Global, regional/local, and Chinese-language media outlets submitted more than 700 entries in 21 categories including Bahasa Indonesia, which has been part of the lineup for the past three years.

Submissions from regional and local publications rose substantially from a year earlier, showing the growing voices of smaller publications around the region. • MIL-OSI United Kingdom: Boost to mental health services from thousands of extra staff

Source: United Kingdom – Executive Government & Departments 2

    Press release

Boost to mental health services from thousands of extra staff

Latest data shows 6,700 more mental health workers have been recruited towards government’s 8,500 target.

More than 6,700 extra mental health workers have been recruited since July, latest data shows, as the government prepares to announce fundamental reforms to patient support in its 10 Year Health Plan.

The latest recruitment milestone means the government is more than halfway towards its target of hiring an extra 8,500 mental health staff by the end of this Parliament, helping get people the care they need so they can get back to work, school and doing what they love.

It comes ahead of publication of the upcoming 10 Year Health Plan, which sets out ambitious plans to boost mental health support across the country.

Under the plan, patients will get better access to support directly through the NHS App, including self-referral for talking therapies, without needing a GP appointment.

Instead of people having to turn to costly mental health apps, the NHS App offers a free service built by trusted clinicians to help give all mental health patients the care they need, continuing the government’s drive to tackle health inequalities.

By embracing the latest technology across the health service, the plan lays the foundation for patients to access mental health support and advice 24 hours a day, seven days a week through the app.

This could include opening the door to things like AI-driven virtual support as a first port of call, or health and well-being advice only currently accessible through paid-for apps.

And alongside digital advances, 85 new dedicated mental health emergency departments will be built with £120 million secured in the recent Spending Review.

Health and Social Care Secretary, Wes Streeting said:

Not getting the right support for your mental health isn’t just debilitating, it can hit a painful pause button on your life – stopping you working, enjoying time with family and friends, or living day-to-day life.

Patients have faced the crisis of access to mental health services for far too long, and this government is determined to change that through our Plan for Change to rebuild the NHS.

That’s why we’re putting digital front doors on mental health services for patients up and down the country and harnessing technology to provide 24-hour care. And we’re creating more opportunities for support not just through the NHS App but through care in your community too.

We are already over halfway towards our target of recruiting 8,500 extra mental health workers, and through our upcoming 10 Year Health Plan we will get more people back to health and back to work.

The new emergency units will be staffed by specialist doctors and nurses, providing around-the-clock support for patients experiencing a mental health crisis.

Patients can walk in or be referred by GPs to the units, which are set to be open 24/7 and designed to provide a calm environment in contrast to the noise and chaos of major hospitals

Alongside this, a Neighbourhood Mental Health Model, providing open access to specialist services and holistic support in community locations 24 hours a day, seven days a week, is already being piloted in six locations.

The reforms come at a time where mental health conditions are becoming more prevalent, with an adult psychiatric survey published this week showing over 22% of 16-to-64-year-olds have common mental conditions, up from 17% in 2007.

Further plans for mental health due to be set out in the 10 Year Health Plan include utilising developments in pharmacogenomics, providing patients with personalised prescriptions and treatments.

Alongside the reforms, the government is continuing its rollout of mental health support teams in schools, with almost one million more young people to benefit in education settings this year.

And plans to set up Young Futures Hubs will make it easier for young people to access mental health, career and pastoral support in their communities, with youth workers, mental health support workers and careers advisers on hand to support young people’s mental health.

Under the Plan for Change, the government is committed to working beyond the health system to tackle the drivers of mental ill health, such as homelessness and unemployment.

For example, recently announced welfare legislation is getting more people with health conditions back to work, backed by £1 billion to unlock opportunity and grow the economy.

Secretary of State for Work and Pensions, Rt Hon Liz Kendall MP said:

Too often, people with mental health conditions are left without the support they need to return to work – not because they lack the will, but because the system doesn’t work for them. We’re determined to change that.

By improving access to mental health services and ensuring employment support is better tailored to individual needs, we will transform people’s lives – helping them get back to health and back to work, which is good for them, good for the country and good for the economy.

The public are also encouraged to take positive actions to look after their own mental health, including through creating their own personalised “Mind Plan” on the Every Mind Matters NHS website.

  • MIL-OSI: GraniteShares Announces Forward Split of PTIR

    Source: GlobeNewswire (MIL-OSI)

NEW YORK, June 26, 2025 (GLOBE NEWSWIRE) — GraniteShares has announced it will execute a forward share split for the GraniteShares 2x Long PLTR (the “Fund”). The total market value of the shares outstanding will not be affected as a result of these splits.

After the close of the markets on July 08, 2025 (the “Payable Date”), the Fund will effect a forward split of its issued and outstanding shares as follows:

As a result of the share split, shareholders of the Fund will receive fifteen shares for each share held as indicated in the table above. Accordingly, the number of the Fund’s issued and outstanding shares will increase by the approximate percentage indicated above.

The ticker and CUSIP will not be affected by the transaction.

The share split will apply to shareholders of record as of the close of the NASDAQ Stock Market (the “NASDAQ”) on July 08, 2025 (the “Record Date”), payable after the close of the NASDAQ on the Payable Date. Shares of the Funds will begin trading on the NASDAQ on a split-adjusted basis on July 09, 2025 (the “Ex-Date”). On the Ex-Date, the opening market value of the Fund’s issued and outstanding shares, and thus a shareholder’s investment value, will not be affected by the share split. However, the per share net asset value (“NAV”) and opening market price on the Ex-Date will be approximately one-fifteenth. The table below illustrates the effect of a hypothetical fifteen-for-one split on a shareholder’s investment.

    15-for-1 forward split

Period # of shares owned Hypothetical NAV Total Market Value
    Pre-Split 10 US$ 300 US$ 3,000
    Post-Split 150 US$ 20 US$ 3,000

    Fund Risks

Multiple funds have a limited operating history of less than a year and risks associated with a new fund. The Leveraged and Daily Inverse Funds are not suitable for all investors. The investment program of the funds is speculative, entails substantial risks and include asset classes and investment techniques not employed by most ETFs and mutual funds. Investments in the ETFs are not bank deposits and are not insured or guaranteed by the Federal Deposit Insurance Corporation or any other government agency. The Fund is designed to be utilized only by knowledgeable investors who understand the potential consequences of seeking daily leveraged (2X) or daily inverse (-1X and -2X) investment results, understand the risks associated with the use of leverage and are willing to monitor their portfolios frequently. For periods longer than a single day, the Fund will lose money if the Underlying Stock’s performance is flat, and it is possible that the Fund will lose money even if the Underlying Stock’s performance increases over a period longer than a single day. An investor could lose the full principal value of his/her investment within a single day. The funds do not directly invest in the underlying stock.

The Funds seek daily inverse or leveraged investment results and are intended to be used as short-term trading vehicles. Each Fund with “Long” in its name attempts to provide daily investment results that correspond to the respective long leveraged multiple of the performance of an underlying stock (each a Leveraged Long Fund). Each Fund with “Short” in its name attempts to provide daily investment results that correspond to the inverse (or opposite) multiple of the performance of an underlying stock (each an Inverse Fund).

Investors should note that the Long Leveraged Funds and the Daily Inverse Funds pursue daily leveraged investment objectives and daily inverse investment objectives (respectively), which means that the fund is riskier than alternatives that do not use leverage and inverse strategies because the fund magnifies the performance of their underlying security. The volatility of the underlying security may affect a Funds’ return as much as, or more than, the return of the underlying security.

For the Leveraged Long Funds because of daily rebalancing and the compounding of each day’s return over time, the return of the Fund for periods longer than a single day will be the result of each day’s returns compounded over the period, which will very likely differ from 200% of the return of the Underlying Stock over the same period. The Fund will lose money if the Underlying Stock’s performance is flat over time, and as a result of daily rebalancing, the Underlying Stock volatility and the effects of compounding, it is even possible that the Fund will lose money over time while the Underlying Stock’s performance increases over a period longer than a single day.

For the Daily Inverse Funds because of daily rebalancing and the compounding of each day’s return over time, the return of the Fund for periods longer than a single day will be the result of each day’s returns compounded over the period, which will very likely differ from -100% and 200% of the return of the Underlying Stock over the same period. The Fund will lose money if the Underlying Stock’s performance is flat over time, and as a result of daily rebalancing, the Underlying Stock volatility and the effects of compounding, it is even possible that the Fund will lose money over time while the Underlying Stock’s performance decreases over a period longer than a single day.

Shares are bought and sold at market price (not NAV) and are not individually redeemed from the ETF. There can be no guarantee that an active trading market for ETF shares will develop or be maintained, or that their listing will continue or remain unchanged. Buying or selling ETF shares on an exchange may require the payment of brokerage commissions and frequent trading may incur brokerage costs that detract significantly from investment returns.

An investment in the Fund involves risk, including the possible loss of principal. The Fund is non-diversified and includes risks associated with the Fund concentrating its investments in a particular industry, sector, or geographic region which can result in increased volatility. The use of derivatives such as futures contracts and swaps are subject to market risks that may cause their price to fluctuate over time. Risks of the Fund include Effects of Compounding and Market Volatility Risk, Inverse Risk, Market Risk, Counterparty Risk, Rebalancing Risk, Intra-Day Investment Risk, Daily Index Correlation Risk, Other Investment Companies (including ETFs) Risk, and risks specific to the securities of the Underlying Stock and the sector in which it operates. These and other risks can be found in the prospectus.

Investing in physical commodities, including through commodity-linked derivative instruments such as Commodity Futures, Commodity Swaps, as well as other commodity-linked instruments, is speculative and can be extremely volatile and may not be suitable for all investors. Market prices of commodities may fluctuate rapidly based on numerous factors, including: changes in supply and demand relationships (whether actual, perceived, anticipated, unanticipated or unrealized); weather; agriculture; trade; domestic and foreign political and economic events and policies; diseases; pestilence; technological developments; currency exchange rate fluctuations; and monetary and other governmental policies, action and inaction.

A liquid secondary market may not exist for the types of commodity-linked derivative instruments the Fund buys, which may make it difficult for the Fund to sell them at an acceptable price. The Fund is new with no operating history. As a result, there can be no assurance that the Fund will grow to or maintain an economically viable size, in which case it could ultimately liquidate.

Derivatives may be more sensitive to changes in market conditions and may amplify risks and losses.

PRINCIPAL FUND RISKS (see the Prospectus for more information)

GraniteShares Leveraged Long and Inverse Daily ETFs are not suitable for all investors. The funds seek daily leveraged investment results and are intended to be used as short-term trading vehicles. The funds pursue daily leveraged investment objectives, which means that the funds are riskier than alternatives that do not use leverage because the fund magnifies the performance of the underlying security. The volatility of the underlying security may affect the fund return as much as, or more than, the return of the underlying security. Investors who do not understand the Funds, or do not intend to actively manage their funds and monitor their investments, should not buy the Funds. The Funds are designed to be utilized only by traders and sophisticated investors who understand the potential consequences of seeking daily inverse and/or leveraged investment results, understand the risks associated with the use of leverage and/or short sales and are willing to monitor their portfolios frequently. For periods longer than a single day, the Funds will lose money if the underlying stock’s performance is flat, and it is possible that the Funds will lose money even if the underlying stock’s performance increases over a period longer than a single day. An investor could lose the full principal value of his/her investment within a single day. The Funds track the price of a single stock rather than an index, eliminating the benefits of diversification that most mutual funds and exchange-traded funds offer. Although the Funds will be listed and traded on an exchange, an investment in a Fund may not be suitable for every investor. The Funds pose risks that are unique and complex.

Source: People’s Republic of China – State Council News

MINSK, June 26 (Xinhua) — The 4th Eurasian Economic Forum opened in Minsk on Thursday. Its participants will discuss issues of Eurasian integration. Key topics include development of industry and agriculture, regional cooperation, digital transformation, the potential of artificial intelligence, integration of labor markets, and customs control.

The forum is being held during Belarus’s presidency of the Eurasian Economic Union (EAEU), and the main topic is “Strategy for Eurasian Economic Integration: Results and Prospects.” The event will last for two days. In addition to the plenary session, there will be 35 sectional sessions. More than 2,700 representatives of business and political circles, international organizations and the media from more than 30 countries are taking part in the forum.

On the first day, the forum was attended by the presidents of Belarus Alexander Lukashenko, Russia Vladimir Putin, Kazakhstan Kassym-Jomart Tokayev and Kyrgyzstan Sadyr Japarov. Armenian Prime Minister Nikol Pashinyan joined the meeting via video link.

In his speech, A. Lukashenko outlined the contours of the updated version of the Eurasian Economic Union. “When the treaty on the union was signed, 2025 was defined as a kind of horizon, beyond which a new stage in the activities of the union would begin. And today we have every reason to present individual elements of the union 2.0. In a situation of global turbulence, it is important not to trail behind events, but to influence the global agenda in a positive way, to have well-thought-out models for responding to external challenges,” the Belarusian leader said.

    A. Lukashenko drew attention to the fact that the EAEU GDP is only about 4 percent of the world GDP. “What does this mean? That the potential of our integration association is not fully utilized. And over the next 10 years, we must at least double this figure, giving new impetus to integration,” the Belarusian president emphasized and added that some of the most important indicators in the EAEU’s activities have not been met. In many ways, according to him, the solution to these problems depends on the Eurasian Economic Commission and the heads of the member states of the association.

The Eurasian Economic Union was created in 2015. The union includes Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia. The EAEU was created for the purpose of comprehensive modernization, cooperation and increasing the competitiveness of national economies and creating conditions for stable development in the interests of raising the standard of living of the population of the member states. –0–

  • MIL-OSI USA: Jayapal, Frost Introduce Legislation to Decriminalize Homelessness

Source: United States House of Representatives – Congresswoman Pramila Jayapal (7th District of Washington)

WASHINGTON, DC — U.S. Representatives Pramila Jayapal (WA-07) and Maxwell Frost (FL-10) are introducing legislation on the one-year anniversary of the disastrous City of Grants Pass v. Johnson decision, which allows cities to criminalize homelessness. The Housing Not Handcuffs Act aims to prohibit the criminalization of homeless persons on public lands when there is nowhere else to go.

“Every single person in the richest country in the world should be able to have a roof over their head and a safe place to sleep, it’s that simple,” said Jayapal. “There is nowhere in this country where you can pay rent on a minimum wage salary. By criminalizing aspects of homelessness, cities and states across this country are only creating greater barriers for people to access housing — something that is already far too scarce. Fining people who already can’t afford to live makes no sense and will only result in longer-term homelessness.”

“Since the Grants Pass decision, cities across the country have passed nearly 220 bills to criminalize homelessness, including in my own district. These policies don’t solve homelessness instead they dehumanize our unhoused, saddle them with criminal records, and make it even harder for them to find stable housing. It’s a vicious cycle that the Housing Not Handcuffs Act seeks to end,” said Rep. Maxwell Frost. “At a time when the cost of living is at an all-time high and Trump’s Big Ugly Bill will only help the rich get richer and the working poor get poorer— we’re fighting to make sure everyone has access to safe, decent, and affordable housing, not handcuffs.”

In 2024, homelessness increased by 18 percent nationwide, with a record high of 771,480 people experiencing homelessness. At the same time, there is a nationwide shortage of 200,000 shelter beds and a shortage of 7.1 million affordable and available rental homes.

Since the Grants Pass ruling, over 260 anti-homeless laws have been passed by cities and states. Criminalizing homelessness creates greater barriers to accessing housing. Typically, these punishments come with fines, which create further financial strain on people who can already not afford the basics, and may create a criminal record, making it more difficult to get a job or apply for housing.

The Housing Not Handcuffs Act will ensure that people who are homeless cannot be criminally or civilly punished for:

    • Living on federal lands unless safe, decent, accessible shelter is available;
    • Asking for or sharing food, water, money, or other donations in public places;
    • Praying, meditating, or practicing religion in public spaces;
    • Occupying a lawfully parked motor vehicle;
    • Storing their possessions and enjoying privacy in their personal property to the same degree as property in a private dwelling.

The legislation is sponsored by Yassamin Ansari (AZ-03), Sylvia Garcia (TX-29), Henry C. “Hank” Johnson (GA-04), Jr (GA-04), Summer Lee (PA-12), James P. McGovern (MA-02), Eleanor Holmes Norton (DC-AL), Delia Ramirez (IL-03), Jan Schakowsky (IL-09), Shri Thanedar (MI-13), Rashida Tlaib (MI-12), and Nydia M. Velázquez (NY-07).

  • MIL-OSI USA: Senator Murray Presses Air Force Secretary on Servicemembers’ Access to Child Care, Discrimination Against Women Servicemembers

    US Senate News:

Source: United States Senator for Washington State Patty Murray
***WATCH: Senator Murray’s exchange with Secretary Meink***
Washington, D.C. – Today—at a Senate Appropriations Defense Subcommittee hearing to review the Air Force budget request–Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, questioned Air Force Secretary Troy Meink and Chief of Staff of the Air Force, General David Allvin on the future of tanking missions within the Air Force and at Fairchild Airforce Base in Washington state, the reversal of policies aimed at increasing child care services across the Air Force and the reversal of a policy that allowed women aircrew members to fly during early stages of pregnancy.
    [KC-46As]
Senator Murray began by asking about the potential of the Fairchild Air Base receiving Boeing KC-46A, the Air Force’s newest aerial refueling tanker produced in Everett, Washington. “Mr. Secretary, as I’m sure you are aware as a former KC-135 navigator yourself, our Air Force currently does not have the refueling capacity it needs to sustain operations in important strategic theaters. Fairchild Air Force Base in my home state of Washington is home to one of the Air Force’s largest air refueling wings, and its proximity to the Arctic and the Indo-Pacific makes it a very key strategic launching point.”
“Now, the existing KC-46A contract only has a few years remaining. When does the Air Force plan to award the next tanker production contract?” Senator Murray asked.
“I’ll take for the record and get back to you on the date when we were planning on awarding. But we are, it is definitely a focus of ours. We agree we have to maintain and continue to build out the tanker fleet to maintain the capability, as just demonstrated over the weekend. It’s a critical part of our architecture,” responded Secretary Meink.
“And you can’t even give me an approximate—within a year, within months, within days?” Senator Murray pressed.
General Allvin responded, “I would have to yield to the acquisition folks to figure out when that decision is going to be made. We understand that we’re on the cusp of the end of the contract—existing contract 183—for the for the current KC-46. That evaluation is on undergoing. I would say within months, we’ll be able to understand when that date would be—it’s exact date.”
“All right. And what remains to be done to address the remaining category I deficiencies in the KC-46A contract?” asked Senator Murray.
“They are working very hard. They’re drawing those down to a few. Obviously, we still have a couple with the remote visualization system. The 2.0 version of that—that should be completed. That’s really the long pole of intent for all of them. That should be done by the fourth quarter of 27’. We also have a crimp drain valve issue that’s being worked. We also have one where they call it the ‘stuck-boom,’ where it can only refuel—there’s one aircraft that can’t refuel, and that’s the A-10. But largely, those are—they keep it from being full capability, but they’re refueling just about everything. Including several of the capabilities that happened last weekend. So, it’s still a capable aircraft, we just need to keep working,” replied General Allvin.
Senator Murray responded, “Okay, and if you could just stay in touch with my office as you get closer on those details.”
    [CHILD CARE COVERAGE]
Senator Murray turned her questioning to the Trump Administration’s abrupt changes to policies aimed at recruiting and increasing wages for childcare workers in the Department of Defense’s Child Development Centers (CDC): “Over the past few years, policies to help recruit staff for child development centers on military bases have led to lower wait times, especially in the Air Force. In fact, in 2024, the Air Force wait list dropped below 3,000 children—we worked really hard to get it there, and that was the lowest since the Air Force began tracking it back in 2018. But after Trump’s hiring freeze on civilian employees at DOD, several Air Force Bases have been forced to reduce their child care services, and the child care wait list has now ballooned to over 4,000 kids. That is really unacceptable to me. That would leave our military families—and parents who are putting their lives on the line for our country—really scrambling to find child care. And in many places, CDCs are their only real option for child care.”
Senator Murray asked, “So, Mr. Secretary, what is the Air Force doing to make up for the CDC staff shortages?”
“We’re very aware of the issue, Senator. And it is a priority for us to fix, and we are looking at that. Talked about it just yesterday with the team. I think there is a plan to start addressing the shortfall in staffing. General Allvin do you have any more details that?” Secretary Meink turned the question to General Alvin.
“Thank you, Mr. Secretary. Senator, what I would add to that is—your point is exactly right. We worked very hard, and we got the critical caregivers at the level. During this initial deferred resignation program, we kept all the providers, they were not authorized to go. But some of the back staff, the support staff, was authorized to go. And so, because of that we were we had to close a couple classrooms here and there and reduce that. I believe that is going to be faster to rehire than it would be to get the care provider. So, I think that’s where—” said General Allvin.
Senator Murray replied, “If you can stay in touch with my office on how you’re progressing, on that—what you’re doing—I would appreciate it.”
    [DISCRIMINATION AGAINST WOMEN AIRCREW MEMBERS]
Senator Murraymoved on to address the reversal of an Air Force policy allowing pregnant aircrew members to fly early in their pregnancy, stripping pregnant aircrew members from moving forward in their careers. “Over the past few months, we’ve seen the Trump administration start to systematically dismantle DOD’s ability to welcome all who wish to serve. And I am particularly concerned about attacks on women servicemembers—from health care to firing senior leadership. And in April, the Air Force suddenly reversed its policy allowing women aircrew members to fly during early stages of pregnancy. That policy aligned with FAA pregnancy guidelines, was widely applauded when it was made in 2022, and then the Trump administration eliminated it without any explanation. That reversal really forces women to choose between advancing their careers and starting their families, and it drastically reduces women’s opportunities to develop expertise in really highly technical roles for our Air Force.”
“I want to ask, what data supported the Trump administration’s decision to prohibit women from flying in non-combat environments during early stages?” asked Senator Murray.
General Allvin responded, “That was an Air Force policy change. So that would be on us in the Air Force. And the difference is that even though you talk about the alignment with FAA, the change was to high-G, high-performance aircraft. That was the change in 2022—to enable them to pursue waivers to fly for those for those high-G and high-performance aircraft. And the idea was to increase readiness. Because increasing readiness, having more opportunities for everyone to fly in those high-performance aircraft. What we did, we looked at the data from 2019 to 2022 and saw how many waivers were being pursued, how many waivers were being granted between that time, and then between 2022 and 2025. So two, three-year periods, and saw no real difference in the amount of time being requested or given for those in high performance aircraft. So, because of that—there was no real increase in waivers from those two periods and the risk was still there. It was an unknown risk that we just reverted to, really closer to what the other services have been.”
Senator Murray pressed, “Well, that’s not the same as the FAA guidelines. Were there any specific cases or incidences that raised this medical concern?”
“It was just the lack of increased readiness without the ability to fully understand the risk. And that was not FAA. That was for the high-G, high-performing aircraft. Which the FAA does not really have those guidelines specific to,” General Allvin replied.
Senator Murray responded, “Well, I just have to say that—what’s a woman supposed to do? Do a pregnancy test before she takes a flight?”
General Allvin said, “We can give you the full paper. This is not just totally restrictive. It’s more aligned with the other services as well.”
Senator Murray responded, “Well, I have looked at the policy, and I am concerned. I haven’t seen the data. You have some, give it to me. If there are specific examples, give it to me. But I do not think that we should discriminate against women service members. And I would really ask you to consider reversing this.”
General Allvin replied, “We’ll provide you all the data behind it.”

BEIJING, June 26 (Xinhua) — Zhao Leji, chairman of the Standing Committee of the National People’s Congress (NPC), and Yael Bron-Pivet, president of the French National Assembly, co-chaired the 12th meeting of the China-France Legislative Exchange Mechanism in Beijing on Thursday, agreeing to strengthen bilateral ties.

In his opening speech, Zhao Leji said China stands ready to expand all-round exchanges and cooperation with France.

The two sides should deepen cooperation in traditional areas, expand collaboration in emerging sectors such as artificial intelligence and green low-carbon development, and properly handle trade differences through consultation and dialogue, he said.

Zhao Leji called on the two countries to deepen exchanges in culture, education and tourism and strengthen coordination within a multilateral framework, stressing that the Chinese side believes that France will take concrete actions to uphold the one-China principle.

As the NPC Standing Committee chairman pointed out, given that this year marks the 50th anniversary of the establishment of diplomatic relations between China and the EU, China hopes that China-EU ties will continuously develop in a positive direction so that they will bring more stability and positive energy to the world.

Zhao Leji stressed that this meeting marks the resumption of the exchange mechanism between the two legislatures after a five-year hiatus and is of great significance to deepening cooperation between the two sides.

He stated that the NPC will work with the French parliament to implement the important agreements reached by the heads of state and provide legal guarantees for practical cooperation between China and France. Zhao Leji added that the NPC also wants to expand exchanges and cooperation with the European Parliament.

    J. Bron-Pivet, for her part, pointed out that in the current difficult international situation, it is extremely important for France and China, which are supporters of multilateralism, to strengthen communication and solidarity.

The French side hopes to strengthen cooperation with the Chinese side in the areas of trade and investment, artificial intelligence, climate change, culture and education, and jointly overcome global challenges, said Bron-Pivet.

She added that the French National Assembly is ready to deepen dialogue with the NPC to give new impetus to the development of French-Chinese relations. –0–

    US Senate News:

Cantwell Announces Plan to Introduce Bill Authorizing Trade Agreement Negotiations With the Middle East

‘I believe we need more diplomatic solutions for the region, and I think trade could be a part of that,’ says Cantwell during Washington (DC) International Trade Association roundtable; Under bill from top Dem on the Commerce Committee, partner countries would need to join the Abraham Accords, support nuclear nonproliferation, and coordinate export controls

WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, announced a plan to introduce legislation to authorize the administration to pursue negotiations of a trade agreement with the Middle East during a roundtable forum hosted by the Washington International Trade Association (WITA). The agreement would be focused on the information communications technology supply chain.

“This week, obviously, the U.S. engaged in strikes on Iran to prevent it from developing a nuclear weapon, and the ceasefire agreement between Israel and Hamas remains tenuous.

“I believe we need more diplomatic solutions for the region, and I think trade could be a part of that,” Sen. Cantwell said.

“Many countries in the Middle East want to diversify their economies and are interested in developing artificial intelligence. I will be introducing legislation to authorize the negotiations of a Middle East trade agreement, an agreement focused on information communication technology. It was built upon what Senators McCain and Baucus introduced 22 years ago to create a Middle East trade preference program in support of the U.S.-Middle East free trade area. I happened to travel to that area with them to talk about this.

“The legislation that I’m considering would have requirements that partner countries join the Abraham Accords, normalize diplomatic relations with Israel, support reconstruction of Gaza, join in the efforts to support nuclear nonproliferation, and coordinate strong export controls.

“I think these are the approaches that we should be taking in alliance-building.”

Sen. Cantwell announced the details of her proposed legislation during a WITA-hosted forum at the Ronald Reagan Building and International Trade Center in Washington, D.C., alongside former U.S. Trade Representatives Carla Hills (served under President George H.W. Bush) and Susan Schwab (served under President George W. Bush). Nasim Fussell, VP of Trade and International Policy at Business Roundtable, served as moderator.

Video of the hourlong roundtable is HERE; a transcript of Sen. Cantwell’s opening remarks is HERE.

Sen. Cantwell is a longtime champion of free trade and opening up new global markets. In April, she introduced the bipartisan Trade Review Act of 2025 to reaffirm Congress’ key role in setting and approving U.S. trade policy, and reestablish limits on the president’s ability to impose unilateral tariffs. Her bill has since picked up 12 additional cosponsors – an equal mix of Republicans and Democrats – and been endorsed by multiple major U.S. business organizations, including the National Retail Federation, which is the largest retail trade association in the world. House members also introduced a bipartisan companion bill, which is also cosponsored by an equal number of Republicans and Democrats.

WASHINGTON, D.C. — Today, U.S. Senator Shelley Moore Capito (R-W.Va.), a member of the Senate Appropriations Defense Subcommittee, questioned Secretary of the U.S. Air Force Troy Meink, Chief of Staff of the U.S. Air Force, General David Allvin, and Chief of Space Operations, General B. Chance Saltzman during a hearing to review the president’s budget request for Fiscal Year 2026 for the U.S. Air Force and Space Force.

    HIGHLIGHTS:

ON AIR NATIONAL GUARD UNITS IN WEST VIRGINIA:

SENATOR CAPITO: “We do have some great units [in West Virginia], Airlift Wings, the 130th and the 167th that have been called on numerous times throughout my years of service [in Congress]. I’m very grateful to them and for the role that they play.”

ON THE SUCCESSFUL STRIKES IN IRAN:

SENATOR CAPITO: “General Caine just gave a press conference right before we came and really methodically worked through the preparation and the talent that we needed to do that. I want to give you a chance to give your version…on where you see that and what kind of training was necessary.”

GENERAL ALLVIN: “Every one of those people, every one of those airmen that was a part of that mission, they may not have fully understood the geostrategic impact it had, but they knew that was their job to do and they knew that the mission depended on them…So what this was was a fantastic success…Military primacy does not happen overnight. This is one of those where we’re so proud of all the work we put in ahead of time. And this manifestation is another demonstration that the Air Force makes the ridiculously complex look routine, but that doesn’t come without effort. Thank you for letting me expound on that.”

International design competition will result in a conceptual design for the 200-Block of Banff Avenue Redevelopment Project.

June 26, 2025                                    Banff, Alberta                                         Parks Canada

Parks Canada is pleased to announce the launch of an international design competition, overseen by the Royal Architecture Institute of Canada (RAIC), to develop a new conceptual design for the iconic 200-Block of Banff Avenue in Banff National Park.

Today, Parks Canada announced the beginning of the pre-qualification phase for the architectural design competition after which up to six respondents will be invited to submit conceptual design proposals. The competition will be undertaken in accordance with the Royal Architectural Institute of Canada (RAIC) guidance for competitions in Canada.

To be considered, the conceptual designs must incorporate extensive feedback received by Parks Canada through years-long Indigenous, public, and stakeholder engagement. This project presents a unique opportunity to modernize facilities and open spaces in downtown Banff to welcome national park visitors, encourage connection with the national park, foster a welcoming and vibrant community.

Each successful design proposal will be evaluated by an independent jury composed of recognized design and architecture professionals. The jury will evaluate the proposals and feedback received in further public engagement sessions and then provide a recommendation to Parks Canada.

There will be continued opportunity for the public to provide input on the redevelopment project. • MIL-OSI USA: New Warren Report: “Bad Medicine: RFK Jr.’s Dirty Dozen Antivax Attacks”

    US Senate News:

Source: United States Senator for Massachusetts – Elizabeth Warren

    June 26, 2025

As key vaccine panel meets, Sen. Warren highlights a dozen actions by RFK Jr. to undermine access to vaccines, endangering millions of Americans

“By breaking promises, distorting facts, and pushing out mainstream vaccine experts and disregarding their views while installing anti-vaccination zealots, RFK Jr. has jeopardized the health of millions.”

    Report (PDF)

Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.) published a new report entitled “Bad Medicine: RFK Jr.’s Dirty Dozen Antivax Attacks,” underscoring the key ways Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. (RFK Jr.) has undermined vaccine access and confidence in vaccines and jeopardized Americans’ health. The report was published during the first meeting of the new Advisory Committee on Immunization Practices (ACIP), which RFK Jr. gutted and replaced with members who will advance his own anti-vaccine agenda.

“Americans should watch carefully to ensure that RFK Jr. and his hand-picked committee do not further undermine public health,” wrote Senator Warren.

Senator Warren’s “dirty dozen” list of anti-vaccine activities that occurred under RFK Jr.’s watch includes:

    1. “Burying” a Centers for Disease Control and Prevention (CDC) report that “emphasized the importance of vaccinating people against the highly contagious and potentially deadly disease,” measles. The report, originally set to be released amidst a growing measles outbreak, found that the risk of contracting measles was high in communities near outbreaks with low vaccination rates.
    2. Promoting pseudoscience remedies and falsehoods while downplaying threats from measles as an outbreak swept across the country. Kennedy falsely claimed that the measles vaccine had not been “safely tested” and that its protection was short-lived. Kennedy pushed false information on X that “cod liver oil” and “Vitamin A” would be an effective treatment. As a result, some unvaccinated children who “were given so much Vitamin A…had signs of liver damage.” After the first death from the disease, he claimed that the outbreak was “not unusual” and failed to mention vaccination as a key to stopping the outbreak.
    3. Ending the “Let’s Get Real” vaccine campaign, which provided resources and information to health care providers for communicating and working with hesitant parents.
    4. Removing the COVID vaccine from the CDC’s recommended immunization schedule for healthy children and pregnant women, without consulting CDC experts.
    5. Commissioning and publishing the “Make America Healthy Again” (MAHA) report, advancing scientifically dubious assertions, filled with distorted research and inaccurate claims about vaccine safety. The MAHA report misleadingly claimed that vaccines are responsible for “many possible adverse events for which there is inadequate evidence to accept or reject a causal relationship.” The MAHA report also cited multiple studies that did not exist, and researchers whose papers were cited indicated that the report had misinterpreted their findings.
    6. Canceling a promising study to develop a Bird Flu vaccine, even as the newest strain of the disease spreads, infecting more than 70 people, and public health officials become increasingly concerned about a broader outbreak.
    7. Ending funding for a broad swath of HIV vaccine studies, potentially setting back US-led efforts to end the global AIDS pandemic by a decade.
    8. Reneging on his promise to “work within the current vaccine approval and safety monitoring systems and maintain the Centers for Disease Control and Prevention’s Advisory Committee on Immunization Practices without changes,” on February 20th, Kennedy canceled ACIP’s first public meeting of 2025, before firing all the members of the panel on June 9th. ACIP is an independent panel of experts that makes recommendations to the CDC on vaccines. Kennedy also removed the staffers who oversaw ACIP and were responsible for vetting nominees for ACIP membership, effectively leaving the CDC’s chief of staff, a Trump Administration political appointee, in charge of the committee’s planning.
    9. Breaking his pledge not to appoint ideological anti-vaxxers to ACIP, Kennedy named eight new members to the panel, of which at least half are vaccine skeptics. According to various CDC officials, Kennedy circumvented the CDC’s process to select his new committee members.
    10. Announcing in his first address to agency staff as HHS secretary, Kennedy said he would use the Make America Healthy Again commission to investigate the childhood vaccination schedule, despite his baseless claims that it contributes to poor health outcomes.
    11. Hiring David Geier, a known vaccine skeptic who has promoted the debunked link between immunizations and autism, to study the theory. More than a decade ago, state regulators disciplined Grier for practicing medicine without a license.
    12. Forcing Dr. Peter Marks, the Food and Drug Administration’s (FDA’s) top vaccine official and head of the Center for Biologics Evaluation and Research, to step down after Dr. Marks refused to comply with Secretary Kennedy’s wish for “subservient confirmation of his misinformation and lies.”

“During his tenure as the HHS Secretary, RFK Jr. has systematically weakened the nation’s vaccine system, stoking parents’ fears and using his position to push his anti-vaccine agenda and limit access to vaccines,” wrote Senator Warren. “Vaccines are vital to protecting the lives of millions, and if Secretary Kennedy is successful in dismantling the nation’s vaccine system, the nation will face an extraordinary public health crisis.”

This week, Senator Warren slammed RFK Jr. for his “reckless” and “shortsighted” decision to fire all 17 independent members of the ACIP and replace them with his own hand-picked nominees. Ahead of today’s meeting, Senator Warren pressed RFK Jr. on his conflicts of interest and those of his appointees, raising concerns about their ability to make public health decisions that benefit Americans rather than line their own pockets.

  • MIL-OSI USA: By Air and by Sea: Validating NASA’s PACE Ocean Color Instrument

    Source: NASA

In autumn 2024, California’s Monterey Bay experienced an outsized phytoplankton bloom that attracted fish, dolphins, whales, seabirds, and – for a few weeks in October – scientists. A team from NASA’s Ames Research Center in Silicon Valley, with partners at the University of California, Santa Cruz (UCSC), and the Naval Postgraduate School, spent two weeks on the California coast gathering data on the atmosphere and the ocean to verify what satellites see from above. In spring 2025, the team returned to gather data under different environmental conditions.
    Scientists call this process validation.

The PACE mission, which stands for Plankton, Aerosol, Cloud, ocean Ecosystem, was launched in February  2024 and designed to transform our understanding of ocean and atmospheric environments. Specifically, the satellite will give scientists a finely detailed look at life near the ocean surface and the composition and abundance of aerosol particles in the atmosphere.
Whenever NASA launches a new satellite, it sends validation science teams around the world to confirm that the data from instruments in space match what traditional instruments can see at the surface. AirSHARP (Airborne aSsessment of Hyperspectral Aerosol optical depth and water-leaving Reflectance Product Performance for PACE) is one of these teams, specifically deployed to validate products from the satellite’s Ocean Color Instrument (OCI).
The OCI spectrometer works by measuring reflected sunlight. As sunlight bounces off of the ocean’s surface, it creates specific shades of color that researchers use to determine what is in the water column below. To validate the OCI data, research teams need to confirm that measurements directly at the surface match those from the satellite. They also need to understand how the atmosphere is changing the color of the ocean as the reflected light is traveling back to the satellite.
In October 2024 and May 2025, the AirSHARP team ran simultaneous airborne and seaborne campaigns. Going into the field during different seasons allows the team to collect data under different environmental conditions, validating as much of the instrument’s range as possible.
Over 13 days of flights on a Twin Otter aircraft, the NASA-led team used instruments called 4STAR-B (Spectrometer for sky-scanning sun Tracking Atmospheric Research B), and the C-AIR (Coastal Airborne In-situ Radiometer) to gather data from the air. At the same time, partners from UCSC used a host of matching instruments onboard the research vessel R/V Shana Rae to gather data from the water’s surface.

The Ocean Color Instrument measures something called water leaving reflectance, which provides information on the microscopic composition of the water column, including water molecules, phytoplankton, and particulates like sand, inorganic materials, and even bubbles. Ocean color varies based on how these materials absorb and scatter sunlight. This is especially useful for determining the abundance and types of phytoplankton.

The AirSHARP team used radiometers with matching technology – C-AIR from the air and C-OPS (Compact Optical Profiling System) from the water – to gather water leaving reflectance data.
“The C-AIR instrument is modified from an instrument that goes on research vessels and takes measurements of the water’s surface from very close range,” said NASA Ames research scientist Samuel LeBlanc. “The issue there is that you’re very local to one area at a time. What our team has done successfully is put it on an aircraft, which enables us to span the entire Monterey Bay.”
The larger PACE validation team will compare OCI measurements with observations made by the sensors much closer to the ocean to ensure that they match, and make adjustments when they don’t.

One factor that can impact OCI data is the presence of manmade and natural aerosols, which interact with sunlight as it moves through the atmosphere. An aerosol refers to any solid or liquid suspended in the air, such as smoke from fires, salt from sea spray, particulates from fossil fuel emissions, desert dust, and pollen.
Imagine a 420 mile-long tube, with the PACE satellite at one end and the ocean at the other. Everything inside the tube is what scientists refer to as the atmospheric column, and it is full of tiny particulates that interact with sunlight. Scientists quantify this aerosol interaction with a measurement called aerosol optical depth.
“During AirSHARP, we were essentially measuring, at different wavelengths, how light is changed by the particles present in the atmosphere,” said NASA Ames research scientist Kristina Pistone. “The aerosol optical depth is a measure of light extinction, or how much light is either scattered away or absorbed by aerosol particulates.”
The team measured aerosol optical depth using the 4STAR-B spectrometer, which was engineered at NASA Ames and  enables scientists to identify which aerosols are present and how they interact with sunlight.

Flying these instruments required use of a Twin Otter plane, operated by the Naval Postgraduate School (NPS). The Twin Otter is unique for its ability to perform extremely low-altitude flights, making passes down to 100 feet above the water in clear conditions.
“It’s an intense way to fly. At that low height, the pilots continually watch for and avoid birds, tall ships, and even wildlife like breaching whales,” said Anthony Bucholtz, director of the Airborne Research Facility at NPS.
With the phytoplankton bloom attracting so much wildlife in a bay already full of ships, this is no small feat. “The pilots keep a close eye on the radar, and fly by hand,” Bucholtz said, “all while following careful flight plans crisscrossing Monterey Bay and performing tight spirals over the Research Vessel Shana Rae.”

Data gathered from the 2024 phase of this campaign is available on two data archive systems. Data from the 4STAR instrument is available in the PACE data archive  and data from C-AIR is housed in the SeaBASS data archive.
Other data from the NASA PACE Validation Science Team is available through the PACE website: https://pace.oceansciences.org/pvstdoi.htm#
Samuel LeBlanc and Kristina Pistone are funded via the Bay Area Environmental Research Institute (BAERI), which  is a scientist-founded nonprofit focused on supporting Earth and space sciences.
