    WASHINGTON – Today, the House Appropriations Legislative Branch Subcommittee met to consider its Fiscal Year 2026 bill. The measure was approved by the Subcommittee, which Congressman Valadao chairs. 

    “As the Chairman of the Legislative Branch Subcommittee, it’s been an exciting few weeks working to draft a bill that demonstrates our strong commitment to fiscal responsibility and transparency in how Congress manages its own operations,” said Congressman Valadao. “This legislation reins in unnecessary spending, focuses on core needs, and ensures that every dollar is justified and accountable to the American people. It also fully funds sworn staffing needs for Capitol Police to ensure the Capitol complex, Members of Congress, and all who work and visit here are safe. I thank Chairman Cole for his leadership throughout this process and look forward to working with my colleagues on the House Appropriations Committee to get this bill over the finish line.”

    Appropriations Committee Chairman Tom Cole said, “The foundation of our work is service to the American people, and this FY26 bill reflects that commitment through targeted and responsible investments.     I am pleased to introduce the Fiscal Year 2026 Legislative Branch Appropriation bill for the subcommittee’s consideration.

    I’d like to begin by thanking our subcommittee Members in attendance for their input and support throughout the hearing season and during the formulation of the bill we present for consideration this evening. I’d like to specifically thank Ranking Member Espaillat for his contributions and valuable insights.

    This bill provides $5 billion – a 5.3 per cent decrease from the fiscal year 2025 enacted House level. As the legislative branch, we believe it is our responsibility to lead by example and make responsible funding decreases where appropriate.

    I want to take a moment to recognize the tragic events that took place in Minnesota since Congress was last in session. Political violence has no place in our country, and I continue to pray for the victims and those grieving the loss of their loved ones.

    As appropriators on the Subcommittee on the Legislative Branch, we have the unique responsibility to provide for the safety and security for Members of Congress and the United States Capitol complex, the heart of Democracy in the world.

    The bill under consideration today includes increased funding for the House Sergeant at Arms and the United States Capitol Police, including double the annual amount requested for mutual aid reimbursements. It also continues to carry the increase in the Members’ Representational Allowance that began in 2017 for the purpose of providing Member security when they are away from the Capitol complex.

    It is my understanding that the House Sergeant at Arms is developing a number of proposals regarding additional security measures for Member consideration. In the days ahead, we look forward to reviewing and discussing these proposals with our colleagues to determine the most appropriate path forward. As you all are aware, this subcommittee mark is the first step of this bill’s journey, and we look forward to continuing the discussion on security measures, particularly when we go to conference with the Senate where we will be able to address these concerns in a united fashion. 

    Again, I’d like to thank all Members for their thoughtful contributions to the Legislative Branch Subcommittee’s bill and report. I also want to thank the subcommittee staff on both sides.   • MIL-OSI USA: Public Broadcasting Service (PBS)’s Role in Emergencies

    strong>SALEM, Ore.—In an age of digital communication, public broadcasting radio stations remain an indispensable tool for emergency alerts and disaster response. As natural disasters, extreme weather events, and public safety emergencies continue to challenge communities, local and national public radio stations provide reliable, timely and accessible information that can save lives.

    “The Public broadcasting radio plays a critical role in disseminating emergency alerts when disasters strike,” Oregon Statewide Interoperability and Watch Center Manager William Chapman, said. “Through partnerships with agencies like the Federal Emergency Management Agency (FEMA) and the National Oceanic and Atmospheric Administration (NOAA), public radio stations broadcast emergency messages, weather warnings, and evacuation orders to ensure that residents receive crucial updates—especially in areas where other forms of communication, like internet access and cellular service, is unavailable or disrupted.”

    Unlike digital platforms that rely on cellular networks or broadband services, radio signals remain stable and reach communities even when power lines are down and mobile networks are overloaded. This resilience makes public radio a trusted source during hurricanes, wildfires, earthquakes and other crises where traditional communication channels may fail.

    The Public Broadcasting Network (PBN) helps emergency responders coordinate effectively by making its statewide spectrum available to federal and state authorities to communicate with first responders and the media during emergencies. While, PBS WARN provides a back-up mechanism to wireless emergency alerts, should carrier connections fail either due to an internet disruption or a cybersecurity incident.

    Additionally, the Federal Department of Homeland Security’s Science and Technology Directorate (S&T) is collaborating on a new effort to arm agencies with a digital alerting system that taps into NEXTGEN public TV broadcasting technologies to provide emergency dispatch backup and resiliency if the internet or phone systems are down.

    “Next Gen TV will not only improve emergency alerting but also create resilient methods of communications to get emergency call information to first responders when other means of communication are offline,” Chapman said. “This capability is still in the development phase but early protypes have shown that the technology works.”

    While many for-profit broadcasters choose to provide emergency alerts voluntarily, public broadcasters are expected to do so as part of their core mission. Since public broadcasting is mission-driven—not profit-driven—and publicly owned, offering alerts is a mandatory service. However, services like emergency alerts often cost more to maintain than they generate in revenue, which is why they’ve traditionally been subsidized by taxpayer dollars. As a result, federal funding is foundational for public media, representing an essential portion of station budgets. It enables stations to provide free educational content, local programming, and critical emergency alerts. Without it, many stations, especially in rural areas, would struggle to operate.

    Public radio stations also contribute to disaster preparedness by offering educational programming on emergency response, featuring expert interviews, and keeping listeners informed about potential threats. Furthermore, in the aftermath of a disaster, they help relay recovery related information, share community resources, and offer support to those affected.

    “Public radio connects communities with lifesaving information and resources, ensures that emergency responders can coordinate effectively, and provides reassurance during uncertain times,” Erin McMahon, the Oregon Department of Emergency Management (OEM) director, said.

    As climate-related disasters increase and emergency response becomes more complex, public broadcasting radio remains a vital part of public safety infrastructure and a reliable source of information in times of crisis.

    “Well, good afternoon, everybody. I want to say a special thanks to Secretary Kennedy and CMS Administrator Dr Oz, and especially President Trump, for inviting me to participate in today’s event to address the number one bureaucratic nightmare facing doctors and patients: prior authorization.
    “Now, long before I ran for Congress, I was a practicing OB-GYN for some 25 years, and I vividly remember a patient I once had scheduled for an infertility surgery. She’d taken time off work and arranged help at home, only to be told the morning of a procedure that her insurance company had added another step to the prior authorization process, abruptly canceling her surgery.
    “Now, whether you need a hip replacement or a heart catheterization, many patients feel their critical care has been delayed by an opaque and burdensome prior authorization process. It’s something I hear about all the time back home. Moreover, physicians and nurses complain that the process has become increasingly onerous because of constantly changing requirements, often demanding more time to navigate the red tape than to complete the pre-surgery medical workup.
    “Today, by having all the players in the room, we hope to see a commonsense solution to streamline and improve our healthcare system. We must prioritize patients’ health over corporate profits and arbitrary cost-cutting measures. For nearly my entire time in Congress, I fought to reform the prior authorization process and Medicare Advantage. Today’s event moves us closer to that goal, ensuring patients receive timely lifesaving and health-restoring care.
    “Again, I just look forward to working with Secretary Kennedy, Administrator Oz, and insurers together to overhaul this process. I’m going to continue to champion this fight in Congress and support their efforts.   • MIL-OSI China: Atletico win in vain as Botafogo advance at Club World Cup

    Atletico Madrid became the first European team to be eliminated from the 2025 FIFA Club World Cup despite Antoine Griezmann’s late goal helping the Spanish club beat Brazil’s Botafogo 1-0 in Group B on Monday.

    The narrow victory was not enough to send the Spanish side into the knockout stage, as three teams finished with six points in the group. Atletico was edged out on goal difference, finishing third behind Paris Saint-Germain and Botafogo.

    Atletico dominated the match with 22 shots but struggled to convert until the 87th minute, when Griezmann slotted home a low cross from Julian Alvarez to break the deadlock.

    Botafogo, the reigning South American champions, employed a deep defensive setup and relied on quick counterattacks, producing four shots – three of them on target – all of which were denied by Atletico goalkeeper Jan Oblak.

    The match’s most controversial moment came in first-half stoppage time when Alvarez was brought down in the box. However, after a VAR review, the referee opted not to award a penalty, prompting heated protests from the Atletico bench.

    “Every refereeing decision in this tournament went against us,” Atletico head coach Diego Simeone criticized the referee’s decision in the post-match press conference.

    “We had the same number of points as the Champions League winner and Libertadores winner, but we missed out because of the match against Paris Saint-Germain, where every decision always went against us. We’re close. We’re competing well, but we still need a little more,” he added.

    In the other Group B match, which kicked off at the same time, Paris Saint-Germain eased past the Seattle Sounders 2-0. The result saw Paris Saint-Germain top the group, ahead of Botafogo on goal difference.

    Botafogo coach Renato Paiva said that few people in Brazil would have believed they could qualify from the difficult group before the start of the tournament. “Now we did what no one expected. We have to thank the Botafogo fans, and we have to be proud for Brazilian football,” he said.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, today questioned state Attorneys General at a bicameral spotlight forum entitled “Defending the Rights of the People: States and Congressional Allies Fight Back Against Trump’s Constitutional Abuses,” with a panel of Democratic state Attorneys General who are combatting the Trump Administration’s egregious and unlawful actions through litigation. House Judiciary Committee Ranking Member Jamie Raskin (D-MD-08) led the forum with Durbin.

    Durbin first questioned the Attorneys General about the Trump Administration abusing due process, specifically regarding the U.S. Immigration and Customs Enforcement (ICE) mass deportation efforts. During his questioning, Durbin recounted a visit he made to an immigration court on Friday in Chicago to see firsthand what is happening during these immigration hearings.

    “We know what’s happening in some of these cases—these people [immigrants] are appearing for hearings and the federal government—ICE—is standing up and saying ‘we’re dismissing the charges against this individual so there’s no case to consider,’ and at that point, [ICE] detain[s] them and deport[s] them to some country they once lived. There was that fear in the courtroom… This is [a] clear abandonment of basic due process…  These are people who are trying to follow the law of America and get their day in court… I would like to ask each of you—have you run into similar issues of due process in your state and have any suggestions on what we [Congress] ought to be doing?” Durbin asked.

    Illinois Attorney General Kwame Raoul responded that as a child of Haitian immigrants, he went through the immigration process himself. He continued to say that it is “unconscionable” what ICE is doing to the immigrants who are complying with the immigration process and responding to notices to appear in court and then are detained. He continued to say that it is the “furthest thing from due process.” AG Raoul also stated that he is defending the Trust Act in Illinois—which makes “certain that our law enforcement resources are not misused for immigration enforcement.”

    Durbin has criticized the Trump Administration’s ongoing abuse of immigrants to attack the fundamental rights of all Americans. The United States Constitution lays out certain fundamental principles that define our country, including freedom of speech, due process, and the separation of powers. This Administration has used immigration to attempt to undermine our constitutional order and the rule of law, including unprecedented attacks on due process.

    Durbin then noted what he is hearing in the Senate Judiciary Committee nominations hearings and how Trump Administration nominees are responding to questions about the separation of powers and their oath to the Constitution. 

    “If you follow the questioning that’s been asked of judicial nominees over the last two decades—and I’ve served on the Senate Judiciary [Committee] during that period of time—it has changed dramatically under the Trump Administration. We are now asking nominees to the Department of Justice, even nominees to the bench, whether or not they believe an executive [branch official] has to follow a court order or whether they can defy a court order. That is so fundamental to due process and the rule of law,” said Durbin.

  • MIL-OSI Submissions: Palestinian Territories – Israeli authorities further tighten their grip on the West Bank amid escalation with Iran – MSF

    24 June, Jerusalem – As international focus shifts to the escalating conflict between Israel and Iran, Israeli forces have ramped up their activities in the West Bank. Increased military operations in Jenin, Nablus, and Tulkarem governorates, along with additional troop deployments, have led to heightened restrictions on Palestinians. Médecins sans Frontières (MSF) warns that these actions exacerbate the already dire situation for Palestinians in the West Bank, who face significant barriers to accessing healthcare and essential services, especially since October 2023. MSF urges an immediate halt to measures that contribute to forced displacement and a system of annexation, including prolonged military presence, movement restrictions, demolitions, excessive use of force, and denial of basic services.

    “On June 13 the Israeli forces raided my village in Tulkarem, they took over two residential buildings and turned them into military barracks, displacing the people who were living there. Since then, they have been patrolling the village regularly, conducting investigations, interrogations, arrests, searches, and detentions.” Karim*, MSF staff member  

     “Over the past week, West Bank communities have seen their lives further controlled by an occupying power while the world looks away. This cannot continue.” Simona Onidi, project coordinator Jenin and Tulkarem.  

    On 13 June, the day the escalations started, the Israeli authorities blocked all major Israeli checkpoints and road gates entrances to Hebron for four days. This forced people seeking medical care to cross between areas on foot, forcing critically ill people to walk long distances, taking the risk of being shot at, or being prevented from crossing at all.  

    “On 14 June, I tried to take my brother from Bethlehem to a medical appointment in Hebron – a trip that should take 25 minutes. But due to the new Israeli restrictions, all main entrances and exits were closed. It took us three hours, and in the end, despite being very ill, he had to walk through a closed checkpoint on foot, like many others, which is not safe.” Oday Al-Shobaki, communications officer.

    MSF has suspended mobile clinics in Hebron and Nablus that provide mental health, sexual reproductive care, and basic healthcare due to these checkpoint closures and security concerns from the intensified military operations. In Jenin and Tulkarem, mobile clinics had to adapt working hours, running on some days, not others, because of Israeli forces’ presence in nearby villages. This has forced patients to rely on phone consultations.  

    Military operations and violent raids by the Israeli army have been going on for years in the West Bank. 2022 saw a then-record number of Palestinian deaths due to violence by Israeli forces or settlers. Since October 2023, Israeli forces have increased the number of coercive measures and use of extreme physical violence against Palestinians in the occupied West Bank including severe movement restrictions, military raids, and systemic barriers to essential services.  

    In January 2025, the Israeli forces began the ‘Iron Wall’ military operation in northern West Bank, which is still ongoing. Violently emptying well-established camps and preventing any return. More than 42,000 people have been forcibly displaced and left without stable homes and with limited access to food, water, and medical care.

    “This latest wave of restrictions and violence over the last week, seems to be an opportunity for Israeli forces to entrench control, deepen the fragmentation of Palestinian communities and further the system that the International Court of Justice has described as amounting to racial segregation and apartheid. We urge third states to move beyond words of condemnation and put real pressure on Israeli authorities to end excessive force and lift movement restrictions blocking access to essential services and humanitarian aid, scaling up support for displaced and isolated communities across the West Bank.” Simona Onidi, project coordinator, Jenin and Tulkarem.

  • MIL-OSI USA: Issa, Ross Introduce Legislation to Protect Public Access to Federal Rules, Regulations

    Washington, D.C. – Congressman Darrell Issa (CA-48), Senior Member of the House Judiciary Committee and Chairman of its Subcommittee on Intellectual Property, Artificial Intelligence, and the Courts, was joined by Congresswoman Deborah Ross (NC-02) and introduced H.R. 4072 — the Protecting and Enhancing Public Access to Codes Act (Pro Codes Act) — to protect and maintain public access to key federal rules and regulations.

    “Standards in federal rules and regulations matter to us all, and never more so than when they are at a point of either streamlining public access or blocking it from the people’s reach,” said Rep. Issa. “The Pro Codes Act will achieve a long-term goal that will make a lasting difference: Ensure our standards remain transparent, accessible, and available.”

    As more codes get incorporated by reference into legal standards by courts, the Pro Codes Act will protect a code or standard’s incorporation by ensuring the copyright doesn’t extinguish. The bill ensures that the public retains free access to the information. Just as some online services have a free version of their product with limited functionality and a paid premium version with greater functionality, under this bill, those that invest in code development will still be able to sell the materials in certain formats so long as they are simultaneously providing access to the information for free.

    “I believe that codes that have been incorporated into law should always be available to the public at no cost. I also believe that we must protect incentives to create, update and correct codes,” said Rep. Ross. “The Pro Codes Act strikes a critical balance between enabling public access to codes and ensuring copyrights are protected and organizations are properly compensated and incentivized to create and update the standards we need to keep the American people safe and healthy. I thank Congressman Issa for his partnership on this issue.”

  • MIL-OSI USA: SBA Offers Disaster Assistance to Missouri Small Businesses, Private Nonprofits and Residents Affected by Adverse Weather

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to Missouri small businesses, private nonprofits and residents to offset physical and economic losses from severe storms, tornadoes, straight-line winds, heavy rains, large hail, flooding and flash flooding occurring April 29. The SBA issued a disaster declaration in response to a request received from Gov. Mike Kehoe on June 21.

    The disaster declaration covers the Missouri counties of Barry, Christian, Dade, Dallas, Greene, Jasper, Lawrence, McDonald, Newton, Polk, Stone and Webster as well as the Kansas county of Cherokee, and the Oklahoma county of Ottawa.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP)organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for businesses, 3.62% for nonprofits, and 2.81% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    “When disasters strike, SBA’s Disaster Loan Outreach Centers play a vital role in helping small businesses and their communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “At these centers, SBA specialists assist business owners and residents with disaster loan applications and provide information on the full range of recovery programs available.”

    Beginning Wednesday, June 25, SBA customer service representatives will be on hand at the following Disaster Loan Outreach Centers (DLOCs) to answer questions about SBA’s disaster loan program, explain the application process and help each individual complete their application. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

    WASHINGTON, D.C. – Today, Congressman Jonathan L. Jackson (IL-01) announced the passage of H.R. 1998, the Sanctioning Sea Pirates Act, landmark legislation to combat the rising threat of piracy in critical global shipping lanes and safeguard the economic and national security interests of the United States.

    “Over the last few years, we have seen how fragile global supply chains can be and how disruptions in key maritime routes can lead to shortages and inflation here at home,” said Congressman Jackson. “More than 30% of global container trade passes through the Red Sea. When pirates and terrorists threaten these waters, American consumers and businesses feel the impact in the form of higher prices and delayed goods.”

    The Sanctioning Sea Pirates Act imposes targeted sanctions on individuals and entities engaged in piracy worldwide, including asset freezes and denial of entry into the United States. The legislation comes in response to a surge in attacks by both Houthi militants and Somali pirates in the Red Sea and Gulf of Aden, which have reached levels unseen in a decade.

    The Honourable Anita Anand, Minister of Foreign Affairs, hosted His Highness, Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the United Arab Emirates (UAE), for a visit to Canada from June 19 to 20, 2025. The visit reaffirmed the shared commitment of Canada and the UAE to deepen bilateral cooperation across trade, investment, innovation, people-to-people ties, international development, and regional peace and security.

    During the visit, His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the UAE, met with the Right Honourable Mark Carney, Prime Minister of Canada. The two sides discussed the growing ties between Canada and the UAE. On behalf of HH Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, HH Sheikh Abdullah bin Zayed Al Nahyan extended to Prime Minister Carney an invitation to visit the UAE this year.

    Canada and the UAE will continue to deepen their bilateral relationship by exploring new opportunities for cooperation, with particular emphasis on economic ties.     Water: Both countries recognized that water lies at the core of climate action, affirming their shared commitment to addressing global water challenges. Both sides underscored the need to strengthen international cooperation, highlighting the upcoming 2026 UN Water Conference, to be co-hosted by the UAE and Senegal, as a key opportunity to advance global water efforts. They also stressed the importance of investing in water technology and innovation to scale up water-scarcity solutions, as exemplified by the UAE’s launch of the Mohamed bin Zayed Water Initiative in early 2024. 

    Energy and Natural Resources: Canada and the UAE reaffirmed their shared commitment to advancing energy security and accelerating a just transition to a low-carbon economy. The UAE’s growing investment footprint in Canada demonstrates the strong commercial foundation for future cooperation. Canada welcomed the UAE’s interest in formalizing energy collaboration. Canada recognized the UAE’s pioneering efforts in the energy sphere and welcomed the UAE’s interest in promoting greater energy collaboration on an international level. Canada also expressed support for continued dialogue on joint initiatives in decarbonization, liquified natural gas, nuclear, hydrogen, and critical mineral value chains. In this context, Canada and the UAE highlighted their dedication to build on their current ties in the fields of energy and critical energy-transition minerals, while including a focus on promoting investment opportunities and enhancing mutual investment attraction.

    International Peace and Security: Canada and the UAE reiterated their shared commitment to promoting peace, stability, and inclusive prosperity across the Middle East and beyond. Both countries emphasized the importance of sustained diplomatic engagement, humanitarian leadership, and multilateral cooperation in addressing geopolitical challenges. They unequivocally condemned all acts of terrorism. They reaffirmed the importance of maintaining and promoting peace and coexistence and their rejection of intolerance, hate speech, discrimination and all forms of extremism.

    Canada and the UAE also restated that the principles of dialogue, adherence to international law, and respect for state sovereignty are essential to resolving the conflict between Israel and Iran. Both sides stressed the need for an immediate and permanent ceasefire in Gaza; the release of all remaining hostages; and the urgent, sustainable, unhindered, at-scale flow of aid to address the appalling humanitarian catastrophe. Canada and the UAE also underscored the importance of sustained efforts to advance a serious political horizon toward the two-state solution. The Ministers reaffirmed the urgent need for de-escalation and urged all parties to refrain from actions that further destabilize the region. Both sides reasserted that diplomatic engagement remains essential to ensuring long-term regional stability and international security.

    Joint Committee for Cooperation: Both countries are actively using the Joint Committee for Cooperation (JC) as a strategic platform to drive forward a deeper, more institutionalized partnership. Through regular, high-level dialogue, the JC is advancing collaboration in priority areas such as trade and investment, defence and security, and climate and energy. Canada will host the next Ministerial meeting, reinforcing the shared commitment to sustained, results-driven engagement.

    International Development Cooperation: Canada and the UAE reaffirmed their mutual determination to address pressing global development and humanitarian challenges. Canada welcomed the UAE’s role as a global development and humanitarian partner. Recognizing the unprecedented scale and severity of humanitarian crises around the world, Canada and the UAE reaffirmed their shared commitment to cooperate closely in delivering assistance and empowering communities. Both countries underscored the importance of this partnership, and committed to leveraging their complementary strengths, particularly during a time of intensifying conflicts around the world.

    Canada commended the UAE’s global leadership in humanitarian and mediation efforts, including in Gaza, where the UAE has emerged as the largest bilateral aid donor, and in Ukraine, where the UAE has facilitated 15 prisoner-of-war exchanges, consistent with Canada’s ongoing efforts to address the human dimension of the war. These efforts underscore a shared commitment to upholding international humanitarian law and fostering dialogue in times of conflict. Both sides emphasized the importance of pursuing durable and just solutions grounded in international law and inclusive political processes.     People to People: Canada and the UAE celebrated their deepening people-to-people ties, which serve as a cornerstone of the growing bilateral partnership. Canada welcomed the increasing number of Emirati students in Canadian higher education institutions, reflecting mutual recognition of academic excellence. The UAE acknowledged the valuable contributions of the more than 60,000 Canadians living and working in the Emirates, who continue to enrich the diversity, innovation and vibrancy of UAE society.

  • MIL-OSI China: Trump announces ceasefire between Israel, Iran

    U.S. President Donald Trump announced Monday that Israel and Iran have reached a formal agreement to implement a complete and total ceasefire, marking what he called the end of the “12-Day War.”

    In a post on his Truth Social platform at 6:02 p.m. Monday, Trump congratulated both nations and revealed that the ceasefire will begin in approximately six hours, following the completion of each side’s ongoing military operations. The ceasefire will initially last 12 hours, during which the opposing side will maintain a posture of “peace and respect.”

    According to Trump, Iran will initiate the ceasefire, followed by Israel 12 hours later, culminating in an official declaration of the war’s end at the 24-hour mark.

    “On the assumption that everything works as it should, which it will,” Trump wrote, “I would like to congratulate both countries… on having the stamina, courage, and intelligence to end what should be called ‘THE 12 DAY WAR.’”

    Calling the agreement a breakthrough that “could have saved the Middle East from years of destruction,” Trump ended his announcement with a sweeping message of unity: “God bless Israel, God bless Iran, God bless the Middle East, God bless the United States of America, and GOD BLESS THE WORLD!”

    There has been no immediate confirmation from Israeli or Iranian officials. White House and Pentagon sources have yet to issue official statements.

  • MIL-OSI USA: Emergency kits and batteries available for eligible older adults and people with disabilities

    lder adults and people with disabilities may qualify for free emergency kits and batteries to stay safe during disasters.

    Emergencies like wildfires, heat waves and floods can happen at any time. It’s important to be ready. But for many people, it’s hard to know where to begin. They also may not have money for supplies.

    During the COVID-19 pandemic, the Oregon Department of Human Services (ODHS) saw that many people needed help getting ready for emergencies. This was especially true for older adults, people with physical disabilities, and those with intellectual or developmental disabilities (I/DD). Many of them rely on electricity for important medical and safety equipment.

    To help, ODHS got support from the American Rescue Plan Act (ARPA). Two ODHS programs — the Office of Aging and People with Disabilities (APD) and the Office of Developmental Disabilities Services (ODDS) — used ARPA funds to give emergency supplies to those in need.

    What’s available now?

    APD has about 18,000 emergency kits and 1,200 power stations available for older adults and people with physical disabilities who get Medicaid in-home supports. Those who qualify get long-term services and supports through APD and some county governments.

    These items include:

    • Emergency kits — These kits are filled with supplies like flashlights, blankets, first aid items and food.
    • Power stations — These are portable, rechargeable batteries. They can provide power when the electricity is out.

    If you think you qualify and want supplies, please contact your case manager. If you don’t know who your case manager is, call or visit the local office where you receive APD services. ODHS lists contact information for all state and county offices that provide services.

    What has already been done?

    APD has given out roughly:

    • 2,000 emergency kits
    • 500 power stations

    ODDS worked with its partners to give out:

    • 20,137 emergency kits
    • 7,047 power stations
    • 1,276 generators

    Some ODDS partners held distribution events, trainings and emergency fairs. They also helped connect service providers with local emergency teams. These efforts reached 22,780 people, 478 service sites, and 41 emergency hubs across Oregon.

    Being ready can make a big difference. ODHS is proud to support the safety and well-being of people across Oregon.

    HONOLULU — Governor Josh Green, M.D., has ordered the United States and state of Hawai‘i flags to be flown at half-staff at all state offices and agencies, as well as the Hawai‘i National Guard, from sunrise on Tuesday, June 24 to sunset on Thursday, June 26. Memorial services will be on Wednesday, June 25.

    “Few people have lived a life that reads more like an epic novel than John Henry Felix,” said Governor Green. “From assembling Red Cross care kits as a schoolboy for children caught in war, to risking his life in war zones to bring relief to refugees and orphans, to building institutions that continue to serve our people today, John Henry embodied service above self for over eight decades. His fingerprints are on the humanitarian infrastructure of entire regions — from Kalaupapa to Cambodia — and his work has saved and bettered the lives of untold thousands. Hawai‘i has lost a giant in compassion and public service. On the day we lower our flags, we honor not only his remarkable achievements but the boundless heart behind them.”

    Born and raised in Honolulu, John Henry Felix dedicated his life to advancing the common good. His roles spanned Chair Emeritus of the Hawai‘i Red Cross, founder of multiple Red Cross Societies in the Pacific, field delegate in international relief efforts across Southeast Asia and Africa, Chair of the American Red Cross International Committee, and distinguished leader in the Boy Scouts of America and March of Dimes. Among countless honors, he was the first American to receive the International Red Cross Dunant Medal of Honor and was designated a Distinguished Eagle Scout.

    Throughout his life, Felix demonstrated an unparalleled ability to merge bold vision with boots-on-the-ground action — whether it was building a prosthetics factory in Cambodia, leading refugee repatriation efforts, or personally comforting orphans in war-torn regions. His “Walking Blood Donor Program” in remote Pacific islands — a precursor to mobile blood banks — reflected his signature ingenuity and deep care.

    Today, House Democratic Leader Hakeem Jeffries held a press conference where he criticized the Rubber Stamp Republicans for not standing up for the American people while Donald Trump unleashes chaos, cruelty and corruption. 

    LEADER JEFFRIES: Good afternoon, everyone. The Trump administration continues to unleash chaos, cruelty and corruption on the American people. Donald Trump and extreme MAGA Republicans have been a complete and total failure domestically and internationally. Donald Trump promised that on day one of his presidency, he would end the war in Ukraine. He promised on day one of his presidency, he would free the hostages to bring about peace in the Middle East. And Donald Trump promised that on day one of his presidency, costs would go down in the United States of America. None of it has happened. Instead, costs in the United States of America aren’t going down, they’re going up. Donald Trump and extreme MAGA Republicans are crashing the economy in real time and driving us toward a possible recession. Donald Trump and House Republicans have not done a single thing to lower the high cost of living in the United States of America. Not a single thing. Instead, Republicans are trying to jam this One Big, Ugly Bill down the throats of the American people.

    The GOP Tax Scam represents the largest cut to Medicaid in American history. It’s an all-out assault on the healthcare of the American people. Children, families, people with disabilities, seniors, veterans will all be hurt by the GOP Tax Scam. Premiums, copays and deductibles will go up for tens of millions of Americans. Hospitals will close. Nursing homes will shut down. Community-based health clinics will be unable to operate, and because more than 16 or so million people in America will lose their healthcare, people in this country will die. That’s what Republican governance has brought to the United States of America. The GOP Tax Scam will also cut nutritional assistance from the American people. Children and seniors and older Americans will literally have food ripped away from them. And this all-out assault on healthcare, this all-out assault on nutritional assistance, is being done by Republicans so they can provide their billionaire donors with massive tax breaks that they don’t need and don’t deserve. The one big, ugly Republican bill will hurt everyday Americans in order to reward billionaires.

    At the same time, Donald Trump and his actions—which do not appear to be consistent with the United States Constitution—takes unilateral offensive military action without seeking the approval of the United States Congress. The use of military force, which is offensive in nature, must be approved by the House and the Senate. That’s according to the Constitution. It’s not optional, Donald. It’s not. The framers of the Constitution actually gave Congress the power to declare war for a reason. So the American people, through their elected representatives, would have the opportunity to debate the issue and make some decisions as it relates to what’s in the best interest and the national security of the American people. Donald Trump and the administration chose to ignore the Constitution. And so they’re going to have to come before Congress and explain their justification for an offensive military strike against Iran.

    Yes, we can never allow Iran to become a nuclear power. And of course, Israel has the right to defend itself, and we’ll support Israel’s security in an ironclad manner. But the Trump administration intentionally decided to ignore the aggressive diplomacy that was available to it, to try to address the Iranian nuclear threat and ignore the requirements of the Constitution, and now they’ve got to explain why. And we expect that justification, not just at the classified briefing behind closed doors tomorrow, but we expect them to explain to the American people the basis of the strike. What were the results in terms of actually thwarting Iran’s capacity to become a nuclear power? And what are the Trump administration’s plans to avoid another potentially disastrous war in the Middle East, with thousands of American lives are potentially at risk? What is your plan to avoid another foreign war, a promise you made, a promise that Donald Trump made to the American people last year? And just like every other major promise that he made on the campaign trail, he’s failed to keep.

  • MIL-OSI Security: Defense News: Hohenfels Army Lodging recognized as the Army Lodging of the Year Award for 2024

    USAG BAVARIA – HOHENFELS, Germany – The U.S. Army Lodging Operation of the Year Award recognizes outstanding performance and dedication in Army lodging operations, and U.S. Army Garrison Bavaria’s Army Lodging in Hohenfels recently received the award in the small category (1-60 rooms).

    The Hohenfels lodging facilities were established 1951 and have since been integral to supporting training activities and operations.

    “We are getting recognized for something that the team here has put a lot of hard work into over the last year, and I’m just really proud of what they’ve done,” said hotel manager Clifford Martin. “We focused a lot on customer service over the last couple of years, and I think we’ve been able to provide that to the guests, the Soldiers and our scores and our staff and everything reflects that at this point.”

    Winning organizations exhibit outstanding leadership by prioritizing customer service, fostering strong employee relations, ensuring effective financial management, and optimizing back-of-house systems critical to maintaining seamless operations.

    “Winning this award brings a lot of pride to me,” Martin said. “I’ve had the opportunity to really work with a great team. And in doing so, we’ve been able to offer a great facility to the guests for PCS and TDY into the Hohenfels area. So I am just really grateful and honored to have the team that we have here to be able to provide this service to the Soldiers.”

    The Army lodging team in Hohenfels consists of 18 staff members, and together they take care of 40 guest rooms spread across six buildings.

    “With everybody who is coming here, we are the first people that they come see, and we provide them with a place to stay and get them acclimatized to the area,” said assistant manager Marshall Smith. “And then we also support everybody going into the training area as they come and stay with us. So they have a place to come back to every night.”

    Army lodging guests range from Department of Defense travelers on official business, military members and their Families traveling on permanent change of station orders, retirees and military Families

    “This is a testament; it’s impressive to win this,” said USAG Bavaria commander Col. Stephen C. Flanagan, when he took part in the award presentation. “There are so many Army lodges all around the world, and you are one of the best. And it’s really important right now to take care of our warfighters and everyone that supports them coming through.”

    The Hohenfels Army Lodging is dedicated to provide quality lodging and hospitality services to their patrons to support the garrison’s mission and the community.

    “And I know you’re also working with older facilities, and we are working on that,” Flanagan said. ”What shines through is the customer service and the teamwork and that leaves everyone with a better experience. And you clearly go above and beyond to earn this award.”

    Some of the buildings are from 1949; A new Army Lodging facility is planned for 2028. The new six-floor facility will offer 82 apartments.

    Flanagan also presented the garrison coin to the lodging staff as part of the presentation.

    TOWER BARRACKS, Germany – U.S. Army Garrison Bavaria and Ostbayerische Technische Hochschule Amberg-Weiden celebrated their official partnership May 22, 2025, marking the beginning of an initiative that creates an innovative learning environment.

    This partnership aims to support and promote the exchange between practical and theoretical learning, which is achieved by integrating OTH students and faculty into real-world projects with USAG Bavaria.

    “This is a massive win-win,” said Dwayne D. Key II, deputy to the garrison commander at USAG Bavaria. “I’m most excited not just about meeting the students and seeing ourselves through their eyes. And I think this present generation of learners is so phenomenal.”

    With the support of 120 professors across its four faculties and 54 degree programs, OTH Amberg-Weiden serves approximately 4,200 students and is known for its innovative, future-oriented education.

    Professor Dr. med. Clemens Bulitta, president of OTH Amberg-Weiden, emphasized the importance of this new addition to the university’s partnership network.

    “It’s all about networking and about bringing people together,” Bulitta said. “When you bring people together, they will exchange thoughts, create ideas, become innovative, and they will drive and strengthen partnership and push developments. And now you become part of this network and the doors are opening on both sides.”

    “This partnership drives innovation,” said Lukas Miserra, management analyst for USAG Bavaria. “It strengthens USAG Bavaria by integrating academic expertise and fostering collaboration between students and professionals with the garrison, providing valuable insights and practical experience.”

    Both sides expressed enthusiasm for growing the partnership and involving more regional actors in future cooperation.

  • MIL-OSI USA: CFTC’s Division of Market Oversight Seeks Public Comment on Proposed No-Action Position to MIAX Futures Exchange, LLC

    WASHINGTON, D.C. — The Division of Market Oversight (DMO) of the Commodity Futures Trading Commission is seeking public comment on a proposed no-action position to MIAX Futures Exchange, LLC (MIAX Futures), a designated contract market (DCM), pursuant to Commission Regulation 140.99. Comments must be submitted by 12 p.m. EDT on June 25, 2025.
    By letter dated June 23, 2025, MIAX Futures requested that DMO issue a letter stating that it will not recommend enforcement action to the Commission in connection with MIAX Futures’ temporary provision for the trading of Minneapolis Hard Red Spring Wheat (HRSW) options on futures (HRSW Options) exclusively through block trades. The requested relief is necessary due to the unavailability of an electronic trading system for the HRSW Options and is intended to allow market participants, including those who are not eligible contract participants (ECPs) as defined in section 1a(18) of the Commodity Exchange Act (CEA), to trade or offset open positions. 
    MIAX Futures has proposed amendments to its rulebook, effective from June 30 through August 29, 2025, to: (i) permit block trading of HRSW Options outside of a centralized market; (ii) lower the block trade threshold for HRSW Options from 15 contracts to one contract; and (iii) permit non-ECPs to participate in block trades of HRSW Options.  
    In order to implement these rulebook amendments, MIAX Futures seeks no-action relief from DCM Core Principle 9, Commission Regulation 1.38, and CEA section 5c(c) and related regulations under Part 40. Staff proposes granting time-limited relief, as described in the proposed letter, to reduce the risk of market disruption and to provide market participants additional time to manage or exit open positions in HRSW Options.
    Due to the novelty of MIAX Futures’ block-trade only proposal, DMO seeks public comment on the above issues. The abbreviated comment period is necessary to facilitate a timely decision in advance of the proposed June 30, 2025, trading date – when the current electronic trading system will cease to be available – if the requested relief is granted.

  • MIL-OSI USA: Tuberville Joins Legislation to Make Blocking Public Roads a Federal Crime

    WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) joined U.S. Senators Thom Tillis (R-NC), Marsha Blackburn (R-TN), Ted Budd (R-NC), and Bill Cassidy (R-LA) in introducing the Safe and Open Streets Act in response to recent anti-ICE riots in Los Angles. The senators’ legislation would make it a federal crime to purposely obstruct, delay, or impact commerce by blocking a public road or highway, and would penalize lawbreakers through fines or up to five years in prison. Senator Tuberville called for the arrest of California Governor Gavin Newsom and Los Angeles Mayor Karen Bass for their failure to punish the domestic terrorists in Los Angeles who were obstructing roads, putting American citizens in danger and compromising the free flow of commerce. 

    “For nearly a week, we watched as domestic terrorists assaulted ICE and law enforcement officers, set fire to cop cars, and blocked streets in Los Angeles and in other blue cities across the country—all while Gavin Newsom and Karen Bass sat on their tails and did nothing,” said Senator Tuberville. “The First Amendment gives us the right to freedom of assembly, but it doesn’t give the right to block our streets and put American lives at risk. I’m proud to join the Safe and Open Streets Act that restores law and order by holding radical protestors accountable.”

  • MIL-OSI USA: Duckworth Announces Opposition to Bryan Bedford’s Nomination to be FAA Administrator

    The Senator raises substantial concerns regarding Bedford’s refusal to commit to protecting 1,500-hour pilot training standards that help keep the flying public safe

    [WASHINGTON, D.C.] – Today, U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Committee on Commerce, Science and Transportation (CST) and Ranking Member of the CST Aviation Subcommittee—issued the following statement announcing her strong opposition to Bryan Bedford’s nomination to serve as Federal Aviation Administrator. Her announcement comes after Bedford refused to commit to upholding the 1,500-hour certification standard for our nation’s pilots after Duckworth pressed him on the issue.

    “It is deeply disturbing that at this critical moment in aviation safety Mr. Bedford refuses to commit to upholding the 1,500-hour pilot training requirement. Amid a surge in near-misses, an air traffic controller shortage, aging air traffic control equipment and facilities, and in the wake of the first major deadly commercial crash in more than a decade, now is not the time to weaken flight hour requirements for all aspiring airline pilots. Incident after incident, it has been pilots who have made last second decisions to avert disaster. Well-trained pilots are our last line of defense, and I cannot support a nominee who as a corporate executive prioritized—and gained notoriety for—his failed effort to convince the FAA to exempt him from the 1,500-hour rule and let him hire less experienced pilots. I will be voting no on Mr. Bedford’s nomination.”

    In light of Bedford’s previous comments and actions against the 1,500-hour rule, Duckworth underscored at his nomination hearing that he would unilaterally attempt to weaken this standard and produce less-prepared pilots despite the serious challenges our nation is facing with regard to aviation safety. When Duckworth asked Mr. Bedford for his commitment to not reduce the 1,500-hour rule if confirmed, Mr. Bedford refused to commit. Duckworth’s remarks can be found on the Senator’s YouTube.

    In 2022, while Bedford was CEO of Republic Airways, the airline asked the FAA for an exemption to the 1,500 hour requirement for graduates from the airline’s training academy. The airline argued its graduates needed only 750 hours of flight time to become first officers, but FAA rejected the application, finding it did not provide an equivalent level of safety.

    Last week, the families of the Colgan Air Flight 3407 crash announced their opposition to Bedford’s nomination.

    For years before the deadly DCA crash, Duckworth has been sounding the alarm that we must make critical aviation safety investments to prevent all-too-often near-misses from becoming catastrophic tragedies. Last Congress, Duckworth chaired two CST Aviation Subcommittee hearings—one last December and the other a year prior—to address our aviation industry’s chilling surge in near-deadly close calls and underscore the urgent need to improve air traffic control systems to protect the flying public.

    Duckworth helped author the landmark bipartisan FAA Reauthorization Act of 2024 that was signed into law last year and included several of her provisions to safeguard the 1,500-hour rule, improve safety, expand the aviation workforce and enhance protections for travelers with disabilities.

    “Protestors who willfully block traffic pose a serious threat to public safety by impacting the flow of emergency vehicles and personnel. They can also significantly inconvenience Americans trying to get to and from work, school, or important personal business. The First Amendment protects the right to assemble and protest peacefully, but it does not permit such behavior. I’m proud to join Sen. Tillis and our colleagues in ensuring America’s streets are kept clear for everyone,” said Senator Budd.

    Background

    The Safe and Open Streets Act is in direct response to radical tactics of anti-ICE protestors who have intentionally blocked roads and highways across the country, including in Los Angeles, stranding drivers and compromising the free flow of commerce.   • MIL-Evening Report: Drone footage captured orcas crafting tools out of kelp – and using them for grooming

    The more we learn about orcas, the more remarkable they are. These giant dolphins are the ocean’s true apex predator, preying on great white sharks and other lesser predators.

    They’re very intelligent and highly social. Their clans are matrilineal, centred around a older matriarch who teaches her clan her own vocalisations. Not only this, but the species is one of only six known to experience menopause, pointing to the social importance of older females after their reproductive years. Different orca groups have fashion trends, such as one pod who returned to wearing salmon as a hat, decades after it went out of vogue.

    But for all their intelligence, one thing has been less clear. Can orcas actually make tools, as humans, chimps and other primates do? In research out today by United States and British researchers, we have an answer: yes.

    Using drones, researchers watched as resident pods in the Salish Sea broke off the ends of bull kelp stalks and rolled them between their bodies. This, the researchers say, is likely to be a grooming practice – the first tool-assisted grooming seen in marine animals.

    Self kelp: why would orcas make tools?

    Tool use and tool making have been well documented in land-based species. But it’s less common among marine species. This could be partly due to the challenge of observing them.

    This field of research expands what we know these animals are capable of. Not only are orcas spending time making kelp into a grooming tool, but they’re doing it socially – two orcas have to work together to rub the kelp against their bodies.

    To make the tool, the orcas use their teeth to grab a stalk of kelp by its “stipe” – the long, narrow part near the seaweed’s holdfast, where it tethers to the rock. They use their teeth, motion of their body and the drag of the kelp to break off a piece of this narrow stipe.

    Next, they approach a social partner, flip the length of the kelp onto their rostrum (their snout-like projection) and press their head and the kelp against their partner’s flank. The two orcas use their fins and flukes to trap the kelp while rolling it between their bodies. During this contact, the orcas would roll and twist their bodies – often in an exaggerated S-shaped posture. A similar posture has been seen among orcas in other groups, who adopt it when rubbing themselves on sand or pebbles.

    Why do it? The researchers suggest this practise may be social skin-maintenance. Bottlenose dolphin mothers are known to remove dead skin from their calves using flippers, while tool-assisted grooming of a partner has been seen in primates, but infrequently and usually in captivity.

    Orcas across different social groups, ages and genders were seen doing this. But they were more likely to groom close relatives or those of similar age. There was some evidence suggesting whales with skin conditions were more likely to do the kelp-based grooming.

    Humpback whales are known to wear kelp in a practice known as “kelping”. But this study covers a different behaviour, which the authors dub “allokelping” (kelping others).

    A surprise from well-studied pods

    Interestingly, this new discovery comes from some of the most well-studied and famous orcas in the world – a group known as the southern resident killer whales. If you were a child of the 90s, you would have seen them in the opening scene of Free Willy, the movie which set me on my path to study cetaceans.

    These orcas consist of three pods known as J, K and L pods. Each live in the Salish Sea in the Pacific Northwest on the border of Canada and the US.

    Researchers fly drones over these resident pods most days and have access to almost 50 years of observations. But this is the first time the tool-making behaviour has been seen.

    Unfortunately, these pods are critically endangered. They’re threatened by sound pollution from shipping, polluted water, vessel strike and loss of their main food source – Chinook salmon.

    Orcas are smart

    In one sense, the findings are not a surprise, given the intelligence of these animals.

    In the Arctic, orcas catch seals by making waves to wash them off ice floes. Before European colonisation, orcas and First Nations groups near Eden hunted whales together.

    They can mimic human speech, while different groups have their own dialects. These animals are awe-inspiring – and sometimes baffling, as when a pod began biting or attacking boats off the Iberian peninsula.

    While orcas are often called “killer whales”, they’re not whales. They’re the biggest species of dolphin, growing up to nine metres long. They’re found across all the world’s oceans.

    Within the species, there’s a surprising amount of diversity. Scientists group orcas into different ecotypes – populations adapted to local conditions. Different orca groups can differ substantially, from size to prey to habits. For instance, transient orcas cover huge distances seeking larger prey, while resident orcas stick close to areas with lots of fish.

    Not just a fluke

    Because orcas differ so much, we don’t know whether other pods have discovered or taught these behaviours.

    But what this research does point to is that tool making may be more common among marine mammals than we expected. No hands – no problem.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) released the following statement after Iran launched retaliatory targeted attacks on a U.S. military base in Qatar: 
    “I condemn Iran’s missile launches targeting U.S. forces in Qatar and am thankful our troops are safe and unharmed. In addition to endangering U.S. forces, these strikes put at risk millions of civilians in Doha. This retaliation would never have taken place if President Trump had not been led into this conflict by Prime Minister Netanyahu. It is clear that Netanyahu’s goals in Iran go well beyond Iran’s nuclear program—clearly evidenced by intentionally bombing universities, television broadcasters, and natural gas sites. Netanyahu wants regime change. It raises serious questions about President Trump’s motivation for dropping bombs without first seeking the support of Congress, as required by the Constitution.  
    “I strongly support Senator Kaine’s War Powers Resolution, which permits U.S. forces to continue defending Israel from attacks by Iran, while enforcing the President’s constitutional obligation to seek Congressional authorization before launching a war with Iran.”  
    Earlier this week, Senator Welch released a statement condemning President Trump’s decision to enter a war with Iran. Senator Welch also shared a video voicing his opposition to taking action in the conflict between Israel and Iran, and urged Senators of both parties to strongly oppose allowing Netanyahu to pull the U.S. into yet another war in the Middle East.

    WASHINGTON, D.C. – U.S. Senator Tammy Baldwin (D-WI) joined a bipartisan group of Appropriations Committee members led by Senators Susan Collins (R-ME) and Jack Reed (D-RI) in sending a letter to Department of Labor (DOL) Secretary Lori Chavez-DeRemer, urging the DOL to reverse its decision to close Job Corps Centers nationwide.

    “The sudden announcement that the Department of Labor began the process of closing all Job Corps Centers on May 29, 2025, will harm students and local economies in every state across the nation,” the Senators wrote. “We urge you to retract this announcement and to faithfully implement the Fiscal Year (FY) 2025 Full-Year Continuing Resolution Act, which President Trump signed into law and which includes $1,760,155,000 for Job Corps.”

    “Job Corps has helped millions of young people, ages 16 to 24, many of whom face significant economic and social challenges, develop the skills and resilience they need to succeed in work and in life through intensive education, training, and support services in a residential setting since its creation in 1964,” they continued. “The sudden closure of Job Corps Centers not only puts young people’s lives at risk, but local communities will pay a steep price, especially the thousands of individuals who work at the Centers and will lose their livelihoods.”

    “Abruptly canceling contracts for the nation’s Job Corps Centers will leave students and communities in the lurch and will undermine opportunities for young people to get education and training to succeed in valuable trades. While we would be pleased to work with you to improve the Job Corps program to do even more to serve our young people and address growing workforce needs, it is essential that you faithfully implement the program in accordance with the FY 2025 Continuing Resolution and reopen all Job Corps Centers,” the Senators concluded.

    The letter was also signed by Senators Patty Murray (D-WA), Lisa Murkowski (R-AK), John Boozman (R-AR), Jeanne Shaheen (D-NH), Cindy Hyde-Smith (R-MS), and Jeff Merkley (D-OR).

    Senator Baldwin has been strongly opposed to President Trump’s moves to close down Job Corps sites, including the one in Milwaukee. During President Trump’s first term, Senator Baldwin blocked the administration from trying to close a Job Corps center near Laona that provides economic opportunities in rural Wisconsin. At a hearing for President Trump’s Fiscal Year 2026 budget proposal in May, Senator Baldwin pressed DOL Secretary Lori Chavez-Deremer on proposed cuts to workforce training programs, including the Job Corps program. After the Trump Administration announced a new round of cuts in May, Senator Baldwin demanded they reverse course on the decision to shutter Job Corps training sites across the country.

    The sudden announcement that the Department of Labor began the process of closing all Job Corps Centers on May 29, 2025, will harm students and local economies in every state across the nation. We urge you to retract this announcement and to faithfully implement the Fiscal Year (FY) 2025 Full-Year Continuing Resolution Act, which President Trump signed into law and which includes $1,760,155,000 for Job Corps. That includes funding to enroll students in Job Corps Centers for the new program year that starts July 1, 2025. We expect the Department to prevent any interruptions or delays in serving students or program options by making the necessary changes or extensions to contracts and quickly restarting background checks.

    Job Corps has served millions of young people, ages 16 to 24, many of whom face significant economic and social challenges, develop the skills and resilience they need to succeed in work and in life through intensive education, training, and support services in a residential setting since its creation in 1964. Today, many jobs require training beyond a high school diploma but not a college degree, including those of strategic national importance, such as electricians needed to build data centers to power artificial intelligence, machinists, pipefitters, and welders to manufacture the next generation of submarines and destroyers, wildland firefighters to keep our communities safe, and nurses to help care for our families. Job Corps is one of the few national programs that fills the gap by recruiting young people who are out of the labor force and providing them with the career and technical education to address these critical workforce needs.

    Job Corps Centers contribute to their local communities and economies. They have developed partnerships with employers, local workforce development boards, local government agencies, and community-based organizations. The sudden closure of Job Corps Centers not only puts young people’s lives at risk, but local communities will pay a steep price, especially the thousands of individuals who work at the Centers and will lose their livelihoods.

    Abruptly canceling contracts for the nation’s Job Corps centers will leave students and communities in the lurch and will undermine opportunities for young people to get education and training to succeed in valuable trades. While we would be pleased to work with you to improve the Job Corps program to do even more to serve our young people and address growing workforce needs, it is essential that you faithfully implement the program in accordance with the FY 2025 Continuing Resolution and reopen all Job Corps Centers.   • MIL-OSI USA: Wyden Reintroduces Legislation to Protect TPS and DED Recipients

    The legislation has been reintroduced following Trump’s attack on immigrant communities, including 563,000 TPS recipients

    Washington, D.C. U.S. Senator Ron Wyden, D-Ore., joined 30 senators today in reintroducing legislation to provide qualified Temporary Protected Status and Deferred Enforced Departure recipients a path to legal permanent residency. 

    “Donald Trump’s all-out war on immigrants spits in the faces of our Founding Fathers,” Wyden said. “Torching TPS is not the answer to repairing our country’s broken immigration system. Immigrants are the backbone of American communities, making the most out of hard-working everyday jobs that prop up our local economies. This bill offers a pathway to permanent residency to TPS recipients so they can fulfill their dream of building a life here in America.”

    Currently, 860,000 people live  in the United States with TPS status, a program that  provides temporary, legal immigration status to those fleeing natural disasters, violence, and political security in their home countries. Similarly, DED is a temporary and discretionary administrative stay of removal granted to foreign citizens from designated countries. These grants are usually in response to war, civil unrest, or natural disasters through an executive order or presidential memorandum that provides eligibility guidelines to conduct foreign relations.

    The reintroduction of the Safe Environment from Countries Under Repression and Emergency (SECURE) Act follows the Trump administration and the Supreme Court’s attack on TPS. The Supreme Court upheld the Trump administration’s repeal of TPS for an estimated 563,000 recipients, putting hundreds of thousands of immigrants at risk of deportation and significant danger in their home countries.

    This legislation is endorsed by AFL-CIO, Laborers’ International Union of North America, International Union of Painters and Allied Trades , CASA, National TPS Alliance, Working Families United, the National Network for Arab American Communities, International Longshore and Warehouse Union, Service Employees International Union , and Communities United for Status and Protection.

    Specifically, the SECURE Act would ensure current and past TPS recipients and DED eligible individuals – who have been continuously present in the United States for at least three years – are eligible to apply for legal permanent residency.

    .Under the SECURE Act:

    1. A spouse, domestic partner, child, or unmarried child of a qualifying non-citizen would be eligible to obtain permanent resident status (upon meeting certain requirements).
    2. Individuals with a pending TPS application will receive work authorization and be eligible for travel authorization.
    3. Non-citizens with a pending application on intention to apply for permanent legal status are shielded from deportation.  Non-citizens who have a pending application or are prima facie eligible for permanent status under the bill and intends to apply are shielded from deportation.
    4. Information from an applicant’s application may not be shared or used for immigration enforcement purposes, with limited exceptions such as identifying fraudulent claims.
    5. DHS must provide reasonable explanation to Congress before terminating a country’s DHS status.
