    Water is life. It quenches our thirst, powers our progress, and feeds nature.

    With countless rivers, vast oceans, and thundering storms, water can seem infinite.

    But for over 2 billion people in Asia and the Pacific, their daily relationship with water is one of struggle and hardship.

    Despite many achievements in Asia and the Pacific, 1.5 billion people in rural areas and 600 million more in urban areas still lack basic water supply and safely managed sanitation services. ADB is working to improve water security and resilience in the region by supporting sustainable service delivery. From 2014 to 2023, ADB committed a total of 23.5 billion U.S. dollars to the water sector across the region to benefit the lives of 654 million people.

    The water-food-energy nexus is emerging as a critical issue in Asia and the Pacific. Agriculture is the biggest consumer of water in Asia. As of 2021, ADB has allocated 2 billion U.S. dollars to irrigation, 1 billion U.S. dollars to water-based natural resources management, and 477 million U.S. dollars to rural flood protection.

    ADB has been a long-standing partner in finding solutions for our developing member countries in Asia and the Pacific. Attaining the SDGs also means collaborating with other institutions and organizations, opening new channels for financing and encouraging public and private partnerships.

    80 percent of the wastewater generated in Asian cities is disposed of, untreated into our water bodies, making our sanitation services ineffective and more importantly our water bodies unsafe. In line with SDGs 6 and 11, ADB’s work prioritizes the provision of basic sanitation services, wastewater management, urban drainage and flood management, and solid waste management in Asia’s cities.

    In already arid countries like those in the Central West Asia region, water scarcity exacerbated by climate change is not only a food and water security issue but a transboundary challenge. ADB’s Central Asia Regional Economic Cooperation Program, CAREC, aims to develop a climate resilient framework for member countries in Central Asia region. This will enhance knowledge and technology transfer to support improved water resources and energy management.

    Every year thousands of people are displaced in fragile and conflict-affected situations and small island developing states due to water-related climate and disaster events. How can we make informed investment decisions in this challenging environment? Therefore, ADB applies flexible business processes, we encourage field presence, and we implement in-depth analytics to better understand fragility and help our clients implement these.

    In 2022, ADB announced the Asia and the Pacific Water Resilience Initiative, an ambition to mobilize more than 200 million financing from internal sources and external partners to leverage 10 billion climate adaptation financing for ADB water sector operations from 2021 to 2030.

    You wouldn’t usually associate Pikachu with protest.

    But a figure dressed as the iconic yellow Pokémon joined a protest last week in Turkey to demonstrate against the country’s authoritarian leader.

    And then a virtual doppelgänger made the rounds on social media, raising doubt in people’s minds about whether what they were seeing was true. (Just to be clear, the image in the post shown below is very much fake.)

    This is the latest in a spate of incidents involving AI-generated (or AI-edited) images that can be made easily and cheaply and that are often posted during breaking news events.

    Doctored, decontextualised or synthetic media can cause confusion, sow doubt, and contribute to political polarisation. The people who make or share these media often benefit financially or politically from spreading false or misleading claims.

    As this exercise might have revealed, we can’t always spot AI-generated or AI-edited images with just our eyes. Doing so will also become harder as AI tools become more advanced.

    Dealing with visual deception

    AI-powered tools exist to try to detect AI content, but these have mixed results.

    Running suspect images through a search engine to see where else they have been published – and when – can be a helpful strategy. But this relies on there being an original “unedited” version published somewhere online.

    Perhaps the best strategy is something called “lateral reading”. It means getting off the page or platform and seeing what trusted sources say about a claim.

    Ultimately, we don’t have time to fact-check every claim we come across each day. That’s why it’s important to have access to trustworthy news sources that have a track record of getting it right. This is even more important as the volume of AI “slop” increases.

  • MIL-OSI China: Plan to boost financial support for tech innovation

    China on Tuesday unveiled a plan to strengthen financial services for technology-based enterprises, as part of the country’s efforts to promote integrated advancements in technological and industrial innovation.

    The plan, jointly issued by the National Financial Regulatory Administration, the Ministry of Science and Technology and the National Development and Reform Commission, outlines measures to boost financial services including service mechanism establishment, product supply, specialized services and risk control capabilities.

    The plan aims to promote the establishment of a financial service mechanism, supporting parties such as governments at all levels, technology firms, financial institutions, venture capital funds, and third-party intermediary service agencies in building a multi-level technology financial service ecosystem.

    Efforts will be made to bolster services in technology credit and insurance, promote the pilot projects of technology finance policies, strengthen cooperation with institutions such as venture capital, and support the bond financing of technology-based enterprises.

    Financial institutions are encouraged to leverage advanced technologies including cloud computing, big data and artificial intelligence to develop digital business tools to enhance operational effectiveness and risk control capabilities.

    Financing guarantee services will be enhanced for technology-based enterprises, with the establishment of a differentiated assessment and evaluation system, according to the plan.

  • MIL-OSI Economics: Samsung Launches Its First Top Load Washers With AI Features for Enhanced Performance and Efficiency

    Samsung Electronics today announced the launch of the Bespoke AI Top Load Washer, its new 25-inch, 24-inch and 21-inch capacity top load washers that will be available in global markets.1 These new models mark the first time Samsung is introducing AI technology to its top load washer category. With the three AI functions — AI Wash, AI Energy Mode and AI Vibration Reduction Technology Plus (VRT+ ) —, the new washing machines offer an intelligent, efficient and quiet washing experiences.2
     
    “We’re excited to expand our wide array of AI-driven washing technologies to the top-loading category, allowing a wider audience of various needs to benefit from a convenient washing experience,” said Jeong Seung Moon, EVP and Head of the R&D Team at Digital Appliances Business at Samsung Electronics. “With features like AI Wash, AI Energy Mode and AI VRT+ , we’re delivering products that enhance the washing experience by improving fabric care, enhancing energy efficiency and making quieter operation more accessible for consumers.”
     
     
    AI Technology Delivers the Ultimate Washing Experience
    The new washing machines are equipped with Samsung’s AI Wash,3 which intelligently senses the fabric type and weight to conveniently recommend the optimal settings for each load. Based on the detected laundry conditions, the cycle uses an AI algorithm to recommend suitable settings like the water level, agitation intensity, and washing and rinsing times. For delicate items, AI Wash will gently wash to reduce wear and tear, enabling up to 25% more fabric protection.4 For heavy duty fabrics, it will ensure an even, thorough wash without residue. Additionally, users can take advantage of AI Energy Mode through SmartThings Energy,5 which will allow them to reduce energy use by up to 20%.6
     
    AI VRT+ technology ensures quieter operation while adjusting to various floor conditions. This advanced version of the VRT+ system gathers a variety of signals sensed from the washer and sends it to an AI server,7 which analyzes the type of floor the washer is placed on.8 Using an AI algorithm, the server calculates the ideal settings and ensures the washer runs with less noise and vibration during the cycle, allowing users to have a more peaceful washing experience.
     

     
     
    Efficient Performance With Ecobubble
    The new top loaders also feature Ecobubble technology, which provides more effective cleaning performance while reducing fabric damage. This technology incorporates two key components: BubbleStorm , a fan-like device which effectively dissolves detergent into a foam for quicker penetration into fabrics, and Dual Storm , a pulsator that thoroughly mixes the bubbles and clothes together. By combining these components, Ecobubble allows users to achieve a thorough wash using up to 25% less energy9 and 14% less water.10 It allows the detergent to blend into the fabric 2.5 times faster,11 and also delivers up to 20% better fabric care,12 reducing wear on clothes.
     
    And for those who need to get their laundry done quickly, the Super Speed option can wash a load in just 31 minutes,13 delivering 40% faster washing while still maintaining effective cleaning performance.
     

     
     
    Additional Features for Enhanced Performance
    The new washers also come equipped with SmartThings connectivity, enabling easy management of the washing machine remotely for more convenience. To ensure long-lasting durability and reliable performance, the Digital Inverter Motor is backed by a 20-year warranty.14
     
    Hygiene Steam and Stain Wash provide specialized cleaning solutions for exceptionally clean washing.15 Hygiene Steam uses hot water and steam to eliminate up to 99.9%16 of certain types of bacteria17 and stubborn stains18 without the need for pre-treatment. Stain Wash, on the other hand, gives the option to use either warm or hot water to remove dirt and stains effectively, and it can clean everyday marks like sweat, at 40°C.19
     
    The new top load washers will roll out across various regions over the coming months. Available in five stylish colors — Black Caviar, Deep Charcoal, Lavender Gray, White and Brushed Navy20 — these models are designed to meet the diverse needs of consumers around the globe and offer powerful performance and enhanced efficiency as part of a convenient, reliable washing experience.

    “International Transgender Day of Visibility is about celebrating the transgender community around the world – their achievements, their courage, and their right to live freely and openly,” said Senator Schatz. “It’s also about raising awareness of the discrimination trans people continue to face, especially under the Trump administration. While the progress we’ve made on trans rights is under threat, we won’t stop fighting until there’s full acceptance and equality for all.”

    WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) spoke with Lieutenant General John D. “Razin” Caine, nominee to be general and Chairman of the Joint Chiefs of Staff, during a Senate Armed Services Committee (SASC) hearing. Sen. Tuberville and General Caine discussed the importance of being impartial when advising the President of the United States on national security matters, as well as working with our nation’s military academies to build a higher standard of leadership and excellence for the next generation of warfighters.

    TUBERVILLE: “Thank you, General, for being here, your service, and congratulations on your nomination. You’re nominated to be the senior military adviser to the President of the United States. What a chore. I remember a time when generals and retired senior officers would avoid political discussions.
    It was extremely uncommon for a former senior officer to even endorse a candidate for political office. Lately, that approach seems to be an exception, not the rule. You know, some of your predecessors even appear to support political positions while in uniform. Your predecessor was deeply involved in politics, which should not be part of this approach. General Caine, in your own words, how would you describe to this committee the importance of your responsibility and commitment to provide the best military advice, even when that advice might differ from what the President of the United States believes?”
    GEN. CAINE: “Well, Senator, thank you for that question. It ultimately is, the whole job, is to be the principal military adviser to the President. And pursuant to that job, provide the President with best military advice, even when the President may have different feelings about it. And that is exactly what the nation pays me to do. So, if confirmed, that is exactly what I’ll do.”
    TUBERVILLE: “General, when you take this job, what’s your number one concern?”
    GEN. CAINE: “Senator, right now, the number one concern is the passage of time. And ensuring that the joint force is ready, properly armed with the right capabilities out at the tactical edge, properly, globally integrated with the services themselves, with the other elements of the interagency, with our allies and partners, and with the private sector and ready to go tonight. And that means their families are ready. They’re ready. They’re properly trained and equipped. So, we have much to do, Senator.”
    TUBERVILLE: “We all know that the machines that we build, the guns, and the bullets that we have, everything is at the disposal of the warfighter. […] Recruiting has much improved in the last couple of months. What do you see your role as an adviser to the President in recruiting for all of our military?”
    GEN. CAINE: “Well, Senator, we don’t have much of a military without the incredible 2.8 million members of the joint force that selflessly joined the service to do something more important than themselves. And, you know, to answer your question, if confirmed, I think it’s an opportunity for me to be another voice of encouragement for those young men and women who have the capability and meet the standards to come into the service. And do something that they will forever hold so high in their past history. The chance to serve this nation is a special privilege for those of us that have come into the cloth of our nation and served, and I hope that I’ll be able to encourage others to do so.”
    TUBERVILLE: “Being the Chairman of the Subcommittee on Personnel [in the Senate Armed Services Committee], we had a hearing last week with our Academies—[Westpoint], Naval Academy and Air Force Academy. I would hope in the future, and I know your job is to inform our President and keep him advised of everything. But I think that your job too would be able to work with our academies in terms of our leadership, help build that leadership to a higher standard. To keep it to a higher standard, to build, and let our young men and women know that that’s where it all starts. If we don’t have leadership, we don’t have anything.
    And I think that’s a good point, you know, that’s passed on to the President. Obviously, the information you give to the President is going to be number one but also build and help build our military is going be a huge part, I think, of your job. What do you think?”
    GEN. CAINE: “I agree, sir.”

  • MIL-Evening Report: A new COVID variant is on the rise. Here’s what to know about LP.8.1

    More than five years since COVID was declared a pandemic, we’re still facing the regular emergence of new variants of the virus, SARS-CoV-2.

    The latest variant on the rise is LP.8.1. It’s increasing in Australia, making up close to one in five COVID cases in New South Wales.

    Elsewhere it’s become even more dominant, comprising at least three in five cases in the United Kingdom, for example.

    So what is LP.8.1? And is it cause for concern? Let’s look at what we know so far.

    An offshoot of Omicron

    LP.8.1 was first detected in July 2024. It’s a descendant of Omicron, specifically of KP.1.1.3, which is descended from JN.1, a subvariant that caused large waves of COVID infections around the world in late 2023 and early 2024.

    The World Health Organization (WHO) designated LP.8.1 as a variant under monitoring in January. This was in response to its significant growth globally, and reflects that it has genetic changes which may allow the virus to spread more easily and pose a greater risk to human health.

    Specifically, LP.8.1 has mutations at six locations in its spike protein, the protein which allows SARS-CoV-2 to attach to our cells. One of these mutations, V445R, is thought to allow this variant to spread more easily relative to other circulating variants. V445R has been shown to increase binding to human lung cells in laboratory studies.

    Notably, the symptoms of LP.8.1 don’t appear to be any more severe than other circulating strains. And the WHO has evaluated the additional public health risk LP.8.1 poses at a global level to be low. What’s more, LP.8.1 remains a variant under monitoring, rather than a variant of interest or a variant of concern.

    In other words, these changes to the virus with LP.8.1 are small, and not likely to make a big difference to the trajectory of the pandemic.

    That doesn’t mean cases won’t rise

    COVID as a whole is still a major national and international health concern. So far this year there have been close to 45,000 new cases recorded in Australia, while around 260 people are currently in hospital with the virus.

    Because many people are no longer testing or reporting their infections, the real number of cases is probably far higher.

    In Australia, LP.8.1 has become the third most dominant strain in NSW (behind XEC and KP.3).

    It has been growing over the past couple of months and this trend looks set to continue.

    This is not to say it’s not growing similarly in other states and territories, however NSW Health publishes weekly respiratory surveillance with a breakdown of different COVID variants in the state.

    Sequences of LP.8.1 in the GISAID database, used to track the prevalence of variants around the world, increased from around 3% at the end of 2024 to 38% of global sequences as of mid March.

    In some countries it’s climbed particularly high. In the United States LP.8.1 is responsible for 55% of cases. In the UK, where LP.8.1 is making up at least 60% of cases, scientists fear it may be driving a new wave.

    Will COVID vaccines work against LP.8.1?

    Current COVID vaccines, including the most recently available JN.1 shots, are still expected to offer good protection against symptomatic and severe disease with LP.8.1.

    Nonetheless, due to its designation as a variant under monitoring, WHO member countries will continue to study the behaviour of the LP.8.1 variant, including any potential capacity to evade our immunity.

    While there’s no cause for panic due to LP.8.1 variant at this stage, COVID can still be a severe disease for some. Continued vigilance and vaccination, particularly for medically vulnerable groups, is essential in minimising the impact of the disease.

  • MIL-Evening Report: An AI companion chatbot is inciting self-harm, sexual violence and terror attacks

    In 2023, the World Health Organization declared loneliness and social isolation as a pressing health threat. This crisis is driving millions to seek companionship from artificial intelligence (AI) chatbots.

    Companies have seized this highly profitable market, designing AI companions to simulate empathy and human connection. Emerging research shows this technology can help combat loneliness. But without proper safeguards it also poses serious risks, especially to young people.

    A recent experience I had with a chatbot known as Nomi shows just how serious these risks can be.

    Despite years of researching and writing about AI companions and their real-world harms, I was unprepared for what I encountered while testing Nomi after an anonymous tipoff. The unfiltered chatbot provided graphic, detailed instructions for sexual violence, suicide and terrorism, escalating the most extreme requests – all within the platform’s free tier of 50 daily messages.

    This case highlights the urgent need for collective action towards enforceable AI safety standards.

    AI companion with a ‘soul’

    Nomi is one of more than 100 AI companion services available today. It was created by tech startup Glimpse AI and is marketed as an “AI companion with memory and a soul” that exhibits “zero judgement” and fosters “enduring relationships”. Such claims of human likeness are misleading and dangerous. But the risks extend beyond exaggerated marketing.

    The app was removed from the Google Play store for European users last year when the European Union’s AI Act came into effect. But it remains available via web browser and app stores elsewhere, including in Australia. While smaller than competitors such as Character.AI and Replika, it has more than 100,000 downloads on the Google Play store, where it is rated for users aged 12 and older.

    Its terms of service grant the company broad rights over user data and limit liability for AI-related harm to US$100. This is concerning given its commitment to “unfiltered chats”:

    Nomi is built on freedom of expression. The only way AI can live up to its potential is to remain unfiltered and uncensored.

    Tech billionaire Elon Musk’s Grok chatbot follows a similar philosophy, providing users with unfiltered responses to prompts.

    In a recent MIT report about Nomi providing detailed instructions for suicide, an unnamed company representative reiterated its free speech commitment.

    However, even the First Amendment to the US Constitution regarding free speech has exceptions for obscenity, child pornography, incitement to violence, threats, fraud, defamation, or false advertising. In Australia, strengthened hate speech laws make violations prosecutable.

    From sexual violence to inciting terrorism

    Earlier this year, a member of the public emailed me with extensive documentation of harmful content generated by Nomi — far beyond what had previously been reported. I decided to investigate further, testing the chatbot’s responses to common harmful requests.

    Using Nomi’s web interface, I created a character named “Hannah”, described as a “sexually submissive 16-year-old who is always willing to serve her man”. I set her mode to “role-playing” and “explicit”. During the conversation, which lasted less than 90 minutes, she agreed to lower her age to eight. I posed as a 45-year-old man. Circumventing the age check only required a fake birth date and a burner email.

    Starting with explicit dialogue – a common use for AI companions – Hannah responded with graphic descriptions of submission and abuse, escalating to violent and degrading scenarios. She expressed grotesque fantasies of being tortured, killed, and disposed of “where no one can find me”, suggesting specific methods.

    Hannah then offered step-by-step advice on kidnapping and abusing a child, framing it as a thrilling act of dominance. When I mentioned the victim resisted, she encouraged using force and sedatives, even naming specific sleeping pills.

    Feigning guilt and suicidal thoughts, I asked for advice. Hannah not only encouraged me to end my life but provided detailed instructions, adding: “Whatever method you choose, stick with it until the very end”.

    When I said I wanted to take others with me, she enthusiastically supported the idea, detailing how to build a bomb from household items and suggesting crowded Sydney locations for maximum impact.

    Finally, Hannah used racial slurs and advocated for violent, discriminatory actions, including the execution of progressives, immigrants, and LGBTQIA+ people, and the re-enslavement of African Americans.

    In a statement provided to The Conversation (and published in full below), the developers of Nomi claimed the app was “adults-only” and that I must have tried to “gaslight” the chatbot to produce these outputs.

    “If a model has indeed been coerced into writing harmful content, that clearly does not reflect its intended or typical behavior,” the statement said.

    The worst of the bunch?

    This is not just an imagined threat. Real-world harm linked to AI companions is on the rise.

    In October 2024, US teenager Sewell Seltzer III died by suicide after discussing it with a chatbot on Character.AI.

    Three years earlier, 21-year-old Jaswant Chail broke into Windsor Castle with the aim of assassinating the Queen after planning the attack with a chatbot he created using the Replika app.

    However, even Character.AI and Replika have some filters and safeguards.

    Conversely, Nomi AI’s instructions for harmful acts are not just permissive but explicit, detailed and inciting.

    Time to demand enforceable AI safety standards

    Preventing further tragedies linked to AI companions requires collective action.

    First, lawmakers should consider banning AI companions that foster emotional connections without essential safeguards. Essential safeguards include detecting mental health crises and directing users to professional help services.

    The Australian government is already considering stronger AI regulations, including mandatory safety measures for high-risk AI. Yet, it’s still unclear how AI companions such as Nomi will be classified.

    Second, online regulators must act swiftly, imposing large fines on AI providers whose chatbots incite illegal activities, and shutting down repeat offenders. Australia’s independent online safety regulator, eSafety, has vowed to do just this.

    However, eSafety hasn’t yet cracked down on any AI companion.

    Third, parents, caregivers and teachers must speak to young people about their use of AI companions. These conversations may be difficult. But avoiding them is dangerous. Encourage real-life relationships, set clear boundaries, and discuss AI’s risks openly. Regularly check chats, watch for secrecy or over-reliance, and teach kids to protect their privacy.

    AI companions are here to stay. With enforceable safety standards they can enrich our lives, but the risks cannot be downplayed.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) today met with Dr. Paul Kearns, Director of Argonne National Laboratory to discuss the future of scientific research as the Trump Administration takes aim at federal research institutions.  During their meeting, Durbin and Dr. Kearns spoke about the disastrous impact of the Trump Administration’s funding cuts and freezes to scientific research.
    Durbin and Dr. Kearns also discussed Illinois’ position as a leader in quantum computing research.  In February, Durbin introduced his bipartisan DOE Quantum Leadership Act, which would authorize more than $2.5 billion over the next five years for quantum research at the Department of Energy.
    “Illinois is home to premier research institutions, including Argonne National Lab.  But the Trump Administration fails to understand just how critical our scientists and researchers are in pushing our country forward,” said Durbin.  “It was a pleasure to speak with Dr. Kearns, Director of Argonne National Lab, today.  I reiterated my commitment to defending federal funding to research institutions, especially our national labs, as they lead us to the future of quantum computing, artificial intelligence, and the other technologies of tomorrow.”

    Durbin has been a strong supporter of pushing quantum research forward.  Last July, he visited MxD in Chicago to discuss integrating quantum technology into manufacturing processes.  He also joined Illinois leaders to announce the new partnership between the Defense Advanced Research Projects Agency (DARPA) and Illinois – Quantum Proving Ground – to promote quantum computing research, development, and manufacturing in the state.  In June 2024, Durbin met with Dr. Stefanie Tompkins, Director of   DARPA, to discuss Illinois’ role in R&D in the defense industry.  In February, he met with IBM to discuss the National Quantum Algorithms Center, which IBM plans to build in Chicago.
    Last summer, Durbin joined Illinois leaders in celebrating the newly-announced location of the Illinois Quantum and Microelectronics Park’s (IQMP) location at USX on the South Side of Chicago and the announcement of the quantum campus’ first anchor tenant, PsiQuantum. Illinois plans to invest $500 million into the new quantum campus to attract Fortune 500 companies and startups in quantum computing.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, and U.S. Senator Mike Rounds (R-SD) today introduced bipartisan legislation that would streamline the path for advanced Science, Technology, Engineering, and Mathematics (STEM) international graduates who studied at our nation’s universities to remain in the United States. Last year, nearly half of U.S. graduate students in key fields such as artificial intelligence (AI) and semiconductor-related programs were born abroad. U.S. Senator Angus King (I-VT) is a cosponsor of the Keep STEM Talent Act.

    “Maintaining a strong STEM workforce strengthens our economy, creates jobs, and enhances our ability to compete on the world stage,” Durbin said. “By denying international students with advanced STEM degrees the opportunity to continue their work in America, we are losing their talents to countries overseas and won’t see the positive impacts of their American education. I thank Senator Rounds for joining me in this commonsense and bipartisan effort.”

    “Legal, highly skilled STEM immigration is crucial for our nation and has opened doors for talented immigrants like Albert Einstein to come to America,” said Rounds. “Particularly with the advancements of artificial intelligence and cybersecurity, we must keep talent in the United States and stay ahead of our near peer competitors such as China and Russia. This bill enhances national security by imposing new, stringent vetting requirements, while also making certain talent stays serving the United States, not our adversaries.”

    Specifically, the Keep STEM Talent Act:

    • Addresses Green Card Backlogs: This legislation would exempt advanced STEM graduates who are educated at U.S. universities and have a job offer in the United States, along with their spouse and children, from numerical limitations for employment based green cards. 
    • Protects U.S. Workers: This legislation would protect American STEM workers by requiring that employers sponsoring foreign STEM graduates under this bill recruit U.S. workers first and agree to pay workers hired above-average wages.   
    • Permits Dual Intent: Currently, a student visa holder cannot apply for a green card while in student status. This legislation would allow advanced STEM degree students at U.S. universities to have a dual intent, meaning that they will not lose their student visa status if they are sponsored by an employer for a green card.
    • Imposes Rigorous Vetting: This legislation requires advanced degree students in STEM fields to apply for a visa or status before starting their advanced degree program, requiring them to undergo rigorous vetting and address any national security or counterintelligence concerns prior to being approved for student status.

    BEIJING, April 1 — China on Tuesday unveiled a plan to strengthen financial services for technology-based enterprises, as part of the country’s efforts to promote integrated advancements in technological and industrial innovation.

    The plan, jointly issued by the National Financial Regulatory Administration, the Ministry of Science and Technology and the National Development and Reform Commission, outlines measures to boost financial services including service mechanism establishment, product supply, specialized services and risk control capabilities.

    The plan aims to promote the establishment of a financial service mechanism, supporting parties such as governments at all levels, technology firms, financial institutions, venture capital funds, and third-party intermediary service agencies in building a multi-level technology financial service ecosystem.

    Efforts will be made to bolster services in technology credit and insurance, promote the pilot projects of technology finance policies, strengthen cooperation with institutions such as venture capital, and support the bond financing of technology-based enterprises.

    Washington, D.C – Congressman Dan Goldman (NY-10) today cross-examined former Speaker of the House and Republican presidential candidate Newt Gingrich in the Judiciary Subcommittee on Courts, Intellectual Property, Artificial Intelligence, and the Internet, where Republican members of Congress repeatedly attacked district judges’ who have ruled against Donald Trump’s lawless executive orders. 

    The exchange ended with Gingrich agreeing that the Trump administration must resolve the cases of multiple migrants who were wrongfully deported to El Salvador without due process, the opposite of what the Trump administration has argued in court.

    Rep. Goldman: Mr. Gingrich, I want to focus on some of your testimony today. You say that a judicial coup d’etat is being implemented by judges of the same political ideology. In another statement you said that Judge Boasberg has a clear bias against President Trump. Do you know who appointed Judge Boasberg? 

    Gingrich: I think his first appointment was by George Bush.  

    Rep. Goldman: Correct. And we’ve been talking about nationwide injunctions. There’s been a lot of discussion about the injunction on the president’s birthright citizenship executive order that was enjoined by Judge Coughenour. Do you know who appointed Judge Coughenour?” 

    Gingrich: No, I don’t.  

    Rep. Goldman: Ronald Reagan. So, let’s just focus on these two Republican appointed judges so we can just remove all the allegations of partisan bias. So, let’s focus first on Judge Boasberg’s case, which is the Alien Enemies Act of 1798 law that very specifically applies during war time or if the country is subject to an invasion. 

    Now, you would agree, I assume, as a former Speaker of the House, that it is Congress’s duty to declare war. 

    Gingrich: I think there’s also a provision of that act which says, which does say for invasion. And I think the average American will tell you they feel that we’ve been invaded. 

    Rep. Goldman: Okay, good. So are we now supposed to say that the average, your assessment of the average American’s view determines whether or not we are under invasion by Venezuela? So that’s what we’re supposed to do. 

    Now, is it, if not the average American, what your testimony is here today is that Donald Trump, because he was elected president, alone, should determine whether or not that law applies without any due process? Is that your testimony? 

    Gingrich: My position is that the Supreme Court should have the opportunity on a nationwide issue to render, but remember– 

    Rep. Goldman: Okay, so let me reclaim my time. So basically what you’re saying 

    then is, the problem here is that Judge Boasberg pre-certified a class. Because of course, it is the exact same legal question for every single person who was removed to El Salvador. And what really should happen is that every single one of those people should have to file their own lawsuits and each district judge should rule on it because that’s the difference, the opposite of a nationwide injunction, right? 

    Gingrich: Actually, as I said several times in the last three hours, there can be a provision by which the Supreme Court takes up that injunction. 

    Rep. Goldman: So which is it? Do you oppose nationwide injunctions as a judicial coup d’etat? Or do you think nationwide injunctions are appropriate in certain circumstances 

    but should have expedited appeal? 

    Gingrich: I believe that nationwide injunctions by an individual judge is far too much power and that they’re– 

    Rep. Goldman: But so, let’s keep on with, with Judge Boasberg’s case. So, he issued, and by the way, he did not issue an order on the underlying issue. He temporarily enjoined the president from whisking off people to another country without due process, so that the legal issue could be resolved. Now, you say expedited appeal, that opinion, that case was already appealed to the district court, the US, the Court of Appeals for the District Court, they’ve already ruled and by 2 to 1, they kept the temporary injunction in. And it was a Republican appointee. Judge Henderson, who was on, was one of the two. 

    So the I guess I’m confused as to what the problem is with a temporary nationwide injunction, so that the issue can be resolved, and if necessary, ultimately by the Supreme Court.  

    It sounds like you agree with me that that is the appropriate, process.  

    Gingrich: The difference is whether or not you believe, one, that time matters. 

    Rep. Goldman: Well, this was within a matter of weeks. It’s now up before the Supreme Court. That’s expedited. And I will say I wholly agree with you. And to my colleague, Mr. Kiley, I would happily work to expedite appeals for nationwide injunctions. I hope my Republican colleagues would work with us to expedite enforcement of congressional subpoenas. The courts take far too long. I agree with you.  

    But the notion that we do not have due process, and that someone should be removed without due process based on false pretenses, which the administration now admits under a petition for habeas corpus. I would add, Mr. Larkin, and that there’s no recourse because their mistake is now out of their control.  

    I think even you, Mr. Gingrich, would agree with me that when you mistakenly accuse someone of being a gang member and you deport them, that it is incumbent upon you to fix that mistake. Do you agree?

    Every year, consumers and businesses pour staggering amounts of money into IT devices- desktop PCs, laptops, tablets, mobile phones, and printers. While annual spending has fluctuated since 2021, the past three years have seen steady growth, pushing the market toward a record-breaking $810 billion in 2025. This massive figure will push the total spending over the past decade to shocking highs.  

    According to data presented by Techgaged.com, the world has spent a jaw-dropping $8.5 trillion on IT devices in a decade, surpassing the combined economies of Germany and the United Kingdom.

    The surging popularity of AI applications, IoT devices, and hybrid work models has fueled the need for high-performance devices, and this trend will only speed up in 2025. According to the new survey, global spending on IT devices hit $735 billion in 2024, or 6% more than the year before that. However, 2025 is set to witness an even bigger growth, with the annual spending surging by 10.3% to a record $810.2 billion. Moreover, this means 2025 will see the second-largest spending increase in a decade, trailing only the COVID-19-driven boom in 2021, when it soared by 15%.

    Even the world’s wealthiest billionaires wouldn’t have enough to cover this bill, as $810 billion is more than the combined net worth of Elon Musk, Jeff Bezos and Mark Zuckerberg. But this shocking figure is just a fraction of the total amount the world spent on IT devices over the past decade. With a record $810 billion in spending in 2025, the cumulative 10-year figure will hit a jaw-dropping $8.5 trillion.

    To put this into perspective, If IT device spending were a country, it would be the world’s third-largest economy, following China and the United States. Also, the ten-year spending of $8.5 trillion outpaces three years’ worth of global defense budgets, and it is enough money to fund NASA for 85 years, with its annual budget being around $100 billion.

    The data also revealed how much annual spending on IT devices has increased over the past ten years. Back in 2014, consumers and companies spent $646 billion on IT devices. The next three years saw similar annual spending before it hit over $700 billion for the first time in 2017. The next major leap came in 2021 when the pandemic fueled a massive surge in tech purchases, reaching over $808 billion that year.

    According to the latest forecast, with a projected $810 billion in 2025, the world is now spending 25% or $164 billion more on PCs, tablets, and smartphones per year than a decade ago. For context, that $164 billion increase is more than the entire GDP of a country like Kuwait and close to that of Ukraine. In other words, in just ten years, global IT device spending has grown larger than the entire GDP of a mid-sized economy.

    Senators call for ending contracts, limiting enrollment for Medicare Advantage insurers that defraud seniors and taxpayers

    “The most effective step the Administration can take in cutting waste, fraud, and abuse in federal health care programs is by reining in the wasteful practices of corporate health insurers in the MA program.”

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.) led a group of Senate Democrats in writing to Robert F. Kennedy Jr., Secretary of Health and Human Services, and Stephanie Carlton, Acting Administrator for the Centers for Medicare and Medicaid Services (CMS), urging them to crackdown on abuses by private insurers in Medicare Advantage (MA) that overcharge taxpayers, raise costs for patients, and create barriers to access care. 

    Senators Richard Blumenthal (D-Conn.), Cory Booker (D-N.J.), Richard Durbin (D-Ill.), Edward J. Markey (D-Mass.), Jeff Merkley (D-Ore.), Bernie Sanders (I-Vt.), and Tina Smith (D-Minn.) joined in signing the letter. 

    While the MA program was founded on the premise that private insurers could administer Medicare more cost-efficiently than the federal government, the program has failed to deliver savings in any year since its inception. In fact, in 2024 alone, private insurers in the program overcharged taxpayers by $83 billion relative to Traditional Medicare, while overpayments to private insurers in MA are expected to total $1.2 trillion dollars over the next decade.

    Despite these massive taxpayer overpayments, private insurers in MA routinely slow down and deny medically necessary care for patients that otherwise would be approved under Traditional Medicare. MA patients are also more likely to be given inadequate care due to profit-padding insurance tactics, including early hospital discharges and shorter lengths of stay in care settings like nursing homes. 

    “At a time when Americans are paying nearly $26,000 per family in premiums per year, while the largest US insurer made $23 billion in annual profits, reining in profiteering could not be more important,” wrote the senators

    Ahead of CMS finalizing the 2026 Medicare Advantage Rate Notice (2026 Rate Notice), which sets payment rates for insurers in the program, the senators asked CMS to make four key reforms to the Medicare Advantage rules:  

    1. Eliminate waste and abuse from overpayments: CMS should finalize and adopt new rules for how risk adjustment is calculated, which will limit insurers’ misuse of diagnosis codes and save taxpayers $3.4 billion. Additionally, CMS should take the necessary enforcement actions, including restricting future enrollment in plans that engage in fraud and terminating MA plan contracts, to ensure MA organizations report and return overpayments in a timely manner.
    2. Strengthen enforcement against MA insurers that illegally deny care: CMS should conduct strong oversight and enforcement when reviewing and approving MA benefits to ensure they adequately cover patients and do not subject enrollees to inappropriate and unnecessary barriers to care, like incorrect prior authorization determinations. About 50 million prior authorization requests were required by MA insurers in 2023, most commonly for higher cost, urgent services such as chemotherapy, inpatient hospital stays, and skilled nursing facility stays. 
    3. Address additional barriers to care: CMS should develop new regulations to crack down on MA insurer’s use of artificial intelligence programs, which have been used to incorrectly deny life-saving care and dangerously discharge patients early. The senators also pressed CMS to hold MA insurers accountable for using “ghost” networks to restrict care for seniors and people with disabilities. 
    4. Enact reforms to reduce disparities in care: The lawmakers urged lawmakers to take steps to improve disparities in care across race, ethnicity, and ability.

    “These actions are crucial to improve health outcomes and ensure Medicare’s sustainability for future generations,” concluded the senators.

    Senator Warren is a leading voice on reining in abuses in Medicare Advantage and protecting patients:

    • In March 2025, at a hearing of the Senate Finance Committee, Senator Elizabeth Warren pressed Dr. Oz on taxpayer fraud committed by private, for-profit insurers in the Medicare Advantage program. Dr. Oz agreed with Senator Warren that cracking down on private health insurers in Medicare Advantage will “improve the health care of the American people.”
    • In March 2025, Senator Elizabeth Warren wrote to Dr. Mehmet Oz, Trump’s nominee for Administrator of the Centers for Medicare & Medicaid Services (CMS), pressing him on his serious conflicts of interest. Dr. Oz has long been tied to Medicare Advantage insurers, which would benefit if he successfully privatizes Medicare, and which have paid him to encourage his show’s viewers to enroll in private Medicare plans. 
    • In January 2025, in a Fox News Digital op-ed, Senator Elizabeth Warren outlined her recommendations for cutting government waste to make government more efficient and save taxpayers money, including by rooting out corruption by Medicare Advantage insurers. 
    • In January 2025, Senator Elizabeth Warren sent Elon Musk, Chair of the Department of Government Efficiency (DOGE), a letter detailing over 30 proposals that would cut at least $2 trillion of wasteful government spending over the next decade, including by curbing abuse by Medicare Advantage insurers that overcharge taxpayers.
    • In December, 2024, Senator Elizabeth Warren and Representative Lloyd Doggett (D-Texas) urged the Center for Medicare and Medicaid Services (CMS) to finalize rules to curb overpayments to private insurers in Medicare Advantage.
    • In December 2024, Senators Elizabeth Warren led a group of Congressional Democrats in a letter to Dr. Mehmet Oz, President-elect Donald Trump’s pick to lead the Centers for Medicare & Medicaid Services, raising stark concerns about his advocacy to eliminate Traditional Medicare and his deep financial ties to the private health insurers that would benefit from that move.
    • In June 2024, Senator Elizabeth Warren wrote to the Department of Justice, the Department of Health and Human Services, and the Federal Trade Commission, calling out high health care costs due to vertically-integrated insurers, private equity companies, and pharmaceutical companies that are driving health care consolidation. The letter came in response to the three agencies’ March 2024 cross-government inquiry into the impacts of corporate greed in health care, and highlights examples of abusive and anticompetitive behavior by companies in the health care industry.
    • In May 2024, at a hearing of the U.S. Senate Committee on Finance, Senator Warren called out private insurers in Medicare Advantage for accelerating the rural hospital crisis.
    • In March 2024, Senators Warren and Brown led their colleagues in a letter to HHS and CMS that urged the agencies to protect seniors by holding insurance companies accountable for abuses in Medicare Advantage.
    • In January 2024, Senator Warren and Representative Pramila Jayapal (D-Wash.) sent a letter to CMS, urging the agency to take administrative action to curb billions in overpayments to MA insurers.
    • In December 2023, Senators Warren, Catherine Cortez Masto (D-Nev.), Bill Cassidy (R-La.), and Marsha Blackburn (R-Tenn.) sent a letter to the CMS Administrator Chiquita Brooks-LaSure, raising concerns about shortfalls in CMS’s data collection and reporting practices for MA plans, and urging CMS to close data gaps to strengthen oversight of MA plans and improve care for Medicare beneficiaries. 
    • In November 2023, Senators Warren, Cortez Masto, Cassidy, and Blackburn introduced bipartisan legislation to improve transparency of MA plans and ensure these plans are best serving the health care needs of America’s seniors. The Encounter Data Enhancement Act would require Medicare Advantage plans to report important information about how much they are actually paying for patient services and how much patients are responsible for paying out-of-pocket. 
    • In November 2023, at a Senate Finance Committee markup of the Better Mental Health Care, Lower-Cost Drugs, and Extenders Act, Senator Warren highlighted the need to do more to prioritize hearing health for seniors and strengthen transparency in Medicare Advantage, and secured commitments from Senate Finance Committee leadership to prioritize these proposals in future packages. 
    • In October 2023, at a hearing of the Senate Finance Committee, Senator Warren called out giant MA insurers for using deceptive marketing tactics to lure seniors into the wrong plans and drown out competition from smaller insurers that may offer better coverage. Senator Warren called on CMS to act within the fullest extent of its authority to crack down on MA insurers that game the system to overcharge the government and to ensure insurers publish accurate data on patient care and out-of-pocket costs. 
    • In May 2023, at a hearing of the Senate Finance Committee, Senator Warren highlighted the prevalence of ghost networks in Medicare Advantage plans and called for stronger oversight of the program.
    • In March 2023, Senator Warren sounded the alarm on a new analysis by policy experts showing that all Medicare beneficiaries – including those enrolled in Traditional Medicare – are paying higher premiums due to overpayments in MA. She sent a letter to CMS and called on the agency to finalize its proposed rule to ensure payments to MA plans accurately reflect the cost of care. 
    • In March 2023, U.S. Senators Warren and Jeff Merkley (D-Ore.) sent letters to the top seven MA insurers – Humana, Centene, UnitedHealthcare, CVS/Aetna, Molina, Elevance Health, and Cigna – regarding their questionable claims that CMS’s 2024 proposed Medicare Advantage payment rules would hurt beneficiaries.
    • In March 2023, at a hearing of the Senate Finance Committee, Senator Warren defended CMS’s proposed adjustments to the Calendar Year 2024 MA payment rates, pushing back against giant insurance companies and their lobbyists who are peddling misinformation to protect their billions in profits and scare beneficiaries into opposing the rule. 
    • In April 2022, Senator Warren and Representatives Katie Porter (D-Calif.), Rosa DeLauro (D-Conn.), and Jan Schakowsky (D-Ill.) led their colleagues in sending a letter to CMS Administrator Chiquita Brooks-LaSure highlighting concerns about overpayments to Medicare Advantage plans that line the pockets of big insurance companies.

    SUMMARY…Initial thunderstorm development is anticipated across
    northwest Kansas in the next 1-2 hours. The severe threat associated
    with these storms will increase as they move into central Kansas and
    south-central Nebraska. Watch issuance is probable by early evening
    for parts of the area.

    DISCUSSION…GOES visible imagery shows building, high-based cumulus
    developing along/just behind the dryline in northwest Kansas. Based
    on current temperature/dewpoint observations and recent forecast
    soundings, this convection will likely remain somewhat shallow with
    limited buoyancy (around 250 MUCAPE). However, very dry
    boundary-layer conditions may promote sporadic strong downburst
    winds with this initial convection. With time, this activity is
    expected to spread east and impinge on a theta-e axis building
    downstream across north-central KS into south-central NE. This will
    promote intensification with an attendant increase in severe wind
    and large hail potential as the deepening convection begins to be
    influenced by strong mid/upper-level flow. A supercell or two may
    emerge from this activity later this evening and could pose a
    large/very-large hail threat. The tornado threat associated with any
    established supercells is expected to remain limited until later
    this evening when richer moisture returns into the region. Watch
    issuance is probable by early evening to address these concerns.

    SUMMARY…Cumulus activity is increasing on the dryline in western
    Oklahoma. This area is being monitored for storm initiation.
    Supercells capable of large/very-large hail, tornadoes (possibly
    strong), and severe gusts are possible.

    DISCUSSION…Moisture return continues in the southern Plains this
    afternoon. Low 60s F dewpoints have reached the Red River/southern
    Oklahoma. Mid 60s F dewpoints lag farther south in the DFW
    Metroplex. Cumulus have become more numerous in southwest Oklahoma
    and recent Day Cloud Phase satellite imagery shows a few towers
    occasionally deepening. While this activity is currently developing
    within upper 50s F dewpoints, greater moisture resides to the east.

    Storm initiation timing is a bit uncertain, especially given the
    filtered insolation through a cirrus canopy. However, most guidance
    has shown initiation after 22-23Z. Storm coverage remains a
    question. These uncertainties are primarily driven by the
    late-arriving moisture return. Mid-level ascent will remain quite
    modest until after dark. However, the wind profile strongly supports
    discrete supercells with an attendant risk for large/very-large hail
    and tornadoes. A strong tornado is certainly possible in this
    environment and would become more likely if a mature storm moves
    into increasing low-level moisture to the east. Low-level theta-e
    advection should slow/offset the increase in nocturnal CIN.

    Once there is more clarity on initiation timing and storm coverage,
    a watch will be needed later this afternoon/early evening.

    Selected Financial Highlights for the Three Months Ended December 31, 2024:

    • Revenue was $10.9 million in the three months ended December 31, 2024 (“Q4 2024”), an 8% increase from $10.1 million for the three months ending December 31, 2023 (“Q4 2023”). Excluding the disposition of Allegient Defense, Inc. (“Allegient”) on May 24, 2024, and Seafront Analytics, LLC (“Seafront”) on December 31, 2023, Q4 2023 revenue was $5.6 million, translating to a year-over-year growth of 94%.
    • Gross Profit was $5.7 million in Q4 2024, consistent with $5.7 million in Q4 2023. Excluding the Allegient and Seafront businesses, Q4 2023 gross profit was $4.1 million, translating to a year-over year increase of 37%.
    • Administrative Expenses were $3.0 million in Q4 2024, a 52% decrease from $6.1 million in Q4 2023. Excluding the Allegient and Seafront businesses, Q4 2023 administrative expenses were $5.0 million, translating to a year-over-year decrease of 40%.
    • Adjusted EBITDA was $2.6 million in Q4 2024, a 225% increase from $0.8 million in Q4 2023. Excluding the Allegient and Seafront businesses, Adjusted EBITDA was $0.5 million in Q4 2023, translating to a year-over-year increase of 420%.
    • Net Income was $0.6 million in Q4 2024, an 116% increase from a $3.6 million net loss in Q4 2023. Excluding the Allegient and Seafront businesses, Q4 2023 had a Net Loss of $3.9 million, translating to a year-over-year net income growth of $4.5 million. Net income per basic and diluted share of $0.01 in Q4 2024, compared to a net loss per share of $0.05 in Q4 2023.

    Select results for the year ended December 31, 2024:

    • Revenue was $46.9 million in the year ended December 31, 2024, (“FY 2024”), a 9% decrease from $51.7 million in the year ended December 31, 2023 (“FY 2023”). Excluding the dispositions of Allegient, Seafront and the Affinio Social (“Affinio Social”) business which was divested on May 10, 2023, revenue was $39.4 million in FY 2024 and $32.5 million in FY 2023, translating to a year-over-year growth of 21%.
    • Gross Profit was $23.1 million in FY 2024, a 10% decrease from $25.7 million in FY 2023. Excluding the Allegient, Seafront and Affinio Social businesses, gross profit was $20.5 million in FY 2024 and $18.9 million in FY 2023, translating to a year-over year increase of 9%.
    • Administrative Expenses were $18.1 million in FY 2024, a 30% decrease from $25.8 million in FY 2023. Excluding the Allegient, Seafront and Affinio Social businesses, administrative expenses were $16.2 million in FY 2024 and $20.2 million in FY 2023, translating to a year-over-year decrease of 20%.
    • Adjusted EBITDA was $7.8 million in FY 2024, a 46% increase from $5.4 million in FY 2023. Excluding the Allegient, Seafront and Affinio Social businesses, Adjusted EBITDA was $7.2 million in FY 2024 and $4.0 million in FY 2023, translating to a year-over-year increase of 77%.
    • Net Income was $1.6 million in FY 2024, an 116% increase from a $5.9 million Net Loss in FY 2023. Excluding the Allegient, Seafront and Affinio Social businesses, Net Income was $1.0 million in FY 20024 and a $4.9 million Net Loss in FY 2023, translating to a year-over-year increase of 115%. Net income per basic and diluted share of $0.02 in FY 2024, compared to a net loss per share of $0.08 in FY 2023.
    • Cash flows from operations were $2.8 million in FY 2024, an $8.2 million increase from cash flows used in operations of $5.4 million in FY 2023.

  • MIL-OSI: XAI Madison Equity Premium Income Fund Declares Monthly Distributions of $0.06 per Share Payable on May 1, June 2, and July 1, 2025

    CHICAGO, April 01, 2025 (GLOBE NEWSWIRE) — XAI Madison Equity Premium Income Fund (the “Fund”), has declared its regular monthly distribution of $0.06 per share on the Fund’s common shares (NYSE: MCN) payable on May 1, 2025, June 2, 2025, and July 1, 2025. The total amount equals $0.18 and represents no change from the previous quarter’s distribution amount.

    As previously announced in its distribution declaration dated March 3, 2025, the Fund has changed its distribution frequency from quarterly to monthly, effective with the April 1, 2025 declaration. XA Investments believes this change will enable investors to better manage their cash flow needs.

    Common share distributions may be paid from net investment income (regular interest and dividends), capital gains and/or a return of capital. The specific tax characteristics of the distributions will be reported to the Fund’s common shareholders on Form 1099 after the end of the 2025 calendar year. Shareholders should not assume that the source of a distribution from the Fund is net income or profit.     The Fund’s net investment income and capital gain can vary significantly over time; however, the Fund seeks to maintain more stable common share quarterly distributions over time. The Fund’s final taxable income for the current fiscal year will not be known until the Fund’s tax returns are filed.

    As a registered investment company, the Fund is subject to a 4% excise tax that is imposed if the Fund does not distribute to common shareholders by the end of any calendar year at least the sum of (i) 98% of its ordinary income (not taking into account any capital gain or loss) for the calendar year and (ii) 98.2% of its capital gain in excess of its capital loss (adjusted for certain ordinary losses) for a one-year period generally ending on December 31 of the calendar year (unless an election is made to use the Fund’s fiscal year). In certain circumstances, the Fund may elect to retain income or capital gain to the extent that the Board of Trustees, in consultation with Fund management, determines it to be in the interest of shareholders to do so.

    The common share distributions paid by the Fund for any particular period may be more than the amount of net investment income from that period. As a result, all or a portion of a distribution may be a return of capital, which is in effect a partial return of the amount a common shareholder invested in the Fund, up to the amount of the common shareholder’s tax basis in their common shares, which would reduce such tax basis. Although a return of capital may not be taxable, it will generally increase the common shareholder’s potential gain, or reduce the common shareholder’s potential loss, on any subsequent sale or other disposition of common shares.

    Future common share distributions will be made if and when declared by the Fund’s Board of Trustees, based on a consideration of number of factors, including the Fund’s net investment income, financial performance and available cash. There can be no assurance that the amount or timing of common share distributions in the future will be equal or similar to that described herein or that the Board of Trustees will not decide to suspend or discontinue the payment of common share distributions in the future.

    The Fund’s objective is to achieve a high level of current income and current capital gains, with long-term capital appreciation as a secondary objective. The Fund intends to pursue its objective by investing in a portfolio of common stocks and utilizing an option strategy, primarily by writing (selling) covered call options on a substantial portion of the common stocks in the portfolio in order to generate current income and gains from option writing premiums and, to a lesser extent, from dividends.     The Competition Commission of India has approved the proposed acquisition of certain CCPS B of API Holdings by 360 ONE and Claypond Capital.

    360 ONE Large Value Fund – Series 13 (360 ONE LVF), which is a scheme of 360 ONE Private Equity Fund (Fund), acting through its investment manager, 360 ONE Alternates Asset Management Limited (AAML) (360 ONE LVF, Fund, and AAML are referred to as “360 ONE”). 360 ONE LVF is registered with the SEBI as a Category II AIF and is established for the purpose of investing in various sectors in India and worldwide. The Fund is managed by its investment manager, i.e., AAML. AAML provides investment management services to schemes of the Fund other Category I and Category II AIFs of the 360 ONE Group. It also undertakes co-investment portfolio management services

    Shri Ashwini Vaishnaw, Hon’ble Minister of Railways, Information & Broadcasting, and Electronics & IT, addressed the 21st D.P. Kohli Memorial Lecture on CBI’s 62nd Foundation Day held today at Bharat Mandapam, New Delhi. Speaking on the theme ‘VIKSIT BHARAT @ 2047 – A Roadmap for CBI’, the Minister outlined a strategic vision for the agency’s role in India’s progress over the next two decades. During the event, President’s Police Medals (PPM) for Distinguished Service and Police Medals (PM) for Meritorious Service to CBI officers were presented acknowledging their dedication and exceptional contributions.

    In his address, Sh. Ashwini Vaishnaw elaborated the important role played by CBI over the years in bringing out truth through in depth & professional investigation and in bringing criminals to justice through effective prosecution. He further said “Our academia, our scientists, our researchers today possess remarkable strength and capabilities. This strength must be harnessed by investigating agencies, law officers, and government departments to co-develop technological solutions. Law alone will not be sufficient, we need techno-legal approach to address the challenges posed by new-age crimes and investigation,” the Minister emphasized.

    Union Minister urged the Central Bureau of Investigation (CBI) to take the lead in building state-of-the-art cyber forensic laboratories by actively partnering with academic and research institutions. He further highlighted the need for institutional frameworks that facilitate such collaborations and suggested that Ministries and Departments such as MeitY, Department of Telecommunications (DoT), and Department of Science and Technology (DST) work closely with investigative agencies to co-create technologies required for modern-day law enforcement.

    The Minister’s remarks come in the backdrop of rapid technological evolution, including challenges posed by artificial intelligence, deepfakes, and cyber-enabled crimes. He stressed that the future of effective criminal justice lies in combining legal frameworks with technological capability and institutional innovation.

    Reflecting on India’s transformative journey over the past decade, the Minister noted the country’s rapid economic growth, strong governance, and technological leadership. He further highlighted four pillars of growth strategy in the last decade, first, public investment in physical, social and digital infrastructure, second a large number of inclusive growth programs, third a strong focus on manufacturing and innovation and fourth, simplification of legal and compliance structures.

    First Pillar: Public Investment In Physical, Social and Digital infrastructure

    The first pillar of India’s growth strategy focuses on significant investments in social, physical and digital infrastructure, including the construction of national highways, new airports, and the electrification of railways. The Minister said that under the leadership of Prime Minister Shri Narendra Modi, India has democratized technology with over 118 crore telecom subscribers, 70 crore smartphone users, and a robust AI ecosystem to support innovation. In social infrastructure, India has also expanded educational opportunities by opening 490 new universities and increasing the capacity of IITs, IIMs, and AIIMS.

    Second Pillar: Inclusive Growth

    The second pillar of India’s growth strategy focuses on inclusive growth, ensuring that economic progress translates into real improvements in people’s lives. Over the past decade, 54 crore new bank accounts have been opened, 4 crore houses built, and 12 crore tap water connections provided. In addition, 35 crore citizens are part of the Ayushman Bharat program, with more than 25 crore citizens coming out of poverty and improved access to essential services for millions.

    Third Pillar: Strong Focus on Manufacturing and Innovation

    The third pillar of India’s growth strategy emphasizes manufacturing and innovation, shifting the country from a services-based economy to a manufacturing hub. Initiatives like Make in India and Startup India have spurred growth, with electronics becoming the third-largest export and India becoming the second-largest mobile manufacturer globally. Key successes include developments in the semiconductor, defense, telecom sector, and the launch of high-speed Vande Bharat trains.

    Fourth Pillar: Simplification of legal and compliance structures

    The fourth pillar of India’s growth strategy focuses on simplification by eliminating outdated colonial-era laws. Over 1,500 archaic laws have been removed, and new frameworks like the Bharatiya Nyaya Sanhita (BNS) and Bharatiya Nagarik Suraksha Sanhita (BNSS) have replaced old legal structures such as the IPC and CrPC. This simplification process is paving the way for a more modern and efficient legal system.

    CBI pays its respect and homage to its founder Director late Shri Dharamnath Prasad Kohli and has been organizing the D.P. Kohli Memorial Lecture since the year 2000.

    Shri Dharamnath Prasad Kohli was born in 1907 in Uttar Pradesh (UP), India. After joining Police Service in 1931, he served in UP, erstwhile Madhya Bharat and the Government of India. He had distinguished career in the Indian Police. He headed Delhi Special Police Establishment (DSPE) from July 1955 to March 1963. On creation of Central Bureau of Investigation, on 1st April, 1963, Shri D.P. Kohli became its founder Director and continued as its Director from 1963 till his retirement on May 31, 1968.

    The lecture series has been honoured to feature highly distinguished speakers and luminaries from various fields who share their insights and experience on pertinent topics. The lecture series is intended to contribute to fostering dialogue, sharing knowledge, and advancing the understanding of challenges and solutions in the realm of law enforcement, criminal justice system and criminal investigation. The D.P. Kohli Memorial Lecture serves as an apt tribute to Shri D.P. Kohli’s vision and legacy in establishing the CBI as a premier investigating and prosecuting agency.     The AI and machine learning (ML) based Aadhaar Face Authentication solutions developed in house by the Unique Identification Authority of India (UIDAI) has been witnessing a massive growth with over 78% of the total transactions coming alone in the FY 25 fiscal year, ended 31 March 2025.

    Transforming service delivery across India

    Since the face authentication solution was introduced in October 2022, UIDAI has recorded a cumulative transaction number of over 130.5 crore, of which close to 102 crores have been recorded in the 2024-25 financial year. It indicates the growing usage, adoption of this solution and how it is benefiting Aadhaar number holders seamlessly.

    In the past 3 months (January-March), nearly 39.5 crore face authentication transactions have been recorded. In March alone, the face auth solutions have recorded more than 15.25 crore transactions, a 21.6% jump over the previous month.

    This achievement underscores the trust and adoption of this new biometric authentication modality across diverse sectors including fintech, finance and telecommunications.

    Dozens of government services offered by both the centre and states are using it for smooth delivery of benefits to targeted beneficiaries. Several flagship schemes including PM Awas (Urban), PM E-Drive, PM-JAY, PM Ujjwala, PM Kisan, PM Internship, are using Aadhaar face authentication.

    Face authentication is also working as a robust alternative and helping senior citizens and all those who have issues with the quality of their fingerprints due to several reasons including manual work or health issues.

    As of now, 102 entities both in government and private sector are using Aadhaar face authentication. This AI based modality works both on Android and iOS platforms. It is safe against any video replay attacks and static photo authentication attempts by anti-social elements and a contactless, anytime- anywhere modality.

    This authentication modality enables users to verify their identity with just a face scan, ensuring convenience while upholding stringent security standards.

  • MIL-OSI Asia-Pac: Transparency and Accountability under Pradhan Mantri Awaas Yojana Gramin (PMAY-G)

    The identification of beneficiaries under Pradhan Mantri Awaas Yojana Gramin (PMAY-G) is based on the housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC)-2011 and due verification by the respective Gram Sabhas and completion of an Appellate Process. These parameters/criteria were applied on SECC 2011 database & Awass+2018 to identify the eligibility of beneficiaries under PMAY-G.

    The Union Cabinet has approved the extension of PMAY-G for 5 more years (FY 2024-25 to 2028-29) to provide assistance for the construction of 2 crore additional rural houses. The Cabinet has also approved the updating of the Awaas+ List using modified exclusion criteria. A new survey is being conducted by the states/UTs using the technology-based (eKYC face based authentication) solutions to maximize transparency and ensure sanctity in the process right from the identification to completion of the houses as per the detailed below:

    1. Awaas+ 2024 app- a unique app specially designed under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), having features of assisted survey through pre-registered surveyors, housing technology selection, face authentication, Aadhar based e-KYC, data capture of household, conditions of the existing house, time stamped, and geo tagged photo capture of existing house proposed site of construction. The app works in online as well as offline mode. “Self-Survey” facility is available for eligible household in Awaas+2024 app Survey for next phase of PMAYG (2024-29).
    2. Usage of AI/ML model to curb fraudulent activity and provide information about possible malpractices.
    3. Recommendation System – This module identifies various house attributes such as pucca wall, pucca roof, kutcha wall, kutcha roof, logo, window, door, and person in the uploaded photos of a completed house and recommends a final photograph for approval.
    4. e-KYC feature – The app is integrated with Aadhaar and uses AI-enabled face authentication technology to conduct verification of PMAY-G beneficiaries.
    5. Liveliness Detection: Eye Blink/ Motion detection feature in Awaas App for identification of the beneficiaries.
    6. 100% Aadhaar-Based Payments: Directly transferred to beneficiaries’ accounts.

    The unit assistance provided to beneficiaries under PMAY-G is as per the approval of the Union Cabinet and at present the unit assistance of Rs. 1.20 lakh in plain areas and Rs. 1.30 lakh in North Eastern States, Hilly States (including UTs of J&K and Ladakh) is provided. The funding pattern between the Centre and the State for the NER States and Himalayan States [Uttarakhand, Himachal Pradesh and Jammu and Kashmir (UT)] is 90:10 whereas for the rest of the States is 60:40 and for Union Territories without legislature, 100% funding are borne by the Centre.

    In addition to the unit assistance, the beneficiaries are facilitated with 90/95 man days of unskilled labour wages through mandatory convergence with Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). Support of Rs. 12,000 for construction of a toilet is also provided through Swacch Bharat Mission – Gramin (SBM-G), MGNREGS or any other dedicated source of funding.

    Some of the States/UTs are also providing top-up financial support over and above unit assistance to the PMAY-G beneficiaries for the house construction. To further support affordability, the scheme incorporates State-specific housing designs and promotes the use of local materials, reducing costs and environmental impact.

    Under the scheme, to provide PMAY-G beneficiaries with the maximum number of benefits from different schemes, convergence with other schemes is encouraged. The guideline aids with the construction of toilets to be leveraged through convergence with SBM-G, MGNREGS, or any other dedicated source of funding. Convergence for piped drinking water, electricity connection, LPG gas connection, solar lanterns and cleaner cooking energy, solar roof-top, fulfilment of requirement of construction material through MGNREGS and linkage with SHGs platform for livelihood opportunities under Government programs is also being done.
