North Carolina Department of Public Safety is helping partners like FEMA to coordinate with law enforcement to ensure their safety and security as they continue their important work.”

    North Carolina National Guard and Military Response

    Approximately 3,500 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to people in Western North Carolina.

    National Guard and military personnel are operating 11 aviation assets and more than 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    More than $96 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and more than 160,000 people have registered for Individual Assistance. Approximately 4,600 households are now housed in hotels through FEMA’s Transitional Sheltering Assistance.

    1,000+ FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,500 responders from 38 state and local agencies have performed 135 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Shelters

    A total of 13 shelters are open in Western North Carolina supporting over 560 people.

    Storm Damage Cleanup

    Power Outages

    Across Western North Carolina, approximately 19,000 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Travel remains dangerous, with hundreds of roads closed. Many of these roads are primary routes connecting the region.

    NCDOT has posted at ncdot.gov an interstate detour map for those traveling in the region. North Carolinians can visit DriveNC.Gov for the latest roadway conditions. NCDOT currently has approximately 2,100 employees and 1,100 pieces of equipment working on approximately 6,700 damaged road sites.

    Fatalities

    Ninety-five storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911.

    Detectives are investigating after damage was caused to a gift shop and then deliberately set alight.

    Just before 5am on Tuesday 15 October, a member of the public reported a shop on fire on Addison Road at Pennington.

    MFS crews attended and extinguished the flames believed to be caused by accelerant used on a mattress at the front of the business premises.

    It appears that a vehicle may have been driven into the front of the shop prior to the building being set alight, causing significant damage to the building structure.

    Crime Scene officers will be attending to examine the scene this morning.

    A container truck has rolled near the intersection with Waikare Road this morning after 8am, and has blocked one lane.

    Emergency services are en route to the scene.

    At this stage, one lane is open and traffic management is on site. Please expect delays, take care and drive to the conditions.

    Please also expect a short-notice closure of the road if needed this morning.

    Residents in 25 western counties and the Eastern Band of Cherokee Indians impacted by Hurricane Helene can apply for help buying food through the Disaster Supplemental Nutrition Assistance Program (D-SNAP) which will begin on Oct. 18, 2024, the North Carolina Department of Health and Human Services announced today. D-SNAP is open to individuals and households not currently receiving Food and Nutrition Services benefits who were impacted by Hurricane Helene. NCDHHS estimates more than 150,000 people will apply for up to $120 million in D-SNAP benefits. 

    “We are making up to $120 million available to more than 150,000 individuals to buy food for their families — an essential step on the road to recovery from the devastation of Hurricane Helene,” said N.C. Health and Human Services Secretary Kody H. Kinsley. “We are committed to using every tool to support the recovery of our friends, families, and fellow North Carolinians in western NC — now and for the long haul.”

    NCDHHS received federal approval to begin phase one of the program from the U.S. Department of Agriculture beginning on Oct. 18, 2024. People can start applying for assistance three days before the program starts during online pre-registration beginning Oct. 15 and will have seven days from the start of the program to apply. The application period will close on Oct. 24, 2024.

    Eligible households will be notified within three days of completing the application and receive a one-time benefit on a special debit card (called an Electronic Benefits Transfer, or EBT card) to help buy food. The exact amount will depend on household size, income and disaster losses. While there are income eligibility standards, a number of considerations are taken into account. Individuals above these limits may still be eligible dependent on disaster expenses, so we encourage everyone who needs support to purchase food to begin their application by calling the DSNAP Virtual Call Center at 1-844-453-1117.

    The benefits are good for up to nine months. Benefit cards will be available for pick up at the D-SNAP locations in each county or you can get the EBT card mailed to you overnight at the address you specify on your application.

    To be eligible, a person must: 

    • Live in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey Counties.
    • Be a member of the Eastern Band of the Cherokee Indians living in zip code 28719
    • Have suffered losses/damages related to Hurricane Helene, such as damage to property or loss of income.
    • Have proof of identity and proof of residency (if available).
    • Have income and resources below certain levels.
    • Not currently be receiving benefits through the Food and Nutrition Services (FNS) program. People receiving FNS can also get extra help buying food, but do not need to fill out a D-SNAP application. They can get more information about how to get the extra help on the FNS webpage. 

    Residents are encouraged to apply for D-SNAP by phone, when possible, by calling the D-SNAP call center at 1-844-453-1117. The D-SNAP call center will be open at the following hours: 

    • Weekdays (Friday, Oct. 18; Monday, Oct. 21; Tuesday, Oct. 22; Wednesday, Oct. 23; and Thursday, Oct. 24) from 8 a.m. to 4 p.m.
    • Saturday, Oct. 19, and Sunday, Oct. 20 from 9 a.m. to noon.

    Residents are encouraged to apply for D-SNAP by phone on their assigned day by last name but will not be turned away if they apply any time during the application period.

  • MIL-Evening Report: Do people trust AI on financial decisions? We found it really depends on who they are

    When it comes to investing and planning your financial future, are you more willing to trust a person or a computer?

    This isn’t a hypothetical question any more.

    Big banks and investment firms are using artificial intelligence (AI) to help make financial predictions and give advice to clients.

    Morgan Stanley uses AI to mitigate the potential biases of its financial analysts when it comes to stock market predictions. And one of the world’s biggest investment banks, Goldman Sachs, recently announced it was trialling the use of AI to help write computer code, though the bank declined to say which division it was being used in. Other companies are using AI to predict which stocks might go up or down.

    But do people actually trust these AI advisers with their money?

    Our new research examines this question. We found it really depends on who you are and your prior knowledge of AI and how it works.

    Despite the growing sophistication of artificial intelligence, investors prefer human expertise when it comes to stock market predictions, according to a new study.

    Trust differences

    To examine the question of trust when it comes to using AI for investment, we asked 3,600 people in the United States to imagine they were getting advice about the stock market.

    In these imagined scenarios, some people got advice from human experts. Others got advice from AI. And some got advice from humans working together with AI.

    In general, people were less likely to follow advice if they knew AI was involved in making it. They seemed to trust the human experts more.

    But the distrust of AI wasn’t universal. Some groups of people were more open to AI advice than others.

    For example, women were more likely to trust AI advice than men (by 7.5%). People who knew more about AI were more willing to listen to the advice it provided (by 10.1%). And politics mattered – people who supported the Democratic Party were more open to AI advice than others (by 7.3%).

    We also found people were more likely to trust simpler AI methods.

    When we told our research participants the AI was using something called “ordinary least squares” (a basic mathematics technique in which a straight line is used to estimate the relationship between two variables), they were more likely to trust it than when we said it was using “deep learning” (a more complex AI method).

    This might be because people tend to trust things they understand. Much like how a person might trust a simple calculator more than a complex scientific instrument they have never seen before.

    Trust in the future of finance

    As AI becomes more common in the financial world, companies will need to find ways to improve levels of trust.

    This might involve teaching people more about how the AI systems work, being clear about when and how AI is being used, and finding the right balance between human experts and AI.

    Furthermore, we need to tailor how AI advice is presented to different groups of people and show how well AI performs over time compared to human experts.

    At least one person has critical injuries.

    The crash was reported about 11.05am, and happened south of Waiouru, between Hassett Drive and Waiaruhe Road.

    The Serious Crash Unit has been advised.

    Traffic management is being arranged, but motorists are advised to expect delays.

    Remarks by Mr. Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, on the situation in the Middle East – Security Council, 9746th meeting.

    Under-Secretary-General for Peace Operations Jean-Pierre Lacroix, for his part said, “this situation has put our peacekeepers at serious risk” and reported several incidents, including the wounding of two peacekeepers earlier today who were “hit by tank fire.”

    Also this morning, Lacroix said, “IDF soldiers fired on a UN position [UNP 1-31] from an opening in the fence made by the IDF the previous day during adjacent ground works. Several vehicles and a communications system were damaged.”

    The peacekeeping Chief said, “previously I have highlighted that Hizbullah activities in the vicinity of UN positions held the potential to draw return fire. Now, we face a similar situation with the Israel Defence Forces installing positions directly adjacent to UN positions – a development that we strongly protest.”

    He reported that the UN Mission in Lebanon, UNIFIL’s operational activities “have virtually come to a halt since 23 September” as peacekeepers “have been confined to their bases with significant periods of time in shelter” limiting the Mission’s monitoring and reporting ability.

  • MIL-OSI United Kingdom: The Highland Council is ready for winter

    The Highland Council’s winter service starts today (Monday 14 October) and the Council is ready to treat – according to its policy – the 785km of roads for which it has responsibility.

    Chair of the Council’s Economy and Infrastructure Committee, Councillor Ken Gowans said: “I’m pleased to report that we have all the supplies and resources in place to provide a winter service according to the Council’s policy.  Council roads and pavements are gritted as specified within the council’s agreed winter service policy.

    “Service levels throughout the local Areas will remain, essentially, unchanged from last year.  When required, and when weather conditions allow, operations, Monday to Sunday, start at 6am and continue until 9pm, on a priority basis. There is no overnight service. On days classed as public holidays a restricted service is provided which starts at 7am.

    He added: “When it comes to winter gritting, we are grateful for the great support we received last year from most members of the public who showed great awareness and understanding of taking extra precautions when travelling in bad weather and checking before setting out on journeys. I would also like to recognise the work of our staff who work hard, often in extreme weather conditions, to keep routes open.

    “We will continue to do what it can within our resources and policy however, I would encourage communities to come forward and apply for winter resilience assistance from the Council that will provide them with salt in grit bins or heaps and other equipment to take action in their local areas that are important to them.”

    Community groups, volunteer groups and individuals who require further information or are wanting to access the Winter Resilience Programme can contact their Area Roads Office by email. Information is on the Council’s website –  The winter fleet mobilisation programme is complete and includes vehicle servicing and calibration of salt spreading equipment.  The fleet includes over a hundred gritters, footpath tractors and over 200 staff providing winter services.

    The council can confirm it has adequate salt stocks for the region of 40,000 tonnes for the start of the main winter season and that there are no concerns about future provision of deliveries from the council’s supplier.

    Cllr Gowans added a warning. He said: “Salting will not prevent roads from icing up in extreme conditions. This is particularly relevant on low traffic roads where there are insufficient vehicle movements to aid the interaction between the salt and the ice crystals, so we urge drivers to be extra careful driving in these conditions.”

    •  Drivers should take account of prevailing weather and road conditions.
    • Winter weather conditions within the Highlands can be very localised.
    • Black ice can be a particular danger. You cannot see it and it can still be there even after treatment.
    • Dawn frosts can also catch drivers unaware. At first light a clear sky will allow heat to radiate quickly from the road surface causing icy patches to form on wet or damp roads.

    Staff involved in winter services provision at area level are trained in using the Council’s weather forecasting service. The forecasts are used each year to assist local decision-making on daily and longer-term winter services actions.

    Area Winter Service Plans are set by Area Committees within Council strategy and budget allocated by the Economy and Infrastructure Committee.  The current Winter Service maps for each area will shortly be available from the Council’s website.

    Trunk roads in Highland are the responsibility of Transport Scotland and their operators Bear Scotland and AMEY.
