    Government launches SEPs Consultation to Boost UK Innovation

    The Intellectual Property Office (IPO) has today launched a consultation on potential measures to address challenges in the UK’s Standard Essential Patents (SEPs) ecosystem.

    A patent that protects technology which is essential to implementing a technical standard (such as 5G) is known as a Standard Essential Patent (SEP). SEPs help our devices to communicate seamlessly – from smartphones to electric vehicles, smart manufacturing to innovations in healthcare. They are the building blocks of our connected future and help deliver real technological change.

    However, available evidence points to inefficiencies in the UK’s SEP ecosystem that may create barriers to innovation – particularly for smaller businesses when seeking to implement standardised technologies.

    These challenges include knowledge and information gaps between SEP holders and implementers, a lack of transparency in the SEPs licensing process, and a costly and often complex dispute resolution environment. Resolving disputes can be costly and time-consuming – one recently reported case cost £31.5 million.

    The Government is consulting on policy options to ensure the UK’s SEP framework operates more efficiently, supporting both patent holders and technology implementers. The proposals aim to reduce frictions in licensing, achieve greater efficiency in dispute resolution, and more effectively deal with knowledge and information gaps between parties.

    The proposed measures aim to enable businesses of all sizes, including start-ups and scale-ups, to navigate the SEP framework more confidently.

    Proposed measures include

    Specialist rate determination track: Introducing a specialist track to provide licence rates for SEP portfolios on a case-by-case basis. This could increase consistency and transparency in SEP pricing. It could give businesses of all sizes a more efficient and cost–effective route to obtain a SEP licence rate.

    Mandatory provision of searchable information: Requiring patent holders to disclose standard-related patent information to the IPO. This would help address the current lack of transparency around SEPs and licensing obligations.

    We are gathering further evidence on

    The use of pre-action protocols: We are seeking further evidence on pre-action protocols to establish if they work well in SEPs negotiations, by encouraging early disclosure of relevant information.  This will help establish if a specialist SEP pre-action protocol may be needed in cases where negotiations are less likely to reach agreement and may move towards litigation.

    Essentiality checking solutions: Conducting a landscape review of essentiality checking solutions, to establish whether they are accessible for all parties, and establish if there is a case for government to introduce an essentiality determination opinion service.

    SEP remedies:  We are seeking to better understand whether the patent framework provides adequate remedies for SEP disputes.

    Alternative Dispute Resolution (ADR) measures: We are also looking to understand the current provision of ADR services that can resolve SEP disputes, and the extent to which they are used and accessible for all businesses, especially smaller businesses.

    This consultation will help make the licensing of these technologies more straight forward and accessible – driving innovation, reducing costly litigation, and helping UK firms lead in developing the technologies of tomorrow.

    The proposals outlined seek to address the diverse needs within our innovation ecosystem and take a balanced approach. By combining possible regulatory interventions with market-driven solutions, we want to create a framework that enhances the UK’s competitiveness while ensuring fairness and transparency across the technology value chain.

    The Government is encouraging responses from interested parties across the SEP ecosystem.  These include patent holders and innovators who develop standard-essential technologies, technology implementers who incorporate SEPs into their products, legal services and academia. We are also encouraging views from start-ups and scale-ups who may face particular challenges with the current licensing system.

    Industry bodies and standards organisations, intellectual property experts and research institutions involved in standardized technologies, and consumer groups representing end-users of SEP-enabled technologies are also encouraged to share their views.

    The evidence and insights gathered will help ensure our proposed measures address a broad set of needs across the innovation ecosystem and support balanced growth across the UK economy.

    2. A technical standard is an agreed or established technical description of an idea, product, service, or way of doing things, which enables the sharing of knowledge. Standards can encourage innovation, enable jobs and growth, and ensure the interoperability, safety and quality of products.

    3. The number of patents declared as essential (SEPs) worldwide has been estimated to have more than tripled over the last decade, growing from 82,000 in 2010 to around 305,000 in 2021.

    As part of the implementation of large-scale investment projects (MaIP), the city provided investors in the Northern Administrative District with land for the construction of retail, business and other commercial facilities. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “Implementation of large-scale commercial investment projects allows for the development of territories, organizing business activity centers and jobs. This helps create favorable conditions for business and improve the quality of life of Muscovites. Currently, 10 MAIPs are at various stages of implementation in the Northern Administrative District, for which more than 10 hectares of land have been allocated near the city’s railway stations. There will be shopping, public, business and multifunctional complexes with a total area of about 500 thousand square meters,” said Vladimir Efimov.

    A large-scale investment project is a special status that can be granted to various objects, the construction of which is aimed at the development of the capital. For their construction, city plots are provided for rent.

    “The construction of commercial real estate in the north of Moscow stimulates economic activity in the district. New shopping centers, cafes, restaurants and company offices will expand opportunities for leisure and employment for local residents. For example, a multifunctional complex consisting of two buildings will appear between the Polezhaevskaya and Khoroshevskaya metro stations. In addition to office space, it will include space for shops, restaurants and service enterprises. A land plot of almost 1.4 hectares has been allocated for the implementation of this large-scale investment project,” she noted.

    Earlier, Sergei Sobyanin said that it is planned to implement it by 2030 37 projects on land plots located near 32 Moscow city railway stations and metro stations.

  • MIL-OSI Africa: Ethiopia moves toward smarter health and nutrition supply chain management

    A national dissemination workshop held on May 27, 2025, in Addis Ababa brought together government officials, health experts, and development partners to review the findings of a comprehensive assessment of Ethiopia’s electronic Logistics Management Information System (eLMIS), known as Dagu. The system is designed to enhance visibility and improve efficiency throughout the country’s health supply chain.

    Opening the event, the World Health Organization (WHO) Ethiopia Dr Patrick Okumu Abok,  Team Lead, Health Emergencies Programme, commended the collaborative efforts that led to the successful completion of the nationwide assessment, which covered 251 public health facilities. The study evaluated the functionality, maturity, utilization, and impact of the Dagu system on health and nutrition commodity availability, inventory management, and decision-making processes.

    The event and the nationwide assessment were funded by the European Civil Protection and Humanitarian Aid Operations (ECHO), reaffirming the EU’s longstanding commitment to supporting Ethiopia’s health system strengthening and digital transformation.

     “This event marks a significant milestone in our collective effort to build a more resilient, data-driven supply chain for Ethiopia,” said Dr Patrick. “Dagu is helping health facilities deliver essential medicines, nutrition commodities and health supplies more reliably—and the data proves it.”

    According to the assessment findings, 63.7% of health facilities currently operate functional Dagu systems. These facilities demonstrated improved pharmaceutical availability—with an average availability rate of 88.3% for tracer medicines—highlighting Dagu’s positive contribution to medicine access across the health system.

    Despite the progress, the assessment also highlighted several challenges, including infrastructure limitations, intermittent internet access, limited management engagement, and human resource constraints, particularly in areas such as training and staff retention. The study identified that facilities with trained pharmacy heads and reliable internet access were significantly more likely to operate functional Dagu systems.

    The Ministry of Health emphasised the government’s continued commitment to scaling up digital health innovations, such as Dagu, to achieve better health outcomes.

     “This assessment reinforces what we’ve known—Dagu has the potential to transform our supply chain. But it also reminds us that sustainability requires more than just systems; it requires leadership, accountability, and integration,” said Teshome Deres, senior advisor for the state minister of the Ministry of Health. “We are committed to working with our partners to ensure Dagu reaches its full potential across all health programs.”

    The workshop emphasized the importance of transforming these insights into action. Recommendations put forth include:

    • Strengthening infrastructure and digital connectivity at health facilities
    • Institutionalizing routine performance monitoring
    • Enhancing interoperability with other national health systems like DHIS2 and ERP
    • Introducing legal frameworks to support mandatory system use
    • Expanding Dagu’s coverage to all health programs, including those currently underrepresented such as EPI and nutrition

    The event was supported in partnership with the Ministry of Health, Ethiopian Pharmaceutical Supply Service (EPSS), and the Dagu Task Force, with the support from Clinton Health Access Initiative (CHAI), ECHO, Results for Development (R4D), and WHO.

    HONOLULU — The Hawai‘i State Department of Labor and Industrial Relations’ Research and Statistics Office has released its latest statewide employment projections for industries and occupations. The projections are based on 2022 employment data and forecast trends through 2032. Statewide projections are published in even-numbered years, while county-specific projections are issued in odd-numbered years.

    Key Highlights:

    Hawai‘i’s total employment is projected to grow by 6.1% over the next decade, increasing from 671,010 jobs in 2022 to 712,200 by 2032 — an addition of 41,190 jobs. Each year, the state is expected to see approximately 83,050 job openings. These openings will primarily result from workers changing jobs (55%) and exiting the labor force (40%), while just 5% will stem from actual job growth. This breakdown highlights the importance of workforce replacement and job mobility in the state’s labor market.

    Top Growing Industries:

    • Health care and social assistance is forecast to be the fastest-growing and largest contributor to job creation, accounting for nearly one-quarter of all new positions.
    • The sector is projected to grow by 12.7%, with particularly strong demand in social assistance services.
    • The food services and drinking places industry will follow closely, with an 11.9% growth rate, driven by Hawai‘i’s strong hospitality sector.
    • The accommodation industry is also forecast to increase by 10.2%, while creating 3,750 positions.
    • The self-employed sector, bolstered by the post-pandemic gig economy, is expected to reach 58,150 workers by 2032.

     

    In contrast, government and retail trade employment are projected to decline, influenced by federal policies and continuing shift toward e-commerce.

  • MIL-OSI United Nations: Tech4DRR: democratizing innovation to reduce disaster risk

    At a time when the discourse on technology and disaster risk reduction seems dominated by costly and sophisticated solutions, the new Special Report on the Use of Technology for Disaster Risk Reduction (Tech4DRR), published by the United Nations Office for Disaster Risk Reduction (UNDRR), brings “low-tech” solutions to the forefront—highlighting them as effective, accessible, and, above all, life-saving tools.

    The report, developed in collaboration with the United States’ National Aeronautics and Space Administration (NASA), the Private Sector Alliance for Disaster Resilient Societies (ARISE USA), and the Regional Scientific and Technical Advisory Group for the Americas and the Caribbean (RSTAG), also draws attention to a critical gap: developing countries are rarely involved in the design of the technologies they later end up purchasing and using.

    Rather than promoting an exclusively high-tech vision of innovation, the report advocates for useful, context-specific technologies co-developed with the people living in hazard-prone areas. From early warning systems rooted in Indigenous knowledge to community-based data collection tools, the experiences documented in this report demonstrate that simple solutions can saves lives too.

    Tech4DRR emphasizes that technology is not neutral. Tools developed using data, assumptions, and models from industrialized countries are not always applicable in Global South contexts. Constraints related to connectivity, budgets, and basic infrastructure demand customized approaches—not one-size-fits-all adaptations.

    The analysis also notes that countries in the Americas and the Caribbean face significant challenges in accessing robust technologies, many of which were designed in contexts that do not reflect their realities. Instead of shaping the development of technological tools, countries in the Global South often end up purchasing off-the-shelf solutions that fail to reflect their local needs or structural constraints.

    “Technology alone cannot solve the complex challenges of disaster risk reduction. We need inclusive approaches that combine innovation with capacity-building, community engagement, and demand-driven development,” the report states. This call includes the urgent need to democratize access to risk information and promote co-creation models that integrate diverse knowledge systems and respond to specific contexts.

    Nahuel Arenas, Chief of the UNDRR Regional Office for the Americas and the Caribbean, explains that the report is a call to rethink innovation through the lens of local relevance, equity, and purpose. “Technology has the potential to transform how countries address disaster risk—but that potential is only realized when it is accessible, context-specific, and useful to those who need it most. In Latin America and the Caribbean, we must close not only the technology gap but also the breach in participation in its development,” he said.

    BEIJING, July 15 (Xinhua) — Robots independently delivered goods on the subway in the southern Chinese city of Shenzhen on Monday, according to a report on the portal of the Shenzhen Municipal People’s Government on Tuesday.

    According to the report, several robots successfully carried out unmanned off-peak deliveries on the subway on Monday. The delivery was made possible by an artificial intelligence-based dispatching algorithm.

    Moreover, the report notes, these robots are designed to deliver goods to 7-Eleven convenience stores at metro stations.

    In addition to the aforementioned dispatching algorithm, the robots are also equipped with a number of other technologies and components, including a panoramic lidar and a mechanical chassis. All this allows them to independently plan the optimal delivery route, not get lost on the road, and travel autonomously in a subway car.

    This quarter’s results were positively impacted by one-time realized gains and provision release related to the previously disclosed non-performing $5 million par investment security.     On July 15, 2025, the Ministry of Economic Development of Russia launches an updated state Open Data Portal. It is a comprehensive system that ensures transparency in the work of government bodies and provides centralized access to open information for all citizens and organizations in the country.   • MIL-OSI Russia: HSE researchers teach neural networks to distinguish origins from genetically close populations

    INInstitute of Artificial Intelligence and Digital Sciences FKN HSE University has proposed a new approach based on modern machine learning methods to determine a person’s genetic origin. Graph neural networks make it possible to distinguish even very close populations with high accuracy.

    Genetic analysis is a service that has become popular in the last 10-15 years not only as a medical diagnostic tool, but also as an opportunity to learn more about one’s origins. DNA analysis allows one to assess ethnic composition, determine where ancestors lived and moved, and find the number of Neanderthal mutations in the genome.

    This has become possible thanks to the development of modern technologies – genotyping, data storage and processing systems, machine learning – and a significant reduction in their cost. But at the same time, existing testing methods do not allow us to separate genetically close, related populations that have lived in adjacent territories for a long time.

    Researchers at the HSE Institute of AI and Digital Sciences have developed a method that allows one to distinguish the origins of people from closely related populations. The technology is based on graph neural networks. The algorithm relies not on the DNA sequence itself, but on graphs that indicate genetic connections between people with common sections of the genome. Such sections reflect the degree of kinship between people and indicate how many generations ago they had common ancestors. The more matches, the closer the people are in origin. The vertices in the model correspond to a person, and the edges reflect the degree of kinship.

    The method was tested on data from different regions. The results for the population of the East European Plain, for which a large database has already been collected, were especially interesting. The graph neural network was able to accurately determine the population affiliation of representatives of genetically very close peoples.

    “Existing methods of genetic analysis solve a different problem: they determine belonging to large isolated populations, for example, they determine who had French, who had Germans, who had English in their ancestry. Our method allows us to work with closely related populations, which is especially relevant for Russia, a historically multinational country,” says Alexey Shmelev, one of the authors of the work, a research intern.International Laboratory of Statistical and Computational GenomicsInstitute of AI and Digital Sciences, Faculty of Computer Science, National Research University Higher School of Economics.

    In the future, the researchers plan to teach the neural network to predict the percentage of different populations in the genome.

    Building pandemic response capacities through seasonal vaccination 

    Strong national influenza vaccination programmes are the foundation for the vaccination component of the pandemic response. With support from the World Health Organization (WHO) Pandemic Influenza Preparedness (PIP) Framework’s Partnership Contribution (PC), Turkmenistan is enhancing its national seasonal influenza vaccination programme and through this, is strengthening its preparedness for future pandemics. This collaboration is part of a broader effort to build resilient health systems capable of responding to influenza epidemics and pandemics. 

    Over the past eight years, the Ministry of Health has expanded access to influenza vaccines for WHO-recommended priority groups, including health workers, older adults, people with chronic conditions, and pregnant women. The annual influenza vaccination programme not only protects vulnerable populations but also serves as a foundation for pandemic response.

    Reviewing the influenza vaccination programme  

    In May 2025, Turkmenistan became the first country in the WHO European Region to use the Facilitated Assessment of Influenza Vaccination Programme Review (FAIR) tool. During the review and an interactive workshop, WHO technical experts collaborated with the Ministry of Health to evaluate best practices and identify priority actions to strengthen the national vaccination programme. 

    Using the FAIR tool, WHO experts conducted informational interviews with national stakeholders responsible for policy development, evidence generation, cold chain and supply management, risk communication, community engagement, integrated service delivery, and data management. In addition, WHO experts and national counterparts visited Turkmenistan’s main vaccine storage facilities and a local polyclinic administering influenza vaccines.

    From assessment to action 

    During the workshop, WHO experts presented FAIR findings and facilitated group discussions with national focal points. Together, they developed a list of priority actions, including:

    • Developing a national seasonal influenza vaccination policy aligned with WHO guidance 
    • Reviewing and updating coverage data 
    • Conducting studies to assess the impact of influenza vaccination

    The workshop also emphasized the role of seasonal influenza vaccination as a platform for broader pandemic preparedness. In this context, WHO and national focal points conducted a simulation exercise focused on planning and deploying pandemic vaccines, drawing on lessons from the COVID-19 response. Participants from emergency vaccination, logistics, regulatory affairs, and communications identified areas for improvement in the national deployment and vaccination plan (NDVP).

Over the years, AsyncRAT has cemented its place as a cornerstone of modern malware and as a pervasive threat that has evolved into a sprawling network of its variants and forks (customized and improved versions of the original tool). The published analysis provides an overview of the most relevant forks of AsyncRAT, drawing connections between them and showing how they have evolved.

    AsyncRAT, an open-source RAT, was released on GitHub in 2019 by a user going by the name of NYAN CAT. It offers a wide range of typical RAT functionalities, including keylogging, screen capturing, credential theft, and more. Its simplicity and open-source nature have made it a popular choice among cybercriminals, leading to its widespread use in various cyberattacks.

    Ever since it was released to the public, AsyncRAT has spawned a multitude of new forks that have built upon its foundation. Some of these new versions have expanded on the original framework, incorporating additional features and enhancements, while others are essentially the same version in different clothes. The most popular variants for the attackers, according to ESET telemetry, are DcRat, VenomRAT, and SilverRAT.

    DcRat offers a notable improvement over AsyncRAT in terms of features and capabilities, while VenomRAT is packed with further additional features. However, not all RATs are serious in nature, and this applies equally to AsyncRAT forks. Clones like SantaRAT or BoratRAT are meant to be jokes. Despite this, ESET has found instances of real-world malicious usage of these in the wild.

    In its analysis, ESET Research has cherry-picked some lesser-known forks, too, as they enhance AsyncRAT’s functionality beyond the features included in the default versions. These exotic forks are often the work of one person or group, and they make up less than 1% of the volume of AsyncRAT samples.

This development further accelerates the creation and customization of malicious tools.     Defence Research and Development Organisation (DRDO) and AIIMS Bibinagar on Monday jointly unveiled India’s first indigenously designed and developed cost-effective advanced carbon fibre foot prosthesis.

    The prosthetic device, named AIIMS Bibinagar – DRDL, DRDO Indigenously Developed Optimised Carbon Foot Prosthesis (ADIDOC), was officially launched at a ceremony held at AIIMS Bibinagar. The unveiling was led by Dr. GA Srinivasa Murthy, Scientist and Director of DRDO’s Defence Research & Development Laboratory (DRDL), along with Dr. Ahanthem Santa Singh, Executive Director of AIIMS Bibinagar.

    Developed under the Aatmanirbhar Bharat initiative, ADIDOC represents a major technological and humanitarian breakthrough. The prosthesis has been biomechanically tested to endure loads of up to 125 kg, with a strong factor of safety.     Huang emphasized China’s strong talent pool, noting that China is home to 50 percent of the world’s AI researchers.

    “AI is being applied to everything from consumer applications, internet shopping, grocery delivery to self-driving cars and all these incredible applications” in China, Huang said.

    He said he is “very happy” to see the development of AI in the country, attributing it to the country’s robust education in science and mathematics.

    Nvidia’s H20 chips will soon be available in the Chinese market again as the U.S. government has approved for the company filing licenses to start shipping H20s to China, Huang said.

    “I’m looking forward to shipping H20s very soon. So I’m very happy with that very, very good news,” he said.

    This is Huang’s third visit to China since the start of 2025. Huang will attend the opening ceremony of the third China International Supply Chain Expo on Wednesday and participate in related activities.

    China will open the third China International Supply Chain Expo (CISCE) in Beijing on Wednesday, rallying multinational giants including Nvidia, Apple, and Airbus to showcase industrial resilience and cross-border collaboration.

    With 651 enterprises and institutions from 75 countries, regions and international organizations participating –including a notable 15 percent year-on-year increase in U.S. exhibitors — the event signals robust international commitment to stabilizing supply chains.

    Global giants are actively engaging. U.S. tech giant Nvidia is expected to make its debut at the expo, presenting cutting-edge robots featuring Nvidia chips. Airbus will also make its inaugural appearance, bringing its global supply chain collaborators to present the comprehensive ecosystem of the large aircraft industry.

    Nvidia CEO Jensen Huang will attend the opening ceremony of the expo on Wednesday and participate in related activities, according to the China Council for the Promotion of International Trade (CCPIT), the event’s organizer.

    In a meeting on Tuesday with Ren Hongbin, chairman of CCPIT, Huang said that the Chinese market is large and dynamic, and the development of artificial intelligence (AI) in China is advancing rapidly.

    “Multinational companies are realizing that maintaining their position in global supply chains necessitates a strong presence in China,” said Wang Yiwei, director of the Institute of International Affairs at Renmin University of China.

    Unlike traditional trade fairs focusing on goods or services, CISCE pioneers a unique “chain-centric” model that visualizes end-to-end industrial collaboration. In each exhibition hall, upstream, midstream and downstream companies cluster in adjacent booths, visually demonstrating their interdependence and synergy.

    Many companies across the supply chain will set up collaborative displays. For example, Apple is teaming up with Chinese suppliers for the third consecutive year to showcase cutting-edge technologies in smart manufacturing and green production.

    “Multinational corporations serve as anchor companies in global industries, thriving together with upstream and downstream partners worldwide. While advancing their own growth, these corporations strengthen global industrial and supply chain resilience,” Ren said.

    The third CISCE features nearly 100 high-level events, surpassing previous editions in scale and participation, according to Xu Liang, deputy secretary-general of the China Chamber of International Commerce.

    A key innovation for this edition is the “Debut Zone,” dedicated to the global premieres of new products, technologies, and ecosystems, showcasing breakthrough innovations that drive industrial collaboration, Xu noted.

    As the host, China will bring together a diverse group of leading state-owned and private enterprises showcasing the country’s green and digital transition. Among them, Zhejiang-based AI industry chain companies, such as Unitree Robotics, BrainCo, and Hikvision, will participate.

    “Through tangible examples of global supply chains at the expo, China demonstrates its firm resolve to advance globalization towards a more open, inclusive, balanced, and win-win future. It vividly embodies the concept of building a community with a shared future, where nations are interdependent,” Wang said.

    As the world’s first national-level exhibition focusing on supply chains, the expo is an internationally shared public product. First held in 2023, the expo has contributed to building more secure, stable, open and inclusive global industrial and supply chains, according to the CCPIT.

    The previous editions have seen fruitful outcomes, with the 2024 session catalyzing more than 200 cooperation deals worth 152 billion yuan (about 21.26 billion U.S. dollars), a 1.3 percent increase from its inaugural run in 2023.

    The expo will run from Wednesday to Sunday in Beijing, with public days commencing on Saturday.
