MIL-OSI Africa: World Youth Skills Day: African Development Bank to introduce systems reforms to prioritize investing in Africa’s youth

The African Development Bank (www.AfDB.org), in partnership with the International Labour Organization, has launched a transformative system to mainstream youth employment, skills development, and entrepreneurship across its investments.

The approach, called the Youth, Jobs and Skills Marker System, is aligned with the Bank’s latest Ten-Year Strategy, which places Africa’s young people at the center of development efforts to maximize the impact of every dollar invested, turning demographics into a dividend. The Marker System ensures that Bank projects spanning diverse sectors, such as agriculture, transport, energy, water, and education, systematically incorporate components that enhance youth employability, foster entrepreneurship, and build market-relevant skills.

“The Youth, Jobs and Skills Marker System is about ensuring Africa’s young people have a real say and active role in building sustainable economies and creating jobs – not as passive recipients of youth programs,” said Dr. Beth Dunford, the Bank’s Vice President for Agriculture, Human and Social Development. “This transformation of Bank practices and systems is a step toward making sure our investments have a positive impact on Africa’s young women and men.”

The integrated system has three focus areas:
- Youth: Supporting youth-led micro, small, and medium-sized enterprises through targeted investments and operational integration.
- Skills: Expanding access to practical, market-driven training and apprenticeships to enhance career prospects.
- Jobs: Ensuring Bank-funded projects create sustainable job opportunities, particularly by developing youth skills for employability and the promotion of youth-led businesses in priority value chains.
Each year, around 10 to 12 million young Africans enter the labor market, which offers only three million formal jobs annually. The Bank will prioritize youth entrepreneurship and mobilize private sector partnerships to strengthen industry-oriented skills training as well as job creation over the coming decade.

“[This initiative] is very important because it allows us to significantly contribute to the United Nations Sustainable Development Goal #8 that includes decent work for all,” said Peter van Rooij, Director of Multilateral Partnerships and Development Cooperation at the International Labour Organization. “It also allows the International Labour Organization to influence the Bank’s work, to support their lending that is more geared toward more job creation and better jobs in a sustainable way.”

The Youth, Jobs and Skills Marker System is modeled on the success of the Bank’s Gender Marker System and its online dashboard, which categorize Bank projects based on their contribution to gender equality and women’s empowerment. Similarly, the new system will feature an online platform enabling Bank staff and consultants to access real-time data for preparing country strategy papers, mid-term reviews, annual reports, project supervision, and reporting on youth-related skills, businesses and jobs outcomes.

The Bank has just launched a pilot version of the Youth, Jobs and Skills Marker System in readiness for the full implementation in 2026. This system will enhance data tracking, improve estimates of youth skills attainment and employment, strengthen labor market information systems, and support policymakers in making evidence-based decisions that drive meaningful change.

The International Labour Organization provided technical support for the system’s development with financial support from the Bank’s Youth Entrepreneurship and Innovation Multi-Donor Trust Fund. The Youth, Jobs and Skills Marker System is the first deliberate action of its kind developed by a development finance institution worldwide.

The 2025 Eritrean Community Festival in the United Kingdom was colorfully conducted on 12 and 13 July in London under the theme “Our Cohesion – Our Armour.”

The festival, in which about 2,000 nationals from various cities in Britain took part, was officially opened by Mr. Saleh Abdella, Chargé d’Affaires at the Eritrean Embassy in the UK and Northern Ireland.

Mr. Mulubrhan Berhe, Chairman of the Holidays Coordinating Committee, and Mr. Ahmed Mahmud, Chairman of the National Committee, commended all those who contributed to the successful implementation of the program and thanked the participants.

Mr. Saleh Abdella stated that this year’s festival was particularly significant as it was held at a time when the Eritrean people are focused on national development programs while confronting and foiling external conspiracies and hostilities. He also called on nationals to strengthen unity, foster deeper connections with their homeland, and enhance participation in national affairs.

Mr. Tewolde Yohannes, Head of Public and Community Affairs, also conducted a seminar for participants focusing on the objective situation in the homeland and the region. Mr. Tewolde stated that Eritrea, firmly standing by its national principles, continues to make earnest contributions to regional peace and stability.

The festival featured cultural and artistic performances, sports competitions, and children’s programs.

MIL-OSI Africa: Dialogues strengthen Unity women’s role in peace and security

In South Sudan, entrenched patriarchal norms and the effects of years of conflict continue to hinder women from participating in peacebuilding and governance. Early marriages, widespread gender-based violence, and exclusion from decision-making remain real hurdles for the implementation of their substantially increased and meaningful inclusion in matters that matter.

The slow progress does not, however, deter women in Unity State from advocating for their rights and building informal networks of influence at the grassroots level. Some, like the young teacher Elizabeth Nyatab, are prepared to play the long game – if that is what it takes.

“I encourage parents to educate their daughters, because without schooling, it will be difficult also for future generations of women to play prominent roles in decision-making, We have no choice but to break the cultural norms that confine many of us to the domestic sphere,” she said.

In fact, Ms. Nyatab made her point on behalf of a group of women leaders representing local authorities, state institutions and civil society groups. Together, they, and other similar small groups, were presenting their findings resulting from discussions on how to increase women’s real participation in peace, security and other processes of public interest.

Of much such interest are South Sudan’s first post-independence elections, another subject that sparked lively debate during a week of civic engagement activities in Bentiu, Rubkona and Rotriak/Lalop. While many saw elections as a path to legitimacy and stability, others voiced concerns about prevailing insecurity and political divisions.

“If our country wants credible elections, political detainees must be released and the army united under one national command. Conditions for the free and fair participation for all are also essential for this dream to come true,” opined Angelina Nyawuora Turoal, former Chairperson of a network of civil society organizations in Rubkona.

The dialogue sessions were conducted by the United Nations Mission in South Sudan (UNMISS) and counted on the support of its Electoral Affairs Division.

“This week of conversations made it clear that women, on the rise and challenging norms in Unity State and elsewhere, must have their voices heard. And there is more, because their words need to be acted on as well,” concluded Alexandre Marie Rose Fernande Alexandre, a Civil Affairs Officer serving with the UN peacekeeping mission.

MIL-OSI Africa: Call for caution amid increased road fatalities

The Road Traffic Management Corporation (RTMC) has reiterated its call to motorists to exercise caution and show respect to each other on the roads.

This call comes after a spate of fatal crashes that claimed 15 lives since last Thursday.

The RTMC expressed concern over the increase in road fatalities, attributing the collisions to reckless and negligent driving. In all three incidents, vehicles were involved in head-on collisions.

On Sunday, 13 July 2025, two vehicles collided on the N18, approximately 40km from Mahikeng toward Setlagole in the Ngaka Modiri Molema District, North West Province. Four people died on the scene. A fifth victim’s body was later discovered when fire emergency vehicles were booked into the South African Police Service pound for safekeeping.

Another fatal crash in North West occurred on Friday, when four vehicles were involved in a multi-car crash on the N4 between Swartruggens and Groot Marico, resulting in five deaths.

“It is alleged that one vehicle collided with another [and] two other vehicles also crashed into each other at the scene,” RTMC spokesperson, Simon Zwane said.

On Thursday, five more people, including a toddler, were killed in the Northern Cape when a light delivery vehicle that was being chased by the police collided head-on with another vehicle travelling in the opposite direction. The crash took place on the N18 near Hartswater. – SAnews.gov.za

The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, is set to take part in a high-level panel discussion during the 2025 Nedbank Chairperson’s Dialogue.

Scheduled for Thursday, 17 July, the event which will be held under the theme: “One Year into the Government of National Unity: Quo Vadis?” will be held at Nedbank’s head office in Sandton.

According to the department, the dialogue convenes in the context of a rapidly evolving political and economic landscape, shaped by the first year of the Government of National Unity (GNU).

Fund to support Scotland’s diaspora increased by 50%.

Applications are now open for the Scottish Connections Fund 2025-26, which helps strengthen Scotland’s international diaspora.

Grants of up to £5,000 are available for new projects that help to promote Scotland and bring together our diaspora around the world. This year’s total funding has increased by 50% to £75,000 – supporting a minimum of 15 projects in 2025-26.

The Fund aims to promote increased visibility and connectivity with and between Scottish diaspora communities. It offers funding to deliver new and innovative projects outwith Scotland that promote the nation’s reputation and interests around the globe.

External Affairs Secretary Angus Robertson said:

“The Scottish Connections Fund has increased by 50% to £75,000 for this year – meaning that even more new and innovative projects will be able to benefit and engage Scotland’s diaspora community.

“The Fund is open to bids from any individual or organisation with a Scottish connection, whether that link is through heritage, education, business, culture, or a broader affinity.

“We see Scotland diaspora as an extension of Scotland itself – and we want to support this thriving community around the world.”

MIL-OSI Africa: No risk of load shedding as Koeberg Unit 1 return delayed

Eskom has announced that Koeberg Unit 1 will return to service by the end of August, instead of the end of this month, due to additional steam generator maintenance.

The unit was initially pencilled in for a return by July.

“This revised timeline underscores Eskom’s commitment to conducting thorough inspections and maintaining the highest quality standards to ensure the ongoing safe and reliable performance of South Africa’s only nuclear power station.

“During scheduled detailed eddy current inspections – a non-destructive testing method used to detect cracks, corrosion or wear in the metal tubes of steam generators – defects were identified on four tubes, among several thousand tubes inspected, across two of the newly installed generators,” Eskom explained.

Upon discovery of the defects, the power utility, along with specialised international and local teams, “immediately carried out an advanced automated process to address the four tube defects”.

“These critical repairs have now been successfully completed to uphold the highest safety and quality standards.

“Importantly, the major maintenance activities, which included the legally required 10-year Integrated Leak Rate Test [ILRT], where the reactor building was pressurised over 72 hours and its leak rate and structural integrity were monitored – were successfully completed. The ILRT confirmed the robustness and leak-tightness of Unit 1’s containment structure, further reinforcing its safety, in line with international standards,” Eskom said.

Eskom Group Executive for Generation, Bheki Nxumalo, emphasised that the safety of employees, the public and the environment remains top priority at the power utility.

“Carrying out these additional inspections and repairs to world-class standards, we are investing in the long-term reliability of Koeberg and South Africa’s energy future.

“The planned maintenance underway on Unit 1 will help deliver decades of affordable, low-carbon baseload power, demonstrating how nuclear energy can support both economic growth and environmental sustainability.

“Through our commitment to high-quality maintenance and the expertise of the Koeberg team demonstrating exceptional skills, we are ensuring nuclear power remains a vital part of the country’s energy mix,” Nxumalo said.

The power utility reassured that the delayed return to service will not increase the risk of load shedding.

Since mid-May, there has been no load shedding implemented, with the planned rolling power outages only reaching 26 hours between 1 April and 10 July 2025.

“The winter outlook released on 5 May 2025, which covers the period until 31 August 2025, remains valid. Importantly, the planned return of 2 500MW this winter does not rely on Unit 1.

“The outlook shows that load shedding will not be required if unplanned outages remain below 13 000MW. Even if outages rise to 15 000MW, load shedding would be limited to a maximum of 21 days over the 153-day winter period, capped at Stage 2,” the power utility assured.

Once the work on Koeberg’s Unit 1 is completed, its “reactor core will be refuelled, tested and synchronised back to the national grid” – further boosting the power system.

“To protect supply, planned outages at Koeberg are carefully staggered every 16 to 18 months so that both units are never offline at the same time. Together, Koeberg Units 1 and 2 provide around 1 860MW – approximately 5% of the country’s electricity needs.

“Unit 2 remains fully operational, generating up to 946MW, with a year-to-date Energy Availability Factor [EAF] of 99.38% as of the end of June 2025.

“The national power system remains stable, with a month-to-date EAF of 62%. As the winter season continues, Eskom encourages all customers to adopt energy-efficient practices,” Eskom said. – SAnews.gov.za

The World Health Organization (WHO) has validated Senegal as having eliminated trachoma as a public health problem. Senegal becomes the ninth country in WHO’s African Region to have achieved this feat.

“I commend Senegal for freeing its population from this disease”, said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “This milestone is yet another sign of the remarkable progress being made against neglected tropical diseases globally, and offers hope to other countries still working to eliminate trachoma.”

Trachoma has been known in Senegal since the early 1900s and was confirmed as a major cause of blindness through surveys in the 1980s and 1990s. Senegal joined the WHO Alliance for the Global Elimination of Trachoma in 1998, conducted its first national survey in 2000, and completed full disease mapping by 2017 with support from the Global Trachoma Mapping Project and Tropical Data. Trachoma control was consistently integrated into national eye health programmed, first under the National Program for Blindness Prevention (PNLC) and later through the National Program for the Promotion of Eye Health (PNPSO) – maintaining its commitment to trachoma elimination.

“Today we celebrate our victory against trachoma, 21 years after the one against dracunculiasis” said Dr Ibrahima Sy, Senegal’s Minister of Health and Social Action. “This new milestone reminds us that our overarching goal remains a Senegal free from neglected tropical diseases. We are fully committed to this, and we are making good progress, notably against human African trypanosomiasis (sleeping sickness) and onchocerciasis”.

Senegal implemented the WHO-recommended SAFE strategy to eliminate trachoma with the support of partners, reaching 2.8 million people who needed them across 24 districts. These activities included provision of surgery to treat the late blinding stage of the disease, conducting antibiotic mass drug administration of azithromycin donated by Pfizer through the International Trachoma Initiative, carrying out public awareness campaigns to promote facial cleanliness, and improvement in access to water supply and sanitation.

Trachoma is the second neglected tropical disease to be eliminated in Senegal. In 2004, the country was certified free of dracunculiasis (Guinea-worm disease) transmission. Globally, Senegal joins 24 other countries that have been validated by WHO for having eliminated trachoma as a public health problem. These are Benin, Burundi, Cambodia, China, Gambia, Islamic Republic of Iran, Lao People’s Democratic Republic, Ghana, India, Iraq, Malawi, Mali, Mauritania, Mexico, Morocco, Myanmar, Nepal, Oman, Pakistan, Papua New Guinea, Saudi Arabia, Togo, Vanuatu and Viet Nam. These countries are part of a wider of group of 57 countries that have eliminated one or more neglected tropical diseases.

WHO is supporting Senegal’s health authorities to closely monitor communities in which trachoma was previously endemic to ensure there is no resurgence of the disease.

“Trachoma has cast a shadow over communities in Senegal for more than a century. This long-awaited validation is not only a milestone for public health but a powerful tribute to the tireless dedication of frontline health workers, communities, government leaders, and partners who never gave up,” said Dr Jean-Marie Vianny Yameogo, WHO Representative in Senegal. “Today, we close a chapter that began over a hundred years ago, united with pride, gratitude and resolve. WHO remains committed to supporting Senegal as the country continues to lead in sustaining this hard-earned achievement.”

Disease prevalence

Trachoma remains a public health problem in 32 countries, with an estimated 103 million people living in areas requiring interventions against the disease. Trachoma is found mainly in the poorest and most rural areas of Africa, Central and South America, Asia, the Western Pacific and the Middle East. WHO’s African Region is disproportionately affected by trachoma, with 93 million people living in at-risk areas in April 2024, representing 90% of the global trachoma burden.

Significant progress has been made in the fight against trachoma over the past few years and the number of people requiring antibiotic treatment for trachoma in the African Region fell by 96 million from 189 million in 2014 to 93 million as of April 2024, representing a 51% reduction.

There are currently 20 countries (Algeria, Angola, Burkina Faso, Cameroon, Central Africa Republic, Chad, Côte d’Ivoire, Democratic Republic of the Congo, Eritrea, Ethiopia, Guinea, Kenya, Mozambique, Niger, Nigeria, South Sudan, United Republic of Tanzania, Uganda, Zambia and Zimbabwe) in WHO’s African Region that are known to require intervention for trachoma elimination. A further 3 countries in the Region (Botswana, Guinea-Bissau and Namibia) claim to have achieved the prevalence targets for elimination.

Trachoma is a neglected tropical disease. It is caused by infection with the bacterium Chlamydia trachomatis, which spreads from person to person through contaminated surfaces , fomites and flies that have come into contact with discharge from the eyes or nose of an infected person.

Environmental risk factors for trachoma transmission include poor hygiene, overcrowded households, and inadequate access to water and sanitation.

To eliminate trachoma as a public health problem, WHO recommends the SAFE strategy: a comprehensive approach to reduce transmission of the causative organism, clear existing infections and deal with their effects. The SAFE strategy consists of surgery to treat the blinding complication (trachomatous trichiasis); antibiotics to clear the infection, particularly mass drug administration of the antibiotic azithromycin (which has been donated by the manufacturer, Pfizer, to elimination programmes through the International Trachoma Initiative); facial cleanliness; and environmental improvement, particularly improving access to water and sanitation.

The road map for neglected tropical diseases 2021–2030 targets the prevention, control, elimination and eradication of 20 diseases and disease groups by 2030. Progress against trachoma and other neglected tropical diseases alleviates the human and economic burden that they impose on the world’s most disadvantaged communities.

President Cyril Ramaphosa has assured South Africans that government is hard at work to safeguard the integrity and effectiveness of the police service.

The President made these remarks in his weekly newsletter to the nation, just a day after announcing the establishment of a commission of inquiry to investigate serious allegations made by SAPS KwaZulu-Natal Provincial Commissioner, Lieutenant General Nhlanhla Mkhwanazi.

“We have taken this decisive step because we are determined that the important work that has been done to rebuild our law enforcement agencies and security services should not be compromised.

“It is necessary that we establish the facts through an independent, credible and thorough process so that we can safeguard public confidence in the police service. This is particularly important as we seek to put the era of state capture behind us,” the President said.

The commission of inquiry, to be chaired by Acting Deputy Chief Justice Mbuyiseli Madlanga, will investigate allegations made by General Mkhwanazi that the Minister of Police and others had colluded to interfere with police investigations.

The commission will investigate allegations relating to the infiltration of law enforcement, intelligence and associated institutions within the criminal justice system by criminal syndicates.

Among the allegations that the commission may investigate are the facilitation of organised crime; suppression or manipulation of investigations; inducement into criminal actions by law enforcement leadership; commission of any other criminal offences and intimidation, victimisation or targeted removal of whistleblowers or officials resisting criminal influence.

“The commission will investigate the role of current or former senior officials in certain institutions who may have aided or abetted the alleged criminal activity; failed to act on credible intelligence or internal warnings; or benefited financially or politically from a syndicate’s operations,” the President said.

Institutions under scrutiny include the South African Police Service, National Prosecuting Authority, State Security Agency, the Judiciary and Magistracy, and the metropolitan police departments of Johannesburg, Ekurhuleni and Tshwane.

The commission will also investigate whether any members of the National Executive responsible for the criminal justice system, were complicit, aided and abetted, or participated in the acts mentioned above.

The commission will be asked to report on the effectiveness or failure of oversight mechanisms, and the adequacy of current legislation, policies and institutional arrangements in preventing such infiltration.

It will make findings and recommendations for criminal prosecutions, disciplinary actions and institutional reform.

Once established, the commission shall consider prima facie evidence relating to the involvement of individuals currently employed within law enforcement or intelligence agencies.

Where appropriate, the commission must make recommendations on the employment status of such officials, including whether they should be suspended pending the outcome of further investigations.

The commission will also be empowered to refer matters for immediate criminal investigation and urgent decisions on prosecution, taking into account the nature of the allegations and evidence the commission will uncover.

In order for the commission to execute its functions effectively, the President decided to put the Minister of Police Senzo Mchunu on a leave of absence with immediate effect. He said the Minister has undertaken to give his full cooperation to the commission to enable it to do its work.

In his place, the President has appointed Professor Firoz Cachalia as Acting Minister of Police. Cachalia is currently a professor of law at the University of the Witwatersrand and is the chairperson of the National Anti-Corruption Advisory Council. He previously served as an MEC of Community Safety in Gauteng.

President Ramaphosa emphasised that the commission is being established against the backdrop of significant progress in rebuilding and strengthening the country’s law enforcement agencies and security services.

In recent years, the South African Police Service, the Special Investigating Unit, the Asset Forfeiture Unit and other bodies have been making important inroads in the fight against organised crime and corruption.

“It is essential that we maintain this momentum and that we intensify this work. We will ensure that the SAPS and other law enforcement agencies continue to function without hindrance as the commission undertakes its work,” the President said.

He called on all members of the law enforcement agencies and security services to remain steadfast in upholding the rule of law and adhering to their code of conduct.

“I call on all South Africans to support the commission in its work and, where appropriate, to provide any information or assistance the commission may require.

“In establishing this Commission of Inquiry, we are affirming our commitment to the rule of law, to transparency and accountability, and to building a South Africa in which all people are safe and secure,” he said. – SAnews.gov.za

President Cyril Ramaphosa will on Wednesday, table the 2025/26 Presidency Budget Vote before the National Assembly in Parliament.

“The Presidency Budget Vote for 2025/2026 encompasses the 7th administration’s three strategic priorities, including promoting inclusive growth, job creation, poverty reduction, and building a capable, ethical, and developmental state.

“These priorities are embodied by The Presidency’s flagship programmes Operation Vulindlela, Presidential District Development Model and the Presidential Infrastructure Coordinating Commission, among transformative initiatives to inculcate a nation that works for all,” the Presidency said in a statement.

As with other budget votes tabled by Ministers, Parliament will then debate the budget vote, followed by the President’s reply.
“The annual tabling of departmental Budget Votes is an accountability mechanism for Parliament and the public to monitor how government is working to implement its service delivery commitments against voted funds.

“At the apex of the Executive arm of the State, The Presidency is the centre of coordination, oversight and supervision across all spheres of government.

MIL-OSI Africa: Nzimande undertakes extensive science, technology and innovation visit to Tunisia and Algeria

The Minister of Science, Technology, and Innovation, Professor Blade Nzimande, will lead a high-level South African delegation on a comprehensive visit focused on science, technology and innovation (STI) in Tunisia and Algeria.

According to the Department of Science, Technology, and Innovation (DSTI), these visits began on Monday, 14 July, and will conclude on Thursday this week.

Nzimande is visiting the two nations following invitations from the Tunisian Minister of Higher Education and Scientific Research, Mondher Belaid, and the Algerian Minister of Higher Education and Scientific Research, Kamel Bidari.

“Through these visits, Minister Nzimande seeks to reinforce existing science, technology and innovation bilateral cooperation between South Africa and Tunisia and Algeria, as part of a broader commitment to grow the size and intensity of intra-Africa STI cooperation for development,” the DSTI said in a statement.

Nzimande’s programme will include bilateral engagements with his Algerian and Tunisian counterparts and visits to key science institutions.

In Tunisia, the Minister will visit the Borja Cedria Technopark, the Pasteur Institute of Tunis, the Bardo National Museum for arts and history, and the City of Science Museum.

In Algeria, he will visit the Centre for the Development of Advanced Technologies, the Saad Dahlab University and the Great Mosque of Algiers.

One highlight of the Minister’s visit to Algeria will be a guest lecture organised by the Ministry of Higher Education and Scientific Cooperation, focusing on Pan-African cooperation.

Reflecting on the importance of these visits, Nzimande said: “Our visit to Algeria and Tunisia forms part of our long-standing international relations strategy to strengthen meaningful science, technology and innovation cooperation with fellow African countries, and to advance the objectives of the African Union’s Science, Technology and Innovation Strategy for Africa (STISA).”

The Minister believes that Pan-African STI cooperation and development are paramount, given the current unstable geopolitical environment and the imperatives of securing the continent’s sustainable future.

“All our efforts are therefore aimed towards developing what we refer to as a sovereign science, technology, and innovation agenda for Africa,” the Minister said.

The two visits will conclude with the adoption of two new comprehensive Plans of Action, aimed at intensifying cooperation with Tunisia and Algeria, respectively.

“This will be an immediate and concrete implementation of the ambitions for South Africa’s science diplomacy, which Minister Nzimande had outlined in his Budget Vote speech last week,” the department said.

The Department of Agriculture has confirmed a new outbreak of foot-and-mouth disease (FMD) on a commercial farm in Moqhaka Local Municipality, within the Kroonstad State Veterinary in Free State.

The outbreak was identified following epidemiological investigations and confirmed positive laboratory results.

The department said the affected property was placed under quarantine on 8 July 2025, and immediate control measures were implemented, including surveillance and vaccination of livestock.

“Trace-back activities are ongoing to determine the source of the infection, while farms in the surrounding 10km radius are undergoing surveillance to determine the possible extent of the spread,” the department said in a statement on Monday.

Over 250 FMD cases reported in five provinces

As of July 2025, South Africa has recorded a total of 270 FMD outbreaks across five provinces. Of these, 249 outbreaks remain unresolved, while 21 have been declared resolved.

“KwaZulu-Natal has been the most affected province, with 191 reported outbreaks, of which 172 remain active and 19 have been resolved. Since May 2025, Gauteng has reported 32 outbreaks, North West has four open outbreaks, while Mpumalanga has reported three outbreaks,” the department said.

The Eastern Cape has recorded 40 outbreaks, with 38 still open and two resolved. No new cases have been reported in Eastern Cape since September 2024.

Correction on KZN Disease Management Area notice

Meanwhile, the department has issued a correction in a Government Gazette notice (Gazette Notice 6396 of 4 July 2025), which repeal the previous notice (Gazette Notice 5997 of 17 March 2025).

The department acknowledged that certain areas that still fall under the Disease Management Area (DMA) designation in KwaZulu-Natal were mistakenly omitted.

“We sincerely apologise for any confusion caused and request all stakeholders to take note of the following areas that are declared to be part of the KwaZulu-Natal DMA,” the department said.

The municipalities confirmed to remain within the DMA include the entire Big Five Hlabisa; Mtubatuba; Nongoma; Ulundi; Umhlabuyalingana; Jozini; Pongola; Abaqulusi; Umfolozi; uMhlathuze; Mthonjaneni; Nqutu; Nkandla; uMlalazi; and Mandeni.

MIL-OSI Africa: Sudan: Humanitarian needs deepen amid rising hostilities and heavy rains

Nearly 27 months have passed since fighting broke out between the Sudanese Armed Forces (SAF) and a former ally, the paramilitary Rapid Security Forces (RSF), creating an unprecedented humanitarian crisis.

The UN voiced grave alarm over escalating hostilities in El Fasher, the besieged capital of North Darfur state.

Serious risk of renewed violence

Large numbers of RSF fighters reportedly entered the city on Friday for the first time since the siege began over a year ago.

Local sources report that recent fierce fighting, particularly in the southwest and east of El Fasher, has led to civilian casualties.

“The situation remains highly volatile and unpredictable, with a serious risk of renewed violence, as well as further displacement and disruption of humanitarian operations – which are already under severe strain,” OCHA said.

Insecurity in North Kordofan state

Meanwhile, in North Kordofan State, growing insecurity forced 3,400 people to flee their homes over the weekend, according to the UN International Organization for Migration (IOM).

Local reports indicate that at least 18 civilians were killed, and homes were burned in several villages.

OCHA reminded all parties that attacks on civilians and civilian infrastructure are prohibited under international humanitarian law, and that civilians must be protected at all times.

Rainy season constraints

Meanwhile, heavy rains have been reported in West and Central Darfur states, which may affect road conditions in some locations and worsen the challenges humanitarians are already facing in accessing people in need.

“With the rainy season continuing through October, the risk of floods, access constraints and disease outbreaks is growing – especially during this critical lean season, a time between harvests when food stocks traditionally run low,” OCHA warned.

Families return to West Darfur

The agency said that despite the crisis, signs of small-scale returns are visible in West Darfur state, where displaced families have been returning from Chad to three localities – Sirba, Jebel Moon and Kulbus – to cultivate their farms.

Furthermore, local authorities report about 40 people returning daily to Kulbus, with 300 arriving over the past week.

OCHA urged all parties to enable safe and unimpeded access to all people in need across Sudan, and for donors to step up their support.

Some 30 million people nationwide – more than half the population – need vital aid and protection this year.

MIL-OSI Africa: 7th edition of Strengthening Families Conference (SFC) champions women’s empowerment and child protection across Sierra Leone

The 7th edition of the Strengthening Families Conference (SFC) (https://StrengthenFamily.org/) 2025 unfolded in Freetown as The Church of Jesus Christ of Latter-day Saints and collaborators joined government leaders, faith communities, and civil society to champion women’s empowerment and child protection across Sierra Leone. The two-day conference officially opened on Thursday, June 26 at the Bintumani International Conference Centre under the theme ‘Building Stronger Communities through Women Empowerment and Child Protection’.

Delivering the keynote address on the first day, Her Excellency the First Lady of the Republic of Sierra Leone, Madam Fatima Maada Bio, stated that the conference presented a unique platform to drive lasting change and consequently challenged stakeholders to turn dialogue into action. “Let me use this as a call to us all to not let this be just a conference. Let us use this platform to design policies that will make women change-makers in our society,” she urged.

She emphasized that promoting women’s empowerment should not be reduced to tokenism, as genuinely empowering women has tangible and far-reaching effects. “Women are agents of transformation. They build up the families, and our families are what build up our society,” the First Lady added.

Representing The Church of Jesus Christ of Latter-day Saints, Elder Isaac K. Morrison, General Authority Seventy and Second Counselor in the Africa West Area Presidency, echoed this conviction, highlighting the role of women in the home and across various facets of society. “Women create harmonious and resilient communities. We need more women of virtue, purity, and empowerment, and this begins with the family,” he said.

Other dignitaries reinforced the shared mission. Archbishop Edward Tamba Charles, President of the Inter-Religious Council, described empowerment as a spiritual responsibility, and consequently, must be spearheaded by religious institutions. “Religious institutions must champion gender equality and child welfare,” he noted.

Traditional leader Sheku Amadu Tejan Fasuluku-Sonsiama III similarly said, “It is in our homes, towns, and villages that true transformation must begin. When women are given a seat at the table, nations prosper.”

Goodwill messages came from Ambassador Bob Sheriff of Liberia and Amir Musa Mewa of the Ahmadiyya Muslim Mission, in a show of regional solidarity. The first day also featured an exhibition showcasing solutions in family welfare, women’s advancement, and child protection, along with a panel discussion led by Madam Isatu Jabbie Kabbah and Aminata Turay exploring policy and grassroots strategies.

Child protection at the heart of resilient communities

The second day of the conference turned the spotlight to child protection as the cornerstone of strong families.

Delivering the keynote, Elder Alfred Kyungu, President of the Africa West Area of The Church of Jesus Christ of Latter-day Saints, underscored the benefits of dedicated care for the young. “Children are shaped by their experiences; hence, families must create a conducive environment that contributes not just to their physical well-being but to their emotional and spiritual health,” he added. He further stressed the power of love over fear in raising children.

Sheik Ibrahim Barrie, a respected religious and political leader, reiterated the role of women’s empowerment in Islamic teachings. “Empowering women is not just a moral obligation; it is a necessity for the progress of our communities,” he noted. Young gender activist Grace Ada Brown moved the audience with her personal testimony, adding that the strength of a nation depends on the strength of families. “When families are strong, communities thrive,” she said.

Speakers such as Tonya Waite of Protect Child Health Coalition–USA, Jennifer Hogge Ellsworth of Engage Now Africa, and Sharon and Greg Slater of Family Watch International offered practical strategies for safeguarding children’s well-being. Panelists Daniel F. H. Kettor, Blessing Kutubu, and Christiana Ogbemoye Oliko shared insights on regional collaboration and community-based support systems. “Protecting children starts with building trust between families and the institutions designed to help them,” Mr. Kettor said.

Safe house for gender-based violence victims

In a landmark announcement, Elder Kyungu, revealed plans to build a 54-bed safe house in partnership with the office of the First Lady. “This facility will not only provide shelter but also counseling sessions to help survivors regain their footing in society.” The closing ceremony concluded with awards recognizing the First Lady’s leadership, including honors from The Church of Jesus Christ of Latter-day Saints, the Social Welfare Department, and the Government of Liberia.

ICU renovation and donation underscore commitment to health

Ahead of the conference, The Church of Jesus Christ of Latter-day Saints commissioned a comprehensive renovation of the Intensive Care Units at Connaught Hospital, the nation’s main healthcare facility. Elder Isaac Morrison described the project as faith in action. “This project represents our deep commitment to alleviating burdens and bringing hope to communities around the world.”

Acting Minister of Health, Professor Dr. Charles Senessie, highlighted the alignment between this initiative and national goals. “The collaboration between the Church and the government is vital for improving health outcomes in Sierra Leone,” he noted.

Hospital leaders called the upgrades for changing life. “This is not just an upgrade; it is a lifeline,” Dr. Ibrahim Kapuwa, Hospital Care Manager said. The donation included ICU beds, defibrillators, vital sign monitors, and other critical equipment, reinforcing the message that healthy families are the foundation of strong nations. MIL-OSI Africa: From London to Lagos: Why retailers everywhere must prepare for the next wave of cyberattacks

In April, two of Britain’s biggest retailers got hit by a massive cyberattack by the notorious Scattered Spider group, leading to substantial financial losses, operational disruptions and compromised customer data (http://apo-opa.co/40O1faD). M&S suffered losses of £300 million (http://apo-opa.co/40O1gLJ) (roughly R7.3 billion) due to the attack, with supply chains affected for weeks. On top of the direct losses, over £1 billion was stripped from the organisation’s market value (http://apo-opa.co/4lPmMb3). Similarly, the Co-op experienced data breaches (http://apo-opa.co/4524lud) affecting customers’ personal information, while Harrods reported attempted cyberattacks (http://apo-opa.co/3GIeSl3), but managed to maintain online operations.

“These attacks aren’t just about stolen data,” says Anna Collard, SVP of Content Strategy & Evangelist at KnowBe4 Africa. “They took whole systems offline.

“In retail, downtime is a critical threat – it affects sales, customer trust, and brand loyalty, instantly.”

A new kind of threat actor

Unlike traditional ransomware gangs, Scattered Spider is decentralised, native English-speaking, and highly adaptive. “Scattered Spider aren’t mere opportunistic hackers,” explains Collard. “They operate more like well-funded, well-organised crime syndicates.”

With some members as young as 19, they coordinate their activities on platforms like Discord and Telegram. “They’re agile, patient and disturbingly good at blending in,” she says. Added to this, they have great expertise in human psychology, as showcased during their attacks on Las Vegas casinos in 2023 (http://apo-opa.co/4nPvtnM).

Their primary weapons, therefore, aren’t just digital – they’re human. “They’ve mastered social engineering,” says Collard. “They specialise in exploiting human trust. From vishing (voice phishing) to impersonating internal staff and triggering what’s referred to as ‘MFA fatigue’; they’re skilled manipulators who understand both systems and people.”

MFA fatigue is one of the growing tactics they’re known for which involves triggering repeated multi-factor authentication (MFA) prompts, hoping the bombarded employees eventually click “approve” just to make the interruptions stop.

“Legacy systems, shadow IT, and poorly enforced policies create entry points. Attackers don’t need to break in if they can just log in.”

Another alleged tactic Scattered Spider used in its latest attacks involved calling IT helpdesks to reset credentials, gaining access to their target’s infrastructure and subsequently deploying a ransomware-as-a-service tool. The outcome? Encrypted systems, stalled operations, and a long road to recovery.

Why Africa should be paying close attention

Retailers across Africa – particularly in South Africa, Nigeria, and Kenya – are digitally transforming at a rapid pace. Cloud-based POS systems, centralised inventory platforms, and data-driven loyalty programmes are now standard. But these digital advancements also expand attack surfaces.

High employee turnover, remote workforces, and under-resourced helpdesks can compound exposure. And while business English is common in South Africa, this linguistic advantage also makes local teams more susceptible to social engineering by fluent English-speaking attackers.

“Our local executives aren’t naïve,” Collard notes. “Many are acutely aware of the risks. What’s needed now is clarity on what really matters – and cutting through the noise.”

Pepkor IT’s CISO, Duncan Rae, delivered an insightful talk at the ITWeb Security Summit in May where he warned that cybersecurity teams are often overwhelmed – not just by threats, but by too many competing priorities. Teams are bombarded with shiny, new tools and threat reports spreading fear, uncertainty, and doubt (FUD) which sometimes makes organisations lose sight of the basics, he warned.

“These basics include managing human risk, addressing third-party exposure, and hardening vulnerabilities,” according to Rae.

What needs to change?

Collard points to gaps in access controls, third-party risk management, and cloud security as common weaknesses – not just in the UK, but globally. “Legacy systems, shadow IT, and poorly enforced policies create entry points,” she warns. “Attackers don’t need to break in if they can just log in.”

For African retail leaders, this is a call to fortify the human layer.

“Train your frontline teams, especially in helpdesk and customer support. Teach them to detect manipulation. Make secure behaviour the norm – not the exception.”

Equally important, she says, is embedding cybersecurity into leadership conversations. “Cybersecurity is not just an IT function. It’s a board-level business risk.

“Executives must ask tough questions about readiness, incident response, and accountability.”

From awareness to action

Too often, security training is treated as a box-ticking exercise. Collard urges a more thoughtful approach: “Training must resonate. It should be contextual, culturally relevant, and delivered in local languages where appropriate.”

She challenges business leaders with the following:
- Could an attacker trick your helpdesk into a password reset?
- Would your staff recognise a social engineering attempt?
- Do you test these scenarios regularly?
“If the answer is ‘no’ to any of these, your organisation is vulnerable,” Collard says. “But the good news is that change is possible – and fast – when you start investing in the human element.”

“Cyber resilience is a collective responsibility,” she concludes. “And in an interconnected world, learning from each other’s crises is one of the smartest defences we have.”

An official source at the Department of Consular Affairs at the Ministry of Foreign Affairs (MOFA) announced that Qatari citizens are now exempt from entry visa requirements for the Republic of Peru, for a maximum stay of 183 days, counted from the date of entry.

The permitted stay may consist of either a single continuous visit or multiple visits within one year, provided that the passport is valid for at least six months, the source explained.

This powerful declaration was made by H.E. John Dramani Mahama, President of Ghana and the African Union Champion for Reparations, as he delivered a progress report in Malabo on the AU’s 2025 Theme, “Justice for Africans and People of African Descent through Reparations.”

Addressing the 7th Mid-Year Coordination Meeting of the African Union, President Mahama stated that notable progress has been achieved by the AU Commission and Member States in implementing the theme.

He expressed particular satisfaction with the recent decision by the Executive Council to extend the focus on reparations for a decade, covering the period from 2026 to 2036.

“This undoubtedly affords us, as a Union, the opportunity to sustain the momentum for the realisation of this noble cause, as well as map out well-thought-out strategies to mobilise adequate resources to champion implementation of the theme domestically,” President Mahama stated.

President Mahama issued a call for global partnership, saying, “We call upon all nations, within and beyond Africa, to partner with us in shaping a more just and equitable world for the sons and daughters of the motherland.”

The former Ghanaian President noted the deep connection between reparations and African identity and dignity.

“Restitution to the African, therefore, is restoration of our full human dignity,” he stated, adding that the movement aims “to speak of history on African terms, of healing deep civilisational wounds and of restoring to African peoples our rightful agency in shaping our past, present and future.”

He underscored the necessity of reparations for African progress and unity, arguing, “We cannot speak of development without identity or speak of unity without acknowledging the erasure that has fractured our heritage.”

President Mahama stressed the importance of a unified African narrative on the global stage and encouraged robust partnerships, particularly with the Caribbean Community (CARICOM).

Looking ahead, he announced that Ghana and Togo will co-sponsor a high-level event in the margins of the United Nations General Assembly (UNGA) in September 2025 “to further bolster efforts at achieving the justice and closure which has eluded us for centuries.”

“As we do more to correct historical wrongs, we are reasserting our full humanity. We are reaffirming our sovereignty. At the opening of the 2025 High-Level Political Forum on Sustainable Development (HLPF), Claver Gatete, Executive Secretary of the Economic Commission for Africa (ECA), called for urgent action to bridge global financing gaps and support innovation systems that work for all.

“Digital tools and mission-driven science can accelerate SDGs delivery, but only if systems are inclusive and backed by real financing at scale,” he said, moderating a high-level Townhall session on SDGs implementation as part of ECA’s coordinating role among the UN Regional Commissions.

The session, titled Unlocking the Means of Implementation: Finance, Science, Technology and Innovation for the SDGs, focused on how to move from global commitments to tangible solutions. It brought together leaders from public and private sectors to examine how capital flows, technology, and policy can better support sustainable development.

With participation from Sanda Ojiambo, Executive Director of the UN Global Compact; Robbert Dijkgraaf, President-Elect of the International Science Council; and Robert Kirkpatrick, Chairman of the Board of the United Cities Foundation, the conversation highlighted the urgency of scaling investment, adopting alternative financing models, and building inclusive systems.

Together, the panel stressed the importance of translating innovation into real-world results, especially across Africa and other regions facing deep development disparities.

Speaking at another session on poverty eradication, Mr Gatete highlighted the need to ground policy and investment in sharper, more integrated data systems.

“We can’t end poverty if we can’t measure it accurately,” he said at the event hosted by the Permanent Mission of Uruguay to the UN, UNDP, the Multidimensional Poverty Peer Network (MPPN), and other partners. “It’s time to shift from measuring what’s convenient to measuring what matters.”

Mr Gatete pointed to ECA’s development of a prototype Multidimensional Poverty Index (MPI) dashboard for African countries. The platform links spatial poverty data with climate vulnerability, migration flows, peace and security trends, and subnational budget execution, providing governments with a more complete picture of where to direct resources and improve social protection.

As the forum continues, Mr Gatete and ECA are keeping Africa’s priorities on the table, advocating for fairer finance, smarter tools, and a more inclusive path to 2030.

Egypt says Israel-EU agreement has not increased aid to Gaza

Egypt’s foreign minister said on Monday that the flow of aid into Gaza has not increased despite an agreement last week between Israel and the European Union that should have had that result.

“Nothing has changed (on the ground),” Egyptian Foreign Minister Badr Abdelatty told reporters ahead of the EU-Middle East meeting in Brussels on Monday.

The EU’s top diplomat said on Thursday that the bloc and Israel agreed to improve Gaza’s humanitarian situation, including increasing the number of aid trucks and opening crossing points and aid routes.

Asked what steps Israel has taken, Israeli Foreign Minister Gideon Saar referred to an understanding with the EU but did not provide details on implementation.

Asked if there were improvements after the agreement, Jordanian Foreign Minister Ayman Safadi told reporters that the situation in Gaza remains “catastrophic”.

“There is a real catastrophe happening in Gaza resulting from the continuation of the Israeli siege,” he said.

Safadi said Israel allowed the entry of 40 to 50 trucks days ago from Jordan but that was “far from being sufficient” for the besieged enclave.

EU’s foreign policy chief Kaja Kallas said ahead of Monday’s meeting that there have been some signs of progress on Gaza aid but not enough improvement on the ground.

Israel’s continued military operations and blockade have left the entire population of 2.3 million people in Gaza facing acute food insecurity, with nearly half a million at risk of famine by the end of September, a joint United Nations report said last month.

MIL-Evening Report: A person in the US has died from pneumonic plague. It’s not just a disease of history

A person in Arizona has died from the plague, local health officials reported on Friday.

This marks the first such death in this region in 18 years. But it’s a stark reminder that this historic disease, though rare nowadays, is not just a disease of the past.

So what actually is “plague”? And is it any cause for concern in Australia?

There are 3 types of ‘plague’

The word “plague” is often used to refer to any major disease epidemic or pandemic, or even to other undesirable events, such as a mouse plague. Naturally, the word can evoke fear.

But scientifically speaking, plague is a disease caused by the bacterium Yersinia pestis.

Plague has three main forms: bubonic, septicemic and pneumonic.

Bubonic is the most common and is named after “buboes”, which are the painful, swollen lymph nodes the infection causes. Other symptoms include fever, headache, chills and weakness.

Bubonic plague is typically spread by fleas living on animals such as rats, prairie dogs and marmots. If an infected flea moves from their animal host to bite a human, this can cause an infection.

People can also become infected through handling an animal infected with the disease.

Septicemic plague occurs if bubonic plague is left untreated, or it can occur directly if the disease enters the bloodstream. Septicemic plague causes bleeding into the organs. The name comes from septicemia, which refers to a serious blood infection.

The recent death in the United States was due to a case of pneumonic plague, which is the most severe form. Bubonic plague can in some cases spread to the lungs, where it becomes pneumonic plague. However, pneumonic plague can also spread from person to person via tiny respiratory droplets, in a similar way to COVID. Symptoms are similar to the other forms but also include severe pneumonia.

Some 30–60% of people who contract bubonic plague will die, while the fatality rate can be up to 100% for pneumonic plague if left untreated.

Plague: a potted history

This disease is one of the most important in history. The Plague of Justinian (541–750CE) killed tens of millions of people in the western Mediterranean, heavily impacting the expansion of the Byzantine Empire.

The medieval Black Death (1346–53) was also seismic, killing tens of millions of people and up to half of Europe’s population.

Spread by the growing trade networks of the British empire, the third and most recent plague pandemic spanned the years 1855 until roughly 1960, peaking in the early 1900s. It was responsible for 12 million deaths, primarily in India, and even reached Australia.

It’s believed the bubonic plague was largely behind these pandemics.

Plague in the modern day

First introduced into the US during the third pandemic, plague infects an average of seven people a year in the west of the country, due to being endemic in groundhog and prairie dog populations there. The last major outbreak was 100 years ago.

Deaths are very rare, with 14 deaths in the past 25 years in the US.

Globally, there have been a few thousand cases of plague over the past decade.

The countries with the most cases currently include the Democratic Republic of the Congo, Madagascar and Peru, with cases also occurring in India, central Asia and the US. Cases usually occur in rural and agricultural areas.

Plague can be treated

Plague can easily be treated with common antibiotics, typically a course of 10–14 days, which can include both oral and intravenous antibiotics. But it must be treated quickly.

The recent death is concerning, as it involves the airborne pneumonic form of the disease, the only form that spreads easily from person to person. But there’s no evidence of further spread of the disease within the US at this stage.

As Y. pestis is not found in Australian animals, there is little risk here. Plague has not been reported in Australia in more than a century.

But plague, like many diseases, is influenced by environmental conditions. The risk of climate change causing an expansion in the habitat of animal hosts means public health experts around the world should continue to monitor it closely.

The plague, though often perceived as a disease of history, is still with us and can pose a major health threat if not treated early.

MIL-OSI Africa: Liberia Signs the African Union Convention on Ending Violence Against Women and Girls

The Ministry of Foreign Affairs representing the Government of Liberia signed the African Union Convention on Ending Violence Against Women and Girls (AUCEVAWG) The signing ceremony took place on the sidelines of the 47th Ordinary Session of the Executive Council of the African Union in Malabo, Equatorial Guinea.

Speaking on behalf of the Government of Liberia, Assistant Minister for Afro-Asian Affairs, Honorable Charlyne A. Taylor, who signed the Convention, reaffirmed Liberia’s commitment to advancing the women, peace and security agenda in Africa.

She noted that Liberia will continue to work with the African Union and all partners in implementing the Convention to protect and empower women and girl’s rights.

Minister Taylor praised the African Union and affiliated organizations for their work in protecting women and girls, and promised that Liberia will accelerate the process of ratifying the convention given that Convention aligns well with the agenda of President Joseph Nyuma Boakai, Sr. who has made women empowerment and protection of women and girls a key program of his government.

The Vice Chairperson of the African Commission on Human and Peoples’ Rights, Honorable Janet Ramatoulie Sallah-Njie, commended Liberia for the bold step and praised Liberia for its impressive record in promoting and protecting women’s rights, well as enhancing women’s participation in government and the economy.

She noted that Liberia is the fifth African country to sign the convention but encouraged Liberia to lead in the ratification process.

Also attending the ceremony were Dr. Ibrahim Nyei, Deputy Minister for International Cooperation and Economic Integration; Ambassador Liberata Mulamula, the African Union Special Envoy on Women, Peace and Security; and Her Excellency Doris Mpoumou, UNWOMEN Special Representative to the African Union Commission and the United Nations Economic Commission for Africa.

MIL-OSI Security: Eighth Former Correctional Officer Sentenced on Federal Civil Rights Charges in Connection with Death of Inmate at West Virginia Jail

A former correctional officer from the Southern Regional Jail in Beaver, West Virginia, was sentenced today for his role in an assault that resulted in the death of an inmate, identified by the initials Q.B., on March 1, 2022. Andrew Fleshman, 22, was sentenced to eight years and four months in prison.

According to his plea agreement, Fleshman responded to a call for officer assistance after Q.B. tried to push past another correctional officer and leave his assigned pod. When Correctional Officer Fleshman arrived at the pod, Q.B. was on the floor as force was being used against him. The officers restrained and handcuffed Q.B. Officer Fleshman and other members of the conspiracy then escorted Q.B. to an interview room, where, aided and abetted by each other, they struck and injured Q.B. while he was restrained, handcuffed and posed no threat to anyone. Fleshman admitted that he and the members of the conspiracy struck and injured Q.B. to punish him for attempting to leave his assigned pod.

Fleshman pleaded guilty before Chief U.S. District Court Judge Frank W. Volk on Nov. 2, 2023. That same day, former correctional officer Steven Nicholas Wimmer also pleaded guilty to conspiring to use unreasonable force against Q.B. On May 8, Chief U.S. District Court Judge Frank W. Volk sentenced Wimmer to nine years in prison.

On Nov. 29, 2023, a federal grand jury indicted six other defendants in connection with the death of Q.B. In November 2024, Mark Holdren, Corey Snyder, and Johnathan Walters each pleaded guilty in connection with the use of unreasonable force against Q.B., resulting in his death. On July 9, U.S. District Court Judge Joseph R. Goodwin sentenced Holdren to 20 years in prison and Walters was sentenced to 21 years in prison. On July 10, Judge Goodwin sentenced Snyder to 19 years and seven months in prison.

In August 2024, Ashley Toney and Jacob Boothe each pleaded guilty to failing to intervene to protect Q.B. from the officers’ assault. On June 9, Judge Goodwin sentenced Toney to six and a half years in prison. On July 10, Judge Goodwin sentenced Boothe to three years in prison.

On Jan. 27, a federal jury returned a guilty verdict at trial for the sixth indicted defendant, Chad Lester, a former Lieutenant at the Southern Regional Jail, finding him guilty on three obstruction of justice charges for his role in conspiring to cover up the death of Q.B. On May 15, Judge Goodwin sentenced Lester to 17 and a half years in prison.

Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division and Acting U.S. Attorney Lisa G. Johnston for the Southern District of West Virginia made the announcement.

The FBI Pittsburgh Field Office, Charleston Resident Agency, investigated the case.

Deputy Chief Christine M. Siscaretti and Trial Attorney Tenette Smith of the Justice Department’s Civil Rights Division prosecuted the case in partnership with the U.S. Attorney’s Office for the Southern District of West Virginia.
