  • MIL-OSI Security: KS25 | The 623rd ACS can’t be pinned down

     The 623 Air Control Squadron worked with the Japanese Air Self-Defense Force (JASDF) to provide battle management in support of Exercise Keen Sword 25 (KS25) Oct 18 – Nov 1, 2024.

    After travelling over 1,500 miles from their home station at Kadena Air Base, Japan, the 623rd ACS integrated with their U.S Air Force, U.S. Marine Corps and JASDF counterparts to successfully provide command and control capabilities to aircraft participating in KS25.

    “Maintaining a good relationship with joint service and the Japanese Self-Defense Force allows us to understand and use their systems,” said Capt. Zackary Schreiber, 623rd ACS detachment commander. “So, if we have to step for an exercise or a real world emergency, we know how each other functions and how to keep information flowing.”

    While at Misawa, the 623rd ACS operated out of two separate locations. One team assembled a shelter tent where they utilized the mobile Tactical Operations Center – Light kit while working side-by-side with the Marine Corps and their Ground/Air Task Oriented Radar system. The second team worked out of the direction center with the 610th ACS assigned to Misawa Air Base and the JASDF.

    Keen Sword demonstrates and advances U.S.-Japan interoperability and reinforces solidarity of the U.S.-Japan alliance by exercising the most modern equipment and procedures under realistic conditions.

    The direction center team worked with the JASDF and the 610th to control missions and provide information to aircraft flying in support of KS25. The teams debriefed extensively after every mission to continue optimizing their individual and combined capabilities.

    “Seeing the way that the JASDF out here uses their systems has opened a lot of doors for us to take back and improve our processes at Kadena,” said Tech. Sgt. Patrick Wolfe, 623rd ACS flight chief of weapons and tactics. “Also, we shared our standards and advancements with the other ACS units.”

    One thing that Wolfe said he specifically appreciated were the JASDF radio assignment and management processes because they were digitized which increased the ease of information flow.

    “It’s been a great experience working with the JASDF at Misawa,” said Schreiber. “They are just as experienced and professional as the service members I am used to working with.”

    The 623rd ACS, alongside joint force and allied partners, encountered realistic and relevant training opportunities that increased their ability to plan, communicate, and conduct multi-domain operations.

    “It feels like we’re actually deployed to the field,” said Tech. Sgt. Sherraye Carter, 623rd ACS noncommissioned officer in charge of command and control integrations. “It’s really important to fully experience that, not only for the Airmen personally, but for the equipment as well.”

  • MIL-OSI Russia: Polytechnicians win prizes at robotics Olympiad

    The Polytechnic University hosted a regional robotics Olympiad for students of St. Petersburg universities. The team of the Higher School of Automation and Robotics (HSAiR) of the Institute of Mechanical Engineering, Materials and Transport took an honorable second place in the team championship.

    The organizer of the annual robotics Olympiad is the Committee for Science and Higher Education of the Government of St. Petersburg together with the St. Petersburg State Electrotechnical University “LETI” named after V. I. Ulyanov. The Higher School of Automation and Robotics acted as the operator of the event in partnership with Omega LLC.

    The subject Olympiad has been held since 2008, its goal is to identify talented youth, stimulate students’ scientific activity, and improve the quality of training of university graduates, said the host of the event, Konstantin Mashyanov, an engineer at the Mechatronics educational laboratory of the Higher School of Aviation and Radio Engineering.

    This year, a record number of teams applied — 16 from nine universities of St. Petersburg. The parting words were given by the Vice-Rector for Youth Policy and Communication Technologies of SPbPU Maxim Pasholikov, Deputy Director of IMMiT for Educational Activities Pavel Kovalev, Director of HSAI Olga Matsko, as well as the Head of the Education and Science Directorate of Omega LLC Vladislav Vasiliev and the honorary guest, Director of the Scientific and Educational Center Concern VKO Almaz-Antey Sergey Baushev.

    The jury included representatives of the participating universities. Technical support for the teams was provided by students of the Higher School of Architecture and Russian Engineering from the PoliRoboTech student engineering association.

    Participants completed various tasks. They programmed Omegabot to move along a closed curved trajectory and carry an object from point A to point B, thought about the possibilities in the field of robotics, and much more.

    According to the results of the team competition, the students of BSTU “Voenmekh” won. The team of polytechnics, which included 3rd year students of the Higher School of Architecture and Rural Affairs Zakhar Vcherashny, Vladimir Yulik, Egor Meshkov, Vadim Berko, Alexander Timofeev and Alexander Travin, took the honorable second place. The team of ITMO University came in third.

    In the individual championship, the gold medalist was BSTU “Voenmekh” student Maxim Smirnov, second place went to Pavel Myznikov (GUAP) and Yaroslav Petrov (GUAP), third place was shared by BSTU “Voenmekh” students Alexander Galkin, Timofey Skrykov and SPbGUAP Olga Timofeeva.

  • MIL-OSI Asia-Pac: Building safety symposium held

    More than 400 building professionals, property management practitioners, government officials and academics today attended the Building Safety Symposium, organised by the Buildings Department, to discuss the application of innovative technologies to enhance safety at buildings and in construction works.

    Speaking at the symposium, Secretary for Development Bernadette Linn said the Government is conducting a comprehensive review of the Buildings Ordinance, with three aims in mind: encouraging owners to expedite building repairs; rationalising enforcement against unauthorised building works (UBWs); and regulating the quality and safety of building works.

    Stressing that the main approach of the review is to increase penalties, lower prosecution thresholds and rationalise enforcement priorities, Ms Linn said the Government expects a public consultation on specific proposals to be launched by the end of this year, with legislative amendment proposals being submitted in the first half of 2026.

    In addition, she highlighted that the Government has adopted innovative technologies to enhance enforcement and work efficiency, including using new technologies such as drones and artificial intelligence to speed up building inspections, thereby strengthening enforcement against UBWs and defective signboards, and enhancing site safety.

    The Government will also put forward elderly-friendly building design proposals to tie in with its “ageing in place” policy. It has announced a roadmap, generally supported by the industry, to make it mandatory for the private sector to adopt Building Information Modelling (BIM) technology by 2029. Ms Linn said the Government will continue to work with the industry to make preparations.

    Director of Buildings Clarice Yu said at the symposium that the department will undertake a consultancy exercise on the full adoption of BIM by the private sector.

    In July, the department introduced mandatory measures requiring the adoption of two alert systems, under the Smart Site Safety System, for superstructure works with an estimated construction cost over $30 million. It is also exploring the feasibility of extending the systems to other types of works.

    The department will continue to apply professional expertise and take an innovative approach, while working together with the industry to create a safer and more sustainable built and living environment, Ms Yu added.

    The symposium was a highlight event of Building Safety Weeks 2024, and featured a number of local experts speaking on topics ranging from elderly-friendly building design to the impact of temperature on building safety.

    The department will hold carnivals on November 9 and 10 at Tuen Mun Town Plaza, and on November 16 and 17 at Olympic City 2. These will feature game booths, allowing the public to acquire building safety knowledge in a fun and engaging way.

  • MIL-OSI Russia: NSU hosted the 3rd School of Young Scientists on Synchrotron Research Methods in Materials Science

    On October 28-30, 2024, the 3rd School of Young Scientists on Synchrotron Research Methods in Materials Science was held at NSU. This year, the school was organized as an independent event for the first time. In previous years, it was a satellite conference “Using synchrotron radiation for studying catalysts and functional materials”, which is taking place in Tomsk this year. Kirensky Institute of Physics SB RAS (Krasnoyarsk), A.F. Ioffe Physical-Technical Institute RAS (St. Petersburg), Kuzbass State Technical University named after T.F. Gorbacheva (Kemerovo), MISiS University of Science and Technology (Moscow), Siberian Federal University (Krasnoyarsk), Federal Research Center of Coal and Coal Chemistry of the Siberian Branch of the Russian Academy of Sciences (Kemerovo).

    This year, lectures and presentations with oral and poster presentations were held in NSU buildings. The school program included six plenary lectures, oral and poster presentations of participants — 43 in total, as well as four master classes. Master classes first appeared in the school program last year, and they are very popular. This time, master classes were held on small-angle X-ray scattering, X-ray photoelectron spectroscopy and diffraction methods.

    — We try to change the topics of plenary lectures every year. The lectures of the employees of the SKIF Collective Use Center Ya. V. Zubavichus and D. V. Dorokhova on synchrotron radiation sources and the basics of their use were of great interest. Also this year, for the first time, a round table on the use of artificial intelligence in scientific research activities was held within the framework of the school. This topic is relevant, artificial intelligence is beginning to be used in various areas of human activity, including science, and this year the Nobel Prizes in Physics and Chemistry were awarded to works that used artificial intelligence, — commented Christina Shefer, senior lecturer of the Faculty of Natural Sciences of NSU, a representative of the organizing committee of the school.

    Four plenary lectures were devoted to research methods: two to diffraction methods, indispensable in the study of the structure of materials, one lecture to the application of synchrotron methods for in situ/operando studies of functional materials, and another lecture to the application of electron microscopy in combination with synchrotron methods.

    In addition to lectures, reports and master classes, excursions to scientific organizations of the Novosibirsk Akademgorodok were organized for the participants.

    — Summing up the results of the past school, we are already thinking about what will happen next year. When forming the program, we, of course, take into account the feedback from the participants. We know for sure that there will be presentations, both oral and poster presentations. Participation with reports is useful for presenting and discussing the results of your work, forming new scientific connections and developing cooperation in the field of synchrotron research. We will definitely hold master classes. Moreover, it is especially useful when the master class is preceded by a lecture on a similar topic. There is a desire to continue discussing the topic of artificial intelligence in a round table format, — said Christina Schaefer.

    The school turned out to be rich in its program, there were many interesting reports and many questions for the speakers. Based on the results of the school, the report evaluation committee selected the best of the poster and oral presentations.

  • MIL-OSI Russia: Polytechnic University presented the project “Russian-African Network University” (RAFU) in Tanzania

    The first meeting of the Joint Intergovernmental Russian-Tanzania Commission on Trade and Economic Cooperation was held in Tanzania. The parties agreed to begin work on a whole range of issues, including science and higher education, and also emphasized the importance of developing a regulatory framework for cooperation.

    The Russian Center for Science and Culture (Russian House) in Tanzania hosted a Russian-Tanzanian inter-university meeting, organized by the Ministry of Science and Higher Education of the Russian Federation. The Deputy Director of the Department of International Cooperation of the Ministry of Education and Science of Russia Stepan Sokolov gave a welcoming speech, thanking the Embassy of the Russian Federation in Tanzania and the Russian House for their assistance in organizing our meeting.

    Today we have an excellent opportunity to discuss current issues of developing cooperation between Russian and Tanzanian universities. The Russian Ministry of Education and Science attaches great importance to strengthening educational cooperation with Tanzania. It is worth noting that, as part of the training of national personnel for Tanzania for the 2024-2025 academic year, within the quota of the Government of the Russian Federation, 90 places for study in Russian higher education institutions have been allocated for Tanzanian citizens, as well as for the 2023-2024 academic year, – said Stepan Sokolov.

    Cooperation between Russia and Tanzania will be able to significantly expand the scope of interests and practical results in science, educational and methodological work, will improve the quality and versatility of professional training of personnel, and will also contribute to the familiarization of the peoples of Russia and Tanzania with the peculiarities of national cultures.

    From the Tanzanian side, the meeting was attended by representatives of the University of Dodoma, the University of Dar es Salaam (UDSM), Dar es Salaam Tumaini University (DarTU), and the State University of Zanzibar (SUZA).

    The Russian side included representatives from Peter the Great St. Petersburg Polytechnic University, Sevastopol State University, Samara State Technical University, Bauman Moscow State Technical University, Patrice Lumumba Peoples’ Friendship University of Russia, Russian State Humanitarian University, and A. A. Kadyrov Chechen State University.

    SPbPU was represented by Maxim Zalyvskiy, head of the project office of the Russian-African Network University (RAFU), which is coordinated by the Polytechnic University on behalf of the Russian Ministry of Education and Science.

    Russian participants spoke about the activities of their universities, areas of professional training, and academic exchange programs.

    Representatives of Tanzanian universities received information about the Consortium “Russian-African Network University” (RAFU), which is the flagship project of the Russian Ministry of Education and Science to create a single Russian-African educational space.

    At the moment, more than 80 Russian universities and more than 30 African organizations from 12 countries have joined the consortium. Such African countries as Malawi, Gambia, Lesotho, Sudan, and the Central African Republic are currently considering their participation in RAFU. Through RAFU, we are already inviting African countries to actively participate in our events, especially in such events as the Summer Multidisciplinary University, which is being held for the third time this year, noted Maxim Zalyvsky.

    This year, from July to September, 19 Russian universities conducted 19 educational programs for African students in various fields: geology and meteorology, ecology and sustainable development, computer science and artificial intelligence, medical and biotechnology, agriculture and water management, as well as Russian language, culture and traditions. During the Summer University in 2024, about 290 African citizens studied.

    On October 29, agreements between Russian and Tanzanian universities were signed in the Pushkin Hall of the Russian House in Dar es Salaam. The Russian-African Network University Consortium signed memorandums of accession to RAFU with Tumaini University (Dar es Salaam) and the Association of Graduates of Russian and Soviet Universities in Tanzania.

    In addition, representatives of Russian universities took part in the opening ceremony of an exhibition at the Russian Center of Science and Culture dedicated to the contribution of the USSR to the liberation of African peoples from colonial oppression.

    Together with employees of the Russian Ministry of Education and Science, Maxim Zalyvskiy spoke at a business forum on strengthening business ties between Russia and Tanzania. The Russian delegation was headed by the head of the Ministry of Economic Development Maxim Reshetnikov.

    The importance of cooperation with Tanzania is difficult to overestimate. The country occupies an advantageous position on the African continent, it could become for Russia, as well as in the global logistics chain, a continuation of the development of the North-South transport corridor. Now the parties are actively discussing the prospects for cooperation between Russia and Tanzania in the field of agriculture, digitalization of the economy, and tourism. There is great potential in the energy sector, the development of peaceful nuclear energy, and the extraction of minerals. I am confident that the busy program of the first meeting of the Joint Intergovernmental Russian-Tanzania Commission on Trade and Economic Cooperation and the agreements signed in Tanzania, including between educational organizations, will give an additional impetus to the development and strengthening of Russian-Tanzanian economic, tourist, and educational ties, Maxim Zalyvsky emphasized.

    Scattered severe thunderstorms are possible on Monday into Monday
    night from parts of north and east Texas to Missouri. Tornadoes and
    damaging winds should be the main hazards.

    …Synopsis…
    The large upper trough in the Southwest will continue its eastward
    progression into the southern Plains. With time, the trough will
    lift northeast and lose amplitude. A strong mid-level jet will eject
    into the southern Plains and mid-Missouri Valley during the late
    morning and afternoon. A surface low initially in western Oklahoma
    will begin to accelerate northeastward, reaching the Upper Midwest
    by Tuesday Morning. The focus for severe storms will along the
    dryline in Oklahoma/Texas, which will eventually be overtaken by a
    cold front, and the cold front extending from Kansas into the
    Midwest.

    The current expectation is for strongly forced line of convection to
    be ongoing in western Oklahoma into western North Texas. Additional
    convection is also possible farther east into parts of the Ozarks
    within a broad area of warm advection. How the western convection
    evolves with time will be modulated by the eastern precipitation and
    eventual degree of surface-based destabilization. Surface heating
    will be key as mid-level lapse rates are relatively poor. Even
    without significant surface heating, a very moist airmass should
    support the continuation of the convective line into central/eastern
    Oklahoma. Guidance is consistent in showing a linear mode and shear
    vectors largely parallel to the boundary support this outcome. Very
    strong low-level and deep-layer shear will promote a risk for severe
    winds and QLCS tornadoes. Should greater surface heating occur,
    portions of eastern Oklahoma appear to be favorably positioned for a
    greater severe threat given the potential combination of
    destabilization and large-scale ascent. Portions of East Texas
    should observe greater surface heating. Deep-layer shear will be
    weaker, however. Severe wind gusts and line-embedded circulations

    Scattered severe storms are possible in multiple rounds from midday
    Sunday through Sunday night. The most likely area affected includes
    parts of Oklahoma into north and west-central Texas. Tornadoes,
    damaging winds, and large hail may occur.

    …Synopsis…
    A large upper-level trough will continue to push east and a surface
    cyclone will deepen in the central High Plains. Continued moisture
    advection northward will support the potential for severe storms,
    primarily within Oklahoma and Texas.

    …Oklahoma into North Texas…
    Models continue to be consistent in an ongoing line of convection
    occurring early Sunday morning from eastern Oklahoma into North
    Texas. This activity complicates the forecast for the
    afternoon/evening. However, a similarly consistent signal for
    additional convection to move into these areas during the afternoon
    from the Texas Rolling Plains. This scenario is plausible given the
    persistence of low-level southerly flow as the upper-level trough
    continues to move eastward and a surface low deepens in the central
    High Plains. Buoyancy, mid-level lapse rates, and
    low-level/deep-layer shear will favor organized storms capable of
    all severe hazards. Guidance exhibits a strong signal for a linear
    convective mode where severe winds and embedded QLCS circulations
    would be the expected primary threats. Hail would be a greater
    concern for any more discrete storms. The degree of tornado threat
    is at least conditionally higher in south-central/southeast Oklahoma
    where low-level hodographs will be larger, particularly late
    afternoon into the evening. The overall uncertain character/location
    of the effective boundary from earlier convection as well as whether
    discrete storms can form along it keep confidence in a greater
    threat low.

    …Texas Rolling Plains/Permian Basin…
    Low-level southeasterly winds will continue to advect moisture into
    the surface trough/dryline. Forcing from the upper-level trough will
    overspread this region by mid/late morning. Guidance suggests a
    quick transition to a linear mode, but effective shear of 40-50 kts
    across the boundary and long straight hodographs will favor some
    threat for large hail with initial supercells. Severe winds will
    likely be the primary threat as convection moves northeast. Some
    QLCS tornado threat is possible as low-level shear increases to the
    east.

    …Kansas/Nebraska…
    Within the surface low/dryline, isolated discrete storm development
    appears possible in western Kansas. Uncertainty remains high given
    potential influence from convection to the south. Further, stronger
    forcing does not arrive until the evening. Should storms develop,
    strong effective shear (50-55 kts) and steep mid-level lapse rates
    will favor supercells capable of severe winds and large hail. At
    least a narrow window for a tornado risk will be present during late
    evening.

    …East Texas into far western Louisiana…
    Within a warm advection regime, a few storms may develop in East
    Texas and adjacent Louisiana. Buoyancy will be maximized in East
    Texas and diminish with eastward extent. Deep-layer southwesterly
    flow will be sufficient for marginal supercell structures. Damaging
    winds and isolated large hail would be possible. Given the presence
    of an effective warm front/moisture boundary, low-level shear will
    also be adequate for the stronger storms to potentially produce a
    brief tornado.

    recovery can happen north of the Red River across southwest Oklahoma
    behind the current line of storms. Visible satellite shows a few
    breaks in the clouds across southwestern Oklahoma into northwestern
    Texas behind the ongoing complex/outflow. For now, confidence
    remains too low to make an adjustments to severe probabilities given
    the signal in CAM guidance for an eastward propagating MCS this

    overspread the southern High Plains tonight. A diffuse warm front
    in northwest TX arches northeastward through central OK to the east
    of morning showers/thunderstorms.

    An ongoing band of weak to occasional and localized strong
    thunderstorms extends from south-central KS southwestward through
    western OK and into the TX South Plains, where convective outflow

    Chinese senior official Li Xi met with Italian leaders this week to deepen strategic ties, marking the 20th anniversary of the China-Italy comprehensive strategic partnership and advancing cooperation in areas like green energy and digital technology.

    Li, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Secretary of the CPC Central Commission for Discipline Inspection, met with Italy’s Senate President Ignazio La Russa, and Deputy Prime Minister and Foreign Minister Antonio Tajani in Rome during his visit from Wednesday to Saturday at the invitation of the Italian Senate.

    During the meetings, Li highlighted the enduring ties between China and Italy, and called on the two sides to advance the consensus reached by Chinese President Xi Jinping and Italian Prime Minister Giorgia Meloni in July.

    Li emphasized cooperation through the “China-Italy Action Plan,” which aimed at enhancing political trust and collaboration in existing and emerging sectors like green energy, the digital economy, and artificial intelligence. He also highlighted the importance of enhancing people-to-people exchanges and multilateral coordination in multilateral arenas such as the United Nations and Group of 20 (G20) to elevate China-Italy relations.

    China and Europe share extensive common interests in upholding multilateralism, addressing climate change, and promoting global economic recovery, Li said, noting that China advocates for resolving relevant economic and trade issues through consultation based on pragmatic and balanced principles.

    He urged the Italian side to view China-Europe economic and trade relations “with an open attitude and a long-term perspective,” and play a constructive role in China-Europe consultations and negotiations.

    China is willing to work together with Italy and other European countries to promote the healthy and stable development of China-Europe relations, he noted.

    Li also hailed the successes of China’s anti-corruption campaign, which has bolstered public trust in the Party. China will continue to pursue a unique approach to anti-corruption, leveraging institutional and legal strengths to create a system where officials “do not dare, cannot, and do not want to engage in corruption,” achieving both preventive and comprehensive governance, he said.

    China is committed to sharing governance insights and enhancing anti-corruption cooperation with other countries, including Italy, Li noted.

    La Russa spoke highly of the historic friendship between Italy and China, praising the CPC’s achievements in Party-building and China’s modernization, affirming Italy’s readiness to enhance exchanges between legislative bodies and political parties.

    Tajani emphasized China’s role as a vital economic partner, noting that Italy hopes to strengthen economic and trade exchanges with China, fostering a balanced and mutually beneficial relationship. He reiterated Italy’s commitment to open economic policies and to actively working towards resolving trade frictions between Europe and China through negotiations.

    Italy also seeks to work with China to promote global peace and stability amid today’s challenges, he noted.

  • MIL-OSI Asia-Pac: Clean & Green Singapore Day 2024: A Celebration Of Public Hygiene And Environmental Stewardship

    JOINT NEWS RELEASE BETWEEN NEA, SW CDC, NPARKS AND NUS

    Singapore, 3 November 2024 – The national aspiration for a clean and green Singapore was celebrated and reaffirmed today at Clean & Green Singapore (CGS) Day 2024[1], organised by the National Environment Agency, South West Community Development Council (SW CDC), National Parks Board (NParks), and the National University of Singapore (NUS). Deputy Prime Minister (DPM) Heng Swee Keat was the Guest-of-Honour.

    2             In support of the ongoing Year of Public Hygiene, CGS Day this year commenced with the opening of a new Public Hygiene Council (PHC) CleanPod at West Coast Park. CleanPods are sheds located across parks, beaches, and housing estates, where the public can access litter-picking tools such as tongs and pails, to organise their own community clean-ups. The new CleanPod brings the total number of CleanPods across Singapore to 21. Together with DPM Heng, residents, local grassroots partners, People’s Association (PA) Youth Movement and NUS student volunteers put the new CleanPod to immediate use, with a community clean-up of the park. The clean-up comes on top of nearly 130 activities organised to date in support of the Year of Public Hygiene, planned by grassroots and corporate partners, NGOs and schools. Progammes ranged from clean-ups to outreach projects, promoting an overall culture of cleanliness. Many of these ground-up efforts have become regular activities, and will be continue into next year and beyond.

     3             DPM Heng then proceeded to NUS University Town, where he joined 160 students and staff in a traditional CGS tree-planting ceremony. The ceremony goes back to 1963, when founding Prime Minister Lee Kuan Yew launched the first nationwide tree-planting campaign in support of Singapore’s greening movement, a legacy that continues to this day. The tree-planting was followed by the presentation of the Environmental Services (ES) Star Awards, as well as the Community in Bloom (CIB) Ambassador Awards by DPM Heng.

     27 Environmental Services Stars Recognised for Outstanding Contributions

     4          The annual ES Star Award recognises the contributions of workers in the Environmental Services industry, whose work at the forefront of upholding good public health and hygiene in Singapore is often taken for granted. The 2024 ES Star Award was presented to 27 frontline, supervisory, and operations support staff[2]. These individuals were nominated for demonstrating service excellence, initiative to continuously upskill, and for their significant contributions to innovation, productivity, and environmental sustainability.

     5          One of the awardees this year is Mr Chua Peng Soo, a Pest Control Technician with more than 30 years of experience. An advocate for environmental sustainability, Mr Chua ensures his clients’ premises are pest-free using eco-friendly pest management solutions. Beyond his professional duties, he also actively encourages his colleagues, friends and family to adopt green practices that protect our natural resources. Another awardee is Mr Noor Azmi Bin Ranai, a Senior Operations Manager. A firm believer in continuous learning, Mr Azmi has inspired his colleagues to upskill, encouraging them to attend courses and further their knowledge. His contributions to process improvement and staff development have made a lasting impact on the company.

     Appointment of Community in Bloom Ambassadors

     6          Seven new Community in Bloom (CIB) Ambassadors[3] were also appointed at this year’s CGS event. The CIB Ambassador Award recognises individuals who have made significant contributions to promote gardening and actively engage with the community to facilitate gardening-based community projects.

     7          One of the recipients, Ms Toh Mei Xuan, wears two hats as a Garden Leader and main programme curator at Geylang East Grove Community Garden which demonstrates her passion for gardening and nature. Ms Toh leads gardening sessions for preschoolers weekly and conducts workshops, garden tours and outreach activities at community events on the benefits of nature. In her own time, she also actively documents and shares about the wide range of biodiversity that can be found in the garden through online videos and educational materials.    

     Tree Planting at NUS University Town

     8          NUS has been organising tree planting activities on campus every year since November 2015 as part of its commitment towards building a Campus in a Tropical Rainforest, one of the focus areas under NUS’ Campus Sustainability Roadmap 2030.

     9          This year’s tree planting holds a special significance, with the planting of the 50,000th tree at NUS UTown today by DPM Heng, Minister for Sustainability and the Environment Ms Grace Fu, Minister of National Development Mr Desmond Lee, Senior Minister of State for Culture, Community and Youth & Trade and Industry, and Mayor of South West District, Ms Low Yen Ling, Senior Minister of State for Sustainability and the Environment Dr Amy Khor and Senior Parliamentary Secretary for Sustainability and the Environment Mr Baey Yam Keng. The event also saw the planting of a total of 50 trees by more than 100 NUS staff and students in support of NParks’ OneMillionTrees movement. This marks the halfway point towards the University’s goal of planting 100,000 trees by 2030, having increased its tree canopy area from 36 percent to 60 percent, that is, over half the campus grounds are covered with trees. The OneMillionTrees movement[4] started in 2020 with the aim to plant one million more trees across Singapore by 2030. To date, more than 700,000 trees have been planted across Singapore.

     10        During a construction project in 2012 at UTown, a national heritage tree – the Margaritaria indica (Airy Shaw) – was discovered on site. To commemorate NUS’ tree-planting milestone, DPM Heng planted a Margaritaria indica sapling, along with other accompanying dignitaries. Other tree species planted at CGS Day 2024 include Rubroshorea pauciflora, Scorodocarpus borneensis, Garcinia celebica and Anthoshorea gratissima, which are native to Singapore.

     Therapeutic Horticulture Programmes available for public to sign up for the first time

     11          Members of the public will be able to sign up for therapeutic horticulture programmes at six therapeutic gardens[5], including the newly opened therapeutic garden at West Coast Park, from December till May 2025 for free. Therapeutic horticulture programmes aim to improve participants’ well-being holistically by promoting low-intensity exercise and improving motor skills, stimulating memory, encouraging positive social interactions and connection with nature and promoting mindfulness. These programmes comprise facilitated nature-related activities such as designing seed mandalas, making of scent bags and creating leaf collages as well as other gardening activities. Interested members of public can find out more through the NParks official website. This is the first time that NParks is offering over 20 therapeutic horticulture sessions at different therapeutic gardens for public to sign up.

     Green efforts by South West Community Development Council  

     12          Aligned with Singapore’s sustainability goals, the South West CDC continues to nurture a community that is environmentally conscious through the Sustainable South West Masterplan[6]. The Masterplan outlines five key goals:

    1. Our Active, Gracious People, aimed at empowering residents with platforms to volunteer and do their part for the environment;
    2. Our Clean, Green Living Spaces, to foster community ties and environmental stewardship through our community gardens;
    3. Our Smart Homes, which promotes green living to reduce carbon footprint and innovating for a sustainable tomorrow;
    4. Our Green Rides, to encourage car-lite communities to transform common spaces into car-free zones and;
    5. Our Zero Waste Journey, where best practices on sustainability are shared with the community to encourage waste minimisation habits.

     13          Focusing on building sustainable habits in the community, the CDC’s programmes involve the collaborative effort of partners, schools, volunteers and residents to realise these goals. The CDC’s flagship recycling programme, Clean Up @ South West encourages residents to take responsibility for their living environment through the exchange of recyclables for groceries. Since its inception in 2006, close to 1,100 tonnes of recyclables have been collected, equivalent to saving over 18,300 trees. In 2023, the CDC launched the Green Innovation Centre, in partnership with the Swedish Chamber of Commerce and Bukit Batok Grassroots Organisations to transform the existing Cosy Garden in Bukit Batok into a hub to inspire the local community to learn and discover more on sustainable living. The programme, which has brought together close to 30 partners from the local community, Swedish MNCs, and local SMEs, has reached more than 600 residents to date, educating them about intelligent solutions such as AI facial recognition for enhancing security in community gardens.

    Digital technology has transformed every aspect of our lives.

    It is also an increasingly powerful engine of business and economic growth. Real-time data sharing, IoT applications, information networking and artificial intelligence are enabling the development of smart grids, smart homes and smart cities. Across various sectors, including transportation, agriculture, energy, and healthcare, these technologies are improving quality of life, promoting sustainability, and fostering more responsive services.

  • MIL-Evening Report: ‘Genocide as colonial erasure – UN expert Francesca Albanese on Israel’s ‘intent to destroy’ Gaza

    NERMEEN SHAIKH: Israel’s deadly siege on northern Gaza has entered a 30th day. Early week, the World Health Organisation managed to deliver some medical supplies to the Kamal Adwan Hospital, but on Thursday, Israeli fighter jets bombed the hospital’s third floor, where the supplies were being stored.

    Al Jazeera reports Israeli forces are continuing to shell Beit Lahia, the scene of multiple massacres last week. On Wednesday, an Israeli attack on a market in Beit Lahia killed at least 10 Palestinians. Earlier in the week, Israel struck a five-story residential building, killing at least 93 people, including 25 children.

    Meanwhile, at the United Nations, the UN Special Rapporteur on the Occupied Palestinian Territory, Francesca Albanese, has released a major report accusing Israel of committing genocide.

    Albanese concludes that Israel’s war on Gaza is part of a campaign of, “long-term intentional, systematic, state-organised forced displacement and replacement of the Palestinians” . The report is titled Genocide as Colonial Erasure.

    AMY GOODMAN: Francesca Albanese is now facing intensifying personal attacks from Israeli and US officials. She was set to brief Congress earlier last week, but the briefing was cancelled. On Tuesday, the US Ambassador to the United Nations, Linda Thomas-Greenfield, wrote on social media, “As UN Special Rapporteur Albanese visits New York, I want to reiterate the US belief she is unfit for her role. The United Nations should not tolerate antisemitism from a UN-affiliated official hired to promote human rights.”

    On Wednesday, Francesca Albanese spoke at the United Nations and responded to the US attacks.

    FRANCESCA ALBANESE: I have the same shock that you have, looking at how the United States is behaving in this context, in the context of the genocide that is unfolding in Gaza. I’m not — I’m not surprised that they attack anyone who speaks to the facts that are, frankly, on our watch in Gaza. And they do that so brutally because they feel called out, because it’s not that it’s that the United States is simply an observer. The United States is being an enabler in what Israel has been doing.

    AMY GOODMAN: That was UN Special Rapporteur Francesca Albanese speaking at the United Nations on Wednesday. She joins us here in our studio.

    Welcome back to Democracy Now! Thanks so much for joining us.

    Well, before we get you to further respond to what the US and Israel is saying, can you lay out the findings of your report?


    Colonial Erasure’: UN expert Francesca Albanese on Israel’s “intent to destroy” Gaza Video: Democracy Now!

    FRANCESCA ALBANESE: Absolutely. First of all, thank you for having me.

    I have to say that this report is the second I write on — and I present to the United Nations on the topic of genocide. And it has been very reluctantly that I’ve taken on the responsibility to be the chronicler of — the chronicler of an unfolding genocide in Gaza.

    In March this year, I concluded that there were reasonable grounds to believe that Israel had committed at least three acts of genocide in Gaza, like killing members of the protected group, Palestinians; inflicting severe bodily and mental harm; and creating conditions of life that would lead to the destruction of the group. And the reason why I identified these were not just war crimes and crimes against humanity is because I identified an intent to destroy.

    And I understand that even in this country, people are quite confused about what is genocidal intent, because it’s not a motive. One can have many motives to commit a crime. And I understand genocide is a very insidious one, and it’s difficult to identify what’s a motive. But this is not about the motives. The intent to commit genocide is the determination to destroy, which is fully evident in — especially in the Gaza Strip, as I identified in — as argued in March already.

    The reason why I continue to write about genocide — and, in fact, this report walks on the heels of the previous one — is in order to better explain the intent, especially state intent, because there is another misunderstanding that there should be a trial of the alleged perpetrators in order to have — to attribute responsibility to a state.

    No, because not only you have had acts committed that should have been prevented by the — in a rule of law, in a proclaimed rule of law system like Israel, where there is the government, the Parliament, the judiciary, working as checks and balances, genocide has not only been not prevented, [it] has been enabled through the various organs of the state.

    And I explain what has happened as of October 7, which has provided the opportunity to escalate violence, to build on the rage and on the fury of many Israelis, turning the soldiers into willful executioners, is that there was already a plan, hatred.

    I mean, the Palestinians, like Ilan Pappé says, are victims not of war, but of a political ideology that has been unleashed. Palestinians have always been an unwanted encumbrance in the Israeli mindset, because they are an obstacle both as an identity and as legal status to the realisation of Greater Israel as a state for Jewish Israelis only.

    NERMEEN SHAIKH: So, we’ll go back to — because I do want to ask about the Israeli state institutions that you name and the branches of the Israeli state that have been involved in forming this state’s intent. But if you could elaborate on the point that you make, the difference between intent and motive, and in particular what you say in the report about how it’s critical to determine genocidal intent, “by way of inference”?

    You know, that’s a different phrasing than one has heard in all of this conversation about genocide so far. If you explain what you mean by that and what such a determination makes possible? So, rather than just looking at genocidal intent in other forms, what it means to infer genocidal intent?

    FRANCESCA ALBANESE: So, first of all, what constitutes genocide is established by Article II of the Genocide Convention, which creates a twofold obligation for member states, to prevent genocide so genocide doesn’t have to complete itself. When there is a manifestation of intent, even genocidal intent, there is already an obligation to intervene, because a crime is unfolding.

    And then there is an obligation to punish. How the jurisprudence, especially after Rwanda and after former Yugoslavia, there have been cases both for criminal proceedings, where individual perpetrators have been investigated and tried, and [the] responsibility of the state, litigated before the International Court of Justice. This is how the jurisprudence on genocide has developed.

    And the intent has been further elaborated upon what the Genocide Convention says. And while it might be difficult to have direct intent, meaning to have — it’s difficult but not impossible, in fact, to have a state official say, “Yes, let’s go and destroy everyone” — although I do believe that there is direct intent in this genocide in Gaza.

    But the court also established that genocide can be inferred from the scale of the attack on the people, the nature of the attack, the general conduct. And what it says is that normally there should be a holistic approach in order to identify intent, which is exactly what I’ve done.

    And indeed, this is why I proposed in this report what I called the triple lens approach. We need to look at the conduct, like the totality of the conduct, instead of studying with a microscope each and every crime. We need to look at the whole, against the totality of the people, the Palestinians as such, in the totality of the land, that Israel has slated as its own by divine design.

    NERMEEN SHAIKH: No, absolutely. And then, if you could — the other precedent you’ve just spoken about — of course, Rwanda and former Yugoslavia — another case that you cite in the International Court of Justice is The Gambia v. Myanmar. So, how is that comparable to what we see happening in Gaza? Why is that a relevant example and different from both Rwanda and former Yugoslavia?

    FRANCESCA ALBANESE: Let me tell you what I see as the major differences in the case of Israel, because it’s a very complex discussion. But in all four cases, there is a toxic combination of hatred, ideological hatred, which has informed political doctrines. And this is true in all the various contexts we are mentioning. The other common element is that there is [a] combination of crimes. Like, forced displacement is not an act of genocide per se, but the jurisprudence says that it can contribute to corroborate the intent.

    But, again, mass killing or mass destruction of property, torture and other crimes against a person, which translate into an infliction of physical and mental harm to the group, not individuals as such, but individuals as part of the group, these are common elements to all genocides.

    What I find characteristic in this one is, first of all, this is not — I mean, the state of Israel is not Myanmar and is not Rwanda 30 years ago. This is not war-torn former Yugoslavia. This is a state which has a separation of powers, different organs, as I said, checks and balances. And let me give you a specific example, because you asked me to comment on the state functions.

    In January this year, the International Court of Justice issued a set of preliminary measures in the context of its identification, before even looking at the merits of the case initiated by South Africa for Israel’s breach, alleged breach, of the Genocide Convention, which identified the plausibility of risk for the rights protected — of the rights of the Palestinians protected under the Genocide Convention, which means plausibility — it’s semantics, but it’s plausibility that genocide might be committed against the Palestinians in Gaza.

    And the provisional measures included an obligation to investigate and prosecute the various cases of incitement, genocidal incitement, that the court had already identified. And it mentions leaders, senior leaders, of the Israeli state. Has there been any investigation? Has there been any prosecution?

    But I’m telling you more. The genocidal statements didn’t resonate as shocking in the Israeli public, not only because there was rage, an enormous rage and animosity, of course. I mean, this is understandable, that the facts of October 7 were brutal and traumatized the people.

    But at the same time, hatred against the Palestinians and hate speech, it’s not something that started on October 7. I do remember, and I do remember the shock I felt because no one was reacting, and years ago, there were Israeli ministers talking of — freely, of killing, justifying the killing of Palestinians’ mothers and children because they would turn into terrorists.

    AMY GOODMAN: Francesca Albanese, talk about the title of your report, Genocide as Colonial Erasure.

    FRANCESCA ALBANESE: This is another element which I think — and, in fact, it’s the most important, where we see the difference between this genocide and others, because there is a settler-colonial component. And again, if you look at what the International Court of Justice in July this year concluded, when it decided that the — when it found that Israel’s 57 years of occupation in Gaza, the West Bank and East Jerusalem is unlawful and needs to be withdrawn totally and unconditionally, as rapidly as possibly, which the General Assembly says by September 2025.

    The court said that it amounts to — that the colonies amount to — have led to a process of annexation and racial segregation and apartheid. And these are the features of settler colonialism, the taking of the land, the taking of the resources, displacing the local population and replacing it. This has been a feature.

    Now, it is in this context that we need to analyse what is happening today. And by the way, don’t believe, don’t listen only to Francesca Albanese. Listen to what these Israeli leaders and ministers are saying — reoccupying Gaza, retaking Gaza, recolonising Gaza, reconquesting Gaza. This is what they are saying.

    And there are settlers on expeditions, not only to Gaza but also to Lebanon. So, this is why I say that the main difference, the main feature of this genocide, apart all the horrible aspects of it, is that this is the first settler-colonial genocide to be ever litigated before a court, an international court.

    And this is why coming to this country, which is a country birthed from a genocide, when I meet the Native Americans, for example, I feel the pain of these people. And I say if we manage to build on the intersectionality of Indigenous struggle, the cry for justice behind this case for Palestine will resonate even louder, because it will somewhat be an act of atonement from the settler-colonial endeavor, which has sprouted out of Europe, toward Indigenous peoples. So there is a lot of symbolism behind it.

    NERMEEN SHAIKH: And, you know, the analogy — first of all, you talked about the case brought by South Africa, so what they share, apart from South Africa and Israel-Palestine, is both the fact that they were colonial-settler states, as well as the fact that apartheid has been established as having occurred in both places.

    Now, in the case of South Africa, it was a decision that was taken by the United Nations at the time of apartheid, was unseating South Africa from the General Assembly. There have been calls now to do the same with Israel. So, if you could — if you could comment on that?

    And then, I just want to quote another short sentence from your report, in which you say, “As the world watches the first live-streamed settler-colonial genocide, only justice can heal the wounds that political expedience has allowed to fester.” So, if you could talk about the International Court of Justice’s case in that context, what role you think they can play, South Africa’s case, in resolving or addressing — seeing and addressing this wound?

    FRANCESCA ALBANESE: First of all, let me unpack the question of the unseating Israel, because this is one of the recommendations I made in my report. Under Article 6 of the UN Charter, a member state can be suspended of its credentials or its membership by the General Assembly upon recommendation of the UN Security Council. And the first criticism I got is that we cannot do that, because every states commit international law violations. Absolutely. Absolutely.

    But there are two striking features here. First, Israel is quite unique in maintaining an unlawful occupation, which has deemed such by — in at least one full occasion, but again, there was already a case brought before the ICJ in 2004, so there have been two ICJ advisory opinions.

    There is a pending case for genocide. There has been the violations of hundreds of resolutions by the — on Israel — over occupied Palestinian territory, by the Security Council, the General Assembly, the Human Rights Council, and steady violation of international humanitarian law, human rights law, the Apartheid Convention, the Genocide Convention. So this is quite unique.

    But all the more, this year alone, Israel has conducted an attack, an unprecedented attack, against the United Nations. It has attacked physically, through artillery, weapons, bombs, UN premises. Seventy percent of UNRWA offices and UNRWA buildings, clinics, distribution centers have been hit and shelled by the Israeli army.

    Two hundred and thirty UN staff members have been killed by Israel in Gaza alone. UN peacekeepers in Lebanon have been attacked. And this doesn’t even take into account the smear, the defamation against senior UN officials, the declaration of the secretary-general as persona non grata, the referring to the General Assembly as a “cloak of antisemites”.

    Again, this has mounted to a level — the hubris against the United Nations and international law has been unchecked and unbounded forever, but now, especially after the Knesset passed a law outlawing UNRWA, declaring UNRWA a terrorist organisation, and therefore disabling it from its capacity to deliver aid and assistance especially in Gaza and the West Bank and East Jerusalem, this is the nail in the coffin of the UN Charter.

    And it can also contribute to that sense of colonial erasure, because here it’s not just at stake the function of a UN body — and UNRWA is a subsidiary body of the General Assembly, so it’s even more serious. But there is the capacity of UNRWA to deliver humanitarian aid in a desperate situation, and also the fact that UNRWA is seen by Israel as the symbol of Palestinian identity, especially the Palestinian refugees. So there is an attempt to erase Palestinianness, including by hitting UNRWA.

    AMY GOODMAN: I want to ask you about your trip here, as we begin to wrap up. The US Ambassador to the United Nations, Linda Thomas-Greenfield, quoted on — tweeted on Tuesday, “As UN Special Rapporteur Albanese visits New York, I want to reiterate the US belief she is unfit for her role. The United Nations should not tolerate antisemitism from a UN-affiliated official hired to promote human rights.” If you can further address their charge of antisemitism against you?

    FRANCESCA ALBANESE: Yeah.

    AMY GOODMAN: And talk about what happened. You were supposed to come to Congress and speak and brief them, but that was cancelled this week.

    FRANCESCA ALBANESE: Yes, it was canceled. But let me — first of all, I’m very embarrassed to read this, because a senior US official who writes this, I mean, it shows a little bit of desperation. I’m sorry, but, you know, I’m very candid.

    And let me unpack my antisemitism for the audience. So, what I’ve been accused of — the reason why I’ve been accused of antisemitism — is because I’ve allegedly compared the Jews to the Nazis. Never done. Never done.

    What I’ve said, what I’ve done is saying, and I keep on saying, that history is repeating itself. I’ve never done such a comparison where I draw the parallel. It’s on the behaviour of member states who have the legal and moral obligation to prevent atrocities, including an unfolding genocide.

    In the past, they have done nothing — nothing — until the end of the Second World War, to prevent the genocide of the Jews and the Roma and Sinti. And they’ve done nothing to prevent the genocide of the Bosnians.

    And they’ve done nothing to prevent the genocide of the Rwandans. And they are doing the same today. This is where I insist that now, compared to when there was the Holocaust, now we have a human rights framework that should prevent this. The Genocide Convention to prevent this. So, this is one of the points.

    The second point, — which leads to portray me as an antisemite, which is really offensive — is that I’ve said that October 7 was not — I’ve contested, I’ve challenged the argument that October 7 was an antisemitic attack. October 7 was a crime, was heinous. And again, I’ve condemned the acts that were directed against the Israeli civilians, and expressed solidarity with the victims, with the families. I’ve been in contact with the families of the hostages.

    But I’ve also said the hatred that led that attack, that prompted that attack, to the extent it hit civilians, not the military, but it was prompted not by the fact that the Israelis are Jews, but the fact that the Israelis — I mean, the Israelis are part of that endeavor that has kept the Palestinians in a cage for 17 years and, before, under martial law for 37 years. And Palestinians have tried — it’s true they have used violence, but before violence, they have tried dialogue. They have tried collaboration. They have tried a number of means to access justice, and they have gone nowhere.

    I can — I mean, let me relate just this case, because last year I worked with children. And someone who was 17 years old before October 7 last year had never set foot out of Gaza. This is the reality. And I spoke with children while I was writing my report on “unchilding”, the experience of Palestinians under Israeli occupation. And one of them — I mean, there were these two girls fighting, because one of them had been able to go to Israel and the West Bank because she had cancer and could be treated, and the other was jealous, because, she said, “At least she was sick, and she could go, she could travel. I’ve never seen the mountains.”

    And again, this doesn’t justify violence, but, please, please, put things in context. And even Israeli scholars have said claiming that October 7 was prompted by antisemitism is a way to decontextualize history and to deresponsibilise Israel.

    I condemn Israel not because it’s a Jewish state. It’s not about that, but because it’s in breach of international law through and through. And were the majority of Israelis Buddhists, Christians, atheists, it would be the same. I would be as vocal as I am now.

    NERMEEN SHAIKH: Francesca, just one last question, and we only have a minute. Your recent book, J’Accuse, you take the title, of course, from the letter Émile Zola wrote during the Dreyfus Affair to the French president. You came under severe criticism for the choice of that title. Could you explain why you chose it and what it means in this context?

    FRANCESCA ALBANESE: Absolutely. I have the sense that whatever I say comes under scrutiny and criticism. But J’Accuse is — first of all, it’s the title that was proposed by the editor, the publisher. And I was against it until October 7.

    When I saw the narrative, the dehumanization of the Palestinians after October 7, and what it was legitimising, I said, “This is the title. We need to use it,” because I draw the parallel between what is happening to the Palestinians and what has happened to other groups, particularly the Jewish people in Europe.

    I say the Holocaust was not just about the concentration camps. The Holocaust was a culmination of centuries of discrimination, and the previous decades had led the Jewish people in Europe to be kicked out of jobs, professions, to be treated like subhumans, as animals. And it’s this dehumanisation that we need to look at in the face today, in the eyes today, and recognise as leading to atrocity crimes.

  • MIL-OSI China: Tech leaders outline vision for AI-powered future

    The AI Creators Conference, hosted by Chinese tech media company Pingwest, convened Wednesday in Beijing’s Zhongguancun subdistrict to explore practical applications of artificial intelligence.

    Pingwest founder Luo Yihang introduced this year’s theme, “AI for Real,” emphasizing how AI can enhance daily life and provide practical services. The event spotlighted AI applications in mobile phones and VR glasses, drawing industry leaders, including Vivo Vice President Zhou Wei and Xreal founder Xu Chi.

    Zhou detailed Vivo’s journey since launching its Global Research Institute in 2018, which is dedicated to integrating AI technology with smartphones. In 2023, the company introduced BlueLM, its proprietary technology designed to enhance AI-smartphone integration for improved user interaction and personalized services.

    Zhou emphasized that smartphones act as a bridge between people and the digital world, describing them as potential personal butlers. He outlined five key AI agent capabilities: perceiving user intentions, sharing experiences and memories, assisting in decision-making, autonomously operating applications and managing user affairs.

    These AI-powered devices will offer proactive intelligence and personalized services. Smartphones will be able to understand various languages, including minority ones, recognize speakers’ emotions and take autonomous actions like restaurant reservations, according to Zhou.

    The Vivo executive described the shift as “services finding people” instead of “people finding services.”

    In June this year, the National Guide on the Construction of Comprehensive Standardization System for the Artificial Intelligence Industry (2024) was jointly published by the Ministry of Industry and Information Technology, the Office of the Central Cyberspace Affairs Commission, the National Development and Reform Commission, and the Standardization Administration of China.

    The guide emphasizes standardizing evaluation methods for AI products while promoting the integration of large language models into practical applications. Zhou said smartphone manufacturers, including Vivo, will discuss in November how to establish industry standards for integrating AI agents into smartphones, aiming to facilitate collaborative innovation.

    Xreal founder Xu Chi shared his vision for AR glasses at the conference, predicting they could replace smartphones as the primary terminal device within a decade. While current models lag behind smartphones in efficiency, AI integration will simplify their use.

    Xu envisions future AR glasses with AI assistants providing personalized support and services, aligning with Vivo’s approach. Xu compared the concept to “Iron Man’s suit,” where users control their AI assistant through simple hand gestures.

    The 2024 World Science and Technology Development Forum (WSTDF) held a thematic session in Beijing on Oct. 24 focused on “Science and Technology for Risk-Informed Sustainable Development.” Leading representatives of policymakers, scholars and private sector took part in the event, discussing how to mobilize science and technology to navigate emerging global risks and build a safer, more inclusive and sustainable future.
    The session was hosted by the Integrated Research on Disaster Risk (IRDR), the International Society for Digital Earth (ISDE) and the International Research Center of Big Data for Sustainable Development Goals (CBAS), and supported by the International Science Council (ISC) and the U.N. Office for Disaster Risk Reduction (UNDRR). Salvatore Arico, CEO of the ISC, and Marco Toscano-Rivalta, head of UNDRR’s Regional Office for Asia and the Pacific, co-chaired the event, and it was co-moderated by IRDR Executive Director Yang Saini and Senior Science Officer Han Qunli.
    Collaboration and shared solutions for global risks
    As climate change accelerates and disaster risks become more complex, the importance of international scientific cooperation grows ever more crucial. Wu Guoxiong, an academician at the Chinese Academy of Sciences (CAS) and a researcher at the CAS Institute of Atmospheric Physics, highlighted the significance of international cooperation in early warnings for disasters. He pointed to the Sub-seasonal to Seasonal (S2S) Prediction Project as a successful model of global collaboration. Countries including China, the United Kingdom, the United States and Japan participate in the project, which allows real-time comparisons of their climate prediction models, improving collective capacity to address climate-related disasters.
    Rajib Shaw, chair of the UNDRR Asia-Pacific Scientific and Technical Advisory Group, emphasized the need for increased global cooperation to bridge technological divides. He noted that technologies such as artificial intelligence and drones are vital for disaster risk reduction, yet many Global South countries lack access to these advanced tools, making the collaboration essential.
    Manon Burger, biochemistry publishing director for Elsevier, underlined the importance of open access to scientific research in fostering global knowledge sharing. “We publish more than 3,000 journals, many of which are available open access, ensuring that researchers worldwide can stay updated on the latest scientific advancements,” Burger said. She also introduced Elsevier Foundation, which has partnered with over 100 institutions in 70 countries since it was established in 2005, offering approximately $16 million in funding for initiatives supporting climate action and inclusive health care. 
    Josephine Ngaira, professor of geography (climatology) in the School of Disaster Management and Humanitarian Assistance at Masinde Muliro University of Science and Technology in Kenya, stressed the need to address the specific challenges of grassroots communities and vulnerable populations in disaster risk management. She advocated for inclusive models that ensure technological benefits reach all levels of society, advancing sustainable development worldwide.
    DRR education and empowerment of young professionals  
    Young people are a driving force behind technological innovation and sustainable development. Shabhaz Khan, director of the UNESCO Regional Office for East Asia, stated that the youth is highly recognized by the United Nations, and can be mobilized and engaged in pilot disaster research activities.
    Salvatore Arico, CEO of the ISC, underscored the importance of interdisciplinary training for young researchers. He pointed out that current education systems often remain siloed within single disciplines, whereas solving complex global issues requires interdisciplinary research and training. He advocated for education reforms to provide young scientists with more diverse learning opportunities and to encourage cross-sector exploration.
    Khamarrul Azahari Razak, director of Malaysia’s Disaster Preparedness and Prevention Center, emphasized the importance of investing in human resources and listening to the voices of young people. Meanwhile, professor Christopher Garimoi Orach from the School of Public Health at Makerere University in Uganda, highlighted the need to strengthen disaster risk management education in developing countries, particularly at the higher education level. He noted that training specialists in disaster risk reduction is crucial for future global risk preparedness.
    Building social resilience through government policies
    In tackling global risks, national policies and government support are the keys. Robert Walker, fellow of the Royal Society of Arts and the Academy of Social Sciences Academy of UK and professor at the University of Oxford, stated that social policy should focus on enhancing social resilience by providing people with a sense of security, thus reducing their anxieties and enabling them to contribute to disaster risk reduction. Walker praised China’s efforts in promoting social security and resilience through advancing common prosperity, poverty reduction and energy transition.
    Salvatore Arico further emphasized that collaboration between governments, communities and scientists is essential for addressing global challenges such as climate change, land degradation and declining water quality. He noted that considering the practical applicability of scientific methods from the beginning of policy design would help enhance implementation effectiveness and ensure technology-driven progress.
    Rajib Shaw called for greater adaptability in governance mechanisms. Given the existing gap between sci-tech advancements and governance structures, he suggested policy adjustments from governments to facilitate adaptive governance, thus ensuing effective application of scientific tools in disaster risk reduction and management.

  • MIL-OSI China: Nobel laureate Gérard Mourou to work on extreme light in China

    “I’m going to work on extreme light for medical and energy fields,” Nobel laureate Gérard Mourou said on Friday, speaking on plans for his work in China.
    The French physicist, who joined Peking University’s School of Physics as chair professor last month, made the remarks on the sidelines of this year’s Beijing Forum, a global academic forum on innovation and human progress.
    At the opening ceremony of the annual forum, he outlined the applications of ultra-high intensity lasers in such areas as medicine and nuclear energy.
    In 2018, Mourou shared the Nobel Prize in Physics with Arthur Ashkin and Donna Strickland “for groundbreaking inventions in the field of laser physics.”
    He is expected to assist in the establishment of a new institute for scientific research and international cooperation in the fields of laser physics, particle physics, nuclear physics, medical physics and astrophysics, according to a statement from Peking University.
    As China invests heavily in developing science and education, talent is arriving from around the world at an increasing pace. Fields Medal winner Caucher Birkar has been teaching mathematics full-time at Tsinghua University since 2021. Structural biologist Yan Nieng returned to China from Princeton University in the United States in 2022 to found a medical academy in Shenzhen. Yan also delivered a keynote speech at this year’s Beijing Forum.
    And about one week after Mourou joined Peking University, a symposium celebrating the 50th anniversary of the discovery of the J particle brought several notable individuals to China: Nobel laureates Samuel Chao Chung Ting, Sheldon Glashow and David Gross, as well as Luciano Maiani, former director-general of the European Organization for Nuclear Research.
    “Achievements of the Chinese efforts are truly remarkable,” Gross told the media, explaining why the event was taking place in China despite the fact that the J particle was not discovered in the country.
    Though the initial discovery was made elsewhere, all 30 newly identified members of the J particle family were found at the Chinese Academy of Sciences’ Institute of High Energy Physics, Ting said.
    Mourou praised China for its scientific and technological advancements over the past decades. “I knew some of the scientists,” he said. “And they are interested about what I’m doing.”
    He joked that those scientists had been “smart enough” to convince him to join the university and start a new institute for ultra-high intensity lasers.
    Mourou said that he has been impressed by Chinese students, noting that they excel in innovation — not just in their coursework, as is often the stereotype.
    More than 500 scholars and experts from over 30 countries and regions are taking part in the 2024 Beijing Forum. Topics include sustainable development, the environment and health, and digitalization and artificial intelligence.
    “The best is yet to come,” Mourou said on the future applications of his research.

  • MIL-OSI China: Modernity encounters ancient civilization

    Spanning millennia, the history and mystery of Sanxingdui’s ancient civilization is reaching international audiences through modern digital platforms.

    The exhibition Sanxingdui Encounter: A Global Tour of 12K Micro-viewing of National Treasures opened on Oct 11 at the Memor Museum in New York, offering visitors an opportunity to have an immersive virtual experience of the relics and also see the physical replicas of these treasures.

    The display will last until Jan 19.

    Sanxingdui, an archaeological site located in modern-day Guanghan, Southwest China’s Sichuan province, illustrates the civilization of the ancient Shu kingdom, which flourished over 3,000 years ago. Sanxingdui was not discovered until the 1920s, and ongoing archaeological efforts continue to reveal discoveries.

    By the end of 2022, fieldwork on six newly uncovered sacrificial pits was nearly complete, yielding a wealth of precious artifacts. Over 4,000 items, including jade, stone and pottery, were unearthed during this phase of excavation. Archaeologists are piecing together the history of the ancient Shu civilization and presenting these findings to the public.

    The Shu kingdom, which arose in the Sichuan basin during the Bronze Age, was a key hub for early-stage Chinese civilization. Its people produced finely crafted bronze, jade, gold and ceramic artifacts, depicting mythical creatures, rulers, gods and shamans with exaggerated features such as bulging eyes and enlarged ears.

    “Sanxingdui’s rich heritage deserves international attention, with its vast cultural significance needing to be shared with a broader audience,” says Willa Ao, director of the Memor Museum.

    “We want to present the relics through a blend of digital and physical experiences.”

    One example Ao gives is a bronze figure, which strikingly resembles the stance of an American fitness coach performing a dead lift. Additionally, a bronze tree is adorned with numerous small hanging artifacts, reminiscent of ornaments used to decorate Christmas trees.

    Sanxingdui’s unearthed bronzes were previously showcased at the Metropolitan Museum of Art in 2002 as part of a broader exhibition on bronze artifacts, but Ao says this time, she wanted to provide New Yorkers a new and interactive way to feel the relics.

    This is done through 1:1 replicas from the Sanxingdui Museum’s collection, using ultra-high-definition 12k technology, artificial intelligence interaction and virtual reality immersion, which required three years of preparation.

    Visitors will have the opportunity to view the famous Bronze Mask with Crown and Protruding Eyes, a rare artifact that provides insight into the ceremonial and spiritual practices of the ancient Shu people.

    Also on display is the striking Bronze Head Wearing a Gold Mask, first unearthed in 1986, which illustrates a unique blend of social status and ritual significance.

    “Although they are replicas, they remain highly valuable,” Ao says. She explains that these reproductions of the Sanxingdui Museum’s collection were crafted using identical materials to faithfully replicate the original artifacts.

    Visitors will be able to explore the relics using VR technology, which brings large artifacts like the Large Standing Man and the Bronze Sacred Tree into the gallery through virtual exploration.

    The exhibition also employs 12K video capture to document smaller artifacts, delicate bronze bells and bird sculptures, magnifying them for a closer look.

    Sanxingdui is an important archaeological discovery, not just within Chinese archaeology, but within the world of archaeology, says Kristen Martucci, the exhibition’s translator.

    Martucci, 26, has been studying Chinese since high school and pursued East Asian studies, particularly ancient Chinese history, at Harvard University.

    She primarily helps translate materials into English in a way that is approachable for American and international audiences.

    She says her work is also a learning process in both Chinese and history while uncovering the “mystery”.

    “I learned about Sanxingdui in my graduate school courses, but even for me, seeing these replicas and using this exhibition and VR to experience it — that’s new to me, so it’s really exciting,” she says.

    ICC has issued the following statement upon the conclusion of the United Nations’ Conference of the Parties to the Convention on Biological Diversity (CBD COP16) underscoring the commitment of business to support future efforts to secure a robust and workable multilateral benefit sharing mechanism.

    ICC appreciates the efforts of Parties and the Colombian Presidency at CBD COP16 to progress on the operationalisation of the multilateral mechanism on benefit sharing from the use of digital sequence information, including the COP16 Decision’s recognition that further work is needed to refine several of its elements .  

    Businesses are committed to supporting biodiversity goals and engaged constructively in the discussion – viewing the multilateral mechanism as an opportunity to increase benefits shared for biodiversity through a simpler system that provides more legal certainty for companies and supports research and innovation.

    As several countries have recognised, the decision provides a starting basis for moving forward but many important aspects require further evidence-based work to ensure that the mechanism has the necessary enabling conditions and incentives to engage broad business participation. A system that is broad in scope makes it easy to contribute, sets fees at realistic levels, provides legal certainty for research and innovation, and has the potential to incentivise more funding for biodiversity. Business will strengthen its engagement as an integral part of the solution and will need to play a role in further refining the mechanism to ensure its success.”

    Further work could continue along several tracks, through formal CBD workstreams, informal dialogues, or a pilot phase to test the modalities in the decision and obtain evidence for consideration at COP17.  ICC will be working with companies, countries and other stakeholders along all these tracks to optimise the potential of the mechanism to attract broad participation from businesses to further biodiversity goals.

    …SUMMARY…
    Multiple rounds of strong-severe thunderstorms are possible today
    through tonight over parts of the southern Plains. Tornadoes,
    damaging winds and large hail are possible.

    …Synopsis…
    A full-latitude, mid/upper-level trough will move slowly eastward
    across the western CONUS, while evolving into a split-flow regime.
    The more-influential southern section of the trough is expected to
    amplify considerably as a shortwave perturbation and associated
    speed max — now located over the southern Great Basin — pivot
    through the base of the synoptic trough. By 00Z, the shortwave
    trough should dig southeastward to southern AZ and adjoining
    portions of Sonora. A leading vorticity lobe should eject to
    eastern NM by the end of the period, within a broader area of
    enhanced cyclonic flow extending across AZ, northern Chihuahua, and
    west TX. A 500-mb low may form by 12Z tomorrow near the center of
    that curvature, across central NM. In response to these
    developments, strengthening/difluent flow and height falls will
    spread eastward ahead of the synoptic trough — across the southern
    Plains and west TX.

    At the surface, 11Z analysis showed an outflow boundary fronting an
    MCS from the western Ozarks southwestward to northwest TX. The
    boundary should shift into AR and southeastern OK through the
    remainder of the morning before stalling, while the segment from the
    Red River region southwestward across the Big Country and northern
    Permian Basin already has become very slow-moving to stationary.
    The boundary should retreat northward through the period, with
    uncertainty remaining as to how far and with what specific timing,
    given a substantial cold pool evident across central/western OK and
    the South Plains/Panhandle region. A dryline — initially analyzed
    over southeastern NM and far west TX — should shift eastward to the
    southern Panhandle/south Plains and across the Permian Basin through
    the afternoon. A surface low initially near the central CO/KS
    border should move northeastward to central/north-central NE by 00Z,
    with cold front southwestward to another low in southeastern CO. A
    lee trough and more diffuse dryline will take shape and move
    eastward across the central High Plains into western KS, before
    being overtaken by the cold front.

    southeastern OK and parts of north-central/northwest TX. The
    central/northern part of this complex is outrunning favorably
    unstable inflow and should continue a broader weakening trend
    through the remainder of the morning. Meanwhile the southern part
    — over southern OK and north TX — has more buoyancy and still-
    favorable vertical shear to its east and southeast. However, that
    segment of convection is decelerating and non-severe. It also is
    located behind the associated outflow boundary, which is exhibiting
    anafrontal characteristics.

    As it retreats northward across the Red River Valley today into this
    evening, the outflow boundary should become more diffuse, with a
    loosening baroclinic gradient. This will occur amidst broader,
    synoptically driven theta-e advection. Meanwhile this feature and
    the dryline to its southwest should focus additional widely
    scattered to scattered thunderstorm development. Convection also
    may form in the warm/moist sector east of the dryline and south of
    the outflow boundary, given the lack of a substantial EML and
    typically accompanying capping. With favorable low-level and deep-
    layer shear expected, supercells and bowing QLCS configurations are
    possible, offering all severe hazards (hail, gusts, tornadoes). The
    greatest potential for relatively discrete/sustained supercells
    appears to be near the retreating boundary in northwest TX and parts
    of southern/central OK, and significant-severe hail may occur with
    some of that convection.

    Multiple convective episodes are expected from the afternoon’s
    greatest boundary-layer heating through late overnight, when
    large-scale ascent will increase again due to both warm advection/
    LLJ processes and DCVA/cooling aloft ahead of the approaching
    trough. These will overlap rich low-level moisture (surface
    dewpoints near and south of the boundary in the mid 60s to low 70s
    F). By late overnight, airmass recovery may extend into much of
    western/central OK, supporting another round of severe potential
    there. A more-concentrated mesoscale-focused severe threat
    (especially for tornadoes and/or severe gusts) may develop today
    into this evening near the residual boundary, but uncertainty on
    convective mode/coverage remains too large to assign greater
    unconditional probabilities at this cycle.

    Farther north, diurnally destabilized but convectively processed
    trajectories will temper the overall threat into the central Plains,
    along/ahead of the dryline and cold front. However, a few strong-
    severe thunderstorms are possible, mainly this afternoon into early
    evening.

  • MIL-Evening Report: Why do organisations still struggle to protect our data? We asked 50 professionals on the privacy front line

    More of our personal data is now collected and stored online than ever before in history. The rise of data breaches should unsettle us all.

    At an individual level, data breaches can compromise our privacy, cause harm to our finances and mental health, and even enable identity theft.

    For organisations, the repercussions can be equally severe, often resulting in major financial losses and brand damage.

    Despite the increasing importance of protecting our personal information, doing so remains fraught with challenges.

    As part of a comprehensive study of data breach notification practices, we interviewed 50 senior personnel working in information security and privacy. Here’s what they told us about the multifaceted challenges they face.

    What does the law actually say?

    Data breaches occur whenever personal information is accessed or disclosed without authorisation, or even lost altogether. Optus, Medibank and Canva have all experienced high-profile incidents in recent years.

    Under Australia’s privacy laws, organisations aren’t allowed to sweep major cyber attacks under the rug.

    They have to notify both the regulator – the Office of the Australian Information Commissioner (OAIC) – and any affected individuals of breaches that are likely to result in “serious harm”.

    But according to the organisational leaders we interviewed, this poses a tricky question. How do you define serious harm?

    Interpretations of what “serious harm” actually means – and how likely it is to occur – vary significantly. This inconsistency can make it impossible to predict the specific impact of a data breach on an individual.

    Victims of domestic violence, for example, may be at increased risk when personal information is exposed, creating harms that are difficult to foresee or mitigate.

    Enforcing the rules

    Interviewees also had concerns about how well the regulator could provide guidance and enforce data protection measures.

    Many expressed a belief the OAIC is underfunded and lacks the authority to impose and enforce fines properly. The consensus was that the challenge of protecting our data has now outgrown the power and resources of the regulator.

    As one chief information security officer at a publicly listed company put it:

    What’s the point of having speeding signs and cameras if you don’t give anyone a ticket?

    A lack of enforcement can undermine the incentive for organisations to invest in robust data protection.

    Only the tip of the iceberg

    Data breaches are also underreported, particularly in the corporate sector.

    One senior cybersecurity consultant from a major multinational company told us there is a strong incentive for companies to minimise or cover up breaches, to avoid embarrassment.

    This culture means many breaches that should be reported simply aren’t. One senior public servant estimated only about 10% of reportable breaches end up actually being disclosed.

    Without this basic transparency, the regulator and affected individuals can’t take necessary steps to protect themselves.

    Third-party breaches

    Sometimes, when we give our personal information to one organisation, it can end up in the hands of another one we might not expect. This is because key tasks – especially managing databases – are often outsourced to third parties.

    Outsourcing tasks might be a more efficient option for an organisation, but it can make protecting personal data even more complicated.

    Interviewees told us breaches were more likely when engaging third-party providers, because it limited the control they had over security measures.

    Between July and December 2023 in Australia, there was an increase of more than 300% in third-party data breaches compared to the six months prior.

    There have been some highly publicised examples.

    In May this year, many Clubs NSW customers had their personal information potentially breached through an attack on third-party software provider Outabox.

    Bunnings suffered a similar breach in late 2021, via an attack on scheduling software provider FlexBooker.

    Getting the basics right

    Some organisations are still struggling with the basics. Our research found many data breaches occur because outdated or “legacy” data systems are still in use.

    These systems are old or inactive databases, often containing huge amounts of personal information about all the individuals who’ve previously interacted with them.

    Organisations tend to hold onto personal data longer than is legally required. This can come down to confusion about data-retention requirements, but also the high cost and complexity of safely decommissioning old systems.

    One chief privacy officer of a large financial services institution told us:

    In an organisation like ours where we have over 2,000 legacy systems […] the systems don’t speak to each other. They don’t come with big red delete buttons.

    Other interviewees flagged that risky data testing practices are widespread.

    Software developers and tech teams often use “production data” – real customer data – to test new products. This is often quicker and cheaper than creating test datasets.

    However, this practice exposes real customer information to insecure testing environments, making it more vulnerable. A senior cybersecurity specialist told us:

    I’ve seen it so much in every industry […] It’s literally live, real information going into systems that are not live and real and have low security.

    What needs to be done?

    Drawing insights from professionals at the coalface, our study highlights just how complex data protection has become in Australia, and how quickly the landscape is evolving.

    Addressing these issues will require a multi-pronged approach, including clearer legislative guidelines, better enforcement, greater transparency and robust security practices for the use of third-party providers.

    As the digital world continues to evolve, so too must our strategies for protecting ourselves and our data.

    SHANGHAI, Nov. 4 — Chinese Premier Li Qiang on Sunday urged efforts to strengthen vocational education and nurture skilled workers in order to meet the needs of the country’s economic and social development.

    During a trip to Shanghai to research the city’s work on vocational education and cultivation of skilled workers, Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said that fostering more high-caliber skilled workers will provide solid support for high-quality development and high-quality life.

    When visiting the Shanghai Nanhu Vocational & Technical College, Li said that it is necessary to deepen the integration of industry and education as well as the cooperation between colleges and enterprises, optimize the setting of college disciplines and majors based on the needs of the society and industries’ actual development and strengthen hands-on skill practice, adding that more skilled teachers are needed to innovate the models and methods of teaching.

    Noting that there are ever-growing demands for elderly care, childcare and medical care, Li urged efforts to strengthen the training of skilled workers in the related fields.

    When visiting the WorldSkills Museum, Li said governments at all levels should continue to refine support policies for the cultivation of skilled workers by strengthening institutional innovation and investment.

    Efforts should also be made to improve the systems of development planning and services for skilled workers with a view to broadening their development channels and enhancing their incomes, Li addeed.

  • MIL-OSI: Talen Energy Statement on FERC Order Rejecting Susquehanna ISA

    HOUSTON, Nov. 03, 2024 (GLOBE NEWSWIRE) — Talen Energy Corporation (“Talen”) (NASDAQ: TLN) released the following statement in response to Friday’s Federal Energy Regulatory Commission (the “FERC”) order rejecting the amended Susquehanna Interconnection Service Agreement (“ISA”) between PJM Interconnection (“PJM”), PPL Electric Utilities (“PPL”), and Talen which would increase co-located load capacity at Talen’s Susquehanna nuclear power generation facility from 300 megawatts to 480 megawatts:

    On Friday, FERC issued an order denying PJM, PPL, and Talen’s Susquehanna ISA. Talen believes FERC erred and we are evaluating our options, with a focus on commercial solutions. We believe this ISA amendment is just and reasonable and in the best interest of consumers. FERC’s decision will have a chilling effect on economic development in states such as Pennsylvania, Ohio, and New Jersey.

    Importantly, the existing ISA allows for 300 megawatts of co-located load at Susquehanna, and development of the first phases of the Amazon Web Services (“AWS”) data center campus can proceed using those 300 megawatts while Talen continues to pursue approval of the amended ISA.      

    Contrary to the Commission’s ruling, Talen’s co-location arrangement with AWS is part of the solution to issues raised on November 1 at the FERC technical conference on large co-located load. It brings service to the customer quickly and without expensive transmission upgrades necessary to serve large-load demand. But our direct-connect configuration is just one of several commercial solutions to the demand of large loads, and we are exploring other solutions as we move forward. The data center economy will require an all-of-the-above approach to satisfy the increased demand, including co-location such as Talen’s arrangement with AWS, hybrids that co-locate primary power behind the meter while using grid power for back-up, and front-of-the-meter connections to utility transmission.
