    WASHINGTON, D.C.— U.S. Senator Angus King (I-ME) today spoke on the Senate floor to speak on the Senate floor against the ‘Recissions Package’ currently being considered. This legislation aims to remove Congressionally-approved funding from critical public services including, but not limited to, the Corporation for Public Broadcasting (CPB) which helps to fund Maine Public broadcasting and public interest newsgathering nationwide, as well as the World Health Organization (WHO) which leads global efforts to expand universal health coverage and directs and coordinates the world’s response to health emergencies before they can pose a threat to American lives.

    More specifically, King made the point that this bill is a further abdication of congressional authority to fund national priorities, also known in the Constitution as “the power of the purse.”

    “Mr. President, I’d like to talk today about the rescission bill that will be coming before us in the next couple of days, and I want to really cover two points – what is being done in this bill, and how it’s being done. I think they are equally important. In fact, I think perhaps how it is being done is more significant in the long run. The rescission bill talks about essentially two areas, public broadcasting, and USAID. In my view, the rescission, the total rescission of those two agencies, by the way –it is a total rescission— it’s not selective cutting of certain programs or partially, it’s the whole thing, both in the corporation for public broadcasting and USAID, go from bad policy to downright dangerous, and I want to talk about that for a minute.

    “Public broadcasting has a unique place in the United States and our media environment in that it is the only media form not driven by advertising and advertising dollars. It cannot be driven by ratings. It therefore is able to provide programming to the American people that they probably almost certainly would not have access to otherwise. It wouldn’t simply find a home on commercial broadcasting because the ratings wouldn’t be there, but that doesn’t mean the programming isn’t important. 

    “My kids were raised on ‘Sesame Street.’ It made a huge difference in their readiness to go to school, in their understanding of language and numbers, and the whole basis of our education system. ‘Sesame Street’ is a program that wouldn’t find a home on commercial broadcasting. Likely, also with “Nova” with “Nature” and yes, the “PBS Newshour.”

    “The [corporate] news business today has become more entertainment because it’s based upon advertising [and] attracting viewers and therefore is more inciteful. And I don’t mean – I mean that c-i-t-e not s-i-g-h-t. More inciting to people’s anger and unrest in order to keep them viewing. Whereas the PBS Newshour is pretty much straight news. It wouldn’t get ratings on MSNBC or Fox News, but it provides a source of news both in terms of nationally, but also in each state.

    “The local national public radio “All Things Considered”, those kinds of programming are essential to providing information. Now, some people may think it’s biased. I don’t think anything done by a human is going to be free of any and all bias, but it is pretty much straight news. And it’s an asset to our communities, particularly our rural communities.

    “And by the way, this isn’t where we have federal dollars that are supporting all of these initiatives. In fact, the majority of the support for public broadcasting, both television and radio, comes from the public, from contributions. So, in effect, our federal dollars are matched to a very high degree by the public making their own contributions. That’s an indication of how much the public values these wonderful assets to our information environment here in the country. And to cut off federal funding is just — it’s an essential piece of the funding. A lot of it goes to the local stations. We talk about the corporation for public broadcasting, we think of PBS and the national programs, but a lot of this funding ends up going to the local stations all over the country that provide essential sources of information to their public.

    “By the way, the costs we’re talking about is ridiculously low. I did the calculation. The relationship between the cost of the public broadcasting to the federal budget is, let’s see, it’s seven cents to $10,000. That’s the ratio. Seven cents out of $10,000. That’s what we’re talking about here, an almost immeasurable part of the federal budget, but the return on investment is enormous. It’s enormous. If this were a gigantic $100 billion program, we’d be having a different kind of discussion, but this is a relatively small program in the context of the federal budget, with a very high return on investment to the American people. 

    “Now let’s talk about USAID and the [majority] whip was just talking about that. He listed a number of projects that I think are questionable, that I don’t necessarily support, but USAID is an essential part of our foreign policy to help to stabilize unstable parts of the world, to extend America’s soft power, to build America’s brand, and yes, to do some very essential projects. For example, in PEPFAR, which is an initiative of the George W. Bush administration, involving AIDS, the estimate is that that initiative since its beginning in 2005 has saved 25 million lives. 25 million lives were saved by that program that will be destroyed by this bill. You can’t tell me that having that level of benefit to the people of the world does not [result in] the benefit of the United States, the sponsor of the initiative.

    “Same thing with malaria. The estimates are that the malaria program, which goes back to I believe it was the Obama Administration, has prevented 1.5 billion cases of malaria, which is a real plague in many parts of the world, and saved 11 million lives. Just those two programs together, those two USAID projects, have saved 36 million lives, and we’re talking about cutting them off. That’s not only bad policy, it’s cruel. It’s cruel, and it undermines the credibility of this country.

    “Now, of course, foreign aid has a lot of benefits aside from the ones that I’ve just outlined. By the way, if the Congress and the Administration wants to cull the programs and say we don’t think this one is necessary, this is not a good expenditure of the people’s money, that’s fine. But that’s not what this bill does. This bill throws out the beneficial baby with the questionable bathwater. It is a total abdication of America’s engagement with the world.

    “Vaccination campaigns, food security, nutrition programs, disaster response, refugee support. This aligns with our American values. As I say, it’s a relatively small part of the budget. It helps to stabilize fragile states. It cuts the risk of extremism and terrorism and conflict. And James Mattis put it best. General James Mattis, one of the most distinguished military officers of our time, said, ‘If you don’t fund the State Department fully, then you’re going to have to buy me more bullets.’

    “That puts it most succinctly, you’re going to have to buy me more bullets, because the programs of USAID tend to stabilize the world and mitigate the tendency toward extremism and violence. And since we have started to gut A.I.D., which was one of the first actions of this administration in January and February, China has stepped into our shoes.

    “I’m on the Senate Armed Services Committee and the Intelligence Committee. I have seen and heard testimony that China is basically stepping in where we’re walking away. We are handing Africa and Latin America to the Chinese. In some cases, to the very programs that we were sponsoring. They’re the ones now engaging with local governments, local leadership, getting the credit for helping with these kinds of problems across the world. We’re giving away the goodwill that is part of the American brand. We’re giving away the opportunity to build alliances, to strengthen our influence, especially in competition with regimes like China and Russia.

    “It also creates markets for U.S. goods and the U.S. economy. A significant share of the foreign aid ends up going back to businesses and NGO’s here in the United States. So, it actually contributes to our economic development. Countries that are receiving this USAID end up being partners and customers of U.S. goods, products, and services. I mentioned it saves lives, it aligns with our values, and there’s nothing wrong with talking about values. That’s a part of what we should be doing. USAID is doing important work all over the world. I met with USAID people in Kabul, Afghanistan. I met with them in Jordan, where they’re working on a water desalinization project that will literally save Jordan. Jordan is a country that has no water, and they’re facing a tremendous crisis. One of the projects that they’re relying on is a very large water production facility supported by USAID. That’s the kind of project that I think we need to continue.

    “Again, I would not say that every single project they’ve sponsored is what I would have agreed upon. That’s our job as oversight bodies, to take a look at the projects being sponsored, the administration can also do that, and they can then cull the projects we don’t think are a useful expenditure of the government’s money, or the people’s money. But not the wholesale destruction of an agency that is critical, I believe, to the foreign policy of the United States. 

    “So, that’s the picture on these rescissions. I believe the more important question, though, Mr. President, as I’ve mentioned, is how this is being done. The question is, who has the power in our government over appropriations? That’s the fundamental question. Where is the power over appropriations, where do the federal dollars go?

    “The answer, of course, is the Congress. Article 1, Section 8. The Congress has the ‘power of the purse.’ The president can submit his budget, and he can submit a budget that zeros out USAID, that zeros out corporation for public broadcasting. But then, the way the process works, we have hearings, we have meetings with the appropriation committee. The appropriators meet, decide, discuss, debate, and come to the floor with a bill that represents the consensus of those on the appropriations committee. And then we consider it here.

    “This process that we’re talking about here—this rescission process—turns the whole thing upside down. It basically says the administration can decide programs that are going to go away, and you can take it or leave it, Congress. I believe it shreds the appropriations process. The appropriations committee, indeed, this body, becomes a rubber stamp for whatever the administration wants.  

    “The deeper problem, Mr. President, is I believe this is another step in Congress’ abdication of its constitutional authority, which has dramatically accelerated since January. The war power, Article 1, Section 8, an express power of the Constitution, we barely could have a debate about that, and the President attacked another sovereign country, which may have been the right thing to do, but there was no consultation, there was no attempt whatsoever to engage Congress, which has the power over declaring war, before that step was taken.

    “Foreign trade, again, foreign trade, trade among nations is the term in the Constitution, is expressly delegated by the Constitution to the Congress, and the Congress has delegated some of that authority to the president, to a president, any president, under emergency circumstances. But this President has expanded emergency to mean just about anything.

    “We learned this week he’s talking about a 50% tariff against Brazil because he doesn’t like the way the current government is treating the prior president. Has nothing to do with trade, has nothing to do with trade deficits or the tariffs. It has to do with something the President individually doesn’t like. That’s not the way the systems supposed to work. The up and down rollercoaster we’ve been on with regards to tariffs is a perfect example of why one person shouldn’t have this authority. This should be something done thoughtfully and systematically here in the Congress. Under Article 1 Section 8, to debate and decide what appropriate tariff levels there are across the world and not this helter skelter up and down changing every other day that has not only affected inflation in this country and brought it up, but it’s also created enormous uncertainty both in our markets and across the world. And finally, we see the power of the purse, Congress’s fundamental responsibility. 

    “And by the way, Mr. President, as I talk to my colleagues, particularly my Republican colleagues, about this issue over the last several months, one of the common refrains is, don’t worry, we don’t have to buck the President because the courts will take care of it. The courts will take care of us. They’ll protect us. Well, that ain’t happening. The ridiculous decision of the Supreme Court yesterday on the Department of Education is an indication that we cannot count on the courts to protect us from the depredations of an authoritarian, proto authoritarian regime. They basically said the President can continue to gut the Department of Education because we are going to hear the case later and decide when it comes. They did the same right with birthright citizenship. They punted on the issue and allowed the activities, the authoritarian-like activities to continue before they get to the case in their own good time.

    “So we can’t count on the courts. That means we’re it. The Congress, the Senate has to stand up for the Constitution. What this bill is, is another building block in the edifice of authoritarianism that we’ve seen built, that we are seeing built before our eyes. A building block in the edifice of authoritarianism.

    “Why is this important? Is this just a dispute between the Congress and the President, politics as usual. Democrats undermining a Republican president, and it’s just going to be all about the midterms and the elections of 2028? No, this is much deeper than that.

    “The fundamental premise of the Constitution is the separation of power and the reason it’s there is because history tells us if power is concentrated, it’s dangerous. Madison put it bluntly in the 47th Federalist: ‘The accumulation of all powers, legislative, executive and judiciary in the same set of hands may justly be pronounced the very definition of tyranny.’ He used the word tyranny. Madison wasn’t mincing words. History tells us that if you concentrate power in one set of hands it’s dangerous. Power corrupts and absolute power corrupts absolutely. We know that from 1,000 years of human nature. And that was exactly what the framers of the Constitution were trying to prevent by this complicated, difficult structure where there’s power in the Congress, power in the states, power in the executive, power in the courts, two houses of Congress vetoes, overrides.

    “All of those checks and balances which has become a kind of cliche are there for a fundamental reason, and that’s to protect our liberty. To protect us from the danger of power being concentrated in one set of hands. Now the framers thought that they didn’t have to worry about this, having set up the Constitution the way they did, because they said never will the Congress give up its power. The term they used was ambition must be made to counteract ambition. That there would be institutional rivalry and we would never give up. They didn’t reckon on parties. They didn’t reckon on party primaries. They didn’t reckon on the executive having such sway with the legislative branch that the checks and balances essentially have melted away.

    “So this bill is important because of the merits, as I talked about, about the danger of wiping out USAID and all the good it does in the world and the good it does for our country, and also wiping out public broadcasting and all the good that it does, the irreplaceable good that it does for the people in the United States.

    “But it’s also more dangerous than ever because it’s one more step, as I mentioned, in the breakdown of the fundamental constitutional structure that says power must be divided, because if it’s concentrated in one set of hands — and I don’t care if it’s Donald Trump or the archangel Gabriel. It’s dangerous to have the power in one set of hands. That’s how we lose our liberty.

    “Madison said when the executive and legislative are united in one body, there can be no liberty. Mr. President, we must listen. We must listen to history, to the people that brought us here, the people that brought us this government, the geniuses that formed this structure to protect the liberty of the American people. And it may seem like a small thing. This is one more bill, one more item. But it is one more step, in my view, toward empowering the executive at the expense, not of the Congress, but of the people. But of the people of the United States.

    “Mr. President, I don’t know what it’s going to take, but I hope this debate, this discussion will lead us to finally say this is a line too far. We’re going to draw a line here, and we’ll establish a relationship with the president that is cooperative, collaborative, bipartisan, and sharing the power that the Constitution gives to each of us.

    “There’s nothing less than the liberty of our people that’s at stake. I therefore urge my colleagues to vote against this bill and begin a discussion in the appropriations process as to these two elements and how they should be structured and funded. That’s the way it should be done, not by the dictate of a President, of one who is trying to collapse the authority in our Constitution into his own hands. Thank you, Mr. President.     “All of those checks and balances which has become a kind of cliche are there for a fundamental reason, and that’s to protect our liberty.     Perry-Eaddy is an assistant professor whose research focuses on pediatric critical care outcomes as they relate to inflammation and social determinants of health.

    Perry-Eaddy has been with the school for many years, receiving her BSN, Certificate in Pain Management, MS, and Ph.D. from the UConn School of Nursing. She completed her postdoctoral fellowship at the Children’s Hospital of Philadelphia, affiliated with the University of Pennsylvania.

    In 2022, she was named a National Institute of Health (NIH) PRIDE Functional and Translational Genomics Scholar, and in 2021, she was named a NIH K99/R00 MOSAIC Scholar where she is currently completing her R00.

    She is an active member of the American Association of Critical Care Nurses, Pediatric Acute Lung Injury and Sepsis Investigators, American Thoracic Society and the Society of Critical Care Medicine where she is an editorial board member for Pediatric Critical Care Medicine. She is also an invited advisory board member to the Sepsis Alliance.

    Kelley joined UConn in 2018 where she was appointed to serve as the Frederick A. DeLuca Foundation Visiting Associate Professor for Innovations and New Knowledge, a first-of-its-kind role. Her goal was to develop and execute a strategic plan to integrate innovation into the core education across all degree programs. Outcomes of her pioneering initiatives have enabled her to co-direct the creation of a Nursing and Engineering Innovation Center and assist in the design of a unique Makerspace for the new School of Nursing building, further solidifying nursing’s innovation leadership at UConn.

    Kelley’s impact in nursing spans across the nation and globe through her collective academic, intrapreneurial, inventive, and entrepreneurial roles in innovation, informatics, and associated leadership in nursing. Over the last 20 years, she has relentlessly worked to advance the nursing profession by expanding the boundaries of what is possible in nursing through her own journey in creating a novel pathway that straddles academia and industry while also educating and mentoring nurses and nursing students on how to create and develop their own intrapreneurial and entrepreneurial innovative solutions.

    Yang is an assistant professor at UConn and is recognized for her work in cancer survivorship, particularly in addressing cognitive impairment, sleep disturbances, pain, fatigue, and depressive symptoms, as well as symptom management strategies using multi-omics approaches. She has garnered numerous grants from organizations such as the National Institutes of Health, Oncology Nursing Foundation, Rockefeller University, American Nurses Foundation, American Society for Pain Management Nursing, Connecticut Breast Health Initiative, and the UConn Clinical Research and Innovation Seed Program.

    She has played a central role in planning and conducting clinical cancer research focused on the adverse toxicities and symptoms of cancer treatment to optimize benefits from treatment. She actively engages with cancer survivors, oncologists, and community partners to enhance research participation, raise awareness, and promote education on cancer survivorship.

    Her work pioneered investigations into the adverse effects and symptoms of emerging treatments, such as immunotherapy and targeted therapy, as well as their behavioral and gut mechanisms in the precision health symptom science field.

    In acknowledgment of the impact of her work, she was recognized as a prestigious Heilbrunn Nurse Scholar by the Rockefeller University Heilbrunn Family Center for Research Nursing for her immunotherapy-associated symptom research and its potential to advance the field. In addition, she was selected as a Butler-Williams Scholar by the National Institute on Aging to support her immunotherapy study in older adults.

    The master plan for PAX includes the construction of three data center campuses with each campus featuring six buildings and a dedicated 450 MW substation. PAX will have access to 17 metropolitan fiber networks, including direct peering with Ashburn, Virginia.

  • MIL-OSI United Nations: Whole-of-Government, Whole-of-Society Approach Critical to Addressing Gender Equality, Executive Director Tells High-level Political Forum

    Nearly a decade since the adoption of the 2030 Agenda, Sustainable Development Goal (SDG) 5 dedicated to achieving gender equality and empowerment of women and girls “remains the most off-track”, speakers told a United Nations high-level political forum today, calling for reinforced measures to accelerate progress against a tide of backsliding rights and opportunities.

    The first of two daily panels addressed “SDG 5 and interlinkages with other SDGs — Achieve gender equality and empower all women and girls”, with Sima Sami Bahous, Executive Director of the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women), warning that at the current pace, true gender equality in economic life, leadership and safety will remain generations away.  “That is unacceptable,” she stressed.

    With the growing erosion of rights, she called for a “push forward against the pushback” with investment in women and youth-led organizations and tackling misogyny head-on, be it online or off. Further, societies must invest in robust gender data systems that track real impact, ensure follow-up and address intersecting inequalities.  “What gets measured, gets done,” she stated.

    Offering concrete proposals, she urged stakeholders to work with Governments to advance nationally-owned development priorities.  A whole-of-Government, whole-of-society approach is needed, as gender equality cannot be the remit of one ministry or one actor.  Investment in care systems is critical, as unpaid care limits women’s full participation in economic and public life.  Further, the UN80 initiative — a unique opportunity to make the UN more effective, efficient and impactful for women and girls — can help propel gender equality forward, ensuring enhanced regional and cross-regional coordination and increasing efficiency.

    “A girl born today would see gender equality achieved in her ninety-seventh year” warned Albert Motivans, Head of Data and Insights at Equal Measures 2030 — a coalition of civil society organizations.  The backslide is being driven by numerous factors including a resource crunch, with less international financing, domestic austerity measures and declining household incomes.  He further highlighted a “democracy crunch”, as gender equality is closely linked with democracy, while its foundations worldwide are at risk due to rising economic inequality, social and political polarization, and the closing of civic space. Additionally, the “safety and security crunch” of rising conflict and militarization impacts women and girls in their choices and their personal safety.

    He called for elevating women’s and girls’ leadership, power and voices — noting the progress in parliamentary participation at 27 per cent.  Further, it is important to reform and adopt equality laws and policies to engage Governments and the wider public, and close gender-sensitive data gaps, with increased investment in public services and social infrastructure, including care.

    Further, “there is unequal access to education for women all over the world”, said Zara Khanna, Youth Ambassador for She Loves Tech, citing artificial intelligence (AI)-powered learning programmes as a “key tool to aid us in bridging the divide”.  They can approach students on an individual level, offering personalized feedback, which is especially important for those who face cultural and other barriers to gaining an education.  She spotlighted Khan Academy — a free AI-powered personalized tutor that offers a range of subjects, from English to math, or Rori, which was piloted in Ghana and is available on all mobile devices, as it operates via WhatsApp.  This is especially important, given that mobile penetration is extremely high; while 129 million girls lack access to education, 4.9 billion people worldwide have access to smartphones.

    Outlining solutions, she underscored the need to accelerate connectivity by distributing more Internet hotspots.  One single hotspot can power a village, and hundreds of girls can gain access to the wealth of knowledge available online. Additionally, more devices, such as smartphones and tablets, shall be distributed, so girls can access this knowledge.  She underscored that Governments must invest in creating culture and language-specific AI-powered programmes to cater to the job markets that these girls will be entering. Through early science, technology, engineering and mathematics (STEM) intervention, mentorship programmes and more gender-neutral language, “we can all move together to reach SDG 5 by 2030” and “a more gender-neutral future”.

    Echoing those comments, Ms. Bahous cited the launch of the Beijing+30 Action Agenda, focused on six critical areas:  digital inclusion, freedom from poverty, zero violence, leadership, peace and security, and climate justice.  Cutting across these areas is engagement with young women and youth.  “These are not distant goals,” she stated.  “They are urgent demands from women and girls around the world”.

    Mr. Motivans also emphasized the importance of reinforcing the use of national and global gender data like those in the Equal Measures SDG Gender Index.  “But it’s not just to measure, it’s not just to count”, he said, noting the importance of evaluating not only the status of women and girls, but their impact on societies.  Data can identify blocks to progress and gaps in various Goals, unpaid care and reproductive rights.

    Recalling progress in countries implementing anti-discrimination laws, he noted that “Governments do that well” — but the next step requires ensuring that “equal opportunities for women and men” are met, as this is where countries may fall short.  He called for mobilizing a society-wide range of partners, developing value propositions to engage those working on the ground with expert knowledge of the issues faced by women and girls.

    As the Altadena and Palisades communities move from immediate recovery to long-term rebuilding, LA Rises is a central place where Angelenos can find resources, learn about the status of recovery and rebuilding across sectors, and get reliable information from government sources, community organizations, and neighborhood leaders who are working in partnership to support the recovery of their shared hometown.

    Through partnerships with trusted community leaders and voices—like community organizers, local media, and faith leaders—this campaign will reach residents where they are, with information that is clear, timely, and rooted in care.     AI permitting tool Archistar launches for early adopters

    Today also marks the beta launch of a new AI permitting tool made possible by a partnership between the state and philanthropic partners including LA Rises. The tool aims to fast track the approval process for rebuilding permits to help Angelenos get back into their homes following the Eaton and Palisades fires. The software, developed by Archistar, has the ability to check building designs for code compliance before submission and help property owners prevalidate plans, significantly reducing permit review timelines.

    Looking ahead to long-term recovery

    In January, Governor Newsom announced the launch of LA Rises, a unified recovery initiative that brings together public and private sector leaders to support rebuilding efforts.

In addition to partnering with Archistar to fund the AI permitting tool, the philanthropic arm of LA Rises has contributed to the LA County small business relief grants program to help impacted business owners get back on their feet.

    SACRAMENTO – Continuing his strategy to make California government more efficient, engaged, and effective, Governor Gavin Newsom today is announcing a new initiative — the California Breakthrough Project — which brings together innovators and leaders from the Golden State’s top tech companies to help guide this work.

    The group will work closely with leaders and front-line employees from state agencies to identify opportunities to further streamline and improve government operations, building on the Governor’s announcement earlier this year. In addition to this effort, the Governor signed an executive order today directing every state agency to implement efficiency measures and create new initiatives to help direct and engage the entire state workforce in these efforts.

    Utilizing the best and the brightest of California’s tech industry, Governor Newsom today announced that he convened tech executives and innovators to kick off the California Breakthrough Project, a group that will help advise and advance government efficiency and collaboration. The group, which first met on June 6 at the Ripple headquarters, includes leaders from companies including AME Cloud Ventures, Anduril, Coinbase, Instacart, Moonpay, Scopely, Snap Inc., Asheesh Birla (Investor), Ron Conway (Founder, SV Angel), Chris Larsen (Executive Chair, Ripple), Jeff Lawson (Co-founder and former CEO, Twilio), Jen Pahlka (author of Recording America), and Jason Wheeler (former CFO of Tesla), and will:

    • Foster collaboration between state decision-makers and experts from tech, business, and innovation sectors.
    • Bring innovation and new ideas to identify and address systemic inefficiencies in government processes, services, and technology.
    • Generate new California challenge-based efforts to catalyze modern solutions within public services.
    • Maintain public transparency, labor and civil society consultation, and ethical safeguards throughout the innovation process.

    Leading in government efficiency 

    Governor Newsom has made efficiency a top priority since the start of his Administration. In 2019, the Governor established the Office of Data Innovation, a group of technology experts dedicated to supporting other state agencies, departments, and employees to utilize data, technology, and principles of human-centered design common in the private sector to improve the delivery of services to Californians. 

    Prioritizing efficiency and innovation — with appropriate safeguards protecting privacy, safety, and civil liberties — Governor Newsom has:

    • Overhauled and modernized the Department of Motor Vehicles to reduce wait times, expand online services, and improve customer service.
    • Implemented new cutting-edge technologies to fight wildfires, including cameras across the state and data modeling to predict where wildfires might occur, deployment of drones, and improved incident reporting.
    • Issued an executive order directing state agencies to implement GenAI into state government operations and help support the work of front-line employees.
    • Expedited the procurement process through an innovative Request for Innovative Ideas (RFI2), which allows state agencies to quickly test technology through safe and secure environments. Through this expedited process, California has already announced three important contracts, using GenAI to reduce highway congestion, improve traffic safety, and enhance customer service.

    Today, the Governor is issuing a new executive order to help further integrate efficiency, engagement, and effectiveness into state operations — working with the state workforce to create new tools to improve government work.  The order will help achieve Governor Newsom’s vision of transforming state government, by ending slow and complicated bureaucratic processes and moving to an efficient, collaborative, and more productive model that effectively delivers real outcomes and value for all Californians

    The order directs the state agencies to further modernize processes around hiring, procurement, contracts, and strive for faster and better public-facing service deliveries to Californians. To increase engagement with the state workforce, the Governor is announcing that the state will begin providing California’s innovative deliberative democracy platform, Engaged California, to help the state workforce generate new ideas to improve efficiency, effectiveness, and engagement across state agencies. Last, the order creates a new Innovative Fellows Program comprising state staff with a mission of collaborating to address unique statewide challenges through innovative ideas.

    Under the Debt Sustainability Analysis (DSA) framework, social contribution projections, including those paid into the pension system, are ordinarily assumed to remain constant as a ratio to gross domestic product (GDP) during the 10 years that follow the end of the adjustment period, i.e. from 2032 to 2041, unless different assumptions are duly justified.

    In the case of Spain, its medium-term fiscal structural plan (MTFSP) internalises the impact of compensatory revenue measures legislated in 2023 (along with the pension reform) that will materialise after 2031.

    The cumulative increase in social contributions over the following 10 years is estimated at 1.8 percentage points of GDP, which improves the debt dynamics.

    This assumption relies on the legislated measures described in Spain’s Country Fiche accompanying the 2024 Ageing Report. These measures lower the adjustment required to put debt on a plausibly downward path and enable a higher average net expenditure growth over the adjustment period.

    The revenue increases over the years 2027-2031 resulting from the potential activation of the closure clause were not included in the assumption of the Spanish MTFSP.

    Under the commonly agreed methodology, the activation of the closure clause would have been considered a discretionary revenue measure and would be taken into account only ex post in the assessments of compliance with the net expenditure rule.

    Therefore, the updated estimates of the independent fiscal authority (AIReF) do not imply that the Spanish plan deviates from the debt reduction requirement.

    WASHINGTON – Yesterday, the U.S. Senate passed U.S. Senator Tommy Tuberville (R-AL)and U.S. Senator Ted Cruz’s (R-TX) Illegal Red Snapper and Tuna Enforcement Act to target cartel members who are illegally catching and smuggling red snapper and tuna imports into the country.
    “This is great news for our hardworking fishermen who have worked overtime to compete with Mexican cartels flooding our markets with illegal red snapper,” said Senator Tuberville. “It’s also a win for every American because it cuts off the cash flow to cartels, which have been terrorizing our communities.     The Illegal Red Snapper and Tuna Enforcement Act would require the National Institute of Standards and Technology (NIST) and the National Oceanic and Atmospheric Administration (NOAA) to develop a standard methodology for identifying the country of origin of red snapper or tuna imported into the United States. Snapper poaching continues to be an issue across the Gulf of America, as Mexican fishermen illegally catch red snapper, smuggle it into their country, and then rip off American consumers by selling our fish back to us.

    BACKGROUND:
    Mexican fishermen cross the maritime border between Texas and Mexico on small boats called “lanchas” to illegally catch red snapper in U.S. waters and return to Mexico. The fish are sold in Mexico or mixed in with legally-caught red snapper then exported back into the United States across land borders. Red snapper is one of the most well-managed and profitable fish in the Gulf of America, but illegal fishing by Mexican lanchas puts law-abiding U.S. fishermen and seafood producers at a competitive disadvantage. Illegal, Unreported, and Unregulated (IUU) fishing activities violate both national and international fishing regulations.
    Cartels engaged in drug smuggling and human trafficking also engage in the profitable illegal fishing of red snapper. The same fishing boats and fishermen who catch red snapper also smuggle drugs and humans for the cartels, and these profits support the organization.
    Technology exists to chemically test and find the geographic origin of many foods, but not for red snapper or tuna. With the help of machine learning, NIST scientists are currently able to chemically determine the geographic origin of foods, including strawberries, apples, cherries, ginseng, ginkgo, beef, honey, and rice. Using those same methodologies, these scientists believe it would be possible to determine the geographic origin of red snapper, allowing law enforcement to have a better understanding of the networks that support illegal fishing.
    The Illegal Red Snapper and Tuna Enforcement Act would develop a field test kit the Coast Guard could use to accurately ascertain whether fish were caught in Mexico or U.S. waters, thus allowing federal and state law enforcement officers to identify the origin of the fish and confiscate illegally caught red snapper or tuna before it is imported back into the U.S. It would also reduce the financial incentives for the crime, since the fish could no longer be sold back into the United States. If successful, this method could be expanded to identify other IUU fish.

    WASHINGTON – Following the enactment of the Republican tax law, U.S. Senator Brian Schatz (D-Hawai‘i) spoke out on the Senate floor last night to underscore the harmful impacts the law will have on millions of people. The new law, passed without any bipartisan support, will soon kick more than 17 million Americans off of health insurance, raise monthly health care costs across the country, and slash nutritional assistance for those in need – all in order to cut taxes for the ultra-wealthy.

    “First thing that’s going to happen: 17 million Americans, including 9 million people on Medicaid, will lose health care coverage in about 18 months’ time,” said Senator Schatz. “Hundreds of rural hospitals and nursing homes will close without enough funding to continue operating. More people are going to get sick because of this law. But we’re going to have fewer hospitals and doctors to take care of them. Why? Because Medicaid is a big revenue stream for really all hospitals, but especially rural hospitals.”

    Schatz continued, “We are not going to stop talking about this. We are going to talk about this until it is repealed. We’re going to talk about this when the rates go up for your electricity. We’re going to talk about this when kids are thrown off their nutritional assistance. We’re going to talk about this when rural hospitals close. We are going to talk about this when your insurance coverage rates go up.”

    Two weeks ago, Republicans passed one of the most unpopular bills in the history of the country. And now that it’s law, we don’t have to imagine anymore what might happen. We know for sure what’s going to happen to tens of millions of people all across the country.

    I want to focus on five things that are going to happen. Five things that are going to happen because we no longer have to talk about a House version and the Senate version, or what the president says he wants, or what someone says – you know, “if I don’t get this, I’m going to vote no.” Now we have a law. We have public law. Federal law.

    First thing that’s going to happen 17 million Americans, including 9 million people on Medicaid, will lose health care coverage in about 18 months’ time. To keep their coverage, people will have to complete hours and hours of paperwork just to prove that they’re working. That’s in spite of the fact that the number of nondisabled adults on Medicaid who don’t work is very low, about 8 percent.

    So how do these work requirements actually function? Well, in Arkansas, which is one of the two states that tried this and then pulled it back because it was a failure, the reporting portal was only open during the day and closed between the hours of 9 p.m. to 7 a.m. So let’s say you work long hours as a truck driver. If you’re trying to log on at night to fill out your forms, you are out of luck. Or let’s say something unfortunate happens to you. Let’s say you get in a car accident or have a bad case of the flu. Maybe you’re not hospitalized, but you are incapacitated, at least temporarily. If you miss the reporting window, you might lose the coverage.

    And what’s preposterous about these Medicaid work requirements is in order to establish that you’re either working or seeking work, you have to fill out a form. If you get sick and are bedridden and can’t fill out the form, they say, don’t worry, there’s an exception for a situation like that. Guess how you apply for the exception – by filling out another form.

    There are only a couple of people on a couple of million people on Medicaid who even fit the description of someone who is non-disabled and on Medicaid, and yet the actual official projections, which is to say, the way they save the money, is they’re projecting many, many millions of people are going to get kicked off of Medicaid, even though they’re eligible.

    And I know I’m a Democrat, and I wanted this bill to fail. And I want to tell you why this is a failure of a bill, but that’s literally in their projections. Without those projections, they don’t have enough revenue for the biggest tax cuts for the wealthiest people in the history of the planet.

    Number two, hundreds of rural hospitals and nursing homes will close without enough funding to continue operating. More people are going to get sick because of this law. But we’re going to have fewer hospitals and doctors to take care of them. Why? Because Medicaid is a big revenue stream for really all hospitals, but especially rural hospitals. It can be up to about half of what they call the payer mix. What is a payer mix? It’s just you might get paid by private insurance 30 percent. You might get paid by Medicaid, 45 percent. You might have a little VA. You might have a little private pay adds up to 100 percent. So as you look at your revenue picture, 40, 50, sometimes even more percent of that money comes from Medicaid. If there’s a huge $1 trillion nationwide reduction in Medicaid money, that money is reduced money for rural hospitals and rural hospitals will definitely close. Not all of them, but many of them. So even if you’re not on Medicaid. If you live in a place where there’s a rural hospital and that’s the flagship hospital for a small town that might not be available to you, you might have to drive 2 or 3 hours for care or even emergency care.

    Number three, starting next year, tens of millions of people are going to pay hundreds of dollars a month more for health insurance. And this is one I think we should linger on, because now that the fight over Obamacare is sort of in the rearview mirror, people just think they get on to the ACA portal, they sign up for their health care, and they pay what they pay. Right? Like, “oh, I want a family plan. I want this level of deductible.” And then it spits out how much you’re going to pay every month, what tens of millions of people don’t actually know is those rates on the exchange are subsidized. And without those subsidies, we’re going to go back to the bad old days pre-Obamacare, when people would pay absurd amounts of money for their health care insurance, even if they’re employed, even if they do have insurance.

    And what is I think, underrated both politically and on policy, is all of those rates get set in the next couple of months. Because in order to start paying and in order to start enrolling, you got to notify people, “hey, you’re thing that was $289 a month, now it’s $789 a month.” And so sometime in the fall, it depends on the state, October and November. Some people in December are going to get a letter saying, “if you want to stay on the same health care plan, here’s your new price.” And those new prices are going to be astronomical.

    Now we do have a disagreement between the parties. I think there are a lot of people who just don’t like public subsidy of health care insurance premiums. I’m sure the presiding officer has her reservations about that kind of thing. It is about the size and the scope of government. But there is a factual aspect to this, which is whatever one’s governing philosophy is, whatever one thought about the Affordable Care Act, the plain fact of the matter is people are going to get letters from their insurance carriers with astronomical increases that they will not be able to pay.

    Number four, 5 million people are either going to lose some or all of their nutritional assistance starting next year. You know, this trope is like almost as old as I am, like some lazy person on food stamps. Just like collecting food stamps. Loving that life, going to the store, buying fancy stuff. It’s $6 a day. The average nutritional assistance amount per person per day is six bucks. We have actually, I don’t know if you know this, but we have subsidized food in the United States Senate, not because the government is paying for it, but because all the restaurants that operate here don’t have to pay lease rent. So it’s a little bit cheaper than you would normally get. I can’t get anything for six bucks downstairs in the Dirksen cafeteria. Not that would feed me $6 a day is the average amount. And what the Republicans decided to do. Is to generate savings, is to find saving is to cut nutritional assistance. Why? Because they needed to pay for the biggest tax cut in American history for the wealthiest people and corporations that have ever existed.

    It would be one thing if people were getting 75 bucks a day for food. It would be one thing if they were getting 25 bucks a day for food, but they’re getting six bucks, and 5 million people will now have enormously difficult time trying to figure out just how to survive the day. And I mean, not quite literally, survive the day. Find the calories within your 6 or 8 or $12 budget.

    Finally, people are going to pay hundreds of dollars more per year on electricity because this bill throttles the cheapest and most abundant form of energy in wind and solar. And this is where you got to stay with me for a moment. I’m very passionate about climate action. I think it is a planetary emergency. I think it is a moral obligation that we take care of our planet so it can sustain us for generations to come. But even if you don’t care about that, the only energy that is ready to come on line right now is solar energy. Some wind energy, but mostly solar energy. Why? Because nuclear, frankly takes at least ten years to permit and site. And of course, anytime anyone wants to do any nuclear power generation, everybody in whatever neighborhood or state or county that is tries to stop it. And so you not you don’t just have regulatory risk, you have project risk. Ten years is an optimistic scenario. I’m a big believer in nuclear energy, but ten years is the most realistic scenario to get a bunch of nuclear energy on line.

    Likewise, geothermal maybe 5 to 8 years in the most optimistic scenario. Again, I love geothermal energy. I think it is an untapped resource across the United States of America. We have about a six-year gap before any of those other technologies are ready. And so a lot of fossil advocates go, well, why don’t we do more gas? There is a backlog of combined cycle gas turbines, and that can’t just be fixed by saying I will take more.

    Everybody wants more. There is a backlog. You cannot get gas generation online in the next five years. So what does that mean? It means over the next five years, solar is the stuff that is like instantly pluggable into the grid. Super cheap, not terribly controversial except for in this chamber and ready to power the AI revolution or whatever other load needs we have.

    But this bill kind of putatively, kind of ideologically decides, “no, we’re not for all of the above. You know, that thing we said about whatever’s cheap and plentiful and available every time we were trying to prevent clean energy from coming on the grid? Remember that thing we used to say? Now, really what we meant is we quite hate solar energy. Particularly we hate solar energy.”

    Again, I think that’s preposterous from a planetary standpoint. But even if there were no planetary crisis, this is the energy that is available to us and we are about to face energy shortages. The reason, for instance, Texas of all places, has not had blackouts and brownouts is because solar can’t absorb when the sun is high and it is 108 degrees and everybody’s pumping their air conditioner. That also happens to be the point in time, the point of the day when all the solar farms are running at full capacity and they can power the grid. And so solar energy isn’t something from 17 years ago, when people would say, “you know, sometimes the sun is shining and sometimes it’s not, and it’s intermittent and the batteries aren’t there.” All of that is in the rearview mirror. All the technical issues, not all of them, 90 percent of the technical issues related to solar energy have been resolved. And that’s the scariest thing for the fossil energy people. You know why? Because they can’t argue that this isn’t economically smarter. They just have to argue that it’s like woke or something like woke electrons.

    Who cares where the electrons come from? If they’re cheap and plentiful, we should all be for them. And so this bill is going to create shortages, which will drive up prices. And in some places reduce power quality. What does power quality mean? It means we’re going to have blackouts and brownouts across the country. So to do any of these things in a bill would be bad. But to do all of it, all of it, in order to pay for the biggest wealth transfer from the poor to the rich in history, is morally and economically bankrupt.

    Nobody asked for any of this. Trump voters were not demanding any of this. Nobody was asking to lose their health care or not be able to feed their kids or pay more to keep the lights on at home, but they raced to do it anyway, knowing full well how devastating it would be for the country and for their own home states.

    One final point: we are not going to stop talking about this. We are going to talk about this until it is repealed. We’re going to talk about this when the rates go up for your electricity. We’re going to talk about this when kids are thrown off their nutritional assistance. We’re going to talk about this when rural hospitals close, we are going to talk about this when your insurance coverage rates go up.

    We are not going to stop talking about this because this document, which was enacted into law, is a perfect encapsulation of the difference between the political parties. My party is flawed. Obviously, my party is flawed. But I’ve never seen my party propose a bill that transferred so much money from the poor to the rich, and I’ve never seen my party propose a bill that raises the price of electricity, that raises the price of food and raises the price of health care.

    And so we’re going to talk about this today, tomorrow, for the next 18 months. And until this thing is repealed from the federal law books.

    BEIJING, July 15 (Xinhua) — Chinese Premier Li Qiang on Tuesday called on China and Australia to further strengthen cooperation ties, promote trade and investment liberalization and facilitation, form stronger development synergy and effectively deal with environmental uncertainty.

    Li Qiang made the remarks at the 8th China-Australia Business Leaders Roundtable, which he co-hosted with Australian Prime Minister Anthony Albanese in Beijing.

    About 30 heads of chambers of commerce and enterprises of the two countries took part in the round table.

    Li Qiang recalled that this year marks the 10th anniversary of the China-Australia Free Trade Agreement, and noted that over the past decade, bilateral economic and trade cooperation has demonstrated remarkable resilience and vitality.

    As the Premier of the State Council pointed out, the economic structures of the two countries are highly complementary and have a solid foundation for linking industrial sectors and markets, making China and Australia natural partners for cooperation.

    Li Qiang noted that China’s vast market will continuously unleash its huge consumer potential, creating more business opportunities for enterprises in both countries.     In September 2023, so many people were shocked when the famous Sycamore Gap tree, thriving in a dip along Hadrian’s Wall, was deliberately cut down overnight. For many, the tree symbolised British resilience, heritage and an enduring history. The public response was swift and intense, with widespread outrage and grief over the loss of this cultural landmark.

    The two men convicted of felling the Sycamore Gap tree have been sentenced to four years and three months in prison. Meanwhile, the tree lives on thanks to an AI-generated alternate world in the film 28 Years Later.

    As a psychologist, I’m interested in what inspired such a strong reaction to the destruction of a single tree. One psychological explanation, known as “terror management theory”, suggests that the emotional response reflects deeper anxieties about death – and not just about this tree.

    Terror management theory, developed by psychologists Sheldon Solomon, Jeff Greenberg and Tom Pyszczynski, builds on the work of cultural anthropologist Ernest Becker, author of the Pulitzer prize-winning The Denial of Death (1973).

    This book’s central idea is simple yet profound. In it, Becker proposes that our awareness of mortality creates the potential for considerable existential anxiety.

    To manage this, we rely on cultural worldviews. These are our belief systems. These worldviews can be religious, secular, political or national. They all share a promise that life is meaningful and offer prescriptions for how we should live. When we live in accordance with our cultural values and standards – whether by being a good parent, a loyal citizen or following religious texts – we gain a sense of self-esteem and feel we are contributing to something enduring and significant.

    These worldviews also offer the promise of immortality. Some do so literally, as in religious faiths that promise life beyond death. Others offer symbolic immortality, through lasting achievements, family bloodlines, or the continuation of one’s nation. By embedding ourselves in these worldviews, we gain a sense that some part of us will continue after we die.

    Cultural symbols such as flags, religious icons, or even a tree can embody our core values and collective identity and are therefore treated with deep reverence. Throughout history, people have waged wars and shown intense emotional reactions to the desecration of such symbols (burning the American flag or the Qur’an, for example).

    The Sycamore Gap tree carried similar significance. As a centuries-old landmark, it came to represent Britain’s heritage, strength and continuity. From the perspective of terror management theory, its felling may have stirred strong reactions because it reminded people that even the symbols we rely on for a sense of permanence can be suddenly lost.

    This sense of cultural loss is also echoed by other recent events, such as Brexit and the immigration crisis. A collective fear over the erosion of British values and traditions place questions about the loss of British identity at the centre of public consciousness.

    Rooted in mortality

    Decades of psychological research support this theory’s claims. One common method (a technique called “mortality salience”) involves making participants subtly aware of their mortality (control participants are not reminded of death).

    In studies carried out in the 1990s, researchers found that when the solution to a task required desecrating a cultural symbol, such as using an American flag to separate ink from a jar of sand, participants reminded of death took longer to complete the task and experienced greater apprehension.

    Hundreds of studies also show how being reminded of death can increase anger and hostility towards people who threaten or violate one’s cultural values. One line of research examining reactions to those who commit moral transgressions may be particularly appropriate to this case.

    For instance, in one study, participants reminded of their own death were more likely to support harsher punishments for those who committed moral transgressions such as someone who destroyed an irreplaceable artefact (much like the cutting down of a tree). Other research has shown similar effects: participants (including judges!) when reminded of death gave out harsher penalties or sentencing for those who have committed a crime.

    You might question whether these effects truly reflect death anxiety or if they could be explained without invoking a desire for immortality. Research may provide compelling evidence. One study found that reminders of death increased support for harsher punishments for moral transgressors (replicating the study mentioned earlier).

    However, when participants were first presented with evidence of an afterlife, the effect of death increasing harsher punishments disappeared. In other words, the promise that death is not the end appeared to buffer from the anxiety that death arouses.

    The fall of the Sycamore Gap tree was more than a loss of natural beauty. It was, for many, a symbolic attack on permanence, on meaning, and on shared identity. Yet while such losses can stir outrage and calls for punishment, research also shows that when people endorse prosocial values like empathy, reminders of death can actually foster forgiveness towards those who commit moral transgressions.

    According to terror management theory, these responses are not just about anger, but about what it means to be human in the face of inevitable death. In this light, the tree’s felling uprooted something sacred: a collective continuity that gives meaning to our brief lives. As we grieve its loss, perhaps we’re also mourning something more elusive – the comforting illusion that some things might last forever.

    This sense of cultural loss is also echoed by other recent events, such as Brexit and the immigration crisis. A collective fear over the erosion of British values and traditions place questions about the loss of British identity at the centre of public consciousness.

    Rooted in mortality

    Decades of psychological research support this theory’s claims. One common method (a technique called “mortality salience”) involves making participants subtly aware of their mortality (control participants are not reminded of death).

    In studies carried out in the 1990s, researchers found that when the solution to a task required desecrating a cultural symbol, such as using an American flag to separate ink from a jar of sand, participants reminded of death took longer to complete the task and experienced greater apprehension.

    Hundreds of studies also show how being reminded of death can increase anger and hostility towards people who threaten or violate one’s cultural values. One line of research examining reactions to those who commit moral transgressions may be particularly appropriate to this case.

    For instance, in one study, participants reminded of their own death were more likely to support harsher punishments for those who committed moral transgressions such as someone who destroyed an irreplaceable artefact (much like the cutting down of a tree). Other research has shown similar effects: participants (including judges!) when reminded of death gave out harsher penalties or sentencing for those who have committed a crime.

    You might question whether these effects truly reflect death anxiety or if they could be explained without invoking a desire for immortality. Research may provide compelling evidence. One study found that reminders of death increased support for harsher punishments for moral transgressors (replicating the study mentioned earlier).

    However, when participants were first presented with evidence of an afterlife, the effect of death increasing harsher punishments disappeared. In other words, the promise that death is not the end appeared to buffer from the anxiety that death arouses.

    The fall of the Sycamore Gap tree was more than a loss of natural beauty. It was, for many, a symbolic attack on permanence, on meaning, and on shared identity. Yet while such losses can stir outrage and calls for punishment, research also shows that when people endorse prosocial values like empathy, reminders of death can actually foster forgiveness towards those who commit moral transgressions.

    According to terror management theory, these responses are not just about anger, but about what it means to be human in the face of inevitable death. In this light, the tree’s felling uprooted something sacred: a collective continuity that gives meaning to our brief lives. As we grieve its loss, perhaps we’re also mourning something more elusive – the comforting illusion that some things might last forever.

  • MIL-OSI USA: Cramer, Peters Urge FAA to Expedite Delivery of Airport Entitlement Funds

    WASHINGTON, D.C. – The formula-based Airport Improvement Program (AIP) and Airport Infrastructure Grant (AIG) Program funds are regularly awarded to nearly 3,300 public-use airports across the nation annually. Since these funds are often not awarded until late June and July, it’s challenging for airports to implement the projects during the summer construction season, leading to project delays, cancellations, and cost escalations, especially at small and rural airports.

    U.S. Senators Kevin Cramer (R-ND), Chair of the Senate Environment and Public Works Subcommittee on Transportation and Infrastructure, and Gary Peters (D-MI) sent a bipartisan letter to Federal Aviation Administration (FAA) Administrator Bryan Bedford urging him to expedite the disbursement of AIP and AIG entitlement funds to help airports deliver projects more efficiently and better serve travelers.

    “Despite their guaranteed nature, AIP and AIG entitlement funds are often not available to airports until late June or July,” the senators wrote. “For small airports with limited resources and in states with truncated construction seasons due to severe weather, this delay poses significant challenges. It results in project cancellations, increased costs, and makes each federal dollar less effective. Further, for states that participate in the FAA’s Block Grant program, agency actions to limit which AIP funds are provided via block grant challenge the usefulness of the program and increase administrative burden.

    “We urge the FAA to take steps to disburse entitlement funds earlier in the fiscal year and to work with block grant states to maximize the utility of the program moving forward,” the senators concluded.  “We look forward to your response on this important matter.”

    Supporters of the letter include the North Dakota Aeronautics Commission, National Association of State Aviation Officials, the American Association of Airport Executives, and the Transportation Construction Coalition.
