  • Dr. Jitendra Singh highlights 11 years of transformational growth in space, tech and innovation

    In a compelling address at the Economic Times Education Summit 2025, Union Minister Dr. Jitendra Singh underscored the sweeping technological transformation that has permeated Indian society over the past 11 years under Prime Minister Narendra Modi’s leadership. The Minister, who holds charge of Science and Technology, Earth Sciences, and the Department of Space, said India is now witnessing an unprecedented wave of scientific advancement and innovation reaching into every household.

    Dr. Singh credited this shift to the creation of an enabling ecosystem that has nurtured talent across sectors. He pointed to “Operation Sindoor” as a landmark achievement that showcases India’s enhanced scientific capacity and defense readiness, particularly in countering drone and missile threats.

    “There was never a lack of talent in this country. What we lacked was an enabling environment to nurture it. PM Modi’s visionary leadership over the past decade has created that ecosystem,” said the Minister.

    He highlighted the impact of key reforms such as the opening up of the space and nuclear sectors, which he said have had a multiplier effect on diverse fields including agriculture, education, defence, disaster management, land records, and e-governance.

    Emphasizing India’s emergence as a global hub for aspirational youth, Dr. Singh said the nation is now defined by its scientific ambitions and technological confidence. “The rise of aspirations enabled by science and innovation is testimony to the Ease of Living as well as the Ease of Doing Research. Indians abroad today wear their identity with pride, and the world respects that,” he said.

    Reflecting on India’s economic journey, the Minister projected that the country’s continued ascent to becoming the fourth-largest economy and beyond would be driven by core sectors such as space, marine technology, and biotechnology. He drew special attention to the recently launched BIO-e3 Policy, which centers on Economy, Employment, and Environment, calling it a catalyst for a biotechnology revolution.

    Dr. Singh also spotlighted India’s achievements in healthcare, especially during the COVID-19 pandemic, including the development of the world’s first DNA-based vaccine and the execution of the largest vaccination campaign globally.

    He lauded India’s rapid progress in space exploration, recalling the landmark Chandrayaan-3 mission that made India the first country to land on the Moon’s South Pole. Looking ahead, he said India’s participation in the upcoming Axiom-4 mission, with Group Captain Shubhanshu Shukla as Mission Pilot, marks a new chapter of international collaboration in space. This mission will feature Indian-developed biotechnology experiments focusing on space nutrition and self-sustaining life support systems using microgravity-compatible biotech kits.

    “These kits, conceptualized and validated by Indian scientists, will lay the foundation for long-duration human spaceflight research,” he stated.

    The Minister also projected robust growth for India’s space economy, estimating a rise from the current $8 billion to $44 billion in the coming years. He noted that India now has over 300 space startups, a remarkable leap from the single-digit count in 2014. Space medicine, he added, would be a key frontier in which India is already making strides.

    Highlighting the use of technology for citizen-centric governance, Dr. Singh cited innovations like face recognition technology for pension verification and the evolution of the CPGRAMS grievance redressal system, which now handles 26 lakh complaints annually, up from just 2 lakh in 2014.

    While acknowledging the growing role of artificial intelligence, Dr. Singh cautioned against over-reliance on AI-only models and advocated for a hybrid approach that integrates AI with human judgment to maintain empathy and integrity in governance.

    “India has matured into a nation where scientific research is not just academic—it’s strategic, secure, and sovereign,” he concluded.

    North Dakota will mark the nation’s 250th birthday in 2026 with a milestone of its own: the grand opening of the Theodore Roosevelt Presidential Library (TRPL) during Independence Day celebrations in early July. Set in the iconic Badlands near Medora, the Library will honor the influence of the 26th President of the United States by bringing his story to life in the same rugged landscape that helped shape his enduring ideals of leadership, conservation, and the American spirit.

    Perched on a bluff overlooking the Little Missouri River at the gateway to Theodore Roosevelt National Park, TRPL will enrich the western North Dakota experience. Designed by Snøhetta, the architectural firm behind the Oslo Opera House, TRPL is being built to meet the Living Building Challenge. This rigorous undertaking, achieved by only 35 buildings worldwide, means the TRPL will generate its own energy, treat its own water, and operate in harmony with nature.

    Commerce and Industry Minister Piyush Goyal has reaffirmed India’s commitment to transitioning the free trade agreement (FTA) from a negotiated text into a transformative economic partnership, the ministry said on Thursday.

    The minister showcased India’s strategic global outlook and economic leadership at the India Global Forum (IGF) 2025 in London. His visit marked a significant moment following the historic signing of the India–UK Free Trade Agreement (FTA) in May 2025.

    Delivering the keynote address, the Union Minister described the FTA as a reflection of shared ambition between two vibrant democracies. He stated that the agreement not only enhances bilateral trade, but also demonstrates India’s ability to negotiate balanced and future-oriented trade frameworks aligned with its national interests.

    Goyal was joined by UK Secretary of State for Business and Trade, Jonathan Reynolds, with moderation by international journalist Mark Barton.

    Outlining the next phase of implementation, Goyal highlighted key priorities such as strengthening institutional mechanisms for joint governance, unlocking early benefits for SMEs and startups, and facilitating smooth mobility of skilled professionals across sectors.

    On June 19, the Union Minister participated in a special session on “UK–India Science, Technology and Innovation Collaboration” at the Science Museum in London.

    The session explored opportunities for UK stakeholders to contribute to India’s expanding investments in digital public infrastructure, sustainable manufacturing, and green technologies.

    Discussions also covered efforts to make India a global manufacturing hub through Make in India, PLI schemes, and enhancing collaboration in sectors such as fintech, artificial intelligence, and creative industries, according to the ministry.

  • MIL-OSI NGOs: 8 in 10 people support taxing oil and gas corporations to pay for climate damages, global survey finds

    Bonn, Germany, 19 June 2025 – A vast majority of people believe governments must tax oil, gas and coal corporations for climate-related loss and damage, and that their government is not doing enough to counter the political influence of super rich individuals and polluting industries. These are the key findings of a global survey – including responses from South Africa and Kenya – which reflect a broad consensus across political affiliations, income levels and age groups.[1]  

    The study, jointly commissioned by Greenpeace International and Oxfam International, was launched today at the UN Climate Meetings in Bonn (SB62), where government representatives are discussing climate policies, including ways to raise at least US$ 1.3 trillion annually in climate finance for Global South countries by 2035. The survey was conducted across 13 countries, including most G7 countries. 

    Sherelee Odayar, Oil and Gas Campaigner for Greenpeace Africa said:

    “In Africa, people are feeling the heat—literally—and they’re done footing the bill for disasters driven by record fossil-fuel profits. This survey sends an unmistakable message: our governments have a popular mandate to make oil, gas and coal corporations pay their fair share for the floods, droughts and hunger they’ve helped unleash. A polluter-pays tax would turn dirty profits into clean investments for frontline communities, and that’s the climate justice Africa has been calling for.”

    Ali Mohamed, Special Envoy for Climate Change, Kenya, said:


    “African Leaders adopted the Nairobi Declaration during the inaugural Africa Climate Summit in Nairobi, which among others, calls for a global carbon taxation regime, including levies on fossil fuel trade. Kenya co-chairs the Global Solidarity Levies Taskforce, which brings together a coalition of willing countries to design and implement progressive levies that reflect the true cost of pollution. The principle is simple, sectors profiting from the increasing greenhouse gas emissions that cause the destructive climate change, must be taxed to support climate impacted vulnerable communities in Africa and other developing world, adapt and recover from the devastating losses and damages being suffered so frequently.”

    Mads Christensen, Executive Director of Greenpeace International said:

    “These survey results send a clear message: people are no longer buying the lies. They see the fingerprints of fossil fuel giants all over the storms, floods, droughts, and wildfires devastating their lives, and they want accountability. By taxing the obscene profits of dirty energy companies, governments can unlock billions to protect communities and invest in real climate solutions. It’s only fair that those who caused the crisis should pay for the damage, not those suffering from it.”

    The study, run by Dynata, was unveiled alongside the Polluters Pay Pact, a global alliance of communities on the frontlines of climate disasters. The Pact demands that – instead of piling the costs on ordinary people – governments make oil, gas and coal corporations pay their fair share for the damages they cause, through the introduction of new taxes and fines.

    The Pact is backed by firefighters and other first responders, trade unions and worker groups, and mayors from countries including Australia, Brazil, Bangladesh, India, the Philippines, Sri Lanka, Nigeria, and South Africa, the US, and plaintiffs in landmark climate cases from Pacific island states to Switzerland.

    The Pact is also supported by over 60 NGOs, including Oxfam International, 350.org, Avaaz, Islamic Relief UK, Asociación Interamericana para la Defensa del Ambiente (AIDA), Indian Hawkers Alliance, Pacific Islands Students Fighting Climate Change, Jubilee Australia and the Greenpeace network.

    The survey’s findings published today reveal broad public support for the core demands of the Polluters Pay Pact, as climate impacts worsen worldwide and global inequality grows.

    Key findings of the survey include:

    • 81% of people surveyed would support taxes on the oil, gas, and coal industry to pay for damages caused by fossil-fuel driven climate disasters like storms, floods, droughts and wildfires.
    • 86% of people in surveyed countries support channeling revenues from higher taxes on oil and gas corporations towards communities most impacted by the climate crisis. Climate change is disproportionately hitting people in Global South countries, who are historically least responsible for greenhouse gas emissions. 
    • When asked who should be taxed to pay for helping survivors of fossil-fuel driven climate disasters, 66% of people across countries surveyed think it should be oil and gas companies, while just 5% support taxes on working people, 9% on goods people buy, and 20% favour business taxes.
    • 68% felt that the fossil fuel industry and the super-rich had a negative influence on politics in their country. 77% say they would be more willing to support a political candidate who prioritises taxing the super-rich and the fossil fuel industry. 

    Amitabh Behar, Executive Director of Oxfam International, said: 

    “Fossil fuel companies have known for decades about the damage their polluting products wreak on humanity. Corporations continue to cash in on climate devastation, and their profiteering destroys the lives and livelihoods of millions of women, men and children, predominantly those in the Global South who have done the least to cause the climate crisis. Governments must listen to their people and hold polluters responsible for their damages. A new tax on polluting industries could provide immediate and significant support to climate-vulnerable countries, and finally incentivise investment in renewables and a just transition.” 

    The Polluters Pay Pact demonstrates popular support for the campaign to make polluters pay. The campaign is being waged throughout 2025 in countries worldwide and in critical international forums, including the 4th International Conference on Financing for Development (FFD4), the UN Climate Change Conference (COP30), and negotiations for a UN tax convention that could include new rules to make multinational oil and gas companies pay their fair share for their pollution.

    Moscow, June 19 (Xinhua) — China remains the main driver of global economic growth and Russia’s number one trading partner, said Andrey Kostin, president and chairman of the board of Russian bank VTB, in a written interview with Xinhua on the sidelines of the 28th St. Petersburg International Economic Forum, which is being held in St. Petersburg from June 18 to 21.

    Over the past 5 years, China’s contribution to global economic growth has averaged around 30 percent, making China one of the main drivers of global economic growth, noted A. Kostin.

    Speaking about bilateral trade between Russia and China, A. Kostin reported that “last year, trade turnover amounted to almost 245 billion dollars, and in the medium term, it is expected to reach 300 billion dollars per year,” he added.

    At the same time, according to the head of VTB, the interaction between Russia and China in the area of mutual investments is still noticeably lagging behind the dynamic growth in trade. “Their volume today does not correspond to the level and quality of political dialogue,” the banker is sure.

    A. Kostin recalled that in order to develop this area, Russia and China updated their investment cooperation plan in August 2024. In his opinion, one of the promising areas for joint investment is the development of transport and logistics infrastructure, which is important for ensuring further growth of trade and economic cooperation, including cross-border and regional.

    Joint projects in the energy, oil and gas, and agro-industrial sectors have great potential. “Here we can talk about investments in projects in Russia, Russian supplies of raw materials and agricultural products to China, as well as the creation of joint ventures to enter third-country markets with final products,” suggested the Xinhua source.

    In addition, according to A. Kostin, in order to ensure the technological sovereignty of the two countries in modern geopolitical realities, it is important to finance joint developments and projects in the field of developing technological cooperation, including digitalization and the creation of artificial intelligence.

    The head of VTB noted that China has traditionally been one of the most important areas of the bank’s international activities. The branch in Shanghai has been operating in the Chinese market for 17 years and today remains the only Russian bank in the country.

    In addition, VTB has been supporting Russian-Chinese cultural exchanges for many years, because mutual study of culture and traditions helps people from different countries to understand each other better. “In international business, knowledge of the partner’s ‘cultural code’ helps to establish deeper and more trusting relationships, and therefore, it facilitates effective cooperation and the achievement of a more lasting result,” the head of the Russian bank believes.

    One side event at the African Development Bank Group’s (www.AfDB.org) 2025 Annual Meetings unpacked the use of Artificial Intelligence (AI) as a powerful tool to advance inclusive and sustainable development across the African continent.

    Held under the theme: “The AI Revolution: How Will AI Support the Delivery of the African Development Bank’s 2024–2033 Ten-Year Strategy and the Transformation of African Economies?”, the 90-minute session convened leading voices from across sectors. The event was co-hosted with Google AI Research.

    At the heart of the discussion was the question: What will it take for Africa to become AI-ready? which was the central theme of the high-level panel discussion as part of the event.

    In his opening remarks, Solomon Quaynor, Vice-President for Private Sector, Infrastructure & Industrialization of the African Development Bank underscored the critical role of digital transformation in shaping Africa’s future: “AI is not a luxury—it’s a necessity for Africa’s competitiveness, resilience, and long-term prosperity,” he said.

    Caroline Kende-Robb, Senior Director of Strategy and Operational Policies at the Bank, framed the conversation within the context of the Bank’s 2024–2033 Ten-Year Strategy (https://apo-opa.co/3ZFWakh).

    She stressed that “Investing in youth and data infrastructure is no longer optional—these are the foundations upon which Africa must build its AI future.”  Her remarks echoed the strategy’s call to leapfrog development through innovation, anchored in African realities and driven by African talent.

    Following her intervention, Abdoulaye Diack, Program Manager at Google AI Research Africa, highlighted the transformative potential of AI to address structural challenges and unlock progress in agriculture, education, climate adaptation, and public health.

    Diack emphasized the importance of contextualizing AI for African environments, warning that “without local data and inclusive models, Africa risks becoming a passive consumer rather than an active creator of AI solutions.”

    Ibrahim Kalil Konaté, Côte d’Ivoire’s Minister of Digital Transition and Digitalization, advocated for regional coordination and harmonized policy frameworks to enable responsible, cross-border implementation of AI technologies.

    Robert Skjodt, Group CEO of Raxio Group, focused on the critical need for robust digital infrastructure—especially local data centers—to support the scale and speed required for Africa’s AI ambitions.

    Ousmane Fall, Director of Private Sector Transaction Support at the Bank, called for the development of bankable, scalable digital infrastructure projects that can attract long-term investment.

    Moustapha Cissé, CEO of Kera Health Platforms, and a respected pioneer in African AI research, stressed the need for ethical frameworks and AI systems that reflect African social, cultural, and healthcare contexts.

    Muthoni Karubiu, Chief Operations Officer at Amini, concluded the panel with a call to enhance data sovereignty, especially in the context of agriculture and climate action, by ensuring access to localized and context-specific environmental data.

    Harnessing the power of AI for Africa’s success

    A strong consensus emerged across the panel – for Africa to harness AI effectively, it must focus on three foundational pillars:

    – Human Capital: Equip the next generation with AI literacy and professional expertise.

    – Data Infrastructure: Build the digital backbone for connectivity, storage, and secure data exchange.

    – Localized Data: Train AI systems on African realities, including languages, culture, and societal needs.

    With Africa holding just 1.3% of global data storage capacity and lagging in digital readiness, speakers agreed that the continent is at a crossroads and must urgently make the choice to invest now, or risk falling further behind.

  • MIL-OSI Global: Britain’s plan for defence AI risks the ethical and legal integrity of the military

    Autonomous technology on the battlefield may not look like ‘killer robots’, but still has huge ethical implications. TSViPhoto/Shutterstock

    In an unstable geopolitical climate, the UK’s strategic defence review focused on improving national resilience, from critical infrastructure security to technology and innovation. Many of the review’s recommendations have to do with transforming defence through artificial intelligence (AI) and autonomy, to make the armed forces “ten times more lethal”.

    These recommendations and investments – drones, autonomous systems and £1 billion for a “digital targeting web” that would connect weapons systems – may well make the armed forces more lethal. But this comes at a risk to the ethical and legal integrity of the military.

    A key part of international humanitarian law is the principle of precautions in attack. This requires that those planning an attack must do everything they feasibly can to ensure that targets are of a military nature. Similar is the principle of distinction, which mandates that civilians must never become a target.

    In armed conflict, these principles are meant to protect civilians. They require human judgement — the ability to weigh up context, intent and likely outcomes. But how might they be upheld when humans are embedded in AI systems, which prioritise speed and scale in decision-making and action?

    An AI-enabled digital targeting web, like the one proposed in the strategic review, connects information (sensors) and action (weapons), enabling faster identification and elimination of potential targets. These webs would be able to identify and suggest possible targets considerably faster than humans. In many cases, leaving soldiers with only a few minutes, or indeed seconds, to decide whether these targets are appropriate or legitimate in legal or ethical terms.

    One example already in use is the Maven Smart System, which was recently procured by Nato. This system could make it possible for small army teams to make up to “1,000 tactical decisions an hour”, according to a report by the US thinktank the Center for Security and Emerging Technology.

    Legal scholars have argued that the prioritisation of speed with AI in conflict “leaves little room for human judgement” or restraint.

    Unlike other technologies used in war, AI is more than an instrument. It is part of a cognitive system of humans and machines, which makes human control a lot more complicated than operating a fleet of tanks.

    Proponents of autonomous weapons and AI targeting systems often argue that this technology would make warfare more precise, dispassionate and humane. However, military ethics scholar Neil Renic and I have shown how it can instead lead to an erosion of moral restraint, creating a war environment where technological processes replace moral reasoning.

    Training the data

    The strategic defence review lauds autonomy as providing “greater accuracy”, but this is complicated by technical and human limitations. Instead of providing greater accuracy in targeting, AI-enabled systems threaten to undermine the principle of distinction and precaution.

    AI systems also bear technical challenges for something as complex and dynamic as warfare. AI-supported systems are only as good as the data on which they are trained. Appropriate, comprehensive and up-to-date data is hard to come by in conflict, and dynamics can change quickly.

    This is particularly true in urban conflicts. Understanding the complexities of a situation on the ground is difficult enough for human military personnel, without bringing in AI.

    New AI models, in particular, bear risks. AI large language models are known to “hallucinate” – produce outputs that are erroneous or made up. As these systems are integrated into defence, the risks of technological failure become more pronounced.

    There is also a considerable risk of this technology enabling uncontrolled escalation and conflict at speed – what scholars have described as a “flash war”. Escalation from crisis to war, or escalating a conflict to a higher level of violence, could come about due to erroneous indications of attack, or a simple sensor or computer error.

    Consider an AI system alerting commanders of a hostile tank approaching a border area. With potentially only minutes to spare, time for verification of the incoming information is sparse. Commanders may “prioritise rapid response over thorough analysis”. If the tank turns out to be a school bus, this response could have further retaliatory consequences.

    Unpredictable systems could also give leaders false impressions of their capabilities, leading to overconfidence or encouraging preemptive attacks. This all may lead to greater global instability and insecurity.

    Responsible AI

    The UK government has shown that it is aware of some of these risks. Its 2022 report on responsible AI in defence emphasised ethics in the use of AI. It specified that the deployment “of AI-enabled capabilities in armed conflict needs to comply fully with [international humanitarian law]”, including the principles of distinction, necessity, humanity and proportionality.

    The report also notes that responsible and ethical use of AI systems requires reliability and human understanding of the AI system and its decisions.

    The strategic defence review, on the other hand, notes that the speed with which technologies develop is outpacing regulatory frameworks. It says that “the UK’s competitors are unlikely to adhere to common ethical standards in developing or using them”.

    This might be so, but it should not open the door to a less ethical and responsible development or use of such systems by the UK. Ethics is not only about how we treat others, but also about who we are.

    The UK still has an opportunity to shape global norms around military AI — before a generation of unaccountable systems becomes the default. But that window for action is closing rapidly.

  • MIL-OSI United Kingdom: Preventing avoidable deaths in custody

    Members of expert group to oversee reforms announced.

    Details of an expert group that will help drive reforms to prevent avoidable deaths in custody have been announced.

    Justice Secretary Angela Constance is leading the Ministerial Accountability Board overseeing the implementation of actions to address the recommendations of Sheriff Collins’ Fatal Accident Inquiry report into the deaths of Katie Allan and William Lindsay (also known as William Brown) at HMP & YOI Polmont. The first meeting of the Board was held on Thursday (19 June).

    Bringing a wealth of experience from third sector, legal, operational, research and health backgrounds, the members of the Board will provide support to mitigate challenges and ensure action is delivered as quickly as possible. Engaging with families will also be a central part of the Board’s role, to ensure lived experience is integral to reform.

    The Board is an interim measure until the National Oversight Mechanism – an independent national oversight body for all deaths in custody, separate from the Government – is established over the coming year. It will take on responsibility for overseeing implementation of the FAI actions along with its other responsibilities.

    “Action is already being taken to prevent avoidable deaths in custody but it is essential that these reforms are driven at pace to make lasting change.

    “The members of the Ministerial Accountability Board are all leaders in their fields and will bring invaluable expertise and experience across a wide range of sectors to make sure the promise of reform is delivered.

    We thank the Working Group for their report on ensuring the procurement and deployment of AI is aligned with the UN Guiding Principles.

    The use of AI presents significant opportunities for human rights, as well as risks. The UK advocates for human rights considerations to be incorporated into the design, development and use of AI. We expect all businesses to carry out human rights due diligence in line with the UN Guiding Principles to this effect.

    We recognise the need for transparency raised in the report. The UK has introduced an Algorithmic Transparency Recording Standard, which requires public sector organisations to publish clear information on how and why they are using algorithmic tools, delivering meaningful transparency through a tiered approach. This is mandatory for central government, when such tools have a significant influence on decision-making processes which effect the public.

    • Cove Kaz Capital LLC, through its newly formed joint venture, Akbulak REE Ltd., is advancing the Akbulak Rare Earth Project in partnership with Qazgeology JSC, Kazakhstan’s national geological company, and subsidiary of Kazakhstan’s national mining company, Tau-Ken Samruk. The joint venture is in the process of obtaining final approval from the Ministry of Industry and Construction for the transfer of the exploration license to Akbulak REE Ltd., which is established under the AIFC legal framework.

      Concurrently, the joint venture is preparing to initiate initial exploration activities at the Akbulak site in the Kostanay region. The program will begin with a desktop review of historical geological data, surface mapping, structural and alteration analysis, targeted sampling, and metallurgical testing, forming the groundwork for a staged exploration campaign.

    The Akbulak Rare Earth Project hosts a historical resource of 380,000 tons of rare earth oxides, including neodymium and praseodymium, key elements in permanent (NdFeB) magnets, and yttrium, utilized in electronics, medicine, and materials science applications.
