  • MIL-OSI China: A robot revolution in building the largest railway station in west China

    As the new section of the Chongqing-Xiamen high-speed railway, from Chongqing to Qianjiang, officially opened a week ago, the key hub along this route, Chongqing East Railway Station, was also put into operation.

    From obtaining the design blueprints in May 2022 to its official inauguration, it has taken 38 months to complete what is now the largest high-speed rail station in west China. Behind this monumental construction project are a group of unsung heroes — robots.

    According to Sun Haoran, a manager of the railway station project under China Railway Construction Engineering Group, the station serves as a pilot for the “integration of stations and cities” as part of the nation’s efforts to strengthen transportation infrastructure.

    Located in the Nan’an District of Chongqing, the station features 15 platforms and 29 tracks. The station building spans eight floors with a total construction area of 1.22 million square meters, equivalent to 170 standard football fields. Its roof covers approximately 120,000 square meters and weighs 16,500 tonnes.

    “The scale of the station’s roof alone is colossal, making the construction difficult and posing high safety risks,” Sun said.

    Indeed, in this city where temperatures regularly hit 40 degrees Celsius during furnace-like summers, building a vast transportation hub on its rugged topography demands innovation.

    Robots have conducted a quiet revolution, transforming conventional construction in extreme environments.

    “Ground leveling in 40-degree heat used to mean workers often collapsing from heatstroke,” said Huang Pinqing, a senior official with China Railway 11th Bureau Group Corporation Limited, who is in charge of the railway station project.

    “Now, laser-guided bots did the job with millimeter precision at three times human speed, cutting labour costs by 40 percent.”

    “Meanwhile, in this mountain furnace in summer, steel never sweats,” he added.

    Huang proudly introduced his “robot army.”

    Four-wheel laser screed machines, equipped with LiDAR sensors, AI algorithms, and 5G connectivity, replaced manual concrete smoothing. While workers remotely monitor them from shaded shelters, their precision reduces waste.

    Patrol robots, undeterred by night or rain, became 24/7 sentinels. Using AI vision, they detect the absence of hard hats or misplaced vehicles within 100 meters during the day or 50 meters at night, slashing hazard identification time by 90 percent and quadrupling the quality inspection efficiency, he said.

    Glass installation robots tackle 800-kilogram panels needed for soaring facades. Precision servo arms position the massive glass units with millimeter accuracy, accelerating installation threefold while reducing accident risks by 90 percent compared to manual hoisting by dozens of workers.

    Omni-directional welding robots were used for joining overhead pipe installations. Capable of 0.1-millimeter accuracy swing control, they sealed an 800-millimeter diameter steel pipe joint in two hours — one-third the time required manually — ensuring consistent quality on high-altitude tasks.

    “Robots free our teams from the worst heat exposure,” Huang said. “They aren’t gimmicks but essential partners.”

    Data from China Railway 11th Bureau Group Corporation Limited confirmed that robotics tripled average work efficiency and nearly halved labour costs.

    In addition, safety incidents dropped by 90 percent, despite Chongqing’s challenging topography, where summer heatwaves now regularly test construction limits, including record-breaking temperatures in 2022 and 2024, forcing traditional sites to suspend daytime work.

    “This is how technology serves people — building faster, safer, and smarter, even in Chongqing’s furnace,” said Huang.

    This mountainous metropolis is also accelerating the power of automation to reshape infrastructure development and beyond.

    According to the Chongqing Municipal Economy and Information Technology Commission, in recent years, Chongqing has drafted action plans to boost robot application and cultivate future industries, empowering the development of the robotics industry from a top-level institutional perspective.

    By 2024, the city’s robotics output exceeded 60,000 units, with the total industrial chain output value surpassing 37 billion yuan (about 5.17 billion U.S. dollars).

    Meanwhile, the city is creating an internationally competitive intelligent equipment industrial cluster.

    Currently, Chongqing has gathered over 300 key robotics enterprises, and hosts 31 research and development platforms, such as the Chongqing Institute of Green and Intelligent Technology under the Chinese Academy of Sciences and a national robotics testing center.

    This has led to the establishment of a comprehensive ecosystem encompassing research and development, manufacturing, testing, system integration, component supply, talent training and application services.

    Igor Sechin, Chairman of the Management Board and Chief Executive Officer of Rosneft, noted:

    “In the reporting period, the Company operated in the context of continuous deterioration of the macroeconomic environment that included lower prices and wider discounts for Russia’s Urals crude oil, new sanction restrictions, as well as a stronger ruble.

    The Bank of Russia independently sets the exchange rate of the national currency, considering, primarily, the realities of the financial system. The use of such exchange rate thus does not take into account the economic conditions of the Company’s operations leading to incremental costs associated with the calculation of the tax base, currency conversion, understating the value of oil in rubles and so on.

    In the first quarter of 2025, the Company’s EBITDA was under the additional pressure from rising transportation expenses due to the tariff indexation by the natural monopolies. For example, Transneft oil transportation tariffs have gone up by 9.9% since January 2025, while petroleum product transportation tariffs and freight railroad transportation expenses have increased by 13.8% since the end of 2024.

    Most natural monopolies tariffs, including even the tariffs imposed by the Russian Post, rise outstripping inflation: since early 2024, the price of sending an ordinary postal card has increased by 20%. Electricity tariffs were raised by 9.1% from July 2024 and are scheduled to be indexed by another 11.6% in July 2025.

    Moreover, in accordance with the updated socio-economic development forecast, in 2025, indexation of regulated gas prices, electricity tariffs, and tariffs of grid companies is planned to exceed the forecast inflation rate, accelerating cost inflation.

    In these circumstances, cost control remains our constant priority. In the first quarter of 2025, upstream lifting costs amounted to $3/boe in line with our strategic goal.

    Net income increased quarter-on-quarter but declined year-on-year against the growing key interest rate. For instance, interest expenses on loans and borrowings went up 1.8 times year-on-year.

    Shareholders’ interests remain a top priority for Rosneft. On April 25, the Board of Directors recommended that the General Shareholders Meeting make a resolution on paying a final dividend of RUB 14.68 per share. In this way, the total amount of dividends attributable to shareholders and based on last year results will amount to RUB 51.15 per share”.

    Operating Performance

    Exploration and Production

    In Q1 2025, liquid hydrocarbon production amounted to 44.6 mln tons (3,681 th. bpd) on the back of challenging weather conditions in Central Russia, and oil production cap in compliance with the decisions of the Russian Government.

    In Q1 2025, the Company’s gas production amounted to 20.2 bcm (1,366 th. boe/day). Greenfield projects in the Yamal-Nenets Autonomous District commissioned in 2022 account for around a third of the Company’s gas production.

    As a result, in Q1 2025, the Company’s hydrocarbon production amounted to 61.2 mln toe (5,047 th. boe/day).

    In Q1 2025, production drilling footage exceeded 2.8 mln meters. Rosneft commissioned over 0.6 th. new wells with horizontal wells accounting for 76% of that amount.

    Vostok Oil Project

    The Company continues pilot development of the Payakhskoye, Ichemminskoye and Baikalovskoye fields: in Q1 2025, production drilling footage exceeded 30,000 meters, while 4 production wells were completed. The Company launched pilot production at the Payakhskoye and Ichemminskoye fields with produced oil transported by trucks.

    Work is underway at the Vankor – Payakha – Sever Bay trunk oil pipeline. As of the end of Q1 2025, 104,000 piles were installed, about 450 km of the pipeline were laid, including a 171 km long two-piped section. Most of the work on laying the backup pipeline crossing the Yenisei River was completed.

    The Company completed most of the work on the construction of two cargo berths and a berth for the port fleet at the Sever Bay Port terminal. Construction of the first oil loading berth is in progress as well as preparatory work for the second berth. Construction of a crude delivery and acceptance point at Sever Bay Port terminal and the Suzun oil pumping station is underway. The Company continues the construction of logistics infrastructure and hydraulic engineering installations, shore reinforcement, and expansion of onshore and berth infrastructure.

    Refining

    In Q1 2025, the refining volumes amounted to 19.5 mln tons, demonstrating a quarter-on-quarter decrease. The refining volume trend is attributable to optimization of refinery utilization in view of the current pricing environment and demand, and the need for maintenance and repair works. The refining depth increased to 75.9%, while the light product yields reached 59.9%.

    Sustainable supply of high-quality motor fuel to Russian consumers is one of Rosneft key priorities. In Q1 2025, the Company sold 9.8 mln tons of petroleum products on the domestic market, including 3.2 mln tons of gasoline and 3.8 mln tons of diesel fuel. 

    The Company is an active trader at the St. Petersburg International Mercantile Exchange (SPIMEX). In the reporting period, Rosneft sold 2.2 mln tons of gasoline and diesel fuel on the exchange that is 1.7 times higher than the required volume.

    Financial Performance

    Operating performance and the current macroeconomic environment combined with management solutions determined the dynamics of the Company’s key financial indicators.

    In Q1 2025, the Company’s revenue1 amounted to RUB 2,283 bln, down 8.5% quarter-on-quarter against lower Urals prices in rubles. At the same time, the rate of costs savings and expense reductions lagged behind the revenue dynamics, with one of the reasons being indexation of tariffs imposed by the natural monopolies. As a result, Q1 2025 EBITDA decreased to RUB 598 bln, with an EBITDA margin of 26%.

    In Q1 2025, unit upstream lifting costs amounted to $3/boe.

    In Q1 2025, net income attributable to Rosneft shareholders grew quarter-on-quarter, reaching RUB 170 bln.

    In Q1 2025, capital expenditure amounted to RUB 382 bln due to the scheduled implementation of the investment program mainly at Upstream assets.

    As of the end of Q1 2025, the net debt / EBITDA ratio amounted to 1.36x that is significantly below the minimum covenant under the loan agreements.

    ESG

    In the reporting period, the Company proceeded with activities aimed at achieving sustainable development goals under the ‘Rosneft-2030’ strategy.

    Rosneft applies advanced technologies and state-of-the-art production methods to create a safe working environment and minimize the risk of occupational injuries and occupational illnesses. In Q1 2025, the Lost Workday Injury Severity (LWIS) went down by 68%.

    Incident prevention measures resulted in a lower number of process safety events at the Company subsidiaries in Q1 2025. In particular, the frequency of incidents related to loss of containment of equipment with severe consequences of Tier 1 (PSER-1) reduced by 13% against Q1 2024, while the frequency of Tier 2 incidents (PSER-2) decreased by 19%.

    In the reporting period, no oil, gas or water shows (release of oil, gas or water to the surface) were registered during well drilling operations at the Company sites. The Company continued with pipeline replacement as part of its efforts to minimize oil and petroleum product spills.

    The Company leadership in sustainable development received independent external recognition. In April 2025, Rosneft became one of the leaders in the ESG ranking  for the quality of personnel management according to RAEX, Russia’s largest non-credit agency.

  • MIL-OSI Russia: China Moves Towards Full Energy Independence to Become Major Energy Exporter – Rosneft CEO

    China is moving towards full energy independence and will turn from an importer to a major energy exporter in the foreseeable future, Rosneft CEO Igor Sechin said in his report at the Energy Panel of the XXVIII St. Petersburg International Economic Forum.

    He noted that China is a unique example of a competent approach to energy system development – the country now accounts for a third of the world’s investments in the energy sector.

    “In my opinion, China, which has already ensured its energy security, is confidently moving towards complete energy independence, forming a stable energy balance based on its own resources. There is no doubt, taking into account the persistence and professionalism of the Chinese comrades, that in the foreseeable future they will achieve the desired result, which will turn China from an importer of energy resources into a major energy exporter,” said the CEO of Rosneft.

    According to Igor Sechin, in recent years it is in China that the largest amount of new renewable energy capacity has been commissioned and more than 70% of the world’s capacity for the production of equipment for the “green” economy is located. This applies to the entire value chain: from critical minerals to the production of high-tech equipment that has no analogues in Western countries.

    Rosneft’s CEO also noted China’s efforts in increasing investments in related infrastructure: investments in power grids increased by 15% last year and may double this year. “investments in rechargeable batteries have grown almost fivefold to $11 billion. As of today, the total capacity of such batteries in China exceeds 35 GW , which amounts to two-thirds of the entire global capacity,” Igor Sechin said.

    At the same time, China has never given up fossil fuels. Over the last five years, the country has outpaced the rest of the world in terms of commissioning new coal-fired generation capacity. “Today, coal accounts for almost 60% of China’s electricity generation. Last year alone, China issued permits for about 100 gigawatts of new coal-fired power generation, the highest in a decade, which should strengthen coal’s role in the grid,” emphasized the CEO of Rosneft.

    China’s efforts to strengthen its own energy security have drawn a barrage of criticism, often disguised as concern for the environment. “As the outstanding Chinese strategist and thinker Sun Tzu aptly noted two and a half thousand years ago: ‘The more brilliant your plan, the fewer people will agree with it,’” the Rosneft CEO added. 

    According to Sechin, China’s coordinated approach to energy security is particularly clear from the example of electric cars. The growth of their sales led to a significant slowdown in demand for motor fuel last year, and “the continuation of this trend may have a significant reversing effect on the balance of the oil market”.

    An important part of China’s strategy to reduce its dependence on energy imports is the processing of coal into synthetic fuels and chemical products. “Chinese companies are investing billions of dollars in the development of this industry. According to experts, today in China 40 million tons of coal is used to produce synthetic fuels and more than 260 mln tons for ammonia and methanol production,” Igor Sechin concluded.

  • MIL-OSI Russia: Rosneft and RusHydro will continue to develop charging infrastructure for electric vehicles at gas stations

    As part of the 9th Eastern Economic Forum, Rosneft and RusHydro signed a Letter of Intent on cooperation for the development of charging infrastructure for electric vehicles.

    The agreement proposes installation of charging stations for electric vehicles at Rosneft’s gas stations in Russian regions, as well as cooperation for construction of gas stations and charging complexes as part of multifunctional road service zones on toll roads. All electric modules will comply with the current standards and will support the fast charging function.

    Rosneft’s retail network currently operates 80 electric charging stations at its gas stations in 12 regions of Russia stretching from St. Petersburg to the Zabaikalsky Territory. Most of the stations support the fast charging function – they can charge the battery of an electric vehicle up to 80% in just 20 minutes.

    The agreement with RusHydro was signed as a follow-up to the commitments that the parties made in 2021.

    The brand of Rosneft filling stations is one of the leaders in terms of recognition and quality of the fuel nationwide. The geography of Rosneft’s retail business covers 61 regions of Russia. The network of the Company’s filling stations includes almost 3,000 sites.

    Expanding the range of customer services is one of the key areas of Rosneft’s retail business. Infrastructure development will allow drivers to charge electric vehicles at the widespread network of Rosneft gas stations across Russia. The Company will continue to expand the geography of charging stations in line with demand forecasts and the development of the electric vehicles market.

  • MIL-OSI Russia: Rosneft and Voronezh Oblast to Promote Automobile Tourism

    At the XXVII St. Petersburg International Economic Forum, Rosneft and the Ministry of Entrepreneurship, Trade and Tourism of the Voronezh Oblast signed a Memorandum of Cooperation to promote domestic tourism.

    According to the document, the parties plan to implement measures aimed at meeting the demand for domestic automobile tourism, promoting the tourist potential of the region, and improving the comfort of automobile tourists through development of motorway service and Rosneft retail network infrastructure.

    Earlier, Rosneft and the Voronezh Tourist Information Center (TIC) presented a joint project to develop automobile tourism including a tourist route through the motorway service facilities available at Rosneft filling stations. The project covers four routes for automobile travel in Voronezh and across the Voronezh Oblast in the following directions: North, South, West, and East. The routes include popular tourist destinations located both in Voronezh and nearby federal highways such as M-4 Don.

    Rosneft retail network in the Voronezh Oblast consists of 80 filling stations. Of these, 15 are located on the M4 highway to Voronezh, the main regional transportation artery used by residents of Central Russia to travel to the seaside.

    Development of the motorway service facilities and improvement of the customer services provided at Rosneft filling stations is one of the Company priorities.
    This contributes to the development of domestic automobile tourism, as the Company retail network is not only the largest in Russia in terms of geographical coverage and number of filling stations (around 3,000 stations), but also one of the leaders in terms of fuel recognition and quality.

    Rosneft undertakes a number of actions aimed at creating comfortable conditions for automobile travelers.     At the XXVII St. Petersburg International Economic Forum, Rosneft and the Tourism Agency of the Krasnoyarsk Territory signed a Memorandum of Cooperation to promote domestic tourism.

    The document provides for cooperation to boost the demand for domestic automobile tourism, promote the tourist potential of the region, including improvement of motorway service and Rosneft retail network infrastructure.

The project “Horizons of Russia” has a number of key distinctions thanks to the unique navigation functionality, all interesting locations become stops on the route that a driver may can independently combine and modify at any time during the journey.

    The Krasnoyarsk Territory is a strategic region of Rosneft operations. The region is home to the major Group Subsidiaries, including RN-Vankor, Vostsibneftegaz, Slavneft-Krasnoyarskneftegaz, Achinsk Refinery, service, marketing and logistics companies, and filling stations.

    Vostok Oil, the flagship oil production project, is being delivered in the north of the region. Low unit production costs and low carbon footprint (only a quarter of the global average for new projects) make Vostok Oil one of the most promising and environmentally friendly oil production projects in the world. Industry experts estimate that the project will increase the annual Russian GDP by 2%.

    Rosneft is also implementing a large-scale program in the Krasnoyarsk Territory to support educational institutions that provide comprehensive training courses to skilled workers and engineers for the Vostok Oil Project. Over 400,000 specialists will be engaged at the construction stage alone, and over 130,000 workers will be employed on a long-term basis at the Vostok Oil operational stage. A total of 10,000 people are already working at the project facilities.

    Four people died, 30 were missing and 31 survived after a ferry carrying 65 people sank near the Indonesian island of Bali, the country’s Search and Rescue agency said on Thursday, as rescuers raced to find victims in the rough sea.

    The KMP Tunu Pratama Jaya sank almost half an hour after leaving East Java province’s Banyuwangi port on its way to Bali late on Wednesday, the agency said on Thursday.

    The boat was carrying 53 passengers and 12 crew members, as well as 22 vehicles, the agency said.

    A search for the missing is underway although it is being hampered by strong currents and winds, the agency said, adding it had deployed a helicopter to the location and 13 underwater rescuers.

    Video provided by the national rescue agency Basarnas showed what appeared to be the body of one person being carried to shore from a fishing boat in calm seas.

    There has been no official statement on the nationalities of the passengers, but a manifest list broadcast by news channel MetroTV indicated there were no foreigners on board.

    Ferries are a common mode of transport in Indonesia, an archipelago of more than 17,000 islands, and accidents are common as lax safety standards often allow vessels to be overloaded without adequate life-saving equipment.

    A small ferry capsized in 2023 near Indonesia’s Sulawesi island, killing at least 15 people.

    The Northern Territory Police Force are continuing to call for information in relation to a hit and run in Leanyer on Friday, 27 June 2025.

    About 7:05pm on Friday, emergency services received reports of a hit and run along Leanyer Drive and responded to the incident. A female and male were allegedly struck with the female suffering serious injuries.

    Initially police called for information relating to any witnesses of a white Yaris or Getz hatchback in the area at the time; however, upon further investigation police do not believe it was a hatchback and instead are looking for a white Holden Commodore VE Calais SS Station Wagon as pictured. The white Holden Commodore is believed to be missing the passenger side mirror and may have damage on the left side of the vehicle following the incident.

    Police are encouraging the driver to make contact on 131 444.

    Anyone who may have witnessed this car within the vicinity of Leanyer Drive around the time of this incident, particularly anyone with dash cam footage, is urged to contact police on 131 444. Please quote reference number NTP2500065618.

    NZ Transport Agency Waka Kotahi (NZTA) is advising drivers that critical safety barrier repairs and other maintenance work on State Highway 2 in Upper Hutt will begin on Sunday 13 July, weather permitting.

    • One-week of night closures for various sections of State Highway 2 are planned, for Sunday, 13 July to Thursday, 17 July between 9 pm and 4 am.
    • State Highway 2 will be closed overnight between Silverstream and Whakatiki Street on Sunday 13 July and Monday 14 July. 
    • State Highway 2 will be closed overnight between Whakatiki Street and Gibbons Street on Tuesday 15 July night.
    • State Highway 2 will be closed overnight between Gibbons Street and Totara Park Road on Wednesday 16 July and Thursday 17 July.

    Three sections of wire rope barrier and one section of roadside barrier require repairs. Because the barriers are next to live traffic lanes, road closures are required to keep road crews safe.

    Resurfacing patches and line marking will also take place to make the most of the road closure. These works will make the state highway safer and more resilient.

    Roxanne Hilliard, Wellington Alliance Manager, says the work is essential because safety barriers can literally be the difference between life and death.

    “Median barriers virtually eliminate head-on crashes and reduce deaths and serious injuries from run-off-road crashes by around 40 to 50 percent.

    “For the safety of all road users it’s vital that we repair barriers after they are struck and damaged. Investing in repairs helps reduce crash risk and the chance of people being hurt or killed. The sooner we do it, the safer road users will be.” Ms Hilliard says.

    “NZTA understands that the delays for road users while repairs are carried out are inconvenient, but serious crashes cause even greater delays and can see roads closed for hours,” Ms Hilliard says.

  • MIL-OSI New Zealand: Man charged in relation to February fatal crash, Southland

    Police have charged a 20-year-old man in relation to a fatal crash on Niagara-Tokanui Highway on 15 February 2025.

    At around 8.35pm, Police were alerted to a single-vehicle crash where a ute had rolled between McManus Road and Quarry Hills Fortification Road.

    Sadly, despite best efforts by emergency services, 20-year-old Jack Victor Hugh Stephens from Tahakopa died at the scene.

    Two other occupants received serious to critical injuries.

    At the time, the Serious Crash Unit conduced a scene examination and Police’s investigation was established.

    Today, Police charged a 20-year-old man in relation to the incident.

    He is due to appear in Gore District Court on Wednesday 30 July 2025, charged with manslaughter.

    As the matter is before the courts, Police are unable to provide further information in relation to the matter.

    Fireworks—Keep it Legal. Keep it Safe.

    Fireworks are a staple of Independence Day, but they can also be dangerous. The safest way to enjoy fireworks is to attend a public display organized by professionals. There are plenty of places you can see coastal displays, Portland area displays, the southern Willamette Valley, as well as other parts of Oregon. If you choose to use consumer fireworks, follow these precautions – including:

    • Always check local regulations before lighting fireworks in your area.
    • Never give fireworks to small children and keep a bucket of water or a hose nearby in case of emergencies.
    • Light fireworks one at a time and never attempt to relight a dud.
    • Maintain a safe distance from fireworks and never point them at people, animals, or structures.
    • Remember, all fireworks are banned on public lands. This includes state and federal parks.

    Campfire and Outdoor Fire Safety—Don’t be the Spark.

    Oregon Parks and Recreation Department maintains a state parks campfire/flame restrictions in page, the Oregon Department of Forestry maintains one for state lands, and the Bureau of Land management maintains a list for federal land. If your celebration includes a campfire or fire pit, follow these guidelines:

    1. Check if fires are allowed where you are camping.

    3. Use designated fire rings—they’re placed in safe areas with buffers of at least 25 feet away from tents and vegetation. Use outdoor fireplaces and fire pits only in well-ventilated areas.
    4. Always have water nearby to fully extinguish the fire—douse, stir the embers, and ensure everything is wet.
    5. Beach fires belong on open sand—keep them away from driftwood and plants. Pour water slowly to avoid spraying hot sand. Never use sand to smother the fire—it traps heat and can cause burns later.
    6. Propane fire rings require the same precautions as wood fires—rules may vary by location.

    Tenants of city land plots have received permission to place charging stations for electric vehicles in the east, southeast and south of Moscow. This was reported by Ekaterina Solovieva, Minister of the Moscow Government, Head of the Department of City Property.

    “Tenants of city land plots can place various non-capital objects on them, including charging stations for electric vehicles. A special interdepartmental commission reviews the corresponding applications. Since the beginning of the year, it has approved the installation of 22 such objects on the territory of a gas station in the Perovo district, as well as near administrative buildings in Maryino and Biryulyovo Zapadny. This decision is aimed at developing infrastructure and supporting environmentally friendly transport,” said Ekaterina Solovyova.

    Ten charging stations for electric vehicles will be installed near the gas station on 1st Entuziastov Street, and the installation of two more has been approved near the Maryino small business center on Lyublinskaya Street. The city has also approved the installation of ten stations on Vostryakovsky Proezd, not far from the 32nd kilometer of the Moscow Ring Road on the territory of the resource supply organization complex. They became the first charging hub for electric vehicles “Yuzhny”.

  • MIL-OSI New Zealand: Construction to start on new average speed safety cameras in Bay of Plenty

    NZ Transport Agency Waka Kotahi (NZTA) will soon begin construction of two sets of average speed safety cameras to improve safety in Bay of Plenty.

    Average speed safety cameras are being used by NZTA to reduce serious crashes along high-risk corridors and roads. The technology is internationally proven to be highly effective at reducing deaths and serious injuries on longer sections of road. The cameras work by calculating a vehicle’s average speed over a length of road between two cameras.  

    One pair will be installed on State Highway 2 (SH2) Pacific Coast Highway between Ōtamarākau and Matatā and the other on State Highway 5 (SH5) Explorer Highway, Tumunui south of Rotorua in the Bay of Plenty. Work will begin at both sites on Monday 14 July, and take three to four weeks to complete.

    NZTA Head of Regulatory Strategic Programmes Tara Macmillan says speeding has a very real and devastating impact on communities. 

    “The types of crashes that happen, and are likely to happen, the volume of traffic, and driver behaviour all tell us that there is a serious risk of people being killed or seriously injured in crashes on these roads. We also know that risk can be significantly reduced if more people drive to the speed limit. By installing safety cameras, we can reduce the chance of people being killed or seriously injured in crashes on these roads.”

    SH2 Matatā 

    In June 2024, NZTA undertook a speed survey on this stretch of road that showed around 45 percent of drivers were speeding.  

    A new camera will be installed on SH2 near Herepuru Road (by Murphy’s Holiday Camp). The existing safety camera near Ōtamarākau on SH2 will be converted to an average speed camera.  

    SH5 Tumunui 

    In June 2024, NZTA undertook a speed survey on this stretch of road which showed around 47 percent of drivers were speeding. 

    One camera will be installed at approximately 126 Thermal Explorer Highway (SH5 – Rotorua end) and the other near 2028 Thermal Explorer Highway near Waimangu. 

    When installed, each pair of cameras will work together, measuring the average speed drivers travel between them. Drivers will only be ticketed if their average travel speed over the entire distance between a pair of cameras is over the limit – they aren’t ‘pinged’ by a single camera or at a single point where they are over the speed limit. 

    Initial construction works include installing underground power supplies, completing foundation works and installing metal barriers that will protect maintenance workers and any vehicle that leaves the road in a crash.   

    The poles and cameras will not be installed until later this year. Before the cameras begin operating ‘Average speed camera area’ signs will be installed, giving drivers a reminder to check their speed and slow down if needed. 

    NZTA is expecting to begin operating its first average speed safety cameras on SH1 at Matakana Road, Warkworth, later this year, and will progressively bring other average speed safety cameras online, including in the Bay of Plenty, in the following months.

    Three men charged with Criminal Code Assault

    Police have today charged three men with Criminal Code Assault and destroying property following an incident outside Mood Food, Burnie, in the early hours of Wednesday 2 July.
    Police allege the 18 year old, 19 year old and 41 year old men – all of Somerset – assaulted an 18 year old man and damaged his vehicle while in possession of a bat.
    The victim was transported to hospital by ambulance, where he was treated for his injuries and discharged.
    The three men were subsequently arrested later that day by members of the Western Criminal Investigation Branch, and have since been charged.
    They will appear in the Burnie Magistrates Court at a later date.

    SACRAMENTO – As House Republicans vote on the measure as soon as tonight, President Trump’s “big beautiful” national debt-adding bill is a massive tax break for the wealthiest Americans, at the cost of programs and services used by everyday families. It gives tax breaks to the ultra-rich, balloons our national debt, and guts programs that most Americans depend on – including health care, food assistance, and public safety programs. Allow us to demonstrate:

    A plan for the ultra-rich

    Starting in 2029, those making $30,000 a year or less would see a tax increase, while the top 0.1 percent would get a $309,000 tax cut, on average – an annual tax break that is more than three times what the typical American household earns in an entire year. 

    Oh, and the “no taxes on tips” program that Trump keeps raving about? Many workers will see little to no benefit. The program for tipped workers is temporary, expiring in 2028, meanwhile the tax cut for the ultra-wealthy is permanent. By 2029, those earning less than $30,000 a year will see their taxes increase, on average. These same families will also be harmed by cuts to health care and food assistance. 

    Here’s how Trump’s plan will hurt you

    This bill is a complete betrayal of Americans by the Trump administration. Not only does it cut programs for families trying to make ends meet, but decimates middle-class opportunities – including health care and children’s access to college. 
     

    Eliminates American taxpayer jobs

    • Puts 686,000 California jobs at risk, through the elimination of the Inflation Reduction Act’s clean energy tax credits. NABTU says that if enacted, “this stands to be the biggest job-killing bill in the history of this country.”

    Significantly cuts critical family support programs

    • More than $28.4 billion slashed in federal Medicaid funding to California – increasing medical debt and jeopardizing health care providers’ ability to keep their doors open.
    • More than 11 million newly uninsured for health care nationally.
    • Roughly 17 million people would lose coverage and become uninsured by 2034 due to various Medicaid reductions and the exclusion of enhanced premium subsidies.
    • Cuts necessary food assistance for people for 3 million people nationwide in need of quality nutrition and food.
    • Establishes a tax hike for parents who pay for child care.
    • Rural hospitals across the state are likely to see care offered cut or doors closed entirely.

    Defunds public safety

    The groundbreaking of a new electric vehicle (EV) battery megaproject in Indonesia set another milestone in the country’s rapidly growing EV supply chain, driven by Chinese investment.

    JOINT VENTURE

    The project, whose groundbreaking on Sunday was witnessed by Indonesian President Prabowo Subianto in Karawang, West Java, is a joint venture with China, worth nearly 6 billion U.S. dollars, and covers the full supply chain, from nickel mining and processing to battery materials production, manufacturing and recycling.

    Indonesia is currently the world’s largest producer of nickel and holds the biggest-known reserves of the metal, an essential component in EV batteries.

    The project is jointly conducted by Indonesia’s state-owned miner PT Aneka Tambang Tbk, state-owned investment holding company PT Indonesia Battery Corporation and China’s Ningbo Contemporary Brunp Lygend Co., Ltd.

    “This groundbreaking is proof of our leaders’ seriousness in collaborating with our partners and our friends in China. We can work together on a program that I think can be called colossal, an extraordinary breakthrough,” Prabowo said at the groundbreaking ceremony.

    According to Indonesian Minister of Energy and Mineral Resources Bahlil Lahadalia, the project is expected to create 35,000 jobs and contribute up to 42 billion dollars annually to the national GDP. He also highlighted that the plant’s capacity would support the production of batteries for 300,000 vehicles, potentially reducing Indonesia’s fuel imports by approximately 300,000 kiloliters per year.

    GREEN TRANSITION

    The Indonesian government has been actively promoting the nickel industry to increase national competitiveness and build an ecosystem for the EV battery industry. The ambition is also aligned with Indonesia’s long-term commitment to achieving net-zero emissions by 2060.

    Fahmy Radhi, an energy economics expert from Gadjah Mada University, said, “This transformation is more than an energy transition. It opens the door to clean technology, encourages green infrastructure development, and provides a strategic path for Indonesia to become a clean-energy industrial nation.”

    He also highlighted the importance of ensuring that investment does not stop at the smelter level. “The process must extend to the production of final goods, such as EV batteries or even electric vehicles themselves.”

    Currently, Indonesia is home to nine electric car manufacturers, seven electric bus production facilities, and 63 two- and three-wheeled electric vehicle factories.

    CRUCIAL PARTNER

    Kukuh Kumara, secretary general of the Association of Indonesia Automotive Industries, emphasized the critical role of partnerships with countries experienced in EV development, particularly China. “From the mining process to ready-to-use batteries, there is a huge process involved,” he said.

    Kumara said that expanding industries related to the EV supply chain will not only strengthen Indonesia’s downstream capabilities but also create jobs and promote know-how transfer. “China is known for its strong EV component industry. We encourage our local companies to learn from Chinese partners,” he said.

    “Our ultimate goal is to develop Indonesia’s own auto brands, local factories and indigenous technical capabilities,” Kumara said. “But at this stage, international partners are still crucial.”

    Chinese firms have played a pivotal role in bringing technology, capital and global market access to Indonesia, particularly in EV batteries and supply chain integration, said the business leader.

    As the first Chinese automaker to invest and establish a factory in Indonesia, SAIC-GM-Wuling (SGMW) has helped 17 Chinese enterprises in the auto supply chain to venture into ASEAN’s biggest economy, developing over 100 local suppliers over the past seven years.

    The Chinese automaker has also contributed to fostering Indonesia’s own EV sector. Last November, the China-Indonesia Institute of Modern Craftsmanship of New Energy Vehicle, a training base established by China’s Liuzhou City Vocational College, Indonesia’s Anand Industrial Training Institute and the SGMW’s Indonesian subsidiary, was officially inaugurated in Indonesia.

    “What is prominent in Chinese investment is the genuine willingness to implement technological transfer and human development programs through joint research, expert and trainee exchanges, vocational training, etc,” said Christine Susanna Tjhin, co-founder and director of strategic communication and research at the Gentala Institute, an independent consulting firm.

    As the Communist Party of China (CPC) celebrates the 104th anniversary of its founding this week, the Party’s signature five-year plans continue to serve as a roadmap for China’s modernization drive.

    This year, China is set to complete its 14th Five-Year Plan (2021-2025) and is formulating the blueprint for the next one, marking a pivotal moment in the country’s long-term strategy for national rejuvenation.

    From transforming an agrarian society into the world’s second-largest economy to charting a path toward becoming a great modern socialist country in all respects by mid-century, these plans reflect the CPC’s enduring commitment to long-term strategic vision and collective prosperity.

    Through this cyclical yet ever-evolving roadmap, China sets strategic goals, defines government priorities, regulates business operations, and mobilizes national resources — all in pursuit of its overarching objective of building a modern socialist nation.

    The country’s first plan in 1953 marked its initial push toward industrialization with the establishment of the nation’s first major steel and automobile plants. Fast-forward to the 13th (2016-2020), and it saw the completion of the world’s largest high-speed rail network.

    “Five-year plans are to China’s development what construction drawings are to building a house,” said Ran Hao, a professor at the Party School of the CPC Central Committee. “It tells the government and society which ‘floor’ to focus on and which ‘road’ to build over the next five years, helping avoid a piecemeal approach.”

    A FRAMEWORK, NOT A DOGMA

    Although China’s five-year plans include quantitative targets, such as the GDP growth goal, first introduced in the seventh five-year plan, it does not mean the CPC is running a centralized planned economy.

    “It’s not about the government dictating everything; rather, the plans set the direction and priorities,” Ran said.

    Since 2006, targets have been divided into two types: binding targets, which reflect government commitments, such as reducing energy consumption per unit of GDP, and anticipatory targets, which represent desired outcomes like GDP growth, to be pursued primarily through market mechanisms.

    In a break from tradition, the 14th Five-Year Plan did not set a quantitative target for GDP growth; instead, it described expected growth in broader terms, in part to emphasize quality over speed.

    “Five-year plans are suited to the Chinese mentality and the Chinese idea of thinking long-term,” said British scholar Martin Jacques. For millennia, Confucian classics have taught that those who plan ahead are more likely to succeed.

    China’s five-year plans set clear goals but give regions the leeway needed to tailor their own pathways. National plans are broad frameworks that guide local governments in creating their own action plans, explained Yin Jun, a researcher with the Peking University.

    At present, the CPC is drafting proposals for the country’s 15th Five-Year Plan (2026-2030).

    Observers said the upcoming plan will emphasize a future-oriented approach to global challenges, foster new quality productive forces, and strengthen the social safety net to improve public well-being.

    PLANNING WITH COLLECTIVE EFFORTS

    Given their far-reaching impact, China’s five-year plans are developed over several years, and informed by research, expert reviews, inter-agency coordination and public consultation. For example, work on the current 14th Five-Year Plan began as early as 2018.

    While drafting the five-year plan, the CPC highly values public inputs, which reflect society’s needs and help foster consensus. In 2020, for the first time, public advice was collected online, with suggestions like mutual-aid elderly care included in the final plan.

    Over three months that year, seven symposiums were held with the Party’s leader meeting with entrepreneurs, experts, local officials, and representatives from the grassroots level to listen to their suggestions.

    The combination of top-level planning with public participation continued this year. In May, major media platforms invited public feedback, and netizens proposed improvements such as enhancing rural express delivery infrastructure and installing elevators in older communities, among other ideas.

    An old saying from Sun Tzu’s “The Art of War” offers insight into the success of China’s five-year plans: Triumph comes when the leaders and the people share the same goal.

    IMPACT BEYOND BORDERS

    China’s five-year plans not only guide national development but also offer opportunities for global investors.

    Madiyar Tukpatov, chairman of a public transport company in Astana, Kazakhstan, visited China earlier this year to research electric buses. His company began using Chinese electric buses in 2020 and plans to further integrate Chinese EV technology into Astana’s transport system.

    New energy vehicles (NEVs) have been developed as a strategic industry over several five-year plans. Their production and sales each exceeded 12.8 million units in 2024, maintaining China’s position as the global leader in this sector for 10 consecutive years. Chinese NEVs can be found in over 70 countries and regions.

    Benjamin Mgana, chief editor of foreign news at The Guardian newspaper in Tanzania, praised China’s approach to planning, saying it demonstrates that developing countries can create workable strategies based on their own realities, rather than copying Western models.

    Inspired by China’s success, a growing number of countries have adopted their own medium- to long-term strategies. Poland, Ethiopia and Tanzania have sought support from Chinese institutions to assist in their planning process.

    Four young men were arrested for drug trafficking in the State’s Far North earlier this week.

    About 1.20pm on Monday 30 June, Far North Highway Police detected a Ford Ranger travelling north at 125 km/h in a 110 km/h zone on the Stuart Highway at Kootaberra, about 50 kilometres north of Port Augusta.

    Afer police conducted a u-turn and activated emergency lights to pull the vehicle over, the patrol saw a number of packages being thrown from the car windows.

    A search of the vehicle and four occupants revealed a bong and small amount of loose cannabis.

    Police recovered the discarded packages and found they contained approximately 1.2 kilograms of cannabis.

    The four men, aged 19, 20, 20, and 22, all from interstate, were all arrested and charged with trafficking in a controlled drug.

    They were refused police bail and appeared in the Port Augusta Magistrates Court on 1 July, where three of the men were remanded in custody.

    On the banks of the shimmering Huangpu River that cuts through the Chinese metropolis of Shanghai sits the headquarters of the New Development Bank, co-founded by the BRICS countries more than a decade ago to foster the shared development of the world’s emerging economies.

    In his visit to this new landmark in China’s financial center late April, Chinese President Xi Jinping told the bank’s president and former Brazilian President Dilma Rousseff this multilateral institution has been a result of “a pioneering initiative for the Global South to seek strength through unity.”

    For the Chinese leader, the BRICS mechanism is a major platform for promoting cooperation among countries in the Global South. In the coming days, this year’s BRICS summit will open in the Brazilian city of Rio de Janeiro under the theme of “Strengthening Global South Cooperation for More Inclusive and Sustainable Governance.”

    Xi’s April visit to the bank demonstrates his long-standing commitment to bolstering the solidarity and common development of the Global South, amplifying the role of over 6 billion people in a world fraught with uncertainty and challenges unseen in a century.

    COLLECTIVE RISE

    “The collective rise of the Global South is a distinctive feature of the great transformation across the world,” Xi observed when addressing the “BRICS Plus” Dialogue held in Kazan, Russia, in October last year.

    Much more than a pure geographical or economic term, the Global South refers to a community of emerging markets and developing countries that share similar historical experiences, development stages and goals, and political pursuits.

    The concept of “South” was first coined in Antonio Gramsci’s work “The Southern Question” written in 1926, in which the Italian Marxist philosopher highlighted the development gap between northern and southern Italy.

    The rise of the Global South has been decades in the making. Back in 1955, the landmark Bandung Conference convened in Indonesia under the flag of solidarity, friendship and cooperation, marking the awakening of the Global South after centuries of Western colonial rule. In 1964, the Group of 77, a coalition of developing countries, was established in Geneva within the United Nations to promote South-South cooperation and form a new international economic order.

    Through extensive cooperation, the countries of the Global South have emerged as a key driver of global growth. These countries have contributed as much as 80 percent of global growth over the past 20 years, with a share of global GDP increasing from 24 percent four decades ago to more than 40 percent today.

    China, the world’s largest developing country, is a natural member of the Global South. In 2004, the United Nations Development Programme included China in its list of more than 130 Global South countries in a report titled “Forging a Global South.” Some Westerners have challenged China’s position that it is part of the Global South. In response, Xi has provided a clear answer.

    “As a developing country and a member of the Global South, China breathes the same breath with other developing countries and pursues a shared future with them,” Xi once said.

    Historically, China has suffered from Western colonialism and imperialism, much like other developing countries, said Cavince Adhere, a Kenya-based international relations scholar.

    “Even today, despite inordinate success by Beijing to rise from the backwaters of development to be the second-largest economy in the world, as well as the first developing country to eliminate extreme poverty, China still faces common development challenges, and holds similar views regarding the current international order and global governance,” he added. “Because of this, China has emerged as a strong champion for the legitimate rights and interests of many Global South countries.”

    LEAVING NO ONE BEHIND

    Ahead of Xi’s state visit to Brazil late last year, the Portuguese edition of the book “Up And Out Of Poverty” was officially launched in Rio de Janeiro. The book, first published in 1992, outlines Xi’s perspectives on poverty eradication, local governance, reform and development when he worked in the formerly impoverished prefecture of Ningde in China’s southeastern Fujian province.

    Poverty has long ranked atop among the problems facing the Global South. With Xi’s steadfast commitment and strong leadership, China has eradicated absolute poverty in its rural areas, a feat that no one had accomplished in China for thousands of years.

    At the G20 Summit in Rio de Janeiro last year, Xi spoke with quiet conviction, recounting his lifelong dedication to poverty alleviation, from his time as a local official to his current role as China’s top leader.

    In his speech, Xi said a weaker bird can start early and fly high. “If China can make it, other developing countries can make it too. This is what China’s battle against poverty says to the world,” he said.

    Xi’s “weaker bird” metaphor originated from his book on poverty. His speech struck a chord with several foreign leaders, who asked the Chinese delegation whether they could share a copy of the speech.

    The Chinese leader has placed great emphasis on development. For him, “development holds the master key to solving all problems,” particularly when the global development gap continues to widen. Over the years, Xi has also been active in rallying global efforts to put development back on the international agenda as a central priority.

    When attending the general debate of the 76th session of the UN General Assembly in 2021 via video, Xi proposed the Global Development Initiative, an international policy framework to promote sustainable development around the world. To date, the initiative has garnered the support and participation of over 100 countries and 20 international organizations.

    To boost common development in the Global South, Xi has been promoting practical cooperation through major infrastructure projects within the Belt and Road Initiative. During his foreign visits over the years, Xi would launch or visit major projects, such as the Chancay Port in Peru, the Dushanbe No. 2 power plant in Tajikistan and the Colombo Port City in Sri Lanka. When hosting leaders of the Global South in Beijing, Xi would also discuss with them major projects for cooperation during their talks.

    Xi believes that the Global South should be the main driving force for common development and that “On the path to modernization, no one, and no country, should be left behind.” He also supports countries of the Global South exploring paths of modernization tailored to their distinctive national conditions, rather than following Western development models.

    Also at last year’s G20 summit in Rio de Janeiro, Xi outlined eight measures in support of Global South cooperation, ranging from high-quality Belt and Road cooperation to boosting development in Africa. Months earlier, at the Forum on China-Africa Cooperation in Beijing last year, Xi unveiled 10 partnership actions and granted zero-tariff treatment on all product categories to the least developed countries with which it has diplomatic relations.

    Gu Qingyang, associate professor at the Lee Kuan Yew School of Public Policy at the National University of Singapore, said, “China can play a positive role in the development of Global South countries,” adding that Chinese technology and expertise in industrial development can support the modernization of the Global South’s various regions.

    EMPOWERING GLOBAL SOUTH IN INTERNATIONAL GOVERNANCE

    As Xi once observed, in the face of global changes of the century, pursuing modernization and working for a more just and equitable international order are the sacred historic missions of Global South countries.

    Xi described the BRICS countries as “leading members of the Global South,” calling for building BRICS into “a primary channel for strengthening solidarity and cooperation among Global South nations and a vanguard for advancing global governance reform.”

    Since becoming Chinese president in 2013, Xi has always been a steadfast champion of BRICS cooperation. In Xiamen, he advocated for the “BRICS Plus” program at the 2017 BRICS summit, calling for more active participation from other emerging markets and developing nations. He played a crucial role in propelling the BRICS’ historic expansion in 2023, ushering in the era of greater BRICS cooperation.

    Effective coordination between BRICS members and other countries in the Global South has been adding more bricks to the global governance architecture. The New Development Bank exemplifies this effort.

    Xi said the bank serves as “an important emerging force in the international financial system,” which should work to “make the international financial system fairer and more equitable and effectively enhance the representation and say of emerging markets and developing countries.”

    Over the years, China, under Xi’s leadership, has taken concrete steps to advocate for developing countries, help Global South countries enhance their representation and voice in international governance, and promote a more just and equitable international order.

    At the 2022 G20 summit in Bali, Indonesia, China took the lead in supporting the African Union (AU)’s membership in the G20. In their meeting on the sidelines of the summit, then Senegalese President Macky Sall, who was also the AU chairperson that year, thanked Xi for being the first to publicly support the AU’s G20 membership.

    The global leadership today remains lopsided, and rebalancing this skewed system is a shared imperative for both the Global North and South, said Paolo Magri, managing director and chair of the advisory board of the Italian Institute for International Political Studies, a think tank.

    “Global South countries marching together toward modernization is monumental in world history and unprecedented in human civilization,” Xi said at the “BRICS Plus” Dialogue in Kazan, Russia, last year, while acknowledging that “the road to prosperity for the Global South will not be straight.”

    “No matter how the international landscape evolves, we in China will always keep the Global South in our heart, and maintain our roots in the Global South,” Xi pledged.

    The Federal Government’s awarding of Major Project Status to the INPEX-led Bonaparte Carbon Capture and Storage (CCS) project acknowledges the potential of CCS to advance Australia’s low-carbon future.

    Australian Energy Producers Chief Executive Samantha McCulloch said Industry and Innovation Minister Tim Ayres’ announcement was welcome recognition of the essential role of CCS in driving large-scale emissions reductions in Australia and the region.

    “The granting of Major Project Status to the Bonaparte CCS project recognises CCS is a key technology in driving progress to net zero, and of Australia’s role as a global leader in this proven technology,” Ms McCulloch said.

    “Australia has a comparative advantage in CCS, with world class geology, industry experience, and strong links with regional trading partners looking to collaborate on CCS.”

    Australia already hosts two of the world’s largest operational CCS projects, Chevron’s Gorgon and Santos–Beach Energy’s Moomba projects, which together store the equivalent of taking one million cars off the road every year.

    According to a Net Zero Australia study, Australia will need between two and 20 Moomba-scale CCS projects to be built each year between now and 2050 to reach net zero.

    “CCS is essential for achieving climate goals, with the International Energy Agency, the Intergovernmental Panel on Climate Change and CSIRO all clear that there is no pathway to net zero without CCS,” Ms McCulloch said.

    “CCS is particularly important for manufacturing, because without it industries like fertiliser and chemical production, steel, bricks and cement will find it harder and more expensive to reach net zero.”

    “CCS is delivering significant emissions reductions in Australia today, and the oil and gas sector stands ready to work with other industries to deliver real emissions reductions.”

    (HARTFORD, CT) – Governor Ned Lamont and Transportation Commissioner Garrett Eucalitto today announced that $10 million in state funding is being awarded to eight rural communities in Connecticut through the Transportation Rural Improvement Program (TRIP), a state grant program administered by the Connecticut Department of Transportation that is designed to support the state’s rural communities, which are often ineligible for many federal transportation programs.

    “Connecticut’s rural communities are often shut out of many federal programs because of their size or density, and the state’s TRIP program fixes that problem,” Governor Lamont said. “Our smaller towns are one of the many things that make Connecticut such a wonderful place to live, work, and raise a family. More importantly, these state grants will not only strengthen transportation but help to ensure our communities remain safe and connected for future generations.”

    “This program helps rural communities deliver important safety improvement projects that may otherwise have been shelved due to a lack of funding,” Commissioner Eucalitto said. “No matter the population size, Connecticut’s municipalities deserve to have access to funding and programs that can improve safety and mobility.”

    The eight selected projects include:

    • Barkhamsted – Roadway Improvements on West River Road ($1,077,856): This project includes repaving and infrastructure enhancement of West River Road, a 4.04-mile scenic road running along the West Branch of the Farmington River. The road is a vital corridor through the American Legion State Forest and passes the Austin Hawes State Campground connecting the Pleasant Valley section of town to the historic Village of Riverton.
    • Bethlehem – Roadway Improvements on Flanders Road ($2,000,000): This project includes paving, drainage, and safety improvements for the 1.6- mile Flanders Road. This roadway provides connectivity between Route 6 in Woodbury and Route 61 in Bethlehem, linking the two town centers.
    • Bolton – Replacement of Lyman Road Bridge ($1,413,238): This project includes replacing the existing twin 6’ diameter asphalt coated corrugated metal pipe culverts with an 18’ clear span by 6’ rise precast concrete box culvert. The roadway connects several neighborhoods to neighboring towns, access to Gay City State Park, shopping and entertainment for a significant area of Bolton.
    • Burlington – Roadway Improvements on West Chippen Road ($1,545,500): The project includes full-depth reconstruction of the roadway and drainage improvements, which will make conditions safer for drivers, bicyclists, and pedestrians. In the vicinity of the project area are the Session Woods Wildlife Management Area and the Tunxis Trail hiking area. Additionally, the roadway provides an alternate travel route from Bristol to Burlington.
    • Columbia – Thompson Hill Road Bridge over Clark Brook ($1,479,899): The project includes replacing the 5’ diameter precast concrete culvert with a three sided, 18’ clear span concrete frame that will address frequent flooding and road damage caused by inadequate drainage. The new culvert will improve water flow, reduce the risk of flooding, and enhance the durability and safety of the roadway. Thompson Hill Road serves as a critical connector between two major state routes, Route 6 and Route 66, ensuring efficient transportation for residents, commuters, and businesses.
    • Goshen – West Hyerdale Drive Bridge Rehabilitation over the Marshapaug River ($1,500,000): The project includes lining four existing corrugated metal pipe culverts, extending the life of the bridge for an estimated 75 years. The roadway connects neighborhoods together and provides the shortest route for both emergency vehicles and the public to access to the town center.
    • Litchfield: Roadway Improvements on Campville Road ($968,000): The project includes full-depth reconstruction of the roadway and drainage improvements, which will make conditions safer for drivers, bicyclists, and pedestrians. This roadway is a link between Route 8 and Route 254 and provides access from Route 8 to facilities such as Humaston Brook State Park, Northfield Brook Lake Park, and Topsmead State Forest.
    • Marlborough – Sidewalk Extension on Lake Road ($341,179): This project will construct more than 300 feet of sidewalk and a crosswalk on Lake Road, as well as provide upgrades to existing crossing technology on North Main Street. Construction of this segment of the sidewalk completes the interconnection between Blish Park and the Elmer Thienes/Mary Hall Elementary School passing through the town center.

    The TRIP program was established in 2022 and is fully supported by state funding. The first round of awards was announced in January 2024, with $9 million in grants issued. Future TRIP grant opportunities will be announced later this year, pending funding availability.

  • MIL-OSI New Zealand: Wandering animals posing hazards on the roads

    A spate of incidents of animals found wandering on southern highways recently has the New Zealand Transport Agency Waka Kotahi (NZTA) urging people to be vigilant about supervision and containment of livestock or pets.

    Sometimes it is wild animals such as deer also creating hazards on the highways, says NZTA maintenance contract manager Justin Reid.

    “There have been a number of recent incidents of livestock or other animals loose on Southland highways, and highways across the wider South Island, which have served as a reminder of the risks this can pose,” Mr Reid says.

    “Now that winter is here, the risk is greater when the days are shorter and visibility is reduced. The potential for serious injury or death is high when a vehicle collides at speed with one of these animals or takes evasive action to avoid a collision.”

    Owners may be held responsible when it comes to any damage caused by their animals.

    Police say it is considered an emergency when animals such as livestock are found on the road in uncontrolled circumstances, and people should call 111 to report it.

    “In the case of livestock, we would strongly encourage owners or managers to be mindful of their supervision, regularly checking their fences, and taking extra care when moving stock,” Mr Reid says.

    “Sometimes it will be beyond peoples’ control when an animal gets loose due to the actions of others or unforeseen circumstances, but it’s all about trying to reduce the potential for harm.”

  • MIL-OSI New Zealand: SH2 Waikare Bailey bridge to be replaced with wider, stronger, quieter bridge

    Work begins later this month (from Monday 28 July) preparing to replace the temporary Bailey bridge on State Highway 2 at Waikare Gorge, with a wider, stronger temporary bridge.

    SH2, between Pūtōrino and the northern side of Waikare Gorge, will close for a 24-hour period from 10am Saturday 30 August to 10am Sunday 31 August while the Bailey bridge is removed and the new bridge is lifted into place.

    Prior to this closure, SH2 will be reduced to one lane between the Bailey bridge and King’s Bridge, from late July, for construction work off to the side of the road. King’s Bridge is approximately 150m south of the Bailey bridge. Stop/go traffic management will be in place during this time and we ask road users to be aware of the new layout and expect delays.

    That construction work will involve building a crane platform and putting the new steel bridge together, before it can be installed during the 24-hour road closure.

    The new bridge, known as an Acrow bridge, is similar to the current Bailey bridge but it will be 1 metre wider (accommodating vehicles up to 4.2m wide) and have more capacity for HPMV and most over-dimensional vehicles. It will have a chipseal surface and is expected to be quieter than the current Bailey bridge.

    The Acrow bridge will remain in use until the Waikare Gorge realignment project is complete.

    Principal Project Manager Richard Bayley says the new bridge will remain single lane however, it will better support the local freight industry and improve safety for everyone.

    “During the closure, a crane will be used to swap the bridges over – taking the Bailey bridge off its piles and lowering the Acrow bridge into place. Crews will then deconstruct the Bailey bridge off to the side of the road, before the parts are removed from site.

    “We know a full closure like this is very disruptive which is why we’re planning this work on a weekend to reduce the impact on people who travel during the weekdays, like commuters, freight and school kids. 

    “We value the support from the community in the area and from road users. We’re confident this new wider, stronger, quieter bridge will make travel through the area easier for more people.”

    Next steps

    Following the 24-hour full closure, there will be an additional 3 nights of closures, to focus on widening the north and south bound approaches to the new bridge. These will be Sunday 31 August, Monday 1 September and Tuesday 2 September, 9pm to 5am each night.

    This work is weather dependent. The contingency dates for the full 24-hour closure is the following weekend (starting Saturday 6 September), with the night closures following this. If weather delays this contingency date, the next contingency is the following weekend (starting Saturday 13 September).

    Note that there will be no access for emergency services during the full 24-hour closure. However, emergency services will be assisted through the night closures.

    Background

    Installed in May 2023 after Cyclone Gabrielle destroyed the old bridge, the single lane Waikare Bailey bridge reinstated connection along SH2. It was only a short-term solution with a 2-year design life and is restricted to General Access and 50MAX vehicles.

    Acrow bridges have a 5-year design life, have a higher load capacity, and can accommodate more vehicle types. The Acrow bridge will serve as an interim upgrade to maintain access, and support traffic and project construction needs until the Waikare Gorge realignment is completed.

  • MIL-OSI USA: ICE HSI Newark operation makes 18 arrests, takes down Newark open-air drug market

    NEWARK, N.J. –U.S. Immigration and Customs Enforcement Homeland Security Investigations Newark and multiple federal, state and local partners made 18 arrests of alleged co-conspirators for roles in a drug trafficking organization on July 1 in Newark, New Jersey.

    The arrests are a result of a 14-month HSI Newark investigation with the Newark Police Department and the U.S. District Attorney for the District of New Jersey.

    “In addition to the 18 arrests, HSI’s investigation led to federal charges filed against 24 individuals and we executed seven federal search warrants in and around Essex County, New Jersey,” said HSI Newark Special Agent in Charge Ricky J. Patel during a press conference following the operation. “Law enforcement partnership and teamwork were essential in our success. I am proud to say these alleged conspirators operating the sale of narcotics primarily from the Bradley Court Public Housing Complex have been stopped thanks to thousands of hours of police work. The livelihood of the tenants throughout 10 three-story apartment buildings who have been plagued by this dangerous enterprise for far too long can now feel a sense of safety and security.”

    On July 2, two additional defendants were arrested. Four remain at large.

    HSI Newark’s investigation uncovered a complex criminal enterprise with ties to transnational organized crime, that distributed more than 400 grams of fentanyl and a kilo of heroin. During the takedown operation, approximately $113,000 dollars in bulk cash/drug proceeds, illicit firearms, ammunition, narcotics, including 28 bricks of fentanyl and heroin, and vehicles were seized.

    According to the investigation, the defendants are members or associates of Sex, Money, Murder—a Blood affiliated criminal street gang (“Enterprise” or “the Enterprise”) that controls the drug trade in Bradley Court Housing Complex located near North Munn Avenue and Tremont Avenue in Newark. The Enterprise are also known as Munn Block, M-Blok, and Tombstone Gang (TSG). Munn Block are closely aligned with another Blood affiliated gang known as Voorhees, who operate around Voorhees Street—members and associates of the Enterprise refer to the collective union as “MunnHees”.

    “It is critical for the public to understand that these individuals engaged in the most dangerous of action, were armed and were involved in shootings,” said SAC Patel. “They peddled narcotics to include fentanyl, heroin, and crack cocaine, all while risking the lives of those around them for power and money. Surveillance, undercover activity and electronic monitoring were just some of the necessary steps needed to bring these individuals to justice.”

    For over a year, law enforcement conducted extensive surveillance of the area, conducted numerous controlled purchases of narcotics, seized narcotics through enforcement action, and analyzed telephone records, all of which demonstrated extensive interactions between and among the charged defendants. Members and associates of the Enterprise are known to use social media on a variety of platforms and mobile applications, including Instagram, YouTube, X (formerly Twitter), Signal, Telegram, and WhatsApp to conduct the business of the Enterprise, communicate with one another, promote the Enterprise through sharing photographs and videos, and further the Enterprise’s goals. Specifically, the Enterprise uses the release and promotion of drill rap songs and music videos on social media to intimidate rival gang members, witnesses, and other members of the community, and to promote the Enterprise.

    “For far too long, the Bloods have overtaken the Bradley Court Housing Complex — turning its courtyards and residential buildings into a hub for pumping deadly fentanyl into the city of Newark, while endangering the lives of the citizens who call this community home.” said U.S. Attorney Alina Habba. “This poison has ripped families apart and stolen countless lives. That stops today. These arrests affirm my office’s commitment to taking guns and drugs off the streets and serves as a clear warning to anyone who considers engaging in violent activity. The defendants in this case, as in all criminal cases, are presumed innocent unless, and until proven guilty. However, everyone should understand that if you spread this poison or engage in this violent activity, we will use every resource necessary to find you, dismantle your operation, and prosecute you.”

    Other agencies who supported HSI Newark’s investigation and operations were the U.S. Customs and Border Protection, Federal Bureau of Investigation, U.S. Marshals Service, Essex County Prosecutor’s Office, Middlesex County Prosecutor’s Office, the New Jersey State Police, Newark Police Department, East Orange Police Department and the Newark Housing Authority Security Department.

    Sebastian Pierrecent, a/k/a “Sosa,” 21, Quayyan Johnson, and Tauheed Carney are also each charged with possession of a machine gun. In addition, Pierrecent is charged with possession of firearms and ammunition by a convicted felon.

    Pierrecent, Johnson, and Carney, are also charged with possession of a machine gun that was used in the June 17 shooting in rival gang territory near Mapes Avenue in Newark.

    The defendants charged in the drug conspiracy face a mandatory minimum penalty of 10 years in prison, maximum potential penalty of life in prison, and a $10 million fine. Pierrecent, Johnson, and Carney each face up to 10 years in prison for possession of the machinegun. Pierrecent faces up to 15 years in prison for possession of firearms and ammunition as a convicted felon.

  • MIL-OSI New Zealand: Universities – Hotspots for conservation of threatened native tree identified in Wellington – Vic

    Hotspots for the conservation of maire tawake or swamp maire in the Wellington region have been identified by researchers hoping to save this threatened native tree from the deadly myrtle rust disease.

    Swamp maire is thought to have been common in the wetlands that once covered the Wellington region. However, farming and urban development have significantly reduced its numbers. The arrival of myrtle rust in 2017 added a new threat and the tree has a conservation status of “nationally vulnerable”.

    Priority areas for its conservation have now been mapped in the western suburbs of Lower and Upper Hutt and in the towns of Paraparaumu, Waikanae, Ōtaki, Masterton, Carterton, and Featherston. These priority areas comprise up to 52 km2.

    “We’ve identified sites that are likely to have the highest abundance of swamp maire and the lowest risk of myrtle rust. They’re also easy to access so we think focusing on these sites offers the most cost-effective conservation strategy,” said Dr Sarah Herbert, a researcher in biological sciences at Te Herenga Waka—Victoria University of Wellington.

    Dr Herbert said the sites could act as refuges for swamp maire, with additional planting undertaken to help maintain the tree’s population as myrtle rust spreads.

    “Myrtle rust is a fungal plant pathogen that is primarily spread by the wind. It has a devastating effect on swamp maire, causing an almost complete loss of flowers, fruits, and new leaves. There’s an urgent need to identify sites where conservation and wetland restoration can take place to help ensure this treasured tree’s survival,” she said.

    In addition to the priority sites for conservation, the researchers identified other areas that could act as refuges for the tree but these areas would require more intensive management.

    “We mapped up to 233 km2 where swamp maire is present in relatively high abundance but where there is a higher risk of myrtle rust, so more effort would be needed to manage the sites. On the plus side, these areas are easy to access and existing community conservation efforts could be supported to allow more intensive control of myrtle rust.”

    Pockets of less accessible land in the wider Wellington region could also be considered as refuges for the tree’s conservation, she says.

    “We identified up to 134 km2, mostly within indigenous forest in the eastern Tararua range and in farmland in the Wairarapa, with potential for swamp maire conservation. Wetland restoration and swamp maire planting programmes by landowners and communities may be possible in places that can be accessed by off-road vehicles or on foot.”

    The researchers were able to identify areas for swamp maire conversation by using models of the Wellington region’s soil moisture and plant distribution to pinpoint sites where swamp maire was likely to be growing. They then mapped the risk of myrtle rust infection in these areas and graded sites by how easy they were to access.
