    Protecting any president requires multiple layers of intelligence, physical security and rapid response security protocols. Exact operational details are classified, but there are global best practices in VIP protection.

    The issue of presidential protection in Kenya has become particularly relevant following an incident in early May 2025 when someone in a crowd threw a shoe at President William Ruto during a public event, hitting his hand.

    I have studied policing and security policies in Kenya for over 15 years, interacting closely with the country’s security protocols. In my view this incident exposed several critical security lapses around the elite officers tasked with protecting the president.

    The security of the president is a critical issue in Kenya. The country is exposed to terror groups like the Somalia-based Al-Shabaab and other criminal networks in the region.

    In 2021, a businessman embedded himself into the presidential motorcade and drove into then president Uhuru Kenyatta’s official residence. In 2017, an unidentified man who was said to have illegally accessed the highly protected state house grounds was shot dead by presidential guards.

    There are multiple layers to Kenya’s protection protocols. They include National Intelligence Service officers, the Kenya Defence Force, Presidential Escort Police officers drawn from the highly trained General Service Unit, bomb disposal experts and regular police officers. Their deployment depends on the nature of the presidential engagement.

    While the shoe incident may be passed off as simply embarrassing, it should serve as a wake-up call to tighten security protocols around the president without necessarily compromising his public engagement with citizens.

    What’s in place

    Prior to any presidential visit across the country, security teams conduct a thorough reconnaissance of the destination. This includes coordinating with local policing agencies, clearing airspace, mapping secure transport routes and identifying nearby medical facilities in case of emergencies.

    Presidential motorcade routes are pre-planned and a dry run is made. This often includes mapping alternative routes to avoid predictability should there be assailants along a presidential route. It is common to see some roads temporarily closed and security officers conducting sweeps for any threats or explosives. In areas deemed high risk, counter security sniper teams are covertly deployed in strategic areas.

    Cases of attacks on presidential motorcades are rare in Kenya. However, in 2002 during presidential campaigns, angry opposition supporters stoned then president Daniel Moi’s motorcade. In November 2021, an angry mob hurled rocks at then deputy president Ruto’s motorcade.

    The National Intelligence Service and Presidential Escort Unit covertly scout locations in advance, assessing potential security vulnerabilities. Crowd sizes, and entry and exit points for the head of state are mapped out in advance.

    In cases where meetings are held in town halls or huge tents, attendees are screened using metal detectors and/or physical searches. Uniformed and plainclothes security officers embed themselves in the crowd to monitor any threats.

    The president and any dignitaries accompanying him have at least three layers of security.

    The inner ring consists of close protection officers who are always within an arm’s length of the president to physically thwart any threats. The middle ring has armed security guards who watch for, among others, sudden movements and abnormal behaviour within the crowd. The outer ring consists of regular police and paramilitary units from the General Service Unit who secure the outside perimeter.

    The presidential motorcade is a coordinated convoy of heavily armoured vehicles. It includes lead and chase cars, communication units and emergency response teams. Traffic is managed by local traffic police officers to ensure unobstructed movement. Routes are kept confidential until necessary.

    The president’s security may opt to use a decoy vehicle if there is a security threat, to confuse and derail potential risk sources. In all these cases, there is a contingent of specialised General Service Unit officers, called the Recce unit, that always accompanies the president.

    Kenya’s presidential security precautions follow standard VIP security protection like those for heads of state across the world. However, in some neighbouring countries, for instance, presidents move in heavily armed military convoys. This has not been seen in Kenya.

    If a potential threat is detected, the president is immediately shielded and whisked away to a secure vehicle or evacuated by air in high-risk events. In such cases, the Kenya Defence Forces secures the president.

    Despite stringent security measures, incidents can occur. For instance, in March 2025, a British tourist was fatally hit by a vehicle in Ruto’s motorcade. This prompted investigations and reviews on motorcade safety protocols.

    Such events highlight the challenges of balancing presidential security with public safety, especially in densely populated urban areas.

    Security failures

    The shoe-throwing incident targeting Ruto highlighted five major failures in presidential protection protocols.

    First, crowd screening and access control failures. The alleged assailant was very close to the president, suggesting an inadequate distance between the crowds and the president. The inner ring of security also failed to spot the perpetrator raising a shoe in the air to use as a projectile. This indicates weak front-row eye sweeps and scans by the president’s security.

    Second, there was an apparent delay in security response. The elite officers around the president should have subdued the alleged attacker within seconds. It could mean most had their eyes on the president or cameras, as opposed to scanning the crowds for any sudden movements.

    Third, security allowed the president to stand too close to a crowd that hadn’t been screened. Best practices require a no-go zone of three to five metres for individuals who have not been scanned or screened.

    Fourth, there was an apparent gap in intelligence and threat assessment. Aggressive or agitated people next to the president should draw the attention of security officers. Plainclothes security officers are usually deployed to monitor crowd behaviour. It isn’t enough to rely on uniformed officers.

    Undercover agents are critical for flagging pre-attack signals, such as nervousness or repeated adjustments of positions.

    Fifth, there was no clear evacuation plan for the president. After the incident, the president continued speaking. In high-risk scenarios, protocols often demand instant relocation of the president to a secure vehicle or helicopter, where the military takes over and airlifts him to safety.

    What should change

    Kenya’s presidential security detail may be forced to:

    • increase standoff distance between the president and crowds

    • deploy more plainclothes officers to blend in and monitor crowds around the president

    • mandate stricter screening of those in close proximity to the president

    • conduct more frequent security risks drills for rapid neutralisation of potential threats.

    The exact details of presidential security in Kenya are confidential. However, the overarching structure aims to provide comprehensive protection to the president while maintaining public safety and order during official engagements. No security protocol is 100% foolproof. But a balance needs to be struck between overly aggressive crowd control and accessibility.

  • MIL-OSI Africa: Malawi: Police Look on as Peaceful Protesters Assaulted

    On June 26, 2025, about a dozen weapon-wielding men in Malawi attacked demonstrators peacefully protesting the government’s handling of upcoming national elections, Human Rights Watch said today. The police’s apparent unwillingness to intervene to stop the violence or to arrest those responsible raises grave concerns about the government’s ability to conduct the September general election in a fair and impartial manner.

    The incident occurred when Citizens for Credible Elections, a local nongovernmental organization, held protests calling for an independent audit of the voters’ roll and the resignation of top officials of the Malawi Electoral Commission. While people were protesting in Lilongwe, the capital, 10 to 20 men—some wearing masks and carrying sticks, sjamboks (heavy leather whips), and large knives—attacked the demonstrators, injuring several and damaging property as well. Civil society groups and the main opposition Democratic Progressive Party allege that the assailants had links to a youth militia aligned with the ruling Malawi Congress Party (MCP). The MCP is being accused of using fear and intimidation against citizens expressing themselves in the lead-up to the September election.

    “Malawian authorities need to investigate this brutal attack on peaceful demonstrators and ensure that those responsible are appropriately punished,” said Idriss Ali Nassah, senior Africa researcher at Human Rights Watch. “For Malawians to have confidence in the fairness of the upcoming election, they need to be sure the police will respond promptly and impartially to threats or acts violence, no matter who is responsible.”

    Government and law enforcement agencies are responsible for upholding the fundamental rights to freedom of expression and peaceful assembly and for ensuring that demonstrators can safely protest in line with Malawi’s constitution and international standards. The electoral commission’s unwillingness to allow various local organizations access to voter rolls to inspect it for any inconsistencies that can lead to vote rigging has heightened citizens and civil society’s concerns about the fairness of the elections.

    Sylvester Namiwa, head of the Center for Democracy and Economic Development Initiatives and the chief organizer of the protests, told Human Rights Watch that as the protest was about to begin, assailants attacked those who had gathered. He said that while police and other law enforcement officers looked on, the men severely beat him, dragged him toward a Toyota SUV, and attempted to abduct him. He added that he escaped the attempted abduction when police fired tear gas. The attackers then stole a public address system that the protesters were using, damaged several vehicles, and set two cars on fire.

    Namiwa was treated for his injuries at a local hospital.

    A member of Citizens for Credible Elections said that as assailants beat her up, she pleaded with the police for protection. They did not intervene, and the attack left her with a cut on her hand and back injuries.

    Local human rights activists and journalists covering the demonstrations corroborated demonstrators’ accounts, saying that they witnessed police officers watching and not doing anything to protect the protesters, even when it was clear that protesters’ lives were in danger. No assailants were arrested; additionally, police did not respond to media queries about law enforcement’s response to the attacks.

    In November 2024, opposition parties and civil society organizations alleged that the MCP had organized the violent attack of a demonstration for electoral reforms by masked men with weapons. At that time, witnesses accused law enforcement officers of standing by while the masked men assaulted peaceful protesters, just as they did at the June 26, 2025 protests.

    Governments have an obligation under international law to respect, facilitate, and protect the right to freedom of expression and peaceful assembly. Malawi is party to the International Covenant on Civil and Political Rights (ICCPR) and the African Charter on Human and Peoples’ Rights, which sets out these rights. The United Nations Human Rights Committee, the international expert body that monitors compliance with the ICCPR, has stated in a general comment that governments have “positive duties to facilitate peaceful assemblies and to make it possible for participants to achieve their objectives.”

    The African Commission on Human and Peoples’ Rights Guidelines on Freedom of Association and Assembly state that “the rights to freedom of association and assembly are fundamental rights that should underpin all democratic societies in which individuals can freely express their views on all issues concerning their society.” Furthermore, when people express these rights, states are mandated to “protect associations, including their principal and most visible members, from threats, harassment, interference, intimidation or reprisals by third parties and non-state actors.”

    “The Malawian government needs to uphold human rights and the rule of law by investigating, arresting, and appropriately prosecuting both the attackers and those behind the violence,” Nassah said. “Ahead of a crucial general election in September, authorities need to send a strong message that human rights violations will not be tolerated.”

    Responsibility for 8.5km of frontage returns to Environment Agency after 25 years with a plan to better protect 3,000 properties – eventually rising to 18,000.

    The 8.5km frontage of Pevensey Bay is back under Environment Agency management

    A crucial new coastal defence scheme that will protect thousands of homes and businesses from flooding has been launched at Pevensey Bay beach. 

    The Environment Agency met community representatives on Friday 27 June to launch the short-term Pevensey coastal defence phase of the broader Pevensey Bay to Eastbourne Coastal Management scheme. 

    The short-term project will manage the 8.5km Pevensey Bay frontage for the next two years, with contractor VolkerStevin leading operational beach activities under the oversight of new beach managers Paul Levitt and Amber Carr.  

    Protection for 3,000 properties, rising to 18,000 in the future

    Managing the beach will involve moving thousands of tonnes of shingle along the Sussex shore to reduce flood risk

    The initiative will protect over 3,000 homes and businesses from flooding during this period, while the broader scheme aims to safeguard up to 18,000 properties over the next century. 

    The event marks a significant milestone as operational responsibility returns to the Environment Agency after 25 years of management under a Public-Private Partnership arrangement. 

    Attendees met the project team, saw beach machinery, and joined a guided beach walk to learn about coastal defence operations. 

    Community views are wanted to shape the coast’s long-term strategy

    The new beach managers spoke about the coastal management plans, upcoming beach works and asked residents for their feedback on the Pevensey Bay Community longer-term strategy. This feedback, along with Eastbourne Borough Council’s Seafront Strategy Survey, will help shape a 100-year coastal management plan starting from 2037.

    Pevensey Bay is a ‘vital’ line of defence

    Richard Fuller, project lead at the Environment Agency, said: 

    Managing the shingle defences in Pevensey Bay is vital to keeping homes and businesses safe.   

    I’m very pleased to be starting this project and welcoming local residents and media to meet the team and learn more about how we’re managing the coastline now and into the future.

    Paul Levitt, beach manager of Pevensey Bay, said: 

    I feel privileged to be offered this important role where I am entrusted to manage the beach to protect your homes and businesses from coastal flooding. 

    I will ensure regular updates on beach management activities are continued to residents, especially those that live along the beach frontage who are directly affected by our operations.

    The short, medium and long-term phases

    The Environment Agency’s work involves importing sediment and moving thousands of tonnes of shingle by dumper trucks along the Sussex shore to protect the community from flooding risk.

    The short-term project is the first phase of a comprehensive coastal management strategy: 

    • Short-term (2025-2027): Management of 8.5km of Pevensey Bay frontage
    • Medium-term (2027–2037): Combining the 15km Eastbourne and Pevensey Bay coastal frontage under one phase, including upgrades to existing groynes
    • Long-term Strategy (2037 onwards): Development of sustainable approaches to address projected sea level rises of over a metre by the end of the century

    The broader scheme covers 15km of varied coastline featuring chalk cliffs, shingle beaches, long promenades, heritage sites and a large marina, making it one of the most important projects in the country for reducing flood risk. 

    Background

    • Between 2000 and 2025 this 8.5km of beach in Pevensey Bay, East Sussex, was managed by Pevensey Coastal Defence Limited (PCDL) under a Public Private Partnership (PPP) arrangement.
    • The initiative is being delivered by the Environment Agency in partnership with Eastbourne Borough Council, East Sussex County Council, Rother District Council, and Wealden District Council.
    • Regular monitoring and surveys of the beach will continue throughout the project to track shingle volumes and movement.
    • The beach will remain open to the public throughout the works, though visitors should follow safety guidance around working machinery.

  • MIL-OSI United Kingdom: Birmingham Targets Dangerous E-Bikes in Major Multi-Agency Crackdown

    Birmingham City Council and partners have carried out a major enforcement operation targeting illegally modified e-bikes in Birmingham city centre.

    This is part of ongoing efforts to keep the area safe for all who live, work, and visit.

    Last week, 16 e-bikes were seized during a pre-planned multi-agency operation. Riders were issued with fines after officers discovered the bikes had been illegally upgraded to reach speeds of up to 40mph — far beyond the legal limits for electrically assisted pedal cycles (EAPCs). All seized bikes will now be crushed.

    The operation is part of a wider response to increasing reports from residents, visitors, businesses, and professionals who live, work, and travel through the city centre. Complaints have included dangerous and inconsiderate riding, near misses with pedestrians, and collisions that have caused alarm and distress — particularly for vulnerable road users.

    The action was carried out in partnership with the Birmingham Community Safety Partnership and West Midlands Police – including officers from Operation Fearless, the Road Harm Prevention Team, and Safer Travel – alongside British Transport Police, Immigration Enforcement, Paradise Security, and the Central and Colmore Business Improvement Districts.

    Plain clothes and uniformed officers worked together to stop and inspect riders, checking the legality of their bikes and verifying rider status where appropriate. Immigration checks led to three arrests for immigration offences.

    This is the latest in a series of planned operations focused on improving public safety and tackling the growing concerns from businesses, residents, and vulnerable groups around the dangerous and antisocial use of high-powered e-bikes.

    Councillor Jamie Tennant, Cabinet Member for Social Justice, Community Safety and Equalities, said:

    “Operation Frislen is the outcome of continuing work between Birmingham City Council and West Midlands Police about safety concerns around the use of e-bikes and other propelled transport in highly pedestrianised areas. 

    “We hope our recent collective intervention will not only take dangerous, untaxed and uninsured e-bikes off the street, but also provide valuable insight into the scale of the problem. This will enable all partners to identify further activities and actions that will reduce risks to the public.”

    Inspector Scott Taylor from West Midlands Police added: “Dangerous e-bike use has become a major problem in the city centre – partners, businesses and pedestrians are telling us they feel it’s only a matter of time before someone is killed or seriously injured.

    “We’ve been working alongside city centre businesses, including takeaways, delivery companies, the Central Business Improvement District and the city council in recent weeks.

    “We’ve been out educating riders on the law and the impact dangerous riding is having on the city centre, and tonight’s operation has seen us step it up a gear and take firm action against those flouting the rules.

    “We’d urge anyone who rides an e-bike for work or pleasure in the city centre to make sure they their bike is legal.

    “We’ll be taking more action over the coming weeks, so anyone who ignores the law may well find their bike is seized and they are issued with a fine or are given a court date.”

    This operation is part of Birmingham’s wider commitment to making the city centre cleaner, safer, and more accessible to all. Further days of action are planned in the weeks ahead.

    E-bikes and the law
    To legally ride an e-bike (known as an EAPC – Electrically Assisted Pedal Cycle), it must:

    • Have pedals that can be used to propel it,
    • Use an electric motor with a maximum power output of 250 watts,
    • Not assist when travelling more than 15.5mph.

    If an e-bike is modified beyond these limits, it is classed as a motor vehicle. That means it must be registered, taxed, insured, and the rider must have a valid licence. It also cannot be used on cycle paths or public roads unless compliant.

  • MIL-OSI China: Musk threatens to unseat Congressmen who vote for Trump’s ‘big, beautiful bill’

    U.S. billionaire Elon Musk renewed his criticism of President Donald Trump’s “big, beautiful bill” on Monday, threatening that the lawmakers who support it risk losing their primaries next year.

    “Every member of Congress who campaigned on reducing government spending and then immediately voted for the biggest debt increase in history should hang their head in shame!” he wrote on his social platform X.

    “And they will lose their primary next year if it is the last thing I do on this Earth,” he noted.

    In a separate post, Musk said he will support Republican Congressman Thomas Massie of Kentucky, whom Trump criticized for voting against the bill in the House.

    Trump vowed to campaign against Massie “really hard” in the GOP primary, promising “a wonderful American Patriot” would run against him.

    Musk has been attacking the bill on and off since stepping down from the Department of Government Efficiency in May.

    He warned that the legislation will hike the debt ceiling by 5 trillion U.S. dollars, “destroy millions of jobs in America and cause immense strategic harm to our country.”

    The bill could also directly affect Musk’s electric carmaker, Tesla, by eliminating electric vehicle tax credits — up to 4,000 dollars for a used EV and 7,500 dollars for a new one.

    JPMorgan Chase estimates the move could cost Tesla 1.2 billion dollars.

    Musk broke his brief silence over the controversial spending bill on Saturday, calling it “utterly insane and destructive” as the package is working its way through the Senate.

    In response, Trump on Tuesday wrote on his social platform Truth Social that Musk knew he was “strongly against the EV Mandate” long before endorsing him for president.

    “It is ridiculous, and was always a major part of my campaign,” he said. “Electric cars are fine, but not everyone should be forced to own one.”

    “Elon may get more subsidy than any human being in history, by far, and without subsidies, Elon would probably have to close up shop and head back home to South Africa. No more Rocket launches, Satellites, or Electric Car Production, and our Country would save a FORTUNE. Perhaps we should have DOGE take a good, hard, look at this? BIG MONEY TO BE SAVED!!!” he added.

    Marcos Leonardo struck a dramatic extra-time winner as Al Hilal reached the FIFA Club World Cup quarterfinals with a 4-3 win over Manchester City on Monday.

    City led early through Bernardo Silva before the Saudi Arabian side responded with goals from Leonardo and Malcom at Camping World Stadium.

    Erling Haaland brought City level in a frenetic second half, and the sides traded further goals in extra time through Kalidou Koulibaly and substitute Phil Foden.

    The result means Al Hilal will meet Brazil’s Fluminense at the same venue on Friday for a place in the last four, while Manchester City bows out after having progressed from the group stage with a perfect record.

    Silva put the Premier League club ahead in the ninth minute when he tapped in from close range, having pounced on a loose ball after Renan Lodi’s clearance ricocheted off Ilkay Gundogan.

    Yassine Bounou then made a series of saves to deny City a second goal.

    The Morocco international kept out dangerous attempts from Savinho and Ilkay Gundogan before blocking a powerful effort from Silva.

    The four-time Asian Champions League winners lacked fluency with the ball early, and on the rare occasion they ventured into the box, City’s defence was able to quickly defuse the danger.

    Al Hilal’s best chance of the opening half came when Brazilian forward Marcos Leonardo headed over after Mohamed Kanno’s cross from the right.

    Al Hilal emerged from the break with newfound purpose. Leonardo put his side on level terms less than two minutes after the restart when he nodded in after City failed to deal with Joao Cancelo’s cross and the ball fell kindly for the former Benfica player.

    Malcom was causing problems for Manchester City’s defense and the former Barcelona winger released Cancelo with a marauding run down the right wing – only for the ex-City full-back to blast over from a tight angle.

    Malcom then broke free following a City corner, running almost half the length of the pitch before calmly slotting a low shot into the far corner to give his side the lead.

    The hectic pace continued, with City drawing level three minutes later through Haaland. The Norway international bundled home from inside the six-yard box after Al Hilal allowed the ball to spill loose from a corner.

    Al Hilal was dealt a major blow shortly after as Malcom was forced off with an injury, robbing the team of its most effective attacking outlet on the night.

    Undaunted, the Riyadh-based club continued to push forward in search of a third goal. Kanno had the chance to restore his team’s advantage in the 79th minute but failed to make clean contact with a header with only the goalkeeper to beat.

    Haaland was denied a late winner when his goal-bound effort was cleared off the line by Ali Lajami as the game was forced into extra time.

    Al Hilal made the breakthrough soon after as Koulibaly rose highest following Ruben Neves’ corner to send a superb header past Ederson.

    City equalized again 10 minutes later as Foden, a 104th-minute substitute for Rodri, latched onto Rayan Cherki’s diagonal pass with a lunging volley at the far post.

    But Al Hilal refused to yield and Leonardo prodded home the winning goal from point-blank range after Ederson had acrobatically palmed away Sergej Milinkovic-Savic’s header.

    Multiple cloudbursts and torrential rain continued across Himachal Pradesh on Monday, resulting in flash floods. One of the worst-hit routes is the Shimla-Sunni-Karsog highway, which has been completely blocked near Devidhar, about 35 kilometres from the state capital Shimla, stranding dozens of vehicles and commuters.

    Long queues of vehicles were seen piling up on both sides of the landslide site.

    Some people went missing in multiple cloudbursts overnight in Karsog division in Mandi district.

    The cloudbursts triggered flash floods that washed away many houses.

    At least 41 people have been rescued by the district administration and the State Disaster Response Force (SDRF).

    According to reports, 10 houses and a bridge were swept away by floods in Kuklah. In Mandi district, the 16-MW Patikari Hydro-Electric Power Project has also been washed away.

    The run-of-the-river power project is built on the Bakhli Khad, a left-bank tributary of the Beas river.

    Owing to the heavy inflow of water, 150,000 cusecs of water have been released from the Pandoh Dam.

    The situation turned critical as the downpour in the Beas upper catchment led to a sharp increase in inflow at Pandoh Dam.

    Locals and tourists have been strictly warned to stay away from the riverbanks.

    The 126-MW Larji Hydro Electric Project in Kullu also saw an abnormal rise in water discharge.

    Owing to heavy rain, Mandi District Magistrate Apoorv Devgan ordered the closure of all schools and educational institutions in the district on Tuesday as a precautionary step.

    On Monday, a five-storey building collapsed in the suburbs of Shimla city. However, no lives were lost, as residents had vacated the building.

    The state suffered a loss of Rs 75.69 crore till Monday due to torrential rain that has occurred across the state in the past 10 days.

    As per the Revenue Department, the state has witnessed 23 deaths as a result of flash floods, cloudbursts, drowning, etc, from June 20 to June 30. Also, 259 link roads across the state remain closed, while 614 distribution transformers and 144 water supply schemes across the state remain disrupted.

  • MIL-OSI Russia: Linking Times: How Polytechnic Students Preserve the Memory of Their Ancestors’ Feats

    Activists of the military-historical club “Our Polytechnic” continue the traditions of patriotic education, actively participating in events dedicated to the memory of the Great Patriotic War. In June, students attended several festivals that became a vivid example of unity and respect for the feat of our ancestors.

    The journey into history began with a trip to Yelets, where a major military history festival was held from June 12 to 14. The program of the event included many events – from a flower-laying ceremony to a visit to the military glory museum.

    At numerous interactive exhibitions, guests were able to see authentic wartime items. The authentic Red Army camp in the Rusborg fortress was especially impressive. The children spent the night in field conditions, using real raincoats, which helped them feel the atmosphere of wartime.

    The culmination of the festival was the reconstruction of the famous battle for the Terbunsky line, which took place on July 6, 1942. More than a hundred reenactors, armored vehicles and cavalry took part in the recreation of historical events.

    The next stop on the trip was Brest, where the 13th military-historical festival “June 22 Brest Fortress” was held. For the polytechnics, this is already a traditional event – they have been participating in it for eight years. The students visited battle sites and lived in conditions close to those of that time.

    The Brest festival program included the opening ceremony of the monument to border guards at the Northern Gate of the Brest Fortress, a ceremonial march in the 1941 uniform to the sounds of a military orchestra, a theatrical performance “The Last Peaceful Day”, laying flowers at the Eternal Flame and a detailed reconstruction of the events of the beginning of the war. Military history clubs from Russia, Belarus, Latvia, Lithuania, Estonia and Poland took part in this reconstruction. A tank, an armored car, cars, motorcycles, an An-2 plane, cavalry and pyrotechnics were used. More than 10 thousand people became spectators.

    Activists of the VIC “Our Polytech” believe that such events are not just an entertaining spectacle, but an important contribution to preserving historical memory and strengthening the connection between generations. By participating in them, students try to cultivate respect for the heroic past of the country and the people in their peers.

    WASHINGTON, July 1 (Xinhua) — U.S. billionaire Elon Musk on Monday again lashed out at U.S. President Donald Trump’s “One Big Beautiful” bill, threatening that lawmakers who support it risk losing their primaries next year.

    “Every member of Congress who advocated for cutting government spending and then immediately voted for the largest increase in debt in history should hang their head in shame!” he wrote on his social network X.

    “And they will lose the primaries next year if it is the last thing I do on this earth,” he said.

    In another post, Musk said he would support Republican Congressman Thomas Massie of Kentucky, whom Trump criticized for voting against the bill in the House of Representatives and promised to campaign “very hard” against him in the Democratic primary, promising that a “great American patriot” would run against him.

    Musk has been attacking Trump’s bill since he stepped down as head of the Office of Government Effectiveness in May, warning that it would raise the debt ceiling by $5 trillion, “destroy millions of American jobs, and cause massive strategic damage to our country.”

    The bill could also directly impact Musk’s electric car company Tesla, as it eliminates tax credits on electric vehicles — up to $4,000 for a used car and up to $7,500 for a new one. J.P. Morgan Chase & Co. estimates that this would hit Tesla’s profits by $1.2 billion.

  • MIL-OSI New Zealand: Feedback sought on roading changes around new Dunedin Hospital

    New Zealand Transport Agency Waka Kotahi (NZTA) has released proposed changes to reshape transport in central Dunedin and achieve safe and efficient access to the city’s new hospital.

    From today, people can have their say on the preferred option for State Highway 1 Cumberland Street and State Highway 88 St Andrew Street, both of which are key routes connecting people to the new Dunedin Hospital. The hospital’s main inpatient and outpatient public entrances will both open onto the intersection of these two streets.

    The proposed roading changes, developed in partnership with Dunedin City Council after previous rounds of community feedback, can be viewed in detail here.

    “The new hospital development is a once in a generation development for Dunedin. It presents an exciting opportunity to reshape the surrounding transport infrastructure to best serve the community,” says NZTA Director of Regional Relationships, Ian Duncan.

    “Up to 10,000 pedestrians will be walking in and around the new hospital facilities daily when open. Many of these people will be ill, elderly or vulnerable, so safety will be paramount. Access to the new hospital will need to cater for frequent pick-ups and drop-offs by vehicles, and for unimpeded access by emergency services.”

    “At the same time, these changes we have laid out are aimed at ensuring we continue to have good traffic flow for road users in and out of Dunedin’s CBD.”

    Proposed changes include the following:

    • A new Barnes Dance crossing (where all pedestrians cross the road at once) at the SH88 St Andrew Street/SH1 Cumberland Street intersection to help people reach the hospital public entrances safely. 
    • Removal of the westbound right turn from SH88 St Andrew Street onto SH1 Cumberland Street to make space and time for the increased number of pedestrians, including people with mobility needs, to cross the road.
    • Two new signalised pedestrian crossings on SH1 outside the Woolworths and the Centre City New World supermarkets.
    • Changes to St Andrew Street and other nearby streets to help people driving, walking and cycling, and emergency vehicles, move safely and smoothly around the hospital and surrounding area.
    • Frederick Street will become the new SH88, moving right turning traffic from St Andrew Street to other streets.

    “Some of the proposed changes will mean road users having to adapt to new ways of moving through the area, but we think these are practical and sensible moves to make it safe and efficient for everyone,” Mr Duncan says.

    “We intend to have clear signage and guidance in place when any changes are introduced to avoid confusion.”

    “The removal of the right turn from St Andrew Street onto SH1 for westbound traffic is seen as the only practical option to give pedestrians enough time to cross safely and to keep traffic flowing.’’   

    Removal of this right turn will mean Hanover and Frederick Streets are expected to become key alternative routes for light vehicles. Larger trucks are expected to use Ward Street and the overbridge onto Frederick Street as an alternative route.

    “Both Hanover and Frederick Streets can handle the expected changes in traffic volumes, and we don’t believe travel times are going to be greatly affected.”

    The proposed removal of a right turn on St Andrew Street will mean traffic will be spread across other routes.

    The proposed changes do have some impact upon car parking, such as on the north side of St Andrew Street near Dunedin Central Fire Station where roading improvements mean the loss of 14 parks. This will be partially offset by new parks in Harrow Street, and analysis of public parking available in the wider vicinity of the new hospital shows there are multiple off-road parking facilities available to be used in addition to provision being made at the hospital itself.

    The proposed changes for SH1 and SH88 build on earlier work in 2023, when the decision was made to keep Dunedin’s existing SH1 one-way system.

    Mr Duncan says public feedback on the current proposed changes will need to be considered before any work on the affected streets take place over the next few years.

    While the vehicles are being cleared, there is an extensive backlog of traffic towards the Albany area.

    On Tuesday, some Australian university students got access to a new payment. The Commonwealth Prac Payment is available to eligible teaching, nursing, midwifery and social work students.

    It will provide A$331.65 a week during compulsory professional placements, to help with living and study expenses. This could include travel, accommodation, uniforms and lost income from other employment.

    But while the payment is a much-needed step in the right direction, many students are still missing out.

    Who’s not covered?

    The prac payment was a recommendation from the federal government’s 2024 Universities Accord review. It is designed to help students complete essential professional placements, so they can graduate and enter the workforce.

    But numerous other health degrees with time-consuming work placements are excluded from the payment.

    This includes medicine, physiotherapy, dietetics, psychology, radiography and other allied health professions. Veterinary medicine students are also ineligible. Many of these professions are also experiencing serious workforce shortages.

    The payment is also only available to teaching, nursing and social work students who already qualify for Ausstudy (the income support payment for students and apprentices who are 25 and over).

    So this means the prac payment is means tested. It is also considered taxable income and paid at the rate of Austudy – which is not generous. The basic Austudy rate is below the national poverty line.

    The payment is also only available to Australian domestic students, even though many international heath students end up working in the Australian health system after graduating.

    Why is this an issue?

    Researchers, including ourselves, use the term “placement poverty” to describe the impact mandatory placements can have on students. It can be a major barrier to students completing their degrees.

    Students have repeatedly described widespread impacts of doing up to 1,000 hours of unpaid work to graduate – taking a toll on their income and mental health.

    Kelly Lambert’s 2024 research suggests health and teaching students can incur a further $12,500–15,000 to the cost of degrees during unpaid placements.

    Students have explained the placement hours mean they can’t work in their regular paid casual or part-time jobs – and may lose this work as a result.

    What does this mean for students?

    In the short term, if students are not supported to complete their placements, they may not have enough money for food or accommodation.

    Our research found 29% of teaching and allied health students regularly skip meals while on placement. Some students also described sleeping in cars or driving excessive distances due to limited or expensive accommodation options near their placements.

    If students are not supported in their placements, research suggests they can experience burnout and may not finish their degrees. Or they may not even begin them in the first place.

    This is particularly the case for students from regional or rural communities (who may have further to travel), students with parenting or caring responsibilities, and students from low economic and otherwise disadvantaged backgrounds.

    We also know its important to support students to do placements in rural, regional and remote areas – students who complete placements in these communities are more likely to return and work in those communities.

    What do we need to do instead?

    As a first measure, the government should expand eligibility criteria for the current payment to include other health disciplines and those who don’t currently meet the means testing threshold.

    Research tells us financial hardship is not confined to students who qualify for Austudy, it is experienced across the board.

    Students have also suggested interest-free short-term loans, subsidised parking (similar to hospital employees), and greater transparency about the costs associated with unpaid placements. International students have also said public transport subsidies would help them complete their placements.

    Other, more significant changes could include apprenticeship-type compensation models for healthcare students, where students get paid to study as part of their training. These schemes are already available in Scotland.

    Ultimately, we want to support more students to do health and teaching degrees to fill workforce gaps – not discourage them with high costs of studying.

  • MIL-OSI Australia: Arrests – Dangerous driving – Alice Springs

    The Northern Territory Police Force has arrested three male youths in relation to a dangerous driving incident that occurred this morning in Alice Springs.

    Around 1:40am, police received a report of two vehicles driving suspiciously in Alice Springs. One of the vehicles, a grey Subaru Outback, was identified as being reported stolen on 29 June. The second vehicle, a black Holden Commodore, was not reported as stolen. Both vehicles were sighted by police being driven by youths.

    Both vehicles failed to stop, and a resolution strategy was formulated involving members from Strike Force Viper, the Territory Safety Division, and general duties officers. A pursuit of the Holden Commodore was subsequently commenced after it began driving dangerously. The stolen Subaru drove from the area and remains outstanding, along with its unknown occupants.

    The Commodore subsequently clipped a kerb, resulting in damage to the vehicle. The three occupants, aged 13, 13, and 14, abandoned it in Araluen and attempted to flee on foot, but were apprehended and arrested by police.

    The two 13-year-olds were later released into the care of responsible adults pending further investigations. The 14-year-old has been charged and will appear in court this afternoon.

    One Day, I Will is an ongoing series by photographer Vincent Tremeau, capturing children in crisis-affected settings as they dress up as who they want to become in the future.

    In 2025, one year after a magnitude 7.6 earthquake struck Japan’s Noto Peninsula on New Year’s Day, Vincent brought the project to local schools, inviting children to share their dreams, fears, and hopes in the wake of disaster.

    These portraits and testimonies are more than dress-up — they reveal resilience, imagination, and the enduring strength of children who continue to dream, despite difficult circumstances. Each of them reminds us: hope can grow even from the most challenging places. “One Day I Will” is one of the exhibits in the UN Pavilion at Expo 2025 in Osaka, Kansai.

     Foreign ministers from the Group of Seven nations said on Monday they supported the ceasefire between Israel and Iran and urged for negotiations to resume for a deal to address Iran‘s nuclear program, according to a joint statement.

    Since April, Iran and the U.S. have held talks aimed at finding a new diplomatic solution regarding Iran‘s nuclear program. Tehran says its program is peaceful and Israel and its allies say they want to ensure Iran cannot build a nuclear weapon.

    “We call for the resumption of negotiations, resulting in a comprehensive, verifiable and durable agreement that addresses Iran‘s nuclear program,” the G7 foreign ministers said.

    Last week, Trump announced a ceasefire between U.S. ally Israel and its regional rival Iran to halt a war that began on June 13 when Israel attacked Iran. The Israel-Iran conflict had raised alarms in a region already on edge since the start of Israel’s war in Gaza in October 2023.

    Before the ceasefire was announced, Washington struck Iran‘s nuclear sites and Iran targeted a U.S. base in Qatar in retaliation.

    The G7 foreign ministers said they urged “all parties to avoid actions that could further destabilize the region.”

    U.S. Middle East Envoy Steve Witkoff has said talks between Washington and Tehran were “promising” and that Washington was hopeful for a long-term peace deal.

    The G7 top diplomats denounced threats against the head of the U.N. nuclear watchdog on Monday, after a hardline Iranian newspaper said IAEA boss Rafael Grossi should be tried and executed as an Israeli agent.

    On June 12, the U.N. nuclear watchdog’s 35-nation Board of Governors declared Iran in breach of its non-proliferation obligations for the first time in almost 20 years.

    Israel is the only Middle Eastern country believed to have nuclear weapons and said its war against Iran aimed to prevent Tehran from developing its own nuclear weapons.

    Iran is a party to the Nuclear Non-Proliferation Treaty, while Israel is not. The U.N. nuclear watchdog, which carries out inspections in Iran, says it has “no credible indication” of an active, coordinated weapons program in Iran.

  • Delhi bans fuel for old vehicles from today

    In a major step towards combating vehicular pollution, the Delhi government has begun enforcing strict new rules on End-of-Life (EOL) vehicles from Tuesday.

    According to directives issued by the Commission for Air Quality Management (CAQM), all petrol pumps across the National Capital Territory (NCT) will deny fuel to old vehicles identified through AI-powered Automatic Number Plate Recognition (ANPR) cameras.

    From Tuesday onwards, EOL vehicles—those that have exceeded the legal age limit of 10 years for diesel and 15 years for petrol—will not be allowed to refuel at petrol or diesel stations. These vehicles will also be liable for heavy fines if found in public places.

    Four-wheeler owners violating the rule will be fined Rs 10,000, while two-wheeler owners will face a penalty of Rs 5,000.

    AI-enabled cameras installed at petrol stations will automatically identify outdated vehicles using number plate data. Once recognised, these vehicles will be flagged in the system to prevent fuel issuance.

    Petrol pump operators have expressed cautious optimism about the implementation. Sanjay Dedha, manager of a petrol pump in Vivek Vihar, said, “The Delhi government has installed the system. Let’s see from today if vehicles in that category turn up. We are waiting to see if the system works properly. If there are any server-related issues, we will physically identify old vehicles and refuse fuel to them.”

    Ram Lagan Shukla, supervisor at Bharat Petroleum, Lal Kuan, said, “It has come into effect from today, the first of the month, that petrol vehicles over 15 years old will not be given fuel here. We will also check the vehicle’s condition and documents.”

    The new enforcement policy is part of a broader plan to reduce emissions and improve air quality in the capital, which frequently ranks among the world’s most polluted cities.

    Authorities have also announced that EOL vehicles found parked in public places or near fuel stations will be seized starting Tuesday.

    Vehicle owners in Delhi are advised to verify the registration status of their vehicles and avoid using outdated vehicles to prevent penalties and seizure.

    Port Marlborough welcomes the Government’s announcement today confirming agreement has been reached on the core infrastructure required to support the new Cook Strait ferry service. Today’s announcement by Minister for Rail, Winston Peters, sets the foundation for the delivery of key marine infrastructure in both Picton and Wellington. In Picton, this includes the construction of a new wharf and linkspan to accommodate the incoming ferries, alongside upgrades to terminal interfaces and the construction of the long-awaited Dublin Street overbridge.

    Rongjiang County in southwest China’s Guizhou Province, widely known as the birthplace of the Village Super League, or Cun Chao, is beginning post-disaster recovery after being hit by two severe floods in less than a week.

    Since June 24, back-to-back floods have inundated large parts of the county, with the Cun Chao stadium – which is situated in a low-lying urban area – submerged twice within five days.

    On June 28, a second wave of flooding struck, prompting local authorities to escalate the flood emergency response from Level IV to the highest Level I within eight hours. As of June 29, floodwaters receded, and reconstruction efforts, including dredging and debris removal, are underway.

    Launched in May 2023, Cun Chao has grown into one of China’s most prominent grassroots football events, attracting international attention for its community spirit and festive atmosphere.

    On the morning of June 29, three excavators and four bulldozers were seen clearing thick layers of sludge from the stadium.

    “As mandated by the command center, we will deploy four large drones for disinfection to restore this place to its former vibrancy soon,” said Xiang Hui, captain of an emergency rescue team.

    Several local footballers who had participated in Cun Chao matches volunteered to help with the cleanup.

    “The thick sludge makes cleanup difficult, but we are doing our utmost,” said Li Faxiong, who has played in several Cun Chao games. Li also invited fans from across China and around the world to return to Rongjiang for matches once recovery is complete.

    “We will be back soon,” said Yang Bin, a local football commentator.

    Yang Shengtao, Party secretary of Zhongcheng Township of Rongjiang, expressed gratitude for the support and resilience shown by the community.

    “I want to say thanks to all who aided us. In China, we are not afraid of any storms or difficulties because we can overcome any challenge as long as we unite as one,” Yang said, adding that he believes Cun Chao will rise again soon.

  • MIL-OSI New Zealand: NZTA completes transfer of safety camera network

    New Zealand Transport Agency Waka Kotahi (NZTA) has completed the transfer of safety camera operations from NZ Police.

    After a 12-month period of transition, as of today (1 July 2025) NZTA is solely responsible for the operation of the safety camera network of around 150 cameras formerly operated by Police. This is planned to expand to around 200 cameras by 2027, including fixed speed cameras, mobile speed cameras, red light cameras and average (point to point) speed cameras.

    NZTA Head of Regulatory Strategic Programmes Tara Macmillan says the transfer of safety cameras from NZ Police to NZTA will strengthen the road safety partnership between the two agencies, improve the effectiveness of safety cameras as an enforcement tool, and make New Zealand’s roads safer for everyone. 

    “Managing roadside infrastructure like cameras is what NZTA does every day. Having responsibility for safety cameras allows us to use them where and when they will be most effective in reducing crashes, preventing serious injuries and saving lives,” says Ms Macmillan.  

    “We’ve now rolled out signs at all fixed speed camera sites, giving drivers a fair warning to check their speed and slow down if needed.   

    “These fixed cameras are installed at high-risk locations for crashes. Reminding drivers of that gives them the opportunity to slow down to protect themselves and others from, at worst injury or death, and at minimum, to avoid a ticket.” 

    Ms Macmillan says the effectiveness of this approach in reducing speeds can be seen through data collected by NZTA at new speed camera sites collected before and after cameras and signs were installed. 

    Safety cameras change driver behaviour

    “The percentage of drivers travelling at or below the maximum speed limit at our new camera site on Mill Road in Pukekohe has increased from just 39 percent before the camera was installed to 99 percent after. Similarly, at our new camera site on SH1 at Kawakawa, compliance with the speed limit has increased from just 34 percent before the camera was installed to 94 percent after. 

    “Across the ten new camera sites where we are currently tracking before and after data, the average compliance rate with speed limits has increased from 57 percent to 98 percent. 

    “Fewer speeding vehicles at these high-risk sites make these roads safer for everyone who uses them. No matter what the cause of a crash, speed can be the difference between someone being killed, receiving a life changing injury or walking away unharmed.” 

    As part of the transfer of cameras from Police, NZTA is also now operating mobile speed cameras in SUVs, alongside Police officers being highly visible on our roads. Both mobile cameras and officer enforcement deter speeding by operating anytime and anywhere.  

    In addition to fixed and mobile speed cameras, NZTA is also planning the rollout of new average speed safety cameras along high-risk corridors and roads. This technology is internationally proven to be very effective at reducing deaths and serious injuries on longer sections of road.  The cameras work by calculating a vehicle’s average speed over a length of road between two cameras.  

    Ms Macmillan says NZTA’s focus is on improving road safety, reducing crashes, preventing serious injuries and saving lives.  

    “Speeding drivers can cause serious and irreparable harm on the roads, including deaths and serious injuries. Evidence shows that we can reduce the chance of people being killed or seriously injured in crashes if drivers travel within speed limits, and that is why we have safety cameras.”

  • MIL-OSI Australia: 165 years on the frontline at Portland Brigade

    Portland Fire Brigade gathered over the weekend to celebrate their 165 years of service to the community and acknowledge the dedication of several brigade members.

    The brigade was formed by a public meeting notice in the Portland Guardian Newspaper in 1858 for the purpose of forming a Volunteer Fire Brigade to operate the fire vehicle they had recently received from England.  

    From that meeting, Portland Fire Brigade has been operating in many iterations and is now a co-located brigade with Fire Rescue Victoria.  

    Portland Captain Ian Hamley who has been involved with the brigade since 2010 said the night was a memorable tribute to the commitment and courage showed by all members past and present.  

    “From early days when horse and carts were used, to having a fleet of specialised firefighting vehicles, our purpose of serving the community has remained at the heart of what we do,” Ian said. 

    “The brigade has been an integral part of the local community since 1858, and we hope it continues to remain that way for generations to come.”  

    The brigade attends approximately 150 support calls annually and has been at the frontline of many major emergencies including the 2014 Grampians fires, 2014 Mt Clay fires and the 2015 Awassi Express fire. 

    Throughout their service, Portland brigade has encountered many challenges on the fireground, with the passing of 4th Lieutenant Garry Mallen a particularly devastating loss.  

    The crew were responding to a shed fire on 30 January 2024 when Lieutenant Mallen collapsed while fighting the fire. Three CFA members on scene were quick into action, undertaking CPR until the arrival of paramedics.  

    Unfortunately, Lieutenant Mallen was unable to be revived despite their efforts.  

    Portland 1st Lieutenant Adam Hermelin, who was on scene said it was one of the most confronting and emotional incidents he has faced.  

    “We learn first aid training hoping we never have to use it,” Adam said. 

    “To use it for the first time on a well-respected colleague was quite an unreal experience.”  

    “Garry was a prominent member here at Portland. He put his hand up for anything, was a great trainer and was always good for a laugh.”  

    The composure and professionalism shown by firefighters Adam Hermelin, Ryan Delony and John Wolf was awarded with a Unit Citation for Courage from Chief Officer Jason Heffernan on Saturday. 

    “It’s nice to be recognised for our efforts that day, but we simply did what anyone else in our shoes would have done that day,” Adam said.  

    Looking to the future, Ian says the brigade are always looking for new volunteers.  

    “If you’re thinking about joining, everyone is more than welcome to come take a look around the station and learn about the different roles available.”

  • MIL-OSI Security: TdA leader charged with terrorism and nationwide stolen vehicle scheme among those announced as part of Operation Take Back America efforts

    HOUSTON – A total of 202 cases have been filed from June 20-26 in border-security and other related matters in the Southern District of Texas, announced U.S. Attorney Nicholas J. Ganjei.

    The filed cases include seven involving human smuggling. A total of 125 people are charged with illegally entering the country, while another 65 face charges of felony reentry after prior removal. Most of those individuals have prior felonies such as narcotics, violent crime, immigration crimes, sexual assault and more. Other relevant cases charged this week relate to immigration crimes, firearms and illegal exportation of stolen vehicles.

    Among those newly charged are two Cuban nationals allegedly involved in a nationwide multimillion-dollar auto theft ring. Sadiel Noa-Aguila and Miguel Baez-Echevarria are allegedly part of a large ring linked to numerous vehicle thefts, primarily from major metropolitan airports and surrounding areas including Las Vegas, Nevada; Phoenix, Arizona; Salt Lake City, Utah; Denver, Colorado; Fort Lauderdale, Florida; and Texas cities including Dallas-Fort Worth and Houston. Several vehicles were allegedly exported to Mexico through ports of entry in Hidalgo County and El Paso. The charges allege the organization stole vehicles worth millions of dollars in total.

    Others facing charges include several Mexican nationals who allegedly illegally reentered the country this week, including Juan Lopez who had just been removed June 2. He has a previous conviction of evading arrest and had been sentenced to 10 years in prison, according to the criminal complaint. Charges also allege Hugo Perez-Garza and Ventura De Jesus Sandoval-Torres have previous convictions for trafficking marijuana and alien smuggling, respectively, and had been previously removed, but authorities found them in the Pharr area. Discovered near Hidalgo was Jesus Jaime Saavedra-Orozco, a convicted felon for aggravated sexual assault of a child and sentenced t0 18 years before his removal, according to the allegations. They all face up to 20 years in prison. 

    Also announced this week was a known Tren de Aragua (TdA) leader added to the FBI’s 10 Most Wanted Fugitives List. Giovanni Vincente Mosquera Serrano aka El Viejo is charged along with Jose Enrique Martinez Flores aka Chuqui with conspiring to provide and providing material support to a designated foreign terrorist organization – TdA – as well as conspiracy and distribution of cocaine in Colombia intended for distribution in the United States. Both are Venezuelan nationals and high ranking TdA members, according to the allegations. If convicted, both face up to life in federal prison and a possible $10 million fine. There is a $3 million reward for information leading to Serrano’s arrest and/or conviction. 

    “Transnational criminal gangs and cartels have preyed upon Americans for far too long,” said Ganjei. “That ends now. The Southern District of Texas is committed to smashing these criminal terror groups and will use every available legal tool to do so. It doesn’t matter if you are hiding a continent away; if you hurt U.S. citizens, we will find you and bring you to justice. This is what Operation Take Back America looks like.” 

    In Laredo, a Mexican citizen with a B1/B2 visa was sentenced for transportation of child pornography. Martin Alonso Diaz-Lopez received 180 months. At the hearing, the court held him accountable for 66,489 images and noted that not only was he receiving, but also sharing the photos online and bringing them into the United States. Many of the images and videos he possessed were of very young children and toddlers being raped. Authorities had linked his email from a visa application to that of a known user sharing material online and ultimately apprehended him upon his arrival at the Lincoln-Juarez Port of Entry in Laredo applying for admission into the United States. 

    Mexican national Jesus Hernandez-Herrera received a 66 month-term of imprisonment for unlawfully reentering the country and human smuggling after crashing during a high-speed chase. He had been transporting illegal aliens in a Ford Expedition before fleeing authorities and weaving in and out of heavy traffic with speeds reaching 95 miles per hour. At his sentencing, the court heard additional evidence that described his criminal history, including another evading arrest in which he drove his car towards a federal agent and almost collided with a pedestrian. He also has five previous removals from the United States.  

    Another illegal alien learned his sentence for trafficking over $1 million in cocaine. Miguel Angel Reyes-Sanchez received 57 months in federal prison. During the investigation and operations, authorities seized over 50 kilograms of cocaine. At the sentencing, the court heard additional evidence that described Reyes-Sanchez’s role in the drug trafficking organization and that he was involved in multiple transactions.  

    In Houston, a Honduran national received his sentence for illegally reentering the United States. Denis Hernandez-Cruz was ordered to serve 60 months in federal prison. In handing down the sentence, the court noted he needed a substantial sentence to deter him from illegally reentering again. Hernandez-Cruz has felony convictions for illegal reentry as well as two convictions for burglary of a habitation. He has three prior removals from the United States, most recently in April 2020.

    Angel Zavaleta-Rodriguez, an illegal alien from El Trapiche, Guerrero, Mexico, pleaded guilty in Brownsville federal court to illegal reentry into the United States. He had been removed from the United States in August 2000 and had previously returned illegally. Authorities removed him again Nov. 13, 2023, but encountered him March 25 in Harlingen. Zavaleta-Rodriguez had been residing in Sebastian illegally. He faces up to 20 years in federal prison.  

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, Border Patrol, Drug Enforcement Administration, FBI, U.S. Marshals Service and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    Under current leadership, public safety and a secure border are the top priorities for this district. Enhanced enforcement both at the border and in the interior of the district have yielded aliens engaged in unlawful activity or with serious criminal history, including human trafficking, sexual assault and violence against children.  

    The U.S. Attorney’s Office for the Southern District of Texas remains one of the busiest in the nation. It represents 43 counties and more than nine million people covering 44,000 square miles. Assistant U.S. Attorneys from all seven divisions including Houston, Galveston, Victoria, Corpus Christi, Brownsville, McAllen and Laredo work directly with our law enforcement partners on the federal, state and local levels to prosecute the suspected offenders of these and other federal crimes. 

    An indictment or criminal complaint is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.

  • MIL-OSI Security: Western District of Texas U.S Attorney’s Office Files 253 New Immigration Cases This Week

    SAN ANTONIO – United States Attorney Justin R. Simmons for the Western District of Texas announced today, that federal prosecutors in the district filed 253 new immigration and immigration-related criminal cases from June 20 through 26.

    Among the new cases, U.S. citizen Justin Joel Knight was arrested near Carrizo Springs on June 19 for conspiring to transport an illegal alien further into the United States. A criminal complaint alleges Knight underwent an immigration inspection at the Highway 277 Border Patrol checkpoint, during which an illegal alien was found inside the toolbox located in the bed of Knight’s pickup truck. The illegal alien who Knight was allegedly transporting was Honduran national Jose Alfredo Pena-Miranda. Pena-Miranda is charged with illegal re-entry and was previously deported twice, most recently to Honduras in May 2019 through Valley International Airport. In 2014, he was convicted of aggravated robbery and sentenced to five years confinement.

    Mexican national David Lopez-Bartolo was arrested by U. S. Border Patrol agents near Maverick for being an alien illegally present in the U.S. Immigration records indicate Lopez-Bartolo was previously deported to Mexico on Feb. 4 through Laredo and has multiple prior convictions including criminal mischief, deadly conduct, driving under the influence, evading arrest, and family violence assault causing bodily injury.

    Honduran national Rigoberto Alvarado Escobar was also arrested for illegal re-entry charges near Maverick. He has been deported four times, the last one being to Honduras on July 29, 2024, through Alexandria, Louisiana. Alvarado Escobar’s criminal history includes several convictions in Kentucky for disorderly conduct, criminal trespassing, unauthorized use of a motor vehicle, resisting arrest, assault and illegal re-entry.

    Mexican nationals Angel Arturo Barbosa-Morales and Miguel Angel Herrera Miranda were arrested in El Paso and charged with illegal re-entry. Barbosa-Morales has two prior removals, the last one being to Mexico on Aug. 11, 2022, and has prior convictions for aggravated assault and assaulting/resisting/obstructing. Herrera Miranda was previously removed from the U.S. to Mexico in July 2003. He was previously convicted for possession of a controlled substance with intent to distribute.

    Guatemalan national Juan Bautista Carrillo-Gomez was arrested for illegal re-entry in El Paso after being removed to Guatemala on May 20 through Harlingen. Carrillo-Gomez has an extensive criminal record that includes prior convictions for willful obstruction and battery.

    In San Antonio, a Honduran national was federally charged with possession of a firearm by an illegal alien. A criminal complaint alleges Wilmer Vladimir Ruiz Ortega shot and paralyzed a U.S. Marine Corps veteran who was working as a security guard at a bar. According to the complaint, the veteran security guard conducted a routine pat-down on Ruiz Ortega at the bar’s entrance when he located a pistol in the defendant’s pocket. A scuffle ensued and Ruiz Ortega allegedly shot the security guard three times, with one of the rounds hitting his neck and causing serious bodily injury. The complaint further alleges that Ruiz Ortega attempted to flee in a vehicle but was detained.

    In Austin, an Iranian national was arrested and charged with one count of failure to deport. Jamil Bahlouli had been ordered to report to the Immigration and Customs Enforcement office in 2024 following an illegal re-entry conviction. Bahlouli did not follow the order and appear but was found in Austin on June 25.

    Honduran national Abner Javier Torres-Maldonado was encountered in the Travis County Jail on Tuesday following an arrest by the Texas Department of Public Safety. In 2018, Torres-Maldonado was convicted for alien smuggling.

    Jose Luis Hernandez-Salinas, a Mexican national, was also encountered at the Travis County Jail with two prior removals. Additionally, Hernandez-Salinas has been previously convicted for being a felon in possession of a firearm, illegal re-entry, and possession of a controlled substance.

    Mexican national Hermenegildo Prado-Perez was arrested in Waco by a U.S. Marshal and a Homeland Security Investigations special agent during a targeted enforcement action. He was charged with illegal re-entry after being previously removed from the U.S. in April 2024 through Laredo. Prado-Perez has a prior conviction for soliciting prostitution of a minor.

    Also in Waco, Guatemalan national Pablo David Cajti-Tzoy was arrested in Temple on June 21 after being encountered by the U.S. Immigration and Customs Enforcement (ICE) Waco Fugitive Operations Team. Cajti-Tzoy was not in possession of his I-94 when he was encountered by ICE officers. He also failed to notify the Attorney General in writing of his new address and address change within 10 days. Cajti-Tzoy pleaded guilty in federal court on June 24 and was sentenced to time-served.

    These cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with additional assistance from state and local law enforcement partners.

    The U.S. Attorney’s Office for the Western District of Texas comprises 68 counties located in the central and western areas of Texas, encompasses nearly 93,000 square miles and an estimated population of 7.6 million people. The district includes three of the five largest cities in Texas—San Antonio, Austin and El Paso—and shares 660 miles of common border with the Republic of Mexico.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
