  • MIL-OSI Africa: Minister leads G20 environment working group

    Minister of Forestry, Fisheries and the Environment, Dr Dion George, will this week lead the Group of Twenty (G20) Environment and Climate Sustainability Working Group (ECSWG) as part of South Africa’s Presidency of the G20. 

    “It is expected that the outcome of this first virtual G20 ECSWG meeting will provide strategic direction and a common understanding amongst G20 Member States on the key environmental and climate change priorities and deliverables,” the Minister said on Sunday.

    Taking place under the theme: “Solidarity, Equality, and Sustainability,” the Minister is expected to open the meeting on Tuesday, by setting the scene for South Africa’s Presidency of the G20 ECSWG, provide an opportunity to discuss the five priorities and deliverables, and also present the proposed work plan for the G20 ECSWG for 2025.

    The priority focus areas for South Africa’s Presidency of the G20 ECSWG include:

    • Biodiversity and Conservation – Implementation of the Global Biodiversity Framework and the Biodiversity Economy;
    • Land Degradation, Desertification and Drought – Land Degradation Neutrality targets;
    • Chemicals and Waste Management – Sustainable Chemicals Management; Circular Economy; Waste Management; Waste to Energy; Extended Producer Responsibility (EPR) implementation;
    • Climate Change and Air Quality – Just Transition; Loss and Damage; Adaptation, including Climate Resilient Development (CRD); Climate Finance and Air Quality; and
    • Oceans and Coastal Management – Marine Spatial Planning – ocean governance; combatting marine plastic pollution.

    The G20 ECSWG aims to enhance cooperation amongst all G20 members and invitees to address environmental and climate change priorities. 

    The G20 comprises 19 countries: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom and United States, as well as two regional bodies, namely the European Union and the African Union.

    The G20 members represent about two-thirds of the world population, approximately 85% of the global GDP and over 75% of the global trade. 

    This platform is considered as the leading forum for international economic cooperation and plays an important role in shaping and strengthening global architecture and governance on all major international economic issues.

    South Africa’s Presidency of the G20 commenced on 01 December 2024 and will continue until 30 November 2025. 

    The Presidency will build upon on the achievements of India (2023 Presidency) and Brazil (2024 Presidency), to ensure continuity in advancing the developmental agenda within the G20. 

    “South Africa’s G20 Presidency provides a unique opportunity for the country to champion the aspirations of emerging market economies and lead the developmental agenda of the African Continent within the framework of the G20.”

    A total of three G20 ECSWG meetings and one ECSWG Ministerial meeting will be held in South Africa, with the first virtual meeting scheduled to take place from 25 – 28 March 2025; followed by the second meeting from 14-18 July 2025 at Kruger National Park, and the final meeting in October 2025 at Cape Town.

    The Ministerial meeting will be held back-to-back with the third ECSWG meeting in October 2025.

    The department will also roll out outreach and awareness activities in the buildup to the three G20 ECSWG meetings throughout the country to amplify the messaging on the focus areas for the G20 ECSWG.

    “The department will leverage South Africa’s Presidency of the G20 to market and showcase the Kruger-Kirstenbosch-iSimangaliso Icon Status Strategy (KISS). Some of the meetings and activities will take place at these iconic world-class sites to showcase them on the global stage,” the Minister said. – SAnews.gov.za

    ZININDO, Ghana – Multinational military medical personnel treated over 500 patients during a medical civic action program (MEDCAP) in Zinindo, Ghana, Feb. 13, 2025.

    The initiative, led by U.S. Army Southern European Task Force, Africa (SETAF-AF) and the Ghana Armed Forces (GAF), enhanced military medical partnerships while reinforcing readiness for future operations.

    “By working side-by-side with our Ghanaian partners, we’re not just providing treatment today, we’re building lasting relationships that enhance regional stability,” said U.S. Army Staff Sgt. Jose Ventura, a team sergeant with Bravo Company, Civil Affairs Battalion, SETAF-AF.

    During the MEDCAP, U.S. and Ghanaian military personnel provided primary healthcare services, preventative care and treatment for common illnesses, focusing on maternal and child health, a critical need in rural Ghana.

    “The MEDCAP in Zinindo was a testament to the power of collaboration,” said Ghana Army Maj. Randy Tawiah, a senior medical officer with the Ghana Armed Forces. “Partnering with the civil affairs division, we treated various ailments, educated young girls on menstrual hygiene and equipped children with dental care tools.”

  • MIL-OSI USA: 60 Years Ago: Gemini III, America’s First Two-Person Flight

    On March 23, 1965, the United States launched the Gemini III spacecraft with astronauts Virgil “Gus” Grissom and John Young aboard, America’s first two-person spaceflight. Grissom earned the honor as the first person to enter space twice and Young as the first member of the second group of astronauts to fly in space. During their three-orbit flight they carried out the first orbital maneuvers of a crewed spacecraft, a critical step toward demonstrating rendezvous and docking. Grissom and Young brought Gemini 3 to a safe splashdown in the Atlantic Ocean. Their ground-breaking mission led the way to nine more successful Gemini missions in less than two years to demonstrate the techniques required for a Moon landing. Gemini 3 marked the last spaceflight controlled from Cape Kennedy, that function shifting permanently to a new facility in Houston. 

    On April 13, 1964, just five days after the uncrewed Gemini I mission, in the newly open auditorium at the Manned Spacecraft Center, now NASA’s Johnson Space Center in Houston, Director Robert Gilruth introduced the Gemini III crew to the press. NASA assigned Mercury 4 veteran Grissom and Group 2 astronaut Young as the prime crew, with Mercury 8 veteran Walter Schirra and Group 2 astronaut Thomas Stafford serving as their backups. The primary goals of Project Gemini included proving the techniques required for the Apollo Program to fulfil President John F. Kennedy’s goal of landing a man on the Moon and returning him safely to Earth before the end of the 1960s. Demonstrating rendezvous and docking between two spacecraft ranked as a high priority for Project Gemini.  

    The uncrewed Gemini I and II missions validated the spacecraft’s design, reliability, and heat shield, clearing the way to launch Gemini III with a crew. On March 23, 1965, after donning their new Gemini spacesuits, Grissom and Young rode the transfer van to Launch Pad 19 at Cape Kennedy in Florida. They rode the elevator to their Gemini spacecraft atop its Titan II rocket where technicians assisted them in climbing into the capsule. At 9:24 a.m. EST, the Titan’s first stage engines ignited, and Gemini III rose from the launch pad. 

    Five and a half minutes after launch, the Titan II’s second stage engine cut off and the spacecraft separated to begin its orbital journey. Grissom became the first human to enter space a second time. While engineers monitored the countdown from the Launch Pad 19 blockhouse, once in orbit flight controllers in the Mission Control Center at the Cape took over. Controllers in the new Mission Control Center at the Manned Spacecraft Center, now the Johnson Space Center in Houston, staffed consoles and monitored the mission in a backup capacity. Beginning with Gemini IV, control of all American human spaceflights shifted permanently to the Houston facility. 
    Gemini III entered an orbit of 100 miles by 139 miles above the Earth. Near the end of the first orbit, while passing over Texas, Grissom and Young fired their spacecraft’s thrusters for one minute, 14 seconds. “They appear to be firing good,” said Young, confirming the success of the maneuver. The change in velocity adjusted their orbit to 97 miles by 105 miles. A second burn 45 minutes later altered the orbital inclination by 0.02 degrees. Another task for the crew involved testing new food and packaging developed for Gemini. As an off-the-menu item, Young had stowed a corned beef on rye sandwich in his suit pocket before flight, and both he and Grissom took a bite before stowing it away, concerned about crumbs from the sandwich floating free in the cabin.

    Near the end of their third revolution, Grissom and Young prepared for the retrofire burn to bring them out of orbit. They oriented Gemini III with its blunt end facing forward and completed a final orbital maneuver to lower the low point of their orbit to 45 miles, ensuring reentry even if the retrorockets failed to fire. They jettisoned the rearmost adapter section, exposing the retrorockets that fired successfully, bringing the spacecraft out of orbit. They jettisoned the retrograde section, exposing Gemini’s heat shield. Minutes later, they encountered the upper layers of Earth’s atmosphere at 400,000 feet, and he buildup of ionized gases caused a temporary loss of communication between the spacecraft and Mission Control. At 50,000 feet, Grissom deployed the drogue parachute to stabilize and slow the spacecraft, followed by the main parachute at 10,600 feet. Splashdown occurred in the Atlantic Ocean near Grand Turk Island, about 52 miles short of the planned point, after a flight of 4 hours, 52 minutes, 31 seconds. 

    A helicopter recovered Grissom and Young and delivered them to the deck of the U.S.S. Intrepid, arriving there one hour and 12 minutes after splashdown. On board the carrier, the astronauts received a medical checkup and a telephone call from President Lyndon B. Johnson. The ship sailed to pick up the spacecraft and sailors hoisted it aboard less than three hours after landing. The day after splashdown, Grissom and Young flew to Cape Kennedy for debriefings, a continuation of the medical examinations begun on the carrier, and a press conference. Following visits to the White House, New York, and Chicago, the astronauts returned home to Houston on March 31. The next day, Gilruth welcomed them back to the Manned Spacecraft Center, where in front of the main administration building, workers raised an American flag that Grissom and Young had carried on their mission. That flag flew during every subsequent Gemini mission.

  • MIL-OSI USA: Sols 4486-4487: Ankle-Breaking Kind of Terrain!

    Earth planning date: Wednesday, March 19, 2025 
    This terrain is a tricky drive, with rocks angled chaotically all around. One of our geologists remarked that they wouldn’t like to even walk over this without solid boots coming way up over the ankles — this is definitely the kind of terrain to result in twisted and broken ankles! So it wasn’t too unexpected that the drive we had planned on Monday cut short after 18 meters (about 59 feet). Fortunately, we ended up both at a workspace with abundant bedrock and in an orientation that allowed us to pass SRAP (our “Slip Risk Assessment Process”).  
    The rover planners were quickly able to find a spot to brush, so we have a coordinated target on “Palm Grove,” one of the laminated rocks in the lower half of the accompanying image. APXS and MAHLI will look at this target on the first sol of the plan, and then ChemCam LIBS and Mastcam will look at it on the second sol. Although the bulk of the bedrock is relatively nodule free, ChemCam will look at the nodular target “Refugio” to compare to the more dominant, nodule-poor bedrock. 
    On Monday, our workspace included some very interesting layers in the bedrock that might represent preserved sand ripples, but sadly, as Conor reported on Monday, we didn’t pass SRAP, which precluded any contact science. However, today we ended up near rocks that had similar layer geometry, and will acquire a MAHLI “Dog’s Eye” or mosaic image of these rocks at “Duna Vista” and two Mastcam 5×3 mosaics (“Bayside Trail” and “Oso Flaco”) on other examples.  
    Mastcam is taking several other images here. A 14×3 mosaic will capture the “nearfield” or area close to the rover, and a set of four further images focus on four distinct trough features, to help us better understand ongoing modification of the surface. Further afield, the “Quartz Hill” and “Pino Alto” mosaics look at areas of fragmented bedrock which may be similar to the “Humber Park” outcrop we analyzed this past weekend. Even further from the rover, ChemCam will acquire RMI (Remote Micro Imager) images of the “Boxworks” and an almost circular depression (“Torote Bowl”) whose origin is not clear. 
    The environmental theme group (ENV) planned a Mastcam tau (to look at dust in the atmosphere) and a Navcam dust-devil survey (to look for dust devils!) for the first sol of the plan. On the second sol, we fill out the movies with Navcam movies looking toward the south of the crater (suprahorizon, cloud shadow, and zenith movies) and a Mastcam sky survey.  
    In between the movies on the second sol, our drive is planned to take us another 34 meters (about 112 feet)… but we will have to see how far our intrepid rover will make it on this tricky terrain. Slow and steady will win this race!

  • MIL-OSI USA: Shocking Spherules!

    Last week the Perseverance Science Team were astonished by a strange rock comprised of hundreds of millimeter-sized spheres… and the team are now working hard to understand their origin. 

    It has now been two weeks since Perseverance arrived at Broom Point, situated at the lower slopes of the Witch Hazel Hill area, on the Jezero crater rim. Here, a series of light- and dark- toned bands were visible from orbit, and just last week the rover successfully abraded and sampled one of the light-toned beds. It was from this sampling workspace where Perseverance spied a very strange texture in a nearby rock… 
    The rock, named “St. Pauls Bay” by the team, appeared to be comprised of hundreds of millimeter-sized, dark gray spheres. Some of these occurred as more elongate, elliptical shapes, while others possessed angular edges, perhaps representing broken spherule fragments. Some spheres even possessed tiny pinholes! What quirk of geology could produce these strange shapes? 
    This isn’t the first time strange spheres have been spotted on Mars. In 2004, the Mars Exploration Rover Opportunity spotted so-called, “Martian Blueberries” at Meridiani Planum, and since then, the Curiosity rover has observed spherules in the rocks of Yellowknife Bay at Gale crater. Just a few months ago, Perseverance itself also spied popcorn-like textures in sedimentary rocks exposed in the Jezero crater inlet channel, Neretva Vallis. In each of these cases, the spherules were interpreted as concretions, features that formed by interaction with groundwater circulating through pore spaces in the rock. Not all spherules form this way, however. They also form on Earth by rapid cooling of molten rock droplets formed in a volcanic eruption, for instance, or by the condensation of rock vaporized by a meteorite impact.  

    Each of these formation mechanisms would have vastly different implications for the evolution of these rocks, so the team is working hard to determine their context and origin. St. Pauls Bay, however, was float rock — a term used by geologists to describe something that is not in-place. The team are now working to link the spherule-rich texture observed at St. Pauls Bay to the wider stratigraphy at Witch Hazel Hill, and initial observations have provided tantalizing indications that it could be linked to one of the dark-toned layers identified by the team from orbit. Placing these features in geologic context will be critical for understanding their origin, and determining their significance for the geological history of the Jezero crater rim and beyond!

    HONOLULU — O‘ahu Community Correctional Center (OCCC) work furlough inmate Jason S. Takaki failed to return to Module 20 Friday, March 21, 2025.

    Takaki, 45, left Module 20 on a job-seeking pass this morning and was supposed to return by 2 p.m. today. State Sheriffs and the Honolulu Police Department were notified.

    Takaki is 5 feet, 5 inches tall, and weighs approximately 158 pounds with brown eyes and black hair. He is serving time for unauthorized control of a propelled vehicle, forgery and theft.

    He now faces a second-degree escape charge, a Class B felony that is punishable by up to five years in prison, if convicted.

    Takaki is a community custody inmate in the work furlough program with pass privileges. Community custody is the lowest classification status.

    Anyone with information on Takaki’s whereabouts is asked to call 911 or the Sheriffs at 808-586-1352.

    HONOLULU — The Department of Corrections and Rehabilitation (DCR) welcomed a new class of 13 adult corrections officers (ACO) at a graduation ceremony Friday, March 21, 2025, at the State Capitol auditorium. The graduates from Basic Corrections Recruit Class (BCRC) 25-01 completed training and will begin their careers as Adult Corrections Officers in facilities across the state.

     

    Department of Corrections and Rehabilitation Director Tommy Johnson said, “I am proud of all graduates who completed the rigorous training course.”

     

    Since the January 2024 restructuring of the DCR from the Department of Public Safety (PSD), DCR doubled its recruit classes to six classes from three classes a year. The increase is part of DCR’s aggressive recruitment efforts to fill vacant positions statewide.

     

    “Recruitment for ACO positions is a priority for us,” Director Johnson said.

    Currently, there are approximately 450 vacant ACO positions and 1,085 filled ACO positions to date.

    The BCRC is an eight-week training course that includes more than 300 hours of classroom instruction and physical training. Recruits learn a variety of subjects that include standards of conduct, ethics and professionalism, report writing, interpersonal communications, maintaining security, crisis intervention, security threat groups (gangs), mental health, first aid, use of firearms and self-defense tactics.

    DCR’s mission is to provide a secure correctional environment for comprehensive rehabilitative, holistic, wraparound reentry services including culturally based approaches to individuals sentenced to our custody and care. Our goal is to reduce recidivism and generational incarceration and security of our communities.

    All incoming classes receive Recruit Field Training along with Basic Corrections Training. During the final weeks of training, they go into the facility where they begin their jobs with guidance from their training sergeants.

    • Hālawa Correctional Facility: 2
    • Hawaiʻi Community Correctional Center: 7
    • Oʻahu Community Correctional Center: 1
    • Kauaiʻi Community Correctional Center: 3

    WEST SACRAMENTO – Marking the successful completion of an intense 26-week training program, today Governor Newsom congratulated 125 cadets who graduated into their new role as California Highway Patrol (CHP) officers and will now be deployed to communities across the state.

    The rapid pace of this cleanup makes it even more critical for survivors to apply for assistance from the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA), and to complete a Right-of-Entry (ROE) form for no-cost debris removal. There are now just 10 days left before the March 31 deadline. 

    State and federal agencies cleared ash and debris from the first 1,300 properties in just over 70 days, demonstrating the unprecedented pace of this cleanup operation. To put this into perspective, clearing 920 properties in similar terrain after the 2019 Woolsey and Hill fires took crews over four months — a record at the time. 

    State led efforts to support survivors

    At the direction of Governor Newsom, the Governor’s Office of Emergency Services (Cal OES) is working closely with local, state, and federal partners to secure assistance for survivors, with billions of dollars in assistance already distributed to those who need it most. This includes:

    • $24.2 million in Displacement Assistance for a one-time payment to help with immediate housing needs of survivors who are unable to return to their home after a disaster.
    • $21 million in Housing Assistance to help survivors cover the price of a hotel, motel, or other short-term housing when displaced from their primary residence.
    • $73.4 million in Other Needs Assistance to provide survivors with financial assistance for uninsured and underinsured personal property losses, medical and dental expenses caused by the disaster, and other serious disaster-related costs. 
    • $1.88 billion in Small Business Administration Assistance to offer low-interest loans for homeowners and renters to repair or replace damaged property, as well as for businesses and nonprofits to recover from economic losses and restore operations.

    How to participate in the no-cost debris removal program

    For homeowners whose properties were affected by the Palisades and Eaton fires, completing an ROE form is an essential step in the cleanup and recovery process.

    Completing the ROE enables government contractors to enter private properties and remove dangerous debris at no cost to the homeowner. This legal document grants government agencies and contractors permission to conduct debris removal and perform necessary assessments. For more information about debris removal, visit CA.gov/LAfires.

    Who is eligible?

    Phase 2 cleanup is offered to eligible private residential properties that were destroyed in the fires. A destroyed structure of at least 120 square feet must be on the parcel in order to qualify for free debris removal by the U.S. Army Corps of Engineers.

    When removing fire-damaged materials, there are two main options:

    • Government-assisted debris removal: This is free of charge and managed by government agencies.
    • Private contractor cleanup: Homeowners who prefer to hire private contractors for debris removal are not required to sign the ROE, but this option will generally incur costs for the homeowner.

    If you are eligible and want to participate in the cost-free government cleanup service, you must complete the ROE form before the March 31, 2025 deadline.

    After submitting, you can track your submission through the county recovery and US Army Corps of Engineers pages. County staff may contact you if additional documentation is needed to process your form. Once approved, officials will begin the cleanup process.

    Debris removal and insurance

    Residents have the option to opt-in to the government-sponsored debris removal program at no direct cost or manage the cleanup independently by opting out by March 31, 2025. Whether you are insured, uninsured, or underinsured, the program comes at no direct cost to eligible homeowners.
     

    Property owners with insurance

    • All upfront costs of Phase 2 debris removal will be paid by government agencies.
    • If you have homeowners, secondary, or automobile insurance covering debris removal and opt-in to the sponsored program, you must inform the County of your insurance coverage on your Right of Entry form. The County has been assigned the responsibility to collect insurance proceeds and will work with insurance providers to ensure any proceeds specifically for debris removal are assigned to the government. Only unused portions of debris related insurance proceeds will be collected by the County.
       

    Property owners without insurance

    If you don’t have any debris removal insurance benefits, you are still eligible for debris removal from the Army Corps of Engineers and you will not receive a bill for these services.
     

    FEMA Individual Assistance:

    Homeowners and renters who sustained damage from the wildfires may be eligible for grants to help with temporary housing, home repairs, and other disaster-related expenses. Apply:

    HONOLULU — In observance of World Tuberculosis Day on March 24, 2025, the Hawaiʻi Department of Health (DOH) would like to highlight tuberculosis (TB) as a continued public health issue in Hawaiʻi.

    In 2024, Hawaiʻi had 116 diagnosed cases of active TB disease with a population-adjusted rate nearly three times the national rate. While TB case rates had been decreasing between 2015-2020, rates have been increasing since 2020 in Hawaiʻi, nationally and globally. This increase in TB cases, including a large outbreak in Kansas that started in 2024, highlights the ease with which TB can get reestablished within a community and the need for continued vigilance and public health prevention activities. Early identification and treatment protects the individual and prevents community spread.

     

     

     

     

    Symptoms and treatment

    Symptoms of active TB include a prolonged cough of three weeks or longer, unexplained weight loss, fever, sweating at night, loss of appetite and feeling weak or tired. Persons with these symptoms are encouraged to get evaluated by their healthcare provider or get a TB test at a DOH TB clinic. TB infection can be diagnosed and treated effectively with oral medications prior to development of the contagious and more severe form of TB disease. Resources available to help individuals and clinicians diagnose and treat tuberculosis can be found at https://health.hawaii.gov/tb/.

    Protecting our workforce

    The DOH is committed to protecting the people of Hawaiʻi against the spread of infectious pathogens like TB by maintaining a healthy workforce. Hawaiʻi remains vigilant by requiring TB clearances for employees in certain industries to protect both the workers the individuals for which they care. Testing to obtain a TB clearance is available for free at 17 DOH locations statewide (click here to learn more). 

     

    The DOH collaborates with public and private partners to promote TB testing in the community, identify those at greatest risk for developing infectious TB, and promote preventative treatment for those who would benefit. Groups considered high risk for TB include:

    • People from or who travel to countries with high rates of TB.
    • People living in group settings (such as those in emergency shelters or correctional facilities)
    • People with chronic health conditions (such as diabetes, chronic kidney disease and those with a weakened immune system).

    Through collaborative efforts with our community partners, the DOH TB Control Program seeks to prevent late diagnoses of TB, lasting lung damage and deaths, and to end transmission of this airborne infection in our communities, with a global goal of END TB for All.

    The DOH Tuberculosis Control Program is part of the Communicable Disease and Public Health Nursing Division. Its mission is to reduce the incidence of tuberculosis in the state by providing effective prevention, detection, treatment and educational services.     New Website Launches to Increase Awareness, Conservation Efforts

    HONOLULU – A new website dedicated to a critically endangered native Hawaiian plant from Kahoʻolawe has been launched to tell its incredible story of resilience. Native Hawaiians have tended a relationship with Ka Palupalu o Kanaloa (Kanaloa kahoolawensis) for over a thousand years and now the rest of the world can experience and learn about it online.

    The site dedicated to the plant has been created by the Kapalupalu o Kanaloa Hui, which includes the DLNR Division of Forestry and Wildlife (DOFAW), the Kahoʻolawe Island Reserve Commission (KIRC), the Plant Extinction Prevention Program, the National Tropical Botanical Garden (NTBG), Hoʻolawa Farms, Lyon Arboretum, and Maui Nui Botanical Gardens. The hui’s vision is to restore Ka Palupalu o Kanaloa across Hawaiʻi to resume its ecological and cultural roles.

    Once widespread until disappearing from pollen records around the 16th century, the species was rediscovered on a rock outcropping on Kahoʻolawe in 1992 by botanists Ken Wood and Steve Perlman of the NTBG. The two wild plants represented a plant genus that was completely unknown to botanists at the time. The living plant’s pollen matched a previously unidentified fossil pollen, unlocking the history of this species.

    The rediscovery of this plant was particularly notable in that it was found on Kahoʻolawe, an island that has faced many ecological challenges after being used for bombing practice by the U.S. Armed Forces. The endurance and resilience of this plant has special significance for Native Hawaiians, as Kahoʻolawe is a kino (sacred form) of Kanaloa, Hawaiian god of the ocean and marine life. These stories and meanings are imbued in the plant’s name, Ka Palupalu o Kanaloa, which translates to “the flexibility and the gentleness of Kanaloa.”

    Following its rediscovery, horticulturalists worked to propagate Ka Palupalu o Kanaloa, but found limited success. The two wild plants died by 2015, and by 2020 only two plants remained in cultivation. Then both plants, the only ones remaining in the world, bloomed simultaneously. One produced seeds, providing a lifeline for the species to continue. Today, through the efforts of the Ka Palupalu o Kanaloa Hui and many hands, the total population of this plant is around 20.

    “This partnership is vital for the survival of Ka Palupalu o Kanaloa because even the best horticulturist in the world will not have success 100% of the time,” said Dr. Mike Opgenorth, Director of NTBG’s Kahanu Garden and Preserve on Maui. “There is great benefit to having multiple perspectives working with such a rare plant. It’s not any one organization, agency or individual—it’s a team effort that shares the responsibility for perpetuating the plant.”

    “What we are doing in plant conservation is working. Over the last 20 years, more plants have been saved in cultivation than ever before,” added DOFAW botanist Dr. Matt Keir. “Together we can grow a brighter tomorrow for Ka Palupalu o Kanaloa,”

    The new Ka Palupalu o Kanaloa website tells the story of this species through botanical and cultural information as well as photos and a downloadable coloring sheet. The site also suggests ways that residents can support the resurgence of Ka Palupalu o Kanaloa and help ensure a future for this resilient member of our ʻohana.

    “The launch of this website marks a significant step forward in our collective effort to restore Ka Palupalu o Kanaloa,” said Michael K. Nāhoʻopiʻi, executive director of the Kahoʻolawe Island Reserve Commission. “This plant’s resilience reflects the strength and spirit of Kahoʻolawe itself, and by sharing its story, we hope to inspire greater awareness and action to protect Ka Palupalu o Kanaloa for generations to come.”

  • MIL-OSI USA: Ash plume heights, hazards, and ashfall projections, oh my! What do volcanologists learn from ashfall maps?

    Yellowstone Caldera Chronicles is a weekly column written by scientists and collaborators of the Yellowstone Volcano Observatory. This week’s contribution is from Dr. Madison Myers, Associate Professor of Earth Sciences at Montana State University, Stacy Henderson, PhD student at Montana State University, and Dr. Colin Wilson, Professor at the Victoria University of Wellington, NZ.

    If you are a fan of Yellowstone’s volcanic history, you have probably seen the simplistic ashfall map that highlights how, during its largest eruptions, ash is distributed (and mostly preserved) across the United States. However, you might not know how these maps are created, or how volcanologists use these data to determine the height of the eruption plume produced during a caldera-forming eruption. To explore this question, we’ll discuss how volcanologists study ash deposits and take a short field trip to a sedimentary basin in central Wyoming, where geologists have found something remarkable.

    First off, what is an ash plume? In volcanic systems, these are mixtures of gas, ash, rocks, and crystals that are released from an eruptive vent at speeds that approach or exceed the speed of sound (343 meters per second, or 767 miles per hour). For smaller plumes, the wind controls the ash plume’s pathway, resulting in ash that falls in an elongated zone downwind of the volcano, like that of the 1980 Mount St. Helens eruption. However, as the eruption size grows, often so does the plume height, leading to plumes that are able to spread-out like an umbrella and deposit ash over broader areas. A recent example of a powerful umbrella-like plume was the 2022 eruption of Hunga Tonga in the south Pacific—an event that could be seen clearly from space.

    Although caldera-forming explosive eruptions are amongst the most devastating natural events on Earth, they are not common. Thus, the tools available to determine the height of the ash plumes of past eruptions rely on measuring the thicknesses of their ash-fall deposits and sizes of their particles. Essentially, if a plume is larger, it will leave thicker deposits at greater distances from the source vent, with pumice (shattered magma) and lithics (rocks torn from the vent) that become gradually smaller with distance. By measuring these parameters in the field at numerous locations around the vent, scientists can estimate the height of the eruption plume.

    If there are discrete layers in the ash deposits, this technique can even be used to tell if the plume height changed through time! For instance, scientists can see that the major eruption that occurred about 3,600 years ago from Santorini Volcano, Greece, started with a 10 km (6 mi) high plume that grew to 30 km (19 mi)—for reference, the cruising altitude of most airplanes is 9–12 km (30,000–40,000 feet). This is why calculating plume heights from past eruptions is important for understanding the potential impacts of future eruptions on aviation. For a volcanic eruption the size of Yellowstone’s largest caldera-forming events, the plume likely reached the top of the stratosphere, which is 50 km (31 mi) above the Earth’s surface!

    In the 1960s, geologists Ray Wilcox and Glen Izett created ashfall maps for past Yellowstone eruptions by driving around the western United States, identifying Yellowstone eruption deposits based on their chemistry, and measuring characteristics like thicknesses. These maps were instrumental in understanding the characteristics of eruption plumes from Yellowstone’s major explosive eruptions.     A group of geologists from Montana State University and Victoria University of Wellington (New Zealand) recently visited one such location near Shell, Wyoming. At this site, two ash fall deposits associated with the two defined ash flow units of the Lava Creek Tuff, which resulted from the formation of Yellowstone Caldera about 631,000 years ago, have been reported. But the geologists found something else as well. Not only did this basin, tucked against the Bighorn Mountains, contain the deposits in question, but beneath the Lava Creek Tuff deposit, and therefore older in age, were two additional ash fall deposits that are not in Wilcox and Izett’s maps! 

    What are some possible sources of thick additional ash in the middle of Wyoming? Could they be the ashfall deposits from the Mesa Falls Tuff (1.3 million years old) or Huckleberry Ridge Tuff (2.1 million years old), also from Yellowstone? Or could it even be ash from farther away, for instance, the Bishop Tuff eruption, which formed Long Valley Caldera, California, about 767,000 years ago? The presence of crystals of the mineral biotite in the one of the mystery deposits points toward the Bishop ash as a likely suspect, as this mineral is not associated with any of Yellowstone’s major eruptions. But what about the older ash? To settle the debate, geologists sent samples of the mineral sanidine from each of these deposits to the US Geological Survey at Moffett Field, California, for dating using the argon geochronology technique. The results will give the ages of the eruptions that fueled these ash deposits, thus telling geologists the likely sources. We don’t yet have the answer, but will report back once the results are in.

    Although the mystery regarding the source of the unknown ash beds will soon be solved, another mystery will remain: how did this basin in central Wyoming preserve so much volcanic ash, both from Yellowstone and perhaps beyond?

    1. Adopts its position at first reading, taking over the Commission proposal;

    2. Calls on the Commission to refer the matter to Parliament again if it replaces, substantially amends or intends to substantially amend its proposal;

    EXPLANATORY STATEMENT

    Despite the title, this legislative proposal does not relate to the current trade tension between the US administration and the EU. The objective of the proposal is simply to introduce a limited, targeted and technical amendment to Regulation (EU) 2018/196 by including a de minimis threshold for the imposition of retaliation against the United Stated for a WTO case the US lost in 2003.

     

    The case relates to the United States’ Continued Dumping and Subsidy Offset Act of 2000 (‘CDSOA’, or the Byrd Amendment). The CDSOA mandates the yearly distribution of the anti-dumping and countervailing duties collected during the previous fiscal year to US companies. The CDSOA was found incompatible with the United States’ WTO obligations in January 2003.

     

    Given that the United States failed to bring itself into compliance with its obligations under the WTO agreements, the Union was authorised to impose an additional import duty on a list of US products covering on a yearly basis a total value of trade not exceeding the amount of 72 % of the CDSOA disbursement from duties collected on imports from the Union. The Byrd Amendment was repealed in 2006, but the US created a transitional period whereby disbursements would continue as long as they concerned duties collected before 1 October 2007.

     

    In 2024 the amount of the EU authorised retaliation was negligible (USD 34,98) but the Commission was still required to adopt a delegated regulation to set the rate of duty to 0%. Retrieving USD 34,98 would have had no trade impact and would have imposed a disproportionate administrative cost to the Union. INTA did not oppose the proposed Delegated Act.

     

    It is expected that in the future the authorised level of retaliation will continue to remain low and will go towards exhaustion. For that reason, the Commission suggests setting a threshold at USD 30 000 of disbursements made by US authorities in relation to Union imports in one fiscal year (which would correspond to an authorised level of retaliation of USD 21 600) under which no EU duties would apply. In the unlikely event that sums disbursed by the US exceeded the USD 30 000 sum, the EU would be entitled to apply retaliation. 

     

    The legal basis for this Regulation Amendment is Article 207(2) of the Treaty on the Functioning of the European Union. This limited amendment to the basic act should be adopted by the end of April, so as to avoid initiating the yearly Delegated Act procedure.

     

    Given the limited, targeted and technical nature of the amendment in question, the Chair, as Standing Rapporteur for trade relations with the US, suggested that the proposal be adopted via the Simplified Procedure under Rule 52 (1) of the Rules of Procedure (approval without amendments).

    Ghana is capitalizing on its gold exports (https://apo-opa.co/4iOXHfD) to drive economic growth, with revenues increasing to $11.6 billion in 2024 – a 52.6% increase from the $7.6 billion recorded in 2023. Gold exports accounted for 57% of the country’s total export revenue (https://apo-opa.co/4hHk0lZ), solidifying the industry’s role as a key contributor to GDP expansion. Notably, small-scale miners contributed $5 billion to the sector’s export revenue.

    As Ghana continues to enhance gold production and exports, the upcoming Mining in Motion conference, taking place from 2 – 4 June,  will connect global investors with opportunities in Ghana’s gold value chain. The event will facilitate deal signings and strengthen trade relations with Ghana’s leading gold export markets.

    While Ghana has maintained its position as Africa’s largest gold producer, it has also emerged as a key supplier to international markets. Asia ranks as the primary importer of Ghanaian gold, followed by Europe and Africa. In 2024, gold accounted for 65.4% of Ghana’s total exports to Asia, 60.2% of exports to Europe and 49.4% of exports across Africa.     Lima, 24 March 2025 – International Organization for Migration (IOM) Director General Amy Pope concluded her first official visit to Peru last Friday, kicking off a strategic partnership between IOM Peru and the premier Spanish football league LALIGA FOUNDATION to promote social cohesion and healthy living among migrant and host community children and teens.

    “The integration of migrants here in Peru is not just a humanitarian effort, it is an opportunity to build stronger, more cohesive societies,” DG Pope said. “Sport unites people across cultures, and no sport is more global than soccer. Through this partnership we are creating spaces where young people – both migrants and Peruvians – can learn teamwork and leadership, as well as fostering connections that go beyond the game.”

    This collaboration, supported by the Korea International Cooperation Agency (KOICA), builds upon the achievements of El Balón No Tiene Fronteras (Soccer Has No Borders), a similar programme implemented by IOM in Peru since 2019, which reached over 1,600 children and youth across Peru, fostering social inclusion and strengthening community ties.

    Guatemala City, 14 March 2025 – Amid a sharp increase in southbound migration, International Organization for Migration (IOM) Director General Amy Pope visited Guatemala this week to reaffirm IOM’s commitment to supporting people caught in crisis, providing life-saving humanitarian assistance, and advancing sustainable solutions that ensure people can build a future back home.

    During this first official visit to Guatemala, DG Pope met with President Bernardo Arévalo and Vice President Karin Herrera to discuss migration management, regional cooperation, and support for Guatemalan returnees in line with the Guatemalan government’s National Return Home Plan (Plan Retorno al Hogar). These discussions underscored the critical role of coordinated efforts in addressing migration challenges and ensuring returning migrants receive the assistance they need to reintegrate with dignity.

    “More people are returning home, often under incredibly difficult circumstances,” said DG Pope. “IOM is committed to ensuring that return is safe and dignified while strengthening the conditions that allow people to build a future where they are. That’s why IOM is working closely with the Guatemalan government and other partners to make sure that returning home isn’t just a moment—it’s the start of something better.”

    In recent weeks, southbound migration has surged, with 65% of migrants recorded on irregular routes in Guatemala traveling south. Many face extreme hardship, requiring urgent humanitarian assistance, reintegration support, and safe return options. IOM’s Assisted Voluntary Return (AVR) programs are playing a critical role in supporting this shift, facilitating safe returns from key transit points and responding to emerging migration routes through the Guna Yala territory.

    Through partnerships with governments, donors, and the private sector, IOM remains committed to meeting the urgent needs of people on the move while advancing long-term solutions that address the root causes of migration and promote stability.

  • MIL-OSI China: Jinhua launches global initiative to expand trade

    A major manufacturing city in east China’s Zhejiang Province has kicked off its 2025 global trade promotion initiative in a bid to boost exports, amid rising trade protectionism and weakening demand in key global markets.

    As the first step of this endeavor, a delegation of 55 companies from the city of Jinhua, home to some 2 million market entities, participated in the National Hardware Show in Las Vegas in the United States from March 18 to 20.

    “Participating in exhibitions can help us win new customers and also strengthen relationships with old customers. It also allows us to better understand customer demands and experience,” said Li Xing, general manager of Jinhua Bangte Electric Co., Ltd.

    Li’s company took over 10 types of hardware and electrical accessories to the exhibition to further tap the U.S. market. Ahead of the trade show, he visited clients in Chicago, Los Angeles and New York to gain deeper market insights and explore potential partnerships.

    “As long as we step out overseas, there will be rewards,” said Li. His company, which mainly exports to the United States and Canada, has achieved annual exports of more than 100 million yuan (about 13.93 million U.S. dollars) on average over the past three years.

    Amid rising tariffs on Chinese goods, Li acknowledged the challenges posed by increased costs. He revealed that his company was negotiating with clients to share the burden. He is also working on establishing a U.S.-based trading company to build overseas warehouses to reduce logistics and warehousing costs.

    Zhejiang Seacoast Industrial Co., Ltd., another exhibitor, received positive feedback at the Las Vegas expo regarding its new balcony and courtyard tables and chairs.

    “The United States is an important export destination for China’s hardware and garden products,” said Gao Junting, general manager of Seacoast Industrial. “Through this exhibition, we aim to expand our offline customer base and enter major U.S. supermarkets.”

    Gao noted that rising living costs in the United States are driving consumers to seek affordable yet high-quality products. “This presents an opportunity for us.”

    Beyond the United States, Seacoast Industrial has made significant progress in expanding into Europe, Australia, South America and Asia.

    Currently, about 15 percent of its exports, approximately 5 million U.S. dollars annually, are achieved via online platforms like Amazon in the United States, while over 80 percent goes to clients in Europe, Australia, South America and Asia.

    The city of Jinhua is intensifying its global trade efforts. In 2025, the city plans to organize delegations of exporters to participate in seven more trade exhibitions in Russia, Thailand, Indonesia, South Africa, Britain, Morocco and Türkiye.

    These exhibitions will showcase a wide range of products such as hardware tools, gardening products, kitchen and bathroom products, and lighting equipment.

    With the help of new trade models, including cross-border e-commerce, Jinhua reported strong trade growth in 2024, with total exports rising 16.4 percent year on year to 771.9 billion yuan. The number of local companies engaged in international trade surpassed 17,000 in 2024, a year-on-year increase of 10.3 percent.

    JERUSALEM – Médecins Sans Frontières (MSF) warns that tens of thousands of displaced people in northern parts of the West Bank, Palestine, are without proper shelter, essential services, and access to healthcare. Following the January 2025 ceasefire in Gaza, Israel launched the “Iron Wall” military operation in the occupied West Bank, forcibly displacing thousands of people, and leaving them in an extremely precarious situation. Israel must immediately halt the forcible displacement of Palestinians in the West Bank, and the humanitarian response must be scaled up and reach those in need. 

    “This scale of forced displacement and destruction of the camps has not been seen for decades,” says Brice de la Vingne, MSF director of operations. “People are unable to return to their homes as Israeli forces have blocked access to the camps, destroying homes and infrastructure.”

    “Camps have become ruins and dust,” says de la Vingne. “Israel must stop this, and the humanitarian response needs to be scaled up.”

    Since the war in Gaza broke out in October 2023, Israeli forces have increased the use of extreme physical violence against Palestinians in the occupied West Bank, as MSF highlighted in our report “Inflicting harm and denying care”. In total, 930 Palestinians have been killed, including 187 children, since the war in Gaza began, according to the World Health Organization (WHO). 

    Access to healthcare has been severely hindered, as confirmed by MSF teams on the ground who have witnessed the systematic pattern of oppression by Israel on health workers and patients. The situation further deteriorated since the ceasefire in Gaza, and Israel’s “Iron Wall” operation which has effectively emptied the three main refugee camps of Jenin, Tulkarem and Nur Shams in the northern West Bank, forcibly displacing over 40,000 Palestinians, according to OCHA. 

    “The [Israeli] army raided our house and ordered us to evacuate,” says Issam, an MSF patient who was displaced from Nur Shams camp. “We weren’t allowed to take anything with us – not even our documents.”

    “All we received was the warning: ‘Get out’,” says Issam. “Displacement is suffering, a silent anguish, a deep pain in the heart for everyone. You see the tears in people’s eyes, but we hold them back.”

    The mental health situation is alarming, with many patients suffering from stress, anxiety, and depression due to the violent and unpredictable nature of incursions and displacement. 

    “People don’t know what has happened to their homes and have suffered immense losses, including their sense of purpose,” says Mohammad, an MSF community health educator.

    “Drones were flying over the houses, ordering the residents to get out,” says Abdel, a resident of Jenin camp. “They always destroy things, but nothing like this has ever happened before.”

    MSF previously offered support in the three camps but had to adapt activities given the security risks and people’s displacement. Our teams now operate daily mobile clinics in Tulkarem and Jenin to provide medical care to displaced people. Our teams are treating chronic conditions such as diabetes and hypertension which have worsened due to lack of access to medication; respiratory infections, and osteo-muscular disorders among others.

    Our teams also distribute hygiene kits and food parcels to support those who were forced to leave their homes without resources or belongings. MSF is providing water to the Khalil Suleiman hospital, the main hospital in Jenin, to mitigate frequent supply shortages due to damage from the military operations.

    MSF continues to respond to the urgent needs, but the scale of displacement and the escalating humanitarian crisis, amid the inadequate international response, present an immense challenge and needs in the West Bank are only getting worse.

    Tuesday.

    A very slowly progressing upper pattern — featuring an eastern U.S.
    trough and a ridge over the interior West — will persist across the
    U.S. Tuesday. Through the second half of the period, an eastern
    Pacific trough is forecast to impinge on the West Coast.

    At the surface, the primary/remnant surface baroclinic zone — which
    will have moved off the eastern seaboard prior to the start of the
    period, is forecast to trail westward from Florida to Texas.

    At this time, it appears that showers and a few thunderstorms will
    affect roughly the southern half of Florida during the afternoon, in
    the vicinity of the surface front, and near sea-breeze boundaries
    south of the front. Gusty winds and small hail may occur with one
    or two of the stronger storms.

    Farther west, a very conditional risk for isolated storm development
    appears to exist across central and northern Texas during the
    afternoon. Steep lapse rates/ample CAPE, but modest flow aloft
    suggests disorganized storms, but low/conditional risk for
    near-severe hail and/or wind is apparent. Overnight, elevated
    convection may develop north of the surface front, over the Oklahoma
    vicinity. However, modest CAPE suggests that any hail should remain
    sub-severe.

    Elsewhere, a few lightning flashes may be possible near Pacific
    Northwest coastal ranges very late in the period, as the upper
    trough approaches. Severe weather is not expected.

    Amplified mid-level flow will progress across the CONUS as an upper
    trough moves from the Great Lakes into the Northeast, and a ridge
    builds steadily over the West. A cold front, trailing from a surface
    low will advance toward the Atlantic and Gulf Coast before stalling
    across south-central TX this afternoon. A band of thunderstorms will
    move southeastward across portions of the Southeast with a risk for
    marginal damaging gusts and hail.

    …Southern LA, to southwest GA and the western FL Panhandle…
    A band of loosely organized thunderstorms are likely to be ongoing
    this morning ahead of the increasingly zonal cold front across parts
    of southern LA, southern GA and the FL Panhandle. Moderate buoyancy
    and modestly strong westerly flow aloft may support a continued
    marginal hail and wind risk as these storms approach the Gulf Coast.
    The most likely area for this appears to be across far southern LA
    and MS. At least a couple hours of filtered diurnal heating is
    possible ahead of the band of storms, along with access to somewhat
    steeper mid-level lapse rates (~7 C/km) from the west. This could
    support a slight rejuvenation of convection for a few hours, with a
    risk for hail and damaging gusts. However, storms should move
    offshore by early afternoon while the front and the remaining
    unstable air mass stall just inland.

    Farther east into the Carolinas, the late return of the deeper
    surface moisture coupled with increasingly poor mid-level lapse
    rates ahead of the eastward moving cold front suggests buoyancy will
    not be large (< 500 J/kg MUCAPE). A few storms may still redevelop along the primary surface front, with potential for isolated gusty outflow winds. However, overall severe potential appears quite low given increasingly limited buoyancy. ...South-central TX... As the cold front stalls and begins to gradually lift northward, strong diurnal heating and deep surface moisture could support very isolated storm development across the higher terrain of the Edwards Plateau and south-central TX. Area RAP soundings show steep mid-level lapse rates (~8 C/km) and 2000-2500 J/kg of MLCAPE, which could support a conditional severe risk for hail and damaging gusts. However, this appears unlikely given subtle mid-level height rises and little ascent away from the slow moving surface front.
