    SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

    Mark Tollefson, of Rancho Cordova, has been appointed Chief Deputy Director at the California High-Speed Rail Authority. Tollefson has been Undersecretary of the California State Transportation Agency since 2022. He was Senior Counselor on Infrastructure and Fiscal Affairs in the Office of Governor Newsom in 2022, where he was previously Deputy Cabinet Secretary from 2019 to 2022. Tollefson held several positions at the California Department of Finance from 2007 to 2019, including Assistant Program Budget Manager, Principal Program Budget Analyst, and Finance Budget Analyst. Tollefson earned a Master of Business Administration degree in Finance from California State University, Sacramento and a Bachelor of Science degree in Managerial Economics from the University of California, Davis. This position does not require Senate confirmation, and the compensation is $275,004. Tollefson is a Democrat.

    Ken DaRosa, of Sacramento, has been appointed Chief Deputy Director at the Office of Energy Infrastructure Safety. DaRosa has been the Chief Deputy Director of the State Council on Developmental Disabilities since 2021. He was the Chief Deputy Director at the California Department of Resources, Recycling, and Recovery from 2012 to 2021. DaRosa held multiple positions at the California Department of Finance from 2004 to 2012, including Program Budget Manager from 2011 to 2012, Assistant Program Budget Manager from 2010 to 2011, Principal Program Budget Analyst from 2006 to 2010, and Staff Finance Analyst from 2004 to 2006. He earned a Master of the Arts degree in Literature, and a Bachelor of the Arts degree in Psychology from the California State University, Sacramento. This position does not require Senate confirmation, and compensation is $185,004. DaRosa is registered without party preference. 
     
    Sloane Viola, of Sacramento, has been appointed Chief Deputy Director at the California Conservation Corps, where she has been the Deputy Director of Legislative and External Affairs since 2024. Viola was the Acting Assistant Secretary of Climate Change at the California Natural Resources Agency in 2024. She has had several positions at the Governor’s Office of Land Use and Climate Innovation from 2019 to 2024, including Council Program Manager from 2021 to 2024, Acting Deputy Director of Climate Resilience in 2022, and Legislative Director from 2019 to 2021. Viola held two positions in the Office of Lieutenant Governor Gavin Newsom from 2017 to 2018, including Sea Grant Fellow in 2017 and Staff Scientist from 2018 to 2019. She held multiple positions at the University of California, Santa Barbara from 2010 to 2016, including Graduate Student Researcher from 2014 to 2016, Teaching Assistant from 2015 to 2016, and Laboratory Assistant I, Marine Science Institute from 2010 to 2014. Viola is a member of American MENSA. She earned a Master of the Arts degree in Ecology, Evolution, and Marine Biology, and a Bachelor of Science degree in Aquatic Biology from the University of California, Santa Barbara. This position does not require Senate confirmation, and compensation is $170,004. Viola is a Democrat. 

    Mandi Bane, of Redondo Beach, has been appointed Deputy Director of Hazardous Waste Management at the California Department of Toxic Substances Control. Bane has been an Environmental Protection Specialist at the United States Environmental Protection Agency since 2024. She has held multiple positions at the Los Angeles County Department of Public Health from 2011 to 2024, including CENS Unit Manager, Substance Abuse Prevention and Control from 2021 to 2024, Staff Analyst, Environmental Health Division from 2015 to 2021, and Research Analyst II; Assistant Staff Analyst, Family Services Unit from 2011 to 2015. Bane earned her Doctor of Philosophy and Master of the Arts degrees in Sociology from the University of Michigan, and a Bachelor of the Arts degree in Sociology from the University of Oregon. This position does not require Senate confirmation, and compensation is $199,128. Bane is registered without party preference. 

    Georgia “Pat” Urena, of Calexico, has been reappointed to the Off-Highway Motor Vehicle Recreation Commission, where she has served since 2018.  Urena was a Recreation Supervisor at the City of El Centro from 1982 to 2024. She is the Chair of the Calexico Wellness Center and the Juvenile Justice Commission, and a Board Member of Rite Track. This position requires Senate confirmation, and the compensation is $100 per diem. Urena is a Democrat.

    Yes, the Government has taken several steps towards mitigation of adverse impact of global warming and climate change on agriculture in the country including Uttar Pradesh. The National Action Plan on Climate Change (NAPCC) provides an overarching policy framework to enable the country to adapt to climate change and enhance ecological sustainability. One of the National Missions under NAPCC is the National Mission for Sustainable Agriculture (NMSA), which implements strategies to make agriculture more resilient to the changing climate. Several schemes have also been initiated under NMSA to deal with the adverse climate situations. Per Drop More Crop (PDMC) scheme increases water use efficiency at the farm level through micro irrigation technologies i.e. drip and sprinkler irrigation systems. Rainfed Area Development focuses on Integrated Farming System for enhancing productivity and minimizing risks associated with climatic variability. The Soil Health & Fertility scheme assists states in promoting integrated nutrient management through judicious use of chemical fertilizers including secondary and micronutrients in conjunction with organic manures & bio-fertilizers for improving soil health and its productivity. Mission for Integrated Development of Horticulture, Agroforestry & National Bamboo Mission also promote climate resilience in agriculture. Further, Pradhan Mantri Fasal Bima Yojana along with weather index based Restructured Weather Based Crop Insurance Scheme provide a comprehensive insurance cover against crop failure by providing financial support to farmers suffering crop loss/damage arising out of unforeseen natural calamities. 

     

    The Indian Council of Agricultural Research (ICAR) under Ministry of Agriculture and Farmers Welfare, is implementing a flagship network project namely National Innovations in Climate Resilient Agriculture (NICRA). Through this project, various climate change mitigation activities have been under taken. In Uttar Pradesh, one cluster of 3 to 4 villages each from 17 districts viz., Baghpat, Bahraich, Banda, Basti, Chitrakoot, Gonda, Gorakhpur, Hamirpur, Jalaun, Jhansi, Kanpur (Dehat), Kaushambi, Kushi Nagar, Maharajganj, Pratapgarh, Sant Ravidas Nagar and Sonbhadra were taken up for technology adoption. Climate resilient technologies such as system of rice intensification, aerobic rice, direct seeding of rice, zero till wheat sowing, cultivation of climate resilient varieties tolerant to extreme weather conditions such as drought and heat; in-situ incorporation of rice residues; etc. have been developed and demonstrated in these districts. Capacity building programs to farmers on climate resilient agriculture in these districts were also undertaken.

    No specific census/survey of landless farmers has been conducted by this Ministry. Therefore, the exact number of landless farmers and farming on crop sharing basis with land-owners in the country is not available. However, number of wholly leased-in operational holdings/landless farmers in the country as per the latest Agriculture Census 2015-16 is 5,31,285.

    Agriculture being a State subject, the State Governments undertake implementation of agricultural schemes/programmes for the welfare of farmers including landless farmers and the Government of India also supplements these efforts through implementation of various central sector/centrally sponsored schemes/programmes. Among these, the schemes which specifically cover landless, tenant farmers and sharecroppers are the Pradhan Mantri Fasal Bima Yojana (PMFBY) & Restructured Weather Based Crop Insurance Scheme (RWBCIS) and Kisan Credit Card (KCC) scheme.

    Under the Kisan Credit Card (KCC) scheme, farmers receive KCC loans at a subsidized interest rate of 7%. To facilitate this, an up front interest subvention (IS) under Modified Interest Subvention Scheme (MISS) of 1.5% is provided to financial institutions. Additionally, farmers who repay their loans promptly receive a 3% Prompt Repayment Incentive (PRI), effectively reducing the interest rate to 4% per annum. The benefits of IS and PRI are available for loan limits up to Rs.3 lakhs. However, if the short-term loan is taken for allied activities (other than crop husbandry), the loan amount is limited to Rs.2 lakhs only. 

    As per master circular of RBI dated 04thJuly, 2018, under the KCC scheme, Oral lessees and Share croppers, Self Help Group or Joint Liability Groups of farmers including tenant farmers, share croppers are eligible for short term loans.

    Further, to provide relief to the farmers on occurrence of natural calamities, the component of interest subvention is available on the restructured amount to banks for the first year and such restructured loans would attract normal rate of interest from the second year onwards as per the policy laid down by RBI.

    IS and PRI on restructured crop loans is also given to farmers affected by severe natural calamities for a maximum period of 5 years based on the report of Inter-Ministerial Central Team (IMCT) for grant of NDRF assistance and Sub-Committee of National Executive Committee (SC-NEC).

    The farmer applications who have availed the claims of crop insurance under Pradhan Mantri Fasal Bima Yojana (PMFBY) and Restructured Weather Based Crop Insurance Scheme (RWBCIS) in Rajasthan from 2019 to 2024, district-wise is given in Annexure –1.

    The number of farmer applications under PMFBY and RWBCIS has grown by 35.12% and 27.50% year-on-year during 2022-23 and 2023-24, respectively, and has reached an all-time high during 2023-24 since the inception of the scheme. The number of farmer applications under PMFBY and RWBCIS from 2019 to 2024 State-wise is given at

    Annexure-2.

    Government is committed to provide financial security to farmers against the crop loss due to adverse climatic conditions.   In order to secure the farmers against the crop yield losses due to natural risks/calamities, adverse weather conditions, pests & diseases etc. two major crop insurance schemes namely, PMFBY and RWBCIS are being implemented by the Government.   PMFBY provides comprehensive risk coverage from pre-sowing to post harvest losses against non-preventable natural risks whereas the RWBCIS provides indemnification for likely crop losses due to deviation in weather indices.   PMFBY is available to all farmers who insure their crops as per the provisions of the Scheme. However, the scheme is voluntary for farmers and State Governments.

    The actuarial/bidded premium rates are charged by implementing agencies. Extremely low premium rate across the country for the season is charged from the famers, which is maximum 2% of sum insured for Kharif crops, maximum 1.5% of sum insured for Rabi crops and maximum 5% of sum insured for commercial/horticultural crops.     Further, due to various interventions of Govt. of India, the premium rates under the scheme has reduced significantly due to which some States like Maharashtra, Odisha, Meghalaya, Puducherry and Jharkhand are paying farmers’ share of premium whereas the farmers are required to pay 1 rupee only. This is a step towards universalization of the scheme.  Remaining part of actuarial premium is shared by the Central and State Government on 50:50 basis except North Eastern States (from Kharif 2020) and Himalayan States (from Kharif 2023) where it is shared in the ratio of 90:10.

    Project VISTAAR (Virtually Integrated System To Access Agricultural Resources) aims to develop a unified, federated digital ecosystem for agriculture by integrating reliable, validated and up-to-date resources across platforms. It focuses on enhancing scalability, accessibility and inclusivity of digital solutions while enabling two-way communication to incorporate farmer feedback. By driving center-state convergence, fostering partnerships with stakeholders and aligning with broader efforts of ICAR Institutes and State Agricultural Universities. VISTAAR supports the development of robust Digital Public Infrastructure (DPI) for agricultural extension. Its goal is to empower farmers with actionable information, streamline collaboration and ensure the long-term sustainability of digital agricultural extension initiatives.

    Digitalization of the existing agricultural extension system aims to expand its outreach substantially and enable every farmer to access high-quality advisory services on crop production, marketing, value and supply chain management and Climate Smart Agricultural (CSA) practices, weather advisories etc. The advisory services provide information about all Government schemes related to agriculture & allied sectors from which the farmers are benefited.

    The Department of Agriculture and Farmers Welfare has signed Memorandum of Understanding (MoU) with states of Odisha, Bihar, Uttar Pradesh, Karnataka, Andhra Pradesh, Madhya Pradesh and Rajasthan to onboard their technical and content review committees onto the network and have started work on small pilots.

    Department of Agriculture & Farmers Welfare supports existing VISTAAR project implementation. No separate funds are allotted.

    VISTAAR aims integration with all initiatives and federal solutions via the network for access of farmers to up-to date information. This includes leveraging AI enabled chatbots deployed at the ground level and subsequent integration with Agristack.

    Efforts for VISTAAR includes extension worker training on the digital bots. This can be facilitated through existing partnerships and network volunteers for conducting training to Front Line Extension Workers (FLEW) to enhance video production skills and handling advanced IT tools to access required information at field level for providing further training to farmers in a phased manner.

    Memorandum of Understanding (MoU) have been signed with EkStep Foundation which is a not for profit organization for development of the VISTAAR DPI network on pro-bono basis. VISTAAR is also supported by not for profit organizations like Digital Green for content development on pro-bono basis. IIT-Madras has signed an MoU with DA&FW for sharing content on Agri-Startups for the benefit of farmers on pro-bono basis.

  • MIL-Evening Report: Climate-affected produce is here to stay. Here’s what it takes for consumers to embrace it

    The economic cost of food waste in Australia is staggering. It’s estimated $36.6 billion is lost to the economy every year. Much of our fresh produce never even makes it to stores, rejected at the farm gate due to cosmetic reasons, such as its appearance, size or ripeness.

    We’ve known about this problem for a long time, which has given rise to the “ugly” food movement. Once-rejected produce has been rebranded as “wonky” in the UK, “inglorious” in France, “naturally imperfect” in Canada or an “odd bunch” in Australia.

    While the existence of these campaigns is commendable, there’s another major marketing challenge if we want to reduce food waste – acceptance of climate-affected produce.

    Broadly speaking, this refers to produce affected by extreme or moderate weather events. Droughts are an example of such climate events, predicted to become more intense and frequent as a result of global climate change.

    Climate-affected produce resembles “ugly” food as it is often smaller, misshapen or has surface imperfections.

    Climate-affected produce often has a lot in common with ‘ugly’ fruit, but may also differ in taste and texture.

    But in contrast to “ugly food”, the taste and texture of climate-affected produce can be quite different.

    Under the effects of drought, apples may become sweeter and more granular, chillies hotter and onions more pungent. In the case of mild or moderate droughts, such produce is still edible.

    Our recent research points to some uncomfortable truths. Many consumers prefer to avoid climate-affected produce altogether. And when price is a factor, they won’t choose it without a discount.

    But our research also offers suggestions on how purchases of such produce could be encouraged – including marketing messages that highlight the “resilience” of climate-affected produce.

    Our research

    We carried out two discrete choice experiments with consumers who buy fresh fruit and vegetables. One sample was drawn from among Australian students, the other from members of the wider Australian population.

    Participants were shown eight different apple options simulating a shopping environment, which were described with a range of different attributes including firmness, sweetness, appearance and size.

    The apples were also labelled with a price tag and information on whether they were sold at a supermarket or farmers’ market. All climate-affected apples were presented with a “resilience” message: “resilient apple – survived the drought”.

    We sought to examine how produce’s “organoleptic” properties – the way it impacts our different senses – as well as levels of empathy toward the farmers impact consumers’ willingness to choose climate-affected produce, and how much they’d pay for it.

    A preference for perfect

    We found when an apple’s firmness, size and aesthetics were important and empathy towards farmers was low, consumers tended to avoid climate-affected produce. They instead chose unaffected alternatives at higher prices (no such effect was observed for sweetness).

    This finding might not be surprising, but it’s still cause for concern. If farmers cannot repurpose climate-affected produce into spreads, jams, smoothies or animal feed, it can’t enter supply chains and may end up as waste.

    Previous campaigns for “ugly” fruit and vegetables may not offer much help with this problem, either. These campaigns emphasise the unaffected taste and texture of the produce. Marketing climate-affected produce needs a different approach.

    Otherwise, we expect a discount

    When price was important to consumers, they chose climate-affected produce, regardless of their levels of empathy toward farmers. But they were only willing to pay discounted prices for it.

    That might seem like a more positive outcome. But consumer expectations that climate-affected produce will always be discounted may disadvantage farmers with lower profit margins and diminish its value as a still-usable resource.

    Getting climate-affected (but still edible) produce into supply chains can help reduce food waste.

    Importantly, we found when the “resilience” message resonated with consumers, they were more inclined to consider climate-affected apples. This was true even when their empathy towards farmers was low.

    This suggests that when empathy fails, leveraging marketing messages that highlight “resilience” could be another avenue worth exploring.

    Our research team is now exploring what types of “resilience” messages can encourage purchases of climate-affected produce.

    Australians have been conditioned for many years to expect only aesthetically pleasing fruit and vegetables.

    Given extreme weather events are unlikely to become less frequent in the future, climate-affected produce is likely here to stay. If we want consumers to embrace it, we need to have uncomfortable conversations around its different taste and texture, and rethink what we’re willing to accept.

    Washington, DC: On January 24, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with Grenada.

    Through end-June 2024, Grenada’s economy was experiencing sustained strong growth supported by buoyant tourism, moderating inflation, and a narrowing current account deficit. A surge in Citizenship-by-Investment (CBI) revenue supported a strong improvement in the fiscal position and reduction in public debt. The financial system remained stable. On July 1, Hurricane Beryl caused damage in excess of 16 percent of GDP on the Grenadian islands of Carriacou and Petite Martinique, as well as in the northern parishes of the main island. The authorities responded swiftly with a package of fiscal measures, including suspension of fiscal rules to permit temporary deficit spending in support of the recovery and reconstruction.

    Grenada’s near-term economic growth is projected to remain resilient at 3.9 percent in 2025, buoyed by limited hurricane damages to tourism infrastructure and the authorities’ large recovery and reconstruction spending. Sizable government savings and triggering of disaster-contingent instruments create fiscal space for these spending needs. Assuming a subsequent timely return to the fiscal rules, public debt is projected to continue falling and reach the debt target of 60 percent of GDP by 2030.

    Over the medium-term GDP growth is projected to slow given the tourism sector operates near its peak-season capacity. Key downside risks include the threat of further natural disasters, potential shocks to tourism demand, and the uncertain scale of future CBI inflows, while the domestic non-bank financial system faces rising vulnerabilities from the continued rapid expansion of credit unions and the rising costs of property insurance. Prospective hotel developments and public investment projects represent upside risks to the medium-term growth outlook.

    Executive Board Assessment[2]

    Executive Directors agreed with the thrust of the staff appraisal. They welcomed Grenada’s robust economic performance in 2023 and the first half of 2024, buoyed by strong tourism. Directors also commended the authorities’ swift and prudently tailored response to Hurricane Beryl, which supported disaster-relief and helped mitigate the impact on economic growth. Noting that the medium-term outlook remains subject to risks from natural disasters, uncertain Citizenship-by-Investment (CBI) flows, and other external shocks, they encouraged the authorities to exercise continued fiscal prudence and to pursue structural reforms to boost long-term growth and enhance resilience, while leveraging Fund technical assistance.

    Directors welcomed Grenada’s commitment to fiscal prudence and debt sustainability and emphasized the importance of a timely return to the suspended fiscal rules. In that context, they noted the need for continued expenditure prioritization and revenue mobilization to create fiscal space for future investment needs, including for climate resilience. Further strengthening public investment management and budget planning processes would also be important. Directors also saw merit in developing a more uniform framework for managing all CBI resources and encouraged continued progress in resolving outstanding official arrears.

    Directors welcomed the banking system’s resilience despite repeated shocks. They emphasized the need for vigilance and strengthened oversight in the rapidly expanding credit union sector. Directors encouraged strengthening data collection and regional collaboration in the property insurance sector, given rising premiums. They also agreed that further enhancements in the AML/CFT frameworks are essential, including to safeguard correspondent banking relationships.

    Directors commended the authorities’ implementation of Grenada’s Disaster Resilience Strategy including investments in a risk-layering framework of disaster-contingency insurance and financing instruments. Moving forward and noting the risk of future natural disasters, they emphasized the importance of further advancing the energy transition and investment in disaster resilient infrastructure, with support from private financing.

    Directors also encouraged sustained structural reform efforts to foster long-term growth, including investing in active labor market policies and continuing efforts to support off-season and niche tourism. Addressing data gaps is also important.

    It is expected that the next Article IV Consultation with Grenada will be held on the standard 12-month consultation cycle.

  • MIL-OSI Global: The impact of Donald Trump’s anti-climate measures on our heating planet

    Before assessing the impact of United States President Donald Trump’s climate and energy policies, some context about the current state of the planet is in order. United Nations Secretary General Antonio Guterres recently called the world’s fossil fuel addiction “a Frankenstein’s monster sparing nothing and no one.”

    The year 2024 was the first in which the average temperature exceeded the Paris Agreement threshold of 1.5°C. Under a status quo scenario, Earth is on track to reach an approximate 2.7°C increase in planetary warming by 2100.

    The 2024 Lancet Countdown on Health and Climate Change report found that climate-related global health threats are reaching new records, including heat-related deaths, food insecurity and the spread of infectious diseases.

    Despite six reports by the Intergovernmental Panel on Climate Change (IPCC), 29 COP conferences and thousands of scientific papers, the world has made only minor headway on climate action.

    Main carbon polluters and their victims

    The 10 largest oil-producing and consuming countries account for 73 per cent of total oil production and consumption globally.

    The U.S. is the largest oil producer and oil consumer, accounting for almost one-quarter of global production and more than 20 per cent of consumption in 2022. Canada is the fourth-largest oil producer and the ninth-largest consumer, and also has the highest per-capita CO2 emission levels of any country.

    The world’s 60 largest banks, meanwhile, earmarked US$6.9 trillion over the last eight years to enable the fossil fuel industry.

    According to an Oxfam International report, the richest one per cent of the world’s population, most of whom live in developed countries, are responsible for more than twice as much carbon pollution each year as the poorest 50 per cent of humanity. Low-income countries that make up nearly 60 per cent of the world’s population, on the other hand, account for less than 15 per cent of global greenhouse gas emissions.

    At COP 29 in Azerbaijan last year, developed countries, including Canada, pledged to triple their financial support for poor climate-vulnerable countries to $300 billion a year by 2035 to help them mitigate emissions, adapt to climate threats and help pay for loss and damage.

    But this is far from the $1.3 trillion demanded by Global South countries. Their pledges bear little resemblance to global fossil fuel subsidies that totalled an estimated $7 trillion in 2022.

    Trump’s climate-related actions

    Ahead of Trump’s recent inauguration, and under sustained pressure by Republicans, major American and Canadian banks withdrew from the Net-Zero Banking Alliance (NZBA) originally led by Canada’s Mark Carney as the United Nations’ Special Envoy for Climate Action.

    The oil and gas industry donated more than $75 million to Trump’s campaign, though donations provided by those with links to fossil fuels were estimated to be five times greater than that.

    Trump’s more than 200 executive orders included a so-called National Energy Emergency Declaration, in which he:

    · Withdrew the U.S. from the Paris Climate Agreement, which he called one-sided, joining only three other petro-states — Iran, Libya and Yemen — that are not signatories to the Agreement.

    · Signed an order aimed at “unleashing American energy.”

    · Signed a declaration that would allow his administration to fast-track permits for new fossil fuel infrastructure.

    · Blocked all new offshore wind power development.

    · Revoked former president Joe Biden’s order that half of vehicles sold by 2030 be electric

    · Enabled new oil and gas development on federal lands, including reversing restrictions on petroleum extraction in Alaska and the Arctic Wildlife Reserve.

    Elon Musk, among Trump’s closest billionaire allies, has been silent on the president’s 2025 exit from the Paris Climate Accord.

    This is noteworthy because after Trump’s first withdrawal from the accord in 2017, Musk announced he was leaving presidential advisory councils, stating: “Climate change is real, leaving Paris is not good for America or the world.”

    What’s ahead

    Notwithstanding the Trump fossil fuels embrace, there are some silver linings.

    Although the Trump snub of the COP climate conferences is generally seen as a setback, stronger climate action may now be possible without the U.S. at the table. Furthermore, many American states and municipalities will continue to push forward with aggressive emissions reduction measures. And thousands of climate lawsuits against U.S. governments and corporations are underway.

    Trump’s actions may also spur the migration of the U.S. renewables industry to Canada. Regardless, renewables will continue to replace fossil fuels worldwide.

    A global movement of governments, elected officials, organizations and individuals has endorsed the Canadian-founded Fossil Fuels Non-Proliferation treaty initiative. Modelled on the Nuclear Non-Proliferation Treaty, it sets clear deadlines for the global phaseout of fossil fuels.

    At the 2025 World Economic Forum, Fortescue, a global metal mining giant, endorsed the treaty, the first major industrial company to do so.

    In his famous 2015 Lloyd’s of London speech, Carney, now the Liberal leadership frontrunner, called climate change “the tragedy of the horizon.”

    He warned that climate change will lead to financial crises and falling living standards unless the world’s biggest economies do more to ensure their companies come clean about their current and future carbon emissions.

    Payam Akhavan, an Iranian-born Canadian human rights lawyer, served as legal counsel to the Commission of Small Island States at the recent International Court of Justice climate hearings where these nations presented evidence about the devastating impact of climate change on their citizens.

    In an interview with CBC Ideas, Akhavan said: “What’s happening to the small island states today is going to happen to all of us tomorrow.”

    Ultimately, the writing is on the wall for fossil fuels. It’s not a matter of if the world moves away from them dramatically, but when.

  • MIL-OSI United Nations: WFP and Italy partner with the Government of Iraq to boost climate resilience and agricultural livelihoods

    BAGHDAD – The United Nations World Food Programme (WFP) welcomes a generous contribution from the Italian Government, through the Italian Agency for Development Cooperation (AICS), to help Iraqi communities strengthen their resilience to climate change while creating economic opportunities, especially for women.

    This initiative, in collaboration with Iraq’s Ministry of Agriculture and Ministry of Environment, will introduce climate-smart farming techniques, irrigation improvements, and financial support to help farmers and entrepreneurs adapt to climate change.  Rising temperatures, worsening water scarcity, and land degradation have put Iraq’s agricultural sector under increasing strain. Asmuch as 40 percent of arable land in the south is feared to have been lost to desertification, with negative consequences for livelihoods and food security. 

    “Iraq’s farmers and rural communities are on the frontlines of the fight against climate change, and WFP is committed to working with the Government of Iraq to support local governments and communities in developing scalable and sustainable climate solutions,” said WFP Representative and Country Director in Iraq Mageed Yahia. “Through this initiative, we are ensuring that smallholder farmers and vulnerable groups have access to better water management, resilient crops, and climate financing. These efforts, alongside early warning systems and disaster risk reduction measures, will help communities withstand environmental shocks and secure long-term food security.” 

    The project will be implemented in Ninewa, Salah al-Din, Thi-Qar, and Basra; facing the harshest effects of climate change and will benefit vulnerable women-led households, crisis-affected people, and smallholder farmers. WFP will introduce efficient irrigation systems, helping farmers cut water use by 40% while boosting productivity as well as training sessions to help farmers transition to drought-resistant crops and better land management practices, ensuring long-term food security and soil preservation. 

    The initiative will also empower women, youth, and persons with disabilities by integrating them into climate adaptation programs, providing technical training, and facilitating access to financial resources to support entrepreneurial ventures. 

    WFP will partner with the Government of Iraq, academia and a number of Italian experts to provide technical solutions, equipment and expertise, to enable more efficient management of ecosystem resources. This can be done through community water ponds, nurseries and afforestation and revegetation initiatives. These approaches contribute to improved agricultural productivity and, subsequently, strengthened food systems. 

    “Climate change poses significant risks to Iraq’s agricultural sector, threatening livelihoods and food security all over the Country, and especially for women-led households” highlighted H.E. Niccolò Fontana, Ambassador of Italy to Iraq. “Various regions across Iraq face the harsh realities of water scarcity, land degradation, and rising temperatures.   • MIL-OSI Global: The Greenland ice sheet is falling apart – new study

    Observing Greenland from a helicopter, the main problem is one of comprehending scale. I have thought we were skimming low over the waves of a fjord, before noticing the tiny shadow of a seabird far below and realising what I suspected were floating shards of ice were in fact icebergs the size of office blocks. I have thought we were hovering high in the sky over a featureless icy plane below, before bumping down gently onto ice only a few metres below us.

    Crevasses – cracks in the surface of glaciers – are the epitome of this baffling range of scales. Formed by stresses at the surface, their direction and size tell us how the ice sheet is flowing towards the ocean. Inland, far away from the fast-flowing glaciers that discharge hundreds of gigatonnes of icebergs a year into fjords, crevasses can be tiny cracks only millimetres wide.

    As the ice speeds up, they can be metres in diameter, sometimes covered by deceptive snow bridges that require suitable safety equipment and rescue training to traverse. Finally, where the ice meets the ocean and no scientist would ever dare to stand, they can be monsters over 100 metres from wall to wall. And across Greenland, they are growing.

    It shouldn’t be particularly surprising to scientists that crevasses are getting larger across Greenland. As the ocean warms, the ice sheet has sped up in response, increasing the stresses acting upon its surface. However, observations from satellites and in-person fieldwork are so poor that to date, we had no idea how extensively or quickly this process has been occurring.

    Mapping cracks

    In a new study, my colleagues and I mapped crevasses across the entirety of the Greenland ice sheet in 2016 and 2021. To do this, we used the “ArcticDEM”: three-dimensional surface maps of the polar regions based on high resolution satellite images. By applying image-processing techniques to over 8,000 maps, we could estimate how much water, snow or air would be needed to “fill” each crevasse across the ice sheet. This enabled us to calculate their depth and volume, and examine how they evolved.

    We found that from 2016 to 2021, there were significant increases in crevasse volume across fast-flowing sectors of the Greenland ice sheet. In the southeast of the ice sheet, an area that has been particularly vulnerable to ocean-induced acceleration and retreat in the past few years, crevasse volume increased by over 25%.

    However, against our expectations, crevasse volume across the whole ice sheet increased by only 4.3%. That’s much closer to an overall balance than the extremes observed in certain sectors. What had happened? In fact, the significant increases elsewhere were being offset by a single source: an outlet glacier known as Sermeq Kujalleq (Danish: Jakobshavn Isbræ).

    Sermeq Kujalleq is the fastest-flowing glacier on the planet, reaching speeds of nearly 50 metres a day and providing an outsized proportion of Greenland’s total sea-level rise contribution. In 2016, responding to an influx of cold water from the north Atlantic ocean, the glacier slowed and thickened. As it did this, the crevasses on the surface began to close – offsetting increases across the rest of the ice sheet.

    This slowdown was short-lived. Since 2018, Sermeq Kujalleq has once again reverted to acceleration and thinning in response to ongoing warming. We won’t be able to rely on it to offset ice-sheet-wide increases in crevassing in the future.

    Cracks grow into icebergs

    Crevasses play an integral part in the life cycle of glaciers, and as they grow they hold the potential to further accelerate ice-sheet loss. They deliver surface meltwater into the belly of the ice sheet: once inside, water can act to warm the ice or lubricate the bed that the glacier slides over, both of which can make the ice sheet flow faster into the ocean. Meanwhile, where the ice meets the sea, crevasses form the initial fractures from which icebergs can break off, increasing the output of icebergs into the ocean.

    In short, crevasses underpin the dynamic processes that occur across Greenland and Antarctica. However, these processes are very poorly understood, and their future evolution is the single largest uncertainty in our predictions of sea-level rise. Together, the increased discharge of ice holds the potential to add up to 10 metres of additional sea-level rise by 2300 (75% of all cities with more than 5 million inhabitants exist less than 10m above sea level).     A canine crime busting duo has sniffed out illegal tobacco in Dundee shops and foiled the sale of fake cigarettes. 

    City council Trading Standards teams have been working with doggy detectives Rose and Boo in an intelligence-led operation,  

    A number of retailers were targeted, with five found to be in possession of illicit tobacco. 

    Nearly 9,000 cigarettes and 1750g of tobacco were seized, and officers also took away 42 non-compliant, oversized vapes. 

    The Dundee initiative was part of Operation Cece Scotland, where Trading Standards work with HMRC to tackle the illegal tobacco trade.  

    HMRC can impose financial sanctions for non-compliance with Tobacco Track and Trace regulations, while Trading Standards can report any criminal breaches to the Procurator Fiscal. 

    Illegal tobacco products are unregulated and can often contain harmful ingredients and bypass quality checks. Illicit tobacco can also pose a safety risk as they are unlikely to meet the self-extinguishing safety standards. 

    If anyone suspects any premises is selling illicit cigarettes or tobacco, they can report it to trading.standards@dundeecity.gov.uk or via Consumer Advice Scotland on 0808 164 6000. 

    Council officer worked with the specially trained tobacco detection dogs from Consumer Protection Dogs UK and their handler. 

    Climate, Environment & Biodiversity Convener Councillor Heather Anderson said: said: “I commend our Trading Standards team for all their work in this area which helps to protect our city’s communities from harm. 

    “Officers will continue to play a part in preventing illegal tobacco from being sold from local shops.”

    A display at York Explore Library is showcasing artefacts uncovered during construction of the Environment Agency’s Flood Alleviation Scheme at Clifton Ings.

    York Explore Library located at Library Square, Museum Street, York (Y01 7DS) is showcasing remarkable artefacts uncovered during the construction of the Environment Agency’s Flood Alleviation Scheme at Clifton Ings.

    These 19th-century artefacts, originating from a former mental health institution, provide rare insights into the lives of past patients and staff. The display will be available until 27 February 2025. 

    Part of a £21 million investment to protect homes and businesses from flooding, the Clifton Ings Flood Alleviation Scheme not only enhances flood defences but has also led to the discovery of significant historical artefacts.

    The discoveries, made in 2021-2022 by York Archaeology, originate from a rubbish dump associated with Clifton Hospital, formerly the North Riding Lunatic Asylum (established 1847) and later known as North Riding Mental Hospital.

    The hospital was demolished in 1994, making these objects rare physical traces of its history.  

    Among the items on display are a fragment of a hot water bottle with its stopper still in place, an enamelled iron jug, and fragments of ceramic cups, saucers, plates, and dishes, some bearing the hospital’s initials.

    Also featured are a bone toothbrush and dominoes made from bone and wood. These objects provide a rare and valuable insight into the everyday lives of both patients and staff.

    Mental health institutions have historically been overlooked in archaeological research, making these discoveries particularly significant.

    The display sheds light on the lived experiences within Clifton Hospital and highlights the evolving history of mental health care.  

    After the display period at York Explore, the finds will be deposited with the Mental Health Museum in Wakefield, ensuring their preservation and continued study.

    The Department of Fisheries, Government of India has not received any report   on the impacts of the climate crisis on traditional fishing communities and their job loss. The Department of Fisheries, Government of India under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), has identified 100 coastal fishermen villages situated close to the coastline as Climate Resilient Coastal Fishermen Villages (CRCFV) to enhance the economic resilience of coastal communities impacted by climate change. The program promotes climate-resilient fisheries through initiatives such as seaweed cultivation, artificial reefs, sea ranching and the promotion of green fuel. Safety and security measures for fishermen and fishing vessels, economic activities like ornamental fisheries, and support programs like insurance, livelihood and nutritional support, Kisan Credit Cards (KCC), and training also supported. The activities in the identified coastal fishermen villages are need-based facilities, including common facilities like fish drying yards, fish processing centers, fish markets, fishing jetties, ice plants, cold storage, and emergency rescue facilities. In addition, the fisheries research institutes under the aegis of the Indian Council of Agricultural Research (ICAR), Government of India have been conducting research regularly to understand the interactions between climatic parameters and fisheries to develop mitigation and adaptation strategies.

    Further, ICAR-Fisheries Research Institutes has been contributing to enhance aquaculture through ongoing research, technology development, and capacity-building initiatives in marine as well as inland aquaculture funded by the Government of India.

    The Department of Fisheries, Government of India has provided livelihood and nutritional support to an average of six lakh fishermen families annually during annual fishing ban/lean period (both marine and inland fishing ban).

    The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying during the last four financial years (FY 2020-21 to FY2023-24) and current financial year (2024-25), under the PMMSY, has accorded approvals to the proposals worth Rs. 4969.62 crore with a central share of Rs. 1823.58 crore for development of small fishing communities, traditional fishers and other stakeholders including livelihood support.

    The Pradhan Mantri Matsya Sampada Yojana (PMMSY) implemented by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying inter-alia provides support to the Coastal State Governments and Union Territories(UTs) for development of Integrated modern coastal fishing villages.  The unit cost envisaged for development of each integrated coastal fishing village is shared between the Central and concerned State Government in 60:40 basis and the Government of India meets 100% unit cost  in case of Union Territories. Under PMMSY, proposals at a total investment of Rs.7756.46 lakh for development of total 11 integrated modern coastal villages have been approved which include (i) nine coastal villages at a cost of Rs. 6106.61 lakh in Kerala, (ii) one costal village at a cost of Rs.899.85 lakh in Lakshadweep and (iii) one coastal village at a cost of Rs. 750 lakh in West Bengal.  As this activity is implemented as non-beneficiary oriented activities of PMMSY on cost sharing basis between the Centre and concerned State Governments, no direct financial assistance is provided to the beneficiaries under the scheme.

    In addition, under the PMMSY, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying in consultation with the coastal States/UTs has also identified a total of 100 coastal fishermen villages situated close to the coastlines for development as Climate Resilient Coastal Fishermen Villages (CRCFV) to make them economically vibrant fishermen villages. The National Fisheries Development Board (NFDB), Hyderabad has been made a nodal agency and the proposal of NFDB for development of the identified 100 coastal villages at a total cost of Rs. 200 crore has been approved under the PMMSY in the current financial year. The need-based fisheries facilities developed in the identified coastal fishermen villages include; common facilities like fish drying yards, processing centers, fish markets, fishing jetty, ice plant, cold storage and emergency rescue facilities. The program also promotes climate-resilient fisheries through initiatives such as seaweed cultivation, artificial reefs, sea ranching, promotion of green fuel, Safety and security measures for fishermen and fishing vessels and taking up alternative livelihood activities like ornamental fisheries. The programs also envisages other activities like insurance, livelihood and nutritional support, Kisan Credit Cards and its saturation of coverage of eligible fishers residing in the identified coastal villages. State-wise details of the identified coastal villages for development as Climate Resilient Coastal Fishermen Villages (CRCFVs) under PMMSY are furnished at Annexure-I.

    Ministry of Finance, Department of Expenditure has agreed to the extension of PMMSY up to financial year 2025-26 as per the existing scheme design and funding pattern with the approved outlay as already approved by the Union Cabinet.

    Since US President Trump’s first day in office, he has been rolling back environmental responsibilities, marked by withdrawing the US from the Paris Climate Agreement, which set out guidelines for developed countries to support efforts of developing countries to build clean, climate-resilient futures through financial and technological support. The recent developments in the US may result in the lack of pressure in implementing environmental initiatives, and many healthcare companies may be neglecting them at a time when there is an increased focus on usage of artificial intelligence (AI) in the sector, says GlobalData, a leading data and analytics company.

    According to GlobalData’s “Strategic Intelligence: ESG Sentiment Polls Q4 2024,” 45% of respondents indicated that the primary reason a company would set up an environmental, social, and governance (ESG) performance plan would be because of legislation and pressure from the government. In the absence of any pressure from the governments, positive environmental initiatives, especially ESG, will be lost.

    Selena Yu, Senior Medical Analyst at GlobalData, comments: “With most ESG survey respondents in Q4 2024 indicating that not only is ESG performative in their companies but also that ESG initiatives are typically placed due to government pressures, it’s vital that healthcare companies mitigate negative environmental impacts. The basis of it is to provide healthcare companies exceptional, innovative care to patients. This overlaps greatly with the impacts of a warming global climate like limiting access to clean water, increased air pollution, and decline in agricultural diversity. Healthcare extends outside of the hospital, as preventative and follow-up care is essential for patients.”

    The developments in the US also come during a time of increased AI initiatives and growth in healthcare with an estimated $1 trillion market worth by 2030, according to GlobalData’s thematic report “Artificial Intelligence in Healthcare (2024)”.

    According to the International Energy Agency (IEA) 2024 report, global AI energy demand is expected to increase to at least 10 times the current level by 2026. Additionally, clean water is required to cool down the processors used for AI. Combined with the rising global temperature, scarcity of clean water, and decreased environmental sentiments in the US government, it’s vital that companies take initiatives to balance AI usage to future healthcare advancements with environmental impact.

    AI has many advantages in healthcare, from choosing the best treatment for patients and optimizing patient triage in emergency care to improving manufacturing capabilities to limit waste and optimizing storage. But it’s vital to balance AI-led innovation with environmental impact, as current methods to mitigate carbon emissions, for example, have not been successful.

    Yu continues: “Tech leaders like Google, Meta, and Microsoft have promised to replenish the clean water they used for their AI usage, but how feasible is that with clean water being a limited resource. This ties us back to how most global survey respondents in Q4 2024 believe company ESG plans are performative. The decision to prioritize environmental initiatives is a difficult battle to fight. I believe most stakeholders are putting increased company revenue over ESG because they don’t see the innate benefit to it. This is a dated way of strategizing, as overall company success should go hand in hand with environmental protection.”

    Healthcare companies need to position themselves as the spearheads of balancing environmental responsibilities and AI-led innovation. With the health of the overall ecosystem directly correlated to patient health, it is in their best interest to be contributing to patient health outside of the clinic.

    Yu concludes: “There are many options for patient-facing bodies and healthcare companies to balance the needs of patients using AI for personalized care and spearheading the importance of incorporating strong environmental policies into manufacturing practice.     provides a clarified recommendation on how a programme organisation may be designed. The coordinator recommends the establishment of a stateowned company that invests in new nuclear power capacity. By investing in several projects that get financial support from the state’s financing model, lock-in effects regarding learning can be avoided. In this way, a higher costefficiency and a more responsible use of tax-payers money can be achieved.

    • Companies that are revisiting their sustainability and ESG-related claims and commitments amid heightened reputational and legal exposures over ‘greenwashing’ risk will need to continue to balance accuracy and appropriateness of public commitments with the risk of being perceived as laggards by their stakeholders, including scrutiny of perceived ‘greenhushing’ or ‘greywashing’.
    • Litigation risk remains a key challenge for businesses navigating ESG obligations and evolving stakeholder expectations. Potential claims are expanding to include directors’ duties and emerging intersectional ESG issues, including nature and biodiversity, human rights and plastics. Non-judicial forums such as complaints to OECD National Contact Points are likely to remain attractive for stakeholders seeking behavioural change.
    • Regardless of whether companies and their directors elect to recalibrate their ESG policies, companies should ensure they are satisfied that their chosen course of action is in the best interests of the company, and retain evidence to support that view and regarding the reasonable grounds for key decisions.

    A recap of 2024

    New ESG legislation, an uptick in regulatory enforcement and the rising expectations of investors and other stakeholders are elevating ESG issues to the top of boardroom agendas.

    In 2024, we saw the multi-jurisdictional trend of new ESG due diligence and reporting laws continue in places like the EU and California, adding to recent regulatory developments in Australia, the US, the UK, Canada and elsewhere. Australian companies have been responding, even if not directly in scope, as these new legal requirements flow through from customers and clients.

    Combating alleged ‘greenwashing’ and ‘bluewashing’—being claims that environmental and social disclosures are false, misleading or have no reasonable basis—has become an enforcement priority for Australia’s corporate regulators. In November 2024, the Australian Securities and Investments Commission (ASIC) confirmed greenwashing and misleading conduct involving ESG claims would remain an enforcement priority in 2025.

    Activists and strategic litigants have deployed strategies in and out of the courtroom seeking to influence corporate behaviour. While the majority of cases have commenced in the US, Australia consistently comes a close second, with cases increasingly focusing on the intersection between the environment and human rights, including the rights of First Nations peoples.

    Alongside these developments, the backlash against ESG action increased in 2024 and was a key issue during elections in the US and across the EU. In the US, laws have been passed restricting ESG-related investment decisions, which have impacted investment flows, while legal challenges have delayed the implementation of the US Securities and Exchange Commission’s climate-related financial disclosure rules. Some financial institutions and asset managers are moving away from membership of voluntary ESG commitments, such as the Net Zero Asset Managers and Net Zero Banking Alliance initiatives.1 

    Looking ahead to 2025

    Deregulation may increase uncertainty and complexity for companies

    The conversation around deregulation is already becoming more pronounced in 2025, in light of recent political developments and as ESG regulatory changes take effect.

    Upon commencing his second term in office on 20 January 2025, President Trump’s executive orders have so far included:

    • withdrawing the US from the Paris Agreement (for a second time); and
    • revoking the country’s financial commitments under the United Nations Framework Convention on Climate Change and the US International Climate Finance Plan.

    His nominations to environmental protection and corporate regulatory agencies may foreshadow a further rollback of measures on:

    • anti-pollution;
    • emissions reduction; and
    • climate-related financial disclosures.

    The wave of new executive orders has already sought to wind back the Biden Administration’s ESG policies (including those encouraging the uptake of electric vehicles).

    In the EU, the outcome of a new omnibus proposal aiming to streamline various Green Deal sustainability regulations is due to be released by 26 February 2025. It is possible the proposal will include delays in implementation, while a recently leaked European Commission strategy paper for streamlining the Commission’s regulatory processes suggests there may be a greater focus on reducing the regulatory burden for small and medium-sized companies.

    This uncertainty around upcoming ESG legislation is likely to mean increased complexity and costs for companies associated with achieving regulatory compliance. A move away from a more global consensus on ESG due diligence and reporting requirements may result in deeper fragmentation of laws across jurisdictions. Companies will continue to face challenges in navigating these pro- and anti-ESG regulations across different jurisdictions.

    At the same time, disasters such as the Los Angeles fires will keep ESG issues in the public consciousness, and deregulation is unlikely to be aligned with the evolving high watermark to which stakeholders are holding companies to account. We anticipate an increase in ESG litigation as activists continue to pursue behavioural change by governments and companies in the courts.

    ESG as a ‘dirty word’: greenhushing and greywashing

    While many companies continue to take voluntary action on ESG issues, some are revisiting their ESG commitments in light of the increasingly contested and politicised environment, as well as the heightened reputational and legal exposures associated with sustainability and ESG-related public claims and commitments.

    The paring back of existing commitments will continue to be scrutinised by regulators and civil society, and we anticipate that allegations of ‘greenhushing’ or ‘greywashing’ may develop.

    ‘Greenhushing’ refers to deliberately withholding information about sustainability goals and achievements.

    ‘Greywashing’ refers to setting strategies and policies that are too watered down, unambitious, qualified or ambiguous to result in meaningful change. 

    ASIC Chair Joe Longo has described greenhushing as ‘just another form of greenwashing’, which ‘risks misleading by omission’, referring to the annual Net Zero Report issued by South Pole which highlighted a substantial decrease in climate communications across a number of sectors.

    Companies will need to continue to balance accuracy and appropriateness of commitments while maintaining flexibility in the changing political environment, with the risk of being perceived as laggards by their stakeholders.

    The ESG litigation field expands

    Despite the mixed successes of recent ESG claims, we expect activists will continue to pursue strategic litigation to extract concessions from governments and companies and effect behavioural change.

    ESG claims have expanded beyond the traditional higher-emitting sectors. Stakeholders are looking more widely at targets and potential claims with the objective of disrupting capital flows, including scrutinising companies’ exposure through their financing activities and broader value chains. We expect that financial institutions will remain a target of stakeholder scrutiny, and that claims and complaints will continue to explore the intersection between climate change and issues such as nature and biodiversity, human rights and plastics. The use of new technologies such as AI and carbon capture and storage (or CCS) is also attracting activist scrutiny.

    In 2025, decisions from the International Court of Justice and Australian courts may clarify legal obligations related to climate change, particularly in tort law, potentially impacting future corporate liability for alleged climate change impacts.

    Non-curial avenues such as the OECD National Contact Points and UN Special Procedures are already a well-tested forum on ESG issues. Complainants are likely to be interested in exploring the recent updates to the OECD Guidelines on matters such as climate change and biodiversity. The Australian National Contact point may also be utilised by stakeholders in response to the three-year modified liability regime under the new mandatory climate-related financial reporting regime introduced from 1 January 2025, which prevents private litigation in respect of certain ‘protected statements’ for a period of time.

    International discussions will continue to influence private actors

    Despite failures by state parties to reach agreement at 2024’s UN biodiversity and plastic forums, discourse surrounding the negotiations appears to be sharpening corporate and civil society focus, including through an uptick in plastics-related litigation and campaigns. The next UN biodiversity COP taking place in Rome in February this year, and international negotiations will continue on a treaty to address the full lifecycle of plastic—from production to design and disposal.

    Another emerging focus area for companies is Indigenous Cultural and Intellectual Property (ICIP), particularly in the life sciences and mining sectors. A new treaty on genetic resources and traditional knowledge was concluded at the international level in 2024 under the auspices of the World Intellectual Property Organization (WIPO), which will require inventors to disclose the source of genetic resources and associated traditional knowledge in patent applications. After many years of diplomatic efforts by countries including Australia, this is the first multilateral treaty specifically relating to traditional knowledge, and efforts continue to protect traditional cultural expressions at the international level. It remains to be seen how this significant step at the international level will affect the discourse concerning the need for sui generis ICIP legislation in Australia.

    Subject matter trends 

    Implications of US exit from international climate change commitments and shift in domestic energy policy

    The United States’ withdrawal from the Paris Agreement introduces a new element of uncertainty for global efforts to address climate change. It remains to be seen whether the Trump Administration’s decision will leave the US as an outlier in international climate and energy policy, or if it may have a broader chilling effect on global cooperation on climate change and other emerging environmental issues.

    President of the European Commission, Ursula Von der Leyen, has already reaffirmed that ‘Europe will stay the course’ and reaffirmed the EU’s commitments to the Paris Agreement. A net zero-focused bipartisan alliance of 24 State Governors has also vowed to sustain and advance climate action in the US.  

    The new US administration has also embarked on a significant gear change in US domestic energy policy.

    • Executive orders have been effected to declare a ‘national energy emergency’.
    • This expedites the permitting of oil and gas projects (specifically in Alaska) and temporarily suspends new federal offshore wind leasing pending an environmental and economic review.
    • The US Federal Reserve has also withdrawn from the Network for Greening the Financial System—an international group of central banks, including the Reserve Bank of Australia, that analyses the economic fallout from climate change.
    • The Office of Management and Budget also ordered a temporary pause on grant funding by federal agencies for activities implicated by the new executive orders, including renewable energy and climate and atmospheric research programs. The order was subsequently rescinded after an urgent legal challenge by non-profits successfully sought an injunction.

    These changes are likely to lead to legal challenges, further adding to the uncertainties faced by businesses navigating the new energy policy environment. As the Trump Administration seeks to encourage investment in the oil and gas sectors, we also expect stakeholders to intensify their scrutiny of companies’ exposure to higher-emitting projects.

    Methane emissions

    International initiatives to reduce methane emissions have been gaining industry and national support:

    • the World Bank’s Global Flaring and Methane Reduction (GFMR) Partnership is now active in over a dozen countries and has been endorsed by 57 companies.
    • the Global Methane Pledge launched at COP26 in 2021 by the EU and US has received 159 country endorsements as of 2024, including Australia’s.

    Several countries have moved to impose stricter regulations on methane emissions. In May 2024, the EU introduced its Methane Regulation requiring increased monitoring, detection and reduction of methane emissions. Additional import restrictions will extend to gas imported into the Eurozone from 2027. In November 2024, the United States Environmental Protection Agency announced new regulations on the emission of methane from crude-oil and natural gas facilities.

    New and expanded gas projects (and related infrastructure and supply chains) remain a focus of campaigning and shareholder activism on fugitive methane emissions by organisations such as Market Forces.

    Biodiversity and nature

    Countries are moving to implement their national commitments under the Kunming-Montreal Global Biodiversity Framework.

    • Australia’s Nature Repair Market is set to open for business in 2025, operating in a similar fashion to the existing carbon market, to incentivise projects to protect and restore the environment through biodiversity credits.
    • The EU’s Regulation on Nature Restoration entered into force in August 2024, and the Canadian Government has moved to legislate a Nature Accountability Bill as part of its 2030 Nature Strategy released in June 2024.
    • However, the future of the Canadian bill is now uncertain due to the suspension of all parliamentary business after Parliament was prorogued on 6 January 2025 following the resignation of Prime Minister Justin Trudeau. While Canada’s next general election is scheduled for 20 October 2025, opposition parties have foreshadowed a no-confidence motion when the next parliamentary session resumes on 24 March which, if successful, may trigger an early vote.

    Several jurisdictions are also moving to address deforestation in supply chains, with measures including import restrictions and due diligence requirements.

    • The EU’s Regulation on Deforestation-free Products will enter into effect from 30 December 2025 and require certain commodities and derived products to be ‘deforestation-free’ if placed, made available on or exported through the EU common market.

    The UK is also developing its own Forest Risk Commodity Regulation,2 which would also impose commodity-based restrictions and due diligence requirements.

    Plastics pollution and the circular economy

    A growing number of jurisdictions are introducing restrictions on plastic products, including single-use and microplastics.

    • The EU’s Single Use Plastic Directive came into force in 2024, and the European Commission has proposed additional measures to prevent the unintentional release of plastic pellets.
    • In the US, the State of California has commenced proceedings against Exxon Mobil and PepsiCo Inc in relation to allegedly misleading the public regarding plastics pollution.
    • In Australia, the ACCC commenced enforcement proceedings against Clorox Australia Pty Ltd in April 2024 for alleged greenwashing over claims relating to its ‘GLAD’ plastic bag products.
    The right to water

    From the Murray-Darling Basin to the Great Barrier Reef and beyond, we expect to see preservation of, and access to, water resources increase in priority for stakeholders as an issue that crosses geographical and jurisdictional boundaries.

    Access to water and sanitation is recognised as a fundamental human right by the UN General Assembly, and stakeholders are raising issues around water security, water quality, contamination by microplastics and Per- and Polyfluoroalkyl Substances (PFAS) chemicals, access to water resources for agriculture, and ensuring First Nations peoples’ interests and connection to water are taken into account.

    Modern slavery reporting reforms

    In December 2024, the federal Attorney-General’s Department (AGD) published the Government’s response to the 2023 statutory review of the Modern Slavery Act 2018 (Cth) (MSA). The response follows the appointment of Australia’s first national Anti-Slavery Commissioner, who is expected to lead in the implementation of modern slavery reporting reforms.

    The Government has agreed (in full, in part, or in principle) to 25 of the 30 recommendations from the review, including the need to strengthen the compliance and enforcement framework under the MSA. The Government agreed in principle to the introduction of a penalty regime—details are not yet available, but the Government is expected to consult with stakeholders in 2025.

    One issue that remains unresolved is the status of proposals for mandatory human rights due diligence (HRDD) by reporting entities under the MSA. The Government has ‘noted’ the recommendation to introduce HRDD; however, it has indicated that the AGD will engage with stakeholders on HRDD as part of the next stage of implementation.

    The introduction of mandatory HRDD would align Australia with a number of jurisdictions that have introduced supply chain due diligence requirements, most notably the EU’s Corporate Sustainability Due Diligence Directive adopted by the European Parliament in 2024. The Canadian Government has proposed new supply chain due diligence legislation, while a parliamentary review of the UK’s modern slavery legislation has recommended the introduction of due diligence obligations.

    The timeline for legislative amendments to the MSA may be complicated by the federal election, which is due to occur before 17 May 2025.

    Navigating AI in the employment context

    As AI technologies advance, companies will need to navigate the social issues raised due to the use of AI in the workplace.

    Already, we are seeing increasing use of AI in hiring practices such as the screening of job applications. Based on how the algorithm was trained, AI can perpetuate biases, potentially leading to harmful or discriminatory outputs for individuals, groups or communities and arguably resulting in adverse human rights impacts.

    In the US, we are seeing court cases alleging unlawful discrimination where AI tools have been used for hiring, insurance claims and rental applications.3 We anticipate Australian businesses may face similar claims if AI is used without accounting for the risk of inherent bias.

    The rate of change brought by advancements in AI technology is not only front of mind for employers, but also for employees concerned about its implications. In October 2024, it was reported that Cbus and its employees had agreed to a first-of-its-kind enterprise agreement dealing with protections for employees if or when the super fund introduces AI technologies. The agreement contains an agreed definition of AI, and provides that Cbus must consult with staff on any changes that impact them in relation to AI.

    Rights of First Nations peoples

    In 2025, the Joint Standing Committee on Aboriginal and Torres Strait Islander Affairs is set to continue its inquiry into the Truth and Justice Commission Bill 2024. The Bill seeks to establish a Commission to make recommendations to Parliament on historic and ongoing injustices against First Nations Australians. The Australian Law Reform Commission is also taking submissions as part of its review of the ‘future acts’ regime in the Native Title Act 1993 (Cth), with a final report to be delivered by December 2025.     There are increasing demands on industry to consult First Nations stakeholders in their decision-making and operations, and to engage in benefit-sharing with Traditional Owners, with an emerging focus on the clean energy sector. The First Nations Clean Energy Network has published Best Practices Principles to help First Nations communities in Australia to share in the benefits of renewable energy projects, including calling for Free, Prior, and Informed Consent (FPIC) standards to apply throughout the lifecycle of projects.

    We expect that international, ‘soft law’ standards will continue to evolve. For example, the International Council of Mining and Metals (ICMM) recently updated its Indigenous Peoples and Mining Position Statement to emphasise the responsibility of mining companies to achieve FPIC through meaningful engagement and good faith negotiation with Traditional Owners. Although the new standard goes beyond the current position in the Native Title Act and many cultural heritage laws in Australia, it is possible it will become a benchmark for mining companies in Australia—see our Insight.

    Addressing misconduct impacting First Nations peoples also remains an enforcement priority for ASIC.

    Diversity and inclusion

    Diversity, equity and inclusion policies and initiatives have also become the subject of backlash in the United States through three executive orders signed by President Trump, with one executive order foreshadowing regulatory action to ‘encourage’ private sector employers to dismantle diversity programs that have been based on federal anti-discrimination law.

    This backlash has already placed diversity on the political agenda in Australia, and the discussion around diversity policies and initiatives is likely to increase in the lead-up to the federal election this year.

    Company culture and governance issues in the spotlight

    Corporate culture is an ongoing boardroom issue and recent examples underscore the importance of accountability, transparency and strong and ethical corporate governance.

    • Cultural concerns: in the wake of federal Respect@Work reforms, a number of prominent Australian brands have been in the spotlight regarding whistleblower complaints on cultural issues. Widespread media reporting has led some companies to launch internal investigations to respond to shareholder concern and address reputational damage in the community.
    • Regulatory scrutiny: in addition to reputational damage, there is also now a real prospect of scrutiny from regulators in relation to corporate cultural issues. In its updated enforcement priorities announced on 14 November 2024, ASIC reaffirmed its commitment to addressing governance and directors’ duties failures as an enduring enforcement priority for 2025. As an example, ASIC commenced proceedings against Regional Express Holdings Limited and several of its directors for engaging in misleading and deceptive conduct and for contraventions of continuous disclosure obligations in relation to ASX announcements about the company’s financial position prior to entering into voluntary administration in July 2024.
    Navigating complexities in AI and ESG reporting

    As ESG reporting obligations expand in Australia and overseas, AI will become an increasingly attractive tool for companies seeking to reduce the time needed for data gathering and drafting.

    However, the use of AI may also present legal, regulatory and reputational risk:

    • Environmental impacts associated with the training and use of AI models. This includes increased demand for electricity consumption; the water footprint associated with training and maintaining AI models; and electronic waste generation.
    • Susceptibility to bias, which may result in errors that could lead to misleading statements or discriminatory outputs.
    • Privacy concerns from the use of sensitive or personal information without consent. Privacy law reforms introduced in late 2024 require companies to disclose when they will be using AI automated decision-making (see our Insight).
    • Human rights implications such as discrimination or potential harm to vulnerable groups such as children or workers in the AI supply chain.
    • Regulatory scrutiny on the use of AI, as indicated by the increased regulatory guidance available to companies, including Australia’s new Voluntary AI Safety Standard, the European Parliament’s AI regulations, and ASIC’s report on ‘Governance arrangements in the face of AI innovation’.

    Actions you can take now

    • Regardless of whether ESG policies are recalibrated in light of growing uncertainty around legislative frameworks and the anti-ESG backlash, companies and directors should ensure they are satisfied that their chosen course of action is in the best interests of the company, and gather evidence to support that view.
    • The influence of new legislation is being felt on companies even where not directly in scope. Consider adopting a higher water mark approach appropriate to the company’s risk profile and appetite to future proof against evolving stakeholder expectations and regulatory requirements.
    • Understand the scope of the company’s voluntary commitments and what these entail, including in international law.
    • When refreshing policies and procedures, look at these through the lens of emerging areas of focus. Consider if your policies fit for purpose and reflect emerging risk areas.
    • Consider the role of legal—privilege can be a useful tool where appropriate, given the regulatory and risk environment.

  • MIL-OSI Global: Peatlands and mangroves: Southeast Asian countries must protect these major carbon pools to boost climate ambitions

    Protecting and restoring peatlands and mangroves can strengthen Southeast Asian countries’ efforts to combat climate change, according to new findings from an international team of researchers.

    Carbon-dense peatlands and mangroves comprise only 5% of Southeast Asia’s surface. Protecting and restoring them, however, can reduce approximately 770±97 megatonnes of CO2 equivalent (MtCO2e) annually. This is equal to more than half of the carbon emissions from land use in the region.

    Conserving offers larger mitigation potential through reduced emissions from ecosystem loss in the region compared to gains from restoration. If optimally implemented, restoration can still play an important role in nature-based carbon sequestration.

    Having peatlands and mangroves included in the new climate pledges (Nationally Determined Contributions 3.0) can help countries set higher emissions reduction targets for 2030 and 2035.

    More benefits to offer

    The study reports extensive climate benefits from conserving and restoring peatlands and mangroves. Therefore, they make effective natural climate solutions for Southeast Asian countries.

    Both ecosystems protect organic matter from decay under natural conditions, acting as net carbon sinks. This means that carbon uptake exceeds carbon loss.

    Net carbon gains are mainly accumulated in their soils instead of their vegetation. More than 90% of carbon stocks in peatlands and 78% in mangroves are in their soils.

    At scale, protecting and restoring both types of wetlands also supports other valuable co-benefits. These include biodiversity preservation, water quality improvement, coastal protection, food security and rural development for millions of coastal people across Southeast Asian countries.

    Challenges remain

    Despite the benefits, many challenges and risks persist in conserving and restoring peatlands and mangroves.

    When peatlands and mangroves are disturbed – commonly due to land use change – they release large quantities of carbon into the atmosphere. This release can later exacerbate climate change.

    The new estimates suggest that changes in their land use for the past two decades (2001-2022) had caused the release of approximately 691±97 MtCO2e of excess emissions.

    Indonesia accounts for the largest portion of the region’s emissions, accounting for 73%. Malaysia (14%), Myanmar (7%), and Vietnam (2%) follow. The other seven Southeast Asian countries generate the remaining 4% of emissions.

    In Southeast Asia, mangroves and peatlands are often treated as unproductive land. Still, they have long been subject to agricultural land expansion planning.

    Moreover, unclear or multi-land ownership and lack of long-term participatory monitoring programs are critical challenges for prioritising and implementing restoration on the ground.

    Despite these challenges, government and corporate interest in developing conservation and restoration-based carbon projects for peatlands and mangroves is rapidly increasing.

    That is why now is a good opportunity to recognise their vital roles — not only for climate change mitigation — but also for people and nature.

    Implications for national emissions reduction targets

    The new study addresses a critical gap in climate policy for Southeast Asian by providing annual climate change mitigation potentials from peatlands and mangroves.

    Climate mitigation potential for national land-use emissions varies widely between countries.

    The findings suggest that it could reduce national land-use emissions by up to 88% in Malaysia, 64% in Indonesia, and 60% in Brunei. Other countries include Myanmar at 39%, the Philippines at 26%, Cambodia at 18%, Vietnam at 13%, Thailand at 10%, Laos at 9%, Singapore at 2%, and Timor-Leste at 0.04%.

    Our study also shows that mitigation potential from peatlands and mangroves in Indonesia can fulfil country Forestry and Other Land-use (FOLU) Net Sink targets by 2030.

    In its 2022 NDCs, Indonesia plans to reduce its annual emissions from FOLU by 2030 between 500-729 MtCO2e, depending on the level of external support. According to the study, this figure is within the same order of mitigation potential as peatlands and mangroves can collectively generate.

    However, peatland and mangrove mitigation potentials are insufficient to avoid dangerous levels of climate change in the future.

    Decarbonisation remains the most effective means of curbing climate change and its impacts, with peatland and mangrove protection enhancing these efforts.

    As a signatory to the Paris Agreement, New Zealand is required to sign up to increasingly ambitious emissions targets. That’s what has led to the Climate Change Minister’s latest commitment.

    However, ACT has heard serious concern over the economic impact of the Government’s commitment, including costs likely to be lumped on farmers.

    We know New Zealand farmers are the most efficient in the world, and it does not make sense to reduce New Zealand food production only to see other less efficient farmers overseas picking up the slack.

    In short, ACT is listening, and we encourage you to pass on your concerns to the Climate Change Minister and your local MP.

    Meanwhile, ACT’s Ministers in the Government are delivering common sense, affordable policy in key areas that affect farmers such as replacing the handbrake that is the RMA, simplifying freshwater farm plans, and stopping the implementation of last Government’s attack on property rights with their directive on Significant Natural Areas. I’ve also lodged a member’s bill in Parliament’s ballot to stop councils from considering local emissions when granting resource consents.

    ACT is determined not to sacrifice farmers and growers at the altar of the climate gods. There is more work to be done to return to common sense, and I hope we’ll have your support.

  • MIL-OSI Security: 51st Fighter Wing completes readiness exercise, ACE dispersal despite heavy snowfall

    Despite historical snowfall during Korea’s Lunar New Year holiday, the 51st Fighter Wing completed its first wing readiness exercise of 2025, Beverly Herd 25-2, generating combat airpower from both Osan and Kunsan Air Bases, Jan. 26 – 31.

    Wing exercises like BH 25-2 are a necessary and recurring requirement in Korea, where continuous robust readiness is vital to deterring aggression and maintaining stability in the region. Throughout the week, base personnel strengthen their skills in multiple areas, practicing everything from proper protective gear wear, weapons handling, and small unit tactics; to defending the base and rapidly launching combat aircraft in response to threats.

    In addition to base-specific scenarios, the 51st FW also executed an Agile Combat Employment deployment in support of the exercise, sending F-16 Fighting Falcons and a detachment of supporting personnel to operate out of Kunsan Air Base, Republic of Korea.

    “It’s vital that we exercise our ability to generate airpower from any location,” said Col. William McKibban, 51st FW commander. “Partnering with our wingmen at Kunsan strengthens readiness across the peninsula and lets us refine how we rapidly deploy airpower from outside our home base.”

    “The relationship between the Kunsan and Osan is rock solid,” said Col. Peter Kasarskis, 8th FW commander. “Being able to synchronize on readiness exercises like this only makes us stronger and gives Kunsan vital training on our ability to receive follow-on forces.”

    Large force exercises like BH 25-2 often involve multiple units and simulate enemy threats across a variety of contingency scenarios. This iteration, however, Mother Nature herself decided to become an exercise player, bringing realistic scenarios to the wing in the form of record snowfall across the Republic of Korea.

    According to the 51st and 8th Operational Support Squadron Weather Flights, Osan Air Base experienced a total of 9 inches of snow, while Kunsan received approximately 5 inches, stressing and validating exercise player’s abilities to continue contingency operations in unplanned weather conditions.

    During the week, personnel across the base worked to keep walkways and facilities clear while 51st CES personnel worked 24-hour operations to keep roadways and the airfield open, supporting both exercise and real-world operations.

    “Without the ‘dirt boys’ specialized skill set on snow removal and Rapid Airfield Damage Repair, the flying mission would not be possible,” explained Master Sgt. Walter Urbina Hernandez, 51st CES horizontal repair section chief. “We must project airpower effectively while ensuring seamless launch and recovery operations for critical cargo and personnel aircraft moving to and from the port.”

    Simultaneously at Kunsan, ACE-deployed 51st FW Airmen battled similar weather conditions while working out of unfamiliar facilities, working with minimal personnel and equipment to generate F-16 airpower in response to BH 25-2 training scenarios.

    “Even though Kunsan is another U.S. Air Base, it poses different challenges for our Osan personnel,” said Capt Terrell Willis, 51st FW Mission Assurance Officer. “Exercising our ability to rapidly deploy aircraft, personnel, and cargo from Osan to different locations across the peninsula increases the survivability and lethality of our forces.”

    Korean weather officials cited the 2025 Lunar New Year week as having had a heavier than normal snowfall in relation to previous years, making it one of the snowiest Lunar Near Years in 30 years. Despite this, Osan Air Base suffered no damage or degradation to its facilities or aircraft.

    “In many ways, inclement weather actually enhances our training,” said Lt. Col. Andrew Myers, 51st CES Commander and BH 25-2 Wartime Operations Center Defensive Director. “Learning to adapt operations to unpredictable events is an essential skill, so exercising our tactics, techniques and procedures during heavy snow is extremely valuable to reinforcing our agile mindset.”

    The 51st FW concluded the exercise on Friday, Jan. 31; metaphorically, and in some cases, literally clearing the way for the remaining planned exercises this year.

    “The whole point of exercises like this is to prepare our airmen to generate combat airpower under any conditions, including when under attack, snowed in by weather, or both,” said McKibban. “We will continue to regularly practice and stress-test our readiness, and a little bit of bad weather isn’t going to stop us. Team Osan is ready to fight tonight to defend the peninsula and our nation, no matter what.”
