    On April 27, 2025, Darwin Heilman, an inmate from Pacific Institution, died while in our custody of apparent natural causes.

    At the time of death, the inmate was 81 years old and had been serving an indeterminate sentence, which commenced on January 11, 1971.

    As in all cases involving the death of an inmate, the Correctional Service of Canada (CSC) will review the circumstances. CSC policy requires that the police and the coroner be notified.

    Sends Letter to Honduran President Castro Calling for Swift Assistance for American Children in Need of Urgent Medical Care and Repatriation

    Washington, D.C. –  Congresswoman Norma J. Torres sent a letter to President Xiomara Castro of Honduras today, urging immediate action to protect U.S. citizen children who were unlawfully removed from the United States by the Trump Administration. The letter follows recent reports that several American children were forcibly removed from the country, in violation of their constitutional rights.

    The Congresswoman expressed grave concern over the illegal actions that saw these U.S. citizen children, some of whom are in desperate need of medical care, being removed from the United States without due process. One child, a 4-year-old with stage 4 cancer, is among those affected.

    “It is unconstitutional and immoral to cast out American children from the United States. These children must be allowed to return to the U.S. immediately, and their well-being must be prioritized,” said Congresswoman Torres. “I urgently seek your help to ensure they receive the care and protection they deserve.”

    The letter emphasizes the need for immediate support in reuniting the children with their families and ensuring their safety, especially for those in critical health conditions. She reminded President Castro of the successful cooperation between the U.S. and Honduras under the Central America Women and Children Protection Act, which Torres championed, and urged her to continue that partnership to protect vulnerable children.

    The Congresswoman is committed to safeguarding all children, regardless of their immigration status, and underscoring that the Trump Administration’s actions represent a direct violation of the law and the values that the United States was founded on.

  • MIL-OSI USA: Former Vice President and Controller of Publicly Traded Consumer Goods Company Sentenced to 13 Months for $1.6M Insider Trading Scheme

    A Florida man was sentenced yesterday in the Southern District of Florida to 13 months’ imprisonment and a $10,000 fine for his role in an insider trading scheme that netted over $1.6 million in profits. He was also ordered to pay over $200,000 in restitution and over $1.6 million in forfeiture.

    According to court documents, from November 2018 to April 2023, Stephen George, 54, of Parkland, was a member of the Finance Department and held roles including controller and vice president at a consumer-packaged goods company headquartered in Boca Raton, Florida (Company A). The company was the maker of a fitness drink whose securities were publicly traded on the NASDAQ Stock Market. At Company A, George received material non-public information (MNPI) regarding the company’s financial performance.

    On his final day at Company A on April 7, 2023, George created a consolidated income statement showing its financial performance for the first quarter of 2023, which George knew contained MNPI. The income statement showed that the company’s first quarter results had greatly exceeded expectations. George then emailed the document to himself using two personal email accounts.

    On April 10, 2023, the first trading day after his last day of employment, and continuing through May 8, 2023, George purchased Company A securities based on MNPI – specifically, 20,000 shares of common stock and 300 call option contracts. On May 9, 2023, after the market close, Company A publicly reported better-than-expected earnings and sales for the first quarter of 2023, including an all-time quarterly record in revenue. After the public announcement, its stock price increased significantly. During the next trading day, George sold all 20,000 shares of common stock and 300 call option contracts, resulting in over $1.6 million in personal profits.

    In February 2025, George pleaded guilty to one count of securities fraud.

Rubin and Elizabeth Young for the Southern District of Florida prosecuted the case. Assistant U.S. Attorney Nicole Grosnoff for the Southern District of Florida handled asset forfeiture.

  • MIL-OSI Security: Memphis Woman Sentenced in Health Care Fraud Scheme and Schemes to Defraud COVID-19 Relief Program

    Memphis, TN – A federal judge has sentenced Nakita Cannady, 49, to 14 months in federal prison to be followed by two years of supervised release for healthcare fraud and making false statements in connection with loan applications for the Covid-19 Relief Program.  The final sentencing hearing was concluded on April 4, 2025, with the entry of an order by Senior United States District Judge John T. Fowlkes, Jr. directing the defendant to pay more than $500,000.00 dollars in restitution to the victims.  Joseph C. Murphy, Jr., Interim United States Attorney for the Western District of Tennessee, announced the sentence today.

    According to the original federal indictment in the healthcare fraud case, Cannady owned and operated What About Us In-Home Healthcare, a home healthcare services business that purported to provide custodial healthcare services 24-hours a day, 7 days a week to mostly elderly patients. From May 29, 2017 through December 23, 2019, Cannady fraudulently billed Cigna Insurance for 24 hours a day of home healthcare when she knew the patients had only received 8 or 12 hours a day of home healthcare. Cannady was ordered to make restitution to Cigna Insurance in the amount of $193,508.10.

    According to the second federal indictment, from June 17, 2020 through April 15, 2021, Cannady submitted six fraudulent Paycheck Protection Program (PPP) and Economic Injury Disaster Loan (EIDL) applications for four purported businesses she controlled, specifically: What About Us Childcare, What About Us Foundation, What About Us Adult Daycare, and What About Us In-Home Healthcare. Cannady’s loan applications contained false information concerning the dates of operation, gross revenues, costs of goods sold, number of employees, and amount of payroll related to the businesses. Cannady was ordered to make restitution to the Small Business Administration in the amount of $346,882.13.   

    “Those who exploit health care programs for personal gain will be held accountable to the fullest extent of the law,” said Special Agent in Charge Joseph E. Carrico of the Federal Bureau of Investigation (FBI) Nashville Field Office. “Health care fraud is a priority for the FBI, and we will continue to work with our partners to investigate those who prioritize greed over the well-being of others.”

    Interim United States Attorney Joseph C. Murphy, Jr. and Assistant United States Attorney Raney Irwin prosecuted this case on behalf of the United States. Assistant United States Attorney Christopher Cotten and former Assistant United States Attorneys Courtney Lewis and Murrell Foster also assisted in the prosecution of this case.  The FBI Nashville Field Office – Memphis Resident Agency and the Tennessee Bureau of Investigation investigated this case.

  • MIL-OSI Security: Former Memphis FCI Correctional Officer Sentenced to Federal Imprisonment for Bribery

    Memphis, TN – A federal judge has sentenced Bryan Miller, 32, a former correctional officer with the Memphis Federal Correctional Institution (FCI) to federal prison for bribery. Joseph C. Murphy, Jr., Interim United States Attorney for the Western District of Tennessee, announced the sentence today.

    According to the information presented in court, beginning in December 2022, Miller began smuggling contraband into FCI Memphis while employed as a correctional officer for that facility.  Over a four-month period, he had received $19,500.00 as payment for his unlawful activities.

    In January 2024, Miller pled guilty to a one count information alleging that, as a public official, he accepted money in exchange for smuggling contraband items, including narcotics, into FCI Memphis, in violation of 18 U.S.C. § 201(b)(C). On April 10, 2025, United States District Judge Mark S. Norris sentenced Miller to a total of 12 months and 1 day of federal imprisonment, to be followed by two years of supervised release.  There is no parole in the federal system.

    This case was prosecuted by Deputy Criminal Chief Michelle Kimbril-Parks and investigated by the Federal Bureau of Investigation.

    Cementing the signal for electrification by maintaining the industrial carbon price. During his leadership campaign, Mr. Carney even promised to set a pricing schedule out to 2035—this would be a strong signal upon which Canada’s renewable energy and energy storage industry could rely.

  • MIL-Evening Report: 50 years after the ‘fall’ of Saigon – from triumph to Trump

    30 April 1975. Saigon Fell, Vietnam Rose. The story of Vietnam after the US fled the country is not a fairy tale, it is not a one-dimensional parable of resurrection, of liberation from oppression, of joy for all — but there is a great deal to celebrate.

    After over a century of brutal colonial oppression by the French, the Japanese, and the Americans and their various minions, the people of Vietnam won victory in one of the great liberation struggles of history.

    It became a source of inspiration and of hope for millions of people oppressed by imperial powers in Central & South America, Asia, Africa, the Middle East and Eastern Europe.

    Civil war – a war among several
    The civil war in Vietnam, coterminous with the war against the Western powers, pitted communists and anti-communists in a long and pitiless struggle.

    Within that were various strands — North versus South, southern communists and nationalists against pro-Western forces, and so on. As various political economists have pointed out, all wars are in some way class wars too — pitting the elites against ordinary people.

    As has happened repeatedly throughout history, once one or more great power becomes involved in a civil war it is subsumed within that colonial war. The South’s President Ngô Đình Diệm, for example, was assassinated on orders of the Americans.

    By 1969, US aid accounted for 80 percent of South Vietnam’s government budget; they effectively owned the South and literally called the shots.

    US punishes its victims
    This month, 50 years after the Vietnamese achieved independence from their colonial overlords, US President Donald Trump declared April 2 “Liberation Day” and imposed some of the heaviest tariffs on Vietnam because they didn’t buy enough US goods!

    As economist Joseph Stiglitz pointed out, they don’t yet have enough aggregate demand for the kind of goods the US produces. That might have something to do with the decades it has taken to rebuild their lives and economy from the Armageddon inflicted on them by the US, Australia, New Zealand and other unindicted war criminals.

    Straight after they fled, the US declared themselves the victims of the Vietnamese and imposed punitive sanctions on liberated Vietnam for decades — punishing their victims.

    Under Gerald Ford (1974–1977), Jimmy Carter (1977–1981), Ronald Reagan (1981–1989), George H.W. Bush (1989–1993) right up to Bill Clinton (1993–2001), the US enforced the Trading with the Enemy Act (TWEA) of 1917.

    The US froze the assets of Vietnam at the very time it was trying to recover from the wholesale devastation of the country.

    Tens of millions of much-needed dollars were captured in US banks, enforced by the International Emergency Economic Powers Act (IEEPA). The US also took advantage of its muscle to veto IMF and World Bank loans to Vietnam.

    Countries like Australia and New Zealand, to their eternal shame, took part in both the war, the war crimes, and imposing sanctions and other punitive measures subsequently.

    The ‘Boat People’ refugee crisis
     While millions celebrated the victory in 1975, millions of others were fearful. The period of national unification and economic recovery was painful, typically repressive — when one militarised regime replaces another.

    This triggered flight: firstly among urban elites — military officers, government workers, and professionals who were most closely-linked to the US-run regime.

    You can blame the Commies for the ensuing refugee crisis but by strangling the Vietnamese economy, refusing to return Vietnamese assets held in the US, imposing an effective blockade on the economy via sanctions, the US deepened the crisis, which saw over two million flee the country between 1975 and the 1980s.

    More than 250,000 desperate people died at sea.

    Đổi Mới: the move to a socialist-market economy
     In 1986, to energise the economy, the government moved away from a command economy and launched the đổi mới reforms which created a hybrid socialist-market economy.

    They had taken a leaf out of the Chinese playbook, which under the leadership of Deng Xiaoping (1978 –1989), had moved towards a market economy through its “Reform and Opening Up” policies.  Vietnam saw the “economic miracle” of its near neighbour and its leaders sought something similar.

    Vietnam’s economy boomed and GDP grew from $18.1 billion in 1984 to $469 billion by 2024, with a per capita GDP at purchasing power parity (PPP) of $15,470 (up from about $300 per capita in the 1970s).

    After a sluggish start, literacy rates soared to 96.1 percent by 2023, and life expectancy reached 73.7 years, only a few short of the USA.  GDP growth is around 7 percent, according to the OECD.

    An unequal society
     Persistent inequality suggests the socialist vision has partially faded. A rural-urban divide and a rich-poor divide underlines ongoing injustices around quality of life and access to services but Vietnam’s Gini coefficient — a measure of income inequality — puts it only slightly more “unequal” as a society than New Zealand or Germany.

    Corruption is also an issue in the country.

    Press controls and political repression
     As in China, political power resides with the Party. Freedom of expression — highlighted by press repression — is severely limited in Vietnam and nothing to celebrate.

    Reporters Without Borders (RSF) rates Vietnam as 174th out of 180 countries for press freedom and regularly excoriates its strongmen as press “predators”.  In its country profile, RSF says of Vietnam: “Independent reporters and bloggers are often jailed, making Vietnam the world’s third largest jailer of journalists”.

    Vietnam is forging its own destiny
     What is well worth celebrating, however, is that Vietnam successfully got the imperial powers off its back and out of its country. It is well-placed to play an increasingly prosperous and positive role in the emerging multipolar world.

    It is part of the World Trade Organisation (WTO), and the ASEAN network, and borders China, giving Vietnam the opportunity to weather any storms coming from the continent of America.

    Vietnam today is united and free and millions of ordinary people have achieved security, health, education and prosperity vastly better than their parents and grandparents’ generations were able to.

    In the end the honour and glory go to the Vietnamese people.

    On September 2, 1945, Ho Chi Minh proclaimed the independent Democratic Republic of Vietnam in Hanoi’s Ba Dinh square:

    “‘All men are created equal. They are endowed by their Creator with certain inalienable rights, among them are Life, Liberty, and the pursuit of Happiness.’

    “This immortal statement was made in the Declaration of Independence of the United States of America in 1776. In a broader sense, this means: All the peoples on the earth are equal from birth, all the peoples have a right to live, to be happy and free.

    “… A people who have courageously opposed French domination for more than eight years, a people who have fought side by side with the Allies against the Fascists during these last years, such a people must be free and independent.

    “For these reasons, we, members of the Provisional Government of the Democratic Republic of Vietnam, solemnly declare to the world that Vietnam has the right to be a free and independent country — and in fact is so already. The entire Vietnamese people are determined to mobilise all their physical and mental strength, to sacrifice their lives and property in order to safeguard their independence and liberty.”

    And, my god, they did.

    To conclude, a short poem attributed to Ho Chi Minh:

    “After the rain, good weather.

    “In the wink of an eye,

    the universe throws off its muddy clothes.”

    WASHINGTON, D.C. – Congresswoman Erin Houchin (IN-09) has introduced the Abortion Funding Awareness Act, companion legislation to the Senate bill led by Senator Jim Banks (R-IN). This legislation brings long-overdue transparency to how states are using Medicaid funds in connection with abortion providers like Planned Parenthood.

    This legislation ensures that American taxpayers are not unknowingly footing the bill for abortion-related services and holds state governments accountable for how federal funds are spent.

    “The Abortion Funding Awareness Act exposes how states are funneling tax dollars to abortion providers,” said Congresswoman Erin Houchin. “For too long, the left has used loopholes and a lack of transparency to prop up Planned Parenthood and others who profit from taking innocent lives. This bill says enough is enough.”

    Despite federal restrictions on direct abortion funding, states have been quietly steering taxpayer-funded Medicaid dollars to abortion providers under the radar. The Abortion Funding Awareness Act seeks to stop that by requiring states to report all Medicaid payments made to abortion providers, submit annual reports detailing those transactions, and publish this information on their official state websites for the public to see.

    “This legislation provides the transparency and accountability the American people deserve. I remain committed to defending rights of conscience and the integrity of taxpayer dollars,” said Houchin.

  • MIL-OSI USA: Magaziner to Speak on House Floor Every Day Until Funding for Malnourished Children Is Restored

    WASHINGTON, DC — Today, U.S. Representative Seth Magaziner (RI-02) announced that he will speak on the House floor every day the chamber is in session until federal funding for Ready-to-Use Therapeutic Food (RUTF), used to save the lives of malnourished children around the world, is restored. Edesia Nutrition, based in North Kingstown, Rhode Island, is one of two organizations in the United States that manufactures RUTF, along with MANA Nutrition in Fitzgerald, Georgia. The Trump Administration has halted all new orders of RUTF as part of its dismantling of USAID. 

    Edesia-produced RUTF saves 5 million lives in more than 30 countries each year. Despite assurances from Elon Musk and Secretary of State Marco Rubio that funding would be restored, it still has not been. 

    Unlike Senators, Members of the U.S. House of Representatives cannot filibuster, but they are allowed to speak on the House floor for between one to five minutes each day – a right Magaziner plans to use until funding for RUTF is restored. 

    Magaziner will use every opportunity to call attention to what he calls a “moral failure” by the Trump administration, that is costing the lives of innocent children every day that the funding for RUTF, including that manufactured at Edesia, is halted. 

    He released the following statement: 

    “Starting today, I will be taking to the floor of the House of Representatives on each day we are in session to speak out against the Trump administration’s failure to restore funding to save the lives of malnourished children around the world. I was elected to be a voice for Rhode Island’s Second District – and I intend to use my voice each and every day until this life saving aid is restored.”

    BACKGROUND:

    Plumpy’Nut, a ready-to-use therapeutic food (RUTF) is a nutrient-dense, life-saving paste, is one of the most effective methods of treating children with malnutrition. In the United States, USAID’s Office of Food for Peace, primarily through Title II emergency food assistance, has funded the manufacture and distribution of Plumpy’Nut to the developing world for decades.

    Edesia is a nonprofit manufacturer in North Kingstown, Rhode Island, that produces more than 88 million pounds of Plumpy’Nut each year. Their products have treated malnutrition in infants and children across more than 65 countries, saving approximately 26 million lives since 2010.

    Since the Trump Administration took office, Edesia has received no new orders from the federal government, causing production to nearly halt, despite assurances from Elon Musk and Secretary of State Rubio that funding for emergency food aid produced by Edesia will continue.

    Magaziner vowed to keep pressing the issue on the House floor until federal funding for RUTF is reinstated.

  • MIL-OSI Security: District of Arizona Charges 232 Individuals for Immigration-Related Conduct this Week

    PHOENIX, Ariz. – During this week of enforcement operations from April 19, 2025, through April 25, 2025, the U.S. Attorney’s Office for the District of Arizona brought immigration-related criminal charges against 232 defendants. Specifically, the United States filed 110 cases in which aliens illegally re-entered the United States, and the United States also charged 110 aliens for illegally entering the United States.  In its ongoing effort to deter unlawful immigration, the United States filed 9 cases against 11 individuals responsible for smuggling illegal aliens into and within the District of Arizona. The United States also charged one individual with failing to register, as required by law. 

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), ICE Homeland Security Investigations (HSI), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

    Recent matters of interest include:

    United States v. Alex Esparaza Sanchez, et al: On April 22, 2025, Alex Esparza Sanchez, Nikolas Baldriche, Carlos Zuniga-Lizo, Sherman James-Guzman, and Benjamin Lopez-Barron were indicted for Conspiracy to Transport Illegal Aliens and Bringing in Illegal Aliens to the United States for Profit. According to the court documents, Esparza Sanchez, Baldriche and Zuniga-Lizo coordinated with James-Guzman and Lopez-Brown who picked up illegal aliens at the border in Yuma, Arizona. [Case Number: CR-25-00600-PHX-SMB]

    United States v. Hakeem Alberto Lucero-Parra: On April 22, 2025, Hakeem Alberto Lucero-Parra, an illegal alien from Mexico, was charged for illegally reentering the United States after previously being removed. According to the criminal complaint, after being arrested on local charges in Phoenix, Arizona, it was determined that Lucero-Parra had been previously deported after a conviction for Aggravated Assault and Attempt to Commit Kidnapping. [Case number: MJ-25-6149-PHX-ASB]

    United States v. Jacinto Medina-Palacios: On April 22, 2025, Jacinto Medina-Palacios, an illegal alien from Mexico, was charged for illegally reentering the United States after being previously removed. According to the criminal complaint, after being arrested on local charges in Phoenix, Arizona, it was determined that Medina-Palacios had been previously deported after a conviction for Carrying a Loaded Firearm while not the Registered Owner. [Case Number: MJ-25-6152-PHX-ASB]

    United States v. Teodoro Diaz-Ochoa: On April 23, 2025, a federal grand jury in Tucson returned a 5-count indictment against Teodoro Diaz-Ochoa, 44, of Mexico, for Felon in Possession of a Firearm and Ammunition, Alien in Possession of a Firearm and Ammunition, and Reentry of a Removed Alien. According to the charging documents in the case, Arizona Game and Fish Officers encountered Diaz-Ochoa in possession of a bolt action rifle while they were conducting a hunting without a license investigation. ATF agents also found a shotgun and ammunition at Diaz-Ochoa’s residence pursuant to a search warrant. Diaz-Ochoa was previously convicted of felony Attempted Sexual Assault and deported from the United States on April 22, 2016. [Case Number: CR-25-01989-TUC-JCH]

    Criminal complaints and indictments are simply methods by which a person is charged with criminal activity and raises no inference of guilt. An individual is presumed innocent until evidence is presented to a jury that establishes guilt beyond a reasonable doubt.

    SAN JUAN, Puerto Rico – Three individuals who were fugitives since December 2024 were arrested today in the municipalities of San Juan and Carolina, PR, on criminal charges related to their alleged participation on drug trafficking and violent crimes associated to a drug trafficking organization that operated in San Juan, Carolina, and other areas nearby, from in or about 2021 through December 2024, when the arrest operation took place. The three fugitives had been charged in the case of United States v. Victor J. Pérez-Fernández, a.k.a. “La Cone/Vitu/Vitikin/Enano,” et al., Case No. 24-453 (MAJ).

    Defendants [10] Gerald O. Rodríguez-Rodríguez, a.k.a. “Patrón;” [18] Ángel L. Sanjurjo, a.k.a. “Vaca;” and [33] Ramsell Maldonado-Tatis, a.k.a. “R” were arrested by FBI special agents, Puerto Rico Police Bureau and the Carolina Municipal Police Department. They are charged with conspiracy to possess with intent to distribute controlled substances; possession and distribution of heroin, cocaine base (crack), cocaine, marijuana, and fentanyl; and possession of firearms in furtherance of a drug trafficking crime. Defendant Maldonado-Tatis is also facing one count for possession of a machine gun in furtherance of a drug trafficking crime.

    “As alleged in the indictment, these individuals were engaged in violent crime and spread deadly drugs through our communities,” said U.S. Attorney Muldrow.  “Today’s arrests make clear that this Office will work tirelessly to keep the law-abiding residents of Puerto Rico safe and hold accountable those who bring violence to our streets.”

    “The arrests carried out this morning reaffirm our unwavering commitment to dismantling criminal organizations. The message is clear: if you’re part of a violent criminal enterprise, the FBI will work relentlessly to find you and bring you to justice,” said Devin J. Kowalski, Special Agent in Charge of the FBI’s San Juan Field Office. “The residents of Puerto Rico deserve safe communities, and through close collaboration with our local and federal partners, we will continue to bring fugitives to justice and restore peace where it is most needed.”

    According to the charging documents, the drug trafficking organization distributed heroin, fentanyl, crack, cocaine, marijuana, Tramadol, and Clonazepam within 1,000 feet of the Sabana Abajo Public Housing Project (PHP), the Luis Lloréns Torres PHP, the Los Mirtos PHP, the Lagos de Blasina PHP, the La Esmeralda PHP, the El Coral PHP, the Monte Hatillo PHP, and other areas near those locations, all for significant financial gain and profit. The drug trafficking organizations that operated in and around these areas (known as The Alliance) reached an agreement to conduct their drug trafficking operations as allies, which they referred to as “La Paz” (The Peace). At that time, each housing project organization was controlled by their own leadership and structure. As part of The Alliance, there would not be war between these organizations and members would be able to rely on each other for protection, drugs, and weapons.

    Assistant United States Attorney (AUSA) and Chief of the Gang Section Alberto López-Rocafort; Deputy Chief of the Gang Section, AUSA Teresa Zapata-Valladares; and AUSAs Laura Díaz-González, R. Vance Eaton, and Joseph Russell are prosecuting the case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

  • MIL-OSI Security: 344 Immigration Cases Filed in the Western District of Texas This Week

    SAN ANTONIO – Acting United States Attorney Margaret Leachman for the Western District of Texas announced today that federal prosecutors in the district filed 344 new immigration and immigration-related criminal cases from April 18 through April 24.

    Among the new cases, Henry Cruz-Lemas, an illegal alien and a Honduran national previously convicted of aggravated kidnapping in September 2011 and sentenced to five years in prison. Cruz-Lemas was arrested on April 18 during an Immigration and Customs Enforcement (ICE ERO) investigation in San Antonio.  He is charged with one count of illegal reentry of an alien.

    Jose Angel Escarcega-Briones, an illegal alien from Mexico, was found approximately 4 miles west of the Tornillo Port of Entry. Border Patrol Agents determined that he did not have immigration documents allowing him to be in the United States legally and that he has previously been removed from the United States 5 times.  He has 3 prior convictions for illegal reentry as well as a federal drug trafficking conviction.

    Jose Alfonso Deras-Valle, a citizen of El Salvador, was found near mile marker 87 of Interstate 10 in Fort Hancock, Texas.  U.S. Border Patrol determined that Deras-Valle had recently been deported to El Salvador on February 21, 2025.  His criminal record includes a murder conviction in Florida for which he received fifteen years in prison.

    U.S. Border Patrol Agents performing line watch operations in an area near Sierra Blanca, Texas encountered three people attempting to conceal themselves in a culvert.  After questioning and investigation, the agents determined the group was in the United States illegally.  Sergio Aguirre-Isidro was determined to be a foot guide for the group and that he was to collect 10,000 Mexican Pesos if the group arrived in the U.S. successfully.

    Junior Enrique Garcia-Escobar, a Honduran national with a prior conviction out of the State of New York for Burglary using/threatening use of a dangerous instrument, was arrested on illegal reentry charges near Eagle Pass, Texas.  He had been sentenced to five years in prison on the burglary charge and was deported in 2019.

    Raul Rodriguez-Morales was arrested by Border Patrol Agents in Del Rio, Texas on April 18, 2025, for illegal reentry after having been deported in January 2025.  Rodriguez-Morales has previous drug convictions in California as well as a conviction for felon in possession of a firearm and two previous convictions for illegal reentry of an alien in 2011 and 2019.

    In Carrizo Springs, Texas, Devarick Dewayne Benson was arrested for conspiring to transport two illegal aliens further into the United States.  Benson was driving a vehicle with fictitious plates and was pulled over for driving 10 miles over the speed limit.  He had two illegal aliens in the trunk of his car.

    A Honduran citizen, Angel Almendarez-Ulloa, was arrested on April 19, 2025, by Border Patrol Agents near Eagle Pass, Texas. Almendarez has been deported from the United States 10 times, with his last deportation to Honduras being on April 21, 2023.

    These cases were referred or supported by our federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with additional assistance from state and local law enforcement partners.

    The U.S. Attorney’s Office for the Western District of Texas comprises 68 counties located in the central and western areas of Texas, encompasses nearly 93,000 square miles and an estimated population of 7.6 million people. The district includes three of the five largest cities in Texas—San Antonio, Austin and El Paso—and shares 660 miles of common border with the Republic of Mexico.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Honduran National Sentenced To Two Years In Federal Prison For Illegal Reentry

    Orlando, Florida – Senior U.S. District Judge Gregory A. Presnell has sentenced Jonny Dagoberto Zelaya-Torres (39, Honduras) to two years in federal prison for illegal reentry by a deported alien. Zelaya-Torres pleaded guilty on January 16, 2025.

    According to court documents, Zelaya-Torres is a citizen and national of Honduras. He has previously been removed from the United States on four occasions: June 18, 2018, November 26, 2019, January 31, 2020, and March 10, 2023. Prior to his March 2023 removal, Zelaya-Torres was convicted of conspiring to transport illegal aliens. On July 11, 2024, Zelaya-Torres was found to be voluntarily back in the United States when he was arrested by the Orange County Sheriff’s Office for attempted burglary of a vehicle. He was subsequently convicted of that offense.

    This case was investigated by U.S. Customs and Border Protection. It was prosecuted by Special Assistant United States Attorney Matthew Del Mastro and Assistant United States Attorney Michael Sartoian.

    29 April 2025 – Ottawa, ON – Veterans Affairs Canada

    In the fall of 1944 and through the spring of 1945, Canadian soldiers served in Western Europe helping to liberate the Netherlands from German occupiers. Town by town, canal by canal, their perseverance paved the road to liberation and the eventual surrender of the remaining German forces. The friendship between the Netherlands and Canada has been shaped by our shared history and has only grown stronger over the years. 

    To mark the 80th anniversary of the liberation of the Netherlands, an official Government of Canada delegation will leave Canada in late April and return on 7 May 2025 following commemorative events and ceremonies.

    The delegation will include more than 20 Second World War Veterans and their families, some of them returning to the country they helped free 80 years ago, along with representatives of Veterans’ organizations and department officials. Members of the Canadian Armed Forces will also participate in events and ceremonies in the Netherlands.

    On 2 May 2025, the Government of Canada will co-host a ceremony at Groesbeek Canadian War Cemetery that will be live streamed on Veterans Affairs Canada’s “Canada Remembers” Facebook page .

    From 2-5 May 2025, visitors to Orange Park in Apeldoorn will be invited to stop by the Canada House Pavilion for an opportunity to learn about Canada’s military service around the world and enjoy some Canadian hospitality.

    House Passes Latta’s ROUTERS Act and NTIA Reauthorization Act

    Today, the House of Representatives passed Congressman Bob Latta’s (R-OH5) ROUTERS Act and the National Telecommunications Information Administration (NTIA) Reauthorization Act, two bipartisan pieces of legislation that will safeguard and increase American taxpayer access to connectivity.

    The ROUTERS ACT will safeguard Americans’ communications networks from foreign-adversary controlled technology, including routers, modems, or devices that combine both. This legislation was previously passed by the House of Representatives in the last Congress.

    TheNTIA Reauthorization Act will reauthorize the NTIA for the first time in 30 years and improve the management of spectrum as well as update the mission and functions of the agency. Similar legislation was previously passed by the House of Representatives in the last Congress.

    “Routers and modems are critical components of our communications network—they serve as the gateway through which the public accesses the Internet. Today’s House passage of my bill, the ROUTERS Act, brings us one step closer to protecting American privacy by ensuring that bad actors cannot exploit vulnerabilities in routers to infect users’ computers, steal their information, or disrupt their networks,” Latta said. “The National Telecommunications and Information Administration plays a vital role in safeguarding and advancing our nation’s telecommunications infrastructure, and my resolution will reauthorize the NTIA for the first time in 30 years.   • MIL-OSI USA: ‘NextGen’ Tempus AI Workers Continue to Make History with Landmark First IAM Contract

    Inaugural IAM members at Tempus AI recently ratified their first contract with the Chicago-based precision healthcare artificial intelligence biotech lab, making history as one of the first unions in the industry.

    The group of 443 lab workers, who use use next generation DNA sequencing and artificial intelligence to help provide precision healthcare treatment options to cancer patients, and data used leading cancer research, is chartering the IAM Midwest Territory’s first healthcare unit, Local H1.

    “We spent a lot of time in preparation,” said IAM Midwest Territory International Representative Bill LePinske. “Everything was very well thought out. I applaud the committee’s work away from the bargaining table and their level of dedication to the process. On both sides of the table, it wasn’t about winning or losing, it was about solving problems.”

    In early 2024, the lab workers at Tempus AI, many of whom hold advanced degrees, voted to join the IAM. Now, just over a year after their union election was certified, their first contract goes into effect on April 24, 2025, establishing a landmark in the evolution of labor relations within the biotech industry.

    The new contract addresses the group’s core issues regarding work–life balance, competitive pay and benefits, safety, and transparency.

    Highlights of the three-year agreement include: 

    • Guaranteed wage increases ranging from 10% to 12.5% over three years with the ability to add merit.
    • Retroactive wage increases to Feb. 24.
    • Promotion increases ranging from 6% to 11% with ability to add merit
    • Wage protection language requiring the employer to increase wages if a new employee comes in 5% over the contractual minimum.
    • Increases to shift premiums.
    • Guaranteed annual company stock issues.
    • Improvements to paid time off rules and accruals.
    • Safety language, including a safety committee.
    • Grievance and arbitration process.

    “We got a first contract in only eight bargaining sessions,” said IAM Midwest Territory International Representative Chris Tucker, who helped organize the group. “I really want to tip my hat to this bargaining committee. They were incredibly dedicated to this cause. They spent a lot of their own time and made an extraordinary effort to create terms that don’t just benefit themselves, but benefit the whole group. They took everybody into account.” 

    The new local union’s formal name is “Next Generation Local H1,” a name that carries meaning with the group as pioneers in biotech research and in labor organizing.

    “The name is symbolic of their young energy coming into the space,” said LePinske. “It signifies that they’re going to do things a bit of a different way, a more modern way. It’s a reflection of the work they do, because the process they use sequencing the patients’ DNA is known as “Next Generation Sequencing” or NGS and also signifies what they were trying to accomplish with their local union.”

    “This contract will set a standard for any others to come,” said IAM Midwest Territory General Vice President Sam Cicinelli. “We are in this industry now, and these trail-blazing new members have put in some impressive work to successfully build their own local union with a strong first contract through solidarity with each other. This entire campaign, from interest in organizing with the IAM to their first, ratified collective bargaining agreement, is a win for our entire union and all workers in the industry.”

  • MIL-OSI Global: The world needs climate change leadership – it’s time for China to step up

    The second Trump administration has announced various anti-climate policies under its “America first” strategy. Leaving the Paris agreement, kicking off a trade war, shutting down USAid and drilling for more oil and gas will not only undermine the US’s international reputation but will undermine the global effort to combat climate change.

    With the US in retreat from climate action and Europe preoccupied by security challenges, new leadership is urgently needed. China may be poised to fill this gap.

    The country is already dominant in most clean technologies, and its top leaders say climate action can help the country fulfil its responsibilities as a major power. The Chinese president, Xi Jinping, reiterated this message at a recent closed-door meeting of heads of state, organised by the UN secretary general to discuss the climate crisis.

    After nodding to the Trump-initiated global economic shock, Xi said China “will overcome the headwinds and steadily move forward global climate governance”.

    But to take on this leadership, Beijing must first strengthen China’s domestic policies along with its support for climate action in the global south. The country has made remarkable progress on clean energy and its carbon emissions may peak this year.

    But more than 60% of the electricity generated in the country still comes from coal, and it remains unclear how fast the government plans to phase out fossil fuels. Meanwhile, some provincial governments are still issuing permits to add new coal-fired power plants.

    There are things China can do almost immediately to show its commitment to climate action and rebuild international confidence in the Paris agreement. First, it must set very ambitious pledges to reduce its emissions for the coming decades ahead of this year’s UN climate conference (Cop30) to be held in November in Belém, Brazil.

    China was one of the many countries that missed a February deadline for submitting its targets (only 15 countries were on time). Until now, Beijing’s strategy has been to “wait and see” given the turbulence caused by the new Trump administration.

    What China ends up pledging will have a profound impact on global ambition. An ambitious target might mean reducing its emissions from their peak level by at least 30%. This is still achievable if the country can maintain its current progress in renewables.

    Despite the missed deadline, there are some positive noises coming from Beijing. In a recent high-level meeting organised by the UN secretary general, Xi announced that China’s next set of emission reduction targets, covering the period up to 2035, will cover all economic sectors and all greenhouse gases.

    This will be a major progress compared to China’s previous pledges, which only covered carbon dioxide (China is the world’s biggest emitter of the potent greenhouse gas methane, for instance) and did not integrate national targets into individual sectoral policies.

    More support for developing countries

    China has also been instrumental in bridging gaps between developed and developing countries in recent international talks. This was especially the case during negotiations at Cop29 last year in Baku, Azerbaijan, for a new global climate finance goal.

    Climate finance, in this context, refers to providing developing countries with the resources to help them reduce their emissions and adapt to climate change. China still has developing country status in the UN’s climate change convention and, as such, has no official obligation to provide international climate finance.

    Despite this, it has already provided or helped raise around US$24.5 billion (£18.32 billion) for clean energy, disaster recovery and other climate actions in developing countries. That makes it the world’s fifth-largest climate finance donor according to some estimates.

    But for this investment to have a lasting impact, Beijing needs to be more transparent about where its funding goes and how projects are financed. It should also get local people more involved in designing and implementing the projects it funds.

    Reform the system

    China should also play a major role in reforming the global financial system to make it aligned with the Paris agreement. As a strong supporter of green finance, it can influence upcoming international talks such as the Financing for Development conference in Seville, as well as the UN’s negotiations on international tax cooperation. As co-chair of the G20’s sustainable finance working group, China also has the opportunity to push for more funding to support net zero.

    China is by far the world’s biggest producer of renewables, batteries, electric vehicles and many other clean technologies, and is in a unique position to supply them affordably.

    While it has already exported lots of these products, many developing countries still don’t have the know-how or the basic infrastructure to make the most of them (solar farms are of limited use if you don’t have a battery capable of storing the electricity they generate, for instance). China can address this by partnering with other governments in the global south to share technologies and invest in manufacturing.

    With global climate leadership at risk, China has the chance to step up. As an emerging superpower with advantages in clean technologies and a leadership that recently reaffirmed their commitment to climate action, the country is well positioned. The world is watching to see if China will follow through.
