  • MIL-OSI China: Two disciplines in arts at AADTHU achieve record highs in QS World University Rankings

    Tsinghua University ranked No. 1 in Asia and No. 14 globally for arts and design, and No. 2 in Asia and No. 3 worldwide for art history in the 15th edition of the QS World University Rankings by Subject, released on March 12 by global higher education analytics firm Quacquarelli Symonds.  

    Both disciplines are part of the Academy of Arts & Design, Tsinghua University (AADTHU). Notably, the art and design discipline rose 10 places in the global rankings, while the art history climbed 2 places.

    In its largest-ever subject rankings, Quacquarelli Symonds compared over 21,000 academic programs, taken by students at more than 1,700 universities across 100 countries and regions, spanning 55 subjects and five faculty areas. The Chinese mainland ranked third globally with 1,230 subjects listed, trailing only the United States and the United Kingdom.

    According to AADTHU’s official website, the academy’s achievements are deeply rooted in its strong commitment to constructing an integrated interdisciplinary system and to pioneering internationalized education.  

    By leading the reform of global art education, AADTHU is crafting a new professional development blueprint with an open approach. It is deepening its strategy of integrating art and science, advancing the development of interdisciplinary talent, and fostering innovation in technology and design, cultivating professionals with expertise in both the sciences and humanities.  

    In 2024, the academy invited 44 professors from prestigious global institutions, alongside artists, designers and industry leaders, for short-term programs. These initiatives featured 30 lectures, eight courses and two workshops, drawing over 1,000 faculty and student participants. Beyond this, the academy hosted 42 distinguished international experts as keynote speakers at conferences it either organized or co-hosted.

    Notable events from 2024 include an opening forum on the integration of art design and industry innovation in the era of artificial intelligence (AI) at Milan Academic Week in Milan, Italy, in January, as well as the 6th Art and Science International Symposium held in Beijing in March. Meanwhile, the 2024 Tsinghua International Conference on Art & Design Education (ICADE 2024), themed “New Dimensions: Imagination Beyond the Horizon,” and the exhibition “From the Seine to Guanghua Road: Modernization of Art Deco” were successfully held in Milan and Beijing, respectively, in November.  

    Further highlights from last year include the “Arts and Crafts Artworks Exhibition of AADTHU” held in Wakayama prefecture, Japan, and a special exhibition and international symposium on Dunhuang art research, which opened at the China-France Fashion Week in Paris, France. “Brilliance of Cooperation: The Olympic Art Exhibition of Tsinghua University” was also held in Lausanne, Switzerland, in October.  

    Additionally, Tsinghua University’s doctoral degree authorization points for the first-level disciplines of both art studies and design studies successfully passed an on-site evaluation in October by experts from peer higher education institutions. Earlier this year in January, the China Scientometrics and Bibliometrics Research Center of CNKI also named 11 faculty members from AADTHU as “2024 CNKI Highly Cited Scholars.” CNKI stands for China National Knowledge Infrastructure, a leading online academic database.

    AADTHU offers a diverse range of disciplines across 10 departments, including textile and fashion design, ceramic design, visual communication design, environmental art design, industrial design, information art & design, painting, sculpture, arts and crafts, and art history. The academy also features specialized offices for research, international exchanges, and art galleries. 

    The academy’s website also showed in recent years, AADTHU has continued to enhance its international standards, strengthen global academic exchanges, and expand its influence in international art education. Its art and design discipline, among the earliest in China to grant master’s and doctoral degrees, consistently ranks first nationally, emphasizing interdisciplinary, innovative, and globally competent talent development. AADTHU’s Department of Art History has also ranked among the top in national evaluations, with over half of its graduates securing positions at universities, museums, and research institutions.

    AADTHU pledges to use its expertise to support a global community with a shared future. Guided by the principle of “art for life, design for livelihood,” it is contributing to addressing rural revitalization, livelihood development and global issues, making art a force for progress and contributing Tsinghua’s wisdom to world civilization.

  • MIL-OSI China: ‘Ne Zha 2’ storms into global box office top 5, cementing it as a cultural phenomenon

    Chinese animated blockbuster “Ne Zha 2” has soared past Disney’s “Star Wars: The Force Awakens” to claim the fifth spot on the all-time global box office charts, further solidifying its status as both a cultural and commercial phenomenon.

    According to data from ticketing platform Maoyan as of Saturday, the film’s global earnings — including presales — have surpassed 15.019 billion yuan (about 2.09 billion U.S. dollars), a milestone reached just 45 days after its release during the Chinese New Year on Jan. 29.

    This latest feat adds to an impressive list of records for the film, which became the first film to gross 1 billion U.S. dollars in a single market, the first non-Hollywood title to enter the billion-dollar club, and the highest-grossing animated movie of all time worldwide.

    MILESTONE FOR CHINESE CINEMA

    Directed by Yang Yu, known as Jiaozi, the sequel to 2019’s “Ne Zha” — which grossed 5 billion yuan and topped the Chinese box office that year — has redefined the ceiling for single-film earnings in Chinese cinema. Over 98 percent of its revenue has come from the Chinese mainland, according to Maoyan data.

    “This success has not only boosted the confidence of creators but also showcased the resilience and immense growth potential of the Chinese market,” said Lai Li, a Maoyan analyst.

    The film’s roots run deep in Chinese mythology, continuing the story of the boy god Nezha as he and his ally Aobing struggle to rebuild their physical forms. With the help of the immortal Taiyi Zhenren, they navigate a journey of self-discovery, fate and defiance.

    The story’s rich mythology, dazzling animation and universal themes have struck a chord with audiences. “‘Ne Zha 2’ is a miracle and a peak in Chinese cinema, a record that may remain unbroken for a long time,” said Chen Xuguang, director of the Institute of Film, Television and Theatre at Peking University.

    EXPANDING GLOBAL REACH WITH ACCLAIM

    The film’s technical achievements are just as remarkable. With nearly 2,000 visual effects shots and contributions from 138 animation studios, “Ne Zha 2” exemplifies the growing strength of China’s creative industry.

    Since its international rollout began on Feb. 13 in Australia and New Zealand, “Ne Zha 2” has steadily expanded its global footprint. It opened in North America the following day, shattering the region’s 20-year-old opening weekend record for a Chinese-language film.

    Sheila Sofian, a professor at the University of Southern California and a member of the Academy of Motion Picture Arts and Sciences, praised the film’s production design, sound design, and music, calling it “mind-blowing” in a video interview shared by China Media Group.

    After debuting in Singapore on March 6, “Ne Zha 2” launched this week in the Philippines, Malaysia and Thailand, with further Southeast Asian rollouts planned in the coming weeks.

    Its European expansion is also underway. On Friday, the film held preview screenings in Britain and Ireland ahead of its official March 21 release in both countries, with further European rollouts to follow.

    Cedric Behrel, managing director of Trinity CineAsia, which holds theatrical distribution rights for “Ne Zha 2” across 37 territories, including the UK, Ireland, Germany, France and Spain, described the film’s European launch as “unprecedented in scope.”

    INDUSTRY-WIDE, CULTURAL IMPACT

    “Ne Zha 2” has struck a deep emotional chord with audiences. One Maoyan user reflected on the film’s themes of prejudice and resilience, writing, “The line ‘prejudice in people’s hearts is like an unmovable mountain’ rings true… Even I, from a humble background, used to judge others based on their family background.”

    Another viewer, a high school student preparing for China’s tough college entrance exams, found personal inspiration: “With 100 days left until the exam, ‘Ne Zha 2’ reminded me that my potential is limitless. If there’s no path ahead, I’ll carve one out myself!”

    Largely driven by “Ne Zha 2,” China’s box office revenue during the 2025 Spring Festival holiday hit a record high, injecting much-needed optimism into the country’s film industry, which saw earnings fall by 23 percent in 2024 compared to 2023, and by 34 percent from the pre-pandemic peak in 2019.

    Dong Wenxin, a film critic and manager of a cinema in Jinan, Shandong Province, emphasized the film’s industry-wide impact. “‘Ne Zha 2’ hasn’t drained the market but expanded it. More people are paying attention to theatrical releases and are willing to support quality content,” she told Xinhua. “We owe a lot to ‘Ne Zha 2’ — it’s proof that great commercial blockbusters can sustain a healthy market cycle.”

    Beyond its domestic success, “Ne Zha 2” is poised to serve as a cultural bridge, offering global audiences a window into China’s rich mythology and traditions.

    Yin Hong, vice chairman of the China Film Association and a professor at Tsinghua University, told Xinhua that the success of “Ne Zha 2” reflects the dynamism of China’s creative industries, the enduring appeal of its traditional culture, and the potential for Chinese stories to captivate audiences all over the world.

    In a video interview, Jiaozi reflected on the personal journey the “Ne Zha” films have taken him on, revealing how the series has evolved from his own passion into a broad cultural phenomenon. “The first step was creating something I loved, and domestic audiences loved it too,” he said. “Over time, I’ve worked to improve it, to refine my craft. I believe that one day, new ideas, deeper meanings, and a new soul will emerge from it, and the whole world will be able to appreciate it.”

  • MIL-OSI China: China’s medical equipment market reaches 1.35 trillion yuan

    China’s medical equipment market size reached 1.35 trillion yuan (about 188.2 billion U.S. dollars) in 2024, according to a medical equipment conference that opened in southwestern Chongqing Municipality on Saturday.

    The promising market is still expanding. In 2024, major enterprises in the medical equipment sector saw their revenue exceed 540 billion yuan, maintaining rapid growth for nearly a decade, according to Xin Guobin, vice minister of industry and information technology.

    In China, major industrial enterprises refer to those having an annual main business revenue of 20 million yuan or more.

    Experts are also upbeat about the industry development around the world. Qiao Jie, an academician of the Chinese Academy of Engineering, said it is estimated that the compound growth rate of the global medical equipment market size will reach 5.7 percent from 2024 to 2030.

    Xin called for efforts to strengthen industrial innovation, promote the integration of medical equipment with artificial intelligence technology, and increase the appeal of Chinese products in overseas market.

  • MIL-OSI Asia-Pac: HK reaches for the Moon

    The beauty and mystery of the Moon have captivated the human imagination for millennia. Channelling that fascination into scientific discovery, China launched its lunar exploration programme in 2004.

    Chang’E-8, part of the programme’s fourth phase, is scheduled to be launched around 2028 to lay the groundwork for the construction of a China-led international lunar research station.

    The Hong Kong University of Science & Technology (HKUST) has been appointed by the China National Space Administration to lead an international collaboration project under Chang’E-8 and develop a multifunctional lunar surface robot for scientific exploration.

    Multifunctional role

    HKUST Space Science & Technology Institute Director Prof Yu Hongyu explained that the robot is equipped with dual robotic arms and  is capable of deploying and installing instruments, collecting lunar surface samples and more.

    After the Chang’E-8 probe lands, the robot will need to retrieve other probes or sensors from it and move them to their designated locations.

    “Precise control of the robotic arms is a challenging task. The process requires avoiding collisions with other instruments and positional accuracy.”

    The Moon’s extreme temperatures and lack of satellite navigation systems pose additional challenges, so the robot is designed to perceive the topography of the Moon, plan and change its paths accordingly.

    “In response to the Moon’s low-gravity and harsh environmental conditions, we are developing a software to ensure that the robot can autonomously adapt its posture and functions based on the environmental changes,” Prof Yu added.

    Another key feature of the robot is its ability to serve as a mobile charging station to charge various lunar surface equipment.

    “In the future International Lunar Research Station, there will be several robots and instruments working collaboratively. They require a stable energy supply. Our robot, fitted with solar panels, can provide wireless charging capabilities,” Prof Yu  elaborated.

    Lunar linkup

    To complete the international collaboration project, the Government has established the Hong Kong Space Robotics & Energy Centre under the InnoHK Research Clusters.

    Led by HKUST, the centre brings together researchers from the local and mainland universities, the Shanghai Academy of Spaceflight Technology as well as the South African National Space Agency.

    The Innovation & Technology Commission estimates that the centre will provide training for around 20 PhD students and employ over 70 researchers in related fields. It aims to build Hong Kong’s aerospace technology capabilities, driving innovation from concept, research, production, testing to system integration.

    As aerospace technology is a multidisciplinary field, the centre will not only enhance Hong Kong’s aerospace research and engineering capabilities, but also generate industry impact for sectors such as engineering, microelectronics, artificial intelligence, computing and communications, promoting their development.

    Strong support

    Noting that Hong Kong has a solid foundation in basic research and development (R&D), Secretary for Innovation, Technology & Industry Prof Sun Dong said the Government strongly backs local universities and research institutions in conducting aerospace technology-related research and supporting the country to become the world’s leading spacefaring nation.

    He noted that the centre will capitalise on Hong Kong’s distinct advantages under “one country, two systems”, enhancing the city’s R&D capabilities and international scientific reputation.

    “In recent years, China has achieved remarkable accomplishments in the field of deep space exploration. The level of deep space exploration capability is an important indicator of a country’s scientific and technological strength.

    “Through deeply engaging in national space missions and strengthening international scientific and technological co-operation, the centre will facilitate the transformation and application of cutting-edge technologies related to aerospace, significantly enhance Hong Kong’s global competitiveness in the aerospace field and propel its advancement as an international innovation and technology centre.”

    Prof Sun also pointed out that the Government has started to establish the third InnoHK research cluster focusing on advanced manufacturing, materials, energy and sustainable development.

    HONOLULU – A valued location for community gatherings and celebrations in Windward Oʻahu is operating again. Since the reopening of the banquet hall at Heʻeia State Park on Saturday, March 1, there have been over 200 reservations and inquires for baby luaus, birthdays, graduations, weddings, anniversaries and other types of celebrations.

     

    The hall and associated facilities were closed for the last month after the previous lease to the nonprofit Kama‘aina Care, Inc. was canceled. The banquet facility has been managed by cooperating partners with the DLNR Division of State Parks (DSP) for the past 48 years, since He‘eia was acquired as a state park in 1977. Prior to that, Kealohi Point was known as and operated as “Ulumau Village.”  

     

    In January, another nonprofit, Halau Nohona Hawai‘i (HNH), was awarded a revocable permit by the state Board of Land and Natural Resources (BLNR) on a month-to-month basis. DSP is evaluating future management options and partnerships for enhancing the community’s experience, adding educational opportunities, estuary stewardship and to ensure that Heʻeia State Park is also known as Kealohi Point, a venerated cultural feature of Kāne’ohe Bay.

     

    “DSP has learned that HNH, through the culinary and event management skills of its co-founder Kaimana Chee, a kumu hula and a homegrown resident from Hauʻula, will be able to provide an affordable and quality standard for events in the banquet hall,” said Curt Cottrell, DSP Administrator.

     

    “With extensive experience in managing diverse culinary and events and operations across six continents, Kaimana and the HNH is bringing this depth of knowledge back home,” Cottrell added.

     

    To prepare for the reopening of the banquet hall, DSP received 300 new chairs and 40 tables. DSP staff hustled to unwrap and mark them as parks property. A DSP caretaker has been assigned to open the entrance gate each morning and to support service of the comfort station.

     

    For now, the grounds will be maintained through a contracted service, since DSP has not had staff assigned to this park for over 14 years due to Kamaʻaina Care doing all the maintenance. 

     

    The Puakea Foundation, led by Uncle Bobby Puakea, has a longstanding curatorship agreement in its halau waʻa onsite, and will continue its waʻa restoration and education programs that will now include paddling training and workshops.

     

    A new and critically needed additional partner in the park is DLNR’s Division of Conservation and Resources Enforcement (DOCARE) which is establishing a field station at the park and has installed an office trailer to support law enforcement operations on the windward coast. DOCARE will have the capacity to support park closure and ensure improved public safety. 

     

    Cottrell called DOCARE’s move “timely.” In December, someone broke into the banquet hall, damaged glass and stole expensive tools and materials owned by Kama‘aina Care, and DSP picnic tables and benches have been stolen. A few weeks ago, two arson fires were extinguished in the park.

     

    “Having DOCARE’s presence is enormously beneficial not only for He‘eia, but for the adjacent He‘eia Kea Small Boat Harbor and other facilities and lands in windward O‘ahu under DLNR jurisdiction,” Cottrell said.

    GOVERNOR GREEN ANNOUNCES FIRST ONE ‘OHANA FUND DISBURSEMENT TO SURVIVORS

    FOR IMMEDIATE RELEASE
    March 14, 2025

    HONOLULU — Governor Josh Green, M.D., today announced the initial disbursements from the $175 million One ‘Ohana Fund, a key initiative of the Maui Wildfires Compensation Program (MWCP). This fund was created to provide direct financial relief to the families of those who lost loved ones and to individuals who suffered serious physical injuries in the August 8, 2023, Maui wildfires.

    “While no amount of money can replace the lives lost or the suffering endured, we remain steadfast in our commitment to providing timely and fair compensation,” said Governor Green. “Today marks a significant step forward in the long journey of recovery for the people of Maui.”

    Initial Disbursements and Program Progress:
    • The first $1.5 million payment has been issued to the estate of a wildfire victim.
    • A total of 26 wrongful death claims have been qualified:
    • One claim has been paid.
    • 22 additional payments will be made upon approval of good-faith settlement petitions.
    • Two claimants withdrew, and one claim was voided under program protocols.
    • Nine serious physical injury claims are in the final review process.
    • Phase One of the MWCP is expected to be fully completed by June 30, 2025.

    Larger Global Settlement and Future Payments:
    • The One ‘Ohana Fund will provide 23 wrongful death payments and nine injury case payments.
    • Families receiving disbursements may seek additional compensation from the $4 billion global settlement fund.
    • After these disbursements, the One ‘Ohana Fund will begin accepting up to 79 additional wrongful death claims, each receiving $1.5 million, with the ability to pursue further compensation.

    Ensuring Fairness and Transparency:
    • The state of Hawaiʻi has pledged $800 million to the global settlement, pending legislative approval.
    • A new oversight entity will be established to ensure efficient and equitable distribution of funds.
    • Maui Circuit Court Judge Peter Cahill will oversee the resolution of claims from subrogation insurers.

    “This process was designed to be accessible and fair,” Governor Green emphasized. “Nearly 65% of wrongful death claimants have represented themselves—an encouraging sign that our approach is working as intended.”

    The state remains committed to:
    • Ensuring that all displaced residents—regardless of ethnicity or citizenship—receive assistance.
    • Engaging the community in long-term planning for transitional and permanent housing.
    • Returning historically recognized lands to the Lahaina community.
    • Securing $500 million for Infrastructure Master Planning to support long-term rebuilding efforts.

    “I want to extend my deepest gratitude to Judge Ronald Ibarra (Ret.), our legal teams, pro bono attorneys, financial partners and community organizations for making today possible,” said Governor Green. “We will continue to stand with our families, our community and all those who need support. Together, we will rebuild Lahaina stronger.”

    HONOLULU – Attorney General Anne Lopez issued the following statement after a federal judge in the United States District Court for Maryland issued a temporary restraining order (TRO) for 18 federal agencies, ordering them to stop the illegal mass layoffs of federal probationary employees and to reinstate fired employees by 1:00pm (ET) on Monday, March 17, 2025. 

     

    “President Trump blindsided the states when he fired thousands of federal probationary employees without giving them the 60-day notice required by law. He jeopardized these employees’ financial security and risked overwhelming the states’ ability to help those who were out of work.

     

    “This ruling not only requires the Trump administration to stop these indiscriminate and unlawful layoffs but also orders it to undo the harm inflicted across the country by restoring the jobs of hardworking federal employees.  

     

    “These mass firings reflect a disregard for both the law and the essential role of the civil service in maintaining government stability. Our office is committed to upholding the rule of law and will take every necessary legal step to ensure compliance with this court order.” 

     

    The TRO comes seven days after Attorney General Lopez joined a coalition of 20 attorneys general in suing numerous federal agencies for causing irreparable injuries to the plaintiff states. The TRO stops the unlawful mass firings, orders the agencies to give those employees their jobs back, and applies to the following 18 federal agencies:

    HAWAI‘I JANUARY UNEMPLOYMENT RATE AT 3.0 PERCENT 

    Jobs Increased by 9,900 Year-Over-Year

    HONOLULU — The Hawai‘i State Department of Business, Economic Development and Tourism (DBEDT) today announced that the seasonally adjusted unemployment rate for January was 3.0 percent, the same as the previous six consecutive months after benchmark revision. In January, 662,850 persons were employed and 20,400 were unemployed, for a total seasonally adjusted labor force of 683,250 statewide. Nationally, the seasonally adjusted unemployment rate was 4.0 percent in January, down from 4.1 percent in December.

    The unemployment rate figures for the state of Hawai‘i and the U.S. in this release are seasonally adjusted in accordance with U.S. Bureau of Labor Statistics (BLS) methodology. The not-seasonally adjusted rate for the state was 2.7 percent in January, compared to 2.8 percent in December.

    Industry Payroll Employment (Establishment Survey)

    In a separate measure of employment, total nonagricultural jobs decreased by 500 month-over-month, from December 2024 to January 2025. Job gains were experienced in Manufacturing (+100); Private Education & Health Services (+100); and Other Services (+100). Employment in Construction remained unchanged. Job losses occurred in Information (-100); Trade, Transportation & Utilities (-200); Financial Activities (-200); Professional & Business Services (-500); and Leisure & Hospitality (-1,100). Within Leisure & Hospitality, the bulk of the job contraction was in Food Services & Drinking Places. Government employment went up by 1,300 jobs, primarily due to a smaller-than-typical seasonal release of workers in both the Department of Education and the University of Hawai‘i system. Year-over-year, nonfarm jobs have gone up by 9,900, or 1.6 percent.

     

    Technical Notes:

    Labor Force Components

    The concepts and definitions used by the Local Area Unemployment Statistics (LAUS) program are the same as those used in the Current Population Survey for the national labor force data:

    • Civilian labor force. Included are all persons in the civilian noninstitutional population ages 16 and older classified as either employed or unemployed. (See the definitions below.)
    • Employed persons. These are all persons who, during the reference week (the week including the twelfth day of the month), (a) did any work as paid employees, worked in their own business or profession or on their own farm, or worked 15 hours or more as unpaid workers in an enterprise operated by a member of their family, or (b) were not working but who had jobs from which they were temporarily absent because of vacation, illness, bad weather, childcare problems, maternity or paternity leave, labor-management dispute, job training, or other family or personal reasons, whether or not they were paid for the time off or were seeking other jobs. Each employed person is counted only once, even if he or she holds more than one job.
    • Unemployed persons. Included are all persons who had no employment during the reference week, were available for work, except for temporary illness and had made specific efforts to find employment sometime during the four-week period ending with the reference week. Persons who were waiting to be recalled to a job from which they had been laid off need not have been looking for work to be classified as unemployed.
    • Unemployment rate. The unemployed percent of the civilian labor force [i.e., 100 times (unemployed/civilian labor force)].

    Seasonal Adjustment

    The seasonal fluctuations in the number of employed and unemployed persons reflect hiring and layoff patterns that accompany regular events such as the winter holiday season and the summer vacation season. These variations make it difficult to tell whether month-to-month changes in employment and unemployment are due to normal seasonal patterns or to changing economic conditions. Therefore, the BLS uses a statistical technique called seasonal adjustment to address these issues. This technique uses the history of the labor force data and the job count data to identify the seasonal movements and to calculate the size and direction of these movements. A seasonal adjustment factor is then developed and applied to the estimates to eliminate the effects of regular seasonal fluctuations on the data. Seasonally adjusted statistical series enable more meaningful data comparisons between months or with an annual average.

    Current Population (Household) Survey (CPS)

    A survey conducted for employment status in the week that includes the twelfth day of each month generates the unemployment rate statistics, which is a separate survey from the Establishment Survey that yields the industry job counts. The CPS survey contacts approximately 1,000 households in Hawai‘i to determine an individual’s current employment status. Employed persons consist of 1) all persons who did any work for pay or profit during the survey reference week, 2) all persons who did at least 15 hours of unpaid work in a family-owned enterprise operated by someone in their household and 3) all persons who were temporarily absent from their regular jobs, whether they were paid or not. Persons considered unemployed are those that do not have a job, have actively looked for work in the prior four weeks and are available for work. Temporarily laid-off workers are counted as unemployed, whether or not they have engaged in a specific job-seeking activity. Persons not in the labor force are those who are not classified as employed or unemployed during the survey reference week.

    Benchmark Changes to Local Area Unemployment Statistics Data

    Statewide and sub-state data for 2019 to 2024 have revised inputs and data for 1990 to 2024 have been re-estimated to reflect revised population controls and model re-estimation.

    Change to Monthly Employment Estimates

    This release incorporates revised job count figures for the seasonally adjusted series. The revised data reflects historical corrections applied to unadjusted super sector or sector-level series dating back from 2018 through 2024. For years, analysts with the state of Hawai‘i Department of Labor and Industrial Relations Research and Statistics Office have developed monthly employment estimates for Hawai‘i and its metropolitan areas. These estimates were based on a monthly survey of Hawai‘i businesses and analysts’ knowledge about our local economies. Beginning with the production of preliminary estimates for March 2011, responsibility for the production of state and metropolitan area (MSA) estimates were transitioned from individual state agencies to the U.S. Bureau of Labor Statistics (BLS).

    For Hawai‘i, this means the transition of statewide, Honolulu and Kahului-Wailuku MSA estimates for both the seasonally adjusted and not-seasonally adjusted areas are produced by BLS. State agencies will continue to provide the BLS with information on local events that may affect the estimates, such as strikes or large layoffs/hiring at businesses not covered by the survey and to disseminate and analyze the Current Employment Statistics (CES) estimates for local data users. BLS feels this change is designed to improve the cost efficiency of the CES program and to reduce the potential bias in state and area estimates. A portion of the cost savings generated by this change is slated to be directed toward raising survey response rates in future years, which will decrease the level of statistical error in the CES estimates. Until then, state analysts feel this change could result in increased month-to-month variability for the industry employment numbers, particularly for Hawai‘i’s counties and islands.     The not-seasonally adjusted job estimates for Hawai‘i County, Kaua‘i County, Maui, Moloka‘i and Lāna‘i are produced by the state of Hawai‘i Department of Business, Economic Development and Tourism.

    Labor Force Estimates for Small Areas

    Labor Force estimates for the islands within Maui County (Maui, Moloka‘i and Lānai) are produced by the state of Hawai‘i Department of Business, Economic Development and Tourism.

    Seasonally Adjusted Labor Force and Unemployment Estimates for Honolulu and Maui County

    BLS publishes smoothed seasonally adjusted civilian labor force and unemployment estimates for all metropolitan areas, which includes the City and County of Honolulu and Maui County.

    The six alternative labor underutilization state measures based on the Current Population Survey (CPS) and compiled on a four-quarter moving-average basis defined as:

    U-1, persons unemployed 15 weeks or longer, as a percent of the civilian labor force;

    U-2, job losers and persons who completed temporary jobs, as a percent of the civilian labor force;

    U-3, total unemployed, as a percent of the civilian labor force (this is the definition used for the official unemployment rate);

    U-4, total unemployed plus discouraged workers, as a percent of the civilian labor force plus discouraged workers;

    U-5, total unemployed, plus discouraged workers, plus all other marginally attached workers*, as a percent of the civilian labor force plus all marginally attached workers; and

    U-6, total unemployed, plus all marginally attached workers, plus total employed part-time for economic reasons, as a percent of the civilian labor force plus all marginally attached workers.

    *Individuals who want and are available for work, and who have looked for a job sometime in the prior 12 months (or since the end of their last job if they had one within the past 12 months) but were not counted as unemployed because they had not searched for work in the four weeks preceding the survey, for such reasons as childcare or transportation problems, for example. Discouraged workers are a subset of the marginally attached.

    Please note that the state unemployment rates (U-3) that are shown are derived directly from the CPS. As a result, these U-3 measures may differ from the official state unemployment rates for the latest four-quarter period. The latter are estimates developed from statistical models that incorporate CPS estimates, as well as input data from other sources, such as state unemployment claims data.

  • MIL-OSI Asia-Pac: Electronics Technology for Hyperloop Project to be developed at ICF Chennai: Union Minister Ashwini Vaishnaw

    Union Minister for Railways, Information and Broadcasting, and Information Technology, Shri Ashwini Vaishnaw, informed that the electronics component technology for the Hyperloop project will be developed at the Integral Coach Factory (ICF) in Chennai. He visited the Hyperloop testing facility at IIT Madras Discovery Campus and witnessed a live demonstration. 

    Minister Ashwini Vaishnaw, stated that the 410-meter-long Hyperloop test tube located at IIT Chennai is the longest Hyperloop test facility in Asia.

    Speaking to the journalists, the Minister said that the entire testing system for Hyperloop transportation has been developed using indigenous technologies, and he congratulated all the young innovators for this achievement.

    The Minister expressed confidence that India will soon be ready for Hyperloop transportation, as the Hyperloop transportation technology, which is currently under development, has yielded good results in the tests conducted so far.

    The Railway Ministry has been provided financial funding and technical assistance to the Hyperloop project, and now, all the electronics technology for this Hyperloop project will be developed at ICF Chennai. The Minister stated that highly skilled experts at the ICF factory have successfully developed larhe electronics systems for Vande Bharat high-speed trains, and the electronics technology for this Hyperloop project will also be developed at ICF.

    The Minister congratulated the young innovators team of IIT Chennai and the Avishkar organization for this successful testing.

    Later, the Minister visited the IIT Chennai campus in Guindy, where he inspected the exhibition organized by the IIT’s Center for Innovation titled Open House 2025. He interacted with students and young innovators. During the interaction, he stated that India will become a leading country in all sectors under the leadership of Prime Minister Narendra Modi.

    The Minister noted that the youth are performing efficiently in the fields of data science, artificial intelligence, and semiconductors, and that India has the highest number of skilled youth in the world, who will play a significant role in making India a developed nation. He also announced that presently there are five semiconductor facilities operational in the country and the first India made semiconductor will be rolled out by the end of this year.

    The Minister presented prizes and shields to the winners of the innovation competition held during the exhibition and encouraged them to create more new inventions.     Union Home Minister and Minister of Cooperation, Shri Amit Shah, today inaugurated the Lachit Barphukan Police Academy in Dergaon, Assam. On this occasion, Assam Chief Minister Dr. Himanta Biswa Sarma, Union Minister Shri Sarbananda Sonowal, and many other dignitaries were present.

    In his address, Union Home Minister and Minister of Cooperation Shri Amit Shah said that in the next 5 years, the Lachit Barphukan Police Academy will be ranked first among all police academies across the country. He mentioned that Assam’s brave warrior and legendary, Lachit Barphukan, had led Assam to victory against the Mughals. He further stated that saga of bravery of Lachit Barphukan was once kept limited to Assam, but due to the efforts of the Modi Government, today his biography has been translated into 23 languages and is available in libraries across the country for children. Shri Shah praised the Assam government for ensuring that the entire nation learns about and draws inspiration from this great son of Assam. He added that the seed planted today in the form of the Lachit Barphukan Police Academy would one day grow into a banyan tree, and will serve the cause of policing in the entire country. It will be an apex police academy not only for Assam but for entire Northeast, similar to Kashi among pilgrimage sites; the site will be a new beginning for peace in the region

    Shri Amit Shah said that the first phase of the Lachit Barphukan Academy has been completed at a cost of ₹167 crore, and a total of ₹1050 crore will be spent on all three phases. He mentioned that the academy is equipped with several state-of-the-art facilities and will become the best police academy in the entire country. He further highlighted that earlier, Assam’s police had to go to other states for training, but in the last 8 years, under the state’s governance, such a transformation has taken place that now, 2,000 police personnel from Goa and Manipur have received training at this police academy.

    Union Home Minister said that under the leadership of Prime Minister Shri Narendra Modi, Assam is now progressing on the path of development. He mentioned that in the last 10 years, under the leadership of Prime Minister Modi, several peace agreements have been signed: the Assam-Bodoland Agreement in 2020, the Karbi Anglong Agreement in 2021, the Tribal Peace Agreement in 2022, and the ULFA, Assam-Meghalaya, and Assam-Arunachal Agreements in the year 2023. Shri Shah stated that as a result of these peace agreements made by the Modi government, more than 10,000 youths have laid down their weapons and joined the mainstream. He added that in Assam, once known for movements, insurgency, and gunfights, efforts are underway to establish a semiconductor industry worth ₹27,000 crore.

    Shri Amit Shah said that a recent investment and infrastructure conference named Advantage Assam 2.0 was held in Assam, where MoUs worth ₹5.18 lakh crore were signed, and most of these MoUs will be implemented on the ground. He further mentioned that the Modi government is bringing infrastructure projects worth ₹3 lakh crore for the development of Assam. He emphasized that these projects, totaling ₹8 lakh crore, will create a large number of employment opportunities for the youth of Assam.

    Union Home and Cooperation Minister said that during the 10 years of the previous government’s rule, Assam received a devolution grant and grant-in-aid of ₹1.27 lakh crore, which has been increased fourfold to₹4.95 lakh crore in Prime Minister Modi’s 10 years. He further stated that the previous governments had pushed Assam into the fire of riots for many years, did not provide grants, failed to set up proper education systems, did not build infrastructure, and did not allow peace to prevail.Shri Shah said that during Prime Minister Modi’s 10-year tenure, infrastructure has been developed, peace has prevailed, and various industries have been established. He mentioned several projects undertaken by the Modi government, including the Bharat Mala project, which is more than 200 kilometers long and worth ₹10,000 crore, the Dhubri-Phulwari bridge worth ₹3,000 crore, rural roads spanning 3,700 kilometers at a cost of ₹3,400 crore, and the four-laning of the Silchar-Churaibari corridor. Additionally, he highlighted the work being done on a new embankment and road on Majuli Island worth ₹1,000 crore. He further stated that a six-lane bridge over the Brahmaputra River is under construction, and at a cost of ₹382 crore, National Highway 715-K is connecting Majuli and Jorhat. He also mentioned the expansion of an airport named after Gopinath Ji at a cost of ₹1,100 crore, the inauguration of ₹9,000 crore worth of railway projects, a ₹1,000 crore AIIMS project, and the establishment of medical colleges in Tamulpur, Kokrajhar, Nalbari, and Dhubri, along with many other infrastructure projects under Prime Minister Modi’s leadership.

    Shri Amit Shah said that the Modi government and the Assam government have carried out several welfare programs for the poor. He mentioned that for the first time, tap water was provided to 58 lakh homes, free treatment up to ₹5 lakh was provided to 1.8 crore people, toilets were built in 43 lakh homes, 2.32 crore poor people were given 5 kilograms of free rice per person every month, and the Modi government and Assam government also provided 51 lakh gas cylinders and 21 lakh houses.

    Union Home Minister said that the Modi government has not only made efforts to bring peace to Assam but has successfully established it. He mentioned that the Modi government has built infrastructure, and now, under the leadership of Chief Minister Dr. Himanta Biswa Sarma, an investment of ₹5 lakh crore is coming into the state, which will lay the foundation for a golden future for the youth of Assam. He further stated that the conviction ratio in Assam has increased from 5 per cent to 25 per cent. He highlighted that earlier, people did not want to file FIRs because the police were only seen as fighting against terrorists, but today, the police are focused on protecting the rights of citizens and effectively implementing the three new criminal laws introduced by Prime Minister Shri Narendra Modi.

    –  having regard to its resolution of 15 January 2013 with recommendations to the Commission on information and consultation of workers, anticipation and management of restructuring(2),

    –  having regard to its resolution of 16 December 2021 on democracy at work: a European framework for employees’ participation rights and the revision of the European Works Council Directive(3),

    –  having regard to its resolution of 23 November 2023 on job creation – the just transition and impact investments(4),

    –  having regard to its resolution of 2 February 2023 with recommendations to the Commission on Revision of European Works Councils Directive(5),

    –  having regard to the International Labour Organization’s (ILO) 2015 guidelines for a just transition towards environmentally sustainable economies and societies for all,

    –  having regard to the La Hulpe Declaration on the future of the European Pillar of Social Rights of 16 April 2024,

    –  having regard to the Tripartite Declaration for a Thriving European Social Dialogue of January 2024(6),

    –  having regard to the Council Recommendation of 16 June 2022 on ensuring a fair transition towards climate neutrality(7),

    –  having regard to the Commission communication of 11 December 2019 entitled ‘The European Green Deal’ (COM(2019)0640),

    –  having regard to Regulation (EU) 2021/1056 of the European Parliament and of the Council of 24 June 2021 establishing the Just Transition Fund(8),

    –  having regard to the Commission communication of 1 July 2020 entitled ‘European Skills Agenda for sustainable competitiveness, social fairness and resilience’ (COM(2020)0274),

    –  having regard to the opinion of the European Committee of the Regions of 25 May 2023 on zero long-term unemployment: the local and regional perspective(9),

    –  having regard to the Commission communication of 1 February 2023 entitled ‘A Green Deal Industrial Plan for the Net-Zero Age’ (COM(2023)0062),

    –  having regard to Rule 136(2) of its Rules of Procedure,

    –  having regard to the motion for a resolution of the Committee on Employment and Social Affairs,

    A.  whereas the transition to a green, digital and competitive European economy is necessary to maintain the European social model, but can itself only be achieved if people are sufficiently protected from the potential adverse social consequences of major economic changes; whereas protecting the environment and climate is imperative for long-term prosperity and well-being;

    B.  whereas social dialogue, collective bargaining and strong trade union involvement are essential for ensuring workers’ information and consultation rights during restructuring processes; whereas workers’ involvement through information-sharing, consultation and participation in company decision-making processes is more important than ever to ensure a fair and just transition, competitiveness, and the economic growth of companies and to protect jobs and workers’ collective interests, such as decent working conditions, fair wages and equal treatment; whereas the just transition is about supporting social justice and upward social convergence and ensuring fair burden-sharing, while safeguarding a sustainable, resource-efficient and competitive economy, reaching climate neutrality and fighting climate change;

    C.  whereas restructuring processes can lead to both job losses and job gains and can include and take different forms, such as internal restructuring, business expansion, closure, bankruptcy, merger/acquisition, offshoring/delocalisation, outsourcing, relocation and reshoring; whereas Council Directives 98/59/EC(10), 2001/23/EC(11) and 2002/14/EC(12) lay down the information and consultation rights of workers in the event of the restructuring of enterprises;

    D.  whereas only 40 % of European trade unions report having sufficient resources to represent workers effectively during restructuring processes(13); whereas trade union representatives trained in restructuring negotiations are 50 % more effective in preserving jobs(14); whereas, according to Eurofound, a lack of resources and skills, as well as time, have been identified as a key obstacle for social partner engagement in shaping the just transition, particularly at the local and regional levels; whereas the capacity of European Works Councils to influence restructuring processes is found to be limited and needs to be further strengthened;

    E.  whereas it is essential to ensure job creation and decent working conditions, supporting the transition to a sustainable and profitable economy, long-term economic viability and environmental sustainability; whereas the transformation of our industrial base provides an opportunity to strengthen European autonomy, reverse deindustrialisation, create secure and stable jobs and help us meet climate and environmental targets, while protecting workers’ rights and people at the heart of a social Europe; whereas retraining funding for workers made redundant as a result of large-scale restructuring has been provided through the European Globalisation Adjustment Fund, benefitting thousands of European workers;

    F.  whereas companies that are restructuring should prioritise long-term objectives, such as economic sustainability and long-term employment stability, in combination with other objectives such as economic profits, while strengthening trade union involvement and corporate social responsibility in their restructuring plans; whereas small and medium-sized enterprises (SMEs) in particular should be supported in this;

    G.  whereas shortages of skilled workers, including vocationally trained experts, in key sectors are a significant obstacle to the competitiveness of the EU economy and its ability to accomplish the green and digital transitions;

    H.  whereas the manufacturing industry, including the automotive, steel and microchips and semiconductors sectors, is one of the vital economic pillars in Europe; whereas these sectors provide millions of direct and indirect jobs;

    I.  whereas it is important to move towards the decarbonisation of road transport, which must be achieved in such a way as to limit job losses in the car industry, and to include all stakeholders and social partners in the transformation process; whereas affected workers should be supported by providing upskilling, reskilling and training opportunities and relevant safety nets in the event of temporary unemployment;

    1.  Underlines the principles of the European Pillar of Social Rights and, in particular, principle 5 on secure and adaptable employment, including the right to fair and equal treatment regarding working conditions, principle 7 on information about employment conditions and protection in case of dismissals and principle 8 on social dialogue and involvement of workers; stresses the urgent need for an ambitious competitive European industrial policy with significant investment that will support the services of general interest(15) and innovation, while reducing the administrative burden in Member States, and deliver quality jobs in every region and sector, strengthen social progress and meet climate targets; underlines that this policy should be combined with resilient and strong national public services, such as access to social protection, decent and affordable housing, affordable, efficient and climate neutral transport, affordable and available childcare, elderly care, and support for people with disabilities;

    2.  Recognises that the EU needs to reform its economy in order to maintain its competitiveness and achieve the green and digital transitions, including through a European industrial policy; welcomes the establishment of a European Competitiveness Fund, as envisaged by the President of the European Commission Ursula von der Leyen; reiterates its call for the economic governance framework to be strengthened by a common investment instrument(16) at EU level in order to achieve the EU’s current and future priorities, including the implementation of the European Pillar of Social Rights; believes that such an instrument should ensure that the necessary resources are available in all relevant sectors for developing an industrial policy and for policies that support the protection and creation of quality jobs and that contribute to upward social convergence; reiterates its previous call on the Commission and the Council to reinforce the European instrument for temporary support to mitigate unemployment risks in an emergency instrument (SURE) to support short-time work schemes, workers’ income and workers who would be temporarily laid off in the context of the green transition, while taking into account the outcome of the final evaluation report and considering that SURE saved 40 million jobs(17);

    3.  Highlights that the delivery of a European industrial policy for quality jobs requires the full involvement of social partners and needs to be implemented through social dialogue and collective bargaining; calls on the Commission to present an ambitious quality jobs roadmap and to implement the principles of the European Pillar of Social Rights; calls on the Commission to ensure the full involvement and consultation of social partners in the design and implementation of the upcoming European clean industrial deal and to include the overall objective of ensuring job quality and stability at EU level;

    4.  Calls for the EU to adopt trade policies that promote and protect quality jobs; stresses that future trade agreements must include labour clauses in line with ILO standards to ensure that global trade protects workers and SMEs;

    5.  Urges the Commission in the context of the forthcoming revision of the European Public Procurement Directive(18) to further promote collective bargaining and the use of the social clause, and preferential treatment for companies whose workers are covered by collective agreements; underlines that contracting authorities must exclude from public tenders economic operators that have engaged in criminal activities; maintains that public procurement should strategically strengthen corporate social responsibility; highlights the importance of ensuring that European and national funds are used to facilitate the transition to a climate-neutral economy, including by promoting social dialogue and collective bargaining; considers, furthermore, that no EU financial support should go to undertakings that do not comply with the applicable working and employment conditions and/or employer obligations resulting from EU or national labour law or the relevant collective agreements; believes that this support should also be used to promote European industrial competiveness and the creation of quality jobs in the EU and promote collective bargaining and compliance with EU and national labour rights and laws, including decent working conditions; calls for EU funding and State aid by Member States to be aligned with a European industrial policy, in order to offer high-quality jobs, promote collective bargaining, respect of EU labour rights and standards, improve the competitiveness of European businesses and ensure improved working conditions;

    6.  Calls for European investments in vital sectors and essential products to strengthen the EU’s strategic autonomy, as well as the digital and green transitions, such as zero-emission transport, renewable energy, clean tech and digital technologies, including artificial intelligence; insists that these investments must fully respect existing legislation on workers’ rights and strengthen community development;

    7.  Invites the Commission to monitor the trends in restructuring and their impact on employment, using data from tools such as the European Restructuring Monitor and the EU Fair Transition Observatory, which should be launched in 2025, to track the number of jobs created or lost and the companies concerned;

    8.  Acknowledges that achieving digital and green objectives will create opportunities and might at the same time require transformations or restructuring processes in many sectors; stresses that social dialogue in the anticipation and management of these processes is essential to safeguard and create quality jobs and manage unavoidable job losses with enough support and can contribute to achieving a climate-neutral economy that sustains its social, economic and environmental standards; highlights that restructuring processes must respect fundamental workers’ rights, such as the right of information and consultation; calls on the Commission and the Member States to take action to reinforce and promote collective bargaining, in full respect of the autonomy of the social partners and of the right of collective bargaining; emphasises that workers should be beneficiaries of restructuring, including when they transfer to a new equivalent job within their current firm or sector, or as they reskill to transfer to a job in a future-proof sector, all while being adequately assisted and compensated;

    9.  Emphasises that developments leading to restructuring processes should be anticipated by management, and plans for changes should start as early as possible to prevent insolvency and job losses, while involving workers’ representatives and trade unions at an early stage to ensure meaningful social dialogue, including in the case of preventive restructuring frameworks as provided for in Directive (EU) 2019/1023(19); calls on the Commission and the Member States to work in close cooperation with social partners to identify risks early and develop comprehensive plans to address employment and economic stability needs; supports, in that regard, investment in the training and capacity building of trade unions and workers’ representatives engaged in restructuring processes;

    10.  Stresses that restructuring processes also have an impact on the supply chain and can pose a considerable risk to indirect employment across the EU; calls on the Commission and the Member States to support companies, including SMEs, undergoing restructuring processes in order to integrate into their plans the impacts on other European companies in their supply chain; further calls on the Commission and the Member States to support companies indirectly impacted by these restructuring processes to mitigate the consequences on employment;

    11.   Stresses that the EU must address shortages of skilled workers in strategic sectors in order to enhance its competitiveness; points out that addressing skills shortages and supporting workers who need to transition to a new job following a restructuring process are complementary objectives; emphasises the fact that sufficient access to reskilling and upskilling is a precondition for a successful transition to a new job in another sector; urges the Commission to take account of this in its proposals for a clean industrial deal and the Union of skills, including by expanding the role of Centres of Vocational Excellence; calls on the Commission to improve the recognition of skills across Member States and to ensure that its programmes better address the needs of vocationally trained experts;

    12.  Underlines that restructuring processes must not be used as a pretext to violate workers’ information and consultation rights, as well as the right of collective bargaining and trade union rights(20); deplores the violation of the fundamental rights of collective bargaining and of information and consultation before a decision is made; believes trade unions should be equipped with sufficient resources and capacity to assess a company’s decision to restructure and to engage the support of an independent expert; calls on the Commission, the Member States and the social partners to put in place further safeguards to ensure collective bargaining and to prevent the misuse of restructuring processes as a means to forego employers’ obligations; underlines that penalties should be imposed in instances of infringements and non-compliance;

    13.  Is alarmed that European company law provisions, as well as their interpretation in some legal cases, are creating loopholes and are enabling the circumvention of mandatory national board-level participation rules(21);

    14.  Emphasises that one of the most effective ways to prevent the need for restructuring is through the proactive anticipation and management of change through collective bargaining and information and consultation; urges the Member States to ensure quality upskilling or reskilling, life-long learning, employee training and career development support; points out that upskilling and reskilling should be prioritised as far as possible before job cuts are considered;

    15.  Underlines that gender equality should be an integral part of transition strategies and should be mainstreamed across related policy and legislative measures to strengthen the fairness of our societies; believes it is essential to ensure equal treatment and equal access to economic opportunities for women, paying attention to the most vulnerable, such as women with disabilities, single mothers, women belonging to minorities and migrant women;

    16.  Considers that an industrial plan agreed with the social partners is essential to promote the economic viability of European industrial companies and, in the worst case, prevent closures and forced redundancies; calls on the Commission and the Member States to support companies, in particular SMEs, to prevent forced redundancies; calls on the Commission and the Member States to put in place mechanisms that help to avoid forced redundancies, such as temporary support programmes to protect employment during transitions, avoiding the loss of strategic industrial capacity and skilled workforces; calls on European enterprises and employers in the process of restructuring to devise and implement plans at an early stage in order to avoid job losses and maintain decent working conditions and high social standards, to the extent that this is possible; demands stronger protections against unfair dismissals and demands the necessary support for workers affected by restructuring to give them access to retraining opportunities and support, such as income support, including while searching for new employment; reaffirms that the dignity and rights of workers as well as the economic and financial sustainability of the company are important objectives to consider in the context of restructuring processes;

    17.  Welcomes the Commission’s announcement that it will propose a clean industrial deal that, in addition to speeding up decarbonisation, maintains and creates quality jobs in the green and digital sectors in the EU; emphasises that the clean industrial deal should focus on strategic industries, avoiding the delocalisation of production and loss of jobs, while strengthening the European social model and social justice;

    18.  Calls on the Commission, in close collaboration with the social partners, to consider the establishment of a framework directive to address the challenges and complexities associated with employers’ obligations in subcontracting chains and labour intermediaries in Europe to ensure decent working conditions and the respect of worker’s rights; calls for the framework directive to include measures regulating the role of labour intermediaries, other than temporary work agencies, and to introduce an EU general legal framework limiting subcontracting and ensuring joint and several liability through the subcontracting chain, in order to end abusive subcontracting and protect workers’ rights and their claims over issues such as wage arrears, the non-payment of social contributions, bankruptcy, disappearances and ‘letterbox subcontractors’ who do not pay as agreed; calls for this directive to include provisions ensuring the respect of information and consultation rights and the right to collective bargaining, including for subcontracted workers;

    19.  Calls on the Commission and the Member States to support the social partners in their efforts to include issues related to the green transition in collective bargaining at the appropriate levels; highlights that collective agreements can cover the impact of an undertaking’s activities on the environment, the protection of workers from the effects of climate change and the impact of the green transition on working conditions; calls on the EU and the Member States to further support actions and initiatives that will incentivise employers and workers to adapt to the green transition and to make collective bargaining a key tool for ensuring balanced production models that protect the environment and create quality jobs;

    20.  Instructs its President to forward this resolution to the Council and the Commission.

  • MIL-OSI Canada: Prime Minister Carney to strengthen ties with France and the United Kingdom and reaffirm Canada’s sovereignty

    The Prime Minister and Canada’s new government are focused on what matters most right now: creating more higher-paying jobs, building new trade relationships with reliable partners, and making Canada more secure. 

    To that end, the Prime Minister announced today that he will travel to Paris, France, London, United Kingdom, and Iqaluit, Nunavut, from March 16 to 18, 2025, to strengthen two of our closest and longest-standing economic and security partnerships, and to reaffirm Canada’s Arctic security and sovereignty.

    In Paris, Prime Minister Carney will meet with the President of France, Emmanuel Macron. With the Canada-European Union Comprehensive Economic and Trade Agreement as the foundation, the leaders will focus on their shared commitment to build stronger economic, commercial, and defence ties. Prime Minister Carney will also emphasize Canada’s work to unleash the innovative and economic potential of artificial intelligence (AI) safely and responsibly. 

    In London, Prime Minister Carney will meet with the Prime Minister of the United Kingdom, Sir Keir Starmer. Their discussions will focus on strengthening transatlantic security, growing the AI sector, and the strong commercial relationship between Canada and the United Kingdom. The prime ministers will explore ways to deepen bilateral trade through the Canada-United Kingdom Trade Continuity Agreement and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Prime Minister Carney will also have an audience with His Majesty King Charles III.

    The Prime Minister will then travel to Iqaluit, Nunavut, on March 18 to reassert Canada’s sovereignty in the Arctic. He will meet with members of the Iqaluit Patrol of 1 Canadian Rangers Patrol Group – a group critical to Arctic stability and security. 

    Prime Minister Carney will also meet with the Premier of Nunavut, P.J. Akeeagok, to learn more about the evolving needs and priorities of Arctic and Northern communities. He will reaffirm the new government’s support for growing a stronger economy across the North, reinforcing its sovereignty and security, and emphasizing our continued commitment to advancing reconciliation with First Nations, Inuit, and Métis throughout the country.

    Washington, D.C. – Congresswoman Mary Gay Scanlon (PA-05), Ranking Member of the Subcommittee on the Constitution and Limited Government, today joined Reps. Jamie Raskin (MD-08), Ranking Member of the Judiciary Committee, and Pramila Jayapal (WA-07), Ranking Member of the Subcommittee on Immigration Integrity, Security, and Enforcement, in leading 103 Members of Congress in demanding answers from Department of Homeland Security Secretary Kristi Noem and Department of State Secretary Marco Rubio regarding the arrest and detention of Mahmoud Khalil and attempt to revoke his Green Card.

    Khalil is a lawful permanent resident of the United States. The administration does not allege that he has committed any crime nor that he has ever been charged with a crime. Instead, the administration has invoked an obscure clause in the Immigration and Nationality Act as justification for arresting and attempting to deport him. 

    “This maneuver evokes the Alien and Sedition Acts and McCarthyism. It is the playbook of authoritarians, not of elected officials in a democratic society who claim to be champions of free speech,” the members wrote. 

    The members continued, “The Constitution guarantees everyone in our country, including lawful permanent residents, the right to speak freely without fear of retribution from the government. (…) Weaponizing the immigration system to crush and chill protected free speech puts our nation on the side of authoritarian leaders like Vladimir Putin and Xi Jinping.”

    While there may be disagreement with Mr. Khalil’s speech, it is his Constitutional right in our democracy to express his political views. That is why every American should be outraged by this brazen attempt to use the power of the United States government to silence and punish people who do not agree with the sitting President. President Trump has said Mr. Khalil’s arrest and attempted removal is the ‘first of many.’ Silencing dissent is the work of despots, not democracies,” the members concluded.

    U.S. District Judge Jesse Furman issued an order temporarily preventing the government from removing Mr. Khalil while the court considers the legality of the arrest and detention.

    China has released a set of guidelines on labeling internet content that is generated or composed by artificial intelligence (AI) technology, which are set to take effect on Sept. 1.
    The guidelines, issued by authorities including the Cyberspace Administration of China (CAC), are aimed at promoting the healthy development of the AI sector and helping internet users spot false information.
    With the rapid development of AI technology in recent years, a vast amount of online content has been produced or composed in various forms through the assistance of AI, before being spread in cyberspace.
    Simultaneously, the abuse of AI technology and the distribution of fake information have emerged and aroused social concern, prompting the need to standardize how such content is identified, according to the CAC.
    The misuse of AI technology has sparked widespread discussions about improving the regulation of the sector. In one example, AI-generated images of a famous Chinese actor were used to defraud members of his fan base last year.
    In response, the guidelines regulate the labeling of AI-generated online content throughout its production and dissemination processes, requiring providers to add visible marks to their content in appropriate locations.
    They also stipulate that no organization or individual is permitted to delete, tamper with, fabricate or conceal such identifying labels, the CAC said.

    Delaware Judge Orders Ionic Digital to Immediately Provide Stockholder List

    Despite Ionic’s Continued Misrepresentations, Delaware Court Finds that Plaintiffs are Not “Surrogates” or “Shills” for Figure Markets and GXD Labs

    SAN FRANCISCO, Calif., March 14, 2025 (GLOBE NEWSWIRE) — As a result of nearly six months of persistence, three determined stockholders of Ionic Digital Inc. (“Ionic Digital” or the “Company”), Tony Vejseli, Chris Villinger, and Brett Perry (collectively, the “Concerned Stockholders”) today announced that they have successfully obtained a Court order directing Ionic digital to provide a copy of the Company’s list of stockholders for the purposes of soliciting votes for their nominees in the ongoing proxy contest ahead of the Company’s first annual meeting of stockholders (the “Annual Meeting”).

    Yesterday afternoon, Delaware Vice Chancellor Bonnie David ruled in favor of the Concerned Stockholders, ordering the Company to immediately provide a list of the Company’s stockholders and other necessary contact information to the Concerned Stockholders’ proxy solicitor, Saratoga Proxy Consulting LLC. This is an important victory for all Ionic stockholders and is the first step towards ensuring a free and fair election for the open seats on the Company’s Board of Directors (the “Board”) at the Annual Meeting. The Concerned Stockholders’ proxy solicitor will now be able to contact all Ionic stockholders directly to solicit their votes in favor of their highly-qualified nominees.

    It is disappointing, but not surprising, that Ionic Digital continues to misrepresent basic facts to its stockholders. Despite Ionic Digital’s continued insistence that the Concerned Stockholders are merely being used by Figure Markets Holdings, Inc. and GXD Labs, LLC to advance their own economic interests, the Delaware Court of Chancery (the “Delaware Court”) in fact found:

    • “[T]hat the plaintiffs are not simply ‘proxies,’ ‘surrogates,’ or ‘shills’ for Figure Markets and GXD;”
    • “[T]hat each of the plaintiffs here seeks the stock list materials because he sincerely wants to run a proxy contest to improve governance at the company. Each of the plaintiffs has credible reasons for that purpose. The stockholders want greater transparency and liquidity for their shares, which have not traded for over a year; and numerous changes to Ionic’s directors, officers, and auditor raise questions about the company’s governance and strategic direction;”
    • “Ionic suggests that Vejseli does not truly seek to represent the interests of Ionic stockholders, and instead has ‘lent his name’ to the demand… But it is clear to me, both from Vejseli’s testimony and the larger record, that that is not the case;” and
    • I find that the plaintiffs’ stated purposes are sincere, their own, and therefore proper.” (emphases added)

    The Company’s recent press release also conveniently ignores the fact that Figure Markets and GXD Labs already agreed in the fall of 2024 that they would not receive or have access to any stocklist materials shared with the requesting stockholders. Discussions on the stockholder list NDA only broke down due to Ionic Digital’s unreasonable insistence on the inclusion of a no “Outside Funds Provision” in the NDA – i.e., a provision barring financial support from third parties for the proxy contest and related legal efforts. The Delaware Court did not find the no Outside Funds Provision to be reasonable or appropriate, stating instead “I see no basis to impose the onerous Outside Funds Provision that Ionic seeks.” (emphasis added). Instead, the Company forced the Concerned Stockholders to commence litigation in the Delaware Court in order to compel it to comply with Delaware law, when these matters could have been resolved months ago.

    While this is an important victory for Ionic Digital stockholders, the fight for a free and fair election at the Annual Meeting – where stockholders will have a real choice in who represents them on the Board – is not over. Certain of the Concerned Stockholders have filed a class action Complaint in the Delaware Court of Chancery contesting the reduction of the size of the Board, alleging that the Board breached its fiduciary duties by improperly shrinking its size in an attempt to entrench the incumbent directors and block stockholders from having a chance to effect real change at the Company. There also remains a debate around the appropriate quorum for the Annual Meeting. The Company has further challenged the validity of the Concerned Stockholders’ nominations, which the Concerned Stockholders believe were improperly rejected by the Board. The Concerned Stockholders will continue to fight to defend their nominations. These issues will be heard by the Delaware Court at a trial scheduled to be held on May 8th. Because of the importance of deciding these issues ahead of the Annual Meeting, we asked the Delaware Court to require, and the Company conceded, that the Annual Meeting will not be held until after a ruling is rendered in the Class Action litigation.

    WASHINGTON—U.S. Senators Dan Sullivan (R-Alaska), a member of the Senate Armed Services Committee (SASC) and John Cornyn (R-Texas) and 11 other senators have introduced the Foreign Investment Guardrails to Help Thwart (FIGHT) China Act, which would safeguard the United States’ national security against the growing threat posed by the People’s Republic of China (PRC) by prohibiting and requiring notification of U.S. investment in certain technologies in China.

    “Our country’s investments in innovative technology give us an enormous advantage over the Chinese Communist Party,” said Sen. Sullivan. “But this advantage is threatened when American financial institutions invest in CCP-controlled companies that develop technology—like advanced semiconductors, artificial intelligence, quantum computing, and hypersonics—that could ultimately be used to kill Americans at home and Marines in the Taiwan Strait. I’m glad to once again join Senator Cornyn on legislation to put safeguards in place to ensure that American investments don’t go to support the nefarious ambitions of dictators around the world.”

    The FIGHT China Act would cover the following investments:

    • Acquisitions, including of limited partners, equity interest, property, or other assets;
    • Loans and debt financing;
    • Joint ventures;
    • And equity interest or debt conversions.

    The legislation would establish exemptions for:

    • Transactions determined to be de minimis or in the national interest;
    • Investments in securities, derivatives of securities, or made as a limited partner in a venture capital fund, private equity fund, fund of funds, or other pooled investment fund;
    • Ancillary transactions undertaken by a financial institution;
    • Acquisitions of entire assets or entities located outside the PRC;
    • Certain transactions secondary to a covered national security transaction;
    • And certain ordinary or administrative business transactions.

    The legislation would prohibit covered investments in the PRC for development or production of:

    • Certain advanced integrated circuits;
    • Certain AI models capable of a high number of operations;
    • Quantum computers and supercomputers;
    • Materials or components for hypersonics; and
    • Any of these technologies that are on the Munitions List, intended for use with nuclear equipment or facilities, or emerging technologies subject to export controls.

    Lastly, the legislation would require U.S. persons to notify the U.S. Department of the Treasury within 14 days when making a covered investment in the PRC for the development or production of:

    • Any non-prohibited integrated circuit;
    • And any non-prohibited AI system which is used for military, surveillance, cybersecurity, penetration, forensics, or robotic system use or which meets a certain computing standard.

    As part of its G20 Presidency, South Africa has successfully hosted a series of high-level G20 working groups and task force meetings during this month, focusing on global challenges such as corruption, food security, disaster risk reduction, agriculture, and tourism.

    The first Anti-Corruption Working Group Meeting, held in Cape Town from 3 to 5 March 2025, focused on mechanisms to enhance the implementation of legal instruments to fight corruption. 

    Cabinet said in a statement that this meeting was an opportunity for participants to establish the agenda and lay the groundwork for future discussions, encouraging dialogue and collaboration to strengthen anti-corruption strategies. 

    “During this meeting, participants discussed and agreed on these several key priorities which are strengthening Public Sector Integrity; Increasing Asset Recovery Efficiency; Inclusive Participation; and Whistle-Blower Protection,” Cabinet said.

    Agriculture Working Group

    The First Agriculture Working Group Meeting, held virtually on 3 and 4 March, discussed critical issues that affect agricultural stakeholders worldwide and agreed on priorities for the year ahead. 

    The group established four key priorities:

    • Promoting inclusive market participation and food security;
    • Empowering youth and women in agrifood systems;
    • Fostering innovation and technology transfer and
    • Building climate resilience for sustainable agriculture

    Tourism Working Group

    On 5 March, the First Tourism Working Group Meeting, also held virtually, deliberated on how tourism can be used to change people’s lives, communities and the world. 

    The group also identified four focus areas for the year ahead namely:

    • Leveraging People-Centered Artificial Intelligence (AI) and Innovation to support travel and tourism start-ups and SMMEs,
    • Enhancing tourism financing and investment to promote equality and sustainability,

    “Participants agreed to build a stronger, fairer, and more sustainable food system. They also committed to address key challenges like trade barriers, funding for food production, and the impact of climate change on food supply chains,” Cabinet said. 

    Some of the priorities outcomes discussed are the following: 

    • Stronger food security policies
    • Stable food prices
    • Clear regulations & standards
    • G20 Action Plan for Food Security; and
    • Ministerial approval & implementation

    G20 Outreach Programme

    On 7 March 2025, the G20 Outreach Programme was held at the University of Venda in Thohoyandou, to encourage public engagement in South Africa’s G20 presidency.

    Citizens were urged to welcome international delegates, promote South Africa’s cultural heritage, and share positive narratives about the country.

    “The gathering was used to encourage the people of this country to get involved in welcoming our guests to the country as we continue to host meetings in various parts of the country and to promote their culture and heritage. South Africans were also encouraged to tell a good story about their country,” Cabinet said. 

    The following G20 Working Groups and Task Forces meetings are scheduled to take place until the end of March 2025:

    South Africa’s world-renowned Narrative Therapist and Psychosocial Specialist, Ncazelo Mlilo, has been nominated in the prestigious Women Changing the World Awards.

    The awards, according to a statement by psychosocial organisation, Phola, are like the Grammy Awards for recognising women across the world who are doing incredible work, making a positive difference in various industries and areas, including business, sustainability, leadership, health, education, product development, innovation, and technology.

    Mlilo, who is based in Johannesburg, has been selected for two categories, the People’s Choice Award for Non-Profit and Social Enterprise, and the Women in Therapy and Counselling Services Award.

    This recognition celebrates the groundbreaking work in mental health, her development of Afrocentric, culturally sensitive narrative-based methodologies, and her dedication to empowering communities worldwide.

    The awards ceremony will take place during a summit in London, in the United Kingdom on 2-3 April 2025.

    Mlilo has over 25 years’ experience in trauma counselling.

    She has worked with children, youth, women, families, and communities to address the effects of HIV/AIDS, gender-based violence (GBV), poverty, conflict, and other hardships.

    Mlilo co-created the Tree of Life (ToL) Methodology, currently used in over 60 countries including the USA, Brazil, Australia, Canada, Iran, India, Germany, Japan, Sweden, and across Africa.

    She has developed other methodologies like COURRAGE, the Narratives in the Suitcase Project, O.U.T.R.R.A.G.E.D. for GBV prevention.

    Mlilo trains over 1 000 mental health practitioners worldwide every year, with her work reaching an estimated 100 000 people, annually.

    She is also a prominent keynote speaker at international conferences, including the Trust’s Collective Narrative Practices Conference, held in 2024 in Australia, the Narrative Therapy Centre Conference, where she spoke about the Narratives in the Suitcase, held in Australia in 2023, among others.

  • MIL-OSI United Nations: Why Peacekeeping needs digital transformation

    Peacekeeping missions operate in diverse environments with varying mandates, making every mission distinct, but all share a need for data. It gives peacekeepers critical insights about their operating environments and the impact their work is having, letting them more safely and effectively advance peace and security goals for the communities they serve.  

    However, collecting and leveraging reliable data requires managing and analysing a flood of information. When missions do not have the capacity to do this, data remains unused and opportunities to inform and strengthen operations are missed. 

    This is why UN peacekeeping has been implementing a strategy for digital transformation, with help from member states. Efforts are bearing fruit – in terms of both effectiveness and efficiency – and need to be expanded. The peacekeeping mission in South Sudan (UNMISS) is a case in point, where investments in digital tools are making an impact. 

    Detecting crises early 

    One example is its Flood Management Dashboard, created after devastating floods hit South Sudan in 2024, impacting more than 700,000 people and worsening conflict over land and resources. UNMISS’ Senior Climate and Security Advisor Johnson Nkem knew that data on flooding could improve UNMISS’s ability to understand flood damages and get early warning of areas at high risk of conflict, helping to prevent tensions before they arise. 

    He asked his team to develop a dashboard.  This meant creating a database, establishing a baseline to be able to see disruptions, and developing a system to track how floods impact communities. 

    The dashboard is now informing decision-making and enabling targeted conflict prevention measures. For example, the mission can organise peace dialogues in areas identified as high-risk, to help prevent conflict from emerging between “host” communities and communities displaced by the flooding. They can also more efficiently target resources to communities in need. “Given the positive impact the dashboard is already having, the team plans to add more data to broaden its usage beyond flooding. 

    Streamlining peacekeeping missions 

    Data is also helping UNMISS streamline their work. For example, UNMISS’s Political Affairs Division recognised that by digitising reporting and document management, they could reduce the time required for many tasks and make information more easily accessible. Since this would require building capacity across a diverse workforce, they took an inclusive and tailored approach to introduce digitisation.  

    “It’s necessary to work closely with colleagues to help them adopt the tools,” Guy Bennett, the Division’s Chief explained. The team focused on quick-wins and assisting staff throughout. The solutions were mostly simple but useful in enhancing efficiency and facilitating access to data and reports: SharePoint for structured document management, MS Forms to record meetings and Excel for standardised reporting. They showed that digital transformation is not about elaborate solutions and big changes, but leveraging existing resources where useful to assist staff. “Having buy-in from senior management is also essential,” said Bennett. “It underlines that efforts are not a short-term project but strategic.” 

     

    UNMISS experience shows the benefits that data and digitisation can have. It requires investments that pay off, by helping missions to take preventive action that can protect lives, better leverage information and save staff time, letting them focus on more critical tasks. The advantages are clear. 

    Given the rising challenges peacekeeping faces, with increasingly complex missions under scarcer resources, investment in data is more critical than ever. Member States can help missions face these challenges by supporting digitisation efforts and the recruiting of data specialists, including at the upcoming Peacekeeping Ministerial in Berlin. Together, the UN and its Member States can ensure data and technology are enhancing the effectiveness of peacekeeping operations and driving results for the people we serve.

    A promotion event for Beijing’s sub-center was held on Thursday in the city’s Tongzhou district, where 50 foreign journalists from 45 countries were invited to report on its high-quality development.
    The journalists first visited the reception hall before the event to learn about the innovative practices and achievements in opening up of the sub-center in the construction of the “two zones,” which refer to the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone.
    During the event, the journalists were introduced to the progress of the sub-center’s planning and construction, the development of key industries, and the layout of major projects. The event also included a business promotion, showcasing the innovative achievements of Tongzhou district in the field of technology.
    After the promotional event, the journalists visited businesses in the sub-center to conduct interviews.
    “China has made remarkable achievements in the fields of artificial intelligence and robotics, which has also provided us with numerous opportunities,” said a reporter from Suhail TV of Yemen when seeing the automatic charging robots at an enterprise.
    This year, the Foreign Affairs Office of the People’s Government of Beijing Municipality will continue to hold special promotional events for foreign media, so as to showcase Beijing’s investment environment and opportunities, as well as promote the city’s favorable business environment.

    Efforts should be made to launch special initiatives to boost consumption, build a unified national market, advance the AI Plus initiative, and promote the transformation and upgrading of the manufacturing sector, he said.
    A people-centered approach should be taken to promote new urbanization, while efforts are needed to nurture highly-skilled workers and improve one-stop government services, the premier said.
    He also stressed the need to expand high-standard opening up and stabilize foreign trade and investment to effectively mitigate external shocks.
    The premier also called for intensifying policy efforts and stimulating market forces to promote positive interactions and achieve synergy.
    Stressing maintaining security, stability and other bottom lines, Li urged greater progress in developing new quality productive forces, strengthening domestic economic flows, accelerating green transition, and enhancing people’s well-being, among others.

    In a mesmerizing display at a recent show in Hangzhou, eastern China’s leading tech hub, a dozen humanoid robots twisted and twirled in perfect sync, their joints clattering to the rhythm of joyful music as they captivated the audience and drew waves of cheers.

    The spectacle reflects a growing trend, with businesses and individuals increasingly renting humanoid robots for performances, exhibitions, and livestreams to grab public attention.

    These robots shot to fame earlier this year when a fleet from Unitree, a Chinese robotics startup, mesmerized audiences with a synchronized dance in colorful jackets at the Spring Festival Gala, one of China’s most-watched broadcasts. The overwhelming public attention and ensuing robot craze have since turned them into a sought-after commodity in the rental market.

    “Orders for Unitree’s G1 humanoid robot rentals have been surging since early February, with bookings already lined up through late March,” said Gao Lai, who has been engaged in the robot rental business for over a decade. His company provided the rented robots for the show in Hangzhou, capital of Zhejiang Province.

    “The daily rental price for a humanoid robot ranges from 8,000 to 15,000 yuan (about 1,115 to 2,091 U.S. dollars). With the booming demand, we anticipate our earnings to rise by 80 percent this year,” Gao added.

    In terms of presale, Unitree’s G1 model starts at 99,000 yuan, while the H1 model has a starting price of 650,000 yuan.

    Industry insiders told Xinhua that the growing demand for robots in business events, exhibitions and shows is fueling the expansion of the robot rental market, which holds great potential.

    On Xianyu, one of China’s largest second-hand goods trading platforms, renting a Unitree robot can cost thousands of yuan, often covering transportation, machine adjustments and on-site support.

    In Hangzhou’s Yuhang District, where the recent show took place, local authorities plan to host more robot shows and tutorial sessions in rural areas by renting robots.

    “Dancing with robots grabs attention, and we hope to partner with companies to introduce AI to rural communities,” said Zhang Jingcan, a district official.

    “The concept of humanoid robots is nothing new. Since the first one was developed in Japan in the 1960s, they’ve been a focal point of global competition,” said Xiong Rong, a professor at Zhejiang University and head of Zhejiang Humanoid Robot Innovation Center.

    “Powered by AI, our robots are making progress faster than I anticipated,” said Wang Xingxing, CEO of Unitree Robotics. “We’ve upgraded the software algorithms in our humanoid robots to make them more agile and improve their dancing skills.”

    However, some uncertainties exist when applying humanoid robots in more complicated scenarios at home or in businesses that require more flexible and diverse human-robot interactions.

    “Humanoid robots will reach new heights by the end of this year, and if all goes well, we could see them deployed in some service or industrial sectors next year or the year after,” said Wang. “However, home-use models might see slower adoption due to higher security requirement.”

    Emphasizing the importance of security in robot applications, Xiong said: “Only by ensuring the safety of human-robot interactions, the robot itself, and the data can we achieve large-scale production.”

    Many industry insiders agree that the ultimate goal for humanoid robots is to evolve into general-purpose robots capable of adapting to diverse environments and performing a wide range of tasks without relying on specific sites or tools. Achieving this goal will require advancements in AI, high-end manufacturing and new materials, driven by academia and industry collaboration.

    With surging demand and continuous innovation, China’s humanoid robot market is forecast to see exponential growth in the following years, clinching a significant share of the global market.

    According to a report on the humanoid robot industry released at the 2024 World AI Conference in Shanghai, China’s humanoid robot market was estimated at 2.76 billion yuan last year. By 2029, it is expected to reach 75 billion yuan, accounting for 32.7 percent of the global market.
