  • MIL-OSI United Nations: 18 June 2025 Donors making a difference: refugees and migrants

    Today, more than one billion people, about one in eight globally, are on the move, driven by war, conflict, disasters, environmental degradation or economic instability. Migration and displacement are powerful social determinants of health, shaping how and whether people can access the health conditions they need to survive and thrive.

    Climate change, recognized as a “threat multiplier”, worsens food insecurity, disrupts livelihoods, and fuels further displacement. Whether by choice or forced, being on the move is a part of human life, but for many, it brings disproportionate exposure to risk, inequality, and exclusion from basic health services.

    Refugees, migrants, and internally displaced persons (IDPs) frequently face unsafe journeys and precarious living conditions, often with limited access to clean water, adequate nutrition, sanitation, or shelter. Their susceptibility to communicable diseases is increased by the environmental risk factors related to their precarious living and working conditions. Many also face barriers to managing noncommunicable diseases, accessing maternal and newborn care, or receiving mental health support.

    Thanks to the support of donors and partners, WHO works with governments and communities to deliver inclusive, equitable, and context-sensitive health services to people on the move. This includes immunization, disease surveillance, chronic disease management, reproductive and mental health care, support for health system resilience, amongst other efforts.

    These contributions are grounded in the recognition that health is a human right, and that universal health coverage must be inclusive of all people, regardless of migratory status. The stories presented below show how rapid, compassionate action can protect lives and advance dignity, equity, and resilience, especially in times of crisis.

    Landmark cholera vaccination campaign offers hope to Rohingya refugee camps

    Cholera has been endemic in Bangladesh for decades, with seasonal peaks. It has remained a major health concern in the Rohingya refugee camps since 2017.

    In a major joint effort, the Government of Bangladesh, with support from WHO, UNHCR, and health sector partners, launched a landmark cholera vaccination campaign in the Rohingya refugee camps on 12 January 2025. This initiative focused on children aged one year and older, following a rise in cholera cases detected through WHO’s disease monitoring system in both the camps and nearby host communities.

    The five-day vaccination campaign aimed to reach 943 174 people across 33 camps and Bhasan Char Island. Over 1 700 community health workers, supervisors, and health sector partners visited 194 907 households to administer the single-dose Euvichol Plus vaccine.

    Delivering lifesaving health services for flood-displaced families in Nigeria

    Borno state, in northeastern Nigeria, was severely impacted by recent floods, in September 2024, which displaced over 400 000 people. Almost 90 000 people in vulnerable situations were forced to take shelter in temporary camps with limited access to food, clean water and health services.

    Displaced populations are at especially high risk from malnutrition, and diseases such as cholera, malaria and measles in a region where health systems are already fragile and strained.

    Recognizing urgent health need, WHO, with financial support from USAID and the Government of Germany, deployed five mobile health teams made up of 35 public health experts, to provide routine immunization, maternal care and clinical services. So far, 34 camps and over 93 000 households have been reached and informed about how to prevent epidemic-prone diseases and adopt healthy household practices.

    Somalia experienced a severe drought in 2022-2023. Donors responded swiftly with increased funding to save lives by treating severe acute malnutrition and the prevention and management of disease outbreaks.

    This support enabled WHO to meet urgent health needs while also investing in the long-term capacity of local health services. For example, the Sinkadheer health centre in Al-Adalada camp, west of Mogadishu, provides a full range of services through the Integrated Health and Nutrition Programme. The centre helps ensure access to essential health care for families who might otherwise face financial or logistical barriers to treatment.

    Supported by the European Commission Humanitarian Aid (ECHO), the German Federal Foreign Office, and other partners, the programme continues to improve health outcomes for Somali mothers and children, promoting dignity and resilience in the context of displacement. Each day, the centre serves around 200 patients, primarily from nearby internally displaced communities, offering primary health care, nutritional support, and services to prevent malnutrition.

    Bridging gaps in health and nutrition services for IDPs and crisis-affected communities in Ethiopia

    Since November 2021, Ethiopia’s Amhara region has faced complex and protracted humanitarian crises driven by internal armed conflict, multiple disease outbreaks, and climate-related shocks- including drought and floods. The region also witnessed a growing influx of people fleeing conflict in neighbouring Sudan. Nearly a million internally displaced persons (IDPs) are living across 38 collective sites and host communities, alongside hundreds of thousands of refugees and returnees.

    To ensure access to essential health services for displaced and crisis-impacted populations, WHO, in collaboration with regional government authorities, deployed Mobile Health and Nutrition Teams. As displacements increased, the number of mobile teams was scaled up to 19 in April 2024, comprising 132 health workers. This increase was made possible through support from the European Commission Humanitarian Aid (ECHO), the United States Agency for International Development (USAID), the UN Central Emergency Response Fund (UNCERF), and the People and Government of Japan.

    These teams have provided over 124 250 medical consultations, including referrals for patients requiring specialized care. Services include primary health care, immunizations, maternal and child health support, nutritional care, mental health and psychosocial support, and first-line assistance for survivors of gender-based violence. They also address both communicable and noncommunicable diseases, helping ensure that health care is available and accessible to all.

    Health on the frontlines: caring for Haiti’s displaced population

    Since February 2024, Haiti has faced an escalating security crisis from escalating gang violence, political instability, and a humanitarian emergency, placing further strain on the country’s already overstretched health system. This has significantly disrupted access to health care for millions in Haiti.

    The crisis has most severely affected people living in precarious conditions, including the approximately 86 000 individuals residing across 84 IDPs sites of the metropolitan area of Port-au-Prince.

    To help maintain access to essential services, mobile clinics have been established by the Ouest Department’s health authorities with the support from PAHO/WHO and other partners such as UNCERF. Disease surveillance activities have also been reactivated, including for cholera, through the deployment of surveillance and response teams to each site- helping to detect and respond efficiently to potential outbreaks.

    Support for public health emergency preparedness and response in Niger

    In March 2024, WHO delivered 16 tons of medicines and medical supplies valued at nearly 100 million FCFA (US$ 170 000) to health facilities across eight regions of Niger, which host large numbers of IDPs, refugees, and returnees.

    This donation, funded through UNCERF and WHO’s own resources, include medical consumables and treatment kits for pneumonia, meningitis, malaria, diphtheria, cholera, and other common illnesses.

    “This donation comes at a crucial time when our health system in the Diffa region is under significant pressure. We will be able to strengthen access to quality health care and save the lives of the people of Diffa, who are already facing emergencies related to the growing number of IDPs, refugees and returnees,” said Colonel-Major Dr Garba Hakimi, Minister of Public Health, Population and Social Affairs.

    Lessons from Malta: advancing refugee and migrant health

    As an island located at the heart of the Mediterranean, Malta has long been a transitional stop for people on the move. Today, it is home to over 11 000 refugees and 2 000 asylum seekers, primarily from Bangladesh, Libya, Syria, Sudan and Ukraine.

    With co-funding from the European Union, WHO, in partnership with Malta’s Ministry for Health and Active Ageing, hosted the first Knowledge Forum on Refugee and Migrant Health in Malta in April 2024.

    The Forum brought together government officials, humanitarian organizations, civil society, United Nations agencies, and other stakeholders to share knowledge, exchange experiences, identify opportunities for collaboration, and advance the implementation of WHO’s European Region Action Plan for Refugee and Migrant Health 2023–2030.

  • MIL-OSI Canada: The Government of Canada invests in flood mapping and adaptation projects

    On June 18, 2025, the Government of Canada announced an investment of $6.8 million in 20 projects across the country through the Flood Hazard Identification and Mapping Program (FHIMP), which is funded under Canada’s National Adaptation Strategy.

    Environment and Climate Change Canada is investing $3.3 million in nine projects focused on advancing flood mapping science nationally and bringing together Canadian research institutions and departmental scientists. The projects will leverage the expertise of Canadian universities and researchers to advance the science used in the creation of current, accessible flood maps that can account for the uncertainty of climate change.

    Probabilistic predictions of hydrological extremes across timescales and their information—theoretical evaluation

    Recipient: University of British Columbia – $165,900

    This project will use machine learning to improve flood predictions for areas with and without water level monitoring stations. The project goal is to create models that predict the chances of floods for multiple locations in British Columbia and the Yukon, making these predictions more accurate and reliable for extreme events.

    Hydrologic-hydraulic modelling framework for improving dynamic ice-jam flood mapping under a changing climate

    Recipient: The Governors of the University of Alberta – $612,400

    Researchers will develop a system using surface water, river, and ice modelling to better understand stream flows during ice jams and breakup, specifically in areas where data is limited. This will improve ice-jam flood mapping while considering the effects of climate change.

    Developing a consolidated flood frequency analysis system for Canada in a changing climate

    Lead Recipient: University of Calgary – $770,200

    Consortium with University of Saskatchewan and McMaster University

    Researchers will use weather and water-related models, along with statistical methods, to understand how climate change affects surface water across Canada. The goal of this work is to better understand future flood risks, improve flood mapping methods and standards, and support better decision-making and policy development. This project will also make it easier for researchers and flood mapping professionals to share knowledge and information.

    Integrated framework for assessing compound coastal and inland flooding under climate change across Canada 

    Recipient: University of Western Ontario – $180,000

    The goal of this project is to better understand how different types of floods combine (like coastal and river floods) by studying different causes of flooding in a changing climate. The project will develop a system for analyzing data to look at the expected changes in how often and how intense coastal and inland floods will be. The impacts of these combined floods will be studied through the creation of models and maps.

    Climate change and hurricane impacts to Atlantic coasts

    Lead Recipient: Queen’s University – $350,800

    Consortium with Dalhousie University

    Researchers will develop computer models to predict flooding from extreme storms along Atlantic coastlines. The goal of this research is to improve floodplain mapping and to predict future coastal flood risks under changing environmental conditions.

    Assessment of emerging technologies to optimize ice-jam flood risk assessment and mapping

    Recipient: Université Laval – $232,200

    Researchers will use satellite and computer mapping techniques to better predict flood risks caused by ice jams along the Peace River and Athabasca River in Alberta, and the Chaudière River in Quebec. Researchers hope to assess a new method for measuring water levels with ice cover and develop a tool to help identify areas prone to ice jams. By increasing the understanding of winter water levels and ice conditions, the project aims to improve flood modelling and flood risk assessments.

    Estimation of intensity-duration-frequency curves for precipitation under current and future climatic conditions across the entire Canadian territory

    Recipient: Polytechnique Montréal – $272,900

    Researchers will use existing rainfall data, along with weather and climate data available from the Canadian Surface Reanalysis (CaSR) to develop new rainfall predictions that can be applied to any location in Canada. The results of this project will help with infrastructure design, stormwater management, and safety planning.

    Machine learning for enhanced hydrodynamic and flood-impact modelling in cold-region rivers

    Recipient: Polytechnique Montréal – $330,900

    Researchers will develop a new system that can quickly and accurately predict river flow in cold regions. The system will combine machine learning with surface water, river, and physics-based models. The goal of this project is to improve flood modelling and management, infrastructure planning, and environmental studies.

    Accounting for hydroclimate modelling uncertainty in the assessment of future flood zones

    Recipient: Ouranos – $365,400

    This project aims to improve the Province of Quebec’s ability to assess future flood risks in a changing climate. Multiple Environment and Climate Change Canada modelling tools will be added to the Government of Quebec’s flood mapping program. This research will create regional forecasts for all of Canada, model river flows in southern Quebec and add peak flow data into a tool to help engineers study future climate risks.

    Natural Resources Canada is investing $2.8 million in eight projects to develop and improve approaches to regional flood modelling. Natural Resources Canada is investing an additional $750,000 to support three projects focused on the exchange between Indigenous Traditional Knowledge and other scientific practices related to flood hazard mapping.

    From fine to regional scales: Using physics-informed artificial intelligence and remote sensing for flood modelling and hazard mapping

    Recipient: University of Saskatchewan – $181,700

    The project will create innovative methods to generate and produce flood hazard maps for the Assiniboine River Basin to help decision-makers better understand risk and uncertainty. Lastly, the recipient will design a user-friendly interface to view the maps.

    Deep learning-based resolution enhancement of flood maps

    Recipient: CE Flood Analytics Ltd. – $143,812

    The project will deliver a tool for local, regional, and national stakeholders to enhance the resolution of existing flood map products using machine learning and Natural Resources Canada’s high-resolution terrain model, the High-Resolution Digital Elevation Model (HRDEM). This tool will offer a low-cost solution to create high-resolution flood maps from global or regional models, making it accessible for non-expert stakeholders.

    Regional flood modelling and mapping in the South Nation River Basin: Using new and innovative tools to map floods and build knowledge of flood risk under different flood scenarios

    Recipient: South Nation River Conservation Authority – $430,355

    The project will compare innovative flood mapping techniques with traditional methods and assess flood risks under various climate scenarios. The results will support land-use planning and establish new flood mapping techniques, aiding both scientific research and practical decision-making in a rapidly growing region.

    Improved model-based techniques for estimating low-frequency flood event magnitudes across Canada

    Recipient: University of Waterloo – $595,000

    The project will develop advanced techniques for estimating the uncertain magnitude of low-frequency flood events (e.g., 50-year, 100-year, and 200-year floods) using hydrological models enhanced by machine learning. They will assess alternative data sources to improve predictions of flood magnitudes at a regional scale.

    Local-scale current and projected future total flood hazard mapping for Canada – literature review

    Recipient: Slobodan P. Simonović Consulting Ltd. – $45,453

    The recipient will review global methodologies for creating national-scale flood hazard maps to identify approaches suitable for implementation in Canada. This review will cover methods for mapping fluvial, pluvial, and coastal flood hazards at various scales under changing climate conditions. The project will explore the integration of AI and remote sensing to refine regional flood maps and will identify applicable and climate-focused methods and tools to support flood hazard assessment in Canada.

    State-of-the-art AI model development for reliable and accurate flood mapping under climate change: Supercharging flood mapping

    Recipient: The Royal Institution for the Advancement of Learning/McGill University – $257,600

    The project will evaluate the use of transformer models for predicting water levels in Canadian watersheds that consider the uncertainty of climate change. They will deliver improved prediction models for approximately 300 locations (gauges) across Canada, making these tools accessible to researchers, decision-makers, and local communities. Expected results include detailed water level predictions for three climate scenarios.

    Amélioration de la modélisation régionale des inondations fluviales basée sur les données LiDAR dans différents contextes géomorphologiques au Canada (French only)

    Recipient: Concordia University – $773,741

    The project will result in a simplified methodology for flood zone mapping, including open access computer programs and an application guide. Expected results include flood maps, hydraulic models, and a final report for governments and other stakeholders to improve flood risk management and raise public awareness.

    Research investigation towards the compound flooding risks and the accuracy and uncertainty of island-wide flood mapping for Prince Edward Island

    Recipient: Canadian Centre for Climate Change and Adaptation, University of Prince Edward Island – $459,266

    This project will enhance island-wide pluvial flood modeling for Prince Edward Island, addressing critical challenges to support the provincial government in developing more robust flood hazard maps.

    Dene Nàhodhe (in tune with nature): Indigenous perspectives on flood hazard and response in Kluane First Nation (KFN) traditional territory

    Recipient: Kátł’odeeche First Nation – $250,000

    The recipient will create Kluane First Nation (KFN) flood hazard datasets that integrate Indigenous Knowledge and western science to improve flood data availability and understanding. The project will also develop culturally appropriate policy tools for flood mitigation and support knowledge transfer of Indigenous flood response strategies within the community, especially from Elders to Youth.

    Sqéwqel’s Indigenous Knowledge interweaving

    Recipient: Seabird Island Band – $250,000

    The project will enhance resilience and preparedness among Seabird Island Band and neighbouring communities against flood hazards by leveraging Indigenous Traditional Knowledge through the development of participatory tools, comprehensive traditional knowledge studies, and inclusive engagement processes.

    Harmonizing hydrology and heritage: Indigenous Knowledge-driven flood mapping for six First Nations

    Recipient: Tribal Chiefs Ventures Inc. (TCVI) – $250,000

    The recipient will create a robust, culturally informed flood hazard mapping system that integrates traditional Indigenous Knowledge with modern GIS and hydrological modelling techniques. The goal is to strengthen community resilience to flooding by improving preparedness, risk identification, and disaster management planning.

  • MIL-OSI USA: Keynote Remarks of Commissioner Kristin N. Johnson at RegHub Summit London 2025: The Future of Finance: Enabling AI Tools To Enhance Compliance and Surveillance

    Good morning. Thank you for the kind invitation to deliver keynote opening remarks at the RegHub Summit and to join TradingHub Executive Chair Neil Walker for a fireside chat. I appreciate that you have historically had the pleasure of hearing from the most senior regulators in our industry including our immediate past Commodity Futures Trading Commission (CFTC) Chairman, Russ Behnam; President and CEO of the National Futures Association, Tom Sexton; and a recent past Director of Enforcement, Ian McGinley.
    I’ll hope to offer insights to complement the important and cutting edge topics that you will explore today including managing model risk in trade surveillance, best practices for validation and compliance, and building a unified approach to trade surveillance and data governance. Mostly, I’ll aim to be brief and, if I am correctly using these idioms, not put a foot wrong or let the side down. To that end, I should acknowledge that that the views I express today are my own and not the views of the Commission, my fellow Commissioners or the staff of the CFTC.
    Three Dimensions of a Financial Markets Governance and Compliance Framework
    Financial regulation in the U.S. significantly depends on a three-dimensional approach to regulatory compliance.
    First, from the earliest periods of community or state-based regulation in the U.S.—which only go as far back as the late 1700s—you could argue that our regulation has required entities operating in financial markets to police themselves. In other words, market participants must demonstrate a commitment to ensuring compliance with applicable regulations and reporting instances of disruption or compliance failures.
    Second, our regulation imposes both formal and informal (soft law) requirements on firms operating as critical market infrastructure resources. These entities, and in some instances, industry trade associations, have exercised market policing authority. In 1792, for example, twenty-four stock-brokers gathered under a buttonwood tree in lower Manhattan in New York City to sign the Buttonwood Agreement.[1] While I am fairly certain they were not sorting out a crypto regulatory framework, addressing complex issues such as initial and variation margin requirements during periods of heightened market distress, default risk management, cross-product margining, or clearing U.S. Treasuries, they were establishing a precedent that would serve as a foundational understanding in U.S. financial markets regulation: firms and industry have obligations to facilitate market stability, market integrity, and surveil markets for evidence of fraud and manipulation.
    Third, financial market regulators play an important role in supervising markets and enforcing expectations regarding compliance. At the CFTC, our principles-based regulation includes a supervision framework where organizations that play a critical role in market infrastructure, such as exchanges and clearing organizations, engage in surveillance and report to the Commission on the compliance of intermediaries.[2] Within individual organizations, registered market participants are charged with supervising the actors who directly engage in trading as well as actors who directly engage in customer solicitation.[3]
    Relying on firms to engage in market surveillance and intermediaries to engage in supervision balances the costs and obligations of supervision. We might describe the three legs of this regulatory framework as a governance and compliance framework.
    Technology-Driven Governance and Compliance 
    In recent years, the advent of increasingly sophisticated artificial intelligence (AI) technologies have promised to enable faster, more efficient, reduced cost supervision and compliance capabilities.
    This observation is not a revelation to anyone in this room. For decades, financial markets have integrated machine learning algorithms as a central aspect of predictive analytics. Increasingly advanced AI technologies—supervised and unsupervised machine learning algorithms, neural networks, generative AI and more recently agentic AI—have accelerated both interest in and adoption of AI for broader front office, back office, reporting, and supervision and monitoring obligations that arise in financial markets regulation.
    Requests for Information Regarding the Adoption of AI: CFTC, Federal Regulators, and Global Initiatives
    Over the last several years, I have worked closely with our Commission, other federal regulators, regulators around the world, and market participants to understand the benefits and limits of integrating AI into financial markets compliance and surveillance infrastructure.
    I actively worked with the CFTC senior staff across all divisions to develop the Commission’s first request for comment (RFC) on the uses of AI in CFTC-regulated markets.[4] It’s been a priority of mine to engage with the staff, as well as our registrants, about issues related to AI long before that RFC, and remains so to this date. Compliance use cases were identified by a number of market participants as AI uses in CFTC-registered markets.[5] This is consistent with a trend that has been identified in financial markets more broadly.  I also worked directly or participated in the development of consultations organized by the U.S. Department of the Treasury (Treasury) and global international standard setting bodies seeking to better understand AI compliance and surveillance use cases.
    Many industry trade associations are similarly engaged in better understanding the potential for AI use cases. The Institute of International Finance (IIF), for example, surveys its members annually about its uses of artificial intelligence and machine learning. In the most recent IIF survey report, published in January 2025, compliance (including anti-money laundering and trade surveillance) ranked in the top four predictive AI use cases for respondents.[6] Treasury’s report on Artificial Intelligence in Financial Markets reports that “AI is widely used for…AML/CFT and sanctions compliance, including analyzing large sets of data, detecting anomalies, flagging suspicious activities, and verifying customer identities under the Bank Secrecy Act (BSA) obligations.”[7] Other publications contain similar observations about compliance use cases as AI adoption in financial services continues to develop.[8]
    A recent consultation report published by the International Organization of Securities Commissions (IOSCO) on AI in capital markets reports that IOSCO members and self-regulatory organizations (SROs) observed that market participants are:
    using AI to enhance the effectiveness of AML and CFT measures, particularly, and compliance more generally, including to identify suspicious transactions. For AML compliance, customer onboarding, and due diligence, respondents observed that market participants use ML models to perform pattern recognition and anomaly detection in surveillance software. They also use NLP to enhance the interpretation of unstructured data and to facilitate name screening and news analysis.[9]
    The IOSCO Report also noted that other recent reports had consistent findings, and cited numerous industry reports about how large language models (LLMs) are used for compliance tasks.[10]
    AI and Trade Surveillance
    Indisputably, AI technologies demonstrate significant potential for enhancing trade surveillance. The recent IOSCO Report referenced earlier notes the incorporation of “AI tools in surveillance and security solutions that could assist market participants to monitor client communications such as emails, calls, and mobile chat applications, and could raise alerts on suspicious communications for compliance review and investigation.”[11]
    One of the reasons that the markets that the CFTC regulates are the deepest and most liquid in the world is that our regulatory framework includes measures designed to ensure the integrity of the markets, a necessary feature for markets that so many rely on to hedge and manage risk.
    For example, Section 5 of the Commodity Exchange Act (CEA) sets forth core principles for designated contract markets (DCMs) that require DCMs to “establish, monitor, and enforce” compliance with a DCM’s rules and to establish and enforce certain rules and procedures to ensure financial stability of transactions on the DCM.[12] The implementing rules for each of these core principles include requirements related to surveillance. Rule 38.156 requires a DCM to “maintain an automated trade surveillance system capable of detecting and investigating potential trade practice violations” and includes additional requirements for the system including certain capabilities, features and timing.[13] Rule 38.604 states that “A designated contract market must monitor members’ compliance with the designated contract market’s minimum financial standards and, therefore, must routinely receive and promptly review financial and related information from its members, as well as continuously monitor the positions of members and their customers.”[14] Similarly, Section 5h of the CEA establishes compliance with rules and financial integrity as core principles for swap execution facilities (SEFs),[15] and implementing rules include requirements on SEFs to maintain an automated trade surveillance system pursuant to Rule 37.203 as part of their required rule enforcement program.[16]
    These are just a few examples, and perhaps one of the many reasons that it is not surprising to me that CFTC-regulated markets have always been among the most technology-forward, including with its use of AI.
    I continuously advocate for a number of policy initiatives related to AI, and the first one is the most fundamental: collaboration. I hope to continue to be able to learn how we can work together to discover how AI can be leveraged to enhance registrants’ ability to comply with our existing requirements, and to support a stronger, safer, and more vital derivatives market, while also enhancing efficiencies for registrants.
    A discussion of potential uses of AI in the derivatives markets requires also considering the broader financial market landscape. The IOSCO Report noted that respondents “observed efforts to enhance surveillance measures in the financial industry through the development of joint systems that can be used by multiple financial institutions to share data and intelligence to mitigate types of threats utilizing AI and other technologies.”[17]
    I have advocated for a number of policy initiatives related to AI consistently throughout my time at the Commission, and one of those policies is inter-governmental collaboration with other financial market regulators in the U.S. and globally. If we do not work together, we risk missing out on significant opportunities not only to learn from each other and build on best practices, but also opportunities to create broader initiatives that make our markets safer and more efficient.
    A Pause to Look Under the Hood
    As we consider the possibilities, we also need to be mindful of the risks. As AI tools become further integrated into organizational processes, especially those that relate to critical compliance or surveillance functions, those organizations, as well as regulators, need to have appropriate assurances that the tools will operate safely and reliably.
    It is imperative that we have a clear understanding of and appropriate guardrails to ensure the security and integrity of the data used to train AI models. Data governance must be a foundational, gatekeeping issue for the continued development of AI models, particularly LLMs that may rely on synthetic data. I have frequently raised concerns regarding these risks—including concerns regarding the potential for AI models to hallucinate or lack the ability to comprehend certain real-world roadblocks.[18] Agentic AI models, while able to overcome some of the limitations of generative AI models, are still limited by the data they are able to access.[19] I’ve also spoken about some of the other questions that need to be accounted for as we consider the integration of AI into financial markets, such as promoting explainability, implementing data controls and measures to address bias, focusing on governance of the models, and testing and monitoring output.[20]
    Market participants must understand the risks of data leakage which may include reduced accuracy, unfairness and bias, data privacy breaches, and other vulnerabilities.[21] I am hopeful that these are among the issues that participants at the Summit will explore today.
    Where Are We Going Next?
    Increasingly, I am asked this question on a frequent basis. In the context of AI, I believe there is significant potential for these technologies to enhance the tripartite approach to regulation—my earlier reference to three-dimensions or a three-legged stool of governance and compliance mentioned. Successful integration of AI will require careful consideration by firms and the industry as well as thoughtful regulatory oversight by domestic and international regulators. For a few hundred years, we have been on a journey to create a sound regulatory framework.
    My personal journey in service is not nearly as long but I am deeply committed to ensuring that we land on the right path as we integrate and potentially regulate AI. In becoming a CFTC Commissioner, I have had the privilege and the pleasure of fulfilling a personal professional goal—serving my country in a role that I hope fosters a healthy economy that enables responsible innovation, protects customers, and ensures the integrity and stability of financial markets for generations to come.

    In 1956, a 23-year-old Canadian scientist named Dr. Anne Innis Dagg did something extraordinary: she traveled alone to South Africa to study giraffes in the wild—becoming the first Western researcher to do so. Her discovery was simple but profound: the pattern of spots on a giraffe is as unique as a fingerprint, allowing scientists to re-identify individual animals over time. 

    Today, nearly seventy years later, that insight is powering one of the most advanced AI conservation tools ever created. 

    We’re proud to announce the launch of GIRAFFE (Generalized Image-based Re-Identification using AI for Fauna Feature Extraction)—an open-source AI tool developed by Microsoft’s AI for Good Lab, in partnership with the Wild Nature Institute, to help conservationists track and protect Tanzania’s endangered giraffe population. Adult females are often targeted by poachers, leaving populations vulnerable and fragmented. Conservationists need data to reverse this trend: survival rates, migration routes, reproduction patterns, and more. But gathering and analyzing that data has traditionally required enormous manual effort. 

    That’s where AI can help. 

    What GIRAFFE does 

    Our new tool—GIRAFFE—uses computer vision to identify individual giraffes based on their spot patterns, also facilitates automated individual annotations and dataset curation. It’s fast, scalable, and designed for real-world conservation:

    • AI-Powered Recognition: Matches giraffes with over 90% accuracy, reaching 99% in many cases. 
    • End-to-End Workflow: Supports every step of the process, from photo uploads to expert review to seamless catalog updates.

    Every time a giraffe is photographed—usually the right side, which serves as its “ID card”—the tool compares the image to a catalog and either identifies the individual or flags it for expert review. Each survey generates over 1,500 images; GIRAFFE turns what used to take days into minutes.

    As noted in the policy document on supporting Shanghai’s accelerated development into an international financial center issued by the Central Financial Commission, the adaptability, competitiveness and inclusiveness of the city’s modern financial system are expected to be significantly enhanced, and its functions as a hub of financial openness will be greatly strengthened.

    The document states that in order to achieve these goals, it is planned to actively develop the Shanghai financial market. The scientific and technological innovation platform on the Shanghai Stock Exchange will play a more significant and inclusive role in promoting “hard technologies”. In addition, support will be provided to the Shanghai Futures Exchange in its transformation into a world-class exchange.

    According to the directive, Shanghai will take measures to attract a wide range of legal entities, branches of both Chinese and foreign large financial institutions, as well as licensed specialized organizations. The city will promote the formation and attraction of stable and effectively regulated financial holding companies, and encourage the placement of international financial organizations on its territory.

    By forming an advanced international financial infrastructure system, the metropolis will intensify the development of the cross-border payment and settlement system in yuan. Shanghai will consistently expand the institutional openness of the financial sector and achieve full compliance with high-standard international trade and economic rules.

    In addition, Shanghai will develop green finance standards in line with international practices and actively participate in international cooperation in this field. According to the directive, efforts will also be made to ensure financial security in an open environment using technologies such as blockchain, big data and artificial intelligence.

    Delivered on Wednesday 18th of June 2025 by The Rt Hon. Nick Thomas-Symonds MP, Minister for the Cabinet Office.

    Introduction

    It’s a pleasure to be here with you all.

    Before I start, let me commend the Constitution Unit…

    …not just for hosting today’s conference…

    …but for – this year – reaching its 30th birthday. 

    Don’t worry, I’m not going to sing…

    …but I will sing your praises…just a little.

    The esteem in which you are held speaks to the high quality and rigor of your work…

    …and I could not imagine a better audience to speak to on today’s topic.

    Today, I want to focus on Constitutional reform…

    …what it means for our democracy…

    …and, most importantly, what it means for the public.

    But before I start talking about the future, I would like to focus – briefly – on the past.

    Magna Carta

    This year, we celebrate the 800th Anniversary of the 1225 edition of Magna Carta.

    The definitive edition that, arguably, set the template for the United States Declaration of Independence…

    …and the Universal Declaration of Human Rights.

    It may be surprising, then, to learn that the original Magna Carta from 1215 was revoked as quickly as it was ratified.

    King John wrote to Pope Innocent the Third to repudiate the agreement that he himself had struck…

    …and it was annulled a few months after it was sealed.

    As the comedian David Mitchell puts it: “King John thought the country was his to do with what he liked…

    …and the idea that the Kingdom could generate rules that he would then have to obey was absurd to him…

    …as if a billionaire found a ‘No Diving’ sign next to their private swimming pool”.

    But it was the determination of a few people that ensured it was reintroduced…

    …ratified by King John’s son, Henry III, and found its proper place on the statute book.

    Magna Carta began a constitutional thread…

    …to the Bill of Rights in 1689, which established parliamentary sovereignty and the right to free election…

    …the Reform Acts of the 19th Century, which led to the modern electoral system…

    …all the way up to the incorporation of the European Convention on Human Rights into UK law through the Human Rights Act 1998.

    For one of the country’s oldest historic written documents, it still delivers a few new surprises…

    …with Harvard University recently uncovering a Magna Carta original from 1300, after believing it was a much more recent copy. 

    Recent Context

    But what isn’t surprising is what a foundation that Magna Carta creates for our modern constitution…

    …made up of laws, conventions and rules…

    …that, crucially, outlined how no one person is above the law…

    …and that we must all be held to the same standard.

    That’s right in historical principle…

    …but when it comes to Government, has that always been the modern practice?

    To put it plainly: we have reached record levels of distrust and dissatisfaction with how the Government works…

    …and how it can get things done.

    The most recent National Centre for Social Research report found that 45% of people surveyed say they ‘almost never’ trust governments – of any party – to place the needs of the nation above their political party.

    That is at one level a remarkable statistic – but it is hardly surprising.

    No wonder people became exhausted with Westminster… it felt like politics wasn’t working for them.

    What a shocking indictment of our political and constitutional system.

    Especially, when I know the change I can help secure for my constituents through Parliament…

    …and how MPs across parties are motivated by making a difference.

    Parliament remains the forum through which the British people can give an instruction for change.

    …but that is not to say it cannot – or should not – be strengthened.

    Nor is it to say that we should not, always, be looking at the adequacy of checks and balances.

    But, fundamentally, I believe that, through that change, we can restore the public’s faith in our constitution…

    …restore their capacity to feel like political choices can make their lives better… 

    …and make ordinary people feel like they have a stake.

    That couldn’t be more important to this Government.

    Driven by the desire for change. To rebuild our country. National renewal. Returning politics to public service.

    These were not just words on a leaflet. They were something we felt angry about, driven by.

    After fourteen years, we have the opportunity to make people feel like they have a stake in their communities again…

    …a stake in their country again…

    …for people to see their politicians governing as an act of public service, not personal gratification.

    To put country before party.

    Changes to Date

    And we can do this in sensible ways, with tangible steps.

    Take the small task of restoring trust. 

    All of us in this room know that accountability and integrity are core parts of protecting our constitution.

    But what do those things mean to the majority of the population? 

    How can we show action … 

    …convey what that action represents, 

    …and what it will do. 

    If we want to govern in the name of public service, we need to show we care about it.

    That is why we brought in changes – holding our Government Ministers to account in a much stronger way than ever before. 

    The Prime Minister has given the Independent Adviser on Ministerial Standards the power to independently initiate investigations…

    …without retaining a veto. 

    And the new Ministerial Code, published in November last year, strengthened and clarified standards across the board…

    …enshrining the ‘Seven Principles of Public Life’ directly into the Code. 

    For too long, standards slipped…

    …and few were interested in re-establishing the ideals and principles that should define the Government’s work.

    This is precisely what the Prime Minister promised… 

    …that we would get a grip on the problems we face. 

    And, crucially, that we would be judged by our actions, not by our words. 

    This is a Government focused on national renewal…

    …and, as part of that renewal, embedding higher standards in public life. 

    House of Lords

    Nowhere is our desire for sensible change more evident than in the House of Lords…

    …and the reforms we are finally bringing to that Chamber. 

    Now, I know that there are many hardworking Peers across the Lords…

    …I am incredibly fortunate, in working in the Cabinet Office, to work alongside the Leader of the House of Lords. 

    Peers are, undeniably, a crucial part of our democracy…

    …who use their expertise and experience to ensure legislation is scrutinised to an incredibly high standard.

    But that doesn’t mean we cannot improve it. 

    This belief is at the heart of our Hereditary Peers Bill, which is soon to have its Report Stage in the House of Lords.

    It is shaping up to be the largest constitutional reform to Parliament in the last 25 years…

    …and it was introduced in our first 100 days in office. 

    This could not be more important. 

    It is wholly indefensible that, in the 21st century, there are seats in our legislature allocated by an accident of birth. 

    So, finally, that historic wrong is being put right. 

    It is, in an important way, a gesture towards young people across our country. 

    I want people growing up in Blaenavon, Pontypool and Cwmbran in my constituency…

    …and, indeed, in every part of the country…

    …to feel that they have the same chance as anyone else to play a part in making the laws of the land.

    To remove the barriers, piece by piece, to ordinary people being able to feel like they have a stake in politics, and in parliamentary democracy.

    This sits alongside our other manifesto commitments on Lords reform…

    …like setting a retirement age, minimum participation requirements and making the appointments process more transparent

    …all making Parliament fit for modern Britain. 

    House of Commons

    But our ideas of constitutional reform are not solely focused on the House of Lords.

    No, we must look at the Commons, too…

    …and consider what we could improve. 

    So much of our constitution is wrapped up in the tradition displayed in the Commons. 

    Everything from the architecture, the layout, the procedures…

    …so much of it is symbolic of parliamentary sovereignty…

    …and the great tradition of open parliamentary debate. 

    But while tradition and ritual often protects the principles of our constitution, it can sometimes become a barrier if not updated for today’s world.

    I know that the vast majority of our MPs work hard to serve their constituents…

    …but they can often find that work is hamstrung by arcane procedures and outdated working practices.

    We should not forget that over half of MPs elected in the most recent General Election are new to Parliament.

    So, we need to make sure that the Commons is brought into the 21st Century…

    …and that these new MPs are able to navigate the historic system and use it to create modern, progressive change. 

    This is the precise objective of our Modernisation Committee.

    It’s headed up by my ministerial colleague, the Leader of the House of Commons…

    …and is considering many important issues to make the Commons more up-to-date so that MPs are enabled to deliver for their constituents.

    Everything from the accessibility of the physical parliamentary estate…

    …as well as the accessibility of procedures, language and information.

    It will also examine how to use MPs’ time better…

    …ensuring that sitting hours provide enough time to scrutinise legislation…

    …and give backbenchers a fair opportunity to raise issues on behalf of their constituents.

    The Modernisation Committee has, building on the changes we made in July 2024, asked the Committee on Standards to go further… 

    …exploring how the rules on MPs outside interests can be tightened even further, to ensure MPs are prioritising their constituents…

    …as I know the vast majority already do.

    This is all about making sure that those who turn up in Westminster are not blocked from speaking up for those they represent.

    Union and Devolution

    But I wouldn’t want anyone listening to think that we’re solely focused on what’s going on in Westminster. 

    England is one of the most centralised countries…

    …and my colleague the Deputy Prime Minister and I believe that it’s time we change that. 

    That’s why, in the English Devolution White Paper, we set out our plans to move power out of Westminster…

    …and move it back to those who know their areas best.

    We need to ensure that there is proper devolution throughout England…

    …and hand more power over to cities and communities to make the changes they see needed.

    I believe that devolution is crucial if we want communities to combat the challenges they recognise as uniquely their own…

    …while giving ordinary people a greater stake in shaping their region. 

    Only with strong local leadership and empowered institutions will we fix the foundations of the economy…

    …and bring about the kind of economic growth that is at the very heart of our ‘Plan for Change’.

    But it would be a mistake to think that the UK Government is only concerned with England. 

    We are a government of and for the whole of the UK. 

    My own constituency is in Wales…

    …and many of my ministerial colleagues are from Scotland. 

    But even if we weren’t, the UK Government has a responsibility for the entire UK. 

    Which is why the nations are – and always will be – at the heart of our thinking.

    In fact, an important part of delivering on our missions is rebuilding the UK Government’s  relationship with the devolved governments. 

    We’re putting an end to the disrespect that has been shown to the legitimate devolved Governments and Parliaments…

    …and focusing on a future built on partnership and recognition. 

    We introduced the Council of the Nations and Regions…

    …which creates genuine partnership between the UK Government, the devolved governments, and the mayors of England’s regions. 

    This has met twice since the General Election, most recently on 23rd May…

    …when the discussion was on trade and AI…

    …and how we can harness its potential and use it across the public sector to improve services.

    It’s about letting local leaders have more of a say…

    …and we will work together across the UK on legislation…

    …strengthening the Sewel Convention, which defines how the UK Government interacts with devolved legislatures.  

    A new Memorandum of Understanding will underpin this work. 

    It has been 25 years since power was devolved to governments in Scotland, Wales and Northern Ireland…

    …and it is through strengthening this partnership that we can make sure that all UK-wide decisions don’t just benefit one part of our nation…

    …but are made in the national interest – with every region and nation contributing, and shaping, that interest.

    Conclusion

    In conclusion, I would like to thank you for joining me today…

    …and UCL, for putting on this important conference. 

    Outside of these four walls, the phrase ‘constitutional reform’ may not immediately mean much to the ordinary person.

    But they are more than familiar with the rationale for it. 

    Politics that feels divorced from their day-to-day lives…

    …decisions about their local area being made in another nation…

    …a system that seems to safeguard a ‘do as I say, not as I do’ approach to public life. 

    All that has to change…

    …and this Government is making that a reality. 

    We are serious about ensuring our political systems represent every member of our society.

    This isn’t going to be an overnight change…

    …but we have shown – whether it’s in the Lords, the Commons or in our approach to devolution, this is a Government that has heard the calls for change.

    People want to have more of a stake in how they live their lives…

    …and they want a system of Government that represents and empowers them. 

    Through our constitution’s historic foundations, we are building a modern and thriving society…

    …one that serves the people of this country better than before.

    Great British Railways in action – passengers benefit from track and train being united on South Eastern Railway

    Collaboration has seen consistently low levels of cancellations, with operational costs expected to reduce by £50 million every year.

    • Southeastern and Network Rail unite to operate under a single, more efficient leadership team known as South Eastern Railway 
    • under public ownership, Southeastern are delivering some of the lowest cancellation rates nationally and has forecast a £50 million reduction in taxpayer subsidy
    • South Eastern Railway marks a significant milestone towards Great British Railways and creating clear accountability for performance, delivering better public transport

    Southeastern and Network Rail Kent route have united under a single leadership team to drive investment and efficiency and deliver for passengers and freight in an important step towards Great British Railways (GBR). Further regional arrangements will come into place as other services transfer into public ownership.

    Operating as the South Eastern Railway team and overseen by Managing Director Steve White, the streamlined structure will allow for a more responsive railway with a common purpose and clear accountability for railway performance across the network.

    Already under public ownership, Southeastern has been able to work increasingly closely with Network Rail, which manages railway infrastructure, for over a year. This collaborative approach has resulted in greater efficiency with better, faster decisions for customers and taxpayers, leading to an improved railway. For example:

    • consistently low levels of cancellations
    • customer satisfaction at 86%
    • subsidy required to operate Southeastern expected to reduce by £50 million year on year

    Joint planning has led to more efficient and innovative solutions for reducing delays. This includes enabling engineers to access the track during the day to carry out repairs more efficiently, while maintaining a service for customers. Collaboration has also seen the railway trial drones up and down the network to identify and reduce incidents of trespass. More joined-up working also means matching trains to when passengers want to take them, delivering at least £3 million a year in additional revenue for the rail industry.

    This is a significant milestone in the government’s plans to overhaul the railways through the creation of Great British Railways, uniting train and track with the sole focus of delivering for passengers.

    This new integrated, collaborative approach across the south-east sets the path for how GBR will operate, including the high standards expected before the branding is given to operators. The standards, which will be tailored for each operator, will revolve around delivering high-performing, better-coordinated, more efficient and more responsive services.

    Rail Minister, Lord Peter Hendy, said:

    Track and train are 2 sides of the same coin, but for too long they have operated independently of each other – leaving customers and taxpayers to bear the consequences of this illogical approach.

    Uniting track and train leadership in the south-east is the first step in our journey to create a railway we can all be proud of; delivering the government’s Plan for Change with better connectivity, leading to more growth, jobs and homes and ultimately to the creation of Great British Railways.

    Under the new ways of working, South Eastern Railway have further plans to deliver for passengers and taxpayers over the next year/few years. This includes:

    • investing over £40 million in station improvements, including the country’s largest Access for All Scheme at Hither Green
    • modernising the rolling stock on the Metro service to deliver more accessible and passenger-focused journeys
    • fitting passenger trains with thermal imaging cameras and AI CCTV to monitor tracks and give early indications of issues that should be addressed before they affect customers – improving performance and reducing delays
    • recruiting the next generation of talent for a more inclusive and diverse workforce and delivering real social value and social mobility

    South Eastern Railway Managing Director, Steve White, said:

    We know that for our customers, what matters most is a railway they can depend on, is reliable and responsive when things go wrong. By joining together track and train under a single leadership team, with accountability for the whole railway instead of different parts, we can remove friction and make better, faster decisions to deliver a better service.

    ROCHESTER, N.Y., June 18, 2025 (GLOBE NEWSWIRE) — American Power Company (APC), a pioneer in AI-driven battery manufacturing optimization, has been awarded a $100,000 SuperBoost grant from the National Science Foundation Energy Storage Engine in Upstate New York. The funding will accelerate the development of APC’s AI-powered cell formation optimization model, designed to improve lithium-ion battery performance, reduce production time and lower manufacturing costs.

    The formation cycling process — the precise charge-discharge sequence that activates a newly assembled battery — plays a crucial role in determining a battery’s efficiency, longevity and energy density. However, current methods remain slow and costly. APC’s project will integrate artificial intelligence and active learning techniques to refine this process, offering a pathway to faster, more cost-effective and higher-performing battery production.

    The ability to optimize battery formation cycling has broad implications for the energy storage sector. By reducing the formation cycle time from multiple days to just hours, APC’s AI-driven solution could significantly cut production costs and enable faster scaling of lithium-ion gigafactories worldwide. With an initial focus on lithium iron phosphate (LFP) pouch cells, the project will use the RIT Battery Development Center to conduct experimental validation and process refinement.

    Pursuant to the Offering, the Company issued an aggregate of 20,700,000 units (the “Units”) at a price of $0.39 per Unit for aggregate gross proceeds of $8,073,000, which includes the full exercise of the over-allotment option granted to the Underwriter. Each Unit consists of one common share of the Company (each, a “Common Share”) and one common share purchase warrant (each, a “Warrant”). Each Warrant is exercisable into one Common Share until June 18, 2028 at an exercise price of $0.49, subject to adjustment in certain events.

    Snow leopards are known as the “ghosts of the mountains” for a reason. Imagine waiting for months in the harsh, rugged mountains of Asia, hoping to catch even a glimpse of one. These elusive big cats move silently across rocky slopes, their pale coats blending so seamlessly with snow and stone that even the most seasoned biologists seldom spot them in the wild.

    Travel writer Peter Matthiessen spent two months in 1973 searching the Tibetan plateau for them and wrote a 300-page book about the effort. He never saw one. Forty years later, Peter’s son Alex retraced his father’s steps – and didn’t see one either.

    Researchers have struggled to come up with a figure for the global population. In 2017, the International Union for Conservation of Nature reclassified the snow leopard from endangered to vulnerable, citing estimates of between 2,500 and 10,000 adults in the wild. However, the group also warned that numbers continue to decline in many areas due to habitat loss, poaching and human-wildlife conflict. Those who study these animals want to help protect the species and their habitat – if only we can determine exactly where they live and how many there are.

    Traditional tracking methods – searching for footprints, droppings and other signs – have their limits. Instead of waiting for a lucky face-to-face encounter, conservationists from the Wildlife Conservation Society, led by experts including Stéphane Ostrowski and Sorosh Poya Faryabi, began deploying automated camera traps in Afghanistan. These devices snap photos whenever movement is detected, capturing thousands of images over months, all in hopes of obtaining a rare glimpse of a snow leopard.

    But capturing images is only half the battle. The next, even harder task is telling one snow leopard apart from another.

    At first glance, it might sound simple: Each snow leopard has a unique pattern of black rosettes on its coat, like a fingerprint or a face in a crowd. Yet in practice, identifying individuals by these patterns is slow, subjective and prone to error. Photos may be taken at odd angles, under poor lighting, or with parts of the animal obscured – making matches tricky.

    A common mistake happens when photos from different cameras are marked as depicting different animals when they actually show the same individual, inflating population estimates. Worse, camera trap images can get mixed up or misfiled, splitting encounters of one cat across multiple batches and identities.

    I am a data analyst working with Wildlife Conservation Society and other partners at Wild Me. My work and others’ has found that even trained experts can misidentify animals, failing to recognize repeat visitors at locations monitored by motion-sensing cameras and counting the same animal more than once. One study found that the snow leopard population was overestimated by more than 30% because of these human errors.

    To avoid these pitfalls, researchers follow camera sorting guidelines: At least three clear pattern differences or similarities must be confirmed between two images to declare them the same or different cats. Images too blurry, too dark or taken from difficult angles may have to be discarded. Identification efforts range from easy cases with clear, full-body shots to ambiguous ones needing collaboration and debate. Despite these efforts, variability remains, and more experienced observers tend to be more accurate.

    Now people trying to count snow leopards are getting help from artificial intelligence systems, in two ways.

    Spotting the spots

    Modern AI tools are revolutionizing how we process these large photo libraries. First, AI can rapidly sort through thousands of images, flagging those that contain snow leopards and ignoring irrelevant ones such as those that depict blue sheep, gray-and-white mountain terrain, or shadows.

    AI can identify individual snow leopards by analyzing their unique rosette patterns, even when poses or lighting vary. Each snow leopard encounter is compared with a catalog of previously identified photos and assigned a known ID if there is a match, or entered as a new individual if not.

    In a recent study, several colleagues and I evaluated two AI algorithms, both separately and in tandem.

    The first algorithm, called HotSpotter, identifies individual snow leopards by comparing key visual features such as coat patterns, highlighting distinctive “hot spots” with a yellow marker.

    The second is a newer method called pose invariant embeddings, which operates similar to facial recognition technology: It recognizes layers of abstract features in the data, identifying the same animal regardless of how it is positioned in the photo or what kind of lighting there may be.

    We trained these systems using a curated dataset of photos of snow leopards from zoos in the U.S., Europe and Tajikistan, and with images from the wild, including in Afghanistan.

    Alone, each model worked about 74% of the time, correctly identifying the cat from a large photo library. But when combined, the two systems together were correct 85% of the time.

    These algorithms were integrated into Wildbook, an open-source, web-based software platform developed by the nonprofit organization Wild Me and now adopted by ConservationX. We deployed the combined system on a free website, Whiskerbook.org, where researchers can upload images, seek matches using the algorithms, and confirm those matches with side-by-side comparisons. This site is among a growing family of AI-powered wildlife platforms that are helping conservation biologists work more efficiently and more effectively at protecting species and their habitats.

    Humans still needed

    These AI systems aren’t error-proof. AI quickly narrows down candidates and flags likely matches, but expert validation ensures accuracy, especially with tricky or ambiguous photos.

    Another study we conducted pitted AI-assisted groups of experts and novices against each other. Each was given a set of three to 10 images of 34 known captive snow leopards and asked to use the Whiskerbook platform to identify them. They were also asked to estimate how many individual animals were in the set of photos.

    The experts accurately matched about 90% of the images and delivered population estimates within about 3% of the true number. In contrast, the novices identified only 73% of the cats and underestimated the total number, sometimes by 25% or more, incorrectly merging two individuals into one.

    Both sets of results were better than when experts or novices did not use any software.

    The takeaway is clear: Human expertise remains important, and combining it with AI support leads to the most accurate results. My colleagues and I hope that by using tools like Whiskerbook and the AI systems embedded in them, researchers will be able to more quickly and more confidently study these elusive animals.

    With AI tools like Whiskerbook illuminating the mysteries of these mountain ghosts, we have another way to safeguard snow leopards – but success depends on continued commitment to protecting their fragile mountain homes.

  • MIL-OSI Global: Gay Men’s Health Crisis showed how everyday people stepped up when institutions failed during the height of the AIDS epidemic – providing a model for today

    The story of the AIDS movement is one of regular people: students, bartenders, stay-at-home mothers, teachers, retired lawyers, immigrants, Catholic nuns, newly out gay men who had just arrived in New York, and many others. Some had lost friends or lovers. Some felt a moral calling. Some were just trying to balance their sexual karma. Many were angry. Most had no medical background or professional credentials – just a sense of urgency, tenacity and an unwillingness to look away.

    When Gay Men’s Health Crisis, the world’s first AIDS service organization, was founded in 1982, it was regular people trying to meet the needs of all people living with AIDS. Its workforce of volunteers provided HIV prevention education as well as physical, emotional and legal support.

    At the start of the epidemic, AIDS was considered a “gay plague,” and to be openly queer was to risk abandonment, eviction, assault or worse. Families disowned their children. Hospitals turned patients away. Funeral homes refused bodies. And many people with AIDS found themselves alone and in need.

    Public officials didn’t just fail to act – they refused to acknowledge that anything was happening at all. Elected leaders such as President Ronald Reagan and Sen. Jesse Helms stoked the moral panic guiding public policy by declaring people with AIDS “perverted human being(s).”

    In 2025, with the Trump administration cutting federal funding for HIV research and support services and restricting protections and services for LGBTQ+ people, studying how everyday people approached the early AIDS crisis provides a model for surviving through innovation, commitment and community.

    Stories informing the present

    “I think 26,000 people died before (Reagan) even bothered to utter the word ‘AIDS,’” said Tim Sweeney, former executive director of Gay Men’s Health Crisis.

    This quote is featured in the GMHC Stories Oral History Project, a collection of over 100 interviews with former volunteers, staff and donors from the first 15 years of the organization. Along with our colleague Julia Haager, we and our team at Binghamton University’s Human Sexualities Lab compiled these interviews. Acquired by the Manuscripts and Archives Division of The New York Public Library, the collection is scheduled to open in fall 2025, showcasing how everyday people responded to the AIDS crisis.

    These stories document how a community presented with a set of circumstances threatening their very existence built a self-sustaining organization to advocate for and provide care to each other outside institutional support. They did this while enduring grief, standing up to external threats and navigating internal tensions.

    Improvisation for survival

    The work was an ongoing challenge. Organizations dedicated to aiding people affected by AIDS such as Gay Men’s Health Crisis were left to fund their own survival – and defend their right to do the work. When North Carolina Sen. Jesse Helms moved in 1988 to eliminate federal support for AIDS service programs that mentioned homosexuality, it severely limited AIDS prevention efforts nation wide. However, GMHC had the foresight to fund its more explicit education materials with private donations.

    At the beginning of the epidemic, queer New Yorkers and their allies had to improvise new systems of care in the absence of state and federal support. “People often (ask) me, what was the model you worked off of?” said Sweeney. “And I said, there was no model, there was just a muddle. We just made it up the whole time.”

    What they created almost overnight was staggering. “There were over 1,000 volunteers in the agency,” recalled staff member Tom Weber, who started at GMHC as an office volunteer in 1988. “We would have orientations every single week, and they would flood in.”

    One of the most well-known expressions of that volunteer labor was the buddy program, where lay caregivers provided emotional and practical support to people living with AIDS. “A lot of people were not alone in their death because of the work that we did,” said Barbara Danish, who led the buddy program from 1996 to 2002.

    Education and prevention were also grounded in queer culture and community. Unlike early depictions of AIDS in the media that reduced patients to “vectors” of transmission, it was defiantly sex-positive. “We came up with shit that no one in the world had ever done,” Sweeney said. “Because finally it was gay men saying … we’re going to talk to each other about how to stay safe, healthy and sexy.”

    When that sense of mission extended to emotional survival, humor and unapologetically queer culture were critical to bearing the weight of the work. “Sometimes you just break down and cry for an hour. But that’s how you survive it – by staying authentic to your emotions,” said Tommy Thomson, former director of client programs. She recalled how staff member “Carolotta,” or Carl, would sometimes put condoms and chocolate in a basket and go from office to office, frequently in drag. He would offer either or both to make people feel better. “He’d make you remember that you weren’t alone, and that we all know how hard it is. That’s part of what held you together.”

    Internal tensions

    Although Gay Men’s Health Crisis remained mission-driven, its internal politics were never simple. As it grew in size and national stature, it confronted the limits of its founding identity.

    Founded by, and initially serving, primarily white gay men, GMHC sometimes struggled to adapt to the emerging realities of the epidemic. While AIDS also affected people of color, women and intravenous drug users from the outset, much of the agency’s early prevention and outreach work was designed with gay men in mind.

    By the late 1980s, the increase in AIDS cases among white gay men had begun to plateau, while rates among Black and Latino people, women and IV drug users continued to rise sharply into the next decade. Women and people of color who were deeply embedded in GMHC’s operations nonetheless had to navigate assumptions about whose needs were prioritized – assumptions that often manifested in how resources were allocated and services were designed. As GMHC expanded its outreach to Black and Latino populations, it struggled to be culturally responsive and build trust in communities that had long been underserved and stigmatized.

    As GMHC grew, it became more and more successful in fundraising and visibility, while smaller organizations sometimes struggled to access resources. This led to growing tensions, particularly in communities of color, where local groups feared that GMHC’s expansion would limit funding and undercut their efforts at community-specific approaches to care and prevention. In addition, efforts to address racism, sexism and cultural insensitivity encountered both support and indifference.

    Yet, staff and volunteers continued to push – reshaping messaging, fighting for inclusive programming, and holding conversations about race, gender, power and public health. For staff and volunteers, the agency was a complicated institution that could both empower and marginalize. Its strength, and its struggle, was learning how to expand without losing sight of the legacy and history it was built on.

    A guide for today

    Forty years later, LGBTQ+ people face a new set of crises in a landscape riddled with dangers.

    Trans health care is being banned in multiple states. Book bans and surveillance laws are targeting queer youth. Anti-LGBTQ+ rhetoric is fueling violence and censorship. Funding for HIV prevention and research is disappearing even as new infections persist. Black and brown communities still face disproportionate barriers to health care and housing. Decades of scientific progress and medical discoveries are coming to a halt with funding cuts under the Trump administration.

    And yet many of the same questions and challenges remain: Who gets left behind when public health systems collapse under political pressure or moral panic? Who will do the work when institutions fail? What does it mean to care for one another in the midst of the wreckage? How do people come together across differences?

    The history of GMHC is more than memory – it is a lesson in the possibility of care, creativity and community, especially in the face of fear and uncertainty today. It shows how people can come together – not just to demand policy change, but to directly meet one another’s needs with whatever resources they have. It is a reminder that mutual aid is powerful; that grief can coexist with joy; and that queer resilience has always included laughter, desire and shared vulnerability. In a time of renewed political backlash and public health failures, GMHC’s story is more than history – it’s a guide. Today, the staff and volunteers at GMHC continue their work to confront the epidemic and uplift the lives of all people affected by AIDS.

    “We’d say to them, ‘You’re just ordinary citizens doing extraordinary things,’” Sweeney said. “And we really meant that.”

    The Securities and Exchange Commission today announced that David Saltiel, who has served as Acting Director of the Division of Trading and Markets, will depart the agency effective July 4, 2025. He has served as Acting Director since December 2024, and he also did so for several months in 2021.

  • MIL-OSI China: China unveils measures to build Shanghai into international financial center

    BEIJING, June 18 — China’s Shanghai will basically evolve into an international financial center that matches the country’s overall strength and global influence over the next five to ten years, according to a recent official guideline.

    The eastern metropolis is expected to see remarkable improvements in the adaptability, competitiveness and inclusiveness of its modern financial system, and its functions as a financial opening-up hub will be significantly strengthened, according to the guideline on support measures for accelerating the building of Shanghai into an international financial center issued by the Central Financial Commission.

    To achieve the goals, the guideline emphasizes the importance of developing Shanghai’s financial market, calling on the sci-tech innovation board of the Shanghai Stock Exchange to play a more important and inclusive role in promoting hard technology. The guideline also stresses supporting the Shanghai Futures Exchange in its evolution into a world-class exchange.

    Shanghai will work to attract a diverse range of legal entities and branches from both domestic and international major financial institutions, as well as licensed specialized institutions. The city will foster and draw in robust, regulated financial holding companies and encourage the establishment of international financial organizations, according to the guideline.

    While building a globally leading financial infrastructure system, the city will strengthen the development of the cross-border RMB payment and settlement systems. It will steadily expand institutional opening up in the financial sector and fully align itself with international trade and economic standards.

    Additionally, Shanghai will advance the development of green finance standards in line with international practices, and participate in international cooperation on green finance. The city will also strive to ensure financial security amid its opening-up efforts by utilizing technologies such as blockchain, big data and artificial intelligence, according to the guideline.

    To implement the guideline, the National Financial Regulatory Administration and the Shanghai municipal government have issued an action plan, which introduced a series of measures aimed at enhancing the competitiveness and influence of Shanghai as an international financial center. These measures encompass areas such as improving financial services, expanding institutional opening up, and strengthening financial regulations.

    The Sciences Po Summer School opened its doors for its 14th edition on our Paris campus! This summer, Sciences Po is welcoming over 900 students from around the world, with a session in June and a second session in July.

    The University Programme

    The University Programme began on 2 June with a sunny orientation day. Just over 150 students have joined for the June session. Participants will study an intensive course for 4 weeks, in either social sciences or French as a foreign language. Courses in social sciences are offered by faculty members of Sciences Po, researchers and experts in their respective fields. The topics range from global challenges on inequality, through the course Tackling Inequality and Social Risks: A Global Perspective, diplomacy, with the course Diplomacy in Times of Global Crises: Theory & Practice, digital challenges on politicisation, with the course Internet & Politics, and major international challenges, through the course World Politics.

    42 nationalities are represented in the June cohort, and 35 students are supported by programmes with partner universities, namely the organisation Pour le Brésil, the Mastercard Foundation, and the Professional Certificate for Young Refugees. 

    A Custom Programme

    On 10 June, we welcomed 200 students from ESADE Business and Law School for our annual custom programme. These students, with an average age of 19, will spend 2 weeks on our Paris campus studying public international law and European law, with members of Sciences Po’s faculty and a team of young researchers specialized in these areas. 

    Like each programme held at the Summer School, before embarking on a programme of intensive study, the students were able to enjoy a river cruise on the Seine, under a bright blue and sunny sky!

    Pre-College Programmes

    Finally, the Pre-College Programmes kicked off on 16 June with an online programme centred on the risks and regulations of artificial intelligence and new technologies. This innovative programme has welcomed 14 high school students from 11 countries, with an average age of 16, to explore global questions and the regulatory challenges related to new technologies as well as the corresponding law and policy development processes, both from a practical and theoretical perspective.

    The theoretical teachings within the framework of these programmes are supplemented by simulation sessions which allow students to develop their analytical comprehension of the issues, while also gaining practical negotiation skills.

    EW YORK – New York Attorney General Letitia James today applauded the passage of legislation to protect consumers and small businesses. The Fostering Affordability and Integrity through Reasonable Business Practices Act, or FAIR Business Practices Act, sponsored by Senator Leroy Comrie and Assemblymember Micah Lasher, and advanced by Attorney General James in March 2025, updates New York’s consumer protection law, GBL §349, for the first time in 45 years. The bill protects New Yorkers from a wide array of common schemes and scams, including artificial intelligence (AI)-based schemes, deed theft, predatory lending, data breaches, and more.

    “Too many New Yorkers are being taken advantage of by mortgage servicers charging unnecessary high fees, debt collectors stealing Social Security benefits, and health insurance companies with unfair billing practices,” said Attorney General James. “The FAIR Business Practices Act will close loopholes that make it easy for New Yorkers to be cheated out of their time and hard-earned money. This legislation advanced by Senator Comrie and Assemblymember Lasher will help us protect working families and their wallets from predatory lenders, abusive debt collectors, scammers, and more. I applaud Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie for their support in passing this legislation at a time when the federal government is abandoning its responsibility to protect consumers and small businesses.”

    The FAIR Business Practices Act would help stop lenders, including auto lenders, mortgage servicers, and student loan servicers, from deceptively steering people into higher cost loans. It would reduce unnecessary and hidden fees, stop unfair billing practices by health care companies, and prevent companies from taking advantage of New Yorkers with limited English proficiency. New York’s current consumer protection law, GBL §349, was passed in 1970 and only prohibits deceptive business acts and practices, leaving consumers vulnerable to unfair or abusive acts by companies. The FAIR Business Practices Act will protect New Yorkers from unfair and abusive business acts, such as: 

    • Student loan servicers that steer borrowers into the most expensive repayment plans;
    • Car dealers that refuse to return a customer’s photo ID until a deal is finalized and charge for add-on warranties that the customer did not actually purchase;
    • Nursing homes that routinely sue relatives of deceased residents for their unpaid bills despite not having any basis for liability;
    • Companies that take advantage of consumers with limited English proficiency and obscure pricing information and fees;
    • Debt collectors that collect and refuse to return a senior’s Social Security benefits, even though they are exempt from debt collection; and
    • Health insurance companies that use long lists of in-network doctors who turn out not to accept the insurance. 

    With the federal government rolling back protections for consumers and small businesses, the FAIR Business Practices Act authorizes OAG to take action to protect vulnerable New Yorkers.

    New York, June 18, 2025 (GLOBE NEWSWIRE) — Eureka Acquisition Corp (the “Company”) (Nasdaq: EURK), a blank check company, today announced that its previously announced extraordinary general meeting in lieu of an annual general meeting of shareholders (the “Extraordinary General Meeting”) will be postponed from 9:00 a.m. Eastern Time on June 20, 2025 to 9:00 a.m. Eastern Time on June 25, 2025 (the “Postponement”) to allow the Company additional time to engage with shareholders. 

    The Extraordinary General Meeting is to be held for the purpose of considering and voting on, among other proposals, a proposal to amend the Company’s current charter to provide that the Company has until July 3, 2025 to complete a business combination and may elect to extend up to twelve times, each by a one-month extension, for a total of up to twelve months to July 3, 2026.

    As a result of the Postponement, the previously disclosed deadline of June 17, 2025 (two business days before the Extraordinary General Meeting, as originally scheduled) for delivery of redemption requests from the Company’s shareholders to the Company’s transfer agent has been extended to June 23, 2025 (two business days before the postponed Extraordinary General Meeting). Shareholders who wish to withdraw their previously submitted redemption request may do so prior to the postponed Extraordinary General Meeting by requesting that the Company’s transfer agent return such shares by 5:00 p.m. Eastern Time on June 23, 2025.

    There is no change to the location, the record date, or any of the other proposals to be acted upon at the Extraordinary General Meeting.
